Governance: Priorities and OUtcomes in Madison

Zirbel-Donisch said the plan is to have the condoms paid for by outside-partner organizations.

While most four-year University of Wisconsin System colleges offer free condoms, doing so in Wisconsin high schools remains relatively rare.

The state Department of Public Instruction estimated in 2016 that 6.9% of high schools in the state provided free condoms, based on a weighted survey of high school principals.

The decision for the pilot comes after an increase in sexually transmitted infections among youths nationwide, statewide and at West High School.

Rates of sexually transmitted infections in Wisconsin for people between ages 15 and 19 peaked in 2011 and then tapered off before rising each year between 2014 and 2017, according to data from the state Department of Health Services. Nationwide, rates of chlamydia, gonorrhea and syphilis infections among that age group also climbed during the same time frame.

According to information Public Health Madison & Dane County provided the school district, the number of instances of sexually transmitted infections at West High School increased from about 40 in 2015 to more than 90 in 2017.

The district said 60% of West High respondents to the 2018 Dane County Youth Assessment survey — which tracks middle school and high school student behaviors and risks every few years — reported having voluntary sexual intercourse at least once compared with 35% of students from all Dane County high schools.

Out of 305 sexually active West High students who responded to the survey, 21% reported never using a condom as a way to prevent a sexually transmitted infection and 28% said they sometimes use one.

Countywide, 15% of high school students who are sexually active said they never use a condom to prevent a sexually transmitted infection and 29% sometimes use one.

I’ve been there for 4 years. Previous to that I’ve been in the school district as a regular ed teacher for about 20 years. I started in the early 90s.

I have (a) question I want to ask you guys. What district-wide systems are in place as we use our map data to monitor the reading student achievement?

Student by student, not school by school but also school by school and provide support for the school the teachers and the students that need it.

And especially to help students who score in the bottom percentiles who will need an intervention which is significantly different than differentiation.

I was (a) TAG coordinator (talent and gifted coordinator) for 4 years at Hamilton and I have extensive background with the talent and gifted and differentiation training.

( and teaching of teachers). Now I’m in interventionist and they are significantly different we need interventions to serve the lowest scoring kids that we have.

Here’s my data from this year and this is why I’m here:

Of the 65 students plus or minus it kind of changes this year 24 of them are regular ed students.

Another way to say they don’t have an IEP so there is no excuse for that reading intervention in (that group).

12 of those 24 have been enrolled in Madison School since Pre-K kindergarten or kindergarden. 12 students have been in Madison Schools.

They have High attendance. They have been in the same (you know) feeder school they have not had high mobility. There is no excuse for 12 of my students to be reading at the first second or third grade level and that’s where they’re at and I’m angry and I’m not the only one that’s angry.

The teachers are angry because we are being held accountable for things that we didn’t do at the high school level. Of those 24 students, 21 of them have been enrolled in Madison for four or more years.

Of those 24 students one is Caucasian the rest of them identify as some other ethnic group.

I am tired of the district playing what I called whack-a-mole, (in) another words a problem happens at Cherokee boom we bop it down and we we fix it temporarily and then something at Sherman or something at Toki or something at Faulk and we bop it down and its quiet for awhile but it has not been fixed on a system-wide level and that’s what has to change.

Commentary on The taxpayer supported Madison School Board’s GoVernance Plans: Replacement member and SuperintendenT search

“Given that Mary will not be attending any future meetings, I do feel a sense of urgency in getting this filled,” Reyes said. “I don’t want to move forward through some of the important discussions and decisions we’ll have to make … so i think it is going to be imperative that we move through the process pretty rapidly. We can still do a really transparent process and move quickly through it.”

Under board policy, a vacant seat must be filled by appointment within 60 days of a resignation.

Public notice will be posted in the Wisconsin State Journal from July 12 to July 19. Applicants’ submissions will be publicly available on July 19 before the board votes to appoint a new member on July 22.

“I feel like this timeline is really tight,” board member Cris Carusi said, noting the quick turnaround between applications being due and a vote on the candidate three days later. “This feels way too compressed to make a good decision and I would argue for stretching it out even another week.”

Though there was no vote on the timeline, Reyes said that if the board feels it needs more time to review applications it could explore that option later in the month.

Anyone 18 years or older who resides in the Madison School District can apply to be considered by submitting a letter of interest to the district detailing what qualities they can bring to the School Board, a statement on three issues the district faces and how the prospective board member would address them.

Several elections are on the horizon for the seat over the next two years. Though Burke’s term would have lasted until 2021, whoever is appointed would have to decide by late December if they will run in the April 2020 election to finish out the last year of Burke’s term. Terms on the Madison School Board are three years, but whoever is appointed to Seat 2 must run to complete the one-year term before being able to run for a full three years.

Board member Kate Toews said it “would be very beneficial” having an applicant with experience in referendums or hiring a superintendent.

The last time the School Board appointed someone to fill a vacancy was in 1997 when Nancy Mistele resigned because she was moving out of the School District. Sixteen people applied to replace her.

David Blaska, a former Dane County Board member who lost his School Board race this year to Ali Muldrow, said Monday that he will apply to fill the empty seat after saying Friday he would not.

The conservative blogger said he has “no hope of being named.”

“Still, one must fight the good fight,” he said.

Of the other two candidates who ran in the April election and lost, TJ Mertz said he is not interested in applying and Kaleem Caire said Friday he had not had enough time to make a decision. An attempt to reach Caire Monday night was not successful.

The University of Wisconsin Madison Loses an Open Records Lawsuit

A Dane County circuit judge recently ruled that UW-Madison broke the state’s public records and open meetings laws — violations that may cost the university more than $40,000.

UW-Madison’s School of Medicine and Public Health failed to turn over records relating to how a committee awarded millions of dollars from an endowment for public health projects, according to the ruling. The committee also failed to properly inform the public why it went behind closed doors in a 2016 meeting.

The judge also noted that “in this grant cycle alone” the committee funded two projects that were not as highly rated as others, and those two projects were associated with committee members.

The June 13 court order requires UW-Madison to pay back the plaintiff’s legal fees or to appeal. University officials said they had not received information on the fees and are still considering whether to appeal.

An attorney for the plaintiff, Christa Westerberg, said legal fees in the more than two years spent litigating the suit will be “north of $40,000.”

Westerberg, of the Madison law firm Pines Bach and co-vice president of the state’s Freedom of Information Council, said UW-Madison “aggressively litigated” the lawsuit in a way she had not seen before.

For UW-Madison, the stakes in the suit are high.

“This is a case about whether or not the university can protect the integrity of research and programs at UW-Madison by maintaining the confidentiality of reviewer comments,” UW-Madison spokesman John Lucas said.

Pines Bach attorneys say the university has until July 29 to file a notice to appeal.

In 1999, Blue Cross Blue Shield United of Wisconsin, Inc. (BCBS) petitioned the Office of Commissioner of Insurance (OCI) to permit it to convert from a non-profit corporation to a for-profit corporation. In order to convert to a for-profit corporation, BCBS had to compensate the state for the decades of tax-exempt status it enjoyed, and proposed to do so by giving stock to a foundation, which in tum would sell it and distribute the proceeds to the state’s two medical schools: the University of Wisconsin Medical School and the Medical College of Wisconsin. The funds would be used to promote public health initiatives. The OCI required modifications to establish accountability mechanisms for, and public participation in the governance of, the conversion funds. Among the accountability requirements was that each medical school must create a public and community health oversight and advisory committee to oversee the distribution of the public health-allocated percentage of conversion funds. The OCI required the committees to conduct themselves in accordance with standards consistent with the Wisconsin public meeting and public record laws.

The Oversight and Advisory Committee (OAC) is the University of Wisconsin School of Medicine and Public Health’s designated committee to distribute the 35% public health funds associated with the BCBS conversion. The OAC is one of two governance committees that administer the Wisconsin Partnership Program’s (WPP) five grant programs that seek to improve the health and well-being of Wisconsin residents. A different committee, the Partnership Education Research Committee (PERC), administers and oversees the research grants. Andrea Dearlove is the Senior Program Officer for WPP. With her staff and the OAC’s director Eileen Smith, she designed an awards program, known as the Community Impact Grant, to incorporate experience from previous WPP community academic grant programs as well as nationwide best practices to address complex public health issues.

UW-Madison researchers’ study highlights voices of immigrant parents, students in public schools

The project, “Building Equitable Inclusion of Immigrant Parents in Public Schools” conducted focus groups and one-on-one interviews with a total of 80 Latinx and Hmong parents and youth from a variety of areas in Dane County, including Madison, Sun Prairie, Fitchburg and McFarland.

The project was partly funded by the School of Education’s Grand Challenges Engage initiative in 2017, which awarded a total of $200,000 to eight finalists that year.

Outreach was done through local community organizations, and data collection began in 2018 and stretched into 2019. While the researchers are still analyzing their data, they’ve already presented at the American Educational Research Association conference and hope to be able to submit a paper for publication in early 2020.




Vaccination data review in Dane County Schools

The Madison public schools with the highest percentages of students on personal conviction waivers four years ago have seen those percentages fall. Marquette Elementary School on the Near East Side had 13.8 percent of students, or 30, on the waivers. As of last school year, that percentage was 8.0 percent.

O’Keeffe Middle School, which shares a building with Marquette, also had 8 percent of its students on personal conviction waivers last year. The only other Madison public schools with a rate higher than 5 percent were one of the district’s alternative high schools, Shabazz, at 7 percent, and Lowell, Lapham, Franklin and Randall elementary schools, all at 6 percent.




UW-Madison prof: Anti-bias programs mean well, but there’s no proof they work

UW-Madison researcher Markus Brauer has what he admits is a provocative message at a time when companies, governments and other organizations are heeding calls from social justice activists for training to counter discrimination and build a more equitable society:

It’s far from clear that such training works, and some of it might actually have the opposite of its intended effect.

Brauer, a psychology professor, will speak Tuesday, the day after Martin Luther King Jr. Day, on “Approaching MLK’s dream: Scientifically tested methods to reduce racism and promote inclusivity” as part of UW-Madison’s Crossroads of Ideas public lecture series.

His critique resonates with at least one organization that has provided training on multiple occasions to Dane County government employees.

Rachel Godsil, co-founder of the New York City-based Perception Institute and a law professor at Rutgers University, said she shares “some of the same skepticism” Brauer has in particular about implicit bias training. Implicit bias is the notion that we all have subconscious biases about people based on race and other characteristics, and that these biases affect our understanding of the world and the way we treat people.

But she said her organization takes a more comprehensive approach to disrupting bias and is careful to keep up with the latest research and evaluate training effects, and Dane County officials “recognize that none of this is one and done,” she said.




Madison School Board needs Blaska’s voice (2019 election)

It appears we are headed toward a School Board election that promises something new: a candidate whose voice will do more than add sound and fury to the liberal echo chamber that is Madison politics.

David Blaska has the background, experience and most importantly the courage to expose the abuses and neglect of those in charge of our schools.

Having been shouted down and bullied at several meetings of the Madison School Board over the past several months, Blaska is uniquely qualified to expose the pusillanimous hand-wringing that passes for decision-making by those who shape educational policy in this city. He has seen firsthand how a small cadre of vocal extremists, called Freedom Inc., have cowed the current School Board with their unique brand of cop-hating venom.

When ordinary citizens are afraid to attend meetings for fear of being harassed by a mob of fanatical ideologues, we are witnessing a system that has shamelessly abandoned its mandate.

If elected, Blaska may be a lone voice crying in the wilderness, but at least it will be a voice unafraid of speaking truth to power.

Despite raucous protests by the activist group Freedom Inc., a committee of the board recommended on Sept. 26 that the police officers, called educational resource officers, or EROs, remain in the schools. Protests against EROs by the same group shut down a School Board meeting on Oct. 29 to approve the budget. It was approved two days later in a special meeting.

Blaska also criticized the district’s Behavior Education Plan as “too bureaucratic” and the “product of too many administrators and too many meetings.” The plan — which was rolled out in 2014 and runs to 77 pages for elementary schools and 82 pages for middle and high schools — is largely an attempt to move away from “zero tolerance” policies and reduce the disproportionately high number of students of color who are expelled or suspended. It is undergoing revisions this year.

He said he would try to get the BEP down to about eight pages while giving teachers and administrators more discretion over how they handle student behavior in their schools.

Incumbent Dean Loumos, who chaired the ERO committee, said he was “not at all” vulnerable to criticism about the way he has handled security issues.

Blaska in recent blog posts has called on Dane County District Attorney Ismael Ozanne to prosecute the the protesters who shut down the October meeting.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Madison School District Responds to Civil Rights Investigation

Jim Bradshaw of the Office for Civil Rights’ Washington D.C. office confirmed in an email that “the process is ongoing.”

Greg Jones, president of the NAACP says it is important to know “what the district has done to comply with their agreement with Office for Civil Rights.”

“Given the urgency of education outcomes in Dane County, the local NAACP branch will monitor the agreement as it relates to our mission. The NAACP thinks it is very important to keep the public informed,” Jones said.

Chris Gomez Schmidt a local education advocate with the Madison Partnership for Advanced Learning, agrees with Jones.

“The Office for Civil Rights resolution and the work being done to meet these requirements should be part of the community conversation and our work on closing achievement gaps. More can be done to make this a transparent process.”

“The importance of this Civil Rights resolution process cannot be emphasized enough,” Gomez-Schmidt says. “This work cannot continue to fly under the radar if Madison is truly interested in closing achievement gaps,”

An Advanced Learning Advisory Committee required to comply with the Resolution Agreement has met several times but questions remain about what is being accomplished. Only five parents attended the committee’s most recent meeting on May 23, 2018.




A comparison of Teacher Tenure in the Madison School District

To determine where the most experienced teachers work in the Madison School District, the Cap Times analyzed staff data from the 2016-2017 school year collected by the Wisconsin Department of Public Instruction. DPI’s all-staff report catalogs salary, position, experience level and demographic data of all faculty and staff in the state’s public schools.

The analysis found Madison’s most experienced teachers work at Metro High, the school housed inside the Dane County Jail. The five teachers at Metro High School have an average of 19.4 years of teaching experience. Badger Rock Middle School on Madison’s south side had the least experienced teachers with an average of 6.5 years in the classroom. Across the district, the average teacher has 12.18 years of experience. Statewide, the average is 14 years. The Cap Times excluded teachers who were not assigned to one school from our analysis.




Notes on the Wisconsin Department of Public Instruction Superintendent Election



Annysa Johnson:

Evers, 65, said his large margin Tuesday reflected Wisconsin voters’ commitment to public education. But he could face a tough fight ahead, he said, if Holtz attracts funding from school reform proponents across the country.

“They both vowed to go after national voucher money, and I assume that will be Mr. Holtz’s M.O.,” Evers said of his challengers. “If that happens…we will work as hard as we can to raise money and get people out to vote the next time around.”

Holtz, 59, was not available for comment, according to his spokesman, because he was celebrating with friends and family. The candidate issued a statement saying he would present “an alternative vision for the future of Wisconsin’s students to that of Dr. Tony Evers.”

Humphries congratulated both candidates in a statement and urged voters to learn more about Holtz’s proposals and to ask Evers what he plans to do differently.

“I remain convinced that Wisconsin students can achieve so much more with the right leadership at DPI.”

So far, Evers has a significant edge financially. As of Feb. 14, he had raised more than $245,000 over the past 13 months, compared to Holtz’s $54,280. But Holtz is expected to pick up many of Humphries’ conservative supporters and could attract outside funding from education reform advocates who see a chance to bring Wisconsin in line with the views of new U.S. Department of Education Secretary Betsy DeVos, who has been critical of Common Core and supports the expansion of taxpayer funded vouchers.

Higher-than-expected turnouts in Madison and Dane County at large — as much as 18% to 22%, according to early estimates — likely helped Evers. Madison and Dane County clerks could not say whether the DPI race brought voters to the polls.

Molly Beck:

The state superintendent race pits two former school district superintendents and longtime educators against each other — a proponent of expanding school choices and an opponent of the state expansion of taxpayer-funded school vouchers.

On the April 4 ballot will be two-term incumbent Tony Evers, a public school advocate backed mostly by liberals and teachers unions who has been at odds with Republicans for years over his adoption of the Common Core State Standards and his opposition to the expansion of private school vouchers in the state.

He took about seven of every 10 votes in the primary.

His challenger, Lowell Holtz, is backed mostly by conservatives and school voucher supporters. He is making his second run for the position and opposes the Common Core State Standards and favors expansion of educational options — including taxpayer-funded vouchers — other than public schools.

Holtz got 23 percent of the vote Tuesday, and was dogged by allegations that he sought to get out of the race in exchange for a guaranteed, taxpayer-funded $150,000 job that would let him oversee the state’s largest school districts, including Madison.

Evers is seeking a third term in the wake of massive membership losses for the state’s largest teachers union, a strong campaign contributor for Evers in the past, setting the stage for the potential of third-party groups spending on behalf of Holtz to ensure the election of a voucher supporter.

Madison Schools 2016 Property Tax Increase Referendum – Let’s Compare: Madison and Middleton Property Taxes



The Madison School District is considering another property tax increase referendum for the upcoming November election.

We’ve long spent more than most districts (“plenty of resources”), despite challenging academic outcomes. I thought it might be useful to revisit the choices homeowners and parents make. I’ve compared two properties, one in Middleton (2015 assessment: $257,500.00) and the other in Madison (2015 assessment slightly less: $249,300.00).

A Middleton parent/homeowner pays less over the years, with the difference growing significantly in recent times (note that my example Madison property features a 3.2% lower assessed value).

Where have all the students gone?

In closing, I’ve found that full budget information is much easier to find and review from Boston (spends more, but has lots of student choice) and Long Beach (spends quite a bit less per student, but offers more student choice).

Superintendent Jennifer Cheatham mentioned Boston and Long Beach as urban districts that have narrowed the achievement gap. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.




One City Early Learning Centers of Madison, WI named first U.S. pilot site outside of China to implement revolutionary new education approach

One City will feature environments and materials designed by AnjiPlay program founder Ms. Cheng Xueqin, and One City teachers and staff will receive training from Ms. Cheng and Dr. Chelsea Bailey of AnjiPlay World. Additionally, a series of AnjiPlay related events will be held in Madison from July 20­26, 2016 making the city of Madison a leader in bringing the AnjiPlay approach to children outside of China.

AnjiPlay is a comprehensive educational approach grounded in a philosophy of love,risk,joy,reflectionandengagement.AnjiPlayiscurrentlythefull­timecurriculumof 130 schools serving 14,000 children ages 3­6 in Anji County, China. The AnjiPlay approach was developed over a period of 15 years by Ms. Cheng, Director of Pre­primary Education for Anji County. It was recognized by the President of China in 2014 with the National Award for Achievement in Early Childhood Education and will be adapted as a national curricular standard in China this year. Over the past two years, the world has begun to learn about AnjiPlay through conferences and talks at Mills College, Stanford University, Columbia University and MIT.

One City is a new preschool utilizing a two­-generation model to prepare children, ages 1 to 5 years old, for school and life success, while working in partnership with parents and the broader community to move its children’s families forward. Presently, the school is serving 30 children on the South Side of Madison, Wisconsin, one of the most racially, ethnically and economically diverse neighborhoods in Wisconsin. All children should have access to these opportunities and resources. It is their right. In Anji, our views of childhood and approach to early childhood education involve entire communities and particularly the efforts of leaders in the community like Kaleem Caire. I am grateful that he has committed to providing all of the children in his community with access to the joys of a childhood filled with love, risk and discovery.”

Training of One City teachers in the AnjiPlay approach began in June and will continue through the summer of 2017. Dr. Bailey with work closely with Mr. Bryce Pickett, One City Director of AnjiPlay, and the One City teaching staff on site and virtually throughout the year, including site visits to the kindergartens of Anji, China. The first shipment of AnjiPlay materials will arrive in Madison from Anji during the second week of July. These sophisticated, minimally structured, nature­based materials were designed and developed by Ms. Cheng over 15 years of testing and observation in the kindergartens of China. These materials have been further standardized by RISD professor and noted toy designer Cas Holman.

Ms. Cheng will visit Madison from July 19 to 23 to take part in training of One City’s staff. Ms. Cheng, Dr. Bailey and Mr. Caire will be available to members of the press for interviews and comment. Ms. Cheng will participate in a series of events and activities during her visit to Madison, including a public presentation “The Benefits of Risky Play” hosted by the Madison Public Library (Saturday, July 23 from 2:30pm – 4:00pm, Central Library).

Badger Exam results; Madison Substantially Lags State Results….

The Badger Exam
For 2014-15, the Badger Exam was Wisconsin’s annual statewide test in English Language Arts, taking the place of the WKCE. Badger was the name used in Wisconsin for the assessment developed by the Smarter Balanced Assessment Consortium (SBAC), one of two Common Core-aligned assessments utilized by multiple states.

As was the case in other states that used this SBAC assessment, a much higher percentage of fourth grade students reached the proficient level than on the National Assessment of Educational Progress (NAEP). See https://edreformnow.org/how-do-new-naep-scores-compare-with-smarter-balanced-and-parcc/ In Wisconsin, 50.4% of fourth graders were proficient on the Badger, while only 37% were proficient on the NAEP. This discrepancy could be attributed to differing exam content as well as different standards for setting proficiency cut scores. (Wisconsin was not included in the above-linked article because DPI delayed release of Badger results from the spring, 2015 exam until January 13, 2016.)

As is true in the NAEP data, the Badger scores reflect deep and persistent gaps between different groups of students. Proficiency percentages were only 20.2 for African-American fourth graders, 24.3 for students with disabilities, and 37.1 for low income students. DPI’s press release contains details.

At this point, Wisconsin’s DPI has not posted district and school Badger results on its website, which limits public access to this important information. An article in the Wisconsin State Journal provides information on districts in Dane County. In the Milwaukee Journal Sentinel, Alan Borsuk reports that Milwaukee proficiency percentages were so low that former U.S. Secretary of Education Arne Duncan called it a “national disgrace.”

The Badger exam is now history in Wisconsin. Legislation required development of the new Forward exam for this year. Since we will not longer be able to compare scores with other states who are taking the SBAC exam, it is critical that Wisconsin be honest about setting its proficiency cut scores at a level that corresponds to the NAEP standards.

Madison Schools’ Tax & Spending Priorities

District officials were able to close about a third of the budget deficit by negotiating rate freezes with the three insurers it contracts with for employee health coverage — which is great, but isn’t going to put any more of those 79 positions back in the classroom.

The district, like local taxing bodies throughout Dane County, is wont to blame all its money woes on four years of tight-fisted and damaging Republican control of state spending.

It’s a fair point, although my experience over 15 years of covering local government is that cities, counties and school districts are quite capable of experiencing budget woes no matter who happens to be in charge at the Capital.

And who’s responsible for budget woes probably matters less than who suffers their effects.

Commentary on Madison’s April 7, 2015 Maintenance Referendum; District spending data remains MIA

If approved, the referendum would raise property taxes about $62 on the average $237,678 Madison home for 10 years. The district is still paying off $30 million in referendum debt for the construction of Olson and Chavez elementary schools in the late 2000s, according to the district. The final payment, for the Olson project, is due in 2026.

The aggressive school district campaign to get the word out to voters about the proposal and a community group that has been knocking on doors advocating for its passage have largely been met with very little opposition.

“It’s really quiet,” said board vice president James Howard. “I guess we’ll just have to wait until April 7 to find out” whether it has community support.

Board member T.J. Mertz, who has worked closely with the pro-referendum nonprofit Community And Schools Together, said the board has received about a half-dozen emails questioning the increase in property taxes.

“But there is no organized opposition,” Mertz said. “Whether that’s a function of apathy, the political culture of Madison or the lack of a strong Republican Party (in the city), or whether this is a popular measure, it’s impossible to read in the absence of no organized opposition,” adding that there also has not been a conservative school board candidate in about six years.

The proposal comes at a time when the school district faces at least a $12 million gap in its $435 million operating budget for the 2015-16 school year. The maintenance work and $2 million in technology costs also included in the proposal would ease pressure on the district’s budget, Mertz said.

I emailed Michael Barry to confirm Ms. Beck’s $435,000,000 Madison Schools’ budget number, which is 8% or $32,000,000 higher than the previously discussed $402,000,000 2014-2015 budget. I’ve not heard from Mr. Barry.

That said, pity the poor citizen who wishes to determine total spending or changes over time using the District’s published information.

Pat Schneider:

At a forum this week on the referendum projects, many in the crowd on the city’s near west side focused on property taxes and “what we’re doing to save money,” Silveira said Tuesday in a meeting with the Capital Times editorial board.

“People get confused. They think if we pass the referendum, we won’t have the gap on the operating side,” said Silveira, the current president of the school board who is retiring at the end of her term next month.

In fact, cuts in state funding will contribute to a shortfall that, if voters approve the referendum bond sale, would demand a property tax increase next year of up to nearly 5.2 percent to balance the budget, about 1 percent of which would be due to spending approved by the referendum.

The State Journal editorial board endorses this reasonable request.

Madison’s per-pupil spending on schools is more than $1,000 above the state average of about $12,000. That’s mostly due to operational costs, including higher pay and benefits for employees.

Madison property taxes are high, too. That’s partly because the state sends less aid to Madison, based on a formula that penalizes communities with higher property value.

But when it comes to construction, the Madison School District has been conservative. The district with nearly 50 schools and 28,000 students has built only three new schools in the last 45 years.

Moreover, Madison’s debt per student is the lowest among all of the school districts in Dane County, and half the state average, according to district figures. At the same time, interest rates are incredibly low.

The proposed maintenance tax & spending referendum includes plans to expand two of the District’s least diverse schools: Van Hise & Hamilton.

Dear Legislators:

Thank you for your efforts to work on school accountability. We all agree that real accountability, focused on getting the best outcomes for all children, is important. From our first review of the bill introduced today, it is clear there is a lot of work to be done before a school accountability bill can be passed.

There are several parts of this bill that need more thoughtful consideration to be the type of real accountability that our students and families deserve:

– using multiple tests that would not fairly compare public and private schools

– requiring charter conversion rather than creating a true path to improvement

– assigning letter grades that do not accurately communicate how a school is performing

– removing control from locally elected school boards.

We need an accountability bill that supports our efforts to produce the best results for all children rather than a flawed one that is rushed to pass in order to make a political point.

I would urge you to work with districts to develop a true accountability system that holds all schools to the same standards and supports them in getting the best results for children. We have not yet been given the opportunity to work with you but we would welcome it. I would be happy to answer any questions, give input or discuss with you more.

Auto-pilot spending and governance practices continue:

General Fund expenditures will increase by approximately 4.8%, based on existing wage and salary commitments and an estimated health insurance rate increase of 9%, unless budget actions are taken to intervene

A Budget Gap of 2.8% (2% Revenue vs. 4.8% Expenditures) or $9-$10 million will occur unless budget actions are taken to intervene

Note the use of “General Fund”. The document neglects to mention total spending, or recent increases in redistributed state tax dollars to the Madison Schools.

A party insider recently mentioned that the “days of Dane County Democrats harvesting tax dollars from around the state and spending them here, are over”.

I further recall lunch a few years ago with a long time Madison elected official: “Always blame the State”.

Property Tax Increase Climate: Madison’s Proposed 2015 Spending Referendum

Madison Schools’ PDF Slides on the proposed projects. Ironically, Madison has long supported a wide variation in low income distribution across its schools. This further expenditure sustains the substantial variation, from Hamilton’s 18% low income population to Black Hawk’s 70%.

A single data point (!) comparison of Dane County School Districts: Ideally, the District would compare per student spending, operating expenditures on facilities, staffing and achievement rather than one data point.

Comments on the school district’s website range from support for the project to concern about the cost and how it was decided which schools would get improvements.

One poster complained about being asked to pay more property taxes when income is not rising. A parent suggested that more space should be added now — rather than later — at west side Hamilton Middle/Van Hise Elementary School, where $2.53 million in improvements would add classrooms and a shared library, allowing current library space to be used for classrooms. Better yet, build a whole new middle school, the parent suggested.

A parent whose children attend Schenk Elementary/Whitehorse Middle school on the east side was disgusted at what were described as inconvenient, even dangerous student drop-off conditions. Another parent at Schenk said overcrowding means kids don’t eat lunch until after 1 p.m.

“It’s hard to concentrate when you’re hungry — why didn’t these schools make the list?” he asked.

Another poster took the Madison school district to task for not routinely maintaining and modernizing buildings to avoid high-ticket renovations like that planned at Mendota.

From the campaign trail:

“I had been in the private sector and I felt like half my paycheck was going to insurance.”

Middleton’s property taxes for a comparable home are 16% less than Madison’s.

Madison school officials, MTI say claims regarding union dues, teachers’ rights don’t belong in Act 10 lawsuit

The conservative legal group Wisconsin Institute for Law and Liberty has brought suit against Madison’s public schools through a plaintiff who does not have standing to bring the “scandalous” allegations of violations of teachers’ rights included in its complaint, school district officials claim in a court filing.

Plaintiff David Blaska, a conservative blogger, “is not a teacher in the district nor an employee of the District and he therefore lacks both standing and a factual basis on which to assert those allegations,” school officials say in their answer to a lawsuit brought last month against the Madison Metropolitan School District, the Madison School Board and labor union Madison Teachers, Inc.

In pleadings filed in Dane County Circuit Court last week, school officials and the union asked the court to strike portions of the complaint referring to union dues, fair share payments and other issues regarding employees, calling them “immaterial, impertinent and scandalous.”

WILL, not Blaska, is actually the “party in interest,” or entity that would benefit from the suit, Madison public school officials assert.

The lawsuit filed last month challenges the legality of labor contracts for Madison teachers and other school district employees that were negotiated and entered into after the 2011 enactment of Act 10, Gov. Scott Walker’s signature legislation curtailing the collective bargaining power of public employees.




Election Grist: Madison Teachers Inc. has been a bad corporate citizen for too long

Teachers are some of our most dedicated public servants. Many inspiring educators have changed lives for the better in Madison’s public schools. But their union is a horror.

Madison Teachers Inc. has been a bad corporate citizen for decades. Selfish, arrogant, and bullying, it has fostered an angry, us-versus-them hostility toward parents, taxpayers, and their elected school board.

Instead of a collaborative group of college-educated professionals eager to embrace change and challenge, Madison’s unionized public school teachers comport themselves as exploited Appalachian mine workers stuck in a 1930s time warp. For four decades, their union has been led by well-compensated executive director John A. Matthews, whom Fighting Ed Garvey once described (approvingly!) as a “throwback” to a different time.

From a June 2011 Wisconsin State Journal story:

[Then] School Board member Maya Cole criticized Matthews for harboring an “us against them” mentality at a time when the district needs more cooperation than ever to successfully educate students. “His behavior has become problematic,” Cole said.

For years, Madison’s school board has kowtowed to Matthews and MTI, which — with its dues collected by the taxpayer-financed school district — is the most powerful political force in Dane County. (The county board majority even rehearses at the union’s Willy Street offices.)

Joe Zepecki, Burke’s campaign spokesman, said in an email Wednesday that he couldn’t respond officially because Burke has made clear that her campaign and her duties as a School Board member are to be kept “strictly separate.” However, on the campaign trail, Burke says she opposes Act 10’s limits on collective bargaining but supports requiring public workers to pay more for their benefits, a key aspect of the law.

John Matthews, executive director of Madison Teachers Inc., said the contracts were negotiated legally and called the legal challenge “a waste of money and unnecessary stress on district employees and the community.”

The lawsuit came a day after the national leader of the country’s largest union for public workers labeled Walker its top target this fall.

“We have a score to settle with Scott Walker,” Lee Saunders, the union official, told The Washington Post on Tuesday. Saunders is the president of the American Federation of State, County and Municipal Employees. A spokeswoman for Saunders did not immediately return a call Wednesday.

AFSCME has seen its ranks in Wisconsin whither since Walker approved Act 10. AFSCME and other unions were instrumental in scheduling a 2012 recall election to try to oust Walker, but Walker won that election by a bigger margin than the 2010 race.

“When the union bosses say they ‘have a score to settle with Scott Walker,’ they really mean Wisconsin taxpayers because that’s who Governor Walker is protecting with his reforms,” Walker spokeswoman Alleigh Marré said in a statement.

Kenosha School District over teacher contracts after the board approved a contract with its employees.

In Madison, the School District and School Board “are forcing their teachers to abide by — and taxpayers to pay for — an illegal labor contract with terms violating Act 10 based upon unlawful collective bargaining with Madison Teachers, Inc.,” a statement from WILL said.

Blaska, a former member of the Dane County Board who blogs for InBusiness, said in addition to believing the contracts are illegal, he wanted to sue MTI because of its behavior, which he called coercive and bullyish.

“I truly believe that there’s a better model out there if the school board would grab for it,” Blaska said.

MTI executive director John Matthews said it’s not surprising the suit was filed on behalf of Blaska “given his hostile attacks on MTI over the past several years.”

“WILL certainly has the right to challenge the contracts, but I see (it as) such as a waste of money and unnecessary stress on district employees and the community,” said Matthews, adding that negotiating the contracts “was legal.”

In August, the Wisconsin Supreme Court ruled Act 10 constitutional after MTI and others had challenged its legality. At the time, union and district officials said the contracts that were negotiated before the ruling was issued were solid going forward.

Under Act 10, unions are not allowed to bargain over anything but base wage raises, which are limited to the rate of inflation. Act 10 also prohibits union dues from being automatically deducted from members’ paychecks as well as “fair share” payments from employees who do not want to be union members.

Superintendent Jennifer Cheatham said Wednesday the district has not yet received notification of the suit being filed.

“If and when we do, we’ll review with our team and the Board of Education,” she said.

School Board vice president James Howard said the board “felt we were basically in accordance with the law” when the contracts were negotiated and approved.

A lawsuit targeting the Madison School District and its teachers union is baseless, Madison School Board member and Democratic gubernatorial candidate Mary Burke said Thursday.

The lawsuit filed Wednesday by the conservative nonprofit Wisconsin Institute for Law & Liberty on behalf of well-known blogger David Blaska alleges the school district, School Board and Madison Teachers Inc. are violating Act 10, Republican Gov. Scott Walker’s signature law that limits collective bargaining.

The union has two contracts in effect through June 2016. Burke voted for both of them.

“I don’t think there is a lot of substance to it,” Burke said of the lawsuit. “Certainly the board, when it negotiated and approved (the contracts), it was legal then and our legal counsel says nothing has changed.”

Pat Schneider:

At any rate, Esenberg said, he doesn’t consult with Grebe, Walker or anyone else in deciding what cases to take on.

“The notion that we think Act 10 is a good idea because it frees the schools from the restraints of union contracts and gives individual employees the right to decide whether they want to support the activities of the union — that shouldn’t surprise anyone,” Esenberg said.

WILL is not likely to prevail in court, Marquette University Law School professor Paul Secunda told the Wisconsin State Journal. “They negotiated their current contract when the fate of Act 10 was still up in the air,” said Secunda, who also accused Esenberg of “trying to make political points.”

Esenberg contends the contract always was illegal.

The school board, district and union knew they could not negotiate anything more than wage increases based on inflation under the law, the lawsuit alleges. Despite the institute’s warnings, they began negotiations for a new 2014-15 contract in September 2013 and ratified it in October. What’s more, they began negotiating a deal for the 2015-16 school year this past May and ratified it in June, according to the lawsuit.

Both deals go beyond base wage changes to include working conditions, teacher assignments, fringe benefits, tenure and union dues deductions, the lawsuit said.

Taxpayers will be irreparably harmed if the contracts are allowed to stand because they’ll have to pay extra, the lawsuit went on to say. It demands that a Dane County judge invalidate the contracts and issue an injunction blocking them from being enforced.

“The Board and the School District unlawfully spent taxpayer funds in collectively bargaining the (contracts) and will spend substantial addition(al) taxpayer funds in implementing the (contracts),” the lawsuit said. “The (contracts) violate the public policy of Wisconsin.”

2009 Ripon Superintendent Richard Zimman speech to the Madison Rotary Club:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Understanding the current union battles requires a visit to the time machine and the 2002 and the Milwaukee County Pension Scandal. Recall elections, big money, self interest and the Scott Walker’s election in what had long been a Democratic party position.

The 2000-2001 deal granted a 25% pension “bonus” for hundreds of veteran county workers. Another benefit that will be discussed at trial is the controversial “backdrop,” an option to take part of a pension payment as a lump-sum upon retirement.

Testimony should reveal more clues to the mysteries of who pushed both behind the scenes.

So what does it mean to take a “backdrop?”

“Drop” refers to Deferred Retirement Option Program. Employees who stay on after they are eligible to retire can receive both a lump-sum payout and a (somewhat reduced) monthly retirement benefit. Employees, upon leaving, reach “back” to a prior date when they could have retired. They get a lump sum equal to the total of the monthly pension benefits from that date up until their actual quitting date. The concept was not new in 2001, but Milwaukee County’s plan was distinguished because it did not limit the number of years a worker could “drop back.” In fact, retirees are routinely dropping back five years or more, with some reaching back 10 or more years.

That has allowed many workers to get lump-sum payments well into six figures.

Former deputy district attorney Jon Reddin, at age 63, collected the largest to date: $976,000, on top of monthly pension checks of $6,070 each.

The Newsline article by longtime legal writer Stuart Taylor Jr. alleges that Chisholm may have investigated Walker and his associates because Chisholm was upset at the way in which the governor had repealed most collective bargaining for public employees such as his wife, a union steward.

The prosecutor is quoted as saying that he heard Chisholm say that “he felt that it was his personal duty to stop Walker from treating people like this.”

The Milwaukee Journal Sentinel has requested to speak with the former prosecutor through Taylor and has not yet received an answer.

In a brief interview, Chisholm denied making those comments. In a longer statement, an attorney representing Chisholm lashed out at the article.

“The suggestion that all of those measures were taken in furtherance of John Chisholm’s (or his wife’s) personal agenda is scurrilous, desperate and just plain cheap,” attorney Samuel Leib said.




OneCity Early Learning Centers: A New Plan for South Madison Child Development Incorporated (DRAFT)

In the fall of the 2013-14 school year, public school children across Wisconsin completed the state’s Knowledge and Concepts Exam, an annual test that measures their knowledge, ability and skills in reading and mathematics in grades 3 through 8 and 10, and in language arts, science, social studies and writing in grades 4, 8 and 10. Just 13% of Black and 15% of Latino children who completed these assessments were reading at grade level (proficient or advanced) in elementary schools across Dane County. The numbers are even more striking than the percentages: just 207 of the 1,497 Black children and 266 of 1,688 Latino children enrolled in grades 3, 4 and 5 were reading at grade level. Despite better outcomes among White and Asian students, their rates of 51% and 48% reading at grade level are disturbing as well.

In April 2014, after months of consideration, the Board of Directors of South Madison Child Development Incorporated (CDI), one of Dane County’s oldest and most heralded childcare providers, decided that it was time to reorganize, rebrand and re-launch its Center with a new mission, new leadership, a new educational program, and new plans for future expansion. Beginning in the fall of 2014, South Madison CDI will become One City Early Learning Centers Incorporated and will change the name of its centers located at 2012 Fisher Street on Madison’s South Side and the Dane County Job Center.

Board of Education meetings on May 12 and 15 were a sea of red, as MTI members produced an overflow crowd, calling for Contract negotiations for the 2015-16 school year. Numerous MTI members, supported by four past-presidents on the Board of Education, State Representatives Melissa Sargent, Dianne Hesselbein and Chris Taylor, spoke to the Board. Congressman Pocan sent a strong statement of support for MTI which was read into the record by Rep. Sargent.

Rep. Sargent also read into the record a petition calling for negotiations. It was signed by Senators Jon Erpenbach, Mark Miller, Fred Risser and Representatives Sargent, Hesselbein, Taylor, Pope, Berceau and Kahl. The petition stated, in part:

“We all share a common interest in making sure every child has access to a quality public education and in supporting our teachers’ efforts to create the best public schools in the state and nation. When teachers are prohibited from coming to the bargaining table, our public school children and schools suffer. Our teachers’ firsthand experience in the classroom gives them a unique perspective in developing best practices and firsthand knowledge of the needs of our public school children.

In Dane County, we have seen 50 years of positive and productive labor relations. This benefits our children and helps create strong schools and communities. Positive employee relations are developed, in part, through the collective bargaining process where employers and employees create the best possible working environment together. Unfortunately, Act 10 eroded the ability to negotiate in good faith.

Guaranteeing that teachers have a voice in what goes on in their classrooms is critically important in ensuring every child is learning in the best possible environment.”
Congressman Pocan’s statement, in part, follows: “Employees are the most important component to the success of any employer, and working with these unions makes good sense, as the employees have the institutional knowledge of the operation. Collective bargaining is an opportunity to address important issues together.”

Also stepping up to the plate in calling for negotiations was the District’s Student Senate. Led by Student BOE representative Luke Gangler (Memorial), they submitted a petition to the Board which stated, in part, “… Whereas, international courts and human rights organizations have since identified collective bargaining as a fundamental right of workers; and Whereas, the right of school staff to collectively bargain has a direct impact on the learning environment of students … Resolved, that the MMSD Student Senate recommend that the MMSD Board of Education approve extensions of employee contracts with MTI, AFSCME, and the Building Trades Council through 2015-16.”

Bargaining will begin today. Those represented by MTI, in all five bargaining units, are reminded to watch the MTI website and MTI Facebook for an urgent call to a Contract ratification meeting. A somewhat connected (one end of the class spectrum) view of the State of Madison’s $395M Public School District

Today, Caire’s tone has moderated. Somewhat.
“Teachers are not to blame for the problems kids bring into the classroom,” he says. “But teachers have to teach the kids in front of them. And Madison teachers are not prepared to do that. Now we have two choices: Make excuses why these kids can’t make it and just know that they won’t. Or move beyond and see a brighter future for kids.”
Many parents back him up. And many parents of students of color say that their experience with Madison’s public schools–both as students here, themselves, and now as parents–is simply much different and much worse than what they see white students and parents experiencing.
“I just always felt like I was on as a parent, like every time I walked through the door of that school I would have to go to bat for my son,” says Sabrina Madison, mother of a West High graduate who is now a freshman at UW-Milwaukee. “Do you know how many times I was asked if I wanted to apply for this [assistance] program or that program? I would always say, ‘No, we’re good.’ And at the same time, there is not the same ACT prep or things like that for my child. I was never asked ‘Is your son prepared for college?’ I never had that conversation with his guidance counselor.”
Hedi Rudd, whose two daughters graduated from East and son from West, says it has been her experience that the schools are informally segregated by assistance programs and that students of color are more likely to be treated with disrespect by school personnel. “Walk into the cafeteria and you’ll see the kids [of color] getting free food and the white students eating in the hall. I walked into the school office one day,” she recalls. “I look young and the secretary thought I was a student. She yelled, ‘What are you doing here?’ I just looked at her and said, ‘Do you talk to your students like that?'”
Dawn Crim, the mother of a daughter in elementary school and a son in middle school, says lowered expectations for students of color regardless of family income is an ongoing problem. “When we moved to Madison in 1996, we heard that MMSD was a great school district … and for the most part it has been good for our kids and family: strong teachers, good administrators, a supportive learning environment, and we’ve been able to be very involved.”
But?
“Regarding lower expectations for kids of color, not just disadvantaged kids, we, too, have experienced the lower expectations for our kids; overall there is a feeling and a sense of lower expectations,” Crim says. “And that should not come into play. All of our kids should be respected, pushed, have high expectations and should get the best education this district says it gives.”
In the meantime, the school district has been running programs in partnership with the Urban League of Greater Madison, UW-Madison, United Way of Dane County, the Boys and Girls Club of Dane County, and other organizations–all designed to lift scholastic achievement, close the gap, and get more kids graduated and on to college.
The Advancement Via Individual Determination program known as AVID (or AVID/TOPS, when coordinated with the Teens Of Promise program) is run by the district and the Boys and Girls Club here, and is a standout in a slew of public/private efforts to change the fate of students of color in Madison.

At the end of the last school year, a total of four hundred forty-two students did not graduate on time from high school in Madison. One hundred nine were white, eighty-six were Hispanic, thirty-three were Asian and one hundred ninety-one were African American. If the graduation rate for African American students had been comparable to the eighty-eight percent graduation rate of white students, one hundred forty more African American students would have graduated from Madison high schools.
But they did not. While it’s true that the district actively searches out students who did not graduate on time, and works with them so that as many as possible do ultimately graduate, the black-and-white dividing line of fifty-five/eighty-eight remains for now the achievement gap’s stark, frightening, final face. What can be said is that many more Madisonians are paying attention to it, and many people in a position to make a difference are doing their level best to do something about it.

“One of the reasons we haven’t been as successful as we could be is because we’ve lacked focus and jumped from initiative to initiative,” she (Cheatham) says of the Madison schools.

Madison: The most racist city in the U.S.?

MADISON, WIS., has a reputation as one of the most liberal cities in the country. It is also possibly the most racially unequal.
In early October, Race to Equity–a Madison-based initiative started by the Wisconsin Council on Children and Families–released a report detailing racial disparities in Madison, and more broadly in Dane County, Wis. The findings are staggering.
The Race to Equity researchers expected the numbers compiled for racial disparities in Dane County to be similar or slightly better than the national averages. After all, Madison has long prided itself on having quality public education, good jobs, access to health care and human services programs, a relatively high standard of living and, in general, a progressive outlook on social, economic and political questions.
But while living standards for the white population in Dane County are higher than the national average, for the Black population, the opposite is true. On every indicator, with only two exceptions out of 40 measures, statistics collected in Dane County demonstrated equal or higher racial disparities between whites and Blacks than the national averages.

Under the new contracts clerical and technical employees will be able to work 40-hour work weeks compared to the current 38.75, and based on the recommendation of principals, employees who serve on school-based leadership teams will be paid $20 per hour.
Additionally, six joint committees will be created to give employees a say in workplace issues and address topics such as planning time, professional collaboration and the design of parent-teacher conferences.
Kerry Motoviloff, a district instructional resource teacher and MTI member, spoke at the beginning of the meeting thanking School Board members for their collective bargaining and work in creating the committees that are “getting the right people at the right table to do the right work.”
Cheatham described the negotiations with the union as “both respectful and enormously productive,” adding that based on conversations with district employees the contract negotiations “accomplished the goal they set out to accomplish.”

Pat Schneider:

“Madison is in the minority. Very few teachers are still under contract,” said Christina Brey, spokeswoman for the Wisconsin Education Association Council. Fewer than 10 of 424 school districts in the state have labor contracts with teachers for the current school year, she said Wednesday.
And while Brey said WEAC’s significance is not undermined by the slashed number of teacher contracts, at least one state legislator believes the state teacher’s union is much less effective as a resource than it once was.
Many school districts in the state extended teacher contracts through the 2011-2012 school year after Act 10, Gov. Scott Walker’s law gutting collective bargaining powers of most public employees, was implemented in 2011. The Madison Metropolitan School District extended its teacher contract for two years — through the 2013-2014 school year — after Dane County Judge Juan Colas struck down key provisions of Act 10 in September 2012.
The contract ratified by the members Monday will be in effect until June 30, 2015.

Andrea Anderson:

On Thursday, the Wisconsin Institute for Law and Liberty emailed a letter to Cheatham and the School Board warning that a contract extension could be in violation of Act 10.
Richard Esenberg, WILL president, said he sent the letter because “we think there are people who believe, in Wisconsin, that there is somehow a window of opportunity to pass collective bargaining agreements in violation of Act 10, and we don’t think that.”
If the Supreme Court rules Act 10 is constitutional all contracts signed will be in violation of the law, according to Esenberg.
Esenberg said he has not read the contract and does not know if the district and union contracts have violated collective bargaining agreements. But, he said, “I suspect this agreement does.”

Pat Schneider:

The contract does not “take back” any benefits, Matthews says. However, it calls for a comprehensive analysis of benefits that could include a provision to require employees to pay some or more toward health insurance premiums if they do not get health care check-ups or participate in a wellness program.
Ed Hughes, president of the Madison School Board, said that entering into labor contracts while the legal issues surrounding Act 10 play out in the courts was “the responsible thing to do. It provides some stability to do the important work we need to do in terms of getting better results for our students.”
Hughes pointed out that the contract establishes a half-dozen joint committees of union and school district representatives that will take up issues including teacher evaluations, planning time and assignments. The contract calls for mediation on several of the issues if the joint committees cannot reach agreement.
“Hopefully this will be a precursor of the way we will work together in years to come, whatever the legal framework is,” Hughes said.
Matthews, too, was positive about the potential of the joint committees.

Wisconsin Institute for Law & Liberty:

WILL President and General Counsel Rick Esenberg warns, “The Madison School Board is entering a legally-gray area. Judge Colas’ decision has no effect on anyone outside of the parties involved. The Madison School Board and Superintendent Cheatham – in addition to the many teachers in the district – were not parties to the lawsuit. As we have continued to say, circuit court cases have no precedential value, and Judge Colas never ordered anyone to do anything.”
He continued, “If the Madison School District were to collectively bargain in a way that violates Act 10, it could be exposed to litigation by taxpayers or teachers who do not wish to be bound to an illegal contract or to be forced to contribute to an organization that they do not support.” The risk is not theoretical. Last spring, WILL filed a lawsuit against the Milwaukee Area Technical College alleging such a violation.

The essential question, how does Madison’s non-diverse K-12 governance model perform academically? Presumably, student achievement is job one for our $15k/student district.
Worth a re-read: Then Ripon Superintendent Richard Zimman’s 2009 speech to the Madison Rotary Club:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).




K-12 Governance Post Act 10: Kenosha teachers union is decertified; Madison Appears to Continue the Status Quo

The union representing Kenosha teachers has been decertified and may not bargain base wages with the district.
Because unions are limited in what they can do even if they are certified, the new status of Kenosha’s teachers union — just like the decertification of many other teachers unions in the state that did not or could not pursue the steps necessary to maintain certification in the new era of Act 10 — may be a moral blow more than anything else.
Teachers in Milwaukee and Janesville met the state’s Aug. 30 deadline to apply for recertification, a state agency representative says. Peter Davis, general counsel for the Wisconsin Employment Relations Commission, said the Milwaukee and Janesville districts will hold recertification votes in November.
To continue as the recognized bargaining unit in the district, 51% of the union’s eligible membership must vote in favor of recertification, according to the controversial Act 10 legislation passed in 2011.
With contracts that were in place through the end of June, teachers in the three large southeastern Wisconsin districts were protected the longest from the new legislation, which limits collective bargaining, requires unions to hold annual votes to be recognized as official entities, and mandates that teachers and other public employees pay more out-of-pocket for their health care and retirement costs.

“It seems like the majority of our affiliates in the state aren’t seeking recertification, so I don’t think the KEA is an outlier or unique in this,” Brey said.
She added that certification gives the union scant power over a limited number of issues they’d like a voice in.
Sheronda Glass, the director of business services in Kenosha, said it’s a new experience for the district to be under Act 10.

Contrary to some published media reports, however, the union did not vote to decertify.
In fact, no such election was ever held, according to KEA Executive Director Joe Kiriaki, who responded to a report from the Conservative Badger blog, which published an article by Milwaukee radio talk show host Mark Belling, who said he had learned that just 37 percent of the teachers had voted to reauthorize the union.
In a prepared statement, Kiriaki criticized the district for “promoting untrue information” to Belling.
Union chose to focus on other issues
Kiriaki said the union opted not to “jump through the hoops,” such as the recertification requirement, created by Act 10, the state’s relatively new law on collective bargaining.
The law, among other things required the annual re-certification of unions if they want to serve as bargaining representatives for teachers and other public workers. It also prohibits most public employees from negotiating all but base wages, limiting them to the rate of inflation.
Kiriaki cited a ruling by a Dane County Circuit Court judge on the constitutionality of Act 10, saying he believed it would be upheld.

Interestingly, Madison School District & Madison Teachers to Commence Bargaining. Far more important is addressing Madison’s long standing, disastrous reading results.
In my view, the unions that wish to serve their membership effectively going forward would be much better off addressing new opportunities, including charters, virtual, and dual enrollment services. The Minneapolis Teachers Union can authorize charters, for example.

The Frederick Taylor inspired, agrarian K-12 model is changing, albeit at a glacial pace. Madison lags in many areas, from advanced opportunities to governance diversity, dual enrollment and online opportunities. Yet we spend double the national average per student, funded by ongoing property tax increases.
An elected official recently remarked to me that “it’s as if Madison schools have been stuck in a bubble for the past 40 years”.




Dane County districts pour nearly $3 million into school security upgrades over summer

Public schools in Dane County poured nearly $3 million into security upgrades over the summer, continuing a trend that began nearly 15 years ago with a school shooting in Columbine, Colo.
Almost all school buildings in the county will have secure entrances when classes begin this week, even in the small, rural districts of Belleville and Wisconsin Heights. All outside doors in both districts will be locked after the start of the school day, a first for both districts but a standard precaution now across much of the county.
Several districts, including Sun Prairie, added a layer of security beyond an intercom system, spending hundreds of thousands of dollars to reconfigure entrances so that visitors walk directly into an office or a locked vestibule before being let into any other part of the school. Madison Area high schools ACT results; here are the scores

Four Dane County high schools ranked among the top nine in the state for average ACT score by 2013 graduates, according to recent figures from the Wisconsin Department of Public Instruction.
Madison West (fourth), Middleton (sixth), Madison Memorial (eighth) and Waunakee (ninth) all had average scores above 25 on the college admissions exam, which measures students in English, math, reading and science and has a maximum score of 36.
West had the highest state ranking among local schools in English (third) and reading (fourth). Memorial was second in Wisconsin in math, while Waunakee was fifth in science.
All of the 21 Dane County high schools scored above the national composite score of 20.9, while 16 fared better than the state composite of 22.1.

About a third of kindergartners in Madison schools miss 10 or more days of classes. And a fifth are “chronically absent,” meaning they miss 18 or more days, which is at least 10 percent of the school year.
Attendance improves by fifth grade and into middle school, then falls when students reach high school.
That’s why the United Way of Dane County this fall plans to emphasize in new ways the need for young parents to establish strong habits for children going to school every day (barring illness).
The effort — dubbed “Here!” — will stress the correlation between good attendance and academic success. It will include promotional materials at schools, follow-up calls to parents and encouragement from community leaders such as church pastors who will include the message in their sermons.
“We shouldn’t be surprised that the (high school) graduation rate is about the same as the attendance rate,” said Deedra Atkinson, the United Way’s senior vice president of community impact and marketing.
The nonprofit, as it launches its annual fundraiser today, also is committing more attention and resources to helping high school dropouts earn diplomas and find work.
The United Way does so much good work for our community that it deserves your financial support and time. The public is welcome at today’s lunch and launch of the United Way’s annual Days of Caring. So far, the number of volunteers is up about 400 people from last year, to 3,500.
The group’s annual fundraising goal is $18.1 million, up 3 percent from last year’s total collected, said campaign chairman Doug Nelson, regional president of BMO Harris Bank.

MMSD School Board President Ed Hughes said that public education these days is under a lot of pointed criticism if not under an outright attack. “Initiatives like the voucher expansion program are premised on the notion that urban traditional public schools are not up to the task of effectively educating a diverse body of students,” Hughes says. “We’re out to prove that they are wrong. We agree with Superintendent Cheatham that in Madison all of the pieces are in place for us to be successful. Following the framework that she will describe to you, we set the goal for ourselves to be the model of a thriving urban school district that is built on strong community partnerships as well as genuine collaboration of teachers and staff. As we do that, we will be the school district of choice in Dane County.”
Cheatham said that Madison has a lot of great things going for it, but also had its share of challenges.
“A continually changing set of priorities has made it difficult for our educators to remain focused on the day-to-day work of teaching and learning, a culture of autonomy that has made it difficult to guaranteed access to a challenging curriculum for all students,” Cheatham said. “The system is hard for many of our students to navigate which results in too many of our students falling through the cracks.”
It starts with a simple but bold vision that every school is a thriving school that prepares every student for college, career, and community. “From now on, we will be incredibly focused on making that day-to-day vision become a reality,” she said.
“Many districts create plans at central office and implement them from the top down. Instead, schools will become the driving force of change in Madison,” Cheatham said. “Rather than present our educators with an ever-changing array of strategies, we will focus on what we know works — high quality teaching, coherent instruction, and strong leadership — and implement these strategies extremely well.”

90 Schools (2 in Dane County) Apply to Join Wisconsin Voucher Program; Madison Schools Governance Dichotomy?



Madison Superintendent Jennifer Cheatham wisely stated:

“Rather than do a lot of work on opposing the voucher movement, we are going to focus on making sure our schools are the best schools possible and the schools of choice in Madison,” Cheatham said.

Just a few days ago, the Madison School Board said this in the “strategic framework document”:

Public education is under sustained attack, both in our state and across the nation. Initiatives like voucher expansion are premised on the notion that public schools are not up to the challenge of effectively educating diverse groups of students in urban settings.
We are out to prove that wrong. With Superintendent Cheatham, we agree that here in Madison all the ingredients are in place. Now it is up to us to show that we can serve as a model of a thriving urban school district, one that seeks out strong community partnerships and values genuine collaboration with teachers and staff in service of student success.
Our Strategic Framework lays out a roadmap for our work. While some of the goals will seem familiar, what’s new is a clear and streamlined focus and a tangible and energizing sense of shared commitment to our common goals.

Madison must focus, laser like on academic achievement.

The dichotomy that is Madison School Board Governance was on display this past week.
1. Board Member TJ Mertz, in light of the District’s plan to continue growing spending and property taxes for current programs, suggests that “fiscal indulgences“:

This proposal represents a continuation of the Districts’ decades long “same service” approach to governance, with declining academic results that spawned the rejected Madison Preparatory IB Charter School.
2. Madison’s new Superintendent, Jennifer Cheatham introduced her “Strategic Framework” at Wednesday’s Downtown Rotary Club meeting.

Public education is under sustained attack, both in our state and across the nation. Initiatives like voucher expansion are premised on the notion that public schools are not up to the challenge of effectively educating diverse groups of students in urban settings.
We are out to prove that wrong. With Superintendent Cheatham, we agree that here in Madison all the ingredients are in place. Now it is up to us to show that we can serve as a model of a thriving urban school district, one that seeks out strong community partnerships and values genuine collaboration with teachers and staff in service of student success.
Our Strategic Framework lays out a roadmap for our work. While some of the goals will seem familiar, what’s new is a clear and streamlined focus and a tangible and energizing sense of shared commitment to our common goals.
The bedrock of the plan is the recognition that learning takes place in the classroom in the interactions between teachers and students. The efforts of all of us – from school board members to everyone in the organization – should be directed toward enhancing the quality and effectiveness of those interactions.
There is much work ahead of us, and the results we are expecting will not arrive overnight. But with focus, shared effort and tenacity, we can transform each of our schools into thriving schools. As we do so, Madison will be the school district of choice in Dane County.

North Carolina Gov. Pat McCrory, a Republican, signed a budget bill Friday that eliminates teacher tenure and–in a rare move–gets rid of the automatic pay increase teachers receive for earning a master’s degree.
The legislation targets a compensation mechanism that is common in the U.S., where teachers receive automatic pay increases for years of service and advanced degrees. Some research has suggested those advanced degrees don’t lead to improved teaching.
Although a few other states have talked about doing away with the automatic pay increase for advanced degrees, experts say North Carolina is believed to be the first state to do so.
The budget bill–which drew hundreds of teachers to the Capitol in protest earlier this week–also eliminates tenure for elementary and high-school teachers and freezes teacher salaries for the fifth time in six years.
It comes as states and districts across the country are revamping teacher evaluations, salaries and job security, and linking them more closely to student performance. These changes have been propelled, in part, by the Obama administration and GOP governors.

The challenge for Madison is moving away from long time governance structures and practices, including a heavy (157 page pdf & revised summary of changes) teacher union contract. Chris Rickert’s recent column on Madison’s healthcare practices provides a glimpse at the teacher – student expenditure tension as well.
Then Ripon Superintendent Richard Zimman’s 2009 Madison Rotary speech offers important background on Madison’s dichotomy:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Public education innovation — if not from the place that needs it most

It might seem strange that it’s an overwhelmingly white, middle-class school district about one-seventh the size of Madison’s that is considering a strategy that could narrow the kind of long-standing achievement gap Madison is becoming known for.
It’s not. Heavily influenced by its host city’s brand of establishment liberalism, the Madison School District isn’t known for tinkering much with the sacred cow that is traditional public education.
But should that change, school leaders might be wise to take a gander 11 miles south.
The Oregon School District has a task force to look into converting one of its three elementary schools, Netherwood Knoll, to a year-round calendar — something no other public school in Dane County has.
Spreading the standard 180-day school year out over 11 or 12 months is an intriguing idea given the well-documented “summer learning loss” phenomenon.
Even more to the point, summer learning loss is most apparent among low-income, often minority, students, and recent research has shown that year-round learning can be of most benefit to them.
New Madison superintendent Jennifer Cheatham said through a spokeswoman that year-round school isn’t on the district’s radar.

Madison lawyer battling voter ID, Act 10 says ‘facts still matter’

ines helped spearhead the legal challenge against Act 10, which curtailed collective bargaining for most public sector workers. In a case involving Madison Teachers Inc. and Public Employees Local 61 in Milwaukee, a Dane County circuit judge struck down portions of the law.The case now goes to the state Supreme Court.
In another case involving Pines and Madison Teachers Inc., a Dane County judge struck down a portion of a law that gave Walker the power to veto rules written by the state schools superintendent. The case is now before the 4th District Court of Appeals in Madison.
Pines, representing the League of Women Voters, successfully argued in front of a Dane County judge that the state’s voter ID law violated the Wisconsin Constitution. The decision was overturned by the 4th District Court of Appeals, and the league has petitioned the Supreme Court to review the ruling. The voter ID measure remains on hold because of a ruling in a separate case.
“I believe that my law firm — because of the position we’re in and because of the work we’ve done — has disrupted the (Walker) agenda by using appropriate means and calling on the third equal branch of government (the court) to stop the majoritarian and authoritarian impulses of this Legislature,” he says.
The outcome of the cases is far from certain. But one thing is clear: Pines will keep up the fight.

Madison Teachers Files Notice to Bargain with the School District

MTI has filed notice with the Board of Education and the Wisconsin Employment Relations Commission (WERC) to open bargaining for 2014-15 Collective Bargaining Agreements for all five (5) MTI bargaining units. Bargaining is enabled by Judge Colas’ decision that Act 10, which sought to bar public sector bargaining, is unconstitutional. The City of Madison and the County of Dane have contracts with all City and County unions through 2015.
Last week MTI filed an additional petition with Judge Colas because of the failure of the Governor and the WERC Commissioners to implement those parts of Act 10 which Colas found to violate the Wisconsin Constitution. The WERC Commissioners contend that, because Judge Colas did not issue an injunction, they may ignore his declaratory judgment when considering cases filed at the WERC. The WERC Commissioners and the Governor apparently believe that without a specific injunction directing them to abide by the Court’s declaration of unconstitutionality, they are free to apply the law as they, not the Court, interprets it.
MTI Executive Director John Matthews said, “The above-described actions of the WERC Commissioners and the Governor, who are parties to the case, are unprecedented. They argued that the law was constitutional and they lost. They asked for a stay from the Circuit Court and the Court of Appeals and they lost. By implementing and enforcing a law determined to be unconstitutional, they are saying ‘We are above the law.’ That is intolerable. Consequently, MTI has returned to court to seek an injunction to force the WERC Commissioners, and the Governor who controls them, to respect the Courts and follow the law.”
MTI expects to exchange bargaining proposals with the District within the next few weeks. MTI represents approximately 5,000 District employees in five different bargaining units. They are teachers (MTI), educational assistants (EA-MTI), clerical/technical employees (SEE-MTI), substitute teachers (USO-MTI) and school security assistants (SSA-MTI).
In addition to the usual topics, MTI bargaining will include District proposals to amend Contract terms about parent-teacher conferences and possible extension, in some schools, of the school day and school year.

Fascinating. It appears likely that Madison’s “status quo” governance model will continue.

Commentary on Madison School Board Member Ed Hughes’ Teacher Salary Increase Words

“Our teachers haven’t had a raise for the last three years.” — Ed Hughes, clerk and candidate for president of the Madison School Board
There are a lot of employees who haven’t seen their pay go up in three years, but the vast majority of Madison public school teachers aren’t among them.
And yet, that doesn’t necessarily mean they’re taking home more money.
Confused? Welcome to the world of public school teacher compensation, post-Act 10.
Hughes isn’t the first public school representative whose definition of “raise” doesn’t jibe with the way the rest of the world defines “raise” — i.e., an increase in salary for a job well done.
During teachers union contract negotiations, public school and union officials routinely refer to a “raise” as something that is distinct from and in addition to the automatic bumps in salary teachers are already getting for remaining on the job and accruing more college credit. Essentially, such raises are across-the-board increases in a district’s salary range, known as a salary schedule.
But if a district refuses to increase that range, teachers continue to get longevity and degree-attainment pay raises under the old salary schedule.
It’s such parsing that allows Hughes to say teachers haven’t gotten raises — and to be right, at least in one context.

The WSJ article also states that “This year’s salary and benefits increase, including raises for seniority or advanced degrees, was projected at 4.9 percent, or $8.48 million.” So the school board, with all the budgetary problems it confronts, is apparently willing to pay for salaries and benefits an increase that is about twice as much as state law will permit the overall budget to rise next year, and $1.9 million more than the amount necessary to avoid arbitration. (Using the same numbers, a 3.8% increase would be $6.57 million.)
What could be the justification for this? I understand that, as a practical matter, the increase has to be more than 3.8% in order for the district to obtain any sort of concessions. (Across the state for 2004-2005, the average total package increase per teacher was 4.28%.) Does anyone know if there are concessions on the table that might explain what seems to be an excessive increase in these difficult times? Or what other justification for this level of increase there might be?

Madison’s Sherman Middle School to drop French 1 class

The way Principal Michael Hernandez tells it, something had to go.
Hernandez decided that at Sherman Middle School, it will be French class.
With a renewed emphasis on curriculum basics in the Madison School District, the need at Sherman to double-down on math skills, and a scheduled expansion there of the AVID program that prepares low-income minority kids for college, Hernandez figures the north-side middle school will need to drop its second “world language” offering next year.
French 2 will continue for seventh-graders who took French 1 this year. The school’s Spanish-language program — including three sections of dual-language instruction — also will continue.
“Unfortunately, there are tough decisions we have to make,” Hernandez told me. “With budget cuts, I can’t have a class with only approximately seven students, when I could use that (staff) allocation for a math intervention class.”
Principals will be developing these kinds of adjustments around the margins to prepare for the 2013-2014 school year as district officials begin work on the budget and schools get projections on how many staff members they will have.
School Board members on Monday will receive a “budget briefing” instead of fleshed-out budget proposal. Penciled in is $392,807,993 in district-wide spending next school year, down a fraction from this year.
The scaled-down budget proposal is due to the uncertain prospects of a controversial proposal in Gov. Scott Walker’s budget to shift aid and expand vouchers to Madison and eight other school districts — at a projected cost of more than $800,000 to the Madison public schools. In addition, new Superintendent Jennifer Cheatham just came on the job three weeks ago and is not prepared yet to present a detailed budget.

The Madison Metropolitan School District’s proposed 2013-2014 balanced budget provides resources for a sound education for the district’s children.
The proposed 2013-2014 balanced budget continues to put resources where they are most needed in the classrooms.
Total spending under the balanced budget is $392,807,993 which is a decrease of $70,235 or (0.02%) less than the 2012-13 Revised Budget. The change to the revenue limit plus other fund increases or decreases comprises the entire proposed budget. The property tax levy would increase by $18,385,847 or 7.38% to $267,675,929.
The total MMSD 2013-14 balanced budget includes many funds. A fund is a separate set of accounting records, segregated for the purpose of carrying on specific activities. A fund is established for accountability purposes to demonstrate that financial resources are being used only for permitted purposes. The Wisconsin Department of Public Instruction specifies the various funds required to be used by Wisconsin school districts.

The January, 2012 budget document mentioned “District spending remains largely flat at $369,394,753” (2012-2013), yet the “baseline” for 2013-2014 mentions planned spending of $392,807,993 “a decrease of $70,235 or (0.02%) less than the 2012-13 Revised Budget” (around $15k/student). Meanwhile, via a kind reader, Wages for Dane County and Wisconsin workers fell, latest federal figures say

The average weekly wage for workers in Dane County fell by 4.1 percent between September 2011 and September 2012, the first decrease for the third quarter in at least a decade and a touch greater than the state average, according to newly released data from the U.S. Bureau of Labor Statistics.
Dane County workers made an average of $842 weekly in the third quarter of 2012, down $36 from the same time period a year earlier. It was the 12th-biggest drop in terms of percentage among Wisconsin’s counties.
Statewide, wages fell 2.65 percent to an average of $770 per week. That was the fourth-biggest loss among states by percentage. Nationally, Wisconsin ranked 35th among the states for wages, down from 33rd for the third quarter in 2011.
The data also show that Wisconsin ranked 44th nationwide in job creation for the private sector, but while job creation has dominated news coverage here owing largely to Gov. Scott Walker’s pledge to create 250,000 new jobs during his term, stagnant wages have been a longstanding concern.

Madison’s thriving private schools buck national trend

Private school enrollment has steadily declined across Wisconsin over the past 15 years, but that’s not the case in Madison and Dane County.
St. Ambrose Academy, a West Side Catholic middle and high school, has been rapidly expanding and is discussing the addition of an elementary school. EAGLE School is planning a $3 million expansion at its Fitchburg campus with the goal of increasing its student body by a third. And High Point Christian School on Madison’s Far West Side is full, so some students board a bus there and travel across town to its sister campus on the Far East Side.
“The Madison metropolitan area is definitely bucking the national trend,” said Michael Lancaster, superintendent of Madison Catholic Schools. “I wouldn’t say we’re growing at any kind of geometric or exponential rate. But we’re very solid in the Madison area.”
The vitality of local private schools could help explain the muted level of interest in Madison for the publicly funded voucher expansion proposed in Gov. Scott Walker’s biennial budget. Vouchers also face intense opposition from Dane County political and public school leaders.
Voucher expansion
Walker has proposed expanding the state’s voucher program from Milwaukee and Racine to school districts with more than 4,000 students and at least two schools with low ratings on the state’s new school report card. Based on the first report cards released last fall, students in Madison and eight other districts would qualify for vouchers.
On March 4, the Wisconsin Council of Religious and Independent Schools held the first public voucher meeting in Madison at St. James Catholic School on the Near West Side. Fewer than 10 parents and private school administrators attended.
A similar meeting last week in Beloit, a smaller city with far fewer private schools, drew about 40 people, WCRIS executive director Matt Kussow said.

The largest challenge to Madison’s $392,000,000 public schools is not the threat of vouchers. Rather, it is the District’s long time disastrous reading results that undermine its prospects and reputation.
Suburban district growth and open enrollment leavers are also worth contemplation and action.




Madison’s New Superintendent on Madison, Politics & Distractions

You’ll find Jennifer Cheatham, new superintendent of the Madison School District, at the Capitol Wednesday when local education officials talk about how Gov. Scott Walker’s proposed budget would hurt Dane County schools.
But don’t expect her to be spending much time making political statements, Cheatham told me and other staff members of the Cap Times Tuesday. Too much focus on politics would distract her from her work in the Madison schools, she said.
“I think my major role is to work on improving schools in Madison. That’s why I was hired and I need to remain focused on that,” Cheatham said. “But I do think there are times it is important for me to voice my opinion on behalf of the school district on state issues.”
That includes the Walker education budget.
Cheatham is scheduled to be on hand at noon Wednesday when School Board members, superintendents, parents and other advocates from around Dane County talk about the impact of Walker’s education proposals in Room 411, the large Senate meeting room.
The Madison School Board has already actively lobbied against the Walker budget, urging local legislators not to support a plan that is “bad for our students, our taxpayers and the future of public education.”
Board members say expanding vouchers into Madison, as Walker has proposed, is a particularly bad idea. They note there’s no consistent evidence that kids using publicly funded vouchers to attend private schools do better academically, and they say that funding vouchers is likely to raise local property taxes.
It’s not just school officials who are weighing in on the highly politicized issue of school vouchers. The Madison City Council passed a resolution last month, sponsored by all 20 members, opposing expansion of vouchers to Madison. The Dane County Board is considering a similar resolution.

Madison Urban League’s 2013-2014 Strategic Plan

Between January 1, 2011 and December 31, 2012, the Urban League of Greater Madison stood on the firm shoulders of its founders – Leslie Fishel, Jr., Sydney Forbes, Isobel Clark and Frank Morrison – and demonstrated exceptional courage and foresight by launching a well-orchestrated campaign to raise the community’s consciousness about an embarrassing and unconscionable racial achievement gap that is leaving hundreds of Black, Latino and Asian children behind each year. We also informed the community about the acceleration of middle class families moving their children out of Madison’s public schools, either through relocation or utilizing the state’s inter-district public school choice program. Between 1989 and 2012, the student population in Madison schools grew from 24% non-white to 55% non-white. We also began an aggressive campaign to enlist the support of businesses, education institutions, community partners and resource providers to expand workforce development and career training opportunities for unemployed and underemployed adults in Dane County, and address diversity and inclusion opportunities among them.
The public should consider our 2013-14 Strategic Plan to be Phase II of the League’s efforts to provide courageous and transformational leadership to ensure thousands more children, adults and families succeed in our schools, colleges, workplaces, neighborhoods and communities. In 2020, the Urban League of Greater Madison would like local citizens and the national media to report that Madison, Wisconsin has indeed become “Best [place] in the Midwest for Everyone to Live, Learn and Work”. Early returns on the investment made thus far indicate that our vision can become a reality.
This Strategic Plan covers a 24-month period, from January 1, 2013 through December 31, 2014. We believe shorter time-windows enable us to keep the organization focused on achieving a reasonable number of high impact goals, and with the appropriate sense of urgency necessary to produce the results it seeks and the community needs. As our nation has demonstrated extraordinary courage and overcome extraordinary challenges in years past, we will do so again.

The Urban League’s Board of Directors is interesting in its breadth. Mo Andrews, architect of WEAC’s rise is an interesting member.




Madison Prep tension carries over into School Board races

Tension over Madison Prep, a controversial charter school proposal that the Madison School Board rejected in December 2011, appears to linger in this year’s races for School Board. Some wonder if the racial tensions that the school, which was geared toward minority students, have now provoked a backlash against African-American candidates running for office.
In one of the contests, School Board President James Howard, who was one of two board members to vote in favor of establishing Madison Prep as a “non-instrumentality” school, meaning it would operate separately from the school district and employ non-district and non-unionized staff, is facing an opponent who entered the race in large part to oppose such projects.
“We should be looking for solutions within our public schools, not giving away taxpayer dollars to unaccountable, non-instrumental charter schools,” says Greg Packnett, who works as a legislative aide to state Reps. Christine Sinicki, D-Milwaukee, and Penny Bernard-Schaber, D-Appleton, and is active in local Democratic politics.
Howard, in a recent interview with the Cap Times editorial board, suggested that Packnett was recruited to run by the Dane County Democrats (Packnett sits on the executive board and has received the group’s endorsement) and others unhappy with Howard’s vote on Madison Prep and threatened by his strong advocacy for hiring more minority teachers and staff.
“In the debates, those are the two things that always come up — Madison Prep and diversity hiring. I’m being challenged on my views on diversity hiring and I’m not retreating on that,” he said.
Howard pins much of the blame on the Democratic Party of Dane County. He says he is puzzled by the involvement by a partisan group in what is officially a nonpartisan race, as well as the involvement of a county organization, whose membership includes people from outside of Madison, in a city race.

Madison Event: Learn about attack on public schools

As Madison voters prepare to cast ballots Tuesday in important primary elections for the state Supreme Court and the Madison School Board, it is vital to recognize that the most critical challenge facing school districts across Wisconsin is the assault on public education that has been launched by out-of-state special interest groups and the politicians who do their bidding.
Supreme Court Justice Patience Roggensack is seeking re-election with heavy funding from Michigan, Texas and Arkansas donors with long histories of seeking to elect officials who will undermine public education with voucher schemes that divert taxpayer dollars to private schools. That should disqualify Roggensack in the eyes of any voter who wants to maintain the Wisconsin tradition of providing strong support for great public schools.
In the Madison School Board race, all three candidates express support for public schools, which is an indication that they know the community and surrounding Dane County. But, even in what has historically been a center of support for public education, it is important for voters to be aware of how and when outside groups will seek to influence local elections.
That’s why The Madison Institute’s Progressive Round Table forum on Saturday, Feb. 16, is so necessary.
The “Public Schools Under Attack: Vouchers, Virtual and Charter Schools” discussion will feature Julie Underwood, the UW-Madison dean of education, Madison School Board Vice President Marge Passman and state Rep. Sondy Pope-Roberts, the former chair of the Assembly Education Committee.




Urban League Strongly Supports the Decision on Madison Superintendent

The Urban League is presently partnering with the Madison Metropolitan School District on the recruitment of high quality teachers and professional staff, preparing high school juniors and seniors for the ACT college entrance exam, and engaging parents of color in the work and decision-making of the school system. The Urban League also launched the Urban League Scholars Academy in January 2013 at Sennett and Toki Middle Schools, a program that extends the instructional day for 6th graders by 80 minutes in reading/language arts and mathematics. The League also operates the Schools of Hope tutoring program at 17 middle and high schools in Madison, Middleton, Oregon and Sun Prairie in partnership with these school districts, the United Way of Dane County and Madison School Community Recreation.




Education reform talks on tap in Madison

It’s a big week ahead, and the start of a big month, for potentially reshaping the future of our public schools.
Two public events this week have been organized by the Urban League of Greater Madison, the Madison School District, the United Way of Dane County and a community education reform effort called Planning for Greatness. First is an education forum and small group discussion Thursday afternoon, followed by a broader innovation summit on Friday.
Meanwhile, December starts the application period for families at Sennett and Toki middle schools in Madison who wish to participate in the Scholars Academy program being advanced by the Urban League and the Madison district.

To complete the hat trick, late last month Pines, representing Madison Teachers Inc. and the Wisconsin Education Association Council, stuck it to Republicans again when Dane County Judge Amy Smith struck down part of a law that consolidated rule-making authority in the governor’s office. That law gave Gov. Scott Walker control over rules that govern agencies like the Attorney General’s Office, the Government Accountability Board, the Employment Relations Commission, the Public Service Commission and the Department of Public Instruction, all of which were previously independent. Pines argued, and Smith agreed, that State Superintendent Tony Evers had constitutional powers beyond the governor’s reach.
“They extended (the law) to the Department of Public Instruction despite the fact that they were told in the brief legislative hearings they held on that bill that it was likely unconstitutional,” says Pines. “But they didn’t care. They just did it.”
While Pines’ recent wins are likely to be appealed, one thing is clear: He’s on a roll. How did he get to be such a pain in the collective GOP butt?




Madison School District’s Teacher Union Bargaining Update

Matthews said a few proposals gave him “heartburn,” such as one that would allow the district to dismiss someone who had been on medical leave for two years. A proposal converting workloads from four class periods and one study hall to 25 hours per week could also give the district latitude to shorten class periods and increase each teacher’s number of classes, he said.
One change that Matthews said could be easily resolved is a proposal from both sides to make Unity health insurance available to employees. The district wants to be able to choose Physicians Plus, which it currently offers, or Unity, while MTI wants the district to offer both.
The union’s proposal seeks to reverse some of the changes that were negotiated before Act 10 took effect in 2011. They include giving teachers control over their time during Monday early release and deleting a clause that allows the district to require up to 10 percent health insurance premium contributions.

Last Monday’s Board of Education meeting brought a pleasant surprise. With nearly every chair and all standing room taken in the McDaniels’ Auditorium by MTI members in red solidarity shirts or AFSCME members sporting their traditional green, those present erupted in applause when Board of Education member Ed Hughes announced that Board members (who arrived 40 minutes late because of the length of their prior meeting) had agreed to bargain with MTI and AFSCME over Contract terms for 2013-14.
Governor Walker’s Act 10, which forbid public sector bargaining (except over limited wage increases) has been set aside by Circuit Court Judge Juan Colas who ruled that Act 10 violated the constitutional guarantee of freedom of speech, freedom of association, and equal protection, in response to MTI’s lawsuit.
Honoring a vote majority of 76% in Madison and 68% in Dane County, Mayor Soglin and County Executive Parisi have negotiated contracts through June 2015 with City and County employees.
Now the Madison Board of Education has seen the light. Negotiations in the District are to commence today. MTI members should stay in contact with their elected leaders and via MTI’s webpage (www.madisonteachers.org) as regards the Contract ratification process.

K-12 Tax & Spending Climate: Dane County property taxes highest in state, taxpayer group reports

Seventeen of Wisconsin’s 72 counties reduced property tax levies. Dane County was one of five that increased them by more than 3 percent.
Median property taxes in Dane County have increased 32.8 percent in the last 10 years. Home values have grown at a similar rate — the median Dane County home is worth $230,800, an increase of 38.6 percent in the last decade.

State accountability system flags 10 Madison schools for poor minority-student achievement

Ten Madison schools and five others in Dane County have been identified among the lowest performers in the state in terms of low-income and minority student achievement under a new statewide school accountability system.
The Department of Public Instruction developed the system — which identifies schools as “focus” and “priority” — to obtain a waiver from requirements under the federal No Child Left Behind law, which for the past decade has resulted in sanctions for certain schools.
The Madison schools identified as “focus” schools are Allis, Falk, Lakeview, Leopold, Midvale/Lincoln, Lowell, Orchard Ridge, Sandburg, Schenk and Thoreau elementaries. Other local “focus” schools include West Middleton Elementary in Middleton-Cross Plains, Bird Elementary in Sun Prairie, and Badger Ridge Middle, and Glacier Edge and Sugar Creek elementaries in Verona.
Madison Superintendent Dan Nerad, in a letter Tuesday to parents at the affected schools, said “the district is still learning the full details and impact on schools.”

Open Negotiations with the Douglas County (Colorado) Federation of Teachers



Douglas County Board of Education:

In a bold move toward increased transparency, the Douglas County Board of Education adopted a resolution on March 20 to open labor negotiations with the Douglas County Federation of Teachers (DCFT) to the public.
On April 11, those negotiations commenced with presentations by representatives of Douglas County School District (DCSD) and the DCFT about their collective bargaining agreement proposals. The next session is scheduled for May 9 at the Cantril Building.
The sessions are open to the public and the media.

The Douglas County schools spend $8,112.40/student. The 2011 budget spends $481,066,888 for 59,300 students, according to this document. Madison spends 14,858.40 per student (2011-2012 budget).
Census data comparison: Dane (WI-USA 45.4% Bachelors Degree or higher; per capita money income: $32,392) vs. Douglas County (CO-USA 54.4% Bachelors Degree or higher; per capita money income: $42,418). It appears we spend far more on K-12 education from a much lower economic base.

School superintendents’ bonuses may be ‘an issue from the public’s point of view’

Next year, Verona superintendent Dean Gorrell is in line to collect a $50,000 longevity bonus on top of his $140,000 salary.
In 2014, Madison superintendent Dan Nerad qualifies for a $37,500 payment for six years of service, which like Gorrell’s would be paid into a retirement account. Nerad already receives an annual $10,000 payment into his retirement account, which is separate from his state pension and in addition to a $201,000 yearly salary.
And in 2017, Monona Grove superintendent Craig Gerlach can leave the job with an extra year’s salary, currently $150,000, paid into a retirement account over the following five years.
Over the past decade, such perks have been added to some Dane County superintendent contracts, even as, on average, their salary increases outpaced teacher pay hikes, according to data provided by the Department of Public Instruction.
“Any type of payout at that level is clearly going to be an issue from the public’s point of view,” Dale Knapp, research director at the Wisconsin Taxpayers Alliance, said of the longevity payouts. “The problem becomes once these start getting into contracts, it becomes competition and then they become more prevalent.”
Adding bonus language to superintendent contracts became increasingly popular in recent years as school districts faced state-imposed rules on increasing employee compensation.

Perhaps, one day soon, teachers will have similar compensation freedom, or maybe, superintendents should operate under a one size fits all approach…
I’d rather see teacher freedom of movement, and compensation.




Shocking outcome of School Board vote: MMSD says NO to Madison Prep

Dear Madison Prep,
First, thank you to all of you who have supported the Madison Prep effort to this point. Your volunteer hours, work on Design Teams, attendance at meetings, letters to the district and media, and many other acts of support have not gone unnoticed by the Urban League and Madison Prep.
In earlier morning hours today, the MMSD Board of Education voted 5-2 AGAINST Madison Prep. This outcome came after hours of testimony by members of the public, with Madison Prep supporters outnumbering opponents 2:1. Lucy Mathiak and James Howard voted YES for Madison Prep; Ed Hughes, Arlene Silviera, Beth Moss, Maya Cole, and Marj Passman voted NO. After the vote was taken, Ed Hughes made an amendment to the motion to establish Madison Prep in 2013 (rather than 2012) in order to avoid what some see as a conflict between Madison Prep and the teachers’ union contract. Mr. Hughes’ motion was not seconded; therefore there was no vote on establishing Madison Prep one year later.
While the Urban League and Madison Prep are shocked by last night’s outcome, both organizations are committed to ensuring that Madison Prep becomes a reality for children in Madison. We will continue to press for change and innovation in the Madison Metropolitan School District and Dane County to ensure that the racial achievement gap is eliminated and that all children receive a high quality education that adequately prepares them for their future.
We will advance a number of next steps:
1.We will pursue different avenues, both public and private, to launch Madison Prep. We are still hopeful for an opening in 2012. There will be much the community will learn from Madison Prep and our children need this option now.
2.We will continue to coordinate community support and action to ensure that the Madison Metropolitan School District is accountable for eliminating the racial achievement gap. We will consider several strategies, such as implementing a Citizen Review Board that will hold the school board and district administration accountable for good governance, planning, implementation, execution, community engagement and student achievement results. We will also consider legal avenues to ensure MMSD understands and responds to the community’s sense of urgency to address the sizable and decades-long failure rates of Black and Latino children.
3.We must also address the leadership vacuum in K-12 education in Madison. Because of this, we will ensure that parents, students and community members are informed of their rights and responsibilities, and have a better understanding of promising educational strategies to close the achievement gap. We will also work to ensure that they have opportunities to be fully engaged in planning, working and deciding what’s best for the children educated in our public schools.
4.We will continue to work in collaboration with MMSD through our existing partnerships, and hope to grow these partnerships in the future.
Thank you for everything you have done and continue to do to ensure that children in our schools and families in our community have hope, inspiration, support and opportunity to manifest their dreams and make a difference in their own lives and the lives of others.

Supporting Strategies to Eliminate the Achievement Gap in Madison Public Schools



Greater Madison Chamber of Commerce:

The Greater Madison Chamber of Commerce Board of Directors met on December 15, 2011, and adopted the following resolution:
Motion: The Board of Directors encourages a comprehensive approach to eliminate the student achievement gap currently present in Madison schools.
The Board strongly endorses the advancement of the Urban League of Greater Madison’s proposed Madison Preparatory Academy. The Board also acknowledges and endorses the continued investment in successful strategies already employed by the Madison Metropolitan School District and the United Way of Dane County.
Comments:
The Chamber Board recognizes that there is no panacea or singular solution to eliminating the student racial achievement gap. Rather, a comprehensive approach should be employed utilizing multiple strategies to address this problem.
The Chamber Board acknowledges the work of community and school leaders who have worked tirelessly on this issue. In particular, the United Way of Dane County has demonstrated tremendous leadership to ensure all struggling students achieve better results. The GMCC is a partner in Schools of Hope, a collaborative community initiative aimed at reducing the achievement gap. In addition, the United Way is committing more than $2 million over the next year for programs to address this issue.

Madison Public Schools: A Dream Deferred, Opportunity Denied? Will the Madison Board of Education Hear the 40-year long cries of its Parents and Community, and Put Children and Learning before Labor and Adults?

Dear Friends & Colleagues.
For the last 16 months, we have been on an arduous journey to develop a public school that would effectively address the educational needs of children who have under-performed or failed to succeed in Madison’s public schools for at least the last 40 years. If you have followed the news stories, it’s not hard to see how many mountains have been erected in our way during the process.
Some days, it has felt like we’re desperately looking at our children standing dangerously close to the edge of a cliff, some already fallen over while others dangling by their thumbs waiting to be rescued; but before we can get close enough to save them, we have to walk across one million razor blades and through thousands of rose bushes with our bare feet. As we make our way to them and get closer, the razor blades get sharper and the rose bushes grow more dense.
Fortunately, our Board members and team at the Urban League and Madison Preparatory Academy, and the scores of supporters who’ve been plowing through the fields with us for the last year believe that our children’s education, their emotional, social and personal development, and their futures are far more important than any pain we might endure.
Our proposal for Madison Prep has certainly touched a nerve in Madison. But why? When we launched our efforts on the steps of West High School on August 29, 2010, we thought Madison and its school officials would heartily embrace Madison Prep.We thought they would see the school as:
(1) a promising solution to the racial achievement gap that has persisted in our city for at least 40 years;
(2) a learning laboratory for teachers and administrators who admittedly need new strategies for addressing the growing rate of underachievement, poverty and parental disengagement in our schools, and
(3) a clear sign to communities of color and the broader Greater Madison community that it was prepared to do whatever it takes to help move children forward – children for whom failure has become too commonplace and tolerated in our capital city.
Initially, the majority of Board of Education members told us they liked the idea and at the time, had no problems with us establishing Madison Prep as a non-instrumentality – and therefore, non-union, public school. At the same time, all of them asked us for help and advice on how to eliminate the achievement gap, more effectively engage parents and stimulate parent involvement, and better serve children and families of color.
Then, over the next several months as the political climate and collective bargaining in the state changed and opponents to charter schools and Madison Prep ramped up their misinformation and personal attack campaign, the focus on Madison Prep got mired in these issues.
The concern of whether or not a single-gender school would be legal under state and federal law was raised. We answered that both with a legal briefing and by modifying our proposal to establish a common girls school now rather than two years from now.
The concern of budget was raised and how much the school would cost the school district. We answered that through a $2.5 million private gift to lower the per pupil request to the district and by modifying our budget proposal to ensure Madison Prep would be as close to cost-neutral as possible. The District Administration first said they would support the school if it didn’t cost the District more than $5 million above what it initially said it could spend; Madison Prep will only cost them $2.7 million.
Board of Education members also asked in March 2011 if we would consider establishing Madison Prep as an instrumentality of MMSD, where all of the staff would be employed by the district and be members of the teacher’s union. We decided to work towards doing this, so long as Madison Prep could retain autonomy of governance, management and budget. Significant progress was made until the last day of negotiations when MMSD’s administration informed us that they would present a counter-budget to ours in their analysis of our proposal that factored in personnel costs for an existing school versus establishing a modest budget more common to new charter schools.
We expressed our disagreement with the administration and requested that they stick with our budget for teacher salaries, which was set using MMSD’s teacher salary scale for a teacher with 7 years experience and a masters degree and bench-marked against several successful charter schools. Nevertheless, MMSD argued that they were going to use the average years of experience of teachers in the district, which is 14 years with a master’s degree. This drove up the costs significantly, taking teacher salaries from $47,000 to $80,000 per year and benefits from $13,500 to $25,000 per year per teacher. The administration’s budget plan therefore made starting Madison Prep as an instrumentality impossible.
To resolve the issue, the Urban League and Board of Madison Prep met in November to consider the options. In doing so, we consulted with every member of MMSD’s Board of Education. We also talked with parents, stakeholders and other community members as well. It was then decided that we would pursue Madison Prep as a non-instrumentality of the school district because we simply believe that our children cannot and should not have to wait.
Now, Board of Education members are saying that Madison Prep should be implemented in “a more familiar, Madison Way”, as a “private school”, and that we should not have autonomy even though state laws and MMSD’s own charter school policy expressly allow for non-instrumentality schools to exist. There are presently more than 20 such schools in Wisconsin.
What Next?
As the mountains keep growing, the goal posts keep moving, and the razor blades and rose bushes are replenished with each step we take, we are forced to ask the question: Why has this effort, which has been more inclusive, transparent and well-planned, been made so complicated? Why have the barriers been erected when our proposal is specifically focused on what Madison needs, a school designed to eliminate the achievement gap, increase parent engagement and prepare young people for college who might not otherwise get there? Why does liberal Madison, which prides itself on racial tolerance and opposition to bigotry, have such a difficult time empowering and including people of color, particularly African Americans?
As the member of a Black family that has been in Madison since 1908, I wonder aloud why there are fewer black-owned businesses in Madison today than there were 25 years ago? There are only two known black-owned businesses with 10 or more employees in Dane County. Two!
Why can I walk into 90 percent of businesses in Madison in 2011 and struggle to find Black professionals, managers and executives or look at the boards of local companies and not see anyone who looks like me?
How should we respond when Board of Education members tell us they can’t vote for Madison Prep while knowing that they have no other solutions in place to address the issues our children face? How can they say they have the answers and develop plans for our children without consulting and including us in the process? How can they have 51 black applicants for teaching positions and hire only one, and then claim that they can’t find any black people to apply for jobs? How can they say, “We need more conversations” about the education of our children when we’ve been talking for four decades?
I have to ask the question, as uncomfortable as it may be for some to hear, “Would we have to work this hard and endure so much resistance if just 48% of white children in Madison’s public schools were graduating, only 1% of white high school seniors were academically ready for college, and nearly 50% of white males between the ages of 25-29 were incarcerated, on probation or under some form of court supervision?
Is this 2011 or 1960? Should the black community, which has been in Madison for more than 100 years, not expect more?
How will the Board of Education’s vote on December 19th help our children move forward? How will their decision impact systemic reform and seed strategies that show promise in improving on the following?
Half of Black and Latino children are not completing high school. Just 59% of Black and 61% of Latino students graduated on-time in 2008-09. One year later, in 2009-10, the graduation rate declined to 48% of Black and 56% of Latino students compared to 89% of white students. We are going backwards, not forwards. (Source: MMSD 2010, 2011)
Black and Latino children are not ready for college. According to makers of the ACT college entrance exam, just 20% of Madison’s 378 Black seniors and 37% of 191 Latino seniors in MMSD in 2009-10 completed the ACT. Only 7% of Black and 18% of Latino seniors completing test showed they had the knowledge and skills necessary to be “ready for college”. Among all MMSD seniors (those completing and not completing the test), just 1% of Black and 7% of Latino seniors were college ready
Too few Black and Latino graduates are planning to go to college. Of the 159 Latino and 288 Black students that actually graduated and received their diplomas in 2009-10, just 28% of Black and 21% of Latino students planned to attend a four-year college compared to 53% of White students. While another 25% of Black and 33% of graduates planned to attend a two-year college or vocation program (compared to 17% of White students), almost half of all of all Black and Latino graduates had no plans for continuing their education beyond high school compared to 27% of White students. Half of Black males in their formative adult years are a part of the criminal justice system. Dane County has the highest incarceration rate among young Black men in the United States: 47% between the ages of 25-29 are incarcerated, on probation or under some form of court supervision. The incarceration phenomena starts early. In 2009-10, Black youth comprised 62% of all young people held in Wisconsin’s correctional system. Of the 437 total inmates held, 89% were between the ages of 15-17. In Dane County, in which Madison is situated, 49% of 549 young people held in detention by the County in 2010 were Black males, 26% were white males, 12% were black females, 6% were white females and 6% were Latino males and the average age of young people detained was 15. Additionally, Black youth comprised 54% of all 888 young people referred to the Juvenile Court System. White students comprised 31% of all referrals and Latino comprised 6%.
More importantly, will the Board of Education demonstrate the type of courage it took our elders and ancestors to challenge and change laws and contracts that enabled Jim Crow, prohibited civil rights, fair employment and Women’s right to vote, and made it hard for some groups to escape the permanence of America’s underclass? We know this is not an easy vote, and we appreciate their struggle, but there is a difference between what is right and what is politically convenient.
Will the Board have the courage to look in the faces of Black and Latino families in the audience, who have been waiting for solutions for so long, and tell them with their vote that they must wait that much longer?
We hope our Board of Education members recognize and utilize the tremendous power they have to give our children a hand-up. OUR RESPONSE TO MMSD’S NEW CONCERNS
Autonomy: MMSD now says they are concerned that Madison Prep will not be accountable to the public for the education it provides students and the resources it receives. Yet, they don’t specify what they mean by “accountability.” We would like to know how accountability works in MMSD and how this is producing high achievement among the children it serves. Further, we would like to know why Madison Prep is being treated differently than the 30 early childhood centers that are participating in the district’s 4 year old kindergarten program. They all operate similar to non-instrumentality schools, have their own governing boards, operate via a renewable contract, can hire their own teachers “at their discretion” and make their own policy decisions, and have little to no oversight by the MMSD Board of Education. All 30 do not employ union teachers. Accountability in the case of 4K sites is governed by “the contract.” MMSD Board members should be aware that, as with their approval of Badger Rock Middle School, the contract is supposed to be developed “after” the concept is approved on December 19. In essence, this conversation is occurring to soon, if we keep with current district practices.
Collective Bargaining Agreement (CBA): MMSD and Madison Teachers, Incorporated have rejected our attorney’s reading of ACT 65, which could provide a path to approval of Madison Prep without violating the CBA. Also, MTI and MMSD could approve Madison Prep per state law and decide not to pursue litigation, if they so desired. There are still avenues to pursue here and we hope MMSD’s Board of Education will consider all of them before making their final decision.

Madison School District ordered to turn over sick notes

A Dane County judge on Monday ordered the Madison School District to turn over more than 1,000 sick notes submitted by teachers who didn’t come to work in February during mass protests over collective bargaining.
Dane County Circuit Judge Juan Colas said the district violated the state’s Open Records Law by issuing a blanket denial to a request for the notes from the Wisconsin State Journal rather than reviewing each note individually.
Under the records law, government agencies must make public the records they maintain in most circumstances.
State Journal editor John Smalley said the court ruling was a victory for open records and government accountability. He said the newspaper was not planning to publish individual teacher names but rather report on the general nature of the sick notes the district received from employees.




Madison School District placed on College Board’s AP® District Honor Roll for significant gains in Advanced Placement® access and student performance



The Madison School District:

The Madison Metropolitan School District is one of fewer than 400 public school districts in the nation being honored by the College Board with a place on the 2nd Annual AP® Honor Roll, for simultaneously increasing access to Advanced Placement coursework while maintaining or increasing the percentage of students earning scores of 3 or higher on AP exams. Achieving both of these goals is the ideal scenario for a district’s Advanced Placement program, because it indicates that the district is successfully identifying motivated, academically-prepared students who are likely to benefit most from AP coursework.
Since 2009, the MMSD increased the number of students participating in AP from 692 to 824 (up 19 percent), while maintaining the percentage of students earning AP Exam scores of 3 or higher above the 70 percent criteria threshold (87% in 2009, 79% in 2011). The majority of U.S. colleges and universities grant college credit or advanced placement for a score of 3 or above on AP exams.
“We are thrilled with this recognition for AP access and student performance,” said Superintendent Dan Nerad. “Obviously, credit goes to the students who score well on AP Exams, and parents and guardians, teachers and other MMSD staff share in this Honor Roll placement. This shows that the Madison School District is on the right path with our work to elevate the performance of all students, but we have much more work to do.”

Proposed Madison Preparatory Academy IB Charter School Business & Education Plans

Madison Preparatory Academy’s educational program has been designed to be different. The eight features of the educational program will serve as a powerful mix of strategies that allow Madison Prep to fulfill its mission: to prepare students for success at a four-year college or university by instilling Excellence, Pride, Leadership and Service. By fulfilling this mission, Madison Prep will serve as a catalyst of change and opportunity for young men and women who live in a city where only 48% of African American students and 56% of Latino students graduate from high school. Madison Prep’s educational program will produce students who are ready for college; who think, read, and write critically; who are culturally aware and embrace differences among all people; who give back to their communities; and who know how to work hard.
One of the most unique features of Madison Prep is the single gender approach. While single gender education has a long, successful history, there are currently no schools – public or private – in Dane County that offer single gender education. While single gender education is not right for every student, the demand demonstrated thus far by families who are interested in enrolling their children in Madison Prep shows that a significant number of parents believe their children would benefit from a single gender secondary school experience.
Madison Prep will operate two schools – a boys’ school and a girls’ school – in order to meet this demand as well as ensure compliance with Title IX of the Education Amendments of 1972. The schools will be virtually identical in all aspects, from culture to curriculum, because the founders of Madison Prep know that both boys and girls need and will benefit from the other educational features of Madison Prep.
The International Baccalaureate (IB) curriculum is one of those strategies that Madison Prep’s founders know will positively impact all the students the schools serve. IB is widely considered to be the highest quality curricular framework available. What makes IB particularly suitable for Madison Prep is that it can be designed around local learning standards (the Wisconsin Model Academic Standards and the Common Core State Standards) and it is inherently college preparatory. For students at Madison Prep who have special learning needs or speak English as a second language, IB is fully adaptable to their needs. Madison Prep will offer both the Middle Years Programme (MYP) and the Diploma Programme (DP) to all its students.
Because IB is designed to be college preparatory, this curricular framework is an ideal foundation for the other aspects of Madison Prep’s college preparatory program. Madison Prep is aiming to serve a student population of which at least 65% qualify for free or reduced lunch. This means that many of the parents of Madison Prep students will not be college educated themselves and will need the school to provide considerable support as their students embark on their journey through Madison Prep and to college.
College exposure, Destination Planning, and graduation requirements that mirror admissions requirements are some of the ways in which Madison Prep will ensure students are headed to college. Furthermore, parents’ pursuit of an international education for their children is increasing rapidly around the world as they seek to foster in their children a global outlook that also expands their awareness, competence and comfort level with communicating, living, working and problem solving with and among cultures different than their own.
Harkness Teaching, the cornerstone instructional strategy for Madison Prep, will serve as an effective avenue through which students will develop the critical thinking and communication skills that IB emphasizes. Harkness Teaching, which puts teacher and students around a table rather than in theater-style classrooms, promotes student-centered learning and rigorous exchange of ideas. Disciplinary Apprenticeship, Madison Prep’s approach to literacy across the curriculum, will ensure that students have the literacy skills to glean ideas and information from a variety of texts, ideas and information that they can then bring to the Harkness Table for critical analysis.
Yet to ensure that students are on track for college readiness and learning the standards set out in the curriculum, teachers will have to take a disciplined approach to data-driven instruction. Frequent, high quality assessments – aligned to the standards when possible – will serve as the basis for instructional practices. Madison Prep teachers will consistently be analyzing new data to adjust their practice as needed.

Based on current education and social conditions, the fate of young men and women of color is uncertain.
Black and Hispanic boys are grossly over-represented among youth failing to achieve academic success, are at grave risk of dropping out of school before they reach 10th grade, are disproportionately represented among adjudicated and incarcerated youth, and are far less likely than their peers in other subgroups to achieve their dreams and aspirations. Likewise, boys in general lag behind girls in most indicators of student achievement.
Research indicates that although boys of color have high aspirations for academic and career success, their underperformance in school and lack of educational attainment undermine their career pursuits and the success they desire. This misalignment of aspirations and achievement is fueled by and perpetuates a set of social conditions wherein men of color find themselves disproportionately represented among the unemployed and incarcerated. Without meaningful, targeted, and sustainable interventions and support systems, hundreds of thousands of young men of color will never realize their true potential and the cycle of high unemployment, fatherless homes, overcrowded jails, incarcerated talent, deferred dreams, and high rates of school failure will continue.
Likewise, girls of color are failing to graduate high school on-time, underperform on standardized achievement and college entrance exams and are under-enrolled in college preparatory classes in secondary school. The situation is particularly pronounced in the Madison Metropolitan School District where Black and Hispanic girls are far less likely than Asian and White girls to take a rigorous college preparatory curriculum in high school or successfully complete such courses with a grade of C or better when they do. In this regard, they mimic the course taking patterns of boys of color.
Additionally, data on ACT college entrance exam completion, graduation rates and standardized achievement tests scores provided to the Urban League of Greater Madison by the Madison Metropolitan School District show a significant gap in ACT completion, graduation rates and standardized achievement scores between students of color and their White peers.
Madison Preparatory Academy for Young Men and Madison Preparatory Academy for Young Women will be established to serve as catalysts for change and opportunity among young men and women in the Greater Madison, Wisconsin area, particularly young men and women of color. It will also serve the interests of parents who desire a nurturing, college preparatory educational experience for their child.
Both schools will be administratively separate and operated by Madison Preparatory Academy, Inc. (Madison Prep), an independent 501(c)(3) established by the Urban League of Greater Madison and members of Madison Prep’s inaugural board of directors.
The Urban League of Greater Madison, the “founder” of Madison Prep, understands that poverty, isolation, structural discrimination, limited access to schools and classrooms that provide academic rigor, lack of access to positive male and female role models in different career fields, limited exposure to academically successful and achievement-oriented peer groups, and limited exposure to opportunity and culture experiences outside their neighborhoods contribute to reasons why so many young men and women fail to achieve their full potential. At the same time, the Urban League and its supporters understand that these issues can be addressed by directly countering each issue with a positive, exciting, engaging, enriching, challenging, affirming and structured learning community designed to specifically address these issues.
Madison Prep will consist of two independent public charter schools – authorized by the Madison Metropolitan School District Board of Education – designed to serve adolescent males and females in grades 6-12 in two separate schools. Both will be open to all students residing within the boundaries of the Madison Metropolitan School District (MMSD) who apply, regardless of their previous academic performance.

Best American High Schools; Wisconsin: 12 out of 500, None from Dane County

To compile the 2011 list of the top high schools in America, NEWSWEEK reached out to administrators, principals, guidance counselors, and Advanced Placement/International Baccalaureate coordinators at more than 10,000 public high schools across the country. In order to be considered for our list, each school had to complete a survey requesting specific data from the 2009-2010 academic year. In total, more than 1,100 schools were assessed to produce the final list of the top 500 high schools.
We ranked all respondents based on the following self-reported statistics, listed with their corresponding weight in our final calculation:
Four-year, on-time graduation rate (25%): Based on the standards set forth by the National Governors Association, this is calculated by dividing the number of graduates in 2010 by the number of 9th graders 2006 plus transfers in minus transfers out. Unlike other formulas, this does not count students who took longer than four years to complete high school.
Percent of 2010 graduates who enrolled immediately in college (25%): This metric excludes students who did not enroll due to lack of acceptance or gap year.
AP/IB/AICE tests per graduate (25%): This metric is designed to measure the degree to which each school is challenging its students with college-level examinations. It consists of the total number of AP, IB, and AICE tests given in 2010, divided by the number of graduating seniors in order to normalize by school size. AP exams taken by students who also took an IB exam in the same subject area were subtracted from the total.

AP/IB/AICE courses offered per graduate (5%): This metric assesses the depth of college-level curriculum offered.  The number of courses was divided by the number of graduates in order to normalize by school size.

Just 12 Wisconsin high schools made the list, not one from Dane County. It would be interesting to compare per student spending (Madison spends about $14,476 per student) , particularly in light of a significant number of “southern” high schools in the top 50. Newspaper’s lawsuit seeks sick notes for Madison school teachers during protest

The Madison School District failed to follow state law when it denied the Wisconsin State Journal access to more than 1,000 sick notes submitted by teachers who didn’t show up for work in February, according to a lawsuit filed by the newspaper Thursday.
The lawsuit, filed in Dane County District Court, asks the court to force the district to release the notes under the state’s open records law, which requires government agencies to release public documents in most circumstances.
The lawsuit says the sick notes are public records because the public has a special interest in knowing how governments discipline employees, who are ultimately responsible to the public.
“We can’t know if things were dealt with appropriately if we can’t see the underlying documents on which decisions were made,” said April Rockstead Barker, the newspaper’s lawyer.
Dylan Pauly, a School District lawyer, declined comment until she had a chance to review the lawsuit.




Madison School District preparing hundreds of teacher layoff notices

The Madison School District and others across the state are scrambling to issue preliminary layoff notices to teachers by Monday due to confusion over Gov. Scott Walker’s budget repair bill and the delay of the state budget.
Madison may issue hundreds of preliminary layoff notices to teachers Monday if an agreement with its union can’t be reached to extend a state deadline, school officials said Thursday.
The School Board plans to meet at 7 a.m. Friday in closed session to discuss the matter.
The Wisconsin Association of School Boards this week urged local school officials to decide on staff cuts by Monday or risk having potential layoffs challenged later in court.
“It’s hugely important and hugely upsetting to everyone,” said Craig Bender, superintendent of the Sauk Prairie School District, which will issue preliminary notices to 63 of its roughly 220 teachers. “It has a huge effect on how schools can function and how well we can continue to educate all kids.”
Bender said the preliminary notices reflected “a guess” about the number of teachers who could lose their jobs because the state budget has not been released.

The first tremors of what could be coming when Gov. Scott Walker releases his 2011-’13 budget proposal next week are rippling through Wisconsin school districts, where officials are preparing for the worst possibilities and girding for fiscal fallouts.
“I’m completely nervous,” Cudahy School District Superintendent Jim Heiden said. “Walking into buildings and seeing teachers break into tears when they see you – I mean, that’s the level of anxiety that’s out there.”
For the past two weeks, protests in Madison have been the focus of a nation, as angry public-sector workers have descended on the Capitol to try to stop Walker’s proposal to roll back most of their collective bargaining rights, leaving them with the ability to negotiate only limited wage increases.
Next week, the demonstrations could move to many of the state’s 425 school districts, the first local entities that will have to hash out budgets for a fiscal year that starts July 1.

Susan Troller:

Gov. Scott Walker’s secrecy and rhetoric regarding his budget plans are fueling rumors and anxiety as well as a flurry of preliminary teacher layoff notices in school districts around the state.
In Dane County, the Belleville school board voted to send layoff notices to 19 staff members at a meeting on Monday. Both the Madison and Middleton Boards of Education will meet Friday to determine their options and if they will also need to send out layoff notices, given the dire predictions of the governor’s budget which will be announced March 1.
In Madison, hundreds of teachers could receive layoff notices, district officials confirmed. Superintendent Daniel Nerad called it an option that would provide “maximum flexibility under the worst case scenario” in an e-mail sent to board members Thursday evening.
Most districts are bracing, and planning, for that worst case scenario.

In job and business creation over the next decade, Wisconsin is often predicted to be among the lowest 10 states. When I was a kid growing up in Madison, income in Wisconsin was some 10 percent higher than in Minnesota. Minnesota caught up to us in 1967, and now the average Minnesotan makes $4,500 more than the average Wisconsinite.
Lift the math, science and reading scores of all K-12, non-special education students in Wisconsin above world-class standards by 2030. (emphasis added)
Wisconsinites often believe we lose jobs because of lower wages elsewhere. In fact, it is often the abundance of skills (and subsidies and effort) that bring huge Intel research and development labs to Bangalore, Microsoft research centers to Beijing, and Advanced Micro Devices chip factories to Dresden.

Will a boys only, non-union prep school fly in Madison?

Local attorney and former Wisconsin State Bar Association president Michelle Behnke spoke in favor of Madison Prep, saying both she and her now grown children attended Edgewood High School in preference over Madison public schools. “I am not a gambler,” Behnke, who is black, said during her three minute appearance before the board. She noted that the statistics regarding academic success for minority students in Madison were so bleak that neither she nor her parents felt they could risk a public school education.
Steve Goldberg, representing CUNA Mutual, also testified in favor of the school, saying his organization was looking forward to being involved and supportive of Madison Prep.
According to Caire, extreme measures are needed to deal with the extreme problems facing area black and latino youth in public school settings, claiming that conventional efforts have not yielded significant results. Both the achievement gap and the incarceration rate for black males in Dane County are at the bottom of national statistics.
Caire believes Madison Prep could be an experimental laboratory for change, and that if successful it could be replicated across the Madison district and elsewhere.
“We’ve been trying various approaches for 30 or 40 years and it’s still not working,” he says.

The school will provide a world class secondary education for young men that prepares them for leadership, service, and success at a four-year college or university.
Madison Prep will employ seven Educational Strategies to achieve this mission: an all-male student body, the International Baccalaureate curriculum, a College Preparatory educational program, Harkness Teaching, an extended school day and year, mentoring and community support, and the “Prep Year.”
Madison Prep will also use four key Operational Strategies in order to support the educational strategies: adequate staffing, target student population, appropriate facilities/location, and sufficient funding.
Eight Core Values and Four Leadership Dimensions will additionally serve as underpinnings for the success of Madison Prep and Madison Prep students. These Core Values – Excellence & Achievement, Accountability, Teamwork, Innovation, Global Perspective, Perseverance, Leading with Purpose, and Serving Others – will also root Madison Prep in the Educational Framework of the Madison Metropolitan School District. The Four Leadership Dimensions – Personal, Team, Thought, and Results Leadership – will serve as criteria for student and staff evaluations.
Madison Prep’s educational program will be bolstered by partnerships with businesses, government agencies, professional and membership associations, colleges and universities, and scholarship-providing organizations that have the capacity to bring talent, expertise and resources into the school community to benefit Madison Prep students, faculty, staff, and parents. Madison Prep will also host special activities to engage parents, family members, and the community in the education of their young men. Invitations will be extended to parents, community leaders, and experts to join young men at the Harkness Table to add to their learning and to learn with them.
Seed funding for the establishment of Madison Prep will come from public and private sources, including planning and implementation grants from charter school investment funds, charitable foundations, government agencies, and individuals. Ideally, Madison Prep will be located in a business or higher education environment with access to quality classroom, athletic and laboratory facilities or the ability to create such facilities.
The Urban League of Greater Madison (ULGM or Urban League) will submit a Detailed Proposal for Madison Prep in 2011 to the Madison Metropolitan School District (MMSD) Board of Education to receive approval to open the school in 2012. If approved, the school will open in August 2012 serving 90 boys in grades 6 and 7. The school will grow by one grade level each year until it offers a full complement of secondary grades (6 -12). At maturity, Madison Prep will serve 315 students and graduate its first class of seniors in 2017-18.

In many ways, the outcome of this initiative will be a defining moment for our local public schools, particularly in terms of diffused governance, choice, a different curricular approach (potentially a movement away from the one size fits all model), economics and community engagement. If it does not happen in Madison, I suspect it will with a neighboring district.

The Madison Prep Difference
Although it is clear that Madison Prep can and will support MMSD objectives, there is no doubt that Madison Prep will be unique. Madison Prep will be the only all-male public school option in Dane County serving young men when it opens in 2012. Furthermore, the school will be the only IB school in the city offering the full continuum of the IB Programme at the secondary level. Young men enrolled in Madison Prep in 6th grade will begin their education in the IB Middle Years Programme and continue in the curriculum until they move into the rigorous two- year Diploma Programme beginning in 11th grade, thereby increasing their likeliness of success. Finally, while MMSD offers after school activities and care, no school in the district offers a significant amount of additional instructional time through an extended school day and extended school year, as Madison Prep will.

PROJECT MANAGEMENT WEBSITE
Today, you will receive an email with a subject line that reads, “You’re invited to join our project management and collaboration system.” Please open this email. It will contain the information you need to sign up to access the Madison Prep Project Management Site. You will need to select a username and password. FYI, Basecamp is used by millions of people and companies to manage projects. You can learn more about basecamp by clicking here. Once in the site, you can click on the “help” button at the top, if necessary, to get a tutorial on how to use the site. It is fairly easy to figure out without the tutorial. If you have spam controls on your computer, please be sure to check your spam or junk mail box to look for emails and posting that we might make through Basecamp. Occasionally, postings will end up there. Please approve us as an email “sender” to you.
We have already posted the business plan for the original school (NextGen Prep) that is the same model as Madison Prep. We’ve also posted other important documents and have set a deadline of Friday, October 15, 2010 for you to review certain documents that have been posted. DATES FOR DESIGN TEAM MEETINGS
At the Interest Meeting we held on Tuesday (or in other conversation with us), you indicated a preference for getting involved in one of the following design teams. Please click on the name of the team below. You will be taken to www.doodle.com to identify your availability for these meetings. Please share your availability by Monday, October 11 at 12pm so that we can send out meeting notices that afternoon. We will address the dates and times of future meetings at the first meeting of each team. Please note, you do not need to be a “charter school” expert to be involved with this. You will have a lot of fun working towards developing a “high quality public charter school” and will learn in the process.
· Curriculum & Instruction Team. This design team will develop a thorough understanding of the IB curriculum and define the curriculum of the school, including the core and non-core curriculum. At least for the first meeting of this design team, Instructional strategies will be addressed as well. The Instruction team will develop a thorough understanding of the Harkness teaching method, outline instructional best practices, and address teacher expectations and evaluation. Both teams will address special education and English Language Learners (ELL). Additional details will be shared at the first meeting.
· Governance, Leadership & Operation Team. This design team will help develop the school’s operations plan, define the governing structure, and address the characteristics and expectations of the schools Head of School. The Head of School will be the instructional leader and therefore, there will be some overlapping conversations that need to occur with the team that addresses instruction and quality teaching.
· Facility Team. This team will be responsible for identify, planning, and securing a suitable facility for Madison Prep.
· Budget, Finance & Fundraising Team. This team will be involved with developing Madison Prep’s budget and fundraising plans, and will explore financing options for start-up, implementation, and the first four years of the school’s operation.”
· Community Engagement & Support Team. This team will develop strategies and work to establish broad community support for Madison Prep, develop criteria for partnering with others, and establish partnerships that support teaching, learning, leadership, and community engagement.

There is a lot of good support and buzz growing around Madison Preparatory Academy for Young Men (charter school). Madison Preparatory Academy for Young Men will be an all-male charter school that we intend to open in the Madison area in the fall of 2012. It will serve as a high quality school option for parents as well as a demonstration school for secondary education reform and improvement in Dane County. We want local teachers and schools to learn from Madison Prep, and will take steps
We have attached the two page executive summary again for your review along with a business plan for the school (that will be modified to fit Madison). Madison Prep was originally to be launched as a charter school in Washington, DC and Prince Georges County, Maryland in 2011 and 2013 under Next Generation, an organization I founded in Maryland with my wife and other partners in 2006.
ABOUT CHARTER SCHOOLS
In 2009, there were 5,043 charter schools in the United States compared to 33,740 private schools and 98,916 traditional public schools. Nationally, charter schools enrolled 1,536,079 students in 2009. According to the Wisconsin Charter School Association, there are more than 223 charter schools in Wisconsin serving more than 37,432 students. There are presently just two charter schools in Madison: James C. Wright Middle School on Madison’s South side, founded in 1997 (originally as Madison Middle School 2000).
Until recently, other school districts in Wisconsin have been more open to charter schools. Appleton (14), Janesville (5), Kenosha (6), LaCrosse (4) and Milwaukee (66), Oshkosh (6), Sheboygan (7), Sparta (4), Stevens Point (7), and Waukesha (6) have authorized a significant number of public charter schools when considering the size of their total school district enrollments. However, recent enthusiasm around the formation of Badger Rock School is a sign that Madison area school districts could be more receptive to innovative charter school models that serve a specific community need and purpose. With your support and that of many others, we intend to make a very strong case for Madison Prep and why it’s so desperately needed in our community.
DESIGNING MADISON PREP
In Maryland, our team spent three years researching and designing the school and the curriculum. Members of the founding team were involved in the establishment and/or leadership of Bishop John T. Walker School for Boys , Septima Clark Public Charter School , The SEED Foundation and Public Charter Schools, Sidwell Friends School (where President Obama’s children attend), and Hyde Leadership Public Charter School . We had an expert on international baccalaureate education lead our curriculum design. We also worked closely with the leadership and faculty of other private and charter schools as we developed the business plan, curriculum and education program, including Washington Jesuit Academy , the St. Paul’s School in Baltimore, and Philips Exeter Academy in New Hampshire. The school will utilize the highly regarded college-preparatory International Baccalaureate (IB) curriculum and the teaching methodology will be rooted in Harkness instruction. St. Paul’s also has a school for girls – the St. Paul School for Girls.
Prior to being hired as President & CEO of the Urban League of Greater Madison (ULGM), I shared with our ULGM board that I would look to establish charter schools as a strategy to address the persistent underperformance and failure of our children attending Madison area schools. As we have engaged our community, listened to leaders, researched the issues, and evaluated the data, it is clear that Madison Prep is not only needed, but absolutely necessary.
SINGLE GENDERED PUBLIC SCHOOLS
As of June 2010, there were 540 public schools in the U.S. offering a single-gendered option, with 92 schools having an all-male or all-female enrollment and the rest operating single gendered classes or programs. There were 12 public schools in Wisconsin offering single gendered classes or classrooms (6 middle schools, 5 high schools, and one elementary school).
There are several single gendered charter schools for young men that have garnered a lot of attention of late, including Urban Prep Academies in Chicago – which sent 100% of its first graduating class to college, The Eagle Academy Foundation in New York City, Boys Latin of Philadelphia, and Brighter Choice Charter School for Boys and Green Tech High School in
Albany, NY,
Bluford Drew Jemison Academy in Baltimore.

Urban League of Greater Madison CEO invited to Oprah Winfrey Show

Today, our President & CEO, Kaleem Caire, was invited to participate in a taping of the Oprah Winfrey Show as a member of the studio audience for a town hall discussion Ms. Winfrey is having on education reform as a follow-up to her show yesterday on the critically acclaimed documentary, “Waiting for Superman.” The film is directed by award winning filmmaker, David Guggenheim, the creative genius behind AN INCONVENIENT TRUTH.
Ms. Winfrey has invited leaders in education, along with parents, community, business leaders, and students to discuss what needs to be done to fix America’s public schools. The full format has not yet been shared but guests have also been invited to view a showing of Waiting for Superman Thursday evening at her studio. The show will air this Friday afternoon. If anything should change, we will let you know.
Considering just 7 percent of Madison’s African American graduating seniors in the class of 2010 who completed the ACT college entrance exam were considered “college ready” by the test-maker (93 percent were deemed “not ready”), it is more important now than ever that the Urban League, our local school districts, local leaders, and other organizations move swiftly and deliberately to implement solutions that can move our children from low performance to high performance. It is even more important that we provide our children with schools that will prepare them to succeed in the economy of the future . With the right approaches, we believe our education community can get the job done!
We look forward to working with our partners at the United Way of Dane County, Madison Metropolitan School District, Boys & Girls Clubs of Dane County, YMCA of Dane County, Madison Community Foundation, Great Lakes Higher Education, and many others to get our youth on the right track.

Ouch! Madison schools are ‘weak’? and College Station’s School District

Another national magazine says Madison is one of the nation’s best cities in which to raise a family.
That’s something to celebrate.
But Kiplinger’s, a monthly business and personal finance periodical, also raps ours city schools as “weak” in its latest edition.
That’s troubling.
“Madison city schools are weak relative to the suburban schools,” the magazine wrote in its analysis of the pros and cons of living here with children.
Really?
The magazine apparently used average test scores to reach its conclusion. By that single measure, yes, Dane County’s suburban schools tend to do better.
But the city schools have more challenges – higher concentrations of students in poverty, more students who speak little or no English when they enroll, more students with special needs.
None of those factors should be excuses. Yet they are reality.
And Madison, in some ways, is ahead of the ‘burbs. It consistently graduates some of the highest-achieving students in the state. It offers far more kinds of classes and clubs. Its diverse student population can help prepare children for an increasingly diverse world.

Madison School Board member Ed Hughes compares WKCE scores, comments on the Kiplinger and Wisconsin State Journal article and wonders if anyone would move from Madison to College Station, TX [map], which Kiplinger’s ranked above our local $15,241 2009/2010 per student public schools.
I compared Madison, WI to College Station, TX using a handy Census Bureau report.

93.8% of College Station residents over 25 are high school graduates, a bit higher than Madison’s 92.4%.
58.1% of College Station residents over 25 have a bachelor’s degree or higher, compared to Madison’s 48.2%

Madison does have a higher median household and per capita income along with a population about three times that of College Station.
Turning to the public school districts, readers might be interested in having a look at both websites: the College Station Independent School District and the Madison Metropolitan School District. 75% of College Station students took the ACT (average score: 22.6) while 67% of Madison students took the exam and achieved a composite score of 24.2.
College Station publishes a useful set of individual school report cards, which include state and national test results along with attendance and dropout data.
College Station’s 2009-2010 budget was $93,718.470, supporting 9,712 students = $9,649.76 per student. . They also publish an annual check register, allowing interested citizens to review expenditures.
Madison’s 2009-2010 budget was $370,287,471 for 24,295 students = $15,241 per student, 57.9% higher than College Station.
College Station’s A and M Consolidated High School offers 22 AP classes while Madison East offers 12, Memorial 25 (8 of which are provided by Florida Virtual…), LaFollette 13 and West 8.
College Station’s “student profile” notes that the District is 59.3% white, 31.4% are economically disadvantaged while 10.3% are in talented and gifted.
Texas’s 2010 National Merit Semifinalist cut score was 216 while Wisconsin’s was 207. College Station’s high school had 16 National Merit Semi-Finalists (the number might be 40 were College Station the same size as Madison and perhaps still higher with Wisconsin’s lower cut score) during the most recent year while Madison’s high schools had 57.

Our Community Engagement Initiative is well underway! We began training volunteers and canvassing the Burr Oaks and Bram’s Addition Neighborhoods last week. We will soon visit the Capital View and Leopold Neighborhoods, and then make our way to the Village of Shorewood, Glenn Oaks, and Hill Farms Neighborhoods. We are continuing to recruit volunteers and organizational partners to get out on the streets with us and talk with residents and business owners about their vision for the future of our city and region.
If you want to know what the community thinks first hand and want to develop connections with members of our extended family of 500,000+ who reside in greater Madison, come join us. Our next Community Outreach training will be held Tuesday, August 3, 2010 from 5:30pm – 7:00pm at our new Urban League Center for Economic Development and Workforce Training headquarters located at 2222 South Park Street, Madison, 53713. Participation in a training session is required in order to participate in our campaign, so if at all possible, please plan on joining us for this session. If you can’t make it, there will be additional sessions held in the future.
We will conclude our campaign on October 15, 2010, and soon thereafter will share the outcomes of our 3-month community engagement effort with all organizations and individuals who get involved. We will also host a public hearing on the City Budget at the Urban League and a seminar for individuals interested in serving on City of Madison Commissions and Boards. We are particularly interested in increasing diversity on these Boards and Commissions and look forward to working with County leaders to accomplish the same.

What a great group of professionals we had join us – 32 leaders who are making a positive difference in our community and who have committed themselves to do more to establish greater Madison as the BEST place to live in the Midwest for EVERYONE. We also want to thank Wisconsin State Senator Lena Taylor for giving an inspiring and motivational talk, and for challenging us to get more deeply involved with local and state affairs. We would like to hear the African American community’s opinions and ideas about strategies the Urban League can pursue to dramatically:
· Increase the academic achievement, high school graduation, and college goings rates of African American children and youth;
· decrease poverty rates and increase the number of African American adults who are employed and moving into the middle class; and
· increase the number of African Americans who are serving and employed in leadership roles in Dane County’s public and private sector.

Madison School District Global Academy Resolution

A consortium of school districts including: Belleville, Middelton Cross Plains, Mt. Horeb, Oregon, McFarland, Verona Area, Madison and Wisconsin Heights are actively and energetically seeking partnerships with business, academic and manufacturing sectors in the Dane County region in an effort to create and staff what is referred to as The Global Academy. The Global Academy will be a hybrid secondary / post-secondary learning environment designed primarily for high school juniors and seniors from the consortium districts. The Global Academy will provide specialized and advanced training in the following areas that culminate in two year or four year degrees: Architecture and Construction, HealthScience, InformationTechnology, Science, Technology, Engineering and Mathematics
Rationale:
Regional, national and global need for specialized and advanced skills, along with growing competition for jobs that require those skills from advanced and developing countries is changing the curriculum landscape for high schools in the United States. In Wisconsin, public high schools are making valiant efforts to respond to this need, but struggle to do so given revenue caps and shrinking budgets. Neighboring school districts produce similar programs that are barely sustainable and represent an inefficient duplication of programs and services. A consortium of school districts providing specialized and advanced programs, pooling resources, talent and students is a much more viable and sustainable method ofproviding educational programs that prepare students for 21st Century career opportunities. Additionally, partnering with business, manufacturing and academic sectors will add expertise, latest trend information and greatly increased opportunities for obtaining certifications, advanced standing and credits in institutions of higher learning.

On Sunday, February 21, voters in the Madison Metropolitan School District will have their first opportunity to hear and question the School Board candidates on the ballot in the April 6 election. Unopposed incumbents Beth Moss and Maya Cole will begin with short statements on their service and why they are seeking re-election. Next the candidates for Seat 4, James Howard and Tom Farley, will answer questions from Progressive Dane and the audience. Madison District 12 Alder and member of the Board of Education
– Common Council Liaison Committee Satya Rhodes-Conway will serve as the moderator.
Progressive Dane is hosting this event as a public service to increase awareness of this important election.”The seven people on the School Board are responsible for the education of about 24,000 students and an annual budget of roughly $400 million.” explained Progressive Dane Co-Chair and Education Task Force Chair Thomas J. Mertz. “We want people to know what is going on, choose their candidate wisely and get
involved.
Candidates Tom Farley and James Howard welcome this opportunity to communicate with the voters. Farley expects a substantive discussion; he is “looking forward to participating in the Progressive Dane forum. It will certainly be our most in-depth public discussion of the issues – and most likely the liveliest and most enjoyable one too.”
Howard expressed his appreciation for “this opportunity to talk to the voters about my record of service with public schools and my unique perspective that I will add to the Board of Education” and is also ready to discuss “how to maintain and strengthen Madison schools.”
Incumbents Cole and Moss are also pleased to take part. Cole said she is “happy to have this opportunity to meet with members of our community to discuss the work of the Board, to listen to their concerns and to share the opportunities we are embracing to make our district better for all children. Moss also appreciates the chance to share her thoughts on “the good work that is going on in the schools and some of the challenges we face.”
Progressive Dane is a progressive political party in Dane County, Wisconsin. Progressive Dane is working to make Dane County a better place for everyone (no exceptions!). Progressive Dane helps community members organize around issues that are important to them and also works on the grassroots level to elect progressive political candidates.

Notes and Links: President Obama and Education Secretary Arne Duncan Visit Madison’s Wright Middle School (one of two Charter Schools in Madison).




Background

President Barack Obama and Education Secretary Arne Duncan will visit Madison’s Wright Middle School Wednesday, November 4, 2009, purportedly to give an education speech. The visit may also be related to the 2010 Wisconsin Governor’s race. The Democrat party currently (as of 11/1/2009) has no major announced candidate. Wednesday’s event may include a formal candidacy announcement by Milwaukee Mayor, and former gubernatorial candidate Tom Barrett. UPDATE: Alexander Russo writes that the visit is indeed about Barrett and possible legislation to give the Milwaukee Mayor control of the schools.

Possible Participants:

Wright Principal Nancy Evans will surely attend. Former Principal Ed Holmes may attend as well. Holmes, currently Principal at West High has presided over a number of controversial iniatives, including the “Small Learning Community” implementation and several curriculum reduction initiatives (more here).
I’m certain that a number of local politicians will not miss the opportunity to be seen with the President. Retiring Democrat Governor Jim Doyle, Wisconsin Department of Public Instruction Superintendent Tony Evers, Dane County Executive Kathleen Falk (Falk has run for Governor and Attorney General in the past) and Madison School Superintendent Dan Nerad are likely to be part of the event. Senator Russ Feingold’s seat is on the fall, 2010 ballot so I would not be surprised to see him at Wright Middle School as well.

Madison’s Charter Intransigence

Madison, still, has only two charter schools for its 24,295 students: Wright and Nuestro Mundo.
Wright resulted from the “Madison Middle School 2000” initiative. The District website has some background on Wright’s beginnings, but, as if on queue with respect to Charter schools, most of the links are broken (for comparison, here is a link to Houston’s Charter School Page). Local biotech behemoth Promega offered free land for Madison Middle School 2000 [PDF version of the District’s Promega Partnership webpage]. The Madison School District shared their data with the group and they decided when their next two meetings would be. Compton made some interesting/borderline comments and they have an interesting discussion about race and how housing patterns affect the schools. There was a powerpoint presentation with lots of information, without a handout, so I tried to capture it the best I could.
GETTING STARTED
The meeting was moved from the Mayor’s office to Room 260 across the street. The meeting started 5 minutes late with Brian Munson, Marj Passman, Mark Clear, Judy Compton, Dave Porterfield, Brian Solomon and Marsha Rummel were the quorum. Judy Olson absent, but joined them later. City staff of Bill Clingan, Mark Olinger, Ray Harmon and Helen Dietzler. Kurt Keifer from the School District was here to present. (Bill Clingan is a former Madison School Board member. He was defeated a few years ago by Lawrie Kobza.

A few interesting notes:

Clear asks if this reflects white flight, or if this just reflects the communities changing demographics. He wants to know how much is in and out migration. Kiefer says they look more at private and parochial school attendance as portion of Dane County and MMSD. Our enrollment hasn’t changed as a percentage. There has been an increased activity in open enrollment – and those numbers have gone up from 200 to 400 kids in the last 8 – 10 years. He says the bigger factor is that they manage their enrollment to their capacities in the private and parochial schools. Even with virtual schools, not much changes. The bigger factor is the housing transition in Metropolitan area. Prime development is happening in other districts

Kiefer says smaller learning communities is what they are striving for in high schools. Kiefer says the smaller learning initiative – there is a correlation in decrease in drop out rate with the program. Compton asks about minority and Caucasian level in free lunch. She would like to see that.

Kiefer says that Midvale population is not going up despite the fact that they have the highest proportion of single detached units in Midvale – they are small houses and affordable, but also highest proportion of kids going to private and parochial schools. He says it was because of access because to parochial schools are located there. Kiefer says they think the area is changing, that the Hilldale area has been an attractor for families as well as Sequoya Commons. Family and school friendly areas and he tells the city to “Keep doing that”. He is hopeful that Hill Farms changes will be good as well.

Fascinating. I wonder how all of this, particularly the high school “small learning community initiatives” fit with the District’s strategic plan and recently passed Talented and Gifted initiative?




Swine flu vaccinations likely to be offered in Dane County public schools

In Dane County, vaccinations for the H1N1 virus likely will be offered to students at public schools this fall — but stay tuned for details.
The Dane County Immunization Coalition — a broad group of health providers that also includes school district representatives — will meet Tuesday to discuss logistics for administering the vaccine, which isn’t expected to arrive here until mid- or late-October, said Judy Aubey of the Madison-Dane County Public Health Department.
The coalition, Aubey said, will look to guidelines from the federal Centers for Disease Control and Prevention to determine who should be first in line for immunizations, which are given in two doses, 21 to 28 days apart. Unlike the seasonal flu vaccine, which traditionally focuses on the old and the young, the priority groups for H1N1 immunizations include pregnant women, adults in regular contact with infants under 6 months old, health care workers and children and young adults ages 6 months through 24 years.
So schools could be key players, Aubey said. “There are 80,000 kids in Dane County schools and we certainly don’t have the numbers to carry this ourselves,” she said. “We are going to need help.”
Since April, the Madison school district has been communicating closely with the health department on swine flu issues, and that partnership will continue into the fall and beyond, said Freddi Adelson, health services coordinator for the district.

Dane County schools tighten security measures

The Verona School District is planning to become the first in Dane County to lock all doors at some schools and require visitors to appear on camera to receive permission to enter, and the first to require that high school students display identification badges at all times. Many students support the moves, even as others question whether they’re really needed in the community that calls itself “Hometown, USA.”
In Middleton, educators are deep into discussions that could lead to asking taxpayers for $3.5 million for cameras, other equipment and remodeling projects to tighten security at their 10 schools. Madison school officials have begun a major review of security measures that by spring could lead to proposals to control the public’s access to that district’s 48 schools.
These are signs that despite tight budgets, Wisconsin educators are pushing ahead in their efforts to keep schools safe — efforts that took on added urgency with the 2006 slaying of Weston High School principal John Klang by a student, and other tragedies across the nation.

Madison school cafeterias have “impressive” safety records

While there’s no controlling what happens once kids get their hands on the food, some of the safest public places to buy meals are Madison school cafeterias.
A review of Madison-Dane County Health Department records of Madison school cafeteria inspections showed that school scores were far better than the average restaurant score. Out of 164 Madison cafeteria inspections, 49 resulted in a perfect score of zero and 115 found no critical violations.
To put that in perspective, the average score for restaurants hovers around 20, and anything above 50 is viewed as troublesome. Madison school cafeterias averaged 3.3 over the past four years. The worst school score — Spring Harbor Middle School with a score of 22 in 2005 — was on par with restaurants. And the next two years Spring Harbor scored a perfect zero.




Madison School District Enrollment Data Analysis



The Madison Metropolitan School District [724K PDF]:

The following document explores enrollment trends based on four different factors: intemal transfers, private school enrollments, inter-district Open Enrollment, and home based enrollments. The most current data is provided in each case. Not all data are from the current school year. Certain data are based on DPI reports and there are lags in the dates upon which reports are published.
Summary
Most internal transfers within the MMSD are a function of two factors: programs not offered at each home school (e.g., ESL centers) and students moving between attendance areas and wishing to remain in the school they had been attending prior to the move. Notable schools in regard to transfers include Shorewood Elementary which has both a very high transfer in rate and a very low transfer out rate, Marquette which has a high transfer in rate, and Emerson which has a high transfer out rate.
Based on data reported to the Department of Public Instruction (DPI), private school enrollments within the MMSD attendance area have held fairly steady for the past several years, with a slight increase in the most recent two years. The District’s percentage of private school enrollment is roughly average among two separate benchmark cohort groups: the largest Wisconsin school districts and the Dane County school districts. Using data supplied annually to the MMSD by ten area private schools it appears that for the past three year period private school elementary enrollment is declining slightly, middle school enrollment is constant, and high school enrollment has been variable. Stephens, Midvale, Leopold, and Crestwood Elementary Schools, and Cherokee and Whitehorse Middle Schools have experienced declines in private school enrollment during this period. Hawthorne and Emerson Elementary Schools, Toki and (to a lesser extent) Sherman Middle Schools, and West and Memorial High Schools have experienced increases in private school enrollments. The East attendance area has very limited private school enrollment.
Home based education has remained very steady over the past six years based on data reported to the DPI. There is no discernible trend either upward or downward. Roughly 420 to 450 students residing within the MMSD area are reported as participating in home based instruction during this period. Like private school enrollment, the MMSD’s percentage of home based enrollment is roughly average among two separate benchmark cohort groups: the largest Wisconsin school districts and the Dane County school districts.
Open Enrollment, which allows for parents to apply to enroll their Children in districts other than their home district, is by far the largest contributor to enrollment shifts relative to this list of factors. In 2008-09, there are now over 450 students leaving the MMSD to attend other districts compared with just under 170 students entering the MMSD. Transition grades appear to be critical decision points for parents. Certain schools are particularly affected by Open Enrollment decisions and these tend to be schools near locations within close proximity to surrounding school districts. Virtual school options do not appear to be increasing in popularity relative to physical school altematives.

As elected officials, we work hard to make Madison and Fitchburg the best places in the country.
The foundation of our vibrant community is our public schools. Our kids and schools need our support this fall. We urge you to vote for the Madison schools referendum on Nov 4.
Talented professionals, the people who start and build new businesses, don’t do it in a vacuum. They choose communities with the resources for a good life, as well as a good business. First among those resources is quality schools.
Schools in Madison and across Wisconsin are suffering from state-imposed cuts in funding. Some public schools are literally on the verge of bankruptcy. Madison schools have cut programs and services by over $60 million since 1993, when the restrictions began. Every year it’s harder and harder to provide our children the education they need and deserve.
The long-term solution lies with the Wisconsin Legislature. But until there’s a majority working toward a solution, we have to protect our kids.
The Nov. 4 proposal will increase taxes by about $28 on a $250,000 home in 2009, $43 in 2010, and $21 in 2011. The school district’s Web site has details: www.madison.k12.wi.us.
For that investment, we’ll maintain smaller class sizes, keep first rate teachers, help our special needs kids, keep up with basic maintenance — and much more. This referendum is very reasonable. The increase in taxes is modest. The commitment to our kids is enormous.
In America, every child deserves a chance to succeed — not just the rich. Public schools make the American dream a reality.

Being concerned about the effect of cuts to funding, staffing and instruction time on arts education and the effect of these cuts on low-income students and students of color, the Madison Metropolitan School District’s (MMSD) Board of Education formed the district’s Fine Arts Task Force in January 2007 to respond to three charges:

  1. Identify community goals for Madison Metropolitan School District K-12 Fine Arts education including curricular, co-curricular and extra-curricular.
  2. Recommend up to five ways to increase minority student participation and participation of low-income students in Fine Arts at elementary, middle and high school levels.
  3. Make recommendations regarding priorities for district funding of Fine Arts.

Members of the Task Force will present the findings and recommendations to the MMSD School Board on Monday, October, 6, 2008, at 6:15 pm, in the McDaniels Auditorium of the Doyle Administration Building, 545 West Dayton Street, Madison.
Students, parents and the general public are encouraged to attend to show support for the role of the arts in ensuring a quality education for every MMSD student. Attendees can register in support of the report at the meeting.
Nineteen community members, including 5 MMSD students, were appointed by the School Board to the Task Force, which met numerous times from February 2007 through June 2008. The Task Force received a great deal of supportive assistance from the Madison community and many individuals throughout the 16 month information gathering and , deliberation process. More than 1,000 on-line surveys were completed by community members, parents, artists, arts organizations, students, administrators and teachers, providing a wealth of information to inform the task force?s discussions and recommendations.

Madison Schools TV is Changing



Via a Marcia Standiford email (note that this change is driven by a massive telco giveaway signed into law by Wisconsin Governor Doyle recently):

Have you enjoyed seeing your child on MMSD-TV? Do you appreciate having access to live coverage of school board meetings?
Channels 10 and 19, the cable TV service of the Madison Metropolitan School District, are moving. As a result of a recent law deregulating cable television, Charter Cable has decided to move our channels to digital channels 992 and 993 effective August 12, 2008.
What will this mean for you?
To continue seeing Madison Board of Education meetings, high school sporting events, fine arts, school news, newscasts from around the world or any of the other learning services offered by MMSD-TV, you will need a digital TV or digital video recorder (DVR) with a QAM tuner. If you do not have a digital TV, you will need to obtain a set-top digital converter box from Charter. Charter has agreed to provide the box at no charge for the first six months of service to customers UPON SPECIFIC REQUEST, after which Charter will add a monthly fee to your bill for rental of the box.
Be advised, however, that the Charter box is NOT the same box being advertised by broadcasters as a way of receiving digital over-the-air signals after the national conversion to digital which will take place in February, 2009.

Dane County, WI Schools Consider MAP Assessement Tests After Frustration with State WKCE Exams

From Wisconsin Heights on the west to Marshall on the east, 10 Dane County school districts and the private Eagle School in Fitchburg are among more than 170 Wisconsin public and private school systems purchasing tests from Northwest Evaluation Association, a nonprofit group based in the state of Oregon.
The aim of those tests, known as Measures of Academic Progress, and others purchased from other vendors, is to give educators, students and parents more information about students ‘ strengths and weaknesses. Officials at these districts say the cost, about $12 per student per year for MAP tests, is a good investment.
The tests ‘ popularity also reflects widespread frustration over the state ‘s $10 million testing program, the Wisconsin Knowledge and Concepts Examination.
Critics say that WKCE, which is used to hold schools accountable under the federal No Child Left Behind law, fails to provide adequate data to help improve the teaching methods and curriculum used in the classrooms.
They complain that because the tests are administered just once a year, and it takes nearly six months to receive the results, the information arrives in May — too late to be of use to teachers during the school year.
The testing controversy is “a healthy debate, ” said Tony Evers, deputy state superintendent of public instruction, whose agency contends that there ‘s room for both WKCE and MAP.

“It ‘s a test that we feel is much more relevant to assisting students and helping them with their skills development, ” said Mike Hensgen, director of curriculum and instruction for the Waunakee School District, who acknowledges he ‘s a radical in his dislike of WKCE.
“To me, the WKCE is not rigorous enough. When a kid sees he ‘s proficient, ‘ he thinks he ‘s fine. ”
Hensgen contends that the WKCE, which is based on the state ‘s academic content for each grade level, does a poor job of depicting what elite students, and students performing at the bottom level, really know.
The Waunakee School Board, in a letter being distributed this month, is urging state legislators and education officials to find ways to dump WKCE in favor of MAP and tests from ACT and other vendors.

The Madison School District and the Wisconsin Center for Education Research are using the WKCE as a benchmark for “Value Added Assessment”.

Results for statewide testing show an overall upward trend for mathematics, stable scores in reading, and a slight narrowing of several achievement gaps. This three-year trend comes at a time when poverty is continuing to increase among Wisconsin students.
The 434,507 students who took the Wisconsin Knowledge and Concepts Examinations (WKCE) and the Wisconsin Alternate Assessment for Students with Disabilities (WAA-SwD) this school year showed gains over the past three years in mathematics in six out of seven grades tested. Reading achievement at the elementary, middle, and high school levels was stable over three years. An analysis of all combined grades indicates a narrowing of some achievement gaps by racial/ethnic group.
“These three years of assessment data show some positive trends. While some results point to achievement gains, we must continue our focus on closing achievement gaps and raising achievement for all students,” said State Superintendent Elizabeth Burmaster.

But in the Madison School District, just two of the 23 proficiency scores improved, while five were unchanged and 16 declined, according to a Wisconsin State Journal review of the 2006-07 and 2007-08 school year data from the state Department of Public Instruction.
Madison’s scores trail the state average in 22 of the 23 scores. Typically the percentage of Madison students attaining proficient or advanced ratings trails the state average by several percentage points.
“The fact that we’re able to stay close to the state average as our demographics have made dramatic changes, I think is a positive,” said Madison schools Superintendent Art Rainwater, who added that the district’s “strong instructional program” is meeting many of the challenges of immigrant and low-income students while ensuring that “high fliers are still flying high.”
A district analysis shows that when the district’s students are compared with their peers across the state, a higher percentage of Madison students continue to attain “advanced” proficiency scores — the highest category.
Madison students who aren’t from low-income families “continue to outperform their state counterparts,” with higher percentages with advanced scores in reading and math at all seven tested grade levels, the district reported.
Rainwater said he’s long feared that the district’s increasingly needy student population, coupled with the state’s revenue limits that regularly force the district to cut programs and services, someday will cause test scores to drop sharply. But so far, he said, the district’s scores are higher than would be expected, based on research examining the effects of poverty and limited English abilities on achievement.
This school year, 43 percent of Madison students are from low-income families eligible for free and reduced-price lunches, while 16 percent of students are classified as English language learners — numbers that are far above those of any other Dane County school district.
Rainwater noted that students with limited English abilities receive little help while taking the reading and language arts tests in English.

Reading test scores for Madison students changed little compared to 2006-07, but math results decreased in six of the seven grades tested. Of 23 scores in five topics tested statewide, Madison lagged behind state peers in 22 of 23 of those scores.
Madison Superintendent Art Rainwater attributes the district’s performance and trends to the growing population of English language learners in the district.

Officials now are able to draw upon three years of results since Wisconsin began administering testing to students in grades three through eight and grade 10 in reading and mathematics. Based on state regulations, students in fourth, eighth and 10th grade were also tested in language arts, science and social studies.

But there is little room for debate about what the scores say about the need for improvement in the outcomes for Milwaukee Public Schools students: The gaps between Milwaukee students and the rest of the state remain large, and school improvement efforts of many kinds over the years have not made much of a dent.
The problem is especially vivid when it comes to 10th-graders, the highest grade that is part of Wisconsin’s testing system. The gap between sophomores in Milwaukee and those statewide has grown larger over the last two years, and, once again, no more than 40% of 10th-graders in MPS were rated as proficient or better in any of the five areas tested by the state. For math and science, the figure is under 30%.

Back in 1995, when the Wisconsin State Journal and WISC-TV began a civic journalism project to study the racial achievement gaps in our schools, the statistical measures of student achievement and reading in third grade put the issue in sharp focus.
United Way and our community partners’ efforts, through a variety of strategies including the Schools of Hope tutoring program, relied on those strong, focused statistics to measure the success of our 1-on-1 and 1-on-2 tutoring.
By 2004, Superintendent Art Rainwater was able to announce the elimination of the racial achievement gap in third grade reading scores, because our community had focused on stable statistical measure for over 10 years.
A standard graduation rate formula would create the same public focus for our nation’s efforts to increase high school graduation rates.

To try to save his high school, student John Kiefler took an unusual approach this month that revealed both his commitment to the school and his level of desperation.
He contacted Oprah.
“Now I know that because I am a student that had problems in a normal school that if this place closes down that I will have problems getting a diploma,” wrote John, a junior who rides a van 45 minutes north from Milton to Dane County Transition School in Madison.
“I hope you can help us.”
After 15 years of educating students with fragile futures, Transition School itself faces a test of survival.
The publicly funded alternative school is in danger of closing as early as this summer.
“Our school system was set up for a factory model that has not changed in 100 years and it’s growing more and more distant from what we need,” said Deedra Atkinson, United Way of Dane County senior vice president of community building and an Oregon School Board member. Her daughter, Audra, is a graduate of Transition School.
Alternative education programs are part of United Way’s countywide strategy to curb dropout rates, which according to the state Department of Public Instruction ranged from 1 percent in Belleville to 15 percent in Madison during the 2006-07 school year.

Madison Mayor Proposes Expansion of Low Income Housing Throughout Dane County in an Effort to Reduce the MMSD’s Low Income Population



Dean Mosiman:

Mayor Dave Cieslewicz is proposing a regional approach to affordable housing to help ease high concentrations of poor students in Madison schools.
Cieslewicz is proposing to merge the city and Dane County public housing authorities into a single entity that would take a more regional view.
The authorities handle federal vouchers that offset rent payments, public housing and support first-time buyers.
Cieslewicz also wants to make communities outside Madison eligible for money from the city’s Affordable Housing Trust Fund, which now stands at $4 million.
Over time, the proposals might spread low-income housing more evenly through the region, which would help all schools, Cieslewicz said.

Madison Demographics: 82.2% white (Dane County = 87.5%) with 15% of the population living below poverty (2000 census; Dane County = 9.4%). 43% of the Madison School District’s students were classified as “low income” for the 2007-2008 school year.

Three out of 10 of us either work in an educational institution or learn in one. Education eats up 8% of the Gross National Product. Keeping it all going is the biggest line item on city budgets. Whether the results are worth it sometimes makes teachers and parents–and administrators and politicians–raise their voices and point fingers.
In the 1930s, the United States was fragmented into 130,000 school districts. After decades of consolidation, there are now fewer than 15,000. They range in size from hundreds that don’t actually operate schools–but bus children to other districts–to giants like the Los Angeles Unified District, with three-quarters of a million students.
Greater Chicago has 332 public school districts and 589 private schools within its eight counties. Metropolitan Los Angeles takes in 35 public library systems. Greater Denver counts 15 public and private colleges and universities. Moving into any of America’s metro areas means stepping into a thicket of school districts, library systems, private school options and public and private college and universities.

The Madison area has incredible resources for our children. The key of course, is leveraging that and being open to working effectively with many organizations, something Marc Eisen mentioned in his recent article. Madison’s new Superintendent has a tremendous opportunity to leverage the community from curricular, arts, sports, health/wellness, financial and volunteer perspectives.

The Madison area, which includes all of Dane County as well as immediately adjoining areas, was awarded A+ for class size and spending per pupil in public schools, and for the popularity of the city’s public library.
The greater Madison area scored an A for being close to a college town and for offering college options.
Private school options in the greater Madison area were graded at B+.
There has been some confusion in the response to the rankings because they lump together numerous school districts — urban, suburban and rural.

The engineering-based program is just one example of the district’s willingness to bring college-level learning to his high school students. That effort appears to be paying off nationally, WISC-TV reported.
“It reinforces that what we’re trying to do as a district and as an area is working,” said Granberg. “And it’s getting recognized on a national level, not just a local or state level.”
“This is not a community that accepts anything but the best and so that bar is always high,” said Madison Metropolitan School District Superintendent Art Rainwater.
Rainwater also credits the ranking to teacher development programs.
“We spend an awful amount of time and an awful amount of effort working with our teachers in terms of how they deliver instruction to individual children,” said Rainwater.
He said the school district will continue to improve techniques, focusing on the needs of every student.




Dane County High School Rankings and ACT results



While the rankings of high schools in Madison Magazine (MM) have been out for awhile, they’ve continued to stick in my craw. That may have something to do with my involvement with the school that’s ranked 21st of 21. Top-ranked Edgewood, I’m sure, has a different take on the rankings, which it highlights on its website.
The magazine says it used average ACT scores as one of the two signifiers of academic achievement, which comprise 60% of its ranking formula. This week DPI released 2007 ACT scores for all the state’s public high schools. How do this year’s performances on the ACT by Dane County high schools compare with the MM rankings?

March Madison BOE Progress Report



March Madness is approaching! On the board level, madness can be characterized by the large assortments of topics and decisions that have been or will need to be made such as the superintendent search, budget, and other serious issues that require time, analysis and public discussion. I would like to give you a brief report on some of those topics.

Concessions Made in Advance of MTI Negotiations by a Majority of the Madison School Board



It will be interesting to see how voters on February 20 and April 3 view this decision by a majority of the Madison School Board: Should the Board and Administration continue to give away their ability to negotiate health care benefits ($43.5M of the 2006/2007 budge) before MTI union bargaining begins? Read the 2005 MMSD/MTI Voluntary Impasse Agreement [1.1MB PDF; see paragraph’s 2, 10 and 11]. The 2007 version, alluded to in Andy Hall’s article below, will be posted when it sees the light of day.
This is an important issue for all of us, given the MMSD’s challenge of balancing their growing $331M+ budget, while expenses – mostly salaries and benefits – continue to increase at a faster rate. Mix in the recent public disclosure of the district’s $5.9M 7 year structural deficit and I doubt that this is the best approach for our children.
Recently, the Sun Prairie School District and its teachers’ union successfully bargained with DeanCare to bring down future costs for employee health insurance.

Andy Hall, writing in the Wisconsin State Journal asks some useful questions:

But with the Madison School Board facing a $10.5 million budget shortfall, is the board giving away too much with its promises to retain teachers’ increasingly pricey health insurance and to discard its legal mechanism for limiting teachers’ total compensation increase to 3.8 percent?

Yes, School Board Vice President Lawrie Kobza said Saturday, “I feel very strongly that this was a mistake,” said Kobza, who acknowledged that most board members endorse the agreement with Madison Teachers Inc., the teachers union.

State law allows districts to avoid arbitration by making a so-called qualified economic offer, or QEO, by boosting salaries and benefits a combined 3.8 percenter a year.

“To agree before a negotiation starts that we’re not going to impose the QEO and negotiate health care weakens the district’s position,” Kobza said. She contended the district’s rising health-care costs are harming its ability to raise starting teachers’ salaries enough to remain competitive.

The “voluntary impasse resolution” agreements, which are public records, are used in only a handful of Wisconsin’s 425 school districts, according to the Wisconsin Employment Relations Commission.

Four of the 7 current Madison School Board Members were backed by MTI during their campaigns (Arlene Silveira, Carol Carstensen, Shwaw Vang and Johnny Winston, Jr.). Those four votes can continue this practice. Independent School Board members Lawrie Kobza and Ruth Robarts have spoken publicly against the concessions made in advance of negotiations.     In 2006-07 the Madison School district will spend $43.5M on health insurance for its employees, the majority of the money paying for insurance for teachers represented by Madison Teachers, Inc. (MTI) That is 17% of the operating budget under the revenue limits.
    In June of 2007, the two-year contract between the district and MTI ends. The parties are now beginning negotiations for the 2007-09 contract.
    The Sun Prairie School district and its teachers union recently saved substantial dollars on health insurance. They used the savings to improve teacher wages.     Last week, Madison Teachers Inc. announced it would not reopen contract negotiations following a hollow attempt to study health insurance alternatives.
    Not to put too fine a point on it, but anyone who suggests the Joint Committee on Health Insurance Issues conducted a fair or comprehensive review needs to get checked out by a doctor.
    The task force’s inaction is a victory for John Matthews, MTI’s executive director and board member Wisconsin Physicians Service.
    Losers include open government, school officials, taxpayers and young teachers in need of a raise.
    From its start, the task force, comprised of three members each from MTI and the district, seemed to dodge not only its mission but scrutiny.

Pam Cross-Leone Seat 3 Madison Board of Education



Since 1992, Pam Cross-Leone has quietly, effectively and tirelessly worked as a parent volunteer in the Madison schools. Pam welcomed the homeless children at Emerson Elementary, working to make them part of the school in every way. When Sherman Middle School and East High School experienced the problems that come with rapid changes in students and too frequent changes in principals, Pam did her part to help steady the schools and keep expectations high for all children. She should have a life-time service award from East High for unending service to its Booster Club for athletics.
Problem-solving and concern for workable, inclusive decisions are the hallmarks of Pam’s years of service to her union at MGE. The same is true of her work with United Way of Dane County as a “loaned executive.” Always on task, always open to better ideas, always focused on ways to increase support for the group’s decision.
The representatives elected to the Madison School Board in 2007 will make decisions that will affect the future of our schools in critical ways. The next board will choose a new superintendent. It will determine whether parents and public should have a greater role in evaluating the curriculum for our children. It must develop new financial partnerships between the schools and local businesses. It must address the legitimate desire of employees for high quality health insurance by making competition among insurance providers work to reduce future costs.
I support Pam Cross-Leone because I know that I can trust her judgment. I can expect openness to all ideas. I can expect concern for every child. I can expect her to work toward solutions that merit wide community support. Pam has done the work that makes her the best choice in her race since 1992.




Facts & Questions about the 2006 Madison School District Referendum



Questions:

What is the anticipated cost of equipping the Leopold addition and the elementary school at Linden Park? Are those projected costs included in the referendum authorization or not?
What is the anticipated cost of operating the Leopold addition and the elementary school at Linden Park? How will those costs be appropriated/budgeted (and in what years?) given that the Board expects to have to cut $6-8 million per year?
What are the “shared revenue” total costs for each of three parts of the referendum question? Are these costs included in the $29.20 estimated cost for a median assessed home-owner? Please provide the ‘working papers’ or calculations arriving at these costs. How can a home-owner figure the annual cost of this referendum for the assessed value of their home?
What information about the Ridgewood complex and projected enrollment was used to calculate the need for the Leopold addition?
Construction has already begun for the Leopold addition without voter/taxpayer approval. What is the current impact on the operations budget? What would be the future impact on the operations budget if the referendum fails?

Announcement from Madison School Board President Johnny Winston, Jr. (and the 04 / 07 elections)

It is with great humility that I announce that I have been elected to serve as President of the Madison School Board. I am honored to have the opportunity to provide leadership to our school district and community. Serving as President is the culmination of part of a life long dream to be a public servant.
I was elected to the board in 2004. During my tenure, I have served as Chair of the Finance and Operations and Partnership Committees and most recently as role of Vice President. I welcome working with the entire elected school board. Some of the critical matters for us to address include but are not limited to: the building of new schools to accommodate our growing district, student achievement, parent involvement and strengthening communication and partnership efforts in our community. Together, we can identify and implement creative solutions to these issues.

Johnny, along with Shwaw and Ruth’s seat are up for election in April, 2007. Today’s public announcement by former Madison School Board member Ray Allen that he’s running for Mayor [more on Ray Allen] (same 04/07 election) and MTI’s John Matthews recent lunch with Mayor Dave mean that positioning for the spring election is well under way.
Another interesting element in all this is the proposed fall referendum for a new far west side elementary school [west task force] and the Leopold expansion (I still wonder about the wisdom of linking the two questions together…., somewhat of a do-over for Leopold linked to another question). Have the local prospects for passing a referendum improved since the May, 2005 vote where two out of three failed (including a much larger Leopold expansion)?
I think it’s hard to say:

Televising all board meetings and a more active district website may or may not help, depending of course, on what’s being written or mentioned.
Jason Shephard’s seminal piece on the future of Madison’s public schools will resonate for some time.
It will be an interesting year. I wish the entire Board well as they address these matters. It’s never too early to run for school board 🙂 Check out the election pages for links and interviews.

Young Madison Activists Reflect On Resistance



Three years ago, a group of fifth-graders at Madison’s Crestwood Elementary School took on “The Man,” as they like to put it.
The students, dubbed the “Recess Rebels,” tried to restore an outdoor recess that administrators had removed in a restructuring of the school day.
They didn’t win, but they claimed a few victories along the way, such as forcing a districtwide vote by all elementary teachers on the issue.
The students, now eighth-graders at Jefferson Middle School, have given up the fight but not the passion.
Six of them will present a 90-minute workshop Thursday at the National Service Learning Conference in Philadelphia titled “Taking a Stand: Empowering Youth in the Community.” The students wrote a proposal for the workshop and were accepted to present.
About 2,000 educators and 1,000 students are expected to attend the conference, which promotes an educational method in which students identify and address community needs. Former President Clinton is the keynote speaker.

The Foundation for Madison’s Public Schools and the Dane County Cultural Affairs Commission have secured $20,000 in new grant funds designated exclusively for arts programs in Madison schools. The two organizations have forged a unique grantmaking partnership to distribute the funds supporting guest artist residencies and other special K-12 arts programs in the schools planned for the 2006-07 year
