It’s been a challenging few years for K-12 education, both locally and nationally. Wisconsin State Superintendent Jill Underly is nonetheless “optimistic” about what’s ahead for the field.

“I think people are coming together, realizing that if we want to improve the lives of all Wisconsinites and especially the kids who are going to be the future leaders of the state, we need to all come together to solve these problems,” Underly said, as she reflected on 2022. “I see that reflected in a budget, I see it reflected in the referendums that our communities have passed, I see it in the policies that our stakeholders are proposing.

“I’m really, really optimistic about it in the long run.”

Moving the goal line on scores doesn’t change the sorry outcomes

Rep. Jeremy Thiesfeldt and the Chairman of Assembly Committee on Education released the following statement on the results of the 2019-20 District and School Report Cards released by the Department of Public Instruction on Nov. 16:
“Wisconsin State Superintendent Jill Underly and the Department of Public Instruction (DPI) have manipulated the 2020-21 District and School Report Card data in ways that mislead the public. Wisconsin parents and taxpayers deserve better. The Department would demonstrate true leadership of our public schools by being focused on teaching children how to read using science and evidence-based methods, instead of massaging data to convince parents that they are doing effective work.”

The department altered four of the five Accountability Ratings Categories* to making it easier for schools to receive a higher rating. As an example, on the 2018-19 version of the Report Card, Milwaukee Public School District (MPS) scored 58.4 placing them in the Meets Few Expectations category. In the version released yesterday, MPS dropped to 58.1 but was placed in the Meets Expectations category. The new Report Cards also eliminated the deductions for high rates of absenteeism.

Rep. Thiesfeldt responded, “This is the equivalent of scoring a touchdown at the 20 yard line instead of reaching the endzone. Students do not benefit from the manipulation of these numbers. It is a clear attempt to manipulate media reporting on the Report Cards to help insulate DPI, school administrators, and school boards from accountability for poor decisions and performance during 2020.”

One of the most influential lawmakers over the state budgeting process said he wouldn’t support increasing funding for the state education agency because its new leader elected Tuesday was heavily backed by Democrats and teachers unions. 

Assembly Speaker Robin Vos, R-Rochester, made the statement just an hour after Pecatonica School District Superintendent Jill Underly was elected state schools superintendent, a position that oversees the state Department of Public Instruction.  

Vos went to war with Underly immediately after her election after outside spending fueled by Democratic groups set a record for state superintendent races, which are supposed to be nonpartisan but aren’t as more political groups spend to back candidates and state parties promote them. 

“… the teachers union owns the DPI; not the parents or the students or the taxpayers. Count me as someone who isn’t going to support putting another nickel into this unaccountable state bureaucracy,” Vos tweeted on Tuesday, an hour after the Associated Press called the race for Underly over former Brown Deer School District Superintendent Deb Kerr.

In response, Underly said she wants to work with the Legislature and Gov. Tony Evers to “help all kids — no matter how their parents vote.”

“I think it’s clear from yesterday’s results that supporting our local schools and our children isn’t a partisan issue,” she said in a statement. “There’s plenty of common ground here, as I’ve already said I want resources to flow to schools, to help with mental health, credit recovery, staffing, and more.”

13-1 Special interest $pending for Wisconsin DPI Superintendent Candidate Jill Underly



Wisconsin Democracy:

Liberal groups are winning the money race in the so-called “nonpartisan” state school superintendent race, where Pecatonica Area School Superintendent Jill Underly faces Deborah Kerr, a retired Brown Deer schools superintendent.

Three groups that generally back Democratic candidates in partisan elections – A Better Wisconsin Together, Wisconsin Education Association Council (WEAC), and Planned Parenthood Advocates of Wisconsin – have doled out $766,425 to support Underly or oppose Kerr.

American Federation for Children, a pro-voucher outfit founded by Betsy DeVos that generally backs Republicans, has spent $56,500 to oppose Underly.

That’s a 13 to 1 advantage for the liberal groups backing Underly.

Two weeks out from the April 6 spring elections, eight special interest groups have topped $1 million combined in outside election spending on the state school superintendent race and two special legislative elections.

No one has been a bigger promoter of public schools during the race for state school superintendent than Jill Underly. 

That was, no doubt, a large part of the reason that Underly, the Pecatonica school superintendent, has won the endorsement of state and local teachers unions.

But back when it was her decision to send her two children to school when she lived in Madison, Underly went private. 

Her campaign has confirmed that she chose to send her kids to St. James Catholic School in Madison during the 2013-’14 and 2014-’15 terms rather than Leopold Elementary, the low-performing neighborhood school in Fitchburg.

DPI Superintendent Underly Speaks at the 2023 Wisconsin Democrat Party Convention

Underly road a historic wave of cashflow to win in 2021, marking a significant win for Dems of the GOP. While the race was officially nonpartisan, the Dem Party contributed $949,844 to Underly’s campaign, which spent $1.53 million over the election. In all, candidates and outside groups spent $3 million on the race, a record to elect Wisconsin’s education department head. 

She also said she knows schools aren’t perfect right now, but she loves them enough to see that “and devote my life to making them better, more equitable and stronger.”

Deborah Kerr: [00:43:53] Um, whose turn is it to go first? Okay. That’s fine. Yeah, we’re pretty good at figuring this out. Um, [00:44:00] so that’s one thing we can do. Um, yes, I support the FORT. I fo I support the Praxis test. So you gotta think about something. Why do these things cause barriers and prevent people from getting certified? And so as a superintendent, I’ve always had to help aspiring teachers who, who needed to either pass the Praxis test or get more additional training on the FORT.

[00:44:23] And so. This starts with the teacher preparation programs. Okay. We need to start talking about, um, these kinds of tests earlier on in the scope and sequence of the coursework and making sure that our teachers are immersed in these kinds of situations that will help allow them to do better. [00:44:46] So what I did in Brown deer is I had a couple of teachers who needed to pass the fork test. Um, the problem with that is when you take the fourth test and you fail it, you have to pay again. You don’t just take the part that you didn’t pass. [00:45:00] And so I believe we need to work on that, but also I made sure our reading specialists help to tutor.

[00:45:06] Those two teachers that needed extra support because they didn’t get it for whatever reason at the university level. So I do believe that we have to have standards. We want the best and the brightest into our classroom, but sometimes just like students, they need a different approach and they need more time.

[00:45:27] Jill Underly: All right. Um, as far as the Foundations of Reading (FORT) test is concerned, I would support eliminating it. And I’ll tell you why. I believe it’s an unnecessary hoop. Um, it makes it difficult and much harder for people to become teachers, particularly when we are already struggling. Right. With recruiting and retaining teachers.

[00:45:45] Um, we need to trust our education preparation programs to prepare the kids. I mean, these programs are certified by the department of public instruction. Um, they have to go through a rigorous certification process to be officially, you know, To be able to [00:46:00] officially endorse teachers to get their licenses.

[00:46:02] Um, I do know that representative Travis Tranel who’s from my area of Southwest Wisconsin, was successful in getting the legislature to suspend, um, the foundations of reading tests for special education teachers. And I think that says a lot, you know, these are barriers. And we need to eliminate barriers, um, for good people, um, who are intelligent and kind and compassionate to become teachers.

[00:46:26] Um, you can still be a good teacher and you could still be a good teacher of reading. Um, if you can’t pass a standardized test, so I would be in favor of eliminating it. Thanks.

Wisconsin Teacher of the Year

Shabazz High School science teacher Brian Counselman has been named a Wisconsin Teacher of the Year, the first time since 2010 that a Madison School District teacher has earned that honor.

The school held a surprise assembly Tuesday to announce the award, which was presented by State Superintendent Jill Underly in front of staff, students and some of Counselman’s family and friends.

“It is clear that the students not only deeply respect and trust him, but admire and adore him, which aids their ability to learn and grow,” Underly said.




‘Nothing short of a miracle’ as Wisconsin Youth Orchestra opens site

For decades, the Wisconsin Youth Symphony Orchestras rehearsed in what Artistic Director Kyle Knox called “the bowels” of the UW-Madison humanities building. 

After the organization moved out four years ago, WYSO became scattered, with members practicing in schools, churches and even parking lots throughout Dane County. 

Now, for the first time in the nonprofit’s 58-year history, the regional orchestra for young musicians has its own home at 1118 East Washington Ave. 

“To go from that … to a building that is unique in the entire United States, it’s nothing short of a miracle,” Knox said. “It’s just astounding that in a city this size we have a building like this, (one) that is all about celebrating music and about bringing people together.” 

At the building’s official opening Tuesday, Gov. Tony Evers, Madison Mayor Satya Rhodes-Conway and state Superintendent Jill Underly — all of whom played musical instruments growing up — praised the organization for helping hundreds of aspiring artists grow in their passions. 

“That connection of making music with other people really is magic. It’s life changing and it feeds your soul,” Rhodes-Conway told the crowd of students, donors and alumni, including members of the inaugural 1966 orchestra. “This building and WYSO will allow even more kids to access that magic, that education, and perhaps most importantly, to meet … other people who are just as passionate about music as they are.” 

The new $33 million building adds to a growing youth arts corridor on the near east side, where WYSO, the Madison Youth Arts Center, Madison Youth Choirs and the Children’s Theater of Madison are all just steps from each other.

That’s more than 6 times as many words as War and Peace, the Bible, the entire Harry Potter series, the Lord of the Rings trilogy, Les Miserables, the Hunger Games series, Atlas Shrugged, the Twilight series, Gone with the Wind, and The Brothers Karamazov – combined.

Last week, the nine-member ELCC submitted its recommendations: four curricula widely praised for their quality (Bookworms, Core Knowledge, EL Education, and Wit & Wisdom). Literacy leaders cheered the selections. Personally, I consider it the best state list we’ve seen.

Just two days later, Wisconsin’s Department of Public Instruction (DPI) issued a statement asking the Joint Finance Committee to approve a rather different list of 11 options… the list of curricula that earn “all-green” ratings on EdReports. Conspicuously omitted from DPI’s list: Bookworms, a curriculum with the most persuasive studies showing that it improves reading outcomes – but which earned a widely-questioned yellow review on EdReports.

The average quality of the DPI list was markedly lower than the ELCC list, something that even DPI acknowledged. Laura Adams of the DPI told CESAs,“The two different lists represent two different perspectives. The Council’s list represents a judgment of quality, while DPI’s list represents a floor of those materials that meet the requirements, even at a minimal level.”

Jill Underly didn’t attend the meetings, so she missed these conversations. Frankly, her absence from ELCC meetings speaks volumes. If DPI felt urgency about children’s reading success, or even about the review timelines, one would have expected Underly to make time for ELCC meetings. Underly’s late-breaking objections have not sat well with close watchers of the process.

All eyes have been on Wisconsin, where politics threaten to stall promising curriculum improvement efforts. 

The Badger State’s Act 20 literacy bill was one of the bright spots in a flourishing national legislative phase. The bill had a refreshing focus on all aspects of literacy, and recognized the importance of curriculum in fostering change. Act 20 called for the convening of an expert Early Literacy Curriculum Council (ELCC) to identify a set of recommended ELA curricula; only these programs would be eligible for state subsidy.

The ELCC – which includes a high-performing superintendent, practitioners immersed in reading research, and dyslexia advocates whose children suffered under previous DPI choices – has real stakes in Act 20’s success. And the stakes are high: Wisconsin has the largest gap in reading outcomes for Black vs white students of any state.

Last week, Wisconsin’s expert Early Literacy Curriculum Council recommended the highest-quality list we have seen from any state.

The nine-member Early Literacy Curriculum Council reviewed and recommended four curriculums. The council includes six members chosen by the Republican majority leaders of the state legislature, and three chosen by state Superintendent Jill Underly. 

In addition to the Early Literacy Council’s review, the DPI conducted its own review, which diverged in part from the council. It rejected one of the council’s recommendations (Bookworms Reading & Writing for K-3), and added others that the council hadn’t rated.

Sources of isomorphism in the Milwaukee voucher school sector

In this article, 25 years of data are utilized from nonprofit schools operating in the United States’ oldest and largest private school voucher program to test theories of isomorphism. We find that startup and religious schools belonging to an umbrella organization such as an archdiocese are particularly likely to serve similar student bodies at similar costs. In addition, we find that isomorphic pressures increase the longer a school participates in the Milwaukee voucher program, and that increased program regulation is related to increased sector isomorphism. The results illustrate the difficulty of using New Public Management style reforms, at scale, to encourage a diversity of nongovernment providers to provide a service traditionally provided by the public sector. The results will be of interest to scholars studying nonprofit institutional theories, school choice, and New Public Management style reforms.

Democratic operative Sachin Chheda gets sweet new gig with Wisconsin DPI for $138,000 a year

Back in 2021, Democratic operative Sachin Chheda played a major role in helping Jill Underly get elected state school superintendent.

Now Underly appears to be returning the favor.

Underly announced Monday that she is hiring Chheda to a $138,000-per-year job at the Department of Public Instruction, which Underly oversees. Chheda started his new job on Monday as executive director of the Office of the State Superintendent.

Thomas McCarthy, who previously held that job, has been promoted to deputy superintendent. Officials said the money for Chheda’s job came from vacancies in the agency.

Chheda, 49, has spent the last 30 years mostly working in politics, for nonprofits and on campaigns.

In an interview, Chheda emphasized his work in organizational management and change for a variety of clients. Asked about his educational experience, Chheda said he worked for former University of Wisconsin-Milwaukee Chancellor Nancy Zimpher, ran two state superintendent races and cofounded the I Love My Public Schools project, which opposed funding cuts by former Republican Gov. Scott Walker.

Chheda has never been a teacher or school administrator.

State Superintendent Jill Underly released a statement, saying she welcomes any opportunity that would strengthen public education.  

“Education represents an incredible opportunity to learn, grow, and strengthen our state, but public education represents even more than that. Public education is a constitutional right,” Underly’s statement said. “Wisconsin needs to fulfill its responsibility to effectively, equitably, and robustly fund our public education system. I welcome any opportunity to move Wisconsin in that direction.” 

The lawsuit is being funded by the Minocqua Brewing Company’s SuperPAC, which Bangstad has used since 2021 to fund liberal political causes.

The group has purchased billboard ads attacking Republican politicians and marketed beers named after Democratic politicians including an Evers Ale for Gov. Tony Evers and Tammy Shandy for U.S. Sen. Tammy Baldwin.   

Bangstad first announced his efforts to end Wisconsin’s private school voucher system in August on social media.

In the Madison Metropolitan School District, proficiency rates in both subjects are well above the state for white students, but below the state for Black students.

Among the district’s white students, 64.3% scored either proficient or advanced in English language arts; among its Black students, it was just 8%, nearly the same as the 7.9% the year before.

In math, MMSD saw 60.7% of its white students test in the top two categories and 5.7% of its Black students do the same.

Institute for Reforming Government Senior Research Director Quinton Klabon said in a news release on the results that the state took a positive step forward with recent reading legislation, but was critical of how schools have spent their COVID-19 relief funding in recent years. Additional changes beyond the reading legislation will be required to make “Wisconsin’s schools our premier attraction for families once again,” he said.

“Wisconsin is quickly becoming a state where disadvantaged students do not succeed,” Klabon said.

Wisconsin continues to have the largest achievement gap between Black and white students

Fewer than 40 percent of Wisconsin students were proficient in reading and math during the 2022-23 school year. Standardized test scores were better than the previous two years but are still not back to pre-pandemic levels.

Results of the Forward Exam, a statewide test taken by Wisconsin’s 3rd through 8th graders, the PreACT Secure test given in grades 9 and 10 and the ACT given in grade 11 showed 38.9 percent of children were proficient in reading and 37.4 percent were proficient in math last year. 

When taken alone, the Forward Exam showed Wisconsin students were 39 percent proficient reading and 41 percent proficient in math. 

That’s up from a low of just over 33 percent proficiency in both reading and math during the height of the pandemic during the 2020-21 school year.  

Prior to the pandemic in the 2018-19 school year, 41 percent of Wisconsin students scored proficient in reading and 43.4 percent in math.

State Superintendent Jill Underly said she’s proud of this year’s test results and the increased participation rate of nearly 95 percent of students being tested.  

“I am also tired of politicians claiming that our children aren’t learning because they aren’t reaching a proficiency score,” Underly said in a statement. “Instead of using test scores as a cudgel, we should all take the time to learn what a high bar proficiency on this test represents, because the truth is that our proficiency cut scores are very high in comparison to every other state in the country.”

Jill Underly is Wisconsin’s superintendent of public instruction. The position is elected for four years on the Spring non-partisan ballot along with city alders and circuit court judges. We are one of only 12 states to elect them.

One of Jill Underly’s predecessors was Tony Evers, now governor of Wisconsin. A Democrat. If there has been a conservative superintendent of public instruction in Wisconsin, it was long ago. Nonetheless, Jill Underly claims the position is non-partisan. She was endorsed by the teachers union, which gives all its campaign donations to Democrats. (Underly was good for $18,000.)

Thursday 09-21-23, Supt. Jill Underly gave her State of Education speech in the capitol. It was Woke boilerplate. The state’s chief school marm portrayed Wisconsin public schools as impoverished, even after the Republican legislature boosted education spending by $1.2 Billion dollars. Democrats wanted twice that. It’s never enough. Supt. Underly defended the Woke agenda.

Our children’s communities – their classrooms – are also some of the most inclusive and equitable places in our state. … Affirming the lives of our black, Indigenous, and students of color matter is not political. It is a statement of fact.

What does that even mean? How is a life “affirmed”? Ms. Underly’s prepared remarks used the word “diversity” (or some form thereof) 10 times, “equity” 4 times, “inclusion” 2. At the other end of the scale: “Discipline” 0, “responsibility” 0, and “achievement” 0.

Wisconsin DPI data from 2021-22 shows 76 percent of students physically restrained have a disability

Wisconsin schools reported nearly 6,000 instances of seclusion and nearly 7,000 occurrences of physical restraint during the 2021-22 school year, according to the latest data available from the Wisconsin Department of Public Instruction.

Among those instances, 1,920 students at 32 percent of Wisconsin’s schools were secluded and 2,856 students at 44 percent of the state’s schools were physically restrained, DPI data shows. The data does not indicate whether these incidents occurred simultaneously.

Students with individualized education programs, or IEPs, comprised 79 percent of all seclusion incidents and 76 percent of all physical restraint incidents reported for the 2021-22 school year, according to DPI. 

Children in elementary schools were also involved in a higher percentage of instances of seclusion and/or physical restraint than other levels of school.

“Reading this report and seeing these numbers can be difficult, but that is nothing in comparison with the emotional difficulty these numbers represent in the lived experiences of students and staff,” State Superintendent Dr. Jill Underly said in a written statement.




Legislation and Early Reading: Wisconsin’s odyssey continues

The new version of the bill, passed Wednesday afternoon by the Assembly in 67-27 vote, would prescribe an “intensive” personal literacy plan, including summer classes, for incoming fourth graders who failed to meet third-grade reading benchmarks. Students would exit the plan after they pass a grade-level reading test and their parents agree the plan is no longer needed.

Eight Democrats voted for the bill: Reps. Deb Andraca of Whitefish Bay, Sue Conley of Janesville, Dave Considine of Baraboo, Dora Drake of Milwaukee, Tip McGuire of Kenosha, Tod Ohnstad of Kenosha, Sylvia Ortiz-Velez of Milwaukee, and Shelia Stubbs of Madison. Two Republicans, Reps. Shae Sortwell of Two Rivers and Joy Goeben of Hobart, voted against the GOP-authored bill.

Assembly Democrats tried and failed during debate Wednesday to send the bill back to committee, arguing it needed more work.

“This bill is so close. It is very very close,” Andraca said. “But we just got an amendment literally an hour or so ago, and it fundamentally changed a number of things. I haven’t had a chance to hear from school districts in my district how they feel about this bill. Why? Because they’re teaching.”

The changes introduced Wednesday were “a very short amendment” to a measure that’s remained largely the same since it was first introduced earlier this month, Kitchens responded. Both he and the DPI previously told the Journal Sentinel they’ve been working on the reading overhaul since last November.

Wispolitics:

State Superintendent Jill Underly after the bill’s passage called it a “step in the right direction.” She said the Department of Public Instruction had “very productive” conversations with legislators in crafting the agreement.

AB 321 would establish an Office of Literacy to contract 64 full-time literacy coaches who would help teachers implement a newer model based on phonics, vocabulary building, reading fluency, and oral language development, among other things.

The body rejected Dems’ request to refer the measure back to committee. Dems argued the bill needs more work and criticized the addition of another amendment. 

The amendment added today includes measures to require students who read below grade level to have individualized reading plans until they catch up and to include the percentage of third-grade students who read at grade level on school report cards. 

Rep. Christine Sinicki said there is no reason to rush the process. 

“It’s our responsibility to make sure we’re doing the work here that gives our teachers and our schools the tools they need to succeed,” the Milwaukee Dem said. 

She said while she didn’t want to oppose the bill, the amendment didn’t address all of her concerns, such as an intensive summer reading program for those with the lowest reading scores. She questioned how it would be paid for.

Co-author Rep. Joel Kitchens, chair of the Assembly Education Committee, said he would challenge anyone to name a bill that has had as much collaboration as the reading bill. 

“It’s a very complicated bill, it’s very long, there’s always going to be something someone doesn’t like, but we need to get this done,” the Sturgeon Bay Republican said.

He also said spending more time on the measure would kill the bill, urging lawmakers to “do the right thing.”

1. How teachers are taught. In Wisconsin as in much of the US, prospective teachers are not exposed to modern research on how children develop, learn, and think. Instead, they are immersed in the views of educational theorists such as Lev Vygotsky (d. 1934) and John Dewey (d. 1952). Talented, highly motivated prospective teachers are socialized into beliefs about children that are not informed by the past 50 years of basic research in cognitive science and cognitive neuroscience.

The latest report on reading was really bad. here are some possible solutions. Mississippi got a lot of attention when the NAEP scores were released. It was the only state where fourth grade reading scores improved. Mississippi is implementing a strong requirement that teachers be well-trained in reading instruction. Massachusetts did that in the 1990s and it paid off in the following decade.

All right. Um, as far as the Foundations of Reading (FORT) test is concerned, I would support eliminating it. And I’ll tell you why. I believe it’s an unnecessary hoop. Um, it makes it difficult and much harder for people to become teachers, particularly when we are already struggling. Right. With recruiting and retaining teachers.

2021: Wisconsin Governor Evers vetoes AB446 and SB454 (Friday afternoon):

The bill would mandate school boards and independent charter schools to assess the early literacy skill of pupils in four-year-old kindergarten to second grade using repeated screening assessments throughout the year and to create a personal reading plan for each pupil in five-year-old kindergarten to second grade who is identified as at-risk. It would also mandate the Department of Public Instruction establish and maintain lists of approved fundamental skills screening assessments, universal screening assessments, and diagnostic assessments on its Internet site based on alignment with model academic standards in reading and language arts, and a mandatory minimum sensitivity rate and specificity rate.

The News: On behalf of School Choice Wisconsin Action, Inc. (SCWA), Catholic Memorial High School of Waukesha, Inc., and Roncalli Catholic Schools, Inc., the Wisconsin Institute for Law & Liberty (WILL) filed a lawsuit against the Wisconsin Department of Public Instruction (DPI) and Superintendent of Public Instruction, Jill Underly. The suit challenges several of DPI’s rules which were not promulgated in compliance with statutory rulemaking procedures, and which exceed the DPI’s authority as set forth in state law.

The lawsuit alleges that DPI implements and enforces an “application perfection” rule (also known as the perfection rule) for various school choice programs despite never promulgating the rule as required by state law. Instead, DPI uses informal bulletins to enact its chosen policies. This suit is filed in the Waukesha County Circuit Court.

The Quotes: WILL Associate Counsel, Cory Brewer, stated, “DPI is exceeding its authority under state law in how it administers the Parental Choice Program and must be held accountable. The program was designed to be an easy-to-use option for parents, and DPI’s unilateral implementation of additional requirements constitutes unlawful bureaucratic overreach.”  

Chair of School Choice Wisconsin Action, Inc., Jamie Luehring, said, “DPI’s unrealistic rules hurt not just schools, but parents. Applying to a Choice school should not be any harder for families than registering to send their kids to their local public schools.”

Catholic Memorial High School of Waukesha, Inc. President, Donna Bembenek, said, “Parents, not DPI, should be trusted to make the best educational choice for their child. Creating unnecessary red tape does not serve anyone or help parents access the best school for their child.”

Scott Girard:

“This means a lot to me because I don’t want students who are younger than me to lack various resources and opportunities that will be offered,” La Follette’s Yoanna Hoskins said. “I want my teachers to be well compensated and respected for all the hard work they put in every single day.”

Adding that she’s not yet old enough to vote herself, she urged everyone else to do so.

“And leaders, the adults that I’m supposed to look up to, let’s work together so we can get caught up (on funding),” Hoskins said.

Among the stakes in the Nov. 8 election are school choice. GOP candidate Tim Michels has offered support for universal school choice, and while he hasn’t provided detailed plans, it’s likely that includes a voucher system without income limits, given his past statements.

Incumbent Democratic Gov. Tony Evers, running for reelection, won’t likely get many of his policy priorities regardless of the outcome of the race, given the overwhelming Republican majority in the Legislature. But he used his veto pen regularly in his first term, including on education items, like halting a “parental bill of rights” and stopping a proposed breakup of the Milwaukee Public Schools district.

Evers, along with State Superintendent Jill Underly, have proposed adding almost $2 billion for public schools across the state in the 2023-25 biennial budget.

Kabby Hong, who teaches English in Verona and was a 2022 Wisconsin Teacher of the Year, said that the “public education system is on the ballot.”

“One election can radically change the landscape for all of us,” Hong said. “That is why I’m asking all of you to go out and vote and to not give in to cynicism, apathy and indifference.”

Last week, Wisconsin Superintendent of Public Instruction Jill Underly put out a press releasebroadly outlining her plans to address Wisconsin’s racial achievement gap. While it is perhaps a positive to finally see the superintendent addressing the failings of Wisconsin’s public schools, this release offers a disturbing window into the way the public school establishment sees the achievement gap problem, and the misguided ways in which they plan to solve it.

Underly referred to Wisconsin’s racial achievement gap as “egregious” in her release, and indeed it is. According to the results of the National Assessment of Education Progress (NAEP), the state regularly has the largest gap in scores between white students and African American students of any state in the country.  On average, African American students scored 47 points lower in math and 39 points lower in English than their white counterparts. But Underly misdiagnoses the cause of this gap, which is almost entirely poverty.

In groundbreaking research released in 2019, scholars at Stanford University endeavored to discover the causes of the racial achievement gap in the United States. They found that concentrations of poverty — not the race of students — was the main driver of achievement differences. This is highlighted in the finding from our research in 2017 that student proficiency in rural school districts which suffer from high poverty is often indistinguishable from that of our urban districts that routinely bear the brunt of scrutiny.

Commentary on Parents and Taxpayer supported k-12 Wisconsin schools



DPI Superintendent Jill Underly:

Dear Wisconsin Families and Educators,

I am writing this letter to you as a fellow parent and a former teacher.

Like you, I know what it means to be involved with my children’s education, and I love it. But I look at the way politicians talk about parental involvement, and I don’t recognize it. Family engagement isn’t about yelling at school staff or suing your school board if they don’t do exactly as you demand. It’s also not asking caregivers to homeschool or pay for private tuition if they feel unheard or unseen. Family engagement is about having a real conversation about – and with – our children. Like you, I build relationships with my children’s teachers, I reach out when I need to, and they know they can call if they need to. As a parent, I love my children’s school, and I see the ways our district works to involve all families and the entire community, and how the entire community supports our school. It’s an exchange, because what matters most to all of us is what we all have in common: our children.

Of course, this isn’t what politicians mean when they talk about protecting parental rights when it comes to children’s education. Rather, they’re talking about micromanaging curriculum and preying on our parental emotions during a traumatic time, all with the ulterior motive of placing suspicion on educators by weaponizing lessons about difficult topics, or by placing blame on schools for a pandemic they did not cause but are nonetheless supporting our children through.

As to my fellow educators, you and I all know that this isn’t the first time that politicians in this state have gone after teachers. And as a former civics teacher, I know that teaching the history of this nation cannot – and should not – be done without tackling difficult topics. Families know this and support these opportunities for our schools to engage our children to become critical thinkers and critical consumers of information. We want our students to grow up and be active participants in democracy, and that means they need to know how to examine their past, think critically about their present, and make informed decisions about their future. This critical lens is what makes our democracy stronger, and the only way for our children to engage is through our public schools where this freedom to think critically is encouraged and the skill of thinking critically is actively taught. Teaching is our expertise, and we are happy to learn from parents about your children, just as we hope families are excited to learn the answer to, “What did you do in school today, honey?” when your learner walks through the door.

I’m tired. Like you, I’m tired of the pandemic. I’m getting tired of this winter. And I’m really, really tired of politicians pitting parents against teachers when our children are the ones who get hurt in the end. Because they’re the ones who matter most in this conversation and who matter most for the future of our state. And that conversation – how to best meet the needs of our children and students – is one I’m excited to continue having as a parent and an educator, and to lead as your Wisconsin State Superintendent.

“Funding for K-12 education in Wisconsin is at historic levels, and this year our schools received a massive amount of one-time federal dollars. The Democrats’ singular focus to push more money into schools isn’t a winning strategy for our kids. We need to look at improving how they are being taught and why so many students are struggling with the basics – reading, writing, and arithmetic.

Would-be teachers fail licensing tests



Joanne Jacobs:

Only 45 percent of would-be elementary teachers pass state licensing tests on the first try in states with strong testing systems concludes a new report by the National Council on Teacher Quality. Twenty-two percent of those who fail — 30 percent of test takers of color — never try again, reports Driven by Data: Using Licensure Tests to Build a Strong, Diverse Teacher Workforce.

Exam takers have the hardest time with tests of content knowledge, such as English language arts, mathematics, science and social studies.

Research shows that “teachers’ test performance predicts their classroom performance,” the report states.

NCTQ found huge variation in the first-time pass rates in different teacher education programs. In some cases, less-selective, more-diverse programs  outperformed programs with more advantaged students. Examples are Western Kentucky University, Texas A&M International and Western Connecticut State University.

California, which refused to provide data for the NCTQ study, will allow teacher candidates to skip basic skills and subject-matter tests, if they pass relevant college classes with a B or better, reports Diana Lambert for EdSource.

The California Basic Skills Test (CBEST) measures reading, writing and math skills normally learned in middle school or early in high school. The California Subject Matter Exams for Teachers (CSET) tests proficiency in the subject the prospective teacher will teach, Lambert writes.

Curiously, the Wisconsin State Journal backed Jill Underly for state education superintendent, despite her interest in killing our one teacher content knowledge exam: Foundations of Reading. Wisconsin students now trail Mississippi, a stare that spends less and has fewer teachers per pupil.

Commentary on the 2021 Wisconsin DPI Superintendent Election

For many years, Wisconsin has reserved the position of state superintendent of schools for someone steeped in union politics and promising the status quo. But over the past year, COVID-19 has turned many such situations on their heads and polarized politics in a way never seen before. The superintendent election that took place across Wisconsin last week was not excused from the COVID-effect. For once in a long while, the status quo candidate—Jill Underly—faced a very serious challenge from Debb Kerr who, for focusing on getting students back in the classroom and promising to treat all school sectors equally, became the reform candidate overnight.  Unfortunately for Wisconsin students, Underly prevailed. But the race exposed a growing schism on the left around the issue of education reform.

In the primary, Underly garnered support from the teachers unions by expressing her skepticism on school choice, and proposing a freeze on the programs that would effectively eliminate the option for countless kids around the state. Kerr supported working with the voucher and charter sectors, and viewing all sectors as part of a broader team working to improve educational outcomes for Wisconsin students.

In the past it was possible on the national level and in Wisconsin to receive support from the teachers unions while also allowing school choice. For instance, Arne Duncan, President Obama’s secretary of education, a supporter of education reform in its most tepid forms,  endorsed Kerr in the last week before the election. However, these Democrats are finding themselves increasingly ostracized from the party’s mainstream when forced to address educational issues. For instance, Duncan’s endorsement of Kerr quickly led to a tweet from Wisconsin Congressman Mark Pocan claiming that Duncan was a “bad” Secretary of Education for supporting options like charter schools. Pocan also called voucher supporters a “cult.”

13-1 Special interest $pending for Wisconsin DPI Superintendent Candidate Jill Underly, running against Deborah Kerr.

In that same forum, Kerr outlined a plan to decentralize the Department of Public Instruction by creating offices around the state and making it a “customer service” instead of “regulatory” agency. She also questioned Underly’s support beyond unions.

“I am beholden to kids and families and educators, in that order,” she said. “My opponent is beholden to teachers’ unions.”

Kerr’s campaign has seen controversy since immediately after finishing second in the primary. The day after the primary, she deleted her Twitter account after sending a tweet in response to a post asking people generally to recall the first time they were called the N-word.

Wisconsin’s open and closed taxpayer supported K-12 Schools; on the April 6 Ballot



Wispolitics:

State superintendent candidate Deb Kerr called for all K-12 schools to reopen for in-person instruction, claiming “the science is clear” such a move is kids’ best interest.

Meanwhile, Kerr’s opponent Jill Underly slammed her for lying about the science behind reopening schools.

At a Saturday news conference on the Capitol steps, Kerr warned the future of Wisconsin schools is on the line in the spring election. She said organizations like the Centers for Disease Control back her recommendations for returning to in-person schooling and knocked her opponent Jill Underly for not having a plan.

A New York Times analysis this month found that only 4 percent of school districts nationwide have low enough COVID-19 community transmission to safely hold full-time in-person classes.

which pushed Dane County this week not to calculate its percentage of positive tests — a data point the public uses to determine how intense infection is in an area.   

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state. 

Channel3000:

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

A proposal to decentralize the Wisconsin DPI



Rory Linnane:

Deborah Kerr, one of two candidates competing to lead the state Department of Public Instruction, said she would move or rehire most of the agency’s over 400 employees  away from Madison and into offices around the state. 

“Under DPI’s current model, agency staff are plucked from the Madison area, and that’s not inclusive of any of the diversity and the needs of our Wisconsin children,” Kerr said at a press conference Wednesday in Milwaukee. 

Kerr, former superintendent of Brown Deer schools, said she would perform an “equity audit” of DPI staff and look to hire new staff who live in communities outside of Madison, possibly resulting in terminations of some current employees. Kerr, who lives in Caledonia, would not move to Madison and would work at offices around the state.  

Kerr’s opponent in the race, Pecatonica Area School District Superintendent Jill Underly, called Kerr’s proposal potentially a “Hail Mary to get more attention for a flailing campaign.”

Wisconsin DPI superintendent candidates talk equity, school funding in forum

Six of the seven candidates to become Wisconsin’s next state superintendent of public instruction participated in a forum Wednesday night focused on funding and equity.

The Association for Equitable Funding hosted the virtual forum with candidates Steve Krull, Jill Underly, Sheila Briggs, Troy Gunderson, Shandowlyon Hendricks-Williams and Deb Kerr. Candidate Joe Fenrick was unable to attend.

Voters will narrow the field to two candidates in the Feb. 16 primary election. The final two candidates will be on the April 6 ballot, with the winner becoming the leader of the state’s Department of Public Instruction.

Below, in the first order they were asked a question at the forum, is a brief summary of each candidate and some quotes from each from the forum.




Top Contributors to the Candidates for Wisconsin School Superintendent



Wisconsin Democracy Campaign:

Seven candidates who want to be the state’s next top school chief in the upcoming spring elections collectively raised more than $200,000 last year.

The seven candidates will face off in the Feb. 16 primary. The top two finishers will vie for a four-year term as state school superintendent in the April 6 elections. The winner succeeds Carolyn Stanford Taylor, who is not running for election. Taylor was appointed state school superintendent in 2019 to fill out of the term of Tony Evers after he became governor.

Here’s a quick snapshot of the candidates and their 2020 fundraising:

Deborah Kerr, a retired Brown Deer School District superintendent, accepted $68,460 and had about $50,140 in her campaign account as of Dec. 31.

Sheila Briggs, an assistant state school superintendent, raised about $53,300 and had about $44,345 in her campaign coffers at year’s end.

Jill Underly, Pecatonica Area School District superintendent, raised about $38,330 and had about $20,525 in her campaign account as of Dec. 31.

Troy Gunderson, retired West Salem School District superintendent, raised $20,505 and had $13,240 in his campaign coffers on Dec. 31.

Shandowlyon Hendricks-Williams, director of Gov. Tony Evers’ Milwaukee office, raised about $18,320 and had about $7,840 in her campaign account at year’s end.

Joe Fenrick, a Fond du Lac High School science teacher, raised about $8,600 and had about $8,575 in his campaign account on Dec. 31.

Steve Krull, principal of the Garland Elementary School in Milwaukee, raised about $3,460 and had about $2,450 in his campaign account as of Dec. 31.

Commentary on The Wisconsin DPI candidate Nomination Process



Elizabeth Beyer:

“I think it is becoming a little too precise to say that adding one title in an otherwise completely perfect document should be sufficient to overcome the nomination,” she said.

Hendricks-Williams has worked in Gov. Tony Evers’ Milwaukee office and as an assistant director of teacher education at the state Department of Public Instruction.

The commission cleared all seven candidates to appear on the Feb. 16 primary ballot. The others are Jill Underly, superintendent of Pecatonica School District; Joe Fenrick, a Fond du Lac high school science teacher; Steve Krull, principal of Milwaukee’s Garland Elementary School and former Air Force instructor; and Troy Gunderson, Viterbo University professor and former superintendent of the School District of West Salem.

Seven candidates file paperwork to run for Wisconsin superintendent of public instruction (2 Madison School Board Seats are uncontested….)

State Superintendent Carolyn Stanford Taylor announced a year ago that she would not seek another term. Gov. Tony Evers named Taylor as his replacement in the post in 2018, when he was elected governor. This is the first open race for the position in 20 years.

‘Right-to-read’ settlement spurred higher reading scores in California’s lowest performing schools, study finds

In 2017, public interest lawyers sued California because they claimed that too many low- income Black and Hispanic children weren’t learning to read at school. Filed on behalf of families and teachers at three schools with pitiful reading test scores, the suit was an effort to establish a constitutional right to read. However, before the courts resolved that legal question, the litigants settled the case in 2020. 

The settlement itself was noteworthy. The state agreed to give an extra $50 million to 75 elementary schools with the worst reading scores in the state to improve how they were teaching reading. Targeted at children who were just learning to read in kindergarten through third grade, the settlement amounted to a little more than $1,000 extra per student. Teachers were trained in evidence-based ways of teaching reading, including an emphasis on phonics and vocabulary. (A few of the 75 original schools didn’t participate or closed down.)

A pair of Stanford University education researchers studied whether the settlement made a difference, and their conclusion was that yes, it did. Third graders’ reading scores in 2022 and 2023 rose relative to their peers at comparable schools that weren’t eligible for the settlement payments. Researchers equated the gains to an extra 25 percent of a year of learning.

This right-to-read settlement took place during the pandemic when school closures led to learning losses; reading scores had declined sharply statewide and nationwide. However, test scores were strikingly stable at the schools that benefited from the settlement. More than 30 percent of the third graders at these lowest performing schools continued to reach Level 2 or higher on the California state reading tests, about the same as in 2019. Third grade reading scores slid at comparison schools between 2019 and 2022 and only began to recover in 2023. (Level 2 equates to slightly below grade-level proficiency with “standard nearly met” but is above the lowest Level 1 “standard not met.”) State testing of all students doesn’t begin until third grade and so there was no standard measure for younger kindergarten, first and second graders.

Wisconsin DPI Superintendent’s priorities: Waukesha School District Letter

In her letter, Underly stated, “Whether you realize it or not, you are, under the guise of protection, causing undue harm to students and staff. However, this damage is reversible. It is paramount that you change course now.”

Underly requested that the administration reverse the policy to “foster inclusive environments,” saying the controversial issues policy is “eliminating conversation on topics that you have in the past deemed controversial.”

Reversing the policy “will send a clear message to the residents of Waukesha and all of Wisconsin about the high priority you place on ensuring a well-rounded education for your students that reflect the pluralistic nature of our society,” Underly wrote.

Last week, the administration placed first-grade dual-language teacher Melissa Tempel on administrative leave after she spoke out about the district’s decision to ban “Rainbowland.”

Underly addressed Tempel’s leave in her letter by citing the text from the controversial issue policy. She said the district needs to re-evaluate its decision to place Tempel on leave and should recognize that “‘acknowledging the rights of (the district’s) professional staff members as citizens in a democratic society’ is, in fact, in the best interests of the School District of Waukesha.”

Commentary on Cost Disease and K-12 outcomes: Wisconsin DPI edition

“The Joint Committee on Finance does not need to bring in Dr. Underly to hear more empty promises about how DPI wants to better serve our kids,” Born said. “Republicans are gathering feedback from families and local school district officials across the state and will craft a budget that supports our kids and gives teachers and schools the tools they need to improve our students’ educational outcomes.”

The office of JFC co-chair Sen. Howard Marklein, R-Spring Green, did not respond to a request for comment Monday on the decision.

Republican leaders reacted to Evers’ budget request in February by suggesting it was a non-starter, and legislators would instead mostly write their own base budget to start from. While school districts put together their budgets for the 2023-24 school year, they are awaiting information from the state on how much they’ll be able to spend and how much aid they’ll receive.

Under the proposal from Evers and Underly, districts would see increased revenue limits, boosted funding for special education and mental health initiatives and free school breakfasts and lunches for all students.

On Monday, Underly said she has spoken to individual representatives and senators, but not the JFC as a whole about the budget. She suggested there will be wide-ranging “repercussions” if legislators fail to provide enough funding, especially after two years of no increase in the per-pupil revenue limit, which governs how much districts can receive through the combination of state aid and local property taxes.

“Joint Finance has had opportunities to provide our students with resources that they’ve needed for success, even in years without this incredible surplus boon,” Underly said. “There are no excuses, they need to do their job.”

In the prepared remarks Underly would have delivered with an invitation, she used two example Wisconsin districts to illustrate the common and distinct challenges districts face.
