Straight Up Conversation: Common Core Guru Jason Zimba

You didn’t think the ferment around Common Core could keep building? Hah! Prepare for several more years of increasing wackiness. In the middle of it all is Jazon Zimba, founding principal of Student Achievement Partners (SAP) and the man who is leading SAP after David Coleman went off to head up the College Board. SAP is a major player in Common Core implementation, especially with the aid of $18 million in support from the GE Foundation. Zimba was the lead writer on the Common Core mathematics standards. He earned his doctorate in mathematical physics from Berkeley, co-founded the Grow Network with Coleman, and previously taught physics and math at Bennington College. He’s a private dude who lives up in New England and has not been part of the Beltway policy conversation. I’d never met Zimba, until we had the chance to sit down last week.
Now, I think readers know that I’m of two minds when it comes to the Common Core. On the one hand, it does have the potential to bring coherence to the education space, shed light on who’s doing what, raise the bar for instructional materials and teacher prep, and so forth. On the other, there are about 5,000 ways the whole thing could go south or turn into a stifling bureaucratic monstrosity-and one rarely goes wrong when betting against our ability to do massive, complex edu-reforms well. Given all this, like many of you, I’m carefully watching how all this is playing out. In that spirit, I enjoyed meeting Zimba; found him smart and engaging; and thought you all might be equally interested in hearing from him. In particular, I’d love to hear how much Zimba’s responses do or don’t assuage various concerns about the Common Core. Here’s what he had to say (in an email interview that followed our conversation):

RH: How confident are you that teacher preparation programs are ready and able to alter their practice in light of the Common Core?
JZ: There is a long tradition of mathematicians partnering with education schools and local districts to enhance the mathematical education of teachers. The first thing I ever read about this was Richard Askey’s 1999 article in American Educator. The National Math Panel also made recommendations to improve teacher preparation in mathematics. But the fact that mathematicians have been working on the mathematical preparation of teachers for so long is really a good-news/bad-news story. The Common Core could bring some much-needed scale and impetus for change here.
I’ve heard about some of the alternative certification programs basing their training on the Common Core, and that makes sense because these programs tend to have national reach. As for traditional universities, I assume change will happen faster in some places but slowly in most. I would love to see some creative thinking about this from the universities themselves, but also from the states and districts who are their clients.




Teaching the Common Core: Debate Continues

Fellow Sacramento teacher (and friend), Larry Ferlazzo, asked me to help him out by contributing to an article at EdWeek on “implementing Common Core”. Little did I know the minefield I was stepping into. The article has morphed into a fight between the “agnostics” (Common Core skeptics like myself and Larry), and the atheists (folks who view Common Core with the same suspicion and loathing that Richard Dawkins has for Creation “Science”).

Two commenters in particular are leading the charge on this, P.L. Thomas, and Stephen Krashen, who argue with the point that Common Core implementation is “inevitable”. Their argument boils down to “only if you agree that it is”.




Common Core leading districts to adopt unproved math programs and failed approaches

Many of America’s public schools have incorporated “student-centered learning” models into their math programs. An adoption committee in Spokane appears poised to recommend the adoption of yet another version of a “student-centered” program for Grades 3-8 mathematics.
It’s critically important that American citizens know what that term means. Aspects of the Common Core State Standards initiatives are leading many districts to adopt new curricular materials that have “student-centered learning” as a centerpiece.
In Spokane Public Schools, student-centered learning (also known as “inquiry-based” learning or “discovery-based” learning or “standards-based” learning) has been the driver of curriculum adoptions for nearly 20 years. This approach has not produced graduates with strong skills in mathematics. Spokane now suffers from a dearth of math skills in most of its younger citizens.
Nor is Spokane alone with this problem. Student-centered learning has largely replaced direct instruction in the public-school classroom. It was pushed on the country beginning in the 1980s by the National Council of Teachers of Mathematics, the federal government, colleges of education, and various corporations and foundations. Despite its abject failure to produce well-educated students, student-centered learning is coming back around, again pushed by the NCTM, colleges of education, the federal government and various corporations and foundations.




Common Core Standards: Which Way for Indiana?

The defeat of Tony Bennett as Indiana’s State Superintendent of Public Instruction was attributed to many factors. Yet, as one post-election analysis indicated, the size of the vote for his rival, Glenda Ritz, suggests that the most likely reason was Mr. Bennett’s support for, and attempt to implement, Common Core’s badly flawed standards.
Common Core’s English language arts standards don’t have just one fatal flaw, i.e., its arbitrary division of reading standards into two groups: 10 standards for “informational” text and nine for “literature” at all grade levels from K to 12. These are just the most visible; its writing standards turn out to be just as damaging, constituting an intellectual impossibility for the average middle-grade student, for reasons I hadn’t suspected. The architects of Common Core’s writing standards simply didn’t link them to appropriate reading standards, a symbiotic relationship well-known to reading researchers. Last month, I had an opportunity to see the results of teachers’ attempts to address Common Core’s writing standards at an event put on by GothamSchools, a four-year-old news organization trying to provide an independent news service to New York City schools.
The teachers who had been selected to display their students’ writing (based on an application) provided visible evidence of their efforts to help their students address Common Core’s writing standards — detailed teacher-made or commercial worksheets that structure the composing of an argument. It was clear that their students had tried to figure out how to make a “claim” and show “evidence” for it, but the problems they were having were not a reflection of their teachers’ skills, or their own reading and writing skills. The source of their conceptual problems could be traced to the standards themselves.




A Math Teacher on Common Core Standards

I don’t think the common core math standards are good for most kids, not just the Title I students. While they are certainly more focused than the previous NCTM-inspired state standards, which were a horrifying hodge-podge of material, they still basically put the intellectual cart before the horse. They pay lip service to actually practicing standard algorithms. Seriously, students don’t have to be fluent in addition and subtraction with the standard algorithms until 4th grade?
I teach high school math. I took a break to work in the private sector from 2002 to 2009. Since my return, I have been stunned by my students’ lack of basic skills. How can I teach algebra 2 students about rational expressions when they can’t even deal with fractions with numbers?
Please don’t tell me this is a result of the rote learning that goes on in grade- and middle-school math classes, because I’m pretty sure that’s not what is happening at all. If that were true, I would have a room full of students who could divide fractions. But for some reason, most of them can’t, and don’t even know where to start.
I find it fascinating that students who have been looking at fractions from 3rd grade through 8th grade still can’t actually do anything with them. Yet I can ask adults over 35 how to add fractions and most can tell me. And do it. And I’m fairly certain they get the concept. There is something to be said for “traditional” methods and curriculum when looked at from this perspective.
Grade schools have been using Everyday Math and other incarnations for a good 5 to 10 years now, even more in some parts of the country. These are kids who have been taught the concept way before the algorithm, which is basically what the Common Core seems to promote. I have a 4th grade son who attends a school using Everyday Math. Luckily, he’s sharp enough to overcome the deficits inherent in the program. When asked to convert 568 inches to feet, he told me he needed to divide by 12, since he had to split the 568 into groups of 12. Yippee. He gets the concept. So I said to him, well, do it already! He explained that he couldn’t, since he only knew up to 12 times 12. But he did, after 7 agonizing minutes of developing his own iterated-subtraction-while-tallying system, tell me that 568 inches was 47 feet, 4 inches. Well, he got it right. But to be honest, I was mad; he could’ve done in a minute what ended up taking 7. And he already got the concept, since he knew he had to divide; he just needed to know how to actually do it. From my reading of the common core, that’s a great story. I can’t say I feel the same.
If Everyday Math and similar programs are what is in store for implementing the common core standards for math, then I think we will continue to see an increase in remedial math instruction in high schools and colleges. Or at least an increase in the clientele of the private tutoring centers, which do teach basic math skills.

Common Core: The Totalitarian Temptation

…Progressive education has two parents, Prussia and John Dewey. The kindergarten was transplanted into the United States from Prussia in the nineteenth century because American reformers were so enamored of the order and patriotic indoctrination young children received outside the home (the better to weed out the un-American traits of immigrants). One of the core tenets of the early kindergarten was the dogma that “the government is the true parent of the children, the state is sovereign over the family.” The progressive followers of John Dewey expanded this program to make public schools incubators of a national religion. They discarded the militaristic rigidity of the Prussian model, but retained the aim of indoctrinating children. The methods were informal, couched in the sincere desire to make learning “fun,” “relevant,” and “empowering.” The self-esteem obsession that saturates our schools today harks back to the Deweyan reforms from before World War II. But beneath the individualist rhetoric lies a mission for democratic social justice, a mission Dewey himself defined as a religion. For other progressives, capturing children in schools was part of the larger effort to break the backbone of the nuclear family, the institution most resistant to political indoctrination.
National Socialist educators had a similar mission in mind. And as odd as it might seem, they also discarded the Prussian discipline of the past and embraced self-esteem and empowerment in the name of social justice. In the early days of the Third Reich, grade-schoolers burned their multicolored caps in a protest against class distinctions. Parents complained, “We no longer have rights over our children.” According to the historian Michael Burleigh, “Their children became strangers, contemptuous of monarchy or religion, and perpetually barking and shouting like pint-sized Prussian sergeant-majors…Denunciation of parents by children was encouraged, not least by schoolteachers who set essays entitled ‘What does your family talk about at home?'”
Now, the liberal project Hillary Clinton represents is in no way a Nazi project. The last thing she would want is to promote ethnic nationalism, anti-Semitism, or aggressive wars of conquest. But it must be kept in mind that while these things were of enormous importance to Hitler and his ideologues, they were in an important sense secondary to the underlying mission and appeal of Nazism, which was to create a new politics and a new nation committed to social justice, radical egalitarianism (albeit for “true Germans”), and the destruction of the traditions of the old order. So while there are light-years of distance between the programs of liberals and those of Nazis or Italian Fascists or even the nationalist progressives of yore, the underlying impulse, the totalitarian temptation, is present in both.
The Chinese Communists under Mao pursued the Chinese way, the Russians under Stalin followed their own version of communism in one state. But we are still comfortable observing that they were both communist nations. Hitler wanted to wipe out the Jews; Mussolini wanted no such thing. And yet we are comfortable calling both fascists. Liberal fascists don’t want to mimic generic fascists or communists in myriad ways, but they share a sweeping vision of social justice and community and the need for the state to realize that vision. In short, collectivists of all stripes share the same totalitarian temptation to create a politics of meaning; what differs between them–and this is the most crucial difference of all–is how they act upon that temptation.

Getting real About the Common Core

States today have sharply divergent views of what stakes, if any, to attach to test results for kids. Several have test-based 3rd-grade reading “gates” that you must pass to advance to 4th grade (Jeb Bush said the other day that “Seven states have started on this journey”). A few have “kindergarten-readiness” assessments (though those are more often teacher “checklists” than tests). And the last time I checked, about half the states have statewide exit tests that are prerequisite to graduating from high school, though it’s true that most peg such exams to what are today deemed 9th- or 10th-grade standards. (Under Common Core, I’d wager, a bunch of current state exit tests would correlate more with 7th- or 8th-grade standards!)
Some states also have end-of-course exams in high school, the passing of which is related to getting a diploma, and there’s a widening belief in educator-land that this is a better course of action than a single statewide exit test.
But a lot of states do none of those things because they don’t really believe in high stakes for kids (or can’t get away with it politically, or are totally into “local control”), and they tend to trust teacher judgment when it comes to passing students from grade to grade or awarding the course credits that, when accumulated, yield a diploma.




Common core sparks war over words

As states across the country implement broad changes in curriculum from kindergarten through high school, English teachers worry that they will have to replace the dog-eared novels they love with historical documents and nonfiction texts.
The Common Core State Standards in English, which have been adopted in 46 states and the District, call for public schools to ramp up nonfiction so that by 12th grade students will be reading mostly “informational text” instead of fictional literature. But as teachers excise poetry and classic works of fiction from their classrooms, those who designed the guidelines say it appears that educators have misunderstood them.
Proponents of the new standards, including the National Governors Association and the Council of Chief State School Officers, say U.S. students have suffered from a diet of easy reading and lack the ability to digest complex nonfiction, including studies, reports and primary documents. That has left too many students unprepared for the rigors of college and demands of the workplace, experts say.




Hoosier Fiasco a Wakeup Call to Both Sides of Common Core Debate

Let me start by noting that what I write here, as always, is my own personal view. It does not reflect the views of my employer or any other group with whom I collaborate. It is my hope, for reasons I will explain below, to serve as an equal opportunity offender. Three days later I can speak only daggers to both sides of our currently idiotic Common Core debate.
A few days before the election some polling data was released from Indiana showing that Superintendent Tony Bennett had a problem with-of all people-conservative Republicans. It has quickly passed into the Conventional Wisdom that Tony’s support for Common Core cost him re-election. This result is an insult to a dumpster fire for both sides of the Common Core debate.
Let’s get two things clear from the outset: no one has yet to convince me that Common Core is a good idea and Common Core opponents have revealed themselves to be unsophisticated ya-hoos as easily led by weak arguments as any Ravitch-zombie. Whether Indiana adopts or chooses not to adopt Common Core is ultimately of trivial to modest importance in driving academic outcomes in Indiana. Neither side of the argument in Indiana seemed to appreciate this stunningly obvious fact.




Common Core: Fiction vs. nonfiction smackdown

There is no more troubling fact about U.S. education than this: The reading scores of 17-year-olds have shown no significant improvement since 1980.
The new Common Core State Standards in 46 states and the District are designed to solve that problem. Among other things, students are being asked to read more nonfiction, considered by many experts to be the key to success in college or the workplace.
The Common Core standards are one of our hottest trends. Virginia declined to participate but was ignored in the rush of good feeling about the new reform. Now, the period of happy news conferences is over, and teachers have to make big changes. That never goes well. Expect battles, particularly in this educationally hypersensitive region.
Teaching more nonfiction will be a key issue. Many English teachers don’t think it will do any good. Even if it were a good idea, they say, those who have to make the change have not had enough training to succeed — an old story in school reform.
The clash of views is well described by two prominent scholars for the Pioneer Institute, a Boston-based public policy group, in a new paper. Sandra Stotsky of the University of Arkansas and Mark Bauerlein of Emory University say the reformers who wrote the Common Core standards have no data to support their argument that kids have been hurt by reading too much fiction. They say analyzing great literature would give students all the critical thinking skills they need. The problem, they say, is not the lack of nonfiction but the dumbed-down fiction that has been assigned in recent decades.




The Pedagogical Agenda of Common Core Math Standards

Mathematics education in the United States is at a pivotal moment. At this time, forty-five states and the District of Columbia have adopted the Common Core standards, a set of uniform benchmarks for math and reading. Thirty-two states and the district have been granted waivers from important parts of the Bush-era No Child Left Behind law. As part of the agreement in being granted a waiver, those states have agreed to implement Common Core. States have been led to believe that adoption of such standards will improve mathematics and English-language education in our public schools.
My fear (as well as that of many of my colleagues) is that implementation of the Common Core math standards may actually make things worse. The final math standards released in June, 2010 appear to some as if they are thorough and rigorous. Although they have the “look and feel” of math standards, their adoption in my opinion will not only continue the status quo in this country, but will be a mandate for reform math — a method of teaching math that eschews memorization, favors group work and student-centered learning, puts the teacher in the role of “guide” rather than “teacher” and insists on students being able to explain the reasons why procedures and methods work for procedures and methods that they may not be able to perform.




An expert’s view of Common Core’s focus on nonfiction texts

The Common Core national standards are increasingly controversial, with Utah, Indiana and a number of states that had adopted them now reconsidering. A recent New York Times education blog notes the following:
Forty-four states and United States territories have adopted the Common Core Standards and, according to this recent Times article, one major change teachers can expect to see is more emphasis on reading “informational,” or nonfiction, texts across subject areas:
While English classes will still include healthy amounts of fiction, the standards say that students should be reading more nonfiction texts as they get older, to prepare them for the kinds of material they will read in college and careers. In the fourth grade, students should be reading about the same amount from “literary” and “informational” texts, according to the standards; in the eighth grade, 45 percent should be literary and 55 percent informational, and by 12th grade, the split should be 30/70.
And seeing itself as a potential vendor, the Times chirps cheerfully: “Well, The New York Times and The Learning Network are here to help”
There’s been a lot written on the loss of literature in curricula around the country. And there is good reason for that. As I noted in testimony to the Utah Education Interim Committee:
“Massachusetts’ remarkable rise on national assessments is not because we aligned our reading standards to the NAEP. Rather, it is because, unlike Common Core, our reading standards emphasized high-quality literature. Reading literature requires the acquisition in a compressed timeframe of a richer and broader vocabulary than non-fiction texts. Vocabulary acquisition is all-important in the timely development of higher-level reading skills.”
But even if you agree with the idea of refocusing our classrooms on nonfiction texts, what is the quality of the offerings suggested by Common Core, a set of standards copyrighted by two Washington-based entities (the Council of Chief State School Officers and the National Governors Association)?.




Math Curriculum & Common Core: Exeter, we have a problem

As public school math teachers … we are screwed.
Let me explain how I reached this epiphany.
It is impossible to work on the Exeter math problems and not realize how carefully they are constructed and well developed the curriculum. After spending time with an Exeter math teacher and developing a deeper understanding of the Harkness Method they use (never once did this phrase come up, but the methods used by the instructor were clearly modeling the method) a person can’t help but really develop a strong affinity for their curriculum, which they GIVE away for FREE!
Okay, I really like their curriculum. It is rigorous, models real life situations constantly, allows learners to develop strong understandings without memorization, has multiple entry points for learners to develop strengths and and is completely free. Point one to my depression today.
My state, like 44 other states (Utah backed out this week) is adopting the Common Core State Standards. This fact is point two to my depression. You see, when those two points are combined we are in a heap of trouble. Pearson and McDougal-Littel (among others) are developing many programs they are chomping at the bit to sell to our admins, and we all know they have a direct line through media and other means to our principals and curriculum directors.

The totalitarian left has been similarly clear that decision-making power should be confined to a political elite–the “vanguard of the proletariat,” the leader of a “master race,” or whatever the particular phrase that might become the motto of the particular totalitarian system. …Reliance on systemic processes, whether in the economy, the law, or other areas, is based on the constrained vision–the tragic vision–of the severe limitations on any given individual’s knowledge and insight, however knowledgeable or brilliant that individual might be, compared to other individuals. Systemic processes which tap vastly more knowledge and experience from vastly more people, often including traditions evolved from the experience of successive generations, are deemed more reliable than the intellect of the intellectuals.
By contrast, the vision of the left is one of surrogate decision-making by those presumed to have not only superior knowledge but sufficient knowledge, whether these surrogates are political leaders, experts, judges or others. This is the vision that is common to varying degrees on the political left, whether radical or moderate, and common also to totalitarians, whether Communist or Fascist. A commonality of purpose in society is central to collective decision-making, whether expressed in town-meeting democracy or totalitarian dictatorship of other variations in between. One of the differences between the commonality of purpose in democratic systems of government and the totalitarian systems of government is in the range of decisions infused with that commonality of purpose and in the range of decisions reserved for individual decision-making outside the purview of government.
The free market, for example, is a huge exemption from government power. In such a market, there is no commonality of purpose, except among such individuals and organizations as may choose voluntarily to coalesce into groups ranging from bowling leagues to multinational corporations. But even these aggregations typically pursue the interests of their own respective constituents and compete against the interests of other aggregations. Those who advocate this mode of social decision-making do so because they believe that the systemic results of such competition are usually better than a society-wide commonality of purpose imposed by surrogate decision-makers superintending the whole process in the name of “the national interest” or of “social justice.”
The totalitarian version of collective surrogate decision-making by government was summarized by Mussolini, who defined “totalitarianism” in the motto: “Everything in the State, nothing outside of the State, nothing against the State.” Moreover, the state ultimately meant the political leader of the state, the dictator. Mussolini was know as Il Duce–the leader–before Hitler acquired the same title in German as the Führer.
Democratic versions of collective surrogate decision-making by government choose leaders by votes and tend to leave more areas outside the purview of government. However, the left seldom has any explicit principle by which the boundaries between government and individual decision-making can be determined, so that the natural tendency over time is for the scope of government decision-making to expand, as more and more decisions are taken successively from private hands, since government officials constantly have incentives to expand their powers while the voters’ attention is not constantly focussed on maintaining limits on those powers.
Preferences for collective, surrogate decision-making from the top down are not all that the democratic left has shared with the original Italian Fascists and with the National Socialists (Nazis) of Germany. In addition to political intervention in economic markets, the democratic left has shared with the Fascists and the Nazis the underlying assumption of a vast gap in understanding between ordinary people and elites like themselves. Although both the totalitarian left–that is, the Fascists, Communists and Nazis–and the democratic left have widely used in a positive sense such terms as “the people,” “the workers” or “the masses,” these are the ostensible beneficiaries of their policies, but not autonomous decision-makers. Although much of the rhetoric on both the democratic left and the totalitarian left has long papered over the distinction between ordinary people as beneficiaries and as decision-makers, it has long been clear in practice that decision-making has been seen as something reserved for the anointed in these visions.
Rousseau, for all his emphasis on “the general will,” left the interpretation of that will to elites. He likened the masses of the people to “a stupid, pusillanimous invalid.” Godwin and Condorcet, also on the eighteenth century left, expressed similar contempt for the masses. Karl Marx said, “The working class is revolutionary or it is nothing”–in other words, millions of human beings mattered only if they carried out his vision. George Bernard Shaw included the working class among the “detestable” people who “have no right to live.” He added: “I should despair if I did not know that they will die presently, and that there is no need on earth why they should be replaced by people like themselves.” As a young man serving the U.S. Army during the First World War, Edmund Wilson wrote to a friend: “I should be insincere to make it appear that the deaths of this ‘poor white trash’ of the South and the rest make me feel half so bitter as the mere conscription or enlistment of any of my friends.”

All kids need a great education: Common Core as a Panacea

As the CEO of Manpower Group, Jeff Joerres knows a lot about what’s required to fill the job needs of employers all over the globe, and as he has noted “we are in the human age, where economies compete and survive based mainly on talent.”
Wisconsin’s release of a new measure of student academic performance in grade and high school was a warning sign worth our attention (“Student scores slip with new standard,” July 17). Credit goes to the state Department of Public Instruction, led by Superintendent Tony Evers, for its on-point and timely release of this new data showing how Wisconsin’s students perform when we use a higher common standard to compare with students in other states.
The results were tough to swallow, 36% proficient in reading and 48% proficient in math on standards that are more representative of what is needed to compete nationally and globally. It looks as if we have been training our students on the low hurdles, when in reality we are running in an international high-hurdle race where jobs are the finish line.
We recently attended a conference sponsored by GE on this very topic. The national audience of business and education leaders came together to better understand the implications of all states adopting a common core set of standards to measure educational performance in K-12. Wisconsin has significant ground to make up.

I spent my last week of June at the ISTE Conference (International Society for Technology in Education) in San Diego, CA. Given that the new Common Core standards feature the use of technology by student prominently, I expected the standards to be front and center at the conference. Since I’ve been blogging about Common Core lately, I looked forward to hearing more. The conference program promised a number of sessions on the subject. Many of these were put on by vendors, who were no doubt seeking to make money off the fear of administrators, but the exhibitor floor was where they went all out. It reminded me of a quip I heard from one edublogger about the exhibit floor at these conferences pushing products to cure your NCLB blues; now, everything seems to be Common Core “aligned”. Folks were excitedly discussing the new upcoming computer-based adaptive assessments which are due to roll-out in 2014. That brought another question to add to the five I’d previously raised: where on earth is my state planning to find the money for them? This led to some rather surreal conversational moments as I asked this question to folks who were excited about the new assessment, and their answers would often be a perplexed look, and the statement, “Well they have to implement this!” and I would say, “Really, why? We’re not in Race to the Top so we aren’t getting dollars dependent on this.” At this point folks looked really perplexed.

1. Common Core Standards – Wisconsin Guidance
New DPI publications help Wisconsin educators understand and implement the Common Core State Standards for English language arts and mathematics, as well as the new concept of Literacy in All Content Areas.
Wisconsin adopted the standards in 2010, but that was the easy task. Implementing them through engaging instruction coupled with rigorous learning activities and assessment is the hard work.
The first step requires that teachers know and understand the standards. The new publications provide guidance on the standards’ relationship to Wisconsin’s vision of Every Child a Graduate, supporting all students through Response to Intervention systems, and the responsibility that all teachers have for developing reading, writing, thinking, speaking, and listening skills.
A distinguishing feature of the Common Core State Standards is their emphasis on disciplinary literacy. To be career and college ready, students must know how to read and write complex informational and technical text. So, instruction in every classroom, no matter the discipline, must focus on both the content and the reading and writing skills students need to demonstrate learning.

Common Core research is “just another piece of misleading advocacy”

Last week Bill Schmidt, of Michigan State University, rolled out in a highly publicized national press event the “key conclusions” from his recent research. We can’t see any of the underlying research, as Schmidt did not publish it. Its supposed findings, however, already got so much uncritical exposure and praise from the usual suspects that it is important to put Schmidt’s words in their proper context. And that context seems more problematic than organizations like Achieve, or Chiefs for Change, who sponsored this research, would like us to believe.
I have reviewed Schmidt’s presentation, and these are some of my observations.
1) First, we should note how carefully Schmidt hedges his bets. His first (and last) slide says that the Common Core Standards for Mathematics “[c]an potentially elevate the academic performance of America’s students” (with the emphasis on the “potentially” in the original).
It is hard to imagine a more sweeping disclaimer–almost anything can “potentially” elevate academic performance. More money; more professional development; more unionization; more school choice; more selectivity in choosing teachers; better textbooks; better parent education via public campaigns; better movies from Hollywood that will improve character education and discipline of youth; and so on.
2) Schmidt repeats in multiple slides that parents and teachers support the Common Core Standards and claim to be familiar with them. A large fraction of teachers even supposedly believes it is prepared to teach them.
I can believe that teachers heard about them, but I doubt many have any real basis for liking them, or for claiming to be prepared to teach them. Other surveys found that most teachers and parents don’t really know or understand the actual content of the standards and the implications of teaching them. After teachers actually try teaching them in the classroom and we see the assessments, maybe we could put more trust in these surveys.




Common Core standards driving wedge in education circles

A high-profile effort by a pair of national education groups to strengthen, simplify and focus the building blocks of elementary and secondary education is finally making its way into schools. But two years ahead of its planned implementation, critics on both the right and left are seizing upon it. A few educators say the new standards, supported by the U.S. Department of Education, are untested, and one Republican governor wants to block the measure, saying it’s a federal intrusion into local decisions.
How did something so simple become so fraught?
The story begins in 2009, when the National Governors Association and the Council of Chief State School Officers announced an effort to create voluntary national standards in math and reading. All but four states — Arkansas, Nebraska, Texas and Virginia — quickly signed on to the standards, known as the Common Core, agreeing to help create then implement them by 2014. Their decision was helped partly by President Obama, who has tied “college and career-ready standards” to billions in federal grants. Last September, he all but required adoption of the Common Core if states want to receive federal waivers from the 2002 No Child Left Behind law.

With Common Core, changes are coming to curriculum, tests

If you’ve never heard of the Common Core standards, it’s time to take note: They could have a big effect on what students will learn – and maybe also on the tests that measure their progress.
This attempt at creating uniform academic standards stringent enough to ensure that students in every state are ready for college or career has been years in the making. It is being pushed by the Obama administration, with help from organizations like the Bill & Melinda Gates Foundation. The goal is to raise the bar nationally and make American students more competitive with those abroad.
Longtime proponents point out that individual state standards are all over the place in terms of rigor and expectations. They argue that clear standards for what students at each grade level should know and be able to do, drawn up by top educators and used nationwide, can benefit everyone. And they say it doesn’t require dictating what happens in the classroom.




The conservative case for the Common Core

Writing last about the “war against the Common Core,” I suggested that those English language arts and math standards arrived with four main assets. (In case you’re disinclined to look, they boil down to rigor, voluntariness, portability, and comparability.)
Let me now revisit a fifth potential asset, which is also the main reason that small-government conservatives should favor the Common Core or other high-quality “national standards”: This is the best path toward getting Uncle Sam and heavy-handed state governments to back off from micro-managing how schools are run and to return that authority to communities, individual schools, teachers, and parents.




Predicting the Common Core Effect on American Education: The 2012 Brown Center Report

The 2012 Brown Center Report on American Education distills the results of studies to examine the state of education in the United States. In particular, the report focuses on education policy, student learning measures, trends on achievement test scores and education reform outcomes.
Highlights from three of the studies featured in the report are:
Predicting the Effect of the Common Core State Standards on Student Achievement: The Common Core will have little to no effect on student achievement. The quality or rigor of state standards has been unrelated to state NAEP scores, Loveless finds. Moreover, most of the variation in NAEP scores lies within states, not between them. Whatever impact standards alone can have on reducing within-state differences should have already been felt by the standards that all states have had since 2003.
Measuring Achievement Gaps on NAEP: The Main NAEP consistently reports larger SES achievement gaps than the Long Term Trend NAEP. The study examines gaps between students who qualify for free and reduced lunch and those who do not; black and white students; Hispanic and white students; and English language learners and students who are not English language learners.




Getting Ready For The Common Core

States are now working intently on developing plans that will make new, common standards a reality. A recent report from Education First and the Editorial Projects in Education Research Center concludes that that all but one of the 47 states adopting the Common Core State Standards is now in the implementation phase. Seven states have fully upgraded professional development, curriculum materials, and evaluation systems in preparation for the 2014-2015 school year.
Nary a word has been spoken about how to prepare teachers to implement common standards appropriately in the early childhood years. Although the emphasis on content-rich instruction in ways that builds knowledge is an important one, standards groups have virtually ignored the early years when these critical skills first begin to develop.
Young children are eager to learn about the sciences, arts, and the world around them. And, as many early childhood teachers recognize, we need to provide content-rich instruction that is both developmentally appropriate and highly engaging to support students’ learning.




Making Common Core Standards Mean Something

This week the Montana Board of Education voted to become the 45th state to adopt the national Common Core standards. Standards, of course, don’t matter at all if they just sit on shelves. If they’re serious about ensuring that more students graduate from high school ready to succeed in college or postsecondary training programs, states and school districts have to see them, and the curriculum associated with them, as the organizing principle of public education. Decisions about accountability, teacher preparation, professional development, instructional materials, technology, teacher evaluations, class size, how to use time and even how money is spent have to be made with the standards in mind. They aren’t a program. They are the program.
Except, apparently, in California. There the standards, which the state board of education voted to adopt in August of 2010, are being treated as an add-on, an unfunded mandate, an optional program.




Bringing the Common Core State Mathematics Standards to Life

Many sets of state and national mathematics stan- dards have come and gone in the past two decades. The Common Core State Mathematics Standards (CCSMS), which were released in June of 2010,*have been adopted by almost all states and will be phased in across the nation in 2014. Will this be another forgettable stan- dards document like the overwhelming majority of the others?
Perhaps. But unlike the others, it will be a travesty if this one is forgotten. The main difference between these standards and most of the others is that the CCSMS are mathematically very sound overall. They could serve–at long last–as the foundation for creating proper school mathematics textbooks and dramatically better teacher preparation.
Before the CCSMS came along, America long resisted the idea of commonality of standards and curriculum–but it did not resist such commonality in actual classrooms. Despite some politicians’ rhetoric extolling the virtues of local control, there has been a de facto national mathematics curriculum for decades: the curriculum defined by the school mathematics textbooks. There are several widely used textbooks, but mathe- matically they are very much alike. Let’s call this de facto math- ematics curriculum Textbook School Mathematics (TSM).1




Common Core unconstitutional, will “nationalize mediocrity, stifle innovation”

With the help of some Republican governors and school board members, the Obama Administration is on the verge of taking over education.
Common Core is the latest attempt to expand the reach of federal government even more broadly into our daily lives. Common Core, which was reportedly conceived by the National Association of Governors, was originally presented to the states as an effort to develop consistency in state curriculums for college and workforce readiness. Theoretically, the Common Core standards will improve education outcomes and increase transparency and accountability.
One problem with the new Common Core standards is that they are almost indistinguishable from the old state standards they are supposed to replace. According to an Education Week blog by Catherine Gewertz, many teachers and administrators don’t see any difference between their old state standards and the Common Core standards. The fact is, state boards of education have bought into something that most of them had little or no input in and that many of them really do not fully understand and that will inevitably lead to having federal government bureaucrats setting education standards for Alabama’s children.




No Common Core Standards in Waivers, but what about Assessments?



Anne Hyslop:

As Education Week has reported today, Secretary of Education Arne Duncan clarified that states will not have to endorse the Common Core State Standards in order to successfully obtain a waiver from portions of No Child Left Behind. While the full details of Duncan’s all-or-nothing waiver proposal have not been released, most (including Education Sector’s Kevin Carey) speculated that states would have to demonstrate they embraced high academic content standards – i.e. Common Core – in order to be let off the hook for meeting the 100% proficiency by 2014 deadline.

While taping C-SPAN’s Newsmakers program, Duncan assured states who have not yet adopted Common Core that the Department is “happy to work with them” as long as they verify their own standards are rigorous. Duncan also noted that this process would likely involve states having their standards approved by their state’s postsecondary institutions – supposedly to certify that they are “college and career ready” standards.




An Open Letter to the Wisconsin Read To Lead Task Force on Implementing Common Core Academic Standards; DPI: “Leading Us Backwards”

It reflects many of our concerns about the state of reading instruction in Wisconsin and the lack of an effective response from the Department of Public Instruction.

State Superintendent Evers, you appointed me to the Common Core Leadership Group. You charged that the Leadership Group would guide Wisconsin’s implementation of new reading instruction standards developed by the National Governors’ Association Center for Best Practices (NGA Center) and the Council of Chief State School Officers (CCSSO).
It is my understanding that I was asked to join the group with the express purpose of bringing different voices to the table. If anything, my experience with the group illustrates how very far we need to go in achieving a transparent and reasoned discussion about the reading crisis in Wisconsin.
DPI Secretly Endorses Plan Created by Poor Performing CESA-7
I have grave concerns about DPI’s recent announcement that Wisconsin will follow CESA-7’s approach to implementing the Common Core reading standards. DPI is proposing this will be the state’s new model reading curriculum.
I can attest that there was absolutely no consensus reached in the Common Core group in support of CESA-7’s approach. In point of fact, at the 27th of June Common Core meeting, CESA-7 representative Claire Wick refused to respond to even general questions about her program.
I pointed out that our group, the Common Core Leadership Group, had a right to know about how CESA-7 intended to implement the Common Core Standards. She denied this was the case, citing a “non-disclosure agreement.”
The moderator of the discussion, DPI’s Emilie Amundson, concurred that Claire didn’t need to discuss the program further on the grounds that it was only a CESA-7 program. Our Common Core meeting occurred on the 27th of June. Only two weeks later, on July 14th, DPI released the following statement:
State Superintendent Evers formally adopted the Common Core State Standards in June 2010, making Wisconsin the first state in the country to adopt these rigorous, internationally benchmarked set of expectations for what students should know and are expected to do in English Language Arts and Mathematics. These standards guide both curriculum and assessment development at the state level. Significant work is now underway to determine how training will be advanced for these new standards, and DPI is currently working with CESA 7 to develop a model curriculum aligned to the new standards.
In glaring contrast to the deliberative process that went into creating the Common Core goals, Wisconsin is rushing to implement the goals without being willing to even show their program to their own panel of experts.
What Do We Know About Wisconsin/CESA-7’s Model Curriculum?
As an outsider to DPI, I was only able to locate one piece of data regarding CESA-7’s elementary school reading performance:

CESA-7 IS AMONG THE WORST PERFORMING DISTRICTS.
CESA-7 RANKED 10TH OF THE 12 WISCONSIN CESA’S.
What Claire did say about her philosophy and the CESA-7 program, before she decided to refuse further comment, was that she did not think significant changes were needed in reading instruction in Wisconsin, as “only three-percent” of children were struggling to read in the state. This is a strikingly low number, one that reflects an arbitrary cutoff for special education. Her view does not reflect the painful experience of the 67% of Wisconsin 4th graders who scored below proficient on the 2009 National Assessment of Educational Progress.
As people in attendance at the meeting can attest, Claire also said that her approach was “not curriculum neutral” and she was taking a “strong stand” on how to teach reading. Again, when I pressed her on what these statements meant, she would only reference oblique whole language jargon, such as a belief in the principal of release from instruction. When I later asked her about finding a balance that included more phonics instruction, she said “too much emphasis” had been given to balanced literacy. After making her brief statements to the Common Core group, she said she had already disclosed too much, and refused to provide more details about the CESA-7 program.
Disregarding Research and Enormous Gains Made by other States, Wisconsin Continues to Stridently Support Whole Language
During the remainder of the day-long meeting on the 27th, I pressed the group to decide about a mechanism to achieve an expert consensus grounded in research. I suggested ways we could move beyond the clear differences that existed among us regarding how to assess and teach reading.
The end product of the meeting, however, was just a list of aspirational goals. We were told this would likely be the last meeting of the group. There was no substantive discussion about implementation of the goals–even though this had been Superintendent Evers’ primary mandate for the group.
I can better understand now why Emilie kept steering the discussion back to aspirational goals. The backroom deal had already been made with Claire and other leaders of the Wisconsin State Reading Association (WSRA). It would have been inconvenient to tell me the truth.
WSRA continues to unapologetically champion a remarkably strident version of whole-language reading instruction. Please take a look at the advocacy section of their website. Their model of reading instruction has been abandoned through most the United States due to lack of research support. It is still alive and well in CESA-7, however.
Our State Motto is “Forward”
After years of failing to identify and recommend model curriculum by passing it off as an issue of local control, the DPI now purports to lead. Unfortunately, Superintendent Evers, you are now leading us backward.
Making CESA-7 your model curriculum is going to cause real harm. DPI is not only rashly and secretly endorsing what appears to be a radical version of whole language, but now school districts who have adopted research validated procedures, such as the Monroe School District, will feel themselves under pressure to fall in line with your recommended curriculum.
By all appearances, CESA-7’s program is absolutely out of keeping with new Federal laws addressing Response to Intervention and Wisconsin’s own Specific Learning Disability Rule. CESA-7’s program will not earn us Race to the Top funding. Most significantly, CESA-7’s approach is going to harm children.
In medicine we would call this malpractice. There is clear and compelling data supporting one set of interventions (Monroe), and another set of intervention that are counter-indicated (CESA-7). This is not a matter of opinion, or people taking sides. This is an empirical question. If you don’t have them already, I hope you will find trusted advisors who will rise above the WSRA obfuscation and just look at the data. It is my impression that you are moving fast and receiving poor advice.
I am mystified as to why, after years of making little headway on topics related to reading, DPI is now making major decisions at a breakneck pace. Is this an effort to circumvent the Read-To-Lead Task Force by instituting new policies before the group has finished its scheduled meetings? Superintendent Evers, why haven’t you shared anything about the CESA-7 curriculum with them? Have you already made your decision, or are you prepared to show the Read-To-Lead that there is a deliberative process underway to find a true model curriculum?
There are senior leaders at DPI who recognize that the reading-related input DPI has received has been substantially unbalanced. For example, there were about five senior WSRA members present at the Common Core meetings, meaning that I was substantially outnumbered. While ultimately unsuccessful due to logistics, an 11th hour effort was made to add researchers and leadership members from the Wisconsin Reading Coalition to the Common Core group.
The Leadership Group could achieve what you asked of it, which is to thoughtfully guide implementation of the Common Core. I am still willing to work with you on this goal.
State Superintendent Evers, I assume that you asked me to be a member of the Leadership Group in good faith, and will be disappointed to learn of what actually transpired with the group. You may have the false impression that CESA-7’s approach was vetted at your Common Core Leadership Group. Lastly, and most importantly, I trust you have every desire to see beyond destructive politics and find a way to protect the welfare of the children of Wisconsin.

Fog of Common Core (Lessons from Arizona’s Adoption)

Today marks one year since Arizona adopted the common core state standards, but you wouldn’t know it based on any information provided by public officials or the press in Arizona. Indeed, you would have an impossible time finding any details about the Arizona State Board’s official action to adopt the standards.
Last year, I wrote about the bizarre situation where states that were completely overhauling their K-12 reading and math standards in favor of the more advanced, 21st century common core state standards were not only downplaying this standards transformation, but in some instances, also appeared to be proactively burying the information.

Common Core Standards The New U.S. Intended Curriculum

The Common Core standards released in 2010 for English language arts and mathematics have already been adopted by dozens of states. Just how much change do these new standards represent, and what is the nature of that change? In this article, the Common Core standards are compared with current state standards and assessments and with standards in top-performing countries, as well as with reports from a sample of teachers from across the country describing their own practices.
The Common Core standards released in 2010 represent an unprecedented shift away from disparate content guidelines across individual states in the areas of English language arts and mathematics. Led jointly by the National Governors Association Center for Best Practices and the Council of Chief State School Officers (CCSSO), the Common Core State Standards Initiative developed these standards as a state-led effort to establish consensus on expectations for student knowledge and skills that should be developed in Grades K-12. By late 2010, 36 states and the District of Columbia had adopted the standards (http://www.corestandards.org/). These standards are therefore poised to be widely adopted and to become entrenched in state education policy.

How Big a Change Are the Common Core Standards?




Gates to help schools adopt common core standards

The Bill & Melinda Gates Foundation announced Wednesday it would be investing $20 million to bring new national education standards into the classroom using game-based learning, social-networking and other approaches to capture the imagination of bored or unmotivated students.
The Seattle-based foundation is partnering with the nonprofit arm of one of the largest textbook publishers in the United States to create the new learning tools and offer some of the materials for teachers and school districts to use for free. It is also working with education game developers and an online public school in Florida for this project.
Judy Codding, the Pearson Foundation executive leading the course development team, said during a news conference that her organization already planned to be involved in developing new ways to help teachers adopt the new national education standards that will replace local learning goals in more than 40 states.
The partnership with the Gates Foundation offers the philanthropic side of the textbook company the money it needs to really innovate and try out new ideas that catch kids’ attention, said Codding, former president and CEO of America’s Choice, an education reform company acquired last year by Pearson.




Now What? Imperatives and Options for Common Core Implementation and Governance



Chester Finn & Michael Petrelli:

This Fordham Institute publication–co-authored by President Chester E. Finn Jr. and VP Michael J. Petrilli–pushes folks to think about what comes next in the journey to common education standards and tests. Most states have adopted the “Common Core” English language arts and math standards, and most are also working on common assessments. But…now what? The standards won’t implement themselves, but unless they are adopted in the classroom, nothing much will change. What implementation tasks are most urgent? What should be done across state lines? What should be left to individual states, districts, and private markets? Perhaps most perplexing, who will govern and “own” these standards and tests ten or twenty years from now?
Finn and Petrilli probe these issues in “Now What?” After collecting feedback on some tough questions from two-dozen education leaders (e.g. Jeb Bush, David Driscoll, Rod Paige, Andy Rotherham, Eric Smith), they frame three possible models for governing this implementation process. In the end, as you’ll see, they recommend a step-by-step approach to coordinate implementation of the Common Core. Read on to find out more.




What Can Parents Expect To See in English Language Arts Classrooms After Common Core’s Standards Begin To Be Implemented? A Worst Case Scenario–But Probably Not Far from Reality

In June 2010, the Common Core State Standards Initiative (CCSSI) offered the nation two sets of English language arts standards: one set called “college and career readiness anchor standards,” and the other, grade-level standards that build towards these anchor standards. With few exceptions, both sets of standards consist of content-empty and culture-free generic skills. Why are they so bereft of substantive content? In large part because they reflect a faulty diagnosis of why many American students are unprepared for authentic college-level work. The misdiagnosis comes from CCSSI’s reliance on the results of ACT surveys to guide the development of its standards.
Several years ago, ACT surveyed thousands of post-secondary instructors to find out what they saw as the chief problems in their freshman students. Not surprisingly, the chief complaint was that high school graduates cannot understand the college texts they are assigned to read. Without an explanation for its reasoning, ACT leaped to two conclusions: (1) college students are not expected to read enough complex texts when they are in high school; and (2) they are not given enough instruction in strategies or skills for reading complex texts in high school.




A Review of State Academic Standards, and the Common Core

he K-12 academic standards in English language arts (ELA) and math produced last month by the Common Core State Standards Initiative are clearer and more rigorous than today’s ELA standards in 37 states and today’s math standards in 39 states, according to the Fordham Institute’s newest study. In 33 of those states, the Common Core bests both ELA and math standards. Yet California, Indiana and the District of Columbia have ELA standards that are clearly superior to those of the Common Core. And nearly a dozen states have ELA or math standards in the same league as Common Core. Read on to find out more and see how your state fared.

Wisconsin’s standards (WKCE) have often been criticized. This year’s study grants the Badger State a “D” in Language Arts and an “F” in Math.

But signing Wisconsin on to the nationwide standards campaign may trump all of those. Wisconsin’s current standards for what children should learn have been criticized in several national analyses as weak, compared with what other states have. The common core is regarded as more specific and more focused on what students really should master.
Chester E. Finn Jr., president of the generally conservative Thomas B. Fordham Institute in Washington, is a big backer of the new standards. “There is no doubt whatsoever in Wisconsin’s case that the state would be better off with the common core standards than what it has today,” he said in a phone interview.
But standards are one thing. Making them mean something is another. Evers said that will be a major focus for him ahead.
“How are we going to make this happen in the classrooms of Wisconsin?” he asked.
The answer hinges on making the coming state testing system a meaningful way of measuring whether students have learned what they are supposed to learn. And that means teaching them the skills and abilities in the standards.
Does that mean Wisconsin will, despite its history, end up with statewide curricula in reading and math? Probably not, if you mean something the state orders local schools to do. But probably yes in terms of making recommendations that many schools are likely to accept.
“We will have a model curriculum, no question,” Evers said. He said more school districts are looking to DPI already for answers because, with the financial crunches they are in, they don’t have the capacity to research good curriculum choices.

In many third-grade classrooms in California, students are taught — briefly — about obtuse and acute angles. They have no way to comprehend this lesson fully. Their math training so far hasn’t taught them the concepts involved. They haven’t learned what a degree is or that a circle has 360 of them. They haven’t learned division, so they can’t divide 360 by 4 to determine that a right angle is 90 degrees, and thus understand that an acute angle is less than 90 degrees and an obtuse angle more.
It makes no pedagogical sense, but California’s academic standards call for third-graders to at least be exposed to the subject, and because angles might be on the standardized state test at the end of the year, exposed they are.
Now, that might change. In June, a yearlong joint initiative by 48 states produced a set of uniform but voluntary educational standards in English and math. Urged on by the Obama administration, the initiative’s main purpose was to encourage states with low academic standards to bring their expectations into line with those of other states. Twenty states have already adopted the standards; 28 more, including California, are considering them. Texas and Alaska are the only states that declined to participate in the project.

The Common Core Math Standards: When Understanding is Overrated

Earlier this month, the Common Core State Standards Initiative (CCSSI)–a state-led effort coordinated by the National Governors Association Center for Best Practices (NGA Center) and the Council of Chief State School Officers (CCSSO)–issued the final version of its math standards for K-12.
The draft standards were released in March and CCSSI allowed the public to submit comments on the draft via their website. Over 10,000 comments were received. The U.S. Coalition for World Class Math was one of the commenter’s and I had a hand in drafting comments. We were concerned with the draft standards’ use of the word “understand” and pointed out that the use of this verb results in an interpretation by different people for different purposes. I am pleased to see that the final version of the standards has greatly reduced the use of the word “understand”, but I remain concerned that 1) it still is used for some standards, resulting in the same problems we raised in our comments, and 2) the word “understand” in some instances has been replaced with “explain”.
I am not against teaching students the conceptual underpinnings of procedures. I do not believe, however, that it is necessary to require students to then be able to recite the reasons why a particular procedure or algorithm works; i.e., to provide justification. At lower grade levels, some students will understand such explanations, but many will not. And even those who do may have trouble articulating the reasons. The key is whether they understand how such procedure is to be applied, and what the particular procedure represents. For example, does a student know how to figure out how many 2/3 ounce servings of yogurt are in a ¾ ounce container? If the student knows that the solution is to divide ¾ by 2/3, that should provide evidence that the student understands what fractional division means, without having to ask them to explain what the relationship is between multiplication and division and to show why the “invert and multiply” rule works each and every time.




California and the “Common Core”: Will There Be a New Debate About K-12 Standards?

On January 7, 2010, the Governor signed into law Senate Bill X5 1 (Steinberg). The bill calls for California’s academic content standards in English Language Arts and Mathematics to be examined against the Common Core Standards that were released in final form on June 2, 2010. The bill also calls for the establishment of the California Academic Content Standards Commission. The Governor and Legislature have made the required appointments to the commission.




Wisconsin schools commit to Common Core State Standards

To help make sure schoolchildren around the country are learning the same grade-by-grade information necessary for success in college and life after high school, Wisconsin’s schools chief Wednesday formally committed the state to adopting a set of national education standards.
The long-awaited Common Core State Standards for English and math, released Wednesday, define the knowledge and skills children should be learning from kindergarten through graduation, a move intended to put the United States on par with other developed countries and to make it easier to compare test scores from state to state.
“These standards are aligned with college and career expectations, will ensure academic consistency throughout the state and across other states that adopt them, and have been benchmarked against international standards for high-performing countries,” state Superintendent of Public Instruction Tony Evers said in a news release Wednesday.
Wisconsin already had pledged to support the common standards. A draft report released in March solicited public comment on the standards, which were subsequently tweaked before the final document was released Wednesday.




Wisconsin Likely to Adopt “Common Core” K-12 Standards, Drop Oft-Criticized WKCE

Wisconsin students can count on one hand the number of times they’ll still have to take the math section — or any section — of the Wisconsin Knowledge and Concepts Exam, the annual weeklong test whose results for 2009-10 were scheduled to be released Wednesday.
That’s because the WKCE is expected to give way in a few years to tests based on new national academic standards proposed last month that could become final this spring.
The District of Columbia, Puerto Rico, the Virgin Islands and all 50 U.S. states except Alaska and Texas in the fall signed on to the development of the Common Core State Standards for math and English, which spell out what the nation’s public schoolchildren should be taught from kindergarten through high school.

Two weeks ago, American education approached a possible turning point, when the National Governors Association (NGA) and Council of Chief State School Officers (CCSSO) released drafts of proposed new academic standards in English language arts and math for kindergarten through high school. Already the object of much interest–and some controversy–these are standards that, once revised and finalized, will be candidates for adoption by individual states in place of those they’re now using.
For months before they were made public, the “Common Core” standards were much discussed. Between now and April 2–the end of the public comment period on this draft–there will be plenty more. That is a healthy thing, both because the more thoughtful scrutiny these drafts receive, the better the final product is apt to be, and because the only way for these standards ever to gain traction in our far- flung, highly-decentralized, and loosely-coupled public education system is if peo- ple from all walks of life–parents, educators, employers, public officials, scholars, etc.–take part in reading, commenting, and shaping the final product.
But ought they gain traction? We think so. Assuming this draft only improves in the process of revision, the Common Core represents a rare opportunity for American K-12 education to re-boot. A chance to set forth, across state lines, a clear, ambi- tious, and actionable depiction of the essential skills, competencies, and knowledge that our young people should acquire in school and possess by the time they gradu- ate. Most big modern nations–including our allies and competitors–already have something like this for their education systems. If the U.S. does it well and if–this is a big if–the huge amount of work needed to operationalize these standards is earnestly undertaken in the months and years to follow, this country could find itself with far-better educated citizens than it has today. Many more of them will be “college- and career-ready” and that means the country as a whole will be stronger, safer, and more competitive.




New Critiques on the Proposed “Common Core” English & Math Standards

This document provides grade level standards for mathematics in grades K-8, and high school standards organized under the headings of the College and Career Readiness Standards in Mathematics. Students reaching the readiness level described in that document (adjusted in response to feedback) will be prepared for non-remedial college mathematics courses and for training programs for career-level jobs. Recognizing that most students and parents have higher aspirations, and that ready for college is not the same as ready for mathematics-intensive majors and careers, we have included in this document standards going beyond the readiness level. Most students will cover these additional standards. Students who want the option of entering STEM fields will reach the readiness level by grade 10 or 11 and take precalculus or calculus before graduating from high school. Other students will go beyond readiness through statistics to college. Other pathways can be designed and available as long as they include the readiness level. English Language Learners in Mathematics Classrooms
English language learners (ELLs) must be held to the same high standards expected of students who are already proficient in English. However, because these students are acquiring English language proficiency and content area knowledge concurrently, some students will require additional time and all will require appropriate instructional support and aligned assessments.
ELLs are a heterogeneous group with differences in ethnic background, first language, socio-economic status, quality of prior schooling, and levels of English language proficiency. Effectively educating these students requires adjusting instruction and assessment in ways that consider these factors. For example ELLs who are literate in a first language that shares cognates with English can apply first-language vocabulary knowledge when reading in English; likewise ELLs with high levels of schooling can bring to bear conceptual knowledge developed in their first language when reading in a second language. On the other hand, ELLs with limited or interrupted schooling will need to acquire background knowledge prerequisite to educational tasks at hand. As they become acculturated to US schools, ELLs who are newcomers will need sufficiently scaffolded instruction and assessments to make sense of content delivered in a second language and display this content knowledge.

A draft of grade-by-grade common standards is undergoing significant revisions in response to feedback that the outline of what students should master is confusing and insufficiently user-friendly.
Writing groups convened by the Council of Chief State School Officers and the National Governors Association are at work on what they say will be a leaner, better-organized, and easier-to-understand version than the 200-plus-page set that has been circulating among governors, scholars, education groups, teams of state education officials, and others for review in recent weeks. The first public draft of the standards, which was originally intended for a December release but was postponed until January, is now expected by mid-February.

40 Years After ‘A Nation At Risk,’

A simple fact about education in the United States trumps all others, yet has been largely overlooked in the education reform era and contributed to its disappointing underperformance: it takes nearly four million women and men to staff America’s K–12 classrooms. A number that large, by definition, means that teachers will be people of average abilities and sentience—not saints, not superstars, and, more pertinently, not the cognitive elite, who do not exist in sufficient numbers to staff more than a fraction of America’s classrooms. At the same time, it is not an overstatement to say that the ever-increasing demands placed on the average teacher make the job nearly impossible to do well, consistently, or sustainably. The reluctance even to cite, let alone address, this mismatch of expectations and abilities contributes to the mediocre performance of education in the United States, which has not changed significantly or satisfactorily since A Nation at Risk warned that “the educational foundations of our society are presently being eroded by a rising tide of mediocrity that threatens our very future as a Nation and a people.”

If teacher capacity is unlikely to change, then what must change is the teacher’s job. If the education reform movement is to regain its momentum and moral authority, becoming not merely a disruptive force but an effective one, it must reinvent itself as a practice-based movement that is clear-eyed and candid about human capital and system capacity, committed not to transforming the teacher workforce but to making teaching doable by the existing workforce and those likely to enter the profession in the future.

At the same time, candor requires acknowledging that this transformation can’t be speedily or satisfactorily addressed, even if taken up with urgency. Education policy is a weak lever to change classroom practice. Enduring change requires shifts in the culture of teaching, which is notoriously slow to evolve, resistant to change, and skeptical—even cynical—about reform. For a 2017 study published by the National Council of Professors of Educational Administration, Wartburg College professor Richard Snyder interviewed a series of teachers with more than twenty years in the field to understand their perspectives on reforms and change. One teacher, who was aggravated with changes to class schedules, often ignored new directives from administrators. “In fact, Mr. Booker—a social studies teacher with over 30 years of experience—acknowledged giving ‘lip service’ to numerous initiatives, then returning to his own classroom intent on accomplishing intellectual discourse through interactive lecture.” Other teachers criticized increased top-down control, whether it be from Common Core State Standards or area education agency (AEA) consultants. Concerned about her loss of autonomy, Mrs. Rittmeyer stated:




Ten years into my college teaching career, students stopped being able to read effectively.

The response of my fellow academics, however, reassures me that I’m not simply indulging in intergenerational grousing. Anecdotally, I have literally never met a professor who did not share my experience. Professors are also discussing the issue in academic trade publications, from a variety of perspectives. What we almost all seem to agree on is that we are facing newobstacles in structuring and delivering our courses, requiring us to ratchet down expectations in the face of a ratcheting down of preparation. Yes, there were always students who skipped the readings, but we are in new territory when even highly motivated honors students struggle to grasp the basic argument of a 20-page article. Yes, professors never feel satisfied that high school teachers have done enough, but not every generation of professors has had to deal with the fallout of No Child Left Behind and Common Core. Finally, yes, every generation thinks the younger generation is failing to make the grade—except for the current cohort of professors, who are by and large more invested in their students’ success and mental health and more responsive to student needs than any group of educators in human history. We are not complaining about our students. We are complaining about what has been taken from them.




“Diplomas are not participation trophies!”

Oregon’s decision to pause its proficiency requirement through 2028 is part of a growing national trend that started a decade ago.

In 2012, 25 states required students to pass an exam to graduate, encompassing nearly 70% of American public school students. By the time the class of 2023 graduated last spring, just eight states had graduation tests in place, according to an analysis by FairTest, a nonprofit that opposes graduation testing.

At least three more are now considering similar moves.

States have dropped or scaled back these tests, commonly known as exit exams, for a number of reasons.

Many began adopting the Common Core—guidelines for what students should know in math and reading—in 2010 and found their graduation exams were no longer aligned with the new, tougher criteria.

“With that collision of higher standards, higher expectations…you saw a lot of states then walking away from their graduation assessment requirement,” said Anne Hyslop, director of policy development at All4Ed, a nonprofit that seeks to improve high-school graduates’ college and career readiness.

Among the reasons the Defense Department schools do so well:

  • Consistent with military culture, they set high standards and create a disciplined classroom culture. In 2015, the schools overhauled their curriculum using principles from the Common Core, a national program that many other districts have abandoned after criticism from both the political right and left. But the approach seems to benefit students. “Unlike the Common Core, which was carried out haphazardly across the country, the Defense Department’s plan was orchestrated with, well, military precision,” Sarah writes.
  • Defense Department schools are racially and economically integrated. Asian, Black, Hispanic and white students attend the same schools. So do the children of Army privates earning $25,000 a year and the children of high-ranking officers earning six-figure salaries.
  • The schools receive more funding than public schools in many states do. One teacher at an elementary school on Fort Moore in Georgia told The Times that she doubled her salary by switching from a traditional public school in Florida. The supply closets at Defense Department schools tend to be well-stocked, and teachers don’t have to pay for paper, pencils and books out of their own salaries, as is common elsewhere.
  • During the pandemic, the military’s schools reopened relatively quickly — and it’s clear that extended closures were terrible for children. By December 2020, 85 percent of students at Defense Department schools were learning in person, officials told Sarah. Only a handful of states exceeded that share, according to the Covid-19 School Data Hub. The share was below 10 percent in California, Kentucky, Maryland, Massachusetts, New Jersey, New York, North Carolina, Oregon, Pennsylvania, Virginia and several other states.

Everybody complains about the college admissions process, but practically nobody ever looks into college admissions tests to see if they could be improved or even if, as they appear to be are getting worse. That’s probably because:

A. Thinking about the SAT and the like is hard.

B. The big racial gaps in test scores are, even more than in the past, society’s Forbidden Topic, so it’s possible that anybody respectable who looks into whatever is going on with the SAT will get himself canceled.

So, we have this situation where David Coleman gets unaccountable power over the SAT test because he’d earlier sold Bill Gates on the Common Core. And Gates had bought off most of the educational thinktanks in America with generous donations. So when Gates decided he liked the Common Core, everybody jumped on board across the country without pausing to test it first.

Because the Common Core was riding so high about a decade ago (it has largely been forgotten today as the billionaire-driven Ed Reform mania of the early 21st century has vanished), the College Board hired Coleman to make the SAT reflect the Common Core. So Coleman rolled out a big change in the SAT in 2017, with some unexpected results: notably, Native American scores plummeted and Asian scores skyrocketed.

Math is amazing in that there is a very clear learning path from 6 years old until a Math Ph.D. qualification exam, with everything in between.

So when you start to help a kid who loves math, do more math, it is very easy to start accelerating your kid down the math path from arithmetic to Calculus and beyond.

If you’re not familiar with it, it’s basically arithmetic all the way to pre-algebra, then algebra, geometry, algebra II, trigonometry, pre-calculus, and then calculus. This works great until the kid starts to get too far ahead of the school and then your kid runs into a bunch of related problems:




Pearson and CRT in the schools



Jonathan Butcher:

Pearson, the world’s largest educational publisher, calls itself “the world’s learning company.”1 The British publishing giant produced the exam that was once administered to students in 24 U.S. states and Washington, DC, as part of the Common Core national standards; it has contracted with the U.S. government to produce assessments for federal employees; it remains the largest publisher of U.S. college textbooks; and, at one point, had a financial stake in The Economist and owned the Financial Times and the Penguin publishing house.2 Today, Pearson still owns one of the largest virtual charter school networks in the U.S., Connections Academy, and recently released Pearson+, an online subscription service that provides subscribers with access to thousands of textbooks and instructional videos.3

This behemoth company maintains significant influence in the education-publishing world. So, when the publishing giant’s editorial guidelines say that the company will make radical ideas, such as “antiracism,” “colorism,” “colonial discourse,” “genderism,” and “intersectionality,” part of everything it does, parents should know what this influential publisher is producing for students and adults everywhere.4

In December 2022, the company announced that it purchased Personnel Decisions Research Institutes (PDRI), a business that produces “workforce assessment services” for federal agencies.5 With the acquisition, Pearson now controls the company that operates USA Hire, a website operated by the Office of Personnel Management (OPM). Applicants for positions in the federal government use this website to submit their application materials and then complete assessments as a part of the application process for federal positions. Some 40 federal agencies use the platform, and more than 500,000 applications are reviewed each year.6

Local, state, and federal K–12 education officials, as well as federal hiring managers across the U.S. government, must be aware of the radical race-related and “gender”-related content produced by Pearson because such materials may violate state and federal civil rights laws by promoting unlawful discrimination. Pearson created content based on Marxism-inspired ideas, such as critical race theory (CRT) and critical gender theory. These “woke” philosophies promote racial preferences, including in college admissions. Critical race and gender theories promote prejudice in public programs and education instruction and abandon biology by replacing biological sex with “sexual orientation and gender identity.” Public officials should protect students, teachers, and federal employees from discrimination and reject the use of Pearson’s material that advances critical theory in K–12 public schools and across federal employment programs.

What Led to the “Massachusetts Education Miracle”?

It is an oft-quoted truism that teachers cannot teach what they do not know. In the past half century, most states have tolerated a weak licensing system for prospective teachers. This weak system has been accompanied by an increasingly emptier curriculum for most of our students, depriving them of the knowledge and skills they need for this country’s experiment in self-government and for their careers in a highly industrialized country.

It is reasonable to believe that an academically stronger licensing system for teachers would raise the academic quality of our teaching force, strengthen the school curriculum, and, in turn, increase student achievement. And it is reasonable to believe that is what happened in the Bay State. But that doesn’t seem to be what the US Department of Education wants, to judge by the policies it has required all Common Core states to implement since 2010.

While the first step in strengthening public education in this country is the development of strong academic standards in all major subjects, something we do not have in any state since 2011, the second should be the tightening up of the academic screws, so to speak, of every state’s teacher licensing system, not, as is now the case, the development of costly national K-12 student tests that may be as poor in quality as the standards on which they are based. Instead of content-poor licensure tests, as most states have, states could adopt. at relatively no cost to themselves (and with no consultant or royalty fees for me), the Massachusetts licensure tests of subject matter knowledge that helped to propel the “Massachusetts education miracle.” They can apply easily to whatever K-12 standards states now have.




Florida Math Curriculum Review

The Florida Department of Education announced Friday that the state has rejected more than 50 math textbooks from next school year’s curriculum, citing references to critical race theory among reasons for the rejections. 

In a news release, the department stated that 54 out of 132 of the textbook submissions would not be added to the state’s adopted list because they did not adhere to Florida’s new standards or contained prohibited topics. 

The release said the list of rejected books makes up approximately 41% of submissions, which is the most in Florida’s history. 

Reasons for rejecting textbooks included references to critical race theory, “inclusions of Common Core, and the unsolicited addition of Social Emotional Learning (SEL) in mathematics,” the release states.

First grade in particular — “the reading year,” as Miller calls it — is pivotal for elementary students. Kindergarten focuses on easing children from a variety of educational backgrounds — or none at all — into formal schooling. In contrast, first grade concentrates on moving students from pre-reading skills and simple math, like counting, to more complex skills, like reading and writing sentences and adding and subtracting numbers.

By the end of first grade in Texas, students are expected to be able to mentally add or subtract 10 from any given two-digit number, retell stories using key details and write narratives that sequence events. The benchmarks are similar to those used in the more than 40 states that, along with the District of Columbia, adopted the national Common Core standards a decade ago.

“They really grow as readers in first grade, and writers,” Miller said. “It’s where they build their confidence in their fluency.”

But about half of Miller’s class of first graders at Doss Elementary, a spacious, bright, newly built school in northwest Austin, spent kindergarten online. Some were among the tens of thousands of children who sat out kindergarten entirely last year.

More than a month into this school year, Miller found she was spending extensive time on social lessons she used to teach in kindergarten, like sharing and problem-solving. She stopped class repeatedly to mediate disagreements. Finally, she resorted to an activity she used to do in kindergarten: role-playing social scenarios, like what to do if someone accidentally trips you.

In a review essay appearing in the Fall 2019 issue of AQ, James Shuls criticized author Sandra Stotsky for suggesting in her 2018 book Changing the Course of Failure that the federal government should take control of the education of low-achieving students by establishing something resembling boarding schools. “That’s a dangerous belief,” Shuls wrote, “it would be a short step for someone on the fringe to take from Stotsky’s idea of a voluntary boarding school to the mandatory internment of low achieving children.” In a response to Shuls in the same issue, Stotsky explained that her recommendation was one of several that addressed a fact that educators have failed to adequately address: “massive adolescent underachievement is a social problem, one that has not been solved by our educational institutions in over fifty years.” Below, Richard Phelps offers a defense of Stotsky’s body of work followed by a reply from Shuls.

Sandra Stotsky can claim experience that the vast majority of pundits, policy advisors, and advocates who directly influence our country’s education policy cannot: she helped design and operate a large-scale program—combining reforms of curriculum, professional development, and student assessment—that consistently raised educational achievement for all students. She put in the long hours working out the details, reaching consensus, making adjustments, and managing systemwide solutions that worked. Her patient work was integral to the Massachusetts “education miracle” of the 1990s and early 2000s, the envy of forty-nine states. Few individuals involved in education reform in the United States have affected as much positive change.

Stotsky, a co-author with me and Mark McQuillan on a 2015 study for the Pioneer Institute for Public Policy Research, also deserves respect for her independence of thought and word. In a U.S. education policy world full of grifters, enablers, and sellouts, organized largely into cliques, Sandra Stotsky shines through. Like so many of the policy analysts aligned with either of the major political parties, she could have taken the money and become a prominent player in the Gates Foundation’s regressive Common Core World. Unlike so many others, however, she has chosen to keep her own counsel, navigated by a steady compass of core principles and evidence.

Not conforming, however, appears to have made her some enemies. In an astonishingly slanted review of the first of her two recent books (Academic Questions, Fall 2019, 412–421), James V. Shuls accused her of writing what she did not and characterized its entirety based on his misreading of just one of her several suggested “possible long-term solutions.”

Despite these numbers, some on the left have decided that the answer is not to insist that schools use the $190 billion in emergency federal COVID school aid to help students catch up and even excel, but to launch a nihilistic crusade in service to a warped mantra of “equity.” This is the same notion of equity that has spurred California’s move to eliminate advanced math instruction and Oregon’s Department of Education urging that teachers learn to abandon “racist” math practices like asking to students “show their work” or worry about “getting the ‘right answer.’” 

What’s going on? To be blunt, too many grownups on the American left have thrown in the towel. Many of the same Democratic leaders who, just a few years ago, were cheering Common Core and Obama’s Race to the Top, now nod along as the woke fringe and “diversity, equity, and inclusion” officialdom insist that schools frequently serve as little more than engines of systemic racism. This line of argument turns out to be surprisingly convenient for Democratic officials, as it permits them to placate the woke base, back away from the kinds of demands that offend their teacher union allies, and suggest that the disappointments of grandiose school reform were a product not of their missteps or excessive faith in bureaucracies but of the public’s own moral failings. 

While it may help Democrats finesse a political squeeze, this tack marks a troubling break with the recent past, when right and left agreed about the perils of the “soft bigotry of low expectations.” While the sweeping, bipartisan No Child Left Behind Act (NCLB) born of that consensus proved to be a mess as a statute—undone by unrealistic dictates and its cavalier expansion of the federal footprint—it represented a powerful, shared conviction that America’s schools must strive to educate every child; that every student should (at least!) learn how to proficiently read, write, and do math; and that we must reject those who would set different expectations for students based on their color creed—whether those are fueled by bigotry or misplaced benevolence.

“Action Civics” Replaces Citizenship with Partisanship

Advocates of “Action Civics” are poised to press a novel practice on every state education system in the Union. Bills mandating Action civics will soon be introduced in state legislatures across the country; it is already required in Massachusetts and Illinois. The Biden administration is likely to support that effort with federal carrots and sticks, using the model of the Obama administration’s support for Common Core.

Unfortunately, widespread adoption of Action Civics will definitively politicize an already politically tainted K-12 educational system, irrevocably cementing the partisan Left’s hold upon our culture. Action civics amounts to school-sponsored indoctrination and political action in support of progressive policy positions. It must be energetically opposed by all who value authentic liberal education.

Despite its growing influence, the goals and premises of Action Civics (sometimes called “Civic Engagement,” “New Civics,” or “Project-Based Civics”) remain little-known to most Americans. The recent report of the President’s Advisory 1776 Commission included a welcome, if brief, warning against Action Civics. The need for a more thoroughgoing critique of Action civics remains urgent, however.

Harvard, Hong Kong, and China

But Hong Kong was a free city. I lectured on liberal education at universities there and advised Hong Kong U on its Common Core curriculum. I made friends there, and the academics took seriously their mandate to make the “two systems” philosophy work. Occasionally some stooge of the mainland government would make his presence known at a talk I was giving, but for the most part the audience behaved the way I expect college audiences to behave.

Then came the passage a few weeks ago of the “The Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region.” (Link here to a Canadian site with the English language text of the law.) It is impossible to overstate the scope and significance of this law. The four offenses are described as “secession,” “subversion,” “terrorist activities,” and “collusion with a foreign country or with external elements to endanger national security,” each with a broad definition and a broadening rider, for example: “A person who incites, assists in, abets or provides pecuniary or other financial assistance or property for the commission by other persons of the offence under Article 22 of this Law shall be guilty of an offence.” Penalties are up to life imprisonment. The whole law is to be administered by a special force, not by Hong Kong police. 

And there is more. Companies that violate the law can be shut down. Turning in others may lighten your sentence. You don’t have to be in Hong Kong to commit an offense under the law. In fact, most ominously, “This Law shall apply to offences under this Law committed against the Hong Kong Special Administrative Region from outside the Region by a person who is not a permanent resident of the Region.”




Mathematician Has Created a Teaching Method That’s Proving There’s No Such Thing as a Bad Math Student

Math is a notoriously hard subject for many kids and adults. There is a gender gap, a race gap, and just generally bad performance in many countries.

John Mighton, a Canadian playwright, author, and math tutor who struggled with math himself, has designed a teaching program that has some of the worst-performing math students performing well and actually enjoying math. There’s mounting evidence that the method works for all kids of all abilities.

As of 2017, his program, JUMP (Junior Undiscovered Math Prodigies) Math, is being used by 15,000 kids in eight US states (it is aligned with the Common Core), more than 150,000 in Canada, and about 12,000 in Spain. The US Department of Education found it promising enough to give a $2.75 million grant in 2012 to Tracy Solomon and Rosemary Tannock, cognitive scientists at the Hospital for Sick Children and the University of Toronto, to conduct a randomized control trial with 1,100 kids and 40 classrooms. The results, due out in late 2017, hope to confirm previous work the two did in 2010, which showed that students from 18 classrooms using JUMP progressed twice as fast on a number of standardized math tests as those receiving standard instruction in 11 other classrooms.




Teachers Unions Have the Cure for What Ails America’s Schools

The rookie science teacher looks at me with the same “Am I understanding this job correctly or am I crazy?” look I’ve often seen in the eyes of new teachers.

“No, you understand,” I say. “You’ve been thrown into a situation that requires an enormous amount of work and a good amount of ability, and it’s sink or swim. You might naturally expect the system to help you, or at least acknowledge the position you’ve been put in. It won’t.”

Teachers have come under considerable scrutiny in recent decades, and everybody claims to have the silver-bullet reform that will fix education. No Child Left Behind, Race to the Top, Common Core, charter schools, raising the qualifications to become a teacher, limiting or abolishing tenure, and countless other measures have been taken up by Congress and state legislatures since I took my first teaching position in 1989.

Yet there is little public discussion about the education system’s central problem: Teachers don’t have enough time to do our jobs properly. Teachers unions understand this and fight to protect our ability to do our jobs.

Here’s one reason for teachers’ “time poverty”: Unlike other white-collar professionals, we face an enormous burden of clerical and low-level work.

In what other industry would four highly educated professionals wait in line for 20 minutes to use the one functional copier? Where else would a highly trained counselor spend 30 minutes making sure teenagers throw their juice cartons in the trash during lunchtime?




Will cursive become a lost art form? Not if these Wisconsin lawmakers can help it

The Nesvacil sisters of Ashwaubenon take their handwriting seriously.

Grace Nesvacil, now a freshman in high school, was named the nation’s top fifth grade hand-writer in the 2016 Zaner-Bloser National Handwriting Contest. Her sister Evelyn was a semifinalist as a third grader, and another sister, Claire, earned a state award in the competition.

All three of the siblings attend Ashwaubenon schools, where curriculum instructor Jill Kieslich says they still teach cursive to students in second through fifth grade, although it’s not required as part of Wisconsin’s Academic Standards.

The sponsor of the contest, Ohio-based Zaner-Bloser company, is a longtime producer of writing, penmanship and grammar materials for schools. During the 1800s, founders Charles Zaner and Elmer Bloser developed a cursive style that dominated classrooms for decades.

But cursive has been on the decline since the rise of personal computers. In 2010, when most states adopted Common Core curriculum standards meant to equalize education in America, nothing about cursive was mentioned. Today, teaching cursive has declined to the point that it’s not unusual to find teens and twenty-somethings barely able to decipher it. Often, children master typing on a computer, tablet or mobile phone before they feel comfortable writing by hand.




My Schooling In The Soviet Union Surpasses U.S. Public Schools Today

In America, however, that very system has been weakened from within. Here’s an overview of what’s different between my childhood Soviet education and my kids’ U.S. public schools.

Mathematics

Math was the dissident’s favorite in the Soviet Union. It was believed that the subject is so logical and abstract, the party could never impose its will on it. After all, two plus two equals four — in the 10-digit system, at least — regardless of the edicts of the Politburo.

Maybe the Soviet bureaucrats weren’t clever enough, because the American educational bureaucracy did ruin mathematics. That, of course, was accomplished via the 1960s’ “new math,” which has been reincarnated yet again in Common Core. Those who didn’t subscribe to the new math teachings weren’t exiled to Gulags, but the kids who were taught in this manner failed to learn. Sometimes, the soft managerial power of destructive innovation is mightier than the NKVD.

With generations raised after the new math, schools are hard-pressed to find anyone who can teach the subject — not that the administrators would know, anyway. U.S. instructors readily admit they don’t understand or like the discipline. They end up confusing the students. A few years ago at my child’s back-to-school meeting, a third-grade teacher was chirping away about Common Core math and how it shows that in math, too, there is more than one way to find an answer.

I was taught something like “multiple methods,” and I find this line of thought ridiculous. Yes, there can be more than one way to get to the same answer, but we prefer the elegant, simplest solution. There is logic and beauty in mathematics that educated people of average intellect have to be able to appreciate.

Language

I have spent quite a bit of time in my Russian language and literature classes memorizing poems and language rules. Several times every quarter, we were called up to recite a poem. Likewise, the rules of spelling and punctuation were to be memorized. We copied sentences from our textbooks — some of them straight commie propaganda, but others taken out of classic works of fiction — filling in correct prefixes and endings, putting punctuation marks in correct places.

After spending a week or two on an individual language rule, we would have a dictation test. Is it naive to expect an equal rigor from American public edutainment?

Russian is a vicious language, but English shouldn’t be that hard to master. It has more words, but fewer rules to follow and fewer exceptions to those rules. Teachers can take these rules one by one, explain, and practice over a period of a few weeks. With the kind of system I went through, most children graduating elementary school should be decent spellers.

Who am I kidding, though? No structure exists to support this kind of learning — not even textbooks! In our California elementary school, at the very end of second grade, students received handbooks with all the rules of the English language. Was that a joke? What is a nine-year-old expected to do with that manual? Thus, students are funneled into middle schools with hardly a clue about writing.

How Bill Gates Destroyed the College Board

A poor immigrant who studied hard and worked hard might have a shot at the best schools in the land.

Over a century later, the College Board has announced that the Scholastic Assessment Test will include an adversity score based on zip codes that purports to measure the social environment of the student.

After nearly a century of trying to measure intelligence, instead of class, the SAT will collude in a college admission system where class overwhelms merit to a degree unseen since 18th century Harvard.

The latest assault on standardized testing assumes that the individual student should be defined by the income, education and family averages of his zip code, more than by his actual skills and learning in a complete reversal of the entire purpose of the SAT and the meritocratic work of the College Board.

Ironically, the College Board fell victim to the success of a college dropout from a wealthy family.

William Henry Gates III, more commonly known as Bill Gates, has wielded the Bill and Melinda Gates Foundation as a tool for wrecking education with Common Core and has hijacked the College Board, which began as a conclave of elite college leaders, into pursuing his radical social and political agendas.




Scaffolding the Curriculum Renaissance with Explicit Instruction

Yet declaring the superiority of explicit instruction is considered quite controversial in many colleges of education. For at least the past 30 years, teachers have been trained in a progressive education ideology pushing vague notions of pedagogical constructivism. Gradually, the idealized teacher became one that talks less, directly teaches less, and facilitates more “21st century skills” like technology-assisted collaboration and discovery.

Most concerning is the denigration of knowledge and memorization in pursuit of elusive “critical thinking skills,” all while research continues to show that a critical part of critical thinking (and reading comprehension) is the background knowledge one has in those domains.

It is a relief then that discussion in the U.S. about improving student outcomes is beginning to shift to the implementation of a knowledge-rich curriculum. In the U.S., this has taken the form of the curriculum renaissance – the spread full-service curricular resources aligned to the Common Core State Standards and designed to build deep and robust background knowledge, unlike other curricula which were organized around things like “finding the main idea.”




The Problem with Relying on Testing When Assessing Students and Teachers

What defines a good school? Nearly every report, comparison or analysis on education labors under the assumption that this can be found in some form of test scores. Ever since No Child Left Behind made its debut in 2001, top-down government-funded education has proceeded from one failed experiment to another. Testing is now almost always the sole way schools are being judged for excellence.

But this reliance on testing is only done because of deeply flawed assumptions being made by politicians and an army of “experts” who have never actually taught children themselves. Dealing with disembodied numbers also makes it much easier for these “experts” to convince others that they know what they are talking about. Currently, the latest fad being imposed from above is Common Core, another guaranteed-to-fail government program which attempts, yet again, to force-feed children into learning what they “need to know.”

Certainly, test scores for truly motivated and older kids can be useful. Testing can help in assessing how well a school has performed for these motivated kids as they reach their later years in high school and as their interests become more defined and focused. But using tests as a useful indicator for the quality of our schools among younger children often only ensures a growing failure in ever getting a child to truly enthusiastically embrace learning. Institutionally-driven tests became a counter-productive instrument of “accountability,” and very often degenerates into full-blown child abuse and is causing an astounding rise in youth suicides.

Keep in mind that it is the needs of the unmotivated, or somewhat unmotivated students, who are hit the hardest with any form of early academic testing. (Also note that using tests to discover true learning disabilities – and not just manufactured ones by a growing army of LD teachers who want more work – are excluded from any of my assertions here.)

A Simple Formula to Increase Learning: Read, Write, Read More, Write More

The never-ending quest for magic formulae that universally educate all children brings to mind this lyrical lament from a 1980 Johnny Lee country tune: “I was lookin’ for love in all the wrong places.”

Rarely does anything loveable, or even merely useful, come from wandering the maze of government agencies, huge foundations, textbook publishers, and assorted ed-tech or pedagogical soothsayers. A reviewer of a century’s worth of grandiose schemes, designs, and boondoggles—Common Core being the latest—would be hard-pressed to identify more than a few that have succeeded.

By contrast, a spark of inspiration for helping children can emanate from an individual who has no institutional axe to grind and is willing to sacrifice for the cause.

Will Fitzhugh fits that mold perfectly.

Three decades ago, Fitzhugh quit his job as a history teacher in Concord, Massachusetts, cashed in his small pension, and put all his energies into creating a quarterly journal to be filled with the finest history essays written by high school students. His mission was to show students—and the rest of the world—what they are capable of producing.

Operating without the gargantuan grants that fuel the merchants of ed-biz faddism, The Concord Review has published 1,307 scholarly articles under the bylines of student authors from 45 states and 40 countries. Fitzhugh imposes no arbitrary word limit on submissions. Published essays average 7,500 words, complete with endnotes and bibliography.

The Concord Review is the only quarterly journal in the United States [in the world] devoted exclusively to publishing secondary students’ writing about history. The range of topics is eclectic and the writing is engaging. Here is a small sampling of topics over the past year: “Machine Politics,” “Black-Jewish Relations,” “The Scopes Trial,” “Food Guide Pyramid,” “Coups in Pakistan,” “Sino-Soviet Split,” “Roaring Twenties,” “Chinese Feminism,” “Abraham Lincoln’s Brigade,” “Mussolini’s Vision,” and “Habermas in Korea.”

Fitzhugh’s blog makes plain how The Review’s essayists have justified his confidence in them. Many students have written him to say they reached a point in reading about history that they strongly felt a need to tell people what they had discovered.

In short, as Fitzhugh put it, “reading and writing are inseparable partners.” When motivation springs from knowledge gained, writing can follow a natural progression of writing, reviewing a draft, revising for clarity and correcting omissions, reading for additional content, and rewriting again.

In other words, The Review’s authors exhibit “all the natural things that have always led to good academic writing, whether in history or any other subject.”

Unfortunately, in most high schools, writing is a heavily regulated and restricted process far removed from the ideal of students being able to express something they have learned. Fitzhugh describes the current practice:

“When teaching our students to write, not only are standards set very low in most high schools, limiting students to the five-paragraph essay, responses to a document-based question, or the personal (or college) essay about matters which are often no one else’s business, but we often so load up students with formulae and guidelines that the importance of writing when the author has something to say gets lost in the maze of processes.”

Learn something then write about it. Now there is a novel concept.

Fitzhugh has developed a Page Per Year Plan© (and even copyrighted it) that, if ever implemented widely, could lead to substantially increased time devoted to student reading and writing.

His idea is that all public high school seniors would be expected to write a 12-page history research paper. However, that requirement would not just be plopped on them. They would have written an 11-page paper as juniors, a 10-pager as sophomores, and so back down the year-by-year ladder to a 5-page paper in fifth grade, and even a one-pager on a topic other than themselves in the first grade.

With a Page Per Year Plan© in place, Fitzhugh figures that “every senior in high school will have learned, for that 12-page paper, more about some topic probably than anyone else in their class knows, perhaps even more than any of their teachers knows about that subject. They will have had in the course of writing longer papers each year, that first taste of being a scholar which will serve them so well in higher education and beyond.”

It is highly doubtful that a government-run school system would ever adopt anything as rigorous, yet sensible, as this page-per-year ladder to writing success. Perhaps there are private-sector innovators including homeschoolers bold enough to give it a try.

Meanwhile, anyone looking to find evidence of a love of writing by inspired students will continue to find it every three months in the pages of The Concord Review.




College without remediation

If remedial classes don’t help college students succeed — and there’s lots of evidence for that — what’s the alternative? California State University needs to develop better supports for poorly prepared students and help high schools improve academic rigor, writes Michael Kurlaender, professor of education policy at University of California Davis, in Education Next.

“Only 30 percent of California 11th graders are deemed ready for college-level work in both mathematics and English Language Arts (ELA),” based on the state’s Common Core-aligned exam, he writes. “Another 30 percent meet standards in ELA but not in math, while 2 percent meet standards in math but not in ELA.” That leaves almost 40 percent of 11th graders who don’t meet either standard.

Test scores and high school grades correlate with college grades and persistence, he writes. However, students from low-poverty high schools are likely to be college-ready, even with a 2.5 GPA, while “even high-performing students are unlikely to be college ready” if they attend a high-poverty school.

If remedial classes don’t help college students succeed — and there’s lots of evidence for that — what’s the alternative? California State University needs to develop better supports for poorly prepared students and help high schools improve academic rigor, writes Michael Kurlaender, professor of education policy at University of California Davis, in Education Next.

“Only 30 percent of California 11th graders are deemed ready for college-level work in both mathematics and English Language Arts (ELA),” based on the state’s Common Core-aligned exam, he writes. “Another 30 percent meet standards in ELA but not in math, while 2 percent meet standards in math but not in ELA.” That leaves almost 40 percent of 11th graders who don’t meet either standard.

Test scores and high school grades correlate with college grades and persistence, he writes. However, students from low-poverty high schools are likely to be college-ready, even with a 2.5 GPA, while “even high-performing students are unlikely to be college ready” if they attend a high-poverty school.

Public Support Climbs for Teacher Pay, School Expenditures, Charter Schools, and Universal Vouchers

Education’s political landscape has shifted dramatically over the past year. To the consternation of most school-district officials, Secretary of Education Betsy DeVos used the bully pulpit to promote charter schools, vouchers, and tax credits for private-school scholarships. To the distress of teachers unions, the U.S. Supreme Court struck down an Illinois law requiring government workers who elect not to become union members to pay representation fees. To the chagrin of civil-rights groups, the U.S. Department of Education said that it was reviewing a letter sent to school districts by the Obama administration informing them that they were at risk of incurring a civil-rights violation if students of color were suspended or expelled more often than their peers. To the relief of Common Core enthusiasts, the politically charged debate over the standards moved to the back burner. And to the dismay of parents, teachers, and policymakers across the political spectrum, students demonstrated almost no gains in reading and math on the 2017 National Assessment of Educational Progress (NAEP) over the 2015 test.

All these events were consequential, but none penetrated into the thinking of the American public as sharply as did teacher strikes in six southern and western states. Those walkouts seem to have lent new urgency to teacher demands for salary raises and increased financial support for schools.

The status of public opinion on these and other topics comprises the 12th annual Education Next (EdNext) survey of public opinion, administered in May 2018. The poll’s nationally representative sample of 4,601 adults includes an oversampling of parents, teachers, African Americans, and those who identify themselves as Hispanic. (All estimates of results are adjusted for non-response and oversampling of specific populations. See methods sidebar for further details.)

On several issues, our analysis teases out nuances in public opinion by asking variations of questions to randomly selected segments of survey participants. Respondents were divided at random into two or more segments, with each group asked a different version of the same general question. For example, we told half of the respondents—but not the other half—how much the average teacher in their state was paid before asking them whether they thought salaries should be increased, be decreased, or remain about the same. By comparing the differences in the opinions of the two groups, we are able to estimate the extent to which relevant information influences public thinking as to the desirability of a pay increase.




The Twisty Top-Down Policy Path To The Classroom

From Outcome Based Education (remember the 90s?) to Common Core to ESSA to a hundred policy initiatives on the state level, the story is usually the same: Policymakers create a policy for K-12 education, it rolls out into the real world, and before too long those same policymakers are declaring, “That’s not what we meant at all.” Explanations generally include “You’re doing it wrong” or “Maybe we should have put a bigger PR push behind it” or “The teachers union thwarted us.” Common Core fans still claim that all Common Core problems are because of trouble with the implementation.

Somehow policymakers never land on another possibility– that the policy they created was lousy. But good or bad, education policy follows a twisty path from the Halls of Power where it’s created to Actual Classrooms where teachers have to live with it. Here are all the twists that can lead to trouble




The mysteries of the classroom: What works, what doesn’t and why

When I try to learn more about schools, I often feel as if I am struggling to get inside a black box — the mysterious classroom. I can get data on what goes into the box, such as the backgrounds of teachers and students. I can measure what comes out of the box — test scores, graduation rates and student work.

But what happens inside the classroom is hard to quantify.

This is particularly true of the major educational reform of this era, the Common Core State Standards. The project of the National Governors Association and Council of Chief State School Officers was designed to use research results to remake K-12 teaching. It recommended more lessons about the real world, more nonfiction reading and writing, and more unified math instruction.




The forgotten factor in student achievement: the student

Will Fitzhugh is the founder and editor of The Concord Review, believed to be the world’s only English-language quarterly review for history academic papers by high school students. The Review, founded in Massachusetts in March 1987, comes out four times a year and has published more than 1,000 history research papers—with an average of 6,000 words, with endnotes and bibliography—from secondary student authors in 44 states and 39 other countries. The latest edition, Winter 2013, includes research papers on Jackie Robinson, the Proclamation of 1763 and the German Navy in World War I.

It should come as no surprise that Fitzhugh has long called for a requirement that no high school student be permitted to graduate without having produced at least one serious research paper in history. As it is today, most students graduate from high school without having written one in any subject.

Fitzhugh is also a strong advocate for holding students responsible for their own work, noting in an e-mail, correctly, that if teachers are the only “moving part” in the classroom, then “there is no room, literally, for the agency of students.” In the current school reform era in which the focus has been on the effectiveness of teachers and to a lesser extent principals, his message has special resonance.

Here’s a piece that Fitzhugh wrote on the subject:

It is settled wisdom among Funderpundits and those to whom they give their grants that the most important variable in student academic achievement is teacher quality, but I have regularly pointed out that the most important variable in student academic achievement is student academic work.

Now, however, a small number of other dissenting voices have begun to speak. Richard Arum and Josipa Roksa, in Academically Adrift have suggested that (p. 131) “Studying is crucial for strong academic performance…” and “Scholarship on teaching and learning has burgeoned over the past several decades and has emphasized the importance of shifting attention from faculty teaching to student learning…”

This may seem unacceptably heterodox to those in government and the private sector who have committed billions of dollars to focusing on the selection, training, supervision, and control of K-12 teachers, while giving no thought to whether K-12 students are actually doing the academic work which they are assigned.

In 2004, Paul A. Zoch, a teacher from Texas, wrote in Doomed to Fail:

“Let there be no doubt about it: the United States looks to its teachers and their efforts, but not to its students and their efforts, for success in education.”

More recently, and less on the fringe of this new concern, Diane Ravitch wrote in Death and Life of the Great American School System:

“One problem with test-based accountability, as currently defined and used, is that it removes all responsibility from students and their families for the students’ academic performance. NCLB neglected to acknowledge that students share in the responsibility for their academic performance and that they are not merely passive recipients of their teachers’ influence.”

There are necessarily problems in turning attention toward the work of students in judging the effectiveness of schools. First, all the present attention is on teachers, and it is not easy to turn that around. Second, teachers are employees and can be fired, while students can not. It could not be comfortable for the Funderpundits and their beneficiaries to realize that they may have been overlooking the most important variable in student academic achievement all this time.

In February, when the Associated Press reported that Natalie Monroe, a high school English teacher in Pennsylvania, had called her students, on a blog, “disengaged, lazy whiners,” and “noisy, crazy, sloppy, lazy LOAFERS,” the response of the school system was not to look more closely at the academic efforts of the students, but to suspend the teacher. As one of her students explained, “As far as motivated high school students, she’s completely correct. High school kids don’t want to do anything…(but) It’s a teacher’s job…to give students the motivation to learn.” (sic)

It would seem that no matter who points out that “You can lead a student to learning, but you can’t make him drink,” our systems of schools and Funderpundits stick with their wisdom that teachers alone are responsible for student academic achievement.

While that is wrong, it is also stupid. Alfred North Whitehead (or someone else) once wrote:

“For an education, a man’s books and teachers are but a help, the real work is his.”

As in the old story about the drunk searching under the lamppost for his keys, those who control funds for education believe that as long as all their money goes to paying attention to what teachers are doing, who they are, how they are trained, and so on, they can’t see the point of looking in the darkness at those who have the complete and ultimate control over how much academic achievement there will be—namely the students.

Apart from scores on math and reading tests after all, student academic work is ignored by all those interested in paying to change the schools. What students do in literature, Latin, chemistry, math, and Asian history classes is of no interest to them. Liberal education is not only on the back burner for those focused on basic skills and job readiness as they define them, but that burner is also turned off at present.

This situation will persist as long as those funding programs and projects for reform in education pay no attention to the actual academic work of our students. And students, who see little or no pressure to be other than “disengaged lazy whiners” will continue to pay the price for their lack of education, both in college and at work, and we will continue to draw behind in comparison with those countries who realize that student academic achievement has always been, and will always be, mainly dependent on diligent student academic work.

My high school senior has done very little writing, short essays at best and absolutely no research paper. And this is with 6 humanities type AP classes. He did far more writing and research in the middle school humanities program.

Students at our high school aren’t asked to do any work of substance. From talking with parents, students in high school magnet or IB programs, and maybe a few others, are the only ones who learn how to do research and write.

MCPS does not hold high expectations and standards equally for all its high school students.

Fitzhugh is quite right. The consequences of the “blame the teacher” emphasis in K-12 become even clearer in college when students must become self-directed learners and produce a great deal of original research and writing. Many struggle with the basic academic work-products like short term papers and essays that have no plagiarism. Some students even say that plagiarism is not a problem because their job is simply to assemble other people’s knowledge. When students grow up taking zero ownership for their own learning, they learn almost nothing. Standardized tests measure only one narrow band of knowledge. For students to develop and manifest broad and deep talents in critical reasoning and synthesis, research, writing and quantitative analysis, they must learn to produce substantial amounts of their own work for critical assessment. For students to know how to do this kind of work, they must learn from first grade that their engagement is central to the learning contract.




History is taught as texts without context

Who’s that man? Why is the crowd gathered? Teachers aren’t supposed to say.

Studying texts, without context, is no way to learn history, writes Will Fitzhugh on Diane Ravitch’s blog. But it’s the Common Core way.

A notorious lesson called for teaching the Gettysburg Address without discussing the Civil War. Teachers were told:

Refrain from giving background context or substantial instructional guidance at the outset. It may make sense to notify students that the short text is thought to be difficult and they are not expected to understand it fully on a first reading—that they can expect to struggle. Some students may be frustrated, but all students need practice in doing their best to stay with something they do not initially understand. This close reading approach forces students to rely exclusively on the text instead of privileging background knowledge, and levels the playing field for all students as they seek to comprehend Lincoln’s address.

Fitzhugh created The Concord Review, which publishes historical essays by high school students. Increasingly, he sees history being taught as a literacy exercise, often by English teachers who don’t know much history.

Sandra Stotsky recently spoke to California English teachers, who were frustrated by the Common Core requirement to teach historical documents. They didn’t think they had the background to do it well. Meanwhile, history teachers are asked to teach informational texts that aren’t historical, writes Stotsky.

In the comments, Bill Honig, former superintendent of public instruction in California, praises the state’s history framework.

Another commenter, “Ponderosa,” disagrees, calling the framework “an indigestible mishmash of high-falutin’ gobbledygook” that “most teachers probably ignore.”

From the county-sponsored training workshop I’ve been to, it seems the dominant interpretation is have kids do “inquiry.” What this boils down to is: sage off the stage. Give kids a question and have them try to answer it using texts you give them. Gaining historical knowledge is not the object. The aim is to have kids “grapple” (this word was used over and over) with the text. The aim is to have kids talk to each other (the presenter called student talk “sacred”). Somehow all this grappling and talking is supposed to be beneficial, and of course there is probably some benefit. But I can tell you that if the aim is to get kids to learn history, this is not the best approach. Nothing beats lucid direct instruction for that. I guarantee you that this approach will LOWER the already low level of historical literacy among our students.

I remember learning in Sunday school that the Israelites were forced by Pharoah to make bricks, but not given straw. You need straw to hold the bricks together. Our text-grappling students, unprivileged by background knowledge, are going to have trouble building anything with those soggy lumps of clay.

Just teach my kid the math

It is astounding to me that mathematics – of all school subjects – elicits such potent emotional reaction when “reform” is in the air. We’ve seen the community response to the Common Core State Standards in the U.S., the potency of the Back to Basics movement in Alberta, Canada, and the myriad of internet examples of the absolute absurdity of “new math.”

At face value, the strong reactions we see can be interpreted as paradoxical. Parents might openly admit they themselves did not understand mathematics, that they actively hate mathematics even, but insist that we don’t dare do anything different for their child in math class! Parents’ befuddlement over their child’s third-grade homework might be seen as a wrong of the new curriculum, not as evidence of the failing of their own mathematics education, that they weren’t provided the flexibility and agility of thought to see simple arithmetic in multiple lights.

It seems that previous generations were seduced to equate familiarity with understanding. For instance, our standard arithmetic algorithms are somewhat bizarre – they are the end result of a human process of codifying arithmetical thinking, designed with the extra goal of using as little of precious 17th-century ink as possible. But if one does them often enough, their routine begins to feel comfortable and familiar.

A Brief History of NAEP Cohort Math Gains-The Low Hanging Fruit Already Picked

My guess is that reformers picked the low-hanging fruit of education reform in the early aughts. The introduction of standards and testing in the early days seems to have produced a bump in achievement. Over time however this effect may be fading.

Political Science 101 teaches that organized interests defeat diffuse interests 99 times out of a hundred, so the ability of states to employ a cat o’ nine tails and whip schools into improvement has limits. Dozens of decisions taken daily in the musty basements of State Departments of Education and obscure measures voted on by State Boards of Education can slowly but surely defang and/or subvert state accountability systems.

If there are two things that the organized employee interests of adults working in schools are expert at it is passive resistance and bureaucratic infighting. In my book, much of the reform crowd chose to fight their opponents on ground they did not choose wisely, and upon which they have little chance to prevail. Things fall apart, the center cannot hold.

Mike Petrilli recently and correctly imo noted that the 2017 NAEP would be a pretty definitive test on the efficacy of the Obama year projects- promoting Common Core and teacher evaluation, student discipline reform. Top down directives have a funny way of not working out, even backfiring. Let’s see what happens next.




The $100 million question: Did Newark’s school reforms work? New study finds big declines, then progress (less Than 4% Of School Spending…)

The study comes with a few important caveats.
The spike in test-score growth toward the end of the five-year grant coincided with the introduction of a new test aligned with the Common Core, the PARCC. It also coincided with an increase in students opting out of state tests, both in Newark and statewide. The researchers try to account for this, but it’s not entirely clear if those changes skewed the findings.

Also, the researchers came to their conclusions by comparing test score growth of Newark’s students to students with similar backgrounds and in similar schools across New Jersey. That doesn’t guarantee that the study is able to isolate the effects of the reforms, but does allow for comparisons to places without the Zuckerberg money or attention.

The results don’t show whether the reforms “worked” — because that’s a complicated question.
The study is focused on standardized test scores, a significant limitation that means it doesn’t speak to other effects of the reforms on students. A separate analysis, funded by the Community Foundation of New Jersey and also released Monday, points out that high school graduation rates in Newark rose substantially in 2016 and 2017, after remaining flat between 2012 and 2015. Enrollment in the city schools has also trended upward in recent years.

The results also don’t account for political turmoil or the sense that the reforms were done to — rather than with — the community in Newark, whose schools had been under state control for a over two decades. An agreement was finalized in September to return them to community control.

“Ultimately we’re giving the parents the opportunity to have their democratic rights back,” Baraka told NPR, who argued in the same interview that the Zuckerberg dollars had not improved the school district. “There is no real kind of causal relationship between that money and the development of the traditional public schools in Newark.”

Locally, we have spent far more than most government funded school districts (now nearly $20,000 per student), yet we’ve long tolerated disastrous reading results. Yet, Madison’s non diverse governance model continues unabated, aborting the proposed Madison Preparatory IB Charter school and more recently a quasi Montessori charter proposal.




Honoring the English Curriculum and the Study of U.S. History—Sandra Stotsky

“Advocates of a writing process tended to stress autobiographical narrative writing, not informational or expository writing.”

It sounds excessively dramatic to say that Common Core’s English language arts (ELA) standards threaten the study of history. In this essay we show why, in the words of a high school teacher, “if implemented as their authors intend, the Common Core will damage history education.”

But we first clarify how the study of history in K-12 ever got tangled up in Common Core’s ELA standards.

How Common Core Came to Include Study of History

The sad story begins with the reason for the contents of a document titled Common Core Standards for English Language Arts and Literacy in History/Social Studies, Science, and Technical Subjects.

The bulk of the document is on ELA standards. But the last seven pages (pp. 59-66), titled Literacy in History/Social Studies, Science, and Technical Subjects, provide “literacy” standards for these subjects in grades 6-12. The introduction to the whole document explains why these standards are in this document.

The standards establish guidelines for English language arts (ELA) as well as for literacy in history/social studies, science, and technical subjects. Because students must learn to read, write, speak, listen, and use language effectively in a variety of content areas, the standards promote the literacy skills and concepts required for college and career readiness in multiple disciplines.

The College and Career Readiness Anchor Standards form the backbone of the ELA/literacy standards by articulating core knowledge and skills, while grade-specific standards provide additional specificity. Beginning in grade 6, the literacy standards allow teachers of ELA, history/social studies, science, and technical subjects to use their content area expertise to help students meet the particular challenges of reading, writing, speaking, listening, and language in their respective fields.

It is important to note that the grade 6–12 literacy standards in history/social studies, science, and technical subjects are meant to supplement content standards in those areas, not replace them. States determine how to incorporate these standards into their existing standards for those subjects or adopt them as content area literacy standards.

As indicated, Common Core’s literacy standards are justified on the grounds that college readiness means being able to read, write, and speak in all subject areas—a reasonable expectation if the “all” doesn’t mean every subject taught in college or a level of proficiency beyond the level of the coursework in the subjects taught in a typical high school.

The first public draft of the ELA standards—in September 2009—made the standards-writers’ vision even clearer than the final version does. It expected students in English classes to “demonstrate facility with the specific reading demands of texts drawn from different disciplines, including history, literature, science, and mathematics.” As the draft explained, “Because the overwhelming majority of college and workplace reading is non-fiction, students need to hone their ability to acquire knowledge from informational texts…[and] …demonstrate facility with the features of texts particular to a variety of disciplines, such as history, science, and mathematics.” That is the basis for entangling the study of history in the final version of Common Core’s ELA document and for the standards-writers’ misconceptions about how students learn to read and write intelligently in other subjects.

The attempt to make English teachers responsible for teaching high school students how to read history, science, and mathematics textbooks relaxed during 2009-2010 after critics made it clear that English teachers could not possibly teach students how to read textbooks in other disciplines. This criticism was supported by the common sense argument that teachers can’t teach students to read texts in a subject they don’t understand themselves, as well as by the total lack of evidence that English teachers can effectively teach reading strategies appropriate to other disciplines and thereby improve students’ knowledge in that discipline.

Nevertheless, Common Core’s ELA standards still expect English teachers to teach “informational” texts about 50 percent of their reading instructional time at every grade level. At least, that is what K-12 curriculum specialists nationwide sees as the curriculum implications of 10 standards for reading “informational” texts and only 9 for reading literary texts at every grade level in the ELA part of the ELA document, even if “informational” texts are called “nonfiction.”

Research on Reading and Writing Across the Curriculum (RAWAC)

Although it is now agreed that English teachers can’t be expected to teach students how to read texts in other subjects in order to improve student learning in these subjects, is it possible that teachers of these other subjects can teach reading strategies that improve students’s knowledge of their subject? The lack of a reference to even one study in a National Council of Teachers of English (NCTE) 2011 research brief on RAWAC and in a review of the research titled Improving Adolescent Literacy: Effective Classroom and Intervention Practices, issued in August 2008 by the Institute of Education Sciences, strongly implies that there is little if any research to support the expectation that subject teachers can effectively teach reading skills in their own classes in ways that improve student learning. Not only are subject teachers reluctant to teach reading in their own classes (as the research indicates), there’s no evidence that even if they do, student learning will be enhanced.

So how do secondary students learn how to read their history books or their science and mathematics textbooks? We will return to this hugely important question at the end of this section—after we look at some literacy standards for history in Common Core—to better understand the problem the standards writers created for the entire secondary curriculum—and at the reasons for the failure of the movement called RAWAC.

What Are Common Core’s Literacy Standards?

Common Core’s literacy standards are clearly not academic, or content, standards, as the introduction to its ELA document promised. They are statements of different purposes for reading and writing in any subject. Here are three standards for History/Social Studies in grades 11/12 as examples:

Integration of Knowledge and Ideas:

Integrate and evaluate multiple sources of information presented in diverse formats and media (e.g., visually, quantitatively, as well as in words) in order to address a question or solve a problem.
CCSS.ELA-Literacy.RH.11-12.8
Evaluate an author’s premises, claims, and evidence by corroborating or challenging them with other information.
CCSS.ELA-Literacy.RH.11-12.9
Integrate information from diverse sources, both primary and secondary, into a coherent understanding of an idea or event, noting discrepancies among sources.

What is telling in the introduction to the whole document is the expectation that subject teachers are to use the content of their subject to teach students how to read, write, and talk in their subjects, not the other way around. Teachers are not to draw on students’ reading, writing, and speaking skills (i.e., their intellectual or thinking processes) to learn the content of their disciplines. Secondary school learning has been turned on its head without any public murmur in 2010, so far as we know, from history, science, or mathematics teachers or their professional organizations, probably because most subject teachers did not know they were being required to teach reading and writing in a document ostensibly designated for English and reading teachers. (The National Council for the Social Studies apparently knew what the ELA standards writers intended, according to this article, but did not communicate any concerns to its members, so far as we know.)

This stealth requirement should have sparked broad public discussion when the final version of the Common Core standards was released (in June 2010) and before state boards of education voted to adopt them. But, so far as we know, there is no record of any attempt by a state board or commissioner of education to hear from a broad range and large number of secondary teachers in all subjects (including English and mathematics teachers).

Why Earlier Efforts at RAWAC Failed

A major attempt to get subject teachers to teach reading and writing skills called Writing across the Curriculum (WAC) or Reading and Writing across the Curriculum (RAWAC) took place in the 1960s and 1970s at the college level and in K-12, and it had gradually fizzled out with little to show for it. There was no explanation in the Common Core document of how Common Core’s effort was different, if in fact it was. Perhaps the standards writers simply didn’t know about these failed movements and why they failed. As noted above, NCTE’s 2011 policy research brief did not reference even one study after boldly declaring that the “research is clear: discipline-based instruction in reading and writing enhances student achievement in all subjects.”

RAWAC failed for many reasons, and we suggest some of the most obvious ones first.

No systematic information available: On the surface, the effort to make secondary subject teachers responsible for assigning more reading to their students and/or teaching them how to read whatever they assigned sounded desirable and eminently justifiable. But there was no systematic information on what the average student read, how much they read, or why they were not doing much reading if that were the case. Why assign more reading and/or try to teach students how to read it if there were reasons for not assigning much reading to begin with (e.g., no textbooks available, students couldn’t read whatever textbooks were available on the topic, students wouldn’t do much homework)?

Misunderstanding of what history teachers do: Part of the demise of RAWAC in K-12 may be attributed to a misunderstanding by its advocates of what history teachers actually do in a classroom when teaching history. They might ask their students, for example, to describe and document Lincoln’s evolving political position on how best to preserve the Union from the beginning to the end of the Civil War—after giving them a range of documents to read or look at. Such a directive requires application of CCSS.ELA-Literacy.RH.11-12.7 (integrate and evaluate multiple sources of information presented in diverse formats and media in order to address a question or solve a problem) to a history lesson, which is how the general skill gets developed. But, in doing so, history teachers are not trying to teach a literacy skill; they are aiming to expand students’ conscious knowledge base.

Take another possible example—a lesson on totalitarianism. History teachers might assign and discuss a reading on a totalitarian state in the 20th century—how it controls resources and people’s behavior. They might then ask directly: “According to this reading, what is a totalitarian state like? What does it try to do? What were the weaknesses of the Soviet Union as an example of a totalitarian state? History teachers are unlikely to talk about (or think in terms of) “main idea” or “supporting details” in discussing what students have read about a totalitarian state, but they are clearly talking about a main idea and supporting details when they raise specific questions for discussion about a specific topic. They are asking students to apply these general skills in topic-related language for the classroom lesson and thereby develop the skills.

History teachers (like science teachers) use the specific content of their discipline in ways that require students to apply their intellectual processes and their prior knowledge to what they have been assigned to read or do. If students cannot answer the questions on the grounds that they couldn’t read the assignment, other issues need to be explored.

Less and less reading outside of school: The demise of RAWAC in K-12 can also be traced to the diminishing amount of reading and writing done outside of school hours. How much reading have students been doing on the topic under discussion? In other words, do they have any prior knowledge? Are they familiar with the vocabulary related to the topic? The two are related. Students can absorb some of the discipline-related vocabulary of a discipline-based topic by reading and re-reading the material carefully (as in history) or by working carefully with material named by these words (as in a science lab) without constantly consulting a glossary. But how to get students to do more reading (or re-reading) is not the purpose of a standard. Getting students to address questions about particular topics in a discipline with adequate and sufficient information (i.e., to develop their conscious understanding of the topics) is one purpose of a standard.

Reading and writing as homework is the student’s responsibility, not the teacher’s. This responsibility is not shaped by the words in an academic standard. It is dependent on a student’s self-discipline and motivation, elements of the student’s character beyond the teacher’s control. Teachers can set up incentives and disincentives, but these must be reinforced by policies set by a school board, parents, and school administrators. They are not governed by academic objectives.

History teachers’ self-image: Needless to say, the demise of RAWAC in K-12 can in part be traced to content teachers’ self-image, an issue highlighted in the research literature. The need for writing in subject-based classrooms makes sense to most teachers, but significantly more writing activities didn’t take place in the secondary school in response to RAWAC efforts in large part because content teachers, with large numbers of students to teach on a daily or weekly basis, did not see themselves as writing teachers. They continue to see English teachers as teachers of writing (and literature), and themselves as teachers of specific subjects like math, science, or history. Students who read little or read mainly easy texts are unlikely to be able to do the kind of expository writing their subject areas require because the research is clear that good writing is dependent on good reading. This points to another possible reason for the demise of RAWAC.

Stress on autobiographical, narrative, or informal writing: The emphasis on non-text-based writing in the ELA class beginning in the 1970s. Advocates of a writing process tended to stress autobiographical narrative writing, not informational or expository writing. Students were also encouraged to do free “journal” writing because it was shapeless and needed no correction. Subject teachers were fighting an overwhelming emphasis on non-reasoned and non-text-based writing in elementary classrooms, secondary English classes, and teacher workshops from the 1970s on and may have decided that asking for reading-based writing and re-shaping what students submitted was not worth the effort. We simply don’t know because there is no direct and systematic research on the issue.

Professional development on different history content, not discipline-based reading: There may be yet another reason that subject teachers avoided implementing RAWAC. There is little in-depth research on this issue, and for good reason. We know little about the quality of the professional development they received. The focus of professional development for history teachers at the time RAWAC was being promoted was often the content or view of the content that was being introduced in the name of critical pedagogy or multiculturalism. The workshops described in “The Stealth Curriculum: Manipulating America’s History Teachers”
have a decided focus on teaching teachers and their students what to think about U.S. and world history rather than on how to read and write in a history class. Reading and writing activities were included in these workshops, but the development of “literacy” skills was not their goal.

Providing professional development is a huge and very profitable industry because most of it is mandated by local, state, or federal authorities. But it has almost no track record of effectiveness in significantly increasing students’ knowledge of the subject. This was the conclusion of a massive review of the research on professional development for mathematics teachers undertaken by the National Mathematics Advisory Panel (NMAP) in 2008. There is no reason to consider the situation different for history teachers. Note that we are not talking about professional development to teach history teachers how to teach reading and writing in their own subjects; we are talking about workshops to teach teachers the content of the subjects they are already licensed to teach so they can better teach the content to their students.

No information on qualifications of workshop providers: Professional development to teach history teachers how to teach students to read and write in their disciplines presents an even bleaker picture. Not one study showing the effectiveness of the practice is cited in the NCTE report in 2011 or in an IES report in 2008 despite both reports lauding its benefits. None of the studies reviewed by the NMAP for its task group report on professional development looked at the adequacy of the academic qualifications of the professional development providers in the reviewed studies. Yet the qualifications of professional development providers was such a serious issue in implementing the state’s Education Reform Act of 1993 that the Massachusetts Department of Education required the involvement of historians in the “content” workshops for history teachers it funded even though it could not establish criteria for the organizers of these workshops.

How Common Core Damages the K-12 History Curriculum

The underlying issue is revealed by the titles offered in Appendix B as “exemplars” of the quality and complexity of the informational reading that history (and English, science, and mathematics) teachers could use to boost the amount of reading their students do and to teach disciplinary reading and writing skills. The standards writers do not understand the high school curriculum.

Inappropriate exemplars for informational reading: While English teachers in grades 9-10 may be puzzled about the listing for them of Patrick Henry’s “Speech to the Second Virginia Convention,” Margaret Chase Smith’s “Remarks to the Senate in Support of a Declaration of Conscience,” and George Washington’s “Farewell Address”—all non-literary, political speeches—history teachers in grades 9/10 may be even more puzzled by the exemplars for them. Among a few appropriate exemplars (on the history of indigenous and African Americans) we find E.H. Gombrich’s The Story of Art, 16th Edition, Mark Kurlansky’s Cod: A Biography of the Fish That Changed the World, and Wendy Thompson’s The Illustrated Book of Great Composers. It’s hard to see any high school history teacher comfortably tackling excerpts from those books in the middle of a grade 9 or 10 world history or U.S. history course. Yes, these titles are only exemplars of the quality and complexity desired. But what would be appropriate for the courses history teachers are likely to teach in grade 9 or 10?

The informational exemplars in Appendix B for history teachers in grades 11/12 are even more bizarre. Along with a suitable text, Tocqueville’s Democracy in America, we find Julian Bell’s Mirror of the World: A New History of Art and FedViews, issued in 2009 by the Federal Reserve Bank of San Francisco. These two titles clearly don’t fit into a standard grade 11 U.S. history course or a standard grade 12 U.S. government course. These exemplars are out of place not just in a typical high school history class but in a typical high school curriculum.

The standards writers wanted to make teachers across the curriculum as responsible for teaching “literacy” as the English teacher, which at first sounds fair, almost noble. But to judge from the sample titles they offer for increasing and teaching informational reading in other subjects, informational literacy seems to be something teachers are to cultivate and students to acquire, independent of a coherent, sequential, and substantive curriculum in the topic of the informational text. Strong readers can acquire informational literacy independent of a coherent and graduated curriculum. But weak readers end up deprived of class time better spent immersed in the content of their courses.

Inappropriate literacy strategies—a nonhistorical approach to historical texts: Perhaps the most bizarre aspect of Common Core’s approach to literary study is the advice given teachers by its chief writer David Coleman, now president of the College Board, on the supposed value of “cold” or “close” (non-contextualized) reading of historical documents like the “Gettysburg Address.” Doing so “levels the playing field,” according to Coleman. History teachers believe doing so contributes to historical illiteracy.

Aside from the fact that “close” reading was not developed or promoted by Yale English professors Cleanth Brooks and Robert Penn Warren as a reading technique for historical documents, no history or English teacher before the advent of Common Core would approach the study of a seminal historical document by withholding initial information about its historical context, why it was created at that particular time, by whom, for what purposes so far as the historical record tells us, and clear language archaisms. Nor would they keep such information from being considered in interpreting Lincoln’s speech. Yet, David Coleman has categorically declared: “This close reading approach forces students to rely exclusively on the text instead of privileging background knowledge, and levels the playing field for all students.”

As high school teacher Craig Thurtell states: “This approach also permits the allocation of historical texts to English teachers, most of whom are untrained in the study of history, and leads to history standards [Common Core’s literacy standards for history] that neglect the distinctiveness of the discipline.” Thurtell goes on to say that the “study of history requires the use of specific concepts and cognitive skills that characterize the discipline—concepts like evidence and causation and skills like contextualization, sourcing, and corroboration. These concepts and skills are largely distinct from those employed in literary analysis. Both disciplines engage in close readings of texts, for example, but with different purposes. The object of the literary critic is the text, or more broadly, the genre; for the historian it is, however limited or defined, a wider narrative of human history, which textual analysis serves.”

Causes of Poor Reading in High School

Not only did the writers of the Common Core English language arts standards profoundly misunderstand how reading in a history class differs from reading in a literature class, they basically misunderstood the causes of the educational problem they sought to remedy through Common Core’s standards—the number of high school graduates who need remedial coursework in reading and writing as college freshmen and the equally large number of students who fail to graduate from high school and go on to a post-secondary educational institution.

The architects of Common Core assumed that the major cause of this educational problem is that English teachers have given low-achieving students too heavy a diet of literary works and that teachers in other subjects have deliberately or unwittingly not taught them how to read complex texts in these other subjects. This assumption doesn’t hold up.

High school teachers will readily acknowledge that low-performing students have not been assigned complex textbooks because, generally speaking, they can’t read them and, in fact, don’t read much of anything with academic content. As a result, they have not acquired the content knowledge and the vocabulary needed for reading complex history textbooks. And this is despite (not because of) the steady decline in vocabulary difficulty in secondary school textbooks over the past half century and the efforts of science and history teachers from the elementary grades on to make their subjects as text-free as possible. Educational publishers and teachers have made intensive and expensive efforts to develop curriculum materials that accommodate students who are not interested in reading much. These accommodations in K-8 have gotten low-performing students into high school, but they can’t be made at the college level. College-level materials are written at an adult level, often by those who teach college courses.

Higher levels of writing are increasingly dependent on higher levels of reading. Students unwilling to read a lot do not advance very far as writers. The chief casualty of little reading is the general academic vocabulary needed for academic reading and writing. The accumulation of a large and usable discipline-specific vocabulary depends on graduated reading in a coherent sequence of courses (known as a curriculum) in that discipline. The accumulation of a general academic vocabulary, however, depends on reading a lot of increasingly complex literary works with strong plots and characters that entice poor readers to make efforts to read them. The reduction in literary study implicitly mandated by Common Core’s ELA standards will lead to fewer opportunities for students to acquire the general academic vocabulary needed for serious historical nonfiction, the texts secondary history students should be reading.

Recommendations:

There are several possible solutions to the problem Common Core’s architects sought to solve—how to help poor readers in high school.

1. Schools can establish secondary reading classes separate from the English and other subject classes. Students who read little and cannot or won’t read high school level textbooks can be given further reading instruction in the secondary grades by teachers with strong academic backgrounds (like Teach For America volunteers) who have been trained to teach reading skills in the context of the academic subjects students are taking. It’s not easy to do, but it is doable.

2. A second solution may be for schools to enable English and history teachers to provide professional development to each other in the same high school. The context and philosophical/moral antecedents for our seminal political documents (e.g., Declaration of Independence, Preamble to the Constitution, Bill of Rights, Lincoln’s Second Inaugural Address, and Lincoln’s Gettysburg Address) can be explained/taught to English teachers by their colleagues in the History department, while an analysis of their language and other stylistic features can be explained/taught to history teachers by their colleagues in the English department. ]

3. The most important solution to the problem of poor reading in high school is for state boards of education, governors, and state legislatures to require U.S. history courses in which all students, high- or low-income, native or immigrant, study together the common civic core spelled out in Paul Gagnon’s Educating Democracy. Surely the American Federation of Teachers could make this essay available in bulk to honor a historian who dedicated his academic life to advancing the education of the low-income students he taught in the Boston area.

We are left with an overarching question. Why were intelligent and educated people (state board of education members, state commissioners of education, and governors) so eager to accept the opinions of standards writers who had no understanding of the K-12 curriculum in ELA and were not literary scholars, historians or “experts” in history or English education, either? Why didn’t intelligent and educated people read Appendix B for themselves, especially in the high school grades, and ask how subject teachers could possibly give “literacy” instruction in the middle of content instruction? Self-government cannot survive if citizens are unwilling to ask informed questions in public of educational policy makers and to demand answers.

Surprise! SBAC and CRESST stonewall public records request for their financial records

Say what you will about Achieve, PARCC, Fordham, CCSSO, and NGA— some of the organizations responsible for promoting the Common Core Initiative on us all. But, their financial records are publicly available.

Not so for some other organizations responsible for the same Common Core promotion. The Smarter Balanced Assessment Consortium (SBAC) and the Center for Research on Educational Standards and Student Testing (CRESST) have absorbed many millions of taxpayer and foundation dollars over the years. But, their financial records have been hidden inside the vast, nebulous cocoon of the University of California – Los Angeles (UCLA). UCLA’s financial records, of course, are publicly available, but amounts there are aggregated at a level that subsumes thousands of separate, individual entities.

UCLA is a tax-supported state institution, however, and California has an open records law on the books. After some digging, I located the UCLA office responsible for records requests and wrote to them. Following is a summary of our correspondence to date:




The New Preschool Is Crushing Kids

Step into an American preschool classroom today and you are likely to be bombarded with what we educators call a print-rich environment, every surface festooned with alphabet charts, bar graphs, word walls, instructional posters, classroom rules, calendars, schedules, and motivational platitudes—few of which a 4-year-old can “decode,” the contemporary word for what used to be known as reading.

Because so few adults can remember the pertinent details of their own preschool or kindergarten years, it can be hard to appreciate just how much the early-education landscape has been transformed over the past two decades. The changes are not restricted to the confusing pastiche on classroom walls. Pedagogy and curricula have changed too, most recently in response to the Common Core State Standards Initiative’s kindergarten guidelines. Much greater portions of the day are now spent on what’s called “seat work” (a term that probably doesn’t need any exposition) and a form of tightly scripted teaching known as direct instruction, formerly used mainly in the older grades, in which a teacher carefully controls the content and pacing of what a child is supposed to learn.

Q&A: ‘The Writing Revolution’ Encourages Focus on Crafting Good Sentences

Judith C. Hochman has long seen holes in writing instruction.

“We’re very good at assigning writing,” she explains. “We’re not very good at teaching kids how to write.”

While working as head of a private school for students with disabilities more than two decades ago, she devised a program to teach the explicit skills she’d found many students to be missing—how to expand sentences using words like because, but, and so; how to combine sentences using conjunctions; how to write a focused topic sentence. Students learn these writing skills within the science, history, and other subjects they are studying.

In 2012, the Hochman Method, as it was known, was featured in an Atlantic article about a struggling Staten Island high school that saw huge gains in writing after implementing the program. Hochman was quickly overwhelmed with requests for training, and soon formed a nonprofit to provide courses and partner with schools and districts. The group’s advisory board includes some well-known yet divisive education figures—David Coleman, who crafted the Common Core State Standards for literacy and is now president of the College Board, and Doug Lemov, author of Teach Like a Champion.

And now Hochman, with the help of education writer Natalie Wexler, has written a book. The Writing Revolution, which shares the name of both the Atlantic article and the nonprofit, will be released in July.

I spoke with Hochman and her co-author Wexler recently about their recipe for writing instruction and why they think it works. (The Q&A has been edited for length and clarity.)

You two come from the perspective that writing instruction is failing students. What are the problems you see in the way students are being taught to write?

Hochman: It’s self-centered….Students have a lot of free-writing in journals. They have a writing period where they’re given [a prompt] like, “Should we have a longer recess?” and they’re writing about that.

The instruction…is almost nonexistent. Our students write the way they speak, and they don’t really learn the difference between the structures of how we speak versus the structures of how we write.

The answer really is not to teach grammar in isolation. You can diagram sentences from now to Tuesday and it really isn’t going to inform composing. Children should learn [the parts of speech], but they should learn them embedded in writing instruction.

Wexler: As we we say in the book, you can’t write well unless you know what you’re writing about well. You can’t really separate the skill of writing from knowledge of what you’re writing about.

Schools also don’t really focus on the sentence level that much. Certainly beyond elementary school, students are not mastering the art of crafting a sentence. And if you can’t write a good sentence, you can’t write a good paragraph, and you can’t write a good essay.

There are a few grammatical structures that you focus on having students learn, such as appositives.

Hochman: Yes. “The Writing Revolution, a not-for-profit organization, is headquartered in New York.”

With an appositive [such as the clause “a not-for-profit organization” in that sentence], you’re presenting more information about the subject.

Explain how you have students learn appositives.

Hochman: It might start in elementary school as a simple matching exercise, where they’re looking at the subject and matching it to the appositive device in the sentence. And then we might give them a sentence with a blank in it and tell them to add an appositive. And then we might say we want to see a topic sentence with an appositive in it.

What are some other writing devices you teach explicitly?

Hochman: We give them very discrete ways to write topic sentences. So we might say one of the ways to start a topic sentence, and a very useful way, is to use a subordinating conjunction. “While many teachers want to stress creative writing, others believe that an emphasis on expository writing will be more productive for students.” That word “while,” and putting [the writer’s] position last, that’s important for students to know.

We also teach starting sentences with dependent clauses. “Although there are many fine educational publications, Education Week is outstanding for many reasons.”

That beginning [“although”] is a dependent clause, which is not the way we speak. This will help them navigate these dependent clauses when they have to read original documents or classic literature or literature that they’re assigned routinely to read. It’s enabling them to process language at a much higher level.

A criticism of the technique you’re using is that it’s too constricting, there’s too much of a focus on process, that it stifles students’ creativity. What’s your response?

Hochman: If they mean by ‘creativity’ the notion of personal memoirs—four and five paragraphs in 4th or 5th grade—or writing poems, or other activities like that, we feel there’s very limited instructional time in schools, and we’ve got to teach where the returns are going to be the greatest.

We try to use the strategies that have the highest leverage for shifting them from oral structures to written structures within your content.

The way we teach children to write introductions and conclusions, for example, some people might say it’s formulaic. Our response to that is: Do you go into a kitchen and start to bake a cake without a recipe? Once you learn how to use the recipe and you bake a pretty good cake, you may come up with variations that are appropriate.

Wexler: Writing is an extremely complex process, so if you’re trying to think about the mechanics and master those at the same time you’re trying to express yourself, you have less creativity left over to think about your content—what it is you want to say.

But if you’ve got those tools of crafting interesting sentences under your belt so they become more or less automatic, then you can unleash your creativity and really focus your limited brainpower on what you want to say.

What’s wrong with turning students loose to write freely every so often? Can’t that help foster a love of writing?

Hochman: We usually love what we do well. Most people don’t love what they hate to do. So the people who talk about kids loving writing, the possibility of them loving something that’s pretty widely recognized as something that they don’t do well is very remote.

Right after the common core was published, there was a lot of talk, including in the Atlantic article, about how the standards upped the ante for what’s required of student writers, and would therefore change how writing is taught. Do you think that’s happened?

Hochman: I think the answer is no. Because [the standards] tell you what’s expected, but they don’t tell you how to get there.

What you see is much more challenging assignments. So you go into an elementary school and you see all these multi=paragraph compositions, and if you look closely, they don’t have the coherence and organization that one would expect.

These kids are being asked to do things at a much younger age, but they’re not being shown how to do it. And that’s a frustration for the teachers, parents, and kids.

Wexler: The standards go grade by grade and they assume that once you’ve gotten to middle school or high school, we don’t have to worry about your ability to write a sentence because we took care of that in elementary school. But in fact that hasn’t happened with a lot of kids.

Singapore’s Math Results, How Do They Do It?

Since the creation of “New Math” in the 1950s and delivery via the SMSG (School Mathematics Study Group) textbooks, the USA’s progressive math education establishments have believed that conceptual understanding is the holy grail of math instruction. Supposedly, once a child has conceptual understanding, math skills will be easier to acquire. Yet after 60 years of placing the cart before the horse, this plan is still not working well, but will anyone notice? The fact is that for most children the acquisition of math skills comes effectively via traditional instruction and practice with some memorization involved. Conceptual understanding comes later.

The Common Core thinkers have it backwards as well. Many school districts downplay the Content Standards and push the eight Standards for Mathematical Practice. This method has yet to demonstrate that it is an effective and efficient way to learn mathematics.

The eight Standards for Mathematical Practice are:

(1) Make sense of problems and persevere in solving them

(2) Reason abstractly and quantitatively

(3) Construct viable arguments and critique the reasoning of others

(4) Model with mathematics

(5) Use appropriate tools strategically

(6) Attend to precision

(7) Look for and make use of structure

(8) Look for and express regularity in repeated reasoning

Wisconsin DPI Superintendent Candidate Event

Common Core educational standards may not seem like a subject asking for fiery debate, but the candidates for the April 4 election for Wisconsin state superintendent proved their passion for the issue on TV Sunday.

Incumbent Tony Evers, running for his third term, and Dr. Lowell Holtz, former district superintendent for Beloit and Whitnall schools, appeared on this week’s installment of “UpFront with Mike Gousha,” and ended a joint appearance on a rocky note.

The candidates talked over each other while debating the Common Core State Standards, which Holtz argued was a mandatory “federal intrusion.”

“We had no choice, Tony,” Holtz said.

“This is not federal intrusion. If you’re worried about federal intrusion, you should be worried what Betsy DeVos is doing to us with the new budget,” Evers said. “We’re cutting our after-school programs. That is federal intrusion, my friend.”




Notes on the Wisconsin Department of Public Instruction Superintendent Election



Annysa Johnson:

Evers, 65, said his large margin Tuesday reflected Wisconsin voters’ commitment to public education. But he could face a tough fight ahead, he said, if Holtz attracts funding from school reform proponents across the country.

“They both vowed to go after national voucher money, and I assume that will be Mr. Holtz’s M.O.,” Evers said of his challengers. “If that happens…we will work as hard as we can to raise money and get people out to vote the next time around.”

Holtz, 59, was not available for comment, according to his spokesman, because he was celebrating with friends and family. The candidate issued a statement saying he would present “an alternative vision for the future of Wisconsin’s students to that of Dr. Tony Evers.”

Humphries congratulated both candidates in a statement and urged voters to learn more about Holtz’s proposals and to ask Evers what he plans to do differently.

“I remain convinced that Wisconsin students can achieve so much more with the right leadership at DPI.”

So far, Evers has a significant edge financially. As of Feb. 14, he had raised more than $245,000 over the past 13 months, compared to Holtz’s $54,280. But Holtz is expected to pick up many of Humphries’ conservative supporters and could attract outside funding from education reform advocates who see a chance to bring Wisconsin in line with the views of new U.S. Department of Education Secretary Betsy DeVos, who has been critical of Common Core and supports the expansion of taxpayer funded vouchers.

Higher-than-expected turnouts in Madison and Dane County at large — as much as 18% to 22%, according to early estimates — likely helped Evers. Madison and Dane County clerks could not say whether the DPI race brought voters to the polls.

Molly Beck:

The state superintendent race pits two former school district superintendents and longtime educators against each other — a proponent of expanding school choices and an opponent of the state expansion of taxpayer-funded school vouchers.

On the April 4 ballot will be two-term incumbent Tony Evers, a public school advocate backed mostly by liberals and teachers unions who has been at odds with Republicans for years over his adoption of the Common Core State Standards and his opposition to the expansion of private school vouchers in the state.

He took about seven of every 10 votes in the primary.

His challenger, Lowell Holtz, is backed mostly by conservatives and school voucher supporters. He is making his second run for the position and opposes the Common Core State Standards and favors expansion of educational options — including taxpayer-funded vouchers — other than public schools.

Holtz got 23 percent of the vote Tuesday, and was dogged by allegations that he sought to get out of the race in exchange for a guaranteed, taxpayer-funded $150,000 job that would let him oversee the state’s largest school districts, including Madison.

Evers is seeking a third term in the wake of massive membership losses for the state’s largest teachers union, a strong campaign contributor for Evers in the past, setting the stage for the potential of third-party groups spending on behalf of Holtz to ensure the election of a voucher supporter.

Curriculum Is the Cure: The next phase of education reform must include restoring knowledge to the classroom.

President-elect Donald Trump’s nomination of Betsy DeVos as secretary of education has set off a new round in America’s long-running education wars. Teachers’ unions and progressive activists are warning of impending disaster—that DeVos and other “billionaire privatizers” are out to dismantle America’s public schools, the pillars of our democracy. Pro-choice education reformers, on the other hand, are cheering the DeVos appointment, and see great opportunities ahead for their movement. DeVos is one of the nation’s most tenacious advocates for (and generous funders of) the market approach to education. She likes charter schools, but is a true believer in vouchers—the policy of giving parents of children stuck in failing public schools tax dollars to pay tuition at the private schools of their choice. Even more encouraging, DeVos will presumably have the backing of a president who pledged on the campaign trail to use $20 billion in federal education funds to boost voucher programs in the states.

Unfortunately, hyperbole seems to be trumping reality (pun not intended) in this latest dust-up over the schools. Both sides ought to consider a ceasefire in order to begin focusing on the major cause of bad schooling in America: a half-century of discredited instructional practices in the classroom.

Let’s dispose of a couple of canards. First, the Trump administration isn’t about to privatize the public schools—far from it. During the campaign, the Republican-dominated Congress passed the Every Student Succeeds Act (ESSA) that includes provisions severely limiting the federal role in K-12 education. These restrictions make it exceedingly difficult for the new administration to launch any sort of national school-choice program or to do away with Common Core. For better or worse, the future of all such reforms will remain exactly where they began—in the states.

Second, neither side in the debate has been entirely candid on the issue of charters and vouchers. We’ve already had several decades of robust school-choice experiments in the states and localities, many of which have been thoroughly evaluated. The results provide little confirmation for either side’s argument on how best to improve the schools. Charters seem to have produced significant gains for students in some school districts, including New Orleans, Washington, D.C., and New York. On the other hand, the largest study of charter school effects nationally (conducted by Stanford University’s Center for Research on Education Outcomes) found that only 17 percent of all charters had higher academic gains than similar public schools, while 37 percent had worse performance. Forty-six percent of charters performed no better or worse than public schools in the same district.

The grade for voucher programs is also an Incomplete. The country’s largest voucher experiment was launched in Milwaukee, Wisconsin, 26 years ago. Today, more than 28,000 students are enrolled in the program, one-in-four of all the city’s students. Most minority parents are happy with their voucher schools—not a small point in its favor—but there has been no Milwaukee academic miracle. In fact, the city’s black children have recorded some of the worst test scores of any urban district in the country, as measured by National Association of Educational Progress (NAEP) tests.




College Board faces rocky path after CEO pushes new vision for SAT

Finishing the redesign quickly was essential. If the overhaul were ready by March 2015, he wrote in a later email to senior employees, then the New York-based College Board could win new business and counter the most popular college entrance exam in America, the ACT.

Perhaps the biggest change was the new test’s focus on the Common Core, the controversial set of learning standards that Coleman himself helped create. The new SAT, he wrote, would “show a striking alignment” to the standards, which set expectations for what American students from kindergarten through high school should learn to prepare for college or a career. The standards have been fully adopted by 42 states and the District of Columbia – and are changing how and what millions of children are taught.




What America Can Learn About Smart Schools in Other Countries

Here’s what the models show: Generally speaking, the smartest countries tend to be those that have acted to make teaching more prestigious and selective; directed more resources to their neediest children; enrolled most children in high-quality preschools; helped schools establish cultures of constant improvement; and applied rigorous, consistent standards across all classrooms.

Of all those lessons learned, the United States has employed only one at scale: A majority of states recently adopted more consistent and challenging learning goals, known as the Common Core State Standards, for reading and math. These standards were in place for only a year in many states, so Mr. Schleicher did not expect them to boost America’s PISA scores just yet. (In addition, America’s PISA sample included students living in states that have declined to adopt the new standards altogether.)

But Mr. Schleicher urges Americans to work on the other lessons learned — and to keep the faith in their new standards. “I’m confident the Common Core is going to have a long-term impact,” he said. “Patience may be the biggest challenge.”

President-elect Donald J. Trump and Betsy DeVos, his nominee for education secretary, have called for the repeal of the Common Core. But since the federal government did not create or mandate the standards, it cannot easily repeal them. Standards like the Common Core exist in almost every high-performing education nation, from Poland to South Korea.




Meet the New Math, Unlike the Old Math

“Overall, there’s a movement towards more complex cognitive mathematics, there’s a movement towards the student being invited to act like a mathematician instead of passively taking in math and science,” said David Baker, a professor of sociology and education at Pennsylvania State University. “These are big trends and they’re quite revolutionary.”

Pedagogical revolutions are chancy endeavors, however. The Common Core math standards were released in 2010 and NGSS in 2013. Now, years on, even enthusiastic early adopters of the Common Core like the state of New York are retreating from the standards. While the ultimate impact of both the Common Core and NGSS is still uncertain, it’s clear these standards go beyond simply swapping one set of textbooks for another — to really take hold, they’ll require a fundamental rethinking of everything from assessments to classroom materials to the basic relationship between teachers and students.

The Children Have Been Left Behind

It may have never been formally codified into law, but freedom of choice may be one of the most important liberties we hope to enjoy as American citizens. It’s one we exercise daily, from the food we choose to eat to the products we choose to buy. We choose our leaders, and even choose not to choose if we are so inclined. So why is it that we should allow the government to restrict citizens to a single choice when it comes to education?

Public schools in America face a number of basic issues. They have suffered from classroom overcrowding since the 1990s. No Child Left Behind changed their focus from helping kids learn to making them learn to decode tests. Common Core has left many parents bewildered as children are taught ridiculously circumspect ways to solve basic problems.

In the most egregious cases, dilapidated buildings put children at risk, such as in Detroit where striking teachers published photos of bullet holes in windows and mold & mushrooms growing from the walls. The New York City Public Schools’ notorious “Rubber Room” was a wasteful concession to the public education unions where failed educators remained on the payroll while sitting around playing games and awaiting hearings instead of being fired for outrageous infractions.




Meet the New Math, Unlike the Old Math

If we could snap our fingers and change the way math and science are taught in U.S. schools, most of us would. The shortcomings of the current approach are clear. Subjects that are vibrant in the minds of experts become lifeless by the time they’re handed down to students. It’s not uncommon to hear kids in Algebra 2 ask, “When are we ever going to use this?” and for the teacher to reply, “Math teaches you how to think,” which is true — if only it were taught that way.

To say that this is now changing is to invite an eye roll. For a number of entrenched reasons, from the way teachers are trained to the difficulty of agreeing on what counts in each discipline, instruction in science and math is remarkably resistant to change.

That said, we’re riding the next big wave in K-12 science and math education in the United States. The main events are a pair of highly visible but often misunderstood documents — the Common Core math standards and the Next Generation Science Standards (NGSS) — that, if implemented successfully, will boldly remake the way math and science are taught. Both efforts seek to recast instruction in the fundamental ideas and perspectives that animate the two fields.

“What we did in reorganizing the content of school mathematics was long overdue,” said Phil Daro, one of three lead authors of the Common Core math standards.

The changes go beyond the contentious new methods of teaching arithmetic that have grabbed headlines and threatened to blunt the momentum of Common Core math. Both documents developed out of decades of academic research on how children learn, and they reflect similar priorities. They exhibit an elegant rethinking of the basic structure of knowledge, along with new assertions of what’s important for students to be able to do by the time they finish high school.

Why The Art of Speaking Should Be Taught Alongside Math and Literacy

Classrooms in the U.S. often focus most attention on literacy and math, largely because those skills are considered foundational and are tested. However most people will also need to communicate their thoughts and ideas to other people through oral language, and yet effective communication strategies are often not taught with the same precision and structure as other parts of the curriculum.

School 21, a public school in London has made “oracy” a primary focus of everything they do. From the earliest grades on up teachers support students to find their voice, express differing opinions politely, and challenge one another’s thinking. These are skills called for in the Common Core, but can be hard to find in many classrooms because students haven’t been taught how to make “turn and talks” truly effective.




Technology’s Unmet Progressive Promise

Twenty-five years ago, I was a young history teacher soaking up progressive teaching methods that aimed to foster deep, personalized learning for my students. My classroom was decidedly low-tech, but I can see how today’s technological advances might have made it easier for me to manage the significant demands of progressive teaching. Yet in the personalized learning (PL) schools we’ve visited so far for this project, few teachers appear to be taking advantage of technology’s potential to support progressive teaching.

In the late 1990s, I was part of Brown University’s Undergraduate Teacher Education Program (UTEP). UTEP allowed me to graduate with my BA in American History and a secondary teaching credential. Ted Sizer, the chair of Brown’s education department at the time, heavily influenced the program’s curriculum; his belief in the power of coherent, mastery-based, and personalized schools has guided my sense of what schools and teaching should be like ever since.

As a student teacher in Providence, Rhode Island, I spent untold hours earnestly crafting history lessons around “big ideas,” developing case-based learning activities, and learning how to facilitate group work. I asked my students (my “historians”) to work with primary documents and make what today’s Common Core advocates would call evidence-based claims. With these and other progressive approaches, my fellow teacher candidates and I were pushing students toward deeper and individualized learning, though we didn’t use those terms. Teaching this way was incredibly exciting, but it was also extraordinarily time-consuming and challenging.




On Handwriting

When the Common Core standards were released in 2010, handwriting took a back seat to typing. Schools were told to ensure that all students could “demonstrate sufficient command of keyboarding skills” by fourth grade, but they were required to teach students “basic features of print” only in kindergarten and first grade. Cursive was left out entirely.

This infuriated many teachers, parents and lawmakers. At least nine states and numerous districts have lobbied, successfully, to reintroduce cursive into public and publicly funded charter schools, and others have bills pending.
People talk about the decline of handwriting as if it’s proof of the decline of civilization. But if the goal of public education is to prepare students to become successful, employable adults, typing is inarguably more useful than handwriting. There are few instances in which handwriting is a necessity, and there will be even fewer by the time today’s second graders graduate.

If printing letters remains a useful if rarely used skill, cursive has been superannuated. Its pragmatic purpose is simple expediency — without having to lift pen from paper, writers can make more words per minute. There have been cursive scripts since the beginning of writing: The Egyptians invented one of the first, demotic, which allowed scribes to take notes on business transactions and Pharaonic laws faster than they could using hieroglyphics




Student test scores: How the sausage is made and why you should care

Testing is ubiquitous in education. From placement in specialized classes to college admissions, standardized exams play a large role in a child’s educational career. The introduction of the federal No Child Left Behind (NCLB) legislation in 2001, which required states to test all students in grades 3-8 in reading and math, dramatically increased the prevalence and use of test scores for education policymaking.

Contrary to popular belief, all modern cognitive assessments—including the new Common Core tests—produce test scores based on sophisticated statistical models rather than the simple percent of items a student answers correctly. There are good reasons for this, as explained below. The downside is that what we see as consumers of test scores depends on decisions made by the designers of the tests about characteristics of those models and their implementation. These details are typically hidden in dense technical documentation, if publicly available at all.




The Gates Foundation And Governance Change

I’m not sure this is quite the mea culpa the Times thinks it is. Gates certainly isn’t abandoning the Common Core. The foundation will focus on providing high-quality Core-aligned learning materials and helping teachers choose from what’s available.

“If the knock on the hidebound education system is that it doesn’t change fast enough isn’t the knock on Gates that they change too fast?” responds Eduwonk. “Their small schools investments were not the disaster everyone thinks they were but they pivoted before the evaluations came in. . . . They soft peddled the results of their own evaluations of measures of teacher effectiveness. And while the rollout of Common Core has certainly been a political disaster and the assessment scene is something of a garbage fire, the standards themselves are pretty embedded.”

Restoring local control of education

As I said in my post yesterday, I think that this directive of the Obama administration on transgender students in public school bathrooms is likely to anger a lot of people (even many liberal Democrats) about federal government intrusion into local control of education. The GOP has the opportunity to exploit that anger and emphasize that they favor localities regaining the upper hand in decisions involving the education of children. Whether it be Trump or other down-ticket GOP candidates, this is an issue that I think could resonate, and it is not tied to specific things such as what bathrooms transgender students will use or the curriculum of Common Core. It has to do with whether the federal government will further take over an important societal function—the education of children—that has traditionally been something over which parents and communities have wanted to exercise a great deal of control.




Literature’s Emotional Lessons

I’d drawn a little tombstone on the board. I was in the middle of leading a class of 10th-grade English students through Piggy’s death scene in Lord of the Flies: the rock, the shattered conch, Piggy’s long fall, the red stuff flowing out, the twitching legs. The corners of her eyes bubbling, a 15-year-old girl dashed for the door.

When I spoke with her after class, the student explained that she identified with Piggy. Being studious, fearful of bullies, and a bit of an outsider, it upset her to casually discuss his violent death. Piggy’s demise was not the symbolic death of order or logic, but the murder of a kid like her.

In my experience teaching and observing other teachers, students spend a lot of time learning academic skills and rarely even talk about the emotional reactions they may have to what they read—even when stories, as they often do, address dark themes. The Common Core Standards push students to become clinical crafters of arguments and masters of academic language. While these are essential skills to possess, the fact that my other students appear perfectly comfortable not acknowledging and discussing emotional responses to literature may be as revelatory as this one student’s teary dash from class. Inundated with video games, movies, and memes, teenagers often seem hard to shake up. Characters are fictitious abstractions, and, without actors to bring them to life and makeup and digital tricks to make the drama feel real, students may strictly do the analytical work teachers expect without the interference of a significant emotional response. That’s a bad thing. An emotional response should be part of the curriculum.

Commentary On Wisconsin’s Most Recent K-12 Assessment Exam (8.5% of Madison students did not take the test, 13% with disabilities)

More than 700 students in the Madison School District opted out in 2015, part of the 8,104 public school students who opted out statewide, a substantial increase from the 87 and 583 students, respectively, who opted out last year, state and school district data show.

The surge nationwide in recent years represents a movement of parents opposing testing in growing numbers. Opposition to the number of tests given, how scores are used by lawmakers in determining school accountability, and using scores to evaluate teachers contributes to the growing numbers nationwide.

The increase in Wisconsin also came as lawmakers moved to get rid of the Badger Exam, Wisconsin’s version of the Smarter Balanced exam that was developed using questions from a consortium of states aligned to Common Core, which state Superintendent Tony Evers adopted in 2010.
