8.9% (!) Madison School District Property Tax increase, amidst substantial spending growth… (results?)

The total budget increases expenditures by 11.41% over the previous school year, which includes one-time federal and local COVID-19-related funding. The district expects a 4.5% increase in general state aid, or $40.2 million, even though the state provided no increase in the revenue limit. Enrollment, used to calculate the amount of state aid given to the district, was down 405 students during 2021-22 compared to the previous school year. The district’s total tax collections are a 1.96% increase from last year.

The Madison School Board approved a $538 million budget for the 2021-22 school year Monday night.

The budget is a $55 million increase over last year’s actual expenditures, but includes $18.9 million from federal COVID relief funds and about $20 million in unspent money that had been budgeted last year but was not needed for things like unfilled staff positions or transportation costs.

“This budget relies on re-evaluating prior year budgets and repurposing existing funds to new uses,” interim chief financial officer Ross MacPherson told the School Board Monday.

It also comes with a tax rate increase.

The tax rate had been projected in this summer’s approved preliminary budget to drop to $10.87 per $1,000 of property value from last year’s rate of $11.13. Instead, it will rise to $11.40, as the city of Madison’s equalized value unexpectedly dropped by 1.1%, even as surrounding municipalities saw a rise in valuation.

MacPherson said he is working with city officials and state Department of Revenue staff to determine why this happened, but even if they determine it was a mistake, nothing could change in time for this year’s budget.

“While we have no control over equalized valuation, we continue to work with the city of Madison and the Department of Revenue to identify the cause of this trend in future budget years,” he said.

The 27-cent jump from last year equals $81 more for the owner of a $300,000 home in the MMSD portion of their property tax bill.

Spending Per Pupil in Public Schools Averaged $15,633, Up 8.9% in FY 2022

Average U.S. public school spending per pupil in elementary and secondary schools rose 8.9% to $15,633 in fiscal year (FY) 2022 from the previous year, according to the U.S. Census Bureau’s most recent Annual Survey of School System Finances data. 

All nine states in the Northeast region ranked in the top 14 for current per pupil spending and seven were in the top 10.

While statistics are not adjusted for inflation or cost-of-living differences, this change marks the largest year-to-year percentage increase in over two decades.

“My major concern is no matter what materials we purchase and invest in, that we will arrive at a similar conversation a decade from now,” Muldrow said. “And that that conversation will continue to be shaped by disparities in literacy and in access to reading for students of color.

2022 Write in candidate for the taxpayer supported Madison School Board

David Blaska is running for Madison school board after all. No, his name won’t be on the ballot because he is a write-in for Seat #4. That’s the one occupied by school board president Ali Muldrow.

We were opponents three years ago and Ali (truly a lovely young lady in many ways) beat me handily. Likely will again, since Blaska is a write in this time and is not spending $20,000 like last time. But the only race for the three seats open this April 5 is over at Seat 3between Laura Simkin and a transgendered performance artist who claims to be a blind, black albino with pronouns.

Madison voters unhappy with the direction of Madison’s public schools ought to be able to register a protest vote. Three years ago the Wisconsin State Journal would not endorse Blaska or Muldrow:

Blaska is right that a police officer should stay in each main high school to promote safety, and that disruptive students should be accountable for their actions. But he goes out of his way to provoke Madison liberals and score political points, while offering few solutions.

Few solutions? Still find that inexplicable. Identify, if you can, the solutions the current school board offers or implemented. The school board voted unanimously to defund school resource police officers and is only just now thinking about convening a committee to study (wait for it) … school safety. Meanwhile, riots at East high school, beatings at La Follette, the whacking at West, and teenagers crashing stolen cars and running through back yards.

David Blaska’s solutions …

Are guaranteed to provoke Madison liberals progressives.  Maybe they need a good provoking! It’s essentially the same platform we talked up in 2019 and more critical than ever:

•  Return school resource police officers to the four high schools and deploy some to the middle schools.

•  Abolish Jennifer Cheatham’s dysfunctional Behavior Education Program.

•  Put teachers back in control of their classroom and principals back in charge of their schools.

•  Remove disruptive students.

•  Boil down the 111-page District Safety Plan to the essentials, beginning with: “Call 9-1-1 First, then Contact Parents.”

•  Quit teaching that Madison is institutionally racist, that some kids are implicitly biased, and that success depends on racial “privilege.”

•   Keep schools open.

•  Reduce central administration staff.

•  Hold the line on taxes. Property taxes up 8.9% in one year.

•  Get federal and state governments to abjure race statistics, including the U.S. Census.

•  Seek changes in the state criminal code to make parents criminally liable for the crimes of their minor children.

• Apologize to “Mr. Rob,” the positive behavior coach forced out at Whitehorse middle school for trying to remove a disruptive student who beat him about the face.

K-12 Tax & Spending Climate: The federal government announced a large hike in Medicare premiums Friday night

The 14.5% increase in Part B premiums will take monthly payments for those in the lowest income bracket from $148.50 a month this year to $170.10 in 2022. Medicare Part B covers physician services, outpatient hospital services, certain home health services, medical equipment, and certain other medical and health services not covered by Medicare Part A, including medications given in doctors’ offices. 

The Centers for Medicare and Medicaid Services played down the spike, pointing out that most beneficiaries also collect Social Security benefits and will see a cost-of-living adjustment of 5.9% in their 2022 monthly payments, the agency said in a statement. That’s the largest bump in 30 years.

“This significant COLA increase will more than cover the increase in the Medicare Part B monthly premium,” CMS said. “Most people with Medicare will see a significant net increase in Social Security benefits. For example, a retired worker who currently receives $1,565 per month from Social Security can expect to receive a net increase of $70.40 more per month after the Medicare Part B premium is deducted.”

Since 2011, the state generally has restricted the percentage increase in municipal and county property taxes used for operations to a community’s rate of net new construction, which at the statewide level has been below 1.7% since 2008. The state has also limited revenues for school districts, including property taxes, and made cuts to property taxes for technical colleges and personal property while also repealing the state levy. In addition, the state passed a series of income tax cuts since 1999, including decreases in marginal rates, the elimination of one tax bracket, the exemption of Social Security income from taxation as well as most income from manufacturing and agricultural production, decreases in capital gains taxes, and numerous other changes.

Those reasons help explain why property and income taxes have dropped as a percentage of personal income. As we recently noted, however, a rise in both school referenda to exceed property tax limits and the growing use of levies for debt payments has put upward pressure on property taxes in recent years.

What’s Next?

After dropping far below the top 10 among states over the past two decades – a clear trend – Wisconsin’s tax burden may be more difficult to interpret in upcoming post-pandemic Census data. On the one hand, state corporate tax collections rose substantially the past three years because of factors such as changes in the federal tax code and expanded state auditing. Income and sales tax collections also have been boosted by several rounds of federal pandemic relief to individuals and businesses; particularly in fiscal 2021, that has led to an increase in state tax collections. However, it remains to be seen whether the actual tax burden will rise given the strong growth in personal income in both 2020 and 2021 due to the COVID relief measures.

Going forward, the 2021-23 budget signed by Governor Tony Evers in July included more than $1 billion in state income tax cuts in fiscal year 2022 alone. The budget also included substantial state funding increases for schools that should translate into lower K-12 property taxes.

Madison continues to grow spending, recently approving an 8.9% property tax increase.




Commentary on the taxpayer supported Madison School District’s 2021-2022 $500m+ budget (-1000 students, still building a new school)

The district is still reeling from a significant drop in enrollment due to COVID-19 during the 2020-21 school year and, despite the passage of an operating referendum in November, operating revenue is expected to be up only 0.8%, less than the annual cost of living adjustment. Any additional funding the district may get through the state budget will be used to cover the funding gap created by the enrollment drop of roughly 1,000 students.

“Had it have not been for the passing of the operating referendum, we would have been in a negative revenue cycle, based on our estimates, but the referendum is allowing us to stay stable as a school district through the effects of COVID-19 enrollment,” Ruppel said. “It’ll take us a couple of years to build this enrollment back up.”

The district is also expecting more federal funds, including $18.9 million meant to combat COVID-19 related learning loss, which has not yet been included in its preliminary budget draft. Those funds should be included in the next budget draft, to be released in June, Ruppel said.

The district said all funds from the referendum that passed in November along with $7 million in repurposed local funding will be earmarked for “Excellence and Equity projects” in the operating budget.

These numbers do not appear to include substantial redistributed federal taxpayer (debt) funds ($70m in the latest tranche!).

Madison has long spent far more than most taxpayer supported K-12 school districts. This, despite tolerating long term, disastrous reading results.

Mission vs organization: leadership of the taxpayer supported ($500m+ annually) Madison School District



David Blaska:

Only 8.9% of Madison’s African American high school students are proficient in English, according to 2019 ACT scores. One of every five African American students never graduate. In math, 65% of black students test below basic proficiency, according to the Wisconsin Department of Public Instruction. Not to worry, the district now prohibits teachers from telling parents if their child wants to change genders.

Cheatham’s behavior education plan, Anderson wrote, “led students to conclude that there are no longer any consequences for bad behavior.”

The parents and teachers at Jefferson Middle School know that all too well. They are wondering how a 13-year-old boy who shot another student with a BB gun in December remained in school after two dozen previous incidents, including threatening to “kill everyone in the school.” The district is hunting down the whistleblower who leaked the student’s chronic misbehavior record.

School gag rules hide much of the chaos in the classroom, but no schoolhouse door can contain the disrespect for authority — as when 15 to 20 young teenagers busted up Lakeview Library last March, taunting: “We don’t have to listen to the police.” In December alone, 56 cars were stolen in Madison. Police arrested 15 kids (all but two younger than 17), along with three adults.

The district’s brain-dead, zero-tolerance for the N-word — no matter the educational context — resulted in the summary dismissal of a beloved black security guard and of a Hispanic teacher. The district still hasn’t done right by a dedicated positive behavior coach at Whitehorse Middle School, who school officials threw under the bus even before the district attorney cleared him of all wrong-doing. (The man is white.)

Parents are voting with their feet. MMSD enrollment is expected to decline — even though more people are moving here than any other city in the state. Meanwhile, Sun Prairie is building a second high school. Between the state open enrollment program and private schools, just over 13% of Madison’s children are opting out. Good luck convincing their parents to vote for Madison’s $350 million spending referendums next fall.

K-12 Tax & Spending Climate: Another Madison Referendum in the works

In 2015, Madison voters authorized a $41 million school facility improvement plan that addressed needs in 16 schools across the district.

“I think our schools need (upgrades), but at the same point, I don’t want to force someone out of their home, which I’ve seen happen to some friends in Middleton because they can’t afford the referendum,” School Board member Nicki Vander Meulen said.

Voters in the Middleton-Cross Plains School District approved a referendum last November authorizing $138.9 million for an expansion to its high school and a new intermediate school. Since 2013, eight referendums have been voted on and approved in school districts around Dane County, not including Madison.

“We haven’t made a major capital investment in 50 years,” said School Board member Kate Toews. “Our kids deserve fantastic educational spaces and certainly our families see new buildings going up around them.

Madison has supported a number of maintenance referendums over the years….

K-12 Tax & Spending Climate: Growth in State Medicaid Spending Crowding Out Spending on Other Major State Programs

According to recent research, expanding state Medicaid spending is “crowding out” spending on other major state programs, most notably education and transportation infrastructure. This growth in state Medicaid spending, however, does not seem to be increasing state debt burdens.

As the chart below shows, in 2000, state spending on Medicaid amounted to 19.1 percent of the total of state budgets. Education made up 22.3 percent, while transportation constituted 8.9 percent of state spending. Fourteen years later, in 2014, total state spending on Medicaid had increased to 25.8 percent of state budgets, while education fell to 19.5 percent and transportation spending declined to 7.7 percent of state budgets.




Madison school taxpayers on the hook for stays at four-star hotels

In total, district employees racked up $44,723 worth of hotel bills and $10,036 worth of restaurant bills in last year, according to EAGnews, which reviewed district credit card statements and check registers.
On the spending list:
$15,474.22 charged at Hyatt Hotels in Chicago on July 13, 2011.
$3,133.55 at the Sheraton NY Hotel and Towers on Jan. 6, 2011.
$4,736 in charges at Hotel 71 in downtown Chicago on Dec. 19, 2011
Two transactions -each worth $288.96 – were made at the Rio Suites in Las Vegas on April 27, 2011.
$223.57 in charges at the Heidel House Resort and Spa on June 23. There was another charge of $756.64 at the same resort six days later.
The spending occurred as Madison Metro and its teachers stressed over apparent deep cuts in state aid and the implementation of Act 10, the law, led by Gov. Scott Walker, that gutted collective bargaining for most public employees.
James Howard, president of the Madison Metropolitan School Board, told Wisconsin Reporter the nearly $55,000 in credit card charges for hotels and restaurants represent a fraction of the district’s approximately $376 million budget. The board, Howard said, thought the expenditures were “reasonable.”
“The real question is for us, do we have procedures in place, checks and balances to make sure we don’t have unreasonable expenses in this area?” he said, noting the board is considering that question as the result of EAG’s investigation.
It boils down to simple economics, Howard said.

Madison Superintendent Dan Nerad Advocates Additional Federal Tax Dollar Spending & Borrowing via President Obama’s Proposed Jobs Bill

Madison Schools Superintendent Dan Nerad publicly touted President Barack Obama’s stalled jobs proposal Monday, saying it would help the School District pay for millions of dollars in needed maintenance projects.
“We either pay now, or we pay more at a much later date,” Nerad said at a press conference at West High School, which is due for about $17.4 million in maintenance projects over the next five years.
A School Board committee is reviewing maintenance projects identified in a 2010 study by Durrant Engineers that said the district may need to spend as much as $83.7 million over five years on projects not already included in the budget.
The committee is expected to make recommendations early next year. Nerad said the committee hasn’t decided yet whether to recommend another maintenance referendum. A 2004 referendum authorizing $20 million over five years ran out last year.

The most recent Madison School District maintenance referendum spending has come under scrutiny – though I’ve not seen any further discussion on this topic over the past year.

“It’ll be OK,” Gov. Scott Walker said last winter when he announced a budget that snatched away more than $800 million in opportunities to learn from Wisconsin public school kids. “I’m giving you the tools to make it work.”
Well, the tools the governor gave local school districts are the right to force teachers to pay more toward their retirement, and the option to unilaterally require educators to kick in more for their health care. The problem is that the tools, along with any money some of them might have left over from federal jobs funds, are one-time solutions. These tools can’t be used again unless school districts ask teachers to give up even more of their take-home pay.
By law, all school districts have to balance their budgets. They always have, and always will. That’s not the point. The point is that the governor has hijacked the language. Educational accountability isn’t about balancing the budget, it’s about giving kids opportunities to grow up into good, contributing adults. That’s not what Gov. Walker wants to talk about.

The red line, here, is median real household income, as gleaned from the CPS, indexed to January 2000=100. It’s now at 89.4, which means that real incomes are more than 10% lower today than they were over a decade ago.
More striking still is the huge erosion in incomes over the course of the supposed “recovery” — the most recent two years, since the Great Recession ended. From January 2000 through the end of the recession, household incomes fluctuated, but basically stayed in a band within 2 percentage points either side of the 98 level. Once it had fallen to 96 when the recession ended, it would have been reasonable to assume some mean reversion at that point — that with the recovery it would fight its way back up towards 98 or even 100.
Instead, it fell off a cliff, and is now below 90.




K-12 Tax & Spending Climate

As of this week, total US debt is $11.3 trillion and rising rapidly. The Obama
Administration projects that to rise another $1.85 trillion in 2009 (13% of
GDP) and yet another $1.4 trillion in 2010. The Congressional Budget Office
projects almost $10 trillion in additional debt from 2010 through 2019. Just
last January the 2009 deficit was estimated at “only” $1.2 trillion. Things
have gone downhill fast.
But there is reason to be concerned about those estimates, too. The CBO assumes a
rather robust recovery in 2010, with growth springing back to 3.8% and then up
to 4.5% in 2011. Interestingly, they project unemployment of 8.8% for this year
(we are already at 8.9% and rising every month) and that it will rise to 9%
next year. It will be a strange recovery indeed where the economy is roaring along
at 4% and unemployment isn’t falling. (You can see their spreadsheets and all
the details if you take your blood pressure medicine first, at
www.cbo.gov.)
Just a few quick thoughts. This year the proposed administration plan is to borrow 50% of every dollar spent. The CBO projects than nominal GDP will grow by about 50% over the next 10 years (which is historically reasonable), but also that revenues will double, which suggests massive tax increases in relation to GDP. Interestingly, the International Monetary Fund says growth next year will be tepid at best (more below). The deficit in 2010 is almost 10% of GDP. The average proposed deficit is almost a $1 trillion average for the next ten years. Ten years from now, the deficit is projected to be $1.2 trillion. And that is if government costs do not go up and inflation only averages 1.1% for the next six years.




Milwaukee Property Taxes Increase 7.7%

At the heart of a decision by Milwaukee Public Schools officials to increase property taxes for schools by 7.7% was a choice not discussed in public:
Millions of dollars that had been freed up within the $1.15 billion budget for the 2006-’07 school year could be used to hold down the tax increase. Or they could be used to increase spending by $78.90 per student across the MPS system – totaling almost $6.7 million.
Administrators and a split School Board on Tuesday went with the increased spending.
Labeled a “one-time rebate” in MPS budget documents, the payments will go to all the schools in the traditional MPS system and to charter schools staffed by MPS employees.
That will help ease a financial squeeze that is harming education in the city, MPS officials say. The money will allow schools to do such things as restore teaching or safety aide positions that were cut going into this year, MPS Superintendent William Andrekopoulos said Wednesday.

The Madison School District’s property taxes will rise 5.8% with the arrival of December’s tax bills. Local school property taxes had been relatively flat the past few years due to redistribution of income, sales taxes and fees via state aids and to some extent flat enrollment and the revenue caps.




Notes on student achievement and US decline

1. Uncontrollable U.S. Debt: The U.S. Debt Clock displays the inevitability of American decline — a “ticking time bomb” of data and financial evidence — especially the following three.

The U.S. government’s total unfunded liabilities — the combined amount of payments promised without funds to recipients of Social Security, Medicare, federal employee pensions, veterans’ benefits and federal debt held by the public — stand at $212 trillion, and are rapidly increasing. For context, that number was just $122 trillion as recently as 2019 and is projected by the Debt Clock to reach $288.9 trillion by 2028. 

That is an unimaginable amount of money — more than a quarter of a quadrillion dollars. When or if the government is forced to reduce payments, pensions or services to hold things together, or to default on its debt, the consequences will be brutal.

The second ticking bomb is the U.S. debt. At $34 trillion, it has increased more than six-fold from $5.6 trillion in 2000. Of that $34 trillion, $731 billion has been accumulated through interest payments — the fourth-highest annual U.S. budget item. (If you are keeping score, the third-highest is $851 billion for Defense, exceeded by Social Security at $1.39 trillion and topped by Medicare-Medicaid at $1.72 trillion.)

Like an irresponsible credit card user, the federal government is perpetually borrowing more money to make the interest payments as they come due. And the interest payments on the newly refinanced debt will be much higher due to recent and significant rate-hikes.

Finally, the $34 trillion national debt, as a percentage of the nation’s $27.8 trillion economy entails a debt-to-GDP ratio of 122.30 percent, headed to 150 percent by 2028. That’s up from 56 percent in 2000 and 36 percent in 1980. Don’t expect any meaningful discussions or solutions from either party about these three “bombs” as their timers tick away.

2. Low student achievement: If our nation is to dig itself out of that harrowing debt trap, it will need successive generations of superstar students, armed with skills and creativity. Someday, they will invent and harness technologies to manufacture state-of-the-art products and related services, fueling an economic boom that boosts the GDP.

In the Madison Metropolitan School District, proficiency rates in both subjects are well above the state for white students, but below the state for Black students.

Among the district’s white students, 64.3% scored either proficient or advanced in English language arts; among its Black students, it was just 8%, nearly the same as the 7.9% the year before.

In math, MMSD saw 60.7% of its white students test in the top two categories and 5.7% of its Black students do the same.

Institute for Reforming Government Senior Research Director Quinton Klabon said in a news release on the results that the state took a positive step forward with recent reading legislation, but was critical of how schools have spent their COVID-19 relief funding in recent years. Additional changes beyond the reading legislation will be required to make “Wisconsin’s schools our premier attraction for families once again,” he said.

“Wisconsin is quickly becoming a state where disadvantaged students do not succeed,” Klabon said.

Wisconsin continues to have the largest achievement gap between Black and white students

Fewer than 40 percent of Wisconsin students were proficient in reading and math during the 2022-23 school year. Standardized test scores were better than the previous two years but are still not back to pre-pandemic levels.

Results of the Forward Exam, a statewide test taken by Wisconsin’s 3rd through 8th graders, the PreACT Secure test given in grades 9 and 10 and the ACT given in grade 11 showed 38.9 percent of children were proficient in reading and 37.4 percent were proficient in math last year. 

When taken alone, the Forward Exam showed Wisconsin students were 39 percent proficient reading and 41 percent proficient in math. 

That’s up from a low of just over 33 percent proficiency in both reading and math during the height of the pandemic during the 2020-21 school year.  

Prior to the pandemic in the 2018-19 school year, 41 percent of Wisconsin students scored proficient in reading and 43.4 percent in math.

State Superintendent Jill Underly said she’s proud of this year’s test results and the increased participation rate of nearly 95 percent of students being tested.  

“I am also tired of politicians claiming that our children aren’t learning because they aren’t reaching a proficiency score,” Underly said in a statement. “Instead of using test scores as a cudgel, we should all take the time to learn what a high bar proficiency on this test represents, because the truth is that our proficiency cut scores are very high in comparison to every other state in the country.”

That was the fourth-highest percentage among the 10 districts in the state with the most Black students enrolled in AP courses, behind only Beloit (83.7%), Wauwatosa (82%) and Racine (68.9%).

Milwaukee Public Schools, the only Wisconsin district larger than MMSD, saw all student groups have lower rates of opting out of AP exams than the state average.

“This is especially important as MPS serves large numbers of students of color and is the district with the highest AP enrollment for English Learners and students who identify as American Indian or Alaska Native, Black, and Hispanic, and is a very close second for students identifying as Asian,” WPF writes in its report.

School districts are wasting COVID relief funds

In one of the most stunning examples of relief fund abuse, the Whitewater, Wis., school board voted to allocate 80 percent of its $2 million Elementary and Secondary School Emergency Relief (ESSER) grant toward the construction of synthetic turf fields for football, baseball, and softball. When asked why the funds should be used for athletic fields instead of educational projects, Whitewater High School Athletic Director Justin Crandall told the school board that he did not envision the district as one “that would go to a referendum for turf fields.” Rather than put Crandall’s theory to the test, the school board decided instead to bill the American people for the projects. 

In South Texas, the McAllen Independent School District Board of Trustees allotted $4 million in ESSER relief funds to facilitate the expansion of the city-owned Quinta Mazatlan nature center. Although the district cited the “rare opportunity” provided by “an authentic science lab right here in our backyard,” the proposal received heavy criticism from district parents. One parent, Tory Guerra, rightfully questioned how the sanctuary was related to student recovery. Because the project won’t be completed until 2024, she observed, “half the kids won’t even get to reap the benefit” of the nature center. 

In Douglas County, Colo., the school board spent $800,000 on Edgenuity, an online learning platform, in a no-bid “emergency” procurement. Rather than use local teachers, the platform utilized pre-recorded classes for students to watch. After a period of delays that was “nothing short of chaos,” students were finally able to begin using the online platform at the end of August. Teachers and students were highly critical of the program. One student’s grandmother reported that her grandchild had four different teachers in five days, while another parent described it as “a bait-and-switch.” The district stopped using Edgenuity several weeks into the school year but did not receive a refund.

At face value, these numbers are absurd. Even more infuriating is the fact that state education agencies and school boards are sitting on what they have already been allocated. While some of the early stimulus rounds were spent on PPE and cleaning supplies, the money from the American Rescue Plan is still just sitting there — and it’s billions of dollars. Many districts plan on waiting until as late as 2028 to dip into these funds.

But this isn’t anything new. Since 1960, public education spending per student has increased by 280%, yet test scores have only increased by modest margins at best. It’s become abundantly clear that throwing seemingly endless amounts of money at public schools does nothing for those who the institution is designed to serve: students.

Families are tired of the politics, the drama, and the wasted investments. Their anger is righteous and justified. But if we want these feelings to translate into meaningful policy, the country must get behind education savings accounts(ESAs).

Madison K-12 budget proposals don’t include raise levels pushed by union

As the Madison School Board is set to consider a vote on two 2020-21 budgets next Monday, the final proposals do not include the maximum base wage increase Madison Teachers Inc. has pushed for.

The board must approve two spending measures: a $495.7 million version in case the Nov. 3 operating referendum passes and a $478.9 million version that would be used if it fails. State law requires boards approve budgets before the end of October.

MTI leadership has asked district officials and School Board members to include a cost-of-living base wage increase at the full amount allowed, 1.8%, which would cost about $4.7 million, according to projections from earlier this year. The budget proposals released Friday, however, only include a 0.5% base wage increase — and that would only come if the operating referendum is approved, as the “non-passing” budget does not include a base wage increase.

The district’s proposals instead both fully fund “steps and lanes” increases for staff based on longevity and professional development. In the budget narratives, officials point out that alone is a “2% salary increase on average for employees,” at a cost of $5 million to the district, and that staff salaries in MMSD compare favorably to surrounding districts for “most employee groups.”

which pushed Dane County this week not to calculate its percentage of positive tests — a data point the public uses to determine how intense infection is in an area.   

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state. 

Channel3000:

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

Run for Office – 2021 Spring Elections: Dane County Executive



“I am particularly unhappy about the fact that Dane County has chosen some very low numbers of case limits to decide whether to allow K-12 to start back up again in person” –

This post begins a series on local offices that govern (and in theory work for us) Madison’s well funded K-12 taxpayer supported school system.

First up, Dane County Executive. The 140+ employee Dane County Madison public health department has issued a number of “orders” affecting many organizations, including schools. (recent data reporting questions).

The Dane County budget has grown from $460,434,195 in 2010 to $593,707,780 (inflation adjusted from 2010: $547,905,370) in 2020. (28.9% increase). Tax base note.

Staffing, too has grown, from 2251 in 2010 to 2531 in 2020.(12.4% increase)

Dane county’s population was 488,075 in 2010 and was estimated to be be 546,695 in 2020 (12% increase)

Madison School District projects loss of 1,100 students over next five years expected, yet 2020 referendum planning continues

Between now and the 2024-25 school year, the district will lose another 1,347 students, according to district projections. Since the 2011-12 school year when MMSD added 4-year-old kindergarten, the district has always had at least 26,000 students. Projections show it will drop below that in 2024-25 for the first time since.

Projections from Vandewalle and Associates show enrollment stability in the “long term,” the report adds.

The district’s projections are based on what the report calls a “sharp decrease” in the birth rates in the cities of Fitchburg and Madison in 2016 and 2017, the last two reported years. Continued drops in enrollment are significant for the district’s funding, as state aid is largely based on enrollment, measured each September on the third Friday of the school year.

The drops are projected to initially come in elementary schools, as kindergarten classes will continue a trend of being smaller than the year prior. At the high school level, East and Memorial are projected to grow in attendance by the 2024-25 school year, while West will have five students fewer than this year. La Follette is projected to lose 49 students from this year to 2024-25.

The overall enrollment decrease means that most buildings are projected to be at or below the “ideal” 90% capacity use five years from now, according to data included in the report, which is calculated using factors including class size policy, section availability and building size. The most significant exceptions are Falk Elementary School, which is projected to be at 104.4% of its capacity in five years, and West High School, projected at 98.7% — just below its current 98.9% utilization.

But by 2024-25, the total number of students is projected to drop to 25,779 students, about 1,400 fewer students, or a 5% reduction, from enrollment 11 years prior, according to the report

Madison taxpayers recently expanded our least diverse schools, despite nearby available space. Yet, we have long tolerated disastrous reading results.




Cris Carusi announces run for Madison School Board 2019



Negassi Tesfamichael:

Carusi, who has been a district parent for more than a decade and was an active parent-teacher organization member, will seek to unseat incumbent School Board member Dean Loumos, who currently holds Seat 3.

Carusi ran in the 2017 primary for Seat 6, which opened up after current mayoral candidate Michael Flores decided not to run for re-election. Carusi received 28.9 percent of the vote, but did not advance to the general election that featured GSAFE co-executive director Ali Muldrow and the now-School Board member Kate Toews. Muldrow won the primary, while Toews won the general election.

Carusi said she gained valuable experience during her first campaign in 2017.

“As a first-time political candidate, the 2017 primary was a tremendous learning experience for me, and I emerged with better organizing and leadership skills,” Carusi said. “I’ve since worked with families, students and educators to advocate for better learning conditions in our schools.”

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

The Wisconsin Department of Public Instruction, lead by Governor Elect, Tony Evers, has waived Massachusetts’ style elementary teacher content knowledge requirements for thousands of teachers.

In 2015, OECD countries relied heavily on consumption taxes, such as the value-added tax, and social insurance taxes, such as the payroll tax.

The United States relied heavily on the individual income tax, at 40.5 percent of total government tax revenue.

On average, OECD countries collected little from the corporate income tax (8.9 percent of total tax revenue).




Madison School Board OKs “final” 2016-2017 budget of $448,900,000



Doug Erickson:

On the spending side, there also are changes since June.

The operating budget was predicted to be $376.5 million in June. It is now $380 million, in large part because School Board members have decided to spend about $2 million this school year of the $9.27 million in one-time proceeds the district is getting from a successful Downtown tax incremental financing (TIF) district.

Most of the $2 million will be spent on maintenance projects, facility improvements and technology infrastructure.

The district’s operating budget funds basic operations and includes all instructional programming. The district also has what it calls its “all funds budget,” which is $448.9 million and includes expenditures like debt service.

The Board of Education must adopt a tax levy by November 6, 2013. We recommend a total tax levy for all Funds of $257,727,292. This is a 3.38% increase over the prior year, and a 1.09% decrease over the levy estimate included in the August 2013 preliminary budget. The Board’s ‘unused’ levy authority, which can be preserved and carried forward, is $8.9 million.
We also recommend that the Board adopt a Fall Budget for 2013-14 which will replace the preliminary budget approved in August. The Fall Budget has been updated to reflect the latest information regarding funding, grants, and actual staffing levels. A review of all budget line items was included in the update process, with adjustments made wherever necessary to improve the accuracy of the budget.

The current 2013-2014 budget spends $391,834,829 for 27,186 pk-12 students or $14,413/student. Note that per student spending is not linear for pre-k plus full time students.

Superintendent Comments on Wisconsin School Budgets



Susan Troller:

In his rural district, which serves 249 students, the 2011-13 state budget has been nothing to celebrate. In fact, it has accelerated a difficult process of belt-tightening that’s been going on for almost 20 years due to revenue controls that have limited the amount districts can increase taxes to keep up with rising costs. The revenue controls hit some schools especially hard, especially those with declining enrollment, high-needs students or high property values. The new state budget’s huge reduction in overall aid for schools — $793 million over the biennium — accompanied by new limits on how much money districts can raise in property taxes to offset those losses — has, for many school districts, made a bad situation worse.
According to Quinton, Pepin parents are supportive of education, and he credits his School Board and staff for helping run “a tight financial ship.” Nonetheless, many of the district’s programs and services have been trimmed once again, from transportation to teaching staff, athletics to academic assistance for at-risk students. Paring back has been a way of life in Pepin for many years, Quinton says, but the newest round of losses caused by this budget cut to the bone.

The U.S. economy will have another big budget deficit in fiscal 2011 and faces at least a couple more years of sluggish growth, as the effects of the recent recession persist, government forecasters said Wednesday.
The Congressional Budget Office projected a deficit of almost $1.3 trillion for fiscal 2011. Though that will mark the third straight year of deficits above $1 trillion, the deficit forecast was a slight improvement from the almost $1.4 trillion estimated in an April analysis and reflected higher-than-anticipated revenue from individual income taxes.
The outlook for the U.S. economy also remains challenging, with growth expected to remain too slow this year and next year to make a big dent in the unemployment rate. The jobless rate will fall to 8.9% by the end of calendar 2011 and 8.5% by the end of 2012, the forecast said, as the economy grows by 2.3% this year and 2.7% next year, measured from fourth quarter to fourth quarter.




States Weigh Cuts to Merit Scholarships

As they grapple with crippling budget shortfalls, states are weighing whether to cut back on merit-aid scholarship programs that benefit hundreds of thousands of college students every year.
Since the early 1990s, more than 15 states have launched broad-based programs that offer students scholarships and tuition breaks based solely on grades, class rank and test scores. Supporters say such programs boost college-enrollment rates and help persuade high achievers to remain in their home states. Critics maintain that the programs siphon aid money away from students with financial need in favor of some who probably could have afforded college without the help.
The National Association of State Student Grant and Aid Programs, an organization of agencies responsible for state financial-aid programs, says merit grants accounted for $2.08 billion, or 28%, of all state-sponsored grants awarded in its latest tally, covering the 2006-2007 academic year. That’s up from $458.9 million in 1996-1997, when merit-aid accounted for about 15% of all state grants.
But the economic crisis has raised fears that such growth may be unsustainable, as tax revenue plunges and legislatures make drastic cuts to other state programs. And the pinch comes just as layoffs and investment losses affecting millions of families are likely to boost demand for financial aid based on need.

The responses of 272,036 first-time, full-time students at 356 colleges and universities in 2007 (out of 1.4 million such freshmen), reports that only 17.6% of incoming freshmen considered rankings "very important" in influencing their decision to attend a particular college or university — tenth out of fifteen factors:

The Administration used a “salary savings” account to “balance” the budget. When such savings did not materialize, the MMSD’s equity (the difference between an organization’s assets and liabilities) declined.



Interestingly, Madison School Board members Beth Moss, Carol Carstensen and Maya Cole have advocated the continued reduction in the District’s equity as a means to help balance the 2007 / 2008 $339M+ budget. Beth proposed budgeting an additional $2.133M in “salary savings” above the planned $1M while Carol sought $2M and Maya asked for an additional $500K. Finally, several years ago, I received an email from a person very concerned about the “dramatic” decline in the MMSD’s “reserves”, which according to this person were, at one time over $50M. I asked for additional data on this matter, but never heard from that person again.

The equity fund’s decline gives the MMSD less wiggle room over time, and means that we, as a community face decisions related to facilities, staffing and services. Hopefully, the MMSD board and administration can start to consider and implement new approaches, including virtual learning tools and expanded collaboration with community assets like the UW, MATC and others. I hope that we can move beyond the annual “same service approach” and begin to think differently. Peter Gascoyne’s 5 year approach to budgeting is a good place to start

Identify your primary goals and values and priorities. Determine how best to achieve those goals to the highest possible level, given a budget that happens to be $40 million smaller than today’s. Consider everything – school-based budgeting, class sizes, after-school sports, everything.”

Funding Gaps: 2006

School finance policy choices at the federal, state, and district levels systematically stack the deck against students who need the most support from their schools, according to a report released today by the Education Trust.
The report, Funding Gaps 2006, builds on the Education Trust’s annual studies of funding gaps among school districts within states. For the first time the report includes data and analysis on:

  • How federal Title I funds widen rather than narrow the education funding gaps that separate wealthy states from poor states; and,
  • How funding choices at the school district level provide enhanced funding to schools serving higher concentrations of affluent students and white students at the expense of schools that serve low-income students and students of color.

Wisconsin’s Title 1 allocation per “poor child” is $1,577.00 [PDF Report]. One interesting piece of data: Wisconsin school district receipts from federal sources are 6.1% of total revenues. The state average is 8.9%. (Minnesota is 6% while Illinois is 8.6% and Iowa is 8.3%). The State of Wisconsin provides, on average 52.2% of district revenues (above the federal average of 47.1%). Local tax receipts are, on average 41.7% of district revenues (national average is 43.9%).

April 4th elections could prove pivotal

At the end of an especially divisive Madison school board meeting, Annette Montegomery took to the microphone and laid bare her frustrations with the seven elected citizens who govern Madison schools.
“I don’t understand why it takes so long to get anything accomplished with this board!” yelled Montgomery, a Fitchburg parent with two children in Madison’s Leopold Elementary School. She pegged board members as clueless about how they’ve compromised the trust of the district’s residents.
“You don’t think we’re already angry? What do we have to do to show you, to convince you, how angry we are? If I could, I’d impeach every single one of you and start over!”
Impeachment isn’t being seriously considered as solution to the Madison Metropolitan School District’s problems. But infighting and seemingly insurmountable budget problems have increasingly undercut the board’s ability to chart a positive course for Madison schools.

And that’s not good, given the challenges on the horizon for a district of 24,490 kids with a $319 million budget. These include declining enrollment of upper- and middle-class families; continuing increases in low-income families and racial minorities; an overall stagnant enrollment which limits state funding increases; and prolonged battles with parent groups over everything from boundary changes to curriculum choices.
