Madison Busing to Continue for Most Madison Catholic Schools

he MMSD finance and operations committee of the school board on Tuesday voted to approve a plan to continue bus services for Madison’s Catholic schools. MMSD provides bus transportation under state law.
Under the plan, two schools, Queen of Peace and St. Maria Goretti, will adjust their schedules so they can share a bus. The kindergarten noon bus at St. Dennis will be discontinued, as will bus service to Edgewood. The eliminations would affect a handful of families and they will receive vouchers from MMSD to cover the cost of private transportation.
The school schedule adjustments and two route cancellations will save the public schools about $140,000 a year, according to MMSD officials.

The Madison School District eliminated private school busing last spring – a decision that was undone via an adminstrative snafu.




Do Your Homework, Then Visit the Principal

For families with children, the quality of local schools is often a key factor in deciding which house to buy.
Buyers trying to determine if the schools in a neighborhood will meet their needs can find plenty of data on the Internet about standardized tests, but they shouldn’t neglect the value of visits to the schools and old-fashioned word of mouth, real estate agents and education experts say.
If you’re working with an agent, don’t expect him to judge the schools for you.
“When my clients begin to ask questions about the quality of the school system, I try to be careful with labeling schools as ‘good’ or ‘bad’ that could be construed as code words to discourage certain groups of people from buying a home in a particular neighborhood, which is a violation of the Fair Housing Act,” said Thomas Minetree, a real estate agent in Weichert’s Gainesville office.




Florida’s Virtual School

At one of Florida’s largest public schools, students take classes in English literature, Spanish and calculus. They join clubs, enter science fairs and talk one on one with their teachers.
But no one complains about mystery meat from the school cafeteria, no one ever gets asked to — or snubbed at — a school dance, and there is no football team to cheer for.
A decade after its founding, the Florida Virtual School has become a quiet force in the state’s education system. It’s an Internet-based school that offers free, accredited classes for middle school and high school students in Florida. More than 54,000 students took courses last year, and it’s growing.
“They are the largest state-led virtual school program based in the United States,” said Susan Patrick, president of the North American Council for Online Learning. “I think that they have one of the most innovative education solutions for how we can better serve students.”
Janice Barnard, whose 17-year-old daughter is taking Virtual School classes in a program affiliated with Tampa’s Blake High School, says, “It’s not for everyone. You must have a self-motivated child, somebody who wants to learn, who wants to achieve.”

5 districts may need taxpayers’ help to avoid default if investment schemes sour

Five Wisconsin public school districts have made an investment gamble that could force taxpayers to finance multimillion-dollar bailouts.
The districts – Kenosha, Kimberly Area, Waukesha, West Allis-West Milwaukee and Whitefish Bay – have piled up debt in deals to help fund health insurance and other non-pension benefits for retirees. But as global financial markets have seized up, the districts have been told the value of their investments has fallen so much that they might need to come up with a combined $53 million to avoid default.
Specifically:
Kenosha might need almost $8 million in additional collateral or risk default on $28.7 million.




Mequon-Thiensville School District’s Declining Enrollment & Budget

By this September, the number of teachers who work for the Mequon-Thiensville School District is expected to have shrunk 17% since January 2001, Superintendent Robert Slotterback said last week.
The district, like many others in Wisconsin, is functioning with fewer teachers and dealing with smaller student enrollments, rising costs and an electorate that in referendums in 2006 and 2002 told the district that it could not spend significantly more money.
Slotterback maintains, though, the district has not reduced its course offerings or lowered its standards.
“We have not really had to eliminate student options,” he said. “Your class size may have gotten bigger, but I am not aware of any class option that we have eliminated. We have not purposely shrunk the options for kids up to this point.”




Madison School Board Says No to City Infrastructure Costs for a Potential New East Side School Development



There was an interesting discussion that unfortunately received no publicity during the March 24, 2008 school board meeting regarding proposed Sprecher Road [map] seven figure infrastructure costs (this spending would, perhaps have begun the process of constructing a new east side school). The Board voted 3-3 (Yes: Carstensen, Moss and Silveira; No: Cole, Kobza and Mathiak with Winston absent), which resulted in a no on these costs. Watch the video here. It would seem ill advised to begin borrowing money for a new school given the ongoing budget challenges. Last spring’s downtown school closing unpleasantness is another factor to consider with respect to potential new edge schools.




Madison School District Administration’s Proposed 2008-2009 Budget Published



The observation of school district budgeting is fascinating. Numbers are big (9 or more digits) and the politics significant. Many factors affect such expenditures including local property taxes, state and federal redistributed tax dollars, enrollment, grants, referendums, new programs, politics and periodically local priorities. The Madison School District Administration released it’s proposed 2008-2009 $367,806,712 budget Friday, April 4, 2008 (Allocations were sent to the schools on March 5, 2008 prior to the budget’s public release Friday).
There will be a number of versions between this proposal and a final budget later this year (MMSD 2008-2009 Budget timeline).

School Choice, Now More Than Ever

This week’s revelation that 17 of the nation’s 50 largest cities have high school graduation rates below 50% surely saddened many. But it surprised few people attuned to the state of U.S. public education. Proponents of education choice have long believed that dropout rates fall when families can pick the schools best suited for their children.
So news that Sol Stern, a veteran advocate of school choice, is having second thoughts about the ability of market forces to improve education outcomes is noteworthy. Mr. Stern explains his change of heart in the current issue of the indispensable City Journal, a quarterly magazine published by the Manhattan Institute. And his revised views on the school choice movement warrant a response.
Inside of two decades, charter school enrollment in the U.S. has climbed to 1.1 million from zero. Two tiny voucher programs in Maine and Vermont blossomed into 21 programs in 13 states and the District of Columbia. Tuition tax credits, once puny and rare, are now sizeable and commonplace. The idea that teacher pay should be based on performance, not just seniority, is gaining ground. Not bad for a small band of education reformers facing skepticism from the liberal media and outright hostility from well-funded, politically connected heavies like the National Education Association.

Statistics refute rhetoric on school spending

California’s perennial debate over how much it is and should be spending on its largest-in-the-nation public school system has escalated sharply this year as the state faces a whopping budget deficit and Gov. Arnold Schwarzenegger proposes – whether seriously or not is uncertain – to take a big bite out of the schools’ money to close it.
The educational establishment and its allies in the Democratic leadership of the Legislature are howling about the governor’s proposal that school spending be whacked by $4.8 billion from what the constitution otherwise would require it to be through the 2008-09 fiscal year.
The Democrats have vowed to block any budget that makes a substantial reduction in state school aid and the California Teachers Association and other school groups have resumed their high-decibel complaint that California’s per-pupil spending is already near the bottom of the states.
Republicans and other critics, meanwhile, complain that California is wasting much of its school money on bloated administration and ineffective, faddish educational nostrums. They cite the state’s near-bottom rankings in national educational achievement test scores.
In the midst of this Sturm und Drang, the Census Bureau on Tuesday issued an extremely detailed accounting of what states (and the District of Columbia) are spending on their schools. It undercuts the mantras being chanted by both of the Capitol’s warring political factions.




Class Size Reduction “Not a Silver Bullet,” New Research Review Finds; Poor and Minority Students Benefit Most Quality Teaching, Political Climate, Are Key Determinants of Success

Ask the average parent or teacher what change they’d most like to see in their school, and there’s a good chance the answer will be “smaller classes.”
Now a new review of major research on the subject finds that reduced class size is far from a universal panacea, and may have no bearing at all on student achievement unless enacted under the right political, economic and academic conditions. Those include quality teaching, targeting of schools and children likeliest to benefit, and avoidance of perverse incentives that can spawn unintended negative consequences.
“Class size reduction is not a silver bullet,” writes Douglas Ready, Assistant Professor of Education at Teachers College, Columbia University, in his paper, Policy, Politics and Implications for Equity. “Establishing appropriate class size is a balancing act between children’s development needs and contemporary fiscal realities. The matter assumes even greater complexity when we consider the relationship between class size and educational equity.”
Ready’s review of the literature does show that poor and minority students are likelier to benefit from class size reduction efforts than white students and students from wealthier families.




New Madison School Chief Meets & Greets

Dan Nerad is already beginning to reach out to the community, three months before he formally steps into his new role as Madison’s next superintendent of schools.
In The Capital Times’ offices on Wednesday, School Board President Arlene Silveira introduced Nerad to staff members, noting that last week was spring break in Green Bay, where he is currently the superintendent of schools.
“Dan spent his vacation in the Doyle Building,” Silveira said, referring to the site of the Madison school district’s central administration.
Nerad was in Madison Wednesday, speaking to media editorial boards and joining current Superintendent Art Rainwater to address a lunch meeting of the Madison Downtown Rotary club.
“My role will be to add value to what is already an excellent school district,” Nerad told the Rotarians. He added that he is committed to the goal of continuous improvement.
“You have to focus on the next steps,” he said.
During his visit to The Capital Times, Nerad described innovations in Green Bay during his tenure. They include specialty focus areas in each of the district’s four high schools and a plan for 4-year-old kindergarten slated to begin during the 2008-2009 school year.

An Unlikely Obsession: School Auctions

PATTY FURNER circled the chandelier-lit catering hall, trolling for bargains as she passed by row after row of gorgeously wrapped gift baskets at an auction this month to benefit the Hillside Elementary School in Livingston, N.J.
Ms. Furner, in her worn white sneakers, walked by cliques of well-heeled Livingston parents without bothering with small talk. She glanced right over a sketch of a new playground to be financed with auction proceeds, since her two daughters do not go to school there.
Instead, Ms. Furner, 44, a stay-at-home mother from nearby Union Township, had only one thing in mind: sizing up the 230-plus gift baskets to decide how to spread around her baby-sitting earnings. “It’s an addiction,” she said. “It’s the excitement of trying to win that prize you want.”




Elmbrook passes state’s largest school referendum

The largest school district referendum on the ballot was approved but most other large school spending measures failed when submitted to voters in the spring election.
A total of 30 referendums totaling more than $165 million were approved Tuesday. Thirty-one failed, representing nearly $285 million.
The Elmbrook school district gained $62.2 million to renovate and expand Brookfield Central and East high schools. A referendum last year for $108.8 million failed in the suburban Milwaukee district.
Of the 12 districts with referendums exceeding $10 million, only measures in Racine and La Crosse passed. Racine passed a $16.5 million referendum, while La Crosse passed a $20.9 million referendum. Voters in La Crosse also rejected a second referendum for $35 million to construct a new elementary school.

Wisconsin Heights Plots Cost Cutting Strategy After Failed Referendum

t said that he believes Tuesday’s school referendum failed because it had “no light at the end of the tunnel”.
Terry Zander was one of three school board members opposed to holding the referendum and said that he voted against it. He doesn’t, however, rule out the possibility of another referendum being held later, perhaps next spring, WISC-TV reported.
District voters saw their total property tax bills rise 16 percent last year when adding together school and all other property taxes. They narrowly defeated Tuesday’s plan, which sought to exceed state revenue caps and increase spending by a total $800,000 to cover budget deficits during the next two years.
The measure was defeated by a mere 53 votes, but Zander said that the “people have spoken” and the amount of votes shouldn’t matter.
He said that he doesn’t believe people change a budget deficit situation overnight. He said that past cuts are still being implemented and that voters want the board to work together to find a long-term solution to the situation. When that is done, Zander said that if a deficit remains, he could see holding another referendum.
This is the second referendum in two years that has failed to get approved, WISC-TV reported.




Wisconsin Per Student Spending Drops in National Rankings from 11th to 17th, Remains Above Average

For better or worse – and you could get heated arguments about it – Wisconsin appears to be well on its way to becoming a middle-of-the-pack state when it comes to the amount of money put into grade school and high school education.
Wisconsin collected the 17th highest amount per student in taxes to pay for education in 2005-’06, the U.S. Census Bureau said in a report released Tuesday. And the gap between Wisconsin and the national average was less than $400.
A decade earlier, the state ranked 11th, and education revenue per student was almost $800 more than the average.
Those indicators mesh with other data, such as reports on teacher salaries nationwide, that indicate spending on education in Wisconsin remains above national averages but is moving down.
The heated debate about what that all means would come from people such as Republicans in the state Legislature who have argued for years that taxes are too high and education spending should be brought into line with other states, and school district officials and teachers organizations that claim services and staff are being cut because of spending caps that have been in place for almost 15 years.

Today’s report — Measuring Success: Benchmarks for a Competitive Wisconsin — grades the state (alas, no curve, no Gentleman’s C) by comparing us to other states. Sit down before you read further, because the news isn’t good.
— For example: Wisconsin’s per capita income is $34,476, compared to the national average of $36,629, a difference of 5.9% (and the largest gap since 1991). The comparison is worse when our incomes are matched against folks in Illinois ($38,297) and Minnesota ($38,751).
— Not only do our jobs not pay as much, but we’re not growing very many more of them. In 2006, the number of Wisconsin jobs increased 0.7%, down from a growth rte of 1.1% in 2004 and 1.2% in 2005. Wisconsin trails the national average of 1.8% job growth.
— How about the growth in private businesses? The number of new private businesses in Wisconsin dropped 0.4% in 2006, while the number of businesses nationally grew 2.5%. All of Wisconsin’s neighbors had increases in 2006.
The study is released annually by Competitive Wisconsin, Inc. (CWI), a nonpartisan consortium of state agriculture, business, education and labor leaders. Measuring Success grades Wisconsin on 33 areas of interstate competitiveness; compared to our performance in past years, 17 benchmarks changed this year: eight improvements and nine declines.

New Microphones Are Bringing Crystal-Clear Changes

The little black devices, the shape and size of small cellphones, have begun to appear in hundreds of Washington area classrooms. Hanging from the necks of elementary school teachers in Alexandria and kindergarten and first-grade teachers in Prince George’s County, they might herald the most significant change in classroom technology since the computer, some predict.
They are infrared microphones, designed to raise the volume and clarity of teachers’ voices above the distracting buzz of competing noises — the hum of fluorescent lights, the rattle of air conditioning, the whispers of children and the reverberations of those sounds bouncing off concrete walls and uncarpeted floors.
“It makes it so much easier for the children but also for the teachers,” said Lucretia Jackson, principal of Alexandria’s Maury Elementary School, one of the first in the area to use the audio enhancement systems for all classrooms. All Alexandria elementary school teachers now have them. “They are no longer suffering from laryngitis,” Jackson said. “They don’t have to project their voices as much as they needed to do in the past.”




“Wisconsin School financing deserves an F”

For more evidence of why Wisconsin residents should demand reform of the state ‘s school financing system, consider this:
On Tuesday, 41 school districts — nearly one of every 10 in the state — will be responding to a financial squeeze by asking voters for permission to spend more money.
That ‘s in addition to the 14 districts that did the same in last month ‘s primary election.
A few districts are requesting to borrow money to build or renovate or to buy land. But the majority are districts with leaky roofs to fix, outdated textbooks to replace, heating systems to repair and parking lots and athletic fields to maintain.
And they have no money to do it with because the state has boxed school boards, and the public they serve, into a no-win situation.
Whether these referendums deserve approval — or, even if they do, whether taxpayers can afford the cost — will be up to the voters.

Teachers Face Large & Growing Professional Pay Gap

Compared with workers in occupations that have similar education and skill requirements, public school teachers face a large and growing pay gap, according to a new analysis from the Economic Policy Institute (EPI).
Over the last decade, the report shows, the teacher pay gap increased from 10.8 percent to 15.1 percent. That translates into weekly earnings that are about $154 lower than comparable workers’. (The report compares teachers to accountants, reporters, registered nurses, computer programmers, clergy and personnel officers.)
AFT executive vice president Antonia Cortese notes that this is just the latest study to confirm the same discouraging trend. “Teachers continue to be vastly underpaid compared with similar workers,” she says in a prepared statement. “This makes recruitment and retention of the best and brightest increasingly difficult, even as the nation recognizes the growing need for high-quality teaching.”
For female teachers and for those with more seniority, the gap is especially striking. In 1960, women teachers were better paid than other similarly educated workers-by about 14.7 percent. By 2000, the situation had reversed to the point where female teachers faced a 13.2 percent annual wage deficit. The pay gap for teachers who are early in their careers has grown only slightly in the past 10 years, the EPI says. For senior female teachers (in the 45-54 age group), the deficit grew 18 percent during that same period.




Ohio Governor’s Education Reform Outline

“Summary of Education Reform Process” sketches out four phases designed to result in a plan to be implemented in March 2009 although it appears many of the ideas would require approval from the Republican-controlled legislature.
Strickland’s spokesman, Keith Dailey, cautioned that the document did not constitute a plan or proposal.
“The collection of ideas merged over the past year,” he said. “This isn’t the governor’s plan. This is a process that is geared toward ongoing discussion and through the conversation the governor believes consensus for reform will emerge.”
Among the ideas on the discussion list are:
—Junking the Ohio Graduation Test in favor of “portfolio” approach that would require students to complete a senior project, a community service project and both the ACT college entrance exam and end-of-course exams when the complete core high school subjects.




Tax credits for private-school grants a win-win

Education spending has increased at a breakneck pace in Georgia over the past decade, outpacing inflation substantially. Since 1994 per-student spending has more than doubled, representing an increase in spending each year of nearly 10 percent. In 2007 per-student spending exceeded $10,000 for the first time in Georgia’s history.
But despite the high level of spending, Georgia was ranked 48th among the states in high school graduation rates in 2007. That is exactly where the state ranked in 2000. In some of the intervening years, Georgia dropped to 50th, managing to beat out only the District of Columbia and avoid the dishonorable title of “worst in the nation.” State SAT scores have remained stagnant for years in Georgia, with rankings hovering painfully close to 50th. While that trend seems to have changed in 2007, a positive thing no doubt, time will tell whether the improvement is based in real academic achievement or a redesigned exam.
These facts point to a sobering reality that demands our attention: Every four years a generation of students in failing schools graduates unprepared for higher education or the work force, if they graduate at all. To these students, the lack of a quality education can and likely will have devastating results. And requiring students to be subjects in a protracted experiment in education reform seems inhumane at the very least.
Fortunately, Gov. Sonny Perdue and the General Assembly have recognized the plight of these students and have championed legislation to give them hope through education choice.




South Dakota School Funding Increase Tied to Teacher Salary, Benefit Boosts

last week, with Gov. Michael Rounds’ March 17 signing of a $337 million school spending package—part of a state budget totaling $3.6 billion.
The Republican governor had argued for a 2.5 percent increase, well below a 4.25 percent hike that the Republican leader of the Senate, Dave Knudson, had pushed through that body.
Under the measure approved in the last minutes of the 2008 session, school districts must use the full increase for teacher salaries and benefits or see it trimmed by half a percentage point.




Delaware Gubernatorial Candidates Discuss Education

No barbs were tossed, no snide remarks made, no mud slung.
Instead, the two men locked in what may be Delaware’s fiercest Democratic gubernatorial primary ever spent a full hour talking about public education to about 500 people at The Grand in Wilmington.
It was the first major debate of the 2008 election season for Lt. Gov. John Carney Jr. and State Treasurer Jack Markell and it drew teachers, businessmen, parents, policymakers, young and old, undecided voters and plenty of campaign workers.
The men talked about how to pay for schools, find good teachers, scrap the state’s testing program and make sure kids get the best shot they can at a good future, no matter what their present circumstances.
On many issues, their views were similar. Both support most recommendations of the Vision 2015 panel of experts, who have developed plans and pilot programs to give Delaware “world-class” schools by 2015. Both want more money to address Delaware’s high dropout rates, especially among Hispanic and black students.
Both were cautious about endorsing widespread expansion of Delaware’s charter school programs, urging an evaluation of that 10-year-old effort to bring innovation to the school system. Neither would commit to adding state money for charter school capital projects.




The Changing of the Madison School Board

A lawyer and former teacher will replace a lawyer and former teacher in the uncontested Madison school board elections on April 1. The result will be the most inexperienced board in years at a particularly important time for the city’s public schools.
The school board is perhaps the hardest-working body of local elected officials and, judging by the throngs that flock to public meetings on issues big and small, also the most democratic. While the board’s past effectiveness has been marred by infighting and grandstanding, the last two years have been much more congenial, under the presidencies of Johnny Winston Jr. and Arlene Silveira.
After the elections, the seven-member board will lose the inquisitive eye of Lawrie Kobza and the institutional memory of Carol Carstensen. Replacing them are Ed Hughes, a reserved but intriguing lawyer, and Marj Passman, a provocative and passionate retired teacher.
They will join rookies Beth Moss and Maya Cole, who are still struggling to master the issues. Silveira is likely to remain president, and Winston will be the most senior member. Rounding out the board is Lucy Mathiak, whose temper, colleagues say, has muted her effectiveness.




“Public Schools Expand Online Curriculum”

When senior Zack Jackson wanted to take a class in mythology, he wasn’t out of luck just because his small high school in rural Virginia didn’t offer it. Instead, he headed online.
The course comes courtesy of Virtual Virginia, a state program that offers dozens of online classes to middle and high school students. The program allows children to take classes that aren’t offered at their schools. Nationwide, programs like Virtual Virginia help hundreds of thousands of students take the kinds of unusual courses that make colleges sit up and take notice.
Most of the 3,000 students in the Virtual Virginia program enroll in online advanced placement courses. And thanks to the program, Zack’s school, Rappahannock County High, can offer more AP classes, allowing it to compete with local private schools, which often use AP courses as a selling point.
Principal Robyn Puryear says students have to be self-directed to succeed in an online class. Since online courses are self-paced, there’s a temptation to procrastinate — and that leads to trouble.

Pennsylvania Plans to Boost Gifted Programs

The state Board of Education today will consider a new process for identifying “gifted” children and beefing up the monitoring of gifted programs, steps advocates say would help provide a mind-stretching education for the state’s top students.
Under the current law, students are classified as gifted if they score at least 130 on an IQ test and meet other criteria, such as performing one or more years above grade level and excelling in one or more subject areas.
The proposed change would classify students as gifted if they meet the IQ threshold or meet multiple other criteria. Advocates said the change is needed because IQ tests don’t always flag gifted students, particularly those from disadvantaged homes, children with disabilities and deep-thinkers who don’t do well on timed tests.
“There are many school districts that will look at that and say, ‘If you do not have the magic number, you are not in,’ ” said David Mason, president of Pennsylvania Association for Gifted Education and a retired York County school administrator.
Advocates said they didn’t consider the potential change a watering down of eligibility criteria or something that would swell the ranks of gifted students. About 70,000 of the state’s 1.8 million school-age children receive gifted services, according to the state board.




Texas panel nixes talk of school vouchers for dropouts

A special state committee on high school dropouts on Tuesday appeared to nix the idea of a private school voucher program for those students, but left open the possibility of the state contracting with private firms to help dropouts complete their education.
Before adopting its long-range plan to reduce the dropout rate and improve the college and workforce readiness of high school graduates in Texas, the nine-member state panel reacted to widespread criticism from education groups that it was opening the door to a limited voucher program.
Key members of the High School Completion and Success Initiative Council said they don’t believe a traditional school voucher program could be launched without approval of the Legislature. Under a voucher program, students can attend any school their parents choose – private or public – at state expense.
“I do not read this language in any way supporting a voucher program,” said Don McAdams, a member of the council and former president of the Houston school board.
His reference was to language in the council’s plan that states, “All students should have the opportunity to select from multiple pathways, including alternative delivery systems, to achieve postsecondary success.”




Michigan’s School Finance Plans

Gov. Jennifer Granholm’s educational ideas are hitting roadblocks as lawmakers start working on how to spend the state’s money in the next budget year.
The Democratic governor’s proposals for making daylong kindergarten mandatory, offering two years of free community college tuition to laid-off workers and setting up smaller high schools all could face trouble in the Republican-led Senate, and some face changes in the Democratic-led House.
The reasons for the disagreements range from the practical to the ideological.
Some lawmakers are leery of spending as much as Gran-holm has proposed because of the economic uncertainty the state faces.
Granholm’s budget plan would raise spending by 2.9 percent, to $44.8 billion, in the fiscal year that starts Oct. 1.
But the Senate now says the increase should be smaller because revenues may be less than expected.




Are our children all above average? New study says no

Low graduation rates, high tuition and a disconcerting achievement gap at Minnesota colleges and universities, especially among minorities, are revealed in a new study.
Minnesotans pay twice as much as the national average to get a public college education, but they’re not getting double the results.
Fewer than 40 percent of students at Minnesota’s colleges and universities graduate in four years, according to a report released this week by the Minnesota Office of Higher Education. In addition, students of color have less than a 50-50 chance of graduating at all.
For a state where high school students traditionally fare well on college entrance exams, that’s disconcerting to those in charge of assessing the quality of higher education in Minnesota.
“Part of our concern is that we start out so high, and then once the students get into school, our results tend to be really national average,” said Susan Heegaard, director of the Office of Higher Education. “The question for Minnesota as a state is, ‘Is this where we want to be?’ If we want to compete nationally and internationally, our argument is that we need to do better than average.”
Slow to graduate: For high school students who entered a four-year school in the fall of 2000, only 36.7 percent of them graduated in four years and 57.5 percent graduated in six years. Only five of the state’s 36 four-year schools — public or private — had a four year graduation rate of better than 70 percent.
Rates are particularly low at schools in the Minnesota State Colleges and Universities system. According to the report, only 20.6 percent of MnSCU students graduated in four years, and fewer than half had graduated after six years.

Carstensen Poised to Move on From Madison School Board

Madison School Board member Carol Carstensen has handed out enough high school diplomas to know that, eventually, everyone must move on.
It is her turn now. After six terms and 18 years on the board, she will step down following the April 1 elections.
Some say it’s too soon; others say it’s about time.
A steadfast liberal, Carstensen, 65, can exasperate conservatives. Perhaps no one is more responsible for higher school property taxes in Madison in recent years — she supported all 14 referendum questions during her tenure and instigated several of them.
Yet she never lost a board election, even after enraging some constituents by supposedly disrespecting the Pledge of Allegiance. As she leaves, there is apt symbolism in the years she has served.
“At 18, you get to graduate,” she says.




Madison School Board Candidate Take Home test: Taxes & Military Recruitment

DC School Budget Transfers Some High Cost Programs to the City

The D.C. schools’ proposed $773 million fiscal 2009 budget is garnering attention not only for the millions added for art and music classes, but for what it doesn’t have — money for special education tuition, transportation and attorney’s fees, which annually created huge shortfalls.
Under Mayor Adrian M. Fenty’s takeover of the 49,600-student school system, city officials have shifted to the Office of the State Superintendent of Education a total of $231.5 million in costs associated with educating about 2,000 disabled students in private schools. For years, severe overspending on tuition, transportation and attorney’s fees has contributed to budget gaps, forcing the system to lay off teachers and shift as much as $54 million from classroom instruction.
Previously, the system assumed the duties of a state and a local district, essentially overseeing itself. That structure led to the mismanagement of millions of dollars in federal funds, according to the Department of Education, which designated the system a “high risk” grantee.
In the new structure, all oversight responsibilities and other duties associated with a state were transferred to the state superintendent. Another problem area — school construction and maintenance — was shifted to the new Office of Public Education Facilities Modernization.




Schools give extra as top leaders leave: Retirement packages go beyond contracts

In Germantown, where a $16.5 million school referendum is on the April 1 ballot, Superintendent Victor Rossetti’s contract was set to expire at the end of this school year. But the School Board decided to give him early retirement benefits for which he had not qualified.
Rossetti, who has worked for the district for seven years, will retire June 30 with an additional $54,000 in cash and insurance benefits, including $15,000 for severance pay and two weeks of unused vacation.
Germantown School Board President Michael Erdmann could not be reached for comment on why the board in January approved the retirement package. Vice President Michael Schultz referred questions to Erdmann. were called for in the superintendents’ contracts.




The State of Mediocrity: A Look at Wisconsin’s State Budget

Wisconsin is not one of the nation’s best-managed states. Such is the conclusion of Governing Magazine in its March cover story. The magazine’s annual report card, done in conjunction with the Pew Center on the States, gives Wisconsin a B-minus, ranking it above just 19 states, including big loser New Hampshire (D-plus).
But 30 states ranked above Wisconsin, including such paragons as Utah and Virginia, which both got an A-minus.
The report ranked states on money (including budget and finances), people (hiring, training, retaining employees), infrastructure (maintenance, capital planning) and information (auditing and evaluation, etc.).
Wisconsin got a black eye for how it is handling state employees. “Hiring freezes, ongoing budget disputes and lagging pay scale help explain why Wisconsin has the second-highest turnover rate in the country for veteran employees,” the story noted.
Readers of this column will recall my questioning whether Gov. Jim Doyle has been cutting state employees at all costs to live up to his campaign promise to slash the total payroll by 10,000 employees. The approach seems to be creating problems. “The state is contracting out for all sorts of things without monitoring them sufficiently,” one high-level state employee told the magazine. Had this sort of thing happened under a Republican governor, Democrats would be crying foul.
The magazine also notes the saga of civil-service employee Georgia Thompson, whose life was made a hell because of an unnecessary prosecution by U.S. Attorney Steven Biskupic. True enough, but I question whether this anomaly of a case, which was thrown out on appeal, has led to any turnover.
The story also notes the state’s continuing structural deficit, which has been around forever, probably since Jim Doyle had hair, and was estimated at $2.4 billion at the end of fiscal 2007.

It is difficult to see state school spending materially changing in the near term.




Middle school sports proposal really a tax hike

The issue: A proposal to allow non-public school students to play on sports teams at Eau Claire’s public middle schools.
Our view: The purpose is to skirt state-imposed levy limits, which doesn’t get at the heart of the problems that cause ongoing government deficits.
At first blush, an Eau Claire school district proposal to invite non-public school middle-schoolers to participate in seventh- and eighth-grade athletics seems like a nice gesture to offer team sports opportunities to young people who otherwise might not have them.
But no doubt the key reason for the proposal, which the board hasn’t approved, is that it allows the school district to move $705,000 from the general fund, which is subject to levy limits, to something called the “community service fund,” which operates outside of those state-imposed constraints.
School board member Mike Bollinger leveled with the taxpayers at last week’s board meeting. “I want to be very, very clear to our public – this is a ($705,000) tax increase … in a non-referendum format. If there is input to be had out there, we want to hear it.”




Educational Equity

Do we have an “achievement gap” in schools in the United States or an “educational debt” that we owe many of our children and communities? This is the question that Forum Convener Gloria-Ladson Billings puts before us in her featured piece in this edition of The Forum’s newsletter. It is a question that challenges us to revisit our nation’s oft-repeated but yet-to-be realized commitment to equal educational opportunity – a commitment fundamental to our future as a democracy.
Repaying the Educational Debt is the third in a series we have sent out asking for your comments. (See earlier essays from Convener’s Carl Glickman and Deborah Meier.) These essays are being developed in conjunction with The Forum’s white paper on the appropriate federal role in supporting public schooling, which will be released on April 23rd of this year. We intend to follow this framework document with recommendations on equity, teaching and learning, and community accountability in calling for a renewal of our commitment to the public, democratic purpose of our public schools. Your comments on each of these essays are helping us frame these recommendations.




Milwaukee Parent Site Digs into the School Budget

How can Milwaukee Public Schools support its high-achieving programs while meeting its mandate to improve struggling schools?
That’s the central question at a web site parents at Milwaukee German Immersion School have launched to weigh in on the district’s budget process for the 2008- ’09 school year.
District officials have asked the specialty elementary school, which has just over 580 students and consitently gets more than three-fourths of them scoring in the proficient or advanced range on state test scores, to cut around $180,000 from next year’s budget.
Last month, principal Albert Brugger and the school’s Governance Council responded by submitting a proposal that cuts music and physical eduation from the school’s offerings. The school has lost its assistant principal and art teacher in recent years due to budget constraints.




School Budget Math Hard to Calculate as Property Values Fall

Loudoun Supervisor Susan Klimek Buckley understood how parents felt at a recent meeting, imploring county officials to fund the school board’s full budget request.
She got her start in county politics by doing the same thing.
“My whole citizen activism started with going to a public hearing in March of 2004 where I spoke in support of full funding of the school operating budget,” she said, recalling her three-minute address to a packed board room that earned her a modest ovation.




A Summary of April 1 School District Referendums

In what has become a semi-annual exercise in public solicitation — some might call it survival — scores of the state’s 426 school districts will ask voters for more money April 1.
Forty-one districts will be holding referendums to issue bonds or exceed state-mandated revenue limits. The requests are in addition to the 14 school referendums in last month’s primary. (Of those, six passed and eight failed.)
The districts are not just asking for money to build schools. They need it to fix roofs, update textbooks, upgrade computers and, in some cases, just keep up the upkeep.
Administrators have led citizens, some querulous, others just curious, on tours of buildings to point out the leaks, the rust, the crumbling concrete.
In southwestern Wisconsin, six school districts have the unfortunate coincidence of asking for extra cash at the same time as the area technical college.




Virtual schools measure passes

The Assembly overwhelmingly voted for a bill protecting virtual schools Tuesday – a compromise measure Gov. Jim Doyle and other key Democrats support.
The bill was passed in a flurry of activity as the Legislature winds down the regular session that ends Thursday. The Assembly also approved a bill to remove teacher residency requirements in Milwaukee, and the Senate passed a bill requiring new police officers to undergo psychological exams.
Democrats in the Assembly were unsuccessful in attempting to force a vote on the Great Lakes compact.
Tuesday also marked the all-but-certain death of a bill requiring the state to provide information about involuntary mental health commitments to a federal database checked for gun purchases. Supporters of the measure, including Doyle, said the bill was necessary to help avoid shootings like the one last year at Virginia Tech.
The virtual schools bill passed 96-1 Tuesday; Rep. Dave Travis (D-Waunakee) voted against it. The agreement was reached after Doyle said he would sign a bill on virtual schools only if it capped enrollment.

Milwaukee’s School Choice: Preliminary Analysis Gives Average Grades

Back in 2001, then-Milwaukee Mayor John Norquist summarized his case for school choice by stating: “Vouchers work. They don’t hurt taxpayers, and they encourage public schools to do better.”
Norquist’s conviction was strongly supported by school choice proponents and vociferously refuted by opponents. All the while, the Public Policy Forum cautioned that very little data existed to either support or refute him.
Now, for the first time in over a decade, data are available to shed light on the efficacy and effectiveness of Milwaukee’s private school voucher program. An ambitious five-year longitudinal study is under way to evaluate the school choice program and compare its performance to Milwaukee Public Schools. Last month’s research reports, the study’s first, provide us with the long-elusive data.
As expected, school choice proponents and opponents each have come away with their own distinct interpretations of this data. However, certain conclusions are inescapable.
First, the new findings have reframed the policy debate over school choice, pulling it away from the original goals of school choice proponents. There was a time when school choice was touted as a panacea, as the competitive leverage the public schools needed to improve, as a means to empower parents and save low-income students from bad schools. With the latest data, however, the Milwaukee voucher program is now simply portrayed as a popular program that pleases parents and performs at least as well as MPS.




Madison West High Bids Adieu to Their Writing Lab

Today, my English teacher shared with our class the quite saddening news that the West High Writing Lab [Ask | clusty | google | Live | Yahoo], a venerable institution of many years, is slated to be cut next year as part of the annual round of budgeting. For those on this listserv who don’t know, the Writing Lab provides a place for students of all grades and abilities to conference one-on-one with an English teacher about their work. Everyone — from the freshman completely lost on how to write his first literary analysis to the AWW alum who wants to run her college application essay by someone — is welcome to stop by during three or four hours of the day as well as before school, during lunch, and after school. I know that in my four years at West, I’ve found this an immeasurably useful resource, not only to help me polish papers for my classes, but also as a way to get editing help on college essays and other extracurricular writing. And judging by the reaction in my English class, I’m far from alone.
Which is why I am so distressed by this development. I’ve always considered the English department, by and large, as one of West’s finest. The array of classes at every ability level is wonderful, and the fact that I’ve been able to take IWW and AWW — two classes designed solely to improve my writing itself — has been great. These classes do a fabulous job of teaching students to write — but an important part of writing well is being able to receive feedback on that writing, being able to dialogue with someone about it, and then being able to “have another swing at things.” But of course, it’s simply impossible for a teacher in any English class to meet, one-on-one, with every student. The Writing Lab has provided a great way for students to ensure that they will have this valuable opportunity.

It would be interesting to find out what’s happening with the high school budget allocations. The only information I’ve found on the 2008-2009 MMSD Budget is this timeline, which mentions that “Allocations & Formula $ to Buildings” occurred on March 5, 2008. The School Board is not scheduled to see the balanced budget until April 3, 2008.

District critical of costs to settle special education litigation

Private negotiations to settle a lawsuit over how Milwaukee Public Schools handles special education students broke into the open Thursday when MPS rejected a proposal that could extend such services to thousands of students who are suspended from school frequently or held back a grade.
With harsh words particularly for the state Department of Public Instruction, MPS leaders said the proposed settlement could cost tens of millions of dollars, harm the education of students who don’t need special education services and interfere with the pursuit of broader goals for improving MPS.
But Jeffrey Spitzer-Resnick, an attorney for Disability Rights Wisconsin, which brought the suit in 2001, said the agreement was a “fantastic” opportunity for MPS and that MPS had not negotiated in good faith. He said it was frustration with MPS negotiators that led his organization and DPI to reach a separate settlement and to demand MPS take it or leave it.
The terms of the settlement would put special education in MPS under the control of an outside authority; require MPS to make major improvements in identifying students who need special education services; and potentially extend services to thousands of students.




Janesville School Board, Teachers Union Release Contract Details

Late Monday night, negotiators for the Janesville School Board and teachers union reached a tentative contract agreement.
Today, they made the details of that contract public.
It took them a year to get to this point.
“This long and stressful process has a positive and a big sigh of relief,” School Board member Amy Rashkin said.
“Everyone made sacrifices and I think it was well worth it,” Janesville Education Association President Sam Loizzo said.
Big points reached in the agreement were health care and in-service hours for teachers.
Instead of 2 days per month of in-service, they now have one.
“We agreed to make premium share payments ranging from $17 to $115 a month,” JEA negotiator Dr. David Parr said.




California Home Schoolers Get the Heave-Ho

An appellate court in California recently ruled that parents who home school their kids may be breaking the law. The decision requires parents to have filed paperwork to run their own private school, or to have enrolled their kids in a satellite school or to have credentialed tutors to do the teaching.
Luis Huerta, an assistant professor of education and public policy at Columbia University, says the decision could have massive implications not just for the nation’s home schoolers, but for privacy advocates and future Supreme Court decision-making.
It’s difficult to give a snapshot of the people who home school in the United States, Huerta says. “It’s an elusive number, and it’s very difficult to track them down,” he says. “If they chose to home school, they’ve chosen not to report to the state.” He says there are probably 1.2 million children taught at home in the United States, up from 600,000 in 1996, a doubling in a little more than 10 years.




Doyle announces plan to prevent deficit

Gov. Jim Doyle today offered a $527 million package to repair the state budget with cuts and delays to new programs, as well as a new tax on hospitals and a transfer of $243 million from the state’s transportation fund.
The budget that runs through mid-2009 is $650 million short, though Doyle already whittled that down through austerity measures, including delaying paying off some debt.
The budget is short because the slumping economy has led the state to collect fewer taxes than projected.
“Just like any real solution to a budget gap, this plan cuts spending and looks for good sources of revenue,” Doyle said, adding that it protects such priorities as health care, education and job creation.
Although Doyle said he wanted to avoid some of last year’s budget fights, he reopened one by introducing the tax on hospital revenue.




On Teacher Unions: Teaching Change

WHEN teachers at two Denver public schools demanded more control over their work days, they ran into opposition from a seemingly odd place: their union. The teachers wanted to be able to make decisions about how time was used, hiring and even pay. But this ran afoul of the teachers’ contract. After a fight, last month the union backed down — but not before the episode put a spotlight on the biggest challenge and opportunity facing teachers’ unions today.
While laws like No Child Left Behind take the rhetorical punches for being a straitjacket on schools, it is actually union contracts that have the greatest effect over what teachers can and cannot do. These contracts can cover everything from big-ticket items like pay and health care coverage to the amount of time that teachers can spend on various activities.
Reformers have long argued that this is an impediment to effective schools. Now, increasingly, they are joined by a powerful ally: frustrated teachers. In addition to Denver, in the past year teachers in Los Angeles also sought more control at the school level, and found themselves at odds with their union.




On Teacher Unions: Educators or Kingmakers?



David White:

IF the Democratic race is settled at the party’s convention this summer — not unlikely, given Hillary Clinton’s victories over Barack Obama in Ohio and Texas — certain delegate constituencies are going to be the object of much affection from the candidates. Most prominent among these is the delegate and superdelegate bloc affiliated with the National Education Association and the American Federation of Teachers, the nation’s two largest teachers’ unions. In 2004, more than 400 regular delegates to the convention were members of the two unions, making up a group bigger than every state delegation except California’s.
Good news for the unions, however, might not be good news for education. The union agenda has often run counter to the interests of students and teachers alike.
Take those collective bargaining agreements that the unions have negotiated in school districts across the nation. As Terry Moe, a professor of political science at Stanford, demonstrated, these agreements have hampered student performance in California. Why? Because they protect ineffective teachers — at the expense of everyone else.
Or consider performance-based pay. Forty percent of teachers leave the classroom within their first five years on the job — in some measure because they don’t stand to gain the same performance-based pay raises available to their private-sector counterparts. Merit pay would help public schools retain good teachers by paying them more. But the unions have fought against such measures.




Maryland District Plans Teacher Incentive Pay Pilot Program

Prince George’s County education and labor leaders unveiled a much-anticipated pilot program yesterday that will offer teachers and administrators at 12 schools incentive pay for good performance.
The voluntary program, called Financial Incentive Rewards for Supervisors and Teachers, or FIRST, will allow teachers to make as much as $10,000 above base salary for improving the performance of their students, teaching in hard-to-staff schools and subjects, and participating in evaluations and professional development. Principals and assistant principals will be able to make up to $12,500 and $11,000, respectively.
County education leaders hope the offer of extra pay will help Prince George’s recruit talented teachers and attract the best teachers and administrators to academically struggling schools. The extra pay would represent a sizable bump for a starting teacher salary of about $41,000.
Although labor organizations across the country have often opposed pay-for-performance programs, saying they can be imposed unfairly by management, union leaders at yesterday’s news conference said that they like the voluntary nature of the county’s program and that they had been invited to help design it from the beginning.




SAGE Thoughts



TJ Mertz:

The Student Achievement Guarantee in Education (SAGE) contracts for MMSD schools will be on the agenda at Monday’s (3-10-2008) Special Board of Education Workshop meeting. I have mixed feelings about the SAGE program because of the choices it forces school district to make.

A serious overhaul of the school funding system is needed and one of the things that should be addressed are the problems with SAGE. Most of the proposals I’ve seen (Wisconsin Alliance for Excellent Schools, School Finance Network, Alan Odden…) would minimize or eliminate some of the issues discussed below.




At Charter School: Higher Teacher Pay

A New York City charter school set to open in 2009 in Washington Heights will test one of the most fundamental questions in education: Whether significantly higher pay for teachers is the key to improving schools.
The school, which will run from fifth to eighth grades, is promising to pay teachers $125,000, plus a potential bonus based on schoolwide performance. That is nearly twice as much as the average New York City public school teacher earns, roughly two and a half times the national average teacher salary and higher than the base salary of all but the most senior teachers in the most generous districts nationwide.
The school’s creator and first principal, Zeke M. Vanderhoek, contends that high salaries will lure the best teachers. He says he wants to put into practice the conclusion reached by a growing body of research: that teacher quality — not star principals, laptop computers or abundant electives — is the crucial ingredient for success.
“I would much rather put a phenomenal, great teacher in a field with 30 kids and nothing else than take the mediocre teacher and give them half the number of students and give them all the technology in the world,” said Mr. Vanderhoek, 31, a Yale graduate and former middle school teacher who built a test preparation company that pays its tutors far more than the competition.

Homeowners Petition to Leave the Waukesha School District

The fact that 66 out of 99 residents in the Meadowbrook Farms single-family home development in Pewaukee are willing to spend an average of $700 more in property taxes to leave the Waukesha School District says something about the disturbing trend in what the district is offering its families.
If the district and taxpaying voters in the district want to become more attractive to families moving into Waukesha County, they’re going to have to find ways to reverse that trend and be willing to pay the price.
As the Journal Sentinel’s Amy Hetzner detailed in a Tuesday article, two sets of property owners plan to ask a state panel to overrule the Waukesha School Board’s denial of their requests to detach from Waukesha and join Pewaukee’s school system




Racine’s Maintenance Referendum Tour

Racine Unified’s school board has a new plan to convince taxpayers to support its April 1 facilities referendum:
District officials are loading residents onto school buses Saturday morning and taking them on a tour.
“A picture says a thousand words,” board member Don Nielsen says. “The real thing says even more.”
District finance director David Hazen will lead the “tourists” from Case High School (where Nielsen says doors are in bad shape), to Janes Elementary school (where the fire alarm system is too old, Nielsen says), to Walden III Middle and High School (where Nielsen says the boiler has just about had it).




Giving Families the Preschool Choice

Across the country, governors are rushing to pour more and more tax dollars into state-run preschool programs. Today, all but ten states offer some sort of taxpayer-funded preschool for some three and four year olds — primarily based on need.
According to the National Institute for Early Education Research, more than $3.3 billion is spent on the nearly 950,000 children who used these programs each year. And last year, 28 states increased government funding by a combined 13%.
Reaching our youngest and most vulnerable children early with the basics of a good education is a good idea. The problem is many states are locking these students into dysfunctional and underperforming public education systems just a few years early.
If governors and legislatures want to expand public preschool, they should be mindful of the mistakes of the past. Instead of ceding more authority and tax dollars to entrenched educational bureaucracies and teachers’ unions, parent empowerment and education choice programs should be considered. And, if parents choose parochial or faith-based schools, so be it.
The real strength of America’s education system is in the diversity of educational opportunities. This diversity has allowed competition, preserved choice, and increased educational experimentation. Any valid proposal to improve educational opportunity for our youngest children will build on both of these strengths.




Oconomowoc Must Pay for Disabled Student

The Oconomowoc Area School District must pay the educational costs of a disabled man placed by Winnebago County court order in a residential treatment center within district boundaries, an appeals court has decided.
Officials involved in the case say it could affect other school districts that host residential care and education centers, which often serve the most drastically disabled and costly students.
“Special education tuitions can run thousands, if not hundreds of thousands of dollars,” Oconomowoc Superintendent Patricia Neudecker said.
The ruling affirms a decision by the state Department of Public Instruction that transferred the financial burden of the man’s education at the Oconomowoc Developmental Training Center to the Oconomowoc district once he reached 18 and moved to an adult residential facility located in the district.
The DPI had argued that while state law exempts local school districts from paying the costs of students placed by court order in residential care centers such as the one in Oconomowoc, that exemption does not apply to adult students living in community facilities.
Neudecker said her district challenged the state’s decision to assign to it the educational costs of a person who had never been enrolled in the school system or lived there before his court-ordered placement, not only because of the financial burden but also because of the larger implications.




Do little ones need formal lessons?

War has broken out over the under-fives. As the Government moves to bring in a compulsory “nappy curriculum” for pre-schoolers, thousands of protesters are lobbying to keep children’s early years out of the hands of Whitehall bureaucrats. Their case is being brought before Parliament, and early-childhood experts from around the world are backing their cause.
The latest of these is educational psychologist Aric Sigman, who, in a research paper commissioned by the campaigners, sets out the evidence that early computer-based learning, which the new curriculum explicitly encourages, has a negative effect on language, maths, reading and brain development.
“Parents and the educational establishment should, in effect, ‘cordon-off’ the early years of education,” he concludes, “providing a buffer zone where a child’s cognitive and social skills can develop without the distortion that may occur through the premature use of ICT.”
The cause of the furore is the Government’s early years foundation stage, which sets out a detailed learning framework for the under-fives. Everyone who works with young children, be they childminders, play assistants or nursery teachers, will be required to use it from this September. The framework stresses that although children develop at different rates and young children learn by play and exploration, it lists 69 goals that most children should attain by the age of five, and outlines how children must be assessed against them.




Special ed’s costs endanger other programs

The Demarest school district eliminated health insurance for teacher’s aides.
Becton Regional High School canceled the school play.
Ramsey postponed repairs to an athletic field so dangerous that the track team hosted meets in nearby towns.
The reason: skyrocketing special-education bills.
“It’s uncomfortable,” said Ramsey Superintendent Roy Montesano. “You don’t ever want to have it appear that we’re taking away, because we don’t want it to be a fight between general education and special education.”
Districts are under intense financial pressure after five years of flat state funding, rising health-care costs, public despair over sky-high tax bills and a law capping tax increases. At the same time, costs for New Jersey’s neediest special-education students have tripled to $595 million.




Wisconsin Legislature Still Split on Virtual Schools, Autism

As the Legislature heads into the last days of its session, Democrats and Republicans remain far apart on bills that would protect virtual schools and expand health coverage for children with autism.
With the clock running out, nothing may happen this year on those issues. Then again, in the final frantic moments of legislative sessions, surprise compromises can arise, just as one did Thursday on ending the pay of fired Milwaukee police officers charged with serious crimes. Now, those officers continue to receive pay until they exhaust their appeals, which can take years.
The legislative session ends March 13, but lawmakers have not announced any meetings past next week.
The Assembly’s latest meeting – which adjourned just before 5 a.m. Friday – bogged down over the autism bill. Democrats delayed a vote on the bill until Wednesday after Republicans who control the house rewrote it.
The version Senate Democrats passed Tuesday would require insurance companies to cover treatment for autism. Assembly Republicans changed the bill Friday to drop the insurance mandate and instead plow $6 million in state taxpayer money into a state autism program.




LVM Dreams Big

First it was the doors to the classroom that swung open for kids in wheelchairs. Now it’s access to the playground, especially at Elvehjem Elementary School, where there’s boundless enthusiasm for the Boundless Playground project.
The project aims to get students with disabilities playing side by side with the rest of the kids, Shelly Trowbridge, one of the parent organizers of LVM Dreams Big said in a recent interview.
On Friday, local supporters of the project held a chili dinner at the school. It included ceramic bowls made by students and a silent auction with artwork by students and community members. It was the latest in an ambitious series of family-oriented fundraisers that are aimed at building a community as well as a playground.
The nonprofit group (www.playgroundsupport.com) has raised over $81,000 in cash and in-kind contributions toward a goal of $200,000 to build the state’s first barrier-free Boundless Playground next summer on the Elvehjem School grounds. There are about 100 such play structures nationwide, but none in Wisconsin.

MPS chief sees voucher inequities

The rising number of special education students in Milwaukee Public Schools is having a growing financial impact and should be given greater recognition in any comparison of MPS and private schools in the voucher program in the city, MPS Superintendent William Andrekopoulos said in a statement Wednesday.
Andrekopoulos was reacting to research about voucher schools released Monday.
He said concerns about the impact of the voucher program on property taxes in Milwaukee had been verified by the research.
Researchers based at the University of Arkansas said that city property taxes go up for each student who uses a voucher, compared to what would be the case if that student went to MPS, while state income taxes go down, as do property taxes in most of the rest of the state.

A new round of cutbacks by Detroit’s automakers carries a larger message – that America’s manufacturing workers are under new pressure in jobs where labor unions had once been able to command middle-class wages for assembly-line jobs.
The point was punctuated this week as General Motors announced the largest ever annual loss by a maker of automobiles. In a bid to restore profitability, GM said it would offer incentives to convince older, highly paid assembly workers to retire early. Ford and Chrysler are pursuing similar worker buyouts.
The moves signal what some analysts say is an accelerating effort to trim wages and workforces. Essentially, the old Big Three are becoming a much smaller three. The pressures facing Detroit fit a larger pattern. Many US manufacturers are facing rising pressure from foreign rivals. The good news is that US factories are becoming more competitive. The bad news is that the needed streamlining is coming at the expense of American workers.
“Those jobs are going and they’re not coming back,” says Gary Chaison, a labor expert at Clark University in Worcester, Mass. In part, he says, manufacturers see moves such as the job buyouts as “a path for them to become low-cost producers by eliminating the high costs of American labor.”




Looking Back With Retiring Madison Superintendent Art Rainwater

Before he leaves his post as head of the Madison Metropolitan School District, Art Rainwater reflects on the past, present and future of public education for all in a city and a school system that look and feel very different than the ones he was introduced to a decade-and-a-half ago
For an Arkansas native who grew up professionally in Kansas City–and who still looks like he’d be right at home on a Southern high-school football field–it’s hard to imagine Madison schools without Art Rainwater at the helm. The guy’s right up there with Soglin and Alvarez: They hail from somewhere else but if you didn’t know it you’d think they’ve been Madisonians all along.
But just as our collective recollection of his predecessor Cheryl Wilhoyte’s tumultuous term as schools superintendent has faded, so too will our familiarity with the large and at times imposing personality of Rainwater, sixty-five, after he retires in June. What will fade more slowly is the impact he has had on the Madison school district.
While it remains one of the best school districts in America, MMSD faces profound challenges that the next superintendent will inherit from Rainwater, who arrived in Madison almost fourteen years ago to design and implement the district’s first magnet school. He came from the Kansas City, Missouri School District, where he started as a principal in 1987 and finished as special assistant to the superintendent, the number-two position in the district. If Rainwater has seemed comfortable in the eye of the storm, it’s because his career matured amid the extremely difficult and sometimes ugly stress of one of America’s most bitter desegregation battles–a battle that in 1994 looked like it might flare anew.




PTOs’ aid not just in bake sales anymore

Faced with belt-tightening from state and local coffers, Arizona’s public schools are relying more and more on parent-teacher groups to pay for items they say they need, but can’t afford.
No longer content to simply hold bake sales and stand on the sidelines, these parents are taking the lead in raising hundreds of thousands of dollars for items that can directly impact classroom instruction.
Computers and other classroom technology. Rock-climbing walls. Mandarin Chinese lessons. Playground shade structures.
While at some East Valley schools, primarily those in lower-income neighborhoods, principals struggle to even get PTOs off the ground, parents at other more well-off schools use sharp business acumen to help fund what they say are needed educational tools.
“The money just isn’t there. When you look at the way the schools are funded compared to 48 other states in the country, they just don’t have the money,” said Marjorie Desmond, PTO president at Scottsdale’s Cheyenne Traditional School, which raises more than $60,000 annually. “Legislation moves very slowly and the kids grow up very quickly. The parents want to have what’s best for their own kids, and that’s how they make an impact most quickly, is getting involved at the grass-roots level.”

Changing Suburbs: “The Next Slum?”

Strange days are upon the residents of many a suburban cul-de-sac. Once-tidy yards have become overgrown, as the houses they front have gone vacant. Signs of physical and social disorder are spreading.
At Windy Ridge, a recently built starter-home development seven miles northwest of Charlotte, North Carolina, 81 of the community’s 132 small, vinyl-sided houses were in foreclosure as of late last year. Vandals have kicked in doors and stripped the copper wire from vacant houses; drug users and homeless people have furtively moved in. In December, after a stray bullet blasted through her son’s bedroom and into her own, Laurie Talbot, who’d moved to Windy Ridge from New York in 2005, told The Charlotte Observer, “I thought I’d bought a home in Pleasantville. I never imagined in my wildest dreams that stuff like this would happen.”
In the Franklin Reserve neighborhood of Elk Grove, California, south of Sacramento, the houses are nicer than those at Windy Ridge—many once sold for well over $500,000—but the phenomenon is the same. At the height of the boom, 10,000 new homes were built there in just four years. Now many are empty; renters of dubious character occupy others. Graffiti, broken windows, and other markers of decay have multiplied. Susan McDonald, president of the local residents’ association and an executive at a local bank, told the Associated Press, “There’s been gang activity. Things have really been changing, the last few years.”
In the first half of last year, residential burglaries rose by 35 percent and robberies by 58 percent in suburban Lee County, Florida, where one in four houses stands empty. Charlotte’s crime rates have stayed flat overall in recent years—but from 2003 to 2006, in the 10 suburbs of the city that have experienced the highest foreclosure rates, crime rose 33 percent. Civic organizations in some suburbs have begun to mow the lawns around empty houses to keep up the appearance of stability. Police departments are mapping foreclosures in an effort to identify emerging criminal hot spots.

This is an interesting issue to consider, as school districts continue to ponder new edge schools.




A Report on Voucher, Milwaukee Public School Performance

The first full-force examination since 1995 of Milwaukee’s groundbreaking school voucher program has found that students attending private schools through the program aren’t doing much better or worse than students in Milwaukee Public Schools.
The researchers gave a sample of voucher students the same tests given to public school students in Wisconsin and compared the results to those of a scientifically matched group of MPS students. Overall, they found, fourth-grade voucher students scored “somewhat lower” than MPS students but eighth-grade voucher students scored “somewhat higher.”
At all grades, both MPS and voucher students had overall test scores well below the 50th percentile nationally, and generally around the 33rd percentile, meaning they were generally scoring lower than two-thirds of students.
Results for individual voucher schools were not released as part of the study, despite calls from several legislators and others to see the private school results.
The study was conducted by the School Choice Demonstration Project, part of the Department of Education Reform at the University of Arkansas. The main researchers included John Witte, a University of Wisconsin-Madison professor who conducted studies of the Milwaukee voucher program in its early years from 1990 to 1995, before the Legislature dropped the requirement for such studies.

lt is recommended that the Board direct the Administration to: 1) freeze new procedures or guidelines for credit towards graduation for courses taken outside the MMSD until the Administration reports to the Board about whether current MMSD policies need to be updated or changed in view of any technological changes in the law and other opportunities; 2) develop a proposal on either the implementation and communication of the policies and procedures to parents and students for consistency across the District at the levels affected; and 3) have the Administration give the Board the pros and cons of adopting a policy like the one proposed by Dr. Mertz as a draft proposal. It is further recommended that the Administration review all nine of the policies, including the proposed “Guidelines for Coursework Outside the MMSD'” for possible revision, consolidation, or propose a newly created policy.
Attached is Exhibit 1, an amended draft of the policy previously submitted to the Board in a memo from Pamela Nash dated May 4, 2007. The amendments modify the timing of a student’s appiication to take courses outside the MMSD and the response time of the District. This time frame is modeled after the Youth Options time frame.
Also attached to this Memorandum is a copy of a policy proposal previously submitted by Dr. Janet Mertz, Exhibit 2A, and the District’s analysis of that proposal,
Exhibits 2 and 2B. These documents were also submitted to the Board of Education under cover of Dr. Nash’s memo of May 4, 2007. This matter is scheduled to be heard before the Performance and Achievement Committee on February 25, 2008.

The Marketing of High School Sports

If you think high school sports are too slick, too big-time, or too professional, just wait. When this Ohio transplant has his way—and he will—they’re going to get slicker, bigger, and much more pro. Stephenson, the former president of Dave Campbell’s Texas Football, founded Titus Sports Marketing in 2003. The company’s first major deal came a year later, when it sold naming rights for the Tyler Independent School District’s stadium to Trinity Mother Frances Health System for $1.92 million, the largest such contract for a high school ever. In September 2007 Titus also put together the Clash of Champions, a game televised on ESPNU between the best high school football team in Florida, Miami Northwestern, and the best in Texas, Southlake Carroll. Northwestern won the game (hyped as “the biggest game in the history of high school football”) 29—21, but the real winner may have been Stephenson.
Where did you get the idea for Titus?
I knew high schools were looking at ways of maximizing revenue. A lot of districts are looking to give their stadiums a face-lift—to add parking, double the concessions and restrooms, redo the field house. High schools are where colleges were fifteen years ago, and there’s a lot of lost advertising revenue because there’s nobody there to capture it. We’re pioneers. We work with the school district; we sell the assets that they direct us to sell.




Wisconsin “Senate Says Whoa on School Innovation”

The best explanation – I mean the funniest – as to why the state Senate put a poison-pill enrollment cap on virtual schools was from state Sen. Russ Decker, the Weston Democrat who helped do it.
The fault lies with the schools, he says. Just too many parents were opting for them. In growth, “some of those virtual schools are pushing the envelope.”
Leave aside that pushing the envelope – inventing a new way to deliver a good education – is the point. On its face, the sentiment that the schools were growing faster than legally proper is nonsense.
Parents choose virtual schools, in which students are taught at home via daily online lessons, by the same law that allows any parent to send her child to any other public school. This open enrollment law has no upper limit and is now used by 23,000 students statewide. As for virtual schools, which account for 3,300 of those, the law did not limit their growth either until two months ago when a lawsuit by the Wisconsin Education Association Council, the state’s dominant teachers union, hit the jackpot. Decker’s envelope exists solely in his head.
So the Senate, on party lines with the exception of one honorable Democrat, installed one – dictating that for two years, virtual schools can grow no larger. They can inch up to 4,500 students by 2014, but senators also set auditors to studying the program. All this was needed, says Decker, because Gov. Jim Doyle wouldn’t agree to let the schools stay open otherwise.

There is still time to save Wisconsin’s virtual schools, but the clock is ticking after a state Senate vote this week that unwisely capped enrollment and blew up a bipartisan compromise.
In a letter to legislators on the eve of the vote, Gov. Jim Doyle called for a cap on enrollment and recommended a study to determine how well virtual schools were serving students and what their fiscal impact was on existing public schools and property taxes.
The request for a study is sensible enough, but the cap is a solution looking for a problem. And now, despite exceptions for siblings of existing students and for students who signed up during the current open enrollment period, some children may be denied the opportunity to learn in an environment that is best suited to their needs.
Legislation was needed after a state Court of Appeals ruled in December that the Wisconsin Virtual Academy, operated by the Northern Ozaukee School District, was not eligible for state aid. That ruling threatened the existence of all 12 online schools in the state, which serve more than 3,000 students.
The compromise plan was a good one that balanced the need to legalize virtual schools while imposing new standards on them. It had the support of the state Department of Public Instruction.
The Senate vote sends the measure back to the Assembly, where Rep. Brett Davis (R-Oregon) said Thursday he would draft new legislation that includes a financial audit but not a cap. He also planned to send a letter to Doyle inviting the governor or his staff to a hearing on Monday to explain why a cap is necessary.

The Leadership Limbo

In the era of No Child Left Behind, principals are increasingly held accountable for student performance. But are teacher labor agreements giving them enough flexibility to manage effectively? The Leadership Limbo: Teacher Labor Agreements in America’s Fifty Largest School Districts, answers this question and others.
The main findings:

  • Thirty, or more than half, of the 50 districts have labor agreements that are ambiguous. The collective bargaining agreements and the formal board policies in these districts appear to grant leaders substantial leeway to manage assertively, should they so choose.
  • Fifteen of the 50 districts are home to Restrictive or Highly Restrictive labor agreements. Nearly 10 percent of the nation’s African-American K-12 students population attend school in the 15 lowest-scoring districts-making these contracts major barriers to more equal educational opportunity.
  • The study also found that districts with high concentrations of poor and minority students tend to have more restrictive contracts than other districts-another alarming indication of inequity along racial and class lines.

Reaction to the Wisconsin Senate’s Virtual School Bill

The executive director of the Wisconsin Association of School Boards said today that he is disappointed that compromise legislation that would have ensured the survival of the state’s virtual schools seems to be falling apart.
“We had a bipartisan legislation that virtual schools could continue and meet our state standards and now we’re getting into some last-minute politicking and I think that’s very disappointing,” said John Ashley, whose group includes nearly all of the state’s 426 school boards.
“It was a legitimate bipartisan effort that’s unraveling,” he said. “And I think the real effect is going to be on our students. It’s unfortunate to see politics at this stage. I mean we don’t have that much of a (legislative) session left.”
In contrast, the Wisconsin Education Association Council, which brought a lawsuit that now threatens the ability of the state’s virtual charter schools to enroll students statewide and collect taxpayer dollars, released a statement by its president supporting the state Senate’s latest action.

Save the Wisconsin Virtual School Compromise

On the state Senate’s calendar today is a bill that would keep alive the state’s virtual schools by imposing standards on them and making sure funding for the schools continues. On Monday, various groups were in discussions on what form the final bill would take and whether it would be amended to include such items as a cap on the number of students allowed to enroll in the schools.
The Senate should reject such amendments and any attempt to weaken this bipartisan compromise measure that was carefully crafted by Sen. John Lehman (D-Racine), Rep. Brett Davis (R-Oregon) and Sen. Luther Olsen (R-Ripon). It is backed by the state Department of Public Instruction.
Right now, the state has 12 virtual schools that serve more than 3,000 children, according to the Wisconsin Coalition of Virtual School Families. The future of those schools was put in jeopardy after the state Court of Appeals ruled in December that they were not entitled to state aid. The bill put together by Lehman and others would restore that funding by requiring virtual schools to meet specific standards, among them having the same number of hours of instruction per year as traditional classrooms and using certified, licensed teachers.
Virtual schools are a sound alternative for some children, and it’s clear from state test scores that most kids in virtual schools do well. It’s also clear that their parents care passionately about the schools.




Wisconsin’s Budget Deficit Grows to $652,000,000

The state’s projected two-year budget shortfall has doubled to a hefty $652.3 million, the Legislature’s budget office reported today.
The potential deficit, up from last month’s estimates of $300 million to $400 million, represents a much greater challenge for lawmakers and Gov. Jim Doyle as they attempt to balance the state’s books in the face of a looming national recession and falling state tax revenues.
The red splashed across the state’s books also increases the chance that officials might have to cut programs, raise taxes or raid other state funds to cover the shortfall.
The state’s January 2008 report on tax collections — which includes key sales from the holiday retail season — and the forecasts for this month point to “further weakness” in tax revenues, the report from the Legislative Fiscal Bureau found.
That means a $586.5 million projected decrease in state collections and a $34.9 million decrease in interest income and other revenue to state agencies, the report found.

Virtual schools lobby to survive

Following a December appeals court decision that questioned the legality of about a dozen virtual schools in the state, officials with those schools worked hard to convince their students’ families they would remain open until summer.
Now, amid the three-week application period for participation in the state’s open enrollment program, they are trying to convince both current and prospective families that they will be around for at least another year. And they are doing so through a blitz of online open houses, information sessions and advertising hitting all corners of Wisconsin.
“Some of them (parents) are real concerned and some of them don’t seem concerned at all,” said Kurt Bergland, principal of Wisconsin Virtual Academy, a virtual charter school run by the Northern Ozaukee School District. “I guess the proof will be in the pudding when someone actually puts us down on their open enrollment application.”
WIVA is under perhaps more pressure than other virtual charter schools in the state, as the target of a lawsuit filed by the Wisconsin Education Association Council charging it operated in violation of state laws regarding teacher licensure, charter schools and open enrollment. A three-judge panel of the District 2 Court of Appeals in Waukesha issued a decision with statewide implications that sided with WEAC, the state’s largest teachers union.




“Blue Collar Teacher Contracts Work Against the Students”

“I’m probably the only person in the room who was actually at the negotiating table in the mid-1960s when the first collective bargaining laws were being passed.” So said Ray Spear, former superintendent in Coventry and now a member of the Coventry School Committee, addressing the Board of Regents.
Recently, the Regents held a series of public meetings to hear creative ideas about how to prevent teacher strikes in strike-prone Rhode Island. The hearing I attended was packed to the gills with school administrators, school committee members and union officials.
Spear went on to wholeheartedly endorse “the granting of the initial bargaining rights for teachers.” Later, in an interview, he elaborated. “I was sympathetic with teachers because at the time they were not being paid at a scale comparable to other workers. I personally researched what other B.A.-level workers were being paid. Teachers weren’t even close. And they weren’t getting any benefits, no personal leave, maternity leave….”
But now, this elder statesman of the Rhode Island education community told the Regents, “It is my sincere belief that the teacher negotiation process has worn out its welcome and gone far beyond the purpose and intent which it was to serve.”
Currently, Rhode Island’s teachers’ unions are monolithically powerful forces that “fail to regard the needs of students,” according to Spear. These unions protect bad teachers, make a principal’s job nearly impossible, slow or stop educational reforms, and critically, in this fiscal climate, drive the cost of doing business through the roof.
The current problem is the result of flawed thinking back in the 1960s.
Spear was “just a young kid of a superintendent” in Michigan when that state’s collective-bargaining law passed in 1965. “When I sat down at the bargaining table for the first time, their contract proposal looked more like a General Motors contract than an education contract. They’d gone to the automotive industry for advice. Those are the roots of the situation we’re in now.”




City Rainy Day Funds Diverted to San Francisco Schools

With a stormy financial front headed toward San Francisco schools, Mayor Gavin Newsom offered to help the district Friday with $30.6 million from the city’s rainy day fund.
Facing a $40 million shortfall, district officials were preparing for massive layoffs and program cuts – including cutting more than 500 teachers and staff.
“This is perilous,” the mayor said of the potential impact. “This is ominous. This is simply not acceptable.”
Newsom’s proposal must be approved by the Board of Supervisors.
In 2003, city voters passed Proposition G, which required the city save excess revenue during good economic times.
The account now holds about $122 million, with the school district eligible for up to 25 percent of the total if two conditions are met: The school district must be getting less money per pupil from the state when adjusted for inflation, and must be facing significant teacher layoffs.




Analysis of Governor’s 2008-09 California School Budget

Gov. Arnold Schwarzenegger’s proposed budget for 2008–09 has sent shock waves through the education community. He has recommended a $4.8 billion cut for K-14 education, on top of a $400 million reduction for education in the current year. The net effect is about $750 less per student than K-12 education would normally receive or about $18,750 per classroom.
On Jan. 10, Gov. Arnold Schwarzenegger released a proposed budget for 2008–09 that includes cuts for most state programs, but hits education particularly hard. His proposal calls for the suspension of Proposition 98—the state’s minimum funding guarantee for public schools and community colleges—in order to help address a $14.5 billion state budget shortfall. The proposed cuts are the largest ever contemplated for public schools in California. Along with the budget release, the governor declared a fiscal emergency that will affect funding in the current year. Consistent with new regulations approved by voters in Proposition 58, the Legislature is required to act quickly to address the current budget problem.
This brief describes the governor’s proposal and outlines the immediate impacts it is expected to have on California school districts as they complete this school year and plan for the next.




In Support of Wisconsin Virtual Schools

The future of the state’s 12 virtual schools was unclear after the state Court of Appeals ruled in December that they were not entitled to state aid. This bipartisan bill, which is moving through both houses of the Legislature, would impose new standards and ensure that funding continues.
But with Wisconsin schools knee-deep in the open enrollment process and legislative time at a premium, Senate Majority Leader Russ Decker (D-Weston) and Assembly Speaker Mike Huebsch (R-West Salem) must make this bill a priority.
And the state teachers union, which brought the lawsuit that led to the Court of Appeals decision, should resist the impulse to try to force changes to the legislation or derail it.
The bill has not been scheduled for action yet, but the legislators who negotiated the compromise – state Sen. John Lehman (D-Racine), Rep. Brett Davis (R-Oregon) and Sen. Luther Olsen (R-Ripon) – want the measure to be considered as soon as possible.
Among the bill’s provisions: Virtual schools must have the same number of hours of instruction per year as traditional classrooms; must use only certified, licensed teachers to develop lesson plans and to grade assignments; and must make all records available under the state open records law. In addition, the state Department of Public Instruction, which backs the bill, could operate an online academy to advise districts that want to start their own online schools.




Wisconsin Charter Schools Qualify for Grants

Ten new and 40 existing charter schools will share $5.8 million in federal funding awarded by the state Department of Public Instruction after new scrutiny over whether the schools meet federal requirements for what constitutes a charter school.
Omitted from the list of grantees, which the agency plans to release today, is the Waukesha School District’s latest charter school, the Waukesha Engineering Preparatory Academy.
Among those that have received charter school grants are Milwaukee Business High School, Academia de Lenguaje y Bellas Artes (ALBA), Hmong Peace Academy and Humboldt Park Charter School in Milwaukee; Tosa School of Health, Science and Technology in Wauwatosa; and Academy of Learning, 21st Century Skills Model, in West Allis.




Making Better Use of Limited Resources, Part I

Over the past 15 years, WCER’s Consortium for Policy Research in Education (CPRE) has worked to find better ways to allocate education funds and to link them to powerful school-based strategies to boost student learning. This is the second of a four-part series covering highlights from CPRE research. This article covers reallocating dollars at the school level and by educational strategy; documenting best practices in school finance adequacy; and using resources to double student performance.
Reallocating School-Level Funds
The U.S. education system educates only about one-third of the nation’s students to a rigorous proficiency standard. Improving education productivity must be placed onto the policy agenda and the practice agenda, says UW-Madison education professor and CPRE director Allan Odden. The goal of teaching all, or nearly all, students to high standards will require doubling or tripling student academic achievement.
But it’s unlikely that education funding will correspondingly increase, Odden says. To accomplish this goal, schools will need to adopt more powerful educational strategies and, in the process, reallocate funds. CPRE research found many examples of schools that reallocated their resources to improve student performance. From that research CPRE created a dozen case studies of schools—urban, suburban, and rural—that had reallocated resources to use teachers, time, and funds more productively.
Dissatisfied with their students’ performance, these schools redesigned their entire education programs. By reallocating resources and restructuring they transformed themselves into more productive educational organizations. They tended to spend more time on core academic subjects and they often provided lower class sizes for those subjects. They invested more in teacher professional development and provided more effective help for struggling students, including one-to-one tutoring. Subsequent research showed that many, but not all, designs produced higher levels of student achievement than typical schools.




Milwaukee Hiring 200+ Teachers for Reading & Math

Milwaukee Public Schools is hiring more than 200 new teachers and undertaking more than $16 million in new spending for the second semester, with the goals of improving students’ reading and math abilities and improving high school programs.
Frequently using the phrase “a sense of urgency,” Superintendent William Andrekopoulos said this week that the unusual midyear shakeup in the status quo in many MPS schools is causing stresses in some parts of the system and on many adults but will benefit children.
Speaking about a new program to teach reading to older students who are reading poorly, he said: “We’ve done something we haven’t done before, create a sense of urgency around improving children’s reading. . . . Sometimes, if that makes people uncomfortable, so be it.”
The initiatives are clearly stretching the capacity of the system, from the central office, which is scrambling to hire teachers, to individual schools, where sometimes major changes in schedules are being made at midyear and with short deadlines for implementation.
In part because of the new programs, MPS has an unusual number of teaching positions available – 397 such openings were listed on the system’s Web site as of Monday, the most recent update. That equals about 7% of all teaching jobs in the district. Andrekopoulos said that without the new jobs included, the total openings would not be so unusual for this time of year.




Wisconsin Virtual school decision goes statewide

The Wisconsin Court of Appeals has given supporters of the state’s virtual charter schools another reason to hope the Legislature is able to alter state law to save online education.
Yesterday, the publication committee for the appeals court approved publishing a decision by a three-judge appellate panel from Waukesha issued last December. The move means that decision – which found that a virtual school operated by the Northern Ozaukee School District violated several statutes – now applies statewide.
The state Department of Public Instruction has said that it would not distribute aid through open enrollment if the opinion were published. That could mean that school districts like Waukesha and Appleton, which like Northern Ozaukee operate virtual schools with large numbers of open-enrollees, lose out on millions of dollars of state aid.

A Look at Maryland Test Scores after a Significant Increase in Spending

A record $3.3 billion in new local and state school spending during the past five years largely has gone toward the hiring of new teachers, raising salaries and lowering the ratio of students to teachers, according to a new report to the Maryland General Assembly.
At the same time, the number of students passing state reading and math tests has increased in every county.
Those increases have been significant even for minority and special-education students and particularly for students learning English for the first time.
The 2002 legislation behind these increases, known in education circles as Thornton, increased state and local education funding by nearly 50 percent and was designed in part to even the playing field between wealthy and poor school systems.
MGT of America was hired through a $2 million, three-year Maryland State Department of Education contract to find out where all the new money was going and whether it was making a difference. The report released yesterday at the state school board meeting was interim.

Texas School District Challenges State “Robin Hood” Finance System

Protests from this small school district nestled in the Texas Hill Country are reverberating across the state’s school finance landscape.
School board members – backed by parents and local business owners – have decided to say “no” when their payment comes due next month under the state’s “Robin Hood” school funding law.
Wimberley is one of more than 160 high-wealth school districts – including several in the Dallas area – that are required to share their property tax revenue with other districts. But residents here insist that their students will suffer if they turn the money over to the state.
“We’re not going to pay it,” said Gary Pigg, vice president of the Wimberley school board and a small-business owner. “Our teachers are some of the lowest-paid in the area. Our buildings need massive repairs. We keep running a deficit – and they still want us to give money away.
“It’s unconstitutional – and I’m ready to go to jail if I have to.”
Mr. Pigg and the rest of the Wimberley school board voted last fall to withhold the payment of an estimated $3.1 million in local property taxes – one-sixth of the district’s total revenue – that was supposed to be sent to the state under the share-the-wealth school finance law passed in 1993. The law was passed in response to a series of court orders calling for equalized funding among school districts.

Wisconsin’s school finance system takes a similar approach: High property assessement values reduce state aids. Unlike Texas, Wisconsin simply redistributes fewer state tax dollars to Districts with “high” property values, such as Madison. Texas requires Districts to send some of their property tax receipts to the state to be redistributed to other districts. School finance has many complicated aspects, one of which is a “Robin Hood” like provision. Another is “Negative Aid“: If Madison increases spending via referendums, it loses state aid. This situation is referenced in the article:

Regarding the possibility of a tax hike, Mr. York noted that an increase would require voter approval – something that is not likely to happen with residents knowing that a big chunk of their money will be taken by the state.

One of the many ironies in our school finance system is that there is an incentive to grow the tax base, or the annual assessment increases. The politicians can then point to the flat or small growth in the mill rate, rather than the growth in the total tax burden.
Finally, those who strongly advocate for changes in Wisconsin’s school finance system must be ready for unintended consequences, such as reduced funding for “rich” districts, like Madison. Madison’s spending has increased at an average rate of 5.25% over the past 20 years, while enrollment has remained essentially flat (though the student population has changed).




It isn’t smart to cheat our brightest pupils

You don’t need to be an Einstein to know Ohio is cheating its most promising students.
Last week, The Plain Dealer wrote a story about the sorry state of gifted education in Ohio. Consider these facts:

  • 31 states require school districts to provide special services for children identified as gifted. Ohio does not, even though a sixth of its pupils have that classification.
  • Three-fourths of the state’s gifted students receive no special services, according to the Ohio Department of Education. Many of the rest only get partial services.
  • Ohio spends more than $8 billion a year on educating students. But less than 1 percent of that amount – roughly $47 million – goes toward gifted education.

Does this strike you as, well, smart?




At Elite Prep Schools, College-Size Endowments

When Curtis Thomas, a 14-year-old from a poor family living in St. Rose, La., arrived here two years ago to attend Phillips Exeter Academy, he brought little more than a pair of jeans and two shirts. That would hardly do at a 227-year-old prep school where ties are still required for boys in class.
So Curtis’s history teacher, armed with Exeter funds, took him shopping for a new wardrobe.
That outlay was just a tiny fraction of what Exeter spends on its students. With its small classes, computers for students receiving financial aid, lavish sports facilities and more, Exeter devotes an average of $63,500 annually to house and educate each of its 1,000 students. That is far more than the Thomas family could ever afford and well above even the $36,500 in tuition, room and board Exeter charges those paying full price.
As a result, like the best universities to which most of its students aspire, Exeter is relying more and more on its lush endowment to fill the gap.
Despite Exeter’s expanding commitments, which include a new promise to pay the full cost for any student whose family income is less than $75,000, the school’s endowment keeps growing. Last year — fueled by gifts from wealthy alumni and its own successful investments — it crossed the $1 billion mark, up from just over $500 million in 2002.




Cram to Pass Online School Bill

Yes, we are talking about the Wisconsin Legislature, the same group of truants who logged one of the longest and latest budget stalemates in state history last year.
Maybe the Capitol gang is finally learning the importance of punctuality and cooperation.
Let ‘s hope so.
Key lawmakers announced a compromise bill Thursday that will keep open a dozen online schools in Wisconsin. The proposal also seeks to improve the quality of learning delivered via computer to educate more than 3,000 students in their homes.
The state Court of Appeals had put the future of virtual education in jeopardy last month. The District 2 Court in Waukesha ruled that the Wisconsin Virtual Academy, based in suburban Milwaukee, violates state laws controlling teacher certification, charter schools and open enrollment.




Child Tax Credit #3

Regardless of whether one supports a stimulus package, the agreed-upon package by the House leadership and the White House could almost rival AMT in terms of the amount of complexity it adds to the 2008 tax system. Not only do we have the government sending out checks to those who have no income tax liability (thereby requiring some method to reduce their tax liability), the proposal calls for yet another child tax credit. Yes. Make it three child tax credits.
We have the regular child tax credit, which gives everyone $1,000 per child with a floor at zero income tax liability (which is phased-out at $110,000). Then we have the additional child tax credit for those who are hit by that floor, thereby making the child tax credit refundable. But now we have a new child tax credit for $300 per child available to all, which is subject to different phase-out ranges than the current child tax credit. Furthermore, this is in addition to the personal exemption that a tax return gets for each child (which for someone in the 15 percent bracket is worth $525 for 2008) and other credits that are linked to children such as education credits, the credit for child and dependent care expenses, and the Earned Income Tax Credit.
nd if last night’s Republican debate is any guide to the future of child tax credit policy, it may someday be the case that if you have a child, you just won’t have to file a tax return at all. In all seriousness, though, what is the difference between these child tax credits and the government establishing a program called “Paying You to Have Kids” whereby HHS would write out checks to every family, paying each one $2,000 per child?

    Dan Nerad believes it takes a village to educate a child, and after three decades of being a leader in Green Bay’s schools, he’d like to bring his skills here as the Madison district’s next superintendent.
    Nerad, 56, is superintendent of the Green Bay public school system, which has just more than 20,000 students.
    At a third and final public meet-and-greet session for the candidates for Madison school superintendent on Thursday at the Monona Terrace Convention Center, Nerad spoke of his passion for helping students and his philosophies of educational leadership.
    Speaking to a crowd of about 70 community members, Nerad began his brief remarks by quoting Chief Sitting Bull, “Let us put our minds together and see what kind of life we can make for our children.”
    “I believe the ‘us’ must really be us — all of us — working to meet the needs of all children,” he said. Several times during his remarks, he emphasized that education is an investment in work force development, in the community and in the future.
    He also said that he believes it’s a moral commitment.
    Nerad talked about his efforts to create an entire district of leaders, and the importance of a healthy, collaborative culture in the schools. He said he saw diversity as “a strong, strong asset” because it allows kids to learn in an atmosphere that reflects the world they are likely to live in.

Wis. Lawmakers Announce Deal to Keep Virtual Schools Open

Wisconsin lawmakers announced a compromise Thursday that would allow virtual schools to remain open and receive the same amount of state aid.
The breakthrough potentially resolves an emotional debate over online education that has been watched closely in national education circles. A court ruling and a stalemate in the Legislature had threatened to close a dozen Wisconsin schools starting as early as next year.
The compromise rejects a Democratic plan that would have cut the schools’ funding in half, after an outcry from school superintendents and other advocates. Instead, they would continue to get nearly $6,000 for each open-enrollment student.
The plan announced by Democratic and Republican lawmakers at an afternoon news conference also would add new regulations to ensure quality education at the schools. Rep. Brett Davis, R-Oregon, said the state’s dozen virtual schools would be allowed to continue operating with few changes.
“Allowing parents to choose virtual schools helps keep Wisconsin a national leader in education policy,” said Davis, chair of the Assembly education committee.




Wisconsin Governor Doyle on Teacher Pay

It was definitely not one of his spotlighted points, but Gov. Jim Doyle, in his State of the State address this week, said he wants to see the overall pay structure of teachers in Wisconsin improved and he will make proposals in that direction when the next round of the state budget process starts a year from now. From the text released by the governor’s office, here is what Doyle said:
“We need high standards for our students and our teachers, but we have a compensation system that rewards neither. The system is broken. It’s a relic from a political fight a half a generation ago. From Waukesha to Wausau, school districts, parents, and taxpayers have all had enough.




Second Sun Prairie school to use geothermal system

The Sun Prairie School District is set to once again tap into the Earth’s natural body temperature to warm and cool its newest elementary school.
Creekside Elementary, located on the city’s south side, will be the second of three Sun Prairie schools the district plans to heat and cool using a geothermal system.
Geothermal technology has seen “an explosion of growth in the last seven years or so in Wisconsin,” said Manus McDevitt, principal with Sustainable Engineering Group in Madison. “It’s coming to a point now where electricity and gas prices are so high … that really the argument for geothermal becomes stronger and stronger. For school districts it makes a lot of sense.”
The systems can cut schools’ energy use by 10 percent to 40 percent, McDevitt said.




Wisconsin State Tax Receipt Growth Slows from 3% to 1%

Collections of the three most important Wisconsin taxes increased less than 1% in the second half of 2007 – falling far short of the 3% assumed growth needed to cover state expenditures this year and raising fears that deep spending cuts will be necessary.
Preliminary state Department of Revenue totals show the personal and corporate income tax and the sales tax brought in $5.13 billion from July through December, an increase of only 0.8% over the same period in 2006.
Those three taxes account for $9 out of every $10 in general-fund taxes.
Every unexpected 1% drop in collections from those taxes means state government will have $120 million less a year to spend. If tax collections don’t pick up, the shortfall would quickly wipe out the projected $67 million surplus Capitol leaders had hoped for this fiscal year and force reductions across state government.
Democratic Gov. Jim Doyle said he will warn of the economic downturn in his sixth “state of the state” message Wednesday. Many states are facing economic slowdowns, and California must fix a $14.5 billion shortfall, Doyle noted.
In his speech, Doyle said, “I’m going to talk pretty directly that this is a challenge that we have ahead of us, and we have to face up to it. Unless the national economy just totally goes into the tank, this is something we can manage and get through. But it’s going to be pretty tough.”

A reduction in the rate of State tax receipt increases makes it unlikely that there will be meaningful reform in redistributed state tax dollars flowing back to local school districts.




Seattle school parents pressured to pay

It’s time to call attention to a key issue plaguing Seattle Public Schools — class size. Despite public comments from district officials challenging the relevance of class size to academic achievement, every teacher I’ve spoken with has cited large class size as one of the biggest impediments to effective pedagogy.
In 2000, voters approved Initiative 728 by nearly 72 percent. This measure provided state funding to reduce class sizes. But, our state’s piecemeal approach to education funding has proved ineffective. Seven years later, class sizes in Seattle remain high.
The district’s response to underfunded schools has been larger classes and leaner services. Frustrated by inadequate state funding and district allocation of these limited funds, parents who “believe” in public schools are put in the difficult position of having to subsidize them.
Though we’re supposed to pay for enhancements, PTAs routinely “buy down” class size by supporting volunteer and paid-tutor programs so that the adult-student ratio in the classroom can be reduced and teachers are able to work with smaller groups, thus meeting the needs of students at both ends of the spectrum and in-between. At our school, “academic support” makes up roughly 50 percent of our PTA budget.




New Jersey Overhauls School Finance

Over the objections of big-city Democrats and suburban Republicans, Gov. Corzine’s sweeping overhaul of how New Jersey pays for public education passed the Legislature last night.
Corzine and his allies in the Legislature say the measure would more fairly distribute nearly $8 billion in annual state education aid.
The bill would hike this year’s state education funding by 7 percent. Some districts would see an increase of as much as 20 percent, and all would get at least a 2 percent increase.
But urban lawmakers bitterly predicted the bill would harm 31 disadvantaged school districts, including those in Camden, Newark and others that have received tens of millions in extra school aid in recent years.
Republicans, meanwhile, criticized a part of the law that would for the first time allocate a big chunk of state special-education aid based on the relative wealth of communities.
As a result, affluent schools would get less per handicapped student, under the theory that local taxpayers can more easily pick up that cost.
As Corzine pushed to get the bill through yesterday on the last day of the lame-duck legislative sessions, its passage became a cliff-hanger in the Senate.
There, Democratic leaders initially could only muster 20 “yes” votes – one short of a majority – after the chamber’s six African American senators, all Democrats, linked up with Republicans to vote against the measure.

At $6,000 per child that’s about $16 million per year. At $9,000 per child, that’s about $23 million per year. If we kept 332, that would be $2-3 million more per year.
Also, MMSD not only lost students, which has a negative effect on what the district gets under revenue caps, we’ve increased our low-income population, which means that for every dollar the district gets, more of those dollars need to be spent on non-instructional services.
If the district does not consider the economic development implications of its decisions, we’re likely to

  • see more go to school outside MMSD, or
  • for the non-low income students who go to school here increased family dollars will be spent on private aspects of education- lessons, tutoring, etc.

Madison’s population in 2000 was 208,054 and is estimated to be 223,389, according to the census bureau. Madison’s poverty rate is estimated to be 13%, according to the Small Area Estimates Branch [Website].
