2020 Madison School District Tax & Spending Increase Referendum: David Blaska:

Another election is approaching, which means the Madison school district has its hands out for more money. Time to do like Sister Mary Rosaria and slap that hand with a steel-edge ruler!

The Madison Metropolitan School District seeks a one-time infusion of $317 million to fix stuff, buy a new boiler, etc. (Let’s hope they get a Menard’s BIG® card for savings on gasoline at Kwik Trip.) Got to think spending on bricks and mortar will be a hard sell when buildings have been empty since March and won’t fill back up until after Christmas — if then! Distance learning, home schooling — once the hobgoblin of the teachers union — is now the new normal. And can’t MMSD ever schedule maintenance?!

But here’s the thing. Unless you’ve been following this stuff closely, you would have no idea what this actually means for your tax bill. The referendum questions include only the gross dollar amounts, but no information about what it will cost the average homeowner.

If both referendums are approved, taxes on the average $311,000 home would go up a whopping $470 or so when the new spending is fully implemented in a few years. If every voter knew that it would make it a tougher sell, which is why, I suspect, that information isn’t on the ballot.

Almost $500 is a lot to ask for in any year, but in the context of COVID-induced furloughs, pay reductions and outright job losses this may be an even harder sell than usual. Nonetheless, more information is always better. The Legislature loves to mess around in local government and shortchange local control in counter-productive ways. But one thing they should do is mandate that all referendum questions include information on the impact to the tax bill on the average home in the community.

Finally, they’ve made so little progress on the racial achievement gap that in August a group of Black leaders came out against the referendums to send a message. They note that 90% of Black students cannot read or do math at grade level. In their statement they write, “We have not been presented with evidence that links additional public expenditures with increasing the academic performance of African American students. More of the same for African American students is unacceptable.”

The outcome of this substantial tax & spending increase referendum may be informative vis a vis civic awareness, governance and the stomach for the present system. Madison taxpayers have long supported far above average K-12 spending and taxes, while tolerating disastrous reading results.

The Madison School District recently sought a waiver for the State of Wisconsin’s civic education requirement.

On Campus: Enrollment dips at UW System schools



Dan Simmons:

About 800 fewer students are on campuses that make up the sprawling University of Wisconsin System this fall, a drop of about half a percentage point from last year, the System announced Wednesday. Among freshmen, the drop is more dramatic, at 2.2 percent.

System officials said the drop was expected due to an improving economy and a decline in the number of high school graduates in the state.

“College enrollments often spike during economic downturns and then level off as the economy begins to rebound,” President Ray Cross said in a statement. “This is a natural, expected trend.”

The enrollment numbers won’t be final until early next year. They include all students who were on campus as of the 10th day of fall classes.

Seven of the System’s four-year schools and the two-year UW Colleges actually saw an increase in enrollment, although each was modest. UW-Whitewater leads the gainers at 1.1 percent. UW-Platteville is next at 1.0 percent.

Wednesday, March 1, a press conference was held in the Assembly Parlor in the Capital (http://www.thewheelerreport.com/releases/Mar06/Mar1/0301demsschoolfunding.pdf) to introduce a joint resolution (http://www.excellentschools.org/events/ReformResolution/School%20Funding_AJR.pdf) calling for a new funding system by July of 2007. The call for reform is based on a set of core principles that include adequate resources to prepare all children for high school graduation, additional resources for children and communities with special circumstances, and a reduced level of local property taxes.

Until mid-March, Alysse Hopkins earned a comfortable living in Rockland County, N.Y., representing clients in foreclosure cases and personal-injury lawsuits.

In a good year, the 43-year-old lawyer and her husband, Ian Boschen, 41, together brought in about $175,000, the couple said—enough to cover the mortgage, two car leases, student loans, credit cards and assorted costs of raising two daughters in the New York City suburbs.

After the coronavirus halted many foreclosures and closed courts, her work dried up. Unemployment benefits have helped, Ms. Hopkins said, but the family is running low on savings and can’t keep up with $9,000 in monthly debt payments including mortgage installments. “It frustrates me to not be able to earn a living,” she said. “I have a law degree, almost 20 years of practice.”

Millions of Americans have lost jobs during a pandemic that kept restaurants, shops and public institutions closed for months and hit the travel industry hard. While lower-wage workers have borne much of the brunt, the crisis is wreaking a particular kind of havoc on the debt-laden middle class.

Nashville could run dangerously low or “run out of cash altogether” just from the public confusion surrounding a referendum effort to repeal the city’s property tax increase, warns Metro Finance Director Kevin Crumbo. 

Crumbo’s remarks were made to Metro Council’s budget committee Monday, hours after Mayor John Cooper and other city leadership went on the offense against a petition they say, if successful, would “cripple” the city and gut essential services.

Adding a building amidst flat to declining enrollment

“After reviewing any and all options that appeared feasible in the Rimrock Road area for an elementary size suitable to hold at least 400 elementary students, parking and playground space suitable for a neighborhood school, it became apparent that our first and best option was to work with the school district’s current partner, Rooted, to purchase their land and building located at 501 East Badger Road,” staff wrote in a memo to the board.

Voters will have two MMSD referendums on their Nov. 3 ballots. One, which includes the money for the elementary school, is a $317 million question that would also fund renovations to the four comprehensive high schools and consolidate Capital High School into a single location.

K-12 Tax, Spending, Referendum and School Climate: Germany eyes a four-day week to help prevent mass layoffs

  • Germany’s largest trade union, IG Metall, is proposing its members call for a four-day week to offset economic pressures heightened by the pandemic.

  • The proposal has had a mixed reception, with the German labour minister open to the possibility, while others are fundamentally opposed.

  • The idea of a reduced working week has already been raised in other countries – and coronavirus could make others willing to consider it.

At 34.2 hours, Germany already has one of the shortest average working weeks in Europe. And there are loud voices calling for it to be shorter still.

The country’s largest trade union, IG Metall, has proposed a four-day week to limit job losses in the automotive industry. Coronavirus woes are compounding economic pressure from existing structural shifts in the sector.

Monopoly Power Lies Behind Worst Trends in U.S., Fed Study Says

The concentration of market power in a handful of companies lies behind several disturbing trends in the U.S. economy, like the deepening of inequality and financial instability, two Federal Reserve Board economists say in a new paper.

Isabel Cairo and Jae Sim identify a decline in competition, with large firms controlling more of their markets, as a common cause in a series of important shifts over the last four decades.

Those include a fall in labor share, or the chunk of output that goes to workers, even as corporate profits increased; and a surge in wealth and income inequality, as the net worth of the top 5% of households almost tripled between 1983 and 2016. This fueled financial risks and higher leverage, the economists say, as poorer households borrowed to make ends meet while richer ones shoveled their wealth into bonds — feeding the demand for debt instruments.

“The rise of market power of the firms may have been the driving force” in all of these trends, Cairo and Sim write in the paper. Published this month by the non-partisan Fed Board staff, which doesn’t reflect the views of governors, it’s the latest in a series examining the risks that weaker competition poses to a market economy.

That issue is increasingly prominent on the agenda of both America’s main political parties. Democrats said in a recent summary of policy priorities that they’re “concerned about the increase in mega-mergers and corporate concentration across a wide range of industries.” The Department of Justice under President Donald Trump is probing large technology platforms.

K-12 Tax, Referendum and spending climate: What Will Not Recover: Government

What becomes of government credibility in the post-lockdown period? There are thousands of politicians in this country for whom this is a chilling question, even a taboo topic. 

The reputation of government was already at postwar lows before the lockdowns, with only 17% of the American public saying that they trusted government to do the right thing. That was before the federal government and 43 state governors decided to turn a virus into a pretext for totalitarian closures, lockdowns, travel restrictions, and home quarantines of most people. 

The lockdowns and random policy impositions by government will surely contribute to take the confidence number down to rock bottom. Already, loss of confidence has devastated consumer sentiment. No matter how many headlines blame the virus for all the carnage, the reality is all around us: it’s the government’s response that bears the responsibility. 

In 2006, the great epidemiologist Donald Henderson warned that if government pursued coercive measures to control a virus, the result would be a “loss of confidence in government to manage the crisis.” The reason is that the measures do not work. Further, the attempt to make them work turns a manageable crisis into a catastrophe.

After a spring of pandemic lockdowns and a summer of uncertainty as coronavirus infections surged, working parents with school-age children now face what could be a year of online schooling, presenting a buffet of bad options.

Sacrifice earnings and career advancement to stay home. Hire a nanny, if you can afford it. Lean on elderly relatives. Enroll kids in private schools or expensive day care programs and risk exposing them or others to the disease.

There are no good solutions, and every decision comes with trade-offs.

“There’s no solution that won’t harm someone,” said Hollis Rudiger, a teacher in the Madison School District and mother of two school-age children.

The district and the union have been discussing work expectations for this fall, sparring over the prospect of some instructors providing in-person services. This marks the third straight summer when bargaining talks have cast doubt over the first day of school.

Robinson denied that the idea of a delayed start was being explored because not enough teachers were trained in the spring and summer.

“There is no tie in to some sort of need to make up for deficiencies over the summer,” he wrote.

The district has offered some opportunities to brush up on skills since the closures. Since spring, over 1,400 educators took a course on Schoology, the district’s learning management system, according to a fall “reopening” plan the district submitted to the state. A few hundred more took different courses on topics like recording videos for the internet and digital citizenship. The union represents about 6,000 SPS employees.

Rather Than Reopen, It’s Time to Rethink Government Education

There is no better time to make a change than right now, when public education is in chaos.

What’s that popping sound? Could it be a million figurative lightbulbs clicking on above public-school parents’ heads?

The vast majority of American families send their children to public schools. Only 11 percent of children attend private schools, and fewer than 5 percent are homeschooled. And as one school board after another gives the no go signal for the coming school year, families are being thrown into crisis. And yet, the great American entrepreneurial spirit is awakening as parents are forced to rethink education for their children. And that is to the benefit of children and the nation.

Even before the pandemic, American families had concerns about the quality of education their children were receiving from our public schools. Education Secretary Betsy DeVos called the latest national assessment “devastating.” Two-thirds of American students can’t read at grade level, and reading scores have worsened in 31 states.

The teaching of history has given way to the teaching of social studies, which is now morphing into lessons in civic action from a leftist perspective. A recent study of curriculum in American public schools found that the majority of civics classes teach students how to protest in favor of progressive political causes. Students are not free to disagree.

Wisconsin Homeschooling requests more than double last year



Scott Girard:

More than twice as many Wisconsin families as a year ago have told the state they plan to homeschool for the 2020-21 school year.

According to data from the state Department of Public Instruction, 1,661 families filed forms to homeschool between July 1 and Aug. 6, up from 727 during the same period a year ago and 599 two years ago. The number of students in those families is up to 2,792 from 1,279 last year and 1,088 two years ago.

The same is true locally, as 122 Dane County families with 202 students filed forms in that period, up from 55 and 80 last year.

Michelle Yoo, the administrator of the Madison Area Homeschoolers Facebook page, said she’s seen evidence of the uptick in interest.

“When Madison announced they were doing online school, I think I had about 100 requests to join in about a two-week period,” Yoo said. “I can’t tell you what I used to get, but it was nowhere near 100.”

With those students go funding, as district revenue limits and state aid both depend on enrollment. The Madison Metropolitan School District discouraged parents from leaving to homeschool or attend a private school in its Aug. 7 family newsletter, citing that funding loss.

Lee has asthma, as does her nineteen-year-old sister, who contracted COVID-19 in June and narrowly avoided having to be admitted to the hospital as she struggled to breathe. K-12 Tax, Referendum and Spending Climate: Most Americans don’t have enough assets to withstand 3 months without income



Oregon State University:

A new study from Oregon State University found that 77% of low- to moderate-income American households fall below the asset poverty threshold, meaning that if their income were cut off they would not have the financial assets to maintain at least poverty-level status for three months.

The study compared asset poverty rates in the U.S. and Canada. Canada’s asset poverty rate has improved over the past 20 years while the U.S. rate has worsened, but still, 62% of low- to moderate-income Canadians also fall below the asset poverty threshold.

The implications of these findings have become starkly apparent during the COVID-19 pandemic, said David Rothwell, lead author on the study and an associate professor in OSU’s College of Public Health and Human Sciences.

“The fact that the U.S. safety net is so connected to work, and then you have this huge shock to employment, you have a system that’s not prepared to handle such a big change to the employment system … It results concretely in family stress and strain, and then that strain and stress relates to negative outcomes for children and families,” Rothwell said.

K-12 Tax, Referendum & Spending Climate: Local governments want to defund the police, shut down the schools, and raise taxes.



Daniel Greenfield:

The police aren’t policing and the teachers aren’t teaching. While many vital services aren’t functioning, the useless machinery of the bureaucracy grinds on with no one to pay for it. Locked down businesses don’t generate revenues and the unemployed aren’t a tax base.

Tax revenues in New York City fell 46% in June. A third of small businesses in the city are likely to shut down for good and sales tax collections are down by a quarter amounting to $1.2 billion.

Statewide, there’s a 37% drop, and Rep. Alexandria Ocasio-Cortez and other lefties are calling for higher taxes on the rich, staging protests outside the homes of billionaires. But the wealthy have the resources to pick up and leave while leaving failing states like New York with nothing.

Nothing except a $14 billion deficit and an 8.2% GDP drop.

“You have 100 billionaires. You will have to tax every billionaire half a billion dollars to make it up. You know what that means? That means you have no billionaires,” Governor Cuomo noted.

But the news is bad everywhere.

State revenue shortfalls are heading toward $200 billion and over $500 billion by 2022 as the wealthy flee urban areas, tourists are banned from even thinking about visiting, and businesses keep going out of business.

Andrew Cuomo:

“If I stay there, I pay a lower income tax, because they don’t pay the New York City surcharge.”

K-12 Tax, Referendum & spending climate: California’s state budget has big benefits for a Teacher unions, stifles charter schools and funds phantom students



Mike Antonucci:

Students of civics might think the California state budget is crafted by the elected representatives of the citizenry, who debate and amend proposals working their way through various committees, ultimately leading to a spending plan with majority support and the signature of the governor.

All that happens, of course, but no budget makes it to the governor’s desk without at least the tacit approval of the state’s public employee unions. Since public education alone makes up a minimum of 40 percent of the state budget, the California Teachers Association has an outsize influence over the construction of that budget.

This has been true for at least the 27 years I have covered the union’s operations. In 2000, for example, then-President Wayne Johnson boasted to his members about how he had the governor and state legislative leaders on the phone with him, falling over themselves to place more money in the education budget, until Johnson finally relented at an additional $1.84 billion.

This year’s budget, however, rivals any previous examples of teachers union benefits sewn into state law.

Imaginary money. The budget relies on two sources of funding that do not exist, and may never exist. First, it hopes that the U.S. Senate will approve, and President Donald Trump will sign, the HEROES Act, which contains $1 trillion in aid to state and local governments. Should that fail to happen, California will issue $12 billion in deferrals to school districts. Deferrals are essentially IOUs to be paid in the next fiscal year. This is also money that doesn’t yet exist.

Should deferrals become necessary, the state also authorizes school districts to transfer money from any account they hold to any other account in order to pay their bills. Money targeted for a specific purpose or program can be used for any purpose or program. Districts can also use the proceeds from the sale or lease of property for any general fund purpose.

K-12 Tax, Referendum & Spending Climate: In Coronavirus Bill, Democrats Push Massive Tax Cut For The Rich

As the White House and House and Senate leaders continue trying to decide how to distribute more deficit spending on items tagged “coronavirus,” Democrats have come under fire for pushing a $137 billion tax break for the wealthy. The proposal, which was also part of a 1,800-page bill the Democrat-led House passed in May, would remove the current $10,000 limit on state and local tax deductions from federal taxes through 2021.

The richest Americans use this tax break, which effectively subsidizes high-tax states by lowering their fiscal burdens to high-income taxpayers. The Tax Policy Center, an affiliate of the Brookings Institution, estimated the proposal would give an average tax cut of $33,000 to the top 1 percent of income earners. Over half of the benefits of the proposal would go to that top 1 percent.

Waunakee school board reverses decision on all-virtual start to school year



WKOW-TV:

The Waunakee Community School District Board of Education voted to reverse its decision on an all-virtual start to the school year.

During a meeting Monday night [video], members of the board talked about recent coronavirus numbers and learning options that would best fit the community.

In a 4-3 vote, the board was in favor of a four-day schedule for K-4 students. The younger children will have half-days, either AM or PM, every Monday, Tuesday, Thursday and Friday.

During the meeting, parents expressed they were interested in having their kids attend in-person classes, especially at that young age.

“I believe that in-person schooling is in the best interest of the kids, and that’s what we need to be focused on,” one parent said.

However, some teachers expressed their concerns for students and members of the community.

“I am extremely concerned about the safety of our students, teachers and community members,” Molly Petroff, the music department chair said.

School teachers from across the state protest for a virtual fall semester

Protesters from four of Wisconsin’s largest cities gathered Monday in a National Day of Resistance caravan to demand that legislators and superintendents make the fall 2020 academic semester completely virtual.

Educator unions, community organizations and advocates from Kenosha, Madison, Milwaukee and Racine traveled to the Capitol, the state Department of Public Instruction and the state Department of Health Services.

“We have districts marching teachers and students into an unsafe position in which teachers and students are likely to contract COVID,” said Angelina Cruz, president of Racine Educators United. “It is unsafe, because our schools are not fully funded in a way that can address all of the safety concerns we have.”

The caravan, which started in Kenosha, traveled through Racine and Milwaukee before arriving in Madison about 1 p.m. Teacher unions from Beaver Dam, Cudahy, Greendale, Middleton, Oak Creek, South Milwaukee and St. Francis also joined the effort to push for virtual school in the fall.

Similar marches and caravans calling for safe schools took place in Chicago, New York and Los Angeles.

Organizers of the Wisconsin caravan wrote a letter July 20 to Gov. Tony Evers, Superintendent of Public Instruction Carolyn Stanford Taylor and Secretary of Health Services Andrea Palm, detailing their dissatisfaction with the state’s resources and social distancing practices in schools.

The growing COVID-19 outbreak has some teachers fearing for their lives, organizers said.

A Milwaukee attorney is offering free wills to teachers returning to classrooms in the fall, noted Tanya Kitts-Lewinski, president of the Kenosha Education Association and co-organizer of the protests. “Educators are afraid, to say the least,” she said.

K-12 Tax, Referendum & Spending Climate: U.S. Gets a Debt Warning From Fitch as Stimulus Battle Rages

One of the world’s major credit-rating companies fired a warning shot regarding the U.S.’s worsening public finances on Friday, just as lawmakers in Washington contemplate spending more to combat the economic fallout from the coronavirus pandemic.

Fitch Ratings revised its outlook on the country’s credit score to negative from stable, citing a “deterioration in the U.S. public finances and the absence of a credible fiscal consolidation plan.” The country’s ranking remains AAA.

“High fiscal deficits and debt were already on a rising medium-term path even before the onset of the huge economic shock precipitated by the coronavirus,” Fitch said. “They have started to erode the traditional credit strengths of the U.S.”

Unemployment has skyrocketed and the U.S. economy just notched up its worst quarter on record, with pandemic-related shutdowns helping drive an annualized gross domestic product contraction of 32.9% in the three-month period through June. And with infections still spreading rapidly in many states, the virus’s damaging impact on output looks set to continue.

La La Land Congress Wants To Give Billions To Public Schools To Stay Closed



Joy Pullman:

When schools shut down this spring, Congress sent them $31 billion — nearly half its annual schools outlay — for sanitation and online learning, even though students weren’t in schools to theoretically contaminate them and online learning barely happened for millions of children. The vast majority of this money has not even reached schools yet.

Nevertheless, the Wall Street Journal reportsthat education special interests are demanding, through their Democrat representatives, nearly half a trillion in additional deficit spending for the fall without requiring schools to operate. Yes, you read that right: Democrats want nearly $430 billion extra to put kids in the equivalent of Khan Academy online math lessons. Did I mention that Khan Academy is free? And that the ask to duplicate it is 600 percent more than annualfederal spending on K-12?

“There is absolutely no way that federal funds included in the next COVID relief package…will reach schools in time to open in August and September,” notes Inez Feltscher. “Due to bureaucratic inertia and the requisite multiple rounds of paperwork, new federal COVID-response funds are unlikely to reach schools before 2021.”

Even though schools haven’t spent a fraction of their existing coronavirus loot, Republicans are also on board with larding on more. They merely want to inflate federal K-12 spending by 150 percent, $105 billion. In case you were concerned that Congress isn’t spending the next generation’s money fast enough while neglecting to ensure schools prepare the nation’s young to gratefully contribute to their country, WSJ reports neither side will even require schools to operate to have their federal funds increased by several magnitudes:

Online classes are not worth cost of full tuition

University life is going to look very different this fall, and as faculty scramble to work social distancing into their “campus culture,” students will be left paying the price for a half-baked education.

With exceptions for science labs, fine arts studios and a few small tutorials — Ontario’s university courses will run online this fall, either asynchronously through pre-recorded lectures and Powerpoints or through the video conferencing app Zoom. And tuition fees won’t be going down a cent.

The schools claim that, despite these changes in delivery, they will still provide “exceptional education and engaging experiences” and the calibre of their courses will remain the same. But who are they kidding?

Nordic Study Suggests Open Schools Don’t Spread Virus Much

Scientists behind a Nordic study have found that keeping primary schools open during the coronavirus pandemic may not have had much bearing on contagion rates.

There was no measurable difference in the number of coronavirus cases among children in Sweden, where schools were left open, compared with neighboring Finland, where schools were shut, according to the findings.

Middleton-Cross Plains School District extends contract for police in schools



Emily Hamer:

Breaking away from Madison’s recent decision to remove police officers from its schools, the Middleton-Cross Plains School Board on Monday voted to extend its contract for school resource officers.

Citing the need for relationship building between officers and students and protection from school shootings, the board voted unanimously to re-approve the contract with the Middleton Police Department. But board members said the district would conduct a “comprehensive evaluation” of the program.

The board had already approved on June 22 contracts with Middleton and the village of Cross Plains to continue stationing officers at Middleton High School and Kromrey and Glacier Creek middle schools. Middleton officers have been at the high school and Kromrey for some 30 and 20 years, respectively.

Commentary on 2020 K-12 Governance and opening this fall

That should help ease the spread of COVID-19, making it safer for in-person classes.

The AAP recently stressed that “the preponderance of evidence indicates that children and adolescents are less likely to be symptomatic and less likely to have severe disease resulting” from COVID-19. They also appear less likely to contract and spread the infection.

The Madison teachers union last week demanded online classes only until Dane County goes at least 14 straight days without new COVID-19 cases. That might be best for older teachers with underlying health conditions making them more susceptible to the pandemic. But it’s definitely not best for our children. The district should reject such a rigid standard that fails to consider the needs of our broader community.

Lower-income students, who are disproportionately of color, are less likely to succeed with online schooling if they have fewer resources at home — and if their parents can’t work remotely because of front-line jobs.

The Madison School Board should have waited to see how COVID-19 plays out this summer. That’s what other school districts, such as Chicago, are doing. It’s possible the plan that Madison schools outlined to parents recently could have worked in September. That called for half of students to attend two days of in-person classes each week, with the other half of students attending two different days.

Full-time minimum wage workers cannot afford a two-bedroom rental anywhere in the U.S. and cannot afford a one-bedroom rental in 95% of U.S. counties, according to the National Low Income Housing Coalition’s annual “Out of Reach” report

In fact, the average minimum wage worker in the U.S. would need to work almost 97 hours per week to afford a fair market rate two-bedroom and 79 hours per week to afford a one-bedroom, NLIHC calculates. That’s well over two full-time jobs just to be able to afford a two-bedroom rental.

K-12 Tax, Referendum & Spending Climate: Flight to suburbs boosts U.S. homebuilding

Housing starts increased 17.3% to a seasonally adjusted annual rate of 1.186 million units last month, the Commerce Department said. The percentage gain was the largest since October 2016. Data for May was revised up to a 1.011 million-unit pace from the previously reported 974,000.

Still, homebuilding remains 24.3% below its February level. The South and the West accounted for about 75% of housing starts last month. Economists polled by Reuters had forecast starts increasing to a rate of 1.169 million units.

2020 Tax & Spending Referendum Climate: Had Enough? Californians Turn Down Higher Taxes, Debt

The defeat Tuesday of the largest borrowing proposal in the history of California schools — $15 billion for repairs — has opened the question of whether Californian voters put a temporary halt to the growth of government debt because of the unsettled political scene, or because they are on the cusp of a tax revolt akin to one in the 1970s that brought landmark changes to property taxes.

By itself, the crash of the question on the March 3 primary ballot was striking — it’s been a generation since a state school bond failed and there was no telling moment prior to the election indicating voters had soured on it.

But it didn’t stop there. Voters rejected more than half of the 237 local tax and bond measures on that ballot, with several dozen contests still undecided as California authorities wade through hundreds of thousands of uncounted ballots, according to a tally by the California Taxpayers Association.

The taxpayer supported Madison school district is planning a substantial tax and spending increase referendum for this fall – 2020.

According to U.S. Census information, N.Y.’s population has steadily decreased over the past 4 years. The Empire Center said they estimate approximately 1.4 million residents have moved out of N.Y. and gone to other states.

K-12 Tax & Spending Climate: The Tax Increases to Come



Wall Street Journal:

The nearby table borrowed from our friends at Cornerstone Macro captures the magnitude of the tax increases on labor and investment income that Democratic presidential candidates are proposing. The top marginal federal tax rate on labor is currently about 40% including the Medicare tax.

Eliminating the ceiling for the payroll tax would increase that to above 50% including both the individual and employer shares of the increase. Including both is right economically because it captures the full cost of hiring an additional worker. The much higher top marginal rate for Mr. Sanders in the table is for his Medicare for All tax.

And that’s before the candidates’ proposed income-tax hikes. It’s also before state and local taxes, which in some states could bring the marginal rate north of 60%.

And that’s before the Democratic tax increases on investment income, specifically capital gains. All of the leading candidates want to tax capital gains at the same rate as regular income or higher, which hasn’t been the law since the top individual tax rate on income was 28% after the 1986 Reagan tax reform. Higher taxes on capital reduce investment, which means slower productivity growth and ultimately slower wage growth.

Meanwhile, Madison’s taxpayer supported K-12 district continues to plan for a substantial tax & spending increase referendum this fall.




Expanding Taxpayer Supported Programs amidst long term, disastrous reading results

The Madison Metropolitan School District could continue its expansion of the Community Schools program as soon as the 2021-22 school year.

School Board members will receive an update on the program, which offers expanded services at four schools to help serve as a “hub” to their surrounding community, at a Monday Instruction Work Group meeting beginning at 5 p.m. at the Doyle Administration Building.

MMSD began its Community Schools program in 2016-17 at Leopold and Mendota elementary schools, expanding it to Lake View and Hawthorne in the 2018-19 school year. The schools ask parents, students and neighborhood residents to help identify school issues and find solutions to address them. The district website defines them as “a welcoming and inclusive place that builds on the assets of the community to help serve the identified needs of the students, families and community through well integrated and coordinated, strategic partnerships.

Proposed Milwaukee Schools’ Referendum Could Cost State Additional $200 Million

If a proposed $640 million referendum for Milwaukee Public Schools passes, local taxpayers won’t be the only ones on the hook. A referendum of this size would result in as much as $200 million additional dollars in state money to Milwaukee Public Schools.

How does a local decision to raise their own taxes affect state finances? Because shared costs between state and local governments work differently depending on the property wealth of a district. When a district with substantial property wealth votes for a referendum, the effect is some reduction in state aid, with local taxpayers shouldering more of the burden. But when a low-property wealth district like Milwaukee passes a referendum, a portion of that cost is born by the state. This aid comes through what is known as Equalization Aid — funding designed to create spending equality across all of Wisconsin’s more than 420 school districts.

To estimate the impact on Equalization Aid, I used DPI’s Equalization Aid worksheet, and altered the amount of shared cost for Milwaukee by the proposed amount of the referendum. A few cautionary notes are worth mentioning here. First, this worksheet simplifies the process, so the figures presented here are estimates. It should also be noted that if the referendum amount varies substantially from the amount in news reports, or if the time frame for the funding changes, these estimates would be further off. Finally, if other districts implement referenda at the same time, this calculation would change. I include both MPS’s $640 million proposal, as well as the smaller “Plan B” proposal estimated at $319 million.

K-12 Tax & Spending Climate: The middle-class rebellion

Recently these policies have been propelled by largely flawed notions that increasingly high density would make housing cheaper and produce lower GHG emissions. Actually, the densest places with the strongest regulation are almost always those with the highest levels of unaffordability. Yet it is in the energy arena where “green policies” have solicited the greatest push-back in a large number of countries.

Some, like British Marxist historian James Heartfield, see the emergence of “green capitalism” as a new ruse for the upper classes to suppress the lower by creating artificial scarcity in everything from energy to housing and food.

The high energy costs derive from zealous climate change politics claiming that any energy source outside solar and wind are inherently dangerous to the health of the planet. This has included both the largest contributor to emissions reductions — replacing coal with natural gas — and emissions-free nuclear power. This dogmatism underlies efforts by government planners to raise the price of fuel in order to reduce consumption and force people onto transit.

Education, spending and accountability

Let’s look at the biggest number first. Senator Booker hopes to throw $100 billion at HBCUs and minority-serving institutions (MSIs) in general. Under his plan, he would transform HBCUs into social-activist organizations in “the fight against climate change,”though it remains unclear why being historically black makes them particularly well qualified for this task.

This plan eclipses the spending idea of Senator Sanders, who wants to throw only $15 billion at HBCUs, forgive another billion or two of debt, and double current funding under the Strengthening HBCUs program of Title III of the Higher Education Act of 1965.

Here’s what we’re already spending on HBCUs under Title III. In 2019 Congress gave these 101 institutions $282 million, plus $79 million in “mandatory” money (for which the institutions need to do little but fill out a form), plus $73 million for Historically Black Graduate Institutions (including law and medical schools), plus $9 million for master’s-degree programs. Doubling this amount gives them $443 million more, or an extra $4.43 billion over ten years.

Providing Milwaukee Public Schools students with a top-of-the-line education could cost as much as $640 million more a year in operating costs alone, more than doubling local property tax bills, district officials and their financial advisers told members of MPS’ referendum task force.

The figure appeared to shock at least some members of the ad hoc panel during a meeting Monday evening. And they cautioned against asking taxpayers for too much, saying a defeat at the polls could hinder MPS’ prospects for a referendum for years. 

“The last time you had a referendum was 25 years ago,” said Alan Shoho, dean of the University of Wisconsin-Milwaukee’s School of Education, who suggested the task force not recommend a figure at all, but leave that up to the school board.

Local governments borrowed for years to create jobs and keep factories humming. Now China’s economy is slowing to its weakest pace in nearly three decades, but Beijing has kept the lending spigots tight to quell its debt problems. 

In response, a growing number of Chinese cities are raising money using hospitals, schools and other institutions. Often they use complicated financial arrangements, like lease agreements or trusts, that stay a step ahead of regulators in Beijing. 

“Whether it is a financial lease or trust, they are just all tools for local governments to borrow,” said Chen Zhiwu, director of the Asia Global Institute at the University of Hong Kong. “Officials stop one today, and they come up with another tool tomorrow.”

“That’s why China has been talking about curbing local government debts for many years and it’s still not solved,” Mr. Chen said.

Increasingly these deals are going sour, as they did in Ruzhou, and the loans are going unpaid. Lenders have accused three of Ruzhou’s hospitals and three investment funds tied to the city of not paying back their debts.

City property taxes for their home are about $5,000 a year. “That’s a whole chunk of our total income, because our only income is Social Security,” he says.

But then they discovered a little-known city program for people in their situation. The “property tax assistance for seniors reverse mortgage loan program” allows seniors to defer paying their property taxes.

Property owners are eligible if they are 65 or older with less than $30,000 in assets and meet income guidelines (currently $52,850 for a single person or $60,400 for two people). When people qualify, a lien is placed on the property, meaning the property taxes will be paid when the owner sells the property or dies and their estate is settled.

The city charges an annual interest rate for the loan — depending on borrowing costs, between 2.5 and 6.5 percent.

K-12 Tax & Spending Climate: The Millennial Urban Lifestyle Is About to Get More Expensive

T The idea that companies like Uber and WeWork and DoorDash don’t make a profit might come as a shock to the many people who spend a fair amount of their take-home pay each month on ride-hailing, shared office space, or meal delivery.

There is a simple explanation for why they’re not making money. The answer, for finance people, has to do with something called “unit economics.” Normal people should think of it like this: Am I getting ripped off by these companies, or am I kinda-sorta ripping them off? In many cases, the answer is the latter.
Let’s say you buy a subscription to a meal-kit company, which sends you fresh ingredients and recipes to cook at home. You pay $100 a month. The ingredients are tasty, so you renew for the second month. And the third. But by the fourth month, you’ve decided that you’ve learned enough basic tricks around the kitchen to handle roasted chicken or sautéed cod by yourself. You cancel the subscription.

Your lifetime value to this company is $400—or $100 for four months. Since you quit, the meal-kit company has to find the next “you” to keep growing. So they advertise on podcasts. Let’s say that, on average, this company can expect to add 100 new users if it spends $50,000 on podcast advertising—or $500 per new user.

If the company spends millions on podcast ads, its user base and revenue base will grow and grow. Outside analysts will gasp and marvel: This meal-kit thing is on fire! But look closer: If it costs $500 to add a new user, and the typical marginal user—like you—only spends $400 on meal kits, there is no path to profitability. The road leads to the red.

“Why I’m Sticking to the Union – and Others Should Too”

Joining a union is an act of faith: a belief that people coming together with similar daily work lives can have an impact on those people who may have goals that don’t take into account anything but the bottom line. By joining a union, you are asserting that you were not put on this earth merely to do what you were told, but that you believe you should have a say in your own livelihood. But more than that, as a union member you believe that wealth should be more evenly
distributed, that supervisors should not have absolute power, and that the details of the actual work should be mutually agreed upon, because you cannot get that coal out of the ground, that car made, or that student to graduate without a contract that respects both sides. But joining a union is also a practical matter. Wherever unions exist, wages are higher. That is one reason why corporate interests throughout history have tried to weaken unions whenever they can. Fair wages, vacation days, sick leave, maternity leave, overtime, seniority, even the notion of a 40 hour work week – all exist because of the Labor Movement, and all cut into a company’s bottom line. When you pay union dues, you are supporting a staff that bargains on your behalf, that defends you when you require defending, or, more likely, defends someone else you might not even know who has your same job and is being treated unfairly. If the accused has truly screwed up, they get due process and what’s coming to them. If they haven’t, they are not simply fired in a Donald Trump dreamworld but are given their job back. The employer, meanwhile, is given a message not to abuse its authority.

Madison teachers are now actively responding to two union-busting rules justified by our state legislature’s notion of fairness: the elimination of automatic dues deductions by employers, and the option for teachers to not pay their “fair share” dues once our contract expires on June 30th. “Fair share” dues refers to the decades-old court ruling that workers who choose not to join a union must still pay for those services that they benefit from. The recent 4-4 Supreme Court deadlock on “fair share” upholds this practice for private sector unions but doesn’t affect Wisconsin’s teachers and other public employees under Act 10. Starting this month, teachers in every Madison school will be encouraging each other to continue their membership with MTI by supplying their bank’s routing number to pay dues. Some will need convincing, and some will want to pocket their dues now that they can. This will surely cause tension among colleagues. Also causing tension will be the teacher who keeps the money and then finds himself unfairly disciplined and in need of union representation he is now not entitled to. It’s a nice divide and conquer ploy, and those responsible deserve credit for their meanness.

On the other hand, heading into this new, mean work environment gives Madison teachers a chance to come together in solidarity, to freshly justify our existence, and to educate a new generation of teachers why we have just cause, paid sick days, and other things we now take for granted. The continued existence and influence of MTI will no doubt keep the meanest politicians up at night, which is just another reason to sign up.

The Achievement Gap as Seen Through the Eyes of a Student

The achievement gap is very prevalent in my school on a day-to-day basis. From the lack of minority students taking honors classes, to the over abundance of minority students occupying the hallways during valuable class time, the continuously nagging minority achievement gap prevails.
Upon entering LaFollette High School, there are visible traces of the achievement gap all throughout the halls. It seems as if there is always a presence of a minority student in the hallway no matter what the time of day. At any time during the school day there are at least 10 to 15 students, many of whom are minorities, wandering the halls aimlessly. These students residing in the halls are either a result of getting kicked out of class due to behavior issues, or for some, the case may be that they simply never cared to go to class at all. This familiar scene causes some staff to assume that all minority students that are seen in the halls during class time are not invested in their education. These assumptions are then translated back to the classroom where teachers then lower their expectations for these students and students who appear to be like them.
While there are some students of color who would rather spend their school time in the halls instead of in the classroom, others wish for the opportunity to be seen as focused students. Sadly many bright and capable minority students are being overlooked because teachers see them as simply another unmotivated student to be pushed through the system. Being a high achieving minority student in the Madison school District continues to be somewhat of a rarity–even in 2014. Three out of the four classes I am taking this semester at La Follette High School, which uses the four-block schedule, are honors or advanced courses. Of the 20 to 25 students in those honors classes, I am one of a total of two minority students enrolled.
Even though a large percentage of the student body is made up of minority students, very few of theses students are taking honors or advanced classes. These honors courses provide students with necessary skills that help prepare them for college. These skills include: critical thinking, exposure to a wider variety of concepts, and an opportunity to challenge their own mental capacities in ways that non-honors courses don’t allow. This means that the majority of the schools’ population is not benefiting from these opportunities. Instead, they are settling for lower-level courses that are not pushing them to the best of their abilities.
It is unfortunate that so many of our community’s young people are missing out on being academically challenged in ways that could ultimately change their lives. This all too familiar issue is a complex community problem with no simple solutions. However it is one that should be addressed with the appropriate sense of urgency.

Layoff: Seniority is a right that is earned under MTI’s various Collective Bargaining Agreements. Seniority is based on one’s years of service and provides protection from indiscriminate layoff.
Under MTI’s Contracts, seniority protects members of MTI’s various bargaining units from subjective or discriminatory layoff. When layoff is necessary, the Contracts provide an objective means, including tie-breakers for those with the same seniority.
Governor Walker’s Act 10 puts seniority in jeopardy because all collective bargaining agreements in Wisconsin covering school district employees will disappear in 2013 under Walker’s Act 10 (blekko, clusty, google news).
What can you do to protect your employment security? Get involved in this spring’s RECALL ELECTION. There are only 15 days until the RECALL PRIMARY ELECTION. Candidates Barrett, Falk, La Follette and Vinehout have promised to reverse Act 10 and to restore public employees’ rights to collectively bargain.

Is University of Wisconsin Education Becoming More Elite? A Partial Answer

There is considerable concern in Wisconsin and other states that accessibility to colleges and universities is becoming more elite; that due to rising costs of education and rising standards for admission universities are increasingly serving only those from higher income families. For example an article in the Christian Sciences Monitor in August of this year entitled “Too Few low income students?” stated that “about 50 percent of low-income students enroll in college right after high school, compared with 80 percent of high income students” and go on to state that the rate of high achieving low income students is about that of high income students that have far lower achievement scores1. William Bowen, Martin Kurzwell and Eugene Tobin note in their book that students in the bottom quartile of family income make up only 11 percent of elite college enrollment and receive no advantage from college admission programs; they call for an affirmative action program directed at low income applicants to promote equal opportunity and increase economic growth2. In this paper we use family income of University of Wisconsin- Madison applicants and those admitted over more than three decades to shed light on whether there has been a decline of opportunity to attend elite institutions among those with limited family incomes. As the premier public university in the state, this profile can serve more generally to provide insight on the issue of increasing elitism of premier public universities.
How accessible are the best public institutions to students from different socioeconomic groups? And, given the debates about financial aid that have been occurring at both the national and state, it is important to know: (a) How has access to the University of Wisconsin-Madison changed in terms of family income during the last three decades? (b) Are the patterns different for those within the state compared to those from outside the state? (c) Is there an income difference between those admitted and rejected for admission? And (d) What is the trend in the rate of applicants being admitted? This study addresses these questions.
Data on family income of applicants to specific colleges and universities are difficult to acquire. The most common sources are the income questions that students answer when completing ACT or SAT examinations. For a number of reasons these responses are probably woefully inaccurate. There is evidence from other studies that students simply do not have accurate information on family income. Universities could include income information on application forms, but most do not (including UW-Madison). Detailed income and asset data are included on the federal financial aid application form (FAFSA), but only students applying for financial aid complete those forms.

We hope to come together in the future and combine our lobbying efforts as representatives of Dane County schools. AP Report to the Nation



College Board [1.5MB PDF]:

More than 15 percent of the public high school class of 2007 achieved at least one AP® Exam grade of 3 or higher1—the score that is predictive of college success. This achievement represents a significant and consistent improvement since the class of 2002 when less than 12 percent of public school graduates attained this goal.
Out of all 50 U.S. states and the District of Columbia, Vermont captured the largest increase in the percentage of high school graduates who scored a 3 or higher on an AP Exam.
In its fourth annual “AP Report to the Nation,” the College Board (the not-for-profit membership association that owns and administers the AP Program), focuses on educators’ quantifiable successes in helping a wider segment of the nation’s students gain access to and achieve success in college-level work. Of the estimated 2.8 million students who graduated from U.S. public schools in 2007, almost 426,000 (15.2 percent) earned an AP Exam grade of at least a 3 on one or more AP Exams during their high school tenure, the report documents. This is up from 14.7 percent in 2006 and 11.7 percent in 2002.
Earning a 3 or higher on an AP Exam is one of “the very best predictors of college performance,”2 with AP students earning higher college grades and graduating from college at higher rates than otherwise similar peers in control groups, according to recent reports from researchers at the University of California at Berkeley,3 the National Center for Educational Accountability,4 and the University of Texas at Austin.5,6
New York, Maryland, Virginia, Florida, Massachusetts and Connecticut all saw more than 20 percent of their students graduate from high school having earned an AP Exam grade of 3 or higher. AP achievements for each state’s class of 2002, class of 2006 and class of 2007 are detailed in the report. (See “The 4th Annual AP Report to the Nation,” Table 1, page 5.)
“Educators and policymakers across the nation should be commended for their sustained commitment to helping students achieve access to and success in AP courses and exams” said College Board President Gaston Caperton. “More students from varied backgrounds are accomplishing their AP goals, but we can’t afford to believe equity has been achieved until the demographics of successful AP participation and performance are identical to the demographics of the overall student population.”
Though 75 percent of U.S. high school graduates enter college,7 dropout rates and the fact that about half of all college freshmen are taking at least one remedial course indicate that secondary schools must dedicate themselves to more than college admission,8 the report asserts.
“Remedial course work in college costs taxpayers an estimated $1 billion a year,”9 Caperton said. “To shrink the gap between those who enter college and those who complete a degree, we must target the divide between high school graduation standards and the skills that all students need to be prepared for the rigors of college. The critical reasoning, subject-matter expertise and study skills students must develop to succeed on the three-hour college-level AP Exams fortify high school graduates for a successful transition into their freshman year at college. This makes providing better readiness for—and access to—AP courses absolutely essential.”

Dane County High School Rankings and ACT results



While the rankings of high schools in Madison Magazine (MM) have been out for awhile, they’ve continued to stick in my craw. That may have something to do with my involvement with the school that’s ranked 21st of 21. Top-ranked Edgewood, I’m sure, has a different take on the rankings, which it highlights on its website.
The magazine says it used average ACT scores as one of the two signifiers of academic achievement, which comprise 60% of its ranking formula. This week DPI released 2007 ACT scores for all the state’s public high schools. How do this year’s performances on the ACT by Dane County high schools compare with the MM rankings?

I am posting the entire document as an extended entry as community information. It provides a lot more detail, a good overview, and a glimpse at the pieces that didn’t make it into the print and broadcast media.

Accelerated Biology at West HS Stands Still



I have a friend who is fond of saying “never ascribe to maliciousness that which can be accounted for by incompetence.” These words have become a touchstone for me in my dealings with the Madison schools. I work harder than some people might ever believe to remember that every teacher, administrator and staff person I interact with is a human being, with real feelings, probably very stressed out and over-worked. I also do my best to remember to express gratitude and give kudos where they are due and encourage my sons to do the same. But recent events regarding Accelerated Biology at West HS — and how that compares to things I have heard are happening at one of the other high schools in town — have stretched my patience and good will to the limit.

“The Public Needs to Know What’s Going On”

Today’s “Watchdog” section of Isthmus has a quick report (at the link, scroll down to the third item, titled “Dangerous work, take 2″) on recent incidents of violence in Madison schools against school staffers. In two of the incidents where staffers were injured, police declined to file criminal charges, citing the lack of criminal intent on the part of the student offenders. According to the item, one of these incidents occurred in early May at LaFollette High School. I was disappointed to find no mention of this (or other school-based incidents) in the latest newsletter from the Madison Police Department East District (whose boundaries includes LaFollette).

Our schools are like family and budget cuts are hurting important family values

hen the Madison School Board eliminated two high school athletic director positions to meet state-imposed budget restrictions, the La Follette High School family lost a critically valuable teacher, coach, adviser and school leader. Jim Pliner was modest when he said the surplus move “stings a little bit.”
In another sense, Pliner is quite right to be humble. He is not the only excessively dedicated school leader who works 16-hour days and long weekends trying to hold the school community together.
At La Follette High School alone, add the entire administration, teachers who come in two hours early and leave at least two hours late, and all coaches and extracurricular advisers who volunteer countless hours because they thrive on strengthening their community by nurturing future leaders.




School District Abandons Both Rhyme and Reason in Language Programs

As budget cuts extract another ton of flesh from Madison’s public school students, classroom teachers reel from the aftershocks. Keeping a smooth, consistent curriculum takes a lot from an educator, yet as our well-trained teachers meet tough demands, we witness a loss of both rhyme and reason at both the school and the district level. Nowhere do the wounds from budget cuts show more clearly than in foreign language education. If you think Junior should learn a second language, you might consider relocating once you learn the facts.
A child’s chance of learning the language of their choice depends heavily upon where they live within the district. In the fall of 2007, high school students at West, LaFollette, and Memorial will be able to choose from five non-English languages; kids at East get two. The German program, recently axed at East, leaves Spanish and French as the only options, stranding several students like Daniel Schott who’d devoted his time and energy to learning German. Daniel’s choice of German will carry with him through college where his opportunity to earn back credit for high school work diminishes—unless he’s willing to travel to LaFollette daily, an option that will disrupt his daily schedule beyond reason.
Imagine your child taking a novel language, say Italian, as a middle schooler. Students at Spring Harbor and Wright Middle Schools have that option. Unfortunately, the high schools to which Spring Harbor and Wright feed do not offer Italian, creating an academic dead-end for those without the resources to move to the LaFollette area. Even then, the Italian program there may disappear given the recent exodus of the Italian teacher for greener soccer pitches.

MMSD High School Redesign Committee Selected



According to a report from a recent East High United meeting, where MMSD Assistant Superintendent for Secondary Schools Pam Nash did a presentation on the District’s high school redesign plans, the following eleven people have been named to the redesign committee:
Pam Nash — Assistant Superintendent for Secondary Schools, former principal of Memorial HS. While at Memorial, Ms. Nash oversaw the development and implementation of the “neighborhoods” school restructuring and implementation of the 9th grade core curriculum.
Alan Harris — Principal of East HS, former principal at Black Hawk MS.

Loren Rathert
— Interim principal at LaFollette HS, former interim principal at East HS, former MMSD Social Studies Coordinator, and former principal at West HS. While at West, Mr. Rathert oversaw the development and initial implementation of the SLC grant, including the initial implementation of the school restructuring and the 9th and 10th grade core curriculum.
Ed Holmes — Principal at West HS (since fall, 2004), former principal at Wright MS and former assistant principal at West HS. Mr. Holmes has been principal at West during the continued implementation of the SLC grant, school restructuring, and 9th and 10th grade core curriculum.

Bruce Dahmen
— Principal at Memorial HS.
Sally Schultz — Principal at Shabazz HS.
Steve Hartley — MMSD Director of Alternative Programs. These include the Transitional Education Program (TEP), the School-Age Parent Program (SAPAR), Operation Fresh Start, the Omega program and many others. Mr. Hartley also oversees the District’s implementation of the state-mandated Youth Options Program (YOP), which requires the District to pay for appropriate educational opportunities for eligible high school juniors and seniors whose needs cannot be met at their own schools. A wide range of students may take advantage of YOP. The District’s YOP implementation and — importantly — policy regarding the giving of high school credit for non-MMSD courses is currently under review and has been discussed on this blog —

Lisa Wachtel
— Director of MMSD Teaching and Learning Department, former MMSD Science Coordinator. Dr. Wachtel oversees a staff of 30-40 educational professionals across a variety of content areas. Possibly important, when asked by the Superintendent to cut two people from her staff for next year, she chose to eliminate two TAG staff (leaving a TAG staff of only five people for the entire district, if the BOE approves the cut).
L. Alan Phelps — Professor in the U.W. Department of Educational Leadership and Policy Analysis (School of Education) and Director of the U.W. Center on Education and Work. He seems to have special interests in special education and intercultural learning. Late January School Board Progress Report



The Madison Board of Education is faced with several great challenges over the next few months. One of the biggest is the announcement that Superintendent Art Rainwater will retire at the end of the June 2008. The board will be working with a consultant to assist in hiring the next superintendent. Another board challenge is the budget shortfall of $10.5 million dollars. Lack of state and federal funding, unfunded and under funded mandates, revenue limits and the qualified economic offer, all contribute to the annual budget woes. While addressing these issues the Board continues its discussion and analysis on positive student behavior in our schools. These changes will lead from a punitive approach to a preventive and restorative justice methodology. This model will increase school safety and lead to changes in the student Code of Conduct and Board policy that can be applied fairly to all students.

More Than English 10: Let’s REALLY Talk About Our High Schools



First, I want to say BRAVO, RUTH, for putting it all together and bringing it on home to us. Thanks, too, to the BOE members who overrode BOE President Johnny Winston Jr’s decision to table this important discussion. Finally, deepest thanks to all of the East parents, students and teachers who are speaking out … and to the many West parents, students and teachers who have also spoken out over the past few years.
As we begin what will hopefully be a thoughtful and thoroughgoing community-wide conversation about what’s going on in our high schools, I’d like to clear up some muddiness about what’s happened at West in the past few years. I think it’s important to have our facts straight and complete. In doing so — and in comparing what’s happened at West to what’s now going on at East — I’d like to draw on the image of an animal experiment (that apparently never happened). In one condition, a frog is put into a bath of cool water, the temperature is gradually raised to boiling, and the frog dies without a struggle. In another condition, a frog is put into a bath of boiling water, immediately jumps out, and lives to tell the tale. As I see it, West was put in the first condition. The administration implemented small changes over the course of several years, with the ultimate goal of turning 9th and 10th grades into two more years of middle school. Students and parents were lulled into thinking that everything was O.K. because, hey, what’s one small change? East, in contrast, has been put in the second condition. There, the administration seems to have the same goal of turning 9th and 10th grade into two more years of middle school, but has introduced all of the changes at once. Like the frog placed in the boiling water, East has been shocked into strong reaction.

Officials Meet to Discuss School Safety

Insubordination, bullying and fighting top the list of problems Madison schools deal with regularly.
Madison police and district officials answered questions and discussed the safety challenges of local schools.
Police handed out an incident report for Memorial High School.
According to the report, there were 32 calls to police for fighting since last January. There were 9 calls for possible sexual assaults and one weapons violation. Police say they’re seeing more calls for weapons violations.
They did not give out reports for the other high schools.

Channel3000:

Madison compares favorably to the rest of the nation on the issue of school violence. A study released in 2005 by the U.S. departments of Justice and Education indicated that nationally there was an average of 24 violent crimes for every 1,000 students on all grade levels.
For Madison’s high schools last year, WISC-TV’s findings revealed 4.4 violent crimes per 1,000 students. And while that’s below the national average, district officials said they know that area parents judge things by a different standard.
“It’s never willing to simply sit back and say we’re good enough, always trying to improve, always looking forward,” Yudice said.
“You have to continually examine what you’re doing. You can’t ever say, ‘Boy we’ve got the answer.’ Because the one thing I promise you is, we don’t,” said Art Rainwater, Madison Metropolitan School District superintendent.
For the entire 2005-2006 school year, Madison Memorial topped the list with 286 calls to police. Lafollette had 276 calls; East had 238 and West had 222.
The four-year trend showed a general decline in police calls to the same schools. Of the four, only Madison Memorial has seen a slight increase — 26 percent since 2002.




ACT scores are best in 20 years, with a catch, MMSD Curriculum & Upcoming Elections



The issue of curriculum quality and rigor continues to generate attention. P-I:

The good news is that the high school class of 2006 posted the biggest nationwide average score increase on the ACT college entrance exam in 20 years and recorded the highest scores of any class since 1991.
The bad news is that only 21 percent of the students got a passing grade in all four subject areas, including algebra and social science.
“The ACT findings clearly point to the need for high schools to require a rigorous, four-year core curriculum and to offer Advanced Placement classes so that our graduates are prepared to compete and succeed in both college and the work force,” Education Secretary Margaret Spellings said in Washington, D.C.

Alan Borsuk has more:

Wisconsin high school graduates are better prepared to succeed in college than students nationwide – but that means only that more than 70% of state students are at risk of having trouble in one or more freshman-level subjects while the national figure is almost 80%, according to ACT, the college testing company.
The message still isn’t getting across,” Ferguson said in a telephone news conference. If students want to go to college and do well, they have to take high school seriously and take challenging courses, he said.
ACT results showed that students who took at least four years of English and three years each of math, science and social studies in high school did substantially better on the tests (22.9 in Wisconsin, 22.0 nationwide) than those who took lighter loads in those core areas (21.0 and 19.7, respectively).
Elizabeth Burmaster, Wisconsin’s superintendent of public instruction, said she believes that if schools in Wisconsin stay focused on efforts such as early childhood education and small class sizes in the early grades, combined with strong academic programs in middle school and high school, achievement will go up and racial and ethnic gaps will close.

Burmaster’s statement, along with the ACT information will increase the attention paid to curriculum issues, such as the ongoing questions over the Madison School District’s math program (See UW Math professor Dick Askey’s statement on the MMSD’s interpration and reporting of math scores). Will we stick with the “same service” approach? This very important issue will be on voters minds in November (referendum) and again in April, 2007 when 3 board seats are up for election. The Madison School District issued a press release on the recent ACT scores (68% of Wisconsin high school graduates took the ACT – I don’t know what the MMSD’s percentage is):

Madison students who took the 2006 ACT college entrance exam continued to outperform their state and national peers by a wide margin, and the scores of Madison’s African-American test takers increased significantly. Madison students’ composite score of 24.2 (scale of 1 to 36) was higher for the 12th straight year than the composite scores of Wisconsin students and those across the nation (see table below). District students outscored their state peers by 9% (24.2 vs. 22.2,) and their national peers by 15% (24.2 vs. 21.1).
Compared to the previous year, the average ACT composite score among the district’s African-American students increased 6% — 18.8 vs. 17.7 last year. The gap between district African-American and white student ACT scores decreased this year. The relative difference this year was 24% (18.8 vs. 24.8) compared to 30% last year.
Scores also increased this year for the district’s Asian students (22.1 to 23.0) and Hispanic students (21.5 to 21.8).

The Madison School District recently published this summary of student performance vs other similar sized and nearby districts (AP, ACT and WKCE) here. Madison’s individual high schools scored as follows: East 22.9, LaFollette 22.1, Memorial 25.1 and West 25.5. I don’t have the % of students who took the ACT.

I checked with Edgewood High School and they have the following information: “almost all students take the ACT” and their composite score is “24.4”. Lakeside in Lake Mills averaged 24.6. Middleton High School’s was 25 in 2005. Verona High School’s numbers:

222 students took the ACT in 2005-2006.
Our composite score was 23.6 compared to the state at 22.2
87% of test takers proved college ready in English Composition (vs. 77%)
66% of test takers proved college ready in College Algebra (vs. 52%)
77% of test takers proved college ready in Social Science (vs. 61%)
45% of test takers proved college ready in Biology (vs. 35%)
37% of test takers proved college ready in all four areas (vs. 28%)

McFarland High School’s 2006 Composite average was 23.7. 110 students were tested.
UPDATE: A few emails regarding these results:

  • On the Waunakee information:

    In the Waunakee information I sent to Jim Z, our mean for the Class of 2006 comes first, followed by the core/non-core in parentheses. So, our mean composite score for our 157 seniors who sat for the ACT was 23.3, the mean composite for those completing the ACT suggested core was 24.3, the mean composite for those who did not complete the core was 21.5.
    With ACT profile reports, the student information is self-reported. It’s reasonably accurate, but some students don’t fill in information about course patterns and demographics if it is not required.
    Please let me know if there are any other questions.

  • McFarland data:

    It appears that Jim Z’s chart comparing scores uses Waunakee’s “Core score” as opposed to the average composite that the other schools (at
    least McFaland) gave to Jim Z.. If Jim Z. wishes to report average “Core” for McFarland it is 24.5. Our non-core is 22.2 with our average composite 23.7.

  • More on the meaning of “Core”:

    Probably everyone is familiar with the ACT definition of core, but it’s 4 years of English, and three years each of math, science, and social studies. ACT is refining their position on what course patterns best position a student for undergraduate success, however.

High School Rigor: Iowa AP Index and a Michigan School Board Member



The University of Iowa:

Every May a large number of high school students across America take AP exams. In May 2005 over 1.2 million high school students took over 2.1 million AP exams. AP allows students to pursue college-level studies while still in high school. Over 3000 colleges accept AP exam scores for either college credit or placement in higher level courses. AP was developed by The College Board and is one of the most successful and respected academic programs in the nation.
There have been numerous studies and articles proclaiming the advantages of AP. AP test scores have been found to be very good predictors of college grades and college graduation. A National Center for Educational Accountability study (2005) indicated that passing AP exams shows a strong and consistent relationship to college graduation rates. Recently, there has been considerable reporting on the benefits of AP courses and exams for minority students and students from poverty backgrounds. Such students exceed their educators’ expectations on AP (when given the opportunity). AP tests and minority students were made famous with the movie “Stand and Deliver” portraying the high success of inner-city Latino students on the AP Calculus exam.
While there is some controversy over AP (e.g., too much material covered in a short time; more breadth than depth) there is strong agreement (backed by research) by educators that AP courses and exams are a rigorous and meaningful indicator of academic preparation for college. Also, AP exams provide a uniform standard of academic accomplishment across geography, economic status, ethnicity and school size. AP exams cover 34 subject areas and exams are scored on a scale of 1-5, with 5 considered top level work (a grade equivalent of an “A”) in a corresponding college course. A score of 3 or better is often accepted for either college credit or placement.

BUDGET FACTOID:
The 2006-07 proposed budget is on the district’s web site (www.mmsd.org/budget). The Executive Summary provides an overview of the budget. The list of specific staff cuts is found on pages 3 & 4 of Chapter 3, Department & Division Reports.
None of the cuts are good for the district or for the education of our children but they are required to keep the budget in compliance with the state revenue caps. Since there is likely to be considerable discussion about the cut affecting the elementary strings program, I wanted to provide a little additional information. The administration is proposing to continue the current structure (strings once a week for 45 minutes) for 5th graders only. Additionally, there is a recommendation to have a committee of district staff and UW music education specialists develop a new approach for K-5 music that will include, for all students, experience playing an instrument.
There are forums on the budget scheduled for Tuesday, May 2 at 6:30 p.m. at LaFollette and Tuesday, May 9 at 6:30 at Memorial.

MMSD Cross-High School Comparison — continued



I recently posted a comparative list of the English courses offered to 9th and 10th graders at Madison’s four high schools. The list showed clearly that West High School does not offer its high achieving and highly motivated 9th and 10th grade students the same appropriately challenging English classes that are offered at East, LaFollette and Memorial.

West HS English 9 and 10 Again — No Child Moves Ahead



Several of us received the following email today from Ted Widerski, MMSD TAG (“Talented and Gifted”) Resource Teacher for Middle and High Schools. Ted has been working with other District and West HS staff to find a way to allow West 9th and 10th graders who are advanced in English to grade accelerate in English, whether through the INSTEP process or some other method.
Here is what he wrote:

Parents –
On Wednesday, April 12th, Welda Simousek and I met with Pamela Nash, Mary Ramberg, Mary Watson-Peterson, Ed Holmes, and Keesia Hyzer to discuss In-STEP procedures for students in English 9 and/or 10. Through this discussion, it became clear that there was no reasonable method available at this time to assess which students might not need to take English 9 or 10 because part of what is learned in English classes comes through the processes of analysis, discussion, and critical critiquing that are shared by the entire class. An alternative assessment approach was discussed: having students present a portfolio to be juried. This approach would require a great deal of groundwork, however, and would not be available yet this spring. It will be looked at as a possibility for the future.
Please keep in mind that it is the intention of West High School to offer meaningful and challenging English courses for all levels of students. It is also the usual TAG Classroom Action Summary and In-STEP approach to have students be present in a classroom for a period of time before it is possible to assess whether they are extremely beyond their classroom peers and need a different option. Welda will follow up with teachers and students in the fall to ascertain progress for students during the first semester. The use of the Classroom Action Summary and In-STEP approach (with a brainstorming of possible options) will be reviewed again at the end of semester one.

I replied to Ted (copying many others, including parents, Teaching and Learning staff, Art Rainwater, Pam Nash, the BOE, and West HS staff), saying that this is a case of unequal access to appropriate educational opportunities because of how poorly West HS provides for its 9th and 10th graders who are academically advanced in English, as compared to the other three high schools.

The administration’s proposed budget for the 2006-07 school year will be made public on Friday, April 21. Board members and the media will have hard copies of the budget and an electronic version should be up on the web site shortly. The Board begins discussion and consideration of the budget on Monday April 24th at about 6:30 p.m. There are forums scheduled for Tuesday, May 2 at 6:30 p.m. at LaFollette and Tuesday, May 9 at 6:30 at Memorial.

The Madison Metropolitan School District presents its 2nd Annual Minority Student Achievement Network Conference for students of color on Saturday April 22, 2006 at 8 am to 2 pm at James C. Wright Middle School located at 1717 Fish Hatchery Road. Students and families of middle school children are invited. School board divided again over plans to reduce overcrowding



Kurt Gutknecht, writing in the Fitchburg Star about the recent Board and public discussion of the East / West Task Forces:

There was a sense of déjà vu when the Madison Metropolitan School Board met Jan. 30 when the schism that fractured it last year – and which appeared to be a key factor in the defeat of a referendum last spring – surfaced again. Four members of the board appear solidly in support of another referendum and two members appear steadfast in their opposition, although the board hasn’t officially acted on the matter.
The possibility of a divided board has already alarmed supporters of a new addition to Leopold Elementary School, who think it will provide additional ammunition to critics.
The discussion was often heated as Ruth Robarts and Lawrie Kobza charged that the board was rushing to a referendum without an adequate long-range plan.
Their stance irritated Juan Jose Lopez, who accused them of “playing politics” with the future of schoolchildren simply because they didn’t like the outcome. “I for one will not sit here and allow you to do that,” he said.
A key disagreement involved the weight accorded the recommendations of the task forces charged with formulating long-range options.

AP Program Gaining Increasing Prominence Nationwide

According to the second annual report from the College Board, which administers the Advanced Placement program, about 60 percent of American high schools now offer Advanced Placement courses, and the average high school offers a choice of eight such courses.

“The number of students participating in A.P. has more than doubled in 10 years, and today almost 15,000 U.S. schools offer A.P. courses,” said Gaston Caperton, the president of the board, a New York-based nonprofit organization.

The percentage of American high school students passing A.P. exams increased in all 50 states last year, the report said. In the class of 2005, 14.1 percent of students received an A.P. exam grade of 3 or higher on one or more A.P. exams, up from 13.2 percent of the class of 2004, and 10.2 percent of the class of 2000.

A.P. exams in 35 subjects are given in May, at a cost of $82 each. They are graded on a scale of 1 to 5, with 5 representing A-level college work, and 3 representing about a C+.

Barb Schrank earlier noted that East offers 8 AP courses, LaFollette 13, Memorial 16 and West 8. The District’s efforts in these areas appear to be going in different directions, with a growing effort to provide a one size fits all curriculum (West and Sherman examples) while recently receiving a grant to increase the number of AP classes. The District’s approach to Athletics has apparently not changed, though Kurt Vonnegut via his short story Harrison Bergeron, notes that 2081 might be the year for that.

Monday evening’s Board meeting presented a rather animated clash of wills between, it appears, those (A majority of the Board, based on the meeting discussions) who support Fitchburg’s Swan Creek residents and their desire to remain at a larger Leopold School vs. those who favor using existing District schools that have extra space for the 63 Fitchburg children (no other students would move under the plan discussed Monday evening), such as Lincoln and/or the Lincoln/Midvale pair.

Simpson Street Free Press



On Thursday July 21st, I was asked to speak to a group of students at the Simpson Street Free Press regarding the recent budget cuts and threats to music and fine arts programming in the MMSD. I have to say that I really enjoy the opportunity to speak with students. I feel it is very important to listen to their issues as well as giving them the opportunity to hear an adult perspective.

I Voted Yes to Privately Fund Two West High Soccer Teams



At its June 27, 2005 meeting, the Partnership Committee listened to a request from West High School parents (Friends of West High School Soccer) to fundraise money for an additional 2 soccer teams this fall. A committee member made a motion to allow parents to fundraise the money and that motion passed unanimously. The entire School Board will vote on the Partnership Committee’s recommendation on Monday, July 11th and I hope the majority of the School Board votes yes.
I am a community member on the Partnership Committee, and I voted yes because I want as many children as possible who want to play sports (soccer in this case) to have that opportunity, and I appreciate the parent group stepping forward to take on the job of fundraising the necessary money to field two more teams. I would also like to thank the parent group for changing their name from Friends of West High Soccer to Friends of Madison Soccer, intending to form a city-wide support group if that becomes necessary so kids can play sports in high school.
Was I concerned about equity issues among the 4 Madison high schools who field athletic teams when I voted yes? Not in this instance, because during the 2005-2006 school year each high school will have the opportunity to field up to 66 freshman, sophmore, junior varsity, varsity and combination athletic teams (264 teams in total). This district-wide team structure has a $2 million+ budget for next year that the School Board approved in June 2005.
Further, the up to 66 teams per school that is budgeted for the 2005-2006 academic year is more than the number of teams East and Lafollette High Schools had during the 2004-2005 school year and less than the number of teams that West and Memorial High Schools had this past school year.
The West High proposal is NOT about one school having teams and another school not having teams because of any disparity due to access to funding. The Athletic Committee that came up with the team structure for next year treated each school equally when it came to the number of teams per sport and total teams that would be funded.
To me, this proposal is about parents and community members a) seeing a demand for soccer greater than the District’s budget can afford next year, and b) working together to come up with a proposal for helping kids play sports. Helping kids – that’s what made so much sense to me in this proposal.
Will the School Board have to have discussions about equity when funding school activities, public vs. private funding for different activities? Yes, definitely, but I don’t think those needed future discussions should stop the School Board from going forward with a proposal that makes sense. I hope a majority of the School Board supports this proposal on Monday, July 11th. I think it’s a proposal that is good for kids, works within the existing athletic infrastructure, and we will be able to learn from this effort for future discussions about how sports are funded. Thank you, parents and community members for coming forward to help Madison’s students.

Referendum means it’s time for finger pointing

Hey Racine! It’s that time again. Time to complain about money spent on schools! Who’s to blame? Let the finger pointing begin! Hey, there’s a group of teachers. Let’s blame them. They are just over paid baby sitters! I wish. I figure if I got paid $5.00 for each kid (25 per class), for 6 hours a day, for 180 days. I would make $135,000 a year! Let’s give those with a master’s $7.00 and hour per kid. That’s $189,000. Reality $39,000. Between my wife and I, last year we paid close to $7,000 just to keep our jobs (property taxes, classes to renew licenses, fee for licenses, and out of pocket expenses to supplement our classroom’s). I love paying close to $1000 of my own salary in property taxes. Healthcare. The district offered us the plan. Would you have turned it down? Should we pay more? Remember that teachers did trade salary for benefits.
Let’s point fingers at the school district. All they have done is cut spending year after year. Costs go up, spending goes down. You do the math!
Attention Racine: we have schools that were built during the Abraham Lincoln administration! Can you accurately guess from year to year how much it costs to keep these buildings running, when the ghosts of the 1800s still run through the halls! More cuts need to be made even if this does not pass. This district does not have the money to give you what this city deserves. Kids learning in run down, overcrowded buildings is a very real thing.
Next, let’s point fingers at the taxpayers. Those same people who spend $1 to $2 for a bottle of water. Those people who spend a dollar a day at the soda machine at work! Those people who don’t think twice at paying $4-$5 for one beer at Harbor Fest, Summerfest, Lambeau Field and the rest. Those people who are still driving their SUVs, pick-up trucks, Cadillac’s, and other gas guzzling cars. Those same people who pay $40-$50 a month so they can make sure their 12-year-old has a cell phone, $50 cable bills, $200 utility bills, $40 video games to baby-sit your kids, 20 cent increase for a gallon of gas this past week, the list goes on! Complain about those. Oh yeah, those things don’t go to a referendum, Why is it that when schools need more money, everyone complains? One person wants a user fee. The more kids you have, the more you pay. So I should pay more for the fire department if they put out my fire and I have 10 kids? Same concept! I’ve never used the fire department yet, can I get a refund? One lady offered the keys to her house. You got it! That will save three teachers jobs. Thanks! For those who think you don’t benefit from Unified because you have no more kids there, well then I think we need to make Unified and Non-Unified lines at every place of business. So when you go to the store, doctor, or gas station you can only go to the line where your tax money is spent.
Now the Racine Taxpayers Association gives the referendum a thumbs down. They say not enough cuts have been made. Have you been to our schools? Have you seen the plaster falling on kid’s heads? Have you seen the paint chipped so bad the wood is rotting underneath? Have you felt the below zero wind blow through the cracks in the 100 year old windows? Have you tried to teach in a classroom where the temperature varies from near 90 degrees to 60 degrees all in one day? Oh, that’s right, you think teachers should pay more for their insurance. Well if we do, then I want a raise back on my salary that I gave up for the past 10 years. The bottom line is that we have a serious problem.
So either fight for a better educational system and support it, or get out of our way. The future is now!
Without support, you can’t imagine how bad things are going to get.

Real Community Leadership



I’ve noticed in several postings that people have criticized the Madison School Board for lack of leadership. I believe that true leadership happens in the community and then comes to the board level for action. This has been the case in many actions that have been taken place in the past, present and will undoubtedly be the case in the future. All of these actions have had or will have a profound impact on the Madison Metropolitan School District.
Fifty-one years ago, the U.S. Supreme Court eliminated formal school segregation in Brown v. Board of Education. Twenty-five years later, this ruling forced the Madison School District to dramatically change how it educated elementary students. In 1979, South Madison residents lead by Dr. Richard Harris filed a lawsuit with the federal Office of Civil Rights concluding that the Madison School Board had knowingly created and perpetrated racial isolation by closing schools and changing boundaries on the city’s heavily populated minority South Madison. This lead to the creation of a task force that created the current school pairings we know today.
This community leadership has also lead to new initiatives such as Nuestro Mundo Community School, the district’s dual-language charter school. This school is responding to Latino community leaders’ concerns regarding the changing demographics in the city and school district. English speaking families wanting to expose their children to Spanish and Latino culture are also enrolling their children in the school.
In addition to Nuestro Mundo, the Madison School Board is supporting the building of Wexford Ridge Community Center on the grounds of Jefferson Middle and Memorial High Schools. Wexford Ridge Neighborhood Center currently runs adult and youth programming out of a two-bedroom apartment. Again, community leaders and residents supported the proposal that initially didn’t have the support of the Superintendent or a majority of the board. I am proud to state that voting for this proposal was one of my first acts as a member of the school board.
In the near future, on April 11th the School Board’s Partnership Committee will convene a meeting to discuss a proposal from a group of parents to form a girls hockey program. This program will be a cooperative effort with girls from Memorial, West, East and LaFollette as well as schools outside of Madison being able to participate on one team. I am in favor of this program because it allows girls to participate positively in athletics and uses parent’s creativity and community resources to fund the proposal.
In conclusion, the school board is elected to lead the school district, however, it is the community that truly leads schools. It is the above stated community initiatives that lead me to believe that the real leadership comes from the community, not solely from school board members. I look forward to seeing what future initiatives come from the community, so we can work together to make them happen for the betterment of the Madison Metropolitan School District.
