2019 Candidate Q&A: Madison School Board, Seat 4

Chris Rickert:

What is the most pressing issue facing the Madison School District and how would you address it?

Blaska: The overly bureaucratic Behavior Education Plan is both symptom and cause. After four years and $15 million, suspensions have declined 15 percent but “behavior incidents” have nearly doubled and the racial disparity remains unmoved. Worse, our district-wide Department of Public Instruction achievement score dropped to 58.2 from 60.6 in 2015-16.

Bryan: The achievement gap in the ability to read. Busing a child in the elementary school so he can sit in class with more intensively trained peers fails to close the gap, as was expected 30 years ago when the paired schools and busing kids away from their home neighborhoods were instituted.

Muldrow: We urgently must change schools into places where students enjoy learning and treat each other with humanity and respect. Currently schools are under-funded, teachers are overworked and students are less than inspired. I would bring innovation and arts every day to our schools promoting better behavior and academic performance.

Civics: Digital Media: What Went Wrong

The digital publishing industry took a big hit in recent days, when more than 1,000 employees were laid off at BuzzFeed, AOL, Yahoo and HuffPost. Vice Media started the process of laying off some 250 workers on Friday, and Mic, a site aimed at younger readers, axed much of its staff two months ago before a competitor bought it in a fire sale. Coupled with recent layoffs at Gannett, the company behind USA Today and other dailies nationwide, the crisis in the digital sphere suggested that the journalism business was damned if it embraced innovation and damned if it didn’t.

The cuts at BuzzFeed were the most alarming. Wasn’t this the company that was supposed to have it all figured out? Didn’t its team of wizards, led by the M.I.T.-trained chief executive, Jonah Peretti, know tricks of the digital trade that lay beyond the imagination of fusty old print publishers?

Chris Hayes, the author and MSNBC anchor, summed up the bleak outlook with a tweet that asked, “What if there is literally no profitable model for digital news?”

The in-the-moment doomsaying was understandable. But look past the gloom, and a complicated narrative emerges that does not lend itself to a one-size-fits-all interpretation of What Went Wrong or a handy forecast of journalism’s future.

The Problem with Relying on Testing When Assessing Students and Teachers

What defines a good school? Nearly every report, comparison or analysis on education labors under the assumption that this can be found in some form of test scores. Ever since No Child Left Behind made its debut in 2001, top-down government-funded education has proceeded from one failed experiment to another. Testing is now almost always the sole way schools are being judged for excellence.

But this reliance on testing is only done because of deeply flawed assumptions being made by politicians and an army of “experts” who have never actually taught children themselves. Dealing with disembodied numbers also makes it much easier for these “experts” to convince others that they know what they are talking about. Currently, the latest fad being imposed from above is Common Core, another guaranteed-to-fail government program which attempts, yet again, to force-feed children into learning what they “need to know.”

Certainly, test scores for truly motivated and older kids can be useful. Testing can help in assessing how well a school has performed for these motivated kids as they reach their later years in high school and as their interests become more defined and focused. But using tests as a useful indicator for the quality of our schools among younger children often only ensures a growing failure in ever getting a child to truly enthusiastically embrace learning. Institutionally-driven tests became a counter-productive instrument of “accountability,” and very often degenerates into full-blown child abuse and is causing an astounding rise in youth suicides.

Keep in mind that it is the needs of the unmotivated, or somewhat unmotivated students, who are hit the hardest with any form of early academic testing. (Also note that using tests to discover true learning disabilities – and not just manufactured ones by a growing army of LD teachers who want more work – are excluded from any of my assertions here.)

Here’s another view of what the research says about Tony Evers’ proposals

Perhaps the most egregious omissions are in the discussion of school funding and its effect on student outcomes. While the author cites one study – not yet peer-reviewed — the preponderance of evidence for decades has suggested little to no impact of per-student funding on educational achievement. This study, and others like it based on court-mandated increases in spending, hinge on the assumption that court-mandated increases in spending are random events when of course they are not. Courts are most likely to act to increase spending in places where there is a public push to improve educational outcomes, or where disparities are so great that legal action is required. None of these situations apply to Wisconsin.

A meta-analysis of about 400 studies by Eric Hanushek of Stanford University finds no relationship between spending and student outcomes. Our research on Wisconsin school districts has found no relationship between student outcomes and spending once important control variables are taken into account. Data points like this ought not to be ignored in the funding discussion.

On the subject of early childhood education, the author says that students enter pre-K more prepared than they otherwise would. However, there is an extremely important caveat here that is not included. While the best research suggests that students do enter kindergarten better prepared, the same research also shows that these effects dissipate rapidly, and even become negative by third grade — meaning students who didn’t have early childhood education were actually performing better by that age. The bottom line is that the preponderance of the evidence is negative on the impacts of pre-K, and to claim that the evidence shows otherwise is a disservice to readers.

When it comes to the achievement gap, the assessment that Wisconsin has some of the largest gaps in the nation is absolutely correct. But Evers’ well-documented anti-school-choice agenda is often at odds with what the evidence suggests can improve outcomes for these students. Particularly for students living in Milwaukee, research shows that private schools in the voucher program and charter schools offer students a better opportunity to succeed academically, graduate, and attend college.

Evers has suggested ending or reducing enrollment in these programs, which would eliminate access to alternatives for many low-income, minority families. Ending programs used by more than 30,000 students is likely to have a far more deleterious effect on minority students than the implementation of softer suspension policies that is suggested in the article, which our research has actually found can have a negative impact on student outcomes.

While running the Wisconsin Department of Public Instruction, Mr. Evers waived thousands of teachers’ required content knowledge tests (Foundations of Reading).

Beijing’s Intensified Control over China’s Higher Education

China Scope:

A Duowei News article put together information about the Chinese Communist Party’s (CCP’s) practices of tightened control over the nation’s higher education.

At the beginning of 2019, for the first time, the Chinese media reported a case of the CCP Central Disciplinary Committee intervening in the personnel appointment at a Chinese university. Observers believe that this is a new signal that the CCP is strengthening its discipline and supervision of its universities. Days later, at a Provincial and Ministerial Leadership Seminar on January 21, 2019, Xi Jinping emphasized ideological risk when talking about the “seven major risks.” The two incidents point to the same group in the population – China’s youth. The article gave a list of CCP actions at China’s universities.

In April 2013, the CCP General Office’s “No. 9 Document,” or Bulletin on Current Ideological Situations, issued a warning that there was an ideological crisis in China’s higher education system.

On August 19, 2013, the China National Propaganda and Ideological Work Conference identified Chinese universities as “important areas and as having forefront positions in ideology.”

Civics Illiteracy….

Purdue President Mitch Daniels, bemoaning the civics literacy of American university students, including those on the West Lafayette campus, on Monday pushed faculty to help come up with a test to guarantee students who graduate can at least pass the same test given to newly naturalized citizens.

“It’s hardly a new issue,” Daniels told the University Senate, a faculty-heavy body that represents various academic departments at Purdue.

“You can make the argument, ‘Shouldn’t this have already been dealt with before students got here?’” Daniels said after his discussion with the University Senate. “As I told the Senate today, yes, it should have. I’d make the argument that it should be solved by middle school.”

Daniels said he didn’t know of other universities with a similar graduation requirement, but he said he was interested in at least knowing students at Purdue had basic knowledge about the American system. Daniels suggested that incoming freshmen would be told about the test the day they arrived on campus for Boiler Gold Rush – the university’s orientation program – and then they would be allowed to take the test any time, whether the next day or four years later, all the way up to the day before graduation.

He said if done right, the test would be over in five or 10 minutes.

How Should We Read the Totalitarian Philosophers?

How should one read and interpret authors whose work has clearly become associated—justly or not—with totalitarianism? In recent years, this debate has included figures like the Marxist historian Erik Hobsbawm, who has received scathing criticism for his soft approach to various communist regimes, and the literary theorist Paul de Man. However, here I will focus on the work of four philosophers whose work provided inspiration to totalitarianism and terror—Jean-Jacques Rousseau, Karl Marx, Friedrich Nietzsche, and Martin Heidegger.

It might seem disconcerting to imply there is a problem with reading such authors. After all, an intellectual work isn’t especially interesting unless it forces us to look critically at sides of ourselves and our societies we have been unwilling to examine—the darker undercurrents of politics and the human psyche. This may be especially true if we wish to combat totalitarian and authoritarian impulses successfully. Looking at those who inspired or supported these movements can give us a better understanding of their appeal. Hannah Arendt remains one of the most probing and articulate analysts of twentieth century totalitarianism, but she never gave in to a prudish dismissal of its intellectual inspirations. This gives her still controversial analyses a considerable depth often lacking in comparable authors; the Origins of Totalitarianism would be a lesser work without her Heideggerian sensitivity to the dangers of modern technocracy and inauthenticity.

Stanford Is Reviewing Faculty Links to Chinese Scientist Who Claims He Made Gene-Edited Babies

Stanford University has started a review of interactions that some faculty members had with He Jiankui, the Chinese scientist who claims to have helped make gene-edited babies.

Several Stanford professors have said they knew or strongly suspected He wanted to try gene editing on embryos intended for pregnancy.

The work has been widely criticized since November, when He revealed the births of twins whose DNA he said he altered to try to help them resist possible future infection with the AIDS virus.

Most scientists think gene editing for reproductive purposes is too risky to be tried yet because of the danger of harming other genes and because the DNA changes may be passed to future generations.

EAGLE School fifth-grader Maya Jadhav takes first place in All-City Spelling Bee

:

Following more than 2½ hours of spelling, EAGLE School fifth-grader Maya Jadhav outlasted last year’s winner of the All-City Spelling Bee to take home the first-place medal Saturday.

Spellers from 44 public and private schools as well as homeschool groups competed in the spelling bee, sponsored by the Wisconsin State Journal, at Madison Area Technical College’s Mitby Theater.

Jadhav, of Fitchburg, daughter of Nitin Jadhav and Terra Theim, will advance to the Badger State Spelling Bee at the same location March 16. The top three spellers from that spelling bee will advance to the Scripps National Spelling Bee in May.

Civics: Police stop people for covering their faces from facial recognition camera then fine man £90 after he protested

Lizzie Dearden:

A man has been fined after refusing to be scanned by controversial facial recognition cameras being trialled by the Metropolitan Police.

The force had put out a statement saying “anyone who declines to be scanned will not necessarily be viewed as suspicious”. However, witnesses said several people were stopped after covering their faces or pulling up hoods.

Campaign group Big Brother Watch said one man had seen placards warning members of the public that automatic facial recognition cameras were filming them from a parked police van.

The impact of color palettes on the prices of paintings

We emphasize that color composition is an important characteristic of a painting. It impacts the auction price of a painting, but it has never been considered in previous studies on art markets. By using Picasso’s paintings and paintings of Color Field Abstract Expressionists sold in Chrisite’s and Sotheby’s auctions in New York between 1998 and 2016, we demonstrate the method to analyze color compositions: How to extract color palettes from a painting image and how to measure color characteristics. We propose two measures: (1) the surface occupied by specific colors, (2) color diversity of a painting composition. Controlling for all conventional painting and sale characteristics, our empirical results find significant evidence of contrastive paintings, i.e., paintings with high diversity of colors, carrying a premium than equivalent artworks which are performed in monochromatic style. In the case of Picasso’s paintings, our econometric analysis shows that some colors are associated with high prices.

Advanced Placement participation grows in Wisconsin

Wisconsin’s 2018 public school graduates took more than 71,000 AP exams while in high school, with 66.4 percent of those exams scoring three or higher on a five-point scale, which resulted in them being eligible for college credit, advance standing or both at many colleges and universities.

Wisconsin’s 2018 graduates who earned scores of three or higher on their AP exams are estimated to save nearly $43 million in college costs.

At Beloit Turner High School, the number of students taking AP classes continues to grow substantially. In 2006-2007, for example, 37 students took AP tests. In 2017-2018, 119 students took the tests.

AP tests taken at Turner grew from 49 in 2006-2007 to 180 in 2017-2018.

The AP participation rate at Turner is higher than the state average, increasing from 9.7 percent in 2006-2007 to 26.4 percent in 2017-2018. The state’s participation rate was 7.8 in 2006-2007 and 16.4 percent in 2017-2018, according to data from Turner Superintendent Dennis McCarthy.

The Vast Re-Education Program of the Superbowl Ads

Therefore, the number one priority of advertisers is making sure that the new mediums built to sustain the next generation of marketing efforts appear as human and natural as possible as they enter the cultural slipstream. The medium is still the message. We are in the midst of a vast re-education program about what it means to live thoroughly digitized lives. Take the ad about the Google assistant’s language translation capabilities. The ad seems to be about the convenience of having a digital assistant translate speech in real-time. The viewer is taken on a visual and linguistic tour of the planet, dropping in on conversations between people of different cultures who overcome the language barrier by asking Google for help.

Visual signifiers like open air markets, women wearing hijabs and exotic nature scenes tell us that we are having a multicultural experience. The narrator speaks gently to the viewer in a vaguely Indian accent about all the kinds of words that are translated in these settings. Words about food, friendship, sports, belief, fear, “Words that can hurt and sometimes divide. But everyday, the most translated words in the world are “how are you,” “thank you,” and “I love you.”

The tinkling piano soundtrack lends an air of humility and heartfelt goodwill between people of different backgrounds. But what is really going on here?

The global fraternal charity bit is at least as old as Coke’s similarly cloying 1971 ad, “I’d Like to Teach the World to Sing” where a band of singers on a hilltop, all with the same glazed expression, sing about the peace and harmony brought about by sharing a Coke. Babel was not built in a day, so Google picks up where Coke left off and continues selling the idea that products have the transcendent ability to resolve deep cultural tensions.

The Google ad is titled “100 Billion Words” because we are told at the beginning of the ad that more than 100 billion words are translated everyday. How do we know this? Because Google has likely captured and analyzed them. The cynical ad copy dangles words—food, friendship and sports—like the piece of meat for the guard dog of the mind. Sure, who doesn’t like those things! It does not matter where you are from or what you believe, we can all agree about the goodness of food and sports.

Meanwhile, the more architectonic work of inculcating the universal language of the new digital medium, namely its binary logic and code, is the real work of the ad. Food and sports work just fine at the human level but the system level has to be made up of something more consistent and uniform like 1’s and 0’s. More importantly, binary language and logic must be embraced as the new natural syntax for human interaction via our omnipresent devices.

Jean Baudrillard hit upon this nearly forty years ago in his seminal treatise, Simulacra and Simulation. Signs no longer reflect a profound reality. Think of the sacraments. Oil, water, bread and wine are signs that bring about profound changes in the soul of the recipient because they are tied to a fundamental reality, God’s saving love for mankind affected through the Incarnation and the created order. In Baudrillard’s view, signs no longer have this sacramental power because they have been detached from the Real, due, in no small part, to the dissembling media environment.

How the Right Learned to Loathe Higher Education

n October 2017, Donald Trump Jr. spoke at a fund-raising event held at AT&T Stadium, in Dallas, intended to raise money for scholarships at the University of North Texas. Despite the stated goal of supporting education, the president’s son used the occasion to lambaste the elitism and pretense of the modern university. Higher education, rather than improving the lives of young people, made them “unemployable” by teaching courses in “zombie studies, underwater basket weaving, and, my personal favorite, tree climbing.” Universities, he argued, offered parents the following deal: “We’ll take $200,000 of your money; in exchange, we’ll train your children to hate our country.”

In his mockery, Trump Jr. echoed one of the more disturbing works of literature to be published in recent years — the 2014 novel Victoria. This strange book (written by William S. Lind, under the pseudonym Thomas Hobbes) fantasizes about the eruption of civil war in the United States, driven by a multicultural politics emanating from academia. By the early 21st century, Lind writes, universities had become expensive “diploma mills crossed with asylums for the politically insane: howling Bluestockings, inventors of ‘Afrocentric history,’ mewling ‘advocates’ for the blind, the botched and the bewildered.” Knife-wielding Christian revolutionaries consequently set upon a faculty meeting at Dartmouth, stabbing 162 “politically correct luminaries” to death as just punishment for their professed “cultural Marxism.”

Generations of conservatives have seen scholars as responsible for corrupting the young and teaching them to hate their countries.

The Brain Exceeds the Most Powerful Computers in Efficiency

A number of thinkers claim that there is an intrinsic difference between the human mind and a machine. John Searle developed a famous argument known as the Chinese Room, which shows that understanding a language is different from looking up constituent characters or words in a reference table. Then there is Thomas Nagel’s famous essay, “What it is like to be a bat?” which argues there is something irreducible about conscious experience, often called qualia, which means that the experience cannot be captured mechanically. Hubert Dreyfus argues that machines cannot replicate human thought because ideas are analogs and are embodied within a broader context.

These arguments point to an inherent difference between the human mind and machines, a qualitative line. But where precisely this line lies is not pinned down. As a result, while the arguments are certainly appealing on an intuitive level and can be persuasive, they lack scientific grounding. They do not result in a hypothesis that can be examined and tested.

Is there is a scientific line between mind and machine? That is, can we measure the difference between what minds and machines can do? Near the end of his life, computer pioneer John von Neumann (1903–1957) began to evaluate the differences. At that point in computer technology, there was a significant difference in processing efficiency.1

The world’s watersheds, mapped in gorgeous detail

These maps are both data-rich and absolutely gorgeous. You’re looking at watershed maps, showing the flow of tributary streams into main rivers, and of those water courses into the sea (or final destinations inland). The streams are shown in the Strahler Stream Order Classification, which uses width to indicate the hierarchy of streams. Watersheds (a.k.a. drainage basins or catchment areas) are grouped together by color.

The maps are the work of Hungarian cartographer Robert Szucs, 33, who combines expertise in GIS with a passion for beautiful maps. “GIS is short for Geographic Information Systems. It’s a collective word for anything using spatial or geographic data — from monitoring changes in forest cover with satellite data to creating crime density maps for the police,” Szucs explains. “In this case, I’ve used GIS to create artistic maps, which is a beautiful hybrid of the artsy and geeky sides of my personality.”

Cory Booker Has a School Choice Problem

The growing militancy of teachers unions and their tendency to make uncontrolled growth of charter schools a primary issue means Booker won’t be able to dodge or finesse the issue much longer. And the way the wind is blowing in Democratic circles was amply illustrated by a recent column from former Chicago mayor — and former Clinton and Obama staffer — Rahm Emanuel, who regretted his long battles with teachers over his advocacy of “education reform,” which often came across as simply union-bashing.

Booker could choose to flatly repudiate his past positions on education policy and take this issue largely off the table for the 2020 primaries. Or he could, as other Democrats have long done, draw a bright line between private-school vouchers and public charter schools, and reject unaccountable charters that exist to make profits. He could even double down on his heresies as a token of independence from Democratic interest groups. But at some point soon he’ll have to make up his mind.

2019 Madison School Board Election: Seat 5 Q&A from the WiSJ

What is the most pressing issue facing the Madison School District and how would you address it?

Mertz: Trust and accountability. Providing our students with the education they deserve requires repairing the collapses of trust within our schools, and between our families and our schools. We need to exercise respect for one another, and work together with honesty and hope. Building trust and accountability require practicing trust.

Mirilli: Schools cannot function or achieve positive outcomes and growth working in silos. We have an opportunity through collaborative work internally and externally to create sustainable change. Promoting teachers’ leadership, striving for racial equity and implementing the Behavior Education Plan are my greatest priorities.

Roe: Top-down directives from all levels keep experienced teachers and principals from doing the job they were hired to do. The Madison School District is a district overloaded with powerful paper-pushers who have little or no experience in actually working with children. The best solution is to offer true school choice

Commentary on Wisconsin Voucher Spending (no mention of total spending….)

“It’s important for districts and taxpayers to understand the effect of open enrollment and the movement of money that occurs there, too,” he said. “Because there are a higher number of kids who open-enroll from public school to public school than receive vouchers through the state.”

Ruddy made the same connection.

“I think the open enrollment program was intended to give parents an opportunity to pick and choose what works best for their families, and in some respects that’s part of what the argument is for the parental choice program too,” Ruddy said. “It’s a mixed bag of things where, you know, it’s hard to argue with providing people the choices that they want.”

Wisconsin taxpayer’s spent $11.5 billion through redistributed state tax dollars during the 2017-2019 budget.

Adult Education Comes of Age

The city of Rochester in southeastern Minnesota is home to just 120,000 residents, but it draws upwards of one million visitors a year. Most of them come to seek medical care at the Mayo Clinic, which employs 34,000 people and anchors the city’s remarkably stable economy.

City leaders have a plan to double Rochester’s population over the next two decades. Ground is being broken on hotels, condo developments, and upscale facilities designed to draw patients and new residents alike. Developers from Abu Dhabi have begun work on the centerpiece of this activity: a million-square-foot mixed-use complex that will open onto the serpentine banks of the Zumbro River.

This unusual level of prosperity is a boon for job seekers, especially those with specialized training, but one segment of Rochester’s populace has been locked out of the economic boom: hundreds of adults who are immigrants or refugees, who didn’t graduate from high school, or who for some other reason lack basic job skills.

Civics: New Totalitarianism

So I’m teaching a course on totalitarianism, right? And I kept thinking how outdated it all is. It’s still important to learn because it’s history but the material feels more antiquated and irrelevant than anything discussed in the course on Cervantes.

The repressive state apparatus that polices people into compliance is no longer needed. At the behest and with the aid of corporate giants people police each other into the kind of ideological compliance that traditional totalitarian regimes could only dream of.

In a recent article, a student at Yale unwittingly mimicks the speech patterns and ideas of her peers in the Stalinist USSR. The difference, though, is that she isn’t living in a police state that is conducting a genocide. She isn’t trying to survive in the midst of Stalinist purges. She isn’t coerced into this stance by the fear of being dragged off to a concentration camp in the middle of the night.

The vigilance that this student proposes to exercise isn’t based on the waning power of the neutered state. The surveillance apparatus she wants to use is corporate. And the ultimate goal is to ensure that corporate interests are never opposed.

The wall-to-wall propaganda that characterizes this new totalitarianism isn’t state-sponsored either. It’s disseminated solely through corporate channels. Traditional politicians are squeezed out by TV and social media stars who represent this new form of power. The complete dependence of their popularity on Twitter and Instagram means they will do absolutely anything to avoid being deplatformed. It’s no longer about courting rich donors to donate to your campaign. Now it’s all about being a funny enough clown that attracts hits and likes to enrich the owners of these platforms.

If you’re a practicing scientist, you probably use statistics to analyze your data. From basic t tests and standard error calculations to Cox proportional hazards models and propensity score matching, we rely on statistics to give answers to scientific problems.

This is unfortunate, because statistical errors are rife.

Statistics Done Wrong is a guide to the most popular statistical errors and slip-ups committed by scientists every day, in the lab and in peer-reviewed journals. Many of the errors are prevalent in vast swaths of the published literature, casting doubt on the findings of thousands of papers. Statistics Done Wrong assumes no prior knowledge of statistics, so you can read it before your first statistics course or after thirty years of scientific practice.

Freedom of Speech Memo

A number of recent events has convinced me that I take the unusual step to state clearly and unambiguously what all of us would take as a given – The University of Alaska acknowledges and espouses the right to freedom of speech.

The recent events I referred to include professors signing a letter to President Clinton urging the preservation of ANWR, the selection of the speaker for the Bartlett lecture series, and the publishing of the poem, “Indian Girls” by Professor Linda McCarriston.

What I want to make clear and unambiguous is that responses to complaints or demands for action regarding constitutionally guaranteed freedoms of speech CANNOT BE QUALIFIED. Attempts to assuage anger or to demonstrate concern by qualifying our support for free speech serve to cloud what must be a clear message. Noting that, for example, “The University supports the right of free speech, but we intend to check into this matter,” or “The University supports the right of free speech, but I have asked Dean X or Provost Y to investigate the circumstances,” is unacceptable. There is nothing to “check into,” nothing “to investigate.”

Students at the University of Texas at San Antonio are rallying behind a professor there after she was suspended a second time allegedly for demanding respectful conduct while in her classroom.

The school suspended biology professor Anita Moss last semester after she called the police on a black student resting her feet on a chair. Moss was known to demand respectful behavior from students in her classroom, including “keeping their feet off chairs, putting away their phones and not talking.”

Though many presumed the incident was racially charged, a school investigation determined race was not a factor in Moss calling the police.

Now the school has suspended Moss again. The student newspaper The Paisano reported that Moss was yanked from the classroom due to “a new concern regarding classroom management.”

Reached for comment via email, campus spokesman Joe Izbrand provided The College Fix with a statement from Vice President for Academic Affairs Kimberly Epsy: “A preliminary inquiry revealed that despite persistent and substantive intervention, there remain persistent concerns with Dr. Moss’ classroom management that warrant her relief from all instructional responsibilities at this time.”

There’s no good reason to trust blockchain technology

First, a caveat. By blockchain, I mean something very specific: the data structures and protocols that make up a public blockchain. These have three essential elements. The first is a distributed (as in multiple copies) but centralized (as in there’s only one) ledger, which is a way of recording what happened and in what order. This ledger is public, meaning that anyone can read it, and immutable, meaning that no one can change what happened in the past.

The second element is the consensus algorithm, which is a way to ensure all the copies of the ledger are the same. This is generally called mining; a critical part of the system is that anyone can participate. It is also distributed, meaning that you don’t have to trust any particular node in the consensus network. It can also be extremely expensive, both in data storage and in the energy required to maintain it. Bitcoin has the most expensive consensus algorithm the world has ever seen, by far.

Finally, the third element is the currency. This is some sort of digital token that has value and is publicly traded. Currency is a necessary element of a blockchain to align the incentives of everyone involved. Transactions involving these tokens are stored on the ledger.

While we’re obsessed with white people in blackface the nation’s schools are killing black minds

Are we more harmed by black paint on a white face, or the fact that black rates of high school dropouts is double that of whites and college completion for LatinX and black students lags far behind whites?

You will ask why must you choose? Both are bad. These simple binaries aren’t instructive in any way.

“I can do both,” you’ll say, meaning you can be outraged by examples of racism and address the miseducation of black children.

I call your bluff. Yes, you can do both, but you don’t. Searching your social media reads like a clanging gong of outrage-by-the-minute stories that are here today, gone tomorrow. Your intellectual consumption is mostly empty calories.

As much as people say they call out both incidents of petty racism and America’s education tragedy, they don’t.

I understand why they publicly and privately challenge me for grinding on this unreasonable point about prioritizing the education failure that I see as smothering our children over the sheep rush toward each angering news item of the day. I understand, but I won’t relent. The easiest way to disable an intelligent person is to confuse his ability to differentiate between things that matter and those things that seem to matter but don’t.

Where is your social media post about the objectionable statewide test scores of public schools across every state?

Surely the fact that more black children are on track for economic alienation than self-sufficiency warrants as much fury as the kid with the #MAGA hat staring like a soulless psychopath at the Native American elder.

Where is your Facebook post about the 4.5 million children Congress discovered were sexually abused by staff in public schools?

Civics: Bad judgment in Racine: City attorney and judge kept routine public records secret

This led to a determination that the vast majority of case records must be made public, as they should have been all along.

As the Journal Times reported, the released invoices show Racine taxpayers have shelled out nearly $18,000 to fund Letteney’s crusade against Weidner. This went to pay two attorneys $350 and $205 an hour, respectively, for about 68 hours of work. Weidner’s attorney, Terry Rose, deemed these fees “excessive in light of the issues involved,” noting that his defense of Weidner, at $300 an hour, came to less than $3,500.

Let us be clear about what has happened. City Attorney Letteney, with Judge Gasiorkiewicz’s help, has wasted many thousands of taxpayer dollars to embrace a shocking level of official secrecy. Weidner and media organizations have, at their own expense, pushed back against this, and thus far prevailed.

But the wrong that has been done here has not yet been righted. There ought to be consequences for the bad judgment shown by Letteney and Gasiorkiewicz, as well as by Racine Mayor Cory Mason — who, as far as I can tell, has sat on his hands as this outrage has played out in his city.

“We know best”.

Expanded tax-credit scholarship would help more kids succeed (K-12)

I am not your typical parent who pays out of pocket for private-school tuition.

I am a single mother of three. I drive a garbage truck for the City of Orlando. It works me to the bone, and I often put in more than 50 or 60 hours a week. But I do it in order to send my two youngest sons to Miracle Grace Academy.

We live paycheck to paycheck, and sometimes I have to choose between buying food and paying tuition.

I picked a private school because Zion and Jadyn were struggling so much in their public school last year. But I am very pro-public schools. My oldest, Kymontae, is doing well in his magnet school.

When my youngest sons were bringing home D’s and F’s; when Zion had a substitute teacher for his entire second-grade year and fell way behind; when Jadyn was bullied in kindergarten by the bigger kids in his K-8 school and was afraid of having his lunch money taken every day … well, as a mother, I just had to take action.

I found Miracle Grace Academy in Orlando, and knew immediately it was the right place for my boys. We applied for the Florida Tax Credit scholarship, but sadly we were left on the waiting list.

Madison has long tolerated disastrous reading results. This despite spending far more than most.

What Statistics Can’t Tell Us in the Fight over Affirmative Action at Harvard

Yet setting aside legacies and athletes, Asian American applicants are still admitted at lower rates than whites with comparable academic and extracurricular records.

This remaining disparity largely boils down to admissions decisions based on personality, geography, and family. Harvard assesses the “personal” qualities of applicants on a scale from 1 to 6 (“outstanding” to “worrisome”), and on this dimension Asian Americans are rated lower on average than whites. Harvard officials describe “personal quality” as “a subjective determination of a combination of many, many factors,” including “perhaps likability, [and] character traits, such as integrity, helpfulness, courage, kindness.” The university likewise considers where applicants live and their parents’ occupations. Harvard may, for example, favor students from rural communities and disfavor the children of engineers.

Adjusting and Over-Adjusting for Differences

In many studies of discrimination, race-based or otherwise, an apparent disparity disappears once one accounts for other factors. In Harvard’s case, the gap in admissions rates between Asian Americans and whites largely vanishes after adjusting for differences in legacy status, athleticism, personal ratings, geography, and parental occupation.

Even if a variable helps to explain away a disparity between groups, that variable may itself be the product of discrimination.

In assessing whether Harvard intentionally discriminates against Asian applicants, a key question, then, is whether the factors the university uses to guide admissions decisions are themselves appropriate. If personal ratings were awarded in racially discriminatory ways, it would be inappropriate to appeal to them to explain disparities in admissions. Likewise, if personal ratings bear little relation to legitimate educational goals, then differences in admissions rate should not be justified by differences in the ratings.

This statistical issue—where controlling for illegitimate factors masks evidence of discrimination—is an instance of what is sometimes called “included-variable bias” (as opposed to the inverse problem of “omitted-variable bias,” which entails leaving out variables that ought to be included). In our own research on stop-and-frisk policing, we find that one can underestimate racial bias by improperly controlling for factors such as an officer’s judgment about whether a suspect is behaving “furtively,” since such judgments are often related more to race than risk.

Hundreds of Bounty Hunters Had Access to AT&T, T-Mobile, and Sprint Customer Location Data for Years

In January, Motherboard revealed that AT&T, T-Mobile, and Sprint were selling their customers’ real-time location data, which trickled down through a complex network of companies until eventually ending up in the hands of at least one bounty hunter. Motherboard was also able to purchase the real-time location of a T-Mobile phone on the black market from a bounty hunter source for $300. In response, telecom companies said that this abuse was a fringe case.

In reality, it was far from an isolated incident.

Around 250 bounty hunters and related businesses had access to AT&T, T-Mobile, and Sprint customer location data, with one bail bond firm using the phone location service more than 18,000 times, and others using it thousands or tens of thousands of times, according to internal documents obtained by Motherboard from a company called CerCareOne, a now-defunct location data seller that operated until 2017. The documents list not only the companies that had access to the data, but specific phone numbers that were pinged by those companies.

In some cases, the data sold is more sensitive than that offered by the service used by Motherboard last month, which estimated a location based on the cell phone towers that a phone connected to. CerCareOne sold cell phone tower data, but also sold highly sensitive and accurate GPS data to bounty hunters; an unprecedented move that means users could locate someone so accurately so as to see where they are inside a building. This company operated in near-total secrecy for over 5 years by making its customers agree to “keep the existence of CerCareOne.com confidential,” according to a terms of use document obtained by Motherboard.

Some of these bounty hunters then resold location data to those unauthorized to handle it, according to two independent sources familiar with CerCareOne’s operations.

Wisconsin DPI loses an open records court round

In November, DPI provided some records but declined to fulfill parts of the request because it said WILL’s request wasn’t specific enough and was too burdensome, according to the lawsuit. WILL filed a narrower request in December but has not received additional records.

The lawsuit could be just one stage in a protracted fight. WILL believes DPI must get the approval of lawmakers to implement the Every Student Succeeds Act and believes the records it is seeking will show whether DPI has exceeded its authority.

“DPI has maliciously delayed responding to WILL’s record requests in order to mask the department’s illegal activities,” WILL attorney Thomas Kamenick wrote in the lawsuit.

WILL also took issue with DPI providing schools with reports this week that it said could not be made public until March 5. “No information is to be shared with anyone in the public until that date,” according to a DPI notification to schools.

K-12 Governance Diversity: the 2019 Madison School Board Election, Parental Choice and our long term, disastrous reading results

Endorsements in this month’s School Board primary from the influential Madison teachers union include one for a candidate who sends her two children to the kind of charter school strongly opposed by the union.

Madison Teachers Inc. this week endorsed Ali Muldrow over David Blaska, Laila Borokhim and Albert Bryan for Seat 4; Cris Carusi over Kaleem Caire for Seat 3; and incumbent TJ Mertz and Ananda Mirilli over Amos Roe for Seat 5.

Muldrow was among a group of parents and other advocates for Isthmus Montessori Academy when it sought to become a district-authorized charter school in 2017, after first opening as a private school in 2012.

The School Board voted down that plan 4-3, and Isthmus Montessori Academy pursued and won a charter through the University of Wisconsin System Office of Educational Opportunity. It converted to a tuition-free, state-supported independent charter in 2018. Muldrow’s children continue to attend the school.

MTI executive director Doug Keillor said the decision to endorse Muldrow “was based on numerous factors important to Madison educators and was not dependent exclusively on the school that her children attend.”

Former Madison School Board member Ed Hughes:

“The notion that parents inherently know what school is best for their kids is an example of conservative magical thinking.”; “For whatever reason, parents as a group tend to undervalue the benefits of diversity in the public schools….”

If we don’t reach our benchmarks in five years, they can shut us down”. There is no public school in Madison that has closed because only 7 to 9% of black children have been reading at grade level for the last 20 to 30 years”.

Children who are not proficient readers by fourth grade are four times more likely to drop out of school. Additionally, two-thirds of them will end up in prison or on welfare.

Though these dismal trajectories are well known, Madison School District’s reading scores for minority students remain unconscionably low and flat. According to the most recent data from 2017-18, fewer than 9 percent of black and fewer than 20 percent of Hispanic fourth graders were reading proficiently. Year after year, we fail these students in the most basic of our responsibilities to them: teaching them how to read.

Much is known about the process of learning to read, but a huge gap is between that knowledge and what is practiced in our schools. The Madison School District needs a science-based literacy curriculum overseen by licensed reading professionals who understand the cognitive processes that underlie learning how to read.

In March 2016, Cheatham said that it was her intent to make OEO “obsolete — that our schools will be serving students so well that there isn’t a need.”

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Google now pays more money in EU fines than it pays in taxes

And the company also took the time to separate out “European Commission fines” in its consolidated statements of income in the company’s accounts. These increased from $2.7 billion in 2017 to $5.1 billion in 2018, with a further €50 million already set to be added to the bill for its first quarter and 2019 accounts, thanks to French data protection authority CNIL.

That fine compares to a provision for income taxes of just $4.2 billion for 2018, or 12 per cent of its pre-tax income.

Net income for the full year increased by a 143 per cent from $12.67 billion to $30.74 billion thanks largely to a radically lower provision for income taxes – down from $14.5 billion to just $4.2 billion.

The company attributed this tax boost down to the US Tax Act of 2017, which had depressed net income in 2017. This had “resulted in additional tax expense of $9.9 billion in the fourth quarter of 2017, primarily due to the one-time transition tax on accumulated foreign subsidiary earnings and deferred tax effects”, the company claimed in its earnings release [PDF].

The US remains the company’s largest market, accounting for 47 per cent of the company’s total turnover, while EMA is Alphabet’s second largest market, accounting for 31.4 per cent of the company’s fourth quarter revenues.

And, despite big spending on ‘moon shots’ and other research and development efforts, the company remains overwhelmingly dependent on Google and the market for online advertising for the lion’s share of its revenues. Indeed, Google accounted for all but $595 million of the company’s $136.8 billion in annual revenues.

Many taxpayer supported K-12 school districts, including Madison, use Google services.

We extend research on re-reading to re-watching – an emerging mnemonic technique given the increased use of recorded lectures today (e.g., in online courses). Consistent with findings from recent investigations of re-reading, there were no benefits of massed re-watching on memory for lecture material and re-watching increased rates of mind wandering. ‘It will take off like a wildfire’: The unique dangers of the Washington state measles outbreak

Amber Gorrow is afraid to leave her house with her infant son because she lives at the epicenter of Washington state’s worst measles outbreak in more than two decades. Born eight weeks ago, Leon is too young to get his first measles shot, putting him at risk for the highly contagious respiratory virus, which can be fatal in small children.

Gorrow also lives in a community where she said being anti-vaccine is as acceptable as being vegan or going gluten free. Almost a quarter of kids in Clark County, Wash., a suburb of Portland, Ore., go to school without measles, mumps and rubella immunizations, and Washington Gov. Jay Inslee (D) recently declared a state of emergency amid concern that things could rapidly spin out of control.

Measles outbreaks have sprung up in nine other states this winter, but officials are particularly alarmed about the one in Clark County because of its potential to go very big, very quickly.

The Pacific Northwest is home to some of the nation’s most vocal and organized anti-vaccination activists. That movement has helped drive down child immunizations in Washington, as well as in neighboring Oregon and Idaho, to some of the lowest rates in the country, with as many as 10.5 percent of kindergartners statewide in Idaho unvaccinated for measles. That is almost double the median rate nationally.

Lionel Trilling: the genre of discourse

Trilling belonged to perhaps the last generation of academics who believed that they had something of general social importance to communicate, and who really did have such an influence. By contrast, it might be thought that never did literary criticism have less of interest to say to the world beyond the academy than it does today. Trilling, in his time an influential social and cultural commentator, appears to be as forgotten as F. R. Leavis is in Britain. Both were still, just about, on my reading lists as an undergraduate forty years ago; but now? In a second-hand bookshop recently, I came across several of Leavis’s books, on the flyleaf of which the bookseller had penciled “Of historical interest.” I suppose that was meant to be charitable. Is Trilling, also, merely of historical interest?

Commentary on a 2019 Madison School Board Candidate Forum

The occasion was a school board candidate forum. An organization named GRUMPS sponsored it. It stands for GRandparents United for Madison Public Schools. Its major domos are former school board members Nan Brien, Anne Arnesen, Barbara Arnold, Arlene Silviera, and Carol Carstensen. We also encountered former board guys Bill Keyes, Bill Clingan, and Ed Hughes Tuesday at the venue, Christ Presbyterian Church on E. Gorham St. All are good liberals and — in today’s identity politics-riven world — white as Wonder Bread.

This is the teachers union-first cabal that voted down Kaleem Caire’s proposed Madison Prep Academy charter school eight years ago. Because, you must understand, protecting the public school monopoly takes precedence over closing the academic achievement gap. Then and now. GRumps is death on school choice, death on vouchers, death on “non-instrumentality” charter schools formed within the district. Which forced Mr. Caire to go to Governor Walker to start his One City Learning Center.

Despite their hegemony over Madison’s public schools these last 20 years, they assume no responsibility for its endemic racial achievement gap. (See my website at BlaskaForSaferSchools.)

This top-down, command-and-control philosophy — so Madison! — informed GRumps questions.

Have you stopped beating your wife?

The nine active candidates were asked if they supported informing Madison residents through their tax bill of how much state money is lost to private, usually religious, voucher schools. A clever and insidious propagandizing, that. Yes or No.

No explanation accepted at this forum. No caveat that every student in Wisconsin gets a share of state dollars and that those dollars follow the student. It’s called “choice” for a reason. No exposition on the fact that the parents of 28,000 largely minority and “economically disadvantaged” students in Milwaukee have chosen hope over the failed public schools there.

Madison’s current public school system is broken

I have been teaching children ages 7-18 for about 35 years. Based on this experience, I think that the MMSD has lost its mind.

MMSD currently promotes an aggressive victimization mentality toward children of color. I think this serves as cover for its institutional hostility to opening up real educational alternatives. Two challengers in this year’s MMSD Board race for seats 4 and 5 are unwittingly buying into this game. MMSD kids are told, from the time that they first enter this system, that they are victims due to their skin color.

My own approach in working with children is the opposite. My first priority is to teach kids more self-confidence. It doesn’t matter what color of skin you have, or if you were born with a disability. If you view yourself as a victim, you become a victim. I think identity politics is child abuse on a mass scale. Proponents of identity politics want children to be reduced to the color of their skin. Not proud of who they are as individuals, who have taken initiative in the face of challenges and are overcoming them, but to view themselves primarily by their skin color. Intelligent kids know this is pandering. Growing up like this is profoundly demoralizing and exhausting. This is certainly not what Martin Luther King was about.

This racism offers remarkable levels of hypocrisy. Consider Sherman Middle School. For the last three years, Superintendent Jen Cheatham and the MMSD Board were perfectly happy to grind up what used to be a well-functioning school serving a large percentage of minority children, run by a beloved principal, into a hellhole of chaos, violence and disorder.

This was due to the hiring of a totally incompetent principal by our superintendent. Over 30 percent of the staff ended up leaving over the last three years, while our superintendent continued to coddle and excuse this principal, simply because her skin had the color she wanted. Children, with skin that had similar shades of the same color, were deemed expendable by her on a wholesale level. A veteran teacher of 16 years, beloved by her students and staff, finally blew the whistle when she resigned. That publicity forced the principal to also quit within a week. To understand the depth of this madness, you must read Karen Vieth’s “Why I’m Closing the Door on MMSD” and responding comments.

Failing to identify and help poor and minority students isn’t just unfair. It also hurts growth.

These are just anecdotes, but the data tell a similar story. In 2005, Florida’s Broward County began administering a test to all second graders to identify gifted and talented students. The number of black and Hispanic students in those classes both promptly tripled, and those minority students performed very well in the gifted programs. When the testing regimen was ended in 2010 due to budget cuts, the racial disparities re-emerged. Broward’s episode suggests that American institutions are bad at identifying talent, especially among minority students.

Broward’s experience is far from unique. Looking at 11 states that started requiring (and paying for) high school students to take the ACT or SAT tests since 2001, economist Joshua Hyman found that large numbers of poor students scored as college-ready who otherwise would not even have taken the tests. This hidden talent increased the pool of college-ready poor students by 50 percent. Other papers found that mandatory testing increased college enrollment rates among disadvantaged students.

This research shows that there is lots of talent that the traditional U.S. education system fails to discover. It also demonstrates that universal standardized testing is one way to find and encourage that talent. For many years, opponents have railed against standardized testing, claiming that tests are biased against poor and minority students. But whether that’s true or not, testing seems much less biased than the education system itself.

But testing alone won’t solve the problem of finding neglected American talent. Data from a 2005 report by the National Center for Education Statistics reveals that low-scoring students from high-income families are more likely to complete college than high-scoring students from low-income families:

They’re all rich white kids, and they’ll do just fine – NOT!”

Meet The Kenyan Engineer Who Created Gloves That Turn Sign Language Into Audible Speech

Twenty-five-year-old Kenyan engineer and innovator, Roy Allela, has created a set of gloves that will ultimately allow better communication between those who are deaf and those who are hearing yet may not necessarily know sign language. The Sign-IO gloves in essence translate signed hand movements into audible speech.

Allela’s gloves feature sensors located on each finger that detect the positioning of each finger, including how much each finger will bend into a given position. The glove connects via Bluetooth to an Android phone which then will leverage use the text-to-speech function to provide translated speech to the hand gestures of a person signing.

The inspiration behind the Sign-IO gloves comes from the personal experience of having a young niece who is deaf. He nor his family knows sign language and often struggled to adequately and consistently communicate with her. “My niece wears the gloves, pairs them with her phone or mine, then starts signing. I’m able to understand what she’s saying,” Allela shared in an interview with The Guardian.

Roughly a third of the content published by Bloomberg News uses some form of automated technology. The system used by the company, Cyborg, is able to assist reporters in churning out thousands of articles on company earnings reports each quarter.

The program can dissect a financial report the moment it appears and spit out an immediate news story that includes the most pertinent facts and figures. And unlike business reporters, who find working on that kind of thing a snooze, it does so without complaint.

Untiring and accurate, Cyborg helps Bloomberg in its race against Reuters, its main rival in the field of quick-twitch business financial journalism, as well as giving it a fighting chance against a more recent player in the information race, hedge funds, which use artificial intelligence to serve their clients fresh facts.

Death of the private self: how fifteen years of Facebook changed the human condition

Thefacebook is an online directory that connects people through social networks at colleges. We have opened up Thefacebook for popular consumption at Harvard University. You can use Thefacebook to: search for people at your school; find out who are [sic] in your classes; look up your friends’ friends; see a visualization of your social network.”

On 4 February 2004, this rather clunky announcement launched an invention conceived in the dorm room of a Harvard student called Mark Zuckerberg, and intended to be an improvement on the so-called face books that US universities traditionally used to collect photos and basic information about their students. From the vantage point of 2019, Thefacebook – as it was then known – looks familiar, but also strange. Pages were coloured that now familiar shade of blue, and “friends” were obviously a central element of what was displayed. However, there was little on show from the wider world: the only photos were people’s profile pictures, and there was no ever-changing news feed.

Everything on offer was centred on the lives of students: first at Harvard, then at Columbia, Stanford and Yale. On the face of it, the focus was campus dating and a feature whereby users could send each other “pokes”, whose meaning was open to interpretation, thus increasing the fun.

Very quickly, though, something else happened. By the autumn of 2005, 85% of US college students were using the site with 60% of students visiting it daily. As they immersed themselves, Thefacebook tapped into the fierce social competitiveness that the US education system seems to be built on. As David Kirkpatrick’s definitive history The Facebook Effect explains, users of the new site began to fixate on perfecting the details of their profile, not just to date, but to make themselves more attractive as potential friends. This came down to a handful of imperatives: “Find exactly the right profile picture. Change it regularly. Consider carefully how you describe your interests.”

Year after year, we fail these students in the most basic of our responsibilities to them: teaching them how to read.

Much is known about the process of learning to read, but a huge gap is between that knowledge and what is practiced in our schools. The Madison School District needs a science-based literacy curriculum overseen by licensed reading professionals who understand the cognitive processes that underlie learning how to read.

In March 2016, Cheatham said that it was her intent to make OEO “obsolete — that our schools will be serving students so well that there isn’t a need.”

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

2006: “They’re all Rich White Kids, and they’ll do just fine, NOT!”

2009: An emphasis on adult employment.

2013: What will be different, this time?

The Wisconsin Department of Public Instruction, lead by Governor Elect, Tony Evers, has waived Massachusetts’ style elementary teacher content knowledge requirements for thousands of teachers.

Meet the ‘crazy’ moms saying one of Pa.’s top-rated school districts can’t teach reading

The small parent rebellion forming in one of Pennsylvania’s wealthiest school districts began at a Starbucks in suburban Chester County.

Over coffee, three moms — Kate Mayer, Jamie Lynch, and Wendy Brooks — swapped stories about how their kids struggled to read as they moved through the Tredyffrin/Easttown school district, located about 30 minutes west of Philadelphia on the Main Line.

They decided to start a local awareness campaign, beginning with an event where they passed out flyers and donuts to teachers. It seemed as benign as a bake sale.

That was a little less than two years ago.

Today, their group, “Everyone Reads T/E,” pushes a more subversive idea: that their acclaimed district doesn’t know how to teach reading. They’ve rallied a growing group of parents around this notion, and joined a national effort.

Advocating status quo, non diverse K-12 Madison Schools Governance

Negassi Tesfamichael:

MTI cited Carusi’s opposition to voucher and independent charter schools in its endorsement.

“Carusi is opposed to vouchers and independent charter schools and strongly believes that we need to continuously work to improve our public schools, rather than support alternatives,” MTI’s endorsement said.

Caire’s One City Schools, which expanded from One City Early Learning Center, is one of the state’s first 4K and kindergarten charter options authorized by the University of Wisconsin’s Office of Educational Opportunity.

Caire said in his MTI questionnaire that he supports public charter schools “but only those that have produced higher levels of student outcomes and attainment, or that (are) designed to meet a particular need that traditional public schools either struggle with or do not offer.”

An Evaluation of the Impact of Restorative Practices in a Mid-Sized Urban School District

Across the country, school districts, their stakeholders, and policymakers have become increasingly concerned about suspensions, particularly about suspending students from elementary school and disproportionately suspending ethnic/racial minority students. Suspended students are less likely to graduate, possibly because they miss the instructional time they need to advance academically. Restorative practices have gained buy-in in the education community as a strategy to reduce suspension rates. Proactively improving relationships among students and staff and building a sense of community in classrooms and schools may make students less inclined to misbehave. And addressing severe misbehavior through a restorative approach may help students realize the impacts of their actions and make them less likely to offend again.

K-12 Tax & Spending Climate: Why the various plans to get the rich to pay more taxes won’t be as popular as the Democrats think

A lot of people resent the wealthy, especially lately, and according to polls they like some of the latest plans to take away the money of the rich. Maybe so. But most people still admire the wealthy, especially if they got that way by working hard, and that’s why I think these plans will turn out to be less popular than Democrats now believe.

At least in the U.S., most envy is local, and not directed at the super-rich. When it comes to income inequality — and unequal outcomes more generally — people tend to worry about their high-school classmates, their in-laws, their neighbors and their colleague down the hall, who perhaps received a bigger raise or a nicer office. Those are the resentments that turn into true grudges, not the wealth gap between you and Bill Gates.

This is only human nature, and it has been remarked upon at least since Adam Smith; it is harder for distant people and events to shake our emotional core. If you were worried about the emotional impact of inequality, for example, you might wish to start not with changes to the tax code but by stopping people from putting photographs of their vacations on social media. (I am not, just to be clear, suggesting this.)

Universities can shape their students for life – in more ways than one.

As universities never tire of pointing out, education is more than the mere transmission of knowledge. It is about formation. Professors and administrators all impressed this upon me often during my years as an undergraduate and later at seminary. At Baylor, a Baptist institution, this took the form of weekly chapel services and university-sponsored mission trips. At Duke Divinity School, students gathered regularly in “spiritual formation groups.” Formation at both institutions meant not just studying but developing habits, disciplining desires, and living in a community of supportive people in order to foster a particular character.

It worked. My university studies made me who I am by shaping how I approach not only my pastoral work but also politics, economics, race, gender, sexuality, and society.

Yet my university experiences also formed me in other, less obvious ways. They made me into a person whose life choices – from which job to take, to how many children to have – are in large part determined by my student debts.

We don’t often talk of the formative nature of debt in the same way we do in regard to other educational experiences. But just as education is about more than funneling information into students’ brains, indebtedness is about more than the transfer of money. Universities rarely address the aspect of higher education that may most powerfully shape students’ futures: the debt they take on to finance it.

For now, the work is confined to a laboratory. But the research, if successful, would mark another step toward turning CRISPR, a powerful form of gene editing, into a tool for medical treatment.

A Chinese scientist sparked international outrage in November when he announced that he had used the same technique to create the world’s first gene-edited human babies. He said his goal was to protect them from infection with HIV, a claim that was criticized because there are safe, effective and far less controversial ways of achieving that goal.

In contrast, Dieter Egli, a developmental biologist at Columbia University, says he is conducting his experiments “for research purposes.” He wants to determine whether CRISPR can safely repair mutations in human embryos to prevent genetic diseases from being passed down for generations.

So far, Egli has stopped any modified embryos from developing beyond one day so he can study them.

Controversial Bill in West Virginia Would End Practice of Paying Teachers During Strike

Public education employees are up in arms again in West Virginia, this time over SB 451, a pay raise bill that also contains numerous provisions that are anathema to teacher unions – charter schools, education savings accounts and annual reauthorization of dues deductions. There is a lot of speculation that if the bill passes in its current state, teachers will again walk out as they did last winter.

The West Virginia strike of 2018 is credited with launching the wave of teacher job actions across the country. Often missing from accounts of the strike is the role played by the 55 county superintendents, who as a group closed all of the state’s schools.

This action not only ensured teachers couldn’t go to work even if they wanted to, but that the walkout days would be treated the same as snow days – meaning teachers wouldn’t lose any pay for striking.

Ways that Google tricks users into sharing location

In our opinion, the scale in which Google tracks the location of its users breaches the GDPR. Users have not given free, specific, informed and unambiguous consent to the collection and use of location data, particularly considering the scale of tracking going on, says Gro Mette Moen.

– Data protection law requires that companies make it easier for users to make clear and informed choices, and let users take control of their own personal data. Unfortunately, this is not the case with Google, which is at odds with the expectations of consumers and the intention of the new regulation.

How Diderot’s Encyclopedia Challenged the King

Denis Diderot’s incarceration at Vincennes took place exactly halfway through his seventy years on earth. Prison became the dramatic pause that gave shape and meaning to both sides of his life. Before prison, Diderot had been a journeyman translator, the editor of an unpublished encyclopedia, and a relatively unknown author of clandestine works of heterodoxy; on the day that he walked out of Vincennes, he was forever branded as one of the most dangerous evangelists of freethinking and atheism in the country.

During Diderot’s three-month imprisonment, his jailer the Count d’Argenson and the count’s brother the marquis had looked on with amusement while this “insolent” philosophe had bowed and scraped before the authority of the state. In a diary entry from October 1749, the marquis related with glee how his brother the count had supposedly broken Diderot’s will. Solitary confinement and the prospect of a cold winter had succeeded where the police’s warnings had failed; in the end, the once-cheeky writer had not only begged for forgiveness, but his “weak mind,” “damaged imagination,” and “senseless brilliance” had been subdued. Diderot’s days as a writer of “entertaining but amoral books,” it seemed, were over.

Civics: ‘The Real Problem Comes From the West’: Ai Weiwei Slams the US and Canada for Their Complicity in Tensions With China

The Beijing-born artist Ai Weiwei has been such an outspoken critic of China’s human rights violations that he landed in government custody back in 2011 and endured years of surveillance afterward. But now he’s turning his critical eye toward the West, as tensions escalate between the US, Canada, and China.

In an extensive statement released today via the Gardiner Museum in Toronto, where a large-scale exhibition of Ai’s work will open on February 28, the artist chastises the West as “the hidden force behind China’s rise” and accuses it of “profiting from the status quo.”

The statement arrives at a particularly fraught moment during Western negotiations with China. The recent arrest of telecom giant Huawei’s chief financial officer, Meng Wanzhou, in Canada (at the behest of the US) has been met with apparent retaliatory detainment of Canadian citizens by Chinese officials. A resolution doesn’t appear to be at close hand.

‘My Responsibility to History’: An Interview with Zhang Shihe

“Tiger Temple” (Laohu Miao) is the nom de guerre of Zhang Shihe, one of China’s best-known citizen journalists and makers of short video documentaries, many of them profiling ordinary people he met during extraordinarily long bike rides through China, or human rights activists who have been silenced but whose ideas on freedom and open society he has recorded for future generations.

Now sixty-five years old, Zhang belongs to a generation of people like leader Xi Jinping who came of age during the Cultural Revolution. Also like Xi, Zhang was a child of the country’s Communist elite. His father had been a Public Security Bureau official in China’s Northwest, which was also the base of Xi’s father, Xi Zhongxun. Zhang’s father was a rung lower on the ladder, but still ended his career with the rank of vice-minister.

And like the Xi family, the Zhangs suffered during the Cultural Revolution. Xi was sent off to a remote village to labor, while Zhang Shihe was a child laborer who helped build a treacherous mountain railway line. But the two reacted differently to their fates. When the turmoil ended in the late 1970s, Xi grasped every opportunity to make up for lost time and launch his political career. Zhang, however, used the freedoms of the new era to explore how China had gone off the rails.

He did this by interviewing China’s downtrodden, becoming a pioneering “citizen journalist,” a breed of self-taught activists who used the newly emerging digital technologies to record interviews and post them online, thus bypassing—for about a decade starting in the early 2000s—traditional forms of censorship.

Whether you like it or not, commercial and public actors tend to trust the string of 1s and 0s that represent you more than the story you tell them. When filing a credit application at a bank or being recruited for a job, your social network, credit-card history, and postal address can be viewed as immutable facts more credible than your opinion.

But your online profile is not always built on facts. It is shaped by technology companies and advertisers who make key decisions based on their interpretation of seemingly benign data points: what movies you choose to watch, the time of day you tweet, or how long you take to click on a cat video.

Many decisions that affect your life are now dictated by the interpretation of your data profile rather than personal interactions. And it’s not just about advertising banners influencing the brand of the soap you buy—the same mechanics of profiling users and targeting messages apply to political campaigns and visa applications as much as supermarket metrics. When advertising looks like news and news look like entertainment, all types of content are profiled on the basis of your data.

Discomfort, Yes. Different Tests, Hell No.

Just this week, the Lieutenant Governor —and candidate for Governor—Ralph Northam (D) in Virginia demonstrated precisely why we must get uncomfortable (and then get loud) and the Washington Post’s editorial board was right to raise the alarm about what he had to say about school accountability and standards.

Mr. Northam claimed to believe in accountability but was utterly unable to explain what he means by the word. The state’s Standards of Learning (SOL), which establish minimum expectations for what students should know and be able to do, aren’t working, he said, and should be tossed out. What would replace them? Astonishingly, after almost four years as lieutenant governor and a month away from the election, Mr. Northam had no answer.

But even more disconcerting—appalling actually— are his beliefs about the expectations we should have for students. Also from the Washington Post:

Particularly concerning was Mr. Northam’s view that because children are diverse, “coming from different backgrounds and different regions,” he’s “not sure that it’s fair” to give them all the same test; they shouldn’t be penalized, he said, for the environment they come from. The suggestion that some students should be required to pass one type of assessment, while others are given a different (presumably more rigorous) one, is disconcerting. There is no question that some children come to school handicapped by circumstances not experienced by their better-advantaged peers, but children do better when there are high expectations. Creating different expectations for children does them no favors; it just allows adults to escape responsibility. To borrow a phrase from the history we revisited with Mr. Northam, it is the “soft bigotry of low expectations.” Once again, schools and the grown-ups who work in them will be excused and applauded as they graduate poor black students who are not prepared for work or college.

Minnesota’s persistent literacy gap has lawmakers looking for ways to push evidence-based reading instruction

“Minnesota has a state of emergency regarding literacy. I’m very disappointed with where we’re at right now with the persistent reading success gap between white students and students of color,” he said Wednesday. “We are not making adequate progress, and the future of tens of thousands of our students is seriously at risk if we don’t address this.”

Third-grade reading skills are a critical benchmark for students’ future success. By the end of third grade, they should have the literacy skills they need to transition from learning to read to reading to learn.
Yet according to the latest state assessments, only 56 percent of fourth-graders tested proficient in reading. That number has remained relatively flat for years. Broken down by race and special status, the proficiency rates are even more alarming: Minnesota now has the widest gap in reading scores between white and nonwhite students in the nation. Only 32 percent of black fourth-graders and 34 percent of Hispanic fourth-graders are proficient in reading, compared to 66 percent of white fourth-graders.

Children who are not proficient readers by fourth grade are four times more likely to drop out of school. Additionally, two-thirds of them will end up in prison or on welfare.

Though these dismal trajectories are well known, Madison School District’s reading scores for minority students remain unconscionably low and flat. According to the most recent data from 2017-18, fewer than 9 percent of black and fewer than 20 percent of Hispanic fourth graders were reading proficiently. Year after year, we fail these students in the most basic of our responsibilities to them: teaching them how to read.

Much is known about the process of learning to read, but a huge gap is between that knowledge and what is practiced in our schools. The Madison School District needs a science-based literacy curriculum overseen by licensed reading professionals who understand the cognitive processes that underlie learning how to read.

In March 2016, Cheatham said that it was her intent to make OEO “obsolete — that our schools will be serving students so well that there isn’t a need.”

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

I would say that it is an eye-opening exploration of our lost privacy, but that would not provide the proper emphasis needed.

Automated background checks are deciding who’s fit for a home

As landlords decide who to rent to, CoreLogic offers an array of screening tools. They might use a product called ScorePLUS, which the company describes as a “statistical lease screening model” that calculates “a single score” to determine the potential risk of someone signing a lease. A landlord might also turn to a product called CrimCHECK, which conducts a database search for criminal records. The breadth of records the company advertises is impressive. The company says it uses an arrest records database of more than 80 million booking and incarceration records from approximately 2,000 facilities, updated every 15 minutes. CrimSAFE, the system that flagged Mikhail, is described by the company as an “automated tool [that] processes and interprets criminal records and notifies leasing staff when criminal records are found that do not meet the criteria you establish for your community.”

The ability to outsource decisions is a key pitch to prospective screeners. “Whatever decision or information service you use, you’ll find the same simple data entry process, rapid turnaround and clear concise results that eliminate the need for judgment calls by your leasing professionals,” the company tells visitors to its website. Should there be a problem, and a landlord must send an “adverse action” letter, the company advertises an automated system for that as well.

Where does truth fit into democracy?

Kakutani and the many pundits and critics who have offered up a similarly broad cultural diagnosis have obvious incentives for doing so. It lets them pose as serious public intellectuals who can see beyond the froth of the current news cycle. It gives them the chance to display their wide-ranging and eclectic reading (in a single paragraph, Kakutani name-checks Foucault, Derrida, Heidegger, Nietzsche, Thomas Pynchon, David Bowie, Quentin Tarantino, David Lynch, and Frank Gehry). And, not least, it exonerates them from the charge that they are nothing but liberal ideologues by allowing them to assign blame to both sides in the ongoing American culture wars. Yes, the responsibility for the death of truth may lie, in part, with Fox News and the GOP, but it also lies with the New Left and those dreadful postmodernist academics. “Postmodernist arguments,” Kakutani explains, “deny an objective reality existing independently from human perception.” And since one perception is as good as another, anything goes. Michel Foucault and Donald Trump: brothers-in-arms.

Mainstream writers like Kakutani have repeated this last argument so often that it is easy to forget how strange and unconvincing it actually is. First, it reflects a misunderstanding of the most prominent “postmodern” philosophers. The radicalism of an author like Foucault, for instance, lies not in any supposed denial of objective reality but in his insistence that the way we know, understand, and speak about reality is always a matter of power relations. Second, it also assumes, bizarrely, that an abstruse current of thought which has attracted few readers outside the academy, and which mainstream publications have roundly and repeatedly denounced, has somehow infected the entire culture and come to define our political moment. Has academic postmodernism really had an appreciable influence on the Trumpian right, whose ideologues rarely miss an opportunity to denounce academics in general and humanists in particular?

UW rejects application for independent Madison charter school

According to emails released to the State Journal under the state’s open records law, Superintendent Jennifer Cheatham on Sept. 10 asked her chief of staff, Ricardo Jara, and other front-office officials whether Arbor was “worth trying to stop? Or change somehow? If so, how?”

Cheatham expressed the district’s opposition to the school in a letter to Cross on Sept. 24 that points to alleged deficiencies in Arbor’s application, and accuses OEO of not sharing information with the district about the school.

“I am writing you to formally request that the OEO immediately terminate contract negotiations with (Arbor Community School) or, at the very least, require that this school not be located in the City of Madison,” she wrote.

That same day, former Madison School Board member Ed Hughes took Cheatham’s letter to a board of directors meeting of the Goodman Community Center, where Arbor was then trying to secure space.

“One issue state officials say they have detected as they monitor the effectiveness of the READ Act is that not all teachers are up to date on how best to teach reading.”

Christopher Osher:

But districts are free to use their READ Act per-pupil funds on whatever curriculum they want, even on interventions researchers have found ineffective.

“Typically, as with any education policy, we’re only given so much authority on what we can tell districts to do and what we monitor for,” Colsman said in an interview with The Colorado Sun.

The state spends $3 million annually through the READ Act to provide diagnostic software school districts can use to assess student reading levels, but not all districts use it. Data shows the state’s software is used on fewer than half of the students in the state. The reading proficiency of most of the young students in Colorado is determined through other diagnostic tools never subjected to quality reviews by the state.

Meanwhile, state tracking of READ Act student performance shows that only 6 percent of children identified with a significant reading deficiency in kindergarten were reading at their grade level by third grade.

“All of us are looking for a way to get better results for kids because we can’t wait a generation for this,” Colsman said.

Half of state districts see worsening rates for significant deficiencies

Nearly half of the state’s 178 school districts saw the rate of students with significant reading deficiencies worsen since the READ Act program was put in place, according to a review of state data.

Commerce City’s Adams County 14 school district, home to 7,500 students, received more than $3 million in per-pupil READ Act funding to tackle significant reading deficiencies from 2012 through 2018, but reading problems there have worsened over same period.

In 2014, slightly more than 18 percent of the district’s kindergarten through third-grade students had a significant reading deficiency, according to state records. By 2018, that rate had more than doubled to nearly 40 percent.

New administrators at the district, forced by the Colorado Board of Education in November to hire an outside management consultant, said they’ve discovered the reading curriculum they were using was ineffective and not suited to the district’s heavily bilingual student population. They’ve since switched curriculum and are putting in place a summer school program devoted solely to reading instruction.

“Over the past 19 years we’ve had a high turnover in teachers and administrators,” said Jeanette Patterson, who was hired as the district’s executive director of curriculum and instruction last summer. “We’ve had to do a lot of training and retraining and retraining. That leads to inconsistency in the literacy block at the elementary school level.”

Children who are not proficient readers by fourth grade are four times more likely to drop out of school. Additionally, two-thirds of them will end up in prison or on welfare.

Though these dismal trajectories are well known, Madison School District’s reading scores for minority students remain unconscionably low and flat. According to the most recent data from 2017-18, fewer than 9 percent of black and fewer than 20 percent of Hispanic fourth graders were reading proficiently. Year after year, we fail these students in the most basic of our responsibilities to them: teaching them how to read.

Much is known about the process of learning to read, but a huge gap is between that knowledge and what is practiced in our schools. The Madison School District needs a science-based literacy curriculum overseen by licensed reading professionals who understand the cognitive processes that underlie learning how to read.

In March 2016, Cheatham said that it was her intent to make OEO “obsolete — that our schools will be serving students so well that there isn’t a need.”

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

More Google Employees Are Losing Faith in Their CEO’s Vision

Alphabet Inc.’s Google became the most-profitable internet company by recruiting talented technologists and inspiring them enough to keep them around. That advantage may be slipping as some workers increasingly doubt the leadership and vision of Chief Executive Officer Sundar Pichai, according to recent results from an employee survey.

The annual internal poll, known as Googlegeist, asked workers whether Pichai’s vision of what the company can achieve inspires them. In response, 78 percent indicated yes, down 10 percentage points from the previous year.

Another question asked if employees have confidence in Pichai and his management team to effectively lead Google in the future. Positive responses represented 74 percent of the total, an 18 point decline from a year earlier.

There were similar declines for questions about Pichai’s decisions and strategies, his commitment to diversity and inclusion, and the compensation the company pays, according the results, which were viewed by Bloomberg News. Google shares the results with all employees to make sure concerns are heard. This time, 89 percent of workers took the survey.

Many taxpayer supported K-12 school districts use Google services, including Madison.

Michael Bloomberg has bigger plans for 2020 than running for president. The billionaire and former New York City mayor has been openly dreaming of the White House for 25 years, and spent huge amounts of time and money four times over the past 10 years trying to figure out a way to get himself there.

But he has hesitations about this race, too. He’s not sure there is a realistic space in the Democratic primaries for his centrist record. And he almost certainly won’t run if Joe Biden does, members of his team believe.

While no final decision has been made, his aides have been working on a fallback that only a man worth $40 billion can afford. Bloomberg is pouring hundreds of millions of dollars into a data-centric political operation designed to ensure one goal: crush Donald Trump.

‘A step below hell’: Video gives inside look at Houston School board’s dysfunction

Details of the seven-hour mid-October meeting have not been publicly disclosed until now, largely because it was not attended by local media and HISD officials did not post video of the meeting online. The Houston Chronicle obtained a copy of the video through a public records request.

The video depicts a beaten-down board compromised by grudges, clashing personalities and heightened suspicions. Some trustees have said they were unaware they were being recorded during the meeting, resulting in an unfiltered look at the fragmented board.

Freshman applications dip at UC for the first time in 15 years. Is it the start of a trend?

For the first time in 15 years, the number of would-be freshmen applying to the University of California has dropped, the first sign that a national trend of declining college enrollment could be hitting the West Coast.

Applications for the coming school year dipped by 3% to 176,530, according to preliminary UC data released Tuesday. The drop could be a temporary blip, experts said. Among the system’s nine undergraduate campuses, only three — UCLA, UC Berkeley and UC Santa Cruz — saw declines in freshman applications.

But the number of students graduating from California high schools is forecast to top out in six years. And that demographic trend already has hit the nation’s Northeastern states, where birthrates began declining years ago and enrollment has dropped even at elite institutions, such as Princeton University and MIT.

Homeschooling Produces Better-Educated, More-Tolerant Kids. Politicians Hate That

There’s no better sign of success than an escalation in attacks by your enemies. Based on such evidence, homeschooling is enjoying a boom, as growing numbers of families with diverse backgrounds, philosophies, and approaches abandon government-controlled schools in favor of taking responsibility for their own children’s education. As they do so, they’re coming under assault from officials panicking over the number of people slipping from their grasp.

There’s little doubt that homeschooling is an increasingly popular option. “From 1999 to 2012, the percentage of students who were homeschooled doubled, from an estimated 1.7 percent to 3.4 percent,” reports the National Center for Education Statistics. While the government agency suggests that growth has leveled off since then, other researchers say data is hard to come by, since many states simply don’t count people who homeschool.

“While the overall school-age population in the United States grew by about 2.0 percent from spring 2012 to spring 2016, data from 16 states from all four major regions of the nation showed that homeschooling grew by an average of about 25 percent in those states,” counters the National Home Education Research Institute (NHERI), in response to NCES figures. “If the data from these states are representative of what happened in the other states during those four years, then homeschooling is continuing to grow in both absolute numbers and as a portion of the overall school-age population.”

K-12 Tax & Spending Climate: Over 60, and Crushed by Student Loan Debt

One generation of Americans owed $86 billion in student loan debt at last count. Its members are all 60 years old or more.

Many of these seniors took out loans to help pay for their children’s college tuition and are still paying them off. Others took out student loans for themselves in the wake of the last recession, as they went back to school to boost their own employment prospects.

On average, student loan borrowers in their 60s owed $33,800 in 2017, up 44% from 2010, according to data compiled for The Wall Street Journal by credit-reporting firm TransUnion. Total student loan debt rose 161% for people aged 60 and older from 2010 to 2017—the biggest increase for any age group, according to the latest data available from TransUnion.

Some are having funds garnished from their Social Security checks. The federal government, which is the largest student loan lender in the country, garnished the Social Security benefits, tax refunds or other federal payments of more than 40,000 people aged 65 and older in fiscal year 2015 because they defaulted on student or parent loan debt. That’s up 362% from a decade prior, according to the latest data from the Government Accountability Office.

At 66, Ante Grgas-Cice owes about $29,000 in student loans. His only income is a roughly $1,600 monthly Social Security check, which the federal government garnished for a period last year because he wasn’t paying his student loans.

Two weeks after leaving her position as an intelligence analyst for the U.S. National Security Agency in 2014, Lori Stroud was in the Middle East working as a hacker for an Arab monarchy.

She had joined Project Raven, a clandestine team that included more than a dozen former U.S. intelligence operatives recruited to help the United Arab Emirates engage in surveillance of other governments, militants and human rights activists critical of the monarchy.

Stroud and her team, working from a converted mansion in Abu Dhabi known internally as “the Villa,” would use methods learned from a decade in the U.S intelligence community to help the UAE hack into the phones and computers of its enemies.

Stroud had been recruited by a Maryland cybersecurity contractor to help the Emiratis launch hacking operations, and for three years, she thrived in the job. But in 2016, the Emiratis moved Project Raven to a UAE cybersecurity firm named DarkMatter. Before long, Stroud and other Americans involved in the effort say they saw the mission cross a red line: targeting fellow Americans for surveillance.

“I am working for a foreign intelligence agency who is targeting U.S. persons,” she told Reuters. “I am officially the bad kind of spy.”

The story of Project Raven reveals how former U.S. government hackers have employed state-of-the-art cyber-espionage tools on behalf of a foreign intelligence service that spies on human rights activists, journalists and political rivals.

The Department of Education’s Obama-Era Initiative on Racial Disparities in School Discipline: Wrong For Students and Teachers, Wrong on the Law

On March 8, 2010, one year into the Obama Administration, Secretary of Education Arne Duncan gave a passionate speech in which he asserted (correctly) that African-American students are the subjects of school discipline at higher rates than white students. Although he did not mention it, it is also true that white students are the subjects of school discipline at higher rates than Asian American students and that male students are disciplined at higher rates than female students.

In response to the racial disparity he identified, Duncan promised that the Department of Education would be stepping up its enforcement of Title VI of the Civil Rights Act of 1964. In the years that followed, the Department of Education made good on that promise by opening numerous investigations based on statistical disparities. On January 18, 2014, the Department of Education and the Department of Justice jointly issued a “Dear Colleague Letter” on school discipline in which they asserted that the law prohibits not only actual discrimination in discipline on the basis of race, but also what they called “unjustified” disparate impact.

In Part I of this article, we point out that there are two sides to the “disparate impact” coin. The Department of Education has focused only upon the fact that, as a group, African-American students are suspended and expelled more often than other students. By failing to consider the other side of the coin — that African-American students may be disproportionately victimized by disorderly classrooms — its policy threatens to do more harm than good even for the group Secretary Duncan was trying to help. In Part II, we discuss the Department of Education’s enforcement policy toward school discipline in greater detail, its over-reliance on racial disparate impact, and how that over-reliance pushes some schools to violate Title VI’s ban on race discrimination rather than honor it. In Part III, we elaborate on why school discipline is important and present evidence that the Department of Education’s policy has contributed to the problem of disorderly classrooms, especially in schools with high minority student enrollment. In Part IV, we discuss how aggregate racial disparities in discipline do not in themselves show the discrimination against African Americans, Hispanics, and American Indians that some proponents of the Department of Education’s policy claim. Rather, the evidence shows that they are the result of differences in behavior. In Part V, we explain why the Department of Education’s disparate impact policy is not just wrong-headed, but also unauthorized by law.

Commentary on Madison School Board’s Unique Election Process

Before any votes were cast last April, one of the three candidates running for two seats on the Madison School Board was a shoo-in to win even though — like the other two contenders on the ballot that day — she was running for a districtwide seat.

Over the last 20 school board elections, the same thing has happened at least four other times, and will again next month.

The reason? A school board election system that may well be unique in Wisconsin.

Madison’s current system dates to the 1980s, when state lawmakers stepped in to implement a City Council-sponsored plan to move from at-large elections to the current system. The council’s plan had been overwhelmingly rejected in 1978 by the School Board and in a citywide referendum.

Today, state law mandates that any Wisconsin school district with a city whose population is between 150,000 and 500,000 — meaning only Madison — must elect board members to at-large, numbered seats. It is likely unique among school board election systems in Wisconsin, although it appears to be in place in at least a handful of districts in Texas and perhaps elsewhere.

“Most people couldn’t wrap their heads around voting for two candidates,” said Sheryl Moore, superintendent of the Sealy (Texas) Independent School District, explaining why her board moved from at-large to numbered-seat elections.

The online encyclopedia now boasts more than 5.7 million articles in English and millions more translated into other languages – all written by online volunteers. Pruitt was named one of the most influential people on the internet by Time magazine in part because one-third of all English language articles on Wikipedia have been edited by Steven. An incredible feat, ignited by a fascination with his own history.

Pruitt is deeply obsessed with history, and his love of opera inspired his Wikipedia username: Ser Amantio Di Nicolao, his favorite opera character.

Predictors of mental health and well‐being in employed adults with autism spectrum disorder at 12‐month follow‐up

People with Autism Spectrum Disorder (ASD) commonly experience poor outcomes in adulthood. Previous research on adult outcomes has focused on negative aspects of health and well‐being, while positive well‐being remains understudied. The current study charted 12‐month change in daily living skills, job satisfaction, depression, anxiety, and positive well‐being in 36 (32 male) newly employed adults with ASD aged 18 to 57 years who were participating in a supported employment program. There was a small increase in daily living skills, and a slight decrease in job satisfaction, with all other measures remaining stable over time. Regression analyses revealed that, controlling for baseline depression, positive well‐being negatively predicted depression at follow‐up. No significant predictors of anxiety were identified. Social support and depression at baseline were associated with positive well‐being at follow‐up; however, they were no longer significant predictors after the effects of baseline positive well‐being were taken into account. The findings provide evidence that positive well‐being may buffer against depression in people with ASD. Our finding of stability of mental health and well‐being measures over time indicates more research is required to uncover the mechanisms underpinning mental health and well‐being outcomes in employed adults with ASD. Civics: Prisons Across the U.S. Are Quietly Building Databases of Incarcerated People’s Voice Prints

So when it was his turn, he walked up to the phone, picked up the receiver, and followed a series of automated instructions. “It said, ‘Say this phrase, blah, blah, blah,’ and if you didn’t say it clearly, they would say, ‘Say this phrase again,’ like ‘cat’ or ‘I’m a citizen of the United States of America.’” Dukes said he repeated such phrases for a minute or two. The voice then told him the process was complete.

“Here’s another part of myself that I had to give away again in this prison system,” he remembers thinking as he walked back to the cell.

Dukes, who was released in October, says he was never told about what that procedure was meant to do. But contracting documents for New York’s new prison phone system, obtained by The Appeal in partnership with The Intercept, and follow-up interviews with prison authorities, indicate that Dukes was right to be suspicious: His audio sample was being “enrolled” into a new voice surveillance system.

In New York and other states across the country, authorities are acquiring technology to extract and digitize the voices of incarcerated people into unique biometric signatures, known as voice prints. Prison authorities have quietly enrolled hundreds of thousands of incarcerated people’s voice prints into large-scale biometric databases. Computer algorithms then draw on these databases to identify the voices taking part in a call and to search for other calls in which the voices of interest are detected. Some programs, like New York’s, even analyze the voices of call recipients outside prisons to track which outsiders speak to multiple prisoners regularly.

K-12 Tax & Spending Climate: Too Many Americans Will Never Be Able to Retire

Some see this as a positive trend, because it adds to the economy. But others rightfully view it with trepidation, because there’s the distinct possibility that many of these elderly people just can’t afford to retire. Whether their nest eggs were wiped out in the housing crash, or they just didn’t save enough, or whether their kids don’t make enough money to support them, the decline of retirement seems like an ominous development.

The pressures on older Americans to work will likely only become greater in the coming years. This is because the young, working population needed to support retirees will see slower growth, and possibly outright shrinkage.

As recently as 10 years ago, the U.S. had unusually high fertility rates for a developed nation. The total fertility rate — the number of children a woman can be expected to have over her lifetime — was about 2.1 children per woman, which is the level required for long-term population stability. But since then, the rate has fallen to 1.8 in 2016, implying long-term population shrinkage:

University of the Third Age

The University of the Third Age is an international movement whose aims are the education and stimulation of mainly retired members of the community—those in their third ‘age’ of life. It is commonly referred to as U3A.

There is no universally accepted model for the U3A. Its original conception in France as an extramural university activity was significantly modified in the United Kingdom where it was recognized that most people of retirement age have something to contribute and the emphasis has been on sharing, without formal links to traditional universities.

Many English-speaking countries have followed this geragogic model, whereas continental European countries have mostly followed the French model.

Civics: Detained blogger revealed true picture of Chinese information warfare

What are the reasons Yang was arrested by the Chinese authorities? Why him? Well, he had been arrested previously by the Chinese secret police for political dissent. Yang is a well-known liberal public intellectual who is critical of the Chinese communist regime.

Yang got his bachelor of arts in politics from Fudan University in Shanghai in 1987 and resigned from his post in the Chinese government, moving to Australia in 1999, where he earned a masters in politics from University of New South Wales in 2002. He wrote a trilogy of spy novels, Fatal Weakness, Fatal Weapon and Fatal Assassination.

He was enrolled in a PhD in China studies at the University of Technology, Sydney, under my supervision in 2006, and worked with me on a Chinese newspaper, Sydney Times, at the same time, starting his journey as a liberal scholar.

Duke University professor removed over ‘Speak English’ email

A US university professor has been removed as director of a graduate programme, amid a furore over an email she sent urging students not to speak Chinese.

Megan Neely, an assistant professor at Duke University in North Carolina, said in an email to students that two unnamed faculty members of the biostatistics Masters programme had complained to her about students speaking Chinese in public areas in the department.

She said that not speaking English could lead to “unintended consequences” for international students.

Her email went viral on Twitter and Chinese social media, while Duke’s medical faculty has promised to review its biostatistics programme.

Many have criticised Dr Neely’s email as racist or insensitive, and raised concerns that faculty members were discriminating against international students.

On campuses across the country, from major state universities to small private colleges, the surge in student demand for computer science courses is far outstripping the supply of professors, as the tech industry snaps up talent. At some schools, the shortage is creating an undergraduate divide of computing haves and have-nots — potentially narrowing a path for some minority and female students to an industry that has struggled with diversity.

The number of undergraduates majoring in the subject more than doubled from 2013 to 2017, to over 106,000, while tenure-track faculty ranks rose about 17 percent, according to the Computing Research Association, a nonprofit that gathers data from about 200 universities.

DeSantis considers action against Broward School Board members. ‘Every single one of us is at risk,’ one says

Gov. Ron DeSantis sent some Broward School Board members into shock Wednesday after saying they might be held accountable over the Parkland shooting.

He did not reveal who might be held accountable but said he hopes to make a decision in the next few weeks.

DeSantis said he does not think he has the authority to suspend beleaguered Superintendent Robert Runcie, who was appointed by the School Board. But he is exploring what action he can take against School Board members.

On Wednesday, two School Board members said they were stunned to hear their jobs might be on the line. One said she was not surprised. Another, newest member Lori Alhadeff, who lost a daughter in the shooting, said she doubts the governor would suspend her. The five other board members could not be reached for comment.

The Play Deficit

When I was a child in the 1950s, my friends and I had two educations. We had school (which was not the big deal it is today), and we also had what I call a hunter-gather education. We played in mixed-age neighbourhood groups almost every day after school, often until dark. We played all weekend and all summer long. We had time to explore in all sorts of ways, and also time to become bored and figure out how to overcome boredom, time to get into trouble and find our way out of it, time to daydream, time to immerse ourselves in hobbies, and time to read comics and whatever else we wanted to read rather than the books assigned to us. What I learnt in my hunter-gatherer education has been far more valuable to my adult life than what I learnt in school, and I think others in my age group would say the same if they took time to think about it.

For more than 50 years now, we in the United States have been gradually reducing children’s opportunities to play, and the same is true in many other countries. In his book Children at Play: An American History (2007), Howard Chudacoff refers to the first half of the 20th century as the ‘golden age’ of children’s free play. By about 1900, the need for child labour had declined, so children had a good deal of free time. But then, beginning around 1960 or a little before, adults began chipping away at that freedom by increasing the time that children had to spend at schoolwork and, even more significantly, by reducing children’s freedom to play on their own, even when they were out of school and not doing homework. Adult-directed sports for children began to replace ‘pickup’ games; adult-directed classes out of school began to replace hobbies; and parents’ fears led them, ever more, to forbid children from going out to play with other kids, away from home, unsupervised. There are lots of reasons for these changes but the effect, over the decades, has been a continuous and ultimately dramatic decline in children’s opportunities to play and explore in their own chosen ways.

K-12 Tax & Spending Climate: Dear districts: These are the glory days. Are you ready for tomorrow’s financial pain?

Psst, districts! We’ve seen this script before.

Back in 2008, it’s a fair bet that most school systems didn’t know they were in a financial boom before the Great Recession unleashed the bust, filling subsequent years with program cuts, furloughs, school closures, and fights about seniority-based layoffs. Today, signs suggest we’re once again at a peak, with a likely financial stumble headed our way.

Just like the years leading up to 2008, the last few years have yielded stronger growth in funds for schooling. And just like in 2008, there are signs of trouble ahead. For districts, a fiscal downturn can trigger the equivalent of a debilitating migraine: Pain comes from every direction and little seems to quell it.

While we can’t predict how an economic downturn will affect every district, we can anticipate some big-picture trends, and in doing so potentially tweak the script.

Madison has long spent far more than most taxpayer supported K-12 School Districts. This, despite tolerating long term, disastrous reading results.

Life expectancy is an important measure of well–being. The World Health Organization states that the “global average life expectancy increased by 5.5 years between 2000 and 2016, the fastest increase since the 1960s.”

It is not a coincidence that the top five freest economies in the 2019 Index of Economic Freedom have a much greater life expectancy than the bottom five, repressed economies in the index.

Economic freedom promotes improvements in the quality of health care, better access to clean water, better systems to remove waste, and better outcomes for AIDS and mortality incidence.

K-12 Tax & spending climate: Do you really think Bing Crosby and Bob Hope paid 90% of their income to the taxman?

After Representative Alexandria Ocasio-Cortez raised the idea of a marginal tax rate of 70 percent on income over $10 million, the progressive wing of the Twittersphere began pointing out that in the 1950s and early 1960s 1 , the top marginal tax rate was over 90 percent.

The progressives’ point was that, despite this seemingly onerous level of taxation, the 1950s were a golden age for the U.S. economy, and the rich did just fine, thank you very much. According to records compiled by the Tax Foundation, a single person making $16,000 in 1955 — that’s $150,000 in today’s dollars — had a marginal tax rate of 50 percent; compensation of $50,000 ($470,000 today) moved you into the 75 percent tax bracket; and an income of $200,000 ($1.9 million today) put you in the 91 percent tax bracket. . (Married couples filing jointly hit the 91 percent mark at $400,000.) Which meant that the federal government took 91 cents of every dollar over $200,000. When you added it all up, someone in 1955 who made $1 million a year paid over $800,000 in taxes.

The Man Who Invented Information Theory

In a video from the early 1950s, Bell Labs scientist Claude Shannon demonstrates one of his new inventions: a toy mouse named Theseus that looks like it could be a wind-up. The gaunt Shannon, looking a bit like Gary Cooper, stands next to a handsomely crafted tabletop maze and explains that Theseus (which Shannon pronounces with two syllables: “THEE-soose”) has been built to solve the maze. Through trial and error, the mouse finds a series of unimpeded openings and records the successful route. On its second attempt, Theseus follows the right path, error-free from start to finish.

Shannon then unveils the secret to Theseus’s success: a dense array of electrical relays, sourced from the Bell System’s trove of phone-switching hardware. It is the 1950s equivalent of a computer chip, but it’s about a thousand times bigger and only a millionth as powerful as today’s hardware.

Claude Shannon’s achievements were at the level of an Einstein or a Feynman, but he has not achieved commensurate fame.

While some scientists and engineers may have recognized Theseus as something important—a tidy and clever example of a thinking machine—many in Shannon’s audience probably dismissed the contraption as a fancy wind-up toy, or maybe a fraudulent automaton in the tradition of the chess-playing Turk.

‘Heroin for middle-class nerds’: how Warhammer conquered gaming

Last year saw a bloodbath on the high street. Debenhams closed 50 shops, Toys R Us, Maplin and Poundworld went into administration, and more retail space was lost than in any year since 2008, with 1.9m sq metres closing, according to the property analysts EG. But one retailer beat this trend, reporting profits of £40m in the final six months of the year. In 2017, the same company was the publicly traded British stock that outperformed every other: Games Workshop, a high-street retailer of science fiction and fantasy miniatures, now carries a market capitalisation of more than £1bn.

But how did a company founded 40 years ago with one shop in Hammersmith, west London, become so successful? The answer lies in Warhammer 40,000 – 40k, as it is usually known; a sprawling tabletop conflict game in which two players fight with collectible armies, including the space marines of the fascist human Imperium and the ancient fallen angels of the Eldar, using rules found in a library of 30 or so source books.

If this sounds surprising, it is worth noting that Games Workshop isn’t the only part of nerd culture to experience a recent rush of interest. Dungeons & Dragons, the venerable role-playing game, has had its own resurgence since 2014, thanks to depictions in TV shows such as Community and Stranger Things. The rise in “actual play” podcasts such as the Adventure Zone and Critical Role has also helped, as has a focus on attracting new players for its fifth edition.

Civics: Google, Facebook spend big on U.S. lobbying amid policy battles

Alphabet Inc’s Google disclosed in a quarterly filing on Tuesday that it spent a company-record $21.2 million on lobbying the U.S. government in 2018, topping its previous high of $18.22 million in 2012, as the search engine operator fights wide-ranging scrutiny into its practices.

In its filing to Congress on Tuesday, Facebook Inc disclosed that it also spent more on government lobbying in 2018 than it ever had before at $12.62 million. That was up from $11.51 million a year ago, according to tracking by the nonpartisan Center for Responsive Politics.

Google’s spent $18.04 million on lobbying in 2017, according to the center’s data.

Google and Facebook declined to comment beyond their filings.

U.S. lawmakers and regulators have weighed new privacy and antitrust rules to rein in the power of large internet service providers such as Google, Facebook and Amazon.com Inc. Regulatory backlash in the United States, as well as Europe and Asia, is near the top of the list of concerns for technology investors, according to financial analysts.

Microsoft Corp spent $9.52 million on lobbying in 2018, according to its disclosure on Tuesday, up from $8.5 million in 2017 but below its $10.5 million tab in 2013.

Apple Inc spent $6.62 million last year, compared to its record of $7.15 million in 2017, according to center data going back to 1998.

Across U.S., graduation rates are rising, with little connection to test scores

Until last year, when he became Chicago Public Schools’ chief equity officer, Maurice Swinney was a high school principal pulling out all the stops to keep ninth-graders from failing their classes.

At Tilden Career Community Academy, Swinney made it a priority to connect incoming students to the school community and to have a single person responsible for coordinating efforts to help ninth-graders. He was driven by “Freshmen On-Track,” a data point that Chicago researchers developed after realizing that how students fared in their first year of high school reliably predicted whether they would ultimately graduate — better than their race, gender, family background, and middle school grades and test scores combined.

A new book, “The Make-or-Break Year: Solving the Dropout Crisis One Ninth Grader at a Time,” chronicles the history of Freshmen On-Track, from its serendipitous origins at the University of Chicago Consortium on School Research, to its rollout as a citywide measure of success, to its unusually successful adoption by educators eager to help their students but weary of being told what to do. Author Emily Krone Phillips first learned about the metric while working at the research consortium, where she was communications director at the time. (She now directs communications at the Spencer Foundation, which supports Chalkbeat.) Civics: Encryption efforts in Colorado challenge crime reporters, transparency

Colorado journalists on the crime beat are increasingly in the dark. More than two-dozen law enforcement agencies statewide have encrypted all of their radio communications, not just those related to surveillance or a special or sensitive operation. That means journalists and others can’t listen in using a scanner or smartphone app to learn about routine police calls.

Law enforcement officials say that’s basically the point. Scanner technology has become more accessible through smartphone apps, and encryption has become easier and less expensive. Officials say that encrypting all radio communications is good for police safety and effectiveness, because suspects sometimes use scanners to evade or target officers, and good for the privacy of crime victims, whose personal information and location can go out over the radio. They also cite misinformation as a reason to encrypt. Kevin Klein, the director of the Colorado Division of Homeland Security and Emergency Management, said people listening to scanner traffic during a 2015 Colorado Springs shooting live-tweeted the incident and, in doing so, spread false information about the shooter’s identity and the police response.

WILL Releases K-12 Education Reform Agenda

The Problem: Wisconsin’s K-12 education system is not working. Reading and math achievement has been stagnant for two decades while the rest of the country has experienced significant growth. About 80% of the students at Milwaukee Public Schools, the biggest district with 77,000 students, are not proficient in English. The results are similar across Wisconsin’s largest cities, including Green Bay, Madison, and Kenosha. Wisconsin has the largest black-white academic achievement gap amongst all 50 states. Rural school districts perform about as poorly as urban ones – though receive less attention. And many of the students who graduate from high school are tragically unprepared for college.

With our work ethic and ingenuity, Wisconsin should have the best school system in the country. It doesn’t – but we’ve created a roadmap to show state lawmakers and Governor Evers how to get there.

The Report: WILL staff have spent more than two years conducting extensive interviews with school leaders, education advocates, and national think tanks in order to come up with serious policy recommendations on how to improve student achievement in Wisconsin. The “Roadmap to Student Achievement” is one of the most comprehensive reform agendas for Wisconsin that is publicly available.

The goal is, in the context of developing the material of an undergraduate course, to raise each student’s level of mathematical maturity.

Extensive exercise sets, with worked answers to all exercises  Sometimes material described on the web as a book is really lecture notes. That’s fine but from notes to a book is a long way. That means things like figures and an index, but most importantly means exercises. Each subsection here has many, spanning a range of difficulty. In the Answers book each exercise is covered, completely, including proofs.

For Americans under the age of 40, the 21st century has resembled one long recession.

I realize that may sound like an exaggeration, given that the economy has now been growing for almost a decade. But the truth is that younger Americans have not benefited much.

Look at incomes, for starters. People between the ages of 25 and 34 were earning slightly less in 2017 than people in that same age group had been in 2000:

The wealth trends look even worse. Since the century’s start, median net worth has plummeted for every age group under 55:

Economics: John Bogle

ohn Bogle, the founder of The Vanguard Group who died earlier this month at age 89, got rich by giving his mutual fund customers a better deal.

The obituaries seem to have missed that point, dwelling instead on the theory that if only Bogle had chosen to rip off his customers, he could have been even richer. That claim is highly speculative, and based on a fundamental misperception: a view of capitalism as a racket rather than as a system in which the incentives of entrepreneurs and customers sometimes align with results that are spectacularly rewarding for both.

The tone was set with a New York Times obituary. “Vanguard managed its indexed mutual funds at cost, charging investors fees that were far lower than those of virtually all of its rivals,” the Times wrote. “Vanguard’s consistent growth produced riches for Mr. Bogle, but not to the extent that another ownership structure might have done. For example, Edward C. Johnson III, the chairman of Fidelity Investments, has a net worth of $7.4 billion, according to Forbes. Mr. Bogle’s net worth was generally estimated at $80 million last year.”

In case anyone missed the point, the lead headline in Friday’s Times business section read “Jack Bogle was no billionaire.” That ran over an article crediting Bogle with “giving up his chance at great wealth by eschewing ownership of the company,” and describing Bogle’s $80 million as “small change by the standards of money management.”

“Instead of making billions, helping millions,” was the Times inside headline. An accompanying Times article described Bogle as someone “who didn’t care about his own bottom line.”

Why Big Brother Doesn’t Bother Most Chinese

Who says government can’t innovate? In one Chinese city, the local court system recently launched a smartphone-based map that displays the location and identity of anyone within 500 meters who’s landed on a government creditworthiness blacklist. Worried the person seated next to you at Starbucks might not have paid a court-approved fine? The Deadbeat Map, as it’s known, provides pinpoint confirmation, the ability to share that information via social media and — if so inclined — a reporting function to notify the authorities.

It’s chilling, dystopian — and likely to be quite popular. Chinese have already embraced a whole range of private and government systems that gather, aggregate and distribute records of digital and offline behavior. Depicted outside of China as a creepy digital panopticon, this network of so-called social-credit systems is seen within China as a means to generate something the country sorely lacks: trust. For that, perpetual surveillance and the loss of privacy are a small price to pay.
