Former WEAC leader and longtime teachers advocate Morris Andrews dies



Mitchell Schmidt:

Andrews became executive director of WEAC, the state’s largest teachers union, in 1972. At the time, the association of 40,000 teachers had little involvement in state politics or lobbying efforts.

But that soon changed. Andrews was considered a force to be reckoned with in the statehouse halls and advocated for teachers, bus drivers, aides and other unionized staff.

When Andrews retired for health reasons in 1992, WEAC had grown to 62,000 members, a 175-person staff and a $10 million-a-year budget.

Scott Girard:

John Matthews, the head of Madison Teachers Inc. from 1968 to January 2016, worked closely with Andrews and called him “a very knowledgeable, very skillful labor leader.”

“Every teacher since 1970 owes him a debt of gratitude because of their employment being much more enjoyable and much more profitable,” Matthews said. “Their employment security was in great part a result of his work.”

On Friday, Thompson called him “by far the best executive director of any teachers’ union, any teachers movement in the United States, before or now.”

I thought about this conversation during a recent drive through a “de-industrialized” city. I observed beautiful buildings, boarded structures, a well attended park event via a free lunch program, a jobless center across the street, emerging strip malls and a nearby Planned Parenthood facility (with protesters).




Mervyn King: Needless money-printing fuelled inflation



Kate Andrews:

Some £500 billion was printed by the Bank of England during the pandemic – a staggering sum that caused very little public debate. Those sceptical about so-called ‘quantitative easing’ argue that it causes inflation – and with today’s news that inflation rose 9 per cent on the year in April, is anyone linking the two? Step forward Mervyn King, former governor of the Bank of England, who was surprisingly critical when speaking to Andrew Marr on LBC last night.

One of the major problems, Lord King said, was that the Bank went too hard and too fast with its money printing. ‘Governments stepped in and put in a lot of money for furlough schemes or raising unemployment benefits. That was very sensible,’ he said. ‘The problem was that central banks also printed a great deal of money and that wasn’t needed… it put a lot of money into the system.’

Under classical economic theory, when a lot of money is put into the system (as it has been in the UK and in the US with the Federal Reserve printing about $4.8 trillion), inflation follows. So we shouldn’t be surprised to see a graph looking as it does below.




How long can a democracy maintain emergency restrictions and still call itself a free country?

Before 2020, the idea of Australia all but forbidding its citizens from leaving the country, a restriction associated with Communist regimes, was unthinkable. Today, it is a widely accepted policy. “Australia’s borders are currently closed and international travel from Australia remains strictly controlled to help prevent the spread of COVID-19,” a government website declares. “International travel from Australia is only available if you are exempt or you have been granted an individual exemption.” The rule is enforced despite assurances on another government website, dedicated to setting forth Australia’s human-rights-treaty obligations, that the freedom to leave a country “cannot be made dependent on establishing a purpose or reason for leaving.”

The nation’s high court struck down a challenge to the country’s COVID-19 restrictions. “It may be accepted that the travel restrictions are harsh. It may also be accepted that they intrude upon individual rights,” it ruled. “But Parliament was aware of that.” Until last month, Australians who are residents of foreign countries were exempt from the rule so they could return to their residence. But the government tightened the restrictions further, trapping many of them in the country too.

Intrastate travel within Australia is also severely restricted. And the government of South Australia, one of the country’s six states, developed and is now testing an app as Orwellian as any in the free world to enforce its quarantine rules. People in South Australia will be forced to download an app that combines facial recognition and geolocation. The state will text them at random times, and thereafter they will have 15 minutes to take a picture of their face in the location where they are supposed to be. Should they fail, the local police department will be sent to follow up in person. “We don’t tell them how often or when, on a random basis they have to reply within 15 minutes,” Premier Steven Marshall explained. “I think every South Australian should feel pretty proud that we are the national pilot for the home-based quarantine app.”

Other states also curtailed their citizens’ liberty in the name of safety. The state of Victoria announced a curfew and suspended its Parliament for key parts of the pandemic. “To put this in context, federal and state parliaments sat during both world wars and the Spanish Flu, and curfews have never been imposed,” the scholar John Lee observed in an article for the Brookings Institution. “In responding to a question about whether he had gone too far with respect to imposing a curfew (avoiding the question of why a curfew was needed when no other state had one), Victorian Premier Daniel Andrews replied: ‘it is not about human rights. It is about human life.’”

We all know it’s happened. The elites, increasingly sequestered within one political party and one media monoculture, educated by colleges and private schools that have become hermetically sealed against any non-left dissent, have had a “social justice reckoning” these past few years. And they have been ideologically transformed, with countless cascading consequences. 

Take it from a NYT woke star, Kara Swisher, who celebrated this week that “the country’s social justice movement is reshaping how we talk about, well, everything.” She’s right — and certainly about the NYT and all mainstream journalism. 

This is the media hub of the “social justice movement.” And the core point of that movement, its essential point, is that liberalism is no longer enough. Not just not enough, but itself a means to perpetuate “white supremacy,” designed to oppress, harm and terrorize minorities and women, and in dire need of dismantling. That’s a huge deal. And it explains a lot.

The reason “critical race theory” is a decent approximation for this new orthodoxy is that it was precisely this exasperation with liberalism’s seeming inability to end racial inequality in a generation that prompted Derrick Bell et al. to come up with the term in the first place, and Kimberlé Crenshaw to subsequently universalize it beyond race to every other possible dimension of human identity (“intersectionality”). 

A specter of invisible and unfalsifiable “systems” and “structures” and “internal biases” arrived to hover over the world. Some of this critique was specific and helpful: the legacy of redlining, the depth of the wealth gap. But much was tendentious post-modern theorizing. The popular breakthrough was Ta-Nehisi Coates’ essay on reparations in the Atlantic and his subsequent, gut-wrenching memoir, “Between The World And Me.” He combined the worldview and vocabulary of CRT with the vivid lived experience of his own biography. He is a beautifully gifted writer, and I am not surprised he had such an emotional impact, even if, in my view, the power of his prose blinded many to the radical implications of the ideology he surrendered to, in what many of his blog readers called his “blue period.”




Jane Jacobs on Transportation, Government Monopolies



The use of “gravy train” to describe public investment will resonate with those readers familiar with Toronto’s disgraced former mayor Rob Ford. Indeed, the general tone of Jacob’s piece – questioning the wisdom of public management of transportation – is more reminiscent of writing from the political right than the political left. As demonstrated frequently throughout Vital Little Plans, one of the most satisfying elements of Jacobs’ writing is her ability to scramble simplistic assumptions about political alignment and urban policy.

So if not the traditional right/left political divide, what motivated Jacobs’ pointed and repeated criticism of public transport management? Reading through the various selections in Vital Little Plans, it becomes clear that the common enemy she is attacking is top-down, centralized control of complex systems.

For followers of Jacobs, this should not come as a surprise. The founding ethos of her seminal work, The Death and Life of Great American Cities, is that city success flows from the bottom up. There, she casts the villain as government planners who have a utopian vision of what cities should look like; they destroy functioning urban fabric because they are too far removed from its use to even notice that it is succeeding.

Here, in various selections from Vital Little Plans, Jacobs’ argument against public monopoly control of transportation is similar: a single government agency is liable to miss opportunities for innovation, be biased to the status quo, and ignore changing consumer demands.

Given her love of bottom-up organization and distributed decision making, I suspect that Jacobs would have been a supporter of ‘informal transit’ systems like collectivos, matatus, dollar vans, or jeepneys, although there’s no writing about them in this volume. Those systems tend to be composed of thousands of independent actors, each with a financial incentive to meet consumer demand, and without centralized control of routes or individual driver behavior. While that has often made them the enemy of public authorities, I imagine it would have made Jacobs a fan.

Texas graduate student discovers a Walt Whitman novel lost for more than 150 years

For a month, Zachary Turpin “would sit there night after night, buzzing.”

The graduate student at the University of Houston had spent the past few years digging through the digitized papers of American writer Walt Whitman, which contain 40 to 50 years’ worth of his personal notes. “He was more or less a hoarder,” Turpin told The Washington Post during a phone interview.

For the unfamiliar, Whitman (1819-1892) was one the most influential poets included in the American canon. In the 1850s he popularized free verse with his magnum opus “Leaves of Grass,” which includes the famous line “I contain multitudes.” Many call him the “father of free verse.” Before his life as a poet, the New Yorker worked as a schoolteacher, journalist and novelist.




School Nannies and the Death of Common Sense

It sounds like the opening line of a joke, “A father walked up to his kid’s school and gets arrested…” but watch the video of Jim Howe trying to pick up his kids from South Cumberland Elementary School in Cumberland County, Tennessee, and you’ll sooner cry than laugh. That’s because Howe’s alleged crime waswalking into the school building and asking to take his children now that classes were over. Howe was supposed to wait, you see. All walking parents are supposed to cool their heels until a long line of drivers have picked up their kids, and only then retrieve their own children. That’s because school authorities are convinced that making parents drive up to school for pick-up is somehow safer than allowing choice in the matter.
“Previously, parents were coming out to pick up children, they were just getting out of cars and coming to school,” Donald Andrews, the director of Cumberland County Schools told the Huffington Post. “In this day in age, the PTO [parent teacher organization] was concerned that it was a safety issue, someone could come up and grab [any] kid.”

Lost in the two-month maelstrom at the state Capitol is the role of teachers and their union, WEAC, as the chief advocates for school quality in Wisconsin. Scott Walker and the Fitzgeraids paint WEAC as a destroyer. They say eradicate WEAC, an organization they know almost nothing about except that it opposes their antisteacher agenda. Should they succeed in killing the voice of organized teachers, the real loser wilt be our public schools.
Teachers have fought hard to make schools better over the past four decades. And it was Republican and Democratic votes in support of WEAC issues that resulted in the passage of pro-education bills. Such bipartisanship is but one casualty of today’s polarized politics.
Beginning in the 1970s WEAC became a political force, mainly by deciding to start backing legislative candidates. To receive WE/C’s endorsement, a candidate had to support a list of education-related issues. Many Republicans did support these school improvement issues. And WEAC members consequently worked to help them win election or reelection. One Republican who received a WEAC endorsement was Tommy Thompson when he was in the Assembly.
Today it seems unbelievable that the 1977 collective bargaining bill now reviled by the governor passed with Republican support. At the time, there were 11 Republicans in the Senate; five of them supported the bill. When the law’s three-year trial period was about to expire, a group of Senate Republicans voted to extend it–despite a veto by Republican Governor Lee Dreyfus. Notably, Mike Ellis (then in the Assembly) was among a group of Republicans who jumped party lines on procedural votes that saved it.
Our members then also reflected views across the spectrum. They identified themselves this way: Independents, 37%; Democrats, 35%; and Republicans, 27%. This spectrum was reflected at the annual WEAC convention, held a few days before the 1976 presidential election, when Gerald Ford and Walter Mondale both spoke to the huge assembly. Today, these numbers have changed as the Republicans shift further and further to the extremes.
Did WEAC work to improve teacher pay and benefits? Yes, of course. But we were also committed to changing the wide variation in school quality from district to district.
At the top of WEAC’s school improvement list was getting a set of minimum educational standards that applied to every school district. In 1974, with Republican support, we succeeded. Today these standards are taken for granted. Among the many changes were requirements that every district must:
establish a remedial reading program for underachieving Ke3 student
offer music art, health, and physical education.
have a kindergarten for five-year olds.
ensure that school facilities are safe. (Many aging buildings were crumbling)
provide emergency nursing services.
require teachers in Wisconsin to go through continuing education and to have their licenses renewed once every five years. (Prior to enactment of minimum standards. districts were empbying unlicensed teachers for whom they secured an emergency license that they would hold year after year).
On this foundation of programs Wisconsin students rose to the top of the national ACT scores for decades.
The state Department of Public instruction (DPI), headed by State Superintendent Barbara Thompson, was charged with implementing the minimum standards. She accepted most of WEAC’s recommendations. WEAC backed Thompson, a Republican with strong GOP support for her reelection in 1977.
We sought common ground with Republicans. When Democratic Governer Pat Lucey proposed strict cost controls on school budgets in 1975, it was Republicans and Democrats in the Senate 110 coalesced with WEAC and school boards against Democrats on the Joint Finance Committee to ease the restrictions. Years later, when Republican Governor lee Dreyfus vetoed a measure to raise the cost control ceiling, the WEAC-supported override succeeded with the votes of 23 Assembly Republicans and eight Senate Republicans against the Republican governor.
As late as 1984, Wisconsin had no uniform high school graduation requirements. WEAC supported Gov. Tony Earl’s efforts requiring graduates to have a specified number of credits in English, maths science, social studies, physical education, health, and computer science.
To curb underage drinking, WEAC Joined with a coalition of organizations on a bill that gave teachers and administrators legal protection to remove students suspected of drinking from school premises and events. All Assembly Democrats and all but three Republicans voted for the bill. In the Senate all Republicans voted for it and all but two Democrats voted for it.
WEAC allied with Republicans and Democrats to repeal a longestanding provision that gave city councils in 41 of our largest cities veto power over their school boards’ budgets.
The fate of students with special needs also concerned WEAC in 1973, four years before Congress passed the federal special education law, WEAC successfully lobbied the Wisconsin Legislature for a state special education law that required every district to have a special education program. The chief sponsor was James Devitt, a Republican state senator.
In 1976, the Legislature approved WEAC-backed bills to require tests of newborns for signs of mental retardation, and require children under age five to undergo a test for visual impairment. During this time WEAC successfully supported a bill that required teachers to report suspected child abuse, which has helped protect children across the state from life-altering harm.
In the 1970s, sex discrimination in school athletics was a major issue. In most school districts many sports were for boys only. This changed after WEAC joined with women’s groups to ensure that girls who wanted to play in sports have the same opportunity as boys. There were less than half as many WIAA-sponsored statewide tournaments for girls as there were for boys 14 for boys, six for girls. WEAC filed sex discrimination lawsuits against both the Wisconsin Interscholastic Athletics Association (WIAA) and the DPI that helped correct this inequality. WEAC also convinced the Legislature to budget the additional state funding needed to add programs for girls.
Working with the Great Lakes lnter-Tribal Council, which represents Native Americans on ten reservations, WEAC successfully lobbied for a bill that provided state aid to districts that employed home/school coordinators for Native American students. And for passage of a law allowing Native Americans without certification to teach native culture and endangered native languages.
Citizens who wanted to add new or replace old school buildings asked WEAC to help them pass local bond referendums. Monroe was one district where WEAC’s help resulted in passage of a school bond for a much needed elementary school. The measure had failed in four previous elections. With WEAC help it won by a huge margin on the fifth attempt.
Property taxes are a major source of school funding. VVEAC recognized that tax increases place a burden on low income homeowners, especially retirees on fixed incomes. To help these people, we backed an expanded homestead tax-relief program. Another action in support of low income citizens was creation of the Citizens Utility Board (CUB). CUB fights for affordable electricity and telephone service on behalf of Wisconsin customers before regulatory agencies, the Legislature, and the courts. Two organizations that fought hardest for CUB were WEAC and the United Auto Workers. All Wisconsin utilities opposed it.
The key to these achievements in the 1970s and ’80s was the cooperative spirit between WEAC and politicians of both parties. People from different sides of the aisle respected and listened to one another. We socialized outside of the Capitol. We grew to like each other, even if we disagreed on political issues.
Today there is no middle ground. Compromise is deemed “caving in.” Winning is not enough for the extremists. The “enemy must be completely destroyed. But if teacher unions are silenced, who will replace them as effective advocates for students?




Sex education in schools? Auburn Report finds most parents favor it.

Among the nation’s young people, those in the South suffer the worst rates of sexually transmitted infections such as HIV, according to a new study that finds little resistance among parents in the region for age-appropriate sex education in schools.
The report “Sexual Health of Young People in the U.S. South: Challenges and Opportunities” was released by Auburn University at Montgomery’s Center for Demographic Research. It focused on 10 Southern states including Alabama and Mississippi.
Issues such as high teen pregnancy rates can place heavy burdens on government and taxpayers. According to the study, for example, teen-childbearing expenses in the South cost local, state and federal governments an estimated $2.3 billion in 2008.




How Tough Times Yield Model Children

Natacha Andrews recently signed up her 4-year-old daughter, Anaya, with a modeling agency. Anaya says she wants to be “like Tyra”–that is, model-turned-media-personality Tyra Banks.
Her mother, a 36-year-old Phoenix attorney, has another motivation. “I know people who successfully saved money this way,” she says. In a weak economy, with five kids’ college tuitions to plan for, Ms. Andrews says, “I want to make the most out of whatever resources we have.”
More parents are signing their children up with modeling agencies and talent classes, in search of fame and, even better, a little extra money in a weak economy. Agencies like Wilhelmina International Inc.’s Wilhelmina Kids and Teens and Funnyface Today Inc. in New York City and Peak Models & Talent in Los Angeles say they have seen the numbers of child applicants grow in the past few years. Charlie Winfield, head booker at Funnyface, estimates the agency’s children’s division has seen a 50% increase in applicants in the past three years. Modeling Camp in Tyson’s Corner, Va., saw a 30% increase in attendance at its workshops last summer from the year earlier and plans to expand to New York and Florida next year.
The economy is driving the trend, says Funnyface’s Mr. Winfield. The agency is getting more calls from parents who are out of work and now have the time to take their children to auditions. With kids’ modeling wages typically about $100 to $125 an hour, he says, “it’s another way to subsidize their income.”




A More Joyous Approach: “The War of the Roses”

Queenly Cate Blanchet turns her attention to Richard II
Cate Blanchett is known for the pale beauty of her face and her vivid film performances. Her latest work marks a significant change of pace. As the curtain rises at the Sydney Theatre, she sits centre-stage, a still figure in a white blouse and trousers, blond hair, high cheekbones. A storm of golden petals drifts down from the ceiling, and she wears a crown.
It has become fairly commonplace for film actors to star in London’s West End and on Broadway, but this transposition is different. Miss Blanchett is playing the king in Shakespeare’s Richard II, the first part of a rigorously condensed version of the eight history plays. Miss Blanchett and her husband, Andrew Upton, have become artistic directors of the Sydney Theatre Company, an organisation which already has a fine opinion of itself. “In so far as there is a National Theatre in Australia, the Sydney Theatre Company is it,” says Bob Brookman, the general manager.
Sydney’s “The War of the Roses” ruthlessly cuts the histories down to two evening performances, each lasting a little under four hours, focusing on the death of kings and the hollowness of their crown. If this production, performed as part of the Sydney Festival and now on tour, is a clue to the nature of Miss Blanchetts’ regime, it will be energetic, controversial, ambitious, and, to use one of Miss Blanchett’s favorite adjectives, “noisy.” Casting her as Richard II was the bold idea of the director, the fearless 36-year-old Benedict Andrews. Having an actress play Richard II is not original: Fiona Shaw did it in London in 1995. But casting a woman as Richard III most certainly is. He is played by Pamela Rabe, one of Australia’s most accomplished actors, without a hump and with a heavy sense of irony, which provokes tense laughter in unlikely places.
Miss Rabe is not as self-consciously feminine as Miss Blanchett, who deploys laughter–her own–to dramatise the alienation of the king from his court, and fondly adopts girlish poses during the deposition scene in which Richard passes the crown to Bolingbroke. Shakespearean actors need to drill their vocal cords and Miss Blanchett seemed a little short of training, but she made a likeable, vulnerable, androgynous monarch. Given the extent of the cuts and transpositions, there could be no lingering over the development of character. The playful relationship between Prince Hal (Ewen Leslie) and Falstaff (John Gaden), for example, was speedily established by Hal fellating Falstaff. Sydney was not fazed.
Many of Australia’s best actors have emigrated in search of larger audiences and new writers. Miss Blanchett want to bring in a younger audience to the Sydney Theatre Company’s performances. “We’re hoping to take a more joyous approach,” Mr. Upton said recently. Miss Blanchett and Mr. Upton also want to develop the company’s reputation abroad as well as at home. Later this year their production of A Streetcar Named Desire, directed by Liv Ullman with Miss Blanchett as Blanche Dubois, travels to the Kennedy Centre in Washington, DC, and the Brooklyn Academy of Music. In this case of celebrity culture, the emphasis will be on the culture.




Madison Urban League’s 2013-2014 Strategic Plan

Between January 1, 2011 and December 31, 2012, the Urban League of Greater Madison stood on the firm shoulders of its founders – Leslie Fishel, Jr., Sydney Forbes, Isobel Clark and Frank Morrison – and demonstrated exceptional courage and foresight by launching a well-orchestrated campaign to raise the community’s consciousness about an embarrassing and unconscionable racial achievement gap that is leaving hundreds of Black, Latino and Asian children behind each year. We also informed the community about the acceleration of middle class families moving their children out of Madison’s public schools, either through relocation or utilizing the state’s inter-district public school choice program. Between 1989 and 2012, the student population in Madison schools grew from 24% non-white to 55% non-white. We also began an aggressive campaign to enlist the support of businesses, education institutions, community partners and resource providers to expand workforce development and career training opportunities for unemployed and underemployed adults in Dane County, and address diversity and inclusion opportunities among them.
The public should consider our 2013-14 Strategic Plan to be Phase II of the League’s efforts to provide courageous and transformational leadership to ensure thousands more children, adults and families succeed in our schools, colleges, workplaces, neighborhoods and communities. In 2020, the Urban League of Greater Madison would like local citizens and the national media to report that Madison, Wisconsin has indeed become “Best [place] in the Midwest for Everyone to Live, Learn and Work”. Early returns on the investment made thus far indicate that our vision can become a reality.
This Strategic Plan covers a 24-month period, from January 1, 2013 through December 31, 2014. We believe shorter time-windows enable us to keep the organization focused on achieving a reasonable number of high impact goals, and with the appropriate sense of urgency necessary to produce the results it seeks and the community needs. As our nation has demonstrated extraordinary courage and overcome extraordinary challenges in years past, we will do so again.

The Urban League’s Board of Directors is interesting in its breadth. Mo Andrews, architect of WEAC’s rise is an interesting member.

Officials from the National Science Foundation tried to conceal the spending of millions of taxpayer dollars on research and development for artificial intelligence tools used to censor political speech and influence the outcome of elections, according to a new congressional report.

The report looking into the National Science Foundation (NSF) is the latest addition to a growing body of evidence that critics claim shows federal officials—especially at the FBI and the CIA—are creating a “censorship-industrial complex” to monitor American public expression and suppress speech disfavored by the government.

He accepted that sexism had a part to play, and should be countered. But then:

What if we follow his lead, then, and abolish not the monasteries — the current incarnation of the post-Vatican II Catholic Church is taking care of that all by itself — but the Ivy League and a few other “elite” universities, the nests of “progressive” saboteurs who have inflicted incalculable damage on the United States since the arrival of the Frankfurt School on these shores just before World War II.

Surely, the stunning, clueless malfeasance of three female Ivy League presidents would indicate that a thorough housecleaning is in order. The ritual self-immolation of one of the most egregious offenders, Penn’s Liz McGill, was a good start, but let’s face it there’s lots more work to be done, boys and girls. Writes Andrew Sullivan:

It may be too much to expect that the Congressional hearings this week, starring the three presidents of Harvard, MIT, and Penn, will wake people up to the toxic collapse of America’s once-great Ivy League. But I can hope, can’t I? The mediocrities smirked, finessed, condescended, and stonewalled. Take a good look at them. These are the people who now select our elites. And they select them, as they select every single member of the faculty, and every student, by actively discriminating against members of certain “privileged” groups and aggressively favoring other “marginalized” ones. They were themselves appointed in exactly the same way, from DEI-approved pools of candidates. As a Harvard dean, Claudine Gay’s top priority was “making more progress on diversity,” i.e. intensifying the already systemic race, sex and gender discrimination that defines the place.

KEY FINDINGS:
1. Ivy League payments and entitlements cost taxpayers $41.59 billion over a six-year period (FY2010-FY2015). This is equivalent to $120,000 in government monies, subsidies, & special tax treatment per undergraduate student, or $6.93 billion per year.




Did the Congressional hearings finally expose the scandal of the Ivy League?



Andrew Sullivan:

In the hearings, President Gay actually said, with a straight face, that “we embrace a commitment to free expression even of views that are objectionable, offensive, hateful.” This is the president whose university mandates all students attend a Title IX training session where they are told that “fatphobia” and “cisheterosexism” are forms of “violence,” and that “using the wrong pronouns” constitutes “abuse.” This is the same president who engineered the ouster of a law professor, Ronald Sullivan, simply because he represented a client, of whom Gay and students (rightly but irrelevantly) disapproved, Harvey Weinstein.

This is the same president who watched a brilliant and popular professor, Carole Hooven, be effectively hounded out of her position after a public shaming campaign by one of her department’s DEl enforcers, and a mob of teaching fellows, because Hooven dared to state on television that biological sex is binary. This is the president of a university where a grand total of 1.46 percent of faculty call themselves “conservative” and 82 percent call themselves “liberal” or “very liberal.” This is the president of a university which ranked 248th out of 248 colleges this year on free speech (and Penn was the 247th), according to the Foundation for Individual Rights and Expression. Harvard is a place where free expression goes to die.

Dr Melissa Kearney, an economic professor at the University of Maryland, previously told DailyMail.com: ‘There has been a greater emphasis on spending time building careers. Adults are changing their attitudes towards having kids.

‘They are choosing to spend money and time in different ways… [that] are coming into conflict with parenting.’

There are also signs the ‘Instagram generation’ of millennials and baby boomers are now prioritizing travel and relaxation over building families.

As a result, people are waiting longer to have children than in previous generations — with older women more likely to have fewer children. A number of women are also conceiving via fertility treatment, driving a rise of mothers in their 40s.

The higher cost of living and rising costs of childcare have also been blamed.

Dr Phillip Levine, an economist at Wellesley College in Massachusetts, warned previously that the decline would eventually ‘have a damaging impact both on social cohesion and general well-being.’

Free Speech and the University of Pennsylvania, Harvard too

A tenured professor at the law school, Wax had sparked outrage earlier that year when she argued, in a speech at the National Conservatism Conference, that the United States should favor immigrants from countries with similar values to its own. Since those nations “remain mostly white for now,” Wax said, her approach implied that “our country will be better off with more whites and fewer non-whites”—even though, she stipulated, the policy “doesn’t rely on race at all.”

In audio of the town hall obtained by the Washington Free Beacon, Ruger told students that Wax’s comments were “racist” and had caused “harm.” He also suggested they could be grounds to fire her: It “sucks” that Wax “still works here,” Ruger said, adding that the “only way to get rid of a tenured professor” is a “process” that is “gonna take months.”

The town hall set the stage for a protracted battle over academic freedom. Since January 2022, Penn has been trying to sanction Wax—potentially by revoking her tenure and dismissing her—for statements the law school alleges violate its anti-discrimination policies. The case is testing the argument, aired by one of Wax’s colleagues, that a professor’s academic views can be so “offensive” that they “undercut” her ability to teach students and provide a “good case for termination.”

Wax’s views are undeniably controversial. She said in a 2017 interview that black law students “rarely” finish in the top half of their class. She has argued that black poverty is self-inflicted and, in the context of immigration policy, expressed a preference for “fewer Asians,” citing their “indifference to liberty” and “overwhelming” support for Democrats. She even invited Jared Taylor, a self-described “white identity” advocate, to speak to her class on conservative thought, saying his views were “well within the subject matter of the course.”

Harvard:

This is hardly the worst thing about this statement, but I can’t get over the fact that the president of Harvard sounds like a 6th grade teacher. To give a sense of the decline, here is a speech from a Harvard president in 1961 saying roughly the same thing about free speech:

Harvard University faculty are world leaders in demanding greater online censorship in the name of “fighting disinformation.” But now, Harvard’s president is spreading disinformation about the university’s own record on free speech.




How Fake History Gets Made



Helen Andrews:

Over the weekend, a village in Lancashire celebrated the 80th anniversary of “the Battle of Bamber Bridge.” There was a dramatic reenactment as well as live musical entertainment, a history walk, and an academic symposium in collaboration with the U.S. embassy. In the American press, the anniversary was marked by long feature articles in both the Associated Press and NPR on the episode and its enduring significance.

This was all a bit excessive considering that the Battle of Bamber Bridge was not a battle at all. It was a race riot. Its central incident was not much more than a bar fight.

On June 24, 1943, two American military police on patrol in Bamber Bridge were told that there was a “disturbance” at Ye Olde Hob Inn. When they arrived at the inn, they found a black soldier not in proper uniform, Private Eugene Nunn, whom they attempted to arrest. A crowd of British civilians and a dozen black soldiers protested that Nunn wasn’t hurting anybody and menaced the M.P.s, who left in their Jeep. As they drove away, a beer bottle flew over their heads and broke on the windshield.

Having been prevented from carrying out a lawful arrest, the M.P.s got backup and returned. They found a group of black soldiers, including Nunn, drunk and disorderly in the street. When they attempted to arrest the men, a brawl began. Stones and bottles were thrown, breaking the nose of one M.P. and the jaw of another. One black soldier was shot in the back while trying to grab the gun out of the holster of an unconscious M.P. who had been knocked out by a rock. Two others were shot while hurling projectiles. 

The black soldiers retreated with their wounded back to camp, where they started wild rumors that white M.P.s were on a rampage. A mob of 100 to 200 black soldiers gathered at the main gate. Their NCOs either refused or were unable to impose discipline. At midnight, a group of M.P.s arrived at camp in a Jeep equipped with a machine gun, which inflamed the mob. The commanding officer ordered the M.P.s to leave but the sight of the machine gun had already resulted in a panic. The black soldiers raided the armory, and some took their arms into town. One black private, William Crossland, died in the confused gunfire overnight, the night’s only fatality. Weapons were collected the next morning.




K-12 Governance Climate: recent Elections



Andrew Sullivan:

Elite imposition of the new social justice religion — indoctrinating children in the precepts and premises of critical race and gender theory — has also met ferocious backlash as parents began to absorb what their kids were being taught: that America is a uniquely evil country based forever on white supremacy; that your race is the most important thing about you; that biological sex must be replaced by socially constructed genders of near-infinite number; and that all this needs to be taught in kindergarten. Yes, some of this was politically exploited or hyped by the right. But if you think there is no there there in this concern about schooling, you’re dreaming.

Across the country, school boards are thereby in turmoil, with those supporting less ideological education on the march. On the question of trans rights, there is broad support for inclusion — but most Americans are understandably uncomfortable with pre-pubescent kids having irreversible sex changes, and with trans women competing with women in sports. For which those normies are called “hateful.”

And many people have now experienced firsthand what happens to a workplace when crusades for “social justice” trump every other value. The Washington Post this week was convulsed by public infighting — initiated by a reporter, Felicia Sonmez, whose crusade to dismantle the “oppressive systems” she endures at the WaPo went on for a week of public name-calling, vitriol, and victim-mongering. As a professed victim of sexism, Sonmez felt fully justified in destroying any shred of civility or decorum — because she assumed she couldn’t be punished. The same applies to the unethical journalism of Taylor Lorenz, another social justice warrior at the WaPo.




Notes on bullying vs civic engagement



Andrew Sullivan:

The premise here is that all women support abortion rights. But there is no serious gender gap on this question. In fact, a majority of “pro-lifers” are women, not men. So Harris is effectively saying: how dare women be allowed a voice in this debate?

Within minutes of the SCOTUS leak, moreover, we were told it means that before long, interracial marriages will be banned … in a country where 94 percent support them! Imagine Clarence Thomas divorcing himself by jurisprudence. Here’s Traister again: “Voting rights were gutted in 2013. Marriage equality. Griswold. Loving. Don’t ever listen to anyone who tells you such fears are silly or overblown.” Actually, listen to them — if you can hear them over Traister’s permanent rage-tantrum.

What strikes me about all of this is not the emotive hyperbole — that’s par for the course in a country where every discourse is now dialed to eleven. What strikes me most in these takes is the underlying contempt for and suspicion of the democratic process — from many of the same people who insist they want to save it. How dare voters have a say on abortion rights! The issue — which divides the country today as much as it has for decades — is one that apparently cannot ever be put up for a vote. On this question, Democrats really do seem to believe that seven men alone should make that decision — once, in 1973. Women today, including one on SCOTUS? Not so much.

Is this the case in any other Western country? No. Even the most progressive countries regulate abortion through the democratic process. In Germany, it’s illegal after 12 weeks of pregnancy — more restrictive than the case before the US Supreme Court that bars abortion after 15 weeks. European countries where the legal cutoff is even more restrictive: Austria, Spain, Greece, Italy, France, Belgium and Switzerland. Abortion enshrined as a constitutional right? Not even in super-progressive Canada.




Civics: In case after case, the US MSM just keeps getting it wrong.



Andrew Sullivan:

The news is a perilous business. It’s perilous because the first draft of history is almost always somewhat wrong, and needs a second draft, and a third, and so on, over time, until the historian can investigate with more perspective and calm. The job of journalists is to do as best they can, day by day, and respond swiftly when they screw up, correct the record, and move forward. I’ve learned this the hard way, not least in the combination of credulousness and trauma I harbored in the wake of 9/11.

But when the sources of news keep getting things wrong, and all the errors lie in the exact same direction, and they are reluctant to acknowledge error, we have a problem. If you look back at the last few years, the record of errors, small and large, about major stories, is hard to deny. It’s as if the more Donald Trump accused the MSM of being “fake news” the more assiduously they tried to prove him right.




Commentary on K-12 curricular choices

And as both Ross Douthat and David Brookshave pointed out, while Virginia second graders are nowhere close to being force-fed CRT, recent years have brought an aggressive shift in how progressives talk about race and racism, and that has inevitably been filtering into the schools. Indeed, Rick Hess has documented many examples just from the Commonwealth of Virginia. In Loudoun County, for instance:

…“anti-racist” trainings taught teachers to reject “color blindness,” address their “Whiteness (e.g., white privilege),” and recognize that “independence and individual achievement” are racist hallmarks of “white individualism” (as is a commitment to “self-expression, individual thinking, personal choice”).

Nobody knows for sure how prevalent this sort of woke training and curriculum is. But even if a school system hasn’t adopted the (CRT-inspired) 1619 Project, or put Ibram X. Kendi or Robin DiAngelo on their summer reading lists, it’s not hard to imagine well-meaning teachers making questionable statements in the classroom. As Andy Rotherham told The 74, “right now there is enormous demand but little quality control in the [diversity, equity and inclusion] industry, and teachers are freelancing. That’s a bad mix. This is complicated, and you don’t want teachers using whatever they found on Pinterest last night or just learned at a one-hour workshop.”

Just last week my own eighth grade son came home (from a Maryland public school) with a history assignment that listed “white supremacy??” among a number of “American values.” In my opinion, this is an inflammatory and wrongheaded way to address America’s history of slavery and racial discrimination. My point isn’t to debate that particular assignment but to illustrate how pervasive this sort of thing may be. As John McWhorter wrote in the New York Times this week, “if it’s not critical race theory, it’s critical race theory-lite.”




The Bernie Sanders Experiment for America’s Children

The story of the Covid era is largely about a political class imposing one burden after another on the young for the theoretical benefit of the old, with little effort to conduct serious calculations of risks and costs. Kids who were never in great danger from the virus have been forced into isolation and quarantine, forced to suffer lost educational and cultural opportunities, and forced to accept an expanded federal debt burden that will haunt them through their taxpaying lives. Many children remain masked all day thanks to edicts from politicos with hardly a care for the long-term consequences to mental health or development.

Now we have Sen. Bernie Sanders (socialist, Vt.), who has been an elected official for nearly 40 years, preparing to add to the federal debt burden once again but claiming that his massive new program is for the children. Mr. Sanders is on the brink of achieving his dream of a federal universal pre-kindergarten program. No doubt it will be costly for taxpayers, but parents should not assume it will benefit their kids.

Like everything else in the pending reconciliation bill, the highly consequential details remain hidden from the public. Reporting on the back-room negotiations for the Democrats’ multitrillion-dollar plan, the Journal’s Andrew Duehren, Kristina Peterson and Natalie Andrews write that the next draft “is still set to include several party priorities, such as universal prekindergarten.” They add that according to a source, House Speaker Nancy Pelosi (D., Calif.) told House Democrats on Tuesday that Congress was on “the verge of something major.”




Fairfax Schools Sues Special-Ed Parents, Demanding ‘Damages’ For Publicizing Embarrassing Records The Schools Gave Them



Luke Rosiak:

Soon after The Daily Wire published an investigation that was unflattering to Democratic politician Terry McAuliffe and the Fairfax County Public Schools, FCPS filed legal action against the story’s source: the mother of a special-ed parent who relayed records that the school system provided to her under public records laws.

It also sued another mother of a special-needs student who runs a blog that published portions of the records. The documents are billing records showing how FCPS paid Hunton Andrews Kurth, a law firm that hired now-Virginia gubernatorial candidate McAuliffe as a top advisor, to do much of what parents say is the school system’s dirty work, including seeking to dismiss a class action lawsuit filed by special-ed parents who allege that their children were systematically physically abused by educators.

The school system said it “mistakenly” released the records, and claimed they contained information that could violate federal law. Ironically, one of the services Hunton provided to FCPS is reviewing FOIAs, and these materials were largely Hunton’s own billing records.

The unusual legal maneuver, highlighting questions about whether schools exist to serve parents or the other way around, came hours before McAuliffe – whose campaign has received nearly $1 million from teachers unions – said in a debate that “I don’t think parents should be telling schools what they should teach.” It also came in the same district that cut off a mother during public comment when she raised questions about improper books.




What the “Critical Race Theory” debate is really about.



Andrew Sullivan:

The genius of liberalism in unleashing human freedom and the human mind changed us more in centuries than we had changed in hundreds of millennia. And at its core, there is the model of the single, interchangeable, equal citizen, using reason to deliberate the common good with fellow citizens. No ultimate authority; just inquiry and provisional truth. No final answer: an endless conversation. No single power, but many in competition.

In this open-ended conversation, all can participate, conservatives and liberals, and will have successes and failures in their turn. What matters, both conservatives and liberals agree, is not the end result, but the liberal democratic, open-ended means. That shift — from specifying a single end to insisting only on playing by the rules — is the key origin of modern freedom.

My central problem with critical theory is that it takes precise aim at these very core principles and rejects them. By rejecting them, in the otherwise noble cause of helping the marginalized, it is a very seductive and potent threat to liberal civilization.




Civics: Don’t Ban CRT. Expose It.
There’s a liberal way to fight illiberalism. And it’s beginning to work.



Andrew Sullivan:

The stories in the mainstream media this past week about the broadening campaign to ban critical race theory in public schools have been fascinating — and particularly in how they describe what CRT is. Here’s the Atlantic’s benign summary of CRT: “recent reexaminations of the role that slavery and segregation have played in American history and the attempts to redress those historical offenses.” NBC News calls it the “academic study of racism’s pervasive impact.” NPR calls CRT: “teaching about the effects of racism.” The New York Times calls it, with a straight face, “classroom discussion of race, racism” and goes on to describe it as a “framework used to look at how racism is woven into seemingly neutral laws and institutions.”

How on earth could merely teaching students about the history of racism and its pervasiveness in the United States provoke such a fuss? No wonder Charles Blow is mystified. But don’t worry. The MSM have a ready explanation: the GOP needs an inflammatory issue to rile their racist base, and so this entire foofaraw is really just an astro-turfed, ginned-up partisan gambit about nothing. The MSM get particular pleasure in ridiculing parents who use the term “critical race theory” as shorthand for things that just, well, make them uncomfortable — when the parents obviously have no idea what CRT really is.

When pushed to describe it themselves, elite journalists refer to the legal theories Derrick Bell came up with, in the 1970s — obscure, esoteric and nothing really to do with high-school teaching. “If your kid is learning CRT, your kid is in law/grad school,” snarked one. Marc Lamont Hill even tried to pull off some strained references to Gramsci to prove his Marxian intellectual cred, and to condescend to his opponents.




Paul Erdős posed and solved problems in number theory and other areas and founded the field of discrete mathematics.

Paul Erdős came from a Jewish family (the original family name being Engländer) although neither of his parents observed the Jewish religion. Paul’s father Lajos and his mother Anna had two daughters, aged three and five, who died of scarlet fever just days before Paul was born. This naturally had the effect making Lajos and Anna extremely protective of Paul. He would be introduced to mathematics by his parents, themselves both teachers of mathematics.

Paul was not much over a year old when World War I broke out. Paul’s father Lajos was captured by the Russian army as it attacked the Austro-Hungarian troops. He spent six years in captivity in Siberia. As soon as Lajos was captured, with Paul’s mother Anna teaching during the day, a German governess was employed to look after Paul. Anna, excessively protective after the loss of her two daughters, kept Paul away from school for much of his early years and a tutor was provided to teach him at home.

The situation in Hungary was chaotic at the end of World War I. After a short while as a democratic republic, a communist Béla Kun took over, and Hungary became a left wing Soviet Republic. Anna was at this time made head teacher of her school but when the Communists called for strike action against Kun’s regime she continued working, not for political reasons but simply because she did not wish to see children’s education suffer.




Universal basic income and the end of the republic

The U.S. economy is sinking, and some on the far left have a preposterous plan to prevent Americans from drowning in more unpaid bills and debt: Stay home and don’t worry about anything. The government will send you a check for $2,000 every month

If only it were that easy.

Since the onslaught of shutdowns to flatten the curve and prevent the nation’s health care system from being overwhelmed, more than 30 million Americans have lost their jobs. The unemployment rate has skyrocketed to 14.7 percent. Families throughout the United States are struggling to buy food and pay their bills because the government will not let them return to work.

To date, Congress has allocated more than $2.4 trillion in coronavirus-related economic aid. From the CARES Act to the Paycheck Protection Program, Congress has tried to keep businesses afloat and employees on payrolls. Obviously, as the most recent unemployment report shows, this stopgap strategy is not working. 

Perhaps we should pause and reassess the necessity of the draconian shutdown strategy. After all, we have flattened the curve, and at this point it does not seem that health care facilities are in danger of being overrun. Wouldn’t it make a lot of sense to focus on how to safely reopen the economy so Americans can return to work and retain their self-reliance?

Yet, according to prominent Democrats in Congress, instead of smartly reopening the economy, we should double-down on Keynesian economics and just print more money than ever. In other words, Americans ought to stay home and get “paid” by the U.S. government.




A University of Washington student found success, and answers about her father’s addiction



Evan Bush:

Nearly eight years later, Mackenzie is a 21-year-old brimming with success. Soon, she will graduate with two University of Washington degrees: one in neurobiology, and another in bioengineering. She was nominated for the engineering school’s Dean’s medal. She’s a powerlifting champion and a budding entrepreneur. University lecturers rave; classmates can’t understand how she makes it all fit. Next year, she’ll pursue a masters at UW.

All the while, Mackenzie’s been searching.

She couldn’t have known it at the time. But her father’s arrest would send her on a yearslong quest, both academic and personal, to understand his stumbles and why her family fell apart. The pain of her family’s fracture would propel and shape her college career.

Addiction is a disease, her mother, Karina Andrews, told her at the time.

“I wanted proof,” Mackenzie says.

JUST WHY Mackenzie’s family unraveled is something of a debate.

All agree they began as a happy bunch, with a math-whiz daughter who favored playing in the dirt to Barbies.

As a youngster, Mackenzie climbed everything. On playgrounds, she walked across the monkey bars.

“It was important to teach her how to fall,” Karina says.

Sometimes, she wore her parents out with her energy. Her first time on a gymnastics mat, she refused to leave. On a road trip, Mackenzie, just 6 years old, demanded math problems — square roots, no less — from the back seat.

Mackenzie spent hours wiring an electronics kit, a gift from her father. She first put him in checkmate in second grade. She loved sitting on his lap amid the jungle of wires ensnaring his office.

Karina, an artist, taught her daughter to shape clay figurines. Mark brought her to job sites and taught her how to splice wires into connectors.

She was so mature, her parents called her an “old soul.

Along with her twin sister, she was born 26 weeks early. At 1 pound 12 ounces, she weighed slightly less than the healthy Keeley. Then, 10 hours into life, Kara suffered a brain hemorrhage. Seventeen years later, she’s lucky to be alive. But she has cerebral palsy and severe autism, which in her case causes compulsive self-injurious behavior that began with she was 4 years old.

“It’s a terrible sight to see,” her father, Mark Zartler, told The Washington Post via telephone from his home in Richardson, Tex. “She hits herself in the face repeatedly. She gets into a loop, and she can’t really stop. Sometimes she can self-recover, but other times it just extends and extends and extends.”




Pixar offers free online lessons in storytelling via Khan Academy

There are few organizations in the world that can claim more expertise when it comes to storytelling than Pixar. The Disney-owned animation studio is known for its ability to consistently create world-class movies with gripping narrative alongside stunning visuals. Now, Pixar is helping others learn the secrets of great storytelling – for free, in partnership with online education provider Khan Academy.

The two have teamed up to create “Pixar In A Box,” and in this third instalment of the series, lessons are sourced from Pixar directors and story artists including Inside Out and Up director Pete Docter, Brave director Mark Andrews, Inside Out story artist Domee Shi, and Ratatouille animator Sanjay Patel.




The New Ruling Class



Helen Andrews:

Last fall, Toby Young did something ironic. Toby is the son of Michael Young, the British sociologist and Labour life peer whose 1958 satire The Rise of the Meritocracy has been credited with coining the term. Toby has become an education reformer in his own right, as founder of the West London Free School, after a celebrated career as a journalist and memoirist (How to Lose Friends and Alienate People). In September, he published an 8,000-word reconsideration of his father’s signature concept in an Australian monthly. The old man was right that meritocracy would gradually create a stratified and immobile society, he wrote, but wrong that abolishing selective education was the cure. “Unlike my father, I’m not an egalitarian,” Young wrote. If meritocracy creates a new caste system, “the answer is more meritocracy.” To restore equality of opportunity, he suggested subsidies for intelligence-maximizing embryo selection for poor parents “with below-average IQs.”1 The irony lay in the implication that Young, because of who his father was, has special insight into the ideology that holds that it shouldn’t matter who your father is.

His outlandish resort to eugenics suggests that Toby Young found himself at a loss for solutions, as all modern critics of meritocracy seem to do. The problems they describe are fundamental, but none of their remedies are more than tweaks to make the system more efficient or less prejudicial to the poor. For instance, in Excellent Sheep, William Deresiewicz accuses the Ivy League of imposing a malignant ruling class on the country, then meekly suggests that elite universities might solve the problem by giving greater weight in admissions to socioeconomic disadvantage and less to “résumé-stuffing.”2 In The Tyranny of the Meritocracy, Lani Guinier belies the harsh terms of her title by advising that we simply learn to reward “democratic rather than testocratic merit.”3 Christopher Hayes subtitled his debut book Twilight of the Elites “America after Meritocracy,” but the remedies he prescribes are all meant to preserve meritocracy by making it more effective.4 In his latest book, Our Kids, Robert Putnam proves that American social mobility is in crisis, then reposes his hopes in such predictable nostrums as housing vouchers and universal pre-kindergarten.5

It was a big decision, and Kathy Giusti saved the conversations about it for quiet moments. A phone call catching up with her mother. A car ride with her children. A backyard party celebrating a high-school graduation.

Ms. Giusti wanted to discuss the complex, intimate and sometimes life-changing choice that many families will have to make in the coming years: whether to get your genes sequenced and then share the data.

Ms. Giusti, 56 years old, is a well-known cancer advocate and proponent of data sharing. She and her identical twin sister, Karen Andrews, founded the Multiple Myeloma Research Foundation in 1998, two years after Ms. Giusti was diagnosed with the disease, a rare and incurable cancer of the plasma cells.

While educating managers is expensive, not educating them is even more costly – to the individuals they manage, the companies they run, and the societies in which they live.

All of this said, the management education landscape is evolving rapidly, offering both opportunities and threats for universities and their business schools. New players are entering the market, students have an expanding array of offerings – and providers – from which to choose, the need for internationally-savvy managers is increasing, society questions the value of what business schools produce in terms of research and student skills, and technology is changing the way we think about and deliver education – and has the potential to create new winners and losers in the m




Advanced Curriculum Review in the Madison School District



As we begin the next portion of the presentation, I want to remind you of the three overarching goals in the Strategic Framework. Our Annual Report, which was distributed a few months ago, addressed and detailed progress around our first goal stating that every student is on track for graduation.

Tonight’s presentation represents our first look at Goal #2 “Every student has access to a challenging and well-rounded education as measured by programmatic access and participation data. And that is our theme for these instructional meetings for the year – access and participation. We share and provide this initial information as baseline data and we will point out our thoughts about next steps. Please know that we have looked at this data and we notice and acknowledge challenges – some of the same challenges you will notice.

Each data slide is dense as you may have already seen in your packet. We will call out certain features of the data and we acknowledge that there is much to study on each slide. Remember, this is our first look at baseline data and I want to thank Andrews shop, Bo, Beth and Travis for their efficient work gathering this information.

Minneapolis Property Taxes are over 50% less than Madison’s on a Similar Home; Mayoral Election Education Commentary

A cynic would be forgiven for wondering whether the press conference Minneapolis mayoral candidate Mark Andrew held Monday afternoon, flanked by five members of the school board, was at least partly an exercise in damage control.
At the session, held in the library at Windom Dual Immersion School in southwest Minneapolis, Andrew announced a three-pronged education agenda. At its center: a promise to convene a collaborative headed by education advocates with divergent philosophies, Mike Ciresi and Louise Sundin.
“The conversation about improving educational outcomes for kids of color has gotten extremely polarized and increasingly heated in the past several years,” Andrew explained in the plan. “The reformers vs. unions dichotomy is unproductive, and doesn’t serve the best interests of our children or find Minneapolis solutions to the problems in Minneapolis’ schools.”

Minneapolis plans to spend $524,944,868 (PDF budget book) during the 2013-2014 school year for 34,148 students or 15,364 per student, about the same as Madison.
Yet, property taxes are substantially lower in Minneapolis where a home currently on the market for $279,900 has a 2013 property tax bill of $3,433. A $230,000 Madison home pays $5,408.38 while a comparable Middleton home pays $4,648.18 in property taxes. Madison plans to increase property taxes 4.5% this year, after a 9% increase two years ago, despite a substantial increase in redistributed state tax dollar receipts. Yet, such history is often ignored during local tax & spending discussions. Madison Superintendent Cheatham offers a single data point response to local tax & spending policy, failing to mention the substantial increase in state tax receipts the year before:

When we started our budget process, we received the largest possible cut in state aid, over $8 million,” Cheatham said. “I’m pleased that this funding will make up a portion of that cut and help us accomplish what has been one of our goals all along: to reduce the impact of a large cut in state aid on our taxpayers.”

When you ask parents of any background what they want, you will overwhelmingly get this response:
“I want to raise great kids.”
Curiously, that is not what most parents actually want. What they actually want is to raise great kids…who become great adults.
Think about it–how many great kids have you seen go totally crazy the second they leave home for college or adult life? It happens all the time. Why? Because their parents gave little thought to the people those great kids would become once they left the house.
It’s so easy to get caught up in the day-to-day challenges of raising children that we often lose sight of the big picture of who those children are becoming.




K-12 Governance Post Act 10: Kenosha teachers union is decertified; Madison Appears to Continue the Status Quo

The union representing Kenosha teachers has been decertified and may not bargain base wages with the district.
Because unions are limited in what they can do even if they are certified, the new status of Kenosha’s teachers union — just like the decertification of many other teachers unions in the state that did not or could not pursue the steps necessary to maintain certification in the new era of Act 10 — may be a moral blow more than anything else.
Teachers in Milwaukee and Janesville met the state’s Aug. 30 deadline to apply for recertification, a state agency representative says. Peter Davis, general counsel for the Wisconsin Employment Relations Commission, said the Milwaukee and Janesville districts will hold recertification votes in November.
To continue as the recognized bargaining unit in the district, 51% of the union’s eligible membership must vote in favor of recertification, according to the controversial Act 10 legislation passed in 2011.
With contracts that were in place through the end of June, teachers in the three large southeastern Wisconsin districts were protected the longest from the new legislation, which limits collective bargaining, requires unions to hold annual votes to be recognized as official entities, and mandates that teachers and other public employees pay more out-of-pocket for their health care and retirement costs.

“It seems like the majority of our affiliates in the state aren’t seeking recertification, so I don’t think the KEA is an outlier or unique in this,” Brey said.
She added that certification gives the union scant power over a limited number of issues they’d like a voice in.
Sheronda Glass, the director of business services in Kenosha, said it’s a new experience for the district to be under Act 10.

Contrary to some published media reports, however, the union did not vote to decertify.
In fact, no such election was ever held, according to KEA Executive Director Joe Kiriaki, who responded to a report from the Conservative Badger blog, which published an article by Milwaukee radio talk show host Mark Belling, who said he had learned that just 37 percent of the teachers had voted to reauthorize the union.
In a prepared statement, Kiriaki criticized the district for “promoting untrue information” to Belling.
Union chose to focus on other issues
Kiriaki said the union opted not to “jump through the hoops,” such as the recertification requirement, created by Act 10, the state’s relatively new law on collective bargaining.
The law, among other things required the annual re-certification of unions if they want to serve as bargaining representatives for teachers and other public workers. It also prohibits most public employees from negotiating all but base wages, limiting them to the rate of inflation.
Kiriaki cited a ruling by a Dane County Circuit Court judge on the constitutionality of Act 10, saying he believed it would be upheld.

Interestingly, Madison School District & Madison Teachers to Commence Bargaining. Far more important is addressing Madison’s long standing, disastrous reading results.
In my view, the unions that wish to serve their membership effectively going forward would be much better off addressing new opportunities, including charters, virtual, and dual enrollment services. The Minneapolis Teachers Union can authorize charters, for example.

The Frederick Taylor inspired, agrarian K-12 model is changing, albeit at a glacial pace. Madison lags in many areas, from advanced opportunities to governance diversity, dual enrollment and online opportunities. Yet we spend double the national average per student, funded by ongoing property tax increases.
An elected official recently remarked to me that “it’s as if Madison schools have been stuck in a bubble for the past 40 years”.




Women overtake men in IQ tests for the first time in 100 years (but is it all down to multitasking?)

It is a finding certain to be hotly disputed – at least among half the population. According to the latest research, women are brighter than men.
For the first time in IQ testing, psychologists have found that female scores have risen above those of men.
Smarter: Women now have a higher IQ than men according to the latest tests
Since IQ testing began a century ago, women have been as much as five points behind, leading psychologists to suggest embedded genetic differences.
But that gap has been narrowing in recent years and this year women have moved ahead, according to James Flynn, a world-renowned authority on IQ tests.

K-12 Tax & Spending Climate: Obama’s 2012 Budget Proposal: How It’s Spent

President Barack Obama has unveiled a hugely disappointing budget, cutting only a few percentage points from the $100,000bn in projected US federal deficits over the remainder of this century. Why was it such a dud? Because Social Security, Medicare and Medicaid – the entitlement programmes that will comprise more than 60 per cent of all spending just a decade from now – were left untouched.
Deck chairs are being rearranged on the Titanic. American politicians promise their constituents an ever-expanding social safety net, but with no intention of paying for it. Most experts know entitlement reform is essential, but few political leaders dare to lead – because doing so would be self-immolating.
Mr Obama’s budget should have proposed much more significant cuts, but ultimately it is the US Congress that is responsible for tax and spending legislation. Mr Obama’s budget is therefore aspirational, but unbinding. In the vernacular – he proposes, Congress disposes.
To put this failure right America’s leaders must begin to make a strong moral case for entitlement reform. And to develop this argument they should turn first to an unlikely source of policy advice: The Vatican.

The logic behind president Obama’s budget has one extremely sensible feature: it distinguishes between spending that simply adds to consumption, and spending that really does mean investment. His analogy over the weekend – that a family cutting a budget would rather not cut money for the kids’ education – is a sound one. We do need more infrastructure, roads and broadband, non-carbon energy and basic science research, and some of that is something only government can do. In that sense, discretionary spending could be among the most important things government could do to help Americans create wealth themselves. And yet this is the only spending Obama wants to cut.
But the core challenge of this time is not the cost of discretionary spending. Obama knows this; everyone knows this. The crisis is the cost of future entitlements and defense, about which Obama proposes nothing. Yes, there’s some blather. But Obama will not risk in any way any vulnerability on taxes to his right or entitlement spending to his left. He convened a deficit commission in order to throw it in the trash. If I were Alan Simpson or Erskine Bowles, I’d feel duped. And they were duped. All of us who took Obama’s pitch as fiscally responsible were duped.




St. Andrew’s School Blazing iPad Tablet Trail in the U.S.

I only know of two K-12 schools that have come close to doing full 1-1 rollouts of iPads to their students. One is the Cedars School of Excellence outside of Glasgow, Scotland, whose 105-student deployment has captured most of the publicity due to the eloquence of its head of IT, Fraser Speirs. The one that gets less publicity is actually much more ambitious in many ways.
Saint Andrews School is a private school in Savannah, Georgia. It has deployed a total of 480 iPads to students, including one to all 440 students in the grades 1-12, and classroom sets for kindergarten and pre-kindergarten (so technically not 1:1, but pretty close).




Speak Up and Celebrate “Eliza Doolittle Day”

In Act 1 of “My Fair Lady”, Eliza Doolittle, the Cockney flower girl learning to speak like a lady, fantasizes about meeting the king. Of course, because it’s a musical, she sings:
One evening the king will say, ‘Oh, Liza, old thing — I want all of England your praises to sing. Next week on the twentieth of May, I proclaim Liza Doolittle Day.

Since I’m not Julie Andrews or Audrey Hepburn — or Marni Nixon, who sang for Audrey Hepburn in the movie, I’ll spare you the rest. But suffice it to say, Eliza envisions all of England celebrating her glory. The only ones who recognize Eliza Doolittle Day, however, are music theater geeks like me. And while an evening of cocktails and show tunes sounds like fun, it’s insufficient to mark the occasion because Eliza’s message is all too relevant today.
You see, “My Fair Lady” is based on George Bernard Shaw’s “Pygmalion”, and both pieces explore the ramifications of learning how to speak properly at a time when elocution was valued as a symbol of education and upward mobility.
Emphasis on the was.
Listen to Franklin Delano Roosevelt say, “The only thing we have to feah is feah itself,” and it’s almost inconceivable that ordinary Americans trusted someone who sounded like Thurston Howell III. We are now in an age when Sarah Palin speaks to a quarter of the electorate, even though she talks like she’s translating into Korean and back again. Even the rhetorically gifted President Obama has felt compelled to drop his g’s while tryin’ to sell health care reform.
Nowadays, soundin’ folksy has become more important than sounding educated. As Eliza’s teacher Henry Higgins says, “Use proper English, you’re regarded as a freak.” But our country’s biggest competitors are learning proper English and, judging from all the Indian call centers, learning it quite well. Our country was built by people striving to move up, not dumbing down. So on this Eliza Doolittle Day, perhaps we should all take a moment to think before we speak.

Why Liberal Education Matters

The true aim of the humanities is to prepare citizens for exercising their freedom responsibly.
In 1867, when he discharged his main responsibility as honorary rector of St. Andrews University by delivering an address on liberal education to the students, the philosopher and civil servant John Stuart Mill felt compelled to defend the place of the sciences alongside the humanities. Today it is the connection of the humanities to a free mind and citizenship in a free society that requires defense.
For years, an array of influential voices has been calling for our nation’s schools and universities to improve science and math education. Given the globalized and high-tech world, the prize, pundits everywhere argue, goes to the nations that summon the foresight and discipline to educate scientists and engineers capable of developing tomorrow’s ideas.
No doubt science and math are vital. But all of the attention being paid to these disciplines obscures a more serious problem: the urgent need to reform liberal education.

How could anyone not love Laurent Cantet’s The Class ( Entre les murs )? Last year’s Golden Palm winner is the best film about schoolteaching I have seen: a wise, funny cry of helplessness before the tsunami of anarchy that can be school-age adolescence. Adapted from a novel based on his own teaching experiences by François Bégaudeau, it was co-written by Bégaudeau and Cantet. Bégaudeau himself stars as the hapless teacher in a mixed-race school of low attention and high combustibility.
This isn’t the high-school hokum messianic with hope that we get from Hollywood. Don’t expect To Monsieur With Love . These are real people – both the grown-ups and the kids – who spar like dedicated enemies. And they are played by real teachers and schoolchildren, who workshopped the script with the star and director.
At the outset a defensive cynicism arms both sides. A new teacher is introduced by an older to the pupils’ names, on a roster sheet: “Nice. Not nice. Not at all nice.” (“Nice” doesn’t quite get the measure of gentil , with its connotations of decency). The students, in turn, use a class on the subjunctive to try to break down Sir’s resistance. “It’s medieval” . . . “Only snobs use the imperfect subjunctive” . . . “It’s bourgeois”. The free-form fracas finally releases the fatally intended non-sequitur: “People say you like men.”




Going off to College for Less

St. Andrews has 1,230 Americans among its 7,200 students this year, compared with fewer than 200 a decade ago.
The large American enrollment is no accident. St. Andrews has 10 recruiters making the rounds of American high schools, visiting hundreds of private schools and a smattering of public ones.
With higher education fast becoming a global commodity, universities worldwide — many of them in Canada and England — are competing for the same pool of affluent, well-qualified students, and more American students are heading overseas not just for a semester abroad, but for their full degree program.
Ryan Ross of Annapolis, Md., applied only to St. Andrews; McGill University in Montreal; and Trinity College in Dublin. “I knew I wanted a different experience,” said Mr. Ross, now a freshman studying international relations at St. Andrews.
The international flow has benefits, and tradeoffs, for both sides.
For American students, a university like St. Andrews offers international experience and prestige, at a cost well below the tuition at a top private university in the United States. But it provides a narrower, more specialized course of studies, less individual attention from professors — and not much of an alumni network to smooth entry into the workplace when graduates return to the United States. For overseas universities, international students help diversify campuses in locations as remote as coastal Fife, home of St. Andrews.

Dear Mr. Fitzhugh,
My name is Lindsay Brown, and I am the chair of the history department at St. Andrew’s School in Delaware. I have been thinking about the role of academics and athletics in college placement for some time, and being at a boarding school I wear many hats and so see multiple sides of this issue. I do a great deal of work with athletes that I coach in the sport of rowing, helping them to be recruits for college coaches. I began talking to people and commenting about how I had never done any recruiting for our top history students, and that there was a significant contrast between athletic and academic interest in the admission process for colleges.
With these vague thoughts, I decided to write something, possibly to send to some publication(?) or maybe just to do some therapeutic venting on my keyboard. I sent a draft of my thoughts to several of my colleagues, including our librarian who is a relentless researcher. In response to my short essay, she sent me your article on the “History Scholar” on very similar ideas–I guess I wasn’t as original as I thought! But I wanted to send you my thoughts, ask if you had a moment to give me any feedback, and then also ask if you think it was acceptable for me to potentially send my essay out–where exactly I’m not sure.
In any case, I was impressed with your work and your information on this topic.

The headlines are meant to grab our attention and alert us to a crisis in education: “High school graduates are not ready for college” or some variation on this idea that college freshmen can’t do the work their professors demand of them. Colleges and professors lament this situation, and, in a related vein, often complain that athletics and athletic recruiting are running out of control to the detriment of the academic mission of their institutions. And not just the big schools that compete for national championships in football or basketball are sounding this alarm; even top tier, highly selective colleges and universities sing a similar melody. What should happen to correct this situation?
Ironically, I would like to suggest that colleges look to their athletic departments for inspiration and a possible way to improve the academic strength of their student body.

Are Too Many People Going to College?

America’s university system is creating a class-riven nation. There has to be a better way.
To ask whether too many people are going to college requires us to think about the importance and nature of a liberal education. “Universities are not intended to teach the knowledge required to fit men for some special mode of gaining their livelihood,” John Stuart Mill told students at the University of St. Andrews in 1867. “Their object is not to make skillful lawyers, or physicians, or engineers, but capable and cultivated human beings.” If this is true (and I agree that it is), why say that too many people are going to college? Surely a mass democracy should encourage as many people as possible to become “capable and cultivated human beings” in Mill’s sense. We should not restrict the availability of a liberal education to a rarefied intellectual elite. More people should be going to college, not fewer.
Yes and no. More people should be getting the basics of a liberal education. But for most students, the places to provide those basics are elementary and middle school. E. D. Hirsch Jr. is the indispensable thinker on this topic, beginning with his 1987 book Cultural Literacy: What Every American Needs to Know. Part of his argument involves the importance of a body of core knowledge in fostering reading speed and comprehension. With regard to a liberal education, Hirsch makes three points that are germane here:




Connecticut Faces a School Tax Revolt: Distinguishing Between Needs and Wants

On June 30, the board of education and the town council in Enfield, Conn., convened to hear the results of a citizen cost-cutting committee. Among its other recommendations, the 17 residents recommended replacing some public school teachers with low-cost college interns, restricting the use of school vehicles, and increasing employee contributions to benefit plans.
These may seem modest steps toward fiscal responsibility — but they are emblematic of a significant change in this very blue state: growing disenchantment with the price of government, especially of public education.
Over the past two and a half decades, the student population in Connecticut has increased only 10%. Yet the cost of schooling more than doubled — to $8.8 billion in 2006, up from $3.4 billion in 1981. Seventeen years ago, the state enacted an income tax with promises to cut other taxes. Instead, real-estate assessments soared, creating a massive income transfer from the private to the public sector, fueled in part by a state cost-sharing formula that uses taxes on residents in the suburbs to subsidize urban schools. Helping to soak up all that money were binding arbitration laws, skewed to give teacher unions an advantage in collective bargaining negotiations.

Meaningful school funds reform talk



Wisconsin Senator Dale Schultz:

Wisconsin devotes nearly 50 percent of all state general tax dollars to the purpose of educating students. A top goal for me is to ensure the public schools of our region receive their fair share of that state aid. As state and local budgets tighten and competition for resources intensifies, our mutual goal will be to protect education funding so our youth are prepared for success and we continue to attract top-notch educators.
A group I helped form in 2006 reviewed our current funding system and recommended fixes to help our schools. That nonpartisan committee had broad representation, including school administrators, board members, UW researchers and legislators. Gary Andrews and Nancy Hendrickson from our region graciously provided strong voices for the interests of small, rural districts.
It was gratifying when some concepts advanced by the committee became provisions in the state budget, including easing state aid losses when student enrollment declines. Committee members showed that a focus on solutions without divisive bickering can produce real-world, helpful ideas.
I hope that same spirit of compromise carries over to next session. It’s encouraging to see renewed interest at the Capitol to tackle school funding reform in 2009. Governor Jim Doyle in his State of the State address early this year signaled his willingness to participate in school funding talks. I appreciate his willingness to lead and look forward to joining him to improve how our schools are funded.

Reports On School Crimes Are Rare

The recent announcement that Montgomery County school officials were starting work on an annual report of crimes committed by students and other disciplinary incidents underscored a surprising fact: In this era of heightened concern about school safety, few Washington area school systems regularly report such offenses to the public.
The annual School Safety Report, slated for publication in Montgomery starting in the 2008-09 academic year, will place the county almost alone among Maryland and Northern Virginia school systems in reporting detailed school crime statistics to the public, according to education leaders and lawmakers. In much of this region, as in much of the nation, comprehensive reports on weapons, drugs and sex in individual public schools simply don’t exist.
Among the area’s largest school systems, only Fairfax County reports school crime data online, as part of its searchable database of school report cards. One other county, Anne Arundel, publishes a hard-copy student discipline report with annual crime data for individual schools. School systems in Montgomery, Prince George’s, Howard, Loudoun and Prince William counties publish no such document.
“It’s all theoretically available to the public but rather difficult to obtain,” said Montgomery County Council member Phil Andrews (D-Gaithersburg-Rockville), who has pushed for annual school crime reporting.




Work to change school funding already begun



A story by Kayla Bunge in The Monroe Times reports:

MADISON — With a new legislative session beginning in just about a week, the issue of school funding is certain to receive more attention.
And two local legislators — 17th District Sen. Dale Schultz, R-Richland Center, and 27th District Sen. Jon Erpenbach, D-Middleton — already have begun working.
Schultz, the former Senate majority leader, played a leading role in creating the Special Committee on Review of the State School Aid Formula.
The committee’s purpose, he said, is “to recognize the special challenges that small school districts have trying to continue to provide a quality education in rural communities where student populations are declining.”

Issue Data On School Incidents, Report Says

In a 77-page report [5.2MB PDF]commissioned by the Montgomery County Council, the Office of Legislative Oversight examined the school system’s method for tracking fights, bomb threats and other serious incidents. It found that although the district has tracked the incidents since 1973, the figures are not released publicly and the information is not detailed enough to allow school officials to identify trends or even the number of times a student has been in trouble.
The report also said that by November, the school system, police department and state’s attorney’s office should develop guidelines for what types of incidents school officials must report to authorities.
Police officers and prosecutors are seeking the guidelines because they believe principals sometimes deal with criminal activity internally. But negotiations over the guidelines have been contentious, and reaching an agreement has been difficult, said council member Phil Andrews (D-Gaithersburg-Rockville), chairman of the council’s public safety committee.
