Notes on Catholic School Enrollment

Catholic schools are serving tens of thousands fewer students than they were before the pandemic, indicating that these schools have typically not been the destination for students across the U.S. forgoing public schools.

Catholic enrollment cratered during the 2020-21 school year, when those schools saw their biggest enrollment decline in many decades. In the most recent school year, Catholic schools experienced a substantial, but incomplete, enrollment rebound.

Advocates for Catholic education say the schools — which have been hemorrhaging students for decades — need to capitalize on the one-year uptick to keep new families and win over others.

“When I see this data from a Catholic school perspective, I think it’s a hopeful sign because it means we have, as Catholic school leaders, the potential to regrow enrollment and to build back up from a point that had been a historic low,” said Kathleen Porter-Magee, superintendent of a network of Catholic schools in New York City and Cleveland.




With Chicago Public Schools enrollment falling, the Chicago Board of Education is about to take up plans to build a new high school near Chinatown.

Does Chicago even need this school?

Until Tuesday, the Chicago Public Schools had provided little information about the proposal — not even such basic information as the location, attendance boundaries or the city’s analysis of the effects that the school would have on a school system whose enrollment has been shrinking.

Amid Mayor Lori Lightfoot’s reelection campaign, CPS had put the proposed new high school into its capital budget with little public engagement, no land secured at a proposed site and big questions about who would attend the school.

As CPS officials ask the Board of Education to approve their $70 million share of the project Wednesday on top of $50 million from the state, they have yet to make a case — beyond the clamoring from the area for a school — for whether Chinatown, the South Loop and Bridgeport’s needs to justify spending so much of the school system’s resources on a new building amid plummeting enrollment citywide.

“It’s difficult to advocate for the needs of one community and balance the needs of surrounding communities,” said Grace Chan McKibben, an advocate for the new school and head of the Coalition for a Better Chinese American Community. “Because Chicago is so segregated, and life in Chicago is so highly regionalized.”

Though the school set to open in 2025 also would serve students from the South Loop and Bridgeport, among the most compelling arguments for the new school has been the burgeoning Chinatown community’s desire for an educational hub. Often described as the country’s only growing Chinatown, the community recently was drawn into Chicago’s first Asian American majority ward. Home to thousands of immigrant families, the neighborhood has at least doubled in population since 2000.




The College Enrollment Decline Worsened This Spring

The decline in college enrollment is worsening. According to a just released report by the National Student Clearinghouse Research Center (NSCRC), total postsecondary enrollment, including both undergraduate and graduate students, decreased by 4.1% – equal to about 685,000 students – in spring 2022 compared to spring 2021. Overall postsecondary enrollment now stands at about 16.2 million students.

Added to the 3.5% drop that was seen in spring 2021, the overall two-year decline in college enrollment has reached 7.4%, or nearly 1.3 million students since spring 2020. The deepening slide dashed hopes that the worst of the pandemic-era erosion of enrollment was over and, instead, raised concerns that other factors – such as growing skepticism over the value of college – may be keeping students away.




Falling enrollment in America’s schools is a sign of a system in crisis.

The message to educators and elected officials could hardly be clearer: Too many public schools are failing, parents are voting with their feet, and urgent and bold action is needed. Until now, however, the only governmental response has been to spend more money — too much of which has gone to everyone but our children.

Since 2020, Congress has sent an additional $190 billion to schools, in part to help them reopen safely and stave off layoffs. But in many districts, union leaders resisted a return to in-classroom instruction long after it was clear that classrooms were safe. And by and large, remote instruction was a disaster. By one analysis, the first year of the pandemic left students an average of five months behind in math and four months behind in reading, with much larger gaps for low-income schools.

It’s abundantly clear that money was far from the biggest challenge facing public schools. The U.S. spends more per pupil on public education than virtually any other country, and many districts have struggled to spend all the federal funds they’ve received. Others have splurged on sports.




K-12 tax & spending climate: Madison spending growth amidst declining enrollment

Jones told the board that 67 staff members are leaving this year, but the district is only hiring 10 new staff.

Prior to the meeting, Jones noted that school districts of all sizes across Wisconsin are offering base wage increases to their teachers that are near or at 4.7% to keep in line with the hike in the cost of living.

The Milwaukee School Board unanimously approved a 4.7% base wage increase for all staff in the district at the end of April, the largest increase in more than a decade, according to the Milwaukee Journal Sentinel. The Kenosha School Board and Green Bay School Board also unanimously approved a 4.7% base wage increase for staff in March for the coming school year. The Oshkosh Area School District also approved a 4.7% wage increase for all staff in January.

Scott Girard:

The difference between the 4.7% increase and 2% increase is approximately $7 million. Despite an influx of federal and state dollars for COVID-19 relief funding, district officials have called the budget a difficult one as they attempt to limit the amount of structural deficits they create with that one-time funding.

The revenue limit, which is the maximum a district can take in through the combination of property taxes and state aid, remained frozen in the 2021-23 state budget.

With declining enrollment, MMSD’s revenue limit would have dropped without the successful 2020 operating referendum. Instead, with the extra revenue authority from that vote, the district’s revenue limit is projected to rise by $6 million over the current year.

All together, America’s public schools have lost at least 1.2 million students since 2020, according to a recently published national survey. State enrollment figures show no sign of a rebound to the previous national levels any time soon.

A broad decline was already underway in the nation’s public school system as rates of birth and immigration have fallen, particularly in cities. But the coronavirus crisis supercharged that drop in ways that experts say will not easily be reversed.

No overriding explanation has emerged yet for the widespread drop-off. But experts point to two potential causes: Some parents became so fed up with remote instruction or mask mandates that they started home-schooling their children or sending them to private or parochial schools that largely remained open during the pandemic. And other families were thrown into such turmoil by pandemic-related job losses, homelessness and school closures that their children simply dropped out.

Now educators and school officials are confronting a potentially harsh future of lasting setbacks in learning, hardened inequities in education and smaller budgets accompanying smaller student populations.

“This has been a seismic hit to public education,” said Marguerite Roza, director of the Edunomics Lab at Georgetown University. “Student outcomes are low. Habits have been broken. School finances are really shaken. We shouldn’t think that this is going to be like a rubber band that bounces back to where it was before.”

In some states where schools eschewed remote instruction — Florida, for instance — enrollment has not only rebounded, but remains robust. An analysis by the American Enterprise Institute, a right-leaning think tank, concluded last month that remote instruction was a major driver around the country, with enrollment falling most in districts most likely to have delayed their return to in-person classrooms.

Private schools have also seen some gains in enrollment. Federal head counts have not yet been released, but both the National Association of Independent Schools and the National Catholic Educational Association have reported increases that total about 73,000 K-12 students during the past two years.

Spending more on facilities amidst enrollment decline and long term, disastrous reading results

Officials outlined a total of $28 million in additional costs to the School Board Monday night. Of that, $11 million is related to high inflation, $9 million is for additional mechanical and electrical work and $8 million for additional environmental projects.

MMSD chief financial officer Ross MacPherson said those costs are likely to be split over the next three years as the referendum construction projects play out. MacPherson suggested a mix of funds could help cover the additional costs, including the future closure of a tax incremental financing district.

Taxpayer Supported Los Angeles School District Enrollment nears 400K, down from 730K twenty years ago

The number of students in Los Angeles Unified schools has been falling for years. Now, school district staff fear the drain may be accelerating.

In a new budget forecast Thursday, LAUSD officials predicted that enrollment will decline by 36,000 students — enough to drop enrollment in the nation’s second-largest school district below 400,000 students — by the start of classes in Fall 2023.

That’s an even more pessimistic forecast than the LAUSD officials delivered in December, in which they predicted a 25,000-student drop.

LAUSD officials are more optimistic that the district will have cash to spare over the next three school years, thanks in part to extraordinary COVID-19 relief money from the state and federal government. They now expect to close out the 2023-24 school year with more than $425 million in cash left to spend.

But officials on Thursday warned the sugar rush of pandemic aid will soon wear off, leaving the district to reckon with some of the problems that come with running a growing number of under-enrolled schools. In California, a school’s funding level is closely tied to its enrollment.

“It is very much our intent,” said LAUSD chief financial officer David Hart, “to delve into these numbers to understand what is transpiring with regards to a reduction in our enrollment … and is that by grade, is that by region?”

Two decades ago, LAUSD enrolled more than 737,000 students. But falling birth rates and rising housing costs have eroded that number over the last two decades. Competition between LAUSD campuses and charter schools — publicly funded, privately run, tuition-free schools — has also played a factor, but even charters’ enrollments have been basically flat for the last five years.




Fall’s Final Enrollment Count Is In. Colleges Lost More Than 475,000 Students.

New data from the National Student Clearinghouse Research Center provides a somber final tally of college enrollment during the fall of 2021: It dropped 2.7 percent from a year earlier, a decline of 476,100 students. 

Undergraduate enrollment, which was down at every type of institution, slipped by 3.1 percent — or 465,318 students — from the fall of 2020. The total decline among undergraduates since the fall of 2019 — just before the pandemic hit — was more than a million students, the center said.




Where are the students? For a second straight year, school enrollment is dropping

The challenge now, for educators, is understanding where those young children and their older siblings went. Did they simply stay home — or did their families enroll them elsewhere?

A shift to private schools 

Private and parochial schools generally enroll about 10 percent of all students in the United States, or about 5.7 million students. While nationwide enrollment in private schools dropped last year along with public schools, this year it has rebounded.

The National Association of Independent Schools comprises private, non-parochial schools. They report a net enrollment growth of 1.7% over the two pandemic years.

There’s a particularly big rebound in private preschool enrollment in the NAIS sample. That number dropped dramatically between 2019-20 and 2020-21, but then grew 21% this fall for a net growth of 6% over two years.

While accurate data are not yet available for parochial schools, media reports suggest their enrollment has rebounded this fall as well.

“We saw a couple thousand students that transferred over to private schools in the city,” says Martinez, who took over as chief executive officer this summer in Chicago. “And that was because the private schools were assuring the families that they would be open in-person, no matter what.”

Mathematical education at the K-12 level is critical for preparation for STEM careers. An ongoing challenge to the US K-12 system is to improve the preparation of students for advanced mathematics courses and expand access and enrollment in these courses. As stated by a Department of Education report “taking Algebra I before high school … can set students up for a strong foundation of STEM education and open the door for various college and career options.” The report states that while 80% of all students have access to Algebra I in middle school, only 24% enroll. This is also why the goal of Bob Moses’ Algebra Project is to ensure that “every child must master algebra, preferably by eighth grade, for algebra is the gateway to the college-prep curriculum, which in turn is the path to higher education.”

The most significant potential for growth is among African American or Latino students, among whom only 12% enroll in Algebra before high school. This untapped potential has longer-term implications for both society and individuals. For example, although African Americans and Latinos comprise 13% and 18% (respectively) of the overall US population, they only account for 4% and 11% of engineering degrees. There is also a gap in access by income: Calculus is offered in 92% of schools serving the top income quartile but only in 77% of schools serving the bottom quartile (as measured by the share of students eligible for free or reduced-price lunch). Thus minority and low income students have less access to STEM jobs, which yield more than double the median salary of non-STEM jobs, and are projected to grow at a 50% higher rate over the next decade.

Enrollments Still Falling 2 Years Into Pandemic

The post-pandemic enrollment rebound everyone wished for has not come to pass.

College and university enrollments are still on the decline for most institutions, early data from the National Student Clearinghouse Research Center show. Undergraduate enrollment across the board fell by 3.2 percent this fall, echoing last fall’s 3.4 percent decline. Since fall 2019, undergraduate enrollments have dropped by 6.5 percent.

The top-line findings paint a bleak picture for higher education’s recovery.

“We’ve really not seen declines across the board like this,” said Doug Shapiro, vice president of research and executive director of the research center.

Students still have not returned to college at the rate they left, and it will likely take years of work to bring them back into the fold, Shapiro fears.

“A lot of those freshmen who didn’t show up last year — they haven’t come back yet,” Shapiro said. “The longer students are away from school, the harder and harder it becomes for them to come back. It may well be that a majority of them might not ever make it back, and that’s very much a concern.”




Charter School Enrollment Growth (Wisconsin up 13%)

Charter schools picked off hundreds of thousands of public school students across the U.S. during the pandemic, according to a new analysis from the National Alliance for Public Charter Schools.

Why it matters: The pandemic has weakened America’s public education system, as Zoom classes, teacher fatigue and student disengagement take their toll. And that hobbled system is shedding students to charter schools, private schools and homeschooling.

  • Those dynamics are exacerbating inequities in American education, as it’s typically wealthier and white students who make the switch.

By the numbers: Charter school enrollment increased by 7.1% in the U.S. between the 2019-20 school year and the 2020-21 school year, per the analysis. That’s a jump of about 240,000 students.

Madison’s k-12 enrollment ethnic label commentary

The Madison School District is considering whether to remove the word “Karen” from a section of its online student enrollment form where parents can identify their children’s ethnicity, apparently after some expressed concerns about its modern-day connotations.

But if it does, the district wouldn’t be able to collect information on more than 30 other ancestral groups, including Somali, Ecuadorian, Menominee and Nigerian.

“Karen” in the parlance of current American race relations has come to mean a demanding white woman blind to her own privilege and racism.

Think the woman who called police on a Black birdwatcher in New York City’s Central Park last year after he asked her to put her dog on a leash.

“Karen,” though, also refers to “a number of ethnic groupswith Tibetan-Central Asian origins” who speak 12 related but distinct languages, according to the London-based human rights group Minority Rights Group International. The group estimates there are some 4 million Karen (pronounced “kuh-REN”), mostly in Myanmar. An estimated 215,000 live in the U.S.

The word appears on an online district enrollment page that asks parents to check a box for their student’s ethnicity. Check the “Asian” box and a drop-down menu appears with boxes for “Chinese,” “Filipino,” Karen” and five other Asian groups, along with “unknown,” “other” and “decline to indicate.”

Similar drop-down menus appear for “Hispanic or Latino,” “American Indian or Alaska Native” and “Black or African American” (but not “White” or “Native Hawaiian or Other Pacific Islander”).

Pandemic Learning: Large Increase In Virtual Charter And Homeschooling Enrollment Raises Questions

A new report from the Wisconsin Policy Forum found huge increases in student enrollment in virtual charter and homeschooling last year. We discuss what that means for students, parents and school districts.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

An analysis by N.W.E.A., a nonprofit that provides academic assessments, for example, found that Latino third graders scored 17 percentile points lower in math in the spring of 2021, compared to the typical achievements of Latino third graders in the spring of 2019. The decline was 15 percentile points for Black students and 14 percentile points for Native American students, compared with similar students in the past. As Sarah Mervosh of The New York Times describes the situation, the pandemic amplified disadvantages rooted in racial and socioeconomic inequality, transforming an educational gap into a gulf.

A sobering report by the consulting firm McKinsey sounds a similar alarm. Among other things, it notes that the pandemic has widened existing opportunity and achievement gaps and made high schoolers more likely to drop out. As the authors say: “The fallout from the pandemic threatens to depress this generation’s prospects and constrict their opportunities far into adulthood. The ripple effects may undermine their chances of attending college and ultimately finding a fulfilling job that enables them to support a family.” Unless steps are taken to fill the pandemic learning gap, the authors say, these people will earn less over their lifetimes. The impact on the U.S. economy could range from $128 billion to $188 billion every year as the cohort enters the work force.

Opting Out: Enrollment Trends in Response to Continued Public School Shutdowns

Research has found that fall 2020 school district reopening decisions appear to be driven more by politics and teachers unions than by the local presence of COVID-19. But what are the implications of those decisions for enrollment trends? Using recently released enrollment data from the state of Wisconsin, this study goes further to show whether school district decisions to go virtual, as opposed to in-person, led families to make other educational choices including enrollment in virtual schools, or delaying enrollment in school. We find that school districts that chose virtual learning to start the 2020 school year saw the largest enrollment declines, while families gravitated toward private schools and school districts with existing virtual schools.

San Francisco schools see enrollment drop as families flee the district (Madison?)

Yet it’s clear many families vowed to leave after losing faith in the district because of the slow reopening of classrooms and ongoing drama among district leadership. That includes an $87 million lawsuit filed by board member Alison Collins against five colleagues after they removed her from the vice presidency and committee positions following the discovery of racist tweets against Asian Americans, which have remained online since 2016.

Claire Raj’s family is among those who have opted out. The mother of three, with a former first-grader and third-grader at McCoppin Elementary, said she felt the district let students and schools down this year.

Despite being a parent leader at the school, she pulled her kids out in January, enrolling them at St. Anne School, which had resumed in-person learning in October. Her youngest son’s teacher at St. Anne informed her that her son didn’t have enough muscle control in his hand to write after months on a computer tablet and that he was well behind peers in reading and writing.

The district just didn’t do enough to help families, she said.

“It’s something we had never considered, going to private school. We aren’t Catholic,” Raj said. “Once we started considering it, it seemed we just didn’t have any choice.”

Taxpayer supported Wisconsin K-12 Analytics, including enrollment changes

The Wisconsin Policy Forum is reporting that Wisconsin’s K-12 school enrollment is down by more than 25,000 students for the 2020-21 school year, one of many far-reaching impacts of the COVID-19 pandemic that may warrant a response from state and local policymakers.

The information is contained in the findings of a new interactive data tool from the Wisconsin Policy Forum.

According to the forum’s data, Watertown went from 3,889 in 2011-12 to 3,296 in 2020-21. In the same period, Fort Atkinson’s district went from 3,000 students enrolled to 2,652; Hustisford from 420 to 364; Dodgeland from 818 to 744; Jefferson from 1,932 to 1,806; Johnson Creek from 653 to 567, Waterloo from 871 to 768 and Janesville 10,325 to 9,574. Lake Mills defied the trend and went from 1,432 to 1,586.

This latest edition of the tool is the third since its 2019 debut. It is located at https://wispolicyforum.org/research/school-datatool/. It was updated with the most recent available data, which goes through the 2019-20 school year in some categories and through 2020-21 in others.

Effective Digital Communications; K-12? Madison is adding bricks & mortar despite flat to declining enrollment

It’s a sunny, breezy morning in Eugene, Ore., a place best known for access to the great outdoors, a history of environmental activism and being the birthplace of Nike . I’m standing outside a nondescript, one-story industrial space, speaking with Mark Frohnmayer, chief executive of Arcimoto, maker of a three-wheeled electric vehicle it calls a “fun utility vehicle.”

Only I’m not in Oregon. I’m still stuck at home, on the opposite coast, relying—like many of us—on an ever-growing array of tools that allow me to do my job remotely. In this case, I’m getting a tour of Arcimoto ’s factory via FaceTime. Mr. Frohnmayer is carrying “me” around on an iPhone, pointing things out, getting me up close to machinery, parts and half-finished vehicles, and fielding my questions. For me, it turns out to be a reasonable facsimile of actually being there. Minus the eight-hour flight and stay at a Dow Jones-approved discount hotelwith continental breakfast, that is.

This is how Mr. Frohnmayer and his team have been giving factory tours to investors, customers and suppliers since the pandemic began. It works well enough that Mr. Frohnmayer wants to keep doing it after the pandemic ends, because it comes with no loss in productivity due to travel days.

Thanks to cloud-based collaborative tools of every description—not just Zoom—the pandemic has led to a reset in office culture, from in-person to remote or hybrid. Surprisingly, there’s also been a reset for workers that almost no one thought could do their jobs remotely, including field service engineers and emergency medical personnel. 

While these changes explain trends within the post-pandemic workplace, they also demonstrate a new way forward for relationships between businesses. Many examples come from the most hands-on industry of all: manufacturing. Workers still have to show up at a factory and assemble products, and quality control may demand overseas travel from time to time, but many other activities—including investment due diligence, relationship-building with suppliers and customers, and even research and development—have unexpectedly and perhaps permanently gone remote.




Reopening Politics

The teachers’ unions have been terrifying members about Covid-19 to keep schools closed, writes Erika Sanzi, a parent of three school-aged children. Weingarten has played a “massive role” in “ensuring that millions of other people’s children have not seen their teachers or classmates in 11 months.”

Weingarten “is part of the reason that so many children are regressing at lightning speed both academically and developmentally,” writes Sanzi. “She is part of the reason that so many adolescents barely leave their beds.” She is “not Glinda the Good Witch.”

Teachers don’t want to be seen as standing in the schoolhouse door. Weingarten is “a keen reader of the political tea leaves and a very good tactician,” writes Andrew Rotherham on Eduwonk. She sees governors, mayors and the “influencer class” shifting support to reopening, now that Trump is gone.

 As the article indicates, Weingarten appreciates that the finances of public education are more fragile than people think and even a modest change in parent behavior as a result of the pandemic experience would create problems that would impact labor.

School enrollment was expected to fall in most parts of the country because of the baby bust. If you keep telling parents schools are unsafe and drive the less nervous to private schools . . . Who are AFT and NEA teachers going to teach?




Closer look at fall enrollment shows decrease in public schools, increase in charter schools

A recent study completed by Wisconsin Institute for Law and Liberty shows school districts across the state saw a dramatic decline in fall enrollment as educators navigate the COVID-19 pandemic.

Fall enrollment numbers collected in October shows districts saw an average of 2.67% decline in enrollment. For districts that started the school year virtually exclusively, saw an even larger decrease of 3%.

Last year enrollment was down .3%. So where did they go? The 44 school districts in Wisconsin with virtual charters saw an increase of approximately 4.5% in enrollment on average relative to other districts.

Enrollment in Wisconsin’s parental choice programs increased by more than 2,700 in a year where public schools saw declines of nearly 36,000.

Study finds Wisconsin school districts that went virtual saw larger enrollment drop

The biggest exception to the enrollment decline in the public school sector were districts with an established virtual charter school option, the study found. Those districts saw an enrollment increase of approximately 4.5%, the study found.

“Districts that have these schools that have some experience with conducting virtual education was appealing to some families,” Flanders said.

The state Department of Public Instruction hasn’t released final numbers for homeschooling in the 2020-21 school year, but as of August, students with homeschooling requests compared to one year earlier was more than double, up to 2,792 from 1,279 the year before.

Wisconsin’s public colleges are falling behind as state funds lag and enrollment drops

A new report on the financial health of Wisconsin’s state universities and technical colleges found lagging state investment, enrollment challenges and — for University of Wisconsin schools — an ongoing tuition freeze as some of several factors threatening their competitiveness.

The Wisconsin Policy Forum, a statewide nonpartisan, independent policy research organization, released the report Tuesday.

“When you look at state funding, when you look at the tuition freeze, when you look at the enrollment trends, each of those things individually … has been on a concerning trend in Wisconsin versus the rest of the country,” said Jason Stein, the policy forum’s research director.

“And then when you add the pandemic to that, I think there’s reason to be concerned and thoughtful about how to move forward and not take it for granted that we’re always going to have a world-class higher education system and flagship university,” he said.

The financial challenges faced by the universities and colleges have only been exacerbated by the COVID-19 pandemic, the authors found, with the worst estimated losses coming from UW-Madison, where administrators predict a $320 million budget impact in 2020 and 2021 when considering costs and losses.

But the colleges’ woes began well before the pandemic hit.




The Real Covid-19 Enrollment Crisis: Fewer Low-Income Students Went Straight to College

The figure is startling. This year, 21.7 percent fewer high-school graduates went straight to college compared with 2019, according to a new report from the National Student Clearinghouse Research Center. As year-to-year changes go, that’s huge.

These are really staggering numbers. To see something of this magnitude is frightening.

Don’t stare only at that top-line number, though. Look at the comparisons between students from different socioeconomic backgrounds. You’ll see further evidence that the pandemic has hit low-income students, especially those from urban high schools, the hardest.

The report, released on Thursday, provides an early look at how Covid-19 has affected the high-school graduating class of 2020. Earlier this fall, the research center released a series of reports examining enrollment outcomes at two- and four-year colleges, the most recent of which showed a 13-percent decline in the number of first-time freshmen nationally.




New International College Enrollments Plummet 43% Due To COVID-19

he number of international students at American colleges plunged this fall, according to a just-released survey by the Institute of International Education, with new enrollments diving 43 percent as tens of thousands of students stuck overseas because of the pandemic deferred their admission or called off their studies altogether.

Although the current drop is without precedent, international enrollments had begun to decline even before Covid-19 struck, according to new data from the institute and the U.S. State Department. According to the annual “Open Doors” report, released on Monday, enrollments decreased nearly 2 percent in the fall of 2019. …




K-12 Tax, Referendum and budget climate: Madison School District enrollment drops by more than 1,000 students

Enrollment in the Madison School District has dropped by more than 1,000 students for the 2020-2021 school, the district said Friday.

The decrease in enrollment is significant compared to the previous school year when the district lost only 33 students between 2018-2019 and 2019-2020.

The drop in enrollment could spell trouble for district funding. A portion of state school aid funding is doled out to districts per student, and district enrollment impacts how much money it receives in state equalization aid.

The district had planned for a 3% drop in enrollment due to the COVID-19 pandemic, after administering a survey to student families in July. Respondents to the survey who said they planned to leave the district indicated they would enroll students in homeschooling, transfer to a virtual school, transfer to another district or transfer to a private school.

Elementary and 4K grade levels accounted for 90% of the 2020-2021 school year decrease, according to a memo released by the district. Kindergarten and 4K enrollment accounted for a loss of 500 students, and there were “noticeable” decreases in 5th and 9th grades, the memo said.

Scott Girard:

Middle school enrollment dropped from 5,486 to 5,455 and high school decreased from 7,891 to 7,834.

More than half of the drop, 56%, is accounted for by students moving to another district in Wisconsin, according to the memo. Another 15% is students who moved out of state, with open enrollment, private school, international move, drop outs and homeschooling accounting for the rest.

[MMSD plans to pilot full-day 4K program next year]

A July 13-26 survey on reopening schools found that about 3% of respondents planned to not enroll their children in MMSD for the school year. District administrators then used that number to plan the budget. The drop of 1,006 students equals about 3.7%.




Madison School Board strikes tentative property deal for referendum-envisioned elementary, amidst declining enrollment

The district has made it a priority to bring an elementary school to the racially diverse neighborhood where most students need to take long bus rides out of the area to attend Allis Elementary on the Southeast Side.

About 450 elementary students live in the neighborhood bounded by the Beltline to the north, Highway 14 to the west, and parkland and marshes to the south and east.

If the facilities referendum passes, it would create the first new elementary school in the district since 2008. An elementary in Moorland-Rimrock could open as early as fall 2023.

Rather Than Reopen, It’s Time to Rethink Government Education

There is no better time to make a change than right now, when public education is in chaos.

What’s that popping sound? Could it be a million figurative lightbulbs clicking on above public-school parents’ heads?

The vast majority of American families send their children to public schools. Only 11 percent of children attend private schools, and fewer than 5 percent are homeschooled. And as one school board after another gives the no go signal for the coming school year, families are being thrown into crisis. And yet, the great American entrepreneurial spirit is awakening as parents are forced to rethink education for their children. And that is to the benefit of children and the nation.

Even before the pandemic, American families had concerns about the quality of education their children were receiving from our public schools. Education Secretary Betsy DeVos called the latest national assessment “devastating.” Two-thirds of American students can’t read at grade level, and reading scores have worsened in 31 states.

The teaching of history has given way to the teaching of social studies, which is now morphing into lessons in civic action from a leftist perspective. A recent study of curriculum in American public schools found that the majority of civics classes teach students how to protest in favor of progressive political causes. Students are not free to disagree.

Nordic Study Suggests Open Schools Don’t Spread Virus Much

Scientists behind a Nordic study have found that keeping primary schools open during the coronavirus pandemic may not have had much bearing on contagion rates.

There was no measurable difference in the number of coronavirus cases among children in Sweden, where schools were left open, compared with neighboring Finland, where schools were shut, according to the findings.

The Madison teachers union last week demanded online classes only until Dane County goes at least 14 straight days without new COVID-19 cases. That might be best for older teachers with underlying health conditions making them more susceptible to the pandemic. But it’s definitely not best for our children. The district should reject such a rigid standard that fails to consider the needs of our broader community.

Lower-income students, who are disproportionately of color, are less likely to succeed with online schooling if they have fewer resources at home — and if their parents can’t work remotely because of front-line jobs.

The Madison School Board should have waited to see how COVID-19 plays out this summer. That’s what other school districts, such as Chicago, are doing. It’s possible the plan that Madison schools outlined to parents recently could have worked in September. That called for half of students to attend two days of in-person classes each week, with the other half of students attending two different days.

Colleges Spend Millions to Prepare to Reopen Amid Coronavirus

As colleges around the country map out plans to reopen their campuses in the fall, they have embarked on some unique and pricey shopping expeditions: sourcing miles of plexiglass, hundreds of thousands of face masks and, in the case of the University of Central Florida, trying to get in an order for 1,200 hand-sanitizer stations before neighboring theme parks could buy them all up.

Costs for protective gear, cleaning supplies and labor for employees to take students’ temperatures and conduct hourly wipe-downs of doorknobs are already running into the millions of dollars.

The added expenses come as many schools face severe budget crunches due to lower enrollment and tuition revenue, refunded housing fees from the spring and costs tied to shifting online. Even well-resourced schools are trying to fundraise to stock up on supplies.

Reopening college campuses is contingent on approval from local health officials, who in some states haven’t yet signed off on campus-based instruction. Still, many schools remain hopeful and are pushing ahead with planning, with some already bringing student-athletes back for voluntary workouts.




K-12 Tax, Spending & Referendum climate: Due To COVID-19, International Student Enrollment ‘Is Not Going To Slow Down—It’s Going To Shut’

Many international students want the experience of living and studying in the U.S. for a year or more and may be reluctant to sign up for online programs if university campuses remain closed in the fall, according to law school administrators. International travel restrictions could also hinder their ability to study in the U.S. In addition, whether foreign students will be able to obtain visas in time for the fall is also uncertain. The State Department has currently suspended routine visa services across the globe. Finally, questions remain about the ability of LL.M. students to sit for the New York bar exam if classes remain online, as the state’s rules require in-person instruction.

“It’s not going to slow down—it’s going to shut,” said Marc Miller, dean of the University of Arizona James E. Rogers College of Law. “There is no plausible scenario for [international law students] to be here, even if they have the resources, schools are open, and they want to be here. If you can’t get a visa—unless you can start digitally—it doesn’t matter. And it’s not clear that people can start in January either. We may be talking about a year delay, or more, imposed by the realities of immigration policy and the availability of international air travel.”

Miller is one of many law deans thinking through how to adjust programming to accommodate international students who may not be able to come to the U.S. in the fall, or who simply don’t want to travel here amid the COVID-19 pandemic. Arizona has a small LL.M. program, but international students make up 20% of its J.D. class. …

For 185 years this college campus in Vermont was teeming with students. Now it sits empty. In January, the school announced it would be closing.

‘I’ve had a very long professional career. It’s the hardest thing I’ve ever had to do – to stand in front – in our auditorium with 400 people and telling principally students, but faculty and staff, that we wouldn’t be opening this fall,” said  Bob Allen, President at Green Mountain College.

The liberal arts college, that specialized in environmental studies, wasn’t bringing in enough revenue to keep up with costs. Enrollment was down and it had to offer ever-larger tuition discounts to attract students. 

While annual tuition was around $36,000, no one paid that.

“We were actually discounting that about 67%. So the average student was really only paying about $12,000 for tuition,” said Allen.




Taxpayer supported Dane County Board joins the Madison School Board in ignoring open meeting laws

Groups of Dane County Board members have since 2014 been meeting privately and without any public notice to discuss government business — a practice that echoes private caucus meetings the liberal-dominated board has conducted in years past.

Meetings between the board’s leadership and leaders of some of its key committees, first reported by a local blogger, raise questions about whether the board is violating the spirit, if not the letter, of the state open meetings law, as well as why county leaders feel the meetings need to be secret at a time when the board has been making a concerted effort to interest the public in its work.

Wisconsin Governor Evers seeks to freeze voucher school enrollment and suspend charter school expansion

He said in the Milwaukee program especially, enrollment freezes in private voucher schools would disproportionately affect children of color living in low-income households.

“Most of our families don’t have the kind of income where they would have realistic choices,” he said at the time.

Under Evers’ proposal, voucher schools also would be banned from charging tuition for students living in poverty under the proposal and would be required to allow students to opt out of religious activities.

All teachers working in schools receiving taxpayer-funded vouchers would be required to be licensed like public school teachers, and all voucher schools would be required to be accredited before receiving taxpayer funds, under Evers’ proposal.

In another provision, increases in the amount of money private voucher schools receive per student would be tied to increases in the amount of money school districts could raise in revenue and receive through the state’s funding formula.

Suspend charter school expansion

Evers in his spending plan also would suspend programs created by Republicans in recent years to expand independent charter schools in school districts that have persistent gaps in academic achievement between groups of students.

The University of Wisconsin System Office of Educational Opportunity, which was created in 2015 and may authorize independent charter schools over the objection of school district officials, would be barred from authorizing new schools until 2023.

The budget proposal also seeks to prevent a flurry of new independent charter schools from opening.

Under state law, charter schools may be authorized by technical colleges, the City of Milwaukee, all UW System chancellors, the state’s tribal leaders, and the Waukesha County Executive. Evers’ budget proposal suspends the organizations’ authority to authorize new charter schools until 2023.

A spokesman for UW System did not respond to a request for comment on the proposals to suspend the system’s ability to create new charter schools.

Another program known as the Opportunity Schools and Partnership Program would be eliminated. The program was created in 2015 and required public school districts receiving persistent failing grades from the state to be taken over by county officials.

The program, which was created to address low-performing schools in Milwaukee, requires the county executive to appoint a special commissioner to take over a select number of schools in a district receiving failing grades and turn them over to an outside operator.

Evers is also calling for requiring all teachers working in private schools that accept taxpayer-funded voucher students to be licensed like public school teachers. He also wants to give taxpayers more information on property tax bills about how much of their money is going to fund voucher schools. He’s also calling for a cap on enrollment in the voucher program for students with disabilities.

Evers is set to deliver his first budget address Thursday evening, but has shared some details from the spending plan with reporters in the weeks leading up to it. His plans for voucher and charter schools were first reported by the Milwaukee Journal Sentinel on Monday, then shared with other reporters later that day.

Aides to the governor framed the proposal as a way to reduce property taxes and to discuss funding sources for the voucher program without affecting currently-enrolled students.

Opponents of the plan accused Evers of favoring teachers’ unions over students.

“Evers’ budget would end school choice as Wisconsin knows it,” said C.J Szafir, executive vice president of the conservative Wisconsin Institute for Law & Liberty, in a statement.

The locations of college campuses can be a reflection of a bygone America. Most universities were founded generations ago, when rural communities were thriving and when traveling across a state to a larger urban campus was more complicated. As people moved toward cities and the Sun Belt, and as cars and planes connected the country, many rural universities have fallen on hard times.

“There is and ought to be a bit of a scramble to redefine and resituate themselves,” said David Tandberg, a vice president for the State Higher Education Executive Officers Association. “There’s nothing they can do about birthrates. That’s something they have no control about. So it’s opening up different markets and offering different services.”




Annual Open Letter to the People of Purdue from Mitch Daniels

Last year I ventured the hope that one of these letters might start by reporting a “placid, relaxed year” in higher education. Well, 2018 was not yet that kind of year, but it’s fair to say that some of the turmoil and difficulty of recent times did abate a bit.

Tuition across the sector continued to increase, but at an apparently slower pace. I say “apparent” because, especially in the private colleges, the practice of back-door discounting, raising the stated “sticker price” while simultaneously offering bigger and bigger financial aid to favored students, clouds the picture. Reported “net tuition,” which attempts to account for the discounting, climbed 2.8% at private schools, and 1.5% at public institutions. Of course, these are relatively small percentage increases on top of what have become astronomical price levels in so many cases.

Abridgements of free speech and academic integrity diminished somewhat, too. Reported serious incidents of speaker harassment or disinvitations fell from 36 to 9 in 2018, with none reaching the disgraceful level of recent events at Williams, Yale, or Berkeley. At the same time, it’s impossible to know how much of the amelioration is the result of hosts avoiding potentially challenging speakers in the first place. Encouragingly, the number of schools adopting what we refer to as the Chicago Principles, as Purdue did three years ago, rose to 54.

But any honest report on the sector must be on balance highly cautionary. The multiyear decline in enrollments continued, with total student population falling another 1.7%. The flattening pool of 18-year-olds is the primary driver, but it was joined in 2018 by a new factor, the slippage of international student applications.

Between 2017 and ’18, the number of new foreign students coming to study in the U.S., after many years of strong increases, dropped by 6.6%, following a 3.3% decline in the previous year. A growing list of colleges have been aggressively marketing to young people abroad as an offset to their eroding enrollments. In late 2018, our neighbors at the University of Illinois announced that they had taken out an insurance policy, at a premium cost of $424,000, against a loss of international students in future entering classes.

Some have suggested that a more restrictive posture toward immigration by the current national administration is a cause of this reversal, and that may well be a part of the change. But competition is ramping up elsewhere, in places like Australia and the Netherlands, not to mention the inception of new and expanded institutions in China and other sending countries. And all of these alternatives are substantially less expensive than coming to the U.S.

At Purdue, we had anticipated a possible diminution of the flow of international students, and it was one reason for a rebalancing of our enrollment goals which I will discuss later in this letter.




U. of Akron Will Phase Out 80 Degree Programs and Open New Esports Facilities

The U. of Akron announced on Wednesday that it would phase out 80 degree programs. The next day, it announced it would open “the largest amount of dedicated esports space of any university in the world to date.”

The University of Akron will phase out 80 degree programs, about 20 percent of what it now offers, in part, to save money for the future, the university announced on Wednesday.

The cuts come after a yearlong review of Akron’s degrees and degree tracks. Among the university’s strengths are nursing, biosciences, engineering, dance, and music, Akron’s Board of Trustees said in a statement. The 10 Ph.D. programs, 33 master’s programs, 20 bachelor’s programs, and 17 associate-degree programs that will be phased out suffered low enrollment or were duplicates of prosperous programs at other, similar institutions.




Declining District Enrollment? Here’s a No-Brainer: Ask Why Families Left — And Listen When They Answer

Nothing. That’s what happens.

No first-week phone call from the school office or the enrollment center. No social worker wondering if things are okay. Not so much as a multiple-choice survey asking what prompted you to leave.

The bus cards continue to come. And good luck stopping the robo-calls, which are hardwired to survive death and taxes.

No, the vacuum you’re left with is to be filled only by your imagination. Which, if your departure involved any degree of tension between family and school, is likely to be a pretty shamey blamey place. –

Chicago enrollment drops over 20K in two years; Schools get their ratings

Chicago Public Schools on Friday announced another five-figure enrollment drop, counting 371,000 students in the country’s third largest school district.

District officials also released school ratings, blaming the Cubs in part for a dip of schools with the top rating, and named four privately-managed schools that aren’t performing well enough to stay open past June.

CPS has lost about 21,000 students from its rolls in the last two years and now has just about 26,000 more students than the fourth largest, Miami-Dade County Public Schools in Florida. District-run schools serve 289,506 students and privately-managed charter schools account for about 62,435 according to a count taken earlier this month, on the 20th day of school.




Special Report: Tuition spikes send higher education enrollment tumbling

The trend is “unique in American history,” said Richard Vedder, director of the Center for College Affordability and Productivity and an economics professor at Ohio University.

“Even in the Great Depression, enrollments went up,” Vedder said. “There’s an increasing skepticism on the part of the public that college produces the bang for the buck that it claims to.”

Attorney General Maura Healey, who opened a unit in her office dedicated to assisting debt-addled students, said college’s traditional bargain is in question.

“It’s not the case anymore that a four-year, liberal arts education is going to be the ticket to economic mobility in today’s economy,” Healey said. “As I talk to employers in this state, I know there are certain jobs that are open, but they’re looking for a certain skill set that I don’t think we have done as good a job filling.”

Graduates with bachelor’s degrees still earn appreciably more than high school graduates, a median weekly pay of $1,156 compared to $692 for high school grads, according to the U.S. Bureau of Labor Statistics.




States are moving to cut college costs by introducing open-source textbooks

The University System of Maryland recently announced that it would be giving out 21 “mini-grants” to seven community colleges and five public four-year schools. The grants will go to “faculty who are adopting, adapting or scaling the use of OER [open educational resources] in Fall 2017 through high-enrollment courses where quality OER exists,” according to the announcement.

Open educational resources are materials like electronic textbooks that typically use licenses that are far less restrictive than traditional, copyrighted textbooks. That means they can be limitlessly duplicated and distributed to students, and even revised to suit the needs of a given class. The Massachusetts Institute of Technology was a pioneer of this approach when it began making its course materials open to the public in 2001, using Creative Commons licenses and borrowing the ethos of open source programming.

Charter schools are public schools that have exibility to meet students’ unique needs, while being held accountable for advancing student achievement. Every year, the National Alliance for Public Charter Schools (National Alliance) collects data on the number of charter schools that opened and closed in each state that has operating charter schools. This information
is used to determine the current number of charter schools in each state, as well as to estimate total charter school enrollment at the state and national levels.

In 2016-17, there are more than 6,900 charter schools, enrolling an estimated 3.1 million students. Over the past 10 years, enrollment in charter schools has nearly tripled—from 1.2 million students in 2006-07 to an estimated 3.1 million in 2016-17. Between 2015-16 and 2016-17, estimated charter school enrollment increased by over 200,000 students. The estimated 7 percent growth in charter school enrollment between fall 2015 and fall 2016 demonstrates continued parental demand for high-quality educational options.

Executive Summary:

As part of its long-range facility planning efforts, MMSD requires a refined approach for predicting enrollment arising from new development and changes in enrollment within existing developed areas. As urban development approaches the outer edges of the District’s boundary, and as redevelopment becomes an increasingly important source of new housing, these issues are critical.

Study Approach

The study period examined MMSD enrollment through the 2036-2037 school year in five-year segments. The projection model applied current MMSD student enrollment rates to 26 specific residential building forms, ranging from single-family homes to downtown redevelopment mixed-use buildings. Using these “residential typologies”, future development was mapped on more than 300 redevelopment locations and more than 2,000 greenfield locations on the periphery of the District.

Development locations, typologies, and timing were confirmed by planning department staff in Madison and Fitchburg. The model also factored in the continued decline in students per household at a rate of about 1% for every five-year period, consistent with official projections. Three Scenarios were examined, varying by the pace of development. Scenario 3, based on an extrapolation of population growth in MMSD, between 2010 and 2015, was identified as most likely.

Key Findings
1. District Territory is Approaching Build-Out by 2040
Under the selected scenario, by the year 2040, all the developable lands in MMSD’s territory (including the transferring areas from the Middleton-Cross Plains and Verona Area School Districts) are likely to be fully developed. After that point in time, all future changes in land use will occur solely through redevelopment. The economics of redevelopment require greater densities, resulting in a larger proportion of apartments – which have lower student generation rates. As a result, MMSD enrollment is likely to decline after greenfield build-out. If current household size trends hold constant, the resulting rate of enrollment decline will be about 1% for every five years following build-out in about 2040.

MMSD “Leavers” and “Enterers” are a Significant Enrollment Factor.
Challenge:

District leavers include students living in the MMSD territory who choose to attend non-MMSD schools. These include students choosing open enrollment at other public schools, and students attending private and non-MMSD charter schools.

Overall net open enrollment patterns show more students living in the MMSD area choosing open enrollment in other districts, than students living in other districts choosing open enrollment in MMSD. In the fall of 2015, the net loss of 999 students was a result of 316 entering students and 1,315 leaving students. This is about 4% of MMSD’s total enrollment.

Many factors are involved in open enrollment decisions, including the availability of space in other districts. The Monona Grove School District (MGSD) is the most popular destination of students leaving MMSD through open enrollment. Several MGSD schools are at capacity, and MGSD staff has indicated that they maintain full capacity by adjusting the number of open enrollment attendees. Other important considerations, cited by studies and MMSD staff, include the proximity of other schools, the condition and range of school facilities, and resulting travel distances and routes.

This study estimates that about 2,000 resident students are enrolled in private schools in the region – which represents about 9% of MMSD’s total enrollment. This estimate is based on the difference between the 2014 American Community Survey 5-Year Estimates within the MMSD area for the total number of children of K-12 age enrolled in schools of any kind, the estimated number of resident students electing open enrollment outside of MMSD, and actual MMSD enrollment.

7.Key Trends:

MMSD net “Leavers” comprise about 3,000 school age children residing within MMSD territory.

Reduced capacity in many schools in adjacent districts, reflecting strong suburban population growth, is becoming a more frequent limiting factor on MMSD leavers being accepted through open enrollment in other school districts.

Rapidly evolving options, particularly for charter schools and distance learning, make projecting future enrollment changes through net leavers very difficult.

Enrollment in online courses rises, but their importance to academic chiefs wanes

About 63 percent of chief academic officers consider the likes of massive open online courses, or MOOCS, to be critical to their institutions’ long-term strategies, down from 71 percent last year, the survey, by the Babson Survey Research Group, found.

Twenty-nine percent say the outcomes are inferior to those of face-to-face instruction, up from 26 percent the year before.

Nor are faculty growing more persuaded of the worth of online education. Only 29 percent of academic leaders say their faculty accept the “value and legitimacy” of online courses, a figure that has remained generally flat.

Public Charter School Enrollment Nears 3 Million



National Alliance for Public Charters

Nearly 2.9 million students now attend charter schools, according to a report released today by the National Alliance for Public Charter Schools that estimates growth in charter schools and their student enrollment. U.S. charter schools are serving almost 348,000 new students in 2014-15, up from 288,000 the previous school year.

“This has been our highest enrollment figure so far, and we are not surprised parents are choosing charter schools for their child’s education,” said Nina Rees, president and CEO of the National Alliance for Public Charter Schools. “The growth in charter school enrollment shows parents’ demand for high-quality educational options. We are optimistic that the number of public charter schools will continue to grow to serve even more students and families.”

Apart from providing student enrollment estimates, the report also shines a light on estimates of the number of charter schools that opened for the 2014-15 school year and those that have closed during the past year. This year, 500 new public charter schools opened, while more than 200 schools that were open last year are no longer operating. These schools closed for a variety of reasons, including low enrollment, inadequate financial resources, or low academic performance.

“We want to see more high-quality charter schools serve students throughout the country. At the same time we advocate for strong accountability measures to ensure that only the highest-quality charter schools are serving our nation’s students,” said Rees.




Ranking the top open admission New Jersey high schools by SAT scores

Today’s vo-techs now operate some of the most elite public schools in New Jersey and the nation. U.S. News and World Report ranked Biotechnology High School in Freehold, part of the Monmouth County Vocational School District, 11th best in the nation and best in New Jersey among public schools. High Technology High School in Lincroft, another MCVSD school, ranked 20th nationally. Bergen County Academies, part of the Bergen County Technical Schools district, boasts thirty-six 2015 National Merit Semifinalists in a school with about 250 students in each grade level. These schools are smaller than the typical public school and more selective, requiring entrance exams as part of a competitive application process.

So it’s not surprising that these academies had the highest total-mean-scores during the past school year on the Scholastic Aptitude Test that students take as part of the college application process. High Technology High topped the list with a mean of 2195 out of a possible 2400. (Scores are for seniors and members of the class of 2014.) Its total enrollment was just 286 students, with an enviable 11-to-1 student-teacher ratio in 2013-2014. Six other schools had mean scores higher than 2000: Academy for Mathematics, Science and Engineering in Morris County Vocational; Bergen County Academies; Biotechnology High in Monmouth; Middlesex County Vocational Academy of Math, Science and Engineering Technology; Union County Magnet High School; and Academy of Allied Health and Science in Monmouth.




Commentary on Madison’s special Education and “inclusive” practices; District enrollment remains flat while the suburbs continue to grow

That was one issue that brought together family activists who formed Madison Partners for Inclusive Education [duckduckgo search] in 2003, Pugh said.

“A parent in an elementary school on the west side could be seeing high-quality inclusive expert teaching with a team that ‘got it,’ and someone on the east side could be experiencing exactly the opposite,” Pugh said. Families and the school district are still striving to provide the best learning experience to all students with disabilities.

The key is to establish a culture throughout the district where participation in the classroom by students with disabilities is expected and valued. In addition, all teachers need to be trained to work collaboratively with special education teachers to make that happen, she said.

“It comes down to leadership,” said Pugh, who added that she is heartened by Superintendent Jennifer Cheatham’s remarks about raising expectations for all students. “That’s where we start.”

The district had an outside consultant review its special education programs earlier this year.

“In the next several weeks, we’ll use this information, our own data and expertise in the district to develop an improvement plan, including what our immediate steps will be,” spokesperson Rachel Strauch-Nelson said.

There has been no small amount of tension over Madison’s tactics in this matter from the one size fits all English 10 to various “high school redesign” schemes.

Yet, Madison’s student population remains stagnant while nearby districts have grown substantially.

Outbound open enrollment along with a Talented and Gifted complaint are topics worth watching.




Enrollment in Student-Debt Forgiveness Programs Soars in 2014

Two federal programs that offer to wipe away huge accumulations of student debt have grown at a rapid clip this year, putting them among the government’s fastest-growing forms of financial assistance.

The Journal reported last week that enrollment in the plans—which allow students to rack up big debts and then forgive the unpaid balance after a set period—surged nearly 40% in the second half of 2013.

The growth of the programs hasn’t slowed. The number of borrowers in the income-based repayment programs climbed 24% between January through March to 1.63 million, the Education Department said. The amount of debt absorbed grew by 22% to $88 billion—now nearly a 10th of all outstanding federal student debt.

At that rate, the government took on more than $5.3 billion per month in potential student-debt liability in the first three months of the year.

Interest in the programs began to surge in the middle of last year as the Obama administration promoted the programs through emails to borrowers and on the Internet. In the nine months through March, enrollment is up a staggering 72%.

The programs’ popularity comes as top law schools have taken to advertising their own plans that offer to cover a graduate’s federal loan repayments until outstanding debt is forgiven—opening the way for free or greatly subsidized degrees at taxpayer expense.




WWC Review of the Report “The Impact of Dual Enrollment on College Degree Attainment: Do Low-SES Students Benefit?”

This study used data from the National Education Longitudinal Study (NELS:88) to examine the effects of dual enrollment programs for high school students on college degree attainment. The study also reported whether the impacts of dual enrollment programs were different for first generation college students versus students whose parents had attended at least some college. In addition, a supplemental analysis reports on the impact of different amounts of dual enrollment course-taking and college degree attainment.
Dual enrollment programs offer college-level learning experiences for high school students. The programs offer college courses and/or the opportunity to earn college credits for students while still in high school.
The intervention group in the study was comprised of NELS participants who attended a postsecondary school and who participated in a dual enrollment program while in high school (n = 880). The study author used propensity score matching methods to create a comparison group of NELS participants who also attended a postsecondary school but who did not participate in a dual enrollment program in high school (n = 7,920).

Daytona State, school districts reach agreements on dual enrollment



Daytona Times:

As opening days for fall classes draw near, agreements in support of dual enrollment have been reached between Daytona State College and Volusia and Flagler school districts.
The college’s District Board of Trustees on Aug. 13 approved agreements to cover the majority of the schools’ costs for services associated with dual enrollment in 2013-14.
The Volusia and Flagler school boards will vote on the agreements in upcoming weeks.
Dual enrollment provides college-credit classes on Daytona State campuses, giving college-bound students a head start on their higher education, at no cost to them.

With wide-open school choice, marketing becomes name of the game

In a steady trickle, the come-on’s for schools arrive in our mail. Usually in large-postcard format, they offer a photo of cute kids, stylish designs, and upbeat messages about the great program our child needs. They come from individual Milwaukee Public Schools, religious schools, charter schools, even Headstart programs. Some of the schools are at hefty distances from our neighborhood.
Our youngest child graduated from high school eight years ago and none of our kids were ever candidates to go to the schools we hear from. I understand mass mailings are done from broad lists, but are these people serious?
The answer is yes, when it comes to marketing. Selling your school to potential parents has become an imperative in Milwaukee. Mass mail, billboards, tables at community events, door-to-door recruitment, print and electronic advertising, brochures, sidewalk solicitations — they’re all used by many schools. Use of computer-based social media is on the rise, of course.
Children and parents hold the power to make or break schools by deciding where to enroll, and unlike, oh, say, when I grew up, there is little presumption that people will choose the public school nearest to them just because that’s what they’re supposed to do.
You may associate school choice with private schools in the voucher program, charter schools and the thousands of City of Milwaukee kids who enroll in suburban public schools. You’re right — every enrollment decision in those situations is a product of choice, and frequently involves marketing.
But choosing what school you go to is pervasive among MPS parents, as well. There’s a reason the main pillar of MPS enrollment is called the “three-choice” process. In the broad sense of the term, MPS is a powerful example of school choice in action. Again, marketing is a big part of this.

The Oakland school district is closing five elementary schools next year. Two of its other schools might be converted into independently run charters, taking 800 children with them. And at least one — quite possibly, two — brand new charter schools open next fall, with plans to admit more than 600 students, combined.
But OUSD’s leaders aren’t bracing for a big enrollment drop. They predict the school system’s enrollment will hold firm in September — and even grow slightly (by 125 students, to 38,166).
Will the numbers bear out? They didn’t this fall. Enrollment in the city’s district-run schools, though flat, came in 300 students shy of projections, creating a $1.6 million budget gap that needed to be closed immediately.




Response to Madison West High Parents’ Open Letter



Madison School Board Member Ed Hughes:

As to the first point, I wish people were a bit less concerned about what will inconvenience or irritate our teachers and a bit more concerned about what’s best for our students. I think it is absolutely correct that the alignment plan will reduce the autonomy of teachers. Classes will have to be designed and taught against an overriding structure of curricular standards that will need to be addressed. I think that is a good thing.
We’d all like the freedom and autonomy to be able to define our own job responsibilities so that we could spend our time exclusively on the parts of our jobs that we particularly like and are good at, but that is certainly not the way that effective organizations work. I believe that teachers need to be held accountable for covering a specific, consistent, coherent and rigorous curriculum, because that is what’s best for their students. I don’t see how holding teachers to curriculum standards should inhibit their skills, creativity or engagement in the classroom.
The second point concerns 9th and 10th grade accelerated class options and the accusation that this will result in “segregation.” This line of argument has consistently bothered me.
We don’t hear much from African-American parents who are upset about the possibility of accelerated classes because, as the open letter puts it, they will result in “more segregation.” On the contrary, we on the Board have heard a number of times from middle class African-American parents who are dissatisfied, sometimes to the point of pulling their kids from our schools, because their kids regularly experience situations where well-meaning teachers and staff assume that because the kids are African-American, they’ll need special help or won’t be able to keep up with advanced class work. I think that frustration with this essentially patronizing attitude has contributed to community support for the Madison Prep proposal. It seems to me that the open letter suggests the same attitude.

It will be interesting to see how the course options play out. I suspect this will be a marathon, as it has been since the grant driven small learning community initiative and the launch of English 10 some years ago.
I very much appreciate Ed’s comments, including this “a bit more concerned about what’s best for our students”.

Evers says he’d accept lifting Wisconsin Voucher & Virtual School enrollment cap

Governor-elect Scott Walker’s campaign promise to lift the enrollment cap on Wisconsin’s voucher and virtual schools could come to fruition soon, despite opposition from unions.
In an interview this week on the public affairs program “WisconsinEye,” State Superintendent Tony Evers said that he is open to lifting the enrollment limits, something Republicans have pushed for in the face of resistance from unions and public school advocates who see the voucher program as draining resources from Milwaukee schools by diverting public funding to private voucher schools.
“I’m steeped in reality. I’m not sure if what I think makes a lot of difference,” Evers said, alluding to the impending Republican control of the governor’s office and both houses of the Legislature. “People have made clear what their positions are.”
Removing the caps on virtual schools or the choice program would not “fundamentally change the way those programs operate, nor will it dramatically increase the enrollments,” Evers said.




In Blow to Bloomberg, City Must Keep 19 Failing Schools Open

A state appellate court ruled unanimously on Thursday that New York City must keep open 19 schools it wanted to close for poor performance, blocking one of the Bloomberg administration’s signature efforts to improve the educational system.
The ruling, by the Appellate Division, First Department, in Manhattan, upheld a lower court finding that the city’s Education Department did not comply with the 2009 state law on mayoral control of the city schools because it failed to adequately notify the public about the ramifications of the closings.
Because many eighth graders assumed the schools would be closed and the Education Department discouraged them from attending the schools, few applied. Some of the schools could begin September with just a few dozen freshmen. School officials said they expected enrollment to grow with students who move into the city, but the number will still likely be far smaller than in past years.




OpenCourseWare: Opportunities for the EdTech Entrepreneur

The Instructional Technology Council recently released a report on the trends in distance education and online learning at community colleges. Among its findings: Enrollment in distance education courses increased by over 20%, while overall community college enrollment increased by less than 2%. Clearly online learning offers many opportunities to students, teachers and academic institutions. But what are the opportunities for entrepreneurs?
The Case for OpenCourseWare
Of course, entrepreneurs can benefit themselves from taking online classes. As Bill Gates said in a recent speech at M.I.T., he’s a “super happy user” of the university’s OpenCourseWare program, which offers free online courses, noting that he “retook physics” along with over a dozen of the other online offerings. Gates praised OpenCourseWare for offering a blend of the best of video technology, professional instruction and testing, and argued that accreditation too should be separated from place-based learning. Gates stated that “What’s been done so far has had very modest funding. This is an area we need more resources, more bright minds, and certainly one that I want to see how the foundation could make a contribution to this.”




Virtual charter school enrollment 1,615 students under cap, Wisconsin says

The number of students who used open enrollment to attend the state’s virtual charter schools this fall fell well short of the cap set last year by the state Legislature, according to the Wisconsin Department of Public Instruction.
In the end, only 3,635 students enrolled in virtual charter schools for the 2009-’10 by using the state’s public school choice system, the DPI says. That’s 3,000 fewer than initially applied and 1,615 under the cap enacted as part of a legislation in response to a court ruling that threatened the schools’ existence.




An Open Letter to the Department of Education



Dean Dad:

Thanks for the wonderful grant support you’ve offered recently to community colleges. With enrollments up and state support down, it couldn’t have come at a better time.
That said, though, I wonder if a simple procedural change could save untold reporting and staff costs, and allow us to focus more resources on direct service delivery. I’m referring to “time and effort reports.”
As anyone who has worked on grant-supported projects can attest, time and effort reports are detailed accounts of how people who receive grant support spend their days. Personnel whose salaries are partly or entirely grant-supported are supposed to spend a proportionate amount of their time on grant-related activities. That means that someone whose salary is half Perkins funded and half college funded is supposed to spend two and a half days per week on grant activity.
While I can appreciate the idea behind time and effort reports – they’re a way to prevent ‘supplanting’ college resources with grant money – they’re untenably detailed, and they focus on the wrong thing. They focus on inputs, rather than outputs. They reward “but I tried really hard!,” as opposed to “I got it done.” And the paperwork involved in doing them is non-trivial.




Cleveland schools planning more buildings in areas where enrollment is dropping, study shows

The Cleveland school district continues to plan for new elementary schools in blighted neighborhoods where enrollment has plunged, threatening to chew up state construction money that could be used in more stable parts of town, an analysis shows.
Enrollment is dropping faster than projected in some neighborhoods, primarily on the East Side. If construction continues, taxpayers could wind up paying for more school space than is needed, according to a report released today by the Bond Accountability Commission. The group monitors the one-third local share of a $1.5 billion construction and renovation program.
The analysis by commission administrator James Darr assumes that more than 25 schools not scheduled for work will close. If the buildings remain open, the surplus of space will soar, he said.
Darr called on the district to promptly shrink or eliminate schools where necessary.




Madison’s Population Grew 22,491 from 2000 to 2008, School Enrollment Flat

Madison continued its remarkable population surge with a 10.7% increase from 2000 to 2008, top among Wisconsin cities with a population of 50,000 or more. The capital also led Wisconsin in numerical growth, adding 22,491 people, for a total population of 231,916.
“Madison remains a very desirable place to live, and positive growth rates like this reflect that high quality of life,” Madison Mayor Dave Cieslewicz said in a statement.
The new estimates are intriguing, both locally and nationally, because they detail America’s population at the cusp of the financial meltdown and in the midst of a housing bust. They’re also the last estimates to be released before the 2010 census is taken.
“Big cities are resilient,” said William H. Frey, a demographer with the Brookings Institution in Washington, D.C. “They’ve been able to survive in a very difficult economy. These cities have diverse economies that can hold their own in these troubled times.”

Madison School Superintendent Dan Nerad on Poverty and Enrollment: “For every one student that comes into the MMSD, three leave it”

All of the speakers were good, but I will admit I really enjoyed listening to Madison Metropolitan School District Superintendent Dan Nerad talk on the issue of poverty in our schools.

“Oftentimes, the statement is used as follows: Our children are our future. In reality, we are theirs.”

Nerad made one more point I found interesting, which was his explanation for why for every one student that comes into the MMSD, two to three students leave it. While MMSD has been well-recognized for having great schools and students, many of the schools have high concentrations of poverty (17 of 32 elementary schools have more than 50 percent of students on free or reduced lunch programs), which Nerad said can lead to perception issues about how MMSD uses its resources.

“From my perspective, it’s a huge issue that we must face as a community — for every one child coming in, two to three come out right now. I worry that a lot of it is based on this increasing poverty density that we have in our school district … Oftentimes that’s based on a perception of quality, and it’s based on a perception based on that oftentimes that we have more kids in need, that we have more kids with more resource needs, and oftentimes people feel that their own children’s needs may not be met in that equation.”

Bethel Lutheran Church looks at opening a downtown school

Developer Randy Alexander has been a member of Bethel Lutheran Church [Map] downtown for eight years. He grew up with a strong faith-based culture and says having a moral compass is critical for raising children.
“And where better to do that than in a Christian school?” he asked.
That’s a big part of why Alexander is part of a church committee to study the market feasibility of a kindergarten through fifth-grade school at the downtown church, 312 Wisconsin Ave. [Map] It’s familiar territory for Alexander, whose Alexander Co. specializes in urban infill projects. It recently developed the Capitol West condominiums downtown and is building the Novation Campus business park in Fitchburg.
If Bethel decides to go ahead and start a school, it would become one of about 30 private elementary schools in the Madison area, most of them religiously affiliated.
Matthew Kussow, executive director of the Wisconsin Council of Religious and Independent Schools, said the dismal economy is an obstacle for anyone looking to start a school now. Overall, state private school enrollment for the 2008-09 school year saw a slight decline, he said.
“We are sort of bracing ourselves for a steeper decline for 2009-2010 as the full effects of this economy are being felt,” Kussow said, adding that he won’t know specifically until the spring how many kids are re-enrolling in non-public schools. There are about 900 of them in the state, and they historically enroll about 10 percent of the total student body.
But Kussow also said that in general, private religious schools have a built-in following. So if Bethel identifies a need and believes it can get enough kids to start the school, in the long run, a church school is usually very successful, he said.

More choices are a good thing.




Madison School District Enrollment Data Analysis



The Madison Metropolitan School District [724K PDF]:

The following document explores enrollment trends based on four different factors: intemal transfers, private school enrollments, inter-district Open Enrollment, and home based enrollments. The most current data is provided in each case. Not all data are from the current school year. Certain data are based on DPI reports and there are lags in the dates upon which reports are published.
Summary
Most internal transfers within the MMSD are a function of two factors: programs not offered at each home school (e.g., ESL centers) and students moving between attendance areas and wishing to remain in the school they had been attending prior to the move. Notable schools in regard to transfers include Shorewood Elementary which has both a very high transfer in rate and a very low transfer out rate, Marquette which has a high transfer in rate, and Emerson which has a high transfer out rate.
Based on data reported to the Department of Public Instruction (DPI), private school enrollments within the MMSD attendance area have held fairly steady for the past several years, with a slight increase in the most recent two years. The District’s percentage of private school enrollment is roughly average among two separate benchmark cohort groups: the largest Wisconsin school districts and the Dane County school districts. Using data supplied annually to the MMSD by ten area private schools it appears that for the past three year period private school elementary enrollment is declining slightly, middle school enrollment is constant, and high school enrollment has been variable. Stephens, Midvale, Leopold, and Crestwood Elementary Schools, and Cherokee and Whitehorse Middle Schools have experienced declines in private school enrollment during this period. Hawthorne and Emerson Elementary Schools, Toki and (to a lesser extent) Sherman Middle Schools, and West and Memorial High Schools have experienced increases in private school enrollments. The East attendance area has very limited private school enrollment.
Home based education has remained very steady over the past six years based on data reported to the DPI. There is no discernible trend either upward or downward. Roughly 420 to 450 students residing within the MMSD area are reported as participating in home based instruction during this period. Like private school enrollment, the MMSD’s percentage of home based enrollment is roughly average among two separate benchmark cohort groups: the largest Wisconsin school districts and the Dane County school districts.
Open Enrollment, which allows for parents to apply to enroll their Children in districts other than their home district, is by far the largest contributor to enrollment shifts relative to this list of factors. In 2008-09, there are now over 450 students leaving the MMSD to attend other districts compared with just under 170 students entering the MMSD. Transition grades appear to be critical decision points for parents. Certain schools are particularly affected by Open Enrollment decisions and these tend to be schools near locations within close proximity to surrounding school districts. Virtual school options do not appear to be increasing in popularity relative to physical school altematives.




Madison School District 2008-2009 Enrollment



The Madison School District has published it’s “Third Friday September” 2008 enrollment counts. Total enrollment is 24,189; down slightly from 24,268 in 2007. The District’s newest school: Olson Elementary, opened with 273 students.
45% of MMSD students are classified as low income (43% in 2007; 39% in 2005).

Preliminary 2008-9 enrollment numbers show a total of 3076 students “in seats” as of 9/10. This includes 85 4k students and community daycare sites, 107 4k students at Maywood and TP, and 133 open enrollment in (vs. 39 oe out).

Doyle Defends Plan to Cap Virtual Schools Enrollment

Gov. Jim Doyle said that he can’t understand why some are upset over his last-minute proposal to cap enrollment in virtual schools.
State lawmakers are trying to keep virtual schools open after a December court ruling said they were violating state law.
Without a change in law, as many as 12 schools that enroll 3,500 students could start closing as early as next school year.
Doyle recently told lawmakers that he would veto any bill that doesn’t cap enrollment while state officials study several issues related to the schools.
Republicans and Democratic Sen. Jon Erpenbach have expressed frustration at Doyle’s demands, which came after they thought they had agreement on a bill.




Wisconsin Governor Doyle Caps Virtual School Enrollment

It will take a new Capitol compromise to keep Wisconsin’s virtual schools open after action Tuesday by the state Senate.
t the request of Gov. Jim Doyle, the Senate voted to cap enrollment for online schools at the current level – now about 3,500 students statewide – while a study is done on virtual learning.
Under the Senate changes, that number of online students could not go up again until the 2011-’12 school year, and then only by about 875 students. Dozens of parents and virtual school students came to the Capitol on Tuesday to fight the enrollment cap.
The 18-15 vote by the Senate – controlled by Democrats – sends the measure to the Assembly, which is run by Republicans.
The Assembly will meet for only a few more days before its scheduled adjournment next month. There might not be time to negotiate a compromise to changes dictated by Doyle, who promised to veto any bill without an enrollment cap.
If the Assembly does not act, virtual schools might not continue. In a ruling that threatened all online schools, the Court of Appeals ruled in December that the 800-student Wisconsin Virtual Academy, operated by the Northern Ozaukee School District, was not eligible for state aid, now $5,845 per student per year.

Wis. Lawmakers Announce Deal to Keep Virtual Schools Open

Wisconsin lawmakers announced a compromise Thursday that would allow virtual schools to remain open and receive the same amount of state aid.
The breakthrough potentially resolves an emotional debate over online education that has been watched closely in national education circles. A court ruling and a stalemate in the Legislature had threatened to close a dozen Wisconsin schools starting as early as next year.
The compromise rejects a Democratic plan that would have cut the schools’ funding in half, after an outcry from school superintendents and other advocates. Instead, they would continue to get nearly $6,000 for each open-enrollment student.
The plan announced by Democratic and Republican lawmakers at an afternoon news conference also would add new regulations to ensure quality education at the schools. Rep. Brett Davis, R-Oregon, said the state’s dozen virtual schools would be allowed to continue operating with few changes.
“Allowing parents to choose virtual schools helps keep Wisconsin a national leader in education policy,” said Davis, chair of the Assembly education committee.




6% Success Rate: From High School to the Future: A first look at Chicago Public School graduates’ college enrollment, college preparation, and graduation from four-year colleges

Following CPS (Chicago Public Schools) graduates from 1998, 1999, 2002 and 2003, this report uses records from Chicago high schools and data from the National Student Clearinghouse to examine the college experiences of all CPS alumni who entered college in the year after they graduated high school.
The study paints a discouraging picture of college success for CPS graduates. Despite the fact that nearly 80 percent of seniors state that they expect to graduate from a four-year college, only about 30 percent enroll in a four-year college within a year of graduating high school, and only 35 percent of those who enroll received a bachelor’s degree within six years. According to this report, CPS students’ low grades and test scores are keeping them from entering four-year colleges and more selective four-year colleges.

Top Ed-Tech Trends of 2013: MOOCs and Anti-MOOCs

Barely a week has gone by this year without some MOOC-related news. Much like last year, massive open online courses have dominated ed-tech conversations.
But if 2012 was, as The New York Times decreed, the year of the MOOC, 2013 might be described as the year of the anti-MOOC as we slid down that Gartner Hype Cycle from the “Peak of Inflated Expectations” and into the “Trough of Disillusionment.” For what it’s worth, Gartner pegged MOOCs at the peak back in July, while the Horizon Report says they’re still on the horizon. Nevertheless the head of edX appeared on the Colbert Report this year, and the word “MOOC” entered the Oxford Online Dictionary – so whether you think those are indications of peak or trough or both or neither, it seems the idea of free online university education has hit the mainstream.
MOOCs: An Abbreviated History
To recap: in 2008, Dave Cormier coins the term “MOOC” to describe George Siemens’ and Stephen Downes’ course “Connectivism and Connective Knowledge.” In the Fall of 2011, Stanford offers open enrollment in online versions of three engineering classes: Artificial Intelligence (taught by Sebastian Thrun and Peter Norvig), Machine Learning (taught by Andrew Ng), and Databases (taught by Jennifer Widom). In December 2011, MIT unveil MITx. In January 2012, Thrun announces he’s leaving Stanford to launch Udacity. In April 2012, Ng, along with Stanford colleague Daphne Koller, launch Coursera. In May 2012, Harvard and MIT team up for edX. In December 2012, 12 British universities partner to launch their MOOC platform, FutureLearn. And in 2013…

Where have all the students gone?
Madison School Board President Ed Hughes:

Esenberg sets out to identify the fundamental differences between voucher advocates and opponents. His thesis is that views on vouchers derive from deeper beliefs than objective assessments of how well voucher schools perform or concerns about vouchers draining funds from public schools. To him, your take on vouchers depends on how you view the world.
Esenberg asserts that voucher advocates are united by their embrace of three fundamental principles: that a centralized authority is unlikely to be able to decide what is best for all; that families should be trusted to select their children’s schools since ordinary people are capable of making choices for themselves without paternalistic direction; and that “government does not do diversity, experimentation and choice very well.”
By implication, he asserts that voucher opponents think that a centralized authority will be able to decide what’s best for all, that families shouldn’t be trusted to make choices for their children, and that government control is the best way to foster innovation.
And there you have it. Your views on school voucher expansion are entirely explained by whether you prefer individual freedom, like the voucher advocates, or stultifying government control, like the voucher opponents. In cinematic terms, voucher opponents are the legions of lifeless, gray drones in Apple’s famous 1984 commercial and voucher supporters are the colorful rebel, bravely challenging the control of Big Brother and hurling her sledgehammer to smash mindless conformity. You couldn’t ask for a more sophisticated analysis than that, could you?
While his thesis invites mockery, Esenberg’s short article does present a bit of a challenge to voucher opponents like myself. Can we set out a coherent justification for our opposition that doesn’t depend on the facts that voucher schools drain needed resources from public schools and don’t perform any better? Sweeping those fairly compelling points aside, Esenberg asks, in effect, what else you got?

Mr Hughes anti-voucher rhetoric is fascinating on several levels:
1. The Madison School District’s long term, disastrous reading results. How much time and money has been wasted on anti-voucher rhetoric? Reading has long been job one.
2. Local private schools do not have much, if any availability.
3. Madison spends double the national average per student (some of which has been spent on program explosion). Compare Milwaukee Public and Voucher Schools’ Per Student Spending.
4. Madison’s inability to address its long-term disastrous reading results will bring changes from State or Federal legislation or via litigation.
5. Superintendent Cheatham cited Long Beach and Boston as urban districts that have “narrowed the achievement gap”. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.
I recall being astonished that previous Madison School District administrators planned to spend time lobbying at the State level for this or that change – while “Rome is burning“. Ironically, Superintendent Cheatham recently said:

“Rather than do a lot of work on opposing the voucher movement, we are going to focus on making sure our schools are the best schools possible and the schools of choice in Madison,” Cheatham said.

Mr. Hughes in 2005:

This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.

A great, salient quote. I would hope that the District would focus completely on the matter at hand, disastrous reading scores. Taking care of that problem – and we have the resources to do so – will solve lots of other atmospheric and perception issues.
In closing, I sense politics in the voucher (and anti-open enrollment) rhetoric. Two Madison School Board seats will be on the Spring, 2014 ballot. One is currently occupied by Mr. Hughes, the other by Marj Passman. In addition, local politics play a role in becoming school board President.




Madison’s Proposed Property Tax Increase: Additional links, notes and emails



I received a kind email from Madison School Board President Ed Hughes earlier today regarding the proposed property tax increase associated with the 2013-2014 District budget.

Your comparison to the tax rates in Middleton is a bit misleading. The Middleton-Cross Plains school district that has a mill rate that is among the lowest in Dane County. I am attaching a table (.xls file) that shows the mill rates for the Dane County school districts. As you will see, Madison’s mill rate is lower than the county average, though higher than Middleton’s. (Middleton has property value/student that is about 10% higher than Madison, which helps explain the difference.)
The table also includes the expenses/student figures relied upon by DPI for purposes of calculating general state aid for the 2012-13 school year. You may be surprised to see that Madison’s per-student expenditures as measured for these purposes is among the lowest in Dane County. Thanks so much for taking the time to write and sending this along – including your helpful post.
I appreciate and will post this information.
That said, and as you surely know, “mill rate” is just one part of the tax & spending equation:
1. District spending growth driven by new programs, compensation & step increases, infinite campus, student population changes, open enrollment out/in,
2. ongoing “same service” governance, including Fund 80,
3. property tax base changes (see the great recession),
4. exempt properties (an issue in Madison) and
5. growth in other property taxes such as city, county and tech schools.
Homeowners see their “total” property taxes increasing annually, despite declining to flat income. Middleton’s 16% positive delta is material and not simply related to the “mill rate”.
Further, I continue to be surprised that the budget documents fail to include total spending. How are you evaluating this on a piecemeal basis without the topline number? – a number that seems to change every time a new document is discussed.
Finally, I would not be quite as concerned with the ongoing budget spaghetti if Madison’s spending were more typical for many districts along with improved reading results. We seem to be continuing the “same service” approach of spending more than most and delivering sub-par academic results for many students. (Note the recent expert review of the Madison schools Analysis: Madison School District has resources to close achievement gap.)
That is the issue for our community.

45% (!) Increase in Madison Schools’ Fund 80 Property Taxes from the 2011-2012 to 2012-2013 School Year; No Mention of Total Spending

  • No mention of total spending…. How might the Board exercise its oversight obligation without the entire picture?
  • The substantial increase in redistributed state tax dollars (due to 4K) last year is not mentioned. Rather, a bit of rhetoric: “The 2013-14 budget development process has focused on actions which begin to align MMSD resources with the Strategic Framework Priorities and strategies to manage the tax levy in light of a significant loss of state aid.” In fact, according to page 6, the District expects to receive $46,392,012 in redistributed state tax dollars, which is a six (6%) increase over the funds received two years ago.
  • The District’s fund equity (financial cushion, or reserves) has more than doubled in the past eight years, from $22,368,031 in 2005 to $46,943,263 in 2012.
  • Outbound open enrollment continues to grow, up 14% to 1,041 leavers in 2013 (281 inbound from other Districts).
  • There is no mention of the local tax or economic base:











  • The growth in Fund 80 (MSCR) property taxes and spending has been controversial over the years. Fund 80, up until recently was NOT subject to state imposed property tax growth limitations.
  • Matthew DeFour briefly summarizes the partial budget information here. DeFour mentions (no source referenced or linked – in 2013?) that the total 2013-2014 budget will be $391,000,000. I don’t believe it:

    The January, 2012 budget document mentioned “District spending remains largely flat at $369,394,753” (2012-2013), yet the “baseline” for 2013-2014 mentions planned spending of $392,807,993 “a decrease of $70,235 or (0.02%) less than the 2012-13 Revised Budget” (around $15k/student). The District’s budget generally increases throughout the school year, growing 6.3% from January, 2012 to April, 2013. Follow the District’s budget changes for the past year, here.

Finally, the document includes this brief paragraph:

Work will begin on the 2014-15 early this fall. The process will be zero-based, and every line item and FTE will be carefully reviewed to ensure that resources are being used efficiently. The budget development process will also include a review of benefit programs and procurement practices, among other areas.

One hopes that programs will indeed be reviewed and efforts focused on the most urgent issues, particularly the District’s disastrous reading scores.
Ironically, the recent “expert review” found that Analysis: Madison School District has resources to close achievement gap. If this is the case (and I agree with their conclusion – making changes will be extraordinarily difficult), what are students, taxpayers and citizens getting for the annual tax & spending growth?
I took a quick look at property taxes in Middleton and Madison on a $230,000 home. A Middleton home paid $4,648.16 in 2012 while a Madison home paid 16% more, or $5,408.38.




Madison’s public schools go to lockdown mode; no new ideas wanted

Graphical user interface? I think not, Mr. Jobs. Mainframe is where it’s at. Big and honking, run by guys in white lab coats. Smart phones? iPads? You’re dreaming. Take your new ideas somewhere else.
That is the Madison School Board. It has decided to batten the hatches against change. It is securing the perimeter against new thinking. It is the North Korea of education: insular, blighted, and paranoid.
Just try to start a charter school in Madison. I dare you. The Madison School Board on Monday took three measures to strangle new ideas in their crib:
1) Preserving the status quo: Any proposed charter school would have to have “a history of successful practice.” That leaves out several existing Madison public schools – never mind new approaches.
2) Starvation: Cap per-pupil reimbursement at around $6,500 – less than half what Madison public schools consume.
3) Encrustation: Unionized teachers only need apply.

Madison’s School Board to Finalize “Charter School Policy”……

It is the policy of the School Board to consider the establishment of charter schools that support the DISTRICT Mission and Belief Statements and as provided by law. The BOARD believes that the creation of charter schools can enhance the educational opportunities for Madison Metropolitan School District students by providing innovative and distinctive educational programs and by giving parents/students more educational options within the DISTRICT. Only charter schools that are an instrumentality of the DISTRICT will be considered by the BOARD.
The BOARD further believes that certain values and principles must be integrated into all work involving the conceptualization, development and implementation of a new charter school. These guiding principles are as follows:
1. All charter schools must meet high standards of student achievement while providing increased educational opportunities, including broadening existing opportunities for struggling populations of students;
2. All charter schools must have an underlying, research-based theory and history of successful practice that is likely to achieve academic success;
3. All charter schools will provide information to parents and students as to the quality of education provided by the charter school and the ongoing academic progress of the individual student;
4. All charter schools will ensure equitable access to all students regardless of gender, race and/or disability;
5. All charter schools must be financially accountable to the DISTRICT and rely on +’ sustainable funding models;
6. All charter schools must ensure the health and safety of all staff and students;
7. All externally-developed charter schools must be governed by a governance board that is registered as a 501(c)(3), tax-exempt charitable organization;

Madison’s thriving private schools buck national trend

Private school enrollment has steadily declined across Wisconsin over the past 15 years, but that’s not the case in Madison and Dane County.
St. Ambrose Academy, a West Side Catholic middle and high school, has been rapidly expanding and is discussing the addition of an elementary school. EAGLE School is planning a $3 million expansion at its Fitchburg campus with the goal of increasing its student body by a third. And High Point Christian School on Madison’s Far West Side is full, so some students board a bus there and travel across town to its sister campus on the Far East Side.
“The Madison metropolitan area is definitely bucking the national trend,” said Michael Lancaster, superintendent of Madison Catholic Schools. “I wouldn’t say we’re growing at any kind of geometric or exponential rate. But we’re very solid in the Madison area.”
The vitality of local private schools could help explain the muted level of interest in Madison for the publicly funded voucher expansion proposed in Gov. Scott Walker’s biennial budget. Vouchers also face intense opposition from Dane County political and public school leaders.
Voucher expansion
Walker has proposed expanding the state’s voucher program from Milwaukee and Racine to school districts with more than 4,000 students and at least two schools with low ratings on the state’s new school report card. Based on the first report cards released last fall, students in Madison and eight other districts would qualify for vouchers.
On March 4, the Wisconsin Council of Religious and Independent Schools held the first public voucher meeting in Madison at St. James Catholic School on the Near West Side. Fewer than 10 parents and private school administrators attended.
A similar meeting last week in Beloit, a smaller city with far fewer private schools, drew about 40 people, WCRIS executive director Matt Kussow said.

The largest challenge to Madison’s $392,000,000 public schools is not the threat of vouchers. Rather, it is the District’s long time disastrous reading results that undermine its prospects and reputation.
Suburban district growth and open enrollment leavers are also worth contemplation and action.




What Does Your MTI Contract Do for You? Health Insurance

Since the late 1960’s, MTI members have had the benefit of the best health insurance available. Stressing the importance of having quality health insurance in providing economic security, members have made known that health insurance is their #1 priority via their responses to the Union’s Bargaining Survey. And, the Union not only was able to bargain specific benefits, such as acupuncture and extended mental health coverage, as demanded by MTI members, but due to a 1983 MTI victory in the Wisconsin Supreme Court, MTI was able to have an equal voice in which insurance company would provide the plan. This is important because varied insurance companies have different interpretations of the same insurance provisions.
Unfortunately, the District Administration took advantage of the increased leverage in negotiations enabled by Governor Walker’s Act 10, and forced concessions in health insurance and other Contract provisions, in exchange for agreeing to Collective Bargaining Agreements for MTI’s five bargaining units through June 2014.
Members who elected Physicians Plus health insurance under the revisions made by the District, will now lose that coverage June 30, 2013. For coverage effective July 1, options available are via Dean Health Plan, Group Health Cooperative and Unity. Each offers an HMO and a Point of Service Plan. The Point of Service enables greater coverage options, but at a higher premium.
Note: The three current carriers enabling a special open enrollment/annual choice to add or change coverage to members of ALL five MTI bargaining units until April 26, 2013. Changes in coverage will be effective July 1, 2013. The deadline for application to change coverage must be received in Human Resources by 5:00 p.m., April 26, 2013. The District has scheduled two health insurance information sessions for those with questions to seek answers from the above-referenced plans.

The Freedom To Teach

WITH Republican control of state government now firmly consolidated, Mississippi is poised for wholesale education reform. In his state-of-the-state address in January, Governor Phil Bryant proposed a robust, if rather familiar, basket of reforms: expansion of the state’s current (and highly restrictive) charter-school laws, merit pay for teachers, and higher standards for teacher training. More controversially, Mr Bryant proposed allowing students to enroll in schools outside of the district in which they live (so-called open enrollment), as well as privately-funded scholarships for students to attend private schools. With the exception of these last, the proposals have been enthusiastically embraced by the state legislature.
The question is whether they will work. Some charter schools have proven successful and the much-touted KIPP programme has produced marked improvement in test scores for low-income children. The worst fears of sceptics (that charter schools would siphon better teachers and better prepared students away from traditional public schools; that the result would intensify economic and ethnic segregation) have not been realised. But taken as a whole, school choice has failed to produce across-the-board improvements in student learning.

Speaking in a Catholic school classroom in Austin, Lt. Gov. David Dewhurst and state Sen. Dan Patrick gave the first details of what they promised would be a wide-ranging set of proposals for public education policy during the upcoming legislative session.
Patrick, a Houston Republican who chairs the Senate Education Committee, said he would carry legislation that would increase the options for public school students through lifting the state’s cap on charter schools, fostering open enrollment within and across school districts, and creating a private school scholarship fund through offering a state business tax savings credit to corporations. When asked for further information about how such a scholarship program would operate, Patrick said the plan was still in its formative stages, and earlier, Dewhurst indicated that it may begin through a smaller-scale pilot program.

We are not interested in the development of new charter schools. Recent presentations of charter school programs indicate that most of them do not perform to the level of Madison public schools. I have come to three conclusions about charter schools. First, the national evidence is clear overall, charter schools do not perform as well as traditional public schools. Second where charter schools have shown improvement, generally they have not reached the level of success of Madison schools. Third, if our objective is to improve overall educational performance, we should try proven methods that elevate the entire district not just the students in charter schools. The performance of non-charter students in cities like Milwaukee and Chicago is dismal.
In addition, it seems inappropriate to use resources to develop charter schools when we have not explored system-wide programming that focuses on improving attendance, the longer school day, greater parental involvement and combating hunger and trauma.
We must get a better understanding of the meaning of ‘achievement gap.’ A school in another system may have made gains in ‘closing’ the achievement gap, but that does not mean its students are performing better than Madison students. In addition, there is mounting evidence that a significant portion of the ‘achievement gap’ is the result of students transferring to Madison from poorly performing districts. If that is the case, we should be developing immersion programs designed for their needs rather than mimicking charter school programs that are more expensive, produce inadequate results, and fail to recognize the needs of all students.
It should be noted that not only do the charter schools have questionable results but they leave the rest of the district in shambles. Chicago and Milwaukee are two systems that invested heavily in charter schools and are systems where overall performance is unacceptable.

Madison Mayor Paul Soglin has some pretty strong ideas about how to improve academic achievement by Madison school children. Charter schools are not among them.
In fact, Madison’s ongoing debate over whether a charter school is the key to boosting academic achievement among students of color in the Madison Metropolitan School District is distracting the community from making progress, Soglin told me.
He attended part of a conference last week sponsored by the Urban League of Greater Madison that he says overstated the successes elsewhere of charter schools, like the Urban League’s controversial proposed Madison Preparatory Academy that was rejected by the Madison School Board a year ago.
“A number of people I talked with about it over the weekend said the same thing: This debate over charter schools is taking us away from any real improvement,” Soglin said.
Can a new committee that Soglin created — bringing together representatives from the school district, city and county — be one way to make real progress?

McFarland-based online charter school growing fast

Business is booming at Wisconsin Virtual Academy after two of the state’s biggest virtual schools split from the country’s largest online K-12 education service provider.
The online charter school based in the McFarland School District, which next year will be the only virtual school in Wisconsin run by Virginia-based K12 Inc., saw a 50 percent increase in open enrollment applications this year, up from 2,402 to 3,586.
The increase comes as McFarland Superintendent Scott Brown prepares to report to his school board next month about whether WIVA is meeting performance benchmarks in the five-year charter contract that runs through mid-2014.
In an interview last week, Brown said WIVA’s state test scores are not meeting the contractual benchmarks, though he said the report isn’t finalized. He added the district may need more time to track how students improve over multiple years.

Dr. Nerad recently announced his retirement effective June 30, 2013. Consequently, over the next few months this Board will be required to begin its search for the next District leader. While some members of the Board were Board members during the search that brought Dr. Nerad to Madison, many were not. A number of members have asked me to provide some background information so that they may familiarize themselves with the process that was used in 2007. Consequently, I have gathered the following documents for your review:
1. Request for Proposals: Consultation Services for Superintendent Search, Proposal 3113, dated March 19, 2007;
2. Minutes from Board meetings on February 26,2007, and March 12,2007, reflecting Board input and feedback regarding draft versions ofthe RFP;
3. Contract with Hazard, Young and Attea;
4. A copy of the Notice of Vacancy that was published in Education Week;
5. Minutes from a Board meeting on August 27, 2007, which contains the general timeline used to complete the search process; and,
6. Superintendent Search- Leadership Profile Development Session Schedule, which reflects how community engagement was handled during the previous search.
It is also my understanding that the Board may wish to create an ad hoc committee to handle various procedural tasks related to the search process. In line with Board Policy 1041, I believe it is appropriate to take official action in open session to create the new ad hoc. I recommend the following motion:

Would things improve if a new Superintendent enters the scene? Well, in this case, it is useful to take a look at the District’s recent history. In my view, diffused governance in the form of more independent charter schools and perhaps a series of smaller Districts, possibly organized around the high schools might make a difference. I also think the District must focus on just a few things, namely reading/writing, math and science. Change is coming to our agrarian era school model (or, perhaps the Frederick Taylor manufacturing model is more appropriate). Ideally, Madison, given its unparalleled tax and intellectual base should lead the way.

Perhaps we might even see the local Teachers union authorize charters as they are doing in Minneapolis.




Madison School Board rates Superintendent Nerad barely ‘proficient’;

If Madison Superintendent Dan Nerad’s job performance were judged like a student taking the state achievement test, he would score barely proficient, according to the Madison School Board’s most recent evaluation.
The evaluation, completed last month and released to the State Journal under the state’s Open Records Law, reveals the School Board’s divided view of Nerad’s performance.
School Board President James Howard said he expects the board to vote later this month on whether to extend Nerad’s contract beyond June 2013. The decision has been delayed as Nerad’s achievement gap plan is reviewed by the public, Howard said.
Soon after that plan was proposed last month, Howard said he would support extending Nerad’s contract. Now, Howard says he is uncertain how he’ll vote.
“It’s probably a toss-up,” he said. “There’s a lot of issues on the table in Madison. It’s time to resolve them. All this kicking-the-can-down-the-road stuff has to stop.”
Nerad said he has always welcomed feedback on how he can improve as a leader.

Learning from California: Improving Efficiency of Classroom Time and Instruction

John Danner, CEO and Founder of Rocketship Education, presented the Rocketship charter elementary school model and argued that hybrid schools are better for both students and teachers. Rocketship Education currently operates two open enrollment schools and serves a primarily low-income student population. The organization, which aims to have clusters in 50 cities over the next 15 years, works to eliminate the achievement gap by ensuring its low-income students are proficient and college-bound when they graduate from elementary school.
Shantanu Sinha, President and COO of the Khan Academy, described how their online academy began when the founder created math instruction videos to tutor his cousins. In just seven months, the Khan Academy has grown to serve over 2 million unique users per month with close to 60 million lessons delivered. With a mission “to deliver a world-class education to anyone anywhere,” the Academy is utilized mainly by students at home as a supplement to their regular school instruction. Increasingly, though, Khan lessons are used in public schools to provide self-paced exercises and assessments to students, so as to avoid gaps in learning.
Presentations and ensuing discussion with local leaders pointed to two core components of innovative education that Washington State can learn from: efficient use of teacher time and skill as well as individualized instruction. Each builds on the lessons which Joel Rose, founder of School of One, emphasized at the launch of the Washington Education Innovation Forum.

‘Embedded honors’ program has issues

The controversy at West High School continues about the Madison School District’s new talented and gifted program. Students, parents and teachers decry the plan, pointing to the likelihood of a “tracking” system and increasingly segregated classes.
While I am in agreement with them here, I must differ when they mistakenly point to the current “embedded honors” system as a preferable method for dealing with TAG students.
The idea itself should immediately raise red flags. Teaching two classes at the same time is impossible to do well, if at all. Forcing teachers to create twice the amount of curriculum and attempt to teach both within a single context is unrealistic and stressful for the educators.
The system creates problems for students as well. There is very little regulation in the execution of these “embedded honors” classes, creating widely varying experiences among students. By trying to teach to two different levels within one classroom, “embedded honors” divides teachers’ attention and ultimately impairs the educational experiences of both groups of students.
While the concerns raised about Superintendent Dan Nerad’s plan are legitimate, “embedded honors” as a solution is not.

A rebellion at Madison West High School over new curriculum

When Paul Radspinner’s 15-year-old son Mitchell wanted to participate in a student sit-in last October outside West High School, he called his dad to ask permission.
“He said he was going to protest, and wanted to make sure I had no problem with it. I thought, ‘It’s not the ’60s anymore,'” recalls Radspinner. The students, he learned, were upset about planned curriculum changes, which they fear will eliminate elective class choices, a big part of the West culture.
“It was a real issue at the school,” notes Radspinner. “The kids found out about it, but the parents didn’t.”
This lack of communication is a main reason Radspinner and 60 other parents recently formed a group called West Cares. Calling itself the “silent majority,” the group this month opposed the new English and social studies honors classes the district is adding next fall at West, as well as Memorial. (East and La Follette High Schools already offer these classes for freshmen and sophomores.)
The parents fear separating smarter kids from others at the ninth-grade level will deepen the achievement gap by pushing some college-bound students into advanced-level coursework sooner. They also believe it will eviscerate West’s culture, where all freshmen and sophomores learn main subjects in core classes together regardless of achievement level.
“It’s a big cultural paradigm shift,” says parent Jan O’Neil. “That’s what we’re struggling with in the West community.”

Unlike Madison, Evanston is cutting honors classes

Twenty-three years ago I walked the halls of Evanston Township High School in Evanston, Ill., with a diverse mix of white-, black- and brown-skinned fellow students.
Then I would walk into an honors class and be confronted with a near-blanket of white.
Not much has changed at my alma mater, and as a result the school district has been embroiled in a contentious curriculum debate that touches on race, academics and the meaning of public education itself.
Sound familiar?
Evanston and Madison are both affluent, well-educated and liberal. And both have high schools where racial achievement gaps are the norm. Their school districts differ, though, in their approach to that gap today: Evanston is cutting honors classes; Madison is adding them.
Unlike Madison, Evanston has long had a sizable minority population and began desegregating its elementary and middle schools in the 1960s — with some positive academic results.
Seniors at ETHS, the city’s only public high school, last year had an average ACT score of 23.5, or 2.5 points higher than the national average. This in one of only five states that requires its students to take the test and in a high school whose student population, about 2,900, is 43 percent white, 32 percent black and 17 percent Latino.

Madison Schools will press ahead with High School honors classes despite protests

Despite lingering concerns from some parents, students and teachers, the Madison School District will introduce 9th and 10th grade honors classes next fall at West High School — changes that prompted a student protest last fall.
Superintendent Dan Nerad said he discussed with staff over the weekend the possibility of not introducing the honors classes after school board members and parents raised questions at a meeting Thursday night.
Nerad said the decision comes down to following the district’s talented-and-gifted plan, which called for offering honors classes at all high schools starting in this current school year.
“This has already been put off a year,” Nerad said in an interview Monday. “We have an obligation to move forward with what’s been identified in the TAG plan.”
On Friday, 18 West parents sent a letter to the district asking that the honors classes be delayed.

In its response to the Department of Public Instruction’s request for information on its talented and gifted services, the Madison School District points out that the National Association for Gifted Children (NAGC) has recently updated its standards for TAG programming. Now, the District argues, the NAGC standards “actually serve as validation of the District’s current practices,” including West High School’s claim that it meets the needs of talented and gifted students through differentiation within regular classrooms. We disagree.
The NAGC issued its revised standards in September, around the same time West High School area parents filed a complaint against the Madison School District for allowing West High to deny appropriate programming to academically gifted students. West has refused for years to provide alternatives to its regular core curriculum for 9th and 10th graders who demonstrate high performance capabilities in language arts and social studies.

Madison School District Responds to DPI



Great Madison Schools

On November 29, 2010, the Madison School District responded to a request for information from the Department of Public Instruction (DPI) about Madison’s services for talented and gifted students.
The DPI initiated an audit of Madison’s talented and gifted programming after West High School area parents filed a complaint on September 20, 2010, arguing that West refuses to provide appropriate programs for ninth and tenth grade students gifted in language arts and social studies. West requires all freshmen and sophomores to take regular core English and history courses, regardless of learning level.
(All three of Madison’s other comprehensive high schools-East, LaFollette, and Memorial-provide advanced sections of core subjects before 11th grade. East and LaFollette offer advanced and/or honors sections starting in ninth grade, while Memorial offers English 10 honors and AP World History for tenth graders.)
As part of a Small Learning Community Initiative phased in over the past decade, West implemented a one-size-for-all English and social studies program to stop different groups of students from following different courses of study. Some groups had typically self-selected into rigorous, advanced levels while others seemed stuck in more basic or remedial levels. Administrators wanted to improve the quality of classroom experience and instruction for “all students” by mixing wide ranges of ability together in heterogeneous classrooms.
