Moms and dads, you know what’s best for your own children. That’s long been my mantra, harkening back to my early blogger days when I fiercely defended a parent’s right to determine the course of his or her child’s education. Although I’m an unapologetic advocate for homeschooling, I recognize that it’s not the best option for every family. But regardless of my personal views, I trust you, as parents, to do what’s best for your own personal children. How you educate your children is none of my business, just like it’s none of my business whether you choose to breastfeed or bottle-feed or whether or not you believe in spanking. It’s not any of the government’s business, either. God gave your children to you, not to the state, and He’s tasked you, not the government, with the task of raising them.

I’m always disappointed when I hear parents ceding the education of their kids to teachers and school boards, believing that the schools know best. After all, many of you reason, teachers and administrators at your kids’ school have advanced degrees in education! Surely, they know better than you do what your kids need. Only trained professionals are qualified to decide what kids should be taught, right? And lest you think I’m exaggerating, this poll offers proof that many parents trust the schools more than they trust their own judgment:

Showing up to dress down school boards over their dereliction of duty isn’t a crime. It’s good parenting and good citizenship.

I am a mother of four, a criminal defense attorney and a lifelong liberal who is deeply concerned about the direction of New York City’s public schools. I’ve been outspoken about my views, along with an untold number of frustrated parents. For that, the FBI is considering using the PATRIOT Act against me. 

Let me explain: late last month, the National School Boards Association, an umbrella organization representing thousands of local elected school board officials, sent a letter addressed to President Biden. It warned that “America’s public schools and its education leaders are under an immediate threat.” But not just any threat: “the classification of these heinous actions could be the equivalent to a form of domestic terrorism and hate crimes.” The letter implored the White House to enlist the support of Homeland Security, the FBI and the Department of Justice to investigate the threat — adding that the alleged crimes fall under the purview of the “PATRIOT Act in regards to domestic terrorism.”

I read the letter with grave concern, as would any American who cares about our public schools and the safety of teachers and students. What was the nature of this threat? And would my own children be at risk?

As it turns out, the threat is me. The threat is parents showing up to dress down school boards over their dereliction of duty. That is what the NSBA considers a crime.

I urge you to read the letter in full. You will see that it contains 24 footnotes. The worst of the so-called crimes include prank calls; a single individual in Ohio yelling a “Nazi salute in protest of masking requirements”; another individual in Washington State whose disorderly conduct prompted the board to call a recess; “spreading misinformation” online, and disorderly conduct arrests. In New York, where I live, disorderly conduct is not even a criminal offense. 

And yet within days of the NSBA letter, the top law enforcement official in the country, Attorney General Merrick Garland, publicly responded to the letter with a memorandum to the director of the FBI. Garland agreed with the NSBA that “there has been a disturbing spike in harassment, intimidation, and threats of violence” against board members — without providing any evidence. He further announced specialized training for board members to “aid in the investigation and prosecution of these crimes” and, more worryingly, the creation of a task force composed of FBI and Justice Department representatives to “determine how federal enforcement tools can be used to prosecute these crimes.” The FBI’s clear message to parents is that the NSBA is on the right track.

The Biden Justice Department’s Lawless Threat against American Parents



Andrew McCarthy:

On Monday, Attorney General Merrick Garland issued a memorandum in which he wailed about the “disturbing spike in harassment, intimidation, and threats of violence against school administrators, board members, teachers, and staff.” Clearing his throat with an empty nod to the inconvenient fact that the Constitution protects “spirited debate,” Garland incorrectly — indeed, outrageously for someone of his experience as a Justice Department official and federal appellate judge — claimed that free-speech principles yield not only to “threats of violence” but also to “efforts to intimidate individuals based on their views” (at least, evidently, individuals not named Sinema or Manchin).

Garland knows this is dangerous nonsense. I personally know that he knows it. He was a high-ranking official in the Clinton Justice Department, which gave me a very hard time — though it ultimately relented — when I proposed charging a notorious terrorist with soliciting acts of violence and seditious conspiracy.

We had elaborate evidence, much of it in the form of recorded statements, showing that Sheikh Omar Abdel Rahman believed himself to be in a forcible war against the United States, that his followers had carried out and plotted terrorist attacks, and that he had personally called for both bombings of American military installations and the murder of Egypt’s then-president.

Yet, with the Clinton administration under pressure from left-wing and Islamist groups aligned with the Democratic Party, I was darkly cautioned about the inviolable carapace of free expression and the imperative to avoid “chilling” speech by conflating criminal incitement with constitutionally protected rhetoric that expressed hatred for America — even rhetoric that bitterly attacked American officials and insisted that our governing system should be supplanted.

Garland well knows, as he and Clinton officials stressed to me nearly 30 years ago, that in the incitement context, the First Amendment protects speech unless it unambiguously calls for the use of force that the speaker clearly intends, under circumstances in which the likelihood of violence is real and imminent. Even actual “threats of violence” are not actionable unless they meet this high threshold.

Are you sure your kid can read? All too many US public schools won’t tell you the truth

We ask that question of any parent whose child attends a city Department of Education school and more broadly of families (especially urban ones) all across the nation. And not just elementary-school children, but even middle- and high-schoolers.

Because all too many public schools not only fail to teach basic skills; they promote students with decent grades without ever alerting families to how bad things really are. If there was a silver lining to the sick farce of remote learning this last year and a half, it was that it forced many parents to get more involved in their children’s education. And lots and lots of them woke up to the horrible truth.

Wisconsin Assembly passes ban on teaching critical race theory



Riley Vetterkind:

Teaching public school students and training employees about concepts such as systemic racism and implicit bias would be banned under legislation Republicans passed in the state Assembly Tuesday.

GOP lawmakers also approved a bill, 61-37, that would create a statewide civics curriculum that all Wisconsin public and private schools would have to follow. The measure would require all public school students to take at least a half credit in civics education in order to graduate.

Rep. Sylvia Ortiz-Velez, D-Milwaukee, joined Republicans in favor of the civics bill.

The first measure, which would prohibit teaching concepts under the rubric of “critical race theory,” began circulating in the state Legislature this summer amid a nationwide push by conservatives to police how teachers talk about race in the classroom. The theory asserts that racism is ingrained in the nation’s social structures and policies.

The bill, which passed the Assembly on a 60-38 party-line vote, is all but certain to be vetoed by Democratic Gov. Tony Evers, a former state schools superintendent. The bill has yet to be approved by the Senate.

Wisconsin DPI Superintendent Rhetoric, amidst long term, disastrous reading results

Though the position is technically nonpartisan, Underly’s campaign was heavily funded by the Democratic Party in a race that saw unprecedented spending. Her campaign spent seven times that of her opponent, former Brown Deer Schools Superintendent Deborah Kerr.

The only action Underly announced Thursday was the creation of a literacy task force to research and advise educators on effective strategies for teaching reading, an issue that has been contentious enough to be called the “reading wars.”

Curiously, Underly campaigned on eliminating Wisconsin’s one teacher content knowledge requirement: elementary reading (Foundations of Reading).

How indoctrination shortchanges K-12 students.

At the Foundation for Individual Rights in Education(FIRE), our longstanding concerns about the deteriorating free speech culture in higher education led to the suspicion that many of these pernicious problems originate before students ever set foot on campus. This spurred us to expand our organizational aims to include high school outreach, in order to teach younger students the value and importance of their — and their peers’ — precious First Amendment rights.

From coast to coast, we’re seeing documented cases of heavy-handed thought reform efforts in K-12 education that substantiate our long held concerns. A situation that has been festering for decades at a level of low-grade chronicity reached acute levels this past school year, as demonstrated by levels of school board engagement and vituperation that we haven’t seen before in our lifetimes.

Paying attention to the K-12 landscape uncovers problematic patterns ranging from activist educators rebelling against traditional ethical restraints to a willingness to denigrate anyone — including children — who dares to verbalize doubt, disagreement, or even lack of sufficiently enthusiastic proactive agreement. Some assertive teachers are hanging uncomfortably presumptive “We Believe” posters in their classrooms while some schools — mainly private — have adopted highly prescriptive collective belief statements or commitments with insufficient discussion or buy-in from the school community.

It certainly doesn’t help that the training new teachers receive is so precipitously one-sided, as we discussed in a recent podcast episode with English professor Lyell Asher, writer of an important article in the Chronicle of Higher Education about the steepening tilt of American Education Schools.

Charter schools picked off hundreds of thousands of public school students across the U.S. during the pandemic, according to a new analysis from the National Alliance for Public Charter Schools.

Why it matters: The pandemic has weakened America’s public education system, as Zoom classes, teacher fatigue and student disengagement take their toll. And that hobbled system is shedding students to charter schools, private schools and homeschooling.

  • Those dynamics are exacerbating inequities in American education, as it’s typically wealthier and white students who make the switch.

By the numbers: Charter school enrollment increased by 7.1% in the U.S. between the 2019-20 school year and the 2020-21 school year, per the analysis. That’s a jump of about 240,000 students.

Our priorities for public education have shifted—away from academic learning and toward therapy and custody. The latter objectives were always present, but today’s movement away from “solid” subjects is a big change. In the late nineteenth century, Americans invested in K–12 education for everyone and made attendance compulsory because of the need for a literate, numerate, and informed workforce and electorate. It’s fair to ask whether public education is really about those things any more.

In previous crises, educators didn’t set aside traditional academic instruction. After the Hurricane Katrina disaster in New Orleans, when kids returned to school after a year or more of trauma, school leaders thought they needed good teaching above all else, both to preserve their futures and help them regain a sense of purpose.

Adult issues (fear of noncompliance with federal regulations, reluctance to impose scheduling and effort requirements on teachers, union opposition to school reopening even when local infection rates were low) came to the fore after schools shut down in March 2020. Now schools are reopening but teachers in some places are being told that nobody will fuss about how much kids learn this year.

Many parents seem okay with this, settling for schools that keep kids unpressured and content. Other families, not buying this, have shifted to private schools where academic goals are still clear, or are directing their own kids’ schooling. But a lot of parents, educators, and ordinary citizens seem to be going along.

One thing’s for sure — with this COVID crisis, we’re at an inflection point between old and new technology — whether it’s in how we make vaccines, or how we apply the fields of synthetic biology and genetic epidemiology in public health response. So now’s the time to look both backward, and forward, to really change things…

“While Heinrich allowed schools to use their premises for child care and youth recreational activities, the government barred students from attending Mass, receiving Holy Communion at weekly Masses with their classmates and teachers, receiving the sacrament of Confession at school, participating in communal prayer with their peers, and going on retreats and service missions throughout the area.”

Additional commentary:

“Reasonable” should mean that the public health authorities followed their own internal guidelines for evaluating regulations. These include posting the scientific evidence leading to the regulation, receiving community input, and studying the effectiveness and sustainability of the regulation. In the case of Covid and the schools all this was ignored in Dane County. There was no evidence of transmission in children of school age at the start, the community’s wish to have the schools open was ignored and, over time, it was seen that surrounding counties kept their schools open without increasing Covid transmission – and this last point was completely ignored by Dane County. But the Supreme Court didn’t address the issue of irresponsible public health officials. Perhaps it cannot as Owen pointed out. Perhaps dereliction of duty must be addressed by criminal courts. Instead the Supreme Court answered a different question which might be put as follows: suppose a majority of children in a given community refused the regular vaccines – or refuse the covid vaccine – can the public health authorities close the school? The answer was no. This is significant because racism has been defined as a public health issue. Suppose a majority of parents refused to allow their children to attend a CRT seminar defined as immunization against racism and required for admittance to school. Could the public health authorities close that school. No. In the past certain religious tests have been required before attendance at universities was allowed and non-conforming universites have been closed. If racism is a public health issue the Test Acts may return as public health tests and if that happened we may be sure Dane County would adopt Test Regulations closing non-conforming public schools if it could. Then this Court decision, barring such Test Regulations, would seem far-sighted.

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state.

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

Teacher Union seeks to abolish Massachusetts Student Tests…



CBS4 Boston:

The Massachusetts Teachers Association is speaking out against MCAS, saying the state’s standardized test “has allowed white supremacy to flourish in public schools.” The teachers union is endorsing a bill that would eliminate the MCAS graduation requirement in the state.

The bill scheduled for a committee hearing Monday on Beacon Hill would offer “multiple pathways” for students to demonstrate educational competency, outside of standardized testing.

MTA President Merrie Najimy said the MCAS has been “alienating students who have diverse backgrounds and differentiated learning styles.”

“The implementation of the MCAS and other standardized tests has had the exact opposite effect of what was supposed to occur when the system was introduced more than 20 years ago,” Najimy said in a statement. “Public schools in predominantly Black and brown communities have been taken over by state bureaucrats who have been using standardized testing as a tool not to improve opportunities for students but instead as one to pry public education from the hands of the families and educators who know best what their students need.”

The MTA shared a Twitter video earlier in the week saying, “It’s time to cancel MCAS.”

The University of Wisconsin Smears a Once-Treasured Alum



John McWhorter:

What is it about the University of Wisconsin and race? The administration’s recent decision to move a rock from view because a journalist referred to it with the N-word almost 100 years ago was goofy enough. But there has been more at the school in this vein.

This week a group including alumni, faith leaders, actors, and the N.A.A.C.P. wrote to University of Wisconsin officials asking them to repeal the tarring and feathering of an alumnus of the school, the renowned actor Fredric March. The letter, which was also sent to the Wisconsin governor, Tony Evers, and shared with me, decried the decisions to strip March’s name from theaters on the Madison and Oshkosh campuses, which the writers blamed on “social-media rumor and grievously fact-free, mistaken conclusions” about March.

March has been done a resounding wrong. I have no animus against the University of Wisconsin, but what we are seeing in these two sad episodes — the removal of the rock and the defenestration of March — is how antiracist “reckoning” can, if done without proper caution, detour into mere posturing, even at the cost of justice itself.

Fredric March is not the most famous of names among long-ago movie stars. But he attended the University of Wisconsin more than 100 years ago and went on to become as central in the old Hollywood firmament as Tom Hanks is today.

Despite the conclusion of a report — commissioned by Madison’s chancellor — that there was no evidence linking the Ku Klux Klan organization March belonged to with its more widely known namesake, the student-driven campaign resulted in the removal of the actor’s name from that theater building. Throughout, there was apparently little or no investigation of what the man actually stood for.

But March was, to use our current term of art, a lifelong ally of Black people par excellence.




A new study suggests that almost half of those hospitalized with COVID-19 have mild or asymptomatic cases.

At least 12,000 Americans have already died from COVID-19 this month, as the country inches through its latest surge in cases. But another worrying statistic is often cited to depict the dangers of this moment: The number of patients hospitalized with COVID-19 in the United States right now is as high as it has been since the beginning of February. It’s even worse in certain places: Some states, including Arkansas and Oregon, recently saw their COVID hospitalizations rise to higher levels than at any prior stage of the pandemic. But how much do those latter figures really tell us?

From the start, COVID hospitalizations have served as a vital metric for tracking the risks posed by the disease. Last winter, this magazine described it as “the most reliable pandemic number,” while Vox quoted the cardiologist Eric Topol as saying that it’s “the best indicator of where we are.” On the one hand, death counts offer finality, but they’re a lagging signal and don’t account for people who suffered from significant illness but survived. Case counts, on the other hand, depend on which and how many people happen to get tested. Presumably, hospitalization numbers provide a more stable and reliable gauge of the pandemic’s true toll, in terms of severe disease. But a new, nationwide study of hospitalization records, released as a preprint today (and not yet formally peer reviewed), suggests that the meaning of this gauge can easily be misinterpreted—and that it has been shifting over time.

If you want to make sense of the number of COVID hospitalizations at any given time, you need to know how sick each patient actually is. Until now, that’s been almost impossible to suss out. The federal government requires hospitals to report every patient who tests positive for COVID, yet the overall tallies of COVID hospitalizations, made available on various state and federal dashboards and widely reported on by the media, do not differentiate based on severity of illness. Some patients need extensive medical intervention, such as getting intubated. Others require supplemental oxygen or administration of the steroid dexamethasone. But there are many COVID patients in the hospital with fairly mild symptoms, too, who have been admitted for further observation on account of their comorbidities, or because they reported feeling short of breath. Another portion of the patients in this tally are in the hospital for something unrelated to COVID, and discovered that they were infected only because they were tested upon admission. How many patients fall into each category has been a topic of much speculation. In August, researchers from Harvard Medical School, Tufts Medical Center, and the Veterans Affairs Healthcare System decided to find out.

“While Heinrich allowed schools to use their premises for child care and youth recreational activities, the government barred students from attending Mass, receiving Holy Communion at weekly Masses with their classmates and teachers, receiving the sacrament of Confession at school, participating in communal prayer with their peers, and going on retreats and service missions throughout the area.”

Additional commentary:

“Reasonable” should mean that the public health authorities followed their own internal guidelines for evaluating regulations. These include posting the scientific evidence leading to the regulation, receiving community input, and studying the effectiveness and sustainability of the regulation. In the case of Covid and the schools all this was ignored in Dane County. There was no evidence of transmission in children of school age at the start, the community’s wish to have the schools open was ignored and, over time, it was seen that surrounding counties kept their schools open without increasing Covid transmission – and this last point was completely ignored by Dane County. But the Supreme Court didn’t address the issue of irresponsible public health officials. Perhaps it cannot as Owen pointed out. Perhaps dereliction of duty must be addressed by criminal courts. Instead the Supreme Court answered a different question which might be put as follows: suppose a majority of children in a given community refused the regular vaccines – or refuse the covid vaccine – can the public health authorities close the school? The answer was no. This is significant because racism has been defined as a public health issue. Suppose a majority of parents refused to allow their children to attend a CRT seminar defined as immunization against racism and required for admittance to school. Could the public health authorities close that school. No. In the past certain religious tests have been required before attendance at universities was allowed and non-conforming universites have been closed. If racism is a public health issue the Test Acts may return as public health tests and if that happened we may be sure Dane County would adopt Test Regulations closing non-conforming public schools if it could. Then this Court decision, barring such Test Regulations, would seem far-sighted.

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

Few say that local schools are doing a good job, and most support school choice and charters. Additionally, just over half of those in America’s fastest-growing metros are wary of critical race theory (CRT) in school curriculum.

Six out of ten say that crime is increasing in their area—including a majority of all racial and ethnic groups. Among those who live in urban cores but who express an interest in moving to a less dense area, crime rates are a top-three motivator. More than two in five respondents also see a lack of police presence as a problem in their area. Community policing and other reforms that would empower police are broadly supported.
Few say that local schools are doing a good job, and most support school choice and charters. Additionally, just over half of those in America’s fastest-growing metros are wary of critical race theory (CRT) in school curriculum.
Still, slightly more than half of respondents think that things in their metro are generally headed in the right direction, with roughly two in three agreeing in Boston, Dallas–Fort Worth, and Tampa metros. Similarly, many say that the quality of life in their metro area is good or very good (46%), and somewhat smaller shares say so about local economic conditions and the quality of public schools. But there is little sign of enthusiasm behind these votes of confidence: more than a third still chose “average” across these categories. Public safety, the quality of roads and bridges, and public transportation receive similarly tepid ratings (Figure 2). Though Americans in the fastest-growing metro areas are generally happy with their city’s quality of life, they worry about the costs to live there.
The spread of Covid-19 infections also remains a concern for some 60% of respondents, but nearly equal shares are worried about traffic, public safety and crime rates, and high taxes.
In all, nearly a third said that their local area is on the wrong track, and another 17% are unsure. Minneapolis and Seattle have the highest shares believing that their city is on the wrong track, with some 48% and 46% saying so, respectively. On quality of life, responses varied considerably by metro. Coastal areas such as Los Angeles, New York City, San Francisco, and Seattle were all more likely to have local respondents rating their quality of life as poor, while residents of Sunbelt and Mountain West hubs such as Tampa, Orlando, Charlotte, and Denver were much more likely to have a positive outlook.

Student test scores drop as predicted during pandemic year in Missouri

Fewer than half of Missouri students performed at grade level or above in English (45%), math (35%) and science (37%) in the Missouri Assessment Program of standardized tests. In spring of 2019, the last time students were tested before the start of the pandemic, 49% of students scored proficient or advanced in English, 42% in math and 42% in science.

Students who primarily attended school in person far outperformed those in virtual (with online instruction) or distance (limited online instruction) learning. For example, 39% of in-person students scored at grade level in math, compared to 18% of students in distance learning.

“The MAP scores reinforce what we already knew — teaching in person makes a difference,” said Melissa Randol, executive director of the Missouri School Boards’ Association, in a statement. “And when you can’t teach in person, access to the internet and adequate bandwidth make a difference. Our teachers and students did a fantastic job under the circumstances during this pandemic — we can’t lose sight of that.”

However, committee chair Rep. Jeremy Thiesfeldt, R-Fond du Lac, challenged critics of the bill, including DPI, to come forward with a proposal to address reading readiness.

“I’ve got to tell you, I’m getting tired of this. The current way we teach reading in the state of Wisconsin, almost across the entire board, that castle has been ruling the kingdom for 30-some years and the castle walls have been breached in other states and it’s about to happen here,” he said. “It’s time to join up or get out of the way or at least go neutral.”

The numbers

Statewide testing released in September 2019 by DPI found that for students in grades 3-8 and grade 11, 39.3% of students tested proficient or better in English/language arts in 2018-19, down from 40.6% in 2017-18.

The round of testing found that the state’s persistent racial academic achievement gap had narrowed due to a drop in performance among white students. For example, white students in fifth grade dropped 4.6 percentage points in English/language arts proficiency compared to a 1.6 percentage-point decrease for Black students in fifth grade.

In the eighth grade, the percentage of Black students scoring proficient or advanced in English/language arts rose 2 percentage points to 12.1%, while the percentage of white students in that group dropped 1.1 percentage points. But the proficiency difference is still separated by a 30-point gap.

“For too long, Wisconsin’s K-12 system has churned out too many students who are not proficient in reading, causing a workforce crisis,” CJ Szafir, president of the conservative Institute for Reforming Government, said in an email. “The ‘Roadmap to Reading Success’ bill transforms our childhood literacy policies by equipping parents and teachers with the information they need in order to ensure all students have the opportunity to succeed.”

We Know How to Teach Kids to Read



John McWhorter:

In a word, phonics. About one in four words is spelled in an illogical way, and the phonics teacher stirs these words into the curriculum gradually, like little Sno-Caps into ice cream. But the ice cream itself is learning what sounds the letters stand for.

Scientific investigators of how children learn to read have proved repeatedly that phonics works better for more children. Project Follow Through, a huge investigation in the late 1960s led by education scholar Siegfried Englemann, taught 75,000 children via the phonics-based Direct Instruction method from kindergarten through third grade at 10 sites nationwide. The results were polio-vaccine-level dramatic. At all 10 sites, 4-year-olds were reading like 8-year-olds, for example.

Crucially, the method works well with poor as well as affluent children. Just a couple decades ago, the method was still kicking serious butt where it was implemented. In Richmond, Va., the mostly Black public school district was mired in only a 40 percent passage rate on the state reading test until the district started teaching the phonics way, upon which in just four years passage rates were up to 74 percent.

Excellence. It’s a thing. And to sort out who is excellent requires competition in various tests with measurable outcomes. 

Competition sadly exposes failure. But it also steers everyone to the most fitting role for them. I competed and failed at being a baseball player, soccer player and tennis player before I finally found a useful skill that I could master well enough to derive a living from it. (Polka dancing.) 

If we didn’t allow competition to determine who gets the plums in life, and simply randomly assigned everyone a place in society, Steph Curry might be a guy who makes sandwiches at Pret a Manger, and Mark Zuckerberg might be driving your Uber. 

The distribution of ability may be unfair, but competition is merely how we learn the truth about those abilities. We manage to live pretty comfortably with the result, which is everyone doing what the market will best reward them for doing. 

The New York City Department of Education hates competition for two reasons: One, the teacher mafia is a gang of ultra-woke progressives who bemoan the visible inequality that results from the invisible inequality that is the distribution of intelligence and skill. Two: competition exposes how bad the schools are at their jobs. This year especially, the teachers are terrified of any mechanism that might quantify just how badly they flunked in the last year and a half. 

Solution: do away with honor rolls and other competition-based stamps of excellence.

Madison’s k-12 enrollment ethnic label commentary

The Madison School District is considering whether to remove the word “Karen” from a section of its online student enrollment form where parents can identify their children’s ethnicity, apparently after some expressed concerns about its modern-day connotations.

But if it does, the district wouldn’t be able to collect information on more than 30 other ancestral groups, including Somali, Ecuadorian, Menominee and Nigerian.

“Karen” in the parlance of current American race relations has come to mean a demanding white woman blind to her own privilege and racism.

Think the woman who called police on a Black birdwatcher in New York City’s Central Park last year after he asked her to put her dog on a leash.

“Karen,” though, also refers to “a number of ethnic groupswith Tibetan-Central Asian origins” who speak 12 related but distinct languages, according to the London-based human rights group Minority Rights Group International. The group estimates there are some 4 million Karen (pronounced “kuh-REN”), mostly in Myanmar. An estimated 215,000 live in the U.S.

The word appears on an online district enrollment page that asks parents to check a box for their student’s ethnicity. Check the “Asian” box and a drop-down menu appears with boxes for “Chinese,” “Filipino,” Karen” and five other Asian groups, along with “unknown,” “other” and “decline to indicate.”

In too many of our nation’s classrooms, children are being taught that everything should be seen through the lens of race—a divisive and damaging worldview that negates the value of the individual. Instead of reading our country’s founding documents, students are being told that America was founded on fundamentally hateful and intolerant ideas. And they’re learning that the American Dream isn’t really for everyone.

To make matters worse, most parents are unaware that these are the kinds of lessons their kids are learning. While it’s easy for parents to go online to access schools’ financial data, student performance scores, graduation and dropout rates, enrollment processes, and more, there’s one area that remains shockingly opaque: the educational content kids are learning in America’s classrooms.

For parents, it’s just about impossible to know what lessons await their children when they go to school. Enrollment has dropped by about 75 students at a prominent Madison Catholic church’s school amid questions about the new principal’s connections to a controversial Cross Plains priest and whether the school would require masks to guard against a resurgent COVID-19 pandemic.

The dust-up is the latest source of tension in Dane County’s Catholic community, where more liberal-leaning rank-and-file Catholics have at times been at odds with a more conservative Diocese of Madison leadership, most notably former Bishop Robert Morlino, who died in 2018.

St. Maria Goretti parish on Madison’s Southwest Side has seen its membership slip by more than 200 people to about 6,700 since the Rev. The COVID-19 pandemic has highlighted controversies and unknowns about how respiratory pathogens spread between hosts. Traditionally, it was thought that respiratory pathogens spread between people through large droplets produced in coughs and through contact with contaminated surfaces (fomites). However, several respiratory pathogens are known to spread through small respiratory aerosols, which can float and travel in air flows, infecting people who inhale them at short and long distances from the infected person. Wang et al.review recent advances in understanding airborne transmission gained from studying the spread of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) infections and other respiratory pathogens. The authors suggest that airborne transmission may be the dominant form of transmission for several respiratory pathogens, including SARS-CoV-2, and that further understanding of the mechanisms underlying infection from the airborne route will better inform mitigation measures.

Do school expenditures determine student performance? Are our educational gaps resource gaps? I would have thought that I could confidently answer with a no and not be challenged, at this point. People have regressed spending by countries, states, and districts on outcome metrics for a long time, and they pretty much universally show that there is no relationship between spending and success as defined in traditional terms. Neither countries that spend more nor states that spend more consistently outperform their stingier counterparts. We haven’t been able to make real causal statements, but in education we almost never can, nor is it easy to do so at the scales we’re talking about here. Perhaps the most commonly-cited review comes from the Hoover Institution’s Eric Hanushek1, who is a zealous advocate of teacher quality measures (and their nastier consequences) and who since the 1980s has been a loud voice saying that we can’t spend our way out of our problems. In the intervening decades this view has become the conventional wisdom. But lately, there’s been a growing sense that it’s wrong.

I doubt that anyone would object to the claim that the United States has been trying to spend its way out of educational inequality for decades. Though you sometimes hear, absurdly, that we are “defunding” education, we are spending as much as we ever have, in inflation-adjusted dollars, and that is significantly more than we spent for the great bulk of the history of public education. And this funding increase has been steered in dominant majorities towards “need,” which means poorer schools and disproportionately higher-minority schools2. It’s typical for left-leaning people to lament that poor districts are broadly underfunded relative to others, but it’s hard to justify this belief. Part of the perception problem is that people are operating in a local-spending dominant mindset, when that reality doesn’t really exist anymore.

The University of Wisconsin has apparently done Black people a favor. It lifted away a rock.



John McWhorter:

And a crude performance at that. The students essentially demanded that an irrational, prescientific kind of fear — that a person can be meaningfully injured by the dead — be accepted as insight. They imply that the rock’s denotation of racism is akin to a Confederate statue’s denotation of the same, neglecting the glaringly obvious matter of degree here — as in, imagine pulling down a statue upon finding that the person memorialized had uttered a single racist thing once in his or her life.

We are to pretend these students are engaged in something called critique. Interesting, though, that the root of that word, “krei,” originally referred to making distinctions, as did the root of the word science as in knowledge. These students are implying instead that on race matters, the advanced way is to resist distinguishing.

The philosopher George Santayana analyzed criticism as “dividing the immortal from the mortal part of the soul,” as in isolating for posterity that which is true, essential. These students’ critique suggests, among other things, that something that hurts you makes you weaker. Is that really what we want to classify as truth — essence? How can the same people who would lustily insist that Black people are strong get behind having a rock removed from their sight because of something some boob wrote about it some 100 years ago?

The true fault here lies with the school’s administration, whose deer tails popped up as they bolted into the forest, out of a fear of going against the commandments of what we today call antiracism, which apparently includes treating Black people as simpletons and thinking of it as reckoning.

Rather than address racial disparities the governor’s appointees are lowering educational standards for all children. Most nations, including developing ones like Zimbabwe, require students to have three or more years of algebra, and require students seeking science and technology careers to have five. But the governor’s appointees on the State Board of Education’s Instructional Quality Commission recently recommended that public school students should take the same math classes in middle school through their sophomore year of high school instead of allowing high-achieving students to take advanced or even traditional math courses starting in the sixth grade.

People rightly worry about the cost, but there is plenty of money. California has the highest income tax, highest gasoline tax, and highest sales tax in the United States. It spends significantly more than other states on homelessness and mental illness. We have a $80 billion budget surplus. And yet we have the worst outcomes.

Hamilton Superintendent Paul Mielke believes his district is following CDC recommendations.

“It still came across as a ‘recommend’ and we are strongly recommending [masks,]” Mielke says. “So we’re actually matching their language. If they would have said schools should mandate, we would have looked at that.”

Still, Mielke says the masking decision was one of the hardest he’s had to make. He usually favors local control. But this situation puts him in an awkward position.

“People feel very strongly both ways on this, so I think no matter what decision we would have made, we would have had some families looking at other options, educationally,” Mielke says. “That’s why we tried to come up with an in-between.”

The compromise he came up with was to put a “trigger” in place to require masks if community case numbers reach a certain level. As the more contagious delta variant circulates, the Hamilton district and most other school districts already have a high amount of COVID transmissionwithin their boundaries.

An analysis by N.W.E.A., a nonprofit that provides academic assessments, for example, found that Latino third graders scored 17 percentile points lower in math in the spring of 2021, compared to the typical achievements of Latino third graders in the spring of 2019. The decline was 15 percentile points for Black students and 14 percentile points for Native American students, compared with similar students in the past. As Sarah Mervosh of The New York Times describes the situation, the pandemic amplified disadvantages rooted in racial and socioeconomic inequality, transforming an educational gap into a gulf.

A sobering report by the consulting firm McKinsey sounds a similar alarm. Among other things, it notes that the pandemic has widened existing opportunity and achievement gaps and made high schoolers more likely to drop out. As the authors say: “The fallout from the pandemic threatens to depress this generation’s prospects and constrict their opportunities far into adulthood. The ripple effects may undermine their chances of attending college and ultimately finding a fulfilling job that enables them to support a family.” Unless steps are taken to fill the pandemic learning gap, the authors say, these people will earn less over their lifetimes. The impact on the U.S. economy could range from $128 billion to $188 billion every year as the cohort enters the work force.

Fear of COVID-19 in Kids Is Getting Ahead of the Data

A recent peer-reviewed study in Britain of nearly 260,000 children (1,700 of whom showed symptoms) reminds us that for most kids, a coronavirus infection will manifest as the common cold—if anything. Also reassuring is that only 4.4 percent of children diagnosed with COVID-19 in this study had symptoms after 28 days (and 1.8 percent after 56 days). Probably not surprising to any parent, about 1 percent of kids in this study who had upper-respiratory symptoms and tested negative for COVID-19 also had lingering symptoms at 56 days—a reminder that COVID-19 is only one potential cause for a child’s malaise.

Abundant evidence indicates that coronavirus transmissions rates in schools are roughly equal to or less than those of the surrounding community. In other words, educational settings are not inherently dangerous for younger children. This should reassure parents and policy makers who are nervous about sending them back to the classroom.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

The Science of Masking Kids at School Remains Uncertain

Many of America’s peer nations around the world — including the U.K., Ireland, all of Scandinavia, France, the Netherlands, Switzerland, and Italy — have exempted kids, with varying age cutoffs, from wearing masks in classrooms. Conspicuously, there’s no evidence of more outbreaks in schools in those countries relative to schools in the U.S., where the solid majority of kids wore masks for an entire academic year and will continue to do so for the foreseeable future. These countries, along with the World Health Organization, whose child-masking guidance differs substantially from the CDC’s recommendations, have explicitly recognized that the decision to mask students carries with it potential academic and social harms for children and may lack a clear benefit. To date, the highly transmissible Delta variant has not led them to change this calculus. (Many experts I spoke with told me that while the Delta variant represents a major and concerning new development in the Covid pandemic, it probably shouldn’t change our thinking on a mask requirement for schools.)

Here in the United States, the message looks different. On July 9, a little more than a month after the study was published, the CDC released updated guidance for schools, including the recommendation that masks should be worn indoors by all individuals (age 2 and older) who are not fully vaccinated. Ten days later, the American Academy of Pediatrics took the guidance a step further and said that everyone in school over age 2 should wear masks, regardless of vaccination status. (The CDC later matched the AAP’s guidance.)

With 18 states enacting seven new educational choice programs and expanding 21 existing ones, 2021 has rightly been declared a “breakthrough year” for school choice. In the wake of all this progress, the one question we at EdChoice are most frequently asked is: how many students are newly eligible to receive a voucher, tax-credit scholarship, or K–12 education savings account?

Estimating Student Eligibility in Educational Choice Programs

Estimating the number and percentage of students eligible for a given educational choice program may seem straightforward, but it’s not so simple. For example, when a state makes multiple categories of students eligible (e.g., low-income, foster care, or special needs), even if it were easy to calculate the number of students in each category, it’s impossible to precisely determine the number of students who are in multiple categories. Without accounting for the overlap, adding up the number of students eligible for each category would produce an overcount.

Moreover, just because a child is eligible for a scholarship does not mean she is guaranteed access to a scholarship. That’s why it’s important to look at the maximum participation, or the number of scholarships that are actually funded. For example, the state of East Freedonia might have a universal school voucher program for which every one of its 2 million K–12 students is eligible, but if the program is capped at 50,000 vouchers, then its level of maximum participation is only 2.5 percent.

Another complicating factor is that that the limitations on participation are not always set in terms of number of scholarships. This is particularly the case with tax-credit scholarship programs, which often have a total credit cap (which may or may not be reached) and give scholarship-granting organizations discretion in terms of scholarship size. Under a given total credit cap, a larger average scholarship size will translate into fewer scholarships granted overall.

Given all of the above complications, we must make reasonable assumptions to produce realistic estimates. When calculating income eligibility, we will assume that the distribution of students is even across the distribution of families. (In reality, lower-income families are more likely to have more children than higher-income families, so this assumption will produce a conservative estimate.) For new tax-credit scholarship programs, we will assume that the total credit cap is reached and that the average scholarship size is equal to the maximum amount allowed. For new programs, we will also assume that scholarship-granting organizations will use the maximum allowed administrative expenses, but we will not factor this in for expanded programs. Finally, we will assume that the most recent quantity of scholarships actually issued was the previous maximum level of participation in order to calculate the new level of maximum participation.

The “noble government lies of COVID 19”

Later in 2020, Fauci participated in a second noble lie. In December, he explained in a phone interview with then–New York Times reporter Donald McNeil that he had been moving the target estimate for herd immunity based in part on emerging studies. But he also said:

When polls said only about half of all Americans would take a vaccine, I was saying herd immunity would take 70 to 75 percent. Then, when newer surveys said 60 percent or more would take it, I thought, “I can nudge this up a bit,” so I went to 80, 85.

In his own words, he “nudged” his target range for herd immunity to promote vaccine uptake. Even though his comments were made to influence public actions to get more people vaccinated (a noble effort), the central dilemma remains: Do we want public health officials to report facts and uncertainties transparently? Or do we want them to shape information, via nudges, to influence the public to take specific actions? The former fosters an open and honest dialogue with the public to facilitate democratic policymaking. The second subverts the very idea of a democracy and implies that those who set the rules or shape the media narrative are justified in depriving the public of information that they may consider or value differently.

A Poll on Milwaukee School Choice

new poll of likely Democratic Primary voters in Milwaukee County provides an interesting window into the divides over school choice and the Democratic coalition. The poll, commissioned by Milwaukee Works, a 501c4 organization with a focus on good governance in Milwaukee, asked respondents about a variety of issues, but school choice and charter schools – and the demographic breakdown in responses – provides a valuable view into the divides on education reform.

The majority of Democrat primary voters polled are opposed to the concepts of private school choice and charter schools. Just 37% support the concept of vouchers, while 35% support charter schools. 54% of white Milwaukee Democrats polled stated their opposition to public charter schools; and for school voucher programs the opposition was an overwhelming 62%. But 52% of African American respondents support school voucher programs, compared to a mere 30% who oppose (18% were “not sure”). And public charter school support captured a plurality of 44%, compared to 31% who again oppose (25% this time were “not sure”).

Mission vs Organization: “Even school board members weren’t allowed to read it”

The Madison school district has repeatedly refused to release a report detailing its own investigation into whether district policies were followed during a field trip to Minneapolis in December 2019, when hidden cameras were found in the hotel bathrooms of students. Those events would lead a month later to the arrest of East High educator and trip chaperone David Kruchten. But the district, without explanation, recently released the full report of its internal investigation to Isthmus as part of an open records request related to another hidden camera incident at East

In spring 2020, the district paid private attorney Malina Piontek roughly $8,000 to conduct the independent administrative review of how the district responded to events during the field trip to Minnesota. Isthmus reported in March 2021 that the district cited “attorney-client privilege” in keeping the full report secret — a move that angered parents and open government advocates. Even school board members weren’t allowed to read it. Only a two-page summary was released publicly, finding “no failure on the part of district staff” to follow district policy. It also determined that statutory requirements for mandatory reporting of child abuse were met. 

Unlike the summary of the internal investigation, the full report states that mandatory reporting requirements on child abuse didn’t need to be met: “Based on the present facts, there was no sexual abuse or exploitation warranting” district employees to follow mandatory reporting laws, it says. The full report also notes that “due to the trauma experienced by the EHS students, a determination was made not to interview students for this review.” 

Isthmus asked the district why it released the full report now after months of refusing requests from parents, the media, and school board members. We also asked who made the decision not to interview affected students or their parents and whether district officials agreed with Piontek’s claim that mandatory reporting laws didn’t need to be followed because hidden cameras found in the hotel bathrooms of students doesn’t fit the legal definition of child abuse. 

District spokesperson Tim LeMonds has refused to answer these questions and has uncharacteristically not responded to several requests for comment.

No person of color is well-served by removing the need to compete (“the tyranny of low expectations”)

My problems with the letter are legion, particularly as an African American man myself. The one that stands out for me is that this does absolutely nothing to advance the causes of people of color. In fact, it would diminish the credibility of any movement on top of creating resentment and division by making such a preposterous demand. And threatening people into compliance is a low-percentage shot at gaining unity.

No person of color is well-served by removing the need to compete, strive, and continually improve oneself to achieve. A better time would be spent improving their math skills. Moreover, telling Black people that the only way to score a touchdown is to have the referees remove the other players from the field is not only insulting but conditions everyone to see blacks and other people of color as intellectually and academically subpar.

The great Black abolitionist, Fredrick Douglass, once famously wrote that if the Black man cannot stand on his own two feet, then let him fall. The point is well-taken for people of any race, color, or creed. Much better to fail on one’s own as a grownup than to be fed, groomed, excused, and lavished with affection like someone else’s pet.

The irony of this relentless push for equity is how dehumanizing it really is. Nothing in a person’s life experience matters except the color of their skin or where their parents were from. History—a factor over which we have no control—determines whether someone is oppressed or is an oppressor and how they deserve to be treated by society in perpetuity. It no longer matters how hard a person has worked, how they treat other people, or what choices they have made in life. The whole of a person is being reduced to a couple of boxes to check on a form. It is a tortured form of reasoning to conclude that this is progress toward a more humane society.

K-12 Tax & Spending Climate: So, Why Didn’t the 2009 Recovery Act Improve the Nation’s Highways and Bridges?



Bill Dupor:

Although the American Recovery and Reinvestment Act of 2009 (the Recovery Act) provided nearly $28 billion to state governments for improving U.S. highways, the highway system saw no significant improvement. For example, relative to the years before the act, the number of structurally deficient or functionally obsolete bridges was nearly unchanged, the number of workers on highway and bridge construction did not significantly increase, and the annual value of construction put in place for public highways barely budged. The author shows that as states spent Recovery Act highway grants, many simultaneously slashed their own contributions to highway infrastructure, freeing up state dollars for other uses. Next, using a cross-sectional analysis of state highway spending, the author shows that a state?s receipt of Recovery Act highway dollars had no statistically significant causal impact on that state?s total highway spending. Thus, the amount of actual highway infrastructure investment following the act?s passage was likely very similar to that under a no-stimulus counterfactual.

Madison has recently received more than $70M in new, redistributed federal taxpayer and borrowed funds, in addition to ongoing state and local taxpayer funding growth.

A new law allows students to graduate from high school without the ability to read, write, or do math.

Despite these numbers, some on the left have decided that the answer is not to insist that schools use the $190 billion in emergency federal COVID school aid to help students catch up and even excel, but to launch a nihilistic crusade in service to a warped mantra of “equity.” This is the same notion of equity that has spurred California’s move to eliminate advanced math instruction and Oregon’s Department of Education urging that teachers learn to abandon “racist” math practices like asking to students “show their work” or worry about “getting the ‘right answer.’” 

What’s going on? To be blunt, too many grownups on the American left have thrown in the towel. Many of the same Democratic leaders who, just a few years ago, were cheering Common Core and Obama’s Race to the Top, now nod along as the woke fringe and “diversity, equity, and inclusion” officialdom insist that schools frequently serve as little more than engines of systemic racism. This line of argument turns out to be surprisingly convenient for Democratic officials, as it permits them to placate the woke base, back away from the kinds of demands that offend their teacher union allies, and suggest that the disappointments of grandiose school reform were a product not of their missteps or excessive faith in bureaucracies but of the public’s own moral failings. 

While it may help Democrats finesse a political squeeze, this tack marks a troubling break with the recent past, when right and left agreed about the perils of the “soft bigotry of low expectations.” While the sweeping, bipartisan No Child Left Behind Act (NCLB) born of that consensus proved to be a mess as a statute—undone by unrealistic dictates and its cavalier expansion of the federal footprint—it represented a powerful, shared conviction that America’s schools must strive to educate every child; that every student should (at least!) learn how to proficiently read, write, and do math; and that we must reject those who would set different expectations for students based on their color creed—whether those are fueled by bigotry or misplaced benevolence.

The past year and a half has laid bare the tremendous challenges teachers face and the essential role they play in supporting students. As the pandemic abates and we reckon with the damage it wrought, we must acknowledge that recovery places unprecedented demands on our education system and its teachers.

Bringing in new teachers who are up to the task requires an understanding of the points along the pathway when we are most likely to lose teaching talent, especially those points at which aspiring teachers of color are lost to the profession.

Smith’s comments above are bang on the mark. Too many American parents, having taken the time and effort to move into a “good” school district, or after making sure that their child got into the “good” school or “good” program, felt that their work was done. How very, very wrong they were, and it took a pandemic to show them that. When your child is being told not to ask you or tell you about what is happening in their classroom, something has gone horribly wrong.

84% Growth in Wisconsin Virtual School Enrollment

According to Wisconsin’s Policy Forum, virtual charter enrollment rose 84% in 2020-21. Here in Eau Claire that trend holds true. 

Last year, while offering virtual school in addition to the district’s online COVID-19 cohort, the Eau Claire Virtual School had 40 students enrolled in grades four through 12.

This year, now offering K-12, that number has jumped to over 120, and since ECASD is not offering an online cohort for COVID-19 this school year, enrollments could still climb.

“I think this last year has really shown families that there are different learning models and different options. Virtual learning is not for every child, nor every family. And so, in order to be successful, there have to be those supports in place, that learning coach, the ability of the student to be a little more independent. But for the right student, this is a great, a great option for them,” said Laura Schlichting, principal of Eau Claire Virtual School.

Commentary on the ACLU and K-12 Curricular Transparency

These things — not “talking about race” or teaching American history in full — are why Americans object to CRT. Proposals to limit curriculum or teaching derived from CRT differ and are of varying merit, but the best of them seek to prohibit schools from advocating for or requiring students to assent to a list of specific propositions, such as claims that individuals by virtue of their race or sex are inherently racist or bear responsibility for actions others committed in the past.

Growing Resistance to CRT

The ACLU letter, hinting at litigation against efforts to reign in the ACLU, is a reaction to both state legislature efforts and a growing rebellion among parents. Wisconsin families aren’t being fooled.

For example, parents in the Mequon-Thiensville school district, one of the highest-performing in the state, have begun an effort to recall the school board. Parent groups are springing up across the state.

One of the main organizers of the Mequon-Thiensville effort, an Hispanic-American mother named Scarlett Johnson, complainsthat “school districts are not forthright about philosophies like Critical Race Theory being taught in the classroom.”

Baltimore High School Students Perform Math & Reading at Grade School Level

“My son is really in desperate need of tutoring in math,” Gray told Project Baltimore. “And, how did my son pass if he didn’t know none of this math?”

Now, Project Baltimore has obtained student assessment scores from just one class, in one high school, that show how widespread the problem appears to be.

iReady is a system schools use to measure at which grade level a student is performing. In Baltimore City Schools, iReady assessments are given in math and reading, three times a year, to measure a student’s progress. The scores we obtained show some students are performing 10 grade levels below their age.

How can parents defend their right to know what is being taught in schools?  

Help is on the way.

Working with Wisconsin legislators, WILL has developed a Classroom Transparency Act. If adopted, this law will require school districts to post instruction materials online for parents and taxpayers. This requirement would go beyond the “official curricula” and require all teaching materials to be posted online.

URGENT: The Classroom Transparency Act will be considered at a public hearing on Wednesday, August 11 at 10am, Wisconsin State Capitol 412 East. Let your voice be heard!

Going further, WILL as created a Parental Rights Notification Form. The goal of this form is to seek transparency from individual teachers. Parents can ask a teacher when divisive concepts are being taught and for information about alternative lessons. The goal of this form is not to object to CRT or CRT-inspired lessons, but simply to learn what is being taught in the classroom. It’s your right to know!

Gov. Kate Brown signed a law to allow Oregon students to graduate without proving they can write or do math. She doesn’t want to talk about it.

For the next five years, an Oregon high school diploma will be no guarantee that the student who earned it can read, write or do math at a high school level.

Gov. Kate Brown had demurred earlier this summer regarding whether she supported the plan passed by the Legislature to drop the requirement that students demonstrate they have achieved those essential skills. But on July 14, the governor signed Senate Bill 744 into law.

Through a spokesperson, the governor declined again Friday to comment on the law and why she supported suspending the proficiency requirements.

Brown’s decision was not public until recently, because her office did not hold a signing ceremony or issue a press release and the fact that the governor signed the bill was not entered into the legislative database until July 29, a departure from the normal practice of updating the public database the same day a bill is signed.

The Oregonian/OregonLive asked the governor’s office when Brown’s staff notified the Legislature that she had signed the bill. Charles Boyle, the governor’s deputy communications director, said the governor’s staff notified legislative staff the same day the governor signed the bill.

Amidst ongoing Madison taxpayer Supported K-12 spending growth, 59% Believe Increased Government Spending Leads to Inflation



Rasmussen:

Fifty-nine percent (59%) of voters nationwide believe increased government spending leads to inflation. A Scott Rasmussen survey found that only 14% disagree and 27% are not sure.

Seventy-eight percent (78%) of Republicans see a connection between spending and inflation. Democrats, by a 45% to 21% margin, tend to agree. Among Independent voters, 45% believe more government spending leads to inflation while 11% do not.

These numbers help explain why just 22% of voters want Congress and the President to increase federal spending next year. Thirty-nine percent (39%) want spending to be cut and 21% would like it to remain about the same. That finding reflects a marked change from a year ago when just 14% of voters wanted the government to stop spending more money.

Wisconsin Homeschool enrollment increased by 47% in the 2020-21 school year



Wisconsin Policy Forum:

Yet some schooling options did see sizable enrollment increases during the pandemic, DPI data show. Homeschool enrollment increased by 47% in the 2020-21 school year, following several previous years of much more modest increases (see Figure 2).

This enrollment increase was the largest since at least 1984, the earliest year for which data are available, and likely the largest single-year increase ever. While homeschool students still account for a small share of all students in Wisconsin, that share increased from about 2.2% in the 2019-20 school year to about 3.25 % in 2020-21.

Wisconsin charter schools also saw enrollment rise nearly 14% in the 2020-21 school year, after years of remaining roughly flat. This trend appears to have been driven by an explosion of enrollment at virtual charters – not surprising given the widespread shift to remote instruction. Virtual charter enrollment shot up 84% in 2020-21, from 8,696 to 16,020.

These trends appear to have mirrored in large part what took place across the country, according to new data from the National Center for Education Statistics (NCES).

Madison taxpayers pay more as school district enrollment drops 3.7% (despite > $70m in new redistributed federal taxpayer funds)

The state’s $0 increase in each district’s per-pupil spending limit coupled with the district’s unprecedented 3.7% drop in enrollment during the 2020-21 school year could have a long-term negative effect on Madison’s budget, MacPherson said.

A district’s enrollment affects how much money it receives in state aid. Madison could have lost more state funding for next year because of declining enrollment — about 1,000 students, or 3.7% of its student population last year — but it is benefiting from two stopgap exemptions that limit how much aid a district can lose each year.

The district anticipated the first stopgap exemption being only a one-year fix in the 2021-22 budget and going away next year, as well as an anticipated continued decline in enrollment but, “what we didn’t expect was $0 per pupil surviving in the state budget,” MacPherson said in his report.

The Madison School District is set to receive $70.6 million over the course of three ESSER payment installments. The district’s first installment, ESSER I, was approximately $9.2 million and had already been exhausted by the end of the 2020-21 school year. District planning for the use of funds from ESSER II and III had been put on hold as finance officials awaited the outcome of the state budget battle.

The article fails to include total taxpayer spending, (> $20k per student) much less annual growth, in light of declining enrollment.

I expect that news cycle will continue because Solas was just sued by the Rhode Island branches of the largest teachers union in the country, the National Education Association, trying to prevent South Kingstown from providing Solas with information she has requsted, including communcations involving the union or its members.

You can read the full Complaint with exhibits(pdf.), filed in Rhode Island Superior Court, at the bottom of this post. Legal Insurrection is the first to report on the lawsuit.

We will add additional analysis and commentary to this post. My initial take is that this smells collusive. South Kingstown doesn’t want to produce records and the union is helping them out. The lawsuit purports to prevent disclosure of “private” information, but the public records laws and Solas’ requests pursuant to those laws only require the district to produce public records. The district has been very aggressive in asserting exemptions and redacting documents, so the union’s concern and rush to court seems peculiar, at best.

This “head in the sand” approach is highly imperfect. Still, it is preferable to panicking and closing the schools every year.

It is difficult to calculate how many children have died of Covid, but perhaps the best estimate comes from England, where it caused 25 deaths of people younger than 18 in the year ended in March. The final tally is certainly higher in the more populous U.S., but as of July seven states still were reporting zero Covid deaths among children. This recent estimate suggests 358 deaths, though it is based on only 43 states.

Yes, it is worth considering whether school reopenings will lead to unacceptably high levels of Covid in the non-school population. It is also worth pointing out that Covid is spreading very rapidly in states with low vaccination rates — without the schools playing a role. In any case, it does not justify focusing solely on the safety of children in discussions of school reopening.

Economists have long studied the tendency of people to assign more value to a “known life” than to a “statistical life.” When a baby is trapped down a well, for example, many millions of dollars will be spent trying to save her. Her photo will appear on the evening news and on social media. Yet when it comes to saving lives in the aggregate, such as by installing more and better smoke detectors, there is only modest interest.

However, the left is still working to say otherwise, so two prevalent myths deserve to be dispelled. The passage of Act 10 and “right-to-work” legislation — which gave employees in Wisconsin the same freedom to choose whether to be in the union as is enjoyed in 26 other states — did not increase income inequality or harm education in Wisconsin. In fact, close to the opposite is true.

Let’s consider income inequality first by looking at a common measure of the gap between the rich and the poor — the Gini coefficient. It attempts to represent, with a single number, the difference between the poorest and wealthiest individuals in a particular area. State-level Gini coefficient data collected by a Sam Houston State Economics professor shows that Wisconsin’s hasn’t changed much in terms of income inequality before or after Act 10. Indeed, the state has remained more equal than the average across the United States. In other words, the claim that labor union reforms have increased inequality is patently absurd based on the data.

Contrary to popular understanding, Act 10 did not restrict the rights of unions to advocate for their members. It did, however, restrict their ability to insist upon collective bargaining — a system in which the government is obliged to negotiate with its employees. While this may sound innocuous, in practice it allows unions to influence government decision-making in a way that citizens with competing interests — say, taxpayers — may not. Under collective bargaining, public employee unions exercise outsized power on public decision making. For example, while parents across the country became more interested in opening schools following the growing consensus that it was safe to do so, teacher unions fought to prevent it. Research from our organization and others found that COVID-19 played little role in school reopening decisions — what mattered was whether there was a strong union in the area.

Commentary on Government K-12 mask requirements

“Simply put, these are not your children,” the letter states. “They are ours and they too, are Americans with rights. They are our responsibility and our most beloved. They are not yours.”

A media contact for the group connected the Cap Times with a member of the Dane County chapter via email. After a reporter sent questions to the parent regarding the statement, the Cap Times instead received an email from Kettle Moraine School District parent Amy Richards, who is a supporter of one of the groups that signed the letter.

“We will not be ‘proving’ why we can or will be rejecting further mask mandates for our children or explaining why we will not comply with restrictions on their movement in any more detail than we would feel the need to validate why we woke up in the middle of the night to a crying child and gave them Children’s Tylenol for an earache,” Richards wrote. “Parents across the state have explained consistently over the last year why they oppose mask mandates for children.”

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

Mission vs Organization: Milwaukee’s taxpayer supported K-12 Schools vs successful charters

So why does the education system — especially Milwaukee Public Schools — treat them the way it does? Each of these schools has a long and discouraging history of getting hassled (or worse) by the system.

You want to know what’s wrong with Milwaukee’s overall response to its education crisis? Start with looking at the situation of these schools. Start with what happened — and didn’t happen — at the Milwaukee School Board meeting Thursday night.

Since it opened in 2016 serving sixth graders in a building owned by MPS at 4950 N. 24th St., Excellence has lived up to its name. One year, it had the highest score on Wisconsin’s school report cards of any school in Milwaukee and one of the highest scores in the state. It has grown a grade a year and this year expects to serve 650 students in sixth through 11th grade.

And then the item was deleted from the board agenda on Wednesday.

Why? Thomas said he has not been told. A likely explanation is that the union objected to the “co-location” of having two schools share the same building. It has objected strongly to co-locations involving the Carmen charter schools in the past. The union is staunchly opposed to charter schools, whose teachers are not unionized.

K-12 Health Governance: We failed to find that countries or U.S. states that implemented SIP policies earlier, and in which SIP policies had longer to operate, had lower excess deaths than countries/U.S. states that were slower to implement SIP policies.

As a way of slowing COVID-19 transmission, many countries and U.S. states implemented shelter-in-place (SIP) policies. However, the effects of SIP policies on public health are a priori ambiguous as they might have unintended adverse effects on health. The effect of SIP policies on COVID-19 transmission and physical mobility is mixed. To understand the net effects of SIP policies, we measure the change in excess deaths following the implementation of SIP policies in 43 countries and all U.S. states. We use an event study framework to quantify changes in the number of excess deaths after the implementation of a SIP policy. We find that following the implementation of SIP policies, excess mortality increases. The increase in excess mortality is statistically significant in the immediate weeks following SIP implementation for the international comparison only and occurs despite the fact that there was a decline in the number of excess deaths prior to the implementation of the policy. At the U.S. state-level, excess mortality increases in the immediate weeks following SIP introduction and then trends below zero following 20 weeks of SIP implementation. We failed to find that countries or U.S. states that implemented SIP policies earlier, and in which SIP policies had longer to operate, had lower excess deaths than countries/U.S. states that were slower to implement SIP policies. We also failed to observe differences in excess death trends before and after the implementation of SIP policies based on pre-SIP COVID-19 death rates.

House Democrats call for cutting federal funding for charter schools

A small provision tucked into a massive federal budget proposal put forth by the House Appropriations Committee would cut money for charter schools by $40 million and could potentially limit many charter schools from receiving federal funds altogether. 

The National Alliance for Public Charters Schools is calling the cut “particularly egregious” and said that the move would impact a majority of 3.3 million charter school students, who are overwhelmingly children of color and from low-income families. 

Charter schools, which are publicly funded but usually run independently from local school districts, had the support of the Bush, Obama and Trump administrations. But some Democrats have targeted charter schools in recent years, arguing that they take away money from other public school students. On the campaign trail last year, now-President Joe Biden, Vermont Sen. Bernie Sanders and Massachusetts Sen. Elizabeth Warren opposed federal funds going to “for-profit charter schools.”

Commentary on mask requirements in taxpayer supported K-12 schools



Elizabeth Beyer:

The DeForest, Middleton-Cross Plains, Monona Grove, Mount Horeb, Stoughton, Verona and Wisconsin Heights school districts have not yet made a decision regarding mask requirements in school buildings for the 2021-22 school year. Most of the Dane County districts that responded to requests for comment said they plan to finalize safety plans in August. Belleville administrator Nate Perry said the district will begin the school year with masks optional in classrooms but will follow Public Health Madison and Dane County guidelines should they change. The Waunakee Community School District will also make masking optional for students at the start of the year. District administration is exploring the possibility of providing mandatory masking in some classrooms for students under 12, spokesperson Anne Blackburn said.

Public Health Madison & Dane County, which had a mask mandate that applied to schools through June 2 this year, anticipates announcing its guidance next week, according to an email from PHMDC communications manager Sarah Mattes.

That leaves decisions to local school boards or district administrators. Local officials are in a position to hear complaints no matter what decision they make, as evidenced by the mixed feedback from parents at a recent Waunakee Community School Board meeting.

Julie Willems Van Dijk, deputy secretary of the Wisconsin Department of Health Services (DHS), said during an afternoon press conference that wearing masks is not a “black and white” issue of vaccination status, but depends on factors like disease spread in a given area. She acknowledged that in elementary school settings, where most students are not vaccine-eligible, it might be easier for everyone to wear a mask regardless of vaccination status.

“In terms of how schools will enforce this, as we’ve talked about throughout the pandemic, schools are led by local school boards and local superintendents and we encourage them to think about the most protective way to ensure the safety of their students,” Van Dijk said. “But those decisions are decisions that will be made at a local level.”

Would-be teachers fail licensing tests

Only 45 percent of would-be elementary teachers pass state licensing tests on the first try in states with strong testing systems concludes a new report by the National Council on Teacher Quality. Twenty-two percent of those who fail — 30 percent of test takers of color — never try again, reports Driven by Data: Using Licensure Tests to Build a Strong, Diverse Teacher Workforce.

Exam takers have the hardest time with tests of content knowledge, such as English language arts, mathematics, science and social studies.

Research shows that “teachers’ test performance predicts their classroom performance,” the report states.

NCTQ found huge variation in the first-time pass rates in different teacher education programs. In some cases, less-selective, more-diverse programs  outperformed programs with more advantaged students. Examples are Western Kentucky University, Texas A&M International and Western Connecticut State University.

California, which refused to provide data for the NCTQ study, will allow teacher candidates to skip basic skills and subject-matter tests, if they pass relevant college classes with a B or better, reports Diana Lambert for EdSource.

The California Basic Skills Test (CBEST) measures reading, writing and math skills normally learned in middle school or early in high school. The California Subject Matter Exams for Teachers (CSET) tests proficiency in the subject the prospective teacher will teach, Lambert writes.

Curiously, the Wisconsin State Journal backed Jill Underly for state education superintendent, despite her interest in killing our one teacher content knowledge exam: Foundations of Reading. Wisconsin students now trail Mississippi, a stare that spends less and has fewer teachers per pupil.

Small California school districts will refuse to follow mask mandate

Some school officials are flouting the updated state rules, saying students will be allowed to return to the classroom with or without a mask.

California’s smallest school districts say they will refuse to send kids home for not wearing a mask despite a new state mandate. 

Superintendents in these tight-knit and typically more conservative communities want the state to let local districts make their own decisions, considering the success some of them have had with reopening their campuses last year without triggering COVID-19 outbreaks.

“These districts were in class all year, and they just don’t believe masks are needed to teach children,” said Tim Taylor, executive director of the Small School Districts Association, which represents hundreds of districts with fewer than 5,000 students.

On Monday afternoon, the California Department of Public Health went back and forth on updates to its masking rule. Health officials first said students who refuse to wear masks without a valid medical excuse won’t be allowed on campuses. Four hours later, the agency revised the guidelines to say local districts will be responsible for enforcing the mask mandate.

East was largely shut down to in-person learning during Kearney’s tenure as principal. Madison high schools were the last in Dane County to welcome back students amid the COVID-19 pandemic when they began reopening to two half-days per student in late April.

Kearney dealt with most of the fallout from two high-profile incidents involving school staff. Business teacher David Kruchten resigned in February 2020 after he was indicted for placing hidden cameras in students’ hotel rooms during class trips. He is expected to plead guilty to a federal charge of attempting to produce child pornography.

A hidden camera was also found in January in a coach’s office at the high school, placed there to catch a custodian suspected of sleeping on the job. An independent investigation recommended staff involved in the incident be fired. District spokesperson Tim LeMonds said Tuesday that “staff who were identified to be directly involved in approving the installation of cameras were either already retired, or have since retired.”

Proposed change to Wisconsin K-12 Taxpayer Funding Priority: Students vs System



Wisconsin Institute for Law & Liberty:

The Problem: Current school funding is a complex combination of state, local and federal aid. Funding in districts is largely based on antiquated revenue limits that have cemented in place funding gaps for 25 years. Students are worth more, or less, depending on where they happen to live, or whether they attend a choice or charter school. Even worse, the current funding system utilizes a three-year rolling average of enrollment that allows districts to receive funding for students they no longer educate. This current model is a barrier to reform.

Weighted Student Funding: Wisconsin can fund students, not just buildings and systems. A system of weighted student funding would provide the same level of funding for each student regardless of school sector, or home district. Students would receive extra revenue based on characteristics like poverty, disabilities, and English language learners, but otherwise would be valued the same.

The advantage of this system would be to create a dynamic student-centered funding system that allows for the expansion of new and innovate education models. We can get more money flowing into the classroom and not get bogged down in administrative costs. Finally, weighted student funding would unshackle students and schools from an opaque and complex formula that relies too heavily on the property wealth or poverty of a given community.

Replace the Proposed New California Math Curriculum Framework



Independent Institute:

California is on the verge of politicizing K-12 math in a potentially disastrous way. Its proposed Mathematics Curriculum Framework is presented as a step toward social justice and racial equity, but its effect would be the opposite—to rob all Californians, especially the poorest and most vulnerable, who always suffer most when schools fail to teach their students. As textbooks and other teaching materials approved by the State would have to follow this framework and since teachers are expected to use it as a guide, its potential to steal a promising future from our children is enormous.

The proposed framework would, in effect, de-mathematize math. For all the rhetoric in this framework about equity, social justice, environmental care and culturally appropriate pedagogy, there is no realistic hope for a more fair, just, equal and well-stewarded society if our schools uproot long-proven, reliable and highly effective math methods and instead try to build a mathless Brave New World on a foundation of unsound ideology. A real champion of equity and justice would want all California’s children to learn actual math—as in arithmetic, algebra, geometry, trigonometry and calculus—not an endless river of new pedagogical fads that effectively distort and displace actual math. Rarely seen: School Board Accountability (!), San Francisco edition

Siva Raj often receives gifts of thanks when he’s at farmers’ markets collecting signatures to qualify a recall effort of three San Francisco school board members for the ballot. Coffee, doughnuts, cookies, strawberries. “Everything!” he said with a laugh.

But a new memo from a top Bay Area pollster outlining very grim unfavorable numbers for the three board members and strong support for recalling them, particularly among parents of kids in the city’s public schools, proved especially validating.

“It doesn’t surprise us,” Raj said. “On the streets that’s exactly what we’re seeing. Pretty much anyone who is remotely aware of the situation is eager to sign.”

Raj and Autumn Looijen, his partner, launched the recall effort of Commissioners Alison Collins, Gabriela López and Faauuga Moliga last spring after a dire year of distance learning and a number of sideshows at the board, including renaming 44 schools that weren’t open, and changing the way students are admitted to Lowell High which, like all public middle and high schools in the city, has remained shuttered to the vast majority of kids since March 2020.

The recall campaign has until Sept. 7 to turn over 51,325 valid signatures of San Francisco registered voters to the Department of Elections. So far, they’ve collected about 26,000 through weekend volunteers and are now fundraising to hire professional signature gatherers.

If students return to school like normal or close to it on Aug. 16, the anger may ease. But dropping enrollment numbers and a looming budget crisis for the school district could make the picture even worse.

Finding Children with Dyslexia in a Sea of Struggling Readers: The Struggles are Real

As a result, a push to transform reading instruction is underway in classrooms across the nation. A transformation motivated by an honest acknowledgment of reality – most children in the United States struggle to read. These struggles are not the exception reserved for the minority of kids with a disability – such as dyslexia. No, they are the status quo. And sadly, this has been the case for decades. Sure, we can quibble over tests used to make this claim. But at the end of the day, multiple data sources indicate that most students in the nation struggle to read words strung together into text passages and answer questions about what they read. This is a fundamental problem and one that is largely preventable. Yet, we have not found the collective will to prevent this calamity that breaks parents’ hearts, teachers’ backs and causes untold suffering for children.

To be clear, the reality facing parents as they painfully watch their children struggling to read has not gone unseen. Their pleas for help are palpable, and the desperation of parents in the U.S. has led to laws being passed across the nation in an attempt to help their children. As a result, almost every state in the U.S. now has some form of legislation specifically addressing the needs of students with dyslexia – a trend that alarmed me from the start. I am leery of such laws. However, I am not a skeptic who does not “believe” the overwhelming science indicating that a minority of students have extreme difficulties learning to read and spell. The science in this regard is vast and compelling.

Is America a racist country? Or the greatest nation on earth? Or both or neither or some of each?
For the sake of our children’s education (and for any number of other reasons), we need a more thoughtful and balanced starting point for the whole conversation—one that leaves space for nuance, mutual understanding, and hope for the future. Our union is not perfect, but it will become more so if its citizens understand, value, and engage productively with the constitutional democracy in which we all live.

Sadly, far too many young (and not-so-young) Americans have only the haziest grasp of the knowledge, skills, and dispositions that are essential to informed citizenship, in part because for decades now we have systematically failed to impart them to our children. Culpability for that failure goes far beyond our formal education system, to be sure, but a considerable portion of it does belong there: on our schools, our school systems, and our state K–12 systems, which have focused—and been pressed by Washington to focus—on other priorities.

The consequences of that neglect are now painfully apparent on all sides, including the sorry state of American politics and the sordid behavior of many who would lead us. Rectifying the situation is an enormous project to be pursued on multiple fronts, but schools are an obvious starting point. That’s where we can best begin to inculcate the next generation of Americans with a solid grasp of their country’s past and present, its core principles, and the obligations of responsible citizenship.

The logical starting points for getting that right are the academic standards for civics and U.S. History that have been adopted
by the fifty states and the District of Columbia.

That’s because our federal system of government ensures that states and their subdivisions bear primary responsibility for education, which includes establishing academic standards that spell out the content and skills they want their public schools to teach and their students to learn. These standards are typically organized by subject, though in the realms of civics and history they are sometimes organized under the heading of “social studies.”

We at the Thomas B. Fordham Institute have been evaluating states’ academic standards for more than two decades. Consequently, we’re well aware that they are just the starting point—statements of aspirations, desired outcomes, and intentions. To get real traction, they must be joined by high-quality instructional materials and pedagogy, sufficient time and effort, and some form of

Baltimore City Schools: 41% of high school students earn below 1.0 GPA

Project Baltimore obtained a chart assembled by Baltimore City Schools. The chart shows the average GPA for every high school grade in the city – freshman through senior. In the first three quarters of this past school year, according to the chart, 41% of all Baltimore City high school students, earned below a 1.0 grade point average. In other words, nearly half of the 20,500 public high school students in Baltimore earned less than a D average.

“It’s heartbreaking,” said Patterson. “If almost half of our kids are failing, what options do they have after high school? This is really disheartening. It’s sad to see this.”

On the other end of the chart, 21 percent of city high school students earned a GPA of 3.0 or better; a B average. That’s about half as many who earned below a D. We can also see the district lost 706 high school students during the first three quarters of the year.

A parent’s account of how the relatively well-staffed education team at the Seattle Times failed to hold the school district accountable.

On March 11, 2020, a few months after the COVID-19 pandemic arrived in the United States, Seattle Public Schools (SPS) was the first large school district in the country to close. First, we were told there would be no school during the closure because the district couldn’t distribute laptops to everyone — despite being in the tech capital of the country. Next, we heard there would be online class meetings but zero instruction.

For the rest of the school year, my 11-year-old son had four one-hour Zoom check-ins a week. That is all. Like many parents, we wrote off the year and hoped like hell that fall would be better.

Over the summer, SPS asked families to choose between hybrid and remote options for fall. For those ready to send their children back in-person, it felt hopeful. But when former President Donald Trump weighed in to say kids should be 100% in person in fall, SPS — along with hundreds of other districts — reversed course. Despite Seattle having a relatively low number of COVID cases, the district announced plans for 100% remote learning for fall. The hybrid option was off the table.

As fall 2020 wore on, my normally gregarious son became increasingly silent, sedentary, and disengaged during remote school, watching Fortnite on YouTube during “school,” despite my best efforts to stop it (while trying to keep my own job), creating a nasty parent/child dynamic. It soon became clear that SPS had no plan for how — or when — to transition back to in-person school.

Some parents, growing weary of seeing their kids stare into a screen for hours on end, began to ask questions of SPS and the SPS board. We got no answers. And we began to wonder, where was our local paper, the Seattle Times, when it came to covering the impact of prolonged school closures on kids and parents?

As the following months would reveal, the Seattle Times could not — or would not — cover the situation by asking the hard questions about why Seattle started the reopening conversation later than other districts and took so long to reopen. A lifelong Democrat, former teacher, and union member, I became increasingly enraged at both the failure of the school system and the inadequacies of the education team to cover what was happening with the hard questions and critical analysis that the situation demanded.

which pushed Dane County this week not to calculate its percentage of positive tests — a data point the public uses to determine how intense infection is in an area.   

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state.

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

Competing “letters” on “critical race theory”

Dear School Boards, Administrators, and Concerned Parents of Wisconsin:

It has come to our attention that, in the guise of providing (unsolicited) advice, the Wisconsin chapter of the American Civil Liberties Union has sent a letter to district administrators purporting to tell them what the law “requires” that they teach about race and related matters of cultural diversity. If the point of the letter is to simply remind districts of the commonplace: that they should continue to teach American history in full, including things like the existence of slavery, the Civil War, Jim Crow, the civil rights movement and the substantial contributions of racial minorities to American culture and success, it is, if unnecessary, unobjectionable. Schools should do all of these things.

But it would be naïve to believe that the ACLU’s objectives are that modest. The “advice” is expressly offered in the context of criticisms of and efforts to restrict the use of concepts derived from Critical Race Theory and adjacent ideologies, clearly implying that state law must somehow “mandate” or limit the restriction of these concepts. It does not.

Let’s begin by defining “Critical Race Theory” and the instructional concepts derived from it. While a full explication of these concepts is not needed for our purposes, what characterizes these concepts is a focus on racial essentialism (the idea that persons are substantially defined by their race), an exaggerated standpoint epistemology (the idea that one’s perspective is substantially formed by his or her race), an emphasis on something called white privilege (the idea that all white persons benefit from a generally undefined “systemic racism”) and the assumption of black oppression (the contention that all black persons are substantially burdened by this systemic racism). They often include concepts of collective guilt or responsibility on the one hand and collective victimhood and entitlement on the other. They are generally combined with a series of contested claims about American history.

These concepts sometimes include the identification of “white” and “black” values and culture, suggesting, for example, that things like “objective, rational, linear thinking,” “quantitative emphasis,” and “hard work before play” are ‘white.” They are sometimes taught by pedagogical devices that segregate children by race and compel them to repeat or assent to a variety of contested propositions about race and a child’s “role” in “systems” of “racism” and “oppression.” They are often not limited to the provision of information or explanation of a perspective, but include a call for action. These devices may include, for example, requiring a white student to “acknowledge” or “affirm” his or her “privilege.”

unhappy elites leads to political instability?



The Economist:

TEN YEARS ago Peter Turchin, a scientist at the University of Connecticut, made a startling prediction in Nature. “The next decade is likely to be a period of growing instability in the United States and western Europe,” he asserted, pointing in part to the “overproduction of young graduates with advanced degrees”. The subsequent surge in populism in Europe, the unexpected votes in 2016 for Brexit and then for President Donald Trump in America, and a wave of protests from the gilets jaunes to Black Lives Matter, has made Mr Turchin something of a celebrity in certain circles, and has piqued economists’ interest in the discipline of “cliodynamics”, which uses maths to model historical change. Mr Turchin’s emphasis on the “overproduction of elites” raises uncomfortable questions, but also offers useful policy lessons.

As far back as ancient Rome and imperial China, Mr Turchin shows, societies have veered from periods of political stability to instability, often at intervals of about 50 years. Consider America. Every pundit knows that Congress has become gridlocked, with Democrats and Republicans unwilling to compromise with each other. Fewer know that it was also highly polarised around 1900, before becoming more co-operative in the mid-20th century.

What causes these lurches from calm to chaos? Mr Turchin views societies as large, complex systems that are subject to certain patterns, if not laws. That is an entirely different approach from much of academic history, with its preference for small-scale, microcosmic studies, argues Niall Ferguson of Stanford University. In a paper published this year Mr Turchin (with Andrey Korotayev of the Higher School of Economics in Russia) examines the prediction of instability he made in 2010. His forecast model contains many elements, but like Karl Marx Mr Turchin seems to believe that “the history of all hitherto existing society is the history of class struggles.” Where Marx focused on the proletariat, though, Mr Turchin is more interested in the elite—and how its members struggle against each other.

Who counts as the elite, and how competition manifests itself, varies from place to place; one example could be a large number of highly educated folk relative to the number of government offices (and therefore jobs). But a struggle is most likely when economic inequality is high. The rewards for being at the top are then especially lucrative, both in terms of earning power and political influence, and those who miss out feel their loss more keenly. The feeling of resentment is particularly strong among people brought up to believe that they ought to be in the elite. Worse still, societies tend to produce ever more would-be elites, in part because access to education tends to improve over time. Mr Turchin sees all this as a recipe for political chaos. Articulate, educated people rebel, producing a scramble for political and economic power. Elites stop co-operating, counter-elites emerge, and order breaks down.

The kids are safe. They always have been.

This is true for the much-worried-over Delta variant. It is also true for all the other variants, and for the original strain. Most remarkably, it has been known to be true since the very earliest days of the pandemic — indeed it was among the very first things we did know about the disease. The preliminary mortality data from China was very clear: To children, COVID-19 represented only a vanishingly tiny threat of death, hospitalization, or severe disease.

Yet for a year and a half we have been largely unwilling to fully believe it. Children now wear masks at little-league games, and at the swimming pool, and when school reopens in the fall they will likely wear masks there, too. But the kids are not at risk themselves, and never were. Now, thanks to vaccines, the vast majority of their parents and grandparents aren’t any longer, either.

But first: the kids. Over the course of the pandemic, 49,000 Americans under the age of 18 have died of all causes, according to the CDC. Only 331 of those deaths have been from COVID — less than half as many as have died of pneumonia. In 2019, more than 2,000 American kids and teenagers died in car crashes; each year about a thousand die from drowning. More American children die in an average year from RSV — another respiratory ailment, whose prevalence is now growing because 18 months of quarantine have deprived young children of immune exposure — than died in either of the last two years from COVID-19.

Some of these comparisons aren’t so neat, since the extraordinary precautions against COVID-19 prevented significant additional spread (and also suppressed the spread of other diseases). But, last year, fewer kids died of COVID-19 than of heart disease, “malignant neopolasms,” suicide, and homicide — not to mention birth defects, which killed hundreds of times more. All told, 600,000 Americans have lost their lives to COVID over the course of the pandemic; just 0.05 percent of those were under the age of 18, a population that represents more than 20 percent of the country’s population as a whole.

Risk is a tricky thing, the spread of the Delta variant and the complications of “long COVID” both real concerns, and all parents should assess their own comfort, and those of their children, in making plans and taking precautions. But very few of them, two summers ago, were sending their children to parks and pools and camps in masks out of fear of pneumonia or flu. Probably fewer were keeping them home entirely.

This summer, the calculations are very different than they were even last year, when the virus was still spreading wildly in an entirely unvaccinated population. That’s because, in the depths of a pandemic as we were then, individuals are not just individuals but links in a chain of transmission, which is the main reason why, for much of the last 18 months, public-health officials have worried over infections in the young — assuming they would eventually help bring the disease back to those much more vulnerable.

Homeschooling continues to grow



Don Surber:

The parents of 1 in 9 students believe public schools are so terrible that they would rather keep the kids home and teach them themselves.

Well, it is just the white kids, right? They don’t matter because whites will soon be a minority. Black and Hispanic kids will easily displace them in unionized public schools.

The story also said, “The largest increase in homeschoolers was especially notable among minority groups, including black and Hispanic learners.

“In African American households, the proportion of homeschooling quintupled from 3.3% in spring 2020, to 16.1% in fall 2020.

“In Hispanic households, the number of homeschooling households doubled in the same time, from 6.2% to 12.1%.”

You can be darned sure parents aren’t teaching their kids CRT. Why, some may even be reading The Bible.

Liberals are alarmed.

1 in 6 black kids stay at home to learn instead of going to school to be indoctrinated.

PBS reported, “If schools fail to secure the trust of parents, advocates and educators worry that the public education system could see a falloff in enrollment, particularly among families of color. Some advocates also fear that schools faced with a larger proportion of students who are struggling or frequently absent will respond with overly punitive approaches, worsening racial inequality.”

Digital learning and sharing offers plenty of opportunities to grow e-commerce experiences, particularly fast, 2 tap purchases, services, fundraising, donations and contributions.

Most Voters Want Schools To Teach Traditional Values



Rasmussen Reports:

At a time when many schools are embroiled in controversy over the teaching of Critical Race Theory (CRT), voters still think it is important that kids learn traditional values in school.

A new national telephone and online survey by Rasmussen Reports finds that 78% of Likely U.S. Voters say it’s at least somewhat important for schools to teach the traditional values of Western Civilization, including 52% who say it’s Very Important. This is virtually unchanged from four years ago, and in line with surveys dating back to 2013.

Boston Zip code quota plan litigation



William Jacobson:

On Friday, July 9, 2021, at 3 p.m., U.S. District Court Judge William Young is scheduled to hold a hearing on whether the Boston School Committee improperly concealed anti-white and anti-asian text messages and thereby deceived Judge Young into finding that the “Zip Code Quota Plan” had no racist intent.

We  covered the background to the dispute in a recent post, Leaked School Committee Texts Showing Anti-White Bias May Reopen Boston “Zip Code Quota Plan” Case.

You can read the Memorandum In Support of Motion for Relief From Judgment for the allegations of misconduct (emphasis added):

New evidence, in the form of highly relevant text messages between two members of the Boston School Committee, has recently come to light. These text messages have long been in the possession of the City of Boston, and should be been provided to the Boston Parents in response to its public records request and should have been made a part of the agreed-upon record in this case when the Court originally considered it. But the City, instead, concealed the messages, thereby depriving the Boston Parents and the Court of the opportunity to consider them. The reason for the City’s actions can and must be inferred from the content of the concealed evidence: the text messages show clear racial motivation and anti-White racism on the part of two School Committee members who were leading proponents of the Zip Code Quota Plan. In fact, the content of this previously suppressed evidence is so damning that both members have now been forced to resign.

hese facts are unique. They warrant the relief sought, and they elevate the Boston Parents’ request beyond that of other Rule 60 motions. As this memorandum explains, the Boston Parents timely exercised their rights under state law to obtain copies of these and other text messages exchanged between members of the School Committee during the meeting where the Zip Code Quota Plan was adopted. But when the School Committee responded to that request, it deliberately concealed clearly racist statements, first, by deleting racist portions of text messages from what it claimed was a “transcript” of text messages, and, second, by misrepresenting that it had produced complete records when it knew that it had not. This prejudice was further compounded when neither the City of Boston nor the individual Defendants came clean when it came time to provide this Court with an agreed-upon record. It was only after the Boston Globe published leaked copies of the offensive texts that the City of Boston finally produced them to the Boston Parents, long after this Court issued its decision in this case. That is what prompts this Motion.

When the School Committee lawyers asked for more time to respond, Judge Young denied the request (bold in original):

Curiously Madison has not addressed school boundaries in decades, choosing instead to use taxpayer funds to expand our least diverse schools.
