Commentary on Using Empty Milwaukee Public Schools’ Buildings

As I regularly pass by the former Malcolm X Academy that has been vacant for years, the words of a legendary African-American educator comes to mind:
“No schoolhouse has been opened for us that has not been filled.”
Booker T. Washington said that in 1896 during an address to urge white Americans to respect the desire by most African-American parents to seek the best possible education for their children.
Fast-forward to 2013 in Milwaukee, and the issue of vacant school buildings gives a pecular spin to Washington’s words. Back then, he could never have imagined the combination of bureaucracy and politics that has some educators scrambling to find spaces to fill with African-American students.
The campaign by a local private school funded by taxpayers to buy the former Malcolm X Academy at 2760 N. 1st St. has caused some in town to question why Milwaukee Public Schools hasn’t done more to turn closed school buildings into functioning houses of learning.
In particular, some conservatives question why MPS hasn’t been willing to sell valuable resources to school choice entities that are essentially their main competition for low-income minority students.
Actually, that stance seems valid from a business standpoint; why help out the folks trying to put you out of business?

Over the past decade, St. Marcus Lutheran School in Milwaukee’s Harambee neighborhood has proven that high-quality urban education is possible. The K3-8th grade school has demonstrated a successful model for education that helps children and families from urban neighborhoods break the cycle of poverty and move on to achieve academic success at the post-secondary level and beyond.
By expanding to a second campus at Malcolm X, St. Marcus can serve 900 more students.

WILL Responds to MPS on Unused Schools Issues

On Tuesday, Milwaukee Public Schools responded to WILL’s report, “MPS and the City Ignore State Law on Unused Property.” Here is WILL’s reply:
1. MPS’ response is significant for what it does not say. WILL’s report states that, right now, there are at least 20 unused school buildings that are not on the market – and practically all of these buildings have attracted interest from charter and choice schools. As far as its records reveal, MPS refuses to adopt basic business practices, such as keeping an updated portfolio of what is happening with its facilities. How is the public to know where things stand when it is not clear that MPS keeps tabs on them?
2. MPS thinks everything is okay because it has sold four buildings since 2011 and leases to MPS schools. MPS’ response is similar to a football team (we trust it would be the Bears) celebrating that they scored two touchdowns in a game – only to end up losing 55-14. Our report acknowledged that MPS had disposed of a few buildings, but when there are at least 20 empty buildings – and substantial demand for them – claiming credit for selling a few is a bit like a chronic absentee celebrating the fact that he usually comes in on Tuesdays. Children and taxpayers deserve better.

Conservative group says MPS, city not selling enough empty buildings

A conservative legal group says that Milwaukee Public Schools is stalling on selling its empty school buildings to competing school operators that seek school facility space, and that the City of Milwaukee isn’t acting on a new law that gives it more authority to sell the district’s buildings.
The Wisconsin Institute for Law & Liberty, which supports many Republican causes, says its new report shows that MPS is preventing charter schools and private schools in the voucher program from purchasing empty and unused school buildings.
But MPS fired back yesterday, saying the legal group’s information omits facts and containts false claims.
For example, MPS Spokesman Tony Tagliavia said that this year, five previously unused MPS buildings are back in service as schools.
He said MPS has also sold buildings to high-performing charter schools. Charter operators it has sold to such as Milwaukee College Prep and the Hmong American Peace Academy are operating schools that are under the MPS umbrella, however, so the district gets to count those students as part of its enrollment.

My entire career of close to 50 years has been focused on growing a business in and close to the city of Milwaukee. This is where I have my roots. I have followed education closely over these years.
The Aug. 17 Journal Sentinel had an interesting article about conflicting opinions on what the most viable use is for the former Malcolm X School, which closed over six years ago.
The Milwaukee School Board has proposed to have the city convert the site into a community center for the arts, recreation, low-income housing and retail stores. The cost to city taxpaying residences and businesses has not been calculated. Rising tax burdens have been a major factor in the flight to the suburbs and decline of major cities across our country.
St. Marcus Lutheran School is prepared to purchase Malcolm X for an appraised fair market value. St. Marcus is part of Schools That Can Milwaukee, which also includes Milwaukee College Prep and Bruce-Guadalupe Community School. Other participating high performing schools are Atonement Lutheran School, Notre Dame Middle School and Carmen High School of Science and Technology. Support comes from private donations after state allowances for voucher/choice students.
Their students go on to graduate from high school at a rate of over 90%, compared to approximately 60% at Milwaukee Public Schools. The acquisition of Malcolm X would give an additional 800 students the opportunity to attend a high performing school and reduce waiting lists at St. Marcus.

Can a new generation of young, Navy SEAL-like teachers finally club the achievement gap out of existence? That is today’s fiercely urgent question, reader, and believe it or not, I do not ask it in jest. The call to send in the SEALs comes from hedge fund manager and edu-visionary extraordinaire Whitney Tilson. When Tilson read this recent New York Times story about high turnover among young charter school teachers, he went ballistic, to use a military metaphor. After all, turnover among Navy SEALs is also very high, notes Tilson, and no one complains about that.
Bigger rigor
So how exactly is the young super teacher in an urban No Excuses charter school like a Navy SEAL? Better yet, how are such teachers NOT like SEALs? Both sign onto an all-consuming mission, the SEAL to take on any situation or enemy the world has to offer, the teacher to tackle the greatest enemy our nation has ever known: teacher union low expectations. But as Tilson has seen second-hand, being a “bad a**” warrior is exhausting, which is why SEALs, like young super teachers, enjoy extraordinarily short careers.
But the work is incredibly intense and not really compatible with family life, so few are doing active missions for their career–they move on into management/leadership positions or go into the private sector (egads!). Could you imagine the NY Times writing a snarky story about high turnover among SEALs?!
Cream of the crop
Egads! indeed, reader. In fact, now that I think of it, *crushing* the achievement gap in our failed and failing public schools is almost exactly like delivering highly specialized, intensely challenging warfare capabilities that are beyond the means of standard military forces. For one thing, the SEALs are extremely choosy about who they let into their ranks, just as we’ll need to be if we’re going to replace our old, low-expectations teachers with fresh young commandos. Only the cream of the crop make it to SEALdom, and by cream, I mean “cream” colored. The SEALs are overwhelmingly white; just 2% of SEAL officers are African American.
See the world
And let’s not forget that SEALs and new urban teachers both get plenty of opportunities to experience parts of the world they haven’t seen before. The elite Navy men train and operate in desert and urban areas, mountains and woodlands, and jungle and arctic conditions, while members of the elite teaching force spend two years combating the achievement gap in the urban schools before they receive officer status. And while Frog Men live on military bases, our commando teachers increasingly live in special encampments built just for them.
And here is where our metaphor begins to break down ever so slightly….
Of course, there are a few teeny tiny areas where the SEALs differ from the young teachers who will finally club the achievement gap out of existence. There is, for instance, the teeny tiny matter of the training that the SEALs receive: 8-weeks Naval Special Warfare Prep School, 24-weeks Basic Underwater Demolition/SEAL (BUD/s) Training, 3-weeks Parachute Jump School, 26-weeks SEAL Qualification Training (SQT), followed by 18-months of pre-deployment training, including 6-month Individual Specialty Training, 6-month Unit Level Training and 6-month Task Group Level Training before they are considered deployable. TFA, which Tilson praises for its “yeoman” work in recruiting and grooming the next generation of urban teacher hot shots, relies upon an, ahem, somewhat different approach…

MMSD School Board President Ed Hughes said that public education these days is under a lot of pointed criticism if not under an outright attack. “Initiatives like the voucher expansion program are premised on the notion that urban traditional public schools are not up to the task of effectively educating a diverse body of students,” Hughes says. “We’re out to prove that they are wrong. We agree with Superintendent Cheatham that in Madison all of the pieces are in place for us to be successful. Following the framework that she will describe to you, we set the goal for ourselves to be the model of a thriving urban school district that is built on strong community partnerships as well as genuine collaboration of teachers and staff. As we do that, we will be the school district of choice in Dane County.”
Cheatham said that Madison has a lot of great things going for it, but also had its share of challenges.
“A continually changing set of priorities has made it difficult for our educators to remain focused on the day-to-day work of teaching and learning, a culture of autonomy that has made it difficult to guaranteed access to a challenging curriculum for all students,” Cheatham said. “The system is hard for many of our students to navigate which results in too many of our students falling through the cracks.”
It starts with a simple but bold vision that every school is a thriving school that prepares every student for college, career, and community. “From now on, we will be incredibly focused on making that day-to-day vision become a reality,” she said.
“Many districts create plans at central office and implement them from the top down. Instead, schools will become the driving force of change in Madison,” Cheatham said. “Rather than present our educators with an ever-changing array of strategies, we will focus on what we know works — high quality teaching, coherent instruction, and strong leadership — and implement these strategies extremely well.”

The dichotomy that is Madison School Board Governance was on display this past week.
1. Board Member TJ Mertz, in light of the District’s plan to continue growing spending and property taxes for current programs, suggests that “fiscal indulgences“:

This proposal represents a continuation of the Districts’ decades long “same service” approach to governance, with declining academic results that spawned the rejected Madison Preparatory IB Charter School.
2. Madison’s new Superintendent, Jennifer Cheatham introduced her “Strategic Framework” at Wednesday’s Downtown Rotary Club meeting.

North Carolina Gov. Pat McCrory, a Republican, signed a budget bill Friday that eliminates teacher tenure and–in a rare move–gets rid of the automatic pay increase teachers receive for earning a master’s degree.
The legislation targets a compensation mechanism that is common in the U.S., where teachers receive automatic pay increases for years of service and advanced degrees. Some research has suggested those advanced degrees don’t lead to improved teaching.
Although a few other states have talked about doing away with the automatic pay increase for advanced degrees, experts say North Carolina is believed to be the first state to do so.
The budget bill–which drew hundreds of teachers to the Capitol in protest earlier this week–also eliminates tenure for elementary and high-school teachers and freezes teacher salaries for the fifth time in six years.
It comes as states and districts across the country are revamping teacher evaluations, salaries and job security, and linking them more closely to student performance. These changes have been propelled, in part, by the Obama administration and GOP governors.

The challenge for Madison is moving away from long time governance structures and practices, including a heavy (157 page pdf & revised summary of changes) teacher union contract. Chris Rickert’s recent column on Madison’s healthcare practices provides a glimpse at the teacher – student expenditure tension as well.
Then Ripon Superintendent Richard Zimman’s 2009 Madison Rotary speech offers important background on Madison’s dichotomy:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Superintendent Cheatham’s slides follow (4MB PDF version). I hope that the prominence of Madison’s disastrous reading scores – slide 1 – indicates that this is job one for our $15,000ish/student organization.





























A few of the Superintendent’s words merit a bit of analysis:
1. “What will be different this time?” That rhetoric is appropriate for our Madison schools. I compiled a number of notes and links on this subject, here.
2. “Ready to partner with local businesses and other organizations”. Great idea. The substance of this would certainly be a change after the Madison Preparatory Academy IB Charter school debacle (Urban League) and, some years ago, the rejection of Promega’s kind offer to partner on Madison Middle Schools 2000.
3. Mentions “all Madison schools are diverse”. I don’t buy that. The range of student climate across all schools is significant, from Van Hise and Franklin to LakeView, Mendota and Sandburg. Madison school data by income summary. I have long been astonished that this wide variation continues. Note that Madison’s reading problems are not limited to African-American students.
4. Mentioned Long Beach and Boston as urban districts that have narrowed the achievement gap. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.
5. Dave Baskerville (www.wisconsin2.org) asked a question about benchmarking Madison students vs. the world, rather than Green Bay and Milwaukee. Superintendent Cheatham responded positively to that inquiry. Interestingly, the Long Beach schools prominently display their status as a “top 5 school system worldwide”.
6. “Some teachers and principals have not been reviewed for as long as 7 years”. This points to the crux of hard decision making. Presumably, we are at this point because such reviews make no difference given rolling administrator contracts and a strong union umbrella (or floor depending on your point of view). Thus, my last point (below) about getting on with the hard decisions which focus the organization on job number one: reading.

Finally, I found it a bit curious that the Superintendent is supporting spending (and related property tax growth) for current programs in light of the larger strategy discussed today along with the recent “expert review”. The review stated that the “Madison School District has resources to close achievement gap”
This would be a great time to eliminate some programs such as the partially implemented Infinite Campus system.
Superintendent Cheatham’s plan indicates that choices will be made so that staff and resources can focus on where they are most needed. I wholeheartedly agree. There is no point in waiting and wasting more time and money. Delay will only increase the cost of her “strategy tax“.




More US Schools Go International

An educational curriculum designed for the children of globetrotting diplomats is making rapid inroads in K-12 schools across the U.S., showing surprising improvements in test results and academic readiness even at inner-city schools. Caroline Porter has details.
Houston, Chicago, Tampa, Fla., and other cities are embracing the International Baccalaureate [SIS IB Link] program as a way to overhaul low-performing schools, attract middle-income families who might otherwise favor private schools, or offer more choice.
“It’s not a program for the elite,” said Samuel Sarabia, who runs the IB program for Houston Independent School District, where 10 schools have IB programs, including two where the majority of students qualify for free or reduced-price lunch. Five more low-income schools are in the midst of an IB conversion process run by the nonprofit International Baccalaureate group.
The program began in Geneva in the 1960s as a two-year high-school diploma offering for the children of diplomats and itinerant business executives. It later expanded into elementary- and middle-school programs.
Today, there are 1,651 IB programs in the U.S.–including 1,493 public schools–up from 503 in 2003. About 90% of them are in public schools, and most are aimed at U.S. students, not the children of diplomats.
Officials tout the programs’ emphasis on critical thinking. Unlike the traditional model of teachers imparting knowledge in a lecture format, IB programs emphasize individual and group projects governed by a philosophy of “international mindedness.” Students are required to take a second language.

The Madison School Board rejected the proposed Madison Preparatory IB Charter school in 2012, largely sponsored by the local Urban League.




Graduates from low-performing D.C. schools face tough college road

Johnathon Carrington grew up on the sixth floor of a low-income D.C. apartment complex, a building most recently in the news for a drive-by shooting that injured 13.
His parents told him early on that education could be his escape, and Carrington took them at their word. He graduated Friday as the valedictorian of his neighborhood school, Dunbar High, and against all odds is headed to Georgetown University.
But Carrington, 17, is nervous, and so are his parents. What if Dunbar — where truancy is chronic and fewer than one-third of students are proficient in reading — didn’t prepare him for the rigors of college? What if he isn’t ready?
“I don’t think I’m going to fail everything,” Carrington said. “But I think I’m going to be a bit behind.”
It’s a valid concern. Past valedictorians of low-performing District high schools say their own transitions to college were eye-opening and at times ego-shattering, filled with revelations that — despite taking their public schools’ most difficult classes and acing them — they were not equipped to excel at the nation’s top colleges.
When these students arrived on campuses filled with students from high-flying suburban public schools and posh privates, they found a world vastly different from the one they knew in their urban high schools.
For Sache Collier, it meant writing her first research paper. For Darryl Robinson, it meant realizing that professors expected original ideas, not just regurgitated facts. For Angelica Wardell, who grew up going to school almost exclusively with African American students, it meant taking classes with whites and Asians.




Testing California’s Commitment to Education

Just a generation ago, California’s schools were the pride of American education (it’s one of the reasons my parents moved with me to California in the early 1960s). Today, tracking with the economic woes of the rest of the Golden State, California’s schools rank 30th in the country . . .and falling.
Now it could get much worse – and quickly -as one of the few bright spots of California public education is at risk of disappearing. The implications to the state’s high education enclaves, such as Silicon Valley, are frightening. But for California’s low-income, high-unemployment regions in places like the Central Valley and the state’s urban centers, the impact could be devastating. Indeed, what lingering hope there is that California can recover its old luster in less than a generation may evaporate as well.
The program is called the International Baccalaureate. If you haven’t heard of it it’s probably because the program has done a far better job at helping elementary and high school students than it has at promoting itself or its confusing name. In retrospect, it probably should have spent more time on the latter, because now as California cuts its educational budget the program – at least its California operation of more than 200 schools across the state – is facing a dangerous shortfall of its $2.5 million annual budget.
International Baccalaureate is actually a huge operation. Founded in 1968, IB is (as its name suggests) a global program, well-established in nearly 150 countries, serving more than a million students. Everywhere the goal is the same: to take young students from every economic level and bring them to the highest levels of analytical thinking in order to prepare them for college and a successful career This has been true for IB students in Botswana and Bangladesh, in Canada and – at least until now, in California.




2013 Madison School Board Election Updates

The results of the Seat 3 match-up between Loumos and Strong won’t be known until next week. Loumos held a 279-vote margin with all wards reporting early Wednesday, but Dane County Clerk Scott McDonell told the Wisconsin State Journal that there were potentially hundreds of absentee ballots yet to be counted.
The shocking withdrawal just after the Seat 5 primary of Sarah Manski, the candidate of the local progressive establishment, pushed third place finisher, Latina Ananda Mirilli, off the ballot and set up a disturbing tension between the local progressive community and communities of color. Kaleem Caire, CEO of the Urban League of Greater Madison and architect of the controversial Madison Preparatory Academy, used the occasion to resurrect some of the divisive stands around the proposed charter school for African-American students that was rejected in 2011 by the School Board.
Loumos, in addition to backing from unions like Madison Teachers Inc, AFSCME and South Federation of Labor AFL-CIO, also boasted an array of the progressive endorsements that usually win races in Madison: Progressive Dane, Four Lakes Green Party, Fair Wisconsin PAC.
But he insisted Tuesday that that tension between progressives and communities of color wasn’t a factor in his race, in part because he doesn’t have the profile for it.
Loumos has worked for decades with people struggling at the edges of society, many of them black and Latino. Currently executive director of a nonprofit agency that provides housing for homeless people, he used to teach in Madison School District programs for kids who were faltering.

But the race between Dean Loumos, executive director of Housing Initiatives Inc., and retired Madison Police lieutenant Wayne Strong remained too close to call.
Loumos held a 279-vote margin with all wards reporting, but Dane County Clerk Scott McDonell said there were potentially hundreds of absentee ballots yet to be counted. Those won’t all be counted by the canvassing board until next Tuesday, due to a recent change in state law, McDonell said.
Strong said he would wait to make a decision about whether to seek a recount. Loumos said he respected Strong’s position and he didn’t declare victory.

Clemenza’s Advice to Madison

Here’s a good idea.
In light of the retirement of Pope Benedict, Madison should demand a similar transition.
Pope John Matthews I, the Vicar of Madison Education, should step down from his throne. Admittedly this suggestion is informed by my participation on the board of the Urban League of Greater Madison and the now-defunct Madison Prep board.
But look, Matthews is still in good health. His $300K per annum package at the helm of Madison Teachers Inc. has placed him among the very one percent many of his followers revile. Like the Pope–and Don Vito Corleone–John has fought too many wars. He now prowls his mansion at night, toying with the local Democratic Party he has purchased, fighting enemies that do not exist, in battles that need not be waged.
No better example of why John’s retirement would be good for our New Madison, rich with faces of many colors and voices, than The Manski Debacle. Never have Progressive White Folk appeared so utterly smug and ruthless as when Sarah made her dash.
First, it has to be asked: Why was Manski even running for the Madison School Board? Kids? No. A passion for education? No. So why? Because The John Father wanted it to be so.
So The John Father, like Don Corleone, unleashed his money and powerful networks. The usual list of progressive endorsers fell in line creating a snapshot for Manski whiter than Ronald Reagan’s cabinet. The Cap Times played its part, never seeming to understand that “all white progressive” is an oxymoron. Did any of them think for a minute that the sea of white faces for Manski communicated something to minority Madison? This is how tone deaf they have become.




Race a Factor in the 2013 Madison School Board Election? I believe it is more of a “class” and/or “we know best” issue

That led minority leaders to complain about the perceived control white Madison liberals — including teachers union leaders — exert on elections and on efforts meant to raise minority student achievement. Some local leaders have undertaken soul-searching while others say more minorities need to seek elective office.
“You could not have constructed a scenario to cause more alienation and more mistrust than what Sarah Manski did,” longtime local political observer Stuart Levitan said, referring to the primary winner for seat 5. “It exposed an underlying lack of connection between some of the progressive white community and the progressive African-American community that is very worrisome in the long run.”
In the last few weeks:

  • Urban League of Greater Madison president Kaleem Caire in a lengthy email described the failed negotiations involving him, district officials and Madison Teachers Inc. executive director John Matthews over Caire’s proposed Madison Preparatory Academy geared toward low-income minority students.
  • Ananda Mirilli, who placed third behind Manski for seat 5, released emails in which Sarah Manski’s husband, Ben Manski, accused Caire of recruiting Mirilli to run for School Board and linking Caire to a conservative foundation. Caire confirmed the email exchange, but said he didn’t recruit Mirilli. The Manskis did not respond to requests for comment.
  • Two School Board members, Mary Burke and Ed Hughes, vigorously backed former police lieutenant Wayne Strong, who is black, to counter the influence of political groups supporting his opponent. In the seat 3 race, Strong faces Dean Loumos, a low-income housing provider supported by MTI, the Dane County Democratic Party, Progressive Dane and the local Green Party.

Manski and Democrats used Madison’s minorities as partisan cannon fodder (2013 Madison School Board Election)

Madison Prep was the mouse that roared. How can you explain the fear and loathing Madison’s power elite directed at the Madison Urban League’s proposed charter school?
The Urban League’s Madison Prep charter school would have been just one school amid 50 Madison public schools. It would have taught 800 kids out of 27,000 enrolled in the district. The school board would have retained the ultimate authority to shut it down. So why the sturm und drang over this niche school? Two reasons:
• Because it would have been non-union.
• Because it might have succeeded. The Democratic Party cannot allow one small chink in the solid teachers union barricades.
How else does one explain Sarah Manski’s endorsement from the leader of the State Assembly Democrats, Peter Barca of Kenosha? How else does one explain an endorsement from the leader of the State Senate Democrats, Chris Larson of Milwaukee?
The purpose of the Manski campaign was all about staving off any threat to the teachers union hegemony. The power structure encouraged her to run after Ananda Mirilli, an immigrant Latina who supports the charter school (a public school, by the way), entered the race.
Husband Ben Manski said as much in his notorious December email blast.




“Everyone talked about collaborating but no one is collaborating”

Mayor Paul Soglin said it is important for school districts to address parental involvement because it is one of the essential ways to create successful education. He explained it is important to engage parents in school and make them feel they have significant say in the education of their child.
“It is not good enough to send a note home in a backpack,” Soglin said. “That is not engagement.”
Soglin also emphasized the importance of getting parents involved in their children’s education early. He cited efforts in other cities to engage parents started with talking to parents before their children are even born.
The community also needs to focus on specific needs of students, according to Soglin. It is a tremendous challenge to learn in schools today, he said. Many households do not have computers, and if that is not recognized, it can impede ability of students to succeed, he said.

Because he hasn’t, Caire is shunned. The latest instance is the upcoming ED Talks Wisconsin, a progressive-minded education-reform conference sponsored by the UW School of Education, the Center on Wisconsin Strategy, the mayor’s office and other groups. Discussion of “a community-wide K-12 agenda” to address the achievement gap is a featured event. A fine panel has been assembled, including Mayor Paul Soglin, but Caire is conspicuously absent.
How can progressives not bring the Urban League to the table? Agree or disagree with its failed plan for the single-sex Madison Prep charter school, the Urban League has worked the hardest of any community group to bridge the achievement gap. This includes launching a scholars academy, the South Madison Promise Zone, ACT test-taking classes and periodic events honoring young minority students.
But Caire is branded as an apostate because he worked with conservative school-choice funders in Washington, D.C. So in Madison he’s dismissed as a hapless black tool of powerful white plutocrats. Progressives can’t get their head around the idea that the black-empowerment agenda might coincide with a conservative agenda on education, but then clash on a dozen other issues.




Could restorative justice bring education antagonists together?

It’s a painful irony for Ananda Mirilli that the School Board run she tried to use to call the community to come together to do better for Madison kids ended up embroiled in such controversy.
“I’m seeing an even bigger divide in the community, and I’m sad that we are in that place,” Mirilli told me Wednesday. “But I’m hoping to continue to work to find healing in our community. We really need to have a conversation about the achievement gap.”
Mirilli, a Latina who lost her bid for Seat 5 on the Madison School Board in the Feb. 18 primary, decided against a write-in campaign when primary winner Sarah Manski dropped out of the race just two days later. But Mirilli hasn’t given up hope that the election — despite Manski’s surprise withdrawal and the allegations of dirty politics and hypocrisy it incited — can yet be made an occasion to bring together people now sometimes working at odds to improve education in Madison schools.
And as the Restorative Justice Program manager at YWCA Madison, Mirilli is wondering if restorative justice principles might be the way to do it.
“I’m wondering if we could hold a circle — not to find out the truth, but to see how we can move forward on this,” Mirilli told me.
Mirilli says she was wrongly depicted by Manski as pro-voucher because of a supposed association with Kaleem Caire of the Urban League of Greater Madison. Caire on Wednesday resurrected allegations of double-dealing by leaders of Madison Teachers Inc. in negotiating his Madison Preparatory Academy charter proposal that was rejected by the School Board two years ago.

Dear Madison Leaders.
As the 2013 Madison school board race continues, we (the Urban League) are deeply concerned about the negative politics, dishonesty and inaccurate discussions that have shaped the campaign. While I will not, as a nonprofit leader, speak about the merits of individual candidates, we are concerned about how Madison Prep has become a red herring during the debates. The question of all the candidates has been largely narrowed to, “Did you support Madison Prep or did you not?”…as if something was horribly wrong with our charter school proposal, and as though that is the most important issue facing our school children and schools.
While the Urban League has no interest in partaking in the squabbles and confusion that has unfortunately come to define public conversation about our public schools, we do want to set the record straight about deliberations on Madison Prep that have been falsely expressed by many during this campaign, and used to dog individuals who supported the school proposal more than one year ago.
Here is how things transpired.
On May 9, 2011, Steve Goldberg of the CUNA Mutual Foundation facilitated a meeting about Madison Prep, at my request, between Madison Teacher’s Incorporated President, John Matthews and me. The meeting was held in CUNA’s cafeteria. We had lunch and met for about an hour. It was a cordial meeting and we each discussed the Madison Prep proposal and what it would take for the Urban League and MTI to work together. We didn’t get into many details, however I was sure to inform John that our proposal of a non-instrumentality charter school (non-MTI) was not because we didn’t support the union but because the collective bargaining agreement was too restrictive for the school model and design we were proposing to be fully implemented, and because we desired to recruit teachers outside the restrictions of the collective bargaining agreement. We wanted to have flexibility to aggressively recruit on an earlier timeline and have the final say on who worked in our school.
The three of us met again at the Coliseum Bar on August 23, 2011, this time involving other members of our teams. We got into the specifics of negotiations regarding the Urban League’s focus on establishing a non-instrumentality school and John’s desire to have Madison Prep’s employees be a part of MTI’s collective bargaining unit. At the close of that meeting, we (Urban League) offered to have Madison Prep’s teachers and guidance counselors be members of the collective bargaining unit. John said he felt we were making progress but he needed to think about not having MTI represent all of the staff that are a part of their bargaining unit. John and I also agreed that I would email him a memo outlining our desire to work with MTI, and provide the details of what we discussed. John agreed to respond after reviewing the proposal with his team. That memo, which we have not released previously, is attached [336K PDF]. You will see clearly that the Urban League initiated dialogue with MTI about having the teacher’s union represent our educators.
John, Steve and I met for a third time at Perkins restaurant for breakfast on the West Beltline on September 30, 2013. This time, I brought representatives of the Madison Prep and Urban League Boards with me: Dr. Gloria Ladson Billings, John Roach and Derrick Smith. It was at the close of this meeting that John Matthews told all of us that we “had a deal”, that MTI and the Urban League would now work together on Madison Prep. We all shook hands and exchanged pleasantries. Our team was relieved.
Later that evening, I received calls from Matt DeFour, a reporter with the Wisconsin State Journal and Susan Troller of The Capital Times. They both asked me to confirm what John had told them; that we had a deal. I replied by confirming the deal. The next day, The Capital Times ran a story, Madison Prep and MTI will work together on new charter school. The State Journal ran an article too, Prep School agrees to employ union staff. All was good, or so we thought.
Unfortunately, our agreement was short-lived. The very next day after the story hit the newspapers, my team and I began receiving angry letters from social workers and psychologists in MMSD who were upset that we did not want to have those positions represented by MTI. We replied by explaining to them that our reasoning was purely driven by the fact that 99% of the Districts psychologists were white and that there were few social workers of color, too. For obvious reasons, we did not believe MMSD would have success hiring diverse staff for these positions. We desired a diverse staff for two reasons: we anticipated the majority of our students to be students of color and our social work and psychological service model was different. Madison Prep had a family-serving model where the school would pay for such services for every person in a family, if necessary, who needed it, and would make available to families and students a diverse pool of contracted psychologists that families and students could choose from.
That Monday evening, October 3, 2011, John Matthews approached me with Steve Goldberg at the School Board hearing on Madison Prep and informed me that his bargaining unit was very upset and that he needed to have our Physical education teacher be represented by MTI, too. Our Phy Ed model was different; we had been working on a plan with the YMCA to implement a very innovative approach to ensuring our students were deeply engaged in health and wellness activities at school and beyond the school day. In our plan, we considered the extraordinarily high rates of obesity among young men and women of color. However, to make the deal with MTI work, that evening I gave MTI the Phy Ed teaching position.
But that one request ultimately became a request by MTI for every position in our school, and a request by John Matthews to re-open negotiations, this time with a mediator. At first, we rejected this request because we felt “a deal is a deal”. When you shake hands, you follow through.
We only gave in after current school board president, James Howard, called me at home to request that the Urban League come back to the negotiating table. James acknowledged not feeling great about asking us to do this after all we had been through – jumping through hoop after hoop. If you followed the media closely, you would recall how many times we worked to overcome hurdles that were placed in our way – $200K worth of hurdles (that’s how much we spent). After meeting with MMSD leadership and staff, we agreed to come back to the table to address issues with MTI and AFSCME, who wanted our custodial and food service workers to be represented by the union as well. When we met, the unions came to the negotiation with attorneys and so did we. If you care to find out what was said during these negotiations, you can request a transcript from Beth Lehman, the liaison to the MMSD Board of Education who was taking official notes (October 31 and November 1, 2011).
On our first day of negotiations, after all sides shared their requests and concerns, we (ULGM) decided to let AFSCME represent our custodial and food service staff. AFSCME was immediately satisfied, and left the room. That’s when the hardball towards us started. We then countered with a plausible proposal that MTI did not like. When we couldn’t get anywhere, we agreed to go into recess. Shortly after we came back from recess, former MMSD Superintendent Dan Nerad dropped the bomb on us. He shared that if we now agreed to have our staff be represented by MTI, we would have to budget paying our teachers an average of $80,000 per year per teacher and dedicating $25,000 per teacher to benefits. This would effectively increase our proposal from $15M over five years to $28M over five years.
Why the increased costs? For months, we projected in our budgets that our staff would likely average 7 years of teaching experience with a Master’s degree. We used the MTI-MMSD salary schedule to set the wages in our budget, and followed MMSD and MTI’s suggestions for how to budget for the extended school day and year parts of our charter school plan. Until that day, MMSD hadn’t once told us that the way we were budgeting was a problem. They actually submitted several versions of budgets to the School Board, and not once raising this issue.
Superintendent Nerad further informed us that MMSD was going to now submit a budget to the Board of Education that reflected costs for teachers with an average of 14 years’ experience and a master’s degree. When we shockingly asked Nerad if he thought the Board of Education would support such a proposal, he said they likely would not. We did not think the public would support such a unusual request either. As you can imagine, we left the negotiations very frustrated. In the 23rd hour, not only was the run we thought we had batted in taken away from us in the 9th inning, we felt like our entire season had been vacated by commissioners.
When we returned to our office that afternoon, we called an emergency meeting of the Urban League and Madison Prep boards. It was in those meetings that we had to make a choice. Do we completely abandon our proposal for Madison Prep after all we had done to see the project through, and after all of the community support and interests from parents that we had received, or do we go forward with our original proposal of a non-instrumentality charter school and let the chips fall where they may with a vote by the Board? At that point, our trust of MMSD and MTI was not very high. In fact, weeks before all of this happened, we were told by Nerad in a meeting with our team and attorneys, and his staff and attorneys, that the Board of Education had voted in closed session to unilaterally withdraw our charter school planning grant from the Wisconsin Department of Public Instruction. They reversed this decision after we informed them we would file a lawsuit against them. We were later told that a certain Board member was pushing for months to have this done. Then, after months of not being able to get certain board members to meet with us, Marj Passman, decided to meet with me alone in my office. During that meeting, she told me that we (ULGM) didn’t have the votes for Madison Prep and that we were never going to get the school approved. She the offered to donate her personal funds to Madison Prep, if we pulled our proposal and decided to do a private school instead. I told her that I appreciated her offer, but declined.
After finally meeting with all seven board of education members, both the Madison Prep and ULGM boards decided unanimously that we must in good conscience go forward, put the needs and future of our children first, and reintroduce the non-instrumentality proposal to the School Board. You know the rest of the story.
Over the next 45 days, we (ULGM) were categorically painted as an anti-union conservative outfit who proposed a flawed school model that divided Madison and threatened to join the Scott Walker effort to eliminate unions. We were made to be the great dividers (not the achievement gap itself) and me, “an Angry Black Man”. Lost in the debate were the reasons we proposed the school in the first place – because so many children of color were failing in our schools and there was no effective strategy in place to address it even though the school system has known about its racial achievement gap since it was first document by researcher Naomi Lede for the National Urban League in 1965. That gap has doubled since then.
Ironically, two of the people behind the attacks on ULGM were Ben Manski and TJ Mertz. They were uniquely aligned in their opposition to Madison Prep. John Matthews even weighed in on video with his comments against us, but at least he told a story that was 80% consistent with the events that actually transpired. Watch the video and listen to the reason he gave for why he didn’t support Madison Prep. He didn’t call us union haters or teacher bashers. He knew better. So why all the fuss now? Why have those who knew exactly what went on in these negotiations not told the true story about what really happened with Madison Prep? Why has a charter school proposal been made the scapegoat, or defining lever, in a school board race where there are so many other more important issues to address?
If all it takes to win a seat on the school board now is opposition to charter schools, rather than being someone who possesses unique experiences and qualifications to serve our now majority non-white and low-income student body and increasingly challenged schools, we should all worry about the future of our children and public schools.
So, for those who were unaware and those who’ve been misleading the public about Madison Prep and the Urban League, I hope you at least read this account all the way through and give all of the candidates in this school board election the opportunity to win or lose on their merits. Falsehoods and red herrings are not needed. They don’t make our city or our school district look good to the observing eye. Let’s be honest and accurate in our descriptions going forward.

Greetings John.
I sincerely appreciate your openness to engaging in conversation about a possible relationship between MTI and Madison Preparatory Academy for Young Men. We, ULGM and Madison Prep, look forward to determining very soon what the possibilities could be.
Please accept his memo as a means to frame the issues.

  1. The Urban League of Greater Madison initially pursued a non-instrumentality public charter school
    focused on young men to, first and foremost, eliminate the academic and graduate gaps between young people of color and their white peers, to successfully prepare greater percentages of young men of color and those at-risk for higher education, to significantly reduce the incarceration rate among young adult males of color and to provide an example of success that could become a learning laboratory for
    educators, parents and the Greater Madison community with regard to successful ly educating young men, regardless of th eir race or socio-economic status.

  2. We are very interested in determining how we can work with MTI while maintaining independence with regard to work rules, operations, management and leadership so that we can hire and retain the best team possible for Madison Prep, and make organizational and program decisions and modifications as necessary to meet the needs of our students, faculty, staff and parents.
  3. MTl’s collective bargaining agreement with the Madison Metropolitan School District covers many positions within the school system. We are interested in having MTI represent our teachers and guidance counselors. All other staff would not be represented by MTI.
  4. The collective bargaining agreement between MTI and Madison Prep would be limited to employee wages and benefits. Madison Prep teachers would select a representative among them, independent of Madison Prep’s leadership, to serve as their union representative to MTI.

relationship as well.

Lucy Mathiak, who was on the board in 2011, also didn’t dispute Caire’s account of the board action, but couldn’t recall exactly what happened in the board’s closed sessions.
“Did (the Urban League) jump through many hoops, provide multiple copies of revised proposals upon request, meet ongoing demands for new and more detailed information? Yes,” Mathiak said. “It speaks volumes that Madison Prep is being used to smear and discredit candidates for the School Board and used as a litmus test of political worthiness.”
Matthews said the problems with Madison Prep resulted from Caire’s proposal to hire nonunion staff.
“What Kaleem seems to have forgotten, conveniently or otherwise, is that MTI representatives engaged in several discussions with him and several of his Board members, in attempt to reach an amicable resolution,” Matthews said. “What that now has to do with the current campaign for Board of Education, I fail to see. I know of no animosity among the candidates or their campaign workers.”
Passman and other board members who served at the time did not return a call seeking comment.




2013 School Board Elections – Connor: Madison liberals hurting communities of color

When Sarah Manski pulled out of the school board race because her husband was accepted to graduate school in California, many asked, myself included, why would she wait until after the primary to do so?
Now we know: It was all part of a plan to silence Ananda Mirilli, restorative justice manager at the YWCA in Madison, and also a person of color. Mirilli was unfairly and falsely targeted by Sarah Manski and her husband Ben as someone who was part of a movement to privatize public schools.
When I heard about this, I immediately assumed several members of Madison’s white elite progressive community was behind this. I believe that there is a movement in this community to silence anyone that doesn’t walk in lockstep with the status quo. They will trample over voices of color in order to preserve it.
I was accused by some of rushing to judgment. Yet I have not heard any of these people call for an investigation into who else knew about Manski’s plan and when.
In my last column, I wrote that Madison’s communities of color needed to become involved and engaged. They need to get off the sidelines and get in the game.
What I failed to add to that was it’s also hard to become a part of the game when it’s rigged against you.
If these had been two Republicans placing first and second in this primary with a Democrat finishing third under the same circumstances, progressives would be storming the Capitol right now. There would be hard-hitting editorials in progressive newspapers accusing conservatives of rigging elections, not the fluff pieces that we’ve been reading.
Madison’s communities of color are constantly told by white progressives that people like Governor Scott Walker, radio talk show host Vicki McKenna and blogger Dave Blaska are the enemy. While some may agree, they haven’t been the ones silencing, patronizing and marginalizing folks of color in Madison. That distinction belongs to the liberal establishment in this community.
You have consistently done the most harm to us, and it stinks. We’re tired of it.
As a former Urban League board member and chair, I am also disgusted by the way this organization has been treated by some of Madison’s political establishment. The Urban League has been at the forefront of many issues concerning the disenfranchised and people of color in this community, in particular, education. Yet over the past couple of years they have been treated like garbage.
Ever since CEO Kaleem Caire shined a bright light on an achievement gap and low graduation rates for students of color that has plagued the Madison Metropolitan School District for decades — even offering an idea to help to address it — Caire has been painted as a right-wing operative with the intent to privatize and destroy public schools. Almost anyone else who supported Madison Prep has been labeled the enemy because communities of color are asking for a better future for their children.
The smear campaign began with Nichele Nichols failed run for school board last year, and now Mirilli this year.
While I’m angry about what happened to Mirilli, I’m also happy she decided not to run as a write-in candidate. She had no chance of winning and running would have made white progressives in this city feel better about themselves.
They’d say, “At least she had a chance.”
Make no mistake about it: She had no chance. Everyone knows it.
I understand that it’s not fair to paint all white liberal progressives in Madison with a broad brush. Many are just as outraged by what’s been happening to folks of color in this community as we are.
If you sit by and watch while it happens and fail to stand up for what’s right, you become just as complicit as the ones who are doing it.
To the communities of color in Madison, I say this: Don’t forget what happened here. If there was ever a time to organize and become engaged, it is now.

More on the Proposed New Wisconsin Charter School Environment

Wisconsin school boards would have less control over their own charter schools under Gov. Scott Walker’s state budget proposal.
The changes could have major implications for districts such as Madison, where the School Board has exerted tight control over charter school expansion, including rejecting a school proposed by Urban League of Greater Madison president Kaleem Caire that sought exemptions from district policies.
On Monday night, Madison School Board members said they might have to halt plans to revamp the district’s charter school policy.
“We’ve saved money and we’ve implemented programs and then with the swipe of a pen we have been outnumbered and outmanipulated by a governor who apparently wants to run for president,” board member Maya Cole said.
“I hope he’s really happy.”
The majority of charter schools in the state have less autonomy than others around the country, said Carrie Bonk, executive director of the Wisconsin Charter Schools Association. Walker’s proposal would change that.




Ball of Confusion: On the Madison Public Schools

I feel like my head is going to explode.
As a Dem-leaning, Urban League board member; fiscally cautious, small business-owning product of both private and public education; and a native Madisonian proud of our city’s progressive past, why do I feel caught in a remake of the Temptations’ old-school classic “Ball of Confusion”?
Maybe it began December 19, 2011. That’s when I heard Madison School Board member Marj Passman painfully explain why she was going to vote against Madison Prep, the initiative designed to get more of Madison’s black students college ready.
In artfully prepared notes, an emotional Passman, who is a former teacher and proud Madison Teachers Inc. member, echoed her earlier op-ed for the The Capital Times defining her view of public schools, including the important and noble benefits of equal opportunity and the responsibilities of preparing students to be economically self-sufficient and improving social conditions.
Yet Passman voted against the sentiment of black parents that night who eloquently described an experience in Madison’s schools that ran counter to the very goals she listed.
Passman was caught in a progressive conundrum of the first order. Vote for current educational models and justice for teachers unions, or listen to the voices of a community asking for new ideas and justice for their struggling kids? A tough call for any progressive.
The head spun more during a conversation with MTI leader John Matthews. He offered his view on teacher accountability. A champion of union rights, Matthews maintained teachers shouldn’t compete against each other for pay, but rather work together collaboratively to create better schools. Yet, at a later meeting, Matthews was put on his heels when Urban League president and native Madisonian Kaleem Caire asked why, in 2010 with less than fifty percent of young black males in Madison graduating from high school, not one of Madison’s 2,700 teachers was dismissed for any reason, including substandard performance.
Our kids compete for grades and are held accountable for performance. Yet teachers shouldn’t compete, and accountability for them is a word rife with conflict? So a champion of Madison’s black poor challenges the champion of teachers. The head spins.

Change is the Only Path to Better Schools

Shortly after Madison schools superintendent Dan Nerad resigned last year, School Board member Ed Hughes told me that when it comes to the Madison School District, “People want improvement, but they don’t want change.”
I thought about Hughes’ words last weekend after the school district announced it had hired Chicago Public Schools chief of instruction Jennifer Cheatham as Nerad’s replacement.
Cheatham is seen as the best bet for improvement — specifically to the long history of low-income and minority student under-achievement.
The question now is: Will people tolerate her changes?
Hughes told me Sunday he was “optimistic” they would. “I think she will earn teachers’ trust and inspire them to do their best work,” he said. “If she succeeds at that, everything else will fall into place.”
I hope he’s right, but I don’t yet share his optimism.
Back in 2011, it was the district’s long-standing inability to do anything bold about the achievement gap that left it vulnerable to the Urban League of Greater Madison’s bid to open its own charter school for minority and low-income students.
Madison Preparatory Academy brought the issue of the achievement gap to the fore. But the school’s rejection — largely due to opposition from the teachers union — left notoriously progressive Madison doing some uncomfortable soul-searching.

Madison School Board Member Ed Hughes:

Leadership comes in different shapes and sizes. After spending time with 41-year-old Jen Cheatham and attending the community forum on Thursday, I kept thinking back to the winter day 23 years ago when 43-year-old Barry Alvarez was introduced to the Madison community and made his memorable statement about how fans interested in season tickets better get them now because they’d soon be hard to get.
Like Cheatham, Alvarez was an outsider, a rising star in a major program who was ready to take the reins of his own program and run with it. That certainly did not guarantee success, but he proved to have that rare and ineluctable something that inspired his players to raise their game, that drove them to succeed as a team because they couldn’t bear to let their coach or teammates down.
As with Barry, so with Jen. For those of us who have been able to spend time with Jen Cheatham and talk to her about her vision for our Madison schools, it is clear that whatever leadership is, she has it. What we heard time and again from those she’s worked with is that Jen is able to inspire principals and teachers to do their best possible work for the students they serve. But also like Alvarez, she’s doesn’t shy away from tough decisions when they’re necessary.

“The other useful stat buried in the materials is on the second page 3 (= 6th page), showing that the 3rd grade proficiency rate for black students on WKCE, converted to NAEP-scale proficiency, is 6.8%, with the accountability plan targeting this percentage to increase to 23% over one school year. Not sure how this happens when the proficiency rate (by any measure) has been decreasing year over year for quite some time. Because the new DPI school report cards don’t present data on an aggregated basis district-wide nor disaggregated by income and ethnicity by grade level, the stats in the MMSD report are very useful, if one reads the fine print.”

Madison School Board Needs to Address Search Fiasco:

That being the case, Cheatham would come to this position in a difficult circumstance. As Kaleem Caire, the president of the Urban League of Greater Madison, told the State Journal: “The perception of people in this community when we have one pick, they will always question the value of this woman. That’s not fair to her and not fair to our kids.”
The School Board has presided over a fiasco that board member Ed Hughes admits — in a major understatement — “has not gone as smoothly as we’d like.”
Now the board needs to get its act together.
If would be good if the board were to seek the return of the more than $30,000 in taxpayer money that was allocated for what can only charitably be referred to as a “search.” However, we don’t want the board to squander more tax money on extended legal wrangling.
The board should make it clear that it will not have further dealings with this search firm, as the firm’s vetting of applicants does not meet the basic standards that a responsible board should expect.
Perhaps most importantly, the board should engage in a serious rethink of its approach to searches for top administrators. The Madison Metropolitan School District is a great urban school district. It has challenges, especially with regard to achievement gaps and the overuse of standardized testing, that must be addressed.

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).
Zimman noted that the most recent State of Wisconsin Budget removed the requirement that arbitrators take into consideration revenue limits (a district’s financial condition @17:30) when considering a District’s ability to afford union negotiated compensation packages. The budget also added the amount of teacher preparation time to the list of items that must be negotiated….. “we need to breakthrough the concept that public schools are an expense, not an investment” and at the same time, we must stop looking at schools as a place for adults to work and start treating schools as a place for children to learn.”




What will it really take to Eliminate the Achievement Gap and Provide World-Class Schools for All Children in 2013 and beyond?

As the Board of Education deliberates on who the next Superintendent of the Madison Metropolitan School District will be, and as school districts in our state and across the nation wrestle with what to do to eliminate the racial achievement gap in education, while at the same time establishing world class schools that help prepare all children to learn, succeed and thrive in the 21st century, it’s important that we not lose sight of what the research continues to tell us really makes the difference in a child’s education.
More than 40 years of research on effective schools and transformational education have informed us that the key drivers for eliminating the racial achievement gap in schools and ensuring all students graduate from high school prepared for college and life continue to be:

  • An Effective Teacher in Every Classroom – We must ensure every classroom is led by an effective teacher who is committed to and passionate about teaching young people, inspires all children to want to learn, has an appropriate depth of knowledge of the content they are teaching, is comfortable teaching and empowering diverse students, and coaches all of their students to high performance and expectations. Through its Race to the Top Initiative, the Obama Administration also defined an effective teacher as someone who can improve a students’ achievement by 1.0 grade levels in one school year while a highly effective teacher is someone who can improve student achievement by 1.5 grade levels annually. Schools with large numbers of students who are academically behind, therefore, should have the most effective teachers teaching them to ensure they catch up.
  • High Quality, Effective Schools with Effective Leaders and Practices – Schools that are considered high quality have a combination of effective leaders, effective teachers, a rigorous curriculum, utilize data-driven instruction, frequently assess student growth and learning, offer a supportive and inspiring school culture, maintain effective governing boards and enjoy support from the broader community in which they reside. They operate with a clear vision, mission, core values and measurable goals and objectives that are monitored frequently and embraced by all in the school community. They also have principals and educators who maintain positive relationships with parents and each other and effectively catalyze and deploy resources (people, money, partnerships) to support student learning and teacher success. Schools that serve high poverty students also are most effective when they provide additional instructional support that’s aligned with what students are learning in the classroom each day, and engage their students and families in extended learning opportunities that facilitate a stronger connection to school, enable children to explore careers and other interests, and provide greater context for what students are learning in the classroom.
  • Adequately Employed and Engaged Parents – The impact of parents’ socio-economic status on a child’s educational outcomes, and their emotional and social development, has been well documented by education researchers and educational psychologists since the 1960s. However, the very best way to address the issue of poverty among students in schools is to ensure that the parents of children attending a school are employed and earning wages that allow them to provide for the basic needs of their children. The most effective plans to address the persistent underachievement of low-income students, therefore, must include strategies that lead to quality job training, high school completion and higher education, and employment among parents. Parents who are employed and can provide food and shelter for their children are much more likely to be engaged in their children’s education than those who are not. Besides being employed, parents who emphasize and model the importance of learning, provide a safe, nurturing, structured and orderly living environment at home, demonstrate healthy behaviors and habits in their interactions with their children and others, expose their children to extended learning opportunities, and hold their children accountable to high standards of character and conduct generally rear children who do well in school. Presently, 74% of Black women and 72% of white women residing in Dane County are in the labor force; however, black women are much more likely to be unemployed and looking for work, unmarried and raising children by themselves, or working in low wage jobs even if they have a higher education.
  • Positive Peer Relationships and Affiliations – A child’s peer group can have an extraordinarily positive, or negative, affect on their persistence and success in school. Students who spend time with other students who believe that learning and attending school is important, and who inspire and support each other, generally spend more time focused on learning in class, more time studying outside of class, and tend to place a higher value on school and learning overall. To the contrary, children who spend a lot of time with peer groups that devalue learning, or engage in bullying, are generally at a greater risk of under-performing themselves. Creating opportunities and space for positive peer relationships to form and persist within and outside of school can lead to significantly positive outcomes for student achievement.
  • Community Support and Engagement – Children who are reared in safe and resourceful communities that celebrate their achievements, encourage them to excel, inform them that they are valued, hold them accountable to a high standard of character and integrity, provide them with a multitude of positive learning experiences, and work together to help them succeed rarely fail to graduate high school and are more likely to pursue higher education, regardless of their parents educational background. “It Takes A Whole Village to Raise a Child” is as true of a statement now as it was when the African proverb was written in ancient times. Unfortunately, as children encounter greater economic and social hardships, such as homelessness, joblessness, long-term poverty, poor health, poor parenting and safety concerns, the village must be stronger, more uplifting and more determined than ever to ensure these children have the opportunity to learn and remain hopeful. It is often hopelessness that brings us down, and others along with us.

If we place all of our eggs in just one of the five baskets rather than develop strategies that bring together all five areas that affect student outcomes, our efforts to improve student performance and provide quality schools where all children succeed will likely come up short. This is why the Urban League of Greater Madison is working with its partners to extend the learning time “in school” for middle schoolers who are most at-risk of failing when they reach high school, and why we’ll be engaging their parents in the process. It’s also why we’ve worked with the United Way and other partners to strengthen the Schools of Hope tutoring initiative for the 1,600 students it serves, and why we are working with local school districts to help them recruit effective, diverse educators and ensure the parents of the children they serve are employed and have access to education and job training services. Still, there is so much more to be done.
As a community, I strongly believe we can achieve the educational goals we set for our chlidren if we focus on the right work, invest in innovation, take a “no excuses” approach to setting policy and getting the work done, and hire a high potential, world-class Superintendent who can take us there.

Madison’s Mayor on Transfer Students & The Achievement Gap; District Plans to Release Data “Within 3 Weeks”

There is an achievement gap. A significant part of the achievement gap is not because of the failure on the part of the Madison public schools, but it is because of the number of students who have transferred here from other districts, districts like Chicago,” he says.
“Those kids come here unprepared. They come from poorly performing schools. There is a reluctance to discuss this factor. The reluctance to discuss it has at least two consequences. The first is that we come to erroneous conclusions about the quality of education in Madison. The second problem is that we don’t develop strategies for these kids so that we can close that achievement gap.”
Soglin says a child who’s far behind in reading “who transferred in from a poorly performing district as opposed to a child who’s been in Madison her entire life, could require very different interventions. There are people who don’t want to talk about this problem and that’s one of the reasons we fail in addressing the achievement gap.
“Now, talking about this alone is not going to solve it, but addressing it and analyzing it properly may in the short term cast some negatives, but it is going to lead to a better job in terms of correcting the problem.”

I (and others) inquired about the data behind the Mayor’s assertion several months ago. I received an email today – after another inquiry – from the District’s Steve Hartley stating that the data will be available in “under 3 weeks”.

Five States to Increase Class Time

In an effort to boost student achievement and prepare students for jobs in a global economy, five states have announced they will add 300 hours or more of class time to the school calendar.
Currently, most of the country operates on the traditional, short, five-day school week, with summers off, a system largely based on a century’s old calendar that has little significance for the majority of American students. As reformers seek to find a schedule that works, many have argued for school week models that add instructional time.
Colorado, Connecticut, Massachusetts, New York and Tennessee will take part in this new initiative, which will affect nearly 20,000 students in 40 schools. Schools, working with districts, parents, and teachers, will decide whether to make the school day longer, add more days to the school calendar, or both. Once a model is proven successful, advocates plan to expand the program to high-need schools in urban communities.

Where have all the Students gone?

We are not interested in the development of new charter schools. Recent presentations of charter school programs indicate that most of them do not perform to the level of Madison public schools. I have come to three conclusions about charter schools. First, the national evidence is clear overall, charter schools do not perform as well as traditional public schools. Second where charter schools have shown improvement, generally they have not reached the level of success of Madison schools. Third, if our objective is to improve overall educational performance, we should try proven methods that elevate the entire district not just the students in charter schools. The performance of non-charter students in cities like Milwaukee and Chicago is dismal.
In addition, it seems inappropriate to use resources to develop charter schools when we have not explored system-wide programming that focuses on improving attendance, the longer school day, greater parental involvement and combating hunger and trauma.
We must get a better understanding of the meaning of ‘achievement gap.’ A school in another system may have made gains in ‘closing’ the achievement gap, but that does not mean its students are performing better than Madison students. In addition, there is mounting evidence that a significant portion of the ‘achievement gap’ is the result of students transferring to Madison from poorly performing districts. If that is the case, we should be developing immersion programs designed for their needs rather than mimicking charter school programs that are more expensive, produce inadequate results, and fail to recognize the needs of all students.
It should be noted that not only do the charter schools have questionable results but they leave the rest of the district in shambles. Chicago and Milwaukee are two systems that invested heavily in charter schools and are systems where overall performance is unacceptable.

Madison Mayor Paul Soglin has some pretty strong ideas about how to improve academic achievement by Madison school children. Charter schools are not among them.
In fact, Madison’s ongoing debate over whether a charter school is the key to boosting academic achievement among students of color in the Madison Metropolitan School District is distracting the community from making progress, Soglin told me.
He attended part of a conference last week sponsored by the Urban League of Greater Madison that he says overstated the successes elsewhere of charter schools, like the Urban League’s controversial proposed Madison Preparatory Academy that was rejected by the Madison School Board a year ago.
“A number of people I talked with about it over the weekend said the same thing: This debate over charter schools is taking us away from any real improvement,” Soglin said.
Can a new committee that Soglin created — bringing together representatives from the school district, city and county — be one way to make real progress?

After generations of failure, a school and its students head for success

I was prepared for the dog-and-pony show — the choreographed “reveal” of a school makeover that’s been in the works for years.
I didn’t expect much beyond a grown-up version of show-and-tell. But I came anyway because I have a soft spot for Jordan High in Watts.
I’ve spent a decade tracking the school’s efforts to improve; watched reformers arrive with big plans and leave with broken dreams.
The school’s problems, they’d say, are too deep and expensive to fix; too intertwined with a neighborhood that will always be warped by dysfunction and poverty.
But on Wednesday, state schools Supt. Tom Torlakson visited the school with certificates announcing its improvement. Jordan’s 93-point jump on the state’s academic performance index was the biggest of any urban high school in California this year.




Education reform advocates Canada, Legend urge bold changes for Madison schools

Two national education reform advocates encouraged about 100 attendees at an Urban League luncheon Thursday to advocate for institutional changes in the school system or “watch your city disappear.”
Geoffrey Canada, founder of the Harlem Children’s Zone in New York City, and Grammy-award-winning R&B musician John Legend participated in an hour-long discussion moderated by local television journalist Neil Heinen.
Canada said Madison leaders need to allow more educational innovation, such as charter schools, if it wants to raise achievement for low-income and minority students.
“You’ve got the cancer, but no one’s allowed to do any research,” Canada said. “If you care about this city, you’re going to end this (achievement gap). There is no future in allowing large numbers of your citizens to fail.”

State Rep. Brett Hulsey, D-Madison, left the luncheon early because he didn’t like what he was hearing from the presenters.
“What they’re saying, I don’t know what it had to do with making our schools better for our kids,” Hulsey said. “We need to invest in our schools to hire more teachers, not talk about firing more teachers.”

An Update on Madison’s Use of the MAP (Measures of Academic Progress) Assessment

Unlike other assessments, MAP measures both student performance and growth through administering the test in both fall and spring. No matter where a student starts, MAP allows us to measure how effective that student’s school environment was in moving that student forward academically.
This fall’s administration serves as a baseline for that fall to spring growth measure. It also serves as an indicator for teachers. As we continue professional development around MAP, we will work to equip schools to use this data at the classroom and individual student level. In other words, at its fullest use, a teacher could look at MAP data and make adjustments for the classroom or individual students based on where that year’s class is in the fall, according to these results.
Meeting growth targets on the fall administration indicates that a student met or exceeded typical growth from Fall 2011 to Fall 2012. Typical growth is based on a student’s grade and prior score; students whose scores are lower relative to their grade level are expected to grow more than students whose scores are higher relative to their grade level.
In Reading, more than 50% of students in every grade met their growth targets from Fall 2011 to Fall 2012. In Mathematics, between 41% and 63% of students at each grade level met their growth targets. The highest growth in Mathematics occurred from fourth to fifth grade (63%) and the lowest growth occurred from fifth to sixth grade (41%).
It is important to note that across student groups, the percent of students making expected growth is relatively consistent. Each student’s growth target is based on his or her performance on previous administrations of MAP. The fact that percent of students making expected growth is consistent across student subgroups indicates that if that trend continues, gaps would close over time. In some cases, a higher percentage of minority students reached their growth targets relative to white students. For example, at the middle school level, 49% of white students met growth targets, but 50% of African American students and 53% of Hispanic students met their growth targets. In addition, English Language Learners, special education students, and students receiving free and reduced lunch grew at similar rates to their peers.
MAP also provides status benchmarks that reflect the new, more rigorous NAEP standards. Meeting status benchmarks indicates that a student would be expected to score “Proficient” or “Advanced” on the next administration of the Wisconsin Knowledge and Concepts Examination (WKCE).
That means that even though overall scores haven’t changed dramatically from last year, the percent of students identified as proficient or advanced will look different with these benchmarks. That is not unique for MMSD – schools around the state and nation are seeing this as they also work toward the common core.
While these scores are different than what we have been used to, it is important to remember that higher standards are a good thing for our students, our districts and our community. It means holding ourselves to the standards of an increasingly challenging, fast-paced world and economy. States all around the country, including Wisconsin, are adopting these standards and aligning their work to them.
As we align our work to the common core standards, student achievement will be measured using new, national standards. These are very high standards that will truly prepare our students to be competitive in a fast-paced global economy.
At each grade level, between 32% and 37% of students met status benchmarks in Reading and between 36% and 44% met status benchmarks in Mathematics. Scores were highest for white students, followed by Asian students, students identified as two or more races, Hispanic students, and African-American students. These patterns are consistent across grades and subjects.
Attachment #1 shows the percentage of students meeting status benchmarks and growth targets by grade, subgroup, and grade and subgroup. School- and student-level reports are produced by NWEA and used for internal planning purposes.

Math Professor Teaches High School Classes

During the 2009-2010 academic year I did something unusual for a university mathematician on sabbatical: I taught high school mathematics in a large urban school district. This might not be so strange except that my school does not have a teacher preparation program and only graduates a few students per year who intend to be teachers.
Why did I do this? I, like many of you, am deeply concerned about mathematics education and I wanted to see what a typical high school in my city is like. Because I regularly work with high school mathematics teachers, I wanted to experience the life of a high school teacher for myself. I had neither a research project nor an agenda for changing schools or teachers.
I kept a blog during my adventure, but it took some months after that experience before I could begin to process all that had happened. Four lessons emerged from my experience that I hope will give college and university educators a clearer view of what teaching high school mathematics is like.




“I think we have come a long way”

“I think we have come a long way,” said Superintendent Jane Belmore. “The district, as you may know, developed a pretty ambitious achievement plan last year and came out to the community and talked with folks in the community about it, got a lot of buy-in and there are lots of community organizations that are really behind us on that.”
Superintendent Belmore says it will take a number of years to complete the process–but says they’re fortunate to have the resources to help put it into play this year. “We have a plan that we’re now looking at, really what I’m calling kind of sorting the priorities of the priorities, because it’s very ambitious,” she said. “We’re not going to be able to do everything at the same level, at the same time, but we’re really figuring out what the things are that are going to give us the most leverage.”
The Urban League of Greater Madison has been on the forefront of the fight to address the achievement gap. President and CEO Kaleem Caire says he thought the achievement gap plan was too broad to begin with.

Schools That Can Milwaukee September 2012 Update

Happy start to the school year! Our team is more excited than ever about the transformational work being done across Milwaukee.
Today, our 24 STCM partner schools serve over 10,000 students. As I hear the “first day” stories from several of our partner schools, I am reminded of all of the work put in by our coaches and school leaders to prepare: I am reminded of the four days of leadership training STCM held with more than 80 leaders from across the city coming together to focus on excellence in their schools; I am reminded of the more than 135 new urban teachers that came together for a STCM training focused on high-impact instructional practices.
The power of this group is real and the momentum is visible – these are the leaders that will change Milwaukee’s education system and prepare our future leaders. The results we have seen in each of the three STCM pathways (described below) are an early indication of what is possible for our city.
While I am more aware of the challenges facing our students, families, teachers, leaders and schools in Milwaukee, I am more hopeful than ever about what I know is possible. However, we can’t do it alone. It takes engagement from city leaders, educators, non-profit partners, business leaders and foundations. Join us in the movement to support quality across Milwaukee.

44th Annual PDK/Gallup Poll Shows a Nation Divided Over Public Education Issues

Though Americans clearly have opposing stances on many education issues, when the poll — conducted annually by Phi Delta Kappa International (PDK) in conjunction with Gallup — asked Americans whether they believe common core state standards would provide more consistency in the quality of education between school districts and states, 75 percent said yes. In fact, more than half of Americans (53 percent) believe common core state standards would make U.S. education more competitive globally.
Ninety-seven percent of the public also agrees that it is very or somewhat important to improve the nation’s urban schools, and almost two of three Americans (62 percent) said they would pay more taxes to provide funds to improve the quality of urban schools. Eighty-nine percent of Americans agree that it is very or somewhat important to close the achievement gap between white students and black and Hispanic students.
And though Americans are almost evenly split in their support for requiring that teacher evaluations include how well students perform on standardized tests, with 52 percent in favor, they are in agreement about increasing the selectivity of teacher preparation programs. In fact, at least three of four Americans believe that entrance requirements into teacher preparation programs need to be at least as selective as those for engineering, business, pre-law, and pre-medicine.

Literacy For Life: The Role Of Career And Technical Education In Reading Proficiency

It is well established that a student’s reading proficiency level in elementary school is a good predictor of high school graduation success. The lower the reading level, the more likely it is that the student will not graduate on time. Against this background, it is sobering that many U.S. students reach high school without the reading and comprehension skills they need. According to NAEP data, in 2011, more than a third (33 percent) of 4th-graders were reading at a below basic level; among 8th-grade and 12th grade students, the percentage of students who were stuck at the below basic reading level had dropped, but only to about 25 percent. Many of these students drop out; many go on to earn a diploma, but enter the work world singularly unprepared to earn a living.
What is to be done? Certainly, intensive remediation is part of the answer, but so are practice and motivation and interest. The challenge for struggling readers at the high school level is hard to overstate; by the time they enter high school, they often display a negative and despairing attitude toward school that has been hardened by years of failure. Furthermore, most high school teachers are not trained in literacy instruction, a specialized skill which is theoretically the purview of early elementary school. Indeed, for many urban teachers, motivating kids just to come to school is the major challenge.




Teacher residency program debuts in Twin Cities

The start of the upcoming school year will mark the debut of a new type of teacher preparation program for the Twin Cities.
The Twin Cities Teacher Collaborative STEM Urban Teacher Residency program is starting small, but organizers wonder if it might be the next big thing. The program, known as TC2 is planning to train 60 teachers over the next four years.
Eight teaching candidates are entering a full-year residency at five different middle and high schools in St. Paul and Minneapolis this fall. Residencies are common for future doctors and lawyers, but teaching residencies have only been around for 11 years in other states.
The residents met as a group last week and will spend the weeks before the start of class preparing for the year. They’ve already met their mentor teachers; the eight will be placed at Humboldt Senior High, Highland Park Senior High and Highland Park Junior High in St. Paul, as well as at South and Southwest High Schools in Minneapolis.

Gary Solomon, Chief Executive Officer
Gary Solomon was elevated to CEO of PROACT Search in 2009. Previously, Mr. Solomon had founded Synesi Associates and worked in Education for the past twenty years, starting as a high school teacher and administrator in the Chicago suburbs. Thomas brings an extensive background in educational management in the private sector, as well as numerous start-ups across various industries. He recently served as Vice President at one of the largest publicly traded test preparation companies where he was directly responsible for their sales teams as well as online learning division. Previously Thomas built an urban tutoring program in Chicago to service over 8,000 students with recognition for a quality program from the local and national government. Thomas has also started-up a Wireless Internet company, a Sales and Marketing company as well as a boutique Venture Capital firm. Thomas has been published by the Northwestern Press for his work in political economics and is and active volunteer at many organizations including Habitat for Humanity, Northwestern University and Steppenwolf Theatre. He’s been a guest lecturer at Northwestern University, where he earned his B.A. in Economics and Slavic Languages.

Phil Hansen
, Chief Operations Officer
Phil Hansen is a seasoned educator with an impeccable record rooted in Accountability. For fifteen years Phil taught history, before moving on to five years as assistant principal for the Chicago Public Schools (CPS), and then Director of Special Education in the southern suburbs of Chicago. In 1991 Phil took on the role of Principal at Clissold Elementary, a Chicago Public school. In 1995 he became the CPS Director of School Intervention, before moving on in 1997 to take on the position of Chief Accountability Officer, where he served until 2002. At this time Phil was offered a position working as an assistant to the Illinois State Superintendent where he was the liaison between CPS and the Illinois State Board of Education specifically focused on No Child Left Behind (NCLB) implementation throughout the state.
Upon his retirement Phil joined The Princeton Review and managed a turnaround project in Philadelphia, transitioning four middle schools to new small high schools. He also separately did consulting work for the School District of Philadelphia, the St Louis Schools Office of Accountability, and the Recovery School District of New Orleans. In the Recovery School District he served as the Interim Chief Academic Officer during the transition of leadership. Upon joining Synesi Associates, as Vice President of Policy and Development he has worked with the State Board of Louisiana and the East Baton Rouge Parish School District. His primary work has been in completing school and district quality reviews followed up by long term support as an external partner. Through Synesi he also continues to work in New Orleans, assisting with the High School Redesign efforts
As an active member of his community, Phil has also served as President and Secretary of the Beverly Area Planning Association, and has received rewards for service from both the local community as well as the greater city of Chicago. Most recently Phil was honored as an outstanding City of Chicago Employee and Outstanding Educator from the National Conference for Community and Justice.

Stephen Kupfer
, Regional President
Steve Kupfer serves as Northeast Regional President for PROACT Search and is responsible for executing talent management and support strategies in K-12 education institutions and organizations. He was previously a Senior Consultant in the education practice at Public Consulting Group where he worked alongside district leadership to implement web-based special education and response to intervention (RtI) case management modules in some of the largest school districts in the country, including Miami Dade County Public Schools, The School District of Philadelphia, and the Louisiana Recovery School District.
Steve brings practical, district-level experience in organizational development to challenges in K-12 human capital management and support. Krissi Osborn runs all Operations and Recruitment for PROACT Search. In her role with the company, she has additionally established an award winning internship program exclusively with Northwestern University. Krissi is an active member in her Chicago community, volunteering as an ESL Tutor in Albany Park, as well as on the executive board for a community outreach group. Krissi graduated from Northwestern with a Bachelor’s degree in Psychology and History from the Weinberg College of Arts and Sciences.

5 Recent Mathematical Breakthroughs That Could Be Taught in Elementary School (but aren’t)

In a previous blog post, I made the claim that much of the math curriculum is ordered based on historical precedent rather than conceptual dependencies. Some parts of the math curriculum we have in place is based on the order of discovery (not always, but mostly) and while other parts are taught out of pure habit: This is how I was taught, so this is how I’m going to teach. I don’t think this needs to be the case. In fact, I think that this is actually a detriment to students. If we want to produce a generation of mathematicians and scientists who are going to solve the difficult problems of today, then we need to address some of the recent advances in those fields to prepare them. Students should not have to “wait until college” to hear about “Topology” or “Quantum Mechanics”. We need to start developing the vocabulary for these subjects much earlier in the curriculum so that students are not intimidated by them in later years.




Next Steps for Madison Schools’ 2012-2013 $374,700,000 Budget

But as the School Board prepares to sign off on a final, scaled back version of the district’s achievement gap plan on Monday night, it appears a little wind has been taken out of the sails of an initiative that had many in the community talking this past winter.
“This whole discussion has been a bit hard to follow in recent weeks,” says Kaleem Caire, the president of the Urban League of Greater Madison. “The plan started out as one thing and then became something else and then became something else. To be honest, though, I’m not sure this issue ever got the momentum in the community that I thought it would.”
The School Board is meeting Monday at 6 p.m. at the district’s Doyle Administration Building (545 W. Dayton St.) to give preliminary approval for a 2012-13 budget. Superintendent Dan Nerad’s $374.7 million budget proposal released late last month includes $4.4 million next year to fund the achievement gap plan, which is down significantly from the $12.4 million price tag that was originally attached to the project.
“When the original plan was presented it was based on a view that there isn’t just one thing that any school district can do, and there isn’t any one thing that the community can do, to solve this problem,” says Nerad. “Instead, we needed to look at the many things that need to be in place if we’re going to have the elimination of this disparate achievement. But in the end, we also had to make sure we took into account other budget needs and to present a sustainable plan, so reductions were made.”
Nerad’s budget proposal also includes a $3.5 million increase in funding for maintenance. The entire budget, as proposed by the superintendent, would increase the amount the district levies for taxes by 4.1 percent — to $11.78 per $1,000 of assessed value. For the average-priced home in Madison, it’s estimated that school property taxes would increase $68.12.

Ingredients for successful schools

Relationships. That’s the starting point in Kristi Cole’s answer. Healthy, helpful, warm, caring relationships, but ultimately ones aimed at quality, high standards and progress.
My question was: What have you learned about what works when it comes to educating kids?
I don’t know of anyone else who has seen the local education scene in the past couple decades from as many vantage points as Cole. Her father taught in Milwaukee Public Schools for 38 years. He retired in 1991, the year Cole started as a teacher. She has been a school librarian, assistant principal and principal. She held major positions in the MPS central office, overseeing programs dealing with student safety and health as well as charter and alternative schools connected to MPS.
A year ago, she took a job that splits her time, three days a week as an administrator for the high-quality Milwaukee College Prep charter schools and two days a week as a coach for leaders of other schools as part of a nonprofit organization, Schools That Can Milwaukee. At 45, Cole is also working on her PhD in education.
Since her time as principal of Humboldt Park School almost a decade ago, I’ve looked to Cole as an example of how to do urban education well. I thought I’d learn some things myself if I asked her what she had learned. Beyond the emphasis on relationships, here are some ingredients she suggested for a high performing school:

With one of the most competitive and expensive school board races in the history of the Madison Metropolitan School District now behind us, it is time for us to get to work on strengthening public education in our capital city and ensuring that every single one of our children have the schools and tools they need to succeed in education and in life.
We congratulate Mary Burke and Arlene Silveira for their success in securing three-year terms on the Madison Board of Education. They will bring significant experience and business acumen to the School Board. We also give great respect to their challengers, Nichelle Nichols and Michael Flores, for stepping up, taking a stand for children and ensuring that the voices of parents and children of color were front and center during the campaign. They ensured that the discussion remained focused on the alarming racial achievement gap that exists in our schools, and we deeply appreciate them for it.
As the Board of Education moves forward, we expect they will remain focused on our community’s five greatest priorities: (1) eliminating the racial achievement gap; (2) establishing world class schools that attract enrollment and prepare all children to thrive and succeed in college and work after high school; (3) empowering parents and engaging them in their children’s education; (4) developing a highly talented and skilled workforce that is more reflective of the students our school district now educates; and (5) aligning the District’s employee handbook to the priorities, needs and goals of students, staff and schools.
The Board of Education can start by focusing their efforts on hiring an outstanding new Superintendent who possesses significant leadership skill/experience and business acumen, a proven track-record of successfully leading urban schools with significantly diverse student populations; and a strong, clear and compelling vision and plan for public education and our children’s future.
Rather than deciding too quickly on approving an achievement gap plan that was rushed in its development, we hope the Board of Education will avoid getting too far ahead of the next Superintendent in implementing plans, and instead focus their attention on existing efforts where the District can make a difference in the next six months, such as:

  • Implementing the Common Core Standards and related common curriculum in literacy, English/language arts and mathematics in all elementary schools in grades K-5 (to start), with additional learning support for students who are significantly behind or ahead academically;
  • Re-establishing and aligning the District’s Professional Development Program for all educators and support staff to the curriculum, standards and needs/interests of students;
  • Implementing Wisconsin’s new Educator Effectiveness evaluation and assessment program;
  • Providing a full-time principal and adequate staffing for Badger Rock and Wright Middle Schools;
  • Requiring greater collaboration and alignment between the District’s safety-net, student-support programs such as Schools of Hope, AVID/TOPS, Juventud/ASPIRA, PEOPLE/ITA Program and ACT Prep Academies to ensure more effective and seamless identification, support and progress monitoring of students who need or are enrolled in these programs;
  • Partnering with local businesses, educational institutions and community organizations to recruit, hire, acclimate and retain a diverse workforce, and appropriately assign all staff to schools according to their skills and interests and the needs of students;
  • Engaging parents more effectively in the education of their children through community partnerships; and
  • Partnering with the United Way, Urban League, Boys & Girls Club, Centro Hispano, Hmong Education Council and other agencies to effectively build awareness and educate the community about local and national best practices for eliminating the achievement gap and preparing all youth for college and work.

We look forward to working with YOU, the Board of Education, our community partners and the leadership of our public schools to implement immediate opportunities and solutions that will benefit our children TODAY.

Thanks to the four citizens who ran.
The Silveira/Nichols race was interesting in that it was the first competitive school board election involving an incumbent in some time. Lawrie Kobza and Lucy Mathiak defeated incumbent candidates during the mid-2000’s. Perhaps the “success recipe” requires that the insurgent candidate have a strong local network, substantive issues and the ability to get the word out, effectively.
Arlene is a different incumbent than those defeated by Kobza & Mathiak.
That said, she has been on the board for six years, a time during which little, if any progress was made on the MMSD’s core mission: reading, writing, math and science, while spending more per student than most Districts. Perhaps the Superintendent’s looming departure offers an opportunity to address the core curricular issues.
I wish the new board well and congratulate Mary and Arlene on their victories.

Nichols’ job may prevent participation

Thursday’s State Journal reported on the Government Accountability Board’s warning of potential conflict of interest should Nichelle Nichols serve on the Madison School Board.
Nichols will be unable to work fully with her colleagues, because her election may affect her employer, the Urban League of Greater Madison, should the Madison Preparatory Academy proposal return to board agendas or other items dealing with funds received by the Urban League, such as the Schools of Hope project.
When I served on the board, our attorney instructed me to avoid Madison Teachers Inc. negotiations and not even be in the room during discussions. As a retired teacher, I benefited only from the life insurance policy provided by the district. Even so, discussions or votes on MTI benefits would violate state law.
I had to avoid any discussion or votes taken regarding the district’s appropriations to Kajsiab House, which received a district grant to work with Hmong families. I volunteered there, but it was one of the programs in the Mental Health Center of Dane County, my wife’s employer.
Nichols, whose integrity is intact, will find herself more restricted than I was, and will be excluded from significant board work that may be construed as benefiting her or her employer.
Arlene Silveira will not be affected by such potential conflicts, another reason she will be a more effective board member.

Madison school board candidates Arlene Silveira and Nichelle Nichols discuss tests, teacher evaluation, and No Child Left Behind

School board elections are usually sleepy affairs.
But the proposal this year for Madison Prep, a single-gender charter school, has sparked a lively, and sometimes controversial, conversation about one of the most pressing problems facing Madison schools: the achievement gap between students of color and their white peers. The debate has, in turn, sparked interest in the school board.
In the race for Seat 1, two-term incumbent Arlene Silveira is being challenged by Nichelle Nichols, who works at the Urban League of Greater Madison, the main sponsor of Madison Prep.
While there are an unprecedented number of candidate forums and listening sessions under way, we thought we’d pose our own questions to candidates. We focus on evaluation this week, of students, teachers, schools, and the district. What is the importance of student test scores, and how do they reflect upon teachers? What is the impact of No Child Left Behind on Madison schools?

The Headless Horseman (Teacher-Proof Rides Again)

The high school English department in which I work recently spent a day looking at what is called an “exemplar” from the new Common Core State Standards, and then working together to create our own lessons linked to that curriculum. An exemplar is a prepackaged lesson which is supposed to align with the standards of the Common Core. The one we looked at was a lesson on “The Gettysburg Address.”
The process of implementing the Common Core Standards is under way in districts across the country as almost every state has now signed onto the Common Core, (some of them agreeing to do in hopes of winning Race to the Top money from Washington D.C.). The initiative is intended to ensure that students in all parts of the country are learning from the same supposedly high standards.
As we looked through the exemplar, examined a lesson previously created by some of our colleagues, and then began working on our own Core-related lessons, I was struck by how out of sync the Common Core is with what I consider to be good teaching. I have not yet gotten to the “core” of the Core, but I have scratched the surface, and I am not encouraged.
Here are some of the problems that the group of veteran teachers with whom I was with at the workshop encountered using the exemplar unit on “The Gettysburg Address.”

Each teacher read individually through the exemplar lesson on Lincoln’s speech. When we began discussing it, we all expressed the same conclusion: Most of it was too scripted. It spelled out what types of questions to ask, what types of questions not to ask, and essentially narrowed any discussion to obvious facts and ideas from the speech.
In some schools, mostly in large urban districts, teachers are forced by school policy to read from scripted lessons, every day in every class. For example, all third-grade teachers do the same exact lessons on the same day and say exactly the same things. (These districts often purchase these curriculum packages from the same companies who make the standardized tests given to students.)
Scripting lessons is based on several false assumptions about teaching. They include:

  • That anyone who can read a lesson aloud to a class can teach just as well as experienced teachers;
  • That teaching is simply the transference of information from one person to another;
  • That students should not be trusted to direct any of their own learning;
  • That testing is the best measure of learning.

Put together, this presents a narrow and shallow view of teaching and learning.
Most teachers will tell you that there is a difference between having a plan and having a script. Teachers know that in any lesson there needs to be some wiggle room, some space for discovery and spontaneity. But scripted cookie-cutter lessons aren’t interested in that; the idea is that they will help students learn enough to raise their standardized test scores.
Yet study after study has shown that even intense test preparation does not significantly raise test scores, and often causes stress and boredom in students. Studies have also shown that after a period of time, test scores plateau, and it is useless, even counter-productive educationally, to try to raise test scores beyond that plateau.

Another problem we found relates to the pedagogical method used in the Gettysburg Address exemplar that the Common Core calls “cold reading.”
This gives students a text they have never seen and asks them to read it with no preliminary introduction. This mimics the conditions of a standardized test on which students are asked to read material they have never seen and answer multiple choice questions about the passage.
Such pedagogy makes school wildly boring. Students are not asked to connect what they read yesterday to what they are reading today, or what they read in English to what they read in science.
The exemplar, in fact, forbids teachers from asking students if they have ever been to a funeral because such questions rely “on individual experience and opinion,” and answering them “will not move students closer to understanding the Gettysburg Address.”
(This is baffling, as if Lincoln delivered the speech in an intellectual vacuum; as if the speech wasn’t delivered at a funeral and meant to be heard in the context of a funeral; as if we must not think about memorials when we read words that memorialize. Rather, it is impossible to have any deep understanding of Lincoln’s speech without thinking about the context of the speech: a memorial service.)
The exemplar instructs teachers to “avoid giving any background context” because the Common Core’s close reading strategy “forces students to rely exclusively on the text instead of privileging background knowledge, and levels the playing field for all.” What sense does this make?
Teachers cannot create such a “level playing field” because we cannot rob any of the students of the background knowledge they already possess. Nor can we force students who have background knowledge not to think about that while they read. A student who has read a biography of Lincoln, or watched documentaries about the Civil War on PBS or the History Channel, will have the “privilege” of background knowledge beyond the control of the teacher. Attempting to create a shallow and false “equality” between students will in no way help any of them understand Lincoln’s speech.
(As a side note, the exemplar does encourage teachers to have students “do the math:” subtract four score and seven from 1863 to arrive at 1776. What is that if not asking them to access background knowledge?)
Asking questions about, for example, the causes of the Civil War, are also forbidden. Why? These questions go “outside the text,” a cardinal sin in Common Core-land.
According to the exemplar, the text of the speech is about equality and self-government, and not about picking sides. It is true that Lincoln did not want to dishonor the memory of the Southern soldiers who fought and died valiantly. But does any rational person read “The Gettysburg Address” and not know that Lincoln desperately believed that the North must win the war? Does anyone think that he could speak about equality without everyone in his audience knowing he was talking about slavery and the causes of the war? How can anyone try to disconnect this profoundly meaningful speech from its historical context and hope to “deeply” understand it in any way, shape, or form?

Here’s another problem we found with the exemplar: The teacher is instructed in the exemplar to read the speech aloud after the students have read it to themselves; but, it says, “Do not attempt to ‘deliver’ Lincoln’s text as if giving the speech yourself but rather carefully speak Lincoln’s words clearly to the class.”
English teachers love Shakespeare; when we read to our classes from his plays, we do not do so in a dry monotone. I doubt Lincoln delivered his address in as boring a manner as the Common Core exemplar asks. In fact, when I read this instruction, I thought that an interesting lesson could be developed by asking students to deliver the speech themselves and compare different deliveries in terms of emphasis, tone, etc.
The exemplar says, “Listening to the Gettysburg Address is another way to initially acquaint students with Lincoln’s powerful and stirring words.” How, then, if the teacher is not to read it in a powerful and stirring way? The most passionate speech in Romeo and Juliet, delivered poorly by a bad actor, will fall flat despite the author’s skill.

Several years ago, our district, at the demand of our state education department, hired a consultant to train teachers to develop literacy skills in students. This consultant and his team spent three years conducting workshops and visiting the district. Much of this work was very fruitful, but it does not “align” well with the Common Core.
The consultant encouraged us to help students make connections between what they were reading and their own experience, but as you’ve seen, the Common Core exemplar we studied says not to.
Was all that work with the consultant wasted?
At one point during the workshop, we worked with a lesson previously created by some teachers. It had all the hallmarks of what I consider good teaching, including allowing students to make connections beyond the text.
And when it came time to create our own lessons around the exemplar, three colleagues and I found ourselves using techniques that we know have worked to engage students — not what the exemplar puts forth.
The bottom line: The Common Core exemplar we worked with was intellectually limiting, shallow in scope, and uninteresting. I don’t want my lessons to be any of those things.




Madison school board showdown: Four candidates face off in the most hotly contested election in years

During a March 1 candidate forum, four candidates vying for two seats on the Madison school board explained their positions to a large audience at the Warner Park Recreation Center.
It was the sixth forum since January, and, for 90 minutes, the audience listened intently, though a lot of them were supporters, campaign volunteers, district watchdogs and union reps who likely already knew whom they would be voting for on April 3.
For many, the battle lines were drawn near the end of last year’s debate over Madison Preparatory Academy, the charter school proposed by the Urban League of Greater Madison that the board rejected on Dec. 19, largely because the teachers union opposed it. Accordingly, two candidates who opposed Madison Prep shored up early union endorsements, including from Madison Teachers Inc.
One of them, two-term incumbent Arlene Silveira, 53, is fighting to retain her seat against Nichelle Nichols, 43, who entered the Seat 1 race in response to the board’s rejection of Madison Prep. Nichols says the race is a choice between new leadership and the status quo. Silveira, on the other hand, says the district needs a board member “who can hit the ground running.”
The Seat 2 race to replace outgoing board member Lucy Mathiak pits firefighter Michael Flores, 34, against philanthropist Mary Burke, 52, in a contest couched in the language of the Occupy movement. Flores, a member of Fire Fighters Local 311, has gained union support in part because of his opposition to Madison Prep, while Burke had donated $2.5 million to the effort. Flores’ most vocal supporters have tried to obscure Burke’s extensive experience by assailing her as an out-of-touch 1 percenter.
Madison Prep engaged the community more than any other educational issue in years, sparking an outsized interest in the schools that shows little sign of waning. Candidates this year will have taken part in an unprecedented 12 candidate forums, among dozens of smaller events and listening sessions. (Candidates in seven of the last nine elections ran unopposed.)

MMSD’s Plan to Close the Achievement Gap: All Students Welcome

When I attended the Board of Education meeting back in October 2011, I walked in without expectations. I was there to hear the public testimony on Madison Preparatory Academy and to figure out my own position in this controversy. I listened to everyone speak, but I came away from the meeting conflicted. I realized that my desire to do something to eliminate the achievement gap was as strong as ever, but that something seemed amiss. Rather than rely on what I had read in the media or heard at the podium, I decided to do my homework and read the Urban League’s proposal for this charter school. What I found in its pages confirmed my fears that this was not a solution for the students I serve.

So, it was with hesitance that I received Superintendent Nerad’s words earlier this month. His summary was well received by those in attendance, but it was just that, a summary. A coworker handed me the 97 page plan and I’m fairly certain a sigh escaped with my “Thank you.” Once again, I was sent home with studying to do.




Achievement Gap Still a Problem in Madison

Madison, Wisconsin is a city divided. Downtown areas of predominately higher socioeconomic status are associated, in this case, with Caucasian residents. Other areas, such as South Park Street, are physically removed from downtown and are home to residents of lower socioeconomic status. These residents, to some degree, are of other ethnic groups, including African Americans and Hispanics.
In Madison, this seems an anomaly. We are a small city, the state’s capitol, and the seat of many social service agencies that serve Wisconsin. However, the disparity in socioeconomic status is still present and manifests itself in a very important way: the high school achievement gap. Unfortunately, this gap has yet to be addressed in a meaningful way, and it’s not looking good for the near future. As reported by the Capital Times, the four-year high school graduation rate of African Americans in Madison is 48% that of their white counterparts. African Americans also score much lower on standardized tests.
Many felt that the Madison School District was not doing enough to combat this glaring inequality. Therefore, Kaleem Caire, the head of the Greater Urban League of Greater Madison, drew up plans for a charter school for ethnic minorities. Fundamental tenets of the proposed school, Madison Preparatory Academy, included longer hours, uniforms, same sex classrooms, and teachers and advisors from ethnic backgrounds that would act as both instructors and mentors to students.




Achievement gap needs public’s greater scrutiny

You’ve undoubtedly read about the Madison Metropolitan School District’s recent initiative to close the racial and socioeconomic achievement gap that’s been plaguing the city for decades. This sudden shift in collective focus is likely the result of the Urban League of Madison’s recent Madison Prep charter school proposal. If not, it’s important to note that the proposal would open two schools to serve a portion of youth from some of city’s most under-served communities. They would borrow from formulas being used by highly effective charter schools across the country to get at-risk youth achieving at levels consistent with their more fortunate counterparts. But despite it being sound, well-funded and supported by evidence, the plan was ultimately voted down by the Madison school board in favor of the unchanging system that guarantees nothing but persistent failure.
The only silver lining to emerge from the school district’s disappointing decision is that the community has a renewed sense of urgency around the issues of education inequality in Madison.

(Madison) District in distress: School Board races buffeted by achievement gap tensions

Since 2007, there have been nine elections for seats on the Madison School Board. Only two have been contested. Thus, in seven instances, a candidate was elected or re-elected without having to persuade the community on the merits of his or her platform, without ever facing an opponent in a debate.
This year, two seats on the School Board are hotly contested, a political dynamic that engages the community and that most members of the board welcome.
“What an active campaign does is get the candidate out and engaged with the community, specifically on larger issues affecting the school district,” says Lucy Mathiak, a School Board member who is vacating one of the seats that is on the April 3 ballot.
Competition may be healthy, but it can also be ugly. While the rhetoric in this year’s School Board races seems harmless compared to the toxic dialogue we’ve grown accustomed to in national and state politics, there is a palpable tension that underpins the contests.
Teachers and their union worry that Gov. Scott Walker’s attacks on collective bargaining rights and support for school vouchers could gain more traction if candidates who favor “flexibilities” and “tools” get elected to the board. Meanwhile, many in the black community feel their children are being neglected because policy-makers are not willing to challenge the unions or the status quo. District officials must contend with a rising poverty level among enrolled students and concerns about “white flight.”
In addition to massive cuts to education funding from the state, the current anxiety about the future of Madison’s schools was fueled by last year’s debate over the proposed Madison Preparatory Academy, a charter school plan devised by Kaleem Caire, the head of the Urban League of Greater Madison, to help minority students who are falling behind their white peers in academic achievement. Minority students in the Madison district have only a 48 percent four-year graduation rate and score much lower on standardized tests than do white students.
Objections to Madison Prep varied. Some thought creating a school focused on certain racial groups would be a step backward toward segregation. Others disliked the plan for its same-sex classrooms.
However, what ultimately killed the plan was the Urban League’s decision to have the school operate as a “non-instrumentality” of the Madison Metropolitan School District, meaning it would not have to hire union-represented district teachers and staff. In particular, Caire wanted to be able to hire non-white social workers and psychologists, few of whom are on the district’s current staff.

We Need Transformational Change, and We Can Do it!

Dear Friends & Colleagues.
I read yesterday’s article by Paul Fanlund of the Capital Times titled, “On School Gap Issue, there’s also a Gap between Leaders.” In his article, he addresses the perception of a gap that exist between Madison School’s superintendent, Dr. Daniel Nerad, and myself.
Is there a gap?
Yes. So far as our proposal for Madison Preparatory Academy is concerned, there is a gap. Dr. Nerad did not support the proposal. I do. I still believe, as thousands of others do, that Madison Prep would benefit children and our public schools, and should be supported.
However, beyond Madison Prep, the only gaps that may exist between Dr. Nerad and me are our different personal and professional backgrounds and experiences; his full silver top and my emerging grey hairs; my love for old school hip hop, break dancing and the cupid shuffle, and his love for disco, the mashed potato and the electric slide; and perhaps our respective views about how innovative and aggressive we should be in pursuing change in public education. Although, I did see Dr. Nerad bobbing his head to some Jay-Z, Nas and Kanye West tunes while driving down Park Street last week. We actually might not be that far apart after all (smile).
But these are authentic differences that can be mitigated and parlayed into a powerful and effective partnership, which is something that I am very interested in. More importantly, our mutual concerns outweigh our differences, and that is where we, the media and the public need to focus our attention.
What’s immediately concerning is that this summer, we will learn that another 350 Black, 200 Latino and 50 Southeast Asian teenagers stopped attending school this year. Our children cannot wait any longer. They need transformation change in our schools and community right now. They need Madison to empower them, their families and embrace their cultural differences. They need Madisonians to support and inspire them, not quietly complain about which neighborhood in Chicago they might come from.
Can Dr. Nerad and I work together?
Of course we can; and, we do. This week, we will announce that our organization has secured private funding to partner with MMSD to operate 14 College Readiness Academies between March and December 2012. These academies will provide four-weeks of free ACT prep classes, test preparation and academic skills development to 200 MMSD high school juniors and seniors.
We will also announce the hiring of the Project Director for the South Madison Promise Zone Initiative that we are spearheading. This initiative will address the need for a comprehensive and collaborative approach to addressing the multifaceted needs of children and their families within a specific geographic region of South Madison, with the ultimate goal being the creation of an environment where all children are ready for college. MMSD is a partner in this initiative, too.
Additionally, our agency operates the Schools of Hope Initiative, serving more than 1,300 students in several MMSD middle and high schools in partnership with the United Way of Dane County and other agencies and community partners. We have also worked over the last 2 years to identify federal and national funding to support the work of MMSD and its students, and have helped the District think through some its diversity hiring strategies.
Beyond these things, we are exploring partnerships to expand our children’s involvement in recreational sports and the arts; to give them opportunities to have fun and be kids. We are also planning a new, major annual fall event aimed at building broad community support for our children and schools and restoring fun and inspiration in public education. “School Night” will be an entertaining celebration that recognizes the unsung heroes in our schools, classrooms and community who are going above and beyond the call of duty to provide quality educational experiences for kids.
What About Dr. Nerad’s Plan?
We look forward to sharing our thoughts and suggestions in the coming weeks. However, don’t expect a thoughtless or categorical critique of Dr. Nerad’s plan. Instead of adding more divisive discourse to public education and highlighting where we disagree with Dr. Nerad’s plan, our proposal will flesh out “how” MMSD could, in a cost effective manner, identify and manifest the level of system-wide changes and improvements that we believe are needed in order to eliminate the achievement gap and stop the flow middle class families out of our community and public schools.
Yes, Madison Prep will be included as one valuable strategy, but only because we believe there is much to be gained from what the school can accomplish.
In the end, regardless of our differences, I believe Dr. Nerad and I want the same thing. We want our children and schools to succeed, and we want to keep dancing and having fun for as long as our knees will allow. I remain ready and willing to do whatever it takes to ensure that we achieve these aims.

School choice opponents suggest Kaleem Caire is a long-lost Koch Brother

Previously on Bring It!, we reported on the Left’s campaign of vilification directed at Kaleem Caire.
The Left must discredit Mr. Caire for daring to disrupt the comfortable “Madison Way” by proposing a non-union charter school catering to students of color. He must be politically neutered for pointing out this liberal bastion’s failure to graduate even half of its black students.
But how to disparage the president of the Madison Urban League, the founder of One Hundred Black Men of Madison, and the 2001 recipient of the city of Madison’s Martin Luther King Jr. Humanitarian Award?
By the usual and convenient method of tying him to that Great Right-Wing Conspiracy in the Sky. The man for that job is one Allen Ruff. In comments before the school board and on his blog, avidly picked up and repeated by other liberal/progressive outlets, the Madison-based historian and social activist has been spinning an intricate web of guilt by association and seven degrees of separation in order to out Mr. Caire as a closet conservative, a secret tea partier, and a suspect capitalist.

Conservatives wrecked Madison public schools. Somehow

For our liberal/progressive acquaintances have run out of excuses. After all, they have owned the public school system, through the teachers union and its Democratic Party subsidiary, for the last 30 years or so.
Nowhere more so than in Madison, Wis., where not a single conservative serves on the 20-member Common Council, where the seven members of the current Madison School Board range on the political spectrum from Left-liberal to Hugo Chavez. (Beth Moss, Marjorie Passman, and Arlene Silveira are Progressive Dane.)
History, not conspiracy: The Left has had its hands on the controls of city government since Paul Soglin beat Bill Dyke in 1973 and the Madison School Board since forever.
Madison’s dominant Left is gagging a fur ball because its public schools have failed the very people liberal/progressives claim to champion. The Madison Metro School District graduates fewer than half – 48% – of its black students and only 56% of its Latinos.
Blacks and Latinos, where would they be without the tender ministrations of the liberal welfare state – living evidence of Republican perfidy! Clucked and cooed over in the tenured parlors of well-meaning West Side liberals – people like Nan Brien, Anne Arnesen, Barbara Arnold, and Carol Carstensen. All four ladies presided over this educational debacle as former Madison School Board members. Despite all evidence, these liberals are not one bit abashed by their failure, so strong is their faith in the powers of more spending and more government.
The Urban League’s school must not be approved, the four women write, because “Madison Prep will not be accountable to the Madison School Board nor to the taxpayers of Madison.” Touching, this sudden concern for the taxpayer. (Madison Prep Academy would cost the school district $17-28 million over five years. Supt. Nerad’s plan would cost $105.6 million over five years.)
Some would say that the Madison School Board has not been accountable to its children of color OR its taxpayers.

Evaluating the Madison Metropolitan School District’s 2012 Plan to Eliminate the Racial Achievement Gap

Greetings Community Member.
This evening, at 6pm at the Fitchburg Library, Madison Metropolitan School District Superintendent Daniel Nerad will present his plan for eliminating the racial achievement gap in our public schools to the Board of Education. We anticipate there will be many citizens in the audience listening in.
While we are pleased that our advocacy over the last 19 months has resulted in the District developing a plan to address the gap, we are also mindful of history. Our organization has pushed hard for our public school system to embrace change, address the gap and expand educational opportunity many times before.
In the 1960s, Madison learned that a wide gap existed between black and white students in reading, math and high school completion in Madison’s public schools. In the 1970s, the Urban League of Greater Madison reported that just 60% of black students were graduating from the city’s public high schools. In the 1980s, ULGM released a widely reported study that found the average GPA for a black high school student attending the city’s public high schools was 1.58 on a 4.00 scale, with 61% scoring below a 2.0 GPA. It also found that a disproportionate number of black students were enrolled in remedial math and science classes, and that black students were significantly over-represented in special education and school suspensions. Then, in the 1990s, the Wisconsin Policy Research Institute issued a report that stated there were two school districts in MMSD, one that poorly served black children and one that served everyone else.
Today, just 48% of black and 56% of Latino students are graduating from high school. Just 1% of black and 7% of Latino high school seniors are academically ready for college. Nearly 40% of all black boys in middle school are enrolled in special education, and more than 60% of black and 50% of Latino high school students earn below a 2.0 GPA.
Over the years, several district-wide efforts have been tried. Unfortunately, many of these efforts have either been discontinued, unevenly implemented, ineffective, lacked the support of parents/community/teachers, or failed to go far enough to address the myriad needs of students, families, teachers and schools. Madison also has a well-documented history of not heeding the advice of leaders and educators of color or educational experts, and not investing in efforts to codify and replicate successful strategies employed by its most effective educators. MMSD also has not acted fast enough to address its challenges and rarely looks beyond its borders for strategies that have proven effective elsewhere in the country.
The stakes are higher now; too high to continue on our present course of incrementalism rooted in our fear of the unknown, fear of significant change, and fear of admitting that our view of Madison being the utopic experience of the Midwest and #1 city in the U.S. doesn’t apply to everyone who lives here. We no longer have the luxury of time to figure out how to address the gap. We cannot afford to lose nearly 300 black, 200 Latino and an untold number of Southeast Asian and underprivileged white students each year from our public schools. And we cannot afford to see hundreds of students leave our school system each year for public and private schools outside of the Madison Metropolitan School District.
We must embrace strategies that work. We must also behave differently than we have in the past, and can no longer afford to be afraid of addressing intersection or race and poverty, and how they are playing out in our schools, social relationships and community, and impacting the educational success of our kids.
Furthermore, we need all hands on deck. Everyone in our community must play a role in shaping the self-image, expectations and outcomes of our children – in school, in the community and at home. Some children have parents who spend more quality time with their career and coworkers than with their family. Some children have a parent or relative who struggles to raise them alone. Some have parents who are out of work, under stress and struggling to find a job to provide for their family. And unfortunately, some children have parents who make bad decisions and/or don’t care about their well-being. Regardless of the situation, we cannot allow the lack of quality parenting to be the excuse why we don’t reach, teach, or hold children accountable and prepare them for the future.
As we prepare to review the Superintendent’s plan, we have developed a rubric that will allow for an objective review of his proposal(s). The attached rubric, which you can access by clicking here, was developed and informed by members of the staff and Board of Director of ULGM, business and community leaders, and teachers and leading experts in the field of K-12 and higher education. The tool will be used by an independent Community Review Panel, organized by the Urban League. pver the next several weeks to vet the plan. The intent of this review is to ensure MMSD has an optimal plan for ensuring that all of the children it serves succeed academically and graduate from high school prepared for college and work.
Specifically, our reasons for establishing this rubric and a Community Review Panel are four-fold:

  • Develop an objective and comprehensive understanding of the plan and its many elements;
  • Objectively review the efficacy of the plan, its goals and objectives, and desired outcomes;
  • Formally communicate thoughts, concerns and ideas for supporting and/or improving the plan; and
  • Effectively engage the Madison community in supporting and strengthening its public schools.

We have high expectations of the Superintendent’s plan. We hope for a bold, transformational, aggressive and concise plan, and stand ready to assist the Superintendent and his team in any way we can. We hope you will be standing their with us, with your arms outstretched and ready to uplift or babies – the next generation.

Research about the (Achievement) Gap

The high school graduation racial gap has been in the Madison news as though it only affects our fair city. It does not require much research, something the local media has failed to do, to see this is a national concern. According to an analysis called “Schott 50 State Report on Black Males in Public Education,” nationally only 47% of black males graduated from high school in 2007. (1) It has been reported that Madison’s graduation rate for black males is 50%. Obviously a pathetic rate compared to the 87% for whites, but what has not been a part of the local conversation is how Madison compares in relationship to the rest of the nation, and perhaps figure out where black males are graduating at a higher rate, and why. The Schott’s report, revealed two communities with large minority populations with much better graduation outcomes than the rest of the nation, Baltimore and Fort Bend, Texas. What MMSD should be looking into is what are these cities doing, and what curricula or community effort has made them successful? One interesting part of the gap for Madison and the state of Wisconsin is the high rate of whites graduating. While Wisconsin is the worst defender in the racial gap, the states total graduation rate is one the highest in the nation.
When you read various assessments of the “reason” for the gap nationally, the theories include the lack of financial investment, lack of good teachers, and the lack of community structure. While I find these proposals reasonable, I fail to understand how in this community they are relevant. MMSD spends well over $13,000 per student, lack the overwhelming urban problems of Milwaukee and Chicago, and have many fine teachers that somehow get non-minority students educated. These excuses ring hallow as to why MMSD has such a poor rate. What does ring true is we are not educating the population as it exist today. In the last 25 years the MMSD’s minority rate has increased from 20% to one closer to 48%. (2) In the last 25 years MMSD has changed from a district of less than 25% free and reduced lunch to one that is closer to 50%. (3)Madison is still teaching to the population of 25 years ago, the students have changed, but the curriculum has not.
Perhaps, MMSD could improve the graduation rate for all students, with a significant change of focus. For example, MMSD’s high school’s emphasize 4 year college candidates when many of the students would do better in a 2 year or technology school focus. There has been an increased coordination with MATC, but what would be beneficial is to offer a dual graduation for students, so as they graduate from MMSD, they also have a 2 year degree or a certificate from MATC. This is a system that has been successful in a high school in North Carolina. (4) A student that wants to head to college still has that opportunity and perhaps a chance to make some money to support the effort. Perhaps, another way to improve graduation outcomes would include an overhaul of the summer school program. Currently, MMSD summer school staff are paid poorly, the programs focus is mostly on students that have flunked their classes and need a recovery grade, and the programs poor reputation have lead many staff to discourage students from participating. (5) Why not invest in a comprehensive retooling of the summer program that provides a better salary for staff, and includes enrichment, regular classes, as well as recovery options. Let’s find a creative summer program with smaller class sizes and build a program that is the envy of the country and one that works. If summer school is going to be provided, then make it an awesome program, not just a warehouse for failing kids. Perhaps, as most research reveals, early education is a key component to better graduation outcomes, and the district finally is getting a 4K program up and running after a decade long battle with the union.
Madison Prep was an idea, but it is a unique group of students that would select to participate in such a rigorous program, which means an already motivated student or parents with very high expectations, both factors that frequently mean a student would do well anyway. MMSD needs to look at students that may not be that motivated or academically talented and assess what works to keep them engaged. The one thing MMSD has no control over is probably the most important issue for a students outcome. Research concludes the number one predictor of a students academic success is parental expectations. (6) Our schools cannot change parental expectations, however, they can change what a student expects. MMSD students need to expect a positive future, a purpose and a reason to stay in school. Not all kids will succeed but more than half of the black male students should. Let’s develop a district that gives all the students the opportunity to succeed.

‘Business as usual’ isn’t working for Madison schools

I am running for the Madison School Board because I care about the state of our public schools and this community.
The facts are: I am employed at the Urban League of Greater Madison and spoke in support of Madison Prep as a parent and citizen. Am I running because Madison Prep was voted down? No. My focus is broader than the charter school proposal, but the Madison Prep vote was a defining moment in my decision to declare candidacy.
It became apparent to me as I sat in the auditorium that night that we can no longer afford to wait for our district to take the casual approach to the urgent matter of minority under-achievement. Our entire community is affected by the failure to do so.
Every child in this district — from the at-risk, the middle-of-the-road student, to the most academically talented — should have an equal opportunity to thrive in our school system. And here’s the reality, Madison — we are not delivering.
It’s been hard for us to accept that we are a different community than we were 10 years ago, but we are. If we move beyond politically correct conversations about race and poverty, we’d readily realize that we cannot go about “business as usual.”

In 2011 Kaleem Caire, President and CEO of the Urban League of Greater Madison, reintroduced the topic of the Academic Achievement Gap that exists in theMadison Metropolitan School District (MMSD). As reported, just 48% of African American students and 56% of Latino students graduated on time from MMSD in 2010.
Just as staggering as these statistics is the fact that until the conversation was reintroduced, a large majority of our community was not aware that the academic achievement gap even existed. Why is that? Four more important questions may be: How did we get here?What have we proposed before? Why has this problem persisted? AND – What should we do now? To answer these questions, and many more, the Urban League of Greater Madison would like to invite you to participate in a community forum moderated by Derrell Connor.

History, Not “Conspiracy”: Kaleem Caire’s Connections

The recent controversy over the Urban League of Greater Madison’s proposal for a Madison Preparatory Academy has been framed primarily as a local story pitting contending interests within the city. The charter school’s promoters, supporters and mainstream media have portrayed the ULGM’s CEO and President, Kaleem Caire as the Prep’s public champion and native son returned home on a mission to help “close the achievement gap,” the racial disparities in Madison’s schools.
But Caire’s well-established national ties, spanning more than a decade, to numbers of conservative foundations, think tanks and individuals bent on privatizing public school coffers, creating for-profit schools, and destroying teachers’ unions, certainly suggest that there is more to the story.
Caire has consistently dismissed any suggestion of his links to various right-wing efforts. On occasion he has admitted some distant connections but asserted his independence by saying, “They have their agenda, but we have ours.” Lately, he has taken to waving off critic’s references to such ties as nothing more than “guilt-by-association crap” or part of a “conspiracy” and “whisper campaign” coming from those trying to discredit the Mad Prep Academy project. However, a readily traceable history reveals some truth to the charges.

How to solve the achievement gap in Madison?

Just when all signs indicated that supporters of Madison Preparatory Academy were abandoning hope of joining forces with the Madison school district, they’ve decided to give it one more shot. They’re seeking another vote on the controversial charter-school proposal in late February.
Urban League of Greater Madison CEO and president Kaleem Caire says Madison Prep will open this fall as a private entity, but hopes it will transition into the district in 2013, once the district’s union contract expires.
Board members who voted against the charter school in December expressed concerns that it would put the district in breach of its contract with Madison Teachers Inc., due to a provision requiring district schools to hire union staff.
School board president James Howard, who voted for Madison Prep, says the board may not have time to address the proposal in February.
Whether the Urban League — which proposed Madison Prep as an ambitious step toward closing the district’s decades-old achievement gap — can recapture its earlier momentum is uncertain, considering that Superintendent Dan Nerad and school board members seem particularly excited about their own plans to address the issue.
“We’re going at it from so many different angles right now,” says board member Beth Moss. “I can’t see how we can’t make some improvement.”

Competition for 2 Madison School Board Seats

Nichols said though she disagreed with Silveira’s vote, “This is bigger than Madison Prep.”
“My motivation comes from listening to a lot of the community dialogue over the last year and hearing the voices of community members who want greater accountability, who want more diversity in the decision-making and just a call for change,” Nichols said.
Silveira did not return a call for comment Friday.
Two candidates have announced plans to run for the other School Board seat up for election next spring, which is being vacated by Lucy Mathiak. They are Mary Burke, a former state commerce secretary and Trek Bicycle executive, and Michael Flores, a Madison firefighter, parent and East High graduate.




Kaleem Caire should run for School Board

Madison Urban League President Kaleem Caire fought hard to win approval of his Madison Prep project. But the Madison School Board ultimately rejected a plan that would have steered tens of millions of taxpayer dollars into a project that board members felt lacked sufficient oversight and accountability.
The response of Caire and his fellow Madison Prep advocates was to suggest a variety of moves: the filing of a complaint with the U.S. Department of Justice, or perhaps a request for state intervention to allow the project to go forward without state approval.
We would suggest another approach.
Caire has succeeded in garnering a good deal of support for Madison Prep. He could capitalize on that support and make a run for the School Board.

Changing the school board would either require: patience (just two of seven seats: Lucy Mathiak, who is not running after two terms and Arlene Silveira, who apparently is seeking a third term) are up in April, 2012 or a more radical approach via the current Wisconsin method (and Oakland): recalls. Winning the two seats may not be sufficient to change the Board, given the 5-2 no vote. Perhaps the “momentum”, if realized, might sway a vote or two?
Perhaps the TAG complaint illustrates another approach, via the courts and/or different government agencies.




She’s Warm, Easy to Talk to, and a Source of Terror for Private-School Parents

Elisabeth Krents loves eating hot fudge sundaes, reading Wilkie Collins novels and trying, often unsuccessfully, to grow tomatoes. Yet in certain living rooms, in coffee shops and on Web sites, Ms. Krents, 61, incites the kind of fear and fascination usually reserved for a head of state or an over-covered celebrity.
“When sending thank you to Babby, address envelope to ‘Elisabeth Krents,’ correct? And leave off ‘PhD’?” one anxious parent asked on the online forum Urban Baby. “It’s like Santa Claus,” responded a more experienced anxious parent. “Just send it to the Babster, UES. She’ll get it.”
Ms. Krents, called Babby by intimates and hopeful applicants alike, is a singularly powerful New Yorker whose name inspires endless opinion — some informed, much unsubstantiated.
As admissions director since 1996 at the Dalton School on the Upper East Side, Ms. Krents decides each year which of the city’s supply of high-achieving 4-year-olds get the privilege of attending one of the nation’s best-regarded kindergartens, which costs $36,970 a year. Because many people believe admission to be a golden ticket leading to the Ivy League and a successful life beyond, and because of the increasingly bad math of private-school admissions in Manhattan, a kind of Babby Krents mythology has developed in certain precincts.
Admissions directors are a feared lot in a city where 10 children often apply for a single seat. Ms. Krents is, to some extent, the queen bee, if only because she has been doing it longer than most and is doing it at Dalton. The school is among the most selective in the city, in part because many parents believe it has perfected the balance between progressive education (learning matters) and results (graduates get into top colleges).
Power brokers fear her, well-heeled mothers seek advice on how to dress for her, wads of money are spent on preparing small children to impress her — and people, it seems, are unwilling to share their names along with their thoughts about her.
“I lived in fear of her because of all the rumors,” said one Dalton mother, speaking, like more than a dozen others interviewed, on the condition of anonymity out of concern that it could affect her children, one of whom has yet to face the admissions gantlet.

Supporting Strategies to Eliminate the Achievement Gap in Madison Public Schools

The Greater Madison Chamber of Commerce Board of Directors met on December 15, 2011, and adopted the following resolution:
Motion: The Board of Directors encourages a comprehensive approach to eliminate the student achievement gap currently present in Madison schools.
The Board strongly endorses the advancement of the Urban League of Greater Madison’s proposed Madison Preparatory Academy. The Board also acknowledges and endorses the continued investment in successful strategies already employed by the Madison Metropolitan School District and the United Way of Dane County.
Comments:
The Chamber Board recognizes that there is no panacea or singular solution to eliminating the student racial achievement gap. Rather, a comprehensive approach should be employed utilizing multiple strategies to address this problem.
The Chamber Board acknowledges the work of community and school leaders who have worked tirelessly on this issue. In particular, the United Way of Dane County has demonstrated tremendous leadership to ensure all struggling students achieve better results. The GMCC is a partner in Schools of Hope, a collaborative community initiative aimed at reducing the achievement gap. In addition, the United Way is committing more than $2 million over the next year for programs to address this issue.

(Madison, WI) The Madison Metropolitan School District Board of Education will make a decision at its regular meeting December 19th regarding the Urban League of Greater Madison (ULGM) proposal for a non-instrumentality charter school. Active Citizens for Education (ACE) has discussed several issues related to the proposal with the Board of Education, administration and with ULGM.
The Board of Education, in its deliberations, must weigh several implications and consequences for the schools, students, parents and the taxpaying public.
In its public statement, ACE will announce its position on the
financial implications of the proposal for future MMSD budgets and the taxpayers; how the issues of “control” and “accountability” relate to the authority of the Board of Education regarding approval or non-approval of the charter school proposal; and Madison Preparatory Academy over-all proposal.

Madison Public Schools: A Dream Deferred, Opportunity Denied? Will the Madison Board of Education Hear the 40-year long cries of its Parents and Community, and Put Children and Learning before Labor and Adults?

Dear Friends & Colleagues.
For the last 16 months, we have been on an arduous journey to develop a public school that would effectively address the educational needs of children who have under-performed or failed to succeed in Madison’s public schools for at least the last 40 years. If you have followed the news stories, it’s not hard to see how many mountains have been erected in our way during the process.
Some days, it has felt like we’re desperately looking at our children standing dangerously close to the edge of a cliff, some already fallen over while others dangling by their thumbs waiting to be rescued; but before we can get close enough to save them, we have to walk across one million razor blades and through thousands of rose bushes with our bare feet. As we make our way to them and get closer, the razor blades get sharper and the rose bushes grow more dense.
Fortunately, our Board members and team at the Urban League and Madison Preparatory Academy, and the scores of supporters who’ve been plowing through the fields with us for the last year believe that our children’s education, their emotional, social and personal development, and their futures are far more important than any pain we might endure.
Our proposal for Madison Prep has certainly touched a nerve in Madison. But why? When we launched our efforts on the steps of West High School on August 29, 2010, we thought Madison and its school officials would heartily embrace Madison Prep.We thought they would see the school as:
(1) a promising solution to the racial achievement gap that has persisted in our city for at least 40 years;
(2) a learning laboratory for teachers and administrators who admittedly need new strategies for addressing the growing rate of underachievement, poverty and parental disengagement in our schools, and
(3) a clear sign to communities of color and the broader Greater Madison community that it was prepared to do whatever it takes to help move children forward – children for whom failure has become too commonplace and tolerated in our capital city.
Initially, the majority of Board of Education members told us they liked the idea and at the time, had no problems with us establishing Madison Prep as a non-instrumentality – and therefore, non-union, public school. At the same time, all of them asked us for help and advice on how to eliminate the achievement gap, more effectively engage parents and stimulate parent involvement, and better serve children and families of color.
Then, over the next several months as the political climate and collective bargaining in the state changed and opponents to charter schools and Madison Prep ramped up their misinformation and personal attack campaign, the focus on Madison Prep got mired in these issues.
The concern of whether or not a single-gender school would be legal under state and federal law was raised. We answered that both with a legal briefing and by modifying our proposal to establish a common girls school now rather than two years from now.
The concern of budget was raised and how much the school would cost the school district. We answered that through a $2.5 million private gift to lower the per pupil request to the district and by modifying our budget proposal to ensure Madison Prep would be as close to cost-neutral as possible. The District Administration first said they would support the school if it didn’t cost the District more than $5 million above what it initially said it could spend; Madison Prep will only cost them $2.7 million.
Board of Education members also asked in March 2011 if we would consider establishing Madison Prep as an instrumentality of MMSD, where all of the staff would be employed by the district and be members of the teacher’s union. We decided to work towards doing this, so long as Madison Prep could retain autonomy of governance, management and budget. Significant progress was made until the last day of negotiations when MMSD’s administration informed us that they would present a counter-budget to ours in their analysis of our proposal that factored in personnel costs for an existing school versus establishing a modest budget more common to new charter schools.
We expressed our disagreement with the administration and requested that they stick with our budget for teacher salaries, which was set using MMSD’s teacher salary scale for a teacher with 7 years experience and a masters degree and bench-marked against several successful charter schools. Nevertheless, MMSD argued that they were going to use the average years of experience of teachers in the district, which is 14 years with a master’s degree. This drove up the costs significantly, taking teacher salaries from $47,000 to $80,000 per year and benefits from $13,500 to $25,000 per year per teacher. The administration’s budget plan therefore made starting Madison Prep as an instrumentality impossible.
To resolve the issue, the Urban League and Board of Madison Prep met in November to consider the options. In doing so, we consulted with every member of MMSD’s Board of Education. We also talked with parents, stakeholders and other community members as well. It was then decided that we would pursue Madison Prep as a non-instrumentality of the school district because we simply believe that our children cannot and should not have to wait.
Now, Board of Education members are saying that Madison Prep should be implemented in “a more familiar, Madison Way”, as a “private school”, and that we should not have autonomy even though state laws and MMSD’s own charter school policy expressly allow for non-instrumentality schools to exist. There are presently more than 20 such schools in Wisconsin.
What Next?
As the mountains keep growing, the goal posts keep moving, and the razor blades and rose bushes are replenished with each step we take, we are forced to ask the question: Why has this effort, which has been more inclusive, transparent and well-planned, been made so complicated? Why have the barriers been erected when our proposal is specifically focused on what Madison needs, a school designed to eliminate the achievement gap, increase parent engagement and prepare young people for college who might not otherwise get there? Why does liberal Madison, which prides itself on racial tolerance and opposition to bigotry, have such a difficult time empowering and including people of color, particularly African Americans?
As the member of a Black family that has been in Madison since 1908, I wonder aloud why there are fewer black-owned businesses in Madison today than there were 25 years ago? There are only two known black-owned businesses with 10 or more employees in Dane County. Two!
Why can I walk into 90 percent of businesses in Madison in 2011 and struggle to find Black professionals, managers and executives or look at the boards of local companies and not see anyone who looks like me?
How should we respond when Board of Education members tell us they can’t vote for Madison Prep while knowing that they have no other solutions in place to address the issues our children face? How can they say they have the answers and develop plans for our children without consulting and including us in the process? How can they have 51 black applicants for teaching positions and hire only one, and then claim that they can’t find any black people to apply for jobs? How can they say, “We need more conversations” about the education of our children when we’ve been talking for four decades?
I have to ask the question, as uncomfortable as it may be for some to hear, “Would we have to work this hard and endure so much resistance if just 48% of white children in Madison’s public schools were graduating, only 1% of white high school seniors were academically ready for college, and nearly 50% of white males between the ages of 25-29 were incarcerated, on probation or under some form of court supervision?
Is this 2011 or 1960? Should the black community, which has been in Madison for more than 100 years, not expect more?
How will the Board of Education’s vote on December 19th help our children move forward? How will their decision impact systemic reform and seed strategies that show promise in improving on the following?
Half of Black and Latino children are not completing high school. Just 59% of Black and 61% of Latino students graduated on-time in 2008-09. One year later, in 2009-10, the graduation rate declined to 48% of Black and 56% of Latino students compared to 89% of white students. We are going backwards, not forwards. (Source: MMSD 2010, 2011)
Black and Latino children are not ready for college. According to makers of the ACT college entrance exam, just 20% of Madison’s 378 Black seniors and 37% of 191 Latino seniors in MMSD in 2009-10 completed the ACT. Only 7% of Black and 18% of Latino seniors completing test showed they had the knowledge and skills necessary to be “ready for college”. Among all MMSD seniors (those completing and not completing the test), just 1% of Black and 7% of Latino seniors were college ready
Too few Black and Latino graduates are planning to go to college. Of the 159 Latino and 288 Black students that actually graduated and received their diplomas in 2009-10, just 28% of Black and 21% of Latino students planned to attend a four-year college compared to 53% of White students. While another 25% of Black and 33% of graduates planned to attend a two-year college or vocation program (compared to 17% of White students), almost half of all of all Black and Latino graduates had no plans for continuing their education beyond high school compared to 27% of White students. Half of Black males in their formative adult years are a part of the criminal justice system. Dane County has the highest incarceration rate among young Black men in the United States: 47% between the ages of 25-29 are incarcerated, on probation or under some form of court supervision. The incarceration phenomena starts early. In 2009-10, Black youth comprised 62% of all young people held in Wisconsin’s correctional system. Of the 437 total inmates held, 89% were between the ages of 15-17. In Dane County, in which Madison is situated, 49% of 549 young people held in detention by the County in 2010 were Black males, 26% were white males, 12% were black females, 6% were white females and 6% were Latino males and the average age of young people detained was 15. Additionally, Black youth comprised 54% of all 888 young people referred to the Juvenile Court System. White students comprised 31% of all referrals and Latino comprised 6%.
More importantly, will the Board of Education demonstrate the type of courage it took our elders and ancestors to challenge and change laws and contracts that enabled Jim Crow, prohibited civil rights, fair employment and Women’s right to vote, and made it hard for some groups to escape the permanence of America’s underclass? We know this is not an easy vote, and we appreciate their struggle, but there is a difference between what is right and what is politically convenient.
Will the Board have the courage to look in the faces of Black and Latino families in the audience, who have been waiting for solutions for so long, and tell them with their vote that they must wait that much longer?
We hope our Board of Education members recognize and utilize the tremendous power they have to give our children a hand-up. We hope they hear the collective force and harmony of our pleas, engage with our pain and optimism, and do whatever it takes to ensure that the proposal we have put before them, which comes with exceptional input and widespread support, is approved on December 19, 2011.
Madison Prep is a solution we can learn from and will benefit the hundreds of young men and women who will eventually attend.
If not Madison Prep, then what? If not now, then when?

OUR RESPONSE TO MMSD’S NEW CONCERNS
Autonomy: MMSD now says they are concerned that Madison Prep will not be accountable to the public for the education it provides students and the resources it receives. Yet, they don’t specify what they mean by “accountability.” We would like to know how accountability works in MMSD and how this is producing high achievement among the children it serves. Further, we would like to know why Madison Prep is being treated differently than the 30 early childhood centers that are participating in the district’s 4 year old kindergarten program. They all operate similar to non-instrumentality schools, have their own governing boards, operate via a renewable contract, can hire their own teachers “at their discretion” and make their own policy decisions, and have little to no oversight by the MMSD Board of Education. All 30 do not employ union teachers. Accountability in the case of 4K sites is governed by “the contract.” MMSD Board members should be aware that, as with their approval of Badger Rock Middle School, the contract is supposed to be developed “after” the concept is approved on December 19. In essence, this conversation is occurring to soon, if we keep with current district practices.
Collective Bargaining Agreement (CBA): MMSD and Madison Teachers, Incorporated have rejected our attorney’s reading of ACT 65, which could provide a path to approval of Madison Prep without violating the CBA. Also, MTI and MMSD could approve Madison Prep per state law and decide not to pursue litigation, if they so desired. There are still avenues to pursue here and we hope MMSD’s Board of Education will consider all of them before making their final decision.

The courage of Kaleem Caire

Kaleem Caire has only been back in Madison for less than two years, but he sure has grabbed our attention.
Caire didn’t waste any time after coming home from a successful private sector career on the East Coast to be the new president for the Urban League of Greater Madison, starting to shake up the local establishment more or less immediately upon arrival. He has been pushing a bold proposal to attack the long-standing issue of minority underachievement in the Madison public schools. His idea for the Madison Preparatory Academy was vetted well in Nathan Comp’s cover story for Isthmus last week.
For well over a year now, Caire has been shuttling between the district administration, Madison Teachers, Inc. (MTI) union leaders, school board members, parents, editorial boards and community meetings fighting for this idea.
In response to union and district administration concerns, he changed the proposal to make the school an “instrumentality” of the district, meaning it would be under school board control and be staffed by MTI member teachers. But that proposal came in at a cost for the district of $13 million over five years. Superintendent Dan Nerad, for whom I have a lot of respect, told the League that he couldn’t support anything over $5 million.




Madison Schools for Whites Equivalent to Singapore, Finland (!); Troller Bids Adieu

Madison schools aren’t failing, by any stretch of the imagination, for many students.
In fact, if you’re a white, middle-class family sending your children to public school here, your kids are likely getting an education that’s on a par with Singapore or Finland — among the best in the world.
However, if you’re black or Latino and poor, it’s an unquestionable fact that Madison schools don’t as good a job helping you with your grade-point average, high school graduation, college readiness or test scores. By all these measures, the district’s achievement gap between white and minority students is awful.
These facts have informed the stern (and legitimate) criticisms leveled by Urban League President Kaleem Caire and Madison Prep backers.
But they doesn’t take into account some recent glimmers of hope that shouldn’t be discounted or overlooked. Programs like AVID/TOPS support first-generation college-bound students in Madison public schools and are showing some successes. Four-year-old kindergarten is likely to even the playing field for the district’s youngest students, giving them a leg up as they enter school. And, the data surrounding increasing numbers of kids of color participating in Advanced Placement classes is encouraging.
Stepping back from the local district and looking at education through a broader lens, it’s easy to see that No Child Left Behind and Race to the Top have aimed to legislate, bribe and punish their way toward an unrealistic Lake Wobegon world where all the students are above average.

Remarkable. Are there some excellent teachers in Madison? Certainly. Does Madison’s Administration seek best in the world results? A look at the math task force, seemingly on hold for years, is informative. The long one size fits all battle and the talented and gifted complaint are worth contemplating.
Could Madison be the best? Certainly. The infrastructure is present, from current spending of $14,963/student to the nearby UW-Madison, Madison College and Edgewood College backed by a supportive community.
Ideally, Madison (and Wisconsin) should have the courage to participate in global examinations (Florida Students Take Global Examinations, Wisconsin’s Don’t). Taxpayers and parents would then know if Troller’s assertions are fact based.




Poor kids still lose race despite better scores

It has become fashionable for our most selective colleges to worry about becoming as representative of American diversity as suburban country clubs.
College admissions experts conferring at the University of Southern California this year were so alarmed that they suggested our most prestigious campuses add space for another 100 students in each class and fill those slots with low-income kids.
Why are our choosiest colleges so dominated by affluent white or Asian students? The explanations are many: not enough financial aid, inadequate preparation in inner-city high schools, poor students’ discomfort mixing with rich kids.
But a new study by researchers from the University of Michigan and the University of Arizona suggests something different. Great high schools and families like those in the Washington area may be at fault, at least in part. In the last 32 years, low-income students have significantly raised the grades and test scores that affect college admissions, but have made little headway because students from affluent families have improved even more.




Our Achievement-Gap Mania

A decade ago, the No Child Left Behind Act ushered in an era of federally driven educational accountability focused on narrowing the chasms between the test scores and graduation rates of students of different incomes and races. The result was a whole new way of speaking and thinking about the issue: “Achievement gaps” became reformers’ catch phrase, and closing those gaps became the goal of American education policy.
Today, the notion of “closing achievement gaps” has become synonymous with education reform. The Education Trust, perhaps the nation’s most influential K-12 advocacy group, explains: “Our goal is to close the gaps in opportunity and achievement.” The National Education Foundation has launched its own “Closing the Achievement Gaps Initiative.” The California Achievement Gap Educational Foundation was launched in 2008 to “eliminate the systemic achievement gap in California K-12 public education.” Elite charter-school operator Uncommon Schools says its mission is running “outstanding urban charter public schools that close the achievement gap and prepare low-income students to graduate from college.” Education Week, the newspaper of record for American education, ran 63 stories mentioning “achievement gaps” in the first six months of this year.
The No Child Left Behind Act’s signal contribution has been this sustained fixation on achievement gaps — a fixation that has been almost universally hailed as an unmitigated good. Near the end of his presidency, George W. Bush bragged that NCLB “focused the country’s attention on the fact that we had an achievement gap that — you know, white kids were reading better in the 4th grade than Latinos or African-American kids. And that’s unacceptable for America.” Margaret Spellings, Bush’s secretary of education, said last year, “The raging fire in American education is the achievement gap between poor and minority students and their peers.”




Kaleem Caire draws on personal experience to support school alternatives for blacks

That’s Kaleem Caire. He said it not recently but in 1998 in an op-ed questioning why his hometown wasn’t paying more attention to the poor educational outcomes and high incarceration rates of black males.
“I’m asking Madison to be your best self and get this done!”
That’s also Caire, in an interview this week about his proposal for a publicly funded charter school designed to improve educational outcomes of low-income minority students.
What hasn’t changed, then to now, is Caire’s conviction that Madison’s public schools are failing minority students and his willingness to force issues that cause some distress to the city’s white liberal establishment.
What has changed is Caire’s clout. He returned to his hometown in 2010 after a decade long detour with his family to the East Coast. As president and CEO of the Urban League of Greater Madison, and public face for the proposed Madison Preparatory Academy, his profile has skyrocketed. But with it has come criticism and skepticism over a plan that challenges Madison’s longstanding commitment to inclusive learning.




Caire, supporters have steep uphill battle

It’s no surprise Kaleem Caire, a black man and head of the Urban League of Greater Madison, took a lot of guff from pundits last week after he banned the media from a forum for parents of black school children.
Strike at our bread and butter — access — and we shall strike back.
I wrote Thursday that closing a meeting on a topic already so fraught with sidestepping — race — doesn’t really move us toward honest talk.
After speaking with Caire on Friday, I still think that’s true. But it also might be beside the point.
Caire and his proposed Madison Prep charter school are conundrums for those who control the city’s levers of power, who are overwhelmingly liberal, middle class and white.




All-male Madison IB charter school could put minority boys on road to success

Kaleem Caire knows what it is like to be a young black man growing up in Madison and going on to success. A troubled kid when he was a student at Madison West High School in the 1980s, he went on to become a nationally known Washington-based education advocate before returning in 2010 to head the Urban League of Greater Madison.
Kaleem Caire knows what it means to be a young black man growing up in Madison and going on to failure. He saw what happened to many childhood friends who ended up dead or in prison. He sees it now in the disturbing statistics on African-American education outcomes and unemployment.
And Kaleem Caire has an eye-catching idea he thinks will put more black and Latino youths on the path to success – enough to make a difference in the overall troubling picture of minority life in the state’s second largest city.
The idea? An all-male charter school for sixth- through 12th-graders with longer days and longer school years than conventional schools, an International Baccalaureate program, and high expectations of students and teachers, including academic performance, the way they treat others, and the way they dress.

Kaleem Caire says there’s a simple fix for concerns that a proposal for an all-male charter school in Madison would discriminate against girls.
“If it’s a problem, we’ll introduce a single-sex charter school for girls at the same time we start the boys’ school, in the fall of 2012-2013,” Caire said in an interview Friday.
Caire, president of the Urban League of Greater Madison, first began talking a year ago about creating a rigorous, prep-style public charter school for boys aimed at improving minority student performance. With its single-sex approach, International Baccalaureate curriculum, emphasis on parent involvement and expanded hours and days, Madison Preparatory Academy would not only be unique in the Madison district, but also unique in the state.

The fate of Madison Preparatory Academy will be a defining moment for our school climate.




DOJ group to discuss Madison’s academic disparities among racial minorities

An arm of the U.S. Department of Justice that mediates racial tension in communities is intervening in the debate over the achievement of racial minorities in the Madison School District.
The Justice Department’s Community Relations Service won’t discuss its role.
But in an email announcement this week, the Urban League of Greater Madison said DOJ this summer “raised concerns about academic achievement disparities among students of color in the Madison Metropolitan School District (MMSD) to the District’s administration.”
DOJ officials will participate in a meeting Wednesday called by the Urban League to discuss minority achievement, graduation rates and expulsion rates in the Madison district, according to Urban League President Kaleem Caire.

Format: Unlike the first task force meeting, this meeting was guided by two facilitators from AIR, the American Institutes for Research. This was a suggestion of Senator Luther Olsen, and the facilitators were procured by State Superintendent Tony Evers. Evers and Governor Walker expressed appreciation at not having to be concerned with running the meeting, but there were some problems with the round-robin format chosen by the facilitators. Rather than a give-and-take discussion, as happened at the first meeting, this was primarily a series of statements from people at the table. There was very little opportunity to seek clarification or challenge statements. Time was spent encouraging everyone to comment on every question, regardless of whether they had anything of substance to contribute, and the time allotted to individual task force members varied. Some were cut off before finishing, while others were allowed to go on at length. As a direct result of this format, the conversation was considerably less robust than at the first meeting.
Topics: The range of topics proved to be too ambitious for the time allowed. Teacher preparation and professional development took up the bulk of the time, followed by a rather cursory discussion of assessment tools. The discussion of reading interventions was held over for the next meeting.

Summary
Teacher Training and Professional Development
The professors felt that the five components of reading (phonemic awareness, phonics, fluency, vocabulary, and comprehension) are generally taught in preparation programs, but that instruction varies widely from one institution to another. Reading course work requirements can vary from 12 credits to just one course. They also felt, as did the teachers on the panel, that there needs to be more practical hand-on experience in the undergraduate program. There was a feeling that teachers “forget” their instruction in reading foundations by the time they graduate and get into the classroom. They have better luck teaching masters level students who already have classroom experience. The linguistic knowledge means very little without a practicum, and we may need to resort to professional development to impart that information. Teachers need to be experts in teaching reading, but many currently don’t feel that way. It is important, especially with RTI coming, to be able to meet the needs of individual students.Both professors and teachers, as well as others on the panel, felt a “road map” of critical information for teacher preparation programs and literacy instruction in schools would be a good idea. This was a point of agreement. Hassett felt that pieces of a plan currently exist, but not a complete road map. The professors and some of the teachers felt that teacher prep programs are doing a better job at teaching decoding than comprehension strategies. They were open to more uniformity in syllabi and some top-down mandates.
Marcia Henry mentioned studies by Joshi, et al. that found that 53% of pre-service teachers and 60% of in-service teachers are unable to correctly answer questions about the structure of the English language. Tony Pedriana cited another Joshi study that showed college professors of reading were equally uninformed about the language, and the majority cannot distinguish between phonemic awareness and phonics. He also said it was very difficult to find out what colleges were teaching; one college recently refused his request to see a syllabus for a reading course. Steve Dykstra read from the former Wisconsin Model Academic Standards and the current Wisconsin Model Early Learning Standards, which contained incorrect definitions and examples of phonemic awareness. He questioned whether teachers were being adequately prepared in decoding skills. Rep. Steve Kestell was concerned with the assessment that most teachers do not feel like experts in teaching reading, and he wondered if updated techniques for training teachers would make a difference.
Sarah Archibald (aide to Luther Olsen) proposed looking at a more rigorous foundations of reading test, as found in other states, as a requirement for teacher licensure. This would be one way to move toward more uniform instruction in teacher prep programs. Steve Dykstra pointed out that a test alone will not necessarily drive changes in teacher preparation, but publishing the passage results linked to individual colleges or professors would help. Evers indicated that DPI has been looking for several months into teacher testing and licensure.
Gov. Walker asked if the ed schools were looking at the latest trends in teacher preparation to become better. The professors indicated that the ed schools confer with local districts in an effort to improve.
Supt. Evers said it was probably not a good idea that teacher prep programs across Wisconsin vary so much.
Hassett indicated that some flexibility needs to be retained so that urban and rural areas can teach differently. There was some disagreement as to whether teachers of upper grades need to be trained in reading, or at least trained the same way.
Linda Pils pointed out that the amount and quality of professional development for Wisconsin teachers is very spotty. Most panel members felt that a coaching model with ongoing training for both teachers and principals was essential to professional development, but the coaches must be adequately trained. There was some discussion of Professional Development Plans, which are required for relicensure, and whether the areas of development should be totally up the individual teacher as they are now. Steve Dykstra felt that much existing professional development is very poor, and that money and time needs to be spent better. Some things should not count for professional development. Michele Erikson felt that it would be good to require that Professional development be linked to the needs of the students as demonstrated by performance data. Mary Read pointed out that coaching should extend to summer programs.
The main consensus here was that we need a road map for good reading instruction and good teacher training and coaching. What is missing is the substance of that road map, and the experts we will listen to in developing it.
Assessment
Mary Jo Ziegler presented a list of formal and informal assessment tools used around Wisconsin. Evers pointed out that assessment is a local district decision. Many former Reading First schools use DIBELS or some formal screener that assesses individual skills. Balanced literacy districts generally use something different. Madison, for example, has its own PLA (Primary Language Assessment), which includes running records, an observational survey, word identification, etc. MAP assessments are widely used, but Evers indicated that have not been shown to be reliable/valid below third grade. Dykstra questioned the reliability of MAP on the individual student level for all ages. PALS was discussed, as was the new wireless handheld DIBELS technology that some states are using statewide. Many members mentioned the importance of having multiple methods of assessment. Kathy Champeau delivered an impassioned plea for running records and Clay’s Observational Survey, which she said have been cornerstones of her teaching. Kestell was surprised that so many different tools are being used, and that the goal should be to make use of the data that is gathered. Dykstra, Henry, and Pedriana mentioned that assessment must guide instruction, and Archibald said that the purpose of an assessment must be considered. Couillard said that the Wis. RTI center is producing a questionnaire by which districts can evaluate assessment tools they hear about, and that they will do trainings on multiple and balanced assessments. Dykstra questioned the three-cue reading philosophy that often underlies miscue analysis and running records. no consensus was reached on what types of assessment should be used, or whether they should be more consistent across the state. Hassett questioned the timed component of DIBELS,and Dykstra explained its purpose. Some serious disagreements remain about the appropriateness of certain assessment tools, and their use by untrained teachers who do not know what warning signs to look for.
Intervention
Evers began the topic of intervention by saying that DPI was still collecting data on districts that score well, and then will look at what intervention techniques they use. Henry suggested deferring discussion of this important topic to the next meeting, as there were only 8 minutes left.




Whose school is it anyway? Under proposal, taxpayers could pay for experimental charter schools

Kaleem Caire has spent much of the last year making a passionate, personal and controversial pitch for a publicly funded male-only charter school called Madison Preparatory that would operate independently of the Madison Metropolitan School District. It aims to serve primarily minority boys in grades six through 12 and their families.
Caire, a Madison native and the president and CEO of the Urban League of Greater Madison, has mustered a great deal of community support by highlighting the struggles of and grim statistics surrounding black and Hispanic young boys and men in Dane County, and through telling his own powerful story of underachievement in Madison’s public schools.
“I learned about racism and lower expectations for minority kids when I arrived the first day at Cherokee Middle School, and all the black boys and a few other minorities sat at tables in the back. I was assigned to remedial math, and even when I showed the teacher I already knew how to do those worksheets, that’s where I was stuck,” Caire says.
With its emphasis on discipline, family involvement, preppy-looking uniforms and a non-negotiable stance on being a union-free school, Caire’s proposal for the boys-only middle and high school has won hundreds of enthusiastic supporters, including a number of prominent conservatives who, surprisingly, don’t seem particularly troubled by the school’s price tag.

Some might argue that certain programs within “traditional” public schools are experimental, such as Connected Math and Small Learning Communities among others.




In Kansas City, tackling education’s status quo “We’re not an Employment Agency, We’re a School District”

John Covington hesitated before becoming this city’s 26th school superintendent in 40 years. A blunt-talking African American from Alabama, he attended the Broad Superintendents Academy in Los Angeles, which prepares leaders for urban school districts, and when he asked people there if he should come here, their response, he says, was: “Not ‘no,’ but ‘Hell, no!’ ” He says they suggested that when flying across the country he should take a flight that does not pass through this city’s airspace.
How did this pleasant place become so problematic? Remember the destination of the road paved with good intentions.
This city is just 65 miles down the road from Topeka, Kan., from whence came Brown v. Board of Education , the fuse that lit many ongoing struggles over schools and race. Kansas City has had its share of those struggles, one of which occurred last year when Covington took office with a big bang: He closed 26 of the district’s 61 schools. Kansas City had fewer students but twice as many schools as Pueblo, Colo., where Covington had been superintendent.
Thirty-five years ago, Kansas City’s district had 54,000 students. Today it has fewer than 17,000. Between then and now there was a spectacular confirmation of the axiom that education cannot be improved by simply throwing money at it.
In the 1980s, after a court held that the city was operating a segregated school system, judicial Caesarism appeared. A judge vowed to improve the district’s racial balance by luring white students to lavish “magnet schools” offering “suburban comparability” and “desegregative attractiveness.” And he ordered tax increases to pay the almost $2 billion bill for, among other things, an Olympic-size swimming pool, a planetarium, vivariums, greenhouses, a model United Nations wired for language translation, radio and television studios, an animation and editing lab, movie editing and screening rooms, a temperature-controlled art gallery, a 25-acre farm, a 25-acre wildlife area, instruction in cosmetology and robotics, field trips to Mexico and Senegal, and more.

For decades critics of the public schools have been saying, “You can’t solve educational problems by throwing money at them.” The education establishment and its supporters have replied, “No one’s ever tried.” In Kansas City they did try. To improve the education of black students and encourage desegregation, a federal judge invited the Kansas City, Missouri, School District to come up with a cost-is-no-object educational plan and ordered local and state taxpayers to find the money to pay for it.
Kansas City spent as much as $11,700 per pupil–more money per pupil, on a cost of living adjusted basis, than any other of the 280 largest districts in the country. The money bought higher teachers’ salaries, 15 new schools, and such amenities as an Olympic-sized swimming pool with an underwater viewing room, television and animation studios, a robotics lab, a 25-acre wildlife sanctuary, a zoo, a model United Nations with simultaneous translation capability, and field trips to Mexico and Senegal. The student-teacher ratio was 12 or 13 to 1, the lowest of any major school district in the country.
The results were dismal. Test scores did not rise; the black-white gap did not diminish; and there was less, not greater, integration.
The Kansas City experiment suggests that, indeed, educational problems can’t be solved by throwing money at them, that the structural problems of our current educational system are far more important than a lack of material resources, and that the focus on desegregation diverted attention from the real problem, low achievement.

Latest tests show voucher scores about same or worse in math and reading.
Students in Milwaukee’s school choice program performed worse than or about the same as students in Milwaukee Public Schools in math and reading on the latest statewide test, according to results released Tuesday that provided the first apples-to-apples achievement comparison between public and individual voucher schools.
The scores released by the state Department of Public Instruction cast a shadow on the overall quality of the 21-year-old Milwaukee Parental Choice Program, which was intended to improve results for poor city children in failing public schools by allowing them to attend higher-performing private schools with publicly funded vouchers. The scores also raise concerns about Gov. Scott Walker’s proposal to roll back the mandate that voucher schools participate in the current state test.
Voucher-school advocates counter that legislation that required administration of the state test should have been applied only once the new version of the test that’s in the works was rolled out. They also say that the latest test scores are an incomplete measure of voucher-school performance because they don’t show the progress those schools are making with a difficult population of students over time.
Statewide, results from the Wisconsin Knowledge and Concepts Exam show that scores didn’t vary much from last year. The percentage of students who scored proficient or better was higher in reading, science and social studies but lower in mathematics and language arts from the year before.

Great. Now Milwaukee has TWO failing taxpayer-financed school systems when it comes to educating low income kids (and that’s 89 per cent of the total population of Milwaukee Public Schools).
Statewide test results released Tuesday by the Wisconsin Department of Public Instruction include for the first time performance data from the Milwaukee Parental Choice Program, which involves about 110 schools serving around 10,000 students. There’s a total population of around 80,000 students in Milwaukee’s school district.
The numbers for the voucher schools don’t look good. But the numbers for the conventional public schools in Milwaukee are very poor, as well.
In a bit of good news, around the rest of the state student test scores in every demographic group have improved over the last six years, and the achievment gap is narrowing.
But the picture in Milwaukee remains bleak.

The test results show the percentage of students participating in the Milwaukee Parental Choice Program who scored proficient or advanced was 34.4 percent for math and 55.2 percent for reading.
Among Milwaukee Public Schools students, it was 47.8 percent in math and 59 percent in reading. Among Milwaukee Public Schools students coming from families making 185 percent of the federal poverty level — a slightly better comparison because voucher students come from families making no more than 175 percent — it was 43.9 percent in math and 55.3 percent in reading.
Statewide, the figures were 77.2 percent in math and 83 percent in reading. Among all low-income students in the state, it was 63.2 percent in math and 71.7 percent in reading.
Democrats said the results are evidence that the voucher program is not working. Rep. Sondy Pope-Roberts, D-Middleton, the top Democrat on the Assembly Education Committee, said voucher students, parents and taxpayers are being “bamboozled.”
“The fact that we’ve spent well over $1 billion on a failed experiment leads me to believe we have no business spending $22 million to expand it with these kinds of results,” Pope-Roberts said. “It’s irresponsible use of taxpayer dollars and a disservice to Milwaukee students.”
Rep. Robin Vos, R-Rochester, who is developing a proposal to expand the voucher program to other cities, took a more optimistic view of the results.
“Obviously opponents see the glass half-empty,” Vos said. “I see the glass half-full. Children in the school choice program do the same as the children in public school but at half the cost.”

Only DeFour’s article noted that voucher schools spend roughly half the amount per student compared to traditional public schools. Per student spending was discussed extensively during last evening’s planning grant approval (The vote was 6-1 with Marj Passman voting No while Maya Cole, James Howard, Ed Hughes, Lucy Mathiak, Beth Moss and Arlene Silveira voted yes) for the Urban League’s proposed Charter IB School: The Madison Preparatory Academy.

Hundreds attend, testify at legislative hearing on charter school changes

Testimony at the Capitol over a controversial bill that would strip control over charter schools from locally elected officials and place it in the hands of a politically appointed state-wide authorizing board drew hundreds on Wednesday to a standing-room-only Senate education committee hearing.
Senate Bill 22, authored by state Sen. Alberta Darling (R-River Hills) would also fund independent charter schools ahead of traditional public schools. I wrote about the bill on Tuesday and it’s generated a robust conversation.
Madison Superintendent Daniel Nerad testified in opposition to the bill, and so did local school board member Marjorie Passman. Kaleem Caire, president and CEO of the Urban League of Greater Madison and a strong proponent of the proposed boys-only Madison Preparatory Academy for minority students, testified in support of the bill. Madison Prep, if approved, will be a publicly funded charter school in Madison.




Proposed budget makes all-male charter school in Madison less likely

The chances the Madison School Board will approve an Urban League proposal for an all-male charter school geared toward low-income minorities are dwindling.
Madison Preparatory Academy would cost the district $1.1 million in 2012-13, its first year of operation. That would increase to $2.8 million by its fifth year, Superintendent Dan Nerad told the board last week.
“For each of these years, (the district) would be obligated to reduce programs and services to our existing schools to transfer this amount of money to Madison Prep,” Nerad wrote in a memo.
Some school board members said last week that Gov. Scott Walker’s budget proposal makes it less likely they will be able to support cutting other programs to find money for Madison Prep.

In the last three years more children opted out of the district than all previous years in the history of the district. That contributed to the increase of children from households below the poverty line rising to over 48% of the kids enrolled.
To stabilize our enrollment we need stable families and stable neighborhoods. This will require a collaborate effort between governments, like the city, the county and the school district, as well as the private sector and the non-profits. It means opening Madison’s economy to all families, providing stable housing, and building on the assets of our neighborhoods.
One decades old problem is the significant poverty in the Town of Madison. I would work with town officials, and city of Fitchburg officials to see if we could accelerate the annexation of the town so we could provide better services to area residents.

More choice in schools needed

The Gleason Family Foundation has long had an intense interest in the quality of education. With great disappointment over the decades, we’ve watched our public education system continually fail to meet the needs of all children.
The education special interests tell us that the crisis in education is a fabricated one. But the growing body of achievement data overwhelmingly shows that K-12 student performance, particularly in urban school systems, has been middling at best, comparing unfavorably even to some Third World countries.
Rochester, like all too many urban school systems, graduates fewer than 50 percent of its students, many of whom are totally unprepared to meet the challenges of an increasingly high tech world.




Advocating Dave Blaska for Madison School Board

Supporters of the proposal to develop charter schools in the Madison Metropolitan School District — including “academies” segregated along lines of gender — have made a lot of noise in recent weeks about how the School Board should radically rewrite rules, contracts and objectives.
Fair enough. Let’s have a debate.
Two School Board seats will be filled in the coming spring election — those of incumbents Marj Passman and Ed Hughes.
Hughes and Passman have both commented thoughtfully on the Urban League’s Madison Prep boys-only charter school proposal.
Hughes, in particular, has written extensively and relatively sympathetically about the plan on his blog.
Passman has also been sympathetic, while raising smart questions about the high costs of staffing the school as outlined.
But neither has offered the full embrace that advocates such as the Madison Urban League’s Kaleem Caire and former Dane County Board member Dave Blaska — now an enthusiastic conservative blogger — are looking for.

Our community is certainly better off with competitive school board races.




A few awards to mark the good and bad this year in education

The last Sunday of the year and time for our first, perhaps annual, awards for noteworthy things that hapened in education around here in 2010.
Unsung Hero of the Year Award: Robert Kattman, director of the Office of Charter Schools at the University of Wisconsin-Milwaukee. The soft spoken former North Shore superintendent has been both supportive and demanding in building a roster of a dozen charter schools authorized by the UW Board of Regents. The list includes some of the best schools in Milwaukee, such as Milwaukee College Prep, Bruce Guadalupe, Seeds of Health Elementary, Woodlands School, Veritas High School. If the charter movement was like this nationwide, there would be far less controversy about these independent, publicly funded schools. Kattman is retiring at the end of the school year. Thanks for all your efforts.
The High Standards Start Here Award: State Superintendent of Public Instruction Tony Evers. Evers quickly signed up Wisconsin to be part of the “core standards” effort to bring coherence to the mish mash of what different states want students to learn. If the follow-through is good, it will raise Wisconsin’s expectations and, one hopes, student performance in years to come.
Most Important Data of the Year Award: The urban school district results from the National Assessment of Educational Progress (NAEP). This was the first time MPS took part and its students could be compared directly to those in 17 other central city school systems. The results were generally pretty distressing. Do we want our local education motto to be: “Thank God for Detroit – at least someone is worse than us”? The data should remain chastening and motivating to everyone involved in local education.




Give all-male charter school a chance

The Urban League of Greater Madison’s dramatic proposal for an all-male public charter school deserves open minds and fair consideration from the Madison School Board.
Don’t dismiss this intriguing initiative just because the teachers union is automatically opposed. A new approach to helping more young black men get to college is justified, given the district’s stark numbers:

  • Only 7 percent of black students who took the latest ACT college preparation test were ready for college.
  • Barely half of black students in Madison schools graduated in 2009.
  • Almost three-quarters of the 3,828 suspensions last school year were black students, who make up less than a quarter of the student body

Madison School District Leaders Learn More About Boys-Only Charter School



Madison Metropolitan School District leaders on Monday night learned more about a proposed boys-only charter school and heard from the public.
The school, which would have uniforms and be targeted toward minority students, would be the first of its kind in Wisconsin.
The idea is called Madison Prep, and it would be part of the Madison Metropolitan School District. The school’s goal is for 100 percent higher education acceptance for its students, and to meet that goal it will have a longer school day and school year.
And while it’s never been done here before, the person behind it said that’s the idea. Kaleem Caire, president of the Urban League of Greater Madison, said it’s time to think out of the box to help children be more successful in school — specifically black middle-school children.




All-male Madison charter school a tough sell



School District and School Board members expressed interest in the concept, though they’re still waiting for more details, especially a financial plan.
“I don’t want more charter schools simply for the sake of having more charter schools,” board member Ed Hughes said. “It (has to be for) something we would have a hard time achieving or even attempting under a traditional structure.”
Madison hasn’t approved as many charter schools as other parts of the state. Of the 208 public charter schools in Wisconsin, only two are in Madison, though on Nov. 29 the School Board is expected to approve a third – an urban-agriculture-themed middle school south of the Beltline near Rimrock Road.
The biggest hurdle, however, might involve a proposal to use non-union teachers employed by the charter school’s governing board, as opposed to the School District. Only 21 of the state’s public charter schools have a similar setup.
John Matthews, executive director of Madison Teachers Inc., said teachers would oppose a non-union charter school.
“It would be foolish public policy and a foolish commitment of the public’s funds to finance a project over which the elected body committing the public’s money does not have full control over both the expenditures and the policies of the operation,” Matthews wrote in an e-mail.
Caire wants the school year to span 215 days, rather than the standard 180 days, and the school day to run from 8 a.m. until 5 p.m.

Numbers like these fuel Caire’s fire, and his vision for The Madison Preparatory Academy for Young Men. “I’m amazed that [the primarily white leadership in the city] hasn’t looked at this data and said, ‘wow!’ They have the power, but I don’t think anyone has looked at this. So [once again], I’m the angry black man.”

Caire understands the challenges that lie ahead. By November, he needs to formally propose the idea to the School Board, after which he will seek a planning grant from the Department of Public Instruction. He anticipates other hurdles along the way. Among them, a misconstrued conception. “Madison believes it’s creative, but the reality is, it’s not innovative.” Will the community accept this idea, or sit back and wait, he wonders.
Second: The resources to do it. “We can survive largely on what the school system can give us [once we’re up and running], but there’s seed money you need to get to that point.”
Third: The teacher’s union response. “No one knows what that will be,” Caire said. “The school board and district are so influenced by the teacher’s union, which represents teachers. We represent kids. To me, it’s not, ‘teachers at all costs,’ it’s ‘kids first.’ We’ll see where our philosophies line up.” He added that the Urban League and those behind the Charter School idea are not at all opposed to the teacher’s union, but the Prep School’s design includes, for example, a school day longer than the teacher’s contract allows. “This isn’t about compensation,” he said of the contract, “it’s about commitment. We don’t want red tape caught up in this, and we want to guarantee long-term success.”

Companies Favor Big State Schools With One-Stop Shopping for Graduates With Necessary Skills

State universities have become the favorite of companies recruiting new hires because their big student populations and focus on teaching practical skills gives the companies more bang for their recruiting buck.
Under pressure to cut costs and streamline their hiring efforts, recruiting managers find it’s more efficient to focus on fewer large schools and forge deeper relationships with them, according to a Wall Street Journal survey of top corporate recruiters whose companies last year hired 43,000 new graduates. Big state schools Pennsylvania State University, Texas A&M University and University of Illinois at Urbana-Champaign were the top three picks among recruiters surveyed.
Recruiters say graduates of top public universities are often among the most prepared and well-rounded academically, and companies have found they fit well into their corporate cultures and over time have the best track record in their firms.
Employers also like schools where they can form partnerships that allow them to work with professors and their students, giving them an inside track when it comes time to make offers for internships and jobs.




The New Black Migration: The Suburbs or Bust

Recall now the biblical phrase, “from whence comes my help?” It mentions looking up to the hills and Detroiters are doing just that.
They are looking to the Hills of Bloomfield, Auburn Hills, and Rochester Hills. They are looking to the rich green lawns of Troy, Sterling Heights, Farmington, and Gross Pointe. And yes, they are looking to their excellent schools too.
I have no doubt that this mother’s prayers have been duplicated by thousands of Detroit parents. The results of the 2010 census will no doubt show that minority populations have increased in suburban cities and overall population in Detroit will yet again hit an all time low. So while they desperately scramble to enroll their children in charter schools and suburban schools of choice, parents still have their compass set due north. Way north.
This is the New Black Migration. And if school leaders cannot devise a way to make the city schools a viable option for parents who want the best for their children, it will be a migration whose tide will know no end.

Schools: The Disaster Movie A debate has been raging over why our education system is failing. A new documentary by the director of An Inconvenient Truth throws fuel on the fire.

The Harlem-based educator and activist Geoffrey Canada first met the filmmaker Davis Guggenheim in 2008, when Canada was in Los Angeles raising money for the Children’s Defense Fund, which he chairs. Guggenheim told Canada that he was making a documentary about the crisis in America’s schools and implored him to be in it. Canada had heard this pitch before, more times than he could count, from a stream of camera-toting do-gooders whose movies were destined to be seen by audiences smaller than the crowd on a rainy night at a Brooklyn Cyclones game. Canada replied to Guggenheim as he had to all the others: with a smile, a nod, and a distracted “Call my office,” which translated to “Buzz off.”
Then Guggenheim mentioned another film he’d made–An Inconvenient Truth–and Canada snapped to attention. “I had absolutely seen it,” Canada recalls, “and I was stunned because it was so powerful that my wife told me we couldn’t burn incandescent bulbs anymore. She didn’t become a zealot; she just realized that [climate change] was serious and we have to do something.” Canada agreed to be interviewed by Guggenheim, but still had his doubts. “I honestly didn’t think you could make a movie to get people to care about the kids who are most at risk.”
Two years later, Guggenheim’s new film, Waiting for “Superman,” is set to open in New York and Los Angeles on September 24, with a national release soon to follow. It arrives after a triumphal debut at Sundance and months of buzz-building screenings around the country, all designed to foster the impression that Guggenheim has uncorked a kind of sequel: the Inconvenient Truth of education, an eye-opening, debate-defining, socially catalytic cultural artifact.

Ouch! Madison schools are ‘weak’? and College Station’s School District

Another national magazine says Madison is one of the nation’s best cities in which to raise a family.
That’s something to celebrate.
But Kiplinger’s, a monthly business and personal finance periodical, also raps ours city schools as “weak” in its latest edition.
That’s troubling.
“Madison city schools are weak relative to the suburban schools,” the magazine wrote in its analysis of the pros and cons of living here with children.
Really?
The magazine apparently used average test scores to reach its conclusion. By that single measure, yes, Dane County’s suburban schools tend to do better.
But the city schools have more challenges – higher concentrations of students in poverty, more students who speak little or no English when they enroll, more students with special needs.
None of those factors should be excuses. Yet they are reality.
And Madison, in some ways, is ahead of the ‘burbs. It consistently graduates some of the highest-achieving students in the state. It offers far more kinds of classes and clubs. Its diverse student population can help prepare children for an increasingly diverse world.

Madison School Board member Ed Hughes compares WKCE scores, comments on the Kiplinger and Wisconsin State Journal article and wonders if anyone would move from Madison to College Station, TX [map], which Kiplinger’s ranked above our local $15,241 2009/2010 per student public schools.
I compared Madison, WI to College Station, TX using a handy Census Bureau report.

93.8% of College Station residents over 25 are high school graduates, a bit higher than Madison’s 92.4%.
58.1% of College Station residents over 25 have a bachelor’s degree or higher, compared to Madison’s 48.2%

Madison does have a higher median household and per capita income along with a population about three times that of College Station.
Turning to the public school districts, readers might be interested in having a look at both websites: the College Station Independent School District and the Madison Metropolitan School District. 75% of College Station students took the ACT (average score: 22.6) while 67% of Madison students took the exam and achieved a composite score of 24.2.
College Station publishes a useful set of individual school report cards, which include state and national test results along with attendance and dropout data.
College Station’s 2009-2010 budget was $93,718.470, supporting 9,712 students = $9,649.76 per student. . They also publish an annual check register, allowing interested citizens to review expenditures.
Madison’s 2009-2010 budget was $370,287,471 for 24,295 students = $15,241 per student, 57.9% higher than College Station.
College Station’s A and M Consolidated High School offers 22 AP classes while Madison East offers 12, Memorial 25 (8 of which are provided by Florida Virtual…), LaFollette 13 and West 8.
College Station’s “student profile” notes that the District is 59.3% white, 31.4% are economically disadvantaged while 10.3% are in talented and gifted.
Texas’s 2010 National Merit Semifinalist cut score was 216 while Wisconsin’s was 207. College Station’s high school had 16 National Merit Semi-Finalists (the number might be 40 were College Station the same size as Madison and perhaps still higher with Wisconsin’s lower cut score) during the most recent year while Madison’s high schools had 57.




As the Madison school year starts, a pair of predicaments

In fact, the changing face of Madison’s school population comes up consistently in other interviews with public officials.
Police Chief Noble Wray commented recently that gang influences touch even some elementary schools, and Mayor Dave Cieslewicz expressed serious concern last week that the young families essential to the health and vitality of Madison are too often choosing to live outside the city based on perceptions of the city’s schools.
Nerad says he saw the mayor’s remarks, and agrees the challenge is real. While numbers for this fall will not be available for weeks, the number of students who live in Madison but leave the district for some alternative through “open enrollment” will likely continue to grow.
“For every one child that comes in there are two or three going out,” Nerad says, a pattern he says he sees in other urban districts. “That is the challenge of quality urban districts touched geographically by quality suburban districts.”
The number of “leavers” grew from 90 students as recently as 2000-01 to 613 last year, though the increase might be at least partly attributed to a 2007 U.S. Supreme Court ruling that greatly curtailed the ability of school districts to use race when deciding where students will go to school. In February 2008, the Madison School Board ended its long-standing practice of denying open enrollment requests if they would create a racial imbalance.
Two key reasons parents cited in a survey last year for moving children were the desire for better opportunities for gifted students and concerns about bullying and school safety. School Board member Lucy Mathiak told me last week that board members continue to hear those two concerns most often.
Nerad hears them too, and he says that while some Madison schools serve gifted students effectively, there needs to be more consistency across the district. On safety, he points to a recent district policy on bullying as evidence of focus on the problem, including emphasis on what he calls the “bystander” issue, in which witnesses need to report bullying in a way that has not happened often enough.
For all the vexing issues, though, Nerad says much is good about city schools and that perceptions are important. “Let’s be careful not to stereotype the urban school district,” he says. “There is a lot at stake here.”

The significant property tax hike and ongoing budget issues may be fodder for the upcoming April, 2011 school board election, where seats currently occupied by Ed Hughes and Marj Passman will be on the ballot.
Superintendent Nerad’s statement on “ensuring that we have a stable middle class” is an important factor when considering K-12 tax and spending initiatives, particularly in the current “Great Recession” where housing values are flat or declining and the property tax appetite is increasing (The Tax Foundation, via TaxProf:

The Case-Shiller index, a popular measure of residential home values, shows a drop of almost 16% in home values across the country between 2007 and 2008. As property values fell, one might expect property tax collections to have fallen commensurately, but in most cases they did not.
Data on state and local taxes from the U.S. Census Bureau show that most states’ property owners paid more in FY 2008 (July 1, 2007, through June 30, 2008) than they had the year before (see Table 1). Nationwide, property tax collections increased by more than 4%. In only four states were FY 2008’s collections lower than in FY 2007: Michigan, South Carolina, Texas and Vermont. And in three states–Florida, Indiana and New Mexico–property tax collections rose more than 10%.

It will be interesting to see what the Madison school District’s final 2010-2011 budget looks like. Spending and receipts generally increase throughout the year. This year, in particular, with additional borrowed federal tax dollars on the way, the District will have funds to grow spending, address the property tax increase or perhaps as is now increasingly common, spend more on adult to adult professional development.
Madison’s K-12 environment is ripe for change. Perhaps the proposed Madison Preparatory Academy charter school will ignite the community.




Schools paying for tutors with mixed track record

School districts across Texas are paying tens of millions of taxpayer dollars for private tutoring that has a mixed track record of improving student test scores.


Even districts that want to stop footing the bill to ineffective providers are not allowed. The No Child Left Behind law guarantees free tutoring to low-income students who attend schools that repeatedly miss federal academic targets. Parents get to pick the tutoring provider from a state-approved list that has grown to more than 200 for-profit and nonprofit entities.


Since the law went into effect in 2002, Texas has never removed a provider from its list despite complaints from school districts and the state’s own evaluation that found seven of the eight tutoring companies studied had no significant impact on student achievement.


With the latest federal school ratings released last week, districts are preparing to send letters to parents from about 140 under-performing schools about the tutoring options. At the same time, officials with some of the state’s largest urban districts, including Houston, San Antonio and Fort Worth, are calling for tougher standards for the tutoring providers.

South Orange County is a suburban paradise is southern California. The climate is unbeatable, the surfing is great and the public schools are performing well. But not everything is perfect in the Capistrano Unified School District.
In April 2010, 2,200 teachers went on strike for three days after the school board imposed a 10 percent pay cut. The children who attended school during the strike had to walk past their teachers who, instead of preparing for class, were marching in front of the school with picket signs reading “It’s not about the money” and “We’d rather be teaching.”
Some parents honked in support of the union as they drove by. Other parents were frustrated by union members who were unwilling to work out a compromise with a district that is facing a $34 million budget deficit. Lots of parents talked about using the strike as “a teaching moment.”




Explosive book for a new teacher generation

A storm is brewing in teacher training in America. It involves a generational change that we education writers don’t deal with much, but is more important than No Child Left Behind or the Race to the Top grants or other stuff we devote space to. Our urban public schools have many teachers in their twenties and thirties who are more impatient with low standards and more determined to raise student achievement than previous generations of inner city educators, having seen some good examples. But they don’t know what exactly to do.
This new cohort is frustrated with traditional teacher training. They think most education schools are too fond of theory (favorite ed school philosopher John Dewey died in 1952 before many of their parents were born) and too casual about preparing them for the practical challenges of teaching impoverished children.




James Howard Endorsed for the Madison School Board

Across decades of interviewing candidates for the Madison School Board, the members of The Capital Times editorial board have talked with dozens of able contenders — and a few not-so-able ones.
We have endorsed liberals and conservatives, friends and foes of the teachers union, veteran board members and newcomers — always in response to a basic question: Which candidate would make the most valuable contribution to the seven-member board that sets the direction for what has been, is and we hope will always remain one of the finest urban school districts in the nation?
With this history providing a sense of perspective, we can say without a doubt that we have rarely if ever encountered a first-time candidate as impressive as James Howard.

James Howard is best prepared for the challenging job of serving on the Madison School Board.
Voters should support him in the April 6 election.
Howard, 56, a research economist, says he’s trained and committed to analyzing data before making decisions. He’ll bring that strong trait to a School Board that has sometimes let emotion get the best of it.
A good example is the difficult issue of consolidating schools with low enrollments to save money during tight times. The School Board backed down from its smart vote in 2007 to consolidate elementary schools on the Near East Side.




Edu-Innovation, an Oxymoron?

In preparation for the New Schools Summit, following are a few thoughts for a great group.
Acknowledging the difficulty of penetrating the complex decentralized maze of US public education, a New Schools regular asked a dinner gathering of notable reformers last week if education innovation was an oxymoron.
After a few laughs and couple hopeful responses, a former urban deputy superintendent dampened enthusiasm by reminding us not to underestimate the power of resistance from elaborate political bulwarks. Barriers to edupreneurs clearly deflect talent and investment from the sector.
Charter schools emerged in the 90’s as an entry point that allowed edupreneurs to open mission-designed new schools, then to create mission-designed school networks. Kim Smith created New Schools Venture Fund (NSVF) to create an edupreneurial ecoysystem around schools, tools, and talent. NSVF supported the most important work in education over the last decade.




Teacher Education in New York State: A skoolboy’s-Eye View

Monday afternoon, I had the opportunity to respond to Merryl Tisch, Chancellor of the Board of Regents, and David Steiner, the New York State Commissioner of Education, as they talked about the future of P-16 education in New York State at the Phyllis L. Kossoff Policy Lecture at Teachers College, Columbia University. I wasn’t sure what they’d say, so prepared some remarks responding to the proposals regarding teacher education in New York State that the Commissioner presented to the Board of Regents a few weeks ago. For the handful of readers who might be interested, here’s what I wrote. (Due to time constraints, I didn’t say all of this at the event.) Chancellor Tisch and Commissioner Steiner were quite willing to hear and engage with the critiques that my colleague Lin Goodwin and I offered, and I look forward to continuing this conversation with them.
It’s no surprise that the State Education Department and the Board of Regents have taken up the cause of ensuring an equitable distribution of highly-qualified teachers across New York State. The key justification for such a goal is the fact that the K-12 education system is shortchanging our children. Although some students are highly successful, many more are not, and the problems are concentrated in urban school systems serving large numbers of poor children of color.
If that’s the problem, is improving the education of teachers the solution? It’s certainly part of the solution, given what we know about the centrality of teaching to student learning. But it’s by no means the entire solution, as a great many other forces shape student outcomes. For example, a great teacher can’t compensate for a child coming to school hungry, and great teaching of an out-of-date curriculum only results in great mastery of out-of-date knowledge. I trust that Chancellor Tisch and Commissioner Steiner are not seduced by claims that the single most important determinant of a child’s achievement is the quality of his or her teachers, because that’s simply not true. Family background continues to be the dominant factor. But the quality of teachers is, at least in theory, something that is manipulable via education policy initiatives, and it’s a lot more tractable than addressing the fact that one in five children under the age of 18 in New York State live below the poverty line.




California’s future demands bigger investment in schools

A story on National Public Radio’s Web site about MySpace and Facebook recently quoted students from the Urban School of San Francisco.
I teach at Urban, and what stung me was its description as “an elite private school.” As a journalist and teacher, this kind of thing gets under my skin.
With tuition at $30,800 a year, it’s inevitable that Urban will be stereotyped as a prep school for smarties who exist in a parallel universe of privilege. But as someone who has spent several years teaching in public schools, I also know that California’s per-pupil spending rate of $7,571 a year – watch out, Mississippi, we’re racing you to the bottom – doesn’t provide even the basics, let alone enough for a truly decent education. My hometown of Milwaukee spends twice as much, and still only 46 percent of high school students graduate. The fact is that we could and probably should be spending four times as much on public education as we do now.
At Urban, I’m rarely impressed by excess, just by thoughtful teaching, the resources to support it and kids who work so hard that I sometimes have to tell them to slow down. But stereotypes persist. When I got my job at Urban, a friend who works at a community college promptly checked my delight. “Isn’t that the fancy private school in the Haight?” she asked. “How nice for you.”




Too hard to pick the right high school

Near the end of her struggle to find the right high school for a son who did not always share her tastes, Tracey Henley was overjoyed to discover that some of her son’s best friends had endorsed her choice, and his resistance had vanished. “So now we don’t have to forge his signature on the form, always a plus,” she said.
Where had this painful sifting of options occurred? Was it some struggling urban district? No, Henley lives in Montgomery County, like much of suburban Washington a mecca for those seeking the best in public education. Her story illustrates that in even the best possible circumstances, parents often have to work very hard to find the place that fits their child. I, like Henley, wonder if there is a better way to do this.
Henley’s son is an eighth grader at Sligo Middle School in Silver Spring. He has attention deficit disorder, but the meds have been effective and through elementary school he performed well above grade level in all subjects. Then he entered middle school and “we were really unprepared for just how much his already-poor executive management functions would collapse in the face of increased expectations,” Henley said.

Make Parenting Education Part of Public School Reform

Mayor Richard Riordan, your disappointment in the progress of educational reform in the Los Angeles Unified School District, after all you’ve done as mayor and secretary of education under Gov. Arnold Schwarzenegger, was palpable in your Oct. 12 Times Op-Ed article, “Course outline for the LAUSD.” This lack of progress breaks my heart too.
At the risk of seeming presumptuous, may I make a suggestion to you and to educational reformers everywhere — a suggestion that is based on experience, common sense and research?
I was an urban public high school English teacher for many years. I tried hard: I took courses in teaching reading and writing; I prepared for classes; I graded research papers on vacations; I won grants for my schools; I won teacher of the year awards; I got advanced degrees; I supported reform.
