Madison School District’s “K-12 Literacy Program Evaluation”

1. Intensify reading instruction in Kindergarten in order to ensure all No additional costs. I. Introduction
A. Title or topic – District Evaluation Protocol – The presentation is in response to the need to provide timely and prioritized information to the Board of Education around programs and interventions used within the District. The report describes a recommended approach to formalizing the program evaluation process within the District.

C. Background information – As part of the strategic plan it was determined that priority must be given to systematically collect data around programs and services provided within the district. The purposes for such information vary from determining program and intervention effectiveness for specific student outcomes, to customer satisfaction, to cost effectiveness analyses. In addition, at the December 2009 Board meeting the issue of conducting program evaluation in specific curricular areas was discussed. This report provides specific recommendations on how to coordinate such investigations and studies.
D. Action requested – The administration is requesting that the Board approve this protocol such that it becomes the model by which priority is established for conducting curricular, program, and intervention evaluations into the future.
II. Summary of Current Information
A. Synthesis of the topic· School districts are expected to continuously improve student achievement and ensure the effective use of resources. Evaluation is the means by which school systems determine the degree to which schools, programs, departments, and staff meet their goals as defined by their roles and responsibilities. It involves the collection of data that is then transformed into useful results to inform decisions. In particular, program evaluation is commonly defined as the systematic assessment of the operation and/or outcomes of a program, compared to a set of explicit or implicit standards as a means of contributing to the improvement of the program.
Program evaluation is a process. The first step to evaluating a program is to have a clear understanding of why the evaluation is being conducted in the first place. Focusing the evaluation helps an evaluator identify the most crucial questions and how those questions can be realistically answered given the context of the program and resources available. With a firm understanding of programs and/or activities that might be evaluated, evaluators consider who is affected by the program (stakeholders) and who might receive and or use information resulting from the evaluation (audiences). It is critical that the administration work with the

Don’t lose sight of why we have public schools



Marj Passman:


The need to succeed at teaching children is at the basic core of everything we do in Madison schools.
So why did the very society that depends on us to educate their most precious beings, their children, come to be so apprehensive about us? How did this happen? When did our state Legislature and many of our fellow citizens decide that an increase and/or a change in public financing of education was not in their interest?
Perhaps we all need to calm down and ask ourselves the very basic question of why we have public schools. The following tenets are a good start:
1. To provide universal access to free education.
2. To guarantee equal opportunities for all children.
3. To unify a diverse population.
4. To prepare people for citizenship in a democratic society.
5. To prepare people to become economically self-sufficient.
6. To improve social conditions.
7. To pass knowledge from one generation to the next.
8. To share the accumulated wisdom of the ages.
9. To instill in our young people a love for a lifetime of learning.
10. To bring a richness and depth to life.
Many Americans have either forgotten, disregard, or no longer view public schools as needed to achieve the above. Some, not all, view the public schools in a much more narrow and self-indulgent way — “What are the public schools going to do for me and my child?” — and do not look at what the schools so richly provide for everyone in a democratic society.

There are many reasons that public education institutions face credibility challenges, including:

Having said that, there are certainly some remarkable people teaching our children, in many cases resisting curriculum reduction schemes and going the extra mile. In my view, our vital public school climate would be far richer and, overall, more effective with less bureaucracy, more charters (diffused governance) and a more open collaborative approach with nearby education institutions.
Madison taxpayers have long supported spending policies far above those of many other communities. The current economic situation requires a hard look at all expenditures, particularly those that cannot be seen as effective for the core school mission: educating our children. Reading scores would be a great place to start.
The two Madison School Board seats occupied by Marj Passman and Ed Hughes are up for election in April, 2011. Interested parties should contact the Madison City Clerk’s office for nomination paper deadlines.




A Few Comments on Monday’s State of the Madison School District Presentation



Madison School District Superintendent Dan Nerad will present the “State of the Madison School District 2010” tomorrow night @ 5:30p.m. CST.
The timing and content are interesting, from my perspective because:

  • The nearby Verona School District just approved a Mandarin immersion charter school on a 4-3 vote. (Watch the discussion here). Madison lags in such expanded “adult to student” learning opportunities. Madison seems to be expanding “adult to adult” spending on “coaches” and “professional development”. I’d rather see an emphasis on hiring great teachers and eliminating the administrative overhead associated with growing “adult to adult” expenditures.
  • I read with interest Alec Russell’s recent lunch with FW de Klerk. de Klerk opened the door to South Africa’s governance revolution by freeing Nelson Mandela in 1990:

    History is moving rather fast in South Africa. In June the country hosts football’s World Cup, as if in ultimate endorsement of its post-apartheid progress. Yet on February 2 1990, when the recently inaugurated state President de Klerk stood up to deliver the annual opening address to the white-dominated parliament, such a prospect was unthinkable. The townships were in ferment; many apartheid laws were still on the books; and expectations of the balding, supposedly cautious Afrikaner were low.
    How wrong conventional wisdom was. De Klerk’s address drew a line under 350 years of white rule in Africa, a narrative that began in the 17th century with the arrival of the first settlers in the Cape. Yet only a handful of senior party members knew of his intentions.

    I sense that the Madison School Board and the Community are ready for new, substantive adult to student initiatives, while eliminating those that simply consume cash in the District’s $418,415,780 2009-2010 budget ($17,222 per student).

  • The “State of the District” document [566K PDF] includes only the “instructional” portion of the District’s budget. There are no references to the $418,415,780 total budget number provided in the October 26, 2009 “Budget Amendment and Tax Levy Adoption document [1.1MB PDF]. Given the organization’s mission and the fact that it is a taxpayer supported and governed entity, the document should include a simple “citizen’s budget” financial summary. The budget numbers remind me of current Madison School Board member Ed Hughes’ very useful 2005 quote:

    This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.

    In my view, while some things within our local public schools have become a bit more transparent (open enrollment, fine arts, math, TAG), others, unfortunately, like the budget, have become much less. This is not good.

  • A new financial reality. I don’t see significant new funds for K-12 given the exploding federal deficit, state spending and debt issues and Madison’s property tax climate. Ideally, the District will operate like many organizations, families and individuals and try to most effectively use the resources it has. The recent Reading Recovery report is informative.

I think Dan Nerad sits on a wonderful opportunity. The community is incredibly supportive of our schools, spending far more per student than most school Districts (quite a bit more than his former Green Bay home) and providing a large base of volunteers. Madison enjoys access to an academic powerhouse: the University of Wisconsin and proximity to MATC and Edgewood College. Yet, District has long been quite insular (see Janet Mertz’s never ending efforts to address this issue), taking a “we know best approach” to many topics via close ties to the UW-Madison School of Education and its own curriculum creation business, the Department of Teaching and Learning.
In summary, I’m hoping for a “de Klerk” moment Monday evening. What are the odds?




Years Of Schooling Leaves Some Students Illiterate



Scott Simon:

Author Beth Fertig says that as many as 20 percent of American adults may be functionally illiterate. They may recognize letters and words, but can’t read directions on a bus sign or a medicine bottle, read or write a letter, or hold most any job. Her new book, Why cant U teach me 2 read, follows three young New Yorkers who legally challenged the New York City public schools for failing to teach them how to read — and won. Host Scott Simon talks to Fertig about her book.

SIMON: The No Child Left Behind Act is often criticized. But you suggest in this book that it perhaps did force teachers to not just let a certain percentage of students slip through the cracks.
Ms. FERTIG: That is the one thing that I do hear from a lot of different people is, by not just looking at how a whole school did and saying, you know, 60 or 70 percent of our kids passed the test, they now have to look at how did our Hispanic kids do, how did our black students do, how did our special ed students do, how did English language learners do – students who aren’t born to parent who speak English.
And this way, by just aggregating the data, they’re able to see which kids are falling behind and hopefully target them and give them more interventions, more help with their reading. And the ideal is that a child like Umilka isn’t going to be caught, you know, in high school and they’re going to figure out then that they weren’t reading.
SIMON: You make a point in the book you can’t get a job cracking rocks these days without having to probably fill out a computer form as to how many rocks you cracked.
Ms. FERTIG: Exactly. Antonio is now working at UPS as a loader. He had to take a basic orientation test. And because he had improved his reading skills to a fourth or fifth grade level, he was able to pass that. But he feels stuck now.

An Interview with Montgomery (Alabama) School District Superintendent (an former Madison Lapham Elementary Principal) Barbara Thompson



David Zaslawsky, via a kind reader’s email:

MBJ: As superintendent, you are the CEO of a $311 million budget, 32,000 students and 4,500 employees. What are your priorities?
Thompson: Basically, moving the school district forward so we are considered one of the No. 1 school districts in the state. Making sure that our students are successful and that they have skills that will allow them to compete in what I consider a global society. My priority is to make sure first and foremost that we have kids in the classroom – so we have to tackle that dropout rate.
MBJ: Any other initiatives?
Thompson: The Career Academies is another way we’re looking at deterring our dropout rate. We hope that this gives our kids some idea of the light at the end of the tunnel; some skill set they can see and some jobs they can do. Potentially, we see (Career Academies) being a linkage for those kids for reasons why to stay in school because this can give you jobs – these are classes you can take while you’re in high school so when you graduate, you actually have a job. And the last component of that – that three-tier component that I consider — is prevention. We increased seven pre-K programs because the other part of dropout prevention is that part. We added seven pre-K programs this year for a total of 21. The reason that is so critical is because one of the reasons kids drop out is because they don’t have the skills that they need. We’re trying to increase giving the kids skills as 4-year-olds so when they come into kindergarten, they are caught up. That’s part of that three-pronged approach.
MBJ: What are some of the things that you learned about MPS since you took over in August, and what has surprised you?
Thompson: I learned a lot about the commitment that this community has towards education, particularly the business (community), work force development and the chamber. They are very committed to making sure that the public schools in Montgomery are successful. I guess I was surprised at the Career Academies. They are cutting-edge in terms of what you want to be doing in the school district and the involvement that we have in the chamber in the (Career Academies) is exciting and unusual.

An Update from the Madison School Board’s Student Member



Sarah Maslin:

4k is really exciting, since it provides a great opportunity for four year olds to get a head start with learning before they get to kindergarten. It’s also a promising step towards eliminating the achievment gap. Right now, we’re smooting out some rough edges– deciding whether to start with all of the buildings and teachers, or whether to “phase in,” starting with 1/3 or 2/3 the amount of resources, and then increase it in the next few years.
However, though there’s still some negotiating to go, the 4k plan seems to be on its way. Another issue that involved a lot of intense discussion was the district’s Reading Recovery Program.
Reading Recovery is a program for first grade students who are really struggling with reading. Targeted at the lowest 20% reading level students, Reading Recovery provides very intense one-on-one training every day which, when continued throughout the year, has very good national results of getting kids back on track.
However, in the last few years, RR in the MMSD has had less success than the national average (42% students finish the program versus around 60% nationally). This lead the district to worry and evaluate the program. At our meeting, we discussed schools that had experienced success with reading recoverey, and other ones that had not. The team that evaluated the program has recommended “full implementation” of reading recovery at schools with the most needy children, which would hopefully increase the success rate at those schools. However, due to limited resources, Reading Recovery can not be implemented at every school.




Madison schools — “the biggest loser”



Susan Troller:

Despite an ailing economy, Madison School Board members were guardedly optimistic last spring as they put together the district’s preliminary 2009-2010 budget. The community had overwhelmingly passed a referendum the previous fall that allowed the district to exceed state revenue caps, providing an extra $13 million to the district through 2012.
As a result, the board was anticipating a rare year where public school programs and services were not on the chopping block and was looking forward to crafting a budget with minimal property tax increases. Initial projections worked out to a $2.50 increase on an average $250,000 Madison home on this year’s tax bill.
For once, it looked as if both parents and taxpayers would be happy with the budget, a rare scenario in Wisconsin where school spending formulas and revenue caps often seem tailor-made to pit taxpayers against school advocates.
But the preliminary budget plan the Madison district drew up and approved in May predated the news that Wisconsin’s revenue situation was far worse than predicted. The result was a steep reduction in what the state’s 438 school districts would get from Wisconsin’s general school aid fund. The drop in general school aid amounted to $149 million, or 3 percent.
These cuts, however, would not be shared equally across every district, and the formula used was particularly unkind to Madison, which overnight saw a gaping hole of more than $9 million, a drop in aid not seen by any other district in the state.
“We were so happy last spring. In retrospect, it was really kind of pitiful,” says Lucy Mathiak, vice president of Madison’s School Board. The mood was decidedly more downbeat, she notes, in late October when the board gave its final approval to the $350 million 2009-2010 school district budget.

I’m glad Susan mentioned the District’s total spending. While such budget changes are difficult, many public and private organizations are facing revenue challenges. The Madison School District has long spent more per student than most Districts in Wisconsin and has enjoyed annual revenue growth of around 5.25% over the past 20+ years – despite state imposed “revenue caps” and flat enrollment.
Some can argue that more should be spent. In my view, the District MUST complete the oft discussed program review as soon as possible and determine how effective its expenditures are. Board Vice President Lucy Mathiak again raised the issue of evaluating math curriculum effectiveness via University of Wisconsin System entrance exam results and college placement. This request has fallen on deaf ears within the MMSD Administration for some time. [Madison School Board Math Discussion 40MB mp3 audio (Documents and links).] I very much appreciate Lucy’s comments. The District’s extensive use of Reading Recovery should also be evaluated in terms of effectiveness and student skills. The District should be planning for a tighter budget climate in this, the Great Recession.
Finally, I found Marj Passman’s comments in the article interesting:

“I understand that the economy is terrible, but for years we heard that the reason we had this school funding mess was because we had Republicans in charge who were basically content with the status quo,” says board member Marj Passman. “I had expected so much change and leadership on school funding issues with a Democratic governor and a Democratic Legislature. Honestly, we’ve got Rep. Pocan and Sen. Miller as co-chairs of the Joint Finance Committee and Democratic majorities in both houses! Frankly, it’s been a huge disappointment. I’d love to see that little beer tax raised and have it go to education.”

In my view, we’re much better off with “divided” government. The current Governor and legislative majority’s budget included a poor change to the arbitration rules between school districts and teacher unions:

To make matters more dire, the long-term legislative proposal specifically exempts school district arbitrations from the requirement that arbitrators consider and give the greatest weight to revenue limits and local economic conditions. While arbitrators would continue to give these two factors paramount consideration when deciding cases for all other local governments, the importance of fiscal limits and local economic conditions would be specifically diminished for school district arbitration.

A Virtual Revolution Is Brewing for Colleges

Students starting school this year may be part of the last generation for which “going to college” means packing up, getting a dorm room and listening to tenured professors. Undergraduate education is on the verge of a radical reordering. Colleges, like newspapers, will be torn apart by new ways of sharing information enabled by the Internet. The business model that sustained private U.S. colleges cannot survive.
The real force for change is the market: Online classes are just cheaper to produce. Community colleges and for-profit education entrepreneurs are already experimenting with dorm-free, commute-free options. Distance-learning technology will keep improving. Innovators have yet to tap the potential of the aggregator to change the way students earn a degree, making the education business today look like the news biz circa 1999. And as major universities offer some core courses online, we’ll see a cultural shift toward acceptance of what is still, in some circles, a “University of Phoenix” joke.
This doesn’t just mean a different way of learning: The funding of academic research, the culture of the academy and the institution of tenure are all threatened.

K-12 spending will not continue to increase at the rate it has over the past twenty years (5.25% annually in the case of the Madison School District). Online education provides many useful learning opportunities for our students. While it is certainly not the “be all and end all”, virtual learning can be used to supplement and provide more opportunities for all students. Staff can be redeployed where most effective (The budget pinch, flat enrollment despite a growing metropolitan area along with emerging learning opportunities are two major reasons that the Madison School District must review current programs for their academic and financial efficiency. Referendum Climate: Madison Mayor Orders 5% Cut in 2009 City Budget



A possible Fall 2008 Madison School District Referendum may occur amid changes in City spending (and property taxes). Mayor Dave Cieslewicz’s Memo to City Managers includes this [PDF]:

This is the most challenging budget year I have seen in six years and it appears to be among the most challenging in two decades or more. High fuel prices combined with lagging revenues associated with the economic downturn and increases in debt service and other costs will force us to work hard just to maintain current services. Other typical cost increases in areas such as health insurance and wages will create additional pressure on our budget situation.
Based on current estimates, our “cost to continue” budget would result in an unacceptably high increase of about 10% for taxes on the average home and a levy increase of around 15%.

One would hope that a referendum initiative would address a number of simmering issues, including math, curriculum reduction, expanded charter options, a look at the cost and effectiveness of reading recovery, perhaps a reduction in the local curriculum creation department and the elimination of the controversial report card initiative. “two universities stick with a discredited idea”

Pressure is mounting on two universities to change the way they train on-the-job educators to teach reading. 

The Ohio State University in Columbus and Lesley University near Boston both run prominent literacy training programs that include a theorycontradicted by decades of cognitive science research. Amid a $660 million effort to retrain teachers that’s underway in 36 states, other academic institutions are updating their professional development. Yet Ohio State and Lesley are resisting criticism and standing by their training. 

For decades, their Literacy Collaborative programs deemphasized teaching beginning readers how to sound out words. These programs do cover some phonics, but they also teach that students can use context clues to decipher unfamiliar words. Studies have repeatedly shown that guessing words from context is inefficientunreliable and counterproductive. Twelve states have effectively banned school districts from using that flawed approach. 

The approach, sometimes called “cueing,” originated in the 1960s in the United States and New Zealand, and was popularized in American reading instruction by Gay Su Pinnell and Irene Fountas, professors at the two universities. Pinnell, who is now retired, founded OSU’s Literacy Collaborative, and Fountas founded and still directs Lesley’s Center for Reading Recovery & Literacy Collaborative.

The big education story of the week is the negative effects of inadequate literacy instruction on parental trust — and the lack of sufficient coverage needed to cover the literacy reform effort. 

What’s being attempted in NYC and many other parts of the nation is one of the biggest education stories of the decade. “No major metropolitan school district has ever managed to raise reading achievement at scale — or to make higher test scores stick,” writes Robert Pondiscio in a sobering overview of NYC Reads in the outlet Commentary. 

Researchers, school systems, and publishers responsible for the prolonged use of discredited methods and materials are — not surprisingly — trying to avoid accountability. Nineteen different Teachers College colleagues declined to comment or didn’t bother to respond, including the discredited former head of the program, according to the Columbia Spectator’s Sabrina Ticer-Wurr. To block Ohio’s efforts to improve literacy, Reading Recovery is suing Ohio, reports EdWeek’s Sarah Schwartz.

And yet parents and the general public still know precious little about how their kids and their schools’ efforts are going, week in and week out. “It’s no accident that Moms for Liberty has embraced the ‘science of reading’ movement,” writes NYC parent and journalist Kendra Hurley in Slate. “Reading instruction drove a wedge between me and my kids’ teachers.”

What is the place for African Americans in the ‘new’ Madison?

In the midst of these challenges, the Madison Metropolitan School District heard its superintendent-designee, Matthew Gutiérrez, was rescinding his acceptance of the position to remain as superintendent of the Seguin, Texas school district. This lack of a permanent superintendent can have an incredibly negative impact on African American students. The initiative known as “Black Excellence” began under the leadership of former superintendent Jennifer Cheatham. Cheatham has been gone for almost a year. Nothing about the current leadership suggests that Black Excellence is a district priority. African American children in Wisconsin experience the widest achievement disparities in the nation in reading and mathematics. Our eighth graders are performing 47 points below their White counterparts in mathematics. Our fourth graders are performing 39 points below their White counterparts in reading. Where is the collective outrage over these disparities? Who on the current school board is demanding improvement?

The racial problems of MMSD run long and deep: Issues of achievement, disproportionate assignment to special education, lack of access to honors and advanced placement classes, disproportionate levels of suspensions and expulsions, and disproportionate graduation rates (59% Black vs. 88% White). In the midst of this there is an inverse relationship between the percentage of teachers of color and that of students. Eighty-eight percent of the teachers are White in a district with a student population that is 43% White. And, we have had repeated instances of White teachers using racial epithets and other disrespect toward Black students and their parents (e.g. a White teacher mistakenly sent a text to a Black parent about how the parent and her child were so dumb).

African Americans in Madison have been more than patient when it comes to improving their status — education, employment, housing, and every other measure of health and well-being. There have been over 40 years of reports, task forces and initiatives. Post-pandemic Madison will be a “new” Madison. We have learned a lot in the midst of crisis. We know that far too many of our community members are one paycheck away from poverty — loss of housing, food, health care, childcare, schooling, etc. What is the place for African Americans in this new Madison?

The Unexamined Model Is Not Worth Trusting (We know best…)

In early March, British leaders planned to take a laissez-faire approach to the spread of the coronavirus. Officials would pursue “herd immunity,” allowing as many people in non-vulnerable categories to catch the virus in the hope that eventually it would stop spreading. But on March 16, a report from the Imperial College Covid-19 Response Team, led by noted epidemiologist Neil Ferguson, shocked the Cabinet of the United Kingdom into a complete reversal of its plans. Report 9, titled “Impact of non-pharmaceutical interventions (NPIs) to reduce COVID-19 mortality and healthcare demand,” used computational models to predict that, absent social distancing and other mitigation measures, Britain would suffer 500,000 deaths from the coronavirus. Even with mitigation measures in place, the report said, the epidemic “would still likely result in hundreds of thousands of deaths and health systems (most notably intensive care units) being overwhelmed many times over.” The conclusions so alarmed Prime Minister Boris Johnson that he imposed a national quarantine.

Subsequent publication of the details of the computer model that the Imperial College team used to reach its conclusions raised eyebrows among epidemiologists and specialists in computational biology and presented some uncomfortable questions about model-driven decision-making. The Imperial College model itself appeared solid. As a spatial model, it divides the area of the U.K. into small cells, then simulates various processes of transmission, incubation, and recovery over each cell. It factors in a good deal of randomness. The model is typically run tens of thousands of times, and results are averaged—a technique commonly referred to as an ensemble model.

In a tweet sent in late March, Ferguson—then still one of the leading voices within the U.K.’s Scientific Advisory Group for Emergencies (SAGE), tasked with handling the coronavirus crisis—stated that the model was implemented in “thousands of lines of undocumented” code written in C, a widely used and high-performing computing language. He refused to publish the original source code, and Imperial College has refused a Freedom of Information Act request for the original source, alleging that the public interest is not sufficiently compelling.

As Ferguson himself admits, the code was written 13 years ago, to model an influenza pandemic. This raises multiple questions: other than Ferguson’s reputation, what did the British government have at its disposal to assess the model and its implementation? How was the model validated, and what safeguards were implemented to ensure that it was correctly applied? The recent release of an improved version of the source code does not paint a favorable picture. The code is a tangled mess of undocumented steps, with no discernible overall structure. Even experienced developers would have to make a serious effort to understand it.

I’m a virologist, and modelling complex processes is part of my day-to-day work. It’s not uncommon to see long and complex code for predicting the movement of an infection in a population, but tools exist to structure and document code properly. The Imperial College effort suggests an incumbency effect: with their outstanding reputations, the college and Ferguson possessed an authority based solely on their own authority. The code on which they based their predictions would not pass a cursory review by a Ph.D. committee in computational epidemiology.

As we were putting the final touches on our new report, The Supplemental Curriculum Bazaar: Is What’s Online Any Good?, Amazon unveiled a “new storefront” called Amazon Ignite. The site will allow educators to earn money by publishing—online, of course—their original educational resources (lesson plans, worksheets, games, and more).

The e-commerce titan’s entry into the curricular marketplace is obviously motivated by a perceived market opportunity—and that’s not wrong. The vast majority of teachers are supplementing their core curriculum or don’t have a core curriculum to start with, so it’s no surprise that they often frequent the online arena to obtain the materials with which to meet their instructional needs.

In fact, recent studies by RAND found that nearly all teachers report using the Internet to source instructional materials, and many of them do so quite often. For example, 55 percent of English language arts (ELA) teachers said they used Teachers Pay Teachers for curriculum materials at least once a week. That site reports that one billion resources have been downloaded—a massive number, to be sure.

Yet we know almost nothing about the quality of such supplementary materials. Although several organizations have stepped up to offer impartial reviews of full curriculum products, to our knowledge there’s no equivalent when it comes to add-on resources. Therefore, we set out to answer a simple question: Are popular websites supplying teachers with high-quality supplemental materials?

12 of those 24 have been enrolled in Madison School since Pre-K kindergarten or kindergarden. 12 students have been in Madison Schools.

They have High attendance. They have been in the same (you know) feeder school they have not had high mobility. There is no excuse for 12 of my students to be reading at the first second or third grade level and that’s where they’re at and I’m angry and I’m not the only one that’s angry.

The teachers are angry because we are being held accountable for things that we didn’t do at the high school level. Of those 24 students, 21 of them have been enrolled in Madison for four or more years.

Of those 24 students one is Caucasian the rest of them identify as some other ethnic group.

I am tired of the district playing what I called whack-a-mole, (in) another words a problem happens at Cherokee boom we bop it down and we we fix it temporarily and then something at Sherman or something at Toki or something at Faulk and we bop it down and its quiet for awhile but it has not been fixed on a system-wide level and that’s what has to change.

De Blasio Gives Up on Educating Poor Kids

To say that many liberal elites have all but given up on educating low-income minorities might seem like an overstatement. But when you consider the state of public education in our inner cities, and the priorities of those in charge, it’s hard to draw any other conclusion.

After Labor Day, New York City’s 1.1 million public school students will return to the classroom. The majority of them can’t do basic reading or math, according to state standardized test results released last week. And the numbers get even more depressing when broken down by race and ethnicity. Black and Hispanic students make up 67% of the system, while whites and Asians are about 15% and 16%, respectively. Only 28% of black students passed the math exam, versus 33% of Hispanics, 67% of whites and 74% of Asians. On the English exam, the passage rates were 68% for Asians, 67% for whites, 37% for Hispanics and 35% for blacks.

Sadly, these racial gaps in academic achievement have persisted for decades, and they are a main source of racial inequality in America. Want to help someone avoid poverty or addiction or incarceration? An education goes a long way. The irony is that the same social-justice advocates who obsess over inequality also spurn reforms, such as public charter schools, that help close black-white differences in learning. “City charter schools, now teaching roughly 10% of the city’s student population, markedly outperformed traditional public schools again” on the state tests, reported the New York Post. Fifty-seven percent of charter-school test takers passed the state English exam, and 63% passed the math portion.

“They’re all rich, white kids and they’ll do just fine” — not!.

Madison’s one size fits all expedition: English 10.

Madison Superintendent Search Commentary; Groundhog Day, in some ways



Negassi Tesfamichael:

“I think the most important quality we are looking for in an interim superintendent is stability,” School Board member Cris Carusi said. “I don’t think it really matters as much if it’s an internal or external candidate … we’re going to want someone who can provide stability.”

Carusi noted that she hopes the board can engage in an open process when selecting a new superintendent.

“I really hope we have a transparent, public process for choosing a new superintendent where we are able to get input from our staff and our community,” Carusi said. “We absolutely have to do that for our superintendent process and I think on some level for the interim selection process as well.”

Will the interim superintendent eventually be hired as permanent superintendent?

Rainwater was hired as an interim superintendent before the board voted to hire him after conducting its search process. However, whether to have an interim superintendent considered for a long-term post is something the School Board will have to decide as it crafts the characteristics of who it wants to hire as the new district leader.

“When we did our search, we didn’t want the interim to be a person to be considered for the full job,” Howard said. “That’s something the board will have to decide. When we did it six years ago, we determined we didn’t want that person to be in consideration for the job, but that does not have to be the case this time.”

Assistant superintendent Art Rainwater was elevated (no one else applied) to Superintendent when Cheryl Wilhoyte was pushed out. Perhaps Madison will think different this time and look outside the traditional, credentialed Superintendent candidates. The District has much work to do – quickly – on the basics, reading/writing, math and science. A steady diet of reading recovery and connected math along with above average spending of nearly $15k/student per year has not changed student achievement.

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Madison Teacher / Student Relationships and Academic Outcomes?

“Kids aren’t going to be able to take risks and push themselves academically, without having a trusting support network there,” said Lindsay Maglio, principal of Lindbergh Elementary School, where some teachers improved on traditional get-to-know-you exercises in the first few weeks of school by adding more searching questions, and where all school staff are engaged in community-building lessons in small-group sessions with students taking place at set periods throughout the year.

While noting that getting to know their students is already “something we do feel strongly about,” fourth-grade teacher Beth Callies, now in her 11th year at Lindbergh, said she saw value in a districtwide strategy emphasizing it. “It’s a good push to remind us,” Callies said.

Beyond asking her students to describe themselves through traditional questions such as choosing what animal or what TV show they would like to be, and where they would like to take a vacation and why, Duernberger also invited them to free-associate this year by responding to the line: “I wish my teacher knew this about me.”

Common ground
The students’ answers, which they also read to each other in a follow-up exercise, were as varied as their life stories. Students said they liked to go camping, had two brothers, worked hard, could read-upside down, and had two dogs at home before mom gave one away.

Teachers have been encouraged to mine a book by educator Zaretta Hammond known as “Culturally Responsive Teaching and the Brain” for new techniques and deeper understanding of the issue. At Lindbergh, Maglio built time into the school day for all staff to meet once a week for 40 minutes with students in small groups “to build community and work on trust,” with possible lessons on topics such as resolving conflicts or bullying.

“It’s really based off the issues that kids are having, so there’s not a set structure (for the weekly sessions),” Maglio said. “We just need to think about being more purposeful in how we plan for all our students. It might be working for 80 percent of students, but we need to think more about the ones we may be struggling to reach.”

Madison has long tolerated disastrous reading results, despite spending more than most – now nearly $20,000 per student.

Last October, Madison Superintendent Jen Cheatham signed a resolution agreement with the U.S. Department of Education’s Office for Civil Rights regarding OCR’s compliance review of access to advanced coursework by Hispanic and African-American students in the District. The OCR resolution agreement was included on the agenda (item 9.3) of the December 12, 2016 full board meeting as part of the Instruction Workgroup “report out” without discussion.

When OCR does a compliance review, it issues a resolution letter to the subject institution which describes OCR’s review and OCR’s findings. The resolution agreement (signed by the institution) then sets forth what the institution agrees to do to address the issues in the resolution letter.

According to the Superintendent, the District did not have a unified cuniculum prior to the 2013-201 4 school year. The Distiict recently reported to OCR that it is implementing “a multi-year, multi-phased plan to engage in course alignment. The end result will be courses that share a common course plan, common titles and course descriptions in the high school course guides, syllabi using common templates and common end-of-course summative assessments.” As summarized below. the District’s cum~nt approach to AL services is the product of several programs and initiatives as well as a recently concJuded audit by WDPI.

In 2008 The District received a $5.3 million Smaller Learning Communities grant from the Department. With these funds the District began, in its words, “to rethink and reconceptualize the high school experience.” As a result of this process, the Distri<.:t in October 2010 announced the "Dual Pathways Plan," with goals that included aligning the curriculum among all four high schools: closing the achievement gap between white students and students of color: and remedying what the District concedes was unequal access for students to advanced courses. The District proposed we meet these goals by implementing two different pathways for high school students: a "preparatory pathway" and an "accelerated pathway". In March, 2011, The WDPI concluded an investigation of the District's TAG program by determining that the District had failed to comply with four State of Wisconsin requirements for TAG programs: (1) establish a TAG plan and hire a TAG coordinator: (2) identify TAG students in multiple domain areas, including intellectual, academic, creative. leadership and the arts: (3) provide access to TAG programming without cost and allow parents to participate in identification and programming. The District subsequently adopted and implemented a corrective action plan to address findings of WDPI's audit. On February 6, 2015, WDPI concluded monitoring the implementation of the District's corrective action plan, finding the District in compliance with all relevant statutory requirements for TAG programs in Wisconsin. Also in 2011, in response to unfavorable feedback from parents and community members regarding the Dual Pathways proposal, the District modified the proposal and enacted a more modest series of reforms focusing on curriculum alignment. The District began to scale back its use of prerequisites for advanced high school courses, implementing a system of "recommended skills and experiences." The District also increased its advanced course offerings for the ninth and tenth grade, and expanded its assessment of elementary and middle school students for advanced kaming opportunities by broadening its reliance on qualitative factors like teacher recommendations. ...... The District offers honors ond AP courses to provide enriched academic opportunities for students. The District does not offer an International Baccalaureate program. Students can take honors courses at the middle school level, and both honors and AP courses at the high school level. None of the high schools offers weighted grades or credits for honors or AP courses. The District's offoring of honors and AP courses varies among schools, and neither the alternative high school (Shabazz City High School) nor the non-traditional high school (Innovative and Alternative Education) which focuses on expeliential learning, offers such courses. The District offored 13 different AP courses in multiple sections during the 2013-14 school year and 24 different AP courses during the 2015-16 school year. Recognizing that its AP course offerings vary across its four high schools, the District recently completed a three-year plan for course vetting and course alignment that includes AP coursework. Pursuant to this plan, the District plans to standardize across all four high schools AP courses that do not have prerequisites. In addition, the Dist1ict's Director of CuITiculum and Instruction said the District has the goal to have a standard set of AP courses across all four high schools: the schools will not necessarily offer all of the same courses, but the AP courses each offers will be drawn from the same set of AP courses. The District will gauge student interest in AP courses in deciding where to offer the courses. However, the District will ensure that core AP courses such as Physics and English will be offered at all four high schools. The AL Direclor noted that a first step in offering higher level math courses at all high schools is to ensure that Algebra 1 is the same at all school. The Director of Curriculum and Management confirmed that the District is realigning the math curriculum. ...... The magnitude of the racial disparity in AP enrollment is worse for math and science AP courses. There were only 18 math and 17 science AP enrollments by African-American students, a rate of 1.2 math and 1.1 science AP enrollments per 100 African-American students. There were only 44 math and 38 science AP enrollments by Hispanic students, a rate of 3.9 math and 3.3 science AP enrollments per 100 Hispanic students. By comparison, there were 526.5 math and 368 science AP enrollments by white students, a rate of 14.9 math and 10.4 science AP enrollments per 100 white students. Thus, in the 2013-14 school year, enrollments by white students in AP math and AP science courses were 12.4 and 9.5 times greater respectively, than enrollments by African-American students, and 3.8 and 3.2 times greater, respectively, than enrollmentw by Hispanic students. ...... Further the data provided by the District show that there was underepresentation of African American and Hispanic students in AP courses at each high school in the District. During the 2013-2014 school year, the disparity between African-American students' participation and all other students' participation was statistically significant in 12 of 15 AP courses offered at East High School, 5 of 13 courses at LaFollette High School, 13 of 17 courses at Memorial High School and 9 of 14 courses at West High School. The disparity between Hispanic student enrollment and all other students' enrollment was statistically significant in 2 of 15 AP courses offered at East High SchooL 0 of 13 courses at LaFollette High School. 6 of 17 courses at Memorial High School and 8 of 14 courses at West High School. In addition. African-American students underrepresentation in AP math ws statistically significant in all 12 of the AP math offerings that were offered at every District high school (in the three courses of Calculus AB, Calculus BC and Statistics) and Hispanic students underrepresentation in AP math was statistically significant in 3 of the same 12 AP math offerings. As for participation in AP science, African-American students' underrepresentation was statistically significant in 8 of 12 offerings of AP science (in the three courses of Physics C, Chemistry, Biology and Environmental Science), and Hispanic students' underrepresentation was statistically significant in 3 of the same 12 AP science offerings.

“It’s an asset that there’s a segment of the population that has that kind of disposition, so what you want to do is exploit it to the greatest extent,” Kahan says. “And if we’re lucky, it will percolate into other people with whom they have interactions.”




The man who studies the spread of ignorance



Georgina Kenyon:

Proctor found that ignorance spreads when firstly, many people do not understand a concept or fact and secondly, when special interest groups – like a commercial firm or a political group – then work hard to create confusion about an issue. In the case of ignorance about tobacco and climate change, a scientifically illiterate society will probably be more susceptible to the tactics used by those wishing to confuse and cloud the truth.

Monthly Update From Madison BOE President Arlene Silveira



Reading Programs: The Board received a presentation on Reading Recovery in the district. A number of questions were raised about our reading programs and how programs worked together to ensure we were meeting the needs of all of our students. Therefore, the Board requested a full evaluation of all reading programs at the elementary level so we have a better understanding of the big reading picture.

Superintendent Goals:
As part of the Superintendent evaluation process the Board, in conjunction with the Superintendent, developed goals for the Superintendent. There are a lot of details associated with each goal. The Goal area and targeted Results of each goal are below:
1. Goal Area: Increase the percentage of students who are proficient and advanced in reading. Results: Increased proficiency and advanced proficiency on WKCE or its replacement, other district assessment or standards-based tests. By 2012-14, 100% of students will meet this target.
2. Goal Area: Increase the percentage of students at all grade levels who attend school at 96% or more. Results: Increase attendance for students in every grade, with a specific focus on the students in key transition grades. By 2014-15, 96% or more of students will meet this target.
3. Goal Area: Increase the percentage of students on track for credit attainment for graduation in four years. Results: Increased percentage of students on track for credit attainment for graduation. By 2014-15, 90% or more will meet this target.
4. Goal Area: Completion of a review of the District’s organizational structure and organizational systems/processes and develop a plan to align the work of the Administration to the District’s mission and Strategic Plan. Results: This goal will be assessed by Board approval and successful Administrative implementation of a Plan that aligns the work of the Administration with the District’s mission and Strategic Plan and to principles of quality organizations, and is fiscally sustainable over time.
5. Goal Area: Board relations. Results: Development and implementation of a sustainable system for improving and demonstrating effective communication with the Board of Education.
6. Goal Area: Implement the Strategic Plan action steps targeted for year one as approved by the Board of Education. Results: A report in June 2010 outlining progress toward implementation of the action steps including any evaluation of new programs that has occurred using the approved performance measures.
7. Goal Area: Leadership development goal. To focus on encouraging the heart in others and challenging the process.
What’s Up in January?: 2010 will be a busy year. Items of interest on our January agenda: Decision on the implementation of 4-year-old kindergarten; Race to the Top funds; initial presentation of an environmental charter middle school; core performance measures associated with the strategic plan; and kick-off of the 2010-11 budget process.

How can we help poor students achieve more?

As a teacher-centered lesson ended the other morning at Midvale Elementary School, about 15 first-graders jumped up from their places on the carpeted rug and dashed to their personal bins of books.
Most students quickly settled into two assigned groups. One read a story about a fox in a henhouse with the classroom teacher, and another group, headed by a UW-Madison student teacher, read a more challenging nonfiction book about a grandmother who, as one child excitedly noted, lived to be 101.
In addition to this guided reading lesson, one boy sat at a computer wearing headphones, clicking on the screen that displayed the words as a story was read aloud to him, to build word recognition and reading stamina. Two other boys read silently from more advanced books. Another boy received one-on-one help from a literacy coach conducting a Reading Recovery lesson with him.
“I think what’s so important is that this program truly meets the needs of a variety of students, from those who are struggling to those who are accelerated,” says Principal John Burkholder.

I think we have learned and the research supports that kids need a balanced literacy approach. The “whole language vs. phonics” wars should really be put to rest. It is an old fight. Kids don’t learn the same way so a variety of instructional methods should be available. It is not unusual for districts to offer both direct instruction to identified students and reading recovery to others. The problems that kids have are different so the instructional interventions should be different as well. In terms of kids in heterogeneous classrooms receiving instruction – all kids need to be taught at their level. The challenge for teachers in diverse reading and math classrooms is to figure out how to meet those very different needs. It is difficult but not impossible.
The author seems to be saying that we should be segregating our classrooms and our schools. If you look at the scores of low-income students in low income schools-where the demographics are 90% low income, 90% African American or Hispanic – the scores are generally low. It is not like segregating the kids will automatically raise the scores.




A K-12 View from 35,000 Feet



I happened to sit next to the Curriculum Coordinator (20+ years in that District) for a large, growing US School District recently ( north of 100,000 students). I found some of the comments interesting:

  • They cycle through superintendents every 2 to 3 years. The Supers are paid $300K+ with “lots of benefits”.
  • The new super is decentralizing all over the place, pushing control down.
  • They use trailers as enrollment moves around the community.
  • The new super wants to require any children in grades K-3 not reading at grade level to have only one task per day (beyond lunch, recess and PE) – read. This involves tracking.
  • I asked what sort of curriculum they used for reading: Whole language with “lots of phonics”. I asked if they used Reading Recovery. The person said that they evaluated RR but felt it was “far too expensive”.
  • Offer a great deal of IB and AP courses. They also have magnet schools, though the person said that they are less popular now that the district has gone back to neighborhood schools (evidently there was a successful reverse discrimination lawsuit). They have evidently received “a great deal of federal funds” to support IB and AP.
  • 8th graders who cannot read at grade level will go to a different set of curriculum or school than those who are at or above.

This district spends about $7,900 per student annually (Madison is in the $12,500 range).
Interestingly, this is the 2nd time during the past 12 months that I’ve sat next to an educator on their way to a conference sponsored by curriculum publishers.

A story by Sol Stern posted on City Journal highlights the success of Reading First and includes striking parallels to our superintendent’s response to the program:

Reading First, though much maligned, succeeds in teaching kids to read. . . .
A comprehensive study by an outside evaluator will appear in 2007, measuring Reading First’s influence on student achievement nationally. But some states and districts are already seeing significant improvement. When the relevant congressional committees hold hearings on NCLB reauthorization, they might start by looking to neighboring Virginia, where they’ll discover a dramatic example of Reading First’s power. With apologies to Dickens, we might call it a tale of two school districts—one welcoming Reading First, the other disdaining it.

Although the term “whole language” is rarely used today, programs based on its premises, such as Reading Recovery, Four Blocks, Guided Reading, and especially “balanced literacy,” are as popular as ever. Redesign acknowledges failure to close achievement gap



The high school dumbing down (aka high school redesign) shows the MMSD administration’s loss of will, as well as its refusal to adopt curriculum changes needed to close the achievement gap.
The gap begins in elementary school: 46% of black students score below grade level on the third grade reading test, but only 9% of the white students.
The gap remains into high school: 49% of black 10th graders score below grade level in reading, while only 12% of the white students are at the minimal or basic levels.
Facing the failure to raise the performance of black students, the MMSD superintendent and his administrators have thrown up their hands and turned to dumbing down the curriculum.
The gap remains because the superintendent and administrators refuse to use curricula that will raise performance. For example, the MMSD clings to expensive and ineffective Reading Recovery and fuzzy math in the lower grades, while refusing to expand Read 180 which the district’s reading staff trumpeted for its success in upper grades.Previous boards and some current members share the responsibility too, because of their insistence that they have no role in curriculum issues.
Fortunately, the insistence of some board members to hold a public session on high school dumbing down might represent a modicum of hope that curriculum improvements may be possible.

I’ve asked you, Neal Gleason and others, but all of you avoid the question. Let’s try one more time.
Do you believe a 50%-60% success rate for Reading Recovery is about all that can be achieved because 1) some students just can’t learn or 2) no one knows how to teach struggling first graders or 3) the MMSD doesn’t know how to teach those first graders?

Board and committee goals – 2006



Johnny Winston, Jr. provided a summary of the board’s June 19th discussion of board and committee goals.
I found two of the board’s priorities particularly noteworthy.
One priority under Performance and Achievement reads:

Math and Literacy and Curriculum
• Review the appropriateness of the goal of completion of algebra and geometry in high school in view of test scores in math (and sub categories) at 4th and 10th grades
• Develop specific, measurable goals regarding the district’s strategic priorities: “offering challenging, diverse and contemporary curriculum and instruction”
– Include input from community
• Initiate public discussion and dissemination of MMSD information that explains:
– What curriculum is used and why
– Evidence base for choosing curriculum and teaching methodologies
– Evaluation of student outcomes associated with changes/use of specific curriculum/methodologies
• Curricular review with input from parents and K-12 post secondary educators and employers
• Cost effectiveness of reading recovery
• Math curriculum
• Review math and reading curriculum to assess impact on high school

MMSD board goals for 2006-2007



According to Johnny Winston, Jr.:

On June 19th the board held a “brainstorming session” to discuss future district directions. This included developing agenda items for the board and committees. For the ‘06-‘07 school year, the entire board will focus on: 1) Attendance, Dropouts, Truancy and Expulsions; 2) Budget Process; 3) Math & Literacy; and 4) Equity. Many items were discussed for committee agendas and the committees themselves will prioritize them


More than once in the last several weeks, I asked Carol Carstensen via e-mail whether she’d support a task force or pilot program to look at more effective reading programs than those used by the district, and she has not given me an answer.
Here is what I posted on May 26:

Carol Carstensen provided the third grade reading scores for students who had been in Reading Recovery in first grade. According to the 2003-04 WRCT results of former Reading Recovery students, only 57% scored at or above grade level, not 89% as Carol suggested in a comment. . . .
I suggested to Carol that it might be wise for the district to pilot a curriculum stressing systematic, direct, and explicit instruction, since Reading Recovery does little of those. A pilot would tell the board whether another curriculum would help students even more.
She’ll probably say no way.


Her silence loudly says, “No way.”




Brave New World: Are our kids ready to compete in the new global economy? Maybe not

Most of us have had those eerie moments when the distant winds of globalization suddenly blow across our desks here in comfortable Madison. For parents, it can lead to an unsettling question: Will my kids have the skills, temperament and knowledge to prosper in an exceedingly competitive world?
I’m not so sure.
I’m a fan of Madison’s public schools, but I have my doubts if such preparation is high on the list of school district priorities. (I have no reason to think things are any better in the suburban schools.) Like a lot of parents, I want my kids pushed, prodded, inspired and challenged in school. Too often — in the name of equity, or progressive education, or union protectionism, or just plain cheapness — that isn’t happening.

Constructivist Theory of Education



As we know, curriculae like Everyday Math, Core Math, Reading Recovery, Balanced Literacy and the Literacy Collaborative are based on the constructivist theory of education. Indeed, the Literacy Collaborative (a trademarked name for Balanced Literacy) states that its framework is based on the theories of Vygotsky, Bruner and Clay.
For an interesting exercise, do a google search with all three of these keywords “constructivist marxism vygotsky” [ask | clusty | google | msn | yahoo]
Now before the constructivists out there accuse me of labelling them as marxists, let me say I am not. I am, however, making the point that the curriculae you advocate has deep roots in marxist egalitarian theory.

The standards-based reform movement has led to increased emphasis on tests, coupled with rewards and sanctions, as the basis for “accountability” systems. These strategies have often had unintended consequences that undermine access to education for low-achieving students rather than enhancing it. This article argues that testing is information for an accountability system; it is not the system itself. More successful outcomes have been secured in states and districts, described here, that have focused on broader notions of accountability, including investments in teacher knowledge and skill, organization of schools to support teacher and student learning, and systems of assessment that drive curriculum reform and teaching improvements.

Reader Reed Schneider on Curriculum and School Boards



Reed Schneider emails on recent posts regarding a School Board’s role in curriculum policy:

I agree that the school board should be responsible for the district’s curriculum. In fact, it is the most important thing they are charged with. 10 or more years ago, before widespread internet availability, the non-edu-estab person on a board would have the excuse that it would be impossible for them to know which curricula works. All decisions would be deferred to the so-called experts. That excuse doesn’t work any more. Any board member can now go to www.nrrf.org and discover opinion and independent research showing programs like Reading Recovery and balanced Literacy have serious flaws. They can go to www.mathematicallycorrect.com and discover that math programs recommended by the NCTM like Everyday Math fail our children.
Even if the board becomes involved, it will take board members willing to do this. Just because they become involved with curriculum will not automatically mean they will critically evaluate administrators recommendations. Far too often they simply rubber stamp what the curriculum specialist puts in front of them.
The parents and tax payers are the only ones with the power to change this. A good question at a board candidate’s forum would be: “What is your opinion of reading or math programs based on constructivist theory?” If they don’t understand the question, can’t answer, hem and haw, or embrace it, don’t vote for them. It’s really that simple.

Art Rainwater’s Monthly Column: Current School Finance System Needs to Change: “Advanced Courses May



Madison Schools Superintendent Art Rainwater:

School districts across Wisconsin are preparing to begin the yearly ritual of reducing services to their students. Under the current revenue caps there really is no choice for most of us. For most districts the easy choices were made long ago. After twelve years of revenue caps there are only choices left that harm our children.
At the same time that educational research is showing us more effective ways to ensure that all children learn, inadequate school finance systems are ensuring that we do not have the resources to implement what we know.
Or, the choice this year for some may be the reduction of the advanced courses (emphasis added) that allow our state’s students to be competitive with students globally, thus limiting the availability of the highly educated work force that our state needs to be competitive.

There are many budget posts on this site, including those that discuss health care costs, reading recovery, business services, state funding, local property taxes and a different point of view on school funding. Personally, for many reasons, I don’t see the current situation, modest annual budget growth, changing much. The more we yearn for additional state and federal dollars, the more we become dependent upon the political spaghetti associated with that type of funding. Having said all that, I do agree that the current model is a mess. I just don’t see it getting any better. We simply need to spend our annual $329M in the most effective, productive way possible.
I’m glad that Art is putting his words on the web! I look forward to more such publications.




2006-2007 MMSD Budget Comments



Jason Shepherd writing in the December 29, 2005 Isthmus:

  • Superintendent Art Rainwater: says the “most frustrating” part of his job is knowing there are ways to boost achievement with more resources, but not being able to allocate them. Instead, the district must each year try to find ways to minimize the hurt.
  • Board member Lawrie Kobza wants the board to review its strategic plan to ensure all students are being challenged with a rigorous curriculum.
  • Carol Carstensen, the current Board President says the “heterogenous” groupings, central to the West controversy (English 10, 1 curriculum for all), will be among the most important curriculum issues for 2006.
  • Ruth Robarts is closely watching an upcoming review of the district’s health insurance plans and pushing to ensure that performance goals for Rainwater include targeted gains for student achievement.
  • Johnny Winston says he’ll continue to seek additional revenue streams, including selling district land.

With respect to funding and new programs, the district spends a great deal on the controversial Reading Recovery program. The district also turned down millions in federal funds last year for the Reading First Program. Perhaps there are some opportunities to think differently with respect to curriculum and dollars in the district’s $329M+ budget, which increases annually.

MMSD Equity Policy Exists – Board Not Overseeing Policy



On Monday, October 31st, the Madison School Board voted to establish an equity policy task force even though a board equity policy exists – http://www.madison.k12.wi.us/policies/9001.htm. The existing equity policy goals are twofold: (1) that all students will be provided an equitable educational opportunity in a diverse setting and (2) that all students will achieve in accordance with the 100% success objectives. MMSD School Board members are not taking the necessary steps to ensure that the existing School Board Equity Policy is being implemented as stated in the policy requirements. Why not? It seems to be easier for the Board majority to punt to another new task force and confuse the situation, further delaying action.
There are serious flaws and confusion in the ‘reasoning’ and applications of the ‘equity policy’ by the majority of the Board: equity and equal are NOT the same; nor do the equity policy and the equity formula mean, nor do the same things. The Board majority and the Administration conveniently hide behind the confusion and lack of accountability they create to ‘assure’ everyone they are doing everything they can given financial constraints that prevent them from doing more. The lack of prior board oversight, work and actions simply do not support the board majority’s statements on Monday night.
For example, as Chair of the Performance and Achievement Committee last year, Board member Juan Jose Lopez had both the power and the authority to set the agenda for his committee. Did his committee make closing the achievement gap a priority? No. Did his committee examine curriculum, identify where resources are being allocated and what support resources are needed, review test results, budgets and make recommendations for changes to improve the achievement gap? No. I attended all the Performance and Achievement Committee meetings. What was done? District administrators made “seminar type” information presentations on various subjects and curricula, but no data on MMSD’s students were presented.

A Few Notes on the Superintendent’s Evaluation & Curriculum



Several writers have mentioned the positive news that the Madison Board of Education has reviewed Superintendent Art Rainwater for the first time since 2002. I agree that it is a step in the right direction.
In my view, the first responsibility of the Board and Administration, including the Superintendent is curriculum: Is the Madison School District using the most effective methods to prepare our children for the future?
There seems to be some question about this:

  • Language: The District has strongly embraced whole language (Troy Dassler notes in the comments that he has been trained in balanced literacy). I would certainly be interested in more comments on this (and other) point(s). [Ed Blume mentions that “”Balanced literacy” became the popular new term for whole language when whole language crumbled theoretically and scientifically.”] UW Professor Mark Seidenberg provides background on whole language and raises many useful questions about it. Related: The District has invested heavily in Reading Recovery. Ed Blume summarized 8 years of District reading scores and notes that Madison 3rd graders rank below state wide average for children children in the advanced and proficient categories. (Madison spends about 30% more than the state average per student)
  • Math: The District embraces Connected Math. UW Math Professor Dick Askey has raised a number of questions about this curriculum, not the least of which is whether our textbooks include all of the corrections. A quick look at the size of the Connected Math textbooks demonstrates that reading skills are critical to student achievement.
  • Sherman Middle School’s curriculum changes
  • West High School’s curriculum changes and families leaving
  • Same Service Budget Approach“: I think the District’s annual same service approach reflects a general stagnation.

Budgets and Account Structures – How Can We Find Out What a Budget is for a Curriculum, Service?



The expenditure side of the MMSD budget appears to be organized around departments – general administration, business services, student services, elementary education, etc. Within each department, expenditures seem to be organized according to an accounting structure, which I believe is dictated by DPI requirements.
Ed Blume has been asking questions about library and other program/services expenditures. The response from the administration, “…There are no specific accounts in the financial statements that report the expenditures against this receipt. Library expenditures are part of the central library and included in each building as part of the building formula accounts…” This seems to be an accounting response to a budget question.
In the chart of accounts why aren’t there, or are there, “tags” (my word) that enable financial information to be organized in a way that if either a board member or the public wants to know what is being spent on library services, reading recovery, math instruction, other projects, this information can be provided?




Take Nothing from the MMSD at Face Value



The MMSD’s “data-driven” administration provides plenty of numbers and authoritative sounding assertions.
Take none at face value. The facts are often riddled with incomplete data, and the assertions are usually unsubstantiated.

Superintendent Dismisses Call for Transparent Budget



I have been trying for weeks to get a handle on how much the MMSD spends on various programs. As I’ve exchanged e-mails with Roger Price and Superintendent Rainwater, it has become clear that the MMSD cannot (or will not) provide figures on how much was budgeted for any particular program in the previous year, how much was spent in the previous year, and how much was budgeted for the current year.
Calculating and providing those three sums creates a “transparent” budget, i.e., a budget that allows the average citizen to see where the money came from and where it went.

Evidence-Based Reform Report



Robert Slavin of John Hopkins reports on current educational models that are supported by scientific evidence, and makes recommendations.
Despite some recent improvements, the academic achievement of American students
remains below that of those in most industrialized nations, and the gap between African
American and Hispanic students and White students remains substantial. For many years, the
main policy response has been to emphasize accountability, and No Child Left Behind has added
further to this trend. There is much controversy about the effects of accountability systems, but
they have had little impact on the core technology of teaching: Instruction, curriculum, and
school organization.
This paper argues that genuine reform in American education depends on a movement
toward evidence-based practice, using the findings of rigorous research to guide educational
practices and policies. No Child Left Behind gives a rhetorical boost to this concept, exhorting
educators to use programs and practices “based on scientifically-based research.” In practice,
however, programs that particularly emphasize research-based practice, such as Reading First,
have instead supported programs and practices (such as traditional basal reading textbooks) that
have never been evaluated, while ignoring well-evaluated programs. The same is true of the
earlier Comprehensive School Reform program, which was intended for “proven,
comprehensive” programs but has instead primarily supported unresearched programs.
This paper reviews research on programs that already have strong evidence of
effectiveness. Programs with strong evidence of effectiveness fell into the following categories.
1. Comprehensive school reform models, which provide professional development and
materials to improve entire schools. Research particularly supports Success for All and
Direct Instruction, but smaller numbers of studies support several additional models
including the School Development Program, America’s Choice and Modern Red
Schoolhouse.
2. Instructional technology. Research supports integrated learning systems in mathematics.
Word processing has been found to improve writing achievement.
3. Cooperative learning programs engage students in small groups to help each other learn.
Many studies support this strategy in elementary and secondary math, reading, and other
subjects.
4. Innovative mathematics programs. The first What Works Clearinghouse report supported
research on two technology-based programs, Cognitive Tutor and I Can Learn, in middle
schools. Elementary programs such as Cognitively Guided Instruction and Project SEED
also have strong evidence of effectiveness.
5. Innovative elementary reading programs having strong evidence of effectiveness include
Success for All and Direct Instruction, as well as Reciprocal Teaching and Cooperative
Integrated Reading and Composition.
6. Tutoring programs in reading, especially Reading Recovery, have rigorous evaluations
showing their effectiveness.
7. Dropout prevention programs, such as the Coca-Cola Valued Youth Program and Alas,
have good evidence of effectiveness.

Carol Carstensen on Isthmus’ Recent Madison Schools Coverage



This article, by Madison School Board President Carol Carstensen, appeared in Isthmus‘ May 12, 2005 edition:

Over the last two years, Isthmus’ articles on the Madison school district, especially its approach to teaching reading, have reminded me of a favorite quote from Adlai Stevenson: “These are the conclusions upon which I base my facts.”
The Madison school district has gotten a great deal of negative coverage from Isthmus, despite the fact that the district has seen continued improvement in the numbers and percent of children achieving at the two highest levels on the state’s third-grade reading test.

Think about the School Board that you want, Vote on April 5



I believe that our community strongly supports high quality schools. I know that the state and federal governments do not provide sufficient funding for the programs that we want. I am willing to pay higher property taxes to make up the difference when necessary. However, before I commit to higher taxes, I must have a high level of confidence in the decisions that put the matter on the ballot. I think that you do also.
Today I ask that you think about the qualities that you want in school board members as you prepare to vote on the May referendums, especially the referendum for the operating budget.

Budget Hides Extras – Public Only Shown Cuts Not Budget: Current School Board Not Governing Budget Priorities



Mr. Rainwater says, “We are long past the time that we can solve our revenue cap problems by being more efficient or eliminating things that are nice but not necessary (March 2005 Budget Discussion Items Report – basically, budget cut document). Without the budget, this is a scary statement. Sadly, a budget would show this statement to be a scare tactic.
What’s scary to me is that we may indeed need a referendum, but the current board’s weak governance, lack of public discussion and review, alienation of many public groups won’t be able to make the case, because educating the entire child and excellent instruction for all are not driving the board’s priorities. That scares me.

The inside, unsigned cover page of MMSD’s non-budget cut list that tells the public that the administration is protecting math and reading for young children. For $12,000+ per student, the administration will teach our kids to read and to do math – what happened to science and social studies? What happened to educating the whole child or the district’s educational framework – engagement, learning and relationships?
You don’t put a cut list before a budget – no family would do that with their own budgeting process. How does a board member know where the money is going and how can board members ask needed, important questions about policy and direction? Looking at the proposed cuts in the elementary school you can easily see these cuts harm the academics and academic support for underprivileged child the most � it’s hard to determine if consider educating the whole child.

A Parent’s Thoughts on Learning to Read – Next Step Considerations



MMSD District Administration will be making a presenation on the MMSD Literacy Program Research tomorrow during the Performance and Achievement Committee meeting. I hope significant time is spent discussing a) results and next steps for MMSD’s Balanced Literacy approach to learning to read and write b) an analysis of alternative reading interventions and c) analysis and reasons that led the Superintendent to turn down Reading First grant funds.
If there are teachers who are using teaching methods/curricula that are not part of the current Balanced Literacy approach, but are effective with the student population who is not at the proficient and advanced reading levels, board members need to ask to see the results.
Why look at the results? All teachers want each child they teach to be successful learners. If teachers are being successful in their teaching approach, the District Administration needs to learn from these efforts and incorporate them into their existing curricula. Continuous change to improve best practices through various feedback mechanisms is an important part of a successful change in an organization.

MMSD Theory of Action for Change and Continuous Improvement



Superintendent Rainwater told MMSD board members Monday December 6, 2004 that some of the District’s goals are directed to educate teachers to do the right thing…support and train teachers…provide various levels of interventions for students that are not successful with the core curriculum.
In the case of reading, Balanced Literacy is the core curriculum and Reading Recovery is a first grade intervention teaching tool/approach that is used to help certain students be successful with reading.
The Superintendent commented that he believes the recent controversy surrounding reading is due in part to a misunderstanding of what the various definitions of Balanced Literacy, Reading First, Reading Recovery and Direct Instruction are.
From what I’ve read and understand about the debate and controversy, there are different approaches being used in the district when intervening to help a student who is not being successful with the core reading curriculum. Direct Instruction, which is a stand alone reading curriculum, is used by some reading teachers in the district as an intervention tool rather than Reading Recovery.
If results are available for both these interventions, I hope that the School Board takes the time to ask questions about what results we are seeing with different intervention approaches. Now that we have 80% of our children at proficient or advanced reading levels, the last 20% are likely to be particularly challenging for educators.
As I listened to the presentations last night, I couldn’t help but be impressed with two things regarding reading – strong community support and involvement through the Schools of Hope and other volunteers and continued reinforcement at all levels of the organization, beginning with teachers’ commitment to the students. When my daughter was in elementary school at Franklin and Randall Elementary Schools you knew that the principals and teachers were strongly committed to the Board’s reading priority.

That’s concerning because MMSD’s record in that regard is not good. This morning the New York Times ran a story that allowed readers to check on how their district was performing with regard to math test scores. Here’s the chart for Madison:

We have been below the national average for at least seven years while Wisconsin as a state performs above the average. We came close in 2019 and then dipped again during COVID. Our recovery since then has been anemic, running below both the national and state average.

Notes on federal taxpayer learning loss programs

The Virginia Department of Education in February launched an academic recovery and coaching program to help students recover from the pandemic’s impact on learning and attendance. But Gov. Glenn Youngkin’s administration decided to scrap the program, and it is scheduled to end Dec. 31.

Some parents and school division leaders were dismayed to learn this month that the Engage Virginia program would cease halfway through the academic year, and more than 7,200 students will lose its services. An additional 2,000 students on the waitlist will not get the support their families sought.

The Youngkin administration says the one-time federal funding for the program has been exhausted and the program is wrapping up, but that school divisions could individually engage with the program by using their allocations from the governor’s ALL In VA plan.

In his September announcement, Youngkin directed localities to develop their own state funded programs to combat issues such as learning loss and chronic absenteeism, through mechanisms such as intensive tutoring.




Bright spots, inadequate literacy coverage,

The big education story of the week is the surge of promising test score results being reported by districts including Denver, Chicago, Clark County (Las Vegas), and Massachusetts — a surprising bright spot to take into the new school year (Denver GazetteChalkbeat ChicagoLas Vegas Review JournalBoston HeraldWBURBoston Globe).

“It’s not all doom and gloom,” writes AL.com’s Trish Crain, who reported one of the stories featured in the innovations section below. “There are actually a lot of bright spots. It just depends on which lens you’re using.”

To be sure, scores aren’t up a lot, in both math and reading, or everywhere. In many cases, they aren’t yet back up to where they were pre-pandemic and won’t be anytime soon without a big push in 2023-24 (Oregonian). “At the rate of improvement seen from 2022 to 2023,” notes the Globe, “it would take eight more years for students to fully recover to their pre-pandemic achievement levels.”




“Middle and high school teachers aren’t expecting to have to teach kids how to read,” Albro said.

Beyond third grade, fewer teachers each year know how to help students who are lacking key foundational reading skills, said Elizabeth Albro, an executive at the U.S. Department of Education’s independent research arm, the Institute of Education Sciences.

Nationally, students suffered deep learning setbacks in reading and math during the pandemic. Last year’s third-graders, the kids who were in kindergarten when the pandemic started, lost more ground in reading than kids in older grades and were slower to catch up. With federal pandemic relief money, school systems added class time, brought on tutors, trained teachers in phonics instruction and found other ways to offer extra support to struggling readers.

But even after several years of recovery, an analysis of last year’s test scores by NWEA found that the average student would need the equivalent of 4.1 additional months of instruction to catch up to pre-COVID reading levels.
The one bright spot was for incoming fourth-graders, who made above-average gains and would need about two months of additional reading instruction to catch up. Karyn Lewis, who leads a team of education policy researchers at NWEA, described them as “a little bit less worse off.”




Notes on Wisconsin DPI school ratings



Scott Girard:

MMSD had its strongest ratings in the growth and on-track to graduation priority areas, though both were down slightly from last year’s scores. In growth, the district received a 73.6 out of 100, while it scored 77 out of 100 for on-track to graduation.

In the other two priority areas, MMSD scored a 57 on achievement and 58 on target group outcomes. Both, again, were a slight drop from the previous report card.

MMSD spokesperson Tim LeMonds wrote in an email that the district did not plan to make a statement on the report cards.

Overall scores for schools and districts can fall into five rating categories: significantly exceeds expectations (83-100), exceeds expectations (70-82.9), meets expectations (58-69.9), meets few expectations (48-57.9) and fails to meet expectations (0-47.9).

Earlier this year, Republicans passed a bill to require DPI to return its report card scoring formula to the one used in 2018-19 and force the department to use the public rules process to adjust the formula rather than make any changes itself. It would have restricted DPI from giving greater weight to measures of growth in student achievement than measures of actual achievement in determining a district’s or school’s overall score on the report cards.

Gov. Tony Evers vetoed the bill.

On a call with reporters Tuesday, DPI accountability office staff explained that the changes to the formula that went into effect last year helped soften sometimes large fluctuations in small student groups that “weren’t true school or district changes.”

Office of Educational Accountability assistant director Sam Bohrod said the work began prior to the pandemic and they believe it’s a “more useful tool” for districts and schools to identify where they are in helping their lowest performing students.

Rory Linane:

They reiterated their plan for recovery, including more funding for special education, mental health and general school costs.

“We know that obviously the stressors of the past few years have exacerbated a lot of problems but we also know that mental health for children in Wisconsin, and far beyond Wisconsin, has really been at a significant problem level for far too long,” said Abigail Swetz, communications director for DPI.

DPI provided report card scores for 1,920 public schools and 163 private schools — a minority fraction of the state’s private schools. Private schools are given report cards only if they receive tax-funded vouchers and have a large enough student population.

How One School Is Beating the Odds in Math, the Pandemic’s Hardest-Hit Subject:
Benjamin Franklin Elementary in Connecticut overhauled the way it taught — and the way it ran the classroom. Every minute counted

It’s just after lunchtime, and Dori Montano’s fifth-grade math class is running on a firm schedule.

In one corner of the classroom, Ms. Montano huddles with a small group of students, working through a lesson about place value: Is 23.4 or 2.34 the bigger number? Nearby, other students collaborate to solve a “math mystery.” All the while, Ms. Montano watches the time.

At 1:32 p.m., she presses a buzzer, sending students shuffling: “Ladies and gentleman, switch please!”

This is what pandemic recovery looks like at Benjamin Franklin Elementary in Meriden, Conn., where students are showing promising progress in math, a subject that was hit hard during the shift to remote learning, even more so than reading.

The school’s math progress may not look like much: a small improvement amounting to a single decimal point increase from spring 2019 to the spring of this year, according to state test results.

But by pandemic standards, it was something of a minor miracle, holding steady when test scores nationally have fallen, particularly among low-income, Black and Hispanic students, the children that Franklin serves. About three in four students at the school qualify for free or reduced lunch, and a majority are Hispanic, Black or multiracial.

The groundwork was laid before the pandemic, when Franklin overhauled how math was taught.

It added as much as 30 minutes of math instruction a day. Students in second grade and above now have more than an hour, and fourth and fifth graders have a full 90 minutes, longer than is typical for many schools. Students no longer have lessons dominated by a teacher writing problems on a white board in front of the class. Instead, they spend more time wrestling with problems in small groups. And, for the first time, children who are behind receive math tutoring during the school day.

Notes on Wisconsin’s latest K-12 annual exam results

Middleton-Cross Plains and Wisconsin Heights were among the highest-scoring districts in the county. The lowest scores in the county came from One City Schools, a Madison charter school that opened its elementary school in the fall of 2018.

‘Way behind’

Only 7.7% of One City’s third-graders and 5.9% of fourth-graders scored proficient or higher in English and language arts, and 7.7% of third-graders scored that high in math. In science and social studies, which is given to fourth-graders, 11.8% scored proficient or higher.

Kaleem Caire, founder and CEO of One City, said the low test scores are partly because 68% of the school’s students were new last year, with almost all of them testing two grades behind. The school was also participating in the Forward Exam for the first time and stumbled when following the testing protocol, Caire said, largely because of staffing shortages that left students and staff unprepared.

“We just had kids who were way behind,” Caire said, adding that the school was also adjusting to the pandemic less than two years after it opened.

Caire said he didn’t consider the test scores an essential measure of the school, saying its staff are focused on a holistic approach to students’ education. The school has added a tutoring program and supplemental programming to give direct help to students in the classroom, he said.

Despite the scores, the school’s mission “is working,” Caire said.

“We weren’t expecting to see significant results from our students,” Caire said.

The local gap between Black students and their white peers also grew, with 5.8% of Black students testing as proficient in math in 2021-22 and 58.9% of white students. In 2018-19, those figures were 10.4% and 60.6%, respectively.




Officials made public-health bets that students will have to pay for

What Weingarten conveniently leaves out is the reason for “two years of disruption.” Time and again, cautious state and school leaders — disproportionately Democrats in concert with teachers’ unions — extended school closures or strict Covid protocols, demonstrated little responsiveness as new evidence on Covid emerged, and minimized the trade-offs. Many red-state leaders did the opposite, damning the torpedoes even when Covid threats skyrocketed. While both parties demonstrated remarkable inflexibility in their Covid responses, it is the most Covid-cautious bets that proved most disastrous for students.

Now, in the third pandemic summer, it’s worth remembering that things didn’t always look so dire, or so politically divided. Back in the first Covid summer, in 2020, prospects for the new school year seemed bright, and blue-state leaders were looking pretty good. In March 2020, all schools — in both red and blue states — closed for the rest of the school year. In the early-pandemic fog — with limited understanding of the virus’s lethality and transmission, of therapeutics or mitigation measures (remember the CDC’s early urging of Americans not to mask up?), and of the relative health threat to students — that was a reasonable decision.

During that spring, blue-state leaders did an admirable job providing the best possible approximation of routine, in-person learning. As I documented, 86 percent of blue-state districts got asynchronous learning platforms such as Google Classroom up and running that spring, compared with 79 percent of red-state districts, and over half of blue-state districts offered synchronous options such as Zoom, compared with less than a third of red-state districts. Blue states also better ensured that students had the devices, Internet access, and direct contact with teachers that made the best of a terrible spring.

By early summer 2020, we looked to be successfully “bending the curve” of Covid cases, and school leaders in both red and blue states were optimistic about plans for reopening and recovery. But then Covid cases began to rise again, and on July 6, President Trump took to Twitter to announce, “SCHOOLS MUST OPEN IN THE FALL!!!” He quickly doubled down, asserting that school closures were “causing death,” and he threatened to strip federal funding from any school that didn’t reopen.

How classroom technology is holding students back

In fact, the evidence is equivocal at best. Some studies have found positive effects, at least from moderate amounts of computer use, especially in math. But much of the data shows a negative impact at a range of grade levels. A study of millions of high school students in the 36 member countries of the Organisation for Economic Co-operation and Development (OECD) found that those who used computers heavily at school “do a lot worse in most learning outcomes, even after accounting for social background and student demographics.” According to other studies, college students in the US who used laptops or digital devices in their classes did worse on exams. Eighth graders who took Algebra I online did much worse than those who took the course in person. And fourth graders who used tablets in all or almost all their classes had, on average, reading scores 14 points lower than those who never used them—a differential equivalent to an entire grade level. In some states, the gap was significantly larger.

A 2019 report from the National Education Policy Center at the University of Colorado on personalized learning—a loosely defined term that is largely synonymous with education technology—issued a sweeping condemnation. It found “questionable educational assumptions embedded in influential programs, self-interested advocacy by the technology industry, serious threats to student privacy, and a lack of research support.”

Judging from the evidence, the most vulnerable students can be harmed the most by a heavy dose of technology—or, at best, not helped. The OECD study found that “technology is of little help in bridging the skills divide between advantaged and disadvantaged students.” In the United States, the test score gap between students who use technology frequently and those who don’t is largest among students from low-income families. A similar effect has been found for “flipped” courses, which have students watch lectures at home via technology and use class time for discussion and problem-solving. A flipped college math class resulted in short-term gains for white students, male students, and those who were already strong in math. Others saw no benefit, with the result that performance gaps became wider.

College students who used laptops or digital devices in their classes did worse on exams. Eighth graders who took Algebra I online did much worse than those who took the course in person.

Even more troubling, there’s evidence that vulnerable students are spending more time on digital devices than their more privileged counterparts. High school students in questionable online “credit recovery” courses are disproportionately likely to be poor or members of minority groups (or both). “Virtual” charter schools—which offer online classes and generally produce dismal results—often enroll struggling students. A national charter network called Rocketship Public Schools, which serves low-income communities, relies heavily on technology, with even students in kindergarten spending 80 to 100 minutes a day in front of screens. One study found that in schools serving relatively affluent populations, 44% of fourth graders never used computers, compared with 34% in poorer areas.

At least one education entrepreneur agrees. Larry Berger is CEO of Amplify, a company that develops digitally enhanced curricula in math, science, and literacy for kindergarten through eighth grade. Berger observes that while technology can do a credible job of imparting information, it’s not so good at demonstrating the “social usefulness” of knowledge. “For that,” he says, “you have to be getting that knowledge in a social context with other kids and a teacher, and ideally a teacher you want to be like someday.” While that may be a problem at schools that use a relatively modest amount of technology, it could be an even bigger one at schools like those in the Rocketship network, where one or two minimally trained supervisors oversee as many as 90 students during “Learning Lab” time. The schools have achieved impressive test results, especially in math, but an NPR investigation in 2016 found a repressive environment at many Rocketship schools. According to some parents and teachers, harsh discipline was used to keep students on task.

That is precisely what has happened at Lake Powell, yet the report has been largely ignored. It should be required reading for everyone concerned about the Colorado River.

Lake Powell was created for the primary purpose of administering the Interstate Compact – ensuring the Upper Basin states can deliver the water they are required to send downstream, even in dry years. It was completed in 1966 and finally filled to its 27 million acre-foot capacity by 1980. But since 2000, the water level has dropped 94 feet, even though the Upper Basin states have consistently used only 60 percent of their entitlements. The lake holds barely 10 million acre-feet today.

In reservoirs designed for multi‐year carryover storage, “declines are expected in dry years, and recovery is expected in wet years.” But at Lake Powell, “When large inflows do occur, current operational rules immediately trigger large releases.” In the extremely wet year of 2011, for example, inflow at Lake Powell was five million acre-feet above average. But the Bureau immediately opened the gates and sent it all downstream to Lake Mead, benefitting California, Las Vegas, and fish. No wonder Lake Powell cannot recover during wet years.

The report acknowledges that several dry years contributed to the water level drop, “but ultimately it is the operational rules that are slowly but surely draining Lake Powell.” Under the Interstate Compact and in international treaty, the Bureau was supposed to release about 8.3 million acre feet per year for the Lower Basin and Mexico. But in all but four years between 2000 and 2018, the agency released more than that, a cumulative total of 11 million acre-feet beyond what is required. “Had those excess releases remained in Lake Powell, the lake level would not have declined,” as the report notes.

Useful. So much of reporting fails to inquire. Stenography reigns.




Might Wisconsin Governor Tony Evers’ education mulligans be a 2022 election liability?

Democratic governors have responded by dropping mask mandates, urging that schools remain open and emphasizing there is a light at the end of the dark covid tunnel. They also are trying to change the subject, with a focus on education investment and recovery and warnings about the consequences if Republicans are elected.

But some Democrats worry that the responses, to date, are insufficient given the hardball politics the GOP is playing on these emotional issues.

“Democrats are giving away one of their greatest assets, and that’s being associated with public education. And giving away that advantage is going to get Democrats’ clocks cleaned this fall,” said Joe DiSano, a Michigan-based Democratic consultant. “We are letting the conservative crazies run ragged on us. We have the ammo to fight back, and we don’t.”

Republicans were buoyed by their unexpected victory in November’s Virginia gubernatorial contest, where Republican Glenn Youngkin won after a campaign defined by education issues. Youngkin criticized pandemic-related school closures and a statewide mask mandate in schools, issues that analysts who studied the race found particularly effective. He also promised to ban teaching of critical race theory, an academic framework for examining the way policies and laws perpetuate systemic racism and a catchall term that many GOP politicians have embraced to describe various racial equity lessons and initiatives they find objectionable.

Youngkin also effectively seized on a gaffe by his opponent, who said parents should not tell schools what to teach.

A Washington Post-ABC News poll after that election found overwhelming support for parents having a say in what their children’s schools teach. It also found 44 percent of Americans say they trust Democrats more to handle education, barely topping the 41 percent choosing Republicans. That represented a significant weakening in Democrats’ historic advantage.

Advocating teacher content knowledge requirements



National Council on teacher quality:

The quality of the teacher workforce is especially important in the early grades, when teachers bear an extraordinary responsibility, building a solid foundation for students in both the knowledge and skills they will need to succeed in later grades, as well as in their future lives.

The past year and a half has laid bare the tremendous challenges teachers face and the essential role they play in supporting students. As the pandemic abates and we reckon with the damage it wrought, we must acknowledge that recovery places unprecedented demands on our education system and its teachers.

Bringing in new teachers who are up to the task requires an understanding of the points along the pathway when we are most likely to lose teaching talent, especially those points at which aspiring teachers of color are lost to the profession.

From Wall Street to the White House, expectations were high for a hiring surge in April with potentially a million Americans returning to work. Instead, the world learned Friday that just 266,000 jobs were added, a massive disappointment that raises questions about whether the recovery is on track.

President Biden’s team has vowed that its massive stimulus package will recover all the remaining jobs lost during the pandemic in about a year, but that promise won’t be kept unless there’s a big pickup in hiring soon. There are still 8.2 million jobs left to recover. At the same time, business leaders and Republicans are complaining that there is a “worker shortage,” and they largely blame the more generous unemployment payments and stimulus checks for making people less likely to take low-paying fast food and retail jobs again. Democratic economists counter that companies could raise pay if they really wanted workers back quickly.

One way to make sense of this weak jobs report is to do what Wall Street did and shrug it off as an anomaly. Stocks still rose Friday as investors saw this as a blip. They think there is just a lag in hiring and more people will return to work as they get vaccinated. And they point out oddball months have occurred before, especially with some weird quirks in the Labor Department’s seasonal adjustments.

One of the most influential lawmakers over the state budgeting process said he wouldn’t support increasing funding for the state education agency because its new leader elected Tuesday was heavily backed by Democrats and teachers unions. 

Assembly Speaker Robin Vos, R-Rochester, made the statement just an hour after Pecatonica School District Superintendent Jill Underly was elected state schools superintendent, a position that oversees the state Department of Public Instruction.  

Vos went to war with Underly immediately after her election after outside spending fueled by Democratic groups set a record for state superintendent races, which are supposed to be nonpartisan but aren’t as more political groups spend to back candidates and state parties promote them. 

“… the teachers union owns the DPI; not the parents or the students or the taxpayers. Count me as someone who isn’t going to support putting another nickel into this unaccountable state bureaucracy,” Vos tweeted on Tuesday, an hour after the Associated Press called the race for Underly over former Brown Deer School District Superintendent Deb Kerr.

In response, Underly said she wants to work with the Legislature and Gov. Tony Evers to “help all kids — no matter how their parents vote.”

“I think it’s clear from yesterday’s results that supporting our local schools and our children isn’t a partisan issue,” she said in a statement. “There’s plenty of common ground here, as I’ve already said I want resources to flow to schools, to help with mental health, credit recovery, staffing, and more.”

Nearly half of adult Canadians struggle with literacy — and that’s bad for the economy

Nearly half of Canada’s population has a big roadblock ahead of them when it comes to post-pandemic economic recovery — and it’s not the novel coronavirus but a fundamental set of skills for daily life.

Poor reading, writing and numeracy skills in adults make up a literacy gap in Canada with consequences for both democracy and the economy. Experts say the gap is due in part to an abundance of jobs in the past that do not require the daily use of reading comprehension and information synthesis skills.




A country level analysis measuring the impact of government actions, country preparedness and socioeconomic factors on COVID-19 mortality and related health outcomes

Increasing COVID-19 caseloads were associated with countries with higher obesity (adjusted rate ratio [RR]=1.06; 95%CI: 1.01–1.11), median population age (RR=1.10; 95%CI: 1.05–1.15) and longer time to border closures from the first reported case (RR=1.04; 95%CI: 1.01–1.08). Increased mortality per million was significantly associated with higher obesity prevalence (RR=1.12; 95%CI: 1.06–1.19) and per capita gross domestic product (GDP) (RR=1.03; 95%CI: 1.00–1.06). Reduced income dispersion reduced mortality (RR=0.88; 95%CI: 0.83–0.93) and the number of critical cases (RR=0.92; 95% CI: 0.87–0.97). Rapid border closures, full lockdowns, and wide-spread testing were not associated with COVID-19 mortality per million people. However, full lockdowns (RR=2.47: 95%CI: 1.08–5.64) and reduced country vulnerability to biological threats (i.e. high scores on the global health security scale for risk environment) (RR=1.55; 95%CI: 1.13–2.12) were significantly associated with increased patient recovery rates.

Interpretation

In this exploratory analysis, low levels of national preparedness, scale of testing and population characteristics were associated with increased national case load and overall mortality.

which pushed Dane County this week not to calculate its percentage of positive tests — a data point the public uses to determine how intense infection is in an area.   

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state. 

Channel3000:

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

No Poker Face in Providence

Angelica Infante-Green, Rhode Island’s new education commissioner, will never be known for her poker face and at a time like the one we currently face in Providence, that is actually a comfort. The pain is real. The failure is real. And it’s important for parents and community members to see disgust, disbelief and determination on the face of the education commissioner as she listens to them talk about the desperation they feel over the system that promised—and failed— to educate their children. The million dollar question is what will that determination look like in terms of action moving forward and will the deeply-entrenched impediments to change finally topple over in favor of the educational needs of children?

Angelica Infante-Green tells the brutal truths about Providence Schools to at the final community forum.
In her opening remarks at the last of eight open community forums, Infante-Green describes feeling physically ill after reading the now notorious Johns Hopkins report about Providence Schools. She cites a 9th grade class using a 4th grade curriculum, refers to testimony of graduates who spent two full years in remedial classes after being handed a high school diploma, and reflects on the many parents who have told her that the Providence schools failed them as students and now they are watching it fail their own children.

“It turns my stomach”, she says.

And if the look on her face during the four plus hours of testimony during that final community conversation is any indication, her stomach is still turning.

“It’s painful to hear that our children are failing. I am an addict in recovery. I want my kids to be able to be educated in Providence but it’s not working,” says one mother. Standing at the microphone in the front of the room, arms wide open as her voice gets louder, she continues: “my daughter doesn’t know her times tables. How did she get passed to the 5th grade? My daughter can’t even read.”

This mother is far from alone. As the 93-page report tells us —and Infante-Green reiterates in her powerpoint at the start of each community forum—only 14 percent of Providence’s students read at grade level. And that number drops to 10 percent when we are talking about math.

The graph below displays MMSD graduation data (as reported by the DPI) for the past eight years for White, Black, and Hispanic students. As you can see, in 2016-17, Hispanic students showed a 3.3% increase in graduation rate over the previous year and Black students showed an astounding 14.1% increase. Compared to their peers in the Class of 2013 (the year prior to the implementation of the MMSD’s Strategic Framework), the Hispanic and Black students in the Class of 2017 showed an 8.2% and 19.8% increase in graduation rates, respectively.

We will leave it to others to determine what accounts for the increase in minority student graduation rates – whether it is due, for example, to procedural changes in the way high school graduates are tallied; other (possibly questionable) data reporting practices; interventions that have produced bona fide improvements in student achievement; or a lower bar for success(including graduation) due to grade inflation, non-rigorous alternative educational options, and/or watered-down credit recovery programs (practices that have been the focus of investigative reports in other parts of the country).

For us, the important question is: Has the increase in minority student graduation rates been accompanied by an increase in minority student learning and achievement? Put another way, as we graduate an increasing number of our minority students, are we graduating more minority students who are college ready? who can read and do math at grade level?

We believe the best way to determine college readiness is with the ACT, which all MMSD juniors have been required to take since 2013-14*. Though far from perfect, the ACT is a widely used standardized test with well-established and well-documented reliability and validity. It yields objective performance data in the core academic areas, data that allow for meaningful comparisons across time, geography, and demographics. Grades (and GPA), in contrast, are somewhat subjective and “squishy”. They are locally determined and, in practice, easily influenced – whether consciously or unconsciously – by the adults’ desire for success, both their own and their students’, especially during times of strong administrative and societal pressure for that success.

The ACT defines college readiness benchmark scores as the level of achievement (in terms of ACT test performance) required for a student to have at least a 75% chance of earning a C or better in an introductory college course in the same content area. Since 2013, the ACT-based college readiness benchmark score for both Reading and Math has been 22. (Before 2013, the benchmark score was 21 for Reading and 22 for Math.)

Here are the ACT-based college readiness data in Reading and Math for the MMSD Classes of 2008 through 2017.

As you can see, in the Class of 2017, 12.7% of the Black students met the college readiness benchmark in Reading (vs. 12.8% the year before and 10.4% in 2014, the first year of universal test participation in the MMSD) and 8.1% met it in Math (vs. 15.3% the year before and 8.1% in 2014). Those are the same Black students who showed the dramatic single-year increase in graduation rate of 14.1%. Clearly the increase in graduation rate for the Black students in the Class of 2017 was not accompanied by an increase in their college readiness. The same is true for their Hispanic classmates. The disconnect between minority student graduation rates and minority student achievement is, at best, puzzling (and at worst, alarming).

Question: How are we to understand increasing minority student graduation rates in the absence of an increase in minority student achievement (defined as college readiness)?

Question: More generally, how are we to understand such high minority student graduation rates in combination with such low minority student achievement?

These are questions we should all want to know the answers to.

In keeping with recent trends in education research, we wanted to know more about how the MMSD Class of 2017 fared over time, how their cohort learning profile evolved over their years as MMSD students. To that end, we looked at the percentage of students in the Class/cohort who were deemed proficient or advanced in Reading and Math from third grade on.

We undertook this effort with full awareness that a) the District uses different tests to assess grade level proficiency at different grade levels and, b) there is some variability in the students tested at each grade level (due to student movement in and out of the District, who shows up on test day each year, etc.). We moved forward with the analyses despite these obstacles because a) we believed that since all the tests are used to determine the same thing – grade level proficiency – there was enough meaningful equivalence across them to warrant the effort, and b) the changing membership of a cohort over time is a natural limitation of longitudinal data.

Perfection should not be the enemy of the good, as they say, nor should arguments about an absence of perfect data be used as an excuse to not look. We need to do the best we can with the data we have, keeping the problems in mind, but also in perspective.

Here is what we found.

This is what we accomplished with the minority students in the MMSD Class of 2017 over the course of nine years: little to nothing. No limitation in the data set can explain away these painful results.

And yet 77% of the Hispanic students and 72.6% of the Black students in the Class of 2017 earned MMSD high school diplomas. Clearly most of them did so without having grade level skills in reading and math.

We looked at the Classes of 2016 and 2018 and obtained essentially the same results.

Unfortunately, a high school diploma without high school level reading and math skills is of limited value when it comes to finding success and making a good life post-high school. Thus, despite our best efforts and multiple Doyle Building and community-based initiatives over the years, we continue to fail at preparing our minority students for life beyond the MMSD.

This is the proverbial forest. We need to look at it, long and hard. We need to take a break from looking at individual trees – or worse, single aspects of individual trees. It is critical that we take in the full landscape. No more hiding or explaining away the heartbreakingly tragic results. As a community and as a school district, we need to be honest with ourselves about how dismally we have failed and continue to fail our minority students.

* The MMSD implemented universal ACT test participation for high school juniors in 2013-14. Since then, the percentage of students taking the test has increased in all demographic groups. In the Class of 2017, 87.9% of White students, 64.1% of Black students, and 80.3% of Hispanic students took the ACT (vs. 67.0%, 27.1% and 47.8% for the Class of 2013, the year before universal participation was implemented).

Before universal participation was implemented, the group of students who took the ACT likely included a disproportionately high number of college-bound students (vis-a-vis the entire junior class). As a result, the percentage of students identified as college ready by the test in the years before 2013-14 was likely inflated. Had all students been taking the exam in the earlier years, it is likely that the percentage of students identified as college ready would have been lower, comparable to the percentage observed in more recent years.

Are Rising Madison School District Grad Rates Something to Celebrate?

The Madison District has seen graduation rates improve. But, it remains unclear if those students are prepared for college and career. Students who are not adequately prepared before they graduate often pay the price in college.

In 2016, Act 28 took effect requiring the UW Board of Regents to submit an annual report to the Legislature. The reports identify Wisconsin high schools that graduate six or more students who require remedial courses in English or math upon admission to a UW system school.

Students enrolled in remedial coursework at UW schools pay full tuition prices but do not earn college credit for those classes. This extends their college graduation dates and increases their college costs. Tuition prices at UW system schools range from $5,186.00 per year to $10,534.00 per year for Wisconsin residents.

In 2015, 33 percent or one-third of Madison La Follette students attending UW colleges required remedial coursework in math. About 11 percent of East High students needed remedial coursework.

The following year, 26 percent of La Follette students required remedial coursework in math at their UW schools. At East High and West High nearly 14 percent of graduated students required remedial math coursework in college.

Retention of college students of color is a much talked-about issue at UW-Madison and other colleges across the country.

Lowering the Bar

Longtime Education Activist Laurie Frost and other local education watchers worry about the long-term ramifications of lowering academic standards, especially for students of color.

“Again, I’ll say, maybe not consciously, but lowering bars doesn’t do anyone any favors—especially the students, and especially students of color,” Frost said.

Education experts evaluating the significance of rising graduation rates cite a need to examine credit recovery programs. According to NPR, about nine out of 10 U.S. school districts provide some form of “credit recovery” to give students a second chance to earn credit for previously failed or uncompleted courses.

“We should all be very concerned that pressures to pass students, credit recovery programs, a lack of academic challenges and other things may be in play,” Mertz said. “African American students may be disproportionately impacted by a simplistic emphasis on graduation rates at the expense of learning and preparation.”

In a phone interview, an online program specialist for MMSD said Madison students who fail courses can take credit recovery courses on the recommendation of their school counselor. These courses are typically offered online through a program called Apex Learning. But students enrolled in online credit recovery courses are also paired with a teacher to build relationships and help them manage their work. There is no limit to how many times students can take the same credit recovery course until they pass.

“Some of these credit recovery programs frankly aren’t terribly rigorous and aren’t preparing students well for what’s next,” Daria Hall of The Education Trust, an education research and advocacy non-profit, told NPR reporters.

Minorities and Americans without college degrees showed greatest gains in wealth since 2013, new data says

Nearly all American families saw substantial gains in wealth from 2013 to 2016, according to new data released Wednesday from the Federal Reserve, a sign the recovery is picking up.

African-Americans and Hispanic families and people without college degrees had the fastest rise in wealth, a sign that the economic gains are finally spreading to all Americans. Economists say it’s an encouraging sign that the economic gains are finally spreading to all Americans. It’s a marked shift from the period between 2010 and 2013, when wealth feel for all racial and ethnic groups except whites.

“We’re glad the recovery is spreading to a lot of households,” Fed economists said Wednesday. The Fed does its Survey of Consumer Finances every three years, surveying over 6,200 households about their pay, debt, home ownership, stock holdings and other financial assets. It’s considered one of the deepest dives into the total net worth of American families.

Madison has long spent more than most on it’s government/taxpayer funded K-12 schools.




Seeking K-12 Governance diversity in Madison



“Bennett said he continues to work closely with the district, noting he recently met with district lawyer Dylan Pauly to work out an agreement for the internal sharing and public posting of any Madison charter school applications that are submitted. Proposals are to be posted on the district’s website within two weeks of the submission date, and on his own office’s website within one week, Bennett said.”

“I’d have to have a proposal approved by the UW Board of Regents and to the (state) Department of Public Instruction by Feb. 1,” Bennett said, for a 2018 opening.

That means school proposers would have to have a completed proposal to him for review within a few months, which seems unlikely, Bennett said.

He declined to characterize in detail the ideas for any Madison proposals he’s seen so far before any official applications are in, but he said they “range from really focused content-area schools to innovative, project-based learning schools.”

“Those conversations are really rewarding,” Bennett said, lauding the opportunity he said his office has “to really grow quality (educational) choices for kids.”

Bennett said he has spent most of the time since his hiring developing a process for office operations and shepherding through the Legislature a drug-addiction recovery charter school favored by GOP lawmakers. The school, approved in July, could go anywhere in the state, with competitive proposals to create it, including a location, due by Dec. 2.

Madison has long spent far more than most government funded school districts (now nearly $20,000 per student), yet we’ve long tolerated disastrous reading results.

Yet, Madison’s non diverse governance model continues unabated, aborting the proposed Madison Preparatory IB Charter school and more recently a quasi Montessori charter proposal.




Considering K-12 Governance Changes

While those ideas get batted around, here’s what’s been going on in state-run districts in other states:

The Louisiana Legislature created the Recovery School District in 2003 and gave it more latitude to reshape the landscape of schools in New Orleans after Hurricane Katrina.

Today the Recovery School District comprises 57 independent charter schools enrolling more than 30,000 students in New Orleans, according to the organization’s annual report.

The standardized test scores for the district rose faster than any other public school system in the state, according to results from spring 2013.

But others have questioned reports of academic improvement for children in the system.

The Achievement School District in Tennessee was created in 2010 as a result of the state’s winning application for Race to the Top federal education funds.

According to its website, the district intends to be overseeing 30 schools and about 10,000 students by 2015-’16.

The goal of the Achievement School District is to boost the state’s bottom 5% of schools into the top 25% of schools, either by running them itself, or selecting charter school management companies to do so. The Achievement School District answers to the Tennessee Department of Education.

Long term disastrous reading results surely merits more than status quo governance.




Over 100,000 African-American Parents Are Now Homeschooling Their Children



Dr. Jawanza Kunjufu:

We hear so much about the plight of Black children and their low test scores. We have not heard that African American children who are homeschooled are scoring at the 82% in reading and 77% in math. This is 30-40% above their counterparts being taught in school. There is a 30% racial gap in schools, but there is no racial gap in reading if taught in the home and only a 5% gap in math.

What explains the success of African American students being taught by their parents? I believe that it’s love and high expectations. I am reminded of Booker T. Washington High School. They were honored several years ago for producing the greatest turnaround as a Recovery school. The principal had the opportunity to pick and choose her staff and emphatically stated, “If you want to teach in this school you must love the students”. Researchers love promoting that the racial gap is based on income, marital status, and the educational background of the parents. Seldom, if ever, do they research the impact of love and high expectations.

Since the landmark decision, Brown vs. Topeka in 1954, there has been a 66% decline in African American teachers. Many African American students are in classrooms where they are not loved, liked, or respected. Their culture is not honored and bonding is not considered. They are given low expectations – which helps to explain how students can be promoted from one grade to another without mastery of the content.

There are so many benefits to homeschooling beyond academics. Most schools spend more than 33% of the day disciplining students. And bullying has become a significant issue. One of every 6 Black males is suspended and large numbers are given Ritalin and placed in Special Education. These problems seldom, if ever, exist in the Homeschool environment.

Another major benefit is the summer months. Research shows that there is a 3 year gap between White and Black students. Some students do not read or are involved in any academic endeavor during the summer. Those students lose 36 months or 3 years if you multiply 3 months times 12 years (grades first -12) Homeschool parents do not allow academics to be forsaken for 3 months.

Finally, in the homeschool environment, parents are allowed to teach their children

Commentary on Wisconsin’s Recent K-12 Spending; No mention of Substantial Growth During Recent Decades

Wisconsin has had the second deepest slash in per-student spending in the nation since 2008 — second only to Alabama — according to a study by the Center on Budget and Policy Priorities.

Spending per pupil in Wisconsin was down $1,038 from 2008 for the school year just ended. Alabama cut per-pupil spending by $1,242.

Alabama and Wisconsin led the list of at least 35 states providing less funding per student than they did before the recession hit.

Wisconsin spending per pupil is 15.3 percent lower than in 2008, making it among 14 states where per-pupil spending remains at least 10 percent lower than before the economic recession.

The state cuts to education leave local school districts forced to cut services, raise taxes or both, notes the study. The cuts also hamper economic recovery by reducing the number of teaching jobs and school district workers’ buying power, the authors say.

New Orleans Public Schools go 100% Charter

The second-graders paraded to the Dumpster in the rear parking lot, where they chucked boxes of old work sheets, notebooks and other detritus into the trash, emptying their school for good.

Benjamin Banneker Elementary closed Wednesday as New Orleans’ Recovery School District permanently shuttered its last five traditional public schools this week.

With the start of the next school year, the Recovery School District will be the first in the country made up completely of public charter schools, a milestone for New Orleans and a grand experiment in urban education for the nation.

Locally, Madison continues with its agrarian era school structure, unchallenged.




2013 Madison Summer School Report

The district provided a comprehensive extended learning summer school program, K-Ready through 12th grade, at ten sites and served 5,097 students. At each of the K-8 sites, there was direction by a principal, professional Leopold, Chavez, Black Hawk and Toki, and oral language development was offered at Blackhawk and Toki. The 4th grade promotion classes were held at each elementary school, and 8th grade promotion classes were held at the two middle school sites.
Students in grades K-2 who received a 1 or 2 on their report card in literacy, and students in grades 3-5 who received a 1 or 2 in math or literacy, were invited to attend SLA. The 6-7 grade students who received a GPA of 2.0 or lower, or a 1 or 2 on WKCE, were invited to attend SLA. As in 2012, students with report cards indicating behavioral concerns were invited to attend summer school. Additionally, the summer school criterion for grades 5K-7th included consideration for students receiving a 3 or 4 asterisk grade on their report card (an asterisk grade indicates the student receives modified curriculum). In total, the academic program served 2,910 students, ranging from those entering five-year-old kindergarten through 8th grade.
High school courses were offered for credit recovery, first-time credit, and electives including English/language arts, math, science, social studies, health, physical education, keyboarding, computer literacy, art, study skills, algebra prep, ACT/SAT prep, and work experience. The high school program served a total of 1,536 students, with 74 students having completed their graduation requirements at the end of the summer.
All academic summer school teachers received approximately 20 hours of professional development prior to the start of the six-week program. Kindergarten-Ready teachers as well as primary literacy and math teachers also had access to job embedded professional development. In 2013, there were 476 certified staff employed in SLA.

Key Enhancements for Summer School 2014
A) Provide teachers with a pay increase without increasing overall cost of summer school.
Teacher salary increase of 3% ($53,887).
B) Smaller Learning Environments: Create smaller learning environments, with fewer students per summer school site compared to previous years, to achieve the following: increase student access to high quality learning, increase the number of students who can walk to school, and reduce number of people in the building when temperatures are high. ($50,482)
C) Innovations: Pilot at Wright Middle School and Lindbergh Elementary School where students receive instruction in a familiar environment, from a familiar teacher. These school sites were selected based on identification as intense focus schools along with having high poverty rates when compared to the rest of the district. Pilot character building curriculum at Sandburg Elementary School. ($37,529)
D) Student Engagement: Increase student engagement with high quality curriculum and instruction along with incentives such as Friday pep rallies and afternoon MSCR fieldtrips. ($25,000)
E) High School Professional Development: First-time-offered, to increase quality of instruction and student engagement in learning. ($12,083)
F) Student Selection: Utilize an enhanced student selection process that better aligns with school’s multi-tiered systems of support (MTSS) so that student services intervention teams (SSIT) have time to problem solve, and recommend students for SLA. Recommendations are based on student grades and standardized assessment scores, such as a MAP score below the 25th percentile at grades 3-5, or a score of minimal on the WKCE in language arts, math, science, and social studies at grades 3-5. (no cost)
Estimated total cost: $185,709.00
Summer School Program Reductions
The following changes would allow enhancements to summer school and implementation of innovative pilots:
A) Professional development (PD): reduce PD days for teachers grades K-8 by one day. This change will save money and provide teachers with an extra day off of work before the start of summer school (save $49,344.60).
B) Materials reduction: the purchase of Mondo materials in 2013 allows for the reduction of general literacy curricular materials in 2014 (save $5,000).
C) Madison Virtual Campus (MVC): MVC is not a reimbursable summer school program as students are not in classroom seats. This program could be offered separate from summer school in the future (save $18,000).
D) Librarians: reduce 3 positions, assigning librarians to support two sites. Students will continue to have access to the expertise of the librarian and can utilize library resources including electronic equipment (save $12,903.84).
E) Reading Interventionists: reduce 8 positions, as summer school is a student intervention, it allows students additional learning time in literacy and math. With new Mondo materials and student data profiles, students can be grouped for the most effective instruction when appropriate (save $48,492).
F) PBS Coach: reduce 8 positions, combining the coach and interventionist positions to create one position (coach/interventionist) that supports teachers in setting up classes and school wide systems, along with providing individual student interventions. With smaller learning sites, there would be less need for two separate positions (save $24,408).
G) Literacy and Math Coach Positions: reduce from 16 to 5 positions, combining the role and purpose of the literacy and math coach. Each position supports two schools for both math and literacy. Teachers can meet weekly with literacy/math coach to plan and collaborate around curriculum and student needs (save $27,601.60).
Estimated Total Savings: $185,750.04
Strategic Framework:
The role of the Summer Learning Academy (SLA) is critical to preparing students for college career and community readiness. Research tells us that over 50% of the achievement gap between lower and higher income students is directly related to unequal learning opportunities over the summer (Alexander et al., 2007). Research based practices and interventions are utilized in SLA to increase opportunities for learning and to raise student achievement across the District (Odden & Archibald, 2008). The SLA is a valuable time for students to receive additional support in learning core concepts in literacy and math to move them toward MMSD benchmarks (Augustine et.al., 2013). SLA aligns with the following Madison Metropolitan School District (MMSD) Strategic Framework goals:
A) Every student is on-track to graduate as measured by student growth and achievement at key milestones. Milestones of reading by grade 3, proficiency in reading and math in grade 5, high school readiness in grade 8, college readiness in grade 11, and high school graduation and completion rate.
B) Every student has access to challenging and well-rounded education as measured by programmatic access and participation data. Access to fine arts and world languages, extra-curricular and co-curricular activities, and advanced coursework.




Can the art of letter writing survive

For more than 200 years from its beginnings in the 1770s, the Dead Letter Office was where Americans’ letters and parcels were sent if they were unclaimed or undeliverable. Some items were redirected: the DLO had a “blind reading” department trained to decipher illegible or vague addresses (“To my Son he lives out West he drives a red ox the rale rode goes By Thar”).
The office would incinerate the others or auction their contents, which included, according to one sale list, anything from wedding rings to “False Bosoms” and quack medicines, such as “the cure-all Tennessee Swamp Shrub”. It was estimated that 6bn pieces of mail were posted in the US in 1898, of which 6.3m ended up at the DLO in Washington, DC. “What romance was to be had in an undelivered or undeliverable letter!” Simon Garfield writes in To The Letter. “And what mystery and sadness too.”
Well, the romance and mystery have certainly gone. The US Postal Service has renamed the DLO the Mail Recovery Center, consolidated four locations into one in Atlanta, Georgia, and is pushing through a “Lean Six Sigma” process improvement project to make it more efficient. Asked if they write letters, most people would echo the DLO’s famous fictional former clerk Bartleby in the Herman Melville story: “I would prefer not to.”
Plainly, instant electronic means of communication – email, of course, but increasingly social media such as Twitter and Facebook – have pushed pen, paper and postboxes to the edge of most private correspondents’ consciousness. It may be nice to think that investors’ enthusiasm for this month’s public offering of shares in Britain’s Royal Mail, the world’s oldest postal service, is based on a revival of letter writing, “the humane art, which owes its origins to the love of friends”, in Virginia’s Woolf’s words. In fact, Royal Mail’s daily postbag is at its lowest for 20 years, and it predicts the volume of letters – most of which are for business and marketing – will fall at up to 6 per cent a year. The Royal Mail’s future lies in delivery of items ordered on the internet. Even Postman Pat, the children’s cartoon character, has had to amend his theme tune to reflect the fact he now brings more “parcels through your door” than letters.




Madison School District Strategic Plan Update

I recently attended the third annual update to the 2009 Madison School District Strategic Plan. You can follow the process via these notes and links.
I thought it might be useful to share a few observations on our local public schools during this process:

  • General public interest in the schools continues to be the exception, rather than the norm.
  • I sense that the District is more open to discussing substantive issues such as reading, math and overall achievement during the past few years. However, it does not appear to have translated into the required tough decision making regarding non-performing programs and curriculum.
  • MTI President Kerry Motoviloff recent statement that the District administration has “introduced more than 18 programs and initiatives for elementary teachers since 2009”.
  • Full teacher Infinite Campus use remains a goal, despite spending millions of dollars, money which could have gone elsewhere given the limited implementation. Unfortunately, this is a huge missed opportunity. Complete course syllabus, assignment and gradebook information would be a powerful tool when evaluating achievement issues.
  • The implementation of “standards based report cards” further derailed the Infinite Campus spending/implementation. This is an example of spending money (and time – consider the opportunity cost) on programs that are actually in conflict.
  • The District continues to use the oft criticized and very low benchmark WKCE as their measure. This, despite starting to use the MAP exam this year. Nearby Monona Grove has been using MAP for some time.
  • Three Madison School Board members attended: Mary Burke, James Howard and Ed Hughes.
  • UW-Madison school of Education dean Julie Underwood attended and asked, to my astonishment, (paraphrased) how the District’s various diversity programs were benefiting kids (and achievement)?

The only effective way forward, in my view, is to simplify the District’s core mission to reading, english and math. This means eliminating programs and focusing on the essentials. That will be a difficult change for the organization, but I don’t see how adding programs to the current pile benefits anyone. It will cost more and do less.
Less than 24 hours after I attended the MMSD’s Strategic Plan update, I, through a variety of circumstances, visited one of Milwaukee’s highest performing private/voucher schools, a school with more than 90% low income students. The petri dish that is Milwaukee will produce a far more robust and effective set of schools over the next few decades than the present monolithic approach favored here. Two year administrator contracts have been the norm for some time – matching the term and perhaps benefits of the teacher union contracts. The composition of future teacher arrangements (more) may change in Madison, or not. Should the new Superintendent have flexibility in staffing?
What are the student achievement implications of continuing this “status quo” or “same service” practice? Perhaps the District’s long standing reading problems are a place to think differently.

Online courses may make graduation too easy

Russell Rumberger, a scholar with an encyclopedic grasp of the drop-out issue, has doubts about the latest, hottest cure — online credit recovery. That means letting struggling students take courses on a computer without the annoyances of listening to a teacher or doing homework.
Online credit recovery accounts for about half of all instruction in the $2 billion online-education industry, with great potential for good, many educators say. But Rumberger, director of the California Dropout Research Project at the University of California at Santa Barbara, says he knows of a student who got a D in English so took an online course that required reading only one book — “To Kill A Mockingbird” — and about 12 hours of work on a computer over one week.
The student received an A for that one-semester credit. “Online credit recovery offers students a quicker and more flexible way to earn high school credits,” said Rumberger, author of “Dropping Out: Why Students Drop Out of High School and What Can Be Done About It.” But, he said, “there is generally insufficient evidence and accountability to ensure that the online courses are as rigorous and impart as much learning as traditional courses.”




Please Don’t Study So Much!



High School Students–please study less, if you can. As you should know, jobs and our economy depend on consumers buying goods and services, and the time you spend reading and writing, doing math and science problems, and the like, is simply time spent out of the economy and contributes nothing to the effort to sell products and provide jobs for the American people.
You could consider your time away from studying as part of your community service, putting the needs of the economy ahead of your own selfish desire to learn and grow by doing homework for yourself alone. By spending more time buying and using goods produced by America’s workers, you are making a contribution to the community in which you live.
If you have to do three or four hours of homework a week, at least do it using a computer and software which you or your family have purchased. If you do it that way, naturally you will find it easier to play the games you have bought, spend time with social media, and to listen to the songs you paid for at the same time, and you can also surf the Web for products on which you may wish to spend more money in the future.
While in the short term you may do less well in school by combining your schoolwork with your commercial obligations, at least you will be helping to keep our economy going and providing jobs for our unemployed workers.
It is possible that when it comes time for you to look for a job, you may not have the knowledge, skills, and general educational background to qualify for the ones on offer, but that is not your problem in the present.
If you need to learn something in the future, there will always be digital learning and online classes for you to buy. There will be no need to go to the library or read on your own. We expect young people to make sacrifices and to do community service, and refraining from studying is one painless and very useful way for you to work on behalf of those in your country who need jobs now, so that our economy can get help in its recovery on the backs of those of our students who have decided to study even less than they usually do.
The main thing is not to let your schoolwork interfere with your own purchases or with influencing as much as possible the purchases of your parents and friends.
As our President has told us, we need more jobs right now, and if you spend too much time on reading books, writing term papers, and stuff like that, you will be basically just more of a drag on our economy than you should be, so please study less, or if possible, not at all, and help keep our economy growing. You will learn less, but someone somewhere in our economy will thank you for spending more time away from those old printed school books and term papers!

Bidding Adieu to the Madison School Board; “Facts are an Obstacle to the Reform of America”

Dear Friends,
I am writing to thank you for your encouragement and support in my decision to seek election to the MMSD Board of Education in late fall 2005. Your help in getting elected, your support during tough times, and your help in finding solutions to problems, have made a great difference to my service on the board.
I am writing to let you know that I will not seek re-election in 2012. I continue to believe that the Board of Education is one of the most important elected positions for our community and its schools, and encourage others to step forward to serve in this capacity. MMSD is facing significant challenges, and it is more important than ever that thoughtful citizens engage in the work that will be needed to preserve the traditional strengths of our public schools while helping those schools to change in keeping with the times and the families that they serve.
At the same time, I do not view school board service as a career, and believe that turnover in membership is healthy for the organization and for the district. I have been fortunate to have had an opportunity to serve on this board, and to work with many fine community organizations in that capacity. For that I am grateful.

I am appreciative of Lucy’s tireless and often thankless work on behalf of our students.
Every organization – public or private, deteriorates. It is often easier to spend more (raise taxes), raise fees on consumers – or a “rate base”, reduce curricular quality and in general go along and get along than to seek substantive improvements. Change is hard.
Citizens who seek facts, ask difficult and uncomfortable questions are essential for strong institutions – public or private. Progress requires conflict.
Yet, very few of us are willing to step into the theatre, spend time, dig deep and raise such questions. I am thankful for those, like Lucy, who do.
Her years of activism and governance have touched numerous issues, from the lack of Superintendent oversight (related: Ruth Robarts) (that’s what a board does), the District’s $372M+ budget priorities and transparency to substantive questions about Math, reading and the endless battle for increased rigor in the Madison Schools.
In closing, I had an opportunity to hear Peter Schneider speak during a recent Madison visit. Schneider discussed cultural differences and similarities between America and Germany. He specifically discussed the recent financial crisis. I paraphrase: “If I do not understand a financial vehicle, I buy it”. “I create a financial product that no one, including me, understands, I sell it”. This is “collective ignorance”.
Schneider’s talk reminded me of a wonderful Madison teacher’s comments some years ago: “if we are doing such a great job, why do so few people vote and/or understand civic and business issues”?
What, then, is the payoff of increased rigor and the pursuit of high standards throughout an organization? Opportunity.
I recently met a technical professional who works throughout the United States from a suburban Madison home. This person is the product of a very poor single parent household. Yet, high parental standards and rigorous academic opportunities at a somewhat rural Wisconsin high school and UW-Madison led to an advanced degree and professional opportunities.
It also led to a successful citizen and taxpayer. The alternative, as discussed in my recent conversation with Madison Mayor Paul Soglin is growth in those who don’t contribute, but rather increase costs on society.
Lucy will be missed.




Cuts in the Classroom: What’s on the School Chopping Block?

The slow pace of America’s economic recovery means many states are still hurting financially. As many as 15 states still can’t agree on a budget, and that’s a problem, because in many states the fiscal year begins next month.
Parents are understandably anxious about what this all means for the upcoming school year. And they should be. An analysis released earlier this month by the National Governors Association and National Association of State Budget Officers found that 16 states are planning cuts for next year, following 18 that made extra cuts midway through last year. And that’s before cuts at the local level. So even though fear about the education budget axe never matches the reality, there will be real sacrifices in some states and communities and, overall, spending remains below what it was just a few years ago. (See if the golden age of education spending is over.)
Unfortunately school districts and states are more tight-fisted about sharing information than they are about spending money. And too often budget cuts are based more on what’s easiest for the adults in charge of the schools rather than the kids in them. So here are 5 things parents should know — or ask — about the spending decisions and how they will impact schools next fall.

The Boston school system is churning out illiterate students whose only skills are to pass predictable standard tests

I DID not attend a graduation ceremony in 25 years as a Boston public high school teacher. This was my silent protest against a skillfully choreographed mockery of an authentic education – a charade by adults who, knowingly or unwittingly, played games with other people’s children.
I knew that most of my students who walked across the stage, amidst the cheers, whistles, camera flashes, and shout-outs from parents, family, and friends, were not functionally literate. They were unable to perform the minimum skills necessary to negotiate society: reading the local newspapers, filling out a job application, or following basic written instructions; even fewer had achieved empowering literacy enabling them to closely read, analyze, synthesize, and evaluate text.
However, they were all college bound – the ultimate goal of our school’s vision statement– clutching knapsacks stuffed with our symbols of academic success: multiple college acceptances, a high school diploma; an official transcript indicating they had passed the MCAS test and had met all graduation requirements; several glowing letters of recommendation from teachers and guidance counselors; and one compelling personal statement, their college essay.
They walked across the stage into a world that was unaware of the truth that scorched my soul –the truth that became clear the first day I entered West Roxbury High School in 1979 (my first assignment as a provisional 12th grade English teacher): the young men and women I was responsible for coaching the last leg of their academic journey could not write a complete sentence, a cohesive paragraph, or a well-developed essay on a given topic. I remember my pain and anger at this revelation and my struggle to reconcile the reality before me with my own high school experience, which had enabled me to negotiate the world of words–oral and written–independently, with relative ease and confidence.
For the ensuing 30-plus years, I witnessed how the system churned out academically unprepared students who lacked the skills needed to negotiate the rigors of serious scholarship, or those skills necessary to move in and up the corporate world.
We instituted tests and assessments, such as the MCAS, that required little exercise in critical thinking, for which most of the students were carefully coached to “pass.” Teachers, instructors, and administrators made the test the curriculum, taught to the test, drilled for the test, coached for the test, taught strategies to take the test, and gave generous rewards (pizza parties) for passing the test. Students practiced, studied for, and passed the test–but remained illiterate.
I also bear witness to my students’ ability to acquire a passing grade for mediocre work. A’s and B’s were given simply for passing in assignments (quality not a factor), for behaving well in class, for regular attendance, for completing homework assignments that were given a check mark but never read.
In addition, I have been a victim of the subtle and overt pressure exerted by students, parents, administrators, guidance counselors, coaches, and colleagues to give undeserving students passing grades, especially at graduation time, when the “walk across the stage” frenzy is at its peak.
When all else failed, there were strategies for churning out seemingly academically prepared students. These were the ways around the official requirements: loopholes such as MCAS waivers; returning or deftly transferring students to Special Needs Programs–a practice usually initiated by concerned parents who wanted to avoid meeting the regular education requirements or to gain access to “testing accommodations”; and, Credit Recovery, the computer program that enabled the stragglers, those who were left behind, to catch up to the frontrunners in the Race to the Stage. Students were allowed to take Credit Recovery as a substitute for the course they failed, and by passing with a C, recover their credits.
Nevertheless, this past June, in the final year of my teaching career, I chose to attend my first graduation at the urgings of my students–the ones whose desire to learn, to become better readers and writers, and whose unrelenting hard work earned them a spot on the graduation list–and the admonition of a close friend who warned that my refusal to attend was an act of selfishness, of not thinking about my students who deserved the honor and respect signified by my presence.
At the ceremony I chose to be happy, in spite of the gnawing realization that nothing had changed in 32 years. We had continued playing games with other people’s children.

REACH (Rewarding Achievement; www.reachnyc.org) is a pay-for-performance initiative that aims to improve the college readiness of low-income students at 31 inner-city high schools in New York by rewarding them with up to $1,000 for each Advanced Placement exam they pass. I founded it, with funding from the Pershing Square Foundation and support from the Council of Urban Professionals.
This past year was the first full year of the program and I’m delighted to report very substantial gains in the overall number of students passing AP exams at the 31 schools, and an even bigger gain among African-American and Latino students (exact numbers will be released at the event). As a result, more than 1,200 student have earned nearly $1 MILLION in REACH Scholar Awards! (An additional $500,000 or so is going to their schools and educators.) Tomorrow the students will come to pick up their checks, Joel Klein will be the highlight of the press conference at 11am, and there will be a ton of media. I hope to see you there! 2) A spot-on editorial in yesterday’s WSJ, which underscores the point I’ve been making for a long time: one shouldn’t get angry with unions for advancing the interests of their members — that’s what they’re supposed to do! — but it’s critical to understand that their interests and what’s best for children are often FAR apart… Pay Your Teachers Well Their children’s hell will slowly go by.

The conflicting interests of teachers unions and students is an underreported education story, so we thought we’d highlight two recent stories in Baltimore and New York City that illustrate the problem.
The Ujima Village Academy is one of the best public schools in Baltimore and all of Maryland. Students at the charter middle school are primarily low-income minorities; 98% are black and 84% qualify for free or reduced-price school meals. Yet Ujima Village students regularly outperform the top-flight suburban schools on state tests. In 2006, 2007 and 2008, Ujima Village students earned the highest eighth-grade math scores in Maryland. Started in 2002, the school has met or exceeded state academic standards every year–a rarity in a city that boasts one of the lowest-performing school districts in the country.
Ujima Village is part of the KIPP network of charter schools, which now extends to 19 states and Washington, D.C. KIPP excels at raising academic achievement among disadvantaged children who often arrive two or three grade-levels behind in reading and math. KIPP educators cite longer school days and a longer school year as crucial to their success. At KIPP schools, kids start as early as 7:30 a.m., stay as late as 5 p.m., and attend school every other Saturday and three weeks in the summer.
However, Maryland’s charter law requires teachers to be part of the union. And the Baltimore Teachers Union is demanding that the charter school pay its teachers 33% more than other city teachers, an amount that the school says it can’t afford. Ujima Village teachers are already paid 18% above the union salary scale, reflecting the extra hours they work. To meet the union demands, the school recently told the Baltimore Sun that it has staggered staff starting times, shortened the school day, canceled Saturday classes and laid off staffers who worked with struggling students. For teachers unions, this outcome is a victory; how it affects the quality of public education in Baltimore is beside the point.
Meanwhile, in New York City, some public schools have raised money from parents to hire teaching assistants. Last year, the United Federation of Teachers filed a grievance about the hiring, and city education officials recently ordered an end to the practice. “It’s hurting our union members,” said a UFT spokesman, even though it’s helping kids and saving taxpayers money. The aides typically earned from $12 to $15 an hour. Their unionized equivalents cost as much as $23 an hour, plus benefits.
“School administrators said that hiring union members not only would cost more, but would also probably bring in people with less experience,” reported the New York Times. Many of the teaching assistants hired directly by schools had graduate degrees in education and state teaching licenses, while the typical unionized aide lacks a four-year degree.
The actions of the teachers unions in both Baltimore and New York make sense from their perspective. Unions exist to advance the interests of their members. The problem is that unions present themselves as student advocates while pushing education policies that work for their members even if they leave kids worse off. Until school choice puts more money and power in the hands of parents, public education will continue to put teachers ahead of students.

Moderate Senate Democrats Embrace Education Reform



Washington–Ten moderate Senate Democrats today sent a letter to President Barack Obama voicing support for his key education goals and pledging to “lend our voices to the debate as proponents of education reform.”
The letter was initiated by Senators Evan Bayh (D-IN), Tom Carper (D-DE), and Blanche Lincoln (D-AR), leaders of the Senate Moderate Dems Working Group, and signed by seven of their moderate colleagues.
“As legislators, we believe we must embrace promising new approaches to education policy if we are to prepare our children to fill the jobs of the future,” they wrote to President Obama. “By 2016, four out of every 10 new American jobs will require at least some advanced education or training. To retain our global economic leadership, we share your sense of urgency in moving an education reform agenda through Congress.”
Saying that “now is the time to explore new paths and reject stale thinking,” the moderate Democrats commended President Obama for his focus on teacher quality and noted a recent report by McKinsey and Company that highlights the achievement gaps that persist among various economic, regional and racial backgrounds in the United States and the gaps between American students and their peers in other industrialized nations. Based on this report, the senators noted that “had the United States closed the gap in education achievement with better-performing nations like Finland, Iceland, and Poland, our GDP could have been up to $2.3 trillion higher last year.”
The senators expressed support for new pay-for-performance teacher incentives and expansions of effective public charter schools. They also endorsed the Obama administration’s desire to extend student learning time to stay globally competitive and called for investments in state-of-the-art data systems so school systems can track student performance across grades, schools, towns and teachers.
Other signatories on the letter include Senators Mary Landrieu (D-LA), Michael Bennet (D-CO), Joseph Lieberman (ID-CT), Bill Nelson (D-FL), Claire McCaskill (D-MO), Mark Warner (D-VA) and Herb Kohl (D-WI).

Verona High school students study the federal stimulus bill

It’s 7:30 in the morning and about 30 high school students are chomping on doughnuts and debating the merits of federal dollars used to fund everything from building child-care centers on U.S. Army bases to lead reduction programs.
The scene is a weekly occurrence at Verona High School where advanced placement students are analyzing the 407-page American Recovery and Reinvestment Act — commonly known as the stimulus bill — as part of an extra credit project.
The students must report the dollar amount appropriated under each title, summarize that section and react to how the money’s being spent.
“I frankly don’t see how that will help the economy or is a pressing need,” Kaitlin McLean, a Verona senior, said of about $90 million going to facilities that deal with passports and training. “Couldn’t $90 million be used to create jobs somewhere else?”
The goal is to have the entire document read by April 3 — an ambitious objective considering many legislators probably haven’t done the same.

Throwing billions at schools won’t fix them

The American Recovery and Reinvestment Act, President Obama’s stimulus package, could serve as a historic investment in our children’s future, an initiative that could very well change the course of our nation.
It is an opportunity that cannot be squandered.
However, there is good reason for concern that the funds made available for education under the act will not result in the change we need.
Over the past eight years, educational progress in the United States has been modest at best. According to a national study by the Gates Foundation (“The Silent Epidemic,” 2006), dropout rates in many of our nation’s largest cities are 50 percent or higher.
Similarly, large numbers of students lack proficiency in reading and math in many school districts across the country, and many who graduate and go on to college are largely unprepared for the rigors of college-level course work.
Seven years after the adoption of the No Child Left Behind law, it is clear we are still leaving many children behind.
Tinkering with existing policy is unlikely to produce different results. The Obama administration needs a bold new strategy for reforming our public education system if it hopes that our schools are going to play a more significant role in moving the nation forward. However, so far, and certainly it is still is early in the term of this administration, no new vision or strategy for reforming the nation’s schools has been articulated.
There is justifiable reason to be concerned that by calling for funds from the stimulus package to be spent quickly on “shovel-ready” projects in order to produce the jobs that are so desperately needed, the administration will not have the time to develop a thoughtful strategy that can guide the reform of the nation’s public schools.
