Middleton-Cross Plains School Board votes to return grades K-4 to in-person classes with blended model

The Middleton-Cross Plains School Board voted unanimously Monday to return grades K-4 to in-person instruction with a blended learning model in February.

The board will revisit a vote to bring back students in older grades during their Feb. 8 meeting after they’ve had the opportunity to observe virus mitigation measures in school buildings.

The district decided to consider a return to in-person learning following new recommendations from Public Health Madison and Dane County that call for a phased approach for reopening based on new protocol instead of COVID-19 metrics.

“We decided early in the fall to strictly adhere to these recommendations, therefore we have remained in a virtual setting,” Superintendent Dana Monogue said. “The updated guidance provided by Public Health Madison and Dane County a week ago is a significant departure from the previous information we were basing our decisions upon.”

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state.

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

Middleton, Verona parents plan Monday protests in favor of in-person learning

Parents at Verona High School and in the Middleton-Cross Plains Area School District are planning separate protests Monday in favor of returning to in-person learning next semester.

A peaceful protest to reopen schools for in-person learning has been scheduled by the Bring Kids Back Verona Area Schools Facebook page. Organizers said they plan to protest Monday night at the district’s next board meeting.

A rally is also scheduled to start at Middleton High School on Monday at 1 p.m. as students, parents and community members are planning to walk to the MCPASD administration building on Park Lawn Place. Organizers told News 3 Now there will be no gathering or speeches scheduled for safety concerns, and face coverings and social distancing will be required.

Along with the protest, more than 200 people have signed on to an open letter to MCPASD’s school board making several requests of the upcoming spring semester. Those requests include the MCPASD Superintendent developing a plan with a timeline giving an option for all grades to return to in-person instruction by the end of next February, as well as asking the board to work with Public Health Madison and Dane County to revise their guidance around distancing that allows a full-day, full-week return to schools for all grades.

Commentary on Madison’s long term, disastrous reading results: “Madison’s status quo tends to be very entrenched.”

“The problem was we could not get the teachers to commit to the coaching.”

Since their small success, not much has changed in the district’s overall results for teaching young students how to read. Ladson-Billings called the ongoing struggles “frustrating,” citing an inability to distinguish between what’s important and what’s a priority in the district.

“The superintendents have been so bogged down with stuff like the (school resource officers), too many fights at Cherokee — whatever’s made the newspaper has been where all the energy has gone,” she said. “The assumption was that the people in the classroom knew exactly what they were doing, and we don’t need to be on top of that.”

“So much of what we talk about in Madison in terms of disparities stems from the crisis of literacy that we have,” Kramer said. “When students don’t read at grade level, they are much more likely to become disengaged at school. If they get to middle school and they’re reading below grade level, it’s so easy to become disengaged, to be discouraged.”

“It’s easy to pay lip service to a fundamental change like shifting toward research-backed literacy methods, but Dr. Jenkins is doing much more than paying lip service as near as we can tell,” he said. “This feels real, it doesn’t feel like Madison’s usual talking about it and forming a task force and having a series of meetings and producing a report. We’ve had decades of that kind of inaction.”

Madison schools kick the can down the road

First get rid of the police, then figure out how to make schools safe. That’s Madison’s mad formula for its public schools, courtesy of Freedom Inc. and Progressive Dane (and its amen corner at The Capital Times). Parents, not so much.

After booting the school resource police officers last Spring the board began studying What Do We Do Now?! The school safety committee has issued its recommendations. They amount to creating another committee to do what the first committee could not. The lead recommendation:

▪ Create a superintendent advisory committee to develop a plan to enhance youth and community roles in school safety.

As Madison schools’ safety and security committee considers recommendations, some want more time.




Madison Schools Announce Plans to Embrace the Science of Reading

Madison school officials plan significant changes in reading and literacy instruction. District administrators presented the proposed changes to school board members at a recent Board of Education meeting and signaled a shift toward phonics and the science of reading.

MMSD’s Chief of Elementary Schools, Carletta Stanford, acknowledged, “We know that what we’ve done in the past has not exactly hit the mark for where we want to be in terms of closing gaps.” 

During the meeting Stanford explained recent research and discussed the expert advice that is helping school officials guide the pivot to a more science-based approach to literacy. Stanford referenced specific research findings stating that “early intervention is critical” and there needs to be “intentionality in explicit reading instruction.”

Lisa Kvistad, Assistant Superintendent for Teaching & Learning, told board members the district plans to “move forward now that we’ve gone through the data” and called the planned changes “an equity imperative.”

Virginia schools plan gradual reopening as evidence of online learning gap piles up

More evidence emerged this week that online school is taking its worst academic toll on Virginia’s most vulnerable students, as superintendents in the state — facing mounting pressure to reopen schools — took tentative steps toward in-person instruction.

Loudoun County Public Schools went the furthest, welcoming back more than 7,300 elementary school students this week. Other Northern Virginia districts are moving more slowly: Arlington Public Schools said it would return thousands of elementary and middle school students early next year, while Alexandria City Public Schools outlined plans to send some students with disabilities and English-language learners back into school buildings in late January — followed in early February by kindergartners through fifth-graders.

These developments come as schools in the D.C. region, and nationwide, are beginning to gather and publish data on students’ grades for the first full semester of online learning. Early analysis highlights steep drops in academic performance among low-income students and children of color in the Washington area.

Madison School Board President Gloria Reyes Will Not Seek Re-election

Statement by Gloria Reyes

I am announcing today that I will not seek re-election to the Madison School Board. This has been a difficult decision. I’ve made it after much consideration, consultation with my family, and as always with the future of our Madison Schools and our students uppermost in my mind.

As a Board member, I have always felt that our MMSD community deserved every ounce of energy I have. I’ve given that. Now, I have taken on a big, important, new job. While my new employer is fully supportive of my public service, I believe my focus must turn completely to serving our Briarpatch youth and families.

It has been an honor to serve alongside my fellow board members, who have supported my leadership and who are steadfast and thoughtful public servants. We have accomplished a great deal together. Although there are challenges ahead, the District is in a strong place: a respected, effective leader as Superintendent and continued investment from our community thanks to two successful referenda this fall. This Board will lead us into a bright future.

During my three years on the Board, we have gone through significant changes, leaving us open for opportunities to make even more change happen. We have begun to build a new normal, where black excellence is not just words we say but is incorporated into all we do; where inclusion and equity brings justice to those most vulnerable in our communities; a new normal where we close achievement gaps. We must continue on this path.

I would like to thank all those who have supported me on this journey and who came together to elect the first Latina to the Madison School Board. It was your support and your commitment that kept me resilient and resolute in making decisions based on what was best for our students and school community.

Thank you for standing alongside me, holding me accountable, and pushing me as an elected leader to grow, to learn, and to have the courage to make tough decisions.

It is my firm belief that public schools are the foundation of a city’s success. Throughout this journey, I have learned that our Madison Public Schools are at the center of our City, an engine that drives excellence, that creates promise, and that highlights who we want to be as a community.

I will continue to support youth and our community in my new position, I will continue to work with the MMSD, and I will always be a champion for Madison Public Schools.

Post-George Floyd, a Wave of ‘Anti-Racist’ Teaching Sweeps K-12 Schools Targeting ‘Whiteness’

The president of the Lower Merion School Board on Philadelphia’s affluent Main Line declared to families: “We need to eradicate white supremacy and heteropatriarchy in all of our institutions.”

In Maine, a coastal public school district where 3.7% of the 2,100 students are African American or Hispanic, the superintendent declared war on “the intentional barriers white people have built to harm Black people.” The top administrator added: “We grieve for all of the Black lives taken by white supremacy.”

Educators at the prestigious Brentwood College School in Los Angeles, have made more changes to the curriculum this year than any other in the private school’s nearly five decade history. Teachers are introducing critical race theory, which views U.S. history through the prism of racial conflict, and assigning readings from Ibram X. Kendi, the academic and author who contends race-neutral policies are the bulwark of the “White ethnostate.”

As part of the makeover, Brentwood School leaders have rolled out a fresh theme this year for fifth graders: “Identity and Power.”




School District Decides Asians Aren’t Students of Color

One school district in Washington state has evidently decided that Asians no longer qualify as persons of color.

In their latest equity report, administrators at North Thurston Public Schools—which oversees some 16,000 students—lumped Asians in with whites and measured their academic achievements against “students of color,” a category that includes “Black, Latinx, Native American, Pacific Islander, and Multi-Racial Students” who have experienced “persistent opportunity gaps.”

Most indicators in the report show that the achievement gap between white/Asian students and “students of color” is fairly narrow and improving over time. It would probably be even narrower if Asian students were categorized as “students of color.” In fact, some indicators might have even shown white students lagging behind that catch-all minority group. Perhaps Asians were included with whites in order to avoid such an outcome. (The superintendent did not respond to a request for comment.)




Wisconsin education chief seeks $1.6 billion tax & spending increase for schools in 2021-23

State Superintendent of Public Instruction Carolyn Stanford Taylor is seeking an additional $1.6 billion for education over the next two years, along with changes that would cushion districts as they weather the effects of the coronavirus pandemic.

Stanford Taylor’s proposed 2021-23 budget, announced this week, reflects many of the same priorities as her predecessor, now-Gov. Tony Evers: an increase in special education funding and mental health resources, a focus on equity, and restoring the state’s commitment to fund two-thirds of the cost of education.

With wide margins of success on recent ballot measures, the Madison Metropolitan School District’s $350 million questions were almost certain to pass ahead of Tuesday’s ballot count.

Four years ago, the district’s operating question won by a 74.2% to 25.8% margin, while a capital referendum the year prior passed with 82.2% of voters casting a “yes” ballot. The question going into this year’s measures, which were both larger than those previous measures, was more about the margin by which they would pass.

Voters, turning out in record numbers with the closely contested presidential contest on the same ballot, offered a resounding “yes” to both the $317 million capital referendum and $33 million operating referendum. Superintendent Carlton Jenkins said Tuesday night he was thrilled with the outcome.

Boston parents square off over entrance exam proposal

Those were the dueling messages traded Sunday by parents, alumni, and others who made clear where they stand on a controversial proposal to eliminate for the next school year the test students must pass to enter one of Boston’s three prestigious exam schools.

A working group appointed by School Superintendent Brenda Cassellius recommended this month suspending the test for the 2021-2022 school year for Boston Latin School, Boston Latin Academy, and the John D. O’Bryant School of Math & Science, due to the COVID-19 pandemic.

The group noted that the test would be difficult to administer safely during the pandemic under public health guidelines, and that the COVID-19 crisis has already made day-to-day life more difficult for families who are low-income, Black, or Latino.




West Ada cancels school Monday after more than 650 teachers call out sick

Hundreds of teachers are taking a sick day for Monday, according to the West Ada School District, one day after the board voted in favor of a hybrid schedule.

A spokeswoman for the district says out of 2,145 classroom teachers, 652 have taken a sick day for Monday.

The sick calls leave approximately 500 positions unfilled, the district’s superintendent, Dr. Mary Ann Ranells, said in a letter to parents.

“Principals, administration, teachers and staff worked hard to cover the absences, but unfortunately, we cannot,” the letter said. “With safety in mind, and due to supervision concerns, we are regretfully unable to hold school Monday.

The district will “reassess the situation” on Monday, the letter said.

Staffing Wisconsin schools is a ‘nightmare’ amid teacher unease, substitute shortage and quarantines

What had been a relaxing Sunday away from the stress of leading Wisconsin’s fourth-largest school district through a pandemic quickly turned chaotic when, late that night, Green Bay Superintendent Steve Murley’s phone rang.

A food service staff member had tested positive for COVID-19. But that didn’t equate to just one absence that would easily be filled. It meant the majority of food service staff at that school would need to quarantine for the next two weeks. 

Who was going to cook and deliver the food that thousands of students and families were counting on the next day?

“At one point, we were thinking the administrative team would need to be there, driving delivery trucks and cooking food, and we were preparing to do that,” Murley said.




Miami does more with less (about half of Madison’s per student spending)

Public-school enrollment grew by 16 percent from 1994 to 2017, the number of teachers by  28 percent and the number of all other staff grew 51 percent, according to Ben Scafidi of Kennesaw State. The “staffing surge” has inflated school budgets.

But not in Miami-Dade, the fourth-largest district in the U.S., writes Michael Q. McShane  in Education Next. By adding teachers, but not administrators, Miami schools are doing more with less.

Miami spends $9,240 per student per year, compared to more than $13,400 in Chicago, which has a similar cost of living, writes McShane. Yet, “compared with other large cities, Miami-Dade tends to end up near the top.”

How? In Miami-Dade, from 1994 to 2017, the number of students rose 16 percent, the number of teachers 35 percent, and the number all other staff 18 percent, Scafidi’s research shows.

Covid-19 and Madison’s K-12 World

Hi, I’m cap tines K-12 education reporter Scott Gerard. Today. Our cap times IDFs panel will discuss how will COVID-19 change K-12 education. I’m lucky to have three wonderful panelists with me to help answer that question. Marilee McKenzie is a teacher at Middleton’s Clark street community school, where she has worked since the school was in its planning stages.

She’s in her [00:03:00] 11th year of teaching. Dr. Gloria Ladson billings is a nationally recognized education expert who was a U w Madison faculty member for more than 26 years, including as a professor in the departments of curriculum and instruction, educational policy studies and educational leadership and policy analysis.

She is also the current president of the national Academy of education. Finally dr. Carlton Jenkins is the new superintendent of the Madison metropolitan school district. He started the districts top job in August, coming from the Robbinsdale school district in Minnesota, where he worked for the past five years, Jenkins began his career in the Madison area.

Having worked in Beloit and at Memorial high school in early 1990s before moving to various districts around the country. Thank you all so much for being here. Mary Lee, I’m going to start with you. You’ve been working with students directly throughout this pandemic. How has it gone? Both in the spring when changes were very sudden, and then this fall with a summer to reflect and [00:04:00] plan, it’s been interesting for sure.

Um, overall, I would say the it’s been hard. There has been nothing about this have been like, ah, It’s really, it makes my life easy. It’s been really challenging. And at the same time, the amount of growth and learning that we’ve been able to do as staff has been incredible. And I think about how teachers have moved from face-to-face to online to then planning for.

A myriad of possibilities. And then, you know, ultimately not knowing where the next step might be. And so, um, although it’s been challenging and there has been so many times where there’s been frustration or glitches or those kinds of pieces, I also have watched. Staff, um, grow and blossom and try to [00:05:00] make the best of a situation.

Um, and I’ve also watched our district try to figure out, okay, how do we negotiate this? So it’s been hard. There’s no, no way around that. And, um, I also think we are learning and positioning ourselves to make some bigger changes down the road. Thank you, dr. Jenkins. You’ve spoken about how the transition to virtual learning went and Robbinsdale.
When you were there this spring, what lessons did you learn from that experience that you were able to bring here in Madison as you started the job with just a month until the school year began? Well, um, there were a lot of lessons out of this, the first one, the whole idea that the science. Was real. Um, we initially, uh, sent out a communication about COVID-19 February to six in our district.

And then again in February 28th, and we were watching what was coming out of Hopkins in terms of the information CDC, [00:06:00] but it was from afar, but when it hit us and we had the initial, um, case in our district, even though we had read up on it, it was real. And so in terms of all of your plans, when you have a crisis that we’ve done before, we’ve had crisis in schools, but nothing like this things we had talked about doing way out five years, 10 years from now with technology, we talked about it.

We’ve been talking about building our infrastructure. We went from being the first district to close in the state of Minnesota thinking we were closing for two days to disinfect, right. And we’ll be right back. To now the real reality of what we’re going through. But the lessons we learned in is in terms of how much we depend on one another and how much we need our children to be in close proximity to us, our realization of the children who are [00:07:00] behind, uh, during the traditional schools.

Or just illuminated 10 times, you know, more that, wow, we really need to do a better job of trying to engage, not only the children, but the families. This went from her, just totally child centered to whole family, whole community. And so COVID-19 for us has said let’s pause and check on the social, emotional wellbeing, the mental health aspect, and understanding our community even deeper.

Because the economic employment, the health, all these things that happened. So as a staff, we had to change our delivery models for instruction. Uh, initially in a crisis, we were trying to put in model the same things we were doing in traditional schools that did not work. And we learned from our students and our staff and our community, we needed to change it and not be so much it’s just on associate motion or that we didn’t.

Continue to [00:08:00] try to continue with the high levels of instruction. But initially we were just thrown off guard. I’m gonna be honest with you. And over the summer, you know, we worked together to really come up with a model that we think is better, but we’re not done. We’re still learning. Even being here in Madison.

Now the transition Madison staff did a lot in terms of just like across the country. People were taking food out to the community, getting devices out in the community, getting hotspots out. And we were not prepared for that level of support that we needed to give, but I was amazed at how all the staff and the community came together to try to get those things done.

Yeah. I still remember the lack of sharedness around the closures and how long it would be here. I talked to a number of teachers who said bye to their students for two weeks, and then it ended up being the whole semester. Thank you so much, dr. Ladson billings, this summer, you were involved in a program at Penn park that had some students outdoors learning STEM lessons for three [00:09:00] days a week.
What were the most important aspects of that sort of programming this summer for you? Well, I think dr. Jenkins actually hit upon what was central for me. I know that people are concerned about learning loss or learning, uh, opportunities, missed learning opportunities. But first let’s be clear. Our children are learning all the time.
They are human beings. There is no time when they are not normal. Maybe when they’re sleeping, I learned they’re always learning. Now, whether they’re learning academic things or curricular based things, that’s something different. But what I was doing really focused on and developing that program and we call it smartly in the park, um, I knew that the, the STEM.

Attraction will be there for the wider community. But my focus was on the children’s social, emotional and mental health needs. So many of [00:10:00] our kids are isolated. They, you know, they got a parent who was trying to go to work. Who says you may not leave the house. Okay. You got to stay here. And we figured that out when we started this with the lunches kids, weren’t coming to get the lunches because they were told don’t leave the house.

So, uh, at Mount Zion, one of the things we did is we got, we got the van together. We collected the lunches and we delivered them. So I said, this can’t be good for our kids to be this isolated. So, you know, we did not have sort of assessment metrics or any of those things in place for the summer. What it was, was the opportunity for kids to be in face to face communication with one another and with caring adults.

And I think that’s what we’re learning in this whole process. We can talk about curriculum. We can talk about instruction. But we are in the human being business. We don’t have any human beings. We have no business. And so indeed until we meet those basic [00:11:00] needs, those social, emotional, and mental health needs, we are, we’re not going to be successful.

And I think those were really underscored, uh, as, as spring went on and into the summer. Thank you very much. And that actually leads into another question I have here. Uh, all of you have spoken to me or publicly about social, emotional learning, being as important right now, uh, as academic learning, but how can that be done through a screen?
Um, I’m going to start with Mary Lee just because you’ve been trying to do that with your students. Okay. Um, so there’s a number of ways to do it. Um, It would be a misnomer to think that all of our students were showing up to school on a daily basis when we were seeing them face to face. And so, as teachers, as staff members, we’ve developed ways of connecting with students beyond the physical classroom to begin with.

Right. But there’s also ways to do that in front of a screen. Right. Taking the [00:12:00] time to check in with students. Yeah. I have 50 minutes with my group of students. But guess what? I spend that first five, 10, and that’s at least checking in, maybe it’s a silly question. What’s your favorite fall activity to do or fall flavor.

Right? It could be something silly like that, but it also could be something of like, how are you right now? Where are you at? Um, and then on top of that, it’s meeting students where they’re at some of our students. I have students who are not ready to do a zoom meeting. It’s too much for them. The and a number of ways.

So guess what I’m doing? Phone calls and text messaging and finding ways to connect with them in, in lots of different ways. Do I wish that I could be face to face with them? Absolutely. A hundred percent. And we are, we are finding ways to make those small connections that then lead to being able to open up to bigger connections.

And trying to provide some space during our class time or whatever, you know, [00:13:00] synchronous time that we have to also let them talk with each other. Because like dr. Ladson billings said our kids are isolated in their houses and some of them haven’t seen peers or reached out to peers. So creating some structures and spaces to have some of those conversations, to be able to have engaged in that discussion, that would happen in a classroom.

And, you know, creating those spaces. What are you hearing from staff and what are staff doing in Madison to foster those sorts of things? First of all, let me just say thank you, Mary. I mean, she really spoke to what I’m hearing from a number of our staff and, uh, not just here in Madison, but just throughout the country, as a meeting with other superintendents regularly on a national level to talk about what we can do to continue to build these relationships.
And funny go back to doctor Lassen billings. When she started talking about culturally relevant pedagogy and always look at that in terms of relationship building. [00:14:00] And that’s what Mary was talking about so way before everyone else was talking about it, that the last and bill has been talking about this whole thing of relationship relationship.
And we talk about relationships, but the reality of relationships as just describe that’s where our teachers are. Another thing in terms of uplifting. The voices of the teachers, all of the assessments. Some individuals think that when still need to be hard on the AP exam, harder and act, that’s not the main thing right now.

The main thing is that we put our arms around our students, around our staff, around our community. We see one another and we uplift the voices of the students and of the staff. How are they really experiencing this new thing? Taking those voices in the emphasis of our planning in the past, a lot of times we have gotten to planning from my office, all the other offices, the hierarchy that we’ve known must be flipped up on his head right [00:15:00] now that has not even worked doing a traditional for all.

Children serve some children. Well, but not all children. This is the time that we’re saying before you start the lesson, ask a simple question. But a big question. How are you today? And then pause and listen. Okay. And so our staff intentionally, but when we design our lessons and coming back and looking at how we get students in groups, how we’ll listen to them, individually, students talk to students and we have to be very careful about, um, just doing the content at this time.

But at the same time, our students. They want the structure. They need the structure to help them have some sense of what am I to do today. Parents need it. The other thing we’re doing, trying to connect more with parents and for us, we’re finding that we are actually having more contact with some parents than what we did prior to COVID in particular black and Brown [00:16:00] families.

We have the one group that’s been disengaged before Kobe that’s even more now. Particularly with black and Brown and special needs students. But right now, at this time, we’re trying to make sure we have that additional communication for those students who have been most marginalized prior to covert and now doing covert.

And so I think those things, uh, and students know we’re paying attention to them, staff know that we’re hearing their voices, parents know that we’re hearing their voice and then being prepared to pivot right now we’re in the middle of making shifts from what we’ve learned, even since school started back.

Our early learners, we have to define what the screen time mean, how we’re approaching our earliest learners, our ELL students, how do we give them the support? How do we support our students who may be special needs and just students who may be having anxiety and social, emotional issues and staff. So that’s what we’re trying to do to build a relationship, see people, and then actually.

Serve them based on [00:17:00] their needs and then provide the overall support, uh, systematically, not just an isolated classroom, how will all of our teachers in our face with our students now, that’s what we’re doing. Thank you so much for detailing all of that. Dr. Ladson billings, what sorts of best practices are you seeing on social, emotional learning right now?

So, you know, it’s interesting, there is an instructional practice that we had before all of this called the flipped classroom. And it suggests that a lot of the learning take place online and then you come face to face to do sort of minimal things. Well, I’m seeing that we have in flipped relationships.

What do I mean by that? Is this this stuff worried about in terms of communicating electronically, our kids already know how to do that. They can sit in a room right next to their best friend, and they’re not talking, they’re texting them. It’s become their way of communicating so we can learn some things [00:18:00] from them and not presume that we have to be the ones who are telling them, uh, I want to know, and visited a class, you know, visit as an electronic yeah.
In Baltimore. And I asked the kids, uh, what they liked or didn’t like about. Oh, virtual learning. And one kid said, Oh, I love it. He said, cause when she gets on my nerves, I just turn her off. He’s he’s I couldn’t do that when, when I was in the class, but to sit there and listen. So it’s interesting that the way that they are adjusting and adapting, um, and I think we can take some hints from them.
Uh, no, we don’t want everybody on screens all the time. I think we’re all sick of that. But I do think we can be a lot more creative with it and what I will say. And I think, you know, thinking of dr. Jenkins sitting there, I think that we’re having a diff totally different relationship with our it departments that before they were this group on the side, they were the [00:19:00] resource people.

If my internet goes down, if I can’t get my email, I call them they’re there moved to the center. And we are now in a partnership with them, which is the way it should have been, that they should have been our instructional technology folks as opposed to information technology on the side. So I think we’re learning a lot of how to improve education, uh, as a result of this.

Thank you so much. Are any of you concerned about the screen time for students right now? Does anyone want to talk about how they’re trying to manage it? Well, interesting. You asked that question because that’s been our conversation the last several weeks from parents, from students and staff, uh, and our team.

First of all, we need to redefine what the screen time and all the research prior to Colvin, we need to look at that research with a critical eye [00:20:00] because. You may be on a zoom. And as with dr. Lessen villain just said, the kid may be there. It may be working independently. It’s on, but you’re working independently.

You’re not just interfacing eyes and concerned about, um, whether or not the students engage from a visual straight up point. It just may be on. And so we need to define it first of all, and that’s what we’ve been talking about, but we do need to pay attention to our learning earliest learners. You know, four and five year olds and what can they really manage?

And do we want them to be in such a structured environment? Whereas they’re not being able to be them be independent learners because students can learn independent in what some would call it, unstructured environment. I’d say playtime playtime is very important. So we need to think about it on levels of primary and secondary.

Now, secondary students. They’re on it, but they’re doing it in a totally different way than what our early learners. And so we just need to be respectful. Then [00:21:00] that goes back to listening to the student. And sometimes they can’t manage as much as we were trying to. We’re trying to give them, we have, the pendulum has swung from last spring, not being as much.

And people say, Hey, we want more too. I think sometimes now we’ve got a little too far. And we need to engage the students, hear that voice engaged the teachers. The most important thing right now is to engage that teacher, those formative assessments will allow us to know how we need to pivot along with engaging the voices of the studio.

That’s where we are with. What about you for high schoolers, Mary Lee. I mean screen time is a conversation that we have with our high schoolers, even when we’re face to face in the building of how much time are they spending on their Chromebook in the classroom. Um, because. It’s still a lot. And then we expect them to go home and do homework.

And that a lot of times is on [00:22:00] the Chromebook or on a computer or on their phones. And then you bring in the phone piece. So are a lot of times my high schoolers are definitely multitasking with a phone in one hand and a zoom meeting in the other. And we’ve had some really good conversations about that.

Um, because as we kind of go back to that social, emotional learning, The high school students. And not that the elementary aren’t either, but like the high school students are searching and seeking that social connection. And right now it’s the device. It’s the phone that brings that social connection right level than it already did, even beyond, you know, students sitting next to each other and texting each other.

Like there’s, there’s so much more there. Um, I don’t know if there’s a good answer. For any of that? I think we have to keep learning. I think we have to keep a critical eye of thinking about how can we make our screen-time meaningful. And how can we also pull off the [00:23:00] screen? How can we get creative and pull off of the screen and get kids back outside?

I think of the STEM program that dr. LED’s and billings talked about of being outside working, um, one benefit we’ve had is we’ve had students in our, uh, community garden that we have outside of our school. And I look at that and seeing that is been amazing. Um, that they are engaging with, um, the food chain and how things are produced and you know, how can we build that into schools all over, not just at school, but in their homes, in their communities and connecting there.

I feel that it’s in billings. I know screen time was a concern. And part of the reason that you were so happy with the program this summer, that was outdoors. What are your thoughts on students avoiding too much screen time? So earlier this year, well, probably late, late, late summer, as we were thinking about going back to school, I did a workshop [00:24:00] for.

A local bank that has branches in Milwaukee and green Bay. And because a lot of those, uh, employees, so, you know, I still have to work, but what about my kids? And so we had really good conversation and I literally helped them build a schedule for whether it was elementary, middle, or high school. And I built into that schedule, like stop and go outside.

Like that was like written there. Oh, cause one of the things that we are forgetting is that, you know, as human beings, we, we are mind, body and spirit. We’re not just minds. And so this is an opportunity to literally say it’s important that you get some exercise. I talked to, to the parents about having more than one in one place in their home.
Or their kids to be engaged in their learning. So yeah, maybe the, the den or their room is where they, they might do English or [00:25:00] literacy or reading and mathematics, but maybe it’s the kitchen table or the kitchen Island where you’re going to do the craft activity. And then get outside, you know, minimum amount of time.

We need the very things that we need to do in a well-developed face to face program. We still can keep going, uh, modify at home. We want to make sure that our kids are taking care of their bodies. Um, you know, one of the unanticipated. A result of this pandemic is that a number of our high school students are, are taking jobs.

And we hadn’t thought about that. A merely talked about knowing that that some of the kids are not checking in. They’re not checking in cause they’re working. Uh, and they’re adding hours if they already had a job. So they need to be active. They need to minimize the amount of time that they have to be.

In front of those [00:26:00] screens. Um, cause they haven’t drawn to the many way. Um, my generation was drawn to the TV and back then it was like the television producers had enough sense to turn us off at midnight. It’s like, we go watch no more, but we are, you know, we’re in, in a generation in which. People getting most of their information through the screen.

So we’ve got to break it up and make it, uh, an opportunity for them to also get their bodies moving. And so that they just don’t, you know, secondary, um, activity is what leads to all the sort of heart disease and diabetes and things like that. So we don’t want to set them up for, um, a negative future.

Well, I have one other part about that, and I know we we’re talking about with the students screen time. We’ve also been talking about we’re wrestling as adults. When do we begin our day? When does our day end? So we’ve got to have more calibration around this whole moment. We’re [00:27:00] in, it seems like there’s no ending to it.

We did have a set time doing traditional, but now you’re at that desk. You’re in your space working from early morning to late at night. So we have to recalibrate on that. And I think as we think about ourselves, That will help influence what we’re doing with our students. Realizing too, as you mentioned about the phone’s constantly going, and if we don’t do that as dr.

said, it impacts our health. When our minds never shut down. And that’s whole about the whole sleep time study. And that’s another discussion, but yeah, that’s a great point. I mean, Mary Lee, how, how has that been for you as a teacher wanting to connect with students, but trying to live your own life? Well, and I, I thank you for bringing that up.

I really appreciate it because I do think as teachers, we spend a lot of time thinking about our students screen time, and then we’re not necessarily reflecting on how exhausted we are and understanding why that is. Um, I, I taught [00:28:00] online before online was the cool thing too do. And so I had to learn that I was, I was balancing both teaching some face to face some online.

And when I first started teaching that online piece, I realized I was working all hours of the day and I was responding to emails at eight o’clock at night and at five 30 in the morning. And I realized I had to set some boundaries for myself and. As a community of staff members, we haven’t, we haven’t, I don’t think we’ve gotten there yet because we feel like there’s so much to do and we’re learning and trying to stay on top of so many things.

And as I think about our staff, um, yesterday we were in a professional development and we, we did try to take some times to take a break, but it just becomes all consuming. And, um, I appreciate dr. Jenkins thinking about the staff and how [00:29:00] yes. We might be teaching face to face or not face to face, but on zoom, synchronous, you know, from nine to two, but guess what?

Our job doesn’t end there. And so then we’re on the computer on a screen beyond those hours, a lot of times, many hours beyond those hours. And so, um, And I think we are, we’re learning and we’re going to hopefully get into a place where we’ve gotten through the first term. We’ve started to realize, okay, here’s some strategies that really work and how we can set some of those boundaries.

Thank you both for speaking to that aspect of this, one of the other pieces that we’ve spoken about Mary Lee is that sort of this time has illustrated. That no learning system is going to work for everyone, including virtual, but, but I think, uh, a lot of people assumed the other system was just the way it was, but this has highlighted that it’s not going to work universally.

How can education move forward with that? [00:30:00] Understanding that not all systems work for every student. Um, I’ll actually start with dr. Ladson billings on this one. So now that you’ve, um, Toss me a nice softball, cause it’s kind of what I’ve been talking about all along all, since we’ve been in the pandemic and I’ve suggested that, um, this is an opportunity for us to do what I’ve called the hard reset, and I’ve actually used the analogy of the devices that we all have, that when they don’t work.

Um, we, you know, try something, things, we take the SIM cards out, put them back in the battery out, put it back. They don’t work, they don’t work. And we, we, we head off to the store, whether it’s the Apple store or the Samsung store, Android, wherever you got your device and somebody who was about 17 years old, wearing a tee shirt, tells you the dreaded words, we’re going to have to do a hard reset.

And what they mean. I mean, by that is if you haven’t backed up everything. When [00:31:00] they give you that phone back, all your contacts are going to be gone. All your pictures are going to be gone wherever you were in the candy crush. Thing’s going to be gone. You’re going to have a phone that’s like it was when it came to you from the factory.

And that’s really where I believe we are in education. I don’t think, I think we can, you know, when people say I can’t wait to get back to normal, well, normal. For the kids that I’m most concerned about was a disaster. Normal was they weren’t reading normal was that they were being suspended at a disproportionate rate.

Normal was, they were over identified for special education. Normal was, they were being expelled normal was they weren’t getting an advanced placement. So with the heart reset, We have this opportunity, you know, I’ve been siting a Indian novelist by the name of our Arundhati Roy who says this, the pandemic is a portal.

It’s a gateway from the old world into the new, [00:32:00] and that we have an opportunity. I know we’re all talking about how horrible this is, but I want to say that it’s also an opportunity. There’s also a chance for us to have a clean slate, to think differently about what we’re doing too. Focus differently.

I’ve got a panel coming up next week with the national Academy. And one of the things I’m going to say is that we need to center science and I’m not just saying science curriculum, but the problems of living in a democracy, whether it is climate change, whether it’s economic downturn, whether it’s an inability for people to access a quality education, that if we send it problems, then the curriculum will come along because.

You know, you, you can’t make a case if you’re not literate. Right. So I don’t want you to, just to read, because I want you to have a set of skills. I want you to be able to solve a problem. So I just think, yeah, again, I can’t remember whether it was [00:33:00] Ronald manual or some political person who said we should never let you know, not take advantage of a good crisis.

Well, we got a good crisis here and we need to take advantage of it. Mary Lee, how can you bring that idea of systems? Not universally working for every student into teaching? Uh, so I I’ve been really lucky. Um, I work at Clark street community school. We have started this step. We’ve gotten rid of grades.

Not, standard-based not one, two, three, four. Like we have truly, there is no GPA, there’s no grades. We are mastery-based. So we’re actually looking at when you write something or when you read something or when you do some math work, we’re looking at that and saying, okay, where can you improve? Where have you really mastered this skill, that kind of piece.

Um, we’ve looked at how do we. [00:34:00] Look at personalized plans for students. And how are the students taking the lead on that plan? What do they want to do? What do they want to pursue? I do think this, I cannot second enough. What doctor Ladson billings is saying is this is such an opportunity. That we can start saying maybe one size doesn’t fit all.

And here is our chance to actually make those changes that maybe we don’t need all of our students in our building at the same time, in order for them to be growing and learning, maybe we can connect with our communities. I think of, um, what dr. Jenkins was saying about how, you know, the outreach and the connection with community centers and community groups.

Maybe we need to make that the norm as compared to just the crisis situation. So I think there’s so many different opportunities within that to say, huh? Turns out when we take some of these pieces away, not everything [00:35:00] falls apart and maybe we are actually seeing students grow and seeing students thrive in, in a way that we haven’t seen before.

How can a whole school district embrace those ideas? Do you think. I think it’s critical that we all pause and look at what we have and turns out COVID-19 intersecting with the whole racial injustice. Um, since the emphasi of our country. For me, when I publicly witnessed mr. Floyd being lynched 16.2 miles from our home.

Um, a moment as an educator of 30 years, I said, I’m not doing my job. I’m not being disruptive enough. It came full circle, the historical wrongs of black and Brown, poor children, special needs children. [00:36:00] And I’m saying, what can we do? That was the question I asked. And I said, it’s time that we go back and look on the promise of America.
Of America and hold America accountable, but it’s reciprocal accountability. We have to do our parts and America must do their parts. We’re fundamentally flawed, no matter which system we try to implement right now, we’re fundamentally flawed how we resource education. We need to make education, the main thing.

And when I say resource, see, it’s not just money. It’s the resources. Be it human. Be it an opportunity for advancement once. An individual would come educated. This is an opportunity for us to hold America true to his promise. When Abraham Lincoln said we came together to form a more perfect union. This is the time to form a more perfect union and to be all inclusive, put the schools in a community and hold the community accountable.

Put the community in the schools [00:37:00] to hold schools accountable. It’s a shared responsibility. It’s not just schools is businesses. Is healthcare. It’s all about the employment. And I just think, regardless of where we stand, which system, if we don’t see the people, and if we don’t have a service mentality about the people, right.
And trying to support the people and we develop policies that impact our practices, that impact the people that are still not taken into that promise. We are Americans. I think this is the greatest opportunity in my time in education. It’s like I’ve had a rebirth. I consider myself as a first year educator right now, not superintendent dropped the titles.
That’s nonsensical, drop the titles and let’s just come together and do the work whichever system we designed, make sure it’s one of excellence and not non excellence. I think critically when we say excellent [00:38:00] excellence is not some children reading at 18% and other children reading it. 64%. And we’re trying to compare the students, black and Brown students to white students who are scoring at 64%.
64% does not put us on a competitive level internationally. That’s the very reason in math and science, we had 32 and 34 in terms of our rating. When you look at the performance of international that says, this is an opportunity for America to really lead how America can lead. And I truly believe with the great science that’s here in Madison.

Number one public institution share parking lots with MMS D share a parking lot is no reason that we can’t come together. Take the science, take the practice, listening to the students, listen to the staff and listen to the community. Whichever system we come up with. We’ve come up with it together. And it’s all in.

That’s what I believe that we have to do in a system that we choose must maintain [00:39:00] unhuman perspective. And not just test outcome perspective. Welcome back to our panel on how COVID-19 will change the future of education. So one of the things I think a lot of students and adults are facing right now through this pandemic is uncertainty. Uh, in their lives, how can teachers and, uh, educational institutions help students through that uncertainty, uh, while also managing, you know, their, their own, uh, challenges, Mary Lee, I’ll start with you.
Um, I think it starts with. Well, going back to the question of [00:41:00] how are we approaching social, emotional wellness? How are we looking at the wellness needs of our students, of our families and of our teachers? Um, I think we have spent a lot of last spring. Early this fall saying, okay, we’re going to check the box on making sure our kids are okay.

And I do have some concern that we’re going to, you know, get further in and be like, Oh, well we already checked that box. So we don’t need to continue to do that. And that’s where I think parents and staff members and students and administration and the greater community can help, continue to check in to.

Keep that pulse. Um, we’re going to head into winter here soon, whether or not the weather today actually looks like that. Um, and that’s going to change the dynamic. And so as we continue through these different phases, as the data changes as well, different events come through in the next few months, we need to continue [00:42:00] to check in, um, because the uncertainty is not right, going away, not for awhile.

And. The more that we are being aware of the mental health need. The more that we continue to message to families that the wellness of your family is of the utmost importance. Yes. We want students learning. We want students growing and they’re going to continue to do that. Especially when they are. Wow.

Especially when they have levels of security and that could look like a lot of different things, whether that’s a schedule. I love how dr. Ladson billings talked about working with families of how do you do a schedule? How do you actually, we make a schedule I’m going, I wonder if we’ve done that with our parents?

I don’t know if we have, we’ve talked with some of our high schools students about doing that, but that might be really great for our elementary students to think about. We’ve actually set up a schedule as teachers I’m really skilled at that. It’s what I live in, right? Like that’s my world that I live in.

Not everybody lives in that world. So as we [00:43:00] continue on, we have to continue doing those checkpoints. We can’t just check a box and say that we’re moving forward. Dr. Jenkins on that similar note. I mean, how can the district give parents and students certainty right now? I think right now we have to truly just be honest with the community.
We’re in a state of uncertainty and it’s all about how you view it. Uh, it doesn’t mean that it’s the end of the world because we’re uncertain. We’ll give you as much information as we can, based upon the information we’re getting, but I’m also really pushing for parents and for staff to be very careful about what information coming to you.

For example, there is a, an economist out of Harvard Shetty. He just put this piece out based upon his metrics really would fall into discern online curriculum about Wisconsin [00:44:00] and the high socio economic students have increased learning 83.3% on his own online curriculum and the lower socioeconomic students have.

Decrease by 1%. So we know we have gaps, we’re Wisconsin, number one in the nation. Right. But what does this type of data mean inflammation when you get it, it contained to perpetuate narratives of someone else versus trying to understand your own realities. And so that narrative individual may take, do we even use the Zurn curriculum in all of Wisconsin?

No, but right now the narrative is, these are the things that’s happening. So no, the information and from where it come, no, the metrics do your homework as much as you can to be in alignment with the guidance that’s coming out, we’re in a medical situation, the academic piece. And I wholeheartedly agree [00:45:00] with dr.

Our students are learning right to the staff. I’m saying, Hey, give yourself some space and grace and give the students in space and grace. You didn’t turn it in about two o’clock. Nope. Zero, hold up. Wait a minute. That kid was at home helping three of their siblings. You don’t know all the situation, ask questions before we make those final decisions.

Same thing to parents in particular, parents who are working and have children at home, give yourself some space and grace give you students in space and grace. And one of my former people, uh, student services, um, supervisor, she said that to our team. Because when we first started, we were in a crisis. She say, hold up, everybody, let’s just give some space.

And grace. And I really embraced that philosophy of saying, you’re not going to be perfect. I’m not going to be perfect, but we’re just striving to do better. And as long as we can understand that we’re going to strive to get better. You don’t have to be perfect. That’s the other thing, [00:46:00] too. Right? As long as we know our intent and we’re really working hard.

To get there. I think we’ll be a little bit better off, but that adds to the social emotional. I have to be perfect. I’ve had to have more psychologists talking to our 4.0 students over time because of the anxieties they have. Wait a minute. I just scored a 97 on that test. Oh my goodness. I didn’t get a hundred, hold up, slow down.

You know, that wasn’t all that bad, you know, and that’s not low expectations. But it’s just saying, relax, you know, and we all going to have to do that, help one another, uh, do that. And I think we’ll be better off the anxiety’s a real amongst all of us right now, dr. Ladson billings, how can uncertainty and, you know, disruption to routine affect kids’ learning, um, and development.

Um, so I think what’s important for us to understand is even though this panel is about COVID-19, we are in the midst of four readily [00:47:00] identifiable pandemics. We do have COVID-19 it’s the reason why, you know, people are distancing, why I’m here and not in the studio with you. We understand that one, but we’re also in a pandemic of anti-black racism that that’s everywhere.

I mean, was George Floyd and Arbery, um, C’mon Arbery and Brianna Taylor, and then lo and behold, Jacob Blake, I mean, right down the road and Kenosha. So that’s all around too, but we also are facing a terrible economic situation. We haven’t talked much about it, but the truth of the matter is that, um, even though the governor has, you know, had a landlord stay the requirement for people to pay their rent, those rents are going to come due.

And people don’t have jobs or they’ve had to cut hours. So rents and mortgages and all those things will come down, come, come due. And then the fourth one, although we think of [00:48:00] ourselves as kind of safe from it in the upper middle is the coming climate catastrophe. You know, I’m a grandmother who all of her grandchildren are on the West coast, so they can’t even go outside because the air is so bad.

So those fires raging in California, or if you live in that, um, in the, in the Gulf coast area, uh, we are now through all of the regular alphabet with storms and now into the Greek alphabet, Louisiana is bracing for, uh, the Delta, right? So all of these things are happening. So uncertainty is not just around COVID-19 it’s around living in this world right now.

So one of the things that I think will help us with the uncertainty is that as teachers, we have to begin to build our pedagogical repertoires, COVID-19, it’s forced you to do it. To some extent you can’t just do the same old [00:49:00] stuff. Uh, I recall as a professor at UWA because, you know, unlike, um, K-12 school and we don’t get a room.

You know, you don’t have a room. That’s your room. You have your office, what you teach, wherever they assign you, wherever their space. And I, I made a decision that whatever space I’m in, I’m going to take advantage of whatever, whatever resources are there. So my last. Couple of rooms were connected to our IMC, which meant I had all of this technology.

I had smart boards, I had docu cams. I had, uh, all kinds of listening and I decided to start doing some things differently. I began to run a, um, uh, a class hashtag. A Twitter feed. And what did I find out that many of my international students absolutely loved because they don’t like raising their hands and speaking out because that’s not how they came into education in their countries, but they can pull out their [00:50:00] devices and tweet about what we’re doing.

I would not have thought about that without that resource there in front of me. So I think the, again, you know, I want to look at the opportunity. So the opportunities are for us to build, um, better, um, pedagogical repertoires to learn, to teach together. That’s another thing that I think we, we, we give lip service to team teaching, but I think now we do have to work together.

Uh, and that as that Jenkins had said earlier, the whole notion of the community and the school and the school and the community, that, that, that gives us another opportunity. Um, Mary Lee talked about a community garden. Um, we could be doing so many more things, uh, and not letting the assessment tail wag the dog here that.

Uh, I just wanna, I just don’t want us to lose this opportunity to miss it because it really is, uh, an [00:51:00] opportunity. Thank you so much, dr. Jenkins, dr. Ladson billings just spoke a lot about teacher development and growth and learning right now. What are you doing as an administrator to learn and grow through this period of time?
JFK said that leadership and learning are indispensable. You can’t be a leader without wanting to continue to grow. And I am listening a whole lot more to everyone. Uh, and what I’m hearing from the children, uh, when I go out in the community, when I’m going and tapping into the schools, when I’m meeting yesterday with the principal groups and what, uh, when I’m listening to the parents.

Okay. When I say I’m in my first year of my new education, As a leader, this is my first year. And it’s exciting. It’s given, it’s rejuvenated me in a way as a learner, you know, reading, uh, [00:52:00] any and everything, because there’s not a blueprint for this where we are now. So as I walked through it and looking at the models, not of what has been, but what could be, I think what dr.

Less ability to say, this is an opportunity. I am in that mode of saying this is the learning should be occurring for myself, trying to educate also working in collaboration with our board, working with the staff and yesterday the principals, we had a great time conversations and we’re going to flip our model central office, bringing in all the experts central office, come in and leave.

No, no, no, no, no. Principals will lead the PD. They were going to come up with the topics and working in concert with the staff. And, um, I met with some amazing principals. Yes,
we have so much talent in MMS. D I just, I mean, I’ve been in a lot of places and I knew that when I left and it’s still [00:53:00] here. So that’s what I say as a, as a new leader, you know, I am in a learning mode. And I think I’ve been rejuvenated by this COVID-19, but it’s racial the whole injustice piece. So I think that’s what, from my level and lens, we have to do throw out what we were before this and start a new.

Yeah, in sort of to build on that. Are there any specific curricular or content changes that you see happening as a result of everything that’s going on right now? Mary Lee? I mean, do you plan to build any of what’s been going on in the world into your content going forward? We are, that’s a really amazing part.

Um, so the school that, uh, I work at, um, we’ve been doing this for almost 10 years now of looking at, um, how do we bring what students are already passionate about? How do we bring what is already, um, in [00:54:00] both popular culture, in the news in science and bring it into our focus. So right now our students are split into two cohorts.

One cohort is working on a, um, the theme is growing. You’re growing our future. So looking at food, sustainability, planetary health, looking at philosophy, how does philosophy impact how we, we, um, interact with the world poetry? So how can poetry and. Within that hip hop and language be impactful for communicating your ideas.

So that’s our one strand. And so we have a group of teachers who are then working with our half of our students for this entire first term interspersing, all of those ideas I’m in the coming of age. So thinking about what does it look like to come of age? Both in this time and in times, All over the world.

Right. [00:55:00] So thinking about it from a global perspective and right here in our community, so what are we looking at? What are we doing? How do we look at statistics and use that to inform our, our decisions that we’re making? How do we use literature to have that windows and mirrors effect? Right. What do I see in literature that is similar to me?

What is literature that opens my eyes to different pieces? Um, so. I’ve been really lucky that I’ve been doing this for many years now. And I think we are now we have an opportunity to say, how can we use what is happening in our world right now? If you take any of the pandemics that dr. Ladson billings talked about, you could develop curriculum for years on those topics alone.

And. We have an opportunity to do that. We have the materials, we have the ideas out there, but it’s going to take a massive shift. It’s a massive shift to shift away [00:56:00] from what we’ve been doing to what we can do. And I think this might be the time and yes, it’s going to be hard. It’s already hard. So what can, what are those steps that we can start taking as we look at that?

Dr. Ladson billings, how important do you think it is for teachers to do that sort of curricular adjustment, uh, for their students? Um, I think it’s imperative, you know, it’s interesting some years ago, um, psychologist, how a gardener who most people know from multiple intelligences, Howard said, you know, We keep talking about what schools need to do or what, you know, how, how to get better.

He said the truth of the matter is if you look around the world, there are different places in the world that are X.
[00:57:00] We keep talking about what schools need to do or what w you know, how, how to get better. He said the truth of the matter there is, if you look around the world, there are different places in the world that are expert at different aspects of it. He said, if you want, wanted to have a child have a perfect education, you put them in preschool, Italy at Reggio Emilia.

You put them in elementary school in Finland. You then put them in high school in Germany, and then you send them to college in United States. That indeed that’s the best system seemed to be. So we have this opportunity to look or what what’s going on at Reggio Emilia, how can our preschools be less sort of structured and focused and more whole child oriented what’s going on in Finland?

Why are the fins doing so well in elementary school? Uh, How much [00:58:00] latitude do their teachers have to make curricular decisions what’s going on in Germany, uh, with high school? Well, one of the things I know for sure is that German high school offers a promise. If you stick through this, this is what we’re promising you at the end.

So they’ve sat down with industry and ha and postsecondary ed and said, Buhr people come through the program. We guarantee them a route to one of these. They want to go work in the Mercedes Benz plant. They can do that, but if they want to go to belong, yeah. Uh, to study, they can do that. And then of course our colleges are the cream of the crop.

Everybody comes here. Everybody wants to go to a college and university in the U S we have to find a way to synthesize all of this great information and great opportunities, because we were one of the best resource countries, nations the world’s ever seen. And I don’t actually think it’s about quote money.
I think it is about our [00:59:00] political will. It is about our political, do we want to invest in just the fence or do we want to invest in our people? Thank you so much, dr. Jenkin, you spoke a little earlier about sort of some conversation about achievement gaps, uh, nationally, and that’s something that’s been certainly a big part of the conversation over the past seven months is the potential for widening achievement gaps through this time.

Uh, is that a concern here and how can you stop that from happening? Well, I think achievement gap is one thing, but the opportunity gap and based upon just even what you just heard. They were talking opportunities, right? And the higher, more wealthy families have opportunities before school, after schools on the weekend spoken language at home is so many opportunities.

And when I said there’s a resource with fundamental flaw, how we resource, this [01:00:00] is what I mean, it’s bigger than just money to these opportunities we can create, uh, for our children. And I’m still on the narratives. We have to shift the narratives. I said this when I was speaking at, um, the editorial board for the state journal, I think the media has a lot to do with shifting this narrative.
And when I mentioned Shetty’s work earlier or some other individuals who are economists or, and we should be shooting, what were you doing? The other side?

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state.

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

Schools Aren’t Super-Spreaders

In early August, the first kids in America went back to school during the pandemic. Many of these openings happened in areas where cases were high or growing: in Georgia, Indiana, Florida. Parents, teachers, and scientists feared what might happen next. The New York Times reported that, in parts of Georgia, a school of 1,000 kids could expect to see 20 or 30 people arrive with COVID-19 during week one. Many assumed that school infections would balloon and spread outward to the broader community, triggering new waves. On social media, people shared pictures of high schools with crowded hallways and no masking as if to say I told you so.

Fear and bad press slowed down or canceled school reopenings elsewhere. Many large urban school districts chose not to open for in-person instruction, even in places with relatively low positivity rates. Chicago, L.A., Houston—all remote, at least so far.

It’s now October. We are starting to get an evidence-based picture of how school reopenings and remote learning are going (those photos of hallways don’t count), and the evidence is pointing in one direction. Schools do not, in fact, appear to be a major spreader of COVID-19.

Since early last month, I’ve been working with a group of data scientists at the technology company Qualtrics, as well as with school-principal and superintendent associations, to collect data on COVID-19 in schools. (See more on that project here.) Our data on almost 200,000 kids in 47 states from the last two weeks of September revealed an infection rate of 0.13 percent among students and 0.24 percent among staff. That’s about 1.3 infections over two weeks in a school of 1,000 kids, or 2.2 infections over two weeks in a group of 1,000 staff. Even in high-risk areas of the country, the student rates were well under half a percent. (You can see all the data here.)

Rallying to Protect Admissions Standards at America’s Best Public High School

This week, a group of about 200 students, parents, alumni, and concerned local residents flooded the sidewalk in front of America’s number-one-ranked public high school—Thomas Jefferson High School for Science and Technology in Alexandria, Virginia. This was no back-to-school event. It was a rally to save the soul of the school itself.

The parents included Norma Muñoz, a Peruvian immigrant who told us she was there to “fight for TJ” (as the school is known locally). Other parents were from China, India, and South Korea. They stepped forward, one by one, to describe their families’ journeys—from marching in Tiananmen Square decades ago to arriving in the United States with only dollars in their pockets.

“I came here for freedom,” said Yuyan Zhou, a Chinese-American woman who’s spent eight years as a TJ parent. “Moral courage is the only solution for this madness. Stand up for your rights. Stand up for your values. Fight for the future of our students!”

And what is this “madness” Ms. Zhou describes? Since early June, a small but vocal group of TJ alumni have worked with activist school-board members, state education officials, politicians, and even TJ’s principal, to undermine the school’s selective admissions process. Their language consistently channels fashionable academic doctrines such as critical race theory (popularly known as CRT), which presuppose that all of society’s institutions are embedded with implicit forms of white supremacy.

The result is a proposal to replace the existing race-blind, merit-based TJ admissions system of standardized tests, grade rankings, essays, and teacher recommendations with a process based on random selection from among applicants who have a core class GPA of 3.5 or greater (and are currently enrolled in algebra). Fairfax County Public Schools (FCPS) Superintendent Scott Brabrand has branded this proposed new system a “merit lottery.”




Judge Rules Wisconsin DPI Violated State Law in Release of 2019 School Choice Data

The News: Jefferson County Circuit Court Judge Bennett Brantmeier issued a summary judgement ruling in a lawsuit brought by the Wisconsin Institute for Law & Liberty (WILL) that the Wisconsin Department of Public Instruction (DPI) violated state law when the state agency released partial data on Wisconsin’s school choice programs to a select media list ahead of a September 2019 public release. The Court’s decision includes a permanent injunction to prevent DPI from violating state law that says data on Wisconsin’s school choice programs must be released “all at the same time, uniformly, and completely.”

WILL sued DPI in Jefferson County in November 2019 on behalf of School Choice Wisconsin (SCW), Empower Wisconsin journalist Matt Kittle, and WILL Research Director Will Flanders.

The Court’s Decision: Judge Brantmeier ruled that DPI’s actions violated state law by providing press with early access and by releasing incomplete data on Wisconsin’s school choice programs. Judge Brantmeier declined to restrict the state Superintendent’s ability to comment on the data it releases but emphasized that DPI remains bound to release full data sets on equal terms to all Wisconsinites.

Why It Matters: Wisconsin’s state agencies must understand that following state law is not optional. This is another victory for a more accountable state government.

Wisconsin has generally lacked a rigorous approach to statewide assessments: see the oft criticized WKCE.

Madison School District plans to apply for waivers from some state requirements

The Madison Metropolitan School District plans to apply for a series of waivers from state requirements later this month for the 2020-21 school year.

On the same day as students began the school year virtually, administrators told the School Board about three waivers they plan to request — as long as the board approves them later this month. That vote is expected at the Sept. 21 board meeting.

The waivers would allow exemptions from state requirements on attendance, instructional minutes and the Civics Exam. Assistant superintendent for teaching and learning Lisa Kvistad told the board the waivers would allow flexibility for whatever learning model is in place as the year goes on.

Disrupted schooling will deepen inequality for American students



The Economist:

THE FIRST meeting between teachers in Montpelier, Vermont, before the start of the autumn term is usually festive—hugging over breakfast and coffee. This year they had to make do with an online videoconference. After a scramble in the spring (to set up online learning, pack lunches for poor pupils who relied on them and ship computers to those without them), the district plans to let younger pupils return for in-person learning on September 8th. High school will remain partly online because the building is too small to allow social distancing. The young pupils who can return will need to wear masks, keep their distance and have temperature checks before entering school buses or buildings.

Setting up these protocols took many 60-hour weeks over the summer holidays, says Libby Bonesteel, the superintendent. Her husband, a microbrewer, recently dedicated a new beer, “Our Impossible Ask”, to teachers. “Pairs well with late staff meetings, upended expertise, existential crisis and seemingly unending complications,” suggest the tasting notes.

Of the 50 largest school districts in America, 35 plan to start the coming term entirely remotely. The opportunity to squelch the virus over the summer has been lost, upending plans for “hybrid” education (part-time in-person instruction). This means more than just child-care headaches for parents. The continued disruption to schooling will probably spell permanent learning loss, disproportionately hurting poorer pupils.




Advocating Outdoor Classrooms

In 1905, when tuberculosis plagued the United States, and Americans lived in deadly fear of the disease, a New York City health official addressed the American Academy of Medicine, pleading for changes at the nation’s schools. “To remove all possible causes which might render a child susceptible to the invasion of tuberculosis during school life, we must appeal to school boards, superintendents teachers, and school physicians to do all in their power.” Alarmed, the speaker noted that windows in American classrooms only opened halfway, and should be immediately replaced with French-style windows to “permit twice the amount of foul air to go out, and of good air to come in.” Every school must have a large playground, he continued, and classroom ventilation “of the most improved kind.” Schoolrooms were to be washed daily, and a “judicious curriculum” was to include “as much outdoor instruction as possible.”

The speaker was S. Adolphus Knopf, a German-born expert on tuberculosis and the founder of the National Tuberculosis Association, which became the American Lung Association. Like many leading minds of his generation, Knopf took an approach to science that was informed by the racist tenets of eugenics. For Knopf, slowing the spread of tuberculosis—an infectious disease second only to influenza in its deadliness—required investing in healthy, young bodies to prevent racial, national and even military decline. By 1915, Knopf argued that “open-air schools and as much open-air instruction as possible in kindergarten, school and college should be the rule.”




Protecting union jobs rather than giving parents $3,000 to educate the children

Most schools in Washington will remain closed this fall. Some school districts are tightening their belts in anticipation of the COVID-19 budget cuts that are coming. Last week Governor Inslee bypassed the legislature and the decisions of local school districts to protect the jobs of union school bus drivers. He’s made sure money will keep flowing for school buses that are not carrying schoolchildren. His next step may be to keep the money flowing to school buildings with no students.   

Here is the background. In early August the school districts of Edmonds and Blaine announced layoffs of bus drivers and other school employees. On August 17th, six unions, including the WEA union, wrote Governor Inslee and State Superintendent Reykdal, demanding protection from these layoffs.

Nine days later, in a proclamation dated August 26th, Governor Inslee rewrote state funding for student transportation. His proclamation cancelled RCW 28A.160 (Student Transportation), which requires districts to fund transportation based on student enrollment. In March when schools closed, the state waived this portion of the law to keep bus drivers employed.  Now he has moved to make this change permanent by forcing districts to keep union school bus drivers employed, even though they are no longer driving students to school.

Governor Inslee claims his emergency powers under COVID-19 allow him to rewrite the student transportation funding law. But after examining the law, it turns out he does not have this power. The Governor’s emergency powers are limited as described in RCW 43.076.220, and they are circumscribed to “help preserve and maintain life, health, property or the public peace,” not to protect the jobs of favored union constituencies.

A recent Gallup Poll shows that public school enrollment will drop this fall from 83% to 76%. This fact is alarming school administrators because school district funding is based on student enrollment. If student enrollment falls off as expected this fall, the financial impact on school districts across the state will be large.

No heroes, no hope: Is this how to teach history?



Rick Hess:

Well-meaning, white teachers” should “talk about systemic racism,” not stories of individual achievement, advises Robert Harvey, superintendent of New York City’s East Harlem Scholars Academies charters, in an Education Week commentary.

“When we neglect to talk about how systemic racism is embedded within American structures — education, justice, employment, housing, and health care — we unintentionally teach students” that successful Blacks are “exempt from racist structures,” Harvey writes.

I can’t imagine anyone teaching that Black heroes were “exempt” from racism. They overcame it. Is it good to tell kids that racism is systemic — and impossible to overcome. “Abandon hope all ye enter here” is the motto for hell.

The commentary is a good example of the “lunacy unfolding on the ‘anti-racist education’ front, writes Rick Hess.




New Madison School District



Scott Girard:

In his first week, the former Memorial High School associate principal said he learned that there are “just a bunch of wonderful people” in Madison.

“This energy that’s happening right now from people inside the district and outside the district, really wanting Madison to move forward,” Jenkins said. “There’s a momentum, and people just want to build on that momentum.”

He’s having to feel that momentum and meet the community in creative ways, with virtual meetings remaining the safest due to COVID-19. He said that while he is a “human relations” person who misses handshakes and seeing people’s body language when talking, it’s also likely “giving me an opportunity really to see probably more people than I would’ve normally seen during this time.”

“This is the same thing that transfers over, not just work relationships but when we have our students,” Jenkins said. “We’re missing our students as part of what we do. We’re in the human connection business.”

In navigating his own district through “crisis mode” this spring, including a shift to virtual learning, Jenkins said he saw how key good communication was for the social-emotional well-being of both students and staff. He held more frequent full-staff meetings, he said, and worked quickly to get students that didn’t previously have devices online.

“We had to get devices for the young children because they were crying missing the teachers and the teachers were crying missing the students,” he said.

When Mairin Gradek’s local schools superintendent posted a cheerful YouTube video in early July describing tentative plans to welcome students back into the classroom, the Arlington Heights mother of three was excited that more remote learning was merely an option for parents, not the whole plan.

Gradek’s optimism that her neighborhood schools would reopen this fall was also buoyed by the results of a recent School District 25 survey, which found that around 75% of parents supported either an in-person or hybrid plan, with remote learning trailing as the least popular option in third place.

But in recent days, District 25 joined a rapidly growing list of suburban school systems that have abandoned hopes of bringing kids back into the classroom at the start of the new school year.

Officials in District 25, Barrington District 220, Wheeling-based District 21, Plainfield District 202 and Stevenson and Evanston Township high schools, among others, have all reverted from in-person or hybrid plans to an all-remote start to the new year, deciding the risks of bringing students and teachers together are too high with COVID-19 still far from contained.

Protesters from four of Wisconsin’s largest cities gathered Monday in a National Day of Resistance caravan to demand that legislators and superintendents make the fall 2020 academic semester completely virtual.

Educator unions, community organizations and advocates from Kenosha, Madison, Milwaukee and Racine traveled to the Capitol, the state Department of Public Instruction and the state Department of Health Services.

“We have districts marching teachers and students into an unsafe position in which teachers and students are likely to contract COVID,” said Angelina Cruz, president of Racine Educators United. “It is unsafe, because our schools are not fully funded in a way that can address all of the safety concerns we have.”

The caravan, which started in Kenosha, traveled through Racine and Milwaukee before arriving in Madison about 1 p.m. Teacher unions from Beaver Dam, Cudahy, Greendale, Middleton, Oak Creek, South Milwaukee and St. Francis also joined the effort to push for virtual school in the fall.

Similar marches and caravans calling for safe schools took place in Chicago, New York and Los Angeles.

Organizers of the Wisconsin caravan wrote a letter July 20 to Gov. Tony Evers, Superintendent of Public Instruction Carolyn Stanford Taylor and Secretary of Health Services Andrea Palm, detailing their dissatisfaction with the state’s resources and social distancing practices in schools.

The growing COVID-19 outbreak has some teachers fearing for their lives, organizers said.

A Milwaukee attorney is offering free wills to teachers returning to classrooms in the fall, noted Tanya Kitts-Lewinski, president of the Kenosha Education Association and co-organizer of the protests. “Educators are afraid, to say the least,” she said.

District administrators outlined the latest updates to the “Instructional Continuity Plan” Monday night for the School Board’s Instruction Work Group. Board members expressed appreciation to staff for their efforts and asked questions about engaging students and ensuring they get some social experiences despite the restrictions of the virtual environment.

The district announced July 17 it would begin the year virtually through at least Oct. 30 amid the ongoing COVID-19 pandemic. It plans to re-evaluate the possibility for in-person instruction in the weeks ahead of each new quarter within the school year.

Staff moved abruptly to online learning this spring, along with many districts around the state and country as schools closed to prevent the spread of the novel coronavirus. While its effectiveness got mixed reviews from families and staff, district officials hope that spending the next month focused on virtual learning and providing professional development to staff can help make the fall a better experience.

“We are focusing on the priority standards for students that are required to accelerate learning,” said assistant superintendent for teaching and learning Lisa Kvistad.

Logan Wroge:

Despite Madison students beginning the new school year with all-online learning, more than 1,000 elementary students could be inside school buildings in September under a district initiative to provide child care.

The Madison School District plans to offer child care for up to 1,000 students at 15 elementary schools and at the Allied Learning Center, potentially using federal COVID-19 relief money to pay for the $1 million initiative. Students in the school-based child care settings will still learn online using iPads and Chromebooks.

The district is also partnering with child care providers to run programs inside other elementary schools and at community sites for up to another potential 1,000 students, who the district would feed and transport.

Mayor Walsh, give Brenda Cassellius a chance to lead Boston Public Schools

Can this superintendent be saved?

As she marks her first anniversary as head of Boston Public Schools, Brenda Cassellius is getting a lesson in the local version of “trauma-informed teaching.” This learning strategy is supposed to take trauma into account and help students get past it. But here, it means a superintendent is put through the trauma of being undermined by various interest groups, and then by a mayor who caves into them. The lesson ends with the scuttling of a feather-ruffling proposal in favor of the status quo.

For Cassellius, trauma came in the form of a scathing letter from an association that represents the city’s high school leaders, complaining bitterly about a still-in-the-works reform plan. Mayor Martin J. Walsh then used the very public platform of a radio show to tell Cassellius to meet with the complainers. A summary of unflattering findings of a survey from an association representing principals of Boston’s K-8 schools was also obtained by the Globe.




Teachers unions in largest districts call on Wisconsin Governor (& former DPI Leader) Tony Evers to require schools start virtually

Teachers unions in the state’s five largest school districts are calling on Gov. Tony Evers and the state’s top health and education leaders Monday to require schools to remain closed for now and to start the school year online only, arguing the threat from the coronavirus remains too high for students and staff to safely return.

The unions voiced their concerns in a letter to Evers, Superintendent of Public Instruction Carolyn Stanford Taylor and Department of Health Services Secretary Andrea Palm, saying the virus is “surging across Wisconsin” and that the state has among the fewest restrictions in place to contain its spread.

“I’m looking at the state of Wisconsin, county by county right now, and you have a high (coronavirus) activity level in all but about 10 counties,” said Amy Mizialko, president of the Milwaukee Teachers’ Education Association, who signed the letter alongside union presidents in the Madison, Green Bay, Racine and Kenosha districts.

“We want Gov. Evers to get in the ring and stay in the ring,” she said. “And we believe Secretary Palm has the authority to (order) a virtual start of the school year until there is clear containment and control of the virus.”

Spokeswomen for Evers did not respond to emails from the Milwaukee Journal Sentinel Sunday and Monday seeking the governor’s reaction. 

Evers has said in recent weeks that he would not be issuing an order to shut down schools ahead of the fall semester or if health officials find outbreaks tied to classroom instruction.

He said he’d rather see local health officials take steps to quarantine individual classrooms or schools than issue another statewide order shuttering school buildings.

But the coronavirus outbreak in Wisconsin is worsening with three record-setting days of new cases in the last eight days.

Milwaukee Public Schools plan fall virtual classes

The Milwaukee Public Schools board on Thursday approved a $90 million plan to start the school year online and gradually return to the classroom once the threat of coronavirus has subsided.

Superintendent Keith Posley said the plan will remain fluid depending on how the pandemic unfolds over the coming months.

“We know students want to go back to school. Educators want to go back to school. Parents and families want their children back in school. But we have to be safe,” he said. “We can make up school hours for our students to make up their lessons. But we can’t bring a lost life back.”

The vote followed hours of testimony by parents, many of whom supported the plan and others who objected, saying they would have to choose between their jobs and their children’s education, and even threatening in some cases to pull their students out of the district if it went through with the plan.

If the Madison School Board hopes to convince the district’s voters to approve two referendums totaling $350 million this fall, it might be wise for it and the school district it governs to stop playing games with our long tradition of open government.

At the same meeting this week where the board authorized a $317 million referendum to renovate and repair the district’s four high schools and another $33 million measure to permanently raise the district’s budget, it also kept the employment contract for its new superintendent a secret until after it was signed.

In other words, the board didn’t want any feedback from the public on the merits of a contract for one of the area’s most important and highest-paying public jobs.

This was a departure from just a few months ago when the board hired Matthew Gutiérrez who wound up withdrawing because of the COVID-19 pandemic’s impact on the Texas district he currently is still serving. His contract was made public in advance and open to comment, giving the public the transparency it deserves from all governmental bodies.

Analysis: Madison school district’s lenient discipline policy is a dismal failure

In 2013, the Madison school district had a zero-tolerance policy for misbehavior. Suspension was almost automatic for most violations. When Cheatham became superintendent that year, she was determined to bring down suspension and expulsion rates that she felt unfairly affected black students.

Black students made up 62% of expulsions for the previous four years compared to only 19% for white kids in a district where black students were just under 20% of the population. “Racial equity” became Cheatham’s mantra. 

She was convinced the district’s zero-tolerance approach was partly to blame — it did not give a troubled student the opportunity to learn from misbehavior or for the school to learn what was behind the bad conduct and find ways to help. 

So in 2014, Cheatham, who is white, implemented her Behavior Education Plan (BEP) geared to helping students learn positive behavior to keep them in the classroom. The district would use options such as an in-class suspension or mediation with a “restorative justice” circle to try to talk through the bad conduct with the student and the students’ peers and teachers. 

The BEP also would be “culturally responsive” — that is, take into consideration the fact that poor, black kids in challenging circumstances can behave differently than their white peers.

Mueller-Owens believed in and fervently promoted Cheatham’s discipline agenda.

“The dominant culture lacks an understanding of how other cultures interact with each other,” he told a Madison Commons writer in 2018, explaining why black students were suspended at higher rates than white kids. “The BEP comes from a heart of justice.”

Others disagreed. Some teachers and observers felt the BEP made it difficult to keep order in the classroom, gave the upper hand to students disinterested in learning and even put teachers in danger. 

Worse, some argued, the classroom disruptions were hurting black students the most — a group already struggling to close the achievement gap with white students.

One of the policy’s sharpest critics is Peter Anderson, a highly regarded Madison liberal who is leading a campaign to toughen classroom discipline. 

“The way that Dr. Cheatham chose to implement the Behavior Education Plan had the effect of undermining teachers, the end result of which — if nothing changes — will be a failed Madison school system, in which it is the at-risk students who will be trapped,” Anderson wrote in an email to the Badger Institute.

“White guilt and black rage are a toxic mix that helps nobody,” he continued, adding that with biracial grandchildren in the Madison schools, he’s “very concerned for what these policies mean both for the disadvantaged kids these efforts are supposedly intended to protect and for the future of public schools in racially diverse metropolitan areas.”

“Continuing Cheathamism cheats the black kids it purports to champion,” Anderson, founder of Wisconsin’s Environmental Decade (now Clean Wisconsin), concluded in a January blog post.

They make for timely reading. Among the news stories I found:  

Then: Sept. 7, 1976, The Milwaukee Journal. This was the first day of court-ordered desegregation of Milwaukee Public Schools. I organized the newspaper’s coverage that day. The hope was that this was “the beginning of an exciting new era in Milwaukee education,” as one story put it. Which, of course, isn’t an accurate way to describe the era since then. Desegregation overall in the Milwaukee area has been limited, at best, and, by some measures, segregation of Black students particularly has increased in recent years.       

Now: The Milwaukee School Board passed a resolution in June calling for a new effort to desegregate schools across the Milwaukee area. Good luck.  

Then: Sept. 26, 1986, The Milwaukee Journal. I wrote a story that focused on the sharply differing levels of educational success of kids in the suburbs and kids in the city. I quoted John Witte, a University of Wisconsin-Madison professor: “To the extent that education achievement is equated with life chances, these two groups face very unequal opportunities.”     

Now: Yup.  

Then: April 19, 1995, the Milwaukee Journal Sentinel, with a large front page headline, “Fuller quits.” After almost four years as superintendent of MPS, Howard Fuller resigned, saying the system was too mired in the status quo to make necessary changes.

Howard Fuller: On education, race and racism, and how we move forward as a country

Howard Fuller announced this month that he is retiring from Marquette University, where he is a distinguished professor of education and founder and director of its Institute for the Transformation of Learning.

At 79, Fuller has served in many roles in his lifetime: civil rights activist, educator and civil servant. He is a former superintendent of Milwaukee Public Schools and best known in recent decades as a national advocate for school choice, which provides taxpayer-funded vouchers, typically to low-income families.

He is founder of Dr. Howard Fuller Collegiate Academy, a local charter high school, which beganinitially as a private religious school in the Milwaukee Parental Choice Program.He is a controversial figure for many public school advocates who believe school choice bleeds needed dollars from those schools.

In addition to retiring from Marquette, Fuller has resigned all of his board appointments, except for that of the school.

Fuller sat down with Milwaukee Journal Sentinel education reporter Annysa Johnson for a lengthy and wide-ranging discussion. These are excerpts:

Question: When you first announced your retirement, I could sense a weariness in your voice. It was clear you were struggling with where we are in this country right now. What can you say about education in the context of this moment?

Fuller: One of the things that became absolutely clear when the pandemic hit was what we already knew, and that was the inequities in education in this country. What the pandemic did was show which schools were already into the 21st century and which were holding on tightly to the 20th century, still functioning with an industrial-age paradigm. When the pandemic broke, the people who were tied lock, stock and barrel to the industrial-age paradigm, were lost. They had no idea what to do. Because everything was centered onyou gottacome to a building, the teacher is the center of learning, etc.

Fall Reopening Memo For Massachusetts Schools: Masks Required, Limit Class Size To 10

Massachusetts schools are getting word from the state about what they’ll need to do in order to safely reopen this fall. The memo from the Department of Elementary and Secondary Education is focused on “key safety supplies” and social distancing measures to keep students and staff protected against the coronavirus.

The state said it was issuing preliminary guidance now so schools can start preparing and ordering supplies. More guidance will be issued in the coming weeks.

“We are operating with the best information we have as of early June about how to maintain the health and safety of our students and staff in any in-person school programs and limit the risk of COVID-19 transmission,” Commissioner Jeffrey C. Riley writes in a document sent to superintendents Friday.




On the education front, one way to move from anger to action would be to make sure all youngsters are proficient in reading

First, success in reaching proficiency in reading is shockingly low among students from low-income homes and those who are black or Hispanic. The Wisconsin gap between white kids and black kids has often been measured as the worst in the United States. 

Only 13% of black fourth through eighth graders in Wisconsin were rated as proficient or better in reading in 2019. For Milwaukee, it was 10%. Same for Madison.  

Second, this has not changed for at least two decades. I’ve gone over results on the National Assessment of Educational Progress going back to the 1990s. Same story, every time: Wisconsin at the bottom.    

Despite some (but too few) very good early childhood programs, many thousands of children each year walk into kindergarten already behind their better-off peers. Many thousands walk out of third grade not really ready for what’s ahead.   

Has anything been done to try to make reading outcomes better? Well, sort of.  

In 2011 and 2012, a Wisconsin “Read to Lead” task force was created to figure out how to get more kids to proficiency in reading by the end of third grade. The chair was then-Gov. Scott Walker and the vice-chair was then-State Superintendent of Public Instruction Tony Evers. It was a tepid effort and it certainly didn’t lead to improving things.  

Starting around then, the Greater Milwaukee Foundation launched Milwaukee Succeeds, an everyone-at-the-table effort of civic leaders. It made third grade reading a top priority. It moved slowly, backing a few modest, even if good, efforts. Overall, nothing changed.  

Even as nothing improved, the reading education establishment in Wisconsin stuck pretty much to doing the same things. Maybe the philosophy is: If it’s not working, don’t try to fix it. There’s been some increase in teaching kids how to sound out letters and words (phonics), but it has hardly been a full and energized effort. 

How important is reading? Very.  

Consider a fresh voice: I read this past week an article in the New York University Review of Law and Social Change by McKenna Kohlenberg, a Milwaukee area native who is in the home stretch of getting both her law degree and a master’s degree in educational leadership and policy analysis from the University of Wisconsin-Madison.   

It uses Madison as a case study in what Kohlenberg calls the “illiteracy-to-incarceration pipeline.” She cites research that 70% of adults who are incarcerated and 85% of juveniles who have been involved with the juvenile justice system are functionally illiterate. 

“Literacy strongly correlates with myriad social and economic outcomes, and children who are not proficient by the fourth grade are much more likely than their proficient peers to face a series of accumulating negative consequences,” Kohlenberg writes.

Madison’s 37% Property Tax Growth (2012 – 2021). Outcomes?

Estimates flagged in the report show property taxes would be nearly 38% higher next year under the proposed operating budget compared with 2012, a jump the brief notes is “more than twice the rate of inflation” and doesn’t include potential changes in state aid levels going forward. 

Crafting Madison Metropolitan School District’s budget is a challenge for education officers, as they await a potential state budget repair bill to fix an anticipated revenue shortfall that could include cuts for K-12. In the meantime, officials are already bracing for a decline in state aid before extra action may come from lawmakers and Gov. Tony Evers.  

Research director Jason Stein said a loss of state K-12 funding next fiscal year, assuming the district would have the ability to backfill it with higher property taxes, would heighten the reliance on local revenue further to support schools.  

“It certainly has the potential to make it worse, right, or further accentuate the trend,” he said. 

And if district leaders opt to pursue two referenda questions this fall, taxpayers could find themselves footing even more of the bill to help educate kids in a district that only sees a quarter of its operating budget covered by state and federal support, per the report. 

The current and looming budgetary challenges are just part of the reality outlined in Thursday’s report, which notes the district has come to “an inflection point” given the novel coronavirus crisis and the lack of a permanent superintendent after initial hire Matthew Gutierrez withdrew his acceptance of the position.

Waiting for Congress to Bail Out Schools Is a Risky Game of Chicken. Time for Districts to Come Up With Plan B — and for States to Help

School system leaders and Congress are engaged in what could be seen as a game of chicken. Superintendents from 62 big urban districts signed a Council of the Great City Schools letter to congressional leaders saying schools need a $200 billion federal bailout to avert a “catastrophe” with “profound” consequences for the nation. Without the money, the superintendents warn, they will have no choice but to lay off some 275,000 teachers, spelling disaster for student learning, with ballooning class sizes and students taught by unqualified teachers.

This federal ask seems an incomplete strategy to stave off the envisioned doom. Districts need to start work on a Plan B — and they need it now.

With grim financial forecasts for K-12 education next year as the epidemic unravels the economy, it’s an understandable first move to work on the revenue side of the equation for schools. Politically, leaders don’t want to make cuts if districts can get more money from the federal government, a.k.a. taxpayers, instead. But education is just one of many sectors looking to the federal government for a lifeline. And some in Congress already have signaled that a bailout for states and districts isn’t a priority. As the saying goes, hope isn’t a strategy.

Not hope alone, anyway.

Students in the Madison School District may not return to their schoolroom desks in the fall.

That’s one of several scenarios district officials are preparing for in response to the COVID-19 pandemic, which led Gov. Tony Evers to shutter schools through the end of the current school year.

Among the possibilities for fall are continuing an entirely online operation, phasing in classroom-based learning later in the semester, and providing in-person instruction like normal or combining multiple learning formats, according to interim Superintendent Jane Belmore.

The eventual choice depends on the pandemic’s trajectory, Wisconsin’s COVID-19 testing capacity and residents’ adherence to social distancing principles.

“The one thing that we’re focused on the most is that when we return, we want to be sure we are helping students recover moving forward and that we are working together to adjust instruction to make up for some of the time that has been lost,” Lisa Kvistad, assistant superintendent for teaching and learning, said at a virtual news conference Wednesday.

As uncertainty lingers, district officials are working to better train teachers on best practices in online instruction.

“We don’t really know what’s going to be best yet (for the fall),” Belmore said. “But the one thing we do know is we will always benefit from our professional development on virtual learning. We need to tap into what virtual learning can bring to us during a regular school year.”

Madison high school students will receive “pass” or “no pass” grades for the second semester as the COVID-19 pandemic disrupts traditional schooling, while more than 10% of Madison students lack internet access needed to take part in virtual learning, district officials said Wednesday.

With the aim of not penalizing students for circumstances out of their control, the Madison School District won’t grade high school students on a traditional letter-based system in the third and fourth quarters, and is freezing their GPAs and implementing a pass/no pass grading system.

“We really took a lot of time and a lot of thought to make a decision we felt was going to serve the majority of our students the best and not harm students,” Cindy Green, the district’s executive director of secondary programs, said during a virtual news conference Wednesday. “We felt that a pass/no pass was the best way to go that was most equitable for all of our students.”

Green said several factors led to the decision, including a large number of students lacking internet at home as the district is in the middle of its second week of virtual learning.

A survey sent out to families earlier during the school closure, which began a month ago for Dane County schools, identified about 3,000 students in 1,800 to 1,900 households who didn’t have internet.

Additionally, the district stressed that officials understand the potential affects on post-high school plans, and MMSD will provide letter grades when requested by a third party like a scholarship or for NCAA athletic eligibility.

“College admissions offices have been clear that they will be understanding of the various ways high schools will be approaching grading during these last two quarters,” the guidelines state.

In a March 31 letter to school district administrators, state superintendent Carolyn Stanford Taylor included a memo that specifically suggested offering “feedback in lieu of grades.”

2019: WHY ARE MADISON’S STUDENTS STRUGGLING TO READ?

My recent email to the Madison School Board and District Chief Financial Officer:

I hope that you, your families and colleagues are well.

I write to see if anyone has modeled the implications of a property tax base drop on the proposed 2020 referendum? Madison’s property tax base has increased substantially over the past decade, somewhat due to a significant federal taxpayer ($38B+) electronic medical record backdoor subsidy.

How might a construction slow down and declining property values due to a recession/deep downturn affect the proposed tax & spending increases?

I further wondered if the looming substantial federal funds might be applied to replace part or all of the planned property tax based referendum?

Finally, I was part of the group that reviewed Infinite Campus (and other similar systems) years ago. Some time ago, the District completed a teacher, staff and parent usage study. Has that been updated? Please forward the % of teachers who use IC daily, weekly and monthly along with the % of parents, staff and students for similar time frames.

Christina Gomez Schmidt wins close Madison School Board contest; Nicki Vander Meulen reelected

As a member of the School Board, Gomez Schmidt, 48, is looking to prioritize the selection of a new, research-based reading curriculum for elementary students, building trust in the district with families, improving accountability and transparency, and effectively managing the budget.

The 32-year-old Pearson had made finding ways to expand 4-year-old kindergarten to a full-day program a pillar of her campaign, along with prioritizing teacher autonomy in the classroom and growing district partnerships with nonprofits and businesses.

Last week, it was announced Matthew Gutierrez would no longer be taking the Madison superintendent position, but instead is staying on as head of his suburban San Antonio school district.

It’s unclear whether Gomez Schmidt — who will be sworn in April 27 — will have a say on who replaces Gutierrez to become the School District’s next leader as the board still needs to weigh its options and come up with a timeline for moving forward.

The board met Monday night in closed session to discuss the superintendent situation, and a news conference on the topic is scheduled for Tuesday.

Additionally, the winners will likely decide on two November ballot asks of taxpayers — tentatively a $317 million facilities referendum and a $33 million operating referendum — which was planned to be voted on later this month.

Scott Girard:

A disappointed Strong said over the phone Monday night that “the voters have spoken and it is what it is,” while adding his congratulations to Vander Meulen. He cited the starting, stopping and restarting of his campaign due to a health issue in January along with the COVID-19 pandemic as challenges for his campaign, limiting his opportunities to canvass.

He said he still believes each of the comprehensive high schools should have a school resource officer and he hopes to see how he can help lower the disparities in out-of-school suspensions for black students, an issue he talked about often during his campaign.

“I’m going to continue my efforts with that and see what I can do to help to reduce those disparities and just make sure that all of our kids are getting a good, quality education,” he said.

How NYC moved the country’s largest school district online during the coronavirus pandemic

On March 6, New York City high school principal Matt Willie was already preparing for the worst. After watching a news report that said the city’s Department of Education was preparing to close public schools amid the coronavirus crisis, Willie texted his assistant principal: “Prepare for the apocalypse.”

Willie said his school, University Neighborhood High School on the Lower East Side of Manhattan, was about as prepared as he could hope, having started disaster prep about a week before the DOE gave its final judgement. During that time, Willie and his staff took inventory of in-school laptops, surveyed students about whether they had devices and internet connections at home (“just in case”) and had already distributed some laptops to students whose parents said they were no longer comfortable sending them to school. 

But when the DOE finally announced school closures, staff still had to scramble. The decision came down on a Friday, upending the school’s plans to ask students to sign out laptops from their third-period teachers.

I suggested to several Madison Superintendents that teachers and staff receive a stipend to purchase and maintain an internet connected device (cellular iPad would be my choice) and begin to interact with everyone using this device. Further, Apple’s assistive efforts are substantial.

Madison students will have flexibility in their virtual school day schedule, teachers will hold remote office hours, and assessments during online learning will not “harm” a students’ grades.

After three weeks out of class following an order for all Wisconsin schools to close to prevent the spread of the COVID-19 coronavirus, the Madison School District on Monday is launching its virtual learning plan designed to supplement missed classroom time, which could last until the end of the school year.

But when the district’s 27,000 students make the switch to virtual school, things will look quite different, from the number of hours a day spent learning to how students interact with teachers.

I suggested to several Madison Superintendents that teachers and staff receive a stipend to purchase and maintain an internet connected device (cellular iPad would be my choice) and begin to interact with everyone using this device. Further, Apple’s assistive efforts are substantial.

LA Schools Go Online, but Seattle and others Say No

So Los Angeles announced an “unprecedented commitment” of $100 million in emergency funding to get all students who need them both devices and internet access for continuing their educations online this year.

Compare to what school leaders have been saying here.

Seattle Public Schools “won’t transition to online learning,” Superintendent Denise Juneau tweeted last week. “2 things — not all students have access to internet and technology AND educators can’t just switch to online teaching overnight — it’s a specialized approach.”

“There’s just no way a district this large can do that,” Juneau said in an interviewwith Time magazine.

This is not our finest moment, Seattle.

How is it that Los Angeles, a district with half a million students, is attempting to keep its schooling going online during this crisis? And we are the ones barely trying.

I suggested to several Madison Superintendents that teachers and staff receive a stipend to purchase and maintain an internet connected device (cellular iPad would be my choice) and begin to interact with everyone using this device. Further, Apple’s assistive efforts are substantial.

This occurred during Infinite Campus evaluation and implementation meetings. I wonder what the teacher/staff utilization data looks like today?

Infinite Campus – or similar – was for many years an expensive, missed opportunity.

Madison teacher’s accidental text to parent: ‘I want to slap them through the phone!’

According to a police report released Wednesday to the State Journal under the state’s public records law, the parent, Tyeisha Ivy, considered the text a threat and reported it to police because she wanted it documented. Ringelstetter was not arrested, and no charges were filed in the case.

Ivy told police that with school canceled because of the coronavirus outbreak, she was exchanging texts with Ringelstetter in an attempt to get online access to homework for her daughter.

In screen shots of the texts sent to the parent and reported by Madison365, Ringelstetter appears to be asking a co-worker for help getting online access set up and wrote “I want to reach out and slap them through the phone!!

According to the police report, Ringelstetter told police she was frustrated with the school’s closing, that the text was meant for someone else and that she never meant to slap the parent or her daughter.

Madison schools use social media to keep students connected during COVID-19 break

Others are offering read-a-longs, bedtime stories and daily mindfulness practice videos. The district has offered enrichment materials online, but so far not mandated virtual learning. An email to families sent Wednesday night stated that virtual learning would begin in early- or mid-April if schools are still closed at that time.

“It is taking time to work through the many details, such as the large number of our families who do not have long-term access to the internet or devices, how to best meet students with special needs concerns, and ensuring our teachers are equipped to teach online and that we have the infrastructure to do it,” the email from interim superintendent Jane Belmore states. “We know from our discussions with other area superintendents of larger districts that they are wrestling with the same concerns.

In the meantime, Elvehjem Elementary School posted a Facebook Live video of principal Sarah Larson reading “Goodnight, Madison,” a book the students have read together before, she said in the video. It has more than 1,000 views.

Madison’s No-Bid $30,000 Contract to Burns/Van Fleet (?)



No bid contracting by our taxpayer supported Madison School District:

a $30,000 no-bid contract to “Burns/Van Fleet” for 25 days of services to help in the new superintendent transition. (The superintendent search contract to BWP Associates was $32,000 plus expenses.) The Mike Hertting memo on the item touts this outfit as having “over 50 years of collective experience,” but it lacks much of an internet footprint other than this skimpy website: https://burnsvanfleet.com and a Columbus, OH telephone number.

A few questions that the School Board might ask:

  1. is the work that’s being outsourced within the job description of someone already on payroll (in this case, Jane Belmore and Mike Hertting), and
  2. (2) who benefits internally from favor-trading and/or influence-building by steering business outside (especially on a no-bid basis).

As long as Montgomery County fails to teach children to read, it will have gaps

In the words of the report, Montgomery County’s curriculum does “not include the necessary components to adequately address foundational skills.”

If you’re not immersed in these issues, you might not recognize just how scathing this language is. Montgomery County fails to do what just about all cognitive scientists and most reading researchers agree is critical to ensuring that children learn to read.

In addition, the report said that MCPS provided little to no support for students to build the vocabulary and background knowledge necessary for students to read well as they proceed through the grades. That doesn’t mean that teachers aren’t doing their best with what they have. But for decades the county has failed to provide a coherent, research-based curriculum that would mean that teachers don’t have to spend endless evening and weekend hours writing and finding materials. “Teachers should not be expected to be the composers of the music as well as the conductors of the orchestra,” the report said, quoting an educator.

In the wake of that report, Montgomery County adopted new curriculums for elementary and middle school that may help children to build vocabulary and background knowledge through the elementary and middle school years.

But if students don’t learn how to get words off the page efficiently and smoothly, huge numbers of children will continue to struggle academically. And there is little evidence that Montgomery County is providing teachers with either the knowledge or the materials to help them teach their students to read. Nor is the county ensuring that principals understand how to support teachers as they learn to improve reading instruction.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”. 

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

The Taxpayer Supported Madison School District offers info session on Behavior Education Plan Tuesday

Those with questions about the Madison Metropolitan School District’s Behavior Education Plan have a chance to get them answered Tuesday.

District staff will hold a session from 6-7:30 p.m. to discuss, “What is the BEP? How does it work? What should I know?” at the Goodman South Public Library, 2222 S. Park St.

Speakers at the event are MMSD coordinator of progressive discipline Bryn Martyna and parent and Padres e Hijos en Acción director Hector Portillo.

The BEP has been controversial in recent years, with an updated version in 2019 after being initially approved in 2014 under then-superintendent Jennifer Cheatham. The plan replaced the student code of conduct with a goal to cut the number of suspensions and reduce the disparities in suspensions by race.

The plan focuses on restorative practices and teaching good behaviors rather than punishing bad ones. It also outlines penalties for specific behaviors and has a version for each of the elementary, middle and high school levels.

Oakland school board votes $18.8 million in cuts, up to 100 layoffs

The Oakland School District is prepared to cut its workforce by up to 100 workers starting July 1 and may consider eliminating its police force in the future.

Both issues came before the school board on Wednesday night, ensuring that the district is likely to face months of turmoil as it cuts $18.8 million to balance its budget for the 2020-21 school year. At the same time, state and county officials have notified the district that its deficits could be higher than originally anticipated in December — $25 million this year and $33.5 million next year. The board expects to review updated budget projections in March.

The board cut fewer jobs than originally recommended by Superintendent Kyla Johnson-Trammell and her staff, who recommended $20.2 million in cuts including about 76 central office administrators or other workers who support school services. Other cuts in school-based jobs are also expected, but which positions will be affected is unclear.

Oakland plans to spend $568,197,617 during the 2019-2020 school year for 50,202 students.

Madison spends just under $500m for about 27,000 students.




“The achievement rate has gotten worse. The failure rate of kids has gotten worse. We would keep thinking that we were solving the problem, the United Way and all of these organizations jump on it, but it doesn’t change a thing.”

The problem, some say, is that disparities impact a population that has little political or economic clout. And white people, who control the levers of commerce and government, address only pieces of an interconnected web of issues that include child development, education, economics and criminal justice.

Brandi Grayson co-founded Young, Gifted and Black and now runs Urban Triage, an organization that provides educational support, teaches parenting skills and promotes wellness to help black families become self-sufficient.

She said elimination of racial disparities would require a seismic shift in attitude throughout society, which would take years, maybe generations. In the meantime, she said, government has to enact policies that enforce equitable treatment of people in housing, health care, education, employment and criminal justice.

“In Dane County there have been no policy changes,” she said. “Just a lot of talk, a lot of meetings, a lot of conversation and a lot of money given to organizations that do community engagement or collect data. What’s the point of that investment if we already know what it is?”

She said initiatives consistently fail because society at large hasn’t called out the root cause of the disparities: racism.

If white people felt that the problem was worth solving, she said, they’d do something about it. For example, blacks are way more likely to experience infant mortality, low birth weight, early death, hypertension and a raft of other health conditions, much of that due to lack of access to health care.

County officials and local nonprofits are hoping to reverse the trend with a new program that provides intensive mentoring for youthful offenders, which showed promise during a pilot program last year.

At $250,000 from the United Way and $100,000 from the county, the program would serve up to 49 kids — that’s $7,000 a kid for those who didn’t take math. As for the Policy Werkes, we’re siding with a neighbor who ventured, on social media:

If it isn’t stray bullets it is out-of-control 4,000-pound missiles. Next time you vote, consider how many chances a particular judge tends to give juveniles before applying the maximum extent of the law or creatively applies a deterrent.

K-12 Governance, Spending and Student Learning: As audit looms, Boston schools brace for more bad news

By many measures, the Boston schools are in crisis. Graduation rates dropped last year, while the gap between Black and white students earning diplomas more than doubled. The state last fall ordered the school district to ramp up improvement efforts at nearly three dozen low-performing schools. A Globe review revealed that fewer than one in four graduates at several Boston high schools earned college degrees. The school system’s buildings are deteriorating, and school officials can’t even keep bathrooms stocked with soap and toilet paper.

As the state wraps up its first comprehensive review of the Boston system in a decade, local officials are bracing themselves — and the public — for more bad news. Mayor Martin J. Walsh, whose administration has examined a draft of the findings, warned on public radio last week that the final version is “not going to be a real pretty report.”

The low performance of the Boston school system is propelling a growing number of state officials and other advocates to call on Massachusetts Education Commissioner Jeffrey Riley to take decisive action, even a state takeover of the entire system. Just last week, a statewide advocacy organization representing Black and Latino families pleaded with Riley and the state education board to act swiftly and aggressively.

“Mayor Walsh and Superintendent [Brenda] Cassellius do not deserve more trust or more time,” Keri Rodrigues, founding president of Massachusetts Parents United, told the state education board members. “How much longer is the state going to accept Boston’s excuses for its inability to fix its schools? How many more children do we have to lose before you take this seriously?”

Many in Boston, though, believe state receivership would be a mistake.

“I don’t even want to say the word ‘receivership’ — that would be the worse thing that could happen,” said Ruby Reyes, director of the Boston Education Justice Alliance, a coalition of Boston students, parents, and educators, characterizing the state’s record on receivership as poor. “State oversight hasn’t been helpful. I think state assistance should be resources.”

Today’s blog excerpts Kaleem Caire’s social media thread in the wake of his letter, co-signed by other local black leaders, expressing disappointment that Matthew Gutierrez of Texas was chosen as new superintendent of Madison WI schools over their preferred candidate, Taylor Eric Thomas of Georgia. Caire expresses frustration over the virulent Progressive Dane/Madison Teachers Inc. faction of Madison progressivism that defeated him for school board last year.

“I don’t think that actually stating they’re supporting these policies actually means that anything will change,” said Mark Seidenberg, a UW-Madison psychology professor. “I don’t take their statement as anything more than an attempt to defuse some of the controversy and some of the criticism that’s being directed their way.”

While there’s broad agreement phonics alone is not a panacea for producing skilled readers, the degree and intensity to which it is taught has long been debated.

Forty-one percent of students scored proficient or better in reading on a state assessment last year, the state ranks middle-of-the-pack on its scores for fourth graders on a national reading assessment, and Wisconsin continues to have the worst disparity in reading scores between black and white students nationwide — figures proponents of the science of reading point to when saying the state needs to change direction.

State Rep. Jeremy Thiesfeldt, R-Fond du Lac, said he’s pleased with DPI’s statement but is taking it with “cautious optimism.”

“They’ve been reluctant to go along with what the science has said, but to their credit, they seem to be making the right moves right now,” said Thiesfeldt, chairman of the Assembly Education Committee.

Last month Thiesfeldt and Rep. John Nygren, R-Marinette, called for an audit to examine methods of reading instruction used in Wisconsin schools, whether DPI consistently measures student achievement and how a required test on reading instruction for certain teachers affects licensing.

“If they are serious about wanting to make these changes, they should not be hesitant to have an outside group come in and evaluate what it is they’ve been doing,” Thiesfeldt said.

At a Capitol press conference Wednesday, a group of science of reading proponents called on DPI to create a new cabinet-level position dedicated to reading, provide more training and coaching opportunities for teachers related to reading instruction, and place greater emphasis on reading proficiency when rating schools on state report cards, among other changes they’re seeking.

Annysa Johnson:

Speaking at the Capitol Wednesday, Seidenberg said DPI “has done little to address literacy issues that have existed for decades.”

“We know the best ways to teach children to read,” he said. “Wisconsin is simply not using them, and our children are suffering.”

The group said a small number of districts, including Thorp and D.C. Everest near Wausau, have seen promising results after shifting their reading curricula. It is promoting its initiative with a new website, and Facebook Page, titled The Science of Reading — What I should have learned in College.

Under the group’s proposal, the new assistant superintendent would work with a reading science task force to identify resources for educators across the state, including training and technical support, classroom coaching and guides to high-quality curriculum and instructional resources.

In addition, supporters said, all schools of education in Wisconsin would be invited to revise their reading curricula, to bring them in line with the International Dyslexia Association’s Knowledge and Practice Standards for Teaching of Reading.

Advocates for more explicit phonics instruction have found powerful allies in parents of children with dyslexia, a learning disorder that makes it difficult for them to read. They have been pushing legislation across the country, including two taken up by the Assembly Education Committee on Wednesday that would require schools to develop systems for identifying and serving dyslexic students and require each of the cooperative education organizations known as CESAs to hire dyslexia specialists.

School board candidates reflect on school climate ahead of primary

It’s been a difficult year for the Madison school district.

A barrage of high-profile incidents has taken over the narrative of what it’s like in Madison’s schools, from the use of racist language, to a teacher being arrested for attempting to produce child pornography, to issues of safety at a district middle school.

The district is also in the midst of changing leadership as Matthew Gutiérrez takes over as superintendent, following Jennifer Cheatham, who announced her departure last May.

Amid the change and turmoil, voters will begin the process of electing two new members to the Madison school board. A primary for the general election is Feb. 18, and will include a narrowing down of candidates for the board’s Seat 6, currently held by Kate Toews, who is not seeking re-election.

All those running for Seat 6 — Maia Pearson, Christina Gomez Schmidt and Karen Ball — have children in Madison’s schools. The top two vote-getters will face off in the general election on April 7, where they will join incumbent Nicki Vander Meulen and challenger Wayne Strong, the two candidates running for Seat 7, on the ballot. Savion Castro, who was appointed to Seat 2 in July, is running unopposed in a special election.

Leading up to the primary, Isthmus wanted to know what each of the candidates in contested races thought about the overwhelmingly negative press the district has been getting in the last year — and how it’s affecting students. We also asked candidates to explain how, if elected, they would address the critical issues facing Madison’s schools, while also ensuring students feel valued and supported.

Facial Recognition Moves Into a New Front: Schools

Jim Shultz tried everything he could think of to stop facial recognition technology from entering the public schools in Lockport, a small city 20 miles east of Niagara Falls. He posted about the issue in a Facebook group called Lockportians. He wrote an Op-Ed in The New York Times. He filed a petition with the superintendent of the district, where his daughter is in high school.

But a few weeks ago, he lost. The Lockport City School District turned on the technology to monitor who’s on the property at its eight schools, becoming the first known public school district in New York to adopt facial recognition, and one of the first in the nation.

The district, said Mr. Shultz, 62, “turned our kids into lab rats in a high-tech experiment in privacy invasion.”




Gov. Tony Evers calls on lawmakers to take up $250 million plan to bolster K-12 education

Wisconsin Gov. Tony Evers is calling on lawmakers to use $250 million in newly projected surplus dollars to bolster K-12 funding through school-based mental health services and special education aid in districts across the state.

The former state schools superintendent, who signed an executive order Thursday ordering a legislative special session to act on the sweeping plan, also aims to restore the state’s commitment to fund two-thirds of what’s required to educate students and direct $130 million of the funds for property tax relief through the state’s equalization aid formula. 

The push comes after recent revenue projections show Wisconsin is expected to see $452 million more in its general fund to end the biennium than previously anticipated, opening up a discussion about how the state should spend the extra money. 

Republicans have advocated for spending some of the funding on tax relief. But Evers in a state Capitol news conference Thursday said his proposal would both lower property taxes and “invest in our kids,” adding: “We can do both.” 

“We need to help around the issue of rising property taxes. We get that,” he said. “Investing in our schools will do that.”

Democratic leaders Sen. Jennifer Shilling and Rep. Gordon Hintz applauded the effort in a statement, saying the investment would give kids better opportunities and give a boost to Wisconsin’s education system. 

“We need to ensure we are retaining quality teachers, investing in modern facilities and meeting high education standards to give students the best chance at getting ahead,” Shilling, D-La Crosse, said. “We need to put our money where our mouth is if we want to re-establish Wisconsin’s reputation as a leader in K-12 education.” 

But GOP legislative leaders were skeptical of the idea, with Senate Majority Leader Scott Fitzgerald taking to Twitter to knock the proposal as one driven by teachers’ unions that are “calling all the shots in the East Wing.” 

The Wisconsin DPI, long lead by Governor Tony Evers, has granted mulligans to thousands of teachers who failed to pass this reading content knowledge examination.

Nine Area School Buildings Earn Commendable Or Better Rating On 2019 ESSA Report Card (a missing topic around Madison)

Last week, the Iowa Department of Education released the 2019 school ratings with nine of our area school buildings earning a “commendable” or better score. Each public school receives a score out of 100 based on standards laid out in the Every Student Succeeds Act (ESSA). South Central Calhoun High School was the only building in the region to earn a “high performing” classification, scoring 62.57. Audubon Middle and High School, Carroll Middle School, Coon-Rapids-Bayard Elementary, Ar-We-Va Junior and Senior High School, Greene County Middle School, Paton-Churdan Junior and Senior High School and the East Sac County Middle and High Schools all rated as commendable, scoring between 54.91 and 60.60. Only one school, Audubon Elementary, was identified as a priority under ESSA, meaning they will need to develop an improvement plan to address targeted issues. Phonics Gains Traction As State Education Authority Takes Stand On Reading Instruction

Late last month, the Wisconsin Department of Public Instruction took a stand on a long-debated method of teaching reading to students, ruling that phonics has a place in literacy education after all.

An approach that teaches students how written language represents spoken words, phonics got its endorsement from state schools Superintendent Carolyn Stanford Taylor during the 2020 Wisconsin State Education Convention in Milwaukee. Stanford Taylor said reading outcomes are “not where we want them to be,” and that DPI will make efforts to support schools in delivering phonics-based materials.

This announcement has some in the world of education rejoicing, saying this is a step in the right direction. John Humphries is one of them.

Humphries is superintendent of the School District of Thorp, which is about an hour west of Wausau, and educates about 650 students in grades K-12. The district has spent thousands of dollars on new programs, professional development and consultants to steer staff at toward this type of research-based teaching, he said. 

And by the district’s own measurements, it’s working.

Public Schools Are Teaching The 1619 Project in Class, Despite Concerns From Historians

The 1619 Project—The New York Times Magazine’s much vaunted series of essays about the introduction of African slavery to the Americas—will now be taught in K-12 schools around the country.

School districts in Chicago, Washington, D.C., and Buffalo, New York, have decided to update their history curricula to include the material, which posits that the institution of slavery was so embedded in the country’s DNA that the country’s true founding could be said to have occurred in 1619, rather than in 1776.

“One of the things that we are looking at in implementing The 1619 Project is to let everyone know that the issues around the legacy of enslavement that exist today, it’s an American issue, it’s not a Black issue,” Dr. Fatima Morrell, associate superintendent for culturally and linguistically responsive initiatives for Buffalo Public Schools, told Buffalo’s NPR station.

Buffalo teachers and administrators have already begun studying the 1619 material so they can implement it into their curricula. The NPR story correctly notes that the essays examine “lesser-known consequences of slavery,” like “how plantation economics led to modern corporate, capitalist culture.”

Many historians, though, have questioned The 1619 Project’s accuracy. Five of them penned a letter to The New York Times expressing dismay “at some of the factual errors in the project and the closed process behind it.” These historians said the project’s contention that the American Revolution was launched “in order to ensure slavery would continue” was flat-out wrong.

Another historian, Phil Magness of the American Institute for Economic Research, has criticized Matthew Desmond’s 1619 Project essay, which claimed that modern American capitalism has its roots in plantation slavery. Magness has persuasively argued that this claim lacks verification, and that Desmond relied on bad data about cotton-picking rates in the pre-Civil War south.

“Desmond’s thesis relies exclusively on scholarship from a hotly contested school of thought known as the New History of Capitalism (NHC),” wrote Magness in a second article. “Although NHC scholars often present their work as cutting-edge explorations into the relationship between capitalism and slavery, they have not fared well under scrutiny from outside their own ranks.”

A crusader has stuck his out out of the foxhole to take on the political correctness that is destroying Madison’s public schools. We introduced him to you Blaska Policy Werkers two weeks ago. He is Peter Anderson, an environmental activist. 

Peter has put up a website called “Durable Justice.” Bookmark it. (We’ll wait. Got it?) Anderson headlines his introductory essay, “Why MMSD has failed to help disadvantaged black students.”

It is essentially the message Blaska has been sounding these past two years and in last year’s campaign for school board. Unlike that unsuccessful candidate, Anderson is not weighed down with Blaska’s conservative activism. In other words, he is a good Madison liberal. (Remains to be seen for how long, but Anderson says his group is looking for a permanent leader).

Guilty white teacher defends Madison school chaos

I am in a MMSD school every day, and have been for 15 years, and his vision of us is ludicrous. Leading kids out of school to squad cars is exactly why we are in the position we are in. We have a lot of kids dealing with real trauma and there are a lot of problems that are rooted in mental health issues. Give the district more resources to heal, and that would be a great place to start. 

5. It all comes to back to race. Have you done your homework on Madison? The zoning? The fact that our schools were only fully integrated in 1983? The days of blindly complying with your teacher are over, but many people would love to go back to the time when it was like that.

Study: Newark’s large charter school networks give students a big boost. Other charters, not so much.

Newark’s largest charter school networks give students a big bump in their test scores, while other charter schools are far less effective at boosting scores, a new study finds.

Students who enrolled at schools run by the city’s two largest charter operators — KIPP and Uncommon Schools — saw large and lasting gains on their test scores, according to the analysis of data from 2014 to 2018. But students who attended a different set of charter schools, on average, got a much smaller boost.

The study by the Manhattan Institute adds to previous research showing that Newark’s charter schools, which educate more than a third of the city’s public-school students, collectively raise students’ test scores. But the analysis also sheds new light on the wide variation within Newark’s large charter sector, showing that the big charter school networks with the most students drive the sector’s positive results.

We are a group of educators planning a Black Lives Matter Week of Action in Madison as part of the National BLM Week of Action February 3-7, 2020.

The Black Lives Matter movement recognizes the impact of mass incarceration, poverty, non-affordable housing, income disparity, homophobia, unfair immigration laws and policies, gender inequality, and poor access to healthcare. All of these injustices exist in the intersection of race, class and gender. And they have always existed and continue to exist within our Madison community, including within our own school system.

No safe space for reformers at Madison’s Jefferson middle school? “One can create the greatest safe space on earth here in Madison but when they go out in the world you are killing these children, they won’t be able to function out in the world which lacks such safe spaces.”

Parents are mobilizing for a showdown at Madison’s Jefferson middle school, which they describe as ruled by virtue-signaling administrators and out-of-control students.

The flash point was on December 3 when a 13-year-old boy shot a girl with a BB gun outside from a bus window. The student had remained in school despite a history of transgressions, include threatening to shoot up the school “and kill everyone” three months earlier.

* Former teacher Mauricio Escobedo told Blaska Policy Werkes that students at Jefferson, located on the same campus as James Madison Memorial high school on Madison’s far west side, must be bribed with candy and potato chips to follow instructions because there are no penalties for disobedience.

School district spokesman Tim LeMonds seemed to acknowledge problems at Jefferson. He told the Werkes: “We’ve been reviewing the culture and climate of that school for a few months now and we are working with the leadership at that school.”

I raised my hand and said, ‘Well, I don’t agree. I don’t have skin in the game. I’m not white.’ The educational philosophy of the school district is focused on feelings of safety not on discipline.”

Escobedo feels that school administration blamed him for leaking the disciplinary file of the December 3 shooter to Channel 3000, which he denies. “Instead of focusing on safety policies, school principal Tequila Kurth wrote memos that threatened the school employee/s who divulged this public information.” Kurth is in her second school year as principal at Jefferson.

LeMonds, public information officer for the school district, told Blaska Policy Works no one has been accused of leaking the information. “That was federally protected information, so the district has been actively investigating the release of that record. We haven’t even narrowed it down to a point where we can interview folks.”

Escobedo said: “I come from business and if you’re black or white, I don’t care what race, if you’re hired at McDonald’s and you burn the food, they’re going to fire you because you are not getting the job done. But here in this school, here in Madison WI and in the United States, schools are saying ‘alright students you are failing but we’re going to protect you from failure. We’re not going give you an F but draw you a happy face for effort.’”

Schools without discipline will fail



Peter Anderson:

Jennifer Cheatham’s tenure, to a not-insignificant extent, became increasingly defined by her efforts to deflect vocal pressure from Freedom Inc., by how those efforts affected her determination to convince opinion leaders of her commitment to racial justice, and by her inability to actually reduce the black achievement gap.

To reinvigorate her bona fides, she caved in to unsubstantiated claims of racism and sacrificed teachers with no record of bias. 

But that undermined teachers’ ability to discipline disruptive students who are African-American, and, in consequence, significantly contributed to schools becoming increasingly dysfunctional, which leads to middle class flight. Then, because her efforts also proved misdirected to reduce the black achievement gap, Dr. Cheatham misrepresented performance data by lowering expectations in order to artificially inflate the reputation she cultivated.

Behavior Education Plan

The debilitating problems began with the roll out or Dr. Cheatham’s Behavior Education Plan in 2014. The plan itself was a well-intentioned replacement of the earlier zero tolerance policy, which had a disparate impact on black students from troubled homes. The Plan provided for a progressive approach to discipline, and restorative justice in lieu of punishment, that was intended to keep misbehaving students in classrooms.

Problems arose in the Plan’s implementation that led students to conclude that there no longer any consequences for bad behavior.

No consequences for misbehavior

For the Plan’s positive approach to work, it was critical that students continued to believe that there were real consequences for bad behaviors, which meant they had to see positive reinforcements and restorative practices as something serious, and not as a free pass to continue misbehaving. Otherwise, discipline will break down and the other students will increasingly be unable to learn, and will convey that fact to their parents.

Commentary on a Madison style (non independent) charter school: Badger Rock



Scott Girard:

A team of reviewers for the school’s charter found it “fails to meet expectations” in seven criteria, “meets expectations” in 29 and “exceeds expectations” in two. The fails to meet expectations criteria include being below the enrollment required by the current contract, 120. This year the school has 97 students enrolled.

In the school’s presentation Monday, Tran highlighted the performance of student focus groups compared to district averages, like 56% of the school’s black students meeting growth targets in reading in 2018-19 compared to 50% of black students district-wide. Other highlights included 78% of students with disabilities meeting growth targets at the school to the district’s 52% and 36% of English Language Learners meeting reading proficiency at Badger Rock compared to 25% district-wide.

Board members pointed out that the growth numbers are different than how many students were proficient in subjects, numbers that were generally lower for the school. In other words, while students improved at Badger Rock, they still were not meeting grade-level expectations. Board members asked for more specific information on student proficiency before their January vote.

Interim superintendent Jane Belmore is expected to issue a recommendation to the board in a memo ahead of that meeting.

The temporarily six-person School Board is scheduled to decide Monday who will join the body for a nine-month stint. During that time, the board will hire a permanent superintendent and work on a potentially large November 2020 facilities referendum.

Those interested in the appointment have until 4 p.m. Friday to apply for the vacancy, which was created after Mary Burke resigned earlier this month.

As of Tuesday afternoon, those who have applied are David Aguayo, David Blaska, Carol Carstensen, Ricardo Cruz, Alexis Dean, Steve King, Pamela Klein, Dwight A. Perry, Arlene Silveira, Jeff Spitzer-Resnick and Calista Storck.

Carstensen and Silveira are both former School Board members. Elected six times, Carstensen served between 1990 and 2008. Silveira was on the board between 2006 and 2015.

Former School Board member Ed Hughes has also expressed interested in the position but said he had yet to file his application by Tuesday evening.

Aguayo, 26, is an executive assistant at the state Department of Workforce Development. He also managed the unsuccessful campaign this spring for School Board candidate Kaleem Caire and ran as an independent for a state Legislature seat in 2016.

After losing his race for the School Board in April, Blaska, a former Dane County Board supervisor and conservative blogger, has said he is applying to bring political diversity to the board.

Cruz, 52, a School District employee, is an administrative assistant helping with federal Title 1 funding. He ran for the District 9 seat on the Madison City Council in 2013 and also served on the city’s Equal Opportunities Commission from 2009 to 2011.

The large field of applicants includes several former School Board members, public education advocates, parents, recent MMSD graduates, Freedom Inc. staff and others looking to serve on the board as it faces critical decisions over the next few months. The board plans to select a new superintendent and prepare for a facilities referendum in 2020.

For the seasoned former board members, their experience on these two tasks were motivation to return to their old gig.

Positioning and Promotion: A Vacant Taxpayer Supported Madison School Board Seat

Some observers said the unique vacancy is a chance for a newcomer to serve.

“I would really love to see another black mother on the School Board,” said Sabrina Madison, the founder of the Progress Center for Black Women. “Especially a mom who has been advocating for her kid recently around some of these issues around race and equity.”

Though Madison said she hasn’t had any conversations with people who have said they’ll apply, she has been strategically and privately reaching out to parents of students in MMSD to encourage them to consider it.

Whoever is appointed by the board would serve until an election is held in April 2020 to select someone to finish the last year of Burke’s term, which ends in April 2021.

$800,000 fedeRal taxpayer planning Funds for another independent madison charter school



Wisconsin Department of Public Instruction:

The Wisconsin Department of Public Instruction approved 11 awards totaling more than $7 million in federal funds to plan, open, or expand charter schools in the state. The department received 21 grant applications, requesting a total of $13.9 million.

“Charter schools are one way for educators to innovate and engage the wide range of students in our communities,” State Superintendent Carolyn Stanford Taylor said. “As we determined these awards, we prioritized expanding opportunities to students who face challenges. We want all students, no matter who they are or where they live, to have access to the resources and educational rigor they need to succeed.”

This is the second round of funding in a five-year, $95 million grant awarded to Wisconsin by the U.S. Department of Education to support charter school activities. The program provides three types of awards: planning and implementation grants for charter schools opening in the fall of 2020, implementation grants for schools which recently opened or will open in 2019, and grants to help existing, high-quality charter schools expand. Grant activities span from four to five years.

Commentary on Avid/Tops in the Madison Schools

The board also approved a three-year partnership renewal with the Boys & Girls Club of Dane County for the college preparation program AVID/TOPS.

The program is meant to prepare students for post-secondary education, particularly low-income and minority students or students who would be the first in their family to go to college. AVID/TOPS is available to students at the four comprehensive high schools and 11 middle schools.

The Boys & Girls Club provides mentoring, summer internship opportunities and college coaching to students at the high schools and two middle schools, Cherokee and Wright, and partners with the district on tutoring, college field trips and career planning.

According to an evaluation of AVID/TOPS, conducted by a unit within UW-Madison’s Wisconsin Center for Education Research, students who were in the AVID/TOPS program through 12th grade had a grade-point-average of 2.76 compared with 2.67 in the district overall.

About 75% of AVID/TOPS students initially enrolled at a post-secondary institution compared with 60.4% of all students. Although, the evaluation found that while there is some evidence to suggest AVID/TOPS students are more likely to stay in college, it is not statistically significant.

Jed Richardson, Grant Sim and Brie Chapa at the Wisconsin Center for Education Research:

The Madison Metropolitan School District (MMSD) and the Boys & Girls Club of Dane County (BGCDC) have partnered with the Wisconsin Evaluation Collaborative to conduct an assessment of the Advancement Via Individual Determination (AVID) program and Teens of Promise (TOPS) program in high school and postsecondary education. AVID/TOPS is a collaborative partnership between MMSD and the BGCDC designed to increase academic achievement, college preparation, postsecondary educational access, and degree attainment for students in the middle academically (i.e. grade point averages between 2.0 and 3.5) who are traditionally underrepresented in higher education. The program operates in all four MMSD high schools. This 2017-2018 AVID/TOPS report presents results from analyses of measurable student outcomes that reflect the program’s stated goals. These analyses focus on AVID/TOPS program impacts in three areas—2017-2018 academic and engagement outcomes, longitudinal end-of- high school outcomes, and longitudinal postsecondary outcomes. Research questions guiding these analyses are as follows:

1. How does the academic achievement of students who participated in the AVID/TOPS program in high school compare to that of academically and demographically similar peers during the 2017-18 academic year?
2. How does the end-of-high school academic achievement of students who participated in the AVID/TOPS program in high school compare to academically and demographically similar non- AVID/TOPS peers? How do impacts vary by the number of years students participated in AVID?

3. How do college enrollment, persistence, and graduation outcomes of AVID/TOPS high school participants compare to the outcomes of academically and demographically similar peers?

4. Are students, MMSD AVID staff, and BGCDC TOPS staff satisfied with the program?

Methodology
Estimates of program effects were computed using propensity score matching. This statistical method matches AVID/TOPS and non- AVID/TOPS students based on their individual probabilities of high school AVID/TOPS participation. Groups of students were matched within cohort and high school, and balanced within eighth
participation academic, socioeconomic categoriescomparing selected AVID/TOPS students to all of their grade-level peers, this propensity score matching methodology compared AVID/TOPS students to other students who had similar academic and demographic profiles but chose not to participate.

In an Aug. 22 budget report letter addressed to district Superintendent Jorge Aguilar, county Superintendent David Gordon said the district will meet its 2018-19 minimum reserve requirements, but will fall short by $22.1 million the next year and by $40 million in 2020-21.

“The 2019-2020 shortfall leaves the district with a negative fund balance. Therefore, the district’s Adopted Budget is disapproved,” the letter reads.

Sacramento City Unified has until Oct. 8 to file a revised budget to the county, according to Gordon’s letter.

In further explanation of the disapproval, the letter says “unrestricted expenditures” for 2018-19 and 2019-20 have increased significantly, “even though the district has been asked to solve its structural deficit problem.”

“It’s not like we told them the day before yesterday that this was a problem,” Gordon said Friday in an interview. “We tried to warn them over and over and over.”

The expenditures increased by $23 million for 2018-19 and by $16 million for the following fiscal year, the letter says.

Sacrament plans to spend $555,000,000 for 42,776 students, while Madison spends nearly $500,000,000 (all budgets, including construction) for 27,009 (includes 1,797 4K) students.




Stakes for “high-stakes” tests are actually pretty low

Of the 21 states that plan to use the tests as part of teacher evaluations in the future, many have already specified that the score will count for only a percentage of the evaluation. For example, Wyoming plans to use test scores as 20 percent of teacher evaluations starting in 2020.

Minnich, who describes himself as part of the “moderate middle” on testing and Common Core, said that the important message for students was that while the tests are important for adults to know how a class is doing, there’s no need to stress about the results. He admitted that the task of finding the right balance in delivering that message is not easy.

As for teachers, Minnich hopes that they can continue to be part of an ongoing conversation about the best way to use measures of student learning in evaluations. He said his members – the country’s state superintendents – were more or in agreement on the benefit of using scores as one of several teacher performance measures.
All of which is to say, yes, the tests are important. Decisions will be made based on how students perform on them. But the vast majority of states will use the scores only as one measure in a web of other factors when making staffing decisions. And most states have no plans to use the scores to make student advancement decisions.




Status Quo Governance: 9 months after development deal, Malcolm X Academy remains empty

Remember last fall when the Common Council and Milwaukee Public Schools approved plans to turn the vacant Malcolm X Academy into a renovated school, low-income apartments and commercial space?

Critics at the time said it was a poorly conceived rush job designed to prevent a competing private school, St. Marcus Lutheran School, from acquiring the building as an expansion site.

Supporters said the public-private partnership would help kids and put part of the sprawling Malcolm X building, covering almost five acres on the city’s north side, back on the tax rolls.

Nine months later, nothing has been done.

The developer hasn’t applied for tax credits, let alone bought the building. Both were key to the deal. The Common Council still must act on final development plans before permits for construction can be issued, city officials say.

MPS and one of the development partners say the deal is still on, but nobody will say — publicly, anyway — the cause for the hold-up. Both suggest the other is dragging its feet.

Meanwhile, Henry Tyson, the superintendent of St. Marcus Lutheran School, submitted a letter of interest for another nearby empty MPS building — Lee School. That was in May. Six weeks later, a Milwaukee teacher who works for the teachers union submitted a proposal to turn Lee into a charter school run by district staff.

“We continue to say what we’ve said before: that this is a shell game to keep usable buildings out of the hands of high-quality voucher and charter school operators,” Tyson said.




Madison Schools Graduation Rate Update for Class of 2012

For this report, we focus on a cohort of students expected to graduate at the end of the 2011-12 school year. For additional context and to track changes over time, we provide a three-year history for some measures. This report uses publicly available data from Wisconsin’s Information Network for Successful Schools (WINSS). Additional data is available
through http://winss.dpi.wi.gov/. Key findings include the following:
1. Overall graduation rates improved almost one percent from 2011 to 2012, from 73.7% to 74.6%.
2. African American and Hispanic students have improved their graduation rates by five percent and almost seven percent over the last three years.
3. Graduation rates for students with Limited English Proficiency have improved about four percent over the last three years.
4. MMSD high schools have similar graduation rates, ranging between 74.7% and 82.8%.

The draft budget included several new positions for the Board’s consideration. After refining and prioritizing with staff and vetting with principals, we are only asking for approval of two essential positions at this point. The position changes represent a savings of just over $2 million from the draft budget.
As we prepare for next year, we must keep our efforts and resources focused on providing supports to schools to improve instruction. We must also be responsible stewards of taxpayer dollars by reducing the impact of our budget.
To get to these recommendations, we conducted a rigorous examination of positions funded in the draft budget to decide what we believe is absolutely necessary right now. Much of the work we need to do next year is about improving the systems and structures for how we serve students, not adding additional resources. It will be critical going forward that we narrow our focus to the strategies that we know work, implement them well and sustain the focus over time.
So far, we have only considered the position decisions that we need the Board to approve. Over the next two months, we will continue to work through the draft budget in order to reduce the tax impact and align with our efforts for next year. Also, we have only reviewed positions based on the draft budget. Next year, we plan to engage in a more thorough, zero-based budgeting process.
Position Additions from Draft Budget that are No Longer Recommended
There are several positions included in the draft budget that we are no longer recommending at this point. In looking at specific positions, we considered our ability to carry out necessary work through more efficient systems and in some cases, the need to pause and re-consider our approach.
With that in mind, we are no longer recommending going forward with the following position additions that were included in the draft budget. Because these were new positions in the draft budget, they do not have staff in them currently and do not require any layoffs.
Mental Health Coordinator: Through redistribution of work in student services, we will be able to provide support to implementation of the Mental Health Task Force’s work.
Safety Coordinator: We will continue to coordinate efforts across the organization to ensure safety.

Perhaps a positive sign “we must keep our efforts and resources focused on providing supports to schools to improve instruction”. Reading is surely job one, as the District’s long term disastrous reading scores illustrate.

Create a (Washington) state Department of Education that reports to the governor

WASHINGTON’S education agencies are too often focused on the adults, not the children. Among my biggest goals as governor has been to change that, to return the focus to students in a seamless education system from early learning through college, and to provide accountability for that outcome.
It is our moral responsibility to get it right, and now it’s also our legal one with the state Supreme Court’s McCleary ruling on the constitutional mandate for K-12 basic education funding. In the budget I proposed for 2013-2015, I asked the Legislature to make a sizable down payment on that obligation. That starts with $1 billion for the next two years and grows to $3.4 billion a biennium in six years.

Similar sentiments have been raised in Wisconsin vis a vis the Department of Public Instruction (DPI) Superintendent.




A dagger aimed at the heart of public education

The following is excerpted from “an urgent call to action” the superintendent of Bloomfield Hills Schools dispatched to parents and residents in his public school district this week.)
A package of bills designed to corporatize and dismantle public education is being hastily pushed through this current lame-duck legislative session. If we do not take immediate action, I believe great damage will be done to public education, including our school system.
We have just three weeks to take action before it’s too late. The bills are:
House Bill 6004 and Senate Bill 1358: Would expand a separate and statewide school district (the Education Achievement Authority) overseen by a governor-appointed chancellor and functioning outside the authority of the State Board of Education or state school superintendent. These schools are exempt from the same laws and quality measures of community-governed public schools. The EAA can seize unused school buildings (built and financed by local taxpayers) and force sale or lease to charter, nonpublic or EAA schools.

Bloomfield Hills’ 2013 budget is $82,233,213 for 6,772 students, or $12,143/student. Madison plans to spend $15,132/student during the 2012-2013 school year.




The status quo in education is not acceptable

It’s understandable that friends and admirers of former state school superintendent Jorea Marple are upset with her firing.
Marple spent a lifetime in public education in West Virginia, and she built strong relationships.
The board did not help its case by potentially running afoul of the state’s open meetings law when it dismissed Marple two weeks ago.
On Thursday, the board held a special meeting, allowed Marple supporters to vent, and then cured any legal question with a do-over of Marple’s firing.
Her dismissal is apparently a result of a clash of ideas between Marple, school board president Wade Linger, and others on the board over how to respond to the independent audit of the school system released nearly a year ago.




Declining funding degrading quality

In overwhelming numbers, Minnesota superintendents say the state education funding formula is broken and without changes education quality will diminish, according to Minnesota 2020’s latest survey of school administrators.

Real reform is the only way to improve Rochester schools

In his recent “State of our Schools” presentation, the Rochester schools Superintendent Jean-Claude Brizard showed that three years into his tenure, Rochester’s schools have had slow, but measureable progress in elementary and middle school achievement levels, fewer suspensions and more students graduating high school.
Still, Rochester continues to struggle with many challenges common for large urban communities in the state and throughout the country – challenges that will take much longer than three years to significantly improve.
While Rochester’s school superintendents come and go, one district fixture remains: Adam Urbanski, the long-time head of the Rochester Teachers Association. He recently wrote in this newspaper that Rochester schools are “worse off” in the last three years, a period which happens to coincide with the Brizard’s tenure.

Oregon Governor Proposes in State K-12 Tax Dollars

Fears of having to make millions of dollars in budget cuts at Oregon school districts were fueled Tuesday when Gov. John Kitzhaber proposed a K-12 education allocation of $5.56 billion for the next biennium.
Local school district officials said the amount would be insufficient to support existing services at schools, and they continued to hold out hope that the Legislature would augment that number.
One-time federal stimulus funds in this biennium helped to postpone some of the cuts districts now face, and education lobbyists are urging the Legislature to backfill what’s lost in stimulus funds, so that total K-12 funding would reach $5.8 billion for the biennium.
“We were expecting this,” said Ashland schools Superintendent Juli Di Chiro. “We are hoping the Legislature will see differently. At the minimum, we need level funding.”
The Medford School District, with 12,300 students, expects cuts of $13.5 million to $14 million from its $90 million budget, under the governor’s budget proposal.




Madison 4K Funding Options

It has been requested of Administration to put together possible scenarios for funding four year old kindergarten (4-k) through the use of Education Jobs Bill funding, Equity Reserves, Property Taxes, and any other sources of funding.
What you will find below are three distinct scenarios looking at how we may fund 4-k over the first 4 years. The focus is on the first 4 years, because the original projections put together by administration and subsequently by PMA through the forecasting model looked at the program beginning in the 2010-11 school year as year one, so we consequently only have projections going through the 2014-15 school year.
These projections will be updated as part of our work with the 5 year budget model ad hoc committee of the Board in the coming months.
All of the following scenarios we believe to be very conservative in terms of the number of students to be enrolled, and especially on projections for funding from the State of Wisconsin. These original projections from earlier this year, assumed MMSD would be losing 15% funding from the State of Wisconsin for the 2010-11, 2011-12, and 2012-13 budget years. As we have seen recently, we have lost less than the maximum state law allows (2010-11 reduction of approximately 8.4%). The funding scenarios are as follows:

They agree on the need for more charter schools and see a property tax cap as an important tool to rein in school spending.
They part ways on consolidating school districts and differ greatly on how to reform public education.
Yes, Andrew M. Cuomo and Carl P. Paladino disagree as much as they agree, but, in the eyes of educators, what’s more important is the candidates’ lack of attention to education as a campaign issue.
“It doesn’t seem a priority for either candidate,” said Grand Island Superintendent Robert W. Christmann, who also heads the State Council of School Superintendents. “It seems to be getting short shrift.”

The Congressional Budget Office (CBO) said President Barack Obama’s budget would lead to annual deficits averaging nearly $1 trillion for the next decade.
The estimates are for larger deficits than the budget shortfalls expected by the White House.
Annual deficits under Obama’s budget plan would be about $976 billion from 2011 through 2020, according to a CBO analysis of Obama’s plan released Friday.

Madison school ‘budget gap’ really a tax gap
Try “tax gap” or “revenue problem.” These are terms that Superintendent Dan Nerad — who is slated to offer his budget recommendations to the School Board on March 8 — and other school district players are starting to use to describe the financial troubles the district is facing.
What’s commonly been defined as the district’s budget gap in the past — the difference between the cost to continue existing programs and salaries and what the district is allowed to tax under state revenue caps — is actually $1.2 million. That’s the amount the district would still have to cut if the board were willing to tax to the maximum amount allowed under the state revenue limits. (And in past years, Madison and almost every other district in the state have taxed to the limit.) But if you add in the drop in revenue from the state — about $17 million for the 2010-2011 budget — the gap grows to $18.2 million.
It’s fair to ask then, what makes up the other $11.6 million that the administration calls the $29.8 million 2010-2011 budget gap? In a rather unorthodox manner, Nerad and company are including two other figures: $4 million in levying authority the district was granted through the 2008 referendum and $7.6 million in levying authority within the revenue limit formula.
Confused? You’re not alone. It’s got many folks scratching their heads. But the bottom line is this: Although the district has the authority to raise property taxes up to $312 on an average $250,000 home, it’s unlikely the board would want to reap that amount of revenue ($11.6 million) from increased taxes. Large property tax hikes — never popular — are particularly painful in the current economy.

The Madison School District has yet to release consistent total spending numbers for the current 2009/2010 budget or a total budget number for 2010-2011. Continuing to look at and emphasize in terms of public relations, only one part of the puzzle: property taxes seems ill advised.

Madison school administrators laid out a grim list of possible cuts big and small Friday that School Board members can use as a starting point to solve a nearly $30 million hole in next year’s budget.
The options range from the politically painless — restructuring debt, cutting postage costs — to the always explosive teacher layoffs and school closings.
But the school-closing option, which would close Lake View, Lindbergh and Mendota elementary schools on the city’s North Side as part of a consolidation plan, already appears to be a nonstarter. A majority of board members said they won’t go there.
“It’s dead in the water for me,” said Lucy Mathiak, board vice president.
President Arlene Silveira said the option is not on the table for her, either. Ditto for board members Marj Passman and Maya Cole, who said she immediately crossed out the option with a red pen.
Board members could decide to raise taxes enough to cover almost all of the $30 million, or they could opt to not raise taxes at all and cut $30 million. Neither option is considered palatable to board members or most residents, so some combination of the two is expected.

President Barack Obama and Education Secretary Arne Duncan will visit Madison’s Wright Middle School Wednesday, November 4, 2009, purportedly to give an education speech. The visit may also be related to the 2010 Wisconsin Governor’s race. The Democrat party currently (as of 11/1/2009) has no major announced candidate. Wednesday’s event may include a formal candidacy announcement by Milwaukee Mayor, and former gubernatorial candidate Tom Barrett. UPDATE: Alexander Russo writes that the visit is indeed about Barrett and possible legislation to give the Milwaukee Mayor control of the schools.

Possible Participants:

Wright Principal Nancy Evans will surely attend. Former Principal Ed Holmes may attend as well. Holmes, currently Principal at West High has presided over a number of controversial iniatives, including the “Small Learning Community” implementation and several curriculum reduction initiatives (more here).
I’m certain that a number of local politicians will not miss the opportunity to be seen with the President. Retiring Democrat Governor Jim Doyle, Wisconsin Department of Public Instruction Superintendent Tony Evers, Dane County Executive Kathleen Falk (Falk has run for Governor and Attorney General in the past) and Madison School Superintendent Dan Nerad are likely to be part of the event. Senator Russ Feingold’s seat is on the fall, 2010 ballot so I would not be surprised to see him at Wright Middle School as well.

Madison’s Charter Intransigence

Madison, still, has only two charter schools for its 24,295 students: Wright and Nuestro Mundo.
Wright resulted from the “Madison Middle School 2000” initiative. The District website has some background on Wright’s beginnings, but, as if on queue with respect to Charter schools, most of the links are broken (for comparison, here is a link to Houston’s Charter School Page). Local biotech behemoth Promega offered free land for Madison Middle School 2000 [PDF version of the District’s Promega Partnership webpage]. Unfortunately, this was turned down by the District, which built the current South Side Madison facility several years ago (some School Board members argued that the District needed to fulfill a community promise to build a school in the present location). Should High Schools Bar Average Students From Rigorous College-Level Courses and Tests?

Fifteen years ago, when I discovered that many good high schools prevented average students from taking demanding courses, I thought it was a fluke, a mistake that would soon be rectified.
I had spent much time inside schools that did the opposite. They worked hard to persuade students to take challenging classes and tests, such as Advanced Placement, International Baccalaureate and Cambridge, so students would be ready for the shock of their first semester at college, which most average students attend. The results were good. Why didn’t all schools do that?
I still don’t have a satisfactory answer. It always comes up this time of year because of my annual rankings of public high schools for Newsweek, which is based on schools’ efforts to challenge average kids as measured by participation in AP, IB and Cambridge tests.
Many school superintendents and principals who run schools that restrict access to those college-level courses and tests have disappointing results on the Newsweek list. Some of them object to my methodology. It is clear from my conversations with them that they are smart and compassionate people.




Don’t fund Small Learning Community grant sought by MMSD

As a long-time advocate for academic excellence in the Madison Metropolitan School District (MMSD, Madison, Wisconsin), I urge the Department of Education to reject the MMSD’s recent application for a Small Learning Centers grant, Smaller Learning Communities Program CFDA #84.215L.
Please visit a popular Madison blog, schoolinfosystem.org, where you will find long threads with comments, questions, and concerns about the grant application, as well as the MMSD’s pilot efforts in small learning centers.
Blog commentators, some of whom as statistics instructors at the University of Wisconsin-Madison, clinical psychologists, and other professionals with advanced degrees, express little support for the MMSD’s implementation of small learning communities.
When people try to get evaluation data from the MMSD on the current small learning communities, the district cannot or will not produce the information. The little available information about the MMSD’s small learning communities does not point to success, but rather to no impact on academic achievement. (See the evaluation on the MMSD Web site by Bruce King, whose services the MMSD wrote into its grant proposal.)
As the MMSD implements small learning schools, it simply amounts to closing the achievement gap by limiting opportunities for academic success of advanced students without raising the academic performance of low-performing ones.
Finally, the MMSD would be better off not to launch a major program change, especially when the current superintendent, the champion for the changes, will leave the district in the summer of 2008.

Acting White



Donna Ford, Ph.D., and Gilman Whiting, Ph.D., both of Vanderbilt University, are two leading African American education scholars who have dedicated their professional lives to the issue of minority achievement. Professor Ford is a nationally recognized expert in gifted education, multicultural education, and the recruitment and retention of diverse students in gifted education. Professor Whiting is a nationally recognized expert in African American male achievement and under-achievement. Professors Ford and Whiting made a two-part visit to the MMSD earlier this year, the result of an invitation from Diane Crear, recently retired MMSD Special Assistant to the Superintendent for Parent-Community Relations. As part of their program for minority parents, Professors Ford and Whiting talked about the research that attests so clearly to the importance of books in the home, reading to our children, talking with our children in intellectually stimulating ways, and taking an active interest in our children’s educational experience. They also showed the following segment from a June, 1999, episode of ABC’s “20/20.” The segment is entitled “Acting White” and was filmed at our own Madison East High School. Will the MMSD School Board Majority Appear to Let Administrators Preserve Jobs – Their Own?



A 2006 budget staffing discussion to come before the School Board tonight is about changes to administrative positions for next school year outlined in a memo to the School Board from the Superintendent. (Download memo on administrative changes for 2006-2007). The Superintendent is intending to save money through the elimination of several positions via resignations or retirements. I don’t remember seeing a dollar figure in the memo. However, I don’t feel this is an adequate administrative staffing reduction proposal at this time in the budget process.
What’s the big deal? If there are no other reductions made to the administrative budget prior to the end of this month, no additional reductions in administrative positions can be made due to requirements in the administrators’ contracts. This means that any and all other necessary reductions in staffing positions will have to come from those personnel who most likely work directly with students – teachers, SEAs, etc. I’m not proposing staffing cuts, but the School Board will be facing budget cuts this spring for next year.
To prevent this, the School Board might consider a minimum of a 20%+ reduction (vs. the proposed less than 5% reduction) in the administrative contract budget. Why? Later in the budget process, the School Board will be faced with cuts to custodians, teachers, etc. I believe the School Board could consider taking this action now to enable them to have the ability to make the best decisions on behalf of students when they have better information about what additional cuts will be proposed.
Last spring Lawrie Kobza made the following comment: “For the most part, our budget cuts are not based upon whether we are overstaffed in a particular area. I don’t feel that we cut teachers, or social workers, or custodians because we felt that we were overstaffed in those areas. We didn’t compare the District to benchmarks from other districts on custodial staffing levels to determine appropriate staffing levels for the District. We cut custodians because we had a budget that we had to meet.”

Stossel: How the Lack of School Choice Cheats Our Kids Out of A Good Education



John Stossel:

And while many people say, “We need to spend more money on our schools,” there actually isn’t a link between spending and student achievement.
Jay Greene, author of “Education Myths,” points out that “If money were the solution, the problem would already be solved … We’ve doubled per pupil spending, adjusting for inflation, over the last 30 years, and yet schools aren’t better.”
He’s absolutely right. National graduation rates and achievement scores are flat, while spending on education has increased more than 100 percent since 1971. More money hasn’t helped American kids.
Ben Chavis is a former public school principal who now runs an alternative charter school in Oakland, Calif., that spends thousands of dollars less per student than the surrounding public schools. He laughs at the public schools’ complaints about money.

Stossel also touches on Kansas City’s effort to turn around (1980’s and 1990’s) by spending more per student than any other district in the country.
