Opposition and legal challenges don’t deter Washington’s new charter-school leader

A longtime advocate for public education has taken the reins of the state’s charter-school association, weathering vigorous opposition and bitter legal challenges — all in his first seven months on the job.

After a long career advocating for traditional public education, Patrick D’Amelio recently stepped up to lead the Washington State Charter Schools Association, which aims to spread the word about this locally untested model.

Charters are public schools funded with state dollars but operated here by private nonprofits, and the longest-running in Washington has been open only since 2015.

D’Amelio’s association bills itself as dedicated to “systemically underserved students.” But nationally, charters have a spotty record on that score.

Education Lab caught up with D’Amelio over the holiday break to ask why things would be any different here, and who’s enrolling their children in charters, despite continuing challenges to their legality and the fact that Seattle’s school board vigorously opposes their presence.

According to the Department of Public Instruction, the proposal would apply to about 120 of the state’s 422 school districts, including Mount Horeb, Baraboo, Milton, Portage, Prairie du Chien, Watertown, Westfield, Sparta and Tomah.

If all of the eligible school boards voted to take full advantage of the increase, property tax levies would increase by at least $22.5 million next school year, according to the Wisconsin Association of School Boards. Seven school districts would not be able to take advantage of the proposal because of recent referendum rejections including Chilton, Darlington, Howard-Suamico and Southern Door school districts.

A spokesman for Nygren said he would begin seeking support from other lawmakers this week. A spokesman for Senate Majority Leader Scott Fitzgerald, R-Juneau, did not respond to a request for comment.

Boardroom battles



The Economist:

Chalkbeat, an education news organisation, reported that political committees on both sides of the dispute channelled at least $1.65m into the school-board races that took place on November 7th in Denver, nearby Aurora and Douglas County. Other areas have seen even more expensive contests. In Los Angeles, where three board seats came up for election earlier this year, outside groups poured nearly $15m into canvassing and advertisements on behalf of the candidates. Much of the money came from California Charter Schools Association, which supports charter schools and received nearly $7m from Reed Hastings, the co-founder of Netflix, in the run-up to the election, and United Teachers Los Angeles, a union which opposes charters. According to Carol Burris, the executive director of the Network for Public Education, an advocacy organisation, outside money has also fuelled school-board fights in Louisiana, Minneapolis, and Perth Amboy, a town of just 52,500 in New Jersey.

It is not just the volume of cash being poured into school-board elections that is striking. So is where it comes from. As with political contributions in general, the origins of donations in school-board races are being obscured. The elections in Colorado illustrate how. Political action committees (PACs), which pool contributions from members and put them towards campaigning for or against candidates, are required to disclose their donor rolls. But social-welfare organisations, also referred to as 501(c)4s after the section of the tax code that describes them, are not. Those who wish to fund local races anonymously can direct their money to amenable 501(c)4s, which in turn donate to the PACs. In Colorado, for instance, a PAC called Raising Colorado, which supports the campaigns of charter-school champions, has received donations from only one source: Education Reform Now Advocacy (ERNA), the 501(c)4 arm of a non-profit organisation with its headquarters in New York City and Washington, DC. Who has donated to ERNA is a mystery.




The leader of a powerful national teachers’ union links school-choice supporters to old-time segregationists.

It’s hardly news that teachers’ union honchos oppose any type of school choice, especially the kind that lets public money follow a child to a public school. But while making her case recently, American Federation of Teachers president Randi Weingarten descended down a rabbit hole.

It started with an event on “school vouchers and racism” hosted by the AFT and the Center for American Progress, a leftist research and advocacy organization financially supported by both the AFT and the National Education Association. CAP had just released a report claiming that educational vouchers were born in the effort by Southern states to resist racial integration after the Supreme Court’s 1954 Brown v. Topeka Board of Education ruling. In what segregationists termed “massive resistance,” Virginia’s Prince Edward County closed its public schools in 1959, and then gave vouchers to white families, which were used to pay tuition at segregated private schools. This ugly case represents the “sordid history of school vouchers,” as CAP sees it—conveniently overlooking the G.I. Bill, the country’s first significant voucher program, which was signed into law in 1944, 15 years before Prince Edward County’s gambit.




CTA Prepping Charter School Moratorium Resolutions for Local School Boards

The California Teachers Association approved a new business item that reads:

CTA will develop and promote resolutions that local associations can introduce at school board meetings calling for county-wide and statewide moratoriums on new charter school authorizations.
The union has promoted limits on the number of charter schools since the charter law was passed in 1992 but I believe this is the first time it will formally call for a moratorium.

Some unions love moratoriums, but they are rarely put into effect.

By using the categories of evidence—strong, moderate, and promising—outlined in the law, Evidence for ESSA makes it easier for school leaders to determine which programs are in compliance. Programs without evidence of effectiveness are not ranked on the website, and the CRRE plans to incorporate new educational studies and new programs into the website as they become available.

“We plan to have a very fast response, so that users can be confident that what they’re looking at is the very latest,” Slavin said.

The website also offers a wide array of filters that allow users to sort through programs that target the needs of different types of students, such as struggling students; rural, suburban, or urban students; English learners; special education students; and low-income students. It also filters for program features, such as whether or not they incorporate technology or opportunities for teacher professional development.

Development of Evidence for ESSA began almost 10 months ago, and key national organizations have provided feedback. Organizations including the National Education Association, the National Association of Elementary School Principals, the National PTA, the National Association of State Board of Education, and America Forward were among those stakeholders helping to create the nonpartisan website.

“Our view is this: At the end of the day, you’ve got a school, you’ve got teachers, and you’ve got kids,” Slavin said. “You’ve got to use programs and practices that are as effective as they can possibly be.”




L.A. Voter Guide: In Board of Education Races, Follow the Money

A reported 81 cents of every dollar contributed to the L.A. city election has been spent on supporting or opposing one candidate or another for school board, according to the L.A. City Ethics Commission. Most of it is coming from backers of public charter schools. So far this year, charter backers are outspending labor unions there by a ratio of 2-to-1.

Former L.A. Mayor Richard Riordan upped the ante by donating $1 million in January to a group called L.A. Students for Change, which opposes the re-election of school board president Steve Zimmer in District 4, covering the Westside and west San Fernando Valley. The group is one of a few connected to the California Charter Schools Association.

The CCSA and its financial backers have spared no expense in targeting Zimmer, who has shown increasing support for more stringent fiscal and operational oversight of charters. As of Feb. 20, more than $1.2 million from charter-backed groups has gone to opposing Zimmer.




Push on for earlier school start date in Wisconsin

Wisconsin school administrators hope they’ll soon be able to start the school year prior to Sept. 1.

A state law enacted in 2000 and pushed by the tourism industry prohibits public schools from starting earlier than September. Republican Rep. Jim Ott is circulating a bill that would remove that restriction, and school groups that have made the date change a priority say support has never been so high.

“We are hearing increasingly from our members that they want the flexibility to begin school earlier,” said Dan Rossmiller, lobbyist for the Wisconsin Association of School Boards.

Schools have pushed, unsuccessfully, for years for the option of starting earlier to align with high school sports practices and free up time for advanced placement exams in the spring. But businesses that rely on tourists don’t want school years shifting back into August, one of their most profitable months.




Are Charter Schools Good or Bad for Black Students

Black History Month began Wednesday, and this year’s theme is “The Crisis in Black Education.” According to the Association for the Study of African American Life and History, the group that founded BHM—this crisis “has grown significantly in urban neighborhoods where public schools lack resources, endure overcrowding, exhibit a racial achievement gap, and confront policies that fail to deliver substantive opportunities.”

President Barack Obama championed these publicly funded but independently run schools, whose promise is that freedom from traditional bureaucratic regulation will allow educators to innovate, thus improving student outcomes. Unlike vouchers—essentially publicly funded passes for select students to attend private school, which Democrats typically oppose—charters are a public form of “school choice” that enjoys bipartisan support. In particular, supporters see them as a lifeline to poor and minority families; most are located in urban and other low-income areas across the country.

But the charter movement was dealt a devastating blow last year when both the NAACP and the Black Lives Matter–aligned Movement for Black Lives called for a moratorium on these schools. With its resolution, the NAACP listed four conditions under which the nation’s oldest civil rights group would support further charter proliferation:

Trenton pays out $1.7M to school administrators for unused vacation days

A month after Trenton Public Schools outlined its doomsday budget earlier this year, the top brass of the district received fat bonuses.

According to documents obtained by The Trentonian, 55 administrators received a combined $1.7 million in unused vacation time in February and May, and kept working for the district.

That type of payout is generally only made to retiring employees, but this time around, a one-time payment was agreed upon between the Board of Education, the state Department of Education fiscal monitor, and the Trenton Administrators & Supervisors Association (TASA) in the union contract.




NAACP’s Charter School Test: The venerable civil-rights group may sell out poor black children

The national board of the National Association for the Advancement of Colored People will vote this week on a resolution calling for a moratorium on charter schools. If they vote yes, they should also change their storied name because they will be voting to leave black children behind.

Delegates to the NAACP national convention this summer passed a resolution to halt charter-school expansion. Most of the resolution’s complaints against charters, such as that they perpetuate segregation, are spurious. The NAACP’s main gripe seems to be that charters are threatening the union-run public-school monopoly.




2019 is D-Day’ to reunite New Orleans schools, committee votes

Under Peterson’s bill, the Recovery system would give back oversight of its 52 schools, all of them now charters, as well as control of campuses, enrollment, truancy and expulsion services.

The school system would be reunified, but radically reimagined, like whittling Lincoln Logs to Tinkertoys. The bill would not restore the muscular School Board and superintendent that were undercut in the state takeover; instead, the Recovery schools would return as independent charters run by nonprofit boards, as they are now. The Orleans Parish School Board would be largely an oversight body that sets benchmarks for charters to meet and intervenes to revoke charters if necessary. In fact, the bill includes a provision to give existing Orleans Parish charters the option of gaining more financial autonomy.

And the new system would likely involve some of the same people now in charge. “We will be working to recruit individuals who are currently working at RSD to become OPSB staff,” Lewis said. “That’s part of what needs to happen.”

The bill was a group effort, Peterson said, “heavily negotiated” for more than a month. Lewis and Dobard submitted some of the language themselves, she said, to ensure the compromise would work. Supporters include the Urban League of Greater New Orleans, Louisiana Association of Public Charter Schools, Stand for Children and numerous Recovery charter schools and networks.




Athletics and Student Outcomes: The Madison School District



The Effect of Interscholastic High School Athletics Participation on Student Outcomes for the Classes of 2012-2014 (PDF):

Key Findings

Across MMSD, approximately 50% of all students in the 2012, 2013, and 2014 graduating cohorts participated in interscholastic athletics at some point during their high school careers. Of those participants, 11% participated for one year and 38% participated for 2+ years.

Overall, students who participated in interscholastic athletics at any point in their high school careers demonstrate better academic, behavior, and graduation/postsecondary outcomes than those who did not, with differences particularly pronounced for students who participated in 2+ years of athletics.

MMSD interscholastic athletes outperformed similar non-athletes on all academic and behavioral outcomes.

During 2015, athletics has been a topic of interest for MMSD’s Board of Education. Athletics participation ties directly into MMSD’s Strategic Framework Goal #2: Every student has access to a challenging and well-rounded education, which is measured in part by access and participation data for extra-curricular and co-curricular activities like athletics. In particular, the Board has asked questions regarding whether high school students who compete in school-sponsored athletics show different outcomes than non-participants, in an effort to understand how to prioritize athletic program funding. In this report, we investigate the following questions of interest:

1. For the 2012-2014 graduating cohorts, who participated in interscholastic high school athletics?

2. What are the academic and behavioral outcomes for interscholastic high school athletics participants?

3. How do academic and behavioral outcomes for interscholastic high school athletics participants compare to similar non-participants?

Nationwide, approximately 7.8 million high school students participated in school athletics during 2014-15. Of these participants, about 42% are female, a share that continues to increase over time. The most popular sports for boys are football, track, and basketball, while the most popular for girls are track, volleyball, and basketball. Wisconsin ranks 14th in the nation in athletics participation, with more than 185,000 student athletes (National Federation of State High School Associations, 2015). The four conventional MMSD high schools participate in the Big 8 Conference, which includes 10 local high schools, and are members of the Wisconsin Interscholastic Athletic Association (WIAA).

Public schools oppose loss of funding for students they don’t educate

It’s as if taxpayers face paying for a voucher student twice — once through state taxes for vouchers, and again through district property tax levies for, well, I’m not sure what, given that the voucher students are no longer in the districts.

Dan Rossmiller, government relations director at the Wisconsin Association of School Boards, noted “it’s not always the case where the students are moving from a public school to a voucher school.” That’s because some students who have never attended public school are eligible for vouchers, too.

Of course, like other voucher students, their families still have to fall below certain income limits. And in the absence of vouchers, taxpayers would probably still be paying for a lot of low-income students’ education, anyway (just in the public schools, where public schools’ leaders like to keep them).

Rossmiller’s also right that a district can’t simply close a school or lay off a teacher because it loses two or five or 10 students — and the taxpayer funding that comes with them — to voucher schools. There would have to be bigger losses before districts could find offsetting efficiencies, like closing schools.

Still, changes in district enrollments happen all the time for many reasons. Birth rates go up and down, local economies boom or bust, districts provide better or worse education. Students leaving for other public school districts or for voucher-supported private schools are only two of many possibilities.




Healthcare Costs & The Madison Schools

Madison Teachers Inc. and five other Madison-based unions are so concerned about significant financial losses at Group Health Cooperative of South Central Wisconsin, they’re urging members to vote for particular candidates in Group Health’s board election Thursday.

“MTI cannot stand idly by and watch GHC disappear,” John Matthews, the teacher union’s executive director, wrote in a letter last month to members.

Group Health lost $18.7 million last year after losing $15.7 million in 2013 and $5.5 million in 2012, according to financial statements filed with the National Association of Insurance Commissioners.

Kevin Hayden, Group Health’s CEO, is on leave for reasons the HMO won’t explain.

Group Health made $364,000 the first quarter of this year and expects a “substantial improvement over 2014,” a statement by board president Ken Machtan said.

The losses were covered by “substantial reserves so no debt was accumulated,” Machtan said. Group Health “continues to maintain a healthy reserve,” he said.

Impasse breached, Oconomowoc school district announces pay plan

After announcing it had reached an impasse in negotiations with the Oconomowoc Education Association, the Oconomowoc Area School District School Board approved a new contract for teachers for the 2015-16 school year.

The new compensation model approved in January this year, sets pay ranges, or bands, at five levels, each with more requirements for leadership, school and districtwide involvement and education, as well as a corresponding higher pay range.

According to the school district, the Consumer Price Index (CPI) currently in effect for base wage bargaining is 1.62 percent. In order to transition into the new compensation model, rather than cap the proposal at that rate, the district offered a 3.1 percent increase in the form of discretionary pay.

This offer allows all educators to receive a pay increase for 2015-16 in one of three methods, depending upon how each educator’s 2014-15 salary compares to the placement band salary range.




“The Plight of History in American Schools”

Futuristic novels with a bleak vision of the prospects for the free individual characteristically portray a society in which the dictatorship has eliminated or strictly controls knowledge of the past. In Aldous Huxley’s Brave New World, the regime successfully wages a “campaign against the Past” by banning the teaching of history, closing museums, and destroying historical monuments. In George Orwell’s 1984, the regime routinely alters records of the past; it rewrites newspapers and books to conform to political exigencies, and offending versions are destroyed, dropped “into the memory hole to be devoured by the flames.”

If knowledge of the past does in fact allow us to understand the present and to exercise freedom of mind—as totalitarian societies, both real and fictional, acknowledge by dictating what may be studied or published—then we have cause for concern. The threat to our knowledge of the past arises, however, not from government censorship but from our own indifference and neglect. The erosion of historical understanding among Americans seems especially pronounced in the generation under thirty-five, those schooled during a period in which sharp declines were registered in test scores in virtually every subject of the school curriculum.

Based on the anecdotal complaints of college professors and high school teachers about their students’ lack of preparation, there was reason to suspect that the study of history had suffered as much erosion and dilution as other fields. To test whether students had a secure command of the “foundations of literacy,” the National Assessment of Educational Progress (NAEP) administered the first national assessment of history and literature in the spring of 1986.

One object of the test was to ascertain whether students had ready command of essential background knowledge about American history.

The results were not reassuring. Presumably there is certain background information about American history so fundamental that everyone who goes to school should have learned it by age seventeen (and nearly 80 percent of those who took the assessment were enrolled in the second semester of their high school American history course). In What Do Our 17-Year-Olds Know?, Chester Finn, Jr., and I pointed out that there had never been a test of this kind on a national basis and that there was no way to know whether students were learning more or less about history than in the past.

Nonetheless, we found it disturbing that two-thirds of the sample did not know that the Civil War occurred between 1850 and 1900; that nearly 40 percent did not know that the Brown decision held school segregation unconstitutional; that 40 percent did not know that the East Coast of the United States was explored and settled mainly by England and that the Southwest was explored and settled mainly by Spain, that 70 percent did not know that the purpose of Jim Crow laws was to enforce racial segregation, and that 30 percent could not find Great Britain on a map of Europe.

Since the test had never been given before, critics were quick to quarrel with our judgment that student performance was disappointing. Perhaps, they suggested, students thirty or fifty years ago might have done worse on a comparable test. Others complained that the test should also have been given to a representative sample of the adult population, because if adults don’t know such things, then high school students should not be expected to know them either.

Still others complained that we should not expect students to know or care about history because our society does not reward people who value learning, whether teachers or professors. And there were critics who insisted that the test relied too much on factual knowledge, which is insignificant compared to learning how to think. The most repeated criticism was that the results were of no importance because the study of history itself was of no importance, of no utility whatever in the world today. Again and again, the questions were posed, “What can you do with history? What kind of job will it get you?”

Polemics can be both endless and frustrating because there is almost always some truth in every assertion and counter-assertion. Everything the critics said was true to some extent. But it was also true that the assessment revealed that students were not learning some important things they should know about American history. Whether their counterparts in the past knew less, and whether adults today know less, is beside the point. Three wrongs don’t make a right.

Plainly, a significant number of students are not remembering the history that they have studied; they are not integrating it into their repertoire of background knowledge, either as fact or as concept. In reality, as every student of history ought to recognize, facts and concepts are inseparable. Some information is so basic, so essential that all students must know it in order to make sense of new learning. Nor can students be expected to think critically about issues unless they have the background knowledge to support their reasoning. Insisting that facts have a rightful place in the study of history does not mean that history must be learned by rote.

However one learns about the Civil War, however innovative or unorthodox the teacher’s methodology, the student should know that it took place in the latter half of the nineteenth century, not because of the singular importance of that isolated fact, but because that fact connects the events to a particular place in time, to a larger context, and to a chronological setting in which it is possible to make judgments about causes and consequences and relationships among events in the same era.

Was there once a golden age in the study of history? There may have been, but I know of no evidence for it. In 1943, The New York Times reported the results of a test given to seven thousand college freshmen in thirty-six institutions. It was an open-ended test, not a multiple-choice test. Only 45 percent could name four of the specific freedoms guaranteed by the Bill of Rights; fewer than 25 percent could name two achievements of Abraham Lincoln, Thomas Jefferson, Andrew Jackson, or Theodore Roosevelt; less than 15 percent could identify Samuel Gompers as a leader of organized labor or Susan B. Anthony as an advocate of women’s rights; and only 6 percent could name the thirteen original colonies.

Compared to the college freshmen of 1943, today’s high school juniors do well; after all, 50 percent of today’s sample identified Gompers and 69 percent identified Susan B. Anthony. But our test takers had some critical advantages: first, they took a multiple-choice test, which limits their options and jogs their memory with the right answer; second, Gompers and Anthony are included in their high school textbooks, but were not always included in the textbooks of forty years ago; third, the multiple-choice format virtually guarantees that a minimum of 25 percent will guess the right answer.

The search for comparability may be a blind alley. After all, the historical knowledge that seems most important will differ with each generation, because the salient issues are different for each generation. Today, we expect youngsters to learn about the history of civil rights and minorities, and we stress social history as well as political history. On the NAEP test, there were a number of questions about recent history, like Watergate and Sputnik. Such questions obviously could not have been asked forty years ago, and some of them may seem unimportant forty years from now.

The questions we may reasonably ask about history instruction in the schools are whether students are learning what schools are trying to teach them; whether the history that schools are teaching is significant, current, and presented in ways that encourage student engagement; whether enough time is provided to study issues and events in depth and in context; whether students learn to see today’s issues and events in relationship to the past; whether events are studied from a variety of perspectives; whether students understand that the history they study is not “the truth,” but a version of the past written by historians on the basis of analysis and evidence; and whether students realize that historians disagree about how to define the past.

I first became concerned about the condition of history in the schools while visiting about three dozen campuses across the country in 1984-1985, ranging from large public universities to small private liberal arts colleges. Repeatedly, I was astonished by questions from able students about the most elementary facts of American history. At one urban Minnesota campus, none of the thirty students in a course on ethnic relations had ever heard of the Supreme Court’s Brown v. Board of Education decision of 1954.

How were they learning about ethnic relations? Their professor described the previous week’s role-playing lesson. The class had been visited by a swarthy man who described himself as an Iranian, made some provocative statements, and then launched into a tirade, chastising them for being prejudiced against him (in reality, he was an Italo-American from Long Island, and not an Iranian at all). This “lesson” hardly compensated for their ignorance about the history of immigration, of racial minorities, of slavery and segregation, or of legislative and judicial efforts to establish equality in American life.

As a Phi Beta Kappa Visiting Scholar, I lectured at various campuses on the virtues of a liberal education and its importance to society today. After one such speech at a university in the Pacific Northwest, a professor of education insisted that high-school students should concentrate on vocational preparation and athletics, since they had the rest of their lives to learn subjects like history “on their own time.” Time and again, I heard people wonder why even prospective teachers should have a liberal education, particularly if they planned to teach below the high school level. The younger the children, according to the skeptics, the less their teacher needs to know; they seemed to think that knowing and nurturing were incompatible.

In my meetings and talks with students, who were usually the best in the education or the history program, I was surprised to find that most did not recognize allusions to eminent historical figures such as Jane Addams or W.E.B. DuBois. As I traveled, I questioned history professors about whether their students seemed as well prepared today as in the past. None thought they were. Even at such elite institutions as Columbia and Harvard, professors expressed concern about the absence of a common body of reference and allusion to the past; most said their students lacked a sense of historical context and a knowledge of the major issues that had influenced American history. As a professor at Berkeley put it to me, “They have no furniture in their minds. You can assume nothing in the way of prior knowledge. Skills, yes; but not knowledge.”

Those who teach at non-elite institutions perceived an even deeper level of historical illiteracy. Typical were comments by Thomas Kessner, a professor of history at Kingsborough Community College in Brooklyn, New York: “My students are not stupid, but they have an abysmal background in American or any other kind of history.” This gloomy assessment was echoed by Naomi Miller, chair of the history department at Hunter College in New York. “My students have no historical knowledge on which to draw when they enter college,” she told me.

“They have no point of reference for understanding World War I, the Treaty of Versailles, or the Holocaust.” She expressed dismay at her students’ indifference to dates and chronology or causation. “They think that everything is subjective. They have plenty of attitudes and opinions, but they lack the knowledge to analyze a problem.” Professor Miller believes that “we are in danger of bringing up a generation without historical memory. This is a dangerous situation.”

In search of some explanation for these complaints, I visited social studies classes in New York City. In one high school, where most of the three thousand students are black, Hispanic, and/or recent immigrants, a teacher said to me, “Our students don’t see the relevance to their own lives of what a lot of dead people did a long time ago. American studies means more to them than American history.”

I observed a class in American studies, where the lesson for the day was state government, its leaders and their functions. When the teacher asked whether anyone knew what the state attorney general does, a girl answered tentatively, “Isn’t he the one that says on the cigarette box that you shouldn’t smoke because it gives you cancer?” The teacher responded, incorrectly, “Yes, but what else does he do?” The teacher went on, earnestly trying to explain what New York’s secretary of state does (“he keeps the state’s papers”) and to find some way to connect the work of these officials to the students’ daily lives. The youngsters were bored and apathetic. Watching their impassive faces, I thought that a discussion of the Crusades or the Salem witchcraft trials or Nat Turner’s rebellion would be infinitely more interesting, and relevant, to their adolescent minds.

In another American studies class the topic for the day was the Dred Scott decision. Ah, I thought, I will now see how historical issues are dealt with. The class began with ten minutes of confusing discussion about how students would feel if they were drafted and told they had to serve in Vietnam. The teacher seemed to think this was relevant to the students (since it was relevant to her own generation), although it was not clear that the students had any idea what the war in Vietnam was about. What she was trying to do, I finally realized, was to get the students to wonder who is a citizen and how citizenship is defined. It was a worthy aim, but the rest of the lesson shed little light on the meaning of the Dred Scott decision. The students were told he was a slave who had been brought into a free territory and then sued for his freedom; they were also given a brief definition of the Missouri Compromise. With this as background, the teacher divided them into groups, each of which was a miniature Supreme Court, where they would decide whether Dred Scott should be a slave or go free. Ten minutes later, no surprise, each little Supreme Court recommended that Dred Scott should be a free man, and the class ended. They did not learn why Chief Justice Roger B. Taney decided otherwise, nor did they learn the significance of the Dred Scott decision in the antislavery agitation, nor its importance as a precursor to the Civil War. Since the course was law studies, not American history, the students had no background knowledge about sectional antagonisms, about slavery, or about anything else that preceded or followed the Civil War.

When I expressed surprise about the complete absence of traditional, chronological history in the social studies curriculum, the chair of the social studies department said, “What we teach is determined by guidelines from the State Education Department. In the late 1960s the state decided to deemphasize chronological history and to focus instead on topical issues and social science concepts. We followed suit.” A teacher chimed in to explain, “We don’t teach history, because it doesn’t help our students pass the New York State Regents examination in social studies.” This teacher claimed to have compiled a list of concepts that regularly appear on the Regents examinations; his students prepare for the Regents by memorizing the definitions of such terms as “cultural diffusion” and “social mobility.”

What happened to the study of history? Many factors contributed to its dethroning; some relate to the overall American cultural situation, others to specific institutional forces within the schools and changes in the social studies field. Those who claim that American culture devalues history make a strong case. Despite the fervor of history buffs and historical societies, Americans have long been present- and future-oriented. I suspect that it has never been easy to persuade Americans of the importance of understanding the past. Trends in recent years have probably strengthened popular resistance to historical study. Even in the academy, rampant specialization among college faculties has made professors less willing to teach broad survey courses, less concerned about capturing the attention of non-majors or the general public by tackling large questions.

Within the schools, the study of history has encountered other kinds of problems. During the past generation, history was dislodged from its lofty perch as “queen” of the social studies by the proliferation of social sciences, electives, and other courses. Many in the social studies field say that history still dominates the social studies, since almost all students take the traditional one-year high school course in American history, and about half the students take a one-year course in world history. However, even though the high school American history course may be secure, researchers have found “a gradual and persistent decline in requirements, courses and enrollments” in history at the junior high school level, as well as a reduction of requirements and course offerings in world history in high schools. Indeed, the only history course that is well entrenched in the curriculum is the high school survey of American history.

To some teachers, social studies means the study of the social sciences, and many schools offer electives in sociology, political science, economics, psychology, and anthropology. Some see the field as primarily responsible for the study of current social problems. Others see it as a field whose overriding objective is to teach students the essentials of good behavior and good citizenship. Still others declare that the goal of the social studies is to teach critical thinking, or values, or respect for cultural diversity.

Because of the ill-defined nature of the social studies field, it is easily (and regularly) invaded by curricular fads, and it all too often serves as a dumping ground for special-interest programs. Whenever state legislatures or interest groups discover an unmet need, a new program is pushed into the social studies curriculum. Each state has its own pet programs, but under the copious umbrella of social studies can be found courses in such subjects as energy education, environmental education, gun-control education, water education, sex education, human rights education, future studies, consumer education, free-enterprise education and a host of other courses prompted by contemporary issues.

This indiscriminate confusion of short-term social goals would have dismayed those historians who first took an active interest in history in the schools. In 1893 a distinguished panel of historians, including the future President Woodrow Wilson, recommended an eight-year course of study in history, beginning in the fifth grade with biography and mythology and continuing in the following years with American history and government, Greek and Roman history, French history, and English history. Criticizing the traditional emphasis on rote learning, the Committee of Ten argued that history should teach judgment and thinking, and should be conjoined with such studies as literature, geography, art, and languages. The historians’ recommendations were aimed at all children, not just the college-bound: “We believe that the colleges can take care of themselves; our interest is in the schoolchildren who have no expectation of going to college, the larger number of whom will not enter even a high school.”

In 1899 the Committee of Seven, a group of historians created by the American Historical Association (AHA), recommended a four-year model high school curriculum: first year, ancient history; second year, medieval and modern European history; third year, English history; and fourth year, American history and government. It was expected that students would read biographies, mythology, legends, and hero tales in the elementary years, and that this reading would provide a foundation for their subsequent study of history. The Committee of Seven’s proposal set a national pattern for American high schools for years to come. Like the Committee of Ten, the Seven believed that history should be the core of general education for all students in a democracy.

This four-year model history curriculum came under increasing attack, however, from the newly emerging field of social studies, whose major purpose (according to a 1918 report known as The Cardinal Principles of Secondary Education) was “social efficiency.” Characteristic of the progressive effort to make education socially useful, the new report, which for decades has been considered the most influential document in American education, rejected those studies that seemed not to contribute directly to the goal of training students to take their place in society.

Moreover, The Cardinal Principles broke sharply with the findings and recommendations of earlier committees. It endorsed differentiated curricula, based on students’ future vocational goals, such as agriculture, business, clerical, industrial, and household arts programs. Much of the history that had been taught had no immediate social utility and thus its advocates had difficulty claiming a place in the curriculum. In the decades that followed, as the curriculum incorporated more courses that seemed socially useful or were intended to teach social skills, the time available for history shrank. Many schools collapsed their courses in ancient history, European history, and English history into a single, and optional, one-year course called “world history” or “Western civilization.”

The new emphasis on short-term social utility also affected the curriculum in the early grades. The various reform reports of the early twentieth century had recommended that young children read exciting stories about remarkable people and events that changed the course of history. In most city and state curricula, children in the early grades studied distant civilizations and read their myths and legends in addition to learning the stories about heroes and the folktales of their own country. They also celebrated holidays and learned about their local community through field trips, an emphasis called “home geography.” But by the 1930s this curriculum began to be replaced by studies of family roles and community helpers. Instead of thrilling biographies and mythology, children read stories about children just like themselves.

The new curriculum for the early grades, called “expanding environments” or “expanding horizons,” was factual and immediate, ousting imaginative historical literature and play from the early grades. Increasingly, time in the early grades was devoted to this fixed pattern: kindergarten, myself; first grade, my family; second grade, my neighborhood; third grade, my city. There was no evidence that children preferred to read about postal workers over tall tales, stories of heroes, or ancient Egyptians. Nonetheless, the new curriculum gradually swept the country, pushing historical content out of the early grades.

Not until the late 1980s did the social studies curriculum in the primary grades attract sustained criticism. According to leading cognitive psychologists, the “expanding environments” approach has no grounding in developmental research. Indeed, there is good reason to believe that it dwells unnecessarily on what the child already knows or does not need to go to school to learn. In 1987, a content analysis of social studies textbooks for the early grades was conducted at the University of Georgia. One of the investigators, Professor A. Guy Larkins, concluded, “If asked to choose between teaching primary-grades social studies with available texts or eliminating social studies from the K-3 curriculum, I would choose the latter. Much of the content in current texts is redundant, superfluous, vacuous, and needlessly superficial.” Larkins also complained that children were reading about taking field trips instead of actually taking field trips, seeing pictures of a generic community rather than investigating their own.

Learning again and again about the roles of family members and community helpers in the primary years may well be extremely boring for children who are used to watching action-packed stories on television and seeing dramatic events on the evening news. The me-centered curriculum fails to give children a sense of other times and places, and fails to appeal to their lively imaginations. Children might enjoy the study of history if they began in the early grades to listen to and read lively historical literature, such as myths, legends, hero stories, and true stories about great men and women in their community, state, nation, and world. Not only in the early grades but throughout the kindergarten to twelfth grade sequence, students should read lively narrative accounts of extraordinary events and remarkable people. Present practice seems calculated to persuade young people that social studies is a train of self-evident, unrelated facts, told in a dull manner.

By mid-century most American public schools had adopted a nearly standardized social studies curriculum: Children in kindergarten and the first three grades studied self, home, family, neighborhood, and community; children in fourth grade studied state history; in fifth grade, American history; in sixth grade, world cultures; seventh grade, world geography; eighth grade, American history; ninth grade, civics or world cultures; tenth grade, world history; eleventh grade, American history; twelfth grade, American government. While there have been many variations from district to district, this has been the dominant social studies curriculum for the last fifty years. Most cities and states follow the model for the early grades, teach one year of American history in elementary school and again in junior high school, and require a single year of American history for high school graduation. Most, however, do not require the study of world history in the high school years.

Despite this format’s persistent emphasis on social relevance and student interest, surveys have repeatedly shown that students find social studies to be less interesting and less important than their other school subjects. Why is this field, whose intrinsic human interest is so compelling, so often perceived as boring? There are many possible answers, including the compendious, superficial, and dull textbooks students are assigned to read. But the curricular pattern itself must be in some measure at fault, as it forces repetition of courses on the one hand and too little time for study in depth on the other. Both problems are surefire formulas for dullness, and curriculum planners have been thus far unable to resolve either of them.

When the usual curricular model is followed, American history is taught three times: in the fifth grade, the eighth grade, and the eleventh grade. The question is whether to teach a complete survey course (from pre-Columbian times to the present) at each of the three grade settings. If the survey is taught three times, there is no time to go beyond the textbook, to explore significant questions, to examine original sources or to conduct mock trials or debates. Some districts have broken away from the “coverage” survey by instead teaching major topics and themes in American history, but this approach is clearly insufficient when youngsters fail to understand chronology, the sequence of events, or the causal connections among events.

Another alternative to the survey is to devote each of the three years of American history to a different time period. The usual pattern is that the elementary school course concentrates on exploration and settlement and daily life in the colonies; the junior high course emphasizes the nineteenth century; and the high school year carries the student from the Civil War to the present. The advantage of the latter program is that it allows for time to treat issues in depth, without neglecting chronology. The disadvantage is that it allows no time for mature students to examine the Revolutionary era, when the principles of American government were shaped, or to consider the constitutional conflicts that led to the Civil War. It is also problematic in light of population mobility from state to state, as well as the immigrant influx from other countries, which means that newcomers in the middle or later grades will miss out on important events in the life of the early Republic.

While there is no easy answer to this problem, the history curriculum adopted in California in 1987 attempts to meld the two approaches; each year concentrates on a different time period, but each course begins and ends with an intensive review of critical issues and events. In the world history program, the most pressing problem is time. In most districts where world history is taught, it is studied for only one year, not nearly enough time to encompass the history of the world. New York State adopted a two-year global studies sequence in 1987 (though not strong on history), and California adopted a mandatory three-year world history sequence in the same year. Most other states, however, do not require even one year of world history.

Furthermore, the social studies field is divided about whether world history should emphasize Western Europe or global studies. When the course focuses on Western Europe, it is unified by attention to the evolution of democratic political institutions and ideas, as well as to their betrayal by genocide, war, and racism. When the course is global studies (as, for example, in New York State), equal attention is given to Western Europe, Africa, Latin America, Asia, and other regions. The “Western civilization” course has been criticized by some as “ethnocentric,” while the “global studies” approach has been criticized by others for superficiality, for incoherence, and for minimizing the importance of the West in world history. No matter which approach is taken, a single year is insufficient to study world history.

The difficulty of trying to compress the history of the world into an introductory course is exemplified by one widely-adopted text, in which World War II is reduced to a brief summary and the Holocaust to two sentences: “Many millions of civilians also lost their lives. Six million Jews alone were murdered at Hitler’s orders.”

Does it matter if Americans are ignorant of their past and of the world’s? Does it matter if they know little of the individuals, the events, the ideas, the forces, and the movements that shaped their nation and others? If the study of history is to gain public support and attention,
historians must directly answer the utilitarian challenge. They must be prepared to argue that the study of history is useful in its own terms. Those who study history learn how and why the world came to be what it is, why things change and why they stay the same.

Knowledge of history is both useful and necessary for our society because everyone has the right to choose our leaders and to participate in our civic and social life. All citizens, not just the few, are expected to understand major domestic and international issues. Without historical perspective, voters are more likely to be swayed by emotional appeals, by stirring commercials, or by little more than a candidate’s photogenic charisma.

Even between elections, a knowledge of history is vital today for the average citizen and vital for the health of our political system. Politicians and news organizations regularly poll the public to assess their view of domestic and international issues. When public sentiment is clear, the government and the media take heed. When the public is ill-informed or uninterested, policymakers are free to act without the consent of the governed. Americans today require historical background in order to understand complex social and political questions in Latin America, Africa, and elsewhere.

Writers and editors in national newspapers and magazines assume the presence of a historically literate public by alluding without further explanation to historic events and individuals. Without a historically literate public, readily able to understand such references,
newspapers and television journalism will have no choice but to simplify their vocabulary, to reduce their coverage of serious topics, and serve as little more than headline and amusement services, devoid of significant context.

Those who have a professional commitment to the study of history have a particular responsibility to improve the way it is taught and learned in the schools. Organizations such as the American Historical Association, the Organization of American Historians (OAH), and the National Council for the Social Studies (NCSS) have a direct responsibility for the quality of history instruction. The teacher-scholar collaboratives sponsored by these organizations are one valuable means to assist professionals in the schools. There are others. For example, professional associations should lobby to ensure that teachers of history have actually studied history in college; in several states, including New York and California, social studies teachers may be certified without ever having studied any history. Professional associations could assist curriculum planners in enriching the study of history at every grade level. The AHA and OAH could provide invaluable support to state curriculum offices that are pressured by powerful interest groups to rewrite or water down the history curriculum; some kind of review mechanism could fend off unreasonable demands.

In 1932, Henry Johnson of Teachers College, Columbia University, wrote a delightful review of the teaching of history throughout the ages, somewhat misleadingly entitled An Introduction to the History of the Social Sciences. Johnson quoted a sixteenth-century Spanish scholar, Juan Vives, to explain why it is valuable to study history: “Where there is history,” wrote Vives, “children have transferred to them the advantages of old men; where history is absent, old men are as children.” Without history, according to Vives, “no one would know anything about his father or ancestors; no one could know his own rights or those of another or how to maintain them; no one would know how his ancestors came to the country he inhabits.” Johnson cited the view of the seventeenth-century French oratorians that “history is a grand mirror in which we see ourselves…The secret of knowing and judging ourselves rightly is to see ourselves in others, and history can make us the contemporaries of all centuries in all countries.”

History will never be restored as a subject of value unless it is detached from vulgar utilitarianism; it should not be expected to infuse morals or patriotism. Properly taught, history teaches the pursuit of truth and understanding; it establishes a context of human life in a particular time and place, relating art, literature, philosophy, law, architecture, language, government, economics, and social life; it portrays the great achievements and terrible disasters of the human race; it awakens youngsters to the universality of the human experience as well as to the particularities that distinguish cultures and societies from one another; it encourages the development of intelligence, civility, and a sense of perspective. It endows its students with a broad knowledge of other times, other cultures, other places. It leaves its students with cultural resources on which they may draw for the rest of their lives. These are values and virtues that are gained through the study of history, values and virtues essential to the free individual exercising freedom of mind. Beyond these, history needs no further justification.

Apathy & School Board Elections

Fatigue, indifference, apathy, resignation — they’re in the mix. There are supporters and loyalists, but, frankly, a lot of them are employees of the system.

More important, so much of the power to make hefty decisions shaping MPS — and school districts in general — really lies in Madison and (to a declining degree) in Washington.

With finances and politics the way they are in both Milwaukee and Madison, there doesn’t seem to be much willpower or much of a way to take bold action by the MPS board. For the most part, the thrust of decision making (or lack thereof) involves trying to hold on to what MPS has — buildings, programs, practices, kids — for fear change will be for the worse.

In fairness, there are good things to say about the current school board. It is a less contentious group than boards of 10 or 15 years ago, more focused on getting its business done. It has handled some things well — the MPS financial picture isn’t as gloomy as a few years ago, some better programs (Montessori, for example) are expanding, and the board made a swift but well-grounded choice of a new superintendent, Darienne Driver, in 2014. MPS continues to have some high performing schools and many dedicated, talented teachers.

But the big picture is low on energy and so are these elections.

To the degree there is a policy issue at stake Tuesday, it involves the future of charter schools that are authorized by the school board but operated by separate organizations, not employing MPS teachers.

MPS’ attitude toward these schools has run hot and cold over the years. But lately, the Milwaukee Teachers’ Education Association has been turning up its opposition, and so has the board. Even in the post-Act 10 world, the union remains a powerful force.

Madison has two uncontested candidates on the April 7 ballot.




Governance Diversity: Measure would allow tech colleges to run charter high schools

Wisconsin’s 16 technical colleges could establish independent charter high schools staffed by college instructors, under a proposal being circulated by two Republican lawmakers that aims to better prepare students for the workforce.

Rep. Tom Weatherston (R-Racine) says charter high schools focused on occupational education or technology could attract students who would not otherwise be college-bound and help them attain the skills Wisconsin employers need.

His vision, outlined in a draft bill he and Sen. Van Wanggaard (R-Racine) are circulating for cosponsorship, is to allow students to attend a charter high school run by the tech college for four years, then continue in the college to earn an associate degree after just one more year.

“There are a lot of young people in my district lacking the knowledge that technical education is out there,” Weatherston said. “Especially with the current systems, they’re required to graduate high school before they can get into technical programs.”

Options already exist for Wisconsin high school students to take classes at technical colleges, though Weatherston counters that some districts don’t let students participate in them.

More broadly, the potential bill would be the latest proposal aimed at expanding public charter schools in Wisconsin that operate independently of traditional school districts — something public-school supporters have opposed.

Gov. Scott Walker’s 2015-’17 budget proposal calls for creating a different avenue to spawn more independent charter schools: a new state board that would authorize nonprofit entities to oversee such schools around the state.

He made the same proposal in his previous biennial budget.

A failed Republican-backed bill last session would have allowed all the University of Wisconsin System campuses, plus technical colleges and regional state education agencies to approve operators to open charter schools.

Generally, teachers unions and many district administrators are not on board with these ideas. That’s because independent charter schools are public schools run like small businesses, with nonunion employees that don’t answer to local school boards.

Critics say that the schools divert students, and by extension, state revenue, away from traditional public schools they would have otherwise attended.

Advocates say without so much government bureaucracy, independent charters can be more innovative than a typical public school.

While lots of districts operate their own charter schools staffed by district employees, independent charters exist only around the Milwaukee area currently.

Most answer to the University of Wisconsin-Milwaukee or the City of Milwaukee. State law also allows UW-Parkside to authorize charter schools.

One technical college, Milwaukee Area Technical College, can as well, but MATC has never exercised that authority.

One unusual aspect of the Weatherston-Wanggaard idea is that it would have the tech colleges run the charter high schools themselves, rather than overseeing a charter-school management company to run the potential high school.

The bill would allow instructors at the college to teach at the high school, ostensibly without a state teaching license typically required of K-12 educators.

Weatherston said tech-based charter high schools could offer programming relevant to careers such as dental hygienist or HVAC technician.

He said general education classes could have a technical career focus, such as math for bookkeeping.

“I think we should keep it broad-based and allow the market to drive what kind of curriculum they offer,” he said.

But some educators worry about autonomy.

“Communities deserve to have local control over their schools, and this proposal appears to allow high schools to be dropped into their towns without input,” Betsy Kippers, president of the Wisconsin Education Association Council, said in a statement Tuesday.

Options already exist for high school students to take occupational or technical education classes at local colleges.

The Legislature last session also approved a new program called Course Options that lets students at all grade levels take up to two classes at a time from approved educational institutions outside their home school, at no cost.

Approved institutions include the University of Wisconsin System institutions and state technical colleges.

Waukesha County Technical College started a special program two years ago that allows local high school seniors to apply to spend a portion of their day taking credit-bearing classes in areas such as welding, metal fabrication, and printing and publishing. Students admitted to the program don’t have to pay for the college classes. State Superintendent Tony Evers is scheduled to visit that program at WCTC Dual Enrollment Academy on Wednesday.

Some districts have even started their own specialty schools to meet that niche. LakeView Technology Academy is a specialty high school in the Kenosha Unified School District that allows students to earn up to the equivalent of one year of tech college credits and one semester of engineering credits upon graduation.

NJ Gov Christie gives the bird to a school choice program almost everyone loves

“It’s a great program,” says New Jersey Senate President Steve Sweeney. It “meets an important need, and it does so utilizing New Jersey’s excellent public schools,” says New Jersey Education Association. “We knew there would be interest in this program because of enrollment trends” and we’re “very supportive,” says N.J. School Boards Association.

This object of this rare consensus among lobbyists and legislators — not to mention parents and students — is N.J.’s Interdistrict Public School Choice Program (IPSCP), which allows students to attend public schools in other districts even if their parents can’t afford to live there. But there appears to be one dissenter from this happy unanimity: the Christie Administration. While the Governor continues, as recently as this month’s State of the State address, to hawk a pipedream of parochial school vouchers, he has steadily diminished budgetary support for a program that offers a non-polarizing and popular form of school choice.




Florida school boards: Standard charter contracts unconstitutional?

Florida school boards are questioning the constitutionality of standard charter school contracts as the state Board of Education gets set to vote on rules creating them.
Their objections appear in hundreds of pages of recent comments and letters to the state Department of Education. The Florida School Boards Association wrote in July: “We view this as an unconstitutional encroachment on the school board’s authority to operate, supervise, and control all public schools within the school district.”

The comments and letters were obtained by redefinED through a public records request. They reflect more than a year of public pushing and behind-the-scenes wrangling over standardized charter school contracts. The rules creating them are set to come before the state board at its November meeting.

The proposed contracts were set in motion by a 2013 law. Backed by charter school advocates, the law required the Department of Education to develop a standard contract that would serve as a starting point for agreements between charter schools and every district in the state. The stated goal: To streamline the contract process, set a baseline for expectations and create an opportunity for more meaningful negotiations.

Shift in NJEA’s stance on charter schools fraught with tension

The New Jersey Senate Education Committee heard testimony on Sen. Teresa Ruiz’s new charter school bill on Oct. 16. One of the lobbyists there was New Jersey Education Association President Wendell Steinhauer. As he approached the podium you couldn’t help but feel sorry for him. This well-spoken and diplomatic head of New Jersey’s primary teachers’ union was in a bind, compelled to triangulate between the NJEA’s historically consistent support for these independent public schools and a swelling rebellion within union ranks demanding a more combative stance against charters.

Indeed, teacher union leaders like Steinhauer are in an increasingly difficult position. For more than a century political alliances have been easy and predictable: teacher unions were umbilically tied to the Democratic Party and, really, moderates of any ilk. But suddenly a more radical faction is forcing union leaders to shift from that safe center and, as Steinhauer did last week, testify against sensible updates to charter-school law and other reforms.

Locally, a majority of the Madison School Board rejected the proposed Madison Preparatory Academy IB charter school.




A High-School Freshman’s Investing Lesson: Time Horizons Matter

You don’t have to be old enough to drive to play master of the universe. I’m just 15 years old, but in a national stock-market game sponsored by the Securities Industry and Financial Markets Association, I quickly grasped the way hedge fund managers must feel when they make decisions.

My friend Zachary Weiss and I had two months to beat 1,235 other groups of New Jersey high schoolers. There wasn’t any real money at stake, so we were playing for glory and, in the case of Northern Valley Demarest Regional High School, where we’re freshmen, a tour of the New York Stock Exchange.

Unfortunately, we won’t be visiting the Big Board. We didn’t even finish in the top half. But we learned some valuable lessons. First, that you shouldn’t have a two-month time frame in mind when investing. And second, that people do funny things when their own money isn’t at stake.

As the game was getting underway, my dad, who writes The Wall Street Journal’s Ahead of the Tape column, showed me some of the most volatile securities out there, which my partner and I thought of as essential for victory in a short-term game where anything can happen.

Deciding the market probably would rise, we sold short securities that produced double the daily return of VIX futures. My dad explained that, on average, they should lose over 90% of their value each year. We also bought securities that did the opposite. We used the proceeds from our shorts and bought on margin, increasing our risk and potential return. Then Vladimir Putin came into our lives and we found ourselves in 1,016th place.




Netflix’s Reed Hastings: “Get Rid of Elected School Boards”

On March 4th, 2014, Billionaire Netflix CEO, Reed Hastings delivered the keynote speech to the California Charter School Association’s annual conference. In that keynote speech, Mr. Hastings made a shocking statement: Democratically elected school board members are the problem with education, and they must be replaced by privately held corporations in the next 20-30 years.
 
 Reed Hastings has just over a billion dollars, riches built on software companies and the entertainment giant Netflix. Mr. Hastings also sat on the California State Board of Education from 2000 to 2004, when he stepped down amid controversy.
 
 Hastings, who sits on Rocketship’s national strategy advisory board, has invested millions in Rocketship. He’s also made significant political action committee contributions on Rocketship’s behalf, most recently, he poured $50,000 into a PAC to support pro-charter Santa Clara County Office of Education members.




How education reform drives gentrification: A Portland teachers’ contract negotiation debunks the myth of school choice, which leaves a swath of the city behind

Public school teachers in Portland, Ore., and their students are doing a victory lap. Nearly a year after unveiling a contract proposal that would have put the squeeze on the 2,900-member Portland Association of Teachers (PAT), the Portland School Board on March 3 approved a contract that acceded to virtually every demand from the teachers’ union.

The board was acting as a stalking horse for corporate attacks on unions and public education nationwide. It initially wanted to saddle teachers with higher health care costs, fewer retirement benefits, more students and a greater workload in a city where 40 percent of teachers already work more than 50 hours a week (PDF). The board also demanded expansive management rights (PDF) and allegedly wished to link teacher evaluation more closely to standardized testing. The PAT opposed the board, arguing that low-income and minority students would pay the heaviest price as their classes grew larger, more time was devoted to testing and resources for curriculum preparation and teacher development got slashed.

Only after 98 percent of the PAT voted to strike starting Feb. 20 — and students vowed to join the picket line — did the board blink. Alexia Garcia, an organizer with the Portland Student Union who graduated last year, says students held walkouts and rallies at many of the city’s high schools in support of teachers’ demands because “teachers’ working conditions are our learning conditions.”

The deal is a big victory for the teachers’ union in a state where business interests, led by the Portland Business Alliance, call the shots on education policy. The school board had brought out the big guns, authorizing payments of up to $360,000 to a consultant for contract negotiations and $800,000 to a law firm, despite already having a full-time lawyer on its payroll. But, emulating Chicago teachers who prevailed in an eight-day strike in 2012, the PAT went beyond contract numbers, winning community support by focusing on student needs and rallying to stop school closures in underserved communities.

Most significant, the teachers helped expose the role of education reform in gentrifying the city, making it nearly impossible for every neighborhood to have a strong school. This is a process playing out nationwide, from Los Angeles to Atlanta, Milwaukee to Washington, D.C. But it is particularly striking in Portland, so noted for quirkiness and tolerance it has spawned a hit television show, “Portlandia,” During a public forum on the contract negotiations, one teacher observed that the show was a reflection of how “we march to our own beat in Portland.” This has held true for the teachers’ approach to education.




‘Our Schools!’ slogan reflects rejuvenated Milwaukee teachers union

“Our Schools! Our Solutions!”
In eye-catching orange and white, banners and buttons proclaiming that slogan have been showing up in the last several weeks, generally in the hands or on the clothes of members and allies of the Milwaukee teachers union.
It is their four-word proclamation of opposition to plans floated (but so far, not going forward) in Milwaukee and Madison that would make it likely that some low-performing schools in the Milwaukee Public Schools system would be turned over to non-MPS charter school operators.
I find the slogan intriguing on several levels.
Level One: It is part of the energetic work leaders of the Milwaukee Teachers’ Education Association and the Wisconsin Education Association Council, which has been involved in the campaign, are doing to try to remain relevant. Act 10, the 2011 legislation spurred by Gov. Scott Walker, stripped public employee unions of almost all their power over money and benefits, work conditions and school policies.
What’s left? That’s a challenging question for union leaders. Membership has fallen, political influence has fallen. Leaders of many school districts statewide are working with what remains of unions in more cooperative ways than I expected three years ago, but it is clear who has the upper hand.
In Milwaukee, the MTEA has reduced its staff and spending, but remains visible, active, and, in some cases, influential. The majority of the School Board is generally inclined toward the union.




A Look At Compensation Packages for Wisconsin School District Superintendents

School district administrators often live in the crossfire, sandwiched between students and teachers, parents and school boards, taxpayers and state mandates. Even though salaries typically exceed $100,000, it’s a job not many want.
Those who take the job and keep it are in high demand, able to command an array of benefits and other enticements. A Gannett Wisconsin Media Investigative Team review of nearly 100 school administrator contracts around the state revealed perks including five-figure annuities, promised payouts of $60,000 or more at retirement, car allowances of at least $500 per month and bonuses of $10,000 or more for meeting performance goals, staying with the district or simply moving into the district.
“There’s a diminishing pool of people wanting superintendent jobs — mostly because of the nature of the job and the things that go with it, particularly politically — so district boards are often really focused today more on incentives to retain superintendents,” said Jon Bales, executive director of the Wisconsin Association of School District Administrators.

November school board elections in N.J. could keep costs down

Okay, maybe he’s no shrinking violet, but it’s worth taking note that almost exactly two years ago today Christie signed A-4394/S-3148, a law that gives school districts the right to bypass school budget votes if they move school board member elections to November.
After years of dissent from the New Jersey Education Association and the NJ School Boards Association, the bill, mostly sponsored by Democrats in the Statehouse, passed quietly, forever changing the dynamics of school board politics and fiscal strategy. Final vote tallies were 34-3 in the Senate and 62-11 in the Assembly.

American Association of Educators Contacts Madison Teachers

Teachers in Madison recently received an email inviting them to join AAE, and for a very inexpensive fee. For only $15 per month, they say, one can be eligible to apply for a scholarship, receive a publication, and information on professional development. Plus, they claim none of their income will be spent on political action, and a member receives protection via liability insurance. The facts are, that none of what AAE offers is needed.

  • MTI negotiates a Collective Bargaining Agreement, and enforces the Collective Bargaining Agreement via grievance and arbitration.
  • MTI represents teachers who are challenged by the District.
  • The District is responsible by Statute to provide liability insurance and MTI members receive additional liability coverage provided through membership as a result of MTI’s
    affiliation with WEAC & NEA.
  • AAE is anti-union. They even tried to stop the Kenosha
    School Board from ratifying the new recently agreed-upon Contracts.
According to the Massachusetts Teachers Association, “The American Association of Educators, is a group backed by some of the deepest pockets in the anti-public education movement (think Koch brothers). The AAE is partnering with the National Right to Work Committee to encourage educators to give up their (Union) membership and join an organization that has affiliates covering just six states. Right-wing foundations provide nearly all of the money to (operate) the AAE Foundation.”
AAE was able to write to each Madison teacher because they obtained teachers’ email addresses via an open records request from the District.




Commentary on Virginia’s “New” A-F School Grading System

Virginia Gov. Bob McDonnell has now pushed through a new evaluation system that will assign A-through-F grades to each public school, based largely on students’ standardized test scores. The state Board of Education just approved criteria (see below) for the new scheme, which was part of the governor’s 2013 school reform efforts. What Virginians don’t know, because McDonnell hasn’t mentioned it, is that the system he used as a model for his plans is in tatters.
The system was pioneered in Florida when Jeb Bush was governor from 1999 to 2007 as part of Bush’s push for corporate-influenced, standardized test-based reform, and it was used as a model in some 15 other states. The scheme involves more than simply assigning grades to schools; high stakes are involved, as schools can be closed if they get too many successive low grades.
When McDonnell was trying to sell the grading system to the Virginia legislature earlier this year, he sought help from Bush; the former governor praised McDonnell’s plans in a teleconference, saying that the scheme had helped improve schools in Florida. In reality, the Florida system has been so plagued with problems that the Florida Association of District School Superintendents on Thursday urged state officials to revamp the system and released a proposal to eliminate the letter grades. The association’s Web site says:




Middleton teachers argue for new contract, more pay Board of Education decides to delay talks; teachers circulate petition

The Middleton Education Association made one request to open negotiations with district officials in September and another request in October.
“We believe the recent Circuit Court ruling or the ruling Judge Colas made last year still allows us to bargain a complete or full master contract for the 2014-2015 school year. We also believe they are able to provide more of an increase,” Chris Bauman, MEA president, said.
The Board of Education voted unanimously to delay any talks.
“We’ve requested to delay negotiations on a base salary partly because of our budget unknowns, enrollment, a variety of other things in terms of our total budget expenditures that are required for 2014-2015,” MCPASD Superintendent Don Johnson said.
While the board decided to delay talks, some teachers at Middleton High School have begun circulating a petition in hopes of getting their message across.
Recently, the board approved an overall wage increase of $1,078 per year for teachers.
However, a number of teachers say the increase is not enough, considering their personal contributions to retirement and health care. In some people’s opinion, the increase penalizes teachers who have been around for years.

Who Will Get NEA’s Great Public Schools Grants?

Who Will Get NEA’s Great Public Schools Grants? Last July, the National Education Association offered the delegates to its representative assembly a choice. They could either approve a budget with a dues level of $179, or a budget with a dues level of $182. The latter choice would set up a $6 million Great Public Schools fund, which would disburse grant money to state and local affiliates for projects “enhancing the quality of public education.”
NEA was deliberately vague about what kinds of projects these might be, but made clear that it was in response to “those with little or no practical classroom experience” who were “crafting policies and implementing practices that we know won’t work for our students.” The $6 million annually would allow the union to “fund our own ideas.”
The delegates approved the dues increase and the creation of the fund, although it was a close vote by the standards of NEA elections. It gave the union’s 12-member Executive Committee the power to write the grant guidelines, subject to the approval of the board of directors. I mentioned at the time that, as a practical matter, it gave the Executive Committee the power to dispense the money any way it wished.




Wisconsin Senate Proposal would let charter schools rise independent of districts

Darling’s proposed amendment to Senate Bill 76 would allow the University of Wisconsin System two- and four-year campuses, as well as technical colleges and regional state entities known as Cooperative Educational Services Agencies, to approve charter schools to operate independent of school districts. It would also allow independent charter schools performing 10% higher in achievement than their local districts for two years in a row to automatically add new campuses. And it would allow charter schools that do not employ district staff to opt out of the state’s new educator evaluation system.
The legislation has the support of the chairman of the Senate Education Committee, Luther Olsen (R-Ripon), as well as business groups and charter school advocates, who believe independent charter schools should have more opportunities to expand and replicate.
The state Department of Public Instruction, the associations that represent school boards and superintendents in Wisconsin, and the state’s largest teachers union are all against the proposal.
“This bill takes money out of the budgets of schools in western Wisconsin,” Sen. Kathleen Vinehout (D-Alma) said.




New Governance Model for the Milwaukee Public Schools?

A recovery school district for low-performing schools in the Milwaukee Public Schools system? The news that a group of civic leaders convened last week at the initiative of the Metropolitan Milwaukee Association of Commerce to consider such an idea gave me an instant trip to the land of MPS Structural Reform Ideas Past.
Start with the 1970s, when then-State Rep. Dennis Conta and others proposed redoing school districts in the Milwaukee area so there would be a small number of districts shaped like slices of pie, each including parts of the central city and parts of the suburbs. Caused a big stir, but, of course, it didn’t happen. (I wonder what would have resulted if it had come to pass.)
Jump to the late 1990s: Then-Gov. Tommy Thompson announced he was setting several goals for Milwaukee Public Schools, including test score and attendance improvement, and if they weren’t met, he was going to have the state take over MPS. My assumption is that he thought about it a little more, asking himself, why would I want to take on that mountainous headache? MPS, of course, didn’t meet the goals, but Thompson didn’t pursue the idea.
In 2009, then-Gov. Jim Doyle said he wanted to put MPS under the control of a board appointed by the mayor of Milwaukee. Mayor Tom Barrett kind of seemed to go along. But Doyle and Barrett didn’t do a good job of making the case, community opposition was effective and the idea came to nothing.
In 2010, then-candidate for governor Scott Walker said he thought MPS should be broken up into a set of smaller districts the size of, oh, say, Wauwatosa, where his kids went to school. Never heard any more about that idea, perhaps because Walker realized it was not doable.




As schools slide into the red, could it be time for countywide districts?



Loti Higgins:

With a record number of school districts sinking into a deficit, and two districts possibly on their way to being dissolved, state Superintendent Mike Flanagan is urging drastic action — such as converting Michigan’s nearly 550 districts, 56 intermediate districts and nearly 280 charter schools into countywide school districts.
If that can’t be done right away, he said, the state should give more power to intermediate school districts so operations such as transportation and food services can be consolidated.
Flanagan predicted that countywide districts or his hybrid option could save millions — money he said could be used to teach students. But little, if any, research supports his position, a fact that’s drawing concern from educators and others.
Don Wotruba, deputy director of the Michigan Association of School Boards, said his organization is open to discussing the idea. But, he said, a one-size-fits-all mandate isn’t the way to go.




Fascinating: UW education dean warns school boards that ALEC seeks to wipe them out

ALEC is still at it, Julie Underwood, dean of the School of Education at the University of Wisconsin-Madison, cautions in “School Boards Beware,” (PDF) a commentary in the May issue of Wisconsin School News.
The model legislation disseminated by the pro-free market American Legislative Exchange Council’s national network of corporate members and conservative legislators seeks to privatize education and erode the local control, Underwood says.
“The ALEC goal to eliminate school districts and school boards is a bit shocking — but the idea is to make every school, public and private, independent through vouchers for all students. By providing all funding to parents rather than school districts, there is no need for local coordination, control or oversight,” she writes in the magazine of the Wisconsin Association of School Boards.
Underwood, who says that Wisconsin public schools already face unprecedented change, last year co-authored a piece about ALEC’s grander plans, a “legislative contagion (that) seemed to sweep across the Midwest during the early months of 2011.”
In her recent piece, Underwood argues that a push to privatize education for the “free market” threatens the purpose of public education: to educate every child to “become an active citizen, capable of participating in our democratic process.”

State schools are starting new curricula this year in language arts and math so students will be prepared by the 2014-15 school year to take a new state exam tied to this common core and replacing the Wisconsin Knowledge and Concepts Examination.

Although Underwood says she generally backs most of these changes, she’s no fan of the decision announced last month that makes it easier for a person to become a public school teacher — even as those who are studying to become teachers must now meet stiffer credentialing requirements. Instead of having to complete education training at a place like UW-Madison en route to being licensed, those with experience in private schools or with other teaching backgrounds now can take steps to become eligible for a public teaching license.

“I think that’s really unfortunate,” says Underwood, who first worked at UW-Madison from 1986-95 before coming back to town as education dean in 2005.

Voucher Commentary from Madison’s new School Board President

The proponents of the proposed expansion of Wisconsin’s private-school voucher program have run out of substantive arguments. Governor Walker’s “This is about children” illustrates how vacuous their efforts at persuasion have become.
When Governor Walker’s budget was first announced, his initial talking points in support of his voucher expansion plan featured the claim that schools in the nine targeted school districts were failing and vouchers were necessary to provide a lifeline to students who needed help to pursue other schooling options. Neither the governor nor his supporters are pushing that argument any more. It seems that they got the point that it is not a smart move politically for the governor to go around trashing the public schools in some of the larger urban areas of the state.
While proponents have claimed that students in voucher schools do better academically, the wind has gone out of the sails of that argument as well. DPI has reported that students in voucher schools in Milwaukee and Racine performed worse on the WKCE than students in the public schools in those communities. Voucher school advocates can point to data that supposedly support their view, opponents can counter with contrary figures, and at best the evidence on improved student performance is a wash. There is no reason to think that students in the nine districts targeted for voucher expansion would do any better in the private schools in their area than they would in their neighborhood public schools. No one has offered an argument to the contrary.
Voucher proponents sometimes try to construct a cost-savings argument around the fact that the per-pupil amounts that voucher students would receive are less than the average per-pupil expenditures by their school districts. But this argument goes nowhere because no one is proposing that the public schools shut down as voucher schools expand. Consequently, there’s really not much of a response to the observation credited to former Governor Tommy Thompson that “We can’t afford two systems of education.”
Additionally, voucher schools have not discovered a magic bullet that allows them to educate students across the spectrum of needs more economically. Here’s a telling excerpt from an op ed by the Choice Schools Association advocating for much higher voucher payments and posted on line by the right-wing MacIver Institute:

Vouchers are hardly an existential threat to the Madison School District. Rather, the District’s long term disastrous reading scores are the essential issue, one that merits endless attention and improvement.
2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before.




Madison’s public schools go to lockdown mode; no new ideas wanted



David Blaska:

Graphical user interface? I think not, Mr. Jobs. Mainframe is where it’s at. Big and honking, run by guys in white lab coats. Smart phones? iPads? You’re dreaming. Take your new ideas somewhere else.
That is the Madison School Board. It has decided to batten the hatches against change. It is securing the perimeter against new thinking. It is the North Korea of education: insular, blighted, and paranoid.
Just try to start a charter school in Madison. I dare you. The Madison School Board on Monday took three measures to strangle new ideas in their crib:
1) Preserving the status quo: Any proposed charter school would have to have “a history of successful practice.” That leaves out several existing Madison public schools – never mind new approaches.
2) Starvation: Cap per-pupil reimbursement at around $6,500 – less than half what Madison public schools consume.
3) Encrustation: Unionized teachers only need apply.

Milwaukee teachers’ union asking School Board to negotiate new contracts

Citing the decision of a Dane County judge who struck down portions of a state law prohibiting most collective bargaining for public employees, the Milwaukee Teachers’ Education Association is asking the School Board to negotiate new contracts with its members.
To press for action, the MTEA rallied supporters to wear red, make signs and attend the School Board’s meeting en masse Thursday night.
The MTEA says a one-year contract with teachers, education assistants, substitutes and accountants could help keep qualified teachers in the classroom and help solve the district’s impending teacher shortage. It would also maintain the salary structure of pay based on earned degrees and years of teaching experience for teachers.
Milwaukee’s teachers have been shielded from the effects of Act 10, a state law enacted in 2011 that dramatically limits collective bargaining for most public workers and dictates higher employee contributions to benefits, because of a four-year bargaining agreement that does not end until June 30.
Teachers agreed to benefit concessions in that contract.

Wisconsin school boards would have less control over their own charter schools under Gov. Scott Walker’s state budget proposal.
The changes could have major implications for districts such as Madison, where the School Board has exerted tight control over charter school expansion, including rejecting a school proposed by Urban League of Greater Madison president Kaleem Caire that sought exemptions from district policies.
On Monday night, Madison School Board members said they might have to halt plans to revamp the district’s charter school policy.
“We’ve saved money and we’ve implemented programs and then with the swipe of a pen we have been outnumbered and outmanipulated by a governor who apparently wants to run for president,” board member Maya Cole said.
“I hope he’s really happy.”
The majority of charter schools in the state have less autonomy than others around the country, said Carrie Bonk, executive director of the Wisconsin Charter Schools Association. Walker’s proposal would change that.




Local boards key to WEAC’s fate

Good teachers are more important than good teachers unions.
That’s worth noting as the Wisconsin Education Association Council loses membership and explores a possible merger.
WEAC has been hurt by Act 10, Gov. Scott Walker’s strict limits on collective bargaining for most public workers. Act 10 means most teachers across Wisconsin are no longer required to pay dues to a union. The legislation also prompted many aging teachers to retire sooner than planned.
WEAC membership has fallen from nearly 100,000 two years ago to around 70,000, with further decline expected as contract extensions in cities such as Madison, Janesville and Milwaukee expire.

Jeff Ziegler is a “teacher leader” in the Madison Metropolitan School District who has never made any secret of his disdain for Gov. Scott Walker. Openly critical of the budget-repair bill that virtually eliminated collective bargaining, he didn’t just sign the recall petition against the governor. He circulated it and spoke up publicly at a school board meeting in his hometown of Marshall during the height of the protests in March 2011.
“I’d just like to say I do not support what the governor’s doing, with this motion to eliminate collective bargaining of public employees,” he was quoted as saying. “I am very disappointed in the WASB, the Wisconsin Association of School Boards, for initially coming out and supporting this and characterizing it as, I believe they said, it balanced the negotiations.
“I don’t see how you could characterize giving one side total control and the other side nothing and calling that balanced,” he said.
Both the protests and the recall, of course, fell short. And chances are the effort of the union to which he belongs, Madison Teachers Inc., to nullify the law in the courts will fail, too. But that doesn’t mean Ziegler, who said he was speaking only on behalf of himself that night, has no influence over how his local school board in Dane County — which he suggested has too much power — makes decisions.
Quite the opposite.




Middleton-Cross Plains voters OK school building plan

Overcrowding at the elementary schools and aged facilities at Kromrey Middle School will be corrected after voters in the Middleton-Cross Plains Area School District on Tuesday overwhelmingly approved a nearly $60 million referendum.
The proposal was the largest in the state this fall and was approved after voters turned back referendums in 2005 and 2009.
“What we tried to do is combine and do a common-sense plan that everyone could understand, was fiscally responsible and looked at the long-term needs of the community,” Superintendent Don Johnson said.
The district was among nine area school districts that combined to ask 12 referendum questions in south central Wisconsin.

Most Minnesota school districts with levy referendums on the ballot yesterday met with success.
Voters in 29 of 40 districts approved levies, essentially pledging local taxpayer support for their schools, in addition to state-provided funds.
This year’s approval is better than average in a year crowded with local, state and federal races, said Greg Abbott, a spokesman for the Minnesota School Boards Association.
“This passing percentage is a good 20, 25 percent above what a presidential [election] year usually runs,” Abbott said. “That means they really did their work and they got out there and got people to the polls.”




How tougher classes in high school can help kids make it through college

Some 40 percent of students are failing to graduate from college in six years. A study calls for higher-quality college prep, with more advanced math, advanced placement classes, and better advising.
But what if high schools had a better recipe for preparing their students to stay in college? The National School Boards Association released a study Thursday afternoon highlighting some key ingredients: more advanced math courses, challenging courses such as Advanced Placement (AP) and International Baccalaureate (IB), and better academic advising.
If students are exposed to those factors – even if they don’t earn high scores on the course exams – they are more likely to continue college after their first year, a point at which many drop out, the study notes.

We analyzed longitudinal data tracking high school sophomores in 2002 through their second year in two- and four-year colleges in 2006 (ELS 2002-2006). We were able to identify three factors that were related to increasing a postsecondary students’ chances of staying on track to a credential as much as 53 percent, and the process begins in high school. Moreover, the impact of these factors is greatest for students who enter college as the least likely to succeed: students who began high school with below average achievement and below average socioeconomic status.
What it takes to stay on track
High-level mathematics: Our findings comport with previous studies that show the highest level of math in high school can be one of the largest predictors of college success (Adelman 2006, Conley 2007). Our analysis found that a student with above average SES and achievement had a 10 percent better chance of persisting in a four-year institution if that student had taken Pre-calculus or Calculus or math above Algebra II. Low SES/achievement students with high-level math were 22 percent more likely to persist.
The impact is greatest for students in two-year institutions: The persistence rates of students who took mathematics beyond Algebra II in high school increased by 18 percent for the higher SES/achievement group and 27 percent for the lower SES/achievement students.
Advanced Placement/International Baccalaureate courses: Taking an AP/IB course had a dramatic effect on students’ chance of persisting even when students fail the end-of-course test. Low achieving and low SES students who took an AP/IB course were 17 percent more likely to persist in four-year colleges and 30 percent more likely to persist in two-year institutions. The more of these courses a student took, the higher their persistence rates were.




Douglas County, Geogia BOE’s charter school stance draws complaint

“Local school boards do not have the legal authority to expend funds or other resources to advocate or oppose the ratification of a constitutional amendment by the voters,” the letter reads. “They may not do this directly or indirectly through associations to which they may belong.”
Olens cites Georgia law in his letter, holding that elected officials have no right to free speech at taxpayer expense. The letter does say elected officials have the right to support or oppose the amendment in their individual capacities.
Douglas County School System Superintendent Dr. Gordon Pritz responded that the resolution doesn’t attempt to influence voters. Also of note, school board funds were not used in the passage of its resolution.
“The resolution our board passed 4-1 expresses the board’s view, but did not urge voters to take an action on the amendment at all,” Pritz said. “The board has a right to express itself on educational matters of public concern. In fact I think they have a moral and ethical obligation to do so, as do I. This is also a normal part of board and superintendent duties and practices as evidenced by the three other resolutions the board passed that same night.”

Rocklin Unified retaliated against school nurses, judge says

The Public Employment Relations Board found Rocklin Unified School District retaliated against four nurses and ordered the district to reinstate them with two years of back pay, plus 7 percent interest.
In a ruling released today, Administrative Law Judge Robin Wesley found Rocklin school district violated the Educational Employment Relations Act by laying off nurses Jennifer Hammond, Genevieve Sherman, Susan Firchau and Jennifer Bradley.
“We’ve always been very unhappy with what happened and we feel vindicated,” Hammond said today. “I’m ready and willing to take my job back.”
The Rocklin Teachers Professional Association filed an unfair practice charge against the school district in 2010, alleging the four nurses were laid off in retaliation for asking their union for assistance regarding workload and safety issues.




Madison School District’s Teacher Union Bargaining Update

Matthews said a few proposals gave him “heartburn,” such as one that would allow the district to dismiss someone who had been on medical leave for two years. A proposal converting workloads from four class periods and one study hall to 25 hours per week could also give the district latitude to shorten class periods and increase each teacher’s number of classes, he said.
One change that Matthews said could be easily resolved is a proposal from both sides to make Unity health insurance available to employees. The district wants to be able to choose Physicians Plus, which it currently offers, or Unity, while MTI wants the district to offer both.
The union’s proposal seeks to reverse some of the changes that were negotiated before Act 10 took effect in 2011. They include giving teachers control over their time during Monday early release and deleting a clause that allows the district to require up to 10 percent health insurance premium contributions.

Last Monday’s Board of Education meeting brought a pleasant surprise. With nearly every chair and all standing room taken in the McDaniels’ Auditorium by MTI members in red solidarity shirts or AFSCME members sporting their traditional green, those present erupted in applause when Board of Education member Ed Hughes announced that Board members (who arrived 40 minutes late because of the length of their prior meeting) had agreed to bargain with MTI and AFSCME over Contract terms for 2013-14.
Governor Walker’s Act 10, which forbid public sector bargaining (except over limited wage increases) has been set aside by Circuit Court Judge Juan Colas who ruled that Act 10 violated the constitutional guarantee of freedom of speech, freedom of association, and equal protection, in response to MTI’s lawsuit.
Honoring a vote majority of 76% in Madison and 68% in Dane County, Mayor Soglin and County Executive Parisi have negotiated contracts through June 2015 with City and County employees.
Now the Madison Board of Education has seen the light. Negotiations in the District are to commence today. MTI members should stay in contact with their elected leaders and via MTI’s webpage (www.madisonteachers.org) as regards the Contract ratification process.




What’s A Charter School If Not A Game Changer?

At this year’s charter school convention in Minneapolis, the birthplace of the movement, vendors sounded almost giddy about the millions of dollars charter schools spend every year. The vendors are selling everything from graphing calculators and playground equipment to packaged curricula and risk-management services.
Charter schools today are big business. The public and private money that’s going into charter schools, though, is not the main reason for their remarkable growth, Ted Kolderie says.
Kolderie, considered by many as the “godfather” of the charter school movement, says charters have grown because of the need for real options for kids who haven’t done well in traditional public schools.

Kolderie, a former journalist turned academic, designed and helped pass the nation’s first charter school laws. He began the work in Minnesota in 1991, despite formidable opposition — and not just from teachers’ unions.
“School boards’ associations, superintendents’ associations, principals’ associations — the whole array of organizations regarded in most states as the most powerful at the [state] capitol,” he says. “So the opposition wasn’t just something that the unions led.”
Ironically, Kolderie says, it was a top union leader who first endorsed and promoted the concept of charter schools in the spring of 1988. Al Shanker, president of the American Federation of Teachers, gave a supportive speech at the National Press Club in Washington, D.C.
“We’re meeting here today because it’s time to take a major step forward in trying to improve the schools of our nation,” he said.




Governance: Changing Expectations in Oconomowoc – Paying Fewer High School Teachers More

In a move sure to capture the attention of school districts across the state grappling with how to reallocate resources in a time of reduced funding, the Oconomowoc Area School District administration on Tuesday proposed a profound restructuring of its high school, cutting staff and demanding the remaining educators take on more teaching duties.
The kicker: Those remaining staffers would each get a $14,000 annual stipend.
The plan requires reducing Oconomowoc High School’s core teaching force by about 20% – from about 75 to about 60 people – across the departments of math, science, social studies, language arts, foreign language, physical education and art, Oconomowoc Superintendent Pat Neudecker said Tuesday before a school board meeting where the plan’s details were released.
Oconomowoc’s dramatic step reflects a district responding to reduced resources amid an urgent push to reshape teaching, with newfound leeway to adjust compensation, staffing and school structures without having to bargain with unions.
“We haven’t ever moved around the pieces in education like this,” Neudecker said, adding that even with the stipends next year, the district would save $500,000 annually under the new plan.
“Our expectations are changing for teachers, but we’re also going to deploy resources to help them change,” Neudecker said.

Structural change rather than just ongoing, overall spending increases.
Oconomowoc’s 2011-2012 budget is $51,381,000 for 5,211 students results in per student spending of $9,860, 33% less than Madison. Madison’s 2011-2012 budget spends $369,394,753 for 24,861 = $14,858.40/student.

Oconomowoc Superintendent Pat Neudecker calls the plan “the right thing to do for our students, our schools and the teaching profession.” Even before the financial belt got much tighter across Wisconsin, she was an advocate of changing classroom life to take better advantage of technology and make education more customized for students. Neudecker is currently president of the American Association of School Administrators; she was a leading figure in developing a statement issued by a group of Milwaukee area educators in 2010 that called for these kinds of changes.
Now, talk turns into action. Act 10, the Republican-backed state law that pretty much wiped out the role of teachers unions in school life, and cuts in education spending create the landscape for Oconomowoc to make big changes.
Oconomowoc High uses a block schedule, which means its days are built around four periods of about 90 minutes each, rather than, say, seven of 50 minutes. Generally, teachers teach three blocks and get one to work on things such as preparation. (If you think three blocks is a fairly light schedule, that’s because you haven’t done it.)
There is a big need to reduce spending for next year. For many school districts, that is going to mean reducing staff, keeping a tight grip on salary and benefits (as allowed now by state law), reducing offerings and increasing some class sizes – the four pillars of school cost cutting.




Madison (MI) School District teachers call 10% pay cut illegal, threaten lawsuit

Teachers in the Madison School District said the Board of Education there violated the law by imposing a 10% pay cut last week that is retroactive to the beginning of the current school year.
Bobby Robinson, president of the Madison Education Association, which represents 77 teachers and other professional employees, said the union plans to file a lawsuit Monday.
He cited a May ruling in a case that said employers can’t apply a pay cut retroactively.
Robinson said he raised those issues with the district administration after the board took action Monday, but paychecks teachers received Friday reflected the deduction. District and board leaders could not be reached Friday.
“They ignored it,” Robinson said.




Madison School Board plans to hire consultant to help in search for superintendent

The Madison School Board is moving quickly to conduct a search for a new superintendent to replace Dan Nerad.
The board plans to vote Monday on hiring a consultant for up to $3,000 to assist with the search process.
A board committee Friday recommended hiring George McShan, a former president of the National School Boards Association from Harlingen, Texas. McShan advised the board in 2007-08 when it hired Nerad.
The committee also recommended hiring a search firm by the end of July to help find the best candidate.
Separately, the board is considering candidates to hire on an interim basis should Nerad leave sooner than expected and the search for a permanent replacement is still ongoing.

Wisconsin superintendents survey last fall found state budget cuts prompted school districts to eliminate thousands of staff positions, increase class sizes, raise student fees and reduce extracurricular offerings this school year.
But this week, Gov. Scott Walker’s office said those results don’t tell the full story and that similar surveys from past years show school districts fared better after his education changes went into effect.
Further, the governor’s office contends the organizations that conducted those surveys — the Wisconsin Association of School District Administrators and the Wisconsin Education Association Council — were unhelpful, and in WEAC’s case actually worked against the administration as staff tried to compare recent results to past surveys.
“It’s unfortunate that WEAC stands in the way of survey data that they have released in the past, which shows the governor’s changes are working and are good for their members and the state’s schoolchildren,” said Cullen Werwie, Walker’s spokesman.
The older surveys show more school districts increased class sizes, reduced extracurricular programs, raised student fees and tapped reserves to balance their budgets in each year between 2002 and 2008 than they did in 2011-12.
In past years, about two-thirds to three-quarters of districts reported increasing student fees each year. This year, 22 percent of districts reported doing so.

Elections & Influence: School Board Races are One Piece of the Chess Match, Continued

Almost out of nowhere, a group called Wisconsin for Falk blitzed the local airwaves this month by buying $1.6 million worth of TV time to run ads statewide promoting former Dane County Executive Kathleen Falk in an all-but-certain recall contest for governor.
But the highly visible TV rollout left people in the dark on one basic issue:
Who exactly is this political newcomer trying to tip the upcoming election?
In short, Wisconsin for Falk is a union front group that wants Falk as the Democratic challenger to Gov. Scott Walker.
It’s receiving money and support from the Wisconsin Education Association Council, the state’s largest teachers union, and the American Federation of State, County and Municipal Employees, the main public employee union. Both have endorsed Falk, who has pledged to veto the next state budget if it doesn’t restore collective bargaining for public workers.
“Not sure why it’s shocking to anyone that they are supportive of this coalition,” said Michael Vaughn, a spokesman for Wisconsin for Falk.
Despite the group’s local name, those running Wisconsin for Falk’s field offices have come from all corners.

Anatomy of a Troubled School District: Picturesque Bayfield has it all: dreadful student performance, community infighting, a powerful teachers union, outlandish spending. What can be done?

Over 300 miles from the never-ending debates in Madison over how to help struggling schools, in a small, largely impoverished district along the edge of Lake Superior, Liz Woodworth ran unopposed for a spot on the Bayfield School Board this spring.
Woodworth isn’t just another parent. She and her husband, Jeff Kriner, are both teachers; she in nearby Ashland and he in the same district that Woodworth will help run. Kriner, in fact, has served as everything from a co-president of the local Bayfield Education Association to a teachers union negotiator and spokesman who appears before the School Board.
In states such as Arizona and Mississippi, conflict-of-interest laws would bar Woodworth from serving. Not here, where the state has long left local schools to sort out their own problems and conflicts. With Woodworth slated to begin a three-year term in late April, critics fear she will help preserve the status quo in schools that desperately need outside intervention.




Half-Crazy, Half-True: Alfie Kohn’s startling message on schools may be hurting Wisconsin’s poorest students

One hundred years ago, a progressive populist barnstormed the country, delivering fiery speeches and railing against the gold standard. Today another progressive populist barnstorms the country, delivering fiery speeches and railing against academic standards. Meet Alfie Kohn, the William Jennings Bryan of our age.
The Badger State has always been friendly territory for progressive populists; Kohn is a perfect fit. He’s been an influential voice in Wisconsin education discussions for nearly 20 years.
Kohn is a frequent guest on Wisconsin Public Radio, and his speeches have carried the imprimatur of everyone from the Wisconsin Association of School Boards to the University of Wisconsin-Madison School of Education to the Wisconsin Education Association Council to the Metropolitan Milwaukee Association of Commerce. Last November, his talk on the UW-Madison campus drew more than 700 people.
Like most demagogues, Kohn knows how to tap into his audience’s raw emotions — anger, feelings of powerlessness and resentment of a ruling elite. In his case, he puts voice to what many educators already believe: That school reform is a corporate plot to turn young people into docile employees; that an obsession with standardized testing is crowding out any real intellectual engagement in our schools; and that teachers have no say over what happens inside their own classrooms.




THE BAD OLD DAYS OF COLLECTIVE BARGAINING: Why Act 10 Was Necessary for Wisconsin Public Schools

Not so long ago, the Wisconsin Education Association Council (WEAC), the state’s largest teachers union, sported the motto, “Every child deserves a great school.”
The irony of that motto was not lost on school administrators, particularly in more recent years, as they struggled to balance budgets while local WEAC unions refused to accept financial concessions that would have helped maintain quality programming for students.
In school district after school district, layoffs have occurred, class sizes have increased and student programs have been cut, partially because many
unions refused to accept temporary pay freezes, or pay a bit more toward their own health insurance or pension costs.
This was happening all over the state, even before Gov. Scott Walker was elected and his biannual budget slowed the rate of state aid to schools.
The problem is not difficult to understand. Most public school administrators tell us they spend between 75-85 percent of their total budgets on labor costs, mostly for salaries and benefits for union teachers. If a budget crisis hits and spending cuts are needed, school boards will logically look at the biggest part of the budget.
But under the old collective bargaining system, local teachers unions had broad legal power to reject cuts in labor costs, and frequently did so. With 80 percent of the budget often untouchable, school boards had little choice but to cut from the 20 percent that has the most profound effect on students.
Something is definitely wrong with that picture, if you believe that schools exist primarily to benefit children.




Many high schools still not offering rigorous enough curriculum, report says

Though high school students benefit from a rigorous high school curriculum, equal access to advanced programs still plague many schools across the country, a report released Wednesday shows.
The report, “Is High School Tough Enough,” was released by the National School Boards Association’s Center for Public Education. The center is a national resource for information about public schools, providing research, data and analysis on current education issues.
The report indicates that more than 3,000 high schools in the United States fail to offer classes in Algebra II, a basic component of rigorous curriculum, a news release from the center said.
It also found that two-fifths of high school graduates “are not adequately prepared” by their high school education for entry-level jobs or college-level courses, according to a survey of college instructors and employers.

A closer look at “a rigorous curriculum”
While many decry the lack of rigor in the high school curriculum, it is difficult to find consensus about what rigor is. Dictionary definitions of the word refer to strictness and severity, but when referring to academic rigor, many educators use phrases such as “challenging content” and “competitive curriculum.” Educators, researchers and organizations have defined academic rigor in a number of ways:

  • Rigor is “the need for high school core courses to focus on the essential knowledge and skills needed for success in postsecondary education.” (ACT, 2007)
  • Rigor is “a demanding yet accessible curriculum that engenders critical-thinking skills as well as content knowledge.” (social research group MDRC as quoted in Hechinger Institute, 2009)
  • Rigor means that students should “raise questions, think, reason, solve problems and reflect.” (former Atlanta Superintendent Beverly L. Hall as quoted in Hechinger Institute, 2009)
  • A rigorous curriculum is “focused, coherent, and appropriately challenging.” (Michigan State Professor William Schmidt as quoted in Hechinger Institute, 2009)

State and local education agencies also worked to define rigor, most notably through the Common Core State Standards Initiative, a state-led effort coordinated by the National Governors Association Center for Best Practices (NGA Center) and the Council of Chief State School Officers (CCSSO). After a lengthy development process, a set of standards were released in June 2010, and the vast majority of states have now adopted the standards, which “provide a consistent, clear understanding of what students are expected to learn” in grades kindergarten through 12. According to the Common Core Standards Web site, the standards are aligned with “college and work expectations,” and “include rigorous content and application of knowledge through high-order skills.” At this writing, 46 states and the District of Columbia have adopted the common core standards (For more information, see http://www.corestandards.org).




More Election Tea Leaves: UW-Madison Ed School Dean on K-12 Tax & Spending: Defunding and privatization threaten public schools

Public education currently stands under twin towers of threat — de-funding and privatization. This is consistent with a conservative agenda to eliminate many public programs — including public education.
In Wisconsin, school districts have been under strict limits on their revenues and spending since 1993. These limits have not kept pace with the natural increases in the costs of everyday things like supplies, energy and fuel. So every year, local school board members and administrators have had to cut their budgets to comply with spending limits. Throughout these years, school boards and administrators have done an admirable job of managing these annual cuts, but taken together, reductions in programs and staff have had a significant and very negative impact on our schools and the education they can provide to children.
Unfortunately this year, these same districts have received the largest single budget cut in Wisconsin history. For example, high poverty aid was cut by 10 percent during a time when poverty in children has increased in Wisconsin. As a result, schools are cutting programs and staff. According to the Wisconsin Department of Public Instruction data, the cuts in 2012 are greater than the two previous years combined. These cuts will be compounded when next year’s cuts come due.

In comments before the school board and on his blog, avidly picked up and repeated by other liberal/progressive outlets, the Madison-based historian and social activist has been spinning an intricate web of guilt by association and seven degrees of separation in order to out Mr. Caire as a closet conservative, a secret tea partier, and a suspect capitalist.

Madison Prep Rhetoric Continues: Guilt by association is political cheap trick

They came, as such things usually do, via that great information dumping ground known as the Internet.
“The Ideological Lineage of Madison Prep: If you haven’t seen this, you really should: History, Not ‘Conspiracy,'” read the Feb. 1 tweet.
Included was a link to a Jan. 27 blog post that in 1,776 words has Kaleem Caire – head of the Urban League of Greater Madison and the main backer of controversial Madison charter school Madison Preparatory Academy — connected to more than a dozen conservative causes or leaders, including such bogeymen of the left as the American Legislative Exchange Council and the Charles G. Koch Foundation.
Similarly, a 1,357-word, Dec. 22 essay published on the website of a local liberal magazine points to Caire’s work with “right-wing organizations” such as the Black Alliance for Educational Options and describes the people behind charters like Madison Prep as being about the “business” of “obtaining a secure stream of public funding to attract more private investment in what are essentially private ventures outside of the scrutiny or accountability systems of democratically elected school boards.”

“School choice” is a broad term that refers to a wide range of alternatives, including themed charter schools that are entirely under the control of their home school districts. Forty states and the District of Columbia have those in place, according to the American Federation for Children, a national school choice advocacy group.
But it is the voucher programs, in which public funds are used to send children to private schools, that are the focus of much of the energy around the choice movement. Seven states and the District of Columbia have those, and Milwaukee’s voucher program is the first and largest of its kind in the country. That makes Wisconsin a key national battleground.
“Wisconsin has a high level of value to the movement as a whole,” says Robert Enlow, president of the Indianapolis-based Friedman Foundation for Educational Choice, a nonprofit group that advocates for school choice. The state, he says, is notable for “the high level of scholarship amounts that families can get.”
Milwaukee’s voucher program had 20,300 full-time equivalent voucher students at 102 private schools in 2010-11, compared to about 80,000 students at Milwaukee’s public K-12 schools. The total cost, at $6,442 per voucher student, was $130.8 million, of which about $90 million came from the state and the rest from the Milwaukee Public Schools.
Critics see the school choice program as part of a larger strategy — driven into high gear in Wisconsin by the fall election of Gov. Scott Walker and other Republicans — to eviscerate, for ideological and religious reasons, public schools and the unions that represent teachers.

    That’s how much the Wisconsin Education Association Council said last week it will spend trying to make sure four Democratic state senators are re-elected – enough, WEAC hopes, to keep a Democratic majority in the 33-member state body.
    Although there are 15 Democratic candidates running for the state Senate, and 80 Democrats running for the state Assembly, the latest WEAC report shows that the teachers union is placing what amounts to an “all in” bet on saving just four Democratic senators who are finishing their first terms.

    The statewide teachers union led in spending on lobbying state lawmakers even before this year’s fight over collective bargaining rights.
    The Wisconsin Education Association Council spent $2.5 million on lobbying in 2009 and 2010, years when Democrats were in control of all of state government, a report released Thursday by the Government Accountability Board showed.
    WEAC is always one of the top spending lobbyists in the Capitol and they took a central role this year fighting Gov. Scott Walker’s plan curbing public employee union rights, including teachers.
    Back in 2009, when Democrat Jim Doyle was governor and Democrats controlled the Senate and Assembly, WEAC wasn’t helping to organize massive protests but it was a regular presence in the Capitol.

  • Spending in summer recall elections reaches nearly $44 million

    Spending in the summer’s recall elections by special interest groups, candidates and political action committees shattered spending records set in previous elections, with $43.9 million doled out on nine elections, according to a study released Tuesday by the Wisconsin Democracy Campaign.
    Spending by six political action committees or special interest groups topped the $1 million mark. We Are Wisconsin was the top spender.
    The union-backed group spent roughly $10.75 million, followed by the conservative-leaning Club for Growth at $9 million and $4 million in spending from the Greater Wisconsin Committee.

Are school boards part of the problem or the solution?

In the drama of public education, many people seem to see school boards as wearing black hats. When is the last time you heard a positive reference to school boards in our ongoing national debate? School boards are part of the problem, right?
Actually, local school boards have an essential role in education reform. More often than not, they are composed of energetic citizens who bring a passion for their communities to bear on nettlesome issues ranging from graduation rates to childhood obesity and bullying.
As a longtime school board member in New York State and chair of the student achievement committee for the National School Boards Association, I have been looking at what research says about school boards and student achievement. Does what happens in the boardroom make a difference in the classroom? The answer is yes, unequivocally.
Controlling for demographic differences, districts with high levels of student achievement have school boards that exhibit habits and characteristics that are markedly different from boards in low-achieving districts.




Wisconsin Education Association Trust defends its actions as insurer

A health insurance company affiliated with the state’s largest teachers union is caught in the cross-fire of Wisconsin school reform politics, the company’s CEO told the Journal Sentinel editorial board Monday.
“We haven’t really wanted to be the story,” said Mark Moody, president and CEO of WEA Trust. “We’ve become the lightning rod for debate.”
Moody said WEA Trust has lost about 17% of its subscribers as a number of school districts have switched insurance providers in the wake of deep state budget cuts. WEA Trust at the start of the year insured two-thirds of Wisconsin’s 424 school districts, but only 35% of the state’s teachers, since many of the insured districts are small, he said.
One renewal sweetener WEA Trust offered to districts – which the provider said was done in accordance with federal rules – may prompt legal action.




Kaukauna Area School District projects $1.5 million surplus after contract changes to health care, retirement savings; Milwaukee Plans to Lay Off 354 Teachers

As changes to collective bargaining powers for public workers take effect today, the Kaukauna Area School District is poised to swing from a projected $400,000 budget shortfall next year to a $1.5 million surplus due to health care and retirement savings.
The Kaukauna School Board approved changes Monday to its employee handbook that require staff to cover 12.6 percent of their health insurance and to contribute 5.8 percent of their wages to the state’s pension system, in accordance with the new collective bargaining law, commonly known as Act 10.
“These impacts will allow the district to hire additional teachers (and) reduce projected class sizes,” School Board President Todd Arnoldussen wrote in a statement Monday. “In addition, time will be available for staff to identify and support students needing individual assistance through individual and small group experiences.”

Milwaukee Public Schools Superintendent Gregory Thornton announced at a news conference this afternoon that 519 layoff notices would be issued for next school year, including 354 teachers.
Most of the teacher cuts come at the elementary level. The district has about 125 elementary schools. The elementary schools most affected are those that lost funding for a program that reduces class sizes.
The layoffs are the result of a number of budgetary factors, including the loss of $84 million in state aid to MPS for the next fiscal year, Thornton said.
Thornton called on the Milwaukee Teachers’ Education Association to reconsider the district’s request that teachers pay 5.8% of their salaries toward their pensions, which would have reduced the number of layoffs by about 200 teachers.

State budget will force most Wisconsin school districts to cut property taxes

The state budget bill now in Gov. Scott Walker’s hands would leave schools with roughly $900 million less in state aid and property tax authority over the next two years, state figures show.
Going beyond simple cuts in state aid to schools, the budget bill would also end up requiring many districts – perhaps two-thirds of them statewide – to cut their property tax levies, according to one analysis by a University of Wisconsin-Madison professor.
Now that the 2011-’13 budget bill stands on the verge of becoming law and the protests have died down, schools – and taxpayers – can start to digest the changes in store for them. Those range from new savings on teachers’ benefits to expansions of private school voucher programs in Milwaukee and Racine.
“We’re really entering a new phase in school funding,” said Dan Rossmiller, lobbyist for the Wisconsin Association of School Boards. “It suggests huge challenges.”
The cuts to schools are the single biggest item in the Republican budget toward closing a two-year, $3 billion budget deficit without relying on tax increases. The controversy about the cuts is likely to continue, with at least one district saying it’s considering a lawsuit.

MPS board votes to ask union for pension concession to save jobs

The Milwaukee School Board voted Tuesday night to ask the teachers union for up to a 5.8% pension contribution, which potentially could be done under legislation passed last week by the Legislature’s budget committee. That legislation, if passed by the full Legislature, would allow districts to enter into side agreements without reopening contracts.
If the Milwaukee Teachers’ Education Association agreed to the pension contribution, the $19.2 million generated could save 198 teaching positions, including 51 positions in the Student Achievement Guarantee in Education, or SAGE, program, according to district estimates. That program allows an 18-to-1 student-to- teacher ratio in kindergarten through third grade at schools with qualifying low-income children.
The pension contribution savings also could restore 22 nurses and one nursing supervisor position, plus 27 art and music teachers, said Board President Michael Bonds, who proposed that the union be approached for the concession as the board wrestled with its budget for the 2011-’12 fiscal year.
“This is a golden opportunity to save jobs, help our kids, and it’s consistent with state law,” Bonds said after the meeting.




Claims of Discrimination By Milwaukee Public Schools Pop Up Again in ED Drug Case

In March, it was announced with much fanfare that the Milwaukee teachers’ union was dropping it’s controversial Viagra lawsuit against MPS.
However, the MacIver News Service has learned that the effort to force MPS to provide coverage for erectile dysfunction treatments has arisen again, albeit in a different venue.
The Milwaukee Teachers Education Association’s (MTEA) decision earlier this year came just eight months after filing their August of 2010 suit in Milwaukee County Circuit Court wherein they argued that the board’s policy of excluding erectile dysfunction drugs from their health plan coverage was discriminatory against men.




New York Voters Pass 93% of School Budgets in State

Voters across New York State approved more than 93 percent of school budgets on Tuesday, as administrators facing sharp reductions in state education aid offered plans to cut staff and programs, tap into reserves and keep tax increases relatively low.
Statewide, districts proposed an average budget-to-budget increase of 1.3 percent, the lowest in 15 years. (The five largest school districts — Buffalo, New York, Rochester, Syracuse and Yonkers — do not hold budget votes.) The average increase in local tax collections was 3.4 percent, up slightly from 3.2 percent last year, though 36 districts proposed no increase at all, and 20 reduced their tax collection.
Over all, 634 budgets passed and 44 were rejected, according to an analysis by the New York State School Boards Association. As of Wednesday evening, only partial results had been released by the State Education Department.




Four Degrees of New Jersey Education Association



New Jersey Left Behind:

Question: how many degrees of separation are there between the broadening coalition opposing the expansion of charter schools in New Jersey and the National Education Association?

First, a news hook and a bit of back story. On Saturday morning New Jersey School Boards Association’s Delegate Assembly overwhelming approved an emergency resolution put forth by the Princeton Board of Education that would require voter approval for the authorization of any new public charter school. The approval implicitly supports a pending bill sponsored by Assemblyman Patrick Diegnan (and, as NJ Spotlight reports, complicates prospects for a more carefully crafted bill that would expand authorizers beyond the DOE, sponsored by Assemblywoman Mila Jasey).

NJSBA’s disapprobation of charter school expansion is right in line with the political agendae of other education groups like Education Law Center, Garden State Coalition of Schools, and a new group called Save Our Schools NJ (SOS NJ). Their well-coordinated message is simple: taxpayers cough up the dough for public education so taxpayers should have veto power within their communities regarding the opening of any taxpayer-supported charter school. Anything else is taxation without representation, right? If a potential charter school wants to open, then it can put the question to a vote during election season.




New Jersey School Board President Calls Charter Schools “Bad Public Policy”

Speaking before the Board of Education during its meeting Thursday night, President Jack Lyness expressed strong feelings in opposition to the nation’s burgeoning “charter school movement.”
Charter schools are primary or secondary schools that are funded by government but operate independently from local boards of education in exchange for meeting academic standards stipulated by the state Commissioner of Education. Unlike private schools, charter schools are not permitted to charge tuition, and they are considered part of the public school system.
Many parents of New Jersey school children are considering charter schools as an alternative to traditional public schools. As of January, there are 73 charter schools in New Jersey-the state is the fourth largest charter authorizer in the U.S.-and the state Department of Education website predicts there will be more than 100 by the fall. This year, more than 22,000 children in grades pre-K through 12 throughout the state are enrolled in a charter school. According to the New Jersey Charter Schools Association, 66 percent of the state’s charter schools achieved adequate yearly progress in 2008-09 compared to 44 percent of their local district schools.

Civic and school board experience:
I have attended over 100 school board meetings. Since 2008, I have often been the only person at the school board meetings not on the board or employed by the district.
I have relentlessly pushed for greater transparency of board meetings: airing meetings on TV, publishing agendas and orders of business on the web, as well as school budgets, audited financials, powerpoint presentations and video on the web. I researched and recommended digital recording technology to record meetings and make podcasts of meetings which was later purchased and adopted by the school board.
I not only attend the meetings but publish reports about them on the web. I also publish articles and opinion pieces by other members of the community.
To mark the 49th Anniversary of the Lincoln School desegregation case, I edited and published an 8-part series on the history of the Lincoln School case, one year before the 50th Anniversary of the Kaufman decision. I met with the leadership of the association of black churches in New Rochelle, the President of the N.A.A.C.P. and other leaders in the African-American community. I appeared before the school board to inform them of the upcoming event, of which they were unaware, and urged them to properly mark the occasion of the 50th Anniversary on January 24, 1961. These efforts initiated the year-long celebration of the 50th Anniversary in our schools.




NY schools innovating, cooperating to ease cuts

From labor concessions by teachers and administrators to changing bus routes, many school districts in New York are finding ways to handle Gov. Andrew Cuomo’s historic cut in state aid without massive layoffs or drastic increases in property taxes.
Some schools that have already presented budget proposals are also tapping deeper into reserves to avoid layoffs and cuts to programs and sports. The result in many of the first batch of districts to formally propose budgets to voters is savings that cover much of the cut while protecting academic programs, yet resulting in tax levy increases near or below inflation.
“A lot of that is happening right now,” said David Albert of the state School Boards Association. He said the Legislature’s restoration of $230 million in operating aid in the state budget adopted March 31 has helped, along with labor concessions.




Wisconsin Schools Told to Wait on Contracts

The Wisconsin school board association on Monday urged districts that have not reached new deals with teachers’ unions to hold off given the uncertainty over whether a new law removing nearly all collective bargaining rights is in effect.
Many school districts, counties and municipalities have been rushing to reach deals before the law that takes away all bargaining rights except over base salary kicks in.
Republican lawmakers pushed through passage of the law earlier this month despite massive protests that drew up to 85,000 people to the state Capitol and a boycott by Democratic state senators. Opponents immediately filed a series of lawsuits, and a hearing on one was scheduled Tuesday. The judge in that case had issued a restraining order barring Democratic Secretary of State Doug La Follette from publishing the law, typically the last step before it takes effect.




Republican bill calls for a board of political appointees to authorize charter schools

Under a Republican-sponsored bill, nine political appointees would get to authorize public charter schools while local school districts foot the bill. The creation of this state-wide charter school authorizing board — with members appointed by the governor and the leaders of the state Senate and Assembly — is a key provision of legislation authored by Sen. Alberta Darling of River Hills that will get a hearing on Wednesday at 10 a.m. at the Capitol before the Senate Education Committee.
Senate Bill 22 not only de-emphasizes local control, but also creates changes in how teachers are certified and removes caps from the numbers of students who may enroll in virtual schools. A companion bill is also pending in the state Assembly.
Opponents say the proposed changes would not only eliminate local control in favor of a new, politically motivated bureaucracy but would also siphon general aid away from all of Wisconsin’s 424 public school districts in favor of charters. But backers say it will remove current barriers that prevent charter schools from realizing their full potential.
“This bill would get rid of the charter school lite culture we currently have in Wisconsin and allow these schools’ full potential for autonomy, flexibility and innovation to be fully realized,” says John Gee, executive director of the Wisconsin Association for Charter Schools.

Wisconsin Teachers urge school boards to approve contracts ahead of budget repair bill

Teachers unions across the state are urging school boards, including Madison’s, to approve two-year contract extensions with major wage concessions before a Republican proposal to dismantle collective bargaining takes effect.
But the Wisconsin Association of School Boards is warning districts not to rush contract approvals as they may be limiting their options in the face of historic state funding cuts.
“We’re telling people to be very cautious,” said Bob Butler, an attorney with the Wisconsin Association of School Boards. “There’s just a lot of unknowns for what their revenue will look like under the governor’s (budget) proposal and how that proposal will evolve over time.”




Is America’s best high school soft on math?

By all accounts, he is one of the best math teachers in the country. The Mathematics Association of America has given him two national awards. He was appointed by the Bush administration to the National Mathematics Advisory Panel. For 25 years he has prepared middle-schoolers for the tough admissions standards at Thomas Jefferson High School for Science and Technology, the most selective high school in America.
Yet this year, when Vern Williams looked at the Jefferson application, he felt not the usual urge to get his kids in, but a dull depression. On the first page of Jefferson’s letter to teachers writing recommendations, in boldface type, was the school board’s new focus: It wanted to prepare “future leaders in mathematics, science, and technology to address future complex societal and ethical issues.” It sought diversity, “broadly defined to include a wide variety of factors, such as race, ethnicity, gender, English for speakers of other languages (ESOL), geography, poverty, prior school and cultural experiences, and other unique skills and experiences.” The same language was on the last page of the application.
“This is just one example of why I have lost all faith in the TJ admissions process,” Williams said. “In fact, I’m pretty embarrassed that the process seems no more effective than flipping coins.”




Madison School District preparing hundreds of teacher layoff notices

The Madison School District and others across the state are scrambling to issue preliminary layoff notices to teachers by Monday due to confusion over Gov. Scott Walker’s budget repair bill and the delay of the state budget.
Madison may issue hundreds of preliminary layoff notices to teachers Monday if an agreement with its union can’t be reached to extend a state deadline, school officials said Thursday.
The School Board plans to meet at 7 a.m. Friday in closed session to discuss the matter.
The Wisconsin Association of School Boards this week urged local school officials to decide on staff cuts by Monday or risk having potential layoffs challenged later in court.
“It’s hugely important and hugely upsetting to everyone,” said Craig Bender, superintendent of the Sauk Prairie School District, which will issue preliminary notices to 63 of its roughly 220 teachers. “It has a huge effect on how schools can function and how well we can continue to educate all kids.”
Bender said the preliminary notices reflected “a guess” about the number of teachers who could lose their jobs because the state budget has not been released.

The first tremors of what could be coming when Gov. Scott Walker releases his 2011-’13 budget proposal next week are rippling through Wisconsin school districts, where officials are preparing for the worst possibilities and girding for fiscal fallouts.
“I’m completely nervous,” Cudahy School District Superintendent Jim Heiden said. “Walking into buildings and seeing teachers break into tears when they see you – I mean, that’s the level of anxiety that’s out there.”
For the past two weeks, protests in Madison have been the focus of a nation, as angry public-sector workers have descended on the Capitol to try to stop Walker’s proposal to roll back most of their collective bargaining rights, leaving them with the ability to negotiate only limited wage increases.
Next week, the demonstrations could move to many of the state’s 425 school districts, the first local entities that will have to hash out budgets for a fiscal year that starts July 1.

Gov. Scott Walker’s secrecy and rhetoric regarding his budget plans are fueling rumors and anxiety as well as a flurry of preliminary teacher layoff notices in school districts around the state.
In Dane County, the Belleville school board voted to send layoff notices to 19 staff members at a meeting on Monday. Both the Madison and Middleton Boards of Education will meet Friday to determine their options and if they will also need to send out layoff notices, given the dire predictions of the governor’s budget which will be announced March 1.
In Madison, hundreds of teachers could receive layoff notices, district officials confirmed. Superintendent Daniel Nerad called it an option that would provide “maximum flexibility under the worst case scenario” in an e-mail sent to board members Thursday evening.
Most districts are bracing, and planning, for that worst case scenario.

Wisconsinites often believe we lose jobs because of lower wages elsewhere. In fact, it is often the abundance of skills (and subsidies and effort) that bring huge Intel research and development labs to Bangalore, Microsoft research centers to Beijing, and Advanced Micro Devices chip factories to Dresden.

Grow the economy (tax base) and significantly improve our schools….




School Board Votes For Independent Review Of Budget Per Union’s Request

Tensions were high and the hallways packed for a special meeting of the Rockford School Board on proposed budget cuts to close schools, eliminate programs and layoff more than 300 employees.
Earlier this week the Rockford Education Association questioned whether those cuts need to happen at all, and now they’re offering to pay fifty grand for an independent review.
Today, the board was split but approved a motion 4-3 to support the union’s request
“The main reason is because it is projections, it is projections, legitimate projections based on trends, and I don’t see the point to second guessing that,” said School Board Member Jeanne Westholder.
“I think it is worth while to take a look, either to put it to rest or to be sure that we have the accurate figures to vote on,” said School Board Member Alice Sautargis.
The district’s finance team says they need to cut 50- million dollars, while the union believes it’s more like 15- million.




Madison schools’ ‘Cadillac’ health insurance a myth

There’s always lots of talk about how Madison area teachers enjoy gold-plated health insurance plans, courtesy of the taxpayers. But a recently released report from the Wisconsin Association of School Boards should go a long ways towards dispelling that myth.
Almost 400 school districts showed insurance data for the 2009-2010 school year, and the cost of premiums for Madison school district employees were rock bottom, second only to the tiny Maple school district’s premium costs. (Only about a quarter of the school districts in Wisconsin have yet reported their 2010-2011 figures).
Last year’s premium costs for the Maple School District, located in Douglas County in northern Wisconsin, were $369.26 per month for a single person’s policy; Madison’s costs ran $419.13 for a single policy, with Hortonville in third place at $419.42. Family insurance premiums in Maple were $1107.79 per month while Madison’s were $1119.10; Hortonville was 1220.41.




Atlanta public high schools placed on probation

Atlanta’s public school system was told Tuesday it has until September 30 to make progress on a series of recommendations or risk its high schools losing their certification, a fate that would affect the college hopes of many of the system’s graduates.
The probationary status stems from complaints that conflicts between members had severely hampered the school board’s ability to govern effectively, according to a statement from AdvancEd, the world’s largest school accrediting agency and the parent company of the Southern Association of Colleges and Schools.
“This is designed to improve the school system,” Mark Elgart, president and CEO of AdvancED, said at a news conference Tuesday. “The (school) board and the system have a choice here: They can choose to proactively take actions designed to improve it, building on these actions we have outlined, or they can fight it.”

n one of Gov. Jerry Brown’s first official acts this week, he sacked the majority of the state Board of Education, replacing several vocal proponents of charter schools, parent empowerment and teacher accountability.
A broad range of educators, policy makers and others say the move was widely believed to be the handiwork of the California Teachers Assn., which heavily supported Brown in his gubernatorial campaign. The union’s support will be vital if he, as expected, places measures on the June ballot to temporarily raise taxes to ease the state’s budget deficit. It also appears to delay a key vote about parents’ power to reshape failing schools — an effort opposed by the union — leading to strong criticism of the governor from fellow Democrats.
“No doubt about it, this is in part looking at the November election first and foremost, and then of course upcoming elections,” said former state Sen. Gloria Romero, a Los Angeles Democrat.

During the discussion that followed, Board members agreed to submit follow-up questions to the Urban Leagne, to which the Urban Leagne would respond before the next meeting of the Planning and Development Committee. Questions were submitted by Ed Hughes and Lucy Mathiak. Furthermore, Arlene Silveira submitted questions presented to her by several connnunity members. Below each numbered Board member question, you will find the ULGM response.
1. Ed Hughes: Do you have a response to the suggestion that your proposal may violate Wis. Stat. sec. 118.40(4)(c) other than that you also intend sometime in the future to develop and operate a school for girls? If so, what is the response?
ULGM: Please refer to our letter to MMSD Board of Education members that responded to the ACLU’s opposition to Madison Prep. The answer to your question is contained in that letter. We have attached the letter to this document for your review.

3. Ed Hughes: Do you have copies of any of the contracts Wisconsin non-instrumentality charter schools have entered into with their school districts? If so, please list the contracts and provide a copy of at least one of them.
ULGM: See attached contracts for Lake Country Academy in Sheboygan and the Wisconsin Virtual Academy in McFarland, which are both non-instrumentality charter schools.
4. Ed Hughes: To the extent the information is available to you, please list the amount ofper.student payment each non-instrumentality charter school in Wisconsin is contractually entitled to receive from its sponsoring school district.
ULGM: We have requested information from the DPI on the current per-student payments to each non-instrumentality charter school in Wisconsin, but we understand that DPI does not now have the information consolidated in one database. We expect that the per-student payment information will be available from DPI by January 17, and we will submit that information to the board and administration as soon as it becomes available from the DPI. The per-pupil payment to each district.authorized charter school in Wisconsin, including instrumentality and non-instrumentality charter schools, is determined through negotiations and mutual agreement between the school district, as the charter school authorizer, and the charter school developer/operator.
5. Ed Hughes: Please identify the minimum per-student payment from the school district that would be required for Madison Prep to be financially feasible from your perspective. If you don’t have a specific figure, provide your best estimate of the range in which that figure is likely to fall.
ULGM: The MMSD Superintendent and Assistant Superintendent-Business in agreement with us that more time is needed to present a projected minimum payment from the school district. DPI’s School Finance Data Warehouse indicates that MMSD reported $14,432 in revenue per student and spent $13,881 per student iu 2008-09. We are certain that we will not request more per student than what MMSD spends annually.
6. Lucy Mathiak: Do you know what Madison Prep will cost the district? And do you know where the money will come from?
ULGM: We have an idea ofwhat our school will cost but as stated in the answer to question number 5, we are working through several costs and line items with MMSD’s Superintendent and Assistant Superintendent-Business. In Wisconsin, public charter schools are funded primarily by school districts or the state legislature (non-school district authorized schools). Generally, private funding is limited to 5% of costs during the budgeting process. However we will raise significantly more in private funding during the pre-implementation and implementation years of the school than we will in out years.
7. Lucy Mathiak: How the financial commitment asked of the district compares to the financial commitment to its existing schools?
ULGM: Assuming you mean existing traditional public schools, we will require more information from MMSD’s administration to make this comparison. Given that Madison Prep will be a new school and a non-instrumentality, there will be costs that Madison Prep has that the school system does not, and vice versa. However, we are firmly committed to ensuring our school is operated within the annual per pupil cost MMSD now spends to educate students in middle and high schools.
8. Community Member, via Arlene Silveira: First of all, has the funding that is indicated as part of the proposal actually been acquired or promised? The proposal indicates $100,000/ year from the Madison Community Foundation, but I can’t find any information from MCF itself about funding Madison Prep. All I can see is that they donated to the Urban League’s capital and Workforce campaigns. Will you check into this? Also, the proposal indicates $250,000/ year for 3 years from Partners for Developing Futures. Last year, despite having received 25 applications for funding from “education entrepreneurs,” this organization did not fund any of them due to the quality of the applications. How is the Madison Prep planning team able to claim this as a source of funding? Have promises been made?
ULGM: The Madison Community Foundation and Partners for Developing Futures were listed as potential revenue sources; these dollars were not committed. Our business plan followed the same approach as most business plans for start-up initiatives: listing prospective revenue sources. However, we do intend to pursue funding through these and other sources. Our private fundraising goals and needs in our five-year budget plan are reasonable.
9. Lucy Mathiak: What additional resources are needed to make the Madison Prep model work?
ULGM: Our school is designed as a demonstration school to be replicable, in whole or in part, by MMSD and other school systems. Therefore, we will not request more than the district’s own annual costs per pupil at the middle and high school levels.
10. Lucy Mathiak: What resources are in hand and what resources will you need to raise?
ULGM: We presently have $50,000 to support the planning of the school, with the offer of additional support. However, we will secure additional private and public funding once the Board of Education formally approves the DPI planning grant application/detailed proposal for Madison Prep.
11. Lucy Mathiak: Ifthere is a proposed endowment, what is the amount of the endowment in hand, the estimated annual rate of return, and the estimated income available for use?
ULGM: New charter schools generally do not budget for endowment in their first few years of operation. We intend to build an endowment at some point and have line items for this in Madison Prep’s budget, but these issues will be decided by the Board ofDirectors ofthe school, for which we will not begin recruiting until the Board of Education approves our DPI plauning grant application/detailed proposal.
12. Ed Hughes: Which parts of your proposal do you require non-instrumentality status to implement?
ULGM: Non-instrumentality status will be vital to Madison Prep’s ability to offer an extended school day, extended school year, as well as the expectations we have of teachers to serve as mentors and coaches to students. The collective bargaining contract between the Board of Education and Madison Teachers, Inc. would not allow for this added instructional time. Yet this added instructional time will be necessary in order for students to meet Madison Prep’s ambitious achievement goals. In addition, our professional development program will also require more hours of training. We also intend to implement other special activities for students and faculty that would not be allowed under MMSD and MTI’s collective bargaining agreement.
13. Ed Hughes: What will be the school’s admission policy? Please describe any preferences that the admission policy will include. To what extent will students who live outside ofthe Madison school district be considered for admission?
ULGM: Madison Prep will comply with all federal and state regulations relating to charter school admissions. In its inaugural school year (20 12-20 13), Madison Prep will be open to any 61h and 7’h grade male student residing within the boundaries of MMSD.
All interested families will complete an Enrollment Form at the Urban League’s offices, online, during community meetings and outreach activities, through local partners, or during a visit to the school (after it opens). If Madison Prep receives less than 45 enrollment forms for either grade (6 and 7) in the tirst year, all students’ who applied will be admitted. If the school receives more than 45 enrollment forms for either grade level in the first year, or enrollment forms exceed the seats available in subsequent years, Madison Prep will hold a public random lottery at a location that provides enough space for applicant students and families. The lottery will be held in accordance with DPI guidelines for random lotteries. If Madison Prep does not fill all available seats, it will continue its grassroots recruitment efforts until it reaches its enrollment goal.
14. Community Member, via Arlene Silveira: We know that Madison Prep won’t accept girls. Will it except boys with Autism or Aspergers? If a boy has a learning disability, will he be allowed to attend? What ifthis learning disability makes it not possible for him to perform above grade level on a standardized test? Will he be allowed in? And can they kick him out if his test scores aren’t advanced/proficient?
ULGM: Please see our answer to question #13. To be clear, Madison Prep will accept students with special learning needs, including students who speak English as a second language. As always, IEP teams will determine on a case-by-case basis if Madison Prep is an appropriate placement for special education students. No Madison Prep student will ever be expelled for academic performance.
15. Ed Hughes: An attraction ofthe proposed school is that it could provide the kind ofiutense academic and other sorts of support that could change the trajectories of its students from failure to success. How will you ensure that your school serves primarily students who require the sort of approach the school will offer in order to be successful?
ULGM: Please see our answer to question #13 and question #16 below. We will go to great lengths to inform parents about Madison Prep as an option for their child, and to recruit students and families to our school. We will over-market our efforts in low-income communities and through media, sports clubs, community centers, churches, employers, and other vehicles that reach these students and their parents. We are also exploring the legality of our ability to set an income goal or threshold for student admissions. Nonetheless, we believe that any young man, regardless of their family background, would be well served by Madison Prep.
16. Ed Hughes: To the extent yon know them, describe what the school’s stndent recruitment and marketing strategies will be.
ULGM: Madison Prep’s marketing plan will support three priorities and goals:
1. Enrollment: Recruiting, retaining, and expanding student enrollment annually -share Madison Prep with as many parents and students as possible and establish a wait-list of at least 20 students at each grade level by June I each year (with the exception of year one).
2. Staffing: Recruiting and retaining a talented, effective, and committed faculty and staff -field qualified applicants for each position in a timeframe that enables us to hire by June 30 each year.
3. Public Image and Support: Building, maintaining, and solidifying a base of support among local leaders, financial contributors, key partners, the media, and the general public.
To ensure the public is well acquainted with the school, Madison Prep, with the support of the Urban League of Greater Madison, will make use of a variety of marketing strategies to accomplish its enrollment, staffing, fundraising, and publicity goals. Each strategy will be phased in, from pre.launch of the school through the first three years of operation. These marketing strategies are less expensive and more sustainable with the budget of a new charter school than television, radio, and popular print advertisements. They also deliver a great return on investment if executed effectively. Each strategy will enable Madison Prep, with its limited staff, to promote itself to the general public and hard-to-reach communities, build relationships, sustain communications and achieve its goals.
A. Image Management: Madison Prep’s logo and images of young men projecting the Madison Prep brand will be featured on the school’.s website, in informational and print materials, and on inexpensive paraphernalia (lapel pins, emblems, ink pens, etc). Students will be required to wear uniforms that include a red or black blazer featuring the Madison Prep emblem, a sweater, a red or black tie, white shirt, black or khaki pants, and black or brown dress shoes. They will also have a gym uniform and athletic team wear that features the Madison Prep emblem. Additionally, Madison Prep will ensure that its school grounds, educational facility, and learning spaces are clean, orderly and well-maintained at all times, and that these physical spaces reflect positive images of Madison Prep students, positive adult males, community leaders, families, and supporters. Madison Prep’s Core Values will be visible through the school as well, and its students, faculty, staff, and Board of Directors will reflect an image in school and in public that is consistent with the school’s Core Values and Leadership Dimensions.
B. Grassroots Engagement: Madison Prep’s founders, Board members, volunteers, and its key staff (once hired) will go door-to-door in target neighborhoods, and other areas within MMSD boundaries where prospective candidates can be found, to build relationships with young men, families, and local community resource persons and advocates to recruit young men to attend Madison Prep. Recruiters will be dressed in the Madison Prep uniform (either a polo shirt, sweater or suit jacket/tie, each showing the Madison emblem, and dress slacks or skirt) and will visit homes in two person teams.
Madison Prep will also partner with City Council members, Advisory Neighborhood Commissioners, and local libraries to host community meetings year-round to promote the school in target neighborhoods and military bases. It will also promote the school to citizens in high traffic residential areas of the city, including metro stops, restaurants, community centers, community health agencies, and at public events. Madison Prep will engage the religious community as well, promoting the school to church leaders and requesting to speak before their congregations or have the church publicize the school during their announcements on Sundays and ministry activities during the week. Area businesses, hospitals, government agencies, foster care agencies, and mentorship programs will be asked to make information available to their patrons, clients, and families. Madison Prep will also seek to form partnerships with the Police Department and Court System to ensure judges, attorneys, neighborhood police officers, and family advocates know about the school and can make referrals of young men they believe will benefit from joining Madison Prep’s school community.
C. Online Presence & Partnerships: Madison Prep will launch a website and update its current Facebook and Twitter pages prior ·to the school opening to expand its public presence. The Facebook page for Madison Prep presently has more than 100 members, has been operational for less than 2 months, and has not yet been widely marketed. The page is used to raise awareness, expand support, communicate progress, announce activities and events, and promote small-donor fundraising campaigns. The website will be used to recruit students, staff, and eventually serve as an entry-point to a member only section on the Internet for faculty, students, and parents. Madison Prep will also seek to establish strategic alliance partnerships with service associations (100 Black Men, Sororities and Fraternities, Civic Clubs or Organizations, etc.), enlisting their participation in the school’s annual events. In addition, Madison Prep will establish partnerships with other public and private schools in the Madison area to recruit students, particularly elementary schools.
D. Viral Marketing: Madison Prep will use email announcements and social networking sites to share its mission, activities, employment opportunities, and successes with its base of supporters and will inspire and encourage them to share the information with their friends, colleagues, parents and young men they know who might be interested in the school. Madison Prep will add to its base of supporters through its other marketing strategies, collecting names and contact information when and where appropriate.
E. Buzz Marketing: Madison Prep will use subtle forms of marketing to recruit students and faculty, increase its donor and support base, and develop a positive public image. The school will maintain an influential board of directors and advisors, will engage notable people and organizations in the school, and will publicize these assets to the general public. The school will also prepare key messages and strategically involve its students, staff, and parents in key events and activities to market its brand -high achieving, thoughtful, forward thinking, confident and empowered young men who are being groomed for leadership and success by equally talented, passionate and committed adults. The messages, images, and quality of interactions that the broader community has with members of the greater Madison community will create a positive buzz about the school, its impact, and the success of its students.
F. School Visits & Activity Participation: Each year, from the week after Thanksgiving through the end of the school year, Madison Prep will invite prospective students and parents, funders, and members of the community to visit the school. A visit program and weekly schedule will be established to ensure that the school day and learning is not interrupted by visitors. Madison Prep will also establish an open visit policy for parents, and will create opportunities for them to leverage their ongoing involvement with the school and their young men. Through nurturing positive relationships with parents, and establishing an enviromnent where they are wanted and respected, Madison Prep will create spokespersons in the community who help grow its student body and community support. Finally, Madison Prep will host an annual community event that engages its school community with the greater Madison community in a day of fun, competitive events for families, and will serve as a resource to parents whose children do not attend Madison Prep by inviting them to participate in its Destination Planning workshops.
G. Popular Media: Madison Prep will allocate resources to market itself on Urban and News Radio during the peak student recruitment season in two phases. Phase I will take place in November 2011 and Phase 2 advertising will take place between Jannary and May 2012. To defray costs, Madison Prep will enlist the support of local and national celebrities for feature interviews, spotlights, and PSAs with Madison Prep’s Leadership to promote the school.
17. Community Member, via Arlene Silveira: It looks like the Charter school is aiming for 50% of its population to be low-income. The middle school my children will go to, Sherman, is 71% low income. Blackhawk is at 62%. Wright is 83%. Sennett is 65%. Cherokee is at 63%. Toki is at 51%. Can we, in good conscious, start a new school-designed to help low income students -that has a lower percentage oflow-income students than six of our existing middle schools?
ULGM: The Urban League has set the 50% low-income target as a floor, not as a ceiling. In fact, we expect that more than 50% of Madison Prep students will qualifY for free or reduced lunch.
Furthermore, we have chosen to use the 50% figure to allow us to be conservative in our budgeting process. No matter what the level of low income students at Madison Prep -50% or higher-the student achievement goals and overall program quality will remain unchanged.
18. Ed Hughes: Have you considered limiting admission to students who have scored minimal or basic on their WKCE tests?
ULGM: No. Madison Prep will be open to any male student who wishes to attend, regardless of past academic performance.
19. Ed Hughes: Some have suggested that Madison Prep could skim offthe most academically.motivated African-American students from the District’s middle and high schools, leaving fewer role models and academic peers for the African-American boys who remain in our existing schools. What is your response to that concern?
ULGM: The notion that charter schools skim off the most motivated students is a common misconception. First, this argument is not logical. Parents/caregivers ofchildren who are academically motivated and doing well in traditional public schools have little incentive to change their students’ educational environment. Those kids will likely stay put. When a parent, teacher, social worker, or school counselor recognizes that a child isn’t doing well in the traditional school and seeks an alternative, the charter school that is sought as an alternative does not in this process gain some advantage. In fact, research suggests the opposite. A 2009 study by researchers at Michigan State University, the University of Wisconsin, and Mathematic Policy Research examined charter schools from across the country to test the “skimming” theory. The researchers found no evidence of skimming. In fact, they found students who go to charter schools typically have LOWER test scores than their counterparts in traditional public schools. 20. Ed Hughes: Have you extended preliminary or informal offers of employment at Madison Prep to anyone? If so, identify to whom the preliminary or informal offers were made and for which positions.
ULGM:No.
21. Ed Hughes: What will he your strategy for recruiting teachers? What qualifications will you establish for teachers? Please describe the general range of salary and benefits you expect to offer to teachers.
ULGM: Teacher Recruitment -The overarching goal of teacher recruitment will be to hire a highly qualified, passionate, hard-working, diverse staff. The recruitment effort will include casting a wide net that allows Madison Prep to draw from the pool oflocal teachers as well as teachers statewide and nationwide who will embrace the opportunity to help build a school from the ground up. We will recruit though typical both typical means (postings on our website, WECAN, charter school association job pages) as well as through recruitment fairs outside of the state. Our hiring process will take place in early and mid spring rather than late spring and summer so that we may have a competitive edge in recruiting the teachers that are the best fit for Madison Prep. While the Head of School will be responsible for the hiring of teachers, he/she will engage a committee of teachers, community members, parents, and students in the process ofselecting teachers and other staff. In addition to a thorough interview, teacher candidates will be required to teach a sample lesson to a group of students, as well as other interview committee members. Teacher Qualifications-All teachers at Madison Prep will be licensed by the Department of Public Instruction.
General Salary Range and Benefits*-For the 2012-2013 school year, the salary for Master Teachers (of which there will be two) is currently projected to be $61,406 with a signing bonus of $2,000 and a maximum performance bonus of $2,750. The salary for general education teachers is currently projected to be $50,055 for the 2012-2013 school year, with a signing bonus of$2,000 and a maximum performance bonus of$1,750. Madison Prep intends to provide a full range of benefits to its teachers. *Salary and bonus figures are subject to change
22. Ed Hughes: MMSD already has a charter middle school with a very diverse student population -James C. Wright Middle School. If the school district chose to continue James C. Wright as an instrumentality charter school but modeled on your Madison Prep proposal, which components of your proposal do yon think could be implemented at the school and which components of your proposal could not?
ULGM: The Urban League is not in a position to determine how the fundamental elements ofthe Madison Prep proposal could or could not be implemented at James C. Wright Middle School. That determination would have to be made by the district administration and c01mnunity at Wright.
23. Community Member, via Arlene Silveira: Here is the annual report from one of the Urban League charter schools that the proposal cites as a model for Madison Prep:

Please note the test achievement goals and scores on page 4 and compare them with the extremely overconfident goals of the Madison Prep proposal. IfMadison Prep is serious about attaining the goal of 75% oftheir students scoring 22 or higher on the ACT or 1100 or higher on the SAT, how do they plan to achieve this and what will happen with those students who fail to meet this standard? What will happen to the teachers who don’t meet their quota ofstudent test scores above this level? Please investigate these questions in detail and within the framework of Madison Prep processes from admissions through expulsion.
ULGM: The reference to the New Leadership Charter School in Springfield, Massachusetts in the Madison Prep initial proposal was meant to show the precedent for the establishment of charter schools by Urban League affiliates; the New Leadership Charter School is NOT a model for Madison Prep, nor was this ever stated in the initial proposal. That said, Madison Prep IS serious about our student achievement goals related to the ACT and SAT. We plan to meet these goals through-as the proposal states-an all-male student body, the International Baccalaureate Curriculum, college preparatory educational program, Harkness Teaching, an extended school day and year,mentoring and coll1111unity support, and a prep year. Students will be carefully assessed for years leading up to these tests to ensure their preparedness. When formative assessments indicate re-teaching is needed in order to meet the goal, students will receive further individualized instruction. Madison Prep teachers will not have student test score “quotas.”
24. Lucy Mathiak: What would a timeline for the counterpart girls’ school look like?
ULGM: We would like to initiate the process for the girls’ school in the fall of 2012, with an opening aimed at 2014-2015.

I continue to believe that the fate of this initiative will be a defining moment for the Madison School District. If approved and implemented, it will, over time, affect other traditional schools within the District. If it is rejected, a neighboring District will likely step in.

Everett School District ‘Outside review’ was hardly independent



Jessica Olson:

The Everett School District recently invited a “Management and Operations Review” by an outside organization. The entity that performed the assessment, WASA, is the Washington Association of School Administrators. It is an organization of, by and for school administrators; an organization to which all higher level administrators in Everett (including Everett Superintendent Gary Cohn) belong and pay dues.
Having this organization assess the source of their income and calling it objective is akin to hiring the teachers’ union to review the effectiveness of teachers for the district, or hiring a textbook publishing company to rate the effectiveness of the district’s curricula. While this arrangement struck one board member as preposterous, four members of the board felt it made perfect sense.




Teachers unions often resist school reforms



Amy Hetzner:

The Obama administration could not have set the stage for a better demonstration of the power and priorities of Wisconsin’s teachers unions.
With its Race to the Top competition, the federal government dangled the prospect of a share of $4.35 billion for those states ready to enact reforms, especially related to improving teacher and principal performance.
Eyes on that prize, states launched plans tying teacher pay and promotions to student achievement, giving state officials more control over local schools and overhauling data tracking and assessment systems.
Then the game got tricky: Teachers unions had to be on board.
In the end, only 11 states and the District of Columbia ended up with money from the program this year. Wisconsin got nothing.
The Wisconsin Education Association Council had helped kill or watered down critical parts of the state’s proposal, with the president of the teachers union attaching a letter to the application that one participant described as “grudging.” In the end, only 12% of the union’s local leaders endorsed a plan that might have brought in more than $250 million in school funding to Wisconsin.

The Wisconsin Education Association Council spent nearly twice as much as any other organization to lobby lawmakers in 2009, according to the Government Accountability Board.
The state’s largest teachers union reported spending more than $1.5 million and 7,239 hours lobbying, almost twice as much as the Wisconsin Insurance Alliance, which spent the second-highest amount on lobbying in the state.
One aspect of the union’s lobbying effort was largely successful, with the state Legislature repealing the 16-year-old qualified economic offer law that restricted teachers’ pay and benefits.




Will a boys only, non-union prep school fly in Madison?

Local attorney and former Wisconsin State Bar Association president Michelle Behnke spoke in favor of Madison Prep, saying both she and her now grown children attended Edgewood High School in preference over Madison public schools. “I am not a gambler,” Behnke, who is black, said during her three minute appearance before the board. She noted that the statistics regarding academic success for minority students in Madison were so bleak that neither she nor her parents felt they could risk a public school education.
Steve Goldberg, representing CUNA Mutual, also testified in favor of the school, saying his organization was looking forward to being involved and supportive of Madison Prep.
According to Caire, extreme measures are needed to deal with the extreme problems facing area black and latino youth in public school settings, claiming that conventional efforts have not yielded significant results. Both the achievement gap and the incarceration rate for black males in Dane County are at the bottom of national statistics.
Caire believes Madison Prep could be an experimental laboratory for change, and that if successful it could be replicated across the Madison district and elsewhere.
“We’ve been trying various approaches for 30 or 40 years and it’s still not working,” he says.

Madison School District Talented & Gifted Plan: December, 2010

The last Talented and Gifted (TAG) Education Plan was adopted by the MMSD Board of Education in 1991. With state statute and policy reform, alignment with current District strategic planning, and a desire to utilize research in exemplary practice, approval of a comprehensive Talented and Gifted Plan has become a District priority.
This document is meant to be a guide as the Division aims to achieve its mission in alignment with the MMSD Strategic Plan, the State of Wisconsin statutes and administrative rules for gifted and talented education, and the National Association for Gifted Children standards.
There will be a review of the Plan, with status reports issued to the Board of Education, in January and June 2010. Adjustments to the Plan will be documented at that time.
Wisconsin State Statute 121.02(1) (t), and Administrative Rule PI 8.01(2)(t).2 require school districts to identify those students who give evidence of high performance capability as talented and gifted and provide those students with access to appropriate systematic and continuous instruction. The National Association for Gifted Children (NAGC) standards complements the Wisconsin framework and provides a guide for quality educational programming.
The Plan below identifies the following categories as areas in need of improvement in MMSD Talented and Gifted Programming. The primary focus in developing this Plan has been in the areas of identification, programming, and professional development.




Madison Preparatory Academy for Young Men: Initial Proposal to Establish a Charter School

Based on current education and social conditions, the fate of boys of color is uncertain.
African American and Latino boys are grossly over-represented among youth failing to achieve academic success, are at grave risk of dropping out of school before they reach 10th grade, are disproportionately represented among adjudicated and incarcerated youth, and are far less likely than their peers in other subgroups to achieve to their dreams and aspirations. Likewise, boys in general lag behind girls in most indicators of student achievement.
Research indicates that although boys of color have high aspirations for academic and career success, their underperformance in school and lack of educational attainment undermine their career pursuits and the success they desire. This misalignment of aspirations and achievement is fueled by and perpetuates a set of social conditions wherein men of color find themselves disproportionately represented among the unemployed and incarcerated. Without meaningful, targeted, and sustainable interventions and support systems, hundreds of thousands of young men of color will never realize their true potential and the cycle of high unemployment, fatherless homes, overcrowded jails, incarcerated talent, deferred dreams, and high rates of school failure will continue.
Madison Preparatory Academy for Young Men (Madison Prep) will be established to serve as a catalyst for change and opportunity among young men, particularly young men of color and those who desire a nurturing educational experience for young men.
Madison Prep’s founders understand that poverty, isolation, structural discrimination, lack of access to positive male role models and achievement-oriented peer groups, limited exposure to opportunity and culture outside their neighborhood or city, and a general lack of understanding – and in some cases fear – of Black and Latino boys among adults are major contributing factors to why so many young men are failing to achieve to their full potential. However, the Urban League of Greater Madison – the “founders” of Madison Prep – also understand that these issues can be addressed by directly countering each issue with a positive, exciting, engaging, enriching, challenging, affirming and structured learning community designed to exclusively benefit boys.
Madison Prep will be a non-instrumentality charter school – authorized by the Madison Metropolitan School District Board of Education – that serves an all-male student body in grades 6-12. It will be open to all males residing in Dane County who apply, regardless of previous academic performance. The school will provide a world class secondary education for young men that prepares them for leadership, service, and success at a four-year college or university.
Madison Prep will employ seven Educational Strategies to achieve this mission: an all-male student body, the International Baccalaureate curriculum, a College Preparatory educational program, Harkness Teaching, an extended school day and year, mentoring and community support, and the “Prep Year.”
Madison Prep will also use four key Operational Strategies in order to support the educational strategies: adequate staffing, target student population, appropriate facilities/location, and sufficient funding.
Eight Core Values and Four Leadership Dimensions will additionally serve as underpinnings for the success of Madison Prep and Madison Prep students. These Core Values – Excellence & Achievement, Accountability, Teamwork, Innovation, Global Perspective, Perseverance, Leading with Purpose, and Serving Others – will also root Madison Prep in the Educational Framework of the Madison Metropolitan School District. The Four Leadership Dimensions – Personal, Team, Thought, and Results Leadership – will serve as criteria for student and staff evaluations.
Madison Prep’s educational program will be bolstered by partnerships with businesses, government agencies, professional and membership associations, colleges and universities, and scholarship-providing organizations that have the capacity to bring talent, expertise and resources into the school community to benefit Madison Prep students, faculty, staff, and parents. Madison Prep will also host special activities to engage parents, family members, and the community in the education of their young men. Invitations will be extended to parents, community leaders, and experts to join young men at the Harkness Table to add to their learning and to learn with them.
Seed funding for the establishment of Madison Prep will come from public and private sources, including planning and implementation grants from charter school investment funds, charitable foundations, government agencies, and individuals. Ideally, Madison Prep will be located in a business or higher education environment with access to quality classroom, athletic and laboratory facilities or the ability to create such facilities.
The Urban League of Greater Madison (ULGM or Urban League) will submit a Detailed Proposal for Madison Prep in 2011 to the Madison Metropolitan School District (MMSD) Board of Education to receive approval to open the school in 2012. If approved, the school will open in August 2012 serving 90 boys in grades 6 and 7. The school will grow by one grade level each year until it offers a full complement of secondary grades (6 -12). At maturity, Madison Prep will serve 315 students and graduate its first class of seniors in 2017-18.

In many ways, the outcome of this initiative will be a defining moment for our local public schools, particularly in terms of diffused governance, choice, a different curricular approach (potentially a movement away from the one size fits all model), economics and community engagement. If it does not happen in Madison, I suspect it will with a neighboring district.

The Madison Prep Difference
Although it is clear that Madison Prep can and will support MMSD objectives, there is no doubt that Madison Prep will be unique. Madison Prep will be the only all-male public school option in Dane County serving young men when it opens in 2012. Furthermore, the school will be the only IB school in the city offering the full continuum of the IB Programme at the secondary level. Young men enrolled in Madison Prep in 6th grade will begin their education in the IB Middle Years Programme and continue in the curriculum until they move into the rigorous two- year Diploma Programme beginning in 11th grade, thereby increasing their likeliness of success. Finally, while MMSD offers after school activities and care, no school in the district offers a significant amount of additional instructional time through an extended school day and extended school year, as Madison Prep will.




Atlanta Public Schools under formal accreditation review

Members of the Atlanta school board were told Monday that their capacity to govern is “in serious jeopardy” and that staff from one of the nation’s top accrediting agencies will be in the city school system next month for a formal review.
The decision by Mark Elgart, president and CEO of AdvancED, to send in a team for on-site interviews and investigation essentially formalizes a warning he gave last week that the board’s infighting has put its accreditation at risk.
Three metro school districts — with a combined nearly 200,000 public school students — now are being reviewed by the Southern Association of Colleges and Schools (SACS) and its parent, AdvancED. SACS notified DeKalb County last week that it would conduct an on-site review before Feb. 1 over concerns about its operation. In 2008, SACS revoked Clayton County Schools accreditation, which has since been restored on a probationary basis.




Why Students Don’t Write Research Papers in High School

Those of you who lament the state of high school students’ research and writing skills will be interested in a discussion that’s been unfolding at the National Association of Scholars. It began a couple weeks ago with the publication of a previously undisclosed report on why students are not learning–let alone mastering– the skills of crafting substantial research papers.
The report is here, and the explanation of its origins and disclosure is described in the press release here. A response from a frustrated high school English teacher is here.
The report found that most social studies/history teachers never assign moderately long research papers. Most of the teachers–whose student loads often surpass 150–said they can’t afford the time necessary to grade such papers.
This is hardly a new conversation. Consider the work done by Achieve and ACT on this issue, and the look Cincinnati took at it last year. And Will Fitzhugh, who was the driving force behind the recently disclosed paper, has been tirelessly advocating for rigorous high school research papers for years. A retired history teacher, he runs the Concord Review, the only journal that publishes high school students’ history research papers, and blogs as well. (He sums up his views on the importance of research papers in this EdWeek commentary, from a few years ago, and more recently on The Washington Post’s Answer Sheet blog.)
On a related note, another recent paper pinpointed a fragmented high school English curriculum and a neglect of close-reading skills as key explanations for teenagers’ poor reading skills. That paper was written by one of the architects of Massachusetts’ academic standards, former state board member Sandra Stotsky, and published by the Association of Literary Scholars, Critics, and Writers (ALSCW).
While the reflections on students’ mastery of reading, writing and research skills are hardly new, they take on an interesting dimension (and more urgency, perhaps?) with the widespread adoption of common standards that envision a significant shift in how literacy skills are taught.

2002 History Research Paper Study:

Among those teachers who do not assign research papers, the predominant factor is time. Namely, the time it takes to correct and grade the assigned papers and the time research papers can take away from other curriculum priorities.
The majority (82%) of teachers say it is difficult to find adequate time to devote to reading and grading the research papers they assign. Almost half (49%) of teachers say that is very difficult to find the time, one third (33%) say that it is somewhat difficult.
Underscoring that difficulty is that grading papers cuts into teacher’s personal time–more than six in ten specify non-school time, or personal time, as the place where they grade papers. Specifically, one in five (20%) grades papers at home or outside of school, 10% do so on weekends and 15% on their own time, 8% say they use evenings or late nights, 3% use time in the early morning and 1% assign papers over a holiday or break.
Since time is such an important consideration, it is not surprising that teachers value the timeliness of paper submission. On a scale of one to ten, 70% ranked submitting the paper on time as a “9” or a “10.” In terms of grading importance, timeliness is followed by the quality of written expression and a well-defined, important thesis or hypothesis.

DeKalb County School Board elections. Dist. 1, Dist 7: A district in deep disarray

The school board will face many challenges next year, including hiring a new superintendent to lead the system back to stability. DATES FOR DESIGN TEAM MEETINGS
At the Interest Meeting we held on Tuesday (or in other conversation with us), you indicated a preference for getting involved in one of the following design teams. Please share your availability by Monday, October 11 at 12pm so that we can send out meeting notices that afternoon. We will address the dates and times of future meetings at the first meeting of each team. Please note, you do not need to be a “charter school” expert to be involved with this. You will have a lot of fun working towards developing a “high quality public charter school” and will learn in the process.
· Curriculum & Instruction Team. This design team will develop a thorough understanding of the IB curriculum and define the curriculum of the school, including the core and non-core curriculum. At least for the first meeting of this design team, Instructional strategies will be addressed as well. The Instruction team will develop a thorough understanding of the Harkness teaching method, outline instructional best practices, and address teacher expectations and evaluation. Both teams will address special education and English Language Learners (ELL). Additional details will be shared at the first meeting.
· Governance, Leadership & Operation Team. This design team will help develop the school’s operations plan, define the governing structure, and address the characteristics and expectations of the schools Head of School. The Head of School will be the instructional leader and therefore, there will be some overlapping conversations that need to occur with the team that addresses instruction and quality teaching.
· Facility Team. This team will be responsible for identify, planning, and securing a suitable facility for Madison Prep.
· Budget, Finance & Fundraising Team. This team will be involved with developing Madison Prep’s budget and fundraising plans, and will explore financing options for start-up, implementation, and the first four years of the school’s operation.”
· Community Engagement & Support Team. This team will develop strategies and work to establish broad community support for Madison Prep, develop criteria for partnering with others, and establish partnerships that support teaching, learning, leadership, and community engagement.

It will serve as a high quality school option for parents as well as a demonstration school for secondary education reform and improvement in Dane County. We have attached the two page executive summary again for your review along with a business plan for the school (that will be modified to fit Madison). Madison Prep was originally to be launched as a charter school in Washington, DC and Prince Georges County, Maryland in 2011 and 2013 under Next Generation, an organization I founded in Maryland with my wife and other partners in 2006.
ABOUT CHARTER SCHOOLS
In 2009, there were 5,043 charter schools in the United States compared to 33,740 private schools and 98,916 traditional public schools. Nationally, charter schools enrolled 1,536,079 students in 2009. According to the Wisconsin Charter School Association, there are more than 223 charter schools in Wisconsin serving more than 37,432 students. There are presently just two charter schools in Madison: James C. Wright Middle School on Madison’s South side, founded in 1997 (originally as Madison Middle School 2000).
Until recently, other school districts in Wisconsin have been more open to charter schools. Appleton (14), Janesville (5), Kenosha (6), LaCrosse (4) and Milwaukee (66), Oshkosh (6), Sheboygan (7), Sparta (4), Stevens Point (7), and Waukesha (6) have authorized a significant number of public charter schools when considering the size of their total school district enrollments. However, recent enthusiasm around the formation of Badger Rock School is a sign that Madison area school districts could be more receptive to innovative charter school models that serve a specific community need and purpose. With your support and that of many others, we intend to make a very strong case for Madison Prep and why it’s so desperately needed in our community.
DESIGNING MADISON PREP
In Maryland, our team spent three years researching and designing the school and the curriculum. Members of the founding team were involved in the establishment and/or leadership of Bishop John T. Walker School for Boys , Septima Clark Public Charter School , The SEED Foundation and Public Charter Schools, Sidwell Friends School (where President Obama’s children attend), and Hyde Leadership Public Charter School . We had an expert on international baccalaureate education lead our curriculum design. We also worked closely with the leadership and faculty of other private and charter schools as we developed the business plan, curriculum and education program, including Washington Jesuit Academy , the St. Paul’s School in Baltimore, and Philips Exeter Academy in New Hampshire. The school will utilize the highly regarded college-preparatory International Baccalaureate (IB) curriculum and the teaching methodology will be rooted in Harkness instruction. St. Paul’s also has a school for girls – the St. Paul School for Girls.
Prior to being hired as President & CEO of the Urban League of Greater Madison (ULGM), I shared with our ULGM board that I would look to establish charter schools as a strategy to address the persistent underperformance and failure of our children attending Madison area schools. As we have engaged our community, listened to leaders, researched the issues, and evaluated the data, it is clear that Madison Prep is not only needed, but absolutely necessary.
SINGLE GENDERED PUBLIC SCHOOLS
As of June 2010, there were 540 public schools in the U.S. offering a single-gendered option, with 92 schools having an all-male or all-female enrollment and the rest operating single gendered classes or programs. There were 12 public schools in Wisconsin offering single gendered classes or classrooms (6 middle schools, 5 high schools, and one elementary school).
There are several single gendered charter schools for young men that have garnered a lot of attention of late, including Urban Prep Academies in Chicago – which sent 100% of its first graduating class to college, The Eagle Academy Foundation in New York City, Boys Latin of Philadelphia, and Brighter Choice Charter School for Boys and Green Tech High School in
Albany, NY,

Delaware officials paint troubling picture of state takeover of high school sports

Now that a scathing investigation and a fanatical state legislator have taken significant steps toward leveling New Jersey’s governing body for high school sports, it’s not hard to see the future for New Jersey’s 270,000 athletes.
Just go to Delaware.
New Jersey’s neighbor to the south is the only state to have its independent athletic association dissolved and then placed under state control. Eight other states have been investigated, but each avoided the type of death penalty the New Jersey State Interscholastic Athletic Association seems destined for now that Assemblyman John Burzichelli (D-Gloucester) has introduced legislation to move control to the New Jersey School Boards Association.
In interviews last week and throughout the summer, key players in Delaware who now work for the Department of Education say the move was a mistake.
“It’s hard to be responsive,” Delaware Interscholastic Athletic Association executive director Kevin Charles said. “There are several layers of bureaucracy above you, and you have to go through those layers to get things accomplished. In a government setting, that is not necessarily a bad thing. But in a business setting, it can slow things down.”

he 5-4 split on the Atlanta Board of Education is getting wider with this letter to the community by the four-member faction opposed to the change in leadership:
Dear Concerned Atlanta Citizen:
Atlanta’s native son, Dr. Martin Luther King, Jr. (Nobel Peace Prize Winner and graduate of tlanta Public School’s Booker T. Washington High School) said, “I am not interested in power for power’s sake, but I’m interested in power that is moral, that is right and that is good.”
We four stand united in our opposition to the September 13 purported election of Khaatim Sheerer El as Chair and Yolanda Johnson as Vice Chair of the Atlanta School Board, not because we are interested in power for power’s sake, but because we believe the election violated the law and is detrimental to the well-being of Atlanta’s students. Moreover, we believe that this election and the behaviors linked with it, place student achievement secondary to personal agendas. We are concerned that this action will trigger an investigation by the Southern Association of Colleges and Schools (SACS) of its accreditation of the Atlanta Public School System. Finally, we believe that even the perception of a dysfunctional Board will hinder the system’s ability to attract and retain a quality Superintendent. That should be of utmost concern to all those who value the welfare of this city and its students.




PA school board pays $33K settlement for searching kid’s phone and referring seminude self-portraits to DA for criminal prosecution

Pennsylvania’s Tunkhannock Area School District has settled a lawsuit brought by the ACLU on behalf of NN, a student whose mobile phone was searched by her principal. The principal dug through several screens’ worth of menus to discover some partial nude photos of NN, as well as a blurry full nude that NN had intended for her long-term boyfriend. This may or may not have been advisable, but I’m with NN and the ACLU: it wasn’t the principal’s place to go digging through her phone for the pix. And the principal certainly shouldn’t have done what he did next: turn the photos over to the DA’s office for criminal prosecution (you see, the principal believed that in taking pictures of herself, a minor, NN became a child pornographer).
The school district settled for $33K (which sounds like the ACLU’s legal fees), and another suit against the DA remains ongoing. As a result of the settlement, the Pennsylvania School Boards Association is developing guidelines for searching students’ phones.

What are the sticking points in the current negotiations?
Post-employment benefits and the salary-benefit package are two big items on which there is no agreement. Current post-employment benefits for teachers include a payment of a stipend (Teacher Emeritus Program (TEP)) which is equal to a teacher’s highest annual salary and is paid out over a period of three years in equal installments. In addition to this and to the regular monthly pension benefit received by the teacher from WRS, full health insurance and the major share of the cost of dental insurance are paid by the District until the retired teacher reaches the age of 70. In the event of the death of the retiree prior to reaching the age of 70, the surviving spouse continues to be eligible for the District’s group health insurance coverage until the date the retiree would have reached age 70 at the retiree’s spouse expense.
The School Board’s current proposal for post-employment benefits is proposal #6 in the Initial Board of Education Proposals to the Monona Grove Education Association (linked here). There is no corresponding initial or counter-proposal from the MGEA; its position is to maintain the existing benefits described in the previous paragraph.
The School Board’s current salary and benefit package proposal is an increase of 3.9% for 2009-10 and 3.7% for 2010-11. The MGEA’s current total package proposal is an increase of 5.4% for 2009-10 and 5.3% for 2010-11 and includes an average teacher salary increase of 4.2% for 2009-10 and 4.1% for 2010-11. These percentages reflect what’s known as “cast forward” costing and do not include the cost of horizontal lane movement on the salary schedule or the post-employment benefit costs of retirees.

After serving on the Pajaro Valley Unified School District’s Governing Board of Trustees since 2006, I’ve decided not to seek re-election. My years on the board have been an amazing experience, but it’s time for me to step aside and allow a new community member the opportunity to offer his or her leadership to the school district.
As we head into the election season and what will certainly be a climate of overheated rhetoric about what’s right and what’s wrong with our school district and what ought to be done about it, I think it’s appropriate to lay out the duties of a school board member for the sake of voters and those who seek to serve on the board.
The California School Board Association spells out the role of a school board member very clearly: School board members are locally elected public officials entrusted with governing a community’s public schools.
Along with the superintendent, board members set the long-term vision for the district so students will reach their highest potential. Board members are responsible for maintaining an efficient structure of school district operations by employing the superintendent, setting policy for hiring other personnel, setting a direction for and adopting the curriculum, and establishing budget priorities. Board members ensure accountability by evaluating the superintendent and district policies as well as monitoring all aspect of the district’s operations. School board members must

The Seattle Public Schools administration is proposing to tie teacher evaluations and employment to student test scores — a bone of contention in current negotiations with the Seattle Education Association. The current teacher evaluation includes student growth as a factor but the district wants an easier path and quicker time frames for teacher dismissals. The district officials’ plan is to use test scores to fire those teachers they claim are responsible for the poverty and racial academic gaps and reward those with high improvements in scores. History shows this carrot-and-stick approach not only fails to reduce the achievement gap but is ultimately unhealthy for good teaching.
One result of high-stakes testing is clear: The inordinate focus on test scores narrows what is taught. Diane Ravitch’s “The death and life of the great American school system” documents this and other unintended consequences. In order to keep their jobs, teachers will teach and re-teach to the test. Lost are the arts, music, PE, civics, science and even recess. Early-childhood experts point to rich school environments as crucial to healthy development, so who wants to cause the opposite?

DeKalb, Georgia school board: We will save accreditation

DeKalb County school board members insist they are not heading down the same path as Clayton County and will salvage the district’s accreditation.
“I’m not concerned about us losing accreditation,” board chairman Tom Bowen said Friday. “There will have to be a lot of back and forth with [the accrediting agency] and non-compliance on our part. I don’t see that happening.”
But many of the Southern Association of Colleges and Schools’ concerns about DeKalb mirror the questions the agency had about Clayton two years ago, which led to its losing accreditation.
On Friday, the DeKalb board announced that it received an extension to answer SACS questions about hiring practices, training, conflict of interest, nepotism, procurement policies, the superintendent search and other areas.
