Carlton Jenkins is named Madison’s next K-12 Superintendent



Scott Girard:

Carlton Jenkins said moving to work in the Madison Metropolitan School District would be like “going home.”

One of two finalists to become the district’s next superintendent, Jenkins was an associate principal at Memorial High School in 1993 and earned his doctorate at the University of Wisconsin-Madison. Throughout the day Tuesday, the Robbinsdale School District superintendent spoke with students and staff via video, interviewed with the School Board and participated in a community Q and A session on Facebook Live.

“You will have a superintendent, if you select me, that comes here unapologetically knowing and loving Madison,” Jenkins said. “I am a Badger through and through.”

The School Board announced Jenkins and Oak Park Elementary School District 97 superintendent Carol Kelley as finalists last Thursday. After both interview this week, the board will deliberate in closed session Thursday.

Carlton Jenkins will become the next superintendent of the Madison School District, returning to the city where he started his administrative career in education more than 25 years ago.

The Madison School Board announced Friday it chose Jenkins, superintendent of Robbinsdale Area Schools in suburban Minneapolis, as the permanent leader of the Madison School District. He will be the first Black superintendent of Madison.

He starts the job Aug. 4.

In a second search to fill the superintendent vacancy after the initial pick fell through this spring, the board opted to go with Jenkins, 54, over the other finalist Carol Kelley, a superintendent of the Oak Park Elementary School District 97 in Illinois.

“I speak for everyone on the Board when I say that we are very excited to share this news with our community,” Board President Gloria Reyes said in a statement.

Jenkins received a Ph.D. in educational leadership and policy analysis from UW-Madison in 2009 and a master’s degree in educational administration from the university in 1993.

Madison School Board to vote on Police Presence, layoffs and budget

If the vote goes as expected, the 2020-21 school year will be the first in more than two decades without a police officer stationed in each of the district’s comprehensive high schools.

Employee Handbook changes

Madison Teachers Inc. is organizing opposition to a set of proposed Employee Handbook changes that would change the rules around layoffs and surplus staff.

District administrators have asked the board to approve language that would eliminate seniority as the mechanism for layoffs and forced moves to other sites, instead using other to-be-determined standards evaluating performance. The changes would also allow for 30-day notice of layoffs instead of the annual May 15 layoff notices.

With the district considering a November operations referendum and the state still uncertain on its revenue losses from the pandemic, MMSD chief financial officer Kelly Ruppel told the board earlier this month she’s trying to create as much flexibility as possible for the months ahead.

That included an $8 million cut from last year already. Earlier this month board members agreed that cutting an additional $8.4 million to protect against the possibility of state cuts was a good idea. Doing so meant cutting the planned base wage increase for staff.

Ruppel said that means hitting pause on “any new spending, in order to maintain the most flexibility until we know more.” 

The other option she offered to board members was cutting up to 92 staff positions. If the referendum is on the ballot and approved or if state cuts don’t happen, the district could add wage increases back in mid-year. Hiring for eliminated positions would be a bigger challenge.

Commentary on Two 2020 taxpayer supported Madison School District Superintendent Candidates

Madison School Board president Gloria Reyes said in the release the district is “very fortunate to have an impressive pool of highly qualified candidates participate in this process.”

“With a focus on how candidates aligned with the Leadership Profile, the Board was able to select two phenomenal finalists, both with deep roots in education and instruction, and today we are excited to introduce them to our community,” Reyes said.

MMSD had 26,842 students in the 2019-20 school year, with demographics of 41.7% white, 22.3% Hispanic, 17.8% Black, 8.5% Asian, 9.3% Two or more and less than 1% each of Pacific Isle and American Indian, according to state data.

In its earlier search, the district had three finalists. In addition to Gutierrez, Georgia education official Eric Thomas and College of Saint Rose professor Marguerite Vanden Wyngaard also visited the district for an interview and public Q and A. Consultant BWP and Associates conducted both searches.

Jenkins is in his fifth year as superintendent of the Robbinsdale School District in New Hope, Minnesota. He’s held educational leadership positions — including chief academic officer, principal, assistant principal and health teacher — in Michigan, Ohio, Beloit and Madison, and received his PhD from UW-Madison.

Kelley, an educator with 25 years of experience, is also in her fifth year as superintendent of Oak Park Elementary School District 97 in Illinois, the district said in an announcement. She also served for three years as superintendent of Branch Township School District in New Jersey and has a background as an elementary and middle school principal and a classroom teacher.

Kelley holds a doctorate of education from the University of Pennsylvania, the district said.

2018 committee report could help guide upcoming Madison school resource officer decisions

Most members who spoke with the Cap Times said they favored removing officers, but didn’t think doing so immediately would solve the problem at the heart of the issue: feeling safe at school.

And some of the committee members wonder what happened to their months of work and why Reyes is calling for another subcommittee to investigate how to transition to having no SROs in schools. Under the contract with the Madison Police Department, a decision needs to be made by Sept. 15 to be effective June 2021.

“I just hope that the work that the ERO Ad Hoc did is not completely disregarded,” said former School Board member Anna Moffit. “People took a lot of time to put that report together and we did spend a lot of time in our schools talking to staff, talking to students, looking at research.

“I would hate to see a new committee be created and doing the same thing over again.”

Madison School Board will vote on police contract Monday



Scott Girard:

The Madison School Board will vote Monday on continuing or ending early its contract with the Madison Police Department to have officers stationed in its four comprehensive high schools.

Based on public statements from board members this spring and previous votes, it’s likely the board will vote to end the contract early, though contractual language won’t allow it to take effect until June 2021.

Board president Gloria Reyes announced the planned vote in a news release Wednesday afternoon. The board will meet in a special session at 4 p.m.

“The safety and wellbeing of every student that walks through our doors each day is a tremendous responsibility,” Reyes said in a statement. “As leaders in education, we recognize that now is the time to intensify our commitment to dismantling systemic racism by addressing inequities that only serve as mechanisms of division, and this decision is a significant step.”

Thomas Sowell’s book “Charter Schools and Their Enemies” is scheduled to be available June 30.

Madison has “defunded our schools”? Since when? On an absolute dollar basis, the State of Wisconsin has never shoveled more money at K-12 education. Madison taxpayers approve extra-spending referenda almost every other election.

  • Madison school property taxes are UP 37% since 2012,

  • While 4K-12 enrollment is down 1.6% from 2014-15.

  • Total expenditures (excluding construction fund): is UP 17.0% during the same period.

  • The proposed school budget for next year increases per pupil spending 19.0% from 2014-15. (Cost of living is up 10% during that time.)

Commentary on the taxpayer supported Madison School District’s planned 2020-2021 budget



Scott Girard:

Administrators are concerned about a potential state budget repair bill that could cut funding to K-12 schools, though Gov. Tony Evers told the Cap Times last week he’s hopeful such a measure can be avoided amid lower than anticipated revenue for the state. The budget Ruppel recommended Monday would save $8.4 million from what has been previously discussed, mostly through cuts to wage increases to save room in case such a bill is approved.

“Pause on any new spending in order to maintain the most flexibility until we know more,” Ruppel said.

If the previously planned increases in base wages and the “steps” on the district’s salary structure were maintained, as many as 92 school-based staff positions could be cut, according to the presentation.

If a state budget repair bill did not come to fruition or there was additional funding from the federal government, raises could be reinstated before the final budget approval, while reinstating the positions in the middle of the school year would be more challenging.

Ruppel also offered expense-saving possibilities of keeping five vacant central office positions open for a savings of $500,000 or more as well as a pause on Strategic Equity Projects like a new reading curriculum and increases to School Security Assistant pay, saving up to $550,000.

Board member Savion Castro said he was supportive of Ruppel’s recommendation among the options presented Monday night, although he acknowledged it was not a good choice to have to make. Most others expressed a similar sentiment.

As the Madison School district plans for more budget cuts, Evers hopeful no budget repair bill necessary

While MMSD is heavily reliant on property taxes instead of state aid compared to other districts, a decrease to the revenue authority or other measures that would lower the levy limit would serve as a funding cut. The district already cut $8 million from the 2019-20 budget in the preliminary 2020-21 budget.

Contingencies could include cutting as many as 92 full-time staff positions or undoing much of the planned wage increases for staff, based on a survey the district sent to staff last week.

Ruppel wrote that the district will move forward with its “core values at the forefront” as it considers the 2020-21 budget.

“We aim with all of our decisions to put students at the center,” she wrote. “Through our standard budget feedback process, we’ve spoken to parents, community leaders, principals and staff about the uncertainty ahead of us. All feedback at the highest levels have been consistent: protect student programming, student mental health and social emotional supports first, as they are needed now and in the fall more than ever.”

Amid COVID-19 pandemic, Dane County school districts waive requirements for graduation



Chris Rickert:

All 16 of the school districts completely or partially within Dane County have waived or loosened at least two academic standards to help seniors graduate at a time when schools have been shut down since mid-March due to the coronavirus pandemic.

Information from the districts and the state Department of Public Instruction also shows that the poorer and more diverse a district’s student body, the more likely the district’s leadership sought graduation requirement waivers from the state and lowered other standards.

The Wisconsin State Journal asked the districts to report whether they had:

• Changed grading standards after schools shut down;

• Reduced the number of credits needed to graduate;

• Sought waivers of the state’s civics exam, minimum instructional hours and educator effectiveness requirements;

• Made any other changes to help seniors graduate.

Every district had loosened requirements in at least two areas, and two districts — Middleton-Cross Plains and Sun Prairie — had loosened them in six, including waiving the requirement that students complete a certain number of community service hours to graduate.

The county’s largest district, Madison, reported reducing the number of credits needed to graduate from 22 to the state minimum of 15, moving to a pass/fail grading system and getting state waivers for the civics test and minimum number of instructional hours.

DPI had made clear at the beginning of school shutdowns that it would not seek to deny waivers of the civics, minimum instructional hours and educator effectiveness requirements. Some districts did not need waivers for the civics exam because it had already been administered by the time the schools were closed.

Madison teachers union backs removal of police from high schools

Madison’s teachers union is shifting its stance on school-based police officers and is now advocating they be taken out of the city’s main high schools — but only if 33 additional support staff are hired.

In a statement Sunday, Madison Teachers Inc. said it backs the removal of school resource officers, or SROs, stationed inside each of the Madison School District’s four main high schools — a move local activists have demanded of the district for years.

“We see the systematic racism that exists in our current structures and join the voices of our students and our community in calling for dramatic change in how we educate and interact with all of our students, especially those most marginalized in our schools and society,” MTI president Andy Waity said in the statement.

The major caveat, though, is MTI will only support the removal if certain positions at the four main high schools are staffed at recommended levels by the American Civil Liberties Union.

According to MTI, achieving those levels at each high school based on the ACLU’s “metric of equitable staffing” would require additional hires of:

One counselor, one nurse, one psychologist and four social workers for East.

One counselor, one nurse, one psychologist and five social workers for La Follette.

Two counselors, one nurse, one psychologist and five social workers for Memorial.

One counselor, one nurse and seven social workers for West.

“If we remove police officers from our schools, but do not adequately staff those same schools with social workers, nurses, counselors, and psychologists, we are perpetuating harm upon our most vulnerable young people,” the statement said.

Group places American flags scrawled with obscenities on Madison School Board leader’s lawn

A group protesting the presence of police officers in Madison’s four main high schools placed what appear to be dozens of American flags scrawled with obscenities targeting police overnight Thursday on the lawn of the Madison School Board president, a former Madison police officer, according to a video taken by the woman and posted to Facebook.

Madison’s 37% Property Tax Growth (2012 – 2021). Outcomes?



Briana Reilly:

Estimates flagged in the report show property taxes would be nearly 38% higher next year under the proposed operating budget compared with 2012, a jump the brief notes is “more than twice the rate of inflation” and doesn’t include potential changes in state aid levels going forward. 

Crafting Madison Metropolitan School District’s budget is a challenge for education officers, as they await a potential state budget repair bill to fix an anticipated revenue shortfall that could include cuts for K-12. In the meantime, officials are already bracing for a decline in state aid before extra action may come from lawmakers and Gov. Tony Evers.  

Research director Jason Stein said a loss of state K-12 funding next fiscal year, assuming the district would have the ability to backfill it with higher property taxes, would heighten the reliance on local revenue further to support schools.  

“It certainly has the potential to make it worse, right, or further accentuate the trend,” he said. 

And if district leaders opt to pursue two referenda questions this fall, taxpayers could find themselves footing even more of the bill to help educate kids in a district that only sees a quarter of its operating budget covered by state and federal support, per the report. 

The current and looming budgetary challenges are just part of the reality outlined in Thursday’s report, which notes the district has come to “an inflection point” given the novel coronavirus crisis and the lack of a permanent superintendent after initial hire Matthew Gutierrez withdrew his acceptance of the position.

K-12 Governance Climate: Judge: Names of suing parents must be given to Madison school district lawyers

The names of a group of parents suing the Madison School District over the district’s administrative guidance on transgender and nonbinary students can remain out of the public eye, but a Dane County judge said they must be identified to lawyers representing the district and other groups defending the guidance in court.

Circuit Judge Frank Remington said during a hearing held Tuesday by video conference that while the parents’ names can be protected, they cannot pursue the case against the district anonymously.

Remington also allowed three groups of Madison high school students, represented by the American Civil Liberties Union of Wisconsin, to become parties in the case to support the district’s guidance in court.

What is the place for African Americans in the ‘new’ Madison?



Blacks for Political and Social Action of Dane County, Inc.:

In the midst of these challenges, the Madison Metropolitan School District heard its superintendent-designee, Matthew Gutiérrez, was rescinding his acceptance of the position to remain as superintendent of the Seguin, Texas school district. This lack of a permanent superintendent can have an incredibly negative impact on African American students. The initiative known as “Black Excellence” began under the leadership of former superintendent Jennifer Cheatham. Cheatham has been gone for almost a year. Nothing about the current leadership suggests that Black Excellence is a district priority. African American children in Wisconsin experience the widest achievement disparities in the nation in reading and mathematics. Our eighth graders are performing 47 points below their White counterparts in mathematics. Our fourth graders are performing 39 points below their White counterparts in reading. Where is the collective outrage over these disparities? Who on the current school board is demanding improvement?

The racial problems of MMSD run long and deep: Issues of achievement, disproportionate assignment to special education, lack of access to honors and advanced placement classes, disproportionate levels of suspensions and expulsions, and disproportionate graduation rates (59% Black vs. 88% White). In the midst of this there is an inverse relationship between the percentage of teachers of color and that of students. Eighty-eight percent of the teachers are White in a district with a student population that is 43% White. And, we have had repeated instances of White teachers using racial epithets and other disrespect toward Black students and their parents (e.g. a White teacher mistakenly sent a text to a Black parent about how the parent and her child were so dumb).

African Americans in Madison have been more than patient when it comes to improving their status — education, employment, housing, and every other measure of health and well-being. There have been over 40 years of reports, task forces and initiatives. Post-pandemic Madison will be a “new” Madison. We have learned a lot in the midst of crisis. We know that far too many of our community members are one paycheck away from poverty — loss of housing, food, health care, childcare, schooling, etc. What is the place for African Americans in this new Madison?

Madison’s “illiteracy-to-incarceration pipeline”: Booked, but can’t read

For Black men in the contemporary age of mass incarceration, the consequences of functional illiteracy are devastating. 70% of America’s adult incarcerated population and 85% of juveniles who interface with the juvenile court system are functionally illiterate, which extends beyond the ability to read and includes the development of problem-solving and critical-thinking skills one needs to access knowledge, communicate, and participate effectively in political processes, the economy, higher education, and other 21st century exercises of democratic citizenship. Following decades of lawsuits seeking vindication of fundamental education rights through the Fourteenth Amendment’s Equal Protection Clause, the nation’s racialized illiteracy crisis persists and spurs little policy action. Mourning the dead horse but seeing no point in continuing to beat it, this Article argues that a different provision of the Fourteenth Amendment—the Citizenship Clause— authorizes and mandates Congress to guarantee a meaningful floor of adequate functional literacy instruction nationwide.

Coupled with Section 5 of the Amendment, the Citizenship Clause obligates the federal government to ensure that all national citizens have equal, full membership and the ability to participate in the national society. Grounding this inquiry into accountability, the case study of Madison, Wisconsin, demonstrates how the racialized illiteracy crisis precludes those without access to adequate functional literacy instruction from their constitutionally guaranteed national citizenship, particularly because early illiteracy leads to cyclical and accumulating negative outcomes that skyrocket the risk of incarceration and subsequently of disenfranchisement from voting and political processes.

This Article marries California State Supreme Court Justice Goodwin Liu’s account of “the social citizenship tradition in our constitutional heritage” with the seminal contemporary case Gary B. v. Snyder, wherein plaintiffs file federally and pick up the Equal Protection mantel to advance a fundamental right of access to functional literacy, and ultimately suggests that the country’s historic understanding of national citizenship and its substantive rights triggers a Congressional duty to ensure adequate access to functional literacy as a part of equal, national citizenship.

Commentary on Madison’s planned 2020 tax and spending increase referendum

In the midst of economic collapse, the Madison School Board is likely to decide in June or July whether to ask taxpayers for additional funds through November referenda.

But most board members stated their support for putting both questions on the ballot during a discussion Monday night. Each of the seven board members spoke of their continued support for the questions, though some asked to see more of the economic costs of the COVID-19 pandemic before voting.

“We definitely need it,” board president Gloria Reyes said. “It’s just, given the economic instability and what this does to our taxpayers … I think we have to also be responsible and figuring out, is this the best route for our taxpayers right now given people losing jobs?”

Board member Savion Castro said the pandemic, “which is already exacerbating so many disparities across the board,” has shown “now is not the time to cut back our investment into public education for our students and our teachers.”

“Going into March there was a sense that this was really needed,” Castro said. “After COVID, it’s just underscored even more how badly our public schools need this investment from our community and I think we have a responsibility to be honest about that need.”

Before the pandemic, the board was planning to approve the questions for the November ballot with a March vote. Two weeks before that meeting, schools closed across the state of Wisconsin by order of the governor and public health officials.

Board members acknowledged the tough financial reality facing residents, but several members said the need to renovate aging school buildings and shore up the operating budget remains the same.

“These are not things I think we should be putting off,” board member Ali Muldrow said during an online Operations Work Group meeting. “We are talking about the integrity of our district.”

Board President Gloria Reyes, though, said while she supports the referendums, the board needs to be “cautious,” given how many people have lost their jobs or are on unsure financial ground.

Resisting Open Records Requests at the taxpayer supported Madison School District

The Cap Times submitted an open records request the morning of Jan. 17, the deadline for residents to submit feedback through an online form, asking for “any and all public feedback on the Madison Metropolitan School District superintendent finalists, submitted online or via forms at the public forums, as of 8 a.m. Friday, Jan. 17.”

In late February, the district initially denied the request entirely, citing concerns about privacy and limiting people’s willingness to participate in future public input opportunities. The Cap Times said it was going to run a story about the denial and asked for comment, and the decision was reversed. The records took nearly two more months to deliver as staff redacted names and emails from the forms and then the pandemic delayed that work.

A Reprieve for Madison Property Taxpayers (taxes up substantially)

The state’s COVID-19 Relief Bill, which Gov. Tony Evers signed into law April 15, included provisions to help counties and municipalities defer property tax payments. This allows Dane County to adopt a resolution enabling municipalities to waive interest and penalties on 2020 property tax payments due after April 1 until Oct. 1. 

“Many in Dane County are currently experiencing financial hardships, and we want to do as much as we can to help our residents and families make ends meet during the COVID-19 pandemic,” Dane County Executive Joe Parisi said in a statement Monday. “By giving local governments the opportunity to delay property tax due dates, we hope to help residents feel relief and get more time and flexibility to meet this expense.”

Parisi, Madison Mayor Satya Rhodes-Conway and other local elected officials announced the news at a Monday press conference held on the steps of the City-County Building. All attendees were encouraged to stand six feet apart. The press conference was recorded and can be viewed online

In 2019, $3.7 million of unpaid property tax bills was turned over to the county July 31. Of that, $1.5 million was due to the city and the remaining $2.2 million was due to the other taxing jurisdictions like schools districts and Madison College. 

The remaining property taxes due between now and July 31 total over $100 million, according to the resolution before the City Council. 

Wisconsin counties and municipalities rely heavily on property taxes as a source of income. In 2018, counties generated $2.2 billion from property tax revenue, according to the Wisconsin Policy Forum.

All hail Chris Rickert and the Wisconsin State Journal for a bang-up job exposing the revolving-door criminal-justice system here in Dane County WI.

Trouble down a one-way street” deserves to be read, saved, and discussed as the basis for action before someone gets killed. Oh, wait, someone HAS been killed. (“Car thief jailed in deaths of two in Madison.”)

Madison’s daily newspaper reports juvenile car thefts have increased threefold-plus in three years, from 53 in 2016 to 185 last year. Car thefts this year are on pace to blow well past that, projecting to 227!

The State Journal’s poster child is one Treveon D. Thurman. Now age 18, Thurman’s record of home invasions and 11 car thefts is impressive. We count 29 criminal charges listed on the State circuit court access site! All since last June! The only reason we know about them is because they’re now in adult court. Juvenile records are confidential, a big secret. Which is part of the problem. We learned of:

Madison School District sticking to ‘pass/no pass’ for high schoolers during COVID-19 closure despite some calls for letter grade option



Scott Girard:

A survey with more than 550 signatures is calling for the Madison Metropolitan School District to offer the option of letter grades to high school students during virtual learning, but district officials are maintaining their plan for a “pass/no pass” system.

The district announced it would use the “pass/no pass” grading system earlier in April to do the least harm to students’ grades, given the unprecedented shift to virtual learning for students and staff and inequitable access to the internet.

While that aligned with a petition started by some high school staff members and signed by more than 100 people, some students are disappointed they no longer have the opportunity to raise their grade point average. West High School senior Cris Cruz said he’s been trying to get his GPA up to a 3.8 since his freshman year.

“For a lot of students including me, the transition between middle school and high school is sometimes rough,” Cris said. “Students spend the rest of their high school careers trying to improve their GPA because it isn’t until later on that we understand how important GPA is.”

The district’s policy freezes students’ GPAs as they were at the end of first semester. Staff reiterated Wednesday during a virtual press conference that allowing some to opt into letter grades would “continue to create more inequity,” said Cindy Green, MMSD’s director of secondary programs and Pathways.

In lieu of celebration, Greater Madison Writing Project shifts online for 10th anniversary

The Greater Madison Writing Project was set to celebrate its 10-year anniversary on March 21.

Ten days before that, the University of Wisconsin-Madison closed most of its facilities and social distancing practices went into effect amid the novel coronavirus pandemic, forcing GMWP to cancel its celebration and shift its work with teachers and students online.

“It’s not the 10-year anniversary that we expected, but it’s one that makes me really confident that whatever comes next, we have strong roots and strong branches,” said Bryn Orum, an outreach specialist for GMWP.

The program, housed on UW-Madison’s campus, is part of the National Writing Project and offers writing workshops to teachers and students around the Madison area. While it initially became a site in the 1980s, it closed up shop in the mid-1990s.

The $476.1 million proposed spending package would increase property taxes by $46 for the owner of an average-value home in the district, now estimated at $311,500.

Faced with an $8 million shortfall at the beginning of crafting the 2020-21 budget, district officials propose cutting nearly 50 staff positions and doubling the share employees pay for health care premiums.

The total budget, which includes payments on debt service, capital maintenance and community programs, would slightly decrease from current-year spending, but the property tax levy would rise 2.9% to $339.5 million. The district’s portion of property taxes on an average-value home is estimated at $3,386 next year, or a 1.4% increase, in the preliminary budget.

Operating expenses — which include costs such as teachers’ salaries and classroom instruction — make up $432 million of the budget. The operating budget would decrease 0.22% from current spending levels.

Madison School Board winners differ on school-based police; only 1 had union support

Gomez Schmidt’s victory also meant a loss for Madison Teachers Inc., which had endorsed Pearson. Gomez Schmidt had the backing of the current Seat 6 holder, Kate Toews, who decided not to seek reelection.

In the other competitive race, though, the union-backed Vander Meulen earned a 20-percentage-point victory over Strong.

Gomez Schmidt has said that as a board member, she wants to prioritize choosing a new elementary reading curriculum, increasing trust and transparency, and effectively managing the budget.

Christina Gomez Schmidt wins close Madison School Board contest; Nicki Vander Meulen reelected

As a member of the School Board, Gomez Schmidt, 48, is looking to prioritize the selection of a new, research-based reading curriculum for elementary students, building trust in the district with families, improving accountability and transparency, and effectively managing the budget.

The 32-year-old Pearson had made finding ways to expand 4-year-old kindergarten to a full-day program a pillar of her campaign, along with prioritizing teacher autonomy in the classroom and growing district partnerships with nonprofits and businesses.

Last week, it was announced Matthew Gutierrez would no longer be taking the Madison superintendent position, but instead is staying on as head of his suburban San Antonio school district.

It’s unclear whether Gomez Schmidt — who will be sworn in April 27 — will have a say on who replaces Gutierrez to become the School District’s next leader as the board still needs to weigh its options and come up with a timeline for moving forward.

The board met Monday night in closed session to discuss the superintendent situation, and a news conference on the topic is scheduled for Tuesday.

Additionally, the winners will likely decide on two November ballot asks of taxpayers — tentatively a $317 million facilities referendum and a $33 million operating referendum — which was planned to be voted on later this month.

A disappointed Strong said over the phone Monday night that “the voters have spoken and it is what it is,” while adding his congratulations to Vander Meulen. He cited the starting, stopping and restarting of his campaign due to a health issue in January along with the COVID-19 pandemic as challenges for his campaign, limiting his opportunities to canvass.

He said he still believes each of the comprehensive high schools should have a school resource officer and he hopes to see how he can help lower the disparities in out-of-school suspensions for black students, an issue he talked about often during his campaign.

“I’m going to continue my efforts with that and see what I can do to help to reduce those disparities and just make sure that all of our kids are getting a good, quality education,” he said.

MTI says Madison School District should reopen search, look locally for new superintendent

MTI says going through an entire school year with another interim is unacceptable, though they understand that will be required for a period of time “and want clarity around who will fill that position immediately.”

“However, there are too many critical issues facing our schools, staff, students, and community for us to have another year without a permanent leader in place,” the letter states. “While it is difficult to predict what the future holds and what the new ‘normal’ will be, we know that our public schools will be a critical part of the recovery efforts in Madison. A permanent superintendent is necessary for that work to move forward effectively.”

The union also shared members’ feedback on key characteristics desired in a new superintendent, which include advancing work around racial equity, maintaining high expectations for everyone in schools, making staff feel respected and supported, being present in schools on a regular basis, proposing fewer initiatives and top-down mandates and having a strategic plan to build trust in the community — specifically between educators and administration.

“We are happy to continue this conversation with you and look forward to continuing to collaborate as we serve the students and families of the Madison public schools,” the letter states.

Madison School Board offers feedback on K-5 literacy plan

Staff began working on the new curriculum adoption last year, following a 2018 needs assessment that showed a “need for materials K-5 that have a structured phonics component, are standards aligned and are more culturally and linguistically responsive, historically accurate and inclusive,” according to Monday’s presentation.

The steps since have included forming focus groups made up of staff and families, a pilot in five kindergarten classrooms and regular Review Committee meetings.

Staff plan to soon begin a request for proposals process and implement sample lessons in selected grades later this year. In December 2020 or January 2021, they expect to make a recommendation to the School Board and have a board vote, with implementation that fall following staff training.

Kvistad told the board staff had learned from the last materials adoption a decade ago, noting that “materials are different now,” as is support for teachers.

“We found ourselves moving too fast, I think, around implementation that we couldn’t learn from what we did and adjust moving on,” she said.

Madison School District looks to make virtual learning flexible, no ‘harm’ to grades amid COVID-19 pandemic

Madison students will have flexibility in their virtual school day schedule, teachers will hold remote office hours, and assessments during online learning will not “harm” a students’ grades.

After three weeks out of class following an order for all Wisconsin schools to close to prevent the spread of the COVID-19 coronavirus, the Madison School District on Monday is launching its virtual learning plan designed to supplement missed classroom time, which could last until the end of the school year.

But when the district’s 27,000 students make the switch to virtual school, things will look quite different, from the number of hours a day spent learning to how students interact with teachers.

I suggested to several Madison Superintendents that teachers and staff receive a stipend to purchase and maintain an internet connected device (cellular iPad would be my choice) and begin to interact with everyone using this device. Further, Apple’s assistive efforts are substantial.

This occurred during Infinite Campus evaluation and implementation meetings. I wonder what the teacher/staff utilization data looks like today?

Infinite Campus – or similar – was for many years an expensive, missed opportunity.

Madison’s No-Bid $30,000 Contract to Burns/Van Fleet (?)



No bid contracting by our taxpayer supported Madison School District:

a $30,000 no-bid contract to “Burns/Van Fleet” for 25 days of services to help in the new superintendent transition. (The superintendent search contract to BWP Associates was $32,000 plus expenses.) The Mike Hertting memo on the item touts this outfit as having “over 50 years of collective experience,” but it lacks much of an internet footprint other than this skimpy website: https://burnsvanfleet.com and a Columbus, OH telephone number.

A few questions that the School Board might ask:

  1. is the work that’s being outsourced within the job description of someone already on payroll (in this case, Jane Belmore and Mike Hertting), and
  2. (2) who benefits internally from favor-trading and/or influence-building by steering business outside (especially on a no-bid basis).

Please accept this email as the Madison Metropolitan School District’s (the “District”) response to your public records request for “a list of invitees and participants in last week’s ‘community leader and stakeholder’ meetings with the candidates.” Attached below are the records that are most responsive to your request.

With regard to the requested records, the District redacted portions of the attached records consistent with the provisions of the Family Educational Rights and Privacy Act (FERPA; 34 CFR 99.3 et seq.) and Wis. Stat. § 118.125(1)(d). The requested records contain “personally identifiable information.” Pursuant to FERPA, “personally identifiable information” is defined as “information requested by a person who the educational agency or institution reasonably believes knows the identity of the student to whom the record relates” or “information that, alone or in combination, is linked or linkable to a specific student that would allow a reasonable person in the school community, who does not have personal knowledge of the relevant circumstances, to identify the student with reasonable certainty.” (34 CFR 99 3). According to these definitions, the District determined that the redacted documents contain information regarding very small populations (e.g. one or two students) from a distinct group or affiliation and thus, a “reasonable person in the school community” could identify the students who were referenced in the record. Nonetheless, by providing you the record with only limited redactions, the District is in full compliance with Wis. Stat. 19.36(6).

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”. 

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Tuesday afternoon, he spent 15 minutes taking questions from the press and another 15 minutes answering questions from seven students at Glendale Elementary School, where the press conference was held.

“There is some division in the community, so we’ve got to bridge that gap,” Gutiérrez said. “There is some division between the Doyle center and our campuses, we’ve got to bridge that gap. There is some division between departments in central administration, we’ve got to bridge that gap.

“My goal is to work to unify the community, the school district, so that we can all begin moving in the same direction and focusing on what matters; that is the 27,000 students within this organization.”

The Taxpayer Supported Madison School District offers info session on Behavior Education Plan Tuesday

Those with questions about the Madison Metropolitan School District’s Behavior Education Plan have a chance to get them answered Tuesday.

District staff will hold a session from 6-7:30 p.m. to discuss, “What is the BEP? How does it work? What should I know?” at the Goodman South Public Library, 2222 S. Park St.

Speakers at the event are MMSD coordinator of progressive discipline Bryn Martyna and parent and Padres e Hijos en Acción director Hector Portillo.

The BEP has been controversial in recent years, with an updated version in 2019 after being initially approved in 2014 under then-superintendent Jennifer Cheatham. The plan replaced the student code of conduct with a goal to cut the number of suspensions and reduce the disparities in suspensions by race.

The plan focuses on restorative practices and teaching good behaviors rather than punishing bad ones. It also outlines penalties for specific behaviors and has a version for each of the elementary, middle and high school levels.

Madison School Board leans toward deductibles instead of switching health insurers

Increasing the amount staff pay for premiums would see teachers paying 6% of a HMO family plan — up from 3% — to about $44 more a month. Certain hourly employees, such as special education assistants, would pay 2.5% of an HMO family plan instead of 1.25%, or $8.53 more per month.

Scott Girard:

“It was only two years ago, 2017-18, when the District went from three health plans to two, discontinuing Quartz (then Unity) and moving all Unity-covered employees to GHC or Dean plans,” the memo states. “Forcing employees to switch again only three years later is too disruptive.”

Board member Cris Carusi said it seemed “easiest” to “listen to the union,” and board member Kate Toews expressed a similar sentiment in supporting “Option 1,” which adds $100 single and $200 family deductibles.

“Option 1 limits disruption and that is incredibly valuable for both families and teachers as well as for staff and administration,” Toews said.

Madison School Board eyes $317M facilities referendum, $33M operating referendum

The Madison School Board signaled support Monday for a $317 million facilities referendum and a $33 million operating referendum, setting up the board to finalize the ballot questions later this month for the November election.

With several options on the table, board members expressed broad support for a slightly larger facilities referendum that would include more money for projects focused on sustainability and energy efficiency. Additionally, the board gravitated toward a smaller operating referendum than had been proposed.

“This is a once-in-a-generation opportunity,” board member Kate Toews said during an Operations Work Group meeting. “Investing in kids is the future; investing in the climate is the future.”

Board members also indicated support for a slight increase in the capital referendum Monday, from the $315 million that has been discussed in the past up to $317 million. The additional $2 million would go toward sustainability projects not in the initial amount, which includes funding for renovations to the four comprehensive high schools, a new south-side elementary school and moving Capital High School into a single location in the Hoyt school building.

MMSD chief financial officer Kelly Ruppel said it made sense financially given the payoff of sustainability projects within 12 to 13 years.

“(An additional $2 million) literally does not change our estimated mill rate impact for the average homeowner a penny,” Ruppel said. “It barely changes, in pennies, the (total yearly) impact on the average homeowner.”

Employee health insurance, referenda discussions on Madison School Board agenda Monday

The Madison School Board will discuss the potential November referenda and proposed employee health insurance changes Monday.

The Operations Work Group meeting, which begins at 5 p.m. at the Doyle Administration Building, 545 W. Dayton St., is likely the last opportunity for board members to ask for broad changes ahead of anticipated votes at the March 23 meeting.

Presentations planned for the board Monday show similar referenda plans as have been discussed for months, though staff have offered up three options for the operating referendum ask in addition to the $36 million one that has been previously discussed. The additional options would all lower the amount, reducing the tax burden but also forcing tighter budgets.

The health insurance changes, first reported by the Wisconsin State Journal last week, would require employees to contribute more to their premiums and could have the district change one of its providers.

According to Monday’s meeting materials, there is a $4.6 million increase in premiums the providers will charge the district, which had budgeted $0 for an increase in funding employee benefits whether an operating referendum passes or fails. That means the gap needs to be filled in other ways.

Changes to providers and potentially changing the plans retirees use would save an estimated $3.8 million, while doubling the premium contributions for most staff would save $1.8 million, according to the presentation planned Monday. The premium contribution for teachers on the HMO plan, for example, would go from 3% to 6%, costing an extra $44.48 per month.

Madison School Board candidate forums begin this weekend, continue throughout March

Voters will have several opportunities this month to hear from candidates for Madison School Board beginning this weekend.

The East Side Progressives will hold a forum Sunday, March 8, at Lake Edge Lutheran Church, 4032 Monona Drive. It’s the first of four forums currently planned for the month before the Tuesday, April 7, election.

In the two contested races, Wayne Strong is challenging incumbent Nicki Vander Meulen for Seat 6 and newcomers Chris Gomez Schmidt and Maia Pearson are facing off to take over Seat 7 from Kate Toews, who is not running for re-election. Savion Castro is running unopposed for a one-year term in Seat 2, to which he was appointed last summer after Mary Burke resigned from the board.

Each of the elections is at large, so any eligible voter can vote for all of the seats on the ballot.

All five candidates plan to attend.

March 17, the Cap Times will host a forum with questions asked of the five candidates by education reporter Scott Girard and Simpson Street Free Press managing editor Taylor Kilgore. That forum will begin at 7 p.m. in the East High School auditorium, 2222 E. Washington Ave.

Madison School District High School “Grade Flooring” continues….

Under a new pilot program the lowest grade students could get on assignments is 40 or 50 percent, not a zero.

Studies show freshman year is the most important year in high school and Geoffrey D. Borman, UW-Madison Education Policy Professor, said it can make or break you.

The modern A-F grading system has been around since the 1900’s.

It’s an evaluation performance of students that MMSD officials said is outdated.

MMSD is currently using the 0 to 100 percentage grading system, but high school teachers are trying out a new grade scale making forty or fifty percent– the new zero. In other words, a student could simply not turn in their assignment and still get credit.

“The grade scale itself is something I think not all students are accustomed to,” Geoffrey D. Borman, UW-Madison Education Policy Professor said.

Borman said one of the fears students face their freshman year is letter grades and failing early can have severe consequences.

“Rather than coddling them we’re giving a little bit of a boost to them to support them and allow them to make a more successful transition,” he said. 

NBC15 spoke to parents who did not want to go on camera, but said they feel this grade scale is “dumbing it down” and only encourages students to be lazy in school.

“The achievement rate has gotten worse. The failure rate of kids has gotten worse. We would keep thinking that we were solving the problem, the United Way and all of these organizations jump on it, but it doesn’t change a thing.”



Steven Elbow:

The problem, some say, is that disparities impact a population that has little political or economic clout. And white people, who control the levers of commerce and government, address only pieces of an interconnected web of issues that include child development, education, economics and criminal justice.

Brandi Grayson co-founded Young, Gifted and Black and now runs Urban Triage, an organization that provides educational support, teaches parenting skills and promotes wellness to help black families become self-sufficient.

She said elimination of racial disparities would require a seismic shift in attitude throughout society, which would take years, maybe generations. In the meantime, she said, government has to enact policies that enforce equitable treatment of people in housing, health care, education, employment and criminal justice.

“In Dane County there have been no policy changes,” she said. “Just a lot of talk, a lot of meetings, a lot of conversation and a lot of money given to organizations that do community engagement or collect data. What’s the point of that investment if we already know what it is?”

She said initiatives consistently fail because society at large hasn’t called out the root cause of the disparities: racism.

If white people felt that the problem was worth solving, she said, they’d do something about it. For example, blacks are way more likely to experience infant mortality, low birth weight, early death, hypertension and a raft of other health conditions, much of that due to lack of access to health care.

ARE YOU KIDDING? !!! This is Madison, where the answers are: More money, more baffling programs, more guilt, rinse and repeat. The Capital Times reports:

County officials and local nonprofits are hoping to reverse the trend with a new program that provides intensive mentoring for youthful offenders, which showed promise during a pilot program last year.

At $250,000 from the United Way and $100,000 from the county, the program would serve up to 49 kids — that’s $7,000 a kid for those who didn’t take math. As for the Policy Werkes, we’re siding with a neighbor who ventured, on social media:

If it isn’t stray bullets it is out-of-control 4,000-pound missiles. Next time you vote, consider how many chances a particular judge tends to give juveniles before applying the maximum extent of the law or creatively applies a deterrent.

Madison West High’s microschool shows attendance, credit improvements for students

A Madison Metropolitan School District microschool for West High School students at risk of not graduating has shown improved attendance and credit achievement for its participants, according to a presentation to the School Board Monday.

The microschool opened in November at the Taft Street Boys and Girls Club of Dane County location with 22 girls in grades 10 and 11 in attendance. It was modeled on a similar school created in spring 2018 for 13 La Follette High School boys, who attended a school at the Life Center on Madison’s southeast side.

According to MTI’s memo, health insurance changes under consideration include:

  • Moving future retirees from health insurance plans offered through the district to the state Department of Employee Trust Funds’ Local Annuitant Health Program, a relatively new program for retired public employees.

  • Increasing employee premium contributions for teachers and other employees from 3% to 6% and for certain hourly workers, such as security assistants, from 1.25% to 2.5%.

  • Adding a $100 deductible for individual plans and $200 for family plans.

  • Dropping GHC and replacing it with a plan through Quartz.

  • Increasing employee premium contributions to 10% or 12%.

Keillor said a major increase in employee premium contributions is a “nonstarter.”

“We have not gotten any kind of sense over one that’s more preferred,” he said of the options under consideration. “Right now, I’d say none of these are preferable options to folks.”

But Keillor acknowledged the union doesn’t have a say in the decision other than amplifying the voices of employees because Act 10 — the 2011 law that severely limited the power of most public-sector unions — restricts unions to only negotiating on base wages.

“[We] talk about race as if it was every race but whiteness. How can we support you, elevate your work around actually talking about white culture in our schools and how teachers can start doing this work of, like, unlearning whiteness.”

Once again, the Madison school board proved Monday (02-24-2020) that it cannot keep order at its own meetings. No wonder there is chaos in the classroom.

School board members had to huddle around president Gloria Reyes to be heard as the usual suspects stormed the stage of the Doyle administration building and chanted their slogans. “Don’t arrest us; arrest the police.” This being Madison’s public schools, the disrupters were not arrested. As for the police, it was a close vote.

At issue was a $35,000 appropriation to continue policing special events such as athletic contests and dances. It barely passed, 4 to 3 (Ali Muldrow, Ananda Mirilli, and Nicki Vander Meulen voting no). Roll the tape, Lester:

Madison school board members object to East High principal hire

After learning from Madison school board president Gloria Reyes that district officials had decided to make Brendan Kearney the permanent principal of East High, school board member Ananda Mirilli quickly sent an email asking district administrators to hold off on the hire.

The email, obtained by Isthmus, was sent with support from board members Ali Muldrow and Nicki Vander Muelen. Mirilli lists board colleagues Savion Castro and Cris Carusi as sharing her concerns. But Castro tells Isthmus the email was sent without his consent. Carusi, in a statement sent by Tim LeMonds, the district’s public information officer, says that she also did not give permission to include her name on the email. 

“I believe these families, the East community and the entire MMSD community deserve to know what happened, who was all involved, what really happened with communication to the families and law enforcement and clarity on our crisis response,” wrote Mirilli at 11:30 a.m. on Feb. 20. “Our community deserves to know what we have done to support our families immediately after the first call was made by the students and subsequent events thereafter.”

About an hour later, interim Superintendent Jane Belmore informed parents via email that Kearney would be the new principal at East High, effective immediately. Two sources confirm to Isthmus that Belmore knew board members had previously raised concerns about moving forward with the hire.

David Kruchten, a business teacher at East and the advisor for the DECA club, was one of two chaperones on the school trip to Minneapolis where hidden cameras were found in the rooms of students. On Jan. 30 he was arrested on seven federal charges of “attempting to produce child pornography” for two separate incidents in 2019. On Feb. 6, he was also indicted on three counts of “interfer[ing] with privacy against a minor” in Hennepin County, Minnesota. The criminal complaint alleges Kruchten placed hidden cameras in three rooms “that were positioned in bathrooms in places where the likely intent was to capture sexual imagery.”

The cameras were concealed in a smoke detector and in two air fresheners.

Today’s blog excerpts Kaleem Caire’s social media thread in the wake of his letter, co-signed by other local black leaders, expressing disappointment that Matthew Gutierrez of Texas was chosen as new superintendent of Madison WI schools over their preferred candidate, Taylor Eric Thomas of Georgia. Caire expresses frustration over the virulent Progressive Dane/Madison Teachers Inc. faction of Madison progressivism that defeated him for school board last year.

Other signatories were Pastor Marcus Allen, Ray Allen, Ruben Anthony, Pastor Joseph Baring,  Carola Gaines, Pastor Alex Gee, Greg Jones, Kirbie Mack, Vanessa McDowell, John Odom, Teresa Sanders and Yolanda Shelton Morris.

Jeffrey Spitzer-Resnick is the very woke, Derail the Jail enemy of police in schools, ally of Ali Muldrow, Brandi Grayson, Freedom Inc., et cetera.

Yet another example of how identity politics is roiling education here in Madison and nationwide.

Black community leaders share concerns about Madison School District’s superintendent hire, call process ‘flawed, incomplete’

A letter signed by 13 black community leaders in Madison expresses concerns about the Madison Metropolitan School District’s hiring of Matthew Gutiérrez to be its next superintendent.

The concerns include how much larger and more diverse MMSD is than Gutiérrez’s current Seguin Independent School District in Texas, student performance scores in Seguin and a “flawed, incomplete” process that “lacked substantive input from the Black Community.”

“We are dissatisfied with the process and how the input of the Black Community was minimized, if considered at all,” the letter reads. “Given the differences between Madison and Seguin, we expected a greater and broader background of experience, skills and abilities that would move the Madison District further in cultural competency, social justice, and academic outcomes for black students.

“Dr. Gutiérrez is woefully lacking in all of these categories.”

The signers are Pastors Alex Gee, Marcus Allen and Joseph Baring; Kaleem Caire, Ruben Anthony, Teresa Sanders, Vanessa McDowell, Carola Gaines, Yolanda Shelton Morris, John Odom, Kirbie Mack, Greg Jones and Ray Allen.

The letter was emailed to the School Board Thursday.

MMSD announced Gutiérrez as its hire Jan. 24. He was one of three finalists who visited the district last month to meet with community leaders and hold a public forum. The interviews included closed sessions with the School Board and with some minority community leaders.

During the press conference announcing his hire, School Board president Gloria Reyes said it was a “unanimous decision” of the board to hire Gutiérrez during a Jan. 17 closed session meeting pending contract negotiations.

“Whoever the choice, there will be those who with good intention say our selection wasn’t their first choice,” Reyes said at the press conference. “This is the kind of passion toward education that makes our community strong and we are thankful for that.”

In her letter, Reyes said Gutierrez was selected as a result of “the most transparent and community-involved hiring process” ever undertaken by the district. As elected officials, it is the board’s responsibility to make the final decision, she said.

The black community leaders were critical of how the Seguin district scored on a Texas school performance report in 2018, with a higher proportion of Seguin schools rated below average compared with Texas schools at large.

Gutierrez became superintendent in Seguin, which is in the San Antonio metro area, in August 2017. It was his first job as a permanent superintendent in an 18-year educational career, all of which has been spent in Texas.

Moving forward, Reyes called for a unified approach of “keeping students at the center of everything we do.”

“As is with most larger districts, we are replete with distancing mechanisms and labels that serve to divide us,” Reyes said in her letter. “This is not a time of division, particularity when considering that (the school district) is making history in hiring the first superintendent of color as its leader.”

Just because we disagree with the Board of Education’s choice for Superintendent doesn’t mean we are being divisive. If the reference here is referring to perceived division along racial lines because Mr. Guettierez is Latino and we are Black, well, several Latino leaders who were a part of the same community interview that Madison’s African American Pastors arranged (and that I was present for as well) also felt that Dr. Guettierez was not the most qualified finalist candidate for the position. We also felt that the finalist candidate pool did not yield the caliber of candidate that our school district needs overall. Many of us felt Dr. Thomas was the most qualified candidate; however, some of us preferred that the Board of Education reopen the search process and try again. Furthermore, the only time many of us were involved in the hiring process was when local Black Ministers requested that we have the opportunity to meet the finalist candidates. This Board did not come to us. Given our collective experience and background in education in Madison (and some of us nationally), you would think the MMSD Board of Education would have thought to include us in this unprecedented community involved process. The Madison Metropolitan and Monona Grove school districts are applying for a waiver from the state to continue an agreement that allows up to five MGSD students to attend Nuestro Mundo Charter School beginning with each kindergarten class.

The state Department of Public Instruction informed the districts in December 2019 that the agreement, which has allowed the MGSD students to bypass the open enrollment and MMSD lottery processes since the school moved to Monona in 2012, does not comply with statutes. 

“A preference cannot be given to a set number of Monona Grove School District (MGSD) resident students based on their residency,” the Dec. 18, 2019, letter from DPI school administration consultant Cassi Benedict states. “MGSD students are subject to the same admission requirements and random selection process of all students interested in attending Nuestro Mundo Charter School.”

In a school district that is 18% black, 57% of students suspended from school the first semester of the current school year (2019-20) were African-American. White students, 43% of the student body, accounted for 11% of out-of-school suspensions.

To school board member Ali Muldrow, the data showed more about school staff than about students’ behavior. “We are really excited to discipline black students and seem far less compelled to discipline or suspend or expel white students.”

Board member Savion Castro said the data is “evidence of racism in our schools” that needs to be looked at “through a lens of public health.” 

School board member Ananda Mirilli “pointed to adults who are upholding an old system that gives us this [disproportionality] year after year after year.”

Play by the rules and you’ll still get thrown under the bus, as Mr. Rob learned at Whitehorse middle school. Or use the N-word in an educational setting.

Heading for the exits

Good Madison progressives would rather blame Scott Walker. But the former Republican governor did not hire Jennifer Cheatham nor did he elect Ali, Ananda, and Savion. We’ll know the situation is going from bad to worse if Muldrow/Mirilli protege Maia Pearson survives today’s (02-18-2020) primary election

More teachers left the Madison Metropolitan School District during and after the 2018-19 school year than each of the four previous years, according to the district’s annual human resources report.

The report, posted on the district’s Research, Accountability and Data Office this month, shows 8.3% of teachers left the district, not including retirements. That’s up from the 6.7% that left in 2017-18, 6.9% in 2016-17, 6.1% in 2015-16 and 5.5% in 2014-15.

The count includes those who left between Nov. 1 of the given school year and Oct. 31 of the following year.

Gomez Schmidt, the director of enrichment at test prep and college admissions tutoring service Galin Education, is a Minneapolis native with two school-age children — one at Memorial High School, another in seventh-grade at EAGLE School in Fitchburg — and a third that graduated from Memorial. She stressed the importance of the district’s work toward adopting a new literacy curriculum, expected to be rolled out in fall 2021, as a tool to help close the gap and develop children’s reading skills early.

“We have to go back to the basics and we have to find a curriculum that teaches explicit phonics and teaches kids what they have to know to read,” Gomez Schmidt said.

Pearson, a revenue agent with the state Department of Revenue, has three children in Madison schools, all at Lincoln. She pointed to herself Monday as an example of what Black Excellence can look like in Madison, as someone whose family has been here for three generations, despite the ongoing disparities.

3 more Madison private schools to join statewide voucher program

Three more private Madison schools intend to join the statewide voucher program in the fall, bringing the number of Dane County schools that plan to accept vouchers in 2020-21 to seven.

The state Department of Public Instruction released Thursday the lists of schools that have signed up for three programs that provide taxpayer-funded vouchers for income-eligible families to send their children to private schools.

The Madison schools joining the program in 2020-21 are Eastside Evangelical Lutheran Elementary, Holy Cross Lutheran School and Madinah Academy of Madison, which will be the first Islamic school in Dane County to join.

The 2018-19 state Forward Exam, given to students in grades 3 through 8, showed 35% of students scored proficient or advanced on the English Language Arts portion. For black students, it was 10.1% and for Hispanic students, 16%.

Those scores come amid a nationwide, and more recently statewide, push for using the Science of Reading to educate students at an early age. That includes the use of phonics — the understanding of the relationship between letters and sounds — and connecting that knowledge to text.

As detailed in an Isthmus article this spring, the district and state have, until now, focused on so-called “balanced literacy,” an approach that mixes foundational skills education and phonics with group and individual work on reading and word study. Kvistad said they’ve heard the push for more phonics education from teachers throughout the review process.

“We want explicit, structured phonics,” Kvistad said. “Our teachers are saying they want that.”

Morateck said new materials also provide clearer direction for teachers by grouping instructional components of literacy, such as grammar, into “text sets.”

“We actually know a little bit more about the science of reading and how to teach reading,” Kvistad said. “We know more now that reading actually has to be taught. Children don’t just come knowing that.”

This year, the district is doing a “field test” with materials from curriculum provider EL Education in five kindergarten classes at Allis and Gompers elementary schools.

Morateck said the point of the pilot is to learn about implementing new classroom lessons and what training will be necessary.

“I appreciate the cuts in central office because I want more people in the classroom,” said board member Nicki Vander Meulen.

Ruppel said the proposed reduction of school staff, which would be about 35 positions across a district that employs 4,000 people, is in response to expected short-term drops in enrollment due to lower birth rates, while still allowing schools to be staffed to reach optimal class sizes.

But under the two-budget scenario, which is partway through the planning process, base-wage bumps and new money for the district’s equity programs could vary depending on the outcome of a referendum.

In recent years, Madison School District referendums have passed with relative ease. Voters approved the last four referendums by at least a 2-to-1 margin.

The district has also found “broad support” (dive into the details) for both referendums proposed for the presidential election ballot, and an external poll of likely voters in November suggests the majority of voters in the district would support the referendums.

Drafts of both budgets will be released in April. The School Board will then take a preliminary vote on the spending plans in June before a final vote in the fall.

‘This work is so crucial’: Madison School District staff lead conversations about Black Lives Matter At School Week

Every Madison Metropolitan School District site had staff participating in the Black Lives Matter At School Week of Action this year.

The national movement to hold a week of support for black students ran Feb. 3-7 this year, culminating Thursday night in Madison with a sold-out staff showing of the movie “Just Mercy” and a post-show discussion.

Participating staff led lessons about the 13 Black Lives Matter Global Network principles, intersectionality and black contributions to history: restorative justice, empathy, loving engagement, diversity, globalism, queer affirming, trans affirming, collective value, intergenerational, black families, black villages, unapologetically black and black women.

Madison Teachers Inc. staff member Kerry Motoviloff, who helps leads the union’s social justice and racial equity work, said teachers customized the lessons for students in the age group they teach through an elementary and secondary curriculum provided through the national movement. She saw elementary teachers using things like picture books or having students illustrate how they knew black lives mattered, while older students had a chance to offer more feedback about how the school system was doing.

At Memorial High School, for example, the county’s Black Student Unions gathered Tuesdayin the auditorium to hear from a motivational speaker who told his “prison to Ph.D.” story and answered questions about how the students could continue activism.

“This year we’re seeing much more support for and engagement with our Black Student Unions, that’s very helpful,” Motoviloff said.

From the Cap Times (Madison) editorial board, a rant on education — just not about students

More than 43,000 families in Wisconsin’s school choice programs likely will be surprised to learn that they constitute a “threat” to the state.

The editorial board of the Capital Times offered up that opinion in a recent attack on programs that serve these low-income and working-class families. The impetus for the editorial — what can charitably be described as a rant — was a school choice rally in the Capitol attended by more than 800 students and parents. It was also the first time a sitting United States vice president or president had been inside our state’s Capitol building.

In the 767-word editorial, the word “student” appeared but once. “Parent” and “family” were not mentioned at all. Milwaukee school board politics was heavily covered, however.

The editorial lauded Gov. Tony Evers for being “right” in opposing the state’s school choice programs. We can safely assume, therefore, that the editorial board will not object to assessing those programs based on criteria established by the governor during his tenure as Superintendent of Public Instruction.

Wisconsin’s three principal choice programs involve families in Milwaukee, Racine and the rest of state.

Let’s start with the Milwaukee Parental Choice Program (MPCP) where roughly 30,000 of the 43,000 students are enrolled. The DPI/Evers report cards rank schools using five categories, with the highest being “significantly exceeds expectations” or five stars. In the most recent ratings, this highest rank was awarded to 21 Milwaukee schools with a student population of color of at least 80%. Of those 21 schools, 14 are in the MPCP, five are autonomous charter schools and two are in Milwaukee Public Schools.

Principal Commentary from Madison’s Jefferson Middle School

After a rocky first semester for Madison’s Jefferson Middle School, its interim principal assured parents Thursday she’ll work to address their concerns about safety.

“Here’s what I’m going to promise you, I am always going to be available to you,” said Mary Kelley. “I’m always going to be visible. I’m in the classrooms, I’m in the hallways.”

About three dozen parents showed up to a meeting about the school’s climate and culture, where Kelley outlined what the school would be focusing on and changing during the second semester.

Kelley, a retired Madison principal who most recently spent seven years at East High School, was named the interim head of the West Side middle school last month after the former principal, Tequila Kurth, told the district she was taking an extended leave of absence.

In December, two 13-year-old boys from Jefferson were arrested, one for shooting a BB gun out of a bus window and the other for bringing the BB gun inside the school the next day.

Two girls, ages 13 and 14, were struck by BBs as they were getting off the bus.

Last month, a Jefferson student suffered a concussion and was taken to a hospital after being punched by a classmate he said had been bullying him.

Nine Area School Buildings Earn Commendable Or Better Rating On 2019 ESSA Report Card (a missing topic around Madison)

Last week, the Iowa Department of Education released the 2019 school ratings with nine of our area school buildings earning a “commendable” or better score. Each public school receives a score out of 100 based on standards laid out in the Every Student Succeeds Act (ESSA). South Central Calhoun High School was the only building in the region to earn a “high performing” classification, scoring 62.57. Audubon Middle and High School, Carroll Middle School, Coon-Rapids-Bayard Elementary, Ar-We-Va Junior and Senior High School, Greene County Middle School, Paton-Churdan Junior and Senior High School and the East Sac County Middle and High Schools all rated as commendable, scoring between 54.91 and 60.60. Only one school, Audubon Elementary, was identified as a priority under ESSA, meaning they will need to develop an improvement plan to address targeted issues. Commentary on a 2020 Madison School Board Candidate appearance

Three candidates for an open Madison School Board seat aligned on several issues facing the school district while offering their own solutions to other topics during a forum Tuesday.

The trio seeking the board’s Seat 6 — Karen Ball, Christina Gomez Schmidt and Maia Pearson — spoke of rebuilding trust between the community and the Madison School District, identified areas they would cut in a funding shortage, and made their pitches before the Feb. 18 primary.

Ball, director of academic success at Edgewood College, said she wants to ensure an effective transition for the new superintendent and prepare the community for two potential referendums this fall.

Gomez Schmidt, director of enrichment for Galin Education, a college preparation and admissions assistance company, said her focuses include increasing transparency and ensuring schools are safe for students and teachers.

Pearson, a revenue agent for the state Department of Revenue, said some of her priorities would be finding ways to expand 4-year-old kindergarten to full-day and strengthening partnerships with businesses.

The top two vote-getters in the February primary will compete in the April 7 election for Seat 6, which is being vacated by incumbent Kate Toews. The term is three years.

Candidates were asked what they would do to fix a lack of transparency from the district some people perceive and how they would go about rebuilding the community’s trust.

Gomez Schmidt talked about making sure the board has enough time and information to analyze important decisions so it is not rushed. She also said information about new proposals should be given to the public in a more timely manner.

Pearson cited the recent community forums with the superintendent finalists as good examples of the board being transparent.

She also said groups like the district’s Black Excellence Coalition, which is largely made up of community members, are good outlets for people to share their thoughts.

New Madison Schools superintendent’s $250K+ contract up for vote Monday

The contract runs from June 1 to May 31 of the following year.

The agreement would allow Gutiérrez 25 vacation days each year, 10 holidays off and up to 13 personal illness days. It will provide up to $8,500 for moving expenses as Gutiérrez and his family move from Seguin, Texas, and cover “reasonable temporary living expenses” up to Nov. 1, 2020.

Gutiérrez was announced last Friday as the School Board’s choice among its three finalists for the open superintendent position, currently filled by interim Jane Belmore.

As suspensions rise, Madison School Board unhappy with racial disparities

In the first semester of this school year, 1,524 out-of-school suspensions were issued. That’s up from 910 in the fall of 2015 — a 67% increase — and the number of fall semester suspensions has steadily increased during the past five years.

“If we say this is about how black kids behave, I think that that’s a problem,” Muldrow said. “If we say this is about how we interact with black and African American students, then I think we’re having a more accurate conversation.”

Board President Gloria Reyes said the conversation around school discipline needs to be centered on race but added that the good work teachers are doing to support the district’s anti-racism efforts also should be recognized.

Madison East teacher pleads not guilty to attempted child porn creation charges

A Madison East High School business and marketing teacher, accused of trying to create child pornography with hidden cameras of unwitting members of the school’s business club, appeared before a packed courtroom in the federal courthouse Thursday, as many of those attending watched in tears.

David M. Kruchten, 37, of Cottage Grove, who was indicted by a federal grand jury on Wednesday and arrested at his home Thursday morning, didn’t look back at the gallery as marshals brought him into court wearing a green T-shirt, dark gray athletic pants and leg irons to face seven counts of attempting to produce child pornography.

The din of cries and sobs was constant in the small courtroom as dozens of current and recent East students listened while U.S. Magistrate Judge Peter Oppeneer ordered Kruchten to remain jailed until at least next Wednesday. Another hearing will be held to decide whether Kruchten can be released until he faces a trial on the charges.

The gallery was filled almost entirely with young women suspecting they may be victims of Kruchten, along with their parents and supporters, according to attendees who declined to be identified.

Through his lawyer, federal defender Joseph Bugni, Kruchten pleaded not guilty to the charges.

Students and parents, some who appeared shaken, left the courthouse without speaking to gathered media after Thursday’s hearing.

Steven Elbow and Scott Girard:

The incident during the two-day trip with 15 students on Dec. 6 to Dec. 8 has roiled the school’s popular business-oriented DECA program, and school district officials have offered counseling and other services to the alleged victims. 

Kruchten was placed on administrative leave after the trip, during which multiple students who were staying at the Hyatt Regency in downtown Minneapolis discovered hidden video recording devices. As of Thursday, he remained employed with the district and on administrative leave.

The charges apparently relate to incidents other than the Minneapolis trip.

A grand jury indictment unsealed by the U.S. Western District Court after his arrest charges Kruchten with seven counts of attempting to produce child pornography. The charges involve seven different victims. Each count carries a penalty of between 15 and 30 years in prison.

Each count charges him with using hidden recording devices.

A crusader has stuck his out out of the foxhole to take on the political correctness that is destroying Madison’s public schools. We introduced him to you Blaska Policy Werkers two weeks ago. He is Peter Anderson, an environmental activist.

Madison 2020 Referendum Climate: Taxpayers decide some states aren’t worth it

Solutions, a real-estate data firm. But many residents in New York, New Jersey, Connecticut and California had been deducting well over

School Board chooses Matthew Gutiérrez as next Madison superintendent

Gutiérrez said in the release he was “honored and humbled to be selected,” touting community engagement and support to teachers, students and families as “top priorities.”

“During my visit to Madison, I was extremely impressed with the high level of community involvement and how community members hold education as a top priority,” he said. “I realize that with this role comes a tremendous responsibility, and I will work hard to ensure that we keep our strategic framework goals and our students at the center of what we do.

Logan Wroge:

In an interview Friday, Gutierrez, 39, said he was grateful to even be considered for the job and is excited to move to Madison.

While visiting Wisconsin last week, Gutierrez said he “would be the strongest advocate for every single learner.” He said there’s still work to do in the district, but believes “all the right structures are in place.”

Throughout the summer, Gutierrez said he plans on conducting a “listening tour” to better understand the community and the district. He said he is already looking at dates before June 1 to come to Wisconsin and learn more about Madison.

As part of the listening tour, Gutierrez wants to hear from teachers about what programs and initiatives the district should focus on to prevent teachers from feeling overburdened.

“So many of the decisions that we make in central office directly impact teachers,” he said. “Sometimes we forget because we’ve been out of the classroom for 10 years, 20 years, 30 years, that we continue to pile things onto teachers.”

Gutierrez said his base salary will be $250,000, slightly higher than Cheatham’s annual salary of $246,374. He has been superintendent of the Seguin Independent School District, which is outside of San Antonio, Texas, since 2017.

Why Black People in Madison Wisconsin are Impatient, and Should Be.

With regard to K-12 education, Madison has known about the widespread underperformance of Black children in our city’s public schools for more than 50 years, and the situation has gotten worse. Instead of creating important and transformationl systemic changes, we act like “programs” alone will solve our problems, when we know full well that they will not.

I hope after reading (or scanning) this list, that you join me in becoming extraordinarily and absolutely impatient in your desire to address these challenges, and engage in less talk and more action and investment so we can do a far better job or preparing future generations to climb out the potholes that previous generations, and ours, have created for them.

We have been dealing with these disparities for far too long. In K-12 education in Madison, despite modest investments in efforts to improve things, we have seen little progress. It’s not that we haven’t done anything. You will see below that work has been done and investments have been made. However, we have never really focused on creating and manifesting broad systemic and comprehensive change in the institutions that could help us move forward, such as our public schools. Going forward, we must do more and do better. We cannot afford to lose another generation to our ignorance, soft approaches or inaction.

Please read below and see for yourself just how long we’ve been spinning in circles. This is why Black people in Madison are impatient, and we should be.

But the data don’t paint an entirely rosy picture for Madison. In a pattern researchers have mapped across the country, local black and Hispanic children are disproportionately concentrated in “very low opportunity” neighborhoods, and white children have significant advantages.

Michael Johnson, president and CEO of the Boys & Girls Club of Dane County, urged area residents to take a hard look at how the city is serving all children, not just those in affluent neighborhoods.

“We should be careful not to over-celebrate when there are too many young people still hurting from the challenges we face in our region,” he said. “On one hand, it’s a great win for the city to get a score like that, but it’s not reflective of how African American families are actually living — especially kids.”

The study adds to a growing body of research demonstrating that the places where children grow up influence their long-term health, education and career outcomes. Most famously, economist Raj Chetty’s Opportunity Insights project has shown how a child’s future is shaped by the ZIP code he or she lives in.

Mission vs organization: leadership of the taxpayer supported ($500m+ annually) Madison School District

Only 8.9% of Madison’s African American high school students are proficient in English, according to 2019 ACT scores. One of every five African American students never graduate. In math, 65% of black students test below basic proficiency, according to the Wisconsin Department of Public Instruction. Not to worry, the district now prohibits teachers from telling parents if their child wants to change genders.

Cheatham’s behavior education plan, Anderson wrote, “led students to conclude that there are no longer any consequences for bad behavior.”

The parents and teachers at Jefferson Middle School know that all too well. They are wondering how a 13-year-old boy who shot another student with a BB gun in December remained in school after two dozen previous incidents, including threatening to “kill everyone in the school.” The district is hunting down the whistleblower who leaked the student’s chronic misbehavior record.

School gag rules hide much of the chaos in the classroom, but no schoolhouse door can contain the disrespect for authority — as when 15 to 20 young teenagers busted up Lakeview Library last March, taunting: “We don’t have to listen to the police.” In December alone, 56 cars were stolen in Madison. Police arrested 15 kids (all but two younger than 17), along with three adults.

The district’s brain-dead, zero-tolerance for the N-word — no matter the educational context — resulted in the summary dismissal of a beloved black security guard and of a Hispanic teacher. The district still hasn’t done right by a dedicated positive behavior coach at Whitehorse Middle School, who school officials threw under the bus even before the district attorney cleared him of all wrong-doing. (The man is white.)

Parents are voting with their feet. MMSD enrollment is expected to decline — even though more people are moving here than any other city in the state. Meanwhile, Sun Prairie is building a second high school. Between the state open enrollment program and private schools, just over 13% of Madison’s children are opting out. Good luck convincing their parents to vote for Madison’s $350 million spending referendums next fall.

“Progressive Cities have higher graduation gaps between students of color and white students than conservative cities”

Why are Madison middle school principals leaving?

Wanted: More Milton McPikes, fewer guilt mongers 

Obsessed with identity politics, Madison school board member Ali Muldrow posts on social media an article headlined:  “The discomfort of white adults should never take priority over the success of our black and brown students.”

“I didn’t come here to teach those kinds of kids.”

As harmful as that kind of statement is, very few teachers are brazen enough to express their racist thoughts out loud. If teachers express bias at all, particularly White teachers, they do so silently or even unconsciously — implicitly.

Are they also victims of MMSD identity politics?

The clear implication is that school board member Muldrow is, once again, accusing Madison educators of racism most foul.

Hire more educators of color? Fine with us. Go For It!

But if race is so important, why have so many principals of our middle schools failed? Tequila Kurth stepped aside this week as principal of often-violent Jefferson middle school to take “an extended leave of absence.” That makes nine schools at MMSD’s 12 middle schools to experience a change of leadership in the last 3½ years, according to  Chris Rickert in the WI State Journal.

Rickert also named Kenya Walker, who quit as principal of Black Hawk Middle School in April 2017 amid suspicions of financial mismanagement, and Sherman Middle School Principal Kristin Foreman the next year after a teacher alleged in a blog post that the school was “in crisis.” Those were the only principals Rickert named.

We reached out to Ms. Muldrow to ask why the leadership turnover at Madison’s middle schools? If these principals are incompetent, why were they appointed? If color is so critical, why did they fail?

Madison’s long term, disastrous reading results: middle school governance edition



Chris Rickert:

In at least two cases, principals left under a cloud.

In 2017, district officials decided not to pursue legal action against former Black Hawk Middle School Principal Kenya Walker, who abandoned her position and oversaw more than $10,000 in spending on the school’s credit card that could not be accounted for. In 2018, Sherman Middle School Principal Kristin Foreman decided to leave after a teacher alleged in a blog post that the school was “in crisis” due to deteriorating student behavior and disrespect for staff.

Tense hallways

Former Jefferson math teacher Mauricio Escobedo said Kurth had “lost control of the school” and described an environment there in which he felt threatened and had “all kinds of racial epithets and insults hurled at me” by students.

According to confidential student records obtained by WISC-TV (Ch. 3), the student in the Dec. 3 incident had been involved in 25 disciplinary incidents this school year prior to his suspension in the BB gun case.

Escobedo was fired on Dec. 20, he said, after pointing out to school leaders that the student who fired the BB gun had previously threatened to “shoot up the school.” Officially, he was let go for failing to earn a state teaching license, he said.

Kurth did not respond to email and Facebook messages seeking comment. Escobedo is one of five teachers who have left Jefferson during the current school year.

While declining to comment on specific employees, district spokesman Tim LeMonds said one of the teachers left for personal family reasons, two for another job in the district, one for “dissatisfaction” with her job and one for not meeting state licensing requirements.

Escobedo, who said he has more than 20 years of teaching experience, said he was properly licensed. But Department of Public Instruction spokesman Benson Gardner said that unless Escobedo “has used another name, he has never held a license to work in a school in Wisconsin.”

Just Wednesday afternoon (01-15-2020) a Jefferson middle school student hospitalized with a concussion after being punched by a classmate. The victim told police he had been bullied for some time by the boy who hit him.

A school staff member said the victim fell to the floor after the initial blow, and was then punched a couple of more times. The employee said the suspect was screaming and knocking over chairs.

Mauricio Escobedo told Blaska’s Policy Werkes:

“I was fired and ushered out the back door because I would not allow Tequila Kurth to cover up her dangerous lack of sound disciplinary policies. On Wednesday, yet another child was nearly killed at Jefferson. YOU helped to divulge the fact [earlier this week] that the Jefferson Administration was no longer in control of the school to a wider audience than I could ever reach.  For that, I thank you.

And now that Tequila Kurth is gone, the job is remains unfinished. …

The idea that race should be considered before meting out disciplinary consequences (or disciplinary data) is inimical to the foundational principle that Justice is blind.  This aberration of America’s justice System must be changed inside of the MMSD from which it was removed by verbal artifice and deception.”

Because of the leadership change, the parent/citizen meeting is rescheduled for 6 p.m. February 6 at the school.

No safe space for reformers at Madison’s Jefferson middle school? “One can create the greatest safe space on earth here in Madison but when they go out in the world you are killing these children, they won’t be able to function out in the world which lacks such safe spaces.”

Parents are mobilizing for a showdown at Madison’s Jefferson middle school, which they describe as ruled by virtue-signaling administrators and out-of-control students.

The flash point was on December 3 when a 13-year-old boy shot a girl with a BB gun outside from a bus window. The student had remained in school despite a history of transgressions, include threatening to shoot up the school “and kill everyone” three months earlier.

* Former teacher Mauricio Escobedo told Blaska Policy Werkes that students at Jefferson, located on the same campus as James Madison Memorial high school on Madison’s far west side, must be bribed with candy and potato chips to follow instructions because there are no penalties for disobedience.

School district spokesman Tim LeMonds seemed to acknowledge problems at Jefferson. He told the Werkes: “We’ve been reviewing the culture and climate of that school for a few months now and we are working with the leadership at that school.”

I raised my hand and said, ‘Well, I don’t agree. I don’t have skin in the game. I’m not white.’ The educational philosophy of the school district is focused on feelings of safety not on discipline.”

Escobedo feels that school administration blamed him for leaking the disciplinary file of the December 3 shooter to Channel 3000, which he denies. “Instead of focusing on safety policies, school principal Tequila Kurth wrote memos that threatened the school employee/s who divulged this public information.” Kurth is in her second school year as principal at Jefferson.

LeMonds, public information officer for the school district, told Blaska Policy Works no one has been accused of leaking the information. “That was federally protected information, so the district has been actively investigating the release of that record. We haven’t even narrowed it down to a point where we can interview folks.”

Escobedo said: “I come from business and if you’re black or white, I don’t care what race, if you’re hired at McDonald’s and you burn the food, they’re going to fire you because you are not getting the job done. But here in this school, here in Madison WI and in the United States, schools are saying ‘alright students you are failing but we’re going to protect you from failure. We’re not going give you an F but draw you a happy face for effort.’”

2020 Madison Tax & Spending Increase Referendum Planning: School Board Rhetoric

During a board retreat Saturday to discuss strategies for both a capital and an operating referendum in April, board members generally agreed they wanted to vote in March — before board member Kate Toews’ term is over and a new board member takes her place.

Toews is not running for re-election to Seat 6 in April, and some board members said it could be a complex topic for a new board member to walk into. Board president Gloria Reyes also said she wants the outreach and communication process to begin as soon as possible.

“I do strongly believe that if we’re going to start a process and strategy we should all have voted,” Reyes said.

Public input on the projects, presented Monday night during an Operations Work Group meeting, shows overall support for both, though there are some concerns about how the operating funds would be used.

Board members and district staff have been working with a plan for a $315 million capital referendum to renovate the four high schools, build a new school in the Rimrock Road neighborhood and relocate the alternative Capital High School to the Hoyt building. The same ballot could ask voters for up to $36 million in operating funds over four years. That would allow the district to exceed state revenue caps by $8 million in 2020-21 and 2021-22 and $10 million in 2022-23 and 2023-24, though some board members asked to go lower than that at least for the first school year.

That complicates this summer’s budget process, as the board will have to approve two budgets — one for if the operating referendum passes and one in case it fails — but it also presents an opportunity for the board to show voters its priorities and the cost to the district if it fails, board members said.

2020 Madison Superintendent Pageant: Eric Thomas stresses success for ‘all students’ in Madison School District is key

“My background is very much anchored on supporting all students,” Thomas said. “That’s sort of why I wake up every morning. The notion that all students are able to achieve at a high level, I truly not only believe it, but I’ve seen it, I’ve experienced it. I know it’s possible.”

He will be the third and final candidate for the Madison Metropolitan School District superintendent position to visit for his Day in the District. Thomas will be here Thursday to meet community members, interview with the School Board and hold a public session from 6-7:30 p.m. at La Follette High School, 702 Pflaum Road.

Various news reports have listed him as a finalist for multiple superintendent positions in recent years, as well as being among 51 applicants for the superintendent position in Hillsborough County Schools in Tampa, Florida. An Atlanta Journal Constitution article says there has been “long running tension between (Thomas’) office and that of state school Superintendent Richard Woods, who has always wanted control” over the turnaround program Thomas leads.

Thomas began his career as a high school social studies teacher in Cincinnati in 1994, and after four years moved into a district coordinator position for a program supporting “overaged” eighth graders (those older than their peers) until 2002. He then moved to the nearby Middletown City School District to be an administrator at an alternative high school.

2020 Madison Superintendent Pageant: Marguerite Vanden Wyngaard

She also highlighted the importance of having teachers know the cognitive process of how children learn to read to improve literacy outcomes.

When asked about school-based police officers, a divisive topic in the Madison School District, Vanden Wyngaard said she doesn’t have a problem with police being in schools but thinks they should only be involved if a felony-level crime is suspected.

She also spoke to giving teachers the ability to “fail forward” when they make mistakes, allowing them to learn and adjust.

To increase the number of teachers of color, Vanden Wyngaard said the district can try to recruit directly from historically black colleges, expand a district program that encourages minority students to become teachers and change the culture of the district to be more welcoming for teachers of color.

Are we able to be laser focused on a number of a initiatives?” Gutiérrez said. “When you really do the research, the most highly successful systems have just three or four initiatives that they’re focused on, and you can do them really well.”

He also brings recent experience with one of the likely immediate roles he would take on, having seen Seguin voters approve a bond referendum last spring. He said he learned the importance of “proactive” communication throughout a referendum process, especially given the “conservative community” that had “a large amount of distrust in the school district” a few years before the successful referendum.

“To be able to have a referendum pass with those challenges I believe is pretty huge and something I’m very proud of,” he said. “When you can really take a proactive approach to community, a transparent approach to communication, really put yourself out there to meet with people, meet with different groups, you can certainly accomplish that goal.”

Civics: disinformation, “surveys” and Madison’s proposed 2020 tax and spending increase referendum

In October 2019, select U.S. officials offered closed-door congressional testimony regarding their knowledge of events surrounding Russian interference in the 2016 presidential election. Dr. Fiona Hill, a former adviser on President Donald Trump’s National Security Council, testified it was very likely Russian disinformation influenced the documents used to acquire a surveillance warrant on members of then-candidate Trump’s campaign. A January 2018 Wall Street Journal editorial by the Central Intelligence Agency’s former Moscow station chief, Daniel Hoffman, appears to support her assessment.

If even partially true, this is a significant development. It would force the national security enterprise to amend its understanding of disinformation’s potential to shape the national consciousness—a conversation that until recently has been defined by references to social media bots and Internet trolls.

Reporting on disinformation generally focuses on either violent extremists or hostile states deploying carefully crafted lies to influence portions of the civilian population by distorting their perception of the truth. But this was not always the case. In fact, this emphasis on public opinion is a rather nascent phenomenon. How did we get to this point, why is disinformation so prevalent, and what should the world expect from it going forward? The following analysis explores these increasingly important questions, and concludes that the skyrocketing volume, reach, and subtlety of disinformation from both states and non-state actors will make it harder to combat at the policy level in the future.

She noted successes while she was in Albany, mentioning the graduation rate, increased attendance rate and lower disproportionality in its special education programming among them, and said maintaining the programs that helped lead to those was part of the resignation decision.

“I work from a philosophy of students first, and I always will ask the question, regardless of what the subject is, what impact will this have on student success?” she said. “When those philosophical differences started to emerge, I knew that in order for all of those programs to stay in place, in order for all of that work to be continued and in order for me to make sure my students were still successful, I had to not continue.”

‘I truly love the work’

She said her three years and four months in the Albany job showed her how much she enjoyed a position with “the ability to try and influence people, to try to help people, to gather the resources to build the networks.”

“I truly love the work,” she said. “Social justice is my passion and my calling and how I live my life. That role provided me the opportunity to do that work. For me, it showed me who I was and it showed me what impact I could have on the community at large.”

She said, while acknowledging she hopes to hear more during her visit here, that her initial impression is Madison needs to tackle trust and transparency, communication, parental involvement opportunities and “obviously equity.”

“Equity for me means that the students and the staff have what they need in order for them to be successful,” she said.

Madison School District superintendent finalists visit this week

The three finalists to be the next leader of the Madison Metropolitan School District will visit the city this week.

Their “Day in the District” will begin at 8 a.m. with meetings with community and staff groups until 11, followed by lunch with students until noon. The afternoon will include school visits, meetings with the School Board and community leaders and end with a public forum from 6-7:30 p.m.

Marguerite Vanden Wyngaard will visit Tuesday, Jan. 14, Matthew Gutiérrez will visit Wednesday, Jan. 15, and Eric Thomas will visit Thursday, Jan. 16. Both Vanden Wyngaard and Gutiérrez’s forums will be at East High School, while Thomas’ will be at La Follette High School.

Madison School Board would make decision on staff ‘racial incident’ discipline under proposals

On Jan. 11, the Madison School Board began evaluating new responses to staff racial incidents that would have the board make discipline decisions.

The conversation came at the end of a week in which the district’s communication on staff use of racial slurs received criticism from an independent hearing officer, who advised the district to overturn a disciplinary suspension given to a Nuestro Mundo social worker last year following her use of the N-word in a staff meeting.

The “zero tolerance” practice the district began using during the 2018-19 school year. Seven staff members were disciplined. The practice came under international scrutiny last fall when West High School security assistant Marlon Anderson was fired for using the N-word while telling a student not to call him that.

Ideas discussed Saturday included the School Board making decisions on any discipline related to a racial incident, focusing on a restorative process rather than a punitive one.

Why does a highly-educated university town (Madison) need a charter school?



Greg Richmond:

Richmond: Madison is a university town. It is highly educated and pretty solidly middle class. Why does it need One City?

Caire: Madison has been harboring an achievement gap, that they knew about, since they first learned about it in 1965. Back then, there was a 27-point difference between black and white students in reading. That was in a Master’s thesis written by a woman named Cora Bagley, whose work was cited in a report called, “The Negro in Madison.” It was reported on again in 1965 by Dr. Naomi Lede who was responsible for the National Urban League’s assessment of whether or not a chapter of the Urban League should be established in Madison.

But there wasn’t a push to do anything about it until more reports came out in the 1970s that said, not only do we have an achievement gap, we also had a large gap in high school completion rates where only 44% of African-American students graduated with their senior class.

Madison had a surge of African-Americans that came to the university in the 1970s and many were activists. These students began living and teaching in the community and they took on social and economic disparities along with the NAACP and the Urban League. But the activism would die down because the school district would throw some money at it and, out of graciousness, people would wait and see. And then 5 years later it would come up again, and again, and again.

In 1991 or 1992, there was a report by the Wisconsin Policy Research Institute titled, “Dual Education in the Madison Metropolitan School District” that said there were two school districts, one serving black students and one serving everybody else.

About 5 years before that, I myself was part of a data set that showed disparities. I graduated from high school in 1989 and was a sophomore in 1987 when the Urban League looked at sophomores’ course taking patterns.

This is sad news to the “higher taxes” crowd. But take heart, our acquaintances. Like most folks in Orchard Ridge, the Stately Manor’s property tax bill for this year (2020) increased 9.0% thanks to a 12% increase in school taxes, which account for nearly half the total local tax bill.

In what the Policy Forum calls “raw dollars” Madison’s $22.1 million property tax hike was the largest in the state and twice that of the much larger Milwaukee’s $11.6 million. (As percentage, Madison asked 7.2% and Milwaukee 4.6% more from their taxpayers.)

Of course, our … acquaintances could always move to Democrat-controlled Illinois. They need the headcount. No state lost more population in the last decade. The independent think tank called Illinois Policy reports:

Taxpayer supported Dane County Board joins the Madison School Board in ignoring open meeting laws

Groups of Dane County Board members have since 2014 been meeting privately and without any public notice to discuss government business — a practice that echoes private caucus meetings the liberal-dominated board has conducted in years past.

Meetings between the board’s leadership and leaders of some of its key committees, first reported by a local blogger, raise questions about whether the board is violating the spirit, if not the letter, of the state open meetings law, as well as why county leaders feel the meetings need to be secret at a time when the board has been making a concerted effort to interest the public in its work.

Madison School Board races starting to emerge as filing deadline approaches

For the past seven months, Strong has been a program associate with the National Council on Crime and Delinquency. Strong said in an interview Thursday he considers school safety and racial disparities in discipline and achievement to be the top issues facing MMSD.

“We have to make sure that our schools are safe and that they’re safe learning environments for our kids to learn and for our teachers to teach in,” Strong said. He stressed the importance of “tackling the achievement gap and just making sure that all of our students are given the best possible opportunity to get the quality education they deserve.”

He said he dislikes having to choose a seat to run for in Madison’s at-large system, but determined Seat 7 was the “most comfortable” for him at this time. As someone who had children go through Madison schools and will have grandchildren in them in the future, Strong said he thinks he can provide leadership on the board and that he has a “passion for education.”

Vander Meulen said Thursday she was “glad to have a challenger” so that voters can make a choice based on what they value. She said the board’s three jobs are to make a budget, listen to constituents and write policies — and that they need to do more on the last of those.

“We really at a basic level need to figure how to make sure students are gaining the literacy skills that they need to be successful students,” she said.

Pearson wants to make sure students are able to gain academic and social-emotional skills, support teachers in anti-racist work, and increase school and community collaboration. She said school safety is the biggest challenge the district is facing.

Maia Pearson becomes first newcomer to announce 2020 Madison School Board campaign

The Madison School Board seat left open by incumbent Kate Toews choosing not to run for re-election has a candidate.

Maia Pearson, a Madison native who has three children in Madison schools, will run for Seat 6. She filed her declaration of candidacy and campaign registration statement with the city clerk Monday and announced her campaign with state Rep. Shelia Stubbs, who is also a Dane County Board supervisor.

Pearson said at her announcement that she “really, truly cares about our children,” according to a video shared on Facebook by School Board member Ananda Mirilli.

“Me running is not just a personal endeavor, but moreso because I really want to make sure the children of Madison have everything necessary to succeed,” Pearson said. “I am a firm believer that every child is special, every child can succeed, all they need is everyone to come with them to make sure that they grow.”

Pearson was one of 29 applicants for Seat 2 earlier this year when Mary Burke resigned.

The board appointed Savion Castro to that seat. He is running for re-election to the seat and is currently unopposed. Incumbent Nicki Vander Meulen is also running for re-election to Seat 7, and is also unopposed.

In her application to the board in July, Pearson wrote that the district “faces critical issues in safeguarding our children, especially children of color, the invalidation of parents of color, and the ineffective training of the adults working directly and indirectly with students”

“There must be improved teacher training to ensure that teachers meet the needs of a multicultural student body and work effectively with parents of diverse cultures and races,” she wrote. “These and other proactive approaches are crucial to ensuring that students of color and different backgrounds feel safe and secure at Madison schools and that parents of color are validated and their concerns for their children’s safety heard, respected, and acted upon. It goes without question, after all, that feeling safe at school is a prerequisite to performing well and that we want all of our students to achieve to the full extent of their abilities.”

Stubbs offered her endorsement during Monday’s announcement.

“Maia is a young lady who is going to be a change leader,” Stubbs said.

The finalists are:

Matthew Gutierrez, the superintendent of the Seguin Independent School District in Seguin, Texas. He is a former interim and deputy superintendent in the Little Elm Independent School District and received his Ph.D. in educational leadership from Texas Tech, according to the district’s announcement.

Marguerite Vanden Wyngaard, an assistant professor of educational leadership at the College of St. Rose in Albany, New York. She previously was the superintendent in the City School District of Albany and earned a Ph.D. in curriculum and instruction from Kent State University.

George Eric Thomas, deputy superintendent and chief turnaround officer for the Georgia State Board of Education. He previously was an administrator with the University of Virginia and in Cincinnati Public Schools, earning his Ph.D. in educational leadership from Concordia University.

“During this process, the Board was very fortunate to have an incredibly diverse and impressive pool of candidates participate, making this a very difficult decision,” School Board president Gloria Reyes said in a news release. “With a focus on how candidates aligned with the Leadership Profile, the Board was able to select three phenomenal finalists, all with deep roots in education and instruction, and today we are excited to introduce them to our community.”

The candidates will each visit Madison next month for a tour of the district and finish their day here with a public meeting from 6-7:30 p.m. The board is expected to make a hire in February, with the new leader starting on or before July 1.

A survey designed by consultant BWP and Associates this fall helped develop a “leadership profile” desired in the next superintendent based on community responses.

Top qualities reflected in the survey included someone who has experience with diverse populations, understands MMSD’s commitment to high levels of academic achievement for all students and is a visionary team builder. Respondents also indicated personal qualities like confidence, dedication, sincerity, honesty, organization and a background as an educator were important.

The district had hoped to announce the finalists on Monday of this week, but delayed the announcement at the last minute. MMSD spokesman Tim LeMonds wrote in an email Monday it was to give more time for reviewing candidates, though he clarified there would not be a board meeting.

“Due to MMSD being fortunate enough to have an extremely strong pool of highly qualified candidates, the MMSD board faces a very difficult decision on what candidates to move forward to the next stage in the process,” LeMonds wrote. “As a result, the board decided it was in their best interest to add additional time for candidate review, and has set a new decision deadline for this Thursday, after the holiday break.”

To help in the search process, the School Board hired an Illinois-based consultant. BWP and Associates conducted a community engagement and feedback process this fall, advertised the position, screened candidates and recommended semifinalists for the job.

The semifinalists were interviewed by the School Board last week during closed session meetings.

In the fall, BWP held 35 meetings with different groups and organizations, politicians, and community leaders to solicit feedback on the search. An online survey also received more than 1,400 responses.

Among the attributes sought in the next superintendent were being an excellent communicator, having a strong commitment to racial equity, and having experience as a classroom teacher, according to a report from BWP based on the feedback.

In all, 31 people applied for the superintendent position. During the last hiring process, 65 candidates were screened before the board chose Cheatham in 2013.

The Policy Forum report found just eight of the state’s 421 school districts account for more than a third of the $224 million increase in levies this year. Five of those districts with the largest dollar increases in taxes are the Madison, Sun Prairie, Middleton-Cross Plains, DeForest and Verona school districts.

Wisconsin policy Forum:

In raw dollars, Madison ($22.1 million) and Milwaukee ($11.6 million) had the biggest increases of any district, which translated into increases of 7.2% and 4.6% respectively. The Legislative Fiscal Bureau reports general state aid to Milwaukee Public Schools is going down by 1.9% and the district’s budget shows a little less than half of the overall property tax increase is going to recreation and community programs and facilities and not to core district operations. In Madison, general school aids are falling by 15% and voters cast ballots to exceed revenue limits in 2016.

Since 1993-94, the state has limited the per pupil revenue that school districts can receive from property taxes and state general aid. Districts cannot exceed the caps without a successful referendum, but if a district’s general aid falls, the school board can increase property taxes to offset the loss.

The November meeting did draw some reading experts — including UW-Madison cognitive neuroscientist Mark Seidenberg and Madison reading advocate Laurie Frost – who have been publicly critical of the district’s teaching approach to reading. When they spoke, Morateck emphasized that the meeting was meant for parents, not the community at large, although she did not ask anyone to leave.

“The point of this was to bring in the community and to hear what the community wants to hear,” Morateck said. “And when I say community, I mean parents.”

But Klein complained about this distinction, saying she was glad to see people who simply care about how reading is being taught in the district attend the meeting.

Frost called it a “contrived restriction” on a community meeting. “It’s time to stop playing games, and to actually pay attention to the science and to actually impact the data, to look at the data and take [it] seriously, and to put aside our adult politics about whole language, phonics, whatever, and make sure the kids are learning.”

At the meeting, Seidenberg said that what the community wants is a forum to talk about their concerns.

“I’ve been here in Madison since 2001, and have never had a discussion with anyone from the Madison Metropolitan School District about any policies related to achievement gaps, dyslexia, language differences, bilingual background, speaking a different dialect,” he said. “And so there’s a certain amount of frustration when you say, ‘We’re really interested in these criteria, and we’re really going to look at them seriously.’”

12 of those 24 have been enrolled in Madison School since Pre-K kindergarten or kindergarden. 12 students have been in Madison Schools.

They have High attendance. They have been in the same (you know) feeder school they have not had high mobility. There is no excuse for 12 of my students to be reading at the first second or third grade level and that’s where they’re at and I’m angry and I’m not the only one that’s angry.

The teachers are angry because we are being held accountable for things that we didn’t do at the high school level. Of those 24 students, 21 of them have been enrolled in Madison for four or more years.

Of those 24 students one is Caucasian the rest of them identify as some other ethnic group.

I am tired of the district playing what I called whack-a-mole, (in) another words a problem happens at Cherokee boom we bop it down and we we fix it temporarily and then something at Sherman or something at Toki or something at Faulk and we bop it down and its quiet for awhile but it has not been fixed on a system-wide level and that’s what has to change.

Between now and the 2024-25 school year, the district will lose another 1,347 students, according to district projections. Since the 2011-12 school year when MMSD added 4-year-old kindergarten, the district has always had at least 26,000 students. Projections show it will drop below that in 2024-25 for the first time since.

Projections from Vandewalle and Associates show enrollment stability in the “long term,” the report adds.

The district’s projections are based on what the report calls a “sharp decrease” in the birth rates in the cities of Fitchburg and Madison in 2016 and 2017, the last two reported years. Continued drops in enrollment are significant for the district’s funding, as state aid is largely based on enrollment, measured each September on the third Friday of the school year.

The drops are projected to initially come in elementary schools, as kindergarten classes will continue a trend of being smaller than the year prior. At the high school level, East and Memorial are projected to grow in attendance by the 2024-25 school year, while West will have five students fewer than this year. La Follette is projected to lose 49 students from this year to 2024-25.

The overall enrollment decrease means that most buildings are projected to be at or below the “ideal” 90% capacity use five years from now, according to data included in the report, which is calculated using factors including class size policy, section availability and building size. The most significant exceptions are Falk Elementary School, which is projected to be at 104.4% of its capacity in five years, and West High School, projected at 98.7% — just below its current 98.9% utilization.

But by 2024-25, the total number of students is projected to drop to 25,779 students, about 1,400 fewer students, or a 5% reduction, from enrollment 11 years prior, according to the report

2020 Madison School District Referendum Climate: city tax and spending increases

It was what we thought it was. Madison is 10 to 1 opposed to the city’s $40 wheel tax, judging from the 2,000 pages [CORRECTED] of e-mails that flooded city hall from 250 individuals. Kudos to Chris Rickert of the WI State Journal for filing the open records request to get that info. Many of the supporting messages came from insiders like the public employees union.

No choice — if you wanted to embark on a multi-million dollar rapid bus transit system, that is. But alders never really debated bus rapid transit. A major policy initiative snuck in through the back door. We have to fund it before we will know it works.

Rickert’s news story concludes with this gem: Ald. Grant Foster* responds to a constituent opposed to the wheel tax this way:

“Can you imagine a future where you might need to own fewer or zero cars? What would it take to make that a reasonable option for you or your household?”

Commentary on Madison’s 2020 Superintendent Search

School Board members adopted a “leadership profile” based on that feedback earlier this month. BWP reported the input indicated the community wants a visionary team-builder with experience with diverse populations and an understanding of the district’s commitment to high levels of academic achievement for all students. An educator’s background, student-centered, dedicated, sincere and honest person were also desired, according to the BWP report.

BWP’s Debra Hill told the board Nov. 11 the district would need to make itself stand out in the “small pool” of candidates who would fit the profile, especially to find someone who has experience in a district of Madison’s size or larger.

“Lots of districts are looking for the same people,” Hill said. “The competition is much higher at this particular point.”
