Can controversial entrepreneur Chris Whittle create a new model for private schools?

It’s opening day at the Whittle School and Studios, a brand-new pre-K-through-12 private school in Northwest Washington founded by Chris Whittle, the Coca-Cola-sipping man at the curb. Four years in the making, the school and its 185 enrollees represent the first phase of a global institution that Whittle plans to expand over the next decade into more than 30 campuses worldwide, serving more than 2,000 students each, with 150 to 180 in each grade. Two days before the scene in Washington, he was in Shenzhen, China, at the opening of the sister inaugural campus there. Rain came down in sheets like a monsoon, “but in China,” Whittle says, “it’s auspicious for it to rain.”

The Whittle School can use the auspicious sign. The school is the latest iteration of its founder’s long-standing vision of a new paradigm for education: international, individualized, experiential — and unabashedly for-profit. At 72, Whittle has a lifetime of these types of projects behind him, as well as a lifetime of not quite fulfilling the grand expectations that launched them. Like the Whittle School, his previous ventures — the Edison Schools, a for-profit charter school company; and Avenues: The World School in New York, a private institution — were begun with great fanfare and enthusiasm. But they never achieved their loudly trumpeted ambitions.

Now Whittle wants to reinvent private education from the ground up — to throw out old assumptions and build a private school that’s bigger, better and more in tune with contemporary life than any in the world. Students, Whittle believes, need a global education, so he has created a school where students will collaborate on projects with peers in other countries. Teachers will be able to transfer from continent to continent, bringing their lessons and experiences to the classroom. Students will be encouraged to spend about two years boarding at Whittle Schools overseas, immersing themselves in new cultures. “If all our students are not highly proficient in at least a second and hopefully a third language, that is really what we’d call a failure,” he told me. The company has offices and staff not just in the United States and China, but in India, the Middle East and the United Kingdom as well.

Perhaps Whittle’s biggest innovation is his business model. Like his previous educational ventures, and unlike the vast majority of American independent schools, the Whittle School will be run for a profit. Whittle insists it won’t affect the education. It’s simply, he says, the only way to raise the huge sums of capital needed to build and staff so many schools so quickly. So far, he has raised more than $900 million in direct investments and development costs borne by the real estate firms that will build and own his campuses. Yet that’s just a fraction of what this new network is projected to cost. Whittle has already been spending for years, recruiting top administrators and staff from the best private schools in the United States, China and the United Kingdom. I was particularly interested in his views on the glacial pace of change in our largely monolithic education system, his education reform”scorecard”, the Edison Project (now EdisonLearning) and Chris’s latest creation: Avenues “The World School”.
Whittle’s voice of experience on the glacial pace of education reform is one of the most astute observations I’ve heard, one that is molded by an entrepreneur.

Renaming Madison’s Jefferson Middle school after Ezekiel Gillespie

The Madison School Board unanimously voted Monday night to rename Jefferson Middle School after 19th-century Black voting rights activist Ezekiel Gillespie.

A survey of about half of the school’s students showed a preference to replace President Thomas Jefferson’s name with writer Maya Angelou, the other finalist whittled down by an ad hoc committee in recent months. But the board ultimately decided to go with Gillespie, largely because of his role in securing voting rights for Black people in Wisconsin.

Board President Ali Muldrow acknowledged the vote of students at the school at Monday night’s School Board meeting, saying that “in middle school the desire to be self-determined is pretty profound.”

“To have two people who had a significant impact on Black history, to choose between them is deeply challenging,” Muldrow said.

Board member Savion Castro, like his colleagues, suggested he greatly appreciated the student voice in the survey, but acknowledged that Gillespie’s contribution is not well-known. He added that he was glad Jefferson, the third president of the United States and slaveholder, would no longer be recognized in this way.

Renaming Schools; Madison Edition

The request comes after the board voted unanimously to rename James Madison Memorial High School to Vel Phillips Memorial High School, in honor of the first Black woman to graduate from the University of Wisconsin Law School School, win a seat on the Milwaukee City Council, become a judge in Wisconsin and get elected to statewide office. She died in 2018 at the age of 95.

A committee of community members charged with the task of renaming the high school brought their suggestion before the board’s Operations Work Group in November after a five-month deliberation process. The committee whittled a list of 26 names to four, and finally settled on Phillips in a 10-1 vote in October.

The high school’s name change is the latest of several decisions spurred by Black students pushing for a racial reckoning in Madison. Former Memorial student Mya Berry called on the board to rename the school in August 2020 because James Madison, the fourth U.S. president and the city’s namesake, was a slave owner.

In December 2020 a Madison School Board ad hoc committee, formed to rename Falk Elementary School, voted unanimously to recommend the building be named after Milele Chikasa Anana, a prominent civil rights activist and the first African American to be voted to a public school board in Wisconsin.

“Folks are ready to change, it’s to what extent that we’re discussing tonight,” board president Ali Muldrow said.

A committee of community members charged with the task of renaming the high school brought their suggestion before a board committee at the beginning of November after a five-month deliberation process. The committee whittled a list of 26 names to four, and finally settled on Phillips in a 10-1 vote last month.

The process of renaming began in March, a few months after former Memorial student Mya Berry submitted a proposal to change the name to honor Phillips instead of Madison, a former president and slaveholder.

“To have a high school named after Vel Phillips would feel like a step in the right direction for the community,” Berry wrote in the email to the Cap Times in March. “Instead of honoring historical figures that oppressed and enslaved Black Americans, we will have a school respecting the life of a woman who worked toward bridging racial gaps right here in Wisconsin.

“I also think it is significant to credit a Wisconsin leader as the new name, to demonstrate the possibilities that exist to Black and Brown students specifically.”

Phillips, who died in 2018, has a University of Wisconsin-Madison dorm named after her and could soon have a statue outside the state Capitol building. She has a long list of “firsts” on her resume, as the first Black woman to graduate from the University of Wisconsin Law School, the first female and first Black person elected to the Milwaukee Common Council, the first female judge in Milwaukee County, and the first female and first Black person elected to a statewide office in Wisconsin, becoming the secretary of state.

The district formed an ad hoc committee per its school renaming policy. The group discussed 24 initial proposalsfrom community members, including Phillips, late U.S. Supreme Court justice Ruth Bader Ginsburg and civil rights icons like Martin Luther King Jr. and John Lewis.

The list of possible names was trimmed through a series of rankings and voting by committee members, who eventually narrowed it to four options: Phillips; former Memorial High School principal Bruce Dahmen; the first Black female principal in MMSD, Darlene Hancock; and foregoing a person’s name, instead calling it simply Memorial High School.

D.C. orders halt to a private school’s construction amid questions about permits

Educational entrepreneur Chris Whittle, the school’s chairman and chief executive, said the $187 million project has all the approvals required under federal law and does not need a building permit from the city. The building is on land the federal government owns and oversees under a 1968 law related to development of foreign embassies.

“We are completely in compliance in every way with our project and our construction,” Whittle said Wednesday evening. “We’re preparing a document for all parties that demonstrates that. And we’re confident that everyone will shortly agree.”

Among the evidence he cited for his position, Whittle pointed to a September 2017 letter from the State Department that affirms planned uses of the building.

Asked about that letter, a State Department official wrote in an email Wednesday: “The Department’s position is this renovation project is subject to the laws of the District of Columbia. The Department refers you to the District of Columbia government for a determination of whether this project requires a District building permit.”

The Decline of Historical Thinking

I do not refer to the obvious and ineluctable fact that some people are smarter than others but, rather, to the fact that some people have the resources to try to understand our society while most do not. Late last year, Benjamin M. Schmidt, a professor of history at Northeastern University, published a study demonstrating that, for the past decade, history has been declining more rapidly than any other major, even as more and more students attend college. With slightly more than twenty-four thousand current history majors, it accounts for between one and two per cent of bachelor’s degrees, a drop of about a third since 2011. The decline can be found in almost all ethnic and racial groups, and among both men and women. Geographically, it is most pronounced in the Midwest, but it is present virtually everywhere.

There’s a catch, however. It’s boom time for history at Yale, where it is the third most popular major, and at other élite schools, including Brown, Princeton, and Columbia, where it continues to be among the top declared majors. The Yale history department intends to hire more than a half-dozen faculty members this year alone. Meanwhile, the chancellor of the University of Wisconsin–Stevens Point, Bernie L. Patterson, recently proposed that the school’s history major be eliminated, and that at least one member of its tenured faculty be dismissed. Of course, everything gets more complicated when you look at the fine print. Lee L. Willis, the chair of the history department, told me that the chancellor’s proposal is a budget-cutting measure in response to the steadily declining number of declared majors, but it’s really about the need to reduce the faculty from fourteen to ten, and this means getting rid of at least one tenured member. To do that, it’s necessary to disband the department. (A spokesperson for the university said that “UW-Stevens Point is exploring every option to avoid laying off faculty and staff members.”) The remaining professors will be placed in new departments that combine history with other topics.

Stevens Point, in Wisconsin’s Northwoods, educates many first-generation college students, and, in the past, the history department has focussed on training teachers. Willis pointed out that, after Scott Walker, the former governor, led an assault on the state’s teachers’ unions, gutting benefits and driving around ten per cent of public-school teachers out of the profession, a teaching career understandably looks considerably less attractive to students. “I am hearing a lot, ‘What kind of a job am I going to get with this? My parents made me switch,’ ” Willis said. “There is a lot of pressure on this particular generation.” But he also noted a rise in declared history majors this past semester, from seventy-six to a hundred and twenty. “This perception of a one-way trend and we’ll whittle down to nothing is not what I am seeing,” he said.

The steep decline in history graduates is most visible beginning in 2011 and 2012. Evidently, after the 2008 financial crisis, students (and their parents) felt a need to pick a major in a field that might place them on a secure career path. Almost all of the majors that have seen growth since 2011, Schmidt noted in a previous study, are in the STEM disciplines, and include nursing, engineering, computer science, and biology. (A recent Times story noted that the number of computer-science majors more than doubled between 2013 and 2017.) “M.I.T. and Stanford are making a big push in the sciences,” Alan Mikhail, the chair of the history department at Yale, told me. Other universities have tended to emulate them, no doubt because that’s what excites the big funders these days—and with their money comes the prestige that gives a university its national reputation. David Blight, a professor of history at Yale and the director of its Gilder Lehrman Center for the Study of Slavery, Resistance, and Abolition, tells a similar story when it comes to funding. In a recent meeting with a school administrator, he was told that individual funders were all looking to fund STEM programs—and, Blight said, “It’s the funders that drive things.”

Nonetheless, the history major continues to thrive at Yale, in part because it’s a great department with a number of nationally known stars, all of whom are expected to teach at an undergraduate level, and in part because it is Yale, where even a liberal-arts degree opens almost all professional doors. As Mikhail said, “The very real economic pressure students feel today is lessened at Yale. Need-blind admissions make a big difference, together with the sense that a Yale degree in anything will get them the job they want, even at places like Goldman or medical school.” The school’s public-relations department recently made a promotional video about Fernando Rojas, the son of Mexican immigrants, who made national news a few years ago when he was admitted to all eight Ivy League schools. Rojas, who found an intellectual home at Yale’s Center for the Study of Race, Indigeneity, and Transnational Migration, intends to pursue a Ph.D. in history.




Private school with global ambition to open in D.C. and China in 2019

An education company backed by U.S. and Chinese investors is launching a global private school for students ages 3 to 18, with the first two campuses scheduled to open next year in Washington and the Chinese coastal city of Shenzhen.

Whittle School & Studios will offer foreign-language immersion — Chinese in the United States, English in China — with a curriculum centered on mastery of core academic subjects, ­student-driven projects and off-campus learning opportunities in major world cities.

On Thursday, veteran education entrepreneur Chris Whittle plans to announce the debut of the D.C. campus in fall 2019 at a prominent site near a cluster of embassies — the striking aluminum and glass edifice at 4000 Connecticut Ave. NW once known as the Intelsat building.




Words are losing their power. Not even Jason Bourne can save them now

It’s also why characters in mainstream movies now simply say less. The last thing any nervous producer wants is for their blockbuster to get banned because it brings up something dodgy. Better to spray a field full of pesticides than sow it with words that could sprout into hot potatoes.

But these films also need to appeal to a generation for whom actual chat makes up a diminishing proportion of their communication. Each new app encourages us to whittle. Emojis and Instagram promote pure imagery. And people like pictures in part because this is an international language. Everybody understands what a little picture of putting on nail polish means. Why explain further? Nuance only contracts the scope of the conversation.




K-12 Tax & Spending Climate: Business groups press for public pension changes

Oregon’s major business groups want lawmakers to start dealing with rising public pension costs as early as the session that opens Feb. 1.

Although those costs start to kick in with the 2017-19 budget cycle — 18 months away — advocates say it’s not too early to whittle down an unfunded liability projected at $18 billion over the next few decades.

“If we do nothing, 100 percent of the burden falls on taxpayers, government services and their ability to undertake reinvestment in budgets going forward,” says Tim Nesbitt, currently a consultant for the Oregon Business Plan.

Nesbitt is a former president of the Oregon AFL-CIO labor federation and an adviser to two governors.

Nesbitt also says that public employees themselves will be hurt by a system that diverts dollars from government services into ever-higher pension contributions.




Madison School District keeps education, ahem, old school

Finances are always a consideration; they can also be an excuse. The district has cried poor at budget time for years, and yet somehow continued to find the money to, say, cover the full cost of union employees’ health insurance.

Board member Ed Hughes said he wouldn’t vote for Madison Prep because the district’s plan to address the gaps is better now.

“As compared to 2011, there is much more of a districtwide focus on addressing the achievement gap as well as improving outcomes for all students through an emphasis on a rigorous, coherent curriculum and great teaching in every classroom,” Hughes said.

The district’s shifting efforts to address the achievement gap is a story in itself.

After Madison Prep failed, then-Superintendent Daniel Nerad proposed a plan to address the gap that would have cost $105 million over five years. It was later whittled down to $49 million. Current Superintendent Jennifer Cheatham’s plan was advertised as costing nothing.




On Campus Student Fee Corruption

t’s a cleverly written and eye-opening report on how out-of-control, unsupervised, misguided, bloated, biased, abusive, corrupt and downright ugly student governments and the projects and groups they fund have become.

If I were to whittle down the article, I’d say this: With little supervision and scant accountability, student governments manage multi-million dollar budgets larger than many municipalities’ coffers, and direct that funding largely toward a slew of inappropriate and non-academic left-wing efforts and groups, several of which serve as breeding grounds and funding tools for Democratic politicians and liberal causes.

Yeah, yeah – we know this already, you say.




All Children Should Be Delinquents

IN the late 1970s, in the Mississippi River town of Dubuque, Iowa, the threat of summer boredom was real. The nearest theme parks were hours away, and the best video games (Space Invaders, Asteroids) were coin guzzlers, fueled by hard-earned lawn-mowing or paper-route funds. While we had the requisite tennis courts and public swimming pools, which we used to exhaustion, our best resources were our rawest ones — hilly streets, undeveloped woods, local streams and hours of unstructured, unsupervised playtime.

As a 6- to 8-year-old, when I wasn’t searching for sticks to whittle with my collection of X-acto knives (or giving myself the scars to remember them by), I was getting lost in ragtag gatherings of kids. We played afternoon-long basketball games and twilight sessions of kick the can that could span three streets and involve 30 or more screaming kids.




Successful (Madison) achievement plan will cost plenty — just maybe not in dollars

The ill-fated charter school Madison Preparatory Academy would have cost Madison School District taxpayers about $17.5 million over five years to start addressing the district’s long-standing minority and low-income achievement gaps.
The achievement gap plan introduced by former superintendent Dan Nerad shortly after Madison Prep crashed and burned would have cost about $105 million over five years. Before being adopted, it was whittled down to about $49 million.
And the so-called “strategic framework” proposed last week by new superintendent Jennifer Cheatham?
Nada.
“The really exciting news is we have all the ingredients to be successful,” she told this newspaper.
No doubt that could be thinking so wishful it borders on delusion or, worse, code for “we’re not really all that interested in closing the gap anyway.” But it could also be a harbinger of real change.
“The framework isn’t meant to be compared to the achievement gap plan,” district spokeswoman Rachel Strauch-Nelson said. It’s “not about an array of new initiatives with a big price tag” but about focusing “on the day-to-day work of teaching and learning” and “what we know works.”

Is This the Best Education Money Can Buy?

Parenting in a pathologically competitive, information-saturated city can make anyone crazy, even those parents lucky enough to be worried about fennel burgers in school lunches. And while Avenues offers its students every imaginable educational benefit — a 9-to-1 student-to-teacher ratio, a Harvard-designed “World Course” — it has also tapped into an even deeper, more complicated parental anxiety: the anxiety of wanting their kids to have every advantage, but ensuring that all those advantages don’t turn them into privileged jerks.
As Manhattan, and particularly downtown, is transformed by a staggering infusion of wealth, there is a growing market for creating emotionally intelligent future global leaders who, as a result of their emotional intelligence, have a little humility. In fact, when the nearby Grace Church School was researching whether to start its own high school, it asked top college-admission officers what was lacking in New York City applicants. The answers coalesced around the idea of values, civic engagement, inclusiveness and diversity — in a word, humility.
And so Avenues students may run to their “Empire State of Mind: Thinking About Jay-Z in a New Way” “mini-mester” while passing a Chuck Close self portrait, but they do so with the intent of being “humble about their gifts and generous of spirit,” as the school’s mission statement puts it. “We wanted a school that was innovative and wouldn’t force our kids into any particular mold,” says Sheree Carter-Galvan, an Avenues parent and a general counsel at Yale University. Or, as Ella Kim, mother of a 4-year old, explains, Avenues took the anxiety of a New York parent — albeit of a certain type — “and designed a school around that.”
Last winter, a group of Avenues 4-year-olds ventured out to the 532 Gallery Thomas Jaeckel in Chelsea to view the work of John A. Parks, an English painter, who fingerpainted his childhood memories. Schulman thought it segued seamlessly with a unit they were doing on abstract art, which included studies of Wassily Kandinsky and Paul Klee. Schulman, who always seems to be brimming with excitement, explained how the subject matter and the field trip were perfect for the immersion classes. “You can use the vocabulary in both languages,” she said, to learn about the art.

Equipping pupils to prosper in the global economy is at the core of the Avenues curriculum, which has been developed by various experts including some from Harvard’s School of Education. Mr Whittle thinks that even America’s best private schools have a “stale” curriculum in this respect, especially when it comes to foreign languages, which often are not taught until pupils are 11. From the day they enter kindergarten at Avenues, pupils will be taught half their lessons in a foreign tongue, either Mandarin or Spanish–an “immersion” process that Mr Whittle reckons will make every pupil fully bilingual within seven years.

THE first time he tried to create the “next generation of schools”, back in the early 1990s, Chris Whittle’s focus was on improving the education of the poorest pupils in America’s worst-performing public schools. Although in doing so the perennially bow-tied entrepreneur from Tennessee helped pioneer the charter-school movement, his Edison Project ultimately failed to thrive as a business. Now, with Benno Schmidt and Alan Greenberg, he is trying to reinvent education for bright, rich kids. On September 10th “Avenues: The World School“, the first of a planned global network, will welcome 700 pupils into a lavishly converted warehouse next to Manhattan’s popular High Line park. Their parents will typically pay just under $40,000 a year (in line with New York’s established top-tier private schools), having been promised cutting-edge technology and everything else to match.
Getting this far has not been easy for Mr Whittle, who says he has had to become “one third educator, one third real-estate developer, and one third investment banker.” After conceiving the idea in 2007 of creating a chain of similar schools in the world’s leading cities, the financial crisis robbed him of funding, a business partner and the intended first Manhattan site. Eventually he raised the $75m needed to get the first school up and running, found another site, and then toured the world to recruit staff and pupils. Many of the teaching staff have previously worked at other elite east-coast private schools, including Phillips Exeter, Hotchkiss and Dalton. (Even more gratifying than the 2,600 applications to attend Avenues were the 4,900 applications it received to teach there, says Mr Whittle.)




Birmingham School Board Questions Nerad About Controversy in Madison



Laura Houser:

In 2006, you were the Wisconsin Superintendent of the Year. Can you address why some of your later evaluations in Madison haven’t reflected that?
In March, the Madison Board of Education evaluated Nerad on the low end of “proficient” in an evaluations system designed to mimic the Wisconsin Knowledge and Concepts Examination.
According to the Wisconsin State Journal, Nerad scored lowest in “strategic leadership and district culture,” and in “staff evaluation and personnel management.”
However, Nerad said Thursday there are two things he has not been deserving of: being named superintendent of the year and being assessed as barely proficient.
“The last couple years in Madison have been challenging (and) there’s no one that wishes I could be more of a unifying force than me,” Nerad said. “I ask only to be judged on my whole record.”
What is your recommended evaluation process between yourself and the school board?
“I’m a big believer in evaluation,” Nerad said, noting that if he were hired, he and the school board would have to agree on evaluation metrics.
“We should have a conversation about what that assessment should look like, (but) I believe in holding myself to the highest standards when it comes to improvement goals.”
How did you whittle down your plan to reduce the achievement gap from $12 million to $4 million?
Nerad admitted that upon cutting down his plan’s price tag, it wasn’t able to accomplish everything it originally set out to do. According to the Wisconsin State Journal, the original plan included 40 strategies for reducing the achievement gap; the revised plan has 21 strategies.
“I felt it was my responsibility to present something (to the school board) that’s stable financially,” Nerad said, noting he and his team had to prioritize the most important strategies.
His plan to fund the first year of the achievement gap plan? Nerad said he is proposing to use Madison’s fund balance — similiar to Birmingham Public School’s fund equity — and leaving it to the school board to decide where funding should come from in coming years.

Nonfiction Curriculum Enhanced Reading Skills, Study Finds

Children in New York City who learned to read using an experimental curriculum that emphasized nonfiction texts outperformed those at other schools that used methods that have been encouraged since the Bloomberg administration’s early days, according to a new study to be released Monday.
For three years, a pilot program tracked the reading ability of approximately 1,000 students at 20 New York City schools, following them from kindergarten through second grade. Half of the schools adopted a curriculum designed by the education theorist E. D. Hirsch Jr.’s Core Knowledge Foundation. The other 10 used a variety of methods, but most fell under the definition of “balanced literacy,” an approach that was spread citywide by former Schools Chancellor Joel I. Klein, beginning in 2003.
The study found that second graders who were taught to read using the Core Knowledge program scored significantly higher on reading comprehension tests than did those in the comparison schools.
It also tested children on their social studies and science knowledge, and again found that the Core Knowledge pupils came out ahead. Citywide, budget cuts and the drive to increase scores on the state reading and math exams have led many elementary and middle schools to whittle down their social studies and science instruction.




15 Colleges Offering Tuition Discounts

To attract students and families turned off by the potential for six-figure tuition bills, a growing number of private colleges are taking a page out of the retail playbook: They are cutting their prices.
Most recently, Seton Hall University announced that it would offer tuition discounts of up to 66% for academically qualified students, joining more than a dozen schools across the country that have announced similar programs in the last few months. Some schools, like Seton Hall, are offering straight-up tuition discounts for qualified students. Others are rolling out three-year degree programs that allow students to, effectively, cut their tuition bills by 25%. Still others are guaranteeing tuition won’t rise while a student is in school. The most generous of the programs can whittle the price of private college — $27,000 per year — to less than $10,000.




The Best School $75 Million Can Buy

How do you sell a school that doesn’t exist?
If you are Chris Whittle, an educational entrepreneur, you gather well-to-do parents at places like the Harvard Club or the Crosby Hotel in Manhattan, hoping the feeling of accomplishment will rub off. Then you pour wine and offer salmon sandwiches and wow the audience with pictures of the stunning new private school you plan to build in Chelsea. Focus on the bilingual curriculum and the collaborative approach to learning. And take swipes at established competitors that you believe are overly focused on sending students to top-tier colleges. Invoke some Tiger-mom fear by pointing out that 200,000 Americans are learning Chinese, while 300 million Chinese have studied English.
Then watch them come.
As of June 15, more than 1,200 families had applied for early admission to Avenues: The World School, a for-profit private school co-founded by Mr. Whittle that will not open its doors until September 2012. Acceptance letters go out this week. Gardner P. Dunnan, the former head of the Dalton School and academic dean and head of the upper school at Avenues, said he expected 5,000 applicants for the 1,320 spots available from nursery through ninth grade. “You have to see the enthusiasm,” Mr. Whittle crowed.




Schools and educators deserve support, not disparagement

These are difficult times for public education. As school districts struggle to choose where to whittle and whack next, it’s easy to suggest that there are simple ways to achieve savings and reduce costs.
What’s troubling, however, is the misleading and sometimes inaccurate information that some folks are using to disparage our schools and educators.
Public schools’ mission is teaching and learning. Our success is measured by the opportunities that we create for our students, both in our classrooms today and later in life.
Throughout these lean economic times brought on by the Great Recession, the Eugene School District has worked steadily to keep cuts away from the classroom as much as possible. Now, facing a $21.7 million budget shortfall, we can no longer avoid further reductions to our teaching staff and the resulting increase in class sizes.
We continue to put the needs of students first and to maintain high academic expectations. We are focused and clear about our priorities. We have made hard decisions to let go of valued programs so that all students have the educational opportunities that they need to be successful. This is not, and will not be, easy for students, parents, staff or our community.




Students Struggle for Words Business Schools Put More Emphasis on Writing Amid Employer Complaints

Alex Stavros, a second-year student at the Stanford Graduate School of Business, had been pitching an eco-tourism luxury resort idea to potential investors for months, but wasn’t getting any bites.
He noticed that investors lost interest after the first few minutes of his presentation, and were slow to reply to emails. So Mr. Stavros enlisted the help of one of Stanford’s writing coaches for six weeks to help streamline his pitch. After the instruction, his pitch was whittled down to 64 words from 113, and he dropped three unnecessary bullet points.
“During my consulting career, each slide was a quantitative data dump with numbers and graphs, which I thought proved I had done the work,” he says. “Now, my presentations are simpler, but more effective.”




Towns Challenge New Jersey Voters’ Wishes

After years of frustration over school taxes, New Jersey residents turned out in record numbers last month to reject 58 percent of their school districts’ budget proposals — sounding an unmistakable call to arms that echoed across the country.
But in the weeks since, many of the 316 defeated budgets have been adopted with few, if any, changes by town councils, where members risked thwarting the will of voters — and incurring their wrath — rather than cut sports, lay off teachers or increase class sizes.
In Ridgewood, an affluent village in Bergen County known for its schools, the Council whittled $100,000 from the proposed $84.9 million budget, or 0.1 percent. Average savings to taxpayers: $12 per year.




Is the best school the right school?

Antique dealer Antonia White is sitting exhausted on a sofa. She’s just returned from yet another three-hour stint looking at secondary schools for her 10-year-old daughter Clare. “I’m shattered,” she says. “It’s stressful and boring. All the chemistry labs look the same and all the parents look like people we wouldn’t want to know.”
Her comments will strike a chord with thousands of other parents this autumn, as September and October are peak season for secondary-school open days (parents need to be on the ball as the dates are often only listed on the school’s website, sometimes at the last moment). For the next few weeks, those with children approaching the next stage of their school career (both in the state and private sector) will be making their way along packed corridors, trying to spot the “best” school for their child. It can be an uncomfortable process – at some popular London secondaries the queues stretch down the street. (The public school system still has its main entrance point at 13, after prep school.)
Ideally, anyone looking for a school from age 11 should begin the search when their child has just started Year 5. This helps whittle down the choices before the final year at primary school (Year 6). Drawing up a shortlist when a child is 9 or 10 also allows for a year of coaching for 11-plus exams for selective state and private schools.




The First Big Test: Watching Expenses Some Students Clamp Down as They Gear Up

Getting that college tuition and housing bill under control is only the first step. Then comes the comforter and refrigerator and textbooks and — well, the College Board has a list of 118 to-buy items on its off-to-college checklist.
And don’t forget the pizza money.
The bill to outfit a freshman can run to thousands of dollars if you’re not careful, financial advisers say. As recession losses have whittled down college funds and as part-time jobs have become more elusive, families are finding creative ways to stretch each dollar.
In recent weeks, Sharon Okolicsanyi of Manassas has scoured the Web for deals on a laptop for her daughter, Helena, who will be a freshman at George Mason University. They finally found a bargain: It cost $499, marked down from $700. A security and software upgrade cost $100, and a printer cost $30, marked down from $70.




Connecticut District Retools High School Math Instruction

Mathematics teachers in one coastal Connecticut school district were frustrated with students’ inability to retain what they learned in Algebra I and apply it to Algebra II, so they decided to approach high school mathematics instruction in a new way. The teachers shrank the number of topics covered in each course by about half and published their custom-made curriculum online last fall, the New York Times reports.
The new curriculum’s lessons were written by Westport, Conn., teachers and sent to HeyMath! of India, a company that adds graphics, animation, and sound to the lessons before posting them on the Web. But teachers say the new curriculum is as much about bringing classroom instruction into the digital age as it is about having the opportunity to teach students fewer concepts in greater depth.
Westport’s decision to rewrite its math curriculum is part of a growing trend to re-evaluate “mile-wide, inch-deep” instruction. In 2006, the National Council of Teachers of Mathematics pushed for more basic math skills instruction, and two years later a federal panel of investigators appointed by then President George W. Bush also urged schools to whittle down their elementary and middle school math curricula.




In Favor of (Much Needed) Education Funds

The House version of the stimulus plan also includes a one-time allotment for building maintenance. This state pays little more than half the costs of maintaining schools. No surprise then that most school districts have maintenance backlogs that are frightening and potentially dangerous. The $200 million in one-time money our state would receive would help whittle the backlog. The Senate’s version? Nada.
Fortunately, lawmakers in both houses grasp the need to spend more in special education. Washington state is in line for $120 million in new annual spending courtesy of the economic stimulus. For Seattle and many other school districts, the money would put more special-education services in all schools and end the segregating of kids with special needs in just a few schools. The money would also pay for training teachers to work with children with learning disabilities.
There will be new federal money for technology and to pay for educating homeless children. Pell grants will be increased and the underfunded No Child Left Behind federal law will get a much-needed infusion.




The Great College Hoax

Higher education can be a financial disaster. Especially with the return on degrees down and student loan sharks on the prowl.
As steadily as ivy creeps up the walls of its well-groomed campuses, the education industrial complex has cultivated the image of college as a sure-fire path to a life of social and economic privilege.
Joel Kellum says he’s living proof that the claim is a lie. A 40-year-old Los Angeles resident, Kellum did everything he was supposed to do to get ahead in life. He worked hard as a high schooler, got into the University of Virginia and graduated with a bachelor’s degree in history.
Accepted into the California Western School of Law, a private San Diego institution, Kellum couldn’t swing the $36,000 in annual tuition with financial aid and part-time work. So he did what friends and professors said was the smart move and took out $60,000 in student loans.
Kellum’s law school sweetheart, Jennifer Coultas, did much the same. By the time they graduated in 1995, the couple was $194,000 in debt. They eventually married and each landed a six-figure job. Yet even with Kellum moonlighting, they had to scrounge to come up with $145,000 in loan payments. With interest accruing at up to 12% a year, that whittled away only $21,000 in principal. Their remaining bill: $173,000 and counting.

Dan Nerad opened his remarks by stating his commitment to efforts for always continuing change and improvement with the engagement of the community. He outlined four areas of focus on where we are going from here.

  1. Funding: must balance district needs and taxpayer needs. He mentioned the referendum to help keep current programs in place and it will not include “new” things.
  2. Strategic Plan: this initiative will formally begin in January 2009 and will involve a large community group process to develop as an ongoing activity.
  3. Meet people: going throughout the community to meet people on their own terms. He will carefully listen. He also has ideas.
  4. Teaching and learning mission: there are notable achievement gaps we need to face head-on. The “achievement gap” is serious. The broader mission not only includes workforce development but also helping students learn to be better people. We have a “tale of two school districts” – numbers of high achievers (including National Merit Scholars), but not doing well with a lot of other students. Low income and minority students are furtherest away from standards that must be met. Need to be more transparent with the journey to fix this problem and where we are not good. Must have the help of the community. The focus must be to improve learning for ALL kids, it is a “both/and” proposition with a need to reframe the issue to help all kids move forward from where they are. Must use best practices in contemporary assessment, curriculum, pedagogy and instructional methods.

Dr. Nerad discussed five areas about which he sees a need for community-wide conversations for how to meet needs in the district.

  1. Early learning opportunities: for pre-kindergarten children. A total community commitment is needed to prevent the ‘achievement gap’ from widening.
  2. High schools: How do we want high schools to be? Need to be more responsive. The curriculum needs to be more career oriented. Need to break down the ‘silos’ between high school, tech schools and colleges. Need to help students move through the opportunities differently. The Small Learning Communities Grant recently awarded to the district for high schools and with the help of the community will aid the processes for changes in the high schools.
  3. School safety: there must be an on-going commitment for changes. Nerad cited three areas for change:

    a. A stronger curriculum helping people relate with other people, their differences and conflicts.

    b. A response system to safety. Schools must be the safest of sanctuaries for living, learning and development.

    c.Must make better use of research-based technology that makes sense.

  4. Math curriculum and instruction: Cited the recent Math Task Force Report

    a. Good news: several recommendations for curriculum, instruction and policies for change.

    b. Bad news: our students take less math than other urban schools in the state; there are notable differences in the achievement gap.

  5. Fine Arts: Cited recent Fine Arts Task Force Report. Fine arts curriculum and activities in the schools, once a strength, has been whittled away due to budget constraints. We must deal with the ‘hands of the clock’ going forward and develop a closer integration of the schools and community in this area.

New York City Class Action Strips Teacher Parking Permits

More than 50,000 teachers returning to school next month will get a tough lesson about parking in congested urban areas when the Bloomberg administration yanks their long-cherished parking permits, officials announced yesterday.
Deputy Mayor Ed Skyler, assigned by the mayor to whittle down the school system’s permits by at least 20 percent as part of a citywide crackdown, discovered there were 63,390 school permits in circulation but only 10,007 reserved spaces around the schools.
As a result, Skyler reduced the number of parking permits by an astonishing 82 percent, to 11,150, which includes those for teachers and other school personnel.
Some 10,000 of them are good only in spots specifically reserved for school personnel; the others are universal, meaning they can be used wherever a vehicle on “official business” can park. That includes at expired meters and in no-parking zones.
“We found the amount of parking placards outweighed the number of parking spots for the agency as a whole by about 6, or so, to 1,” Skyler said.




Doyle announces plan to prevent deficit

Gov. Jim Doyle today offered a $527 million package to repair the state budget with cuts and delays to new programs, as well as a new tax on hospitals and a transfer of $243 million from the state’s transportation fund.
The budget that runs through mid-2009 is $650 million short, though Doyle already whittled that down through austerity measures, including delaying paying off some debt.
The budget is short because the slumping economy has led the state to collect fewer taxes than projected.
“Just like any real solution to a budget gap, this plan cuts spending and looks for good sources of revenue,” Doyle said, adding that it protects such priorities as health care, education and job creation.
Although Doyle said he wanted to avoid some of last year’s budget fights, he reopened one by introducing the tax on hospital revenue.




A More Global Approach to Education

Two of the world’s most buccaneering education entrepreneurs have teamed up to build 60 multimillion-dollar schools in big cities across the world.
The network of high-end international schools will cater to the children of bankers, diplomats and executives who have to regularly uproot their families.
With annual fees between $15,000 and $40,000, depending on the city, the plan marks a serious departure for Chris Whittle, famous for starting the Edison Schools company, which runs facilities in some of America’s most deprived areas.
His new venture, Nations Academy, has been set up with Sunny Varkey, chairman of Dubai-based Global Education Management Systems, which runs private schools around the world.




Elementary Strings: Update and Community Appeal



Action and Help Needed: I am beginning to work with some parents and others in the community to raise awareness and possibly financial support for all fine arts education. If you are interested in learning more, or would like to help, let me know (schrank4@charter.net or 231-3954). I will be posting on the blog more of what we are doing, including surveys and petitions of support.
Due to the proposed budget gap for next year and the Superintendent’s preliminary discussion idea to cut up to $300,000 from elementary strings, our focus will be on this course in the short-term. Elementary strings is only one piece of Fine Arts Education, but there is no other organization that teaches so many low income children how to play an instrument for about $200 per child vs. $2,000 per child in private instruction. We would like to resolve this issue this spring, working collaboratively with the administration and the school board.
The School Board would like proposals from the community re supporting elementary strings. I have begun working with parents and others on this topic, and I welcome ideas and support from readers of this blog. In addition to various proposals for School Board consideration, which I’m being encouraged to submit, we feel there is a need to raise awareness of the importance of a strong, vibrant standards-based, academic fine arts education. For an instrumental curriculum that meets national and state standards, course instruction begins in Grade 4 and classes are held at least twice weekly during the day.
The demand for elementary strings from parents and students has been and continues to be strong; but sadly, I feel the administration (not the School Board) has been a barrier to moving forward in partnership with the community, preferring each year to cut and to whittle away the course each year rather than gather the community together to bring ideas and solutions to the table. Last November, I asked District Administration for the following basic information: number of elementary string students, number of FTEs, number of middle and high school band and string students, number of FTEs, and revenue collected. I have not received this information, which I need to work on proposals, even though I have asked for the information repeatedly. The administration may have a lot on their plate, but I was only asking for basic information needed to develop some proposals for board consideration. I thought, perhaps the administration is working on their own proposals to continue this course, but that is not the case.
Up until a few years ago, there were nearly 2,000 4th and 5th grade students taking elementary strings, 30-40% of these children were low income (600+ children). During the 1990s, as the district’s low income population increased, enrollment in elementary strings doubled from about 1,000 students in 1991 to more than 1,900 in after the year 2000.
Elementary strings has been part of the Madison schools for more than 40 years. Growing school districts around Madison offer this course, and the enrollment is growing. Grandparents and parents who live in Madison took this course when they were in elementary school. The large string festival is one of other opportunities that make our elementary schools unique. If we want to keep parents sending their children to Madison, and to keep the needed diversity in our schools, I think this course is important and unique to Madison.

More Than English 10: Let’s REALLY Talk About Our High Schools



First, I want to say BRAVO, RUTH, for putting it all together and bringing it on home to us. Thanks, too, to the BOE members who overrode BOE President Johnny Winston Jr’s decision to table this important discussion. Finally, deepest thanks to all of the East parents, students and teachers who are speaking out … and to the many West parents, students and teachers who have also spoken out over the past few years.
As we begin what will hopefully be a thoughtful and thoroughgoing community-wide conversation about what’s going on in our high schools, I’d like to clear up some muddiness about what’s happened at West in the past few years. I think it’s important to have our facts straight and complete. In doing so — and in comparing what’s happened at West to what’s now going on at East — I’d like to draw on the image of an animal experiment (that apparently never happened). In one condition, a frog is put into a bath of cool water, the temperature is gradually raised to boiling, and the frog dies without a struggle. In another condition, a frog is put into a bath of boiling water, immediately jumps out, and lives to tell the tale. As I see it, West was put in the first condition. The administration implemented small changes over the course of several years, with the ultimate goal of turning 9th and 10th grades into two more years of middle school. Students and parents were lulled into thinking that everything was O.K. because, hey, what’s one small change? East, in contrast, has been put in the second condition. There, the administration seems to have the same goal of turning 9th and 10th grade into two more years of middle school, but has introduced all of the changes at once. Like the frog placed in the boiling water, East has been shocked into strong reaction.

Making The Grade

Quiz: Of the 10 largest school systems, which have made the best gains in student scores? Answer: Philadelphia and New York. Between 2002 and 2005 for grades K-8, Philly gained 19.5 points in proficiency on the state assessment system, while NYC schools posted a 13-point increase on state exams. Even if you normalize for the different gains made in various states, you get the same rankings: Philly No. 1, NYC No. 2.
In 2002, only 21% of Philadelphia students were proficient. By 2005, that nearly doubled to 40%. At its current pace, Philadelphia will increase the proficiency of its students by more than 25 points across five years. That has life-changing consequences for a quarter of its students: One who would have dropped out might now graduate. Another who would have gotten into college might now get into a better one.
In sharp contrast to years past, most big public school systems are now producing achievement gains. That’s to be applauded, but educational leadership can learn much from two cities with multiyear trajectories two to three times those of their similar-sized peers. Each has managed to put (and keep) together a group of factors that drive academic success, and that others may want to replicate:

The fourth success factor may seem at odds with the third. While Messrs. Vallas and Klein believe in a robust, central system to support their schools, they promote educational competition within their cities. Have they concluded that it may not be possible to move to a complete free market of education in the near term; and, in the meantime, the old but improved system should coexist with a bevy of new educational providers? Or do they believe that one major educational provider with multiple smaller competitors is a preferable course that pushes all schools to higher performance levels? Whatever their philosophy, their actions are clear. Mr. Vallas now presides over a district where roughly 25% of schools are charters or managed by private institutions. Mr. Klein has increased the presence of charters and alternative providers — and argued that New York’s legislature should lift the cap on charters. He’s also given unprecedented freedom to a quarter of the sites within his system, those he deems to be most capable of managing their freedom — as long as they agree to be held accountable if their children fail to improve.
