A Conversation About the Science of Reading and Early Reading Instruction with Dr. Louisa Moats

Dr. Louisa Moats: The body of work referred to as the “science of reading” is not an ideology, a philosophy, a political agenda, a one-size-fits-all approach, a program of instruction, nor a specific component of instruction. It is the emerging consensus from many related disciplines, based on literally thousands of studies, supported by hundreds of millions of research dollars, conducted across the world in many languages. These studies have revealed a great deal about how we learn to read, what goes wrong when students don’t learn, and what kind of instruction is most likely to work the best for the most students.

Collaborative Classroom: What is your perspective on the current national discussion about the science of reading? For example, Emily Hanford of American Public Media has done significant reporting that has really elevated the conversation.

Dr. Louisa Moats: These days I have moments when I feel more optimistic. Emily Hanford’s reports have been the catalyst sparking our current national discussion.1 A growing number of states are confronting what is wrong with the way many children are being taught to read. I’m inspired by the dialogue and courage of the people who know enough about the science of reading to offer a vigorous critique of those practices, programs, and approaches that just don’t work for most children. I am also optimistic about the recent report out from the National Council on Teacher Quality. There’s an increasing trend of new teachers being trained in the components of reading, and I think that many veteran educators are open to deepening their learning.

However, there’s still a long way to go. In general our teaching practice lags far behind what the research tells us. We consolidated the research on what it takes to teach children to read way back in the early 1990s, and yet today a majority of teachers still haven’t been given the knowledge or instruction to effectively teach children to read.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”. 

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Rather than invest in what we know works in education, this proposal puts resources in strategies with mixed results at the expense of our public school students,” she said in May 2015

The Wisconsin Department of Public Instruction, lead by Governor Elect, Tony Evers, has waived Massachusetts’ style elementary teacher content knowledge requirements for thousands of teachers.

“The achievement rate has gotten worse. The failure rate of kids has gotten worse. We would keep thinking that we were solving the problem, the United Way and all of these organizations jump on it, but it doesn’t change a thing.”

The problem, some say, is that disparities impact a population that has little political or economic clout. And white people, who control the levers of commerce and government, address only pieces of an interconnected web of issues that include child development, education, economics and criminal justice.

Brandi Grayson co-founded Young, Gifted and Black and now runs Urban Triage, an organization that provides educational support, teaches parenting skills and promotes wellness to help black families become self-sufficient.

She said elimination of racial disparities would require a seismic shift in attitude throughout society, which would take years, maybe generations. In the meantime, she said, government has to enact policies that enforce equitable treatment of people in housing, health care, education, employment and criminal justice.

“In Dane County there have been no policy changes,” she said. “Just a lot of talk, a lot of meetings, a lot of conversation and a lot of money given to organizations that do community engagement or collect data. What’s the point of that investment if we already know what it is?”

She said initiatives consistently fail because society at large hasn’t called out the root cause of the disparities: racism.

If white people felt that the problem was worth solving, she said, they’d do something about it. For example, blacks are way more likely to experience infant mortality, low birth weight, early death, hypertension and a raft of other health conditions, much of that due to lack of access to health care.

Teaching responsibility instead of victimhood? Demanding performance, not excuses? 

ARE YOU KIDDING? !!! This is Madison, where the answers are: More money, more baffling programs, more guilt, rinse and repeat. The Capital Times reports:

County officials and local nonprofits are hoping to reverse the trend with a new program that provides intensive mentoring for youthful offenders, which showed promise during a pilot program last year.

At $250,000 from the United Way and $100,000 from the county, the program would serve up to 49 kids — that’s $7,000 a kid for those who didn’t take math. As for the Policy Werkes, we’re siding with a neighbor who ventured, on social media:

If it isn’t stray bullets it is out-of-control 4,000-pound missiles. Next time you vote, consider how many chances a particular judge tends to give juveniles before applying the maximum extent of the law or creatively applies a deterrent.

Stirring on Milwaukee’s south side, a building boom of growing and popular choice schools

Notre Dame School of Milwaukee opened on Milwaukee’s south side in 1996 with a student body of 26 middle school girls.   

It grew steadily — 90 students in 2001, 130 in 2006, 201 in 2012. It added co-ed elementary grades and a middle school for boys, as well as a second building.   

It now has 535 students, a five-star (“significantly exceeds expectations”) state report card, and a lot of construction equipment in what was previously a paved area adjacent to its building at West Greenfield Avenue and South Layton Boulevard as it builds a $7 million addition.  

Three blocks from that Notre Dame building is Nativity Jesuit School. It opened with 14 middle school boys in 1993 and grew within several years to about 60. In recent years, its enrollment has quadrupled to 252, including boys and girls in elementary grades. It also has a five-star report card and it recently completed $3 million in improvements. 

And in four buildings on the south side, there are Carmen charter schools with about 1,400 students in kindergarten through 12th grade (plus another 663 at a northwest side Carmen school). The first Carmen school, which opened in 2007, got a five-star report card this year for the second year in a row. 

Milwaukee parents and students have extensive school options.

Madison’s taxpayer funded K-12 school district has long resisted school choice, rejecting the proposed Madison Preparatory Academy IB Charter School (2011) and lobbying against a proposed University of Wisconsin system charter school (2019).

Despite spending far more than most taxpayer supported K-12 school districts, Madison has long tolerated disastrous reading results.




2020 Madison school board election: Candidate “suspends campaign”



Scott Girard:

When he initially filed papers to run, Strong said he considers school safety and racial disparities in discipline and achievement to be the top issues facing MMSD.

“We have to make sure that our schools are safe and that they’re safe learning environments for our kids to learn and for our teachers to teach in,” Wayne Strong said. He stressed the importance of “tackling the achievement gap and just making sure that all of our students are given the best possible opportunity to get the quality education they deserve.”

The end of his campaign leaves Seat 6 as the only contested election, with three candidates running. Incumbent Kate Toews is not running for re-election, leaving newcomers Maia Pearson, Christina Gomez Schmidt and Karen Ball set for a Feb. 18 primary election. The top two vote-getters will move onto the April general election.

Curiously, this has occurred several times in recent years: Ed Hughes, after 3 unopposed campaigns withdrew from a competitive 2017 campaign after the primary!

Mr Hughes name resurfaces occasionally, lobbying against parent and school choice in the form of the 2019 Arbor school charter proposal and in the taxpayer supported Madison school administration’s 2020 spending increase referendum slides.

Finally, despite spending far more than most K-12 school districts, and tolerating long term, disastrous reading results, Mr. Hughes voted against the proposed Madison Preparatory Academy IB charter school (2011).




Four Corrections to a Context And Fact-Free Article Called “The Democrats’ School Choice Problem.”

On New Year’s Eve The Nation published an analysis by Jennifer Berkshire called “The Democrats’ School Choice Problem.” Her piece is instructive because it illustrates a strategy commonly employed by those who regard themselves as warriors against craven privatizing shysters intent on expanding charter schools and/or voucher programs. This is how it works: Ignore context. Ignore math. Ignore inconvenient facts. And hustle together a specious I argument that plays to those who —perhaps responding to the Trumpian lurch to the right by Republican Party leaders in D.C. —believe that the only way to retain decency and moral order is by careening just as far to the left, which seems to me a surefire way to guarantee Trump a second term. (Not sure what these directions mean anyway. Since when is limiting public school choice, which primarily benefits low-income children of color, a value of left-wingers? Since when is it a violation of Democratic Party loyalty to want better schools for your kids?)

To unknowing readers (which apparently includes The Nation’s fact-checking department) Berkshire’s argument, as context and fact-free as it is, holds power. So let’s demystify the mystique and look at some of the ways that Berkshire makes her argument that the Democratic pro-choice coalition is “unraveling” and that no choice is the right choice.

First, to give credit where credit is due, Berkshire  begins with the recent AFT/NEA “school choice forum” last month in Pittsburgh where seven candidates begged for union money and endorsement. She notes that the invitation-only audience was greeted by a Black mother affiliated with the Working Families Party (closely tied in agenda and funding with AFT/NEA) while 250 Black mothers (she says 100 but who’s counting) stood in a cold rain because they were locked out of the “public forum” for wanting quality schools for their children even if they can’t afford to live in Gloucester. (See here.) Why were they outside in the rain? Because the candidates, with the sole exception of Mike Bennett, refused to walk down the block and meet with them in a hotel room paid for by a GoFundMe campaign. Inside, audience members wore “F*%k Charter Schools” tee-shirts.

Positioning and Promotion: A Vacant Taxpayer Supported Madison School Board Seat

Some observers said the unique vacancy is a chance for a newcomer to serve.

“I would really love to see another black mother on the School Board,” said Sabrina Madison, the founder of the Progress Center for Black Women. “Especially a mom who has been advocating for her kid recently around some of these issues around race and equity.”

Though Madison said she hasn’t had any conversations with people who have said they’ll apply, she has been strategically and privately reaching out to parents of students in MMSD to encourage them to consider it.

Whoever is appointed by the board would serve until an election is held in April 2020 to select someone to finish the last year of Burke’s term, which ends in April 2021.

Mary Burke resigns from the Madison School Board



Briana Reilly:

Mary Burke announced Friday she’s stepping down from her position on the Madison School Board after seven years.

Burke, who was first elected to the board in 2012, said in a statement her departure comes as her “personal and professional commitments do not allow me the time and energy needed to fulfill my term.”

“I have faith that the Board will hire a great new superintendent, pass a transformative referendum and continue towards fulfilling our mission of every student graduating college, career and community ready,” she said in a statement.

Logan Wroge:

The School Board will discuss filling the vacant seat when it meets Monday night. Board policy calls for a vacant seat to be filled by appointment within 60 days of a resignation.

Over the last few days since I voiced my concerns about the poor language being used towards adults by our children and youth in our public schools (and at several school board meetings). I have received mostly positive feedback. However, I have also read comments by people who feel my concern about our children’s poor use of language is overstated, misguided and disrespectful.

Worse, I was referred to as a man who practices “respectability politics” and a “Black leader” who has “turned his back” on Black children and who “can no longer hear this voice [of Black youth], can no longer hear the concerns of the masses, can no longer concern [myself] with Black, often low-income, and poor people because [they] are not speaking the way [I] want them to speak?”

It was interesting reading this from people who clearly know very little if anything about me or my work, but whose children have directly benefited from years of my advocacy, and from specific programs I created or pushed to have established. ….

Kaleem Caire:

“As a father of five, I would never let (or condone) my children, or any other young person (or adult), direct hurtful language like that at me or another person without speaking up and correcting them. To see adults clapping for that behavior tonight turned my stomach inside out. I had to get up and leave, and take the mic to say a few words before I left.

“People, what are we thinking and what are we doing? Too many children are cursing out teachers and staff every day in our public schools and we are letting it happen, and making excuses for many children who do it.

“And for those who don’t like what I am saying, you can be mad but you can’t call me racist, and you definitely can’t call me crazy. Many of our young people in our public schools are benefiting directly from my years of hard work, advocacy and programs that I personally fought for and led the creation of. To sit there and hear young people who represent a demographic that I have worked and fought very hard for, for more than 30 years, curse out other people who are trying to help them…it broke my heart and made my heart sink into my stomach.

“Mothers, fathers, educators and community members, we cannot allow this type of poor behavior to continue unabated. We need to tell our young people that attitudes and behaviors like this WILL NOT BE TOLERATED, PERIOD. It’s not good for our children and their future, and it’s not good for our community and our schools. WE CAN ADVOCATE WITH PASSION, RESPECTFULLY. Onward.”

Dylan Brogan is the news reporter of the year so far. The reporter for Madison’s Isthmus publication ripped the bandage off the happy face Jennifer Cheatham puts on Madison’s public schools. He took some hair with it.

Brogan conducted 30 hours of interviews with dozens of Madison educators since, oh, about the April 2 school board election.

For all that, there is nothing new in his May 16 exposé for the weekly Isthmus, “A Rotten Year; Madison teachers report from the classroom.”

The classrooms are in chaos, but we knew that.
Teacher morale is plummeting, but we knew that.
Central administration will throw any teacher under the bus if race is involved, but we knew that.
The densely bureaucratic Behavior Education Plan only greases the school-to-prison pipeline, but we knew that.
We said that teachers are tired of being hit, ignored, taunted, and humiliated. We said that principals have lost control of their schools and teachers of their classrooms. We said a handful of misbehaving students can wreck the learning environment for everyone. We said central administration is interested only in making the numbers work.

Endorsed by Madison’s liberal establishment

While spending far more than most, we have long tolerated disastrous reading results.

Yet, spending continues to grow, substantially. Governor Evers has proposed a double digit increase in K-12 tax and spending for the next two years. Once in a great while, a courageous soul dives in and evaluates spending effectiveness: a proposed (not heard from again) Madison maintenance referendum audit.

Reading Interventionist Teacher’s Remarks to the School Board on Madison’s Disastrous Reading Results:

Of the 65 students plus or minus it kind of changes this year 24 of them are regular ed students.

Another way to say they don’t have an IEP so there is no excuse for that reading intervention in (that group).

12 of those 24 have been enrolled in Madison School since Pre-K kindergarten or kindergarden. 12 students have been in Madison Schools.

They have High attendance. They have been in the same (you know) feeder school they have not had high mobility. There is no excuse for 12 of my students to be reading at the first second or third grade level and that’s where they’re at and I’m angry and I’m not the only one that’s angry.

The teachers are angry because we are being held accountable for things that we didn’t do at the high school level. Of those 24 students, 21 of them have been enrolled in Madison for four or more years.

K-12 Governance Diversity: Madison Commentary

In the Seat 4 race, candidate David Blaska has said there should be a drive-through window at the Doyle Administration Building to approve more charter schools. His opponent, Ali Muldrow — who was endorsed by the influential Madison Teachers Inc. before the Feb. 19 primary — has two children who attend Isthmus Montessori Academy.

Muldrow has said she does not support school vouchers or any form of privatizing public education, while noting that some public charter schools are helpful such as Nuestro Mundo.

Though unsuccessful in his bid to make it through the Seat 5 primary earlier this month, then-Seat 5 candidate Amos Roe built a campaign almost exclusively on promoting voucher schools and charter schools.

Yet, Madison spends far more than most taxpayer funded K-12 schools, now atriums $20,000 per student.

One City to Establish Elementary School in South Madison

Madison, WI – One City Schools Founder and CEO Kaleem Caire — with support from One City parents, Board of Directors, and partners — is pleased to announce that One City’s plan to establish One City Expeditionary Elementary School in South Madison has been approved.

Last Friday, One City received notice from the University of Wisconsin System that its proposal to add grades one through six to its existing public charter school was authorized. One City will add first grade next school year and will begin enrolling children in grades 4K, 5K and first grade for the 2019-20 school year during its upcoming enrollment period: March 4 – 22, 2019.

With this expansion, next year, One City will enroll up to 116 students at its elementary school and 28 children in its 5-star, accredited preschool that currently serves children ages 1 to 3. At full capacity, the elementary school will enroll a maximum of 316 students.

Reviewers called the proposal “superior” and said the proposal “is very well developed and can contribute to school reform efforts to improve the quality of education for all students, especially those that are traditionally underserved.”

Kaleem Caire hailed the decision. “We took this proposal very seriously because we know the incredible stakes for our children and their families, and we are dedicated to establishing a new model of public education that holistically prepares children for a globalized economy and complex future. While our plans to grow vertically included consultation with a wide range of community partners, including the leadership of the Madison Metropolitan School District, our plans for our elementary school primarily grew out of a strong desire among our parents to continue their children’s enrollment in One City. They are 100 percent behind us, and we are honored to extend our commitment to their kids’ future.”

In January 2019, One City was accepted into the Expeditionary Learning Network of Schools by EL Education, pioneers of personalized and project-based learning. For over 25 years, EL has been bringing to life a three-dimensional vision of student achievement that includes mastery of knowledge and skills, character, and high-quality student work. EL promotes active classrooms that are alive with discovery, problem-solving, challenge, and collaboration.

One City is proud that is has kept its commitment to families and to the City of Madison. “We said we would open a school in South Madison, we said we would renovate a building, we said we would start kindergarten, and we have done it all in four years. Now, we are honored to meet this next commitment by allowing students to stay enrolled continuously,” said Caire.

One City has also partnered with the University of Wisconsin-Madison’s new Center for Research on Early Childhood Education (CRECE), UW Research Collaborative and the Wisconsin Center for Education Research (WCER) to launch a longitudinal evaluation of One City’s student outcomes. According to the One City expansion application:

One City will phase the new grades in over four years, adding first grade in 2019-20, second and third grade in 2020-21, fourth and fifth grade in 2021-2022, and sixth grade in 2022-23.

By the end of the expansion, One City plans to enroll 316 students across 4-year-old kindergarten through sixth grade. This school year, there are 63 children in the 4K and kindergarten programs covered under the current independent charter agreement, the majority low-income and students of color.

“As One City Elementary school is built out, we are committed to recruiting, reaching and serving a diverse population of families that reflect the demographics of immediate neighborhoods that we serve,” the application said.

Class sizes for 4K through first grade would average around 10 students, while grades two through six would average about 15 students

“The data clearly indicate that being able to read is not a requirement for graduation at (Madison) East, especially if you are black or Hispanic”.

With the Madison School Board primary election less than a month away, a crowded field of nine candidates will make their case to voters in the coming weeks, starting with a forum on Feb. 5.

Here’s a closer look at how candidates are making their case to voters.

Seat 3

Kaleem Caire, an education activist and founder of One City Schools, is calling for a focus on early childhood education. One City Schools, which he heads, is one of Wisconsin’s first 4K and kindergarten charter options authorized by the University of Wisconsin’s Office of Educational Opportunity.

Caire is running nearly eight years after the School Board rejected his proposal for another charter school, Madison Preparatory Academy.

“I would like to see stronger partnerships between MMSD and Madison’s early childhood education community that provide a sensible continuum of learning, growth and development opportunities for children from birth to age 5,” Caire wrote in a questionnaire distributed by Madison Teachers Inc.

Children who are not proficient readers by fourth grade are four times more likely to drop out of school. Additionally, two-thirds of them will end up in prison or on welfare.

Though these dismal trajectories are well known, Madison School District’s reading scores for minority students remain unconscionably low and flat. According to the most recent data from 2017-18, fewer than 9 percent of black and fewer than 20 percent of Hispanic fourth graders were reading proficiently. Year after year, we fail these students in the most basic of our responsibilities to them: teaching them how to read.

Much is known about the process of learning to read, but a huge gap is between that knowledge and what is practiced in our schools. The Madison School District needs a science-based literacy curriculum overseen by licensed reading professionals who understand the cognitive processes that underlie learning how to read.

In March 2016, Cheatham said that it was her intent to make OEO “obsolete — that our schools will be serving students so well that there isn’t a need.”

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Shortly after the office was proposed, Cheatham said non-district-authorized charter schools have “no consistent record of improving education for children, but they do drain resources from public schools, without any control in our local community or school board.”

Rather than invest in what we know works in education, this proposal puts resources in strategies with mixed results at the expense of our public school students,” she said in May 2015

The Wisconsin Department of Public Instruction, lead by Governor Elect, Tony Evers, has waived Massachusetts’ style elementary teacher content knowledge requirements for thousands of teachers.

2019 Madison Mayoral Election: Ongoing Disastrous K-12 Reading Result Indifference?

The candidates are focusing on racial and economic inequities and the need for more low-cost housing despite a Soglin initiative supported by the City Council that’s delivered 1,000 lower-cost units. And they are talking about education, health care, transportation, public safety and climate change, especially in the wake of severe flooding that punished the city in the late summer.

The next mayor will also guide major projects such as Judge Doyle Square, the Madison Public Market, and whatever emerges as the next big thing.

All of the ideas and positions, however, will be weighed in the context of maintaining or improving basic services, state levy limits and holding the line on property taxes.

Today, the State Journal offers an introduction to the candidates who will be on the primary ballot to lead the state’s capital city into the next decade.

‘Alternative’ at Madison’s Shabazz City High also means whiter, more affluent

In June, after she’d lost her bid for a second term on the board, Moffit emailed district general counsel Matthew Bell and executive director of student services John Harper a copy of a letter sent to a prospective Shabazz student letting the student’s family know that the student hadn’t met the criteria for getting into Shabazz. She said it’s not the same student as the one whose family filed the formal complaint.

“I am surprised that this is legal, since Shabazz is a public school,” Moffit wrote Bell on June 6. “Are you aware that their Principal is sending out this information?”

Moffit never received a response.

DPI data show the percentage of students with disabilities at Shabazz last year, about 19 percent, was higher than in the district as a whole (about 14 percent). Twenty-four percent of students at Capital High, however, had disabilities.

Fralin said he’s hoping changes to Shabazz’s eligibility requirements will be in place by the start of the next school year.K-12 school districts.

“I’ve been working in the field ever since,” Caire said in an interview with the Cap Times. “The number one thing is that I’ve been really frustrated about how little attention is focused on young people in our city and country.”

One City Schools, which expanded from One City Early Learning Center, is one of the state’s first 4K and kindergarten charter options authorized by the University of Wisconsin’s Office of Educational Opportunity.

Caire has deep roots in education. When he was CEO of the Urban League of Greater Madison in 2010, he worked to submit a proposal to the Madison School District to charter Madison Preparatory Academy, a school for black boys in sixth through 12th grades. However, the School Board voted 5-2 against the charter proposal in Dec. 2011.

Caire dismissed the notion that he would have conflicts of interest because he runs a public charter school.

“There’s no conflict. We’re not chartered by the school district,” Caire said. “We’re chartered by the University of Wisconsin.”

“It was a lot of talk,” Johnson said. “[There’s] a lot of good people doing a lot of good things, but systemically, when you look at the data, things are not getting better. Systemically, we’re still operating in silos.”

Before leaving Madison, Johnson called for greater funding and committed community leadership. He cited divisions throughout the city – between politicians and the public, between nonprofit leaders, and between black and white community leaders – and a lack of people of color in leadership positions as reasons for Madison’s poor track record on racial equity.

Addressing the audience at the Cap Times Idea Fest, Johnson didn’t paint a positive picture of Madison’s equity issues almost four months after leaving the city.

“We are 10 steps behind”: Detroit students seek fair access to literacy

Our series, School Matters, features extended stories and investigations on education. In this installment, we’re looking at a lawsuit winding its way through the federal appeals process that questions whether access to literacy is a constitutional right. A federal judge in Michigan recently ruled it wasn’t when he dismissed a 2016 case. That case claimed students in some of Detroit’s lowest-performing schools were denied “access” to literacy due to poor management, discrimination and underfunding.

For years, Detroit public schools were under control of emergency managers, who were trying to lift the district out of debt. But, this case has drawn national attention because of its wide-ranging implications, possibly leading to federal changes to the education system.

How can this be, in a “unversity town”?

It’s true, some more affluent people reside in this city due to the existence of a large, world-class university. People with more money do create disparities.

Does that explain the exodus of brown and black professionals when they complete their four years at the university because they feel so uncomfortable and unwelcome in this town?

Does that mean that Madison has to be so severely segregated by race?

Does that mean that we have almost zero affordable housing in Madison for people of color forcing Blacks and Latinos to live in separated areas on the fringes of the city where they are disenfranchised economically, socially, and politically?

Does having an elite institution mean huge disparities in prosecutions and arrests and incarceration?

Hard Words: Why aren’t kids being taught to read? “The study found that teacher candidates in Mississippi were getting an average of 20 minutes of instruction in phonics over their entire two-year teacher preparation program”



Emily Hanford:

Balanced literacy was a way to defuse the wars over reading,” said Mark Seidenberg, a cognitive neuroscientist and author of the book “Language at the Speed of Sight.” “It succeeded in keeping the science at bay, and it allowed things to continue as before.”

He says the reading wars are over, and science lost.

Seidenberg knows of a child who was struggling so much with reading that her mother paid for a private tutor. “The tutor taught her some of the basic skills that the child wasn’t getting in her whole language classroom,” he said. “At the end of the school year the teacher was proud that the child had made so much progress, and the parent said, ‘Well, why didn’t you teach phonics and other basic skills related to print in class?’ And the teacher said ‘Oh, I did. Your child was absent that day.'”

For scientists like Seidenberg, the problem with teaching just a little bit of phonics is that according to all the research, phonics is crucial when it comes to learning how to read. Surrounding kids with good books is a great idea, but it’s not the same as teaching children to read.

Experts say that in a whole-language classroom, some kids will learn to read despite the lack of effective instruction. But without explicit and systematic phonics instruction, many children won’t ever learn to read very well.

In 2016, the National Council on Teacher Quality, a Washington, D.C.-based think tank, reviewed the syllabi of teacher preparation programs across the country and found that only 39 percent of them appeared to be teaching the components of effective reading instruction.

Seidenberg says the scientific research has had relatively little impact on what happens in classrooms because the science isn’t very highly valued in schools of education. “Prospective teachers aren’t exposed to it or they’re led to believe that it’s only one of several perspectives,” he said. “In a class on reading, prospective teachers will be exposed to a menu in which they have 10 or 12 different approaches to reading, and they’re encouraged to pick the one that will fit their personal teaching style best.”

Education as a practice has placed a much higher value on observation and hands-on experience than on scientific evidence, Seidenberg said. “We have to change the culture of education from one based on beliefs to one based on facts.”

But Walker and his campaign accused Evers of flip-flopping on the issue of school funding because Evers once said in an interview with WisconsinEye that improving academic outcomes for students struggling the most could still be achieved even if the state didn’t provide a significant funding increase.

Evers in the interview did say schools needed more funding overall, however.

Four years ago, Walker leveled similar criticism when he was running against another education official: Madison School Board member Mary Burke.

He blasted Burke for the Madison School District’s massive gap in academic performance between black and white students.

What We Have Here Is Failure To Educate

The argument for public education is that it is good for society as a whole to have its children educated so that they can successfully take their place in it, contribute to it and so on. This has historically been understood to mean that we expect our children to learn the 3Rs, get some sort of idea of history/culture and then study something that helps them get a decent job and thence a house, spouse and 2.2 children. The logic behind public provision of it is that this levels the playing field and that it helps most the poorest children whose families otherwise could not afford it. Given that in the modern world there isn’t a single job that doesn’t require some literacy/numeracy the logic that says that education is a public good is quite plausible because uneducated people won’t be able to get a job and thus can’t pay taxes etc. (not to mention that in a democracy where everyone has the franchise, everyone should be able to make an informed choice).

You can now compare that theory with the actual result.

The majority of students do in fact learn to read at some minimal level. Some learn to read more, some learn to do sums in their head, but neither is guaranteed. That seems to be about it for useful results and even that minimal level is pretty poor, particularly for minorities:

As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

How LeBron James’ new public school really is the first of its kind

Several reform-minded schools have carved similar paths for I Promise to follow. The Knowledge is Power Program, better known as KIPP, has created the nation’s largest network of charter schools by catering to marginalized students with longer class hours, increasing access to teachers, and a tough but accommodating schedule for students. Rocketship Public Schools, another non-profit charter program with schools in California, Wisconsin, Tennessee, and Washington D.C., operates with a similarly non-traditional classroom. Rocketship emphasizes a STEM-based curriculum while bringing a student’s home life into the classroom and continuing learning outside regular class hours. Both take aim at reducing the achievement gap between low-income students and their peers.

It’s still early, but reports from I Promise suggest the school will address Akron’s achievement gap by running similar reforms as other successful national programs. It does not go as far as KIPP or Rocketship in those charges, but it’s clear I Promise is designed to operate at a level beyond the typical public school by creating a more comprehensive experience for students, not just one that begins at 7 a.m. and ends at 2 p.m.

This kind of wide reform is rare to see at a traditional neighborhood school. KIPP and Rocketship schools have been successful in larger cities across the nation, but typically operate outside the purview of their local school boards as charter schools. Several private schools, like Milwaukee’s St. Marcus Lutheran Schools or Philadelphia’s Gesu School, have instituted reforms like these while enrolling students using publicly-funded vouchers or tax-credit scholarships.

Madison’s K-12 Governance Non Diversity: Police in Schools Meeting

Throughout the public comment period, several people said the presence of police officers inside school can negatively affect students of color and feeds into the “school-to-prison pipeline.”

“Ain’t no amount of training, ain’t no amount of special certificates is going to matter when it comes to black and brown kids, because (police officers) see us as thugs and criminals,” said Bianca Gomez, a member of Freedom Inc., an activist organization focused on issues that affect minority populations.

As Blaska attempted to capture the public comment on his cellphone, others took issue with juvenile speakers being recorded and attempted to block his view by either standing in front of him or putting objects in front of his phone, alleging he runs a racist blog where the youths’ photos would be posted.

Blaska moved about the meeting room, which was held in the McDaniels Auditorium in the district’s Doyle Administration Building, and others continued to follow along and block his phone.

The emotions culminated in a heated face-to-face argument between a woman who had earlier spoke in support of EROs and some people wishing to remove EROs.

A public hearing on a proposal to redefine the Madison School District’s relationship with police descended into chaos Wednesday when factions confronted each other with invective, insults and physical altercations.

The proposal would remove armed educational resource officers from the district’s four main high schools and replace them with at least 20 specially trained school liaison officers that would develop relationships with all district schools and respond to incidents when needed.

The proposal drew no support from 20 people who registered to speak, many of them members of Freedom Inc., a grassroots social justice group that sees the move as an increase in policing efforts. But a small minority of speakers blasted the committee in charge of drafting the new policy for proposing to remove armed officers at East, West, La Follette and Memorial high schools.

“Think of that potential school shooter out there,” said Patrick O’Loughlin, an accountant who teaches business math at a local private high school. “Experience tells us that they think about it for quite some time before acting. What is he going to think when you kick the armed officers off campus?”

O’Loughlin suggested that the draft proposal was intentionally light on statistics supporting the elimination of EROs. He went on to list the kinds of statistics the proposal should have included.

“You can take your statistics and shove them,” said Mahnker Dahnweih of Freedom Inc.

A toe step toward diverse K-12 Governance in Madison



A majority of the Madison school board has long opposed K-12 governance diversity including the rejection of a proposed Madison preparatory academy IB charter school. Steven Elbow:

Two Madison charter schools will start the school year with additional funds awarded from the state Department of Public Instruction.

Isthmus Montessori Academy (rejected by the Madison School Board) and One City Senior Preschool were among 26 new or expanding charter schools to receive more than $17 million from the U.S. Department of Education. Both schools were approved by the University of Wisconsin System’s Office of Educational Opportunity, created in 2015 by Republican lawmakers to grant school charters without input from local school boards.

The local paper fails to mention the struggle, nor the Madison schools’ long term, disastrous reading results.

Donna Hurd and Joseph Krupp to Lead One City’s Board of Directors

At its annual retreat on May 5, 2018, One City’s Board of Directors elected Madison business and civic leaders Donna Hurd and Joe Krupp to lead the Board. Donna will serve a two-year term as One City’s Board Chair and Joseph Krupp will serve a two-year term as Vice Chair. Torrey Jaeckle of Jaeckle Distributors, was also elected to continue as Board Treasurer.

Donna has served as the Director of Administration for Perkins Coie LLP since September 2013, where she manages the Madison Office, supervises all non-attorney staff, maintains positive contact with internal and external clients and is responsible for the fiscal management of the office. Prior to Perkins Coie, Donna was the Executive Director for Boardman & Clark law firm of Madison. She currently serves as President of the Rotary Club of Madison, President of Board of the Foundation for Madison’s Public Schools and is a member of the Literacy Network’s Board of Directors. Her term as Rotary President expires this summer. When she’s not volunteering her services to the community, Donna enjoys spending time with her grandchildren.

Joe is currently the owner of Prime Urban Properties, a local real estate development and management company involved in both commercial and multi-family projects. He founded Krupp General Contractors in 1976 and served as the CEO for 35 years until retirement in 2006. Torrey is vice president and co-owner of Jaeckle Distributors, a business started by his grandfather in 1958. Jaeckle Distributors is based in Madison and employees 115 people (50 in Dane County), with branches in Minneapolis, Chicago and St. Louis. They distribute floor coverings and countertop surfacing materials throughout the Midwest to floor covering retailers, contractors, and countertop fabricators.

Torrey is a native Madisonian. He attended Edgewood High School and later the University of Wisconsin Madison where he received his BBA in Finance and Marketing in 1995. After college, he joined his family’s business. He and his brother now run the business full time and are the third generation of Jaeckles to lead the company. For six years, Torrey served on the board of the North American Association of Floor Covering Distributors, holding the position of president in 2016. On a personal level, Mr. Jaeckle first and foremost enjoys spending time with his wife Stephanie and their two daughters. How Are American Cities Delivering on the Promise of Public School Choice?

As school choice evolves in cities across the country, the heated debate among advocates and critics is too often disconnected from the reality for families. CRPE’s new report goes beyond the rhetoric to provide evidence about how public school choice is playing out in 18 cities, including Atlanta, Cleveland, Oakland, New Orleans, and Washington, D.C.

Drawing on school performance data; interviews with district, charter, and community leaders; and a survey of parents, researchers looked across both district and charter schools to examine student and school outcomes and recent reform strategies. The cross-city analysis, Stepping Up: How Are American Cities Delivering on the Promise of Public School Choice? addresses three questions: Is the city’s education system continuously improving? Do all students have access to a high-quality education? Is the education strategy responsive to community needs?

Locally, Madison lacks K-12 governance diversity, recently rejecting the proposed Madison Preparatory Academy IB charter school.




Commentary on school choice in Madison



Madison Teacher and Parent Jen Greenwald:

I have worked as a teacher in the Madison Metropolitan School District since 1997. I have raised my two biracial daughters in and out of Madison public schools. And, like many of the people who support Isthmus Montessori, I would like to see radical change in our district. A school system that truly honors children for who they are would be a much better place for all of us.

However, I disagree that Isthmus Montessori would create the change we want to see. It would provide change for the very small number of children (fewer than 1 percent of students in the district) who win the lottery to attend the charter school — but at the expense of other students in the district. It is neither logical nor equitable to provide such a small number of children with a learning environment focused on creativity, imagination and exploration while insisting on more rigidity and standardization in the regular public schools, which serve the vast majority of our students.

Madison spends far more than most, now nearly 20,000 per student.

Yet, we have long tolerated disastrous reading results, while rejecting any sort of K-12 governance choice.

Madison School Board Continues Non Diverse Governance Practices with Proposed Montessori Academy School

In a 5-2 decision on Monday, the Madison School Board voted to postpone the charter approval of Isthmus Montessori Academy.

The board wanted more clarity around the school’s proposed attendance area, financial and academic accountability standards at their three-year mark, and language in the proposal that asks for waivers that apply to early release and lesson planning time promised to all Madison Metropolitan School District teachers via the employee handbook.

IMA has until Aug. 21 to finish negotiations with the district to iron out the details. The board is expected to take up the vote again at its next regular meeting on Aug. 28.

If the board approves the charter, IMA, which is currently a private school, would cease operation and reopen as Isthmus Montessori Academy Charter School in the fall of 2018 serving students in 4K through ninth grade.

IMACS would be a free public charter school, operating under the authority of the Madison School Board.

Advocating K – 12 governance diversity

The office’s first charter school will be one aimed at helping teenagers recover from drug abuse, which was created by legislation passed this year. It will likely open next year.

Two UW System schools and other entities can now create charter schools throughout the state. The Senate budget would let Bennett’s office, any System college and any Technical College District Board authorize charter schools statewide.

The proposal also gives the UW Board of Regents oversight over donations given to Bennett’s office and how they are spent.

Stephanie Marquis, spokeswoman for the UW System, said UW officials “continually look for ways to expand educational opportunities across Wisconsin, and the proposal would empower the (office) to be a part of our statewide (services to) Wisconsin students, families and communities

On expanding Madison’s Least Diverse schools



It’s interesting to consider recent Madison School Board/Administration decisions in light of David Brooks’ 7/11/2017 column:

Over the past generation, members of the college-educated class have become amazingly good at making sure their children retain their privileged status. They have also become devastatingly good at making sure the children of other classes have limited chances to join their ranks.

How they’ve managed to do the first task — giving their own children a leg up — is pretty obvious. It’s the pediacracy, stupid. Over the past few decades, upper-middle-class Americans have embraced behavior codes that put cultivating successful children at the center of life. As soon as they get money, they turn it into investments in their kids.

Upper-middle-class moms have the means and the maternity leaves to breast-feed their babies at much higher rates than high school-educated moms, and for much longer periods.

Upper-middle-class parents have the means to spend two to three times more time with their preschool children than less affluent parents. Since 1996, education expenditures among the affluent have increased by almost 300 percent, while education spending among every other group is basically flat.

As life has gotten worse for the rest in the middle class, upper-middle-class parents have become fanatical about making sure their children never sink back to those levels, and of course there’s nothing wrong in devoting yourself to your own progeny.

Let’s begin with the rejection of the proposed Madison Preparatory Academy IB charter school (which would have operated independently of the current model) and continue to a recent referendum that expanded Madison’s least diverse schools.

Madison has continued to substantially increase tax and spending practices, now approaching $20,000 per student, annually. This is far more than most school districts and continues despite disastrous reading results.

IVY LEAGUE SUMMARY: TAX BREAK SUBSIDIES AND GOVERNMENT PAYMENTS:

Society’s approach to the relationship between men and robots, taking the definition of robot as broadly as possible, tends to be somewhat apocalyptic: robots will steal our jobs and create a dysfunctional society where manual labor and tasks of little added value or the three Ds have been replaced: in short, a largely negative vision of the future.

And then of course there are those people who still ask whether we are really in the midst of a process of replacing people with robots? Of course we are. In fact, robots have been taking work away from people for many years.

On Madison’s lack of K-12 Diversity and choice

“The best thing my office can do is increase access to educational opportunities and increase equity,” he said. “The worst thing it can do is create fights for fights’ sake.”

Independent charter schools, while funded by state taxpayers, operate outside most traditional public school rules in a way that supporters say make them more effective and perhaps better able to address long-standing challenges, such as raising test scores for low-income and minority students.

Detractors counter they are a financial drain on the public school system with no guaranteed ability to offer students any better education.

The Madison School District, which already has the power to authorize independent charter schools but so far has not done so, remains in the detractors’ ranks.

“Gary knows how I feel about his office — that I think it’s unnecessary, that our board, like any school board, ought to be making decisions about how to serve students,” Cheatham said. “Our goal is to make that office obsolete

High Standards And Black Student Achievement

When states raise the number of math classes they require students to take in high school, black students complete more math coursework—and boost their earnings as a result. That’s the topline takeaway from new research by Joshua Goodman, an associate professor of public policy at Harvard’s Kennedy School of Government.

Seven years ago 120 girls bedecked in purple polo shirts and plaid skirts walked into an experiment — a Baltimore public school modeled on those originally designed for affluent white girls whose families could afford to send them to “finishing school.”

On Friday, half of those girls, all but one of them African-American and most from working-class families, will don white robes to make history as the first graduating class of the Baltimore Leadership School for Young Women, the city’s first all-female, public middle-high school.

Supporting Public School Choice, Rather Than One Size Fits All

Until Thursday evening, I never dreamed I would write a “profiles in courage” piece about Wendell Harris. I apologize, Wendell. You earned it, and here it is.

Of course, an example of political courage can also be seen as an example of betrayal and broken promises. Harris will get those reactions, too. I assume he burned just about every political bridge he had when he voted for the proposal to put a Carmen high school program in the Pulaski High School building on Milwaukee’s south side.

Electrifying is a word I believe I have never used to describe a Milwaukee School Board meeting until now.

But the stakes Thursday night were high, the outcome uncertain, and the tension in the room palpable enough to lead Milwaukee Public Schools officials to bring in extra security. The proposal became an intense battle between supporters of conventional public schools and supporters of independent charter schools.

Deciding the issue meant making a statement about what kind of change is going to fly or not fly in MPS.

Carmen has two high-expectations charter schools in Milwaukee, operating under authorization of the School Board but employing its own teachers and its own education plans. Pulaski is a venerable, large high school with declining enrollment and low achievement. Its new principal, Lolita Patrick, supports the Carmen-Pulaski plan as a path to change.

If they won, advocates of the “partnership” plan would undertake the ambitious, but very difficult pursuit of a vision of these two schools creating excellence together in the same building.

One City Early Learning Center looks to help revitalize South Madison

Two facts that we know to be true: One, children who can read, who love to learn, and who can work effectively with others will be best prepared to lead happy lives and raise happy and healthy families as adults. Two, many children of color in low-income families don’t start their learning in accredited childcare centers and quickly fall behind their peers. Most never catch up.

Kaleem Caire, founder and president of One City Early Learning Center on Madison’s south side, knows that his new endeavor will help create opportunities for struggling young people and their parents. One City Early Learning Centers believes in the old adage that it takes a village to raise a child.

“It’s huge to be able to say that in South Madison we have this organically grown thing created by a native Madisonian from Fisher Street who was born and raised in the area,” Caire told Madison365. “It gives some inspiration to what we are doing, but the focus is really trying to get these kids ready for school.

Madison’s Schwerpunkt: Government School District Power Play: The New Handbook Process is worth a look



Wisconsin’s stürm and drang over “Act 10” is somewhat manifested in Madison. Madison’s government schools are the only Wisconsin District, via extensive litigation, to still have a collective bargaining agreement with a teacher union, in this case, Madison Teachers, Inc.

The Madison School Board and Administration are working with the local teachers union on a new “Handbook”. The handbook will replace the collective bargaining agreement. Maneuvering over the terms of this very large document illuminates posturing and power structure(s) in our local government schools.

Madison Superintendent Jennifer Cheatham wrote recently (September 17, 2015 PDF):

The Oversight group was able to come to agreement on all of the handbook language with the exception of one item, job transfer in the support units. Pursuant to the handbook development process, this item was presented to me for review and recommendation to the Board. My preliminary recommendation is as follows:

It is essential that the District has the ability to hire the most qualified candidate for any vacant position—whether an internal candidate or an external candidate. This language is currently used for transfers in the teacher unit. Thus, it creates consistency across employee groups.
By providing the District with the flexibility of considering both internal and external candidates simultaneously the District can ensure that it is hiring the most qualified individual for any vacant position. It also gives the District opportunities to diversify the workforce by expanding the pool of applicants under consideration. This change would come with a commitment to provide stronger development opportunities for internal candidates who seek pathways to promotion.

Employee Concern:
The existing promotional system already grants a high degree of latitude in selecting candidates, including hiring from the outside where there are not qualified or interested internal applicants. It also helps to develop a cadre of dedicated, career-focused employees.

RE: Update to Handbook following Operations Work Group

The Operations Work Group met on Monday September 21, 2015. Members of the Oversight Group for development of the Employee Handbook presented the draft Employee Handbook to the Board. There was one item on which the Oversight Group was unable to reach agreement, the hiring process for the support units. Pursuant to the handbook development process, this item was presented to me for review and recommendation to the Board. There was discussion around this item during the meeting and, the Board requested that members of the Oversight Group meet again in an attempt to reach consensus.

Per the Board’s direction, District and employee representatives on the Oversight Group came together to work on coming to consensus on the one remaining item in the Handbook. The group had a productive dialog and concluded that with more time, the group would be able to work together to resolve this issue. Given that the Handbook does not go into effect until July1, 2016, the group agreed to leave the issue regarding the hiring process for the support units unresolved at this point and to include in the Handbook the phrase “To Be Determined” in the applicable sections. As such, there is no longer an open item. When you vote on the Handbook on Monday, the section on the “Selection Process” in the various addenda for the applicable support units will state “To Be Determined” with an agreement on the part of the Oversight Group to continue to meet and develop final language that the Board will approve before the Handbook takes effect in the 2016-17 school year.

1. The Wisconsin Institute for Law and Liberty has filed suit to vacate the Madison government schools collective bargaining agreement with Madison Teachers, Inc.

2. Attorney Lester Pines has spent considerable time litigating Act 10 on behalf of Madison Teachers, Inc. – with some success.

3. The collective bargaining agreement has been used to prevent the development of non-Madison Government school models, such as independent charter, virtual and voucher organizations. This one size fits all approach was manifested by the rejection [Kaleem Caire letter] of the proposed Madison Preparatory Academy IB charter school.

In Defense of Success Academy

When I think of the demands on teachers today, I picture the cover of the classic children’s folktale “Caps for Sale,” in which a mustachioed cap salesman falls asleep under a tree, wearing his entire stock of wares on his head. This image, unsurprisingly conjured by an elementary and middle school teacher of five years, suggests the staggering expectations policy-makers and the public have of teachers in the 21st century.

Teachers are expected to possess strong content knowledge, pedagogical expertise in rooms of diverse learners, and a heroic grasp of classroom psychology. They must close gaps in content mastery, develop students’ interpersonal skills, and create project-based learning experiences that require critical thinking and analytical reasoning. Of course, they are assumed to have artistic skill in designing inviting classroom environments and jaw dropping bulletin boards, as well as technical proficiency in integrating new media to make lessons engaging for the modern kid. They are to do all this and much more with a calm, cool demeanor, on a meager paycheck, and with minimal recognition–as teachers, our “caps” runneth over.
I spent four years teaching at Success Academy Charter Network, which recently came under attack in the New York Times for the incredible demands made of their teachers and students. And yes, Success is upfront about their unwavering commitment to excellence and setting a high bar for all involved, but what I found to be most staggering was the profound support offered to teachers to meet the demands of the day.

Lcally, Madison continues to lack K-12 diversity. a majority of the School Board rejected the proposed Madison Preparatory Academy IB charter school.




An Update on One City Early Learning Centers & Reading….

We had a great time at our campaign kick-off event for One City Early Learning Centers at the CUNA Mutual Conference Center on March 6! More than 350 friends and champions for children joined us on a Friday night to learn about our plans to raise $1.4 million to establish a new type of preschool in the Madison area.

One City will take a two-generation community impact approach to providing young children with the learning and developmental experiences they need to become compassionate and high potential learners, leaders and students in school and life, and to be reading-ready by the time they reach kindergarten.

Attendees learned about our three strategic priorities:

  1. Empowered and Happy Children
  2. Strong and Happy Families, and
  3. Healthy and Resource-Filled Neighborhoods

We shared our educational approach and plans for establishing One City’s Parent University and Family Resource Network. We highlighted the partnerships we are developing to support strong families and cultivate talented and successful children. We also shared how One City will be an active partner in efforts to continue the revitalization of South Madison. We want to ensure that children in our neighborhood and preschool are raised in safe, sustainable and enriching environments, and that parents have access to high quality, affordable and accessible early education opportunities for their children while they work and continue their education.

Additionally, Forward Community Investments announced their purchase of the South Madison Day Care facility for One City. This marks the first time FCI has purchased property and made such an investment in their 19-year history. The details of this unique partnership inspired everyone in attendance and we raised $40,126 towards our goal that night!

Pro Choice: Vouchers, per student spending and achievement



The Economist:

This is not the end of the story for vouchers, however. In both Milwaukee and Washington, voucher schemes get similar results to the public schools but with much less money. Under the DC scheme, each voucher is worth $8,500 a year, compared with $17,500 to educate a child in the public school system. In Milwaukee the difference is smaller but still amounts to several thousand dollars. Another consistent finding from voucher schemes is that parents like being given a choice, which explains why vouchers, once granted, are hard to take away.

Though Milwaukee’s experience overall has been mixed it still has lessons for elsewhere. If one includes private schools, charter schools and open enrolment at public schools (which means parents may enroll their children in a school that is not in the neighbourhood where they live), around 40% of parents in Milwaukee exercise some kind of choice over their children’s education, an unusually high share. With so much competition, it is hard for any school to grow complacent. There are good public, private and charter schools and bad ones, too. Some private schools do very well with poor black and Hispanic children, others fail them and yet manage to stay in business, which suggests that even with lots of parents choosing there is a need for an authority than can close the bad schools down.

Let’s get real — African-Americans are complicit in disparities

I am a blue collar African-American man and the proud father of two black boys. I enjoyed reading the Rev. Alex Gee’s eloquent piece about racial disparities, and the many spot-on articles that have followed. While fully appreciating the concern exhibited by the white community for these very real issues, I have to ask: What is the role of the African-American community in these racial disparities? Are we enabling the drivers of disparity by lowering our own expectations? Where is the honest conversation about our accountability in helping reduce those disparities?

I attended many of the disparity meetings and noticed one glaring omission: the secret truths we as African-Americans understand about what is oppressing our culture and our refusal to discuss what we do to sabotage our own cultural advancement. We fully expect transparency and accountability from white Madison, so why can’t we be honest with ourselves? For instance, while we expect many things from the school system — and it is glaringly obvious it is failing us — it should be equally obvious that we are failing ourselves. We are sending children out of the house who are not prepared to survive, much less thrive.

The African-American community needs to talk about three topics that have not been addressed: 1. The public demeanor of our youth. Too often black adults see disgraceful behavior exhibited by our children and we simply stand by and allow it to continue. In malls, schools, at sports functions, or in any public place, our children often are not conducting themselves as if we have taught them how to behave. We must admit this and acknowledge that we are responsible for said behavior. How many of us have challenged kids about their behavior? Then again, when a responsible adult talks to us about our children’s actions, we respond with this: “You talk to me, not my kid!” Well, where were you when your kid was acting out? We want the whole community to baby-sit our kids, but then we get mad when someone attempts to functionally act as a parent. Far too frequently we sabotage positive African-American role models in our communities, all the while genuflecting to the white power elite.

Where are first graduates of Chicago’s Urban Prep?

As a student in the first class of Urban Prep Charter Academy for Young Men, Tyler Beck found himself enveloped in a nurturing environment where teachers came in early and stayed late to help tutor struggling students. There, the boys formed a brotherhood and learned affirmations that kept them pumped up to achieve.

“We were taught, ‘Each one reach one,’ and ‘It takes courage to excel.’ We all learned to help each other because we all wanted to succeed,” Beck said. “There were people who could say they’d been right where you were from and they could say they knew what your life was like.”

But four years later, at the idyllic East Coast private college to which Beck was accepted, the atmosphere was dramatically different. And even though he had earned a full academic scholarship to attend, Beck was not prepared.

Year after Rocketship’s scrutinized Milwaukee launch, signs point to progress; Status Quo in Madison



Erin Richards:

What were the highlights of Rocketship’s first year here?

Strong growth. Rocketship set a goal of having 65% of its Milwaukee students meet the national average for reading and math growth over the course of the year. In fact, 72% of the school’s students, almost all of whom are low-income and Hispanic or black, learned as much as a typical American student in English and language arts. In math, 87% of Rocketship students met or exceeded that average growth target.

New style. Rocketship introduced children to spending part of the day doing reading and math exercises on the computer, using software that adapts to each child’s skill level. Sessions are overseen by an aide rather than a teacher, which is one way Rocketship keeps costs down. Most teachers also specialize by subject matter.

Parent involvement. A Rocketship hallmark is involving parents in schools, not only to help their children with homework and goal-setting, but also to advocate in the community. Kinser said almost all teachers had 90% of their parents meet the 30-hour goal of interacting with the school.

Enrollment. This year’s enrollment goal is 487 children in kindergarten through fifth grade, and the school on its way to meeting it, Kinser said.

Rocketship’s challenges

The turbulent first year in Milwaukee also set Rocketship on its heels at times. Some challenges included:

Special education. About 17% of Milwaukee Rocketship children had special needs last year, which is close to the district average in Milwaukee Public Schools. Venskus said Rocketship went about $500,000 over budget to serve those students.

Teacher turnover. Rocketship, like other demanding urban charter schools with long hours and high expectations, was not a good fit for some teachers who left early in the school year. Rocketship did not renew some others. This fall there will be four new teachers at the school from Teach For America, the alternative teacher certification program from which Rocketship frequently recruits.

Political challenges. Rocketship leaders had to negotiate with lawmakers in Madison to try to clear a path for their staff with out-of-state teaching or administrator credentials to be recognized in Wisconsin.

Rocketship has a charter agreement with the Milwaukee Common Council to open up to eight schools serving 500 students each.

School should be year-round



Wausau Daily Herald:

More than 40 percent of Wausau School District students are attending summer school this year. That’s about the same proportion of students who took summer classes last year, and it’s considered pretty good participation for the Summer Learning program.

It should be 100 percent. A three-month summer vacation is bad for students, and it’s especially bad for at-risk students.

The problem with a long summer break is that, when students are out on vacation for months on end, they tend to forget a lot of what they’ve learned. Research shows that they are especially likely to forget things that require memorization, such as multiplication tables or grammatical rules.

Locally, Madison appears unable to change any material aspect (the stillborn proposed Madison Preparatory Academy IB Charter School) of its agrarian era K-12 organization, one that spends double the national average per student and has long tolerated disastrous reading results.




My Final Report to the Community

This will be my final report to the community as the president & CEO of the Urban League of Greater Madison. Today, former Madison Police Chief Noble Wray will take over as the interim leader of this great organization and I will spend the remainder of this month supporting his transition, ironing out my new path, drinking these wonderful green smoothies and enjoying more frequent trips to the gym and bike rides around town.

We have accomplished a great deal since I joined the organization on March 29, 2010. We increased the size, diversity and strength of our staff to meet increased community needs, invested more in their professional growth and development of our team members than ever before, and improved their compensation to be more consistent with the market rate for their positions. We also provided full-time employment to five team members who completed our job training programs.

Highlights of our other accomplishments:
Increased our industry-specific, skill-based training academies from one to five, adding Customer Service & Sales, IT, Food Service and Construction Trades Academies. We continue to operate the highly regarded Health Administration Training Program (HATP) and are exploring adding academies in facilities maintenance, coding and lab tech as well.
Added the Featured Employer Program, adding 40 new employer partners in just the last 18 months who are dedicated to hiring talent through the Urban League. Since January 2010, graduates of Urban League training programs have earned more than $17.2 million in salaries and wages, and yielded more than $3.5 million in paid taxes. We’ve also grown from serving 183 adults in 2009 to 1,731 in 2013 through our four-tiered workforce development strategy.

Launched the Urban League Scholars Academy, which is presently offering an extended day high school preparatory program to 127 sixth and seventh graders attending three Madison middle schools who have academic enrichment needs.

Tutored more than 2,500 children annually in 17 middle and high schools across four Madison area school districts, utilizing more than 900 skilled volunteers; prepared more than 300 students for success on the ACT college entrance exam; and launched a partnership with the Madison Metropolitan School District to identify young men and women who’ve dropped out of school and help them complete high school, prepare for the workforce, secure jobs and continue their post-secondary education.

Created the annual Workplace Diversity & Leadership Summit, Wisconsin’s largest training ground in workplace diversity for employers and career professionals, and the Urban League Jazz Cabaret, a new annual fundraiser. Completed a comprehensive analysis of the needs and aspirations of residents of three important South Madison neighborhoods and hosted several community events that have brought together hundreds of residents to celebrate and work together, and build a strong South Madison community.

Established the Urban League of Greater Madison Young Professionals Chapter which will bring together an unprecedented number of diverse young professionals at its first ever Emerge Gala on March 29, 2014. To learn more and purchase tickets, click here.

Built one of the strongest and most diverse teams and Board of Directors among nonprofits in Greater Madison, and cultivated talented leaders who are doing great things within the Urban League and other organizations they have gone on to work for and lead.

Among our greatest achievements also was our effort to establish the Madison Preparatory Academy charter schools for young men and women. Though our vision was not realized, in pushing for the school we spearheaded an unprecedented and necessary conversation about the state of education for African American and low income children that has moved a community and a school district to become more engaged and accountable than ever.

It has been an honor and a pleasure to stand on the shoulders of the Urban League leaders and team members who’ve come before me, and serve this great organization and the Greater Madison region. Thank you for all the encouragement and support you’ve shown me and our team, and thank you for all that you do for our community as well. The Urban League is poised to accomplish great things for the community for years to come.

High academic achievement, for Strong, means that all of our MMSD students are achieving to the fullest extent of their abilities.

“Whether you are a TAG [Talented and Gifted] or a special-needs student or whether you are a middleof- the-road student, the teachers [should be] challenging our students to do the best that they can do and to be the best that they can be,” Strong says.

“We’ve got to make sure we are doing that for all of our students.”

Strong wants to improve graduation rates and he feels that the disparity in the way that kids are disciplined affects that quite a bit.

“Right now, our African American students are only graduating at a rate of 53 percent. That’s still not good,” Strong says.

It’s easy to talk about Madison’s awful record of graduating barely half of its black high school students in four years, among other glaring racial disparities.

Kaleem Caire actually did something about it. And that’s what matters most. Caire’s impact on Madison during his four years as leader of the Urban League of Greater Madison has been profound.

Unfortunately, unanswered questions about his surprising departure and “less than ideal” use of the nonprofit’s credit cards won’t help the cause. It will give supporters of the status quo more leverage to argue against bold change.

The Madison School Board in late 2011 rejected the Urban League’s promising charter school proposal, siding with the teachers union over the Urban League and its many supporters. The proposal for a Madison Preparatory Academy was aimed at low-achieving minority students. It would have offered higher expectations for students, a longer school day and year, more pressure on parents to get involved, more minority teachers, uniforms, same-sex classes and internships with local employers

Yet some of those strategies have been used by the school district for years, and the results have not been good, Hughes acknowledged. “The results have been disappointing not just because African-American kids are achieving at lower rates than white kids, but because our African-American kids are doing worse than African-American kids in Beloit, than African-American kids in Racine. We ought to be able to do better than that.”

Oakland school serving black boys to shut down



Jill Tucker:

An Oakland public school created to serve African American males will shut down in January, just 18 months after it opened.
The 100 Black Men of the Bay Area Community School, a public charter school, struggled financially and suffered administrative turnover as well as loss of enrollment during its three semesters of operation. Its last day will be Jan. 24.
The school, located at the former Thurgood Marshall Elementary campus in the city’s southeast hills, had 120 students at the start of this school year and 75 this week.
Short of funds
“Our problem is a lack of money, not a mismanagement of funds,” said Dr. Mark Alexander, a member of the school’s board of directors. “This is the responsible thing to do.”
Alexander believes the closure will be a hiatus to give the school time to reorganize, determine what went wrong and reopen in the next year or two.
“It’s a setback for us,” he said. “We’ve come too far to let this dream go.”

Madison: The most racist city in the U.S.?

MADISON, WIS., has a reputation as one of the most liberal cities in the country. It is also possibly the most racially unequal.
In early October, Race to Equity–a Madison-based initiative started by the Wisconsin Council on Children and Families–released a report detailing racial disparities in Madison, and more broadly in Dane County, Wis. The findings are staggering.
The Race to Equity researchers expected the numbers compiled for racial disparities in Dane County to be similar or slightly better than the national averages. After all, Madison has long prided itself on having quality public education, good jobs, access to health care and human services programs, a relatively high standard of living and, in general, a progressive outlook on social, economic and political questions.
But while living standards for the white population in Dane County are higher than the national average, for the Black population, the opposite is true. On every indicator, with only two exceptions out of 40 measures, statistics collected in Dane County demonstrated equal or higher racial disparities between whites and Blacks than the national averages.

Legislation could boost old Madison Prep proposal



Chris Rickert:

More important than whether UW-Madison might take a chance on Madison Prep, though, is whether such a school chartered by UW-Madison would work. Caire said “higher education institutions tend to be more careful about who gets a charter and tend to charter some high-quality schools.”
There appears to be some evidence of this. Ten of 11 UW-Milwaukee-authorized charters have an average state report card score some 14 points higher than the Milwaukee Public Schools generally, with one charter school not rated.
The MPS and charter schools have comparable rates of poverty, although MPS schools have higher proportions of disabled students and English language learners. A special state test for disabled students and other accommodations can help mitigate the negative effect on a school’s overall performance but not necessarily completely, according to James Wollack, an associate professor and expert in testing and evaluation at UW-Madison.

On Madison’s Lack of K-12 Governance Diversity

Similarly, when I asked Madison School Board member T.J. Mertz — a critic of nontraditional public education models — about the bill, he framed it as a question of “local control.”
“The big issue in this bill is the loss of local control,” he said. “It allows for the authorizing of charters without any role for elected boards and mandates the approval of replicant charters, regardless of the needs of the community.”
It’s a funny notion, this “local control.”
Used by tea partiers to object to the new “common core” standards and by liberals to object to charter and voucher schools, the principle of “local control” tends to be so dependent on circumstance as to be not much of a principle at all.
True local control would dictate that if a state university is to refrain from authorizing charter schools, it should refrain from authorizing many of their affiliated centers and institutes because they use public money but lack direct public oversight, too.
True local control would mean electing Madison School Board members by geographic districts, not by randomly assigned at-large “seats.”
The state’s most recent school report cards show the Milwaukee school district scoring 14 points lower than 10 of the 11 charters authorized as of last year by UW-Milwaukee (one wasn’t rated). This despite very similar student poverty levels — 82.3 percent for Milwaukee and 75.96 percent for the charters.

You would think that white progressives would be the biggest champion of empowering poor families, especially those from historically marginalized communities, with the same opportunities they enjoy. But it isn’t so.

In one exchange with a particularly pharisaical special education teacher in Chicago I asked if she could tell me her story of choosing a school for her black children.
Sadly, that ended our conversation. I’ve asked the question of others too. Still, no response.
It isn’t meant to be a rude question. I’m willing to answer it because it forms the bases for why I care about education policy.
Two factors combined inspire all of my educational activism. The first is my own unremarkable k-12 career, and the second is the fear, worry, and great aspirations I had as a young father.
During my own time in K-12 I witnessed the real disparities in schools. I gained insight, as a kid, into the obvious differences between public and private, rich and poor, safe and dangerous, and so on. This included time in a west coast hippy school, a few poor southern schools, a working class Catholic school, a middle-class Midwestern school, and an ultra-wealthy school for children of privilege.
If we all carry our own experiences (and sometimes baggage) into family decisions about education, that’s mine.
When my first son was born I had all of the normal insecurities a young first-time father might have. But the normal anxieties were accelerated by love, fear, and low income. Suddenly I cared for someone so much more than myself, and I didn’t want my own experience to be his. Specifically, I didn’t want him to work in the service industry as I had up to that point.
There was only one real way to launch him toward his God-given potential, beyond the limitations of income, neighborhood, and demography. Education. It was my one shot at getting him on more equal footing with the children of millionaires I was working for at the time.
Now, many years later, many lessons later, and many confounding choices later, I’ve transformed from unremarkable student, to desperate father, to damn near full-time education activist. Not because my story is special. It’s not. Indeed, my story is too common.
Having seen the immense power of school choice, and the real need for parents to have options when they encounter an educational crossroads for their child, how could I be anything other than a school choice advocate?

A separate but equal school for black boys

Alonzo Swift has pretty much settled on Yale University.
The Oakland boy knows he needs to pass fifth grade first and that it’s cold in Connecticut, but he has heard Yale “is a good college” and he’s sure his mom would send him there with plenty of hot chocolate, marshmallows and a warm coat.
“It’s hard to get in there, so you have to be focused,” the 9-year-old said.
Where Alonzo will go to college might still be up in the air, but if he’ll go is not.
At the 100 Black Men of the Bay Area Community School, every student, including Alonzo, is black, male and on the road to college.
If the public charter school is successful, it will – within a decade – significantly boost the number of African American boys graduating from high school in Oakland and heading to a four-year university.

A few of the Superintendent’s words merit a bit of analysis:
1. “What will be different this time?” That rhetoric is appropriate for our Madison schools. I compiled a number of notes and links on this subject, here.
2. “Ready to partner with local businesses and other organizations”. Great idea. The substance of this would certainly be a change after the Madison Preparatory Academy IB Charter school debacle (Urban League) and, some years ago, the rejection of Promega’s kind offer to partner on Madison Middle Schools 2000.
3. Mentions “all Madison schools are diverse”. I don’t buy that. The range of student climate across all schools is significant, from Van Hise and Franklin to LakeView, Mendota and Sandburg. Madison school data by income summary. I have long been astonished that this wide variation continues. Note that Madison’s reading problems are not limited to African-American students.
4. Mentioned Long Beach and Boston as urban districts that have narrowed the achievement gap. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.
5. Dave Baskerville (www.wisconsin2.org) asked a question about benchmarking Madison students vs. the world, rather than Green Bay and Milwaukee. Superintendent Cheatham responded positively to that inquiry. Interestingly, the Long Beach schools prominently display their status as a “top 5 school system worldwide”.
6. “Some teachers and principals have not been reviewed for as long as 7 years”. This points to the crux of hard decision making. Presumably, we are at this point because such reviews make no difference given rolling administrator contracts and a strong union umbrella (or floor depending on your point of view). Thus, my last point (below) about getting on with the hard decisions which focus the organization on job number one: reading.

Finally, I found it a bit curious that the Superintendent is supporting spending (and related property tax growth) for current programs in light of the larger strategy discussed today along with the recent “expert review”. The review stated that the “Madison School District has resources to close achievement gap”
This would be a great time to eliminate some programs such as the partially implemented Infinite Campus system.
Superintendent Cheatham’s plan indicates that choices will be made so that staff and resources can focus on where they are most needed. I wholeheartedly agree. There is no point in waiting and wasting more time and money. Delay will only increase the cost of her “strategy tax“.

State Test Scores Confirm Urban League’s Concerns and Call to Action
Madison, WI – Today, the Wisconsin Department of Public Instruction released students’ results on the annual statewide achievement test, Wisconsin Knowledge and Concepts Exam (WKCE). The results confirm concerns raised by the Urban League of Greater Madison, that disadvantaged students and students of color are severely underperforming in many of Wisconsin’s public schools, particularly in the Madison Metropolitan School District.
All Wisconsin public school students completed the test in November 2012. This revised test raised the standards of performance for all students, thereby providing a more accurate picture of students who are on track to graduate from high school academically ready to succeed in college or a career. Test results show that all students, regardless of their race, socioeconomic status or disability, are struggling to achieve to high standards in Madison-area public schools.
This afternoon, the Urban League of Greater Madison joined Madison Metropolitan School District Superintendent Jennifer Cheatham, and leaders of other community organizations, at a press conference where Cheatham shared MMSD’s results. Cheatham presented data showing that an astounding 92% of African American and 85% of Latino students are reading below their grade level, and 90% of African American and 77% of Latino children are failing in mathematics. The data further showed that a large percentage of white students have fallen behind as well, with 42% are reading below grade level and 33% failing in math.
In reflecting on the scores, Darrell Bazzell, the Chair of Urban League’s Board of Directors said, “These numbers are a stark message that Madison’s public schools are at a tipping point and that our community must embrace change. The implications for our region are profound. For the sake of our community and our children, Madison can, and must, do better for all students and families.”
Bazzell further stated that, “Every citizen in our community must say that ‘we will no longer harbor these gaps; that we accept responsibility for addressing these challenges; and that we will commit to doing all that we can to ensure all of our children succeed. We must also acknowledge where we are not succeeding and commit to change in smart, innovative and effective ways that lead to real progress for our kids’.”
In response to these troubling statistics, Urban League President and CEO, Kaleem Caire, shared that, “When 90% of Black children cannot read at their grade level, we are significantly reducing the possibility of success for an entire generation. This issue negatively affects not only this generation of children, but also the vitality of our entire region. If not addressed quickly, it will affect the quality of the lives of all citizens who call Madison home.” To address these challenges, Caire said “The Urban League is working to build a pipeline of high quality cradle to career educational and employment services that positively impact the entire family, move all children towards high performance, and prepare youth and adults for career success.” He further highlighted, “We have already begun working with the Madison Schools, other area school districts, employers and community partners to ensure that we attack the persistence of underachievement and other contributing factors, such as poverty, at its core. ”
The Urban League’s 2013-14 Strategic Plan creates opportunities that will help the community overcome these challenges. Caire enthusiastically shared that, “We are a community of great people, great teachers and great families who are passionate about helping others transform their lives. But our passion now must become our reality.”

Madison’s public schools go to lockdown mode; no new ideas wanted

Graphical user interface? I think not, Mr. Jobs. Mainframe is where it’s at. Big and honking, run by guys in white lab coats. Smart phones? iPads? You’re dreaming. Take your new ideas somewhere else.
That is the Madison School Board. It has decided to batten the hatches against change. It is securing the perimeter against new thinking. It is the North Korea of education: insular, blighted, and paranoid.
Just try to start a charter school in Madison. I dare you. The Madison School Board on Monday took three measures to strangle new ideas in their crib:
1) Preserving the status quo: Any proposed charter school would have to have “a history of successful practice.” That leaves out several existing Madison public schools – never mind new approaches.
2) Starvation: Cap per-pupil reimbursement at around $6,500 – less than half what Madison public schools consume.
3) Encrustation: Unionized teachers only need apply.

Madison Urban League head calls out Manski and Mertz for dishonest school board campaign

Kaleem Caire, president of the Urban League of Greater Madison, is speaking out against the campaign of deception waged against people of color and others who support doing something now about Madison’s yawning achievement gap instead of blaming Gov. Scott Walker.
In a statement issued this week, Caire writes, “As the 2013 Madison school board race continues, we (the Urban League) are deeply concerned about the negative politics, dishonesty and inaccurate discussions that have shaped the campaign. … We are concerned about how Madison Prep has become a red herring ….”
Walker had not even been sworn in as governor when the Urban League proposed establishing a charter school, Madison Preparatory Academy, to address an achievement gap in which barely half of black and Hispanic children graduate from high school in the Madison public schools.
Caire mentioned as the two worst offenders in this campaign of dishonesty T.J. Mertz, candidate for School Board seat #5, and Green Party activist Ben Manski.
Manski’s wife, Sarah, jumped into the seat #5 race hoping to squeeze out an already announced candidate, Latina immigrant Ananda Mirilli. Sarah Manski’s candidacy was apparently encouraged by both Mayor Paul Soglin, who gave her a glowing campaign testimonial, and teachers union boss John Matthews, to whom Soglin referred Sarah Manski. On Dec. 30, Ben Manski blasted an email containing this outright distortion of minority candidate Ananda Mirilli’s position:

The Madison School Board Elections; setting the record straight

Dear Madison Leaders.
As the 2013 Madison school board race continues, we (the Urban League) are deeply concerned about the negative politics, dishonesty and inaccurate discussions that have shaped the campaign. While I will not, as a nonprofit leader, speak about the merits of individual candidates, we are concerned about how Madison Prep has become a red herring during the debates. The question of all the candidates has been largely narrowed to, “Did you support Madison Prep or did you not?”…as if something was horribly wrong with our charter school proposal, and as though that is the most important issue facing our school children and schools.
While the Urban League has no interest in partaking in the squabbles and confusion that has unfortunately come to define public conversation about our public schools, we do want to set the record straight about deliberations on Madison Prep that have been falsely expressed by many during this campaign, and used to dog individuals who supported the school proposal more than one year ago.
Here is how things transpired.
On May 9, 2011, Steve Goldberg of the CUNA Mutual Foundation facilitated a meeting about Madison Prep, at my request, between Madison Teacher’s Incorporated President, John Matthews and me. The meeting was held in CUNA’s cafeteria. We had lunch and met for about an hour. It was a cordial meeting and we each discussed the Madison Prep proposal and what it would take for the Urban League and MTI to work together. We didn’t get into many details, however I was sure to inform John that our proposal of a non-instrumentality charter school (non-MTI) was not because we didn’t support the union but because the collective bargaining agreement was too restrictive for the school model and design we were proposing to be fully implemented, and because we desired to recruit teachers outside the restrictions of the collective bargaining agreement. We wanted to have flexibility to aggressively recruit on an earlier timeline and have the final say on who worked in our school.
The three of us met again at the Coliseum Bar on August 23, 2011, this time involving other members of our teams. We got into the specifics of negotiations regarding the Urban League’s focus on establishing a non-instrumentality school and John’s desire to have Madison Prep’s employees be a part of MTI’s collective bargaining unit. At the close of that meeting, we (Urban League) offered to have Madison Prep’s teachers and guidance counselors be members of the collective bargaining unit. John said he felt we were making progress but he needed to think about not having MTI represent all of the staff that are a part of their bargaining unit. John and I also agreed that I would email him a memo outlining our desire to work with MTI, and provide the details of what we discussed. John agreed to respond after reviewing the proposal with his team. That memo, which we have not released previously, is attached [336K PDF]. You will see clearly that the Urban League initiated dialogue with MTI about having the teacher’s union represent our educators.
John, Steve and I met for a third time at Perkins restaurant for breakfast on the West Beltline on September 30, 2013. This time, I brought representatives of the Madison Prep and Urban League Boards with me: Dr. Gloria Ladson Billings, John Roach and Derrick Smith. It was at the close of this meeting that John Matthews told all of us that we “had a deal”, that MTI and the Urban League would now work together on Madison Prep. We all shook hands and exchanged pleasantries. Our team was relieved.
Later that evening, I received calls from Matt DeFour, a reporter with the Wisconsin State Journal and Susan Troller of The Capital Times. They both asked me to confirm what John had told them; that we had a deal. I replied by confirming the deal. The next day, The Capital Times ran a story, Madison Prep and MTI will work together on new charter school. The State Journal ran an article too, Prep School agrees to employ union staff. All was good, or so we thought.
Unfortunately, our agreement was short-lived. The very next day after the story hit the newspapers, my team and I began receiving angry letters from social workers and psychologists in MMSD who were upset that we did not want to have those positions represented by MTI. We replied by explaining to them that our reasoning was purely driven by the fact that 99% of the Districts psychologists were white and that there were few social workers of color, too. For obvious reasons, we did not believe MMSD would have success hiring diverse staff for these positions. We desired a diverse staff for two reasons: we anticipated the majority of our students to be students of color and our social work and psychological service model was different. Madison Prep had a family-serving model where the school would pay for such services for every person in a family, if necessary, who needed it, and would make available to families and students a diverse pool of contracted psychologists that families and students could choose from.
That Monday evening, October 3, 2011, John Matthews approached me with Steve Goldberg at the School Board hearing on Madison Prep and informed me that his bargaining unit was very upset and that he needed to have our Physical education teacher be represented by MTI, too. Our Phy Ed model was different; we had been working on a plan with the YMCA to implement a very innovative approach to ensuring our students were deeply engaged in health and wellness activities at school and beyond the school day. In our plan, we considered the extraordinarily high rates of obesity among young men and women of color. However, to make the deal with MTI work, that evening I gave MTI the Phy Ed teaching position.
But that one request ultimately became a request by MTI for every position in our school, and a request by John Matthews to re-open negotiations, this time with a mediator. At first, we rejected this request because we felt “a deal is a deal”. When you shake hands, you follow through.
We only gave in after current school board president, James Howard, called me at home to request that the Urban League come back to the negotiating table. James acknowledged not feeling great about asking us to do this after all we had been through – jumping through hoop after hoop. If you followed the media closely, you would recall how many times we worked to overcome hurdles that were placed in our way – $200K worth of hurdles (that’s how much we spent). After meeting with MMSD leadership and staff, we agreed to come back to the table to address issues with MTI and AFSCME, who wanted our custodial and food service workers to be represented by the union as well. When we met, the unions came to the negotiation with attorneys and so did we. If you care to find out what was said during these negotiations, you can request a transcript from Beth Lehman, the liaison to the MMSD Board of Education who was taking official notes (October 31 and November 1, 2011).
On our first day of negotiations, after all sides shared their requests and concerns, we (ULGM) decided to let AFSCME represent our custodial and food service staff. AFSCME was immediately satisfied, and left the room. That’s when the hardball towards us started. We then countered with a plausible proposal that MTI did not like. When we couldn’t get anywhere, we agreed to go into recess. Shortly after we came back from recess, former MMSD Superintendent Dan Nerad dropped the bomb on us. He shared that if we now agreed to have our staff be represented by MTI, we would have to budget paying our teachers an average of $80,000 per year per teacher and dedicating $25,000 per teacher to benefits. This would effectively increase our proposal from $15M over five years to $28M over five years.
Why the increased costs? For months, we projected in our budgets that our staff would likely average 7 years of teaching experience with a Master’s degree. We used the MTI-MMSD salary schedule to set the wages in our budget, and followed MMSD and MTI’s suggestions for how to budget for the extended school day and year parts of our charter school plan. Until that day, MMSD hadn’t once told us that the way we were budgeting was a problem. They actually submitted several versions of budgets to the School Board, and not once raising this issue.
Superintendent Nerad further informed us that MMSD was going to now submit a budget to the Board of Education that reflected costs for teachers with an average of 14 years’ experience and a master’s degree. When we shockingly asked Nerad if he thought the Board of Education would support such a proposal, he said they likely would not. We did not think the public would support such a unusual request either. As you can imagine, we left the negotiations very frustrated. In the 23rd hour, not only was the run we thought we had batted in taken away from us in the 9th inning, we felt like our entire season had been vacated by commissioners.
When we returned to our office that afternoon, we called an emergency meeting of the Urban League and Madison Prep boards. It was in those meetings that we had to make a choice. Do we completely abandon our proposal for Madison Prep after all we had done to see the project through, and after all of the community support and interests from parents that we had received, or do we go forward with our original proposal of a non-instrumentality charter school and let the chips fall where they may with a vote by the Board? At that point, our trust of MMSD and MTI was not very high. In fact, weeks before all of this happened, we were told by Nerad in a meeting with our team and attorneys, and his staff and attorneys, that the Board of Education had voted in closed session to unilaterally withdraw our charter school planning grant from the Wisconsin Department of Public Instruction. They reversed this decision after we informed them we would file a lawsuit against them. We were later told that a certain Board member was pushing for months to have this done. Then, after months of not being able to get certain board members to meet with us, Marj Passman, decided to meet with me alone in my office. During that meeting, she told me that we (ULGM) didn’t have the votes for Madison Prep and that we were never going to get the school approved. She the offered to donate her personal funds to Madison Prep, if we pulled our proposal and decided to do a private school instead. I told her that I appreciated her offer, but declined.
After finally meeting with all seven board of education members, both the Madison Prep and ULGM boards decided unanimously that we must in good conscience go forward, put the needs and future of our children first, and reintroduce the non-instrumentality proposal to the School Board. You know the rest of the story.
Over the next 45 days, we (ULGM) were categorically painted as an anti-union conservative outfit who proposed a flawed school model that divided Madison and threatened to join the Scott Walker effort to eliminate unions. We were made to be the great dividers (not the achievement gap itself) and me, “an Angry Black Man”. Lost in the debate were the reasons we proposed the school in the first place – because so many children of color were failing in our schools and there was no effective strategy in place to address it even though the school system has known about its racial achievement gap since it was first document by researcher Naomi Lede for the National Urban League in 1965. That gap has doubled since then.
Ironically, two of the people behind the attacks on ULGM were Ben Manski and TJ Mertz. They were uniquely aligned in their opposition to Madison Prep. John Matthews even weighed in on video with his comments against us, but at least he told a story that was 80% consistent with the events that actually transpired. Watch the video and listen to the reason he gave for why he didn’t support Madison Prep. He didn’t call us union haters or teacher bashers. He knew better. So why all the fuss now? Why have those who knew exactly what went on in these negotiations not told the true story about what really happened with Madison Prep? Why has a charter school proposal been made the scapegoat, or defining lever, in a school board race where there are so many other more important issues to address?
If all it takes to win a seat on the school board now is opposition to charter schools, rather than being someone who possesses unique experiences and qualifications to serve our now majority non-white and low-income student body and increasingly challenged schools, we should all worry about the future of our children and public schools.
So, for those who were unaware and those who’ve been misleading the public about Madison Prep and the Urban League, I hope you at least read this account all the way through and give all of the candidates in this school board election the opportunity to win or lose on their merits. Falsehoods and red herrings are not needed. They don’t make our city or our school district look good to the observing eye. Let’s be honest and accurate in our descriptions going forward.

Greetings John.
I sincerely appreciate your openness to engaging in conversation about a possible relationship between MTI and Madison Preparatory Academy for Young Men. We, ULGM and Madison Prep, look forward to determining very soon what the possibilities could be.
Please accept his memo as a means to frame the issues.

  1. The Urban League of Greater Madison initially pursued a non-instrumentality public charter school
    focused on young men to, first and foremost, eliminate the academic and graduate gaps between young people of color and their white peers, to successfully prepare greater percentages of young men of color and those at-risk for higher education, to significantly reduce the incarceration rate among young adult males of color and to provide an example of success that could become a learning laboratory for
    educators, parents and the Greater Madison community with regard to successful ly educating young men, regardless of th eir race or socio-economic status.

  2. We are very interested in determining how we can work with MTI while maintaining independence with regard to work rules, operations, management and leadership so that we can hire and retain the best team possible for Madison Prep, and make organizational and program decisions and modifications as necessary to meet the needs of our students, faculty, staff and parents.
  3. MTl’s collective bargaining agreement with the Madison Metropolitan School District covers many positions within the school system. We are interested in having MTI represent our teachers and guidance counselors. All other staff would not be represented by MTI.
  4. The collective bargaining agreement between MTI and Madison Prep would be limited to employee wages and benefits. Madison Prep teachers would select a representative among them, independent of Madison Prep’s leadership, to serve as their union representative to MTI.

Lucy Mathiak, who was on the board in 2011, also didn’t dispute Caire’s account of the board action, but couldn’t recall exactly what happened in the board’s closed sessions.
“Did (the Urban League) jump through many hoops, provide multiple copies of revised proposals upon request, meet ongoing demands for new and more detailed information? Yes,” Mathiak said. “It speaks volumes that Madison Prep is being used to smear and discredit candidates for the School Board and used as a litmus test of political worthiness.”
Matthews said the problems with Madison Prep resulted from Caire’s proposal to hire nonunion staff.
“What Kaleem seems to have forgotten, conveniently or otherwise, is that MTI representatives engaged in several discussions with him and several of his Board members, in attempt to reach an amicable resolution,” Matthews said. “What that now has to do with the current campaign for Board of Education, I fail to see. I know of no animosity among the candidates or their campaign workers.”
Passman and other board members who served at the time did not return a call seeking comment.




Madison Prep tension carries over into School Board races

Tension over Madison Prep, a controversial charter school proposal that the Madison School Board rejected in December 2011, appears to linger in this year’s races for School Board. Some wonder if the racial tensions that the school, which was geared toward minority students, have now provoked a backlash against African-American candidates running for office.
In one of the contests, School Board President James Howard, who was one of two board members to vote in favor of establishing Madison Prep as a “non-instrumentality” school, meaning it would operate separately from the school district and employ non-district and non-unionized staff, is facing an opponent who entered the race in large part to oppose such projects.
“We should be looking for solutions within our public schools, not giving away taxpayer dollars to unaccountable, non-instrumental charter schools,” says Greg Packnett, who works as a legislative aide to state Reps. Christine Sinicki, D-Milwaukee, and Penny Bernard-Schaber, D-Appleton, and is active in local Democratic politics.
Howard, in a recent interview with the Cap Times editorial board, suggested that Packnett was recruited to run by the Dane County Democrats (Packnett sits on the executive board and has received the group’s endorsement) and others unhappy with Howard’s vote on Madison Prep and threatened by his strong advocacy for hiring more minority teachers and staff.
“In the debates, those are the two things that always come up — Madison Prep and diversity hiring. I’m being challenged on my views on diversity hiring and I’m not retreating on that,” he said.
Howard pins much of the blame on the Democratic Party of Dane County. He says he is puzzled by the involvement by a partisan group in what is officially a nonpartisan race, as well as the involvement of a county organization, whose membership includes people from outside of Madison, in a city race.

For our schools, is blame the only certain outcome?

But both are deeply concerned about what the school district’s ability to serve children, and the achievement gap is on the front burner. In the wake of a bitter fight over Madison Preparatory Academy — a proposed but ultimately rejected charter school aimed at fighting that gap — Nerad proposed a detailed achievement gap plan of his own. Even after scaling it back recently, it would still cost an additional $5.8 million next year.
And then there are the maintenance needs. “It’s HVAC systems, it’s roofs, it’s asphalt on parking lots,” Nerad says. “It’s all those things that don’t necessarily lead to a better educational outcome for young people, but it ensures that our buildings look good and people feel good about our buildings, they’re safe for children.”
He pauses, and adds, “My point is that we have a complex set of issues on the table right now.”
Madison teachers made about $20 million in voluntary pay and benefit concessions before the anti-collective bargaining law was enacted, according to district figures. But Nerad says state school support has been in relative decline for more than a decade, long before Walker’s campaign against teacher rights.

Since 2007, there have been nine elections for seats on the Madison School Board. Only two have been contested. Thus, in seven instances, a candidate was elected or re-elected without having to persuade the community on the merits of his or her platform, without ever facing an opponent in a debate.
This year, two seats on the School Board are hotly contested, a political dynamic that engages the community and that most members of the board welcome.
“What an active campaign does is get the candidate out and engaged with the community, specifically on larger issues affecting the school district,” says Lucy Mathiak, a School Board member who is vacating one of the seats that is on the April 3 ballot.
Competition may be healthy, but it can also be ugly. While the rhetoric in this year’s School Board races seems harmless compared to the toxic dialogue we’ve grown accustomed to in national and state politics, there is a palpable tension that underpins the contests.
Teachers and their union worry that Gov. Scott Walker’s attacks on collective bargaining rights and support for school vouchers could gain more traction if candidates who favor “flexibilities” and “tools” get elected to the board. Meanwhile, many in the black community feel their children are being neglected because policy-makers are not willing to challenge the unions or the status quo. District officials must contend with a rising poverty level among enrolled students and concerns about “white flight.”
In addition to massive cuts to education funding from the state, the current anxiety about the future of Madison’s schools was fueled by last year’s debate over the proposed Madison Preparatory Academy, a charter school plan devised by Kaleem Caire, the head of the Urban League of Greater Madison, to help minority students who are falling behind their white peers in academic achievement. Minority students in the Madison district have only a 48 percent four-year graduation rate and score much lower on standardized tests than do white students.
Objections to Madison Prep varied. Some thought creating a school focused on certain racial groups would be a step backward toward segregation. Others disliked the plan for its same-sex classrooms.
However, what ultimately killed the plan was the Urban League’s decision to have the school operate as a “non-instrumentality” of the Madison Metropolitan School District, meaning it would not have to hire union-represented district teachers and staff. In particular, Caire wanted to be able to hire non-white social workers and psychologists, few of whom are on the district’s current staff.

We Need Transformational Change, and We Can Do it!

Dear Friends & Colleagues.
I read yesterday’s article by Paul Fanlund of the Capital Times titled, “On School Gap Issue, there’s also a Gap between Leaders.” In his article, he addresses the perception of a gap that exist between Madison School’s superintendent, Dr. Daniel Nerad, and myself.
Is there a gap?
Yes. So far as our proposal for Madison Preparatory Academy is concerned, there is a gap. Dr. Nerad did not support the proposal. I do. I still believe, as thousands of others do, that Madison Prep would benefit children and our public schools, and should be supported.
However, beyond Madison Prep, the only gaps that may exist between Dr. Nerad and me are our different personal and professional backgrounds and experiences; his full silver top and my emerging grey hairs; my love for old school hip hop, break dancing and the cupid shuffle, and his love for disco, the mashed potato and the electric slide; and perhaps our respective views about how innovative and aggressive we should be in pursuing change in public education. Although, I did see Dr. Nerad bobbing his head to some Jay-Z, Nas and Kanye West tunes while driving down Park Street last week. We actually might not be that far apart after all (smile).
But these are authentic differences that can be mitigated and parlayed into a powerful and effective partnership, which is something that I am very interested in. More importantly, our mutual concerns outweigh our differences, and that is where we, the media and the public need to focus our attention.
What’s immediately concerning is that this summer, we will learn that another 350 Black, 200 Latino and 50 Southeast Asian teenagers stopped attending school this year. Our children cannot wait any longer. They need transformation change in our schools and community right now. They need Madison to empower them, their families and embrace their cultural differences. They need Madisonians to support and inspire them, not quietly complain about which neighborhood in Chicago they might come from.
Can Dr. Nerad and I work together?
Of course we can; and, we do. This week, we will announce that our organization has secured private funding to partner with MMSD to operate 14 College Readiness Academies between March and December 2012. These academies will provide four-weeks of free ACT prep classes, test preparation and academic skills development to 200 MMSD high school juniors and seniors.
We will also announce the hiring of the Project Director for the South Madison Promise Zone Initiative that we are spearheading. This initiative will address the need for a comprehensive and collaborative approach to addressing the multifaceted needs of children and their families within a specific geographic region of South Madison, with the ultimate goal being the creation of an environment where all children are ready for college. MMSD is a partner in this initiative, too.
Additionally, our agency operates the Schools of Hope Initiative, serving more than 1,300 students in several MMSD middle and high schools in partnership with the United Way of Dane County and other agencies and community partners. We have also worked over the last 2 years to identify federal and national funding to support the work of MMSD and its students, and have helped the District think through some its diversity hiring strategies.
Beyond these things, we are exploring partnerships to expand our children’s involvement in recreational sports and the arts; to give them opportunities to have fun and be kids. We are also planning a new, major annual fall event aimed at building broad community support for our children and schools and restoring fun and inspiration in public education. “School Night” will be an entertaining celebration that recognizes the unsung heroes in our schools, classrooms and community who are going above and beyond the call of duty to provide quality educational experiences for kids.
What About Dr. Nerad’s Plan?
We look forward to sharing our thoughts and suggestions in the coming weeks. However, don’t expect a thoughtless or categorical critique of Dr. Nerad’s plan. Instead of adding more divisive discourse to public education and highlighting where we disagree with Dr. Nerad’s plan, our proposal will flesh out “how” MMSD could, in a cost effective manner, identify and manifest the level of system-wide changes and improvements that we believe are needed in order to eliminate the achievement gap and stop the flow middle class families out of our community and public schools.
Yes, Madison Prep will be included as one valuable strategy, but only because we believe there is much to be gained from what the school can accomplish.
In the end, regardless of our differences, I believe Dr. Nerad and I want the same thing. We want our children and schools to succeed, and we want to keep dancing and having fun for as long as our knees will allow. I remain ready and willing to do whatever it takes to ensure that we achieve these aims.

(Madison) Teachers’ seniority rules not related to students’ success

Teachers union seniority rules, though, appear less benign.
Joshua Cowen, a University of Kentucky assistant professor of public policy and administration, said there’s “indirect evidence” on “whether unions’ emphasis on seniority hinders academic achievement.”
Specifically, teachers don’t appear to get any better after three years on the job or after getting a master’s degree.
“What this means is that school districts are spending a good deal of money to reward teachers for characteristics that are not really related to student success,” he said.

Matthews, however, said MTI opposes the types of changes Madison Prep would seek, such as eliminating a provision that grants senior teachers priority for new job openings in the district.
“Those are rights people have,” Matthews said. “It gets us right back to why there was so much reaction to what Gov. Walker did last year.”

Madison School Board candidates hold subdued forum

Although the debate over the proposed Madison Preparatory Academy has often inflamed emotions in the community over the past year, Wednesday night’s forum for candidates for the Madison School Board was respectful and largely subdued.
In fact, if there was any overarching theme to the discussion, which was hosted by the Dane County Democrats at the Madison Concourse Hotel, it was that the candidates largely agree on most major educational issues.
Notably, none expressed support for the Madison Prep charter school unless it remained subject to the rules of the current collective bargaining agreement between the school district and the teachers union. In December, the School Board rejected the plan for the charter school after its backers sought “non-instrumentality” status from the district in an effort to gain more flexibility in setting pay and work conditions for its employees.

Madison Prep Rhetoric Continues: Guilt by association is political cheap trick

They came, as such things usually do, via that great information dumping ground known as the Internet.
“The Ideological Lineage of Madison Prep: If you haven’t seen this, you really should: History, Not ‘Conspiracy,'” read the Feb. 1 tweet.
Included was a link to a Jan. 27 blog post that in 1,776 words has Kaleem Caire – head of the Urban League of Greater Madison and the main backer of controversial Madison charter school Madison Preparatory Academy — connected to more than a dozen conservative causes or leaders, including such bogeymen of the left as the American Legislative Exchange Council and the Charles G. Koch Foundation.
Similarly, a 1,357-word, Dec. 22 essay published on the website of a local liberal magazine points to Caire’s work with “right-wing organizations” such as the Black Alliance for Educational Options and describes the people behind charters like Madison Prep as being about the “business” of “obtaining a secure stream of public funding to attract more private investment in what are essentially private ventures outside of the scrutiny or accountability systems of democratically elected school boards.”

I suspect that at least 60% of Wisconsn school districts will adopt their current teacher contracts as “handbooks”. The remainder will try different approaches. Some will likely offer a very different environment for teachers.




Madison Prep’s Private School Plans “in Doubt”

Madison Preparatory Academy doesn’t have the money to open as a private school next fall and its future is in the hands of the Madison School Board, according to a lead supporter of the charter school proposal.
Supporters still want to open Madison Prep in the fall but haven’t been able to raise about $1.2 million needed to run the school because its future beyond next year remains uncertain, Madison Prep board chairman David Cagigal said last week; moreover, a key donor said her support is contingent on School Board backing.
Cagigal said the private school option was never intended to be more than an interim plan before the school opened as a public charter school. One of the most common reasons charter schools fail is lack of funding, he added.
“We can’t approach these donors unless we mitigate the risk,” Cagigal said. “The only way we can do that is seek a 2013 vote.”
Cagigal acknowledged that if the School Board doesn’t vote on opening Madison Prep as a charter school in 2013, “then we may have to wait.”

History, Not “Conspiracy”: Kaleem Caire’s Connections

The recent controversy over the Urban League of Greater Madison’s proposal for a Madison Preparatory Academy has been framed primarily as a local story pitting contending interests within the city. The charter school’s promoters, supporters and mainstream media have portrayed the ULGM’s CEO and President, Kaleem Caire as the Prep’s public champion and native son returned home on a mission to help “close the achievement gap,” the racial disparities in Madison’s schools.
But Caire’s well-established national ties, spanning more than a decade, to numbers of conservative foundations, think tanks and individuals bent on privatizing public school coffers, creating for-profit schools, and destroying teachers’ unions, certainly suggest that there is more to the story.
Caire has consistently dismissed any suggestion of his links to various right-wing efforts. On occasion he has admitted some distant connections but asserted his independence by saying, “They have their agenda, but we have ours.” Lately, he has taken to waving off critic’s references to such ties as nothing more than “guilt-by-association crap” or part of a “conspiracy” and “whisper campaign” coming from those trying to discredit the Mad Prep Academy project. However, a readily traceable history reveals some truth to the charges.

How to solve the achievement gap in Madison?

Just when all signs indicated that supporters of Madison Preparatory Academy were abandoning hope of joining forces with the Madison school district, they’ve decided to give it one more shot. They’re seeking another vote on the controversial charter-school proposal in late February.
Urban League of Greater Madison CEO and president Kaleem Caire says Madison Prep will open this fall as a private entity, but hopes it will transition into the district in 2013, once the district’s union contract expires.
Board members who voted against the charter school in December expressed concerns that it would put the district in breach of its contract with Madison Teachers Inc., due to a provision requiring district schools to hire union staff.
School board president James Howard, who voted for Madison Prep, says the board may not have time to address the proposal in February.
Whether the Urban League — which proposed Madison Prep as an ambitious step toward closing the district’s decades-old achievement gap — can recapture its earlier momentum is uncertain, considering that Superintendent Dan Nerad and school board members seem particularly excited about their own plans to address the issue.
“We’re going at it from so many different angles right now,” says board member Beth Moss. “I can’t see how we can’t make some improvement.”

Race talk fuels tension in Madison Prep debate

That Kaleem Caire, the charismatic champion of the Madison Preparatory Academy, is frustrated by the proposal’s defeat before the Madison School Board last month should surprise no one.
But the prospect that resentment over the defeat of the proposal runs so deep that it could poison the initiative’s future prospects as a private school or public charter — that’s a distressing possibility whose existence is just now emerging.
The proposal for the school by the Urban League of Greater Madison has won many supporters because of the embarrassingly persistent achievement gap between whites and minorities in the Madison School District, but when Caire spoke Monday to Communities United, a community group dedicated to social justice, his passionate appeal to go beyond the district’s existing model was laced with anger towards the School Board members who voted down the plan.
Much of the discussion Monday between Caire and a handful of staffers from the Urban League — where he is president and CEO — and those at the Communities United meeting centered around the ultra-sensitive topics of race and racism.
Even in that friendly environment (the informal, nonpartisan coalition was already on record in favor of the school), Caire’s accusations against school officials were rejected as political spin by a Madison City Council member on hand and criticized as more of the “race card” by an African-American activist who has skirmished with Caire before over Madison Prep. But a Latina parent and activist greeted his words as an apt assessment of the situation in Madison schools.

Madison Prep, at Bottom

The most straightforward, clear and dispassionate vote taken on the Madison Preparatory Academy charter school proposal at last Monday’s Madison Metropolitan School District Board meeting didn’t even count. It was the advisory vote cast by the student representative, Philippo Bulgarelli.
The School Board turned down the controversial proposal on a 5-2 vote, and after nearly five hours of public testimony, all the school board members gave speeches explaining how they arrived at their decisions. In addition to being the most succinct, Bulgarelli’s statement penetrated all of the intense emotions and wildly divergent interpretations of data and personal anecdotes used to argue both for and against the proposal. Bulgarelli said that the students for whom he speaks did not have enough information to make a reasonably good decision, so he voted to abstain.

Time to take a breath and solve the Madison Prep problem

Sometimes it’s possible to be absolutely right on the specifics of a thing and totally wrong about the big picture.
That’s what can be said about the Madison school board’s decision the other night to reject the proposal for the Madison Preparatory Academy. Board members were correct to be concerned that their support for the academy could have violated their contract with the Madison teachers union, and they were right to be concerned about lack of oversight over public funds.

After Madison Prep vote, it’s time to shake things up

There’s nothing like standing in the schoolhouse door.
For me, the Madison School Board’s 5-2 vote to shoot down Madison Preparatory Academy, a proposed charter school specifically designed for low-income minority students, brings to mind images of George Wallace standing in the schoolhouse door to block the integration of the University of Alabama, or state officials blocking James Meredith’s enrollment at the University of Mississippi.
If you think that’s harsh, remember that those pieces of history were not only about Civil Rights and desegregation, they were about every person’s right to pursue a quality education.
In the Madison Metropolitan School District, a 48% graduation rate among African American students indicates that quality has not been achieved. Not even close.
Fortunately, this is one dream that’s not going to be allowed to die. Kaleem Caire, president of the Urban League of Greater Madison, is the driving force behind Madison Prep, and he isn’t ready to wave the surrender flag.
Following the school board vote, Caire vowed to file a racial discrimination lawsuit with the U.S. Department of Justice, and he also urged supporters of Madison Prep to run for school board.
Love it, love it, love it.
At one point in the development of Madison Prep, Caire sounded optimistic that the school district was a real partner, but the majority of board members had other ideas. Caire and the Urban League did their best to address every objection critics put in their way, and now it’s clear that the intent all along was to scuttle the project with a gauntlet of hurdles.

Urban League Plans Legal Action After Madison Prep Vote Fails

Proponents of the Madison Preparatory Academy said they’re looking to take legal action against the Madison Metropolitan School District after the school board voted against the proposed charter school.
The Madison Board of Education put an end to the Madison Prep proposal with a 5-2 vote early Tuesday morning, and reaction was swift.
“Because (the school board members) don’t take us seriously — they will sit right up here and look in our face and not even know they’re insulting us with the things that they say,” said Kaleem Caire, president of the Urban League Of Greater Madison President, shortly after the vote. “We are going to turn our attention immediately, immediately, to address this legally.”

Myth of Madison Prep, Part 2

The discussion around the Madison Preparatory Academy (MPA) proposal and the related events and processes has been heated, but not always grounded in reality. Many have said that just having this conversation is a good thing. I don’t agree. With myths being so prevalent and prominent, a productive conversation is nearly impossible. Since the vote is scheduled for Monday (12/19), I thought it would be good to take a closer — fact based, but opinionated — look at some of the myths. This is part two, although there are plenty of myths left to be examined, I’ve only gotten one up here. I may post more separately or in an update here on Monday.
Three things to get out of the way first.
One is that the meeting is now scheduled to be held at 6:00 Pm at the Memorial High School Auditorium and that for this meeting the sign up period to speak will be from 5:45 to 6:00 PM (only).
Second, much of the information on Madison Prep can be found on the district web page devoted to the topic. I’m not going do as many hyperlinks to sources as I usually do because much of he material is there already. Time constraints, the fact that people rarely click the links I so carefully include, and, because some of the things I’ll be discussing presently are more along the lines of “what people are saying/thinking,” rather than official statements, also played a role in this decision. I especially want to emphasize this last point. Some of the myths being examined come straight from “official” statements or sources, some are extensions of “official” things taken up by advocates, and some are self-generated by unaffiliated advocates.

School Board won’t back Madison Prep Academy opening in 2012

A majority of the Madison School Board won’t support opening next fall a controversial, single-sex charter school geared toward low-income minority students.
But it’s unclear whether a compromise proposal to start Madison Preparatory Academy in 2013 will gain enough votes Tuesday night when the board meets.
School Board members Beth Moss and Arlene Silveira were the latest to publicly express their opposition to the current proposal for the school.
Moss said Monday in a letter to the State Journal published on madison.com that she doesn’t believe the school will help the neediest students. Silveira confirmed her opposition in an interview.
The seven-member board is scheduled to vote Tuesday night on the proposal.

Nothing will change if we do nothing — or more of the same

For the last 17 months, I have followed the commentary and misinformation shared about our organization’s proposal to establish Madison Preparatory Academy.
Some who have written and commented about our proposal have been very supportive; others don’t think Madison Prep should exist. With less than 24 hours until the Madison School Board votes on the school, we would like to bring the public back to the central reasons why we proposed Madison Prep in August 2010.
First, hundreds of black and Latino children are failing to complete high school each year. In 2009, the Madison School District reported that 59 percent of black and 61 percent of Latino students graduated. In 2010, the percentage of graduates dropped to 48 percent for Black and 56 percent for Latino students. This not only has an adverse impact on our young people, their families and our community, it results in millions in lost revenue to the Madison district every year.
Second, in 2010, just 20 percent of the 387 black and 37 percent of the 191 Latino seniors enrolled in the district completed the ACT college entrance exam. The ACT is required for admission by all public colleges and universities in Wisconsin. Unfortunately, just 7 percent of black and 18 percent of Latino student who completed the ACT were “ready for college.” This means that only 5 of 387 black and 13 of 191 Latino students were academically ready for college.

Supporting Strategies to Eliminate the Achievement Gap in Madison Public Schools

The Greater Madison Chamber of Commerce Board of Directors met on December 15, 2011, and adopted the following resolution:
Motion: The Board of Directors encourages a comprehensive approach to eliminate the student achievement gap currently present in Madison schools.
The Board strongly endorses the advancement of the Urban League of Greater Madison’s proposed Madison Preparatory Academy. The Board also acknowledges and endorses the continued investment in successful strategies already employed by the Madison Metropolitan School District and the United Way of Dane County.
Comments:
The Chamber Board recognizes that there is no panacea or singular solution to eliminating the student racial achievement gap. Rather, a comprehensive approach should be employed utilizing multiple strategies to address this problem.
The Chamber Board acknowledges the work of community and school leaders who have worked tirelessly on this issue. In particular, the United Way of Dane County has demonstrated tremendous leadership to ensure all struggling students achieve better results. The GMCC is a partner in Schools of Hope, a collaborative community initiative aimed at reducing the achievement gap. In addition, the United Way is committing more than $2 million over the next year for programs to address this issue.

Find a way to make Madison Prep work

The Madison School Board Monday night needs to work out the necessary details to make the proposed Madison Preparatory Academy a reality.
There’s absolutely no question that our school system, long deemed to be one of the best in the country for a vast majority of its students, is failing its African-American students and, as board member Ed Hughes recently pointed out, we need to accept that fact and be willing to give the Urban League an opportunity to show us a better way.
Still, it needs to be done carefully and not by yielding to heated tempers and ill-informed finger-pointers. This, after all, is not about conservatives vs. liberals, as some would gleefully proclaim, or even union supporters against those who believe unions lurk behind every failure in American education. It’s about honest philosophical differences among well-meaning people on how best to educate our children during troubling economic times.
Yet, more importantly, despite the enormous hurdles, it has got to be about the kids and finding a way for them to succeed.
Though there are difficult issues to overcome, there’s no need for the board and the Madison Prep advocates to draw lines in the sand. There surely is a middle ground that can honor the union contract, maintain a level of accountability at an acceptable cost to the taxpayers, and give the final OK to open the school.

Madison School District, Urban League Need To Come Together On Madison Prep

The Madison Metropolitan School District’s Board of Education vote on the proposed charter school, Madison Preparatory Academy, is just around the corner.
We have heard from school board members, business leaders, teachers and other members of the community. It’s safe to say that this is one of the most important issues in this city’s history. While I am happy that Madison is finally having the long overdue conversation about how we educate our students who are falling through the cracks, I am not happy that the Urban League of Greater Madison and the school district couldn’t come together to agree on a solution. In fact, it bothers me greatly.
It is a huge mistake to have this yearlong discussion come down to a contentious school board vote on Dec. 19. Both sides needed to come together to figure out a way to make Madison Prep a reality before that meeting.
Madison Metropolitan School District Superintendent Dan Nerad and various members of the school board say approving Madison Prep would violate the current contract with Madison Teachers, Inc. So, if 2012 isn’t feasible, committing to a date to open Madison Prep’s doors in 2013, and using the next three to six months to figure out the terms of that agreement should have been an option. But, unfortunately, that’s not going to happen. Instead we have a school district and a civil rights organization arguing over ways to address the achievement gap and graduation rates. Not a good look. And the future relationship between the MMSD and the African American community could hang in the balance.

APPROVE MADISON PREP NON-INSTRUMENTALITY

The Madison Metropolitan School District Board of Education will vote December 19, 2011, on the Madison Preparatory Academy proposal for non-instrumentality charter school authorization. Active Citizens for Education endorses and supports the approval of the proposal.
In addition to the rationale and data cited by the Urban League of Greater Madison, and significant others throughout the Madison community, supporting the curricular, instructional, parental and behavioral strategies and rigor of the school, ACE cites the following financial and accountability support for approval of the Academy as a non-instrumentality charter school.

  • Financial: Should the Board deny approval of the proposal as a non-instrumentality the District stands to lose significant means of financial support from state aids and property tax revenue. The District is allowed $10,538.54 per student enrolled in the District the 2011-12 school year. With the possibility of Madison Prep becoming a private school if denied charter school status, the 120 boys and girls would not be enrolled in MMSD; therefore the District would not be the beneficiary of the state and local revenue. The following chart shows the cumulative affect of this reduction using current dollars:

    This lost revenue does not include increases in revenue that would be generated from improved completion/graduation rates (currently in the 50% range) of Black and Hispanic students resulting from enrollees in a charter school arrangement.

  • Accountability: The MMSD Administration and Board have been demonstrating a misunderstanding of the terms ‘accountability’ and ‘control’. The State charter school law allows for the creation of charter schools to provide learning experiences for identified student groups with innovative and results-oriented strategies, exempt from the encumbrances of many existing state and local school rules, policies and practices. Charter schools are authorized and designed to operate without the ‘controls’ which are the very smothering conditions causing many of the problems in our public schools. The resulting different charter school environment has been proven to provide improved academic and personal development growth for learners from the traditional school environment. Decreasing impediments and controls inhibiting learning increases the requirements for ‘accountability’ to achieve improved learner outcomes on the part of the charter school. Should the charter school not meet its stated and measurable goals, objectives and results then it is not accountable and therefore should be dissolved. This is the ‘control’ for which the Board of Education has the authority to hold a charter school accountable.
    Let us describe an analogy. Private for-profit business and not-for-profit organizations are established to provide a product and/or service to customers, members and the public. The accountability of the business or organization for its continued existence depends on providing a quality product/services that customers/members want or need. If, for whatever reasons, the business or organization does not provide the quality and service expected and the customer/member does not obtain the results/satisfaction expected, the very existence of the business/organization is jeopardized and may ultimately go ‘out of business’. This scenario is also absolutely true with a charter school. It appears that the significant fears for the MMSD Administration and Board of Education to overcome for the approval of the proposed non-instrumentality Madison Prep charter school are: 1) the fear of loss of ‘control’ instead of accepting responsibility for ‘accountability’, and 2) the fear that ‘some other organization’ will be successful with solutions and results for a problem not addressed by themselves.

The MMSD Board of Education is urged to approve the proposed Madison Preparatory Academy non-instrumentality charter school proposal; thereby, relieving the bondage which grips students and sentences them to a future lifetime of under-performance and lack of opportunities. Thank you.

Madison Superintendent Nerad to unveil plan to help low-income minority students

Madison Superintendent Dan Nerad said Wednesday he will unveil next month a new plan for improving the achievement of low-income minority students.
The plan will summarize the district’s current efforts as well as put forth new approaches, such as a longer school year and opening magnet schools, Nerad said.
Nerad discussed the plan in a meeting with the State Journal editorial board less than a week before the School Board is to vote on Madison Preparatory Academy, a proposed charter school geared toward low-income, minority students.
Nerad said he opposes the current proposal for Madison Prep primarily because it would violate the district’s contract with its teachers union, but that he agrees with the charter school’s supporters in that a new approach to close the achievement gap is necessary.
“I made a purposeful decision to not bring (a plan) forward over the past several months to not cloud the discussion about Madison Prep,” Nerad said. “It’s caused us to take a step back and say, ‘We’re doing a lot of things, but what else do we need to be doing?'”

Appearances suggest Madisonians would be sympathetic to Madison Preparatory Academy.
Here is a citizenry known for its progressivism, inclusiveness and embrace of the disenfranchised.
And here is a five-year educational experiment aimed at helping students of darker skin and lesser means who are sometimes only a couple of years removed from failing schools in Chicago and Milwaukee.
I guess appearances can be deceiving.
On Monday, the Madison School Board is likely to go along with district administrators’ recommendation to vote down a five-year charter for Madison Prep, a project of the Urban League of Greater Madison that would aim to improve the performance and life prospects of students the district has so far failed to reach.
I suspect Madison Prep’s future wouldn’t be so dire if over the last year Madison’s supposedly liberal power structure had been willing to take up its cause.

Why I will vote against Madison Prep

My decision to vote against the Madison Prep proposal is very difficult. I pushed for the planning grant over a year ago when only one other School Board member would sponsor the proposal.
I raised many questions because of the complex scope of the Urban League’s proposal for a charter school that aims to reduce the achievement gap between white and minority students. My concerns come down to this: Will this proposal be the best investment for the most students? Is this college-prep program the area of focus that would best serve the many struggling students in our district?
The fundamental conclusion I came to over the course of a year is that this proposal would put the district at risk legally and would challenge our district philosophy pertaining to special education students. Perhaps more importantly, the proposal constructs undue barriers such as mandatory information meetings, fundraising and parent contracts. These admission policies would have the effect of excluding students based on language background, prior academic performance, or parental self-selection.
My decision has nothing to do with defending the status quo or protecting the union. However, as a School Board member, parent and neighbor to many children in our district, I believe we have some of the most dedicated and knowledgeable staff in education today.

This letter is intended to respond to your December 4, 2011 blog post regarding the Madison Preparatory Academy initiative. Specifically, this letter is intended to address what you referred as “a fairly half-hearted argument [advanced by the Urban League] that the state statute authorizing school districts to enter into contracts for non-instrumentality charter schools trumps or pre-empts any language in collective bargaining agreements that restricts school districts along these lines.” Continuing on, you wrote the following:

I say the argument is half-hearted because no authority is cited in support and itjust isn’t much ofan argument. School districts aren’t required to authorize non-instrumentality charter schools, and so there is no conflict with state statutesfor a school district to, in effect, agree that it would not do so. Without that kind of a direct conflict, there is no basis for arguing that the CBA language is somehow pre-empted.

We respectfully disagree with your assessment. The intent of this letter is to provide you with the authority for this position and to more fully explain the nature of our concern regarding a contract provision that appears to be illegal in this situation and in direct conflict with public policy.
Background
As you are aware, the collective bargaining agreement (the “CBA”) between MMSD and MTI Iprovides “that instructional duties where the Wisconsin Department of Public Instruction requires that such be performed by a certificated teacher, shall be performed only by ‘teachers.”‘ See Article I, Section B.3.a. In addition, “the term ‘teacher’ refers to anyone in the collective bargaining unit.” See Article I, Section B.2. You have previously suggested that “all teachers in MMSD schools– including non-instrumentality charter schools- must be members of the MTI bargaining unit.” As we indicated in our December 3, 2011 correspondence to you, under a non-instrumentality charter, the school board may not be the employer of the charter school’s staff. See§ 118.40(7)(a).
Under Wisconsin’s charter school law, the MMSD School Board (the “Board”) has the exclusive authority to determine whether a school is an instrumentality or not an instrumentality of the school district. See§ 118.40(7)(a). That decisio n is an important decision reserved to the Board alone. The effect of that decision drives whether teachers and staff must be, or cannot be, employees of the Board. The language of the CBA deprives the Board ofthe decision reserved to it under the statute and that language cannot be harmonized to give effect to both the statute and the CBA. Alternatively, the CBA language creates a situation whereby the Board may exercise its statutory authority to approve a non- instrumentality charter, but it must staff the school with school district employees, a result clearly prohibited under the statute. For reasons that will be explained below, in our view, the law trumps the CBA in either of these situations.
Analysis
Under Wisconsin law, “[a]labor contract may not violate the law.” Glendale Professional Policeman’s Ass’n v. City ofGlendale, 83 Wis. 2d 90, 102 (Wis. 1978). City ofGlendale addressed the tension that can arise between bargained for provisions in a collective bargaining agreement and statutory language. In City of Glendale, the City argued that a provision dealing with job promotions was unenforceable because it could not be harmonized with statutory language. Specifically, the agreement in question set forth parameters for promoting employees and stated in part that openings “shall be filled by the applicant with the greatest department seniority…” City of Glendale, 83 Wis. 2d at 94. Wisconsin law provided the following:

The chiefs shall appoint subordinates subject to approval by the board. Such appointments shall be made by promotion when this can be done with advantage, otherwise from an eligible list provided by examination and approval by the board and kept on file with the clerk.

Wis. Stat.§ 62.13(4)(a).
The City contended that “the contract term governing promotions is void and unenforceable because it is contrary to sec. 62.13(4)(a), Stats.” City ofGlendale, 83 Wis. 2d at 98. Ultimately, the court ruled against the City based on the following rationale:

Although sec. 62.13(4)(a), Stats., requires all subordinates to be appointed by the chief with the approval of the board, it does not, at least expressly, prohibit the chief or the board from exercising the power of promotion of a qualified person according to a set of rules for selecting one among several qualified applicants.

The factual scenario in City ofGlendale differs significantly from the present situation. In City of Glendale, the terms of the agreement did not remove the ability of the chief, with the approval of the board, to make promotions. They could still carry out their statutory duties. The agreement language simply set forth parameters that had to be followed when making promotions. Accordingly, the discretion of the chief was limited, but not eliminated. In the present scenario, the discretion of the Board to decide whether a charter school should be an instrumentality or a non-instrumentality has been effectively eliminated by the CBA language.
There is nothing in the CBA that explicitly prohibits the Board from voting for a non-instrumentality charter school. This discretion clearly lies with the Board. Pursuant to state law, instrumentality charter schools are staffed by District teachers. However, non-instrumentality charter schools cannot be staffed by District teachers. See Wis. Stat.§ 118.40. Based on your recent comments, you have taken the position that the Board cannot vote for a non-instrumentality charter school because this would conflict with the work preservation clause of the CBA. Specifically, you wrote that “given the CBA complications, I don’t see how the school board can authorize a non-instrumentality Madison Prep to open its doors next fall, and I say that as one who has come to be sympathetic to the proposal.” While we appreciate your sympathy, what we would like is your support. Additionally, this position creates at least two direct conflicts with the law.
First, under Wisconsin law, “the school board of the school district in which a charter school is located shall determine whether or not the charter school is an instrumentality of the school district.” Wis. Stat. § 118.40(7)(a) (emphasis added.) The Board is required to make this determination. If the Board is precluded from making this decision on December 19″‘ based on an agreement previously reached with MTI, the Board will be unable to comply with the law. Effectively, the instrumentality/non- instrumentality decision will have been made by the Board and MTI pursuant to the terms and conditions of the CBA. However, MTI has no authority to make this determination, which creates a direct conflict with the law. Furthermore, the Board will be unable to comply with its statutory obligation due to the CBA. Based on your stated concerns regarding the alleged inability to vote for a non-instrumentality charter school, it appears highly unlikely that the Board ever intentionally ceded this level ofauthority to MTI.
Second, if the Board chose to exercise its statutorily granted authority on December 19th and voted for a non-instrumentality charter school, this would not be a violation of the CBA. Nothing in the CBA explicitly prohibits the Board from voting for a non-instrumentality charter school. At that point, to the extent that MTI chose to challenge that decision, and remember that MTI would have to choose to grieve or litigate this issue, MTI would have to try to attack the law, not the decision made by the Board. Pursuant to the law, “[i] f the school board determines that the charter school is not an instrumentality of the school district, the school board may not employ any personnel for the charter school.” Wis. Stat.§ 118.40(7)(a) (emphasis added). While it has been suggested that the Board could choose to avoid the legal impasse by voting down the non-instrumentality proposal, doing so would not cure this conflict. This is particularly true if some Board members were to vote against a non-instrumentality option solely based on the CBA. In such a case, the particular Board Member’s obligation to make this decision is essentially blocked. Making a decision consistent with an illegal contract provision for the purposes of minimizing the conflict does not make the provision any less illegal. “A labor contract term whereby parties agree to violate the law is void.” WERC v. Teamsters Local No. 563, 75 Wis. 2d 602, 612 (Wis. 1977) (citation omitted).
Conclusion
In Wisconsin, “a labor contract term that violates public policy or a statute is void as a matter of law.” Board of Education v. WERC, 52 Wis. 2d 625, 635 (Wis. 1971). Wisconsin law demonstrates that there is a public policy that promotes the creation of charter schools. Within that public policy, there is an additional public policy that promotes case-by-case decision making by a school board regarding whether a charter school will be an instrumentality or a non-instrumentality. The work preservation clause in the CBA cannot be harmonized with these underlying public policies and should not stop the creation of Madison Preparatory Academy.
The Madison Prep initiative has put between a rock and a hard place. Instrumentality status lost support because of the costs associated with employing members of MTI. Yet, we are being told that non-instrumentality status will be in conflict with the CBA and therefore cannot be approved. As discussed above, the work preservation clause is irreconcilable with Wisconsin law, and would likely be found void by acourt of law.
Accordingly, I call on you, and the rest of the Board to vote for non- instrumentality status on December 19th. In the words of Langston Hughes, “a dream deferred is a dream denied.” Too many children in this district have been denied for far too long. On behalf of Madison children, families and the Boards of the Urban League and Madison Prep, I respectfully request your support.

Howard Blume: New teacher contract could shut down school choice program

As schools across California bemoan increasing class sizes, the Alliance Technology and Math Science High School has boosted class size — on purpose — to an astonishing 48. The students work at computers most of the school day.
Next door in an identical building containing a different school, digital imaging — in the form of animation, short films and graphics — is used for class projects in English, math and science.
At a third school on the same Glassell Park campus, long known as Taylor Yards, high-schoolers get hands-on experience with a working solar panel.
These schools and two others coexist at the Sotomayor Learning Academies, which opened this fall under a Los Angeles school district policy called Public School Choice. The 2009 initiative, the first of its kind in the nation, has allowed groups from inside and outside the Los Angeles Unified School District to compete for the right to run dozens of new or low-performing schools.

Dear Friends & Colleagues.
For the last 16 months, we have been on an arduous journey to develop a public school that would effectively address the educational needs of children who have under-performed or failed to succeed in Madison’s public schools for at least the last 40 years. If you have followed the news stories, it’s not hard to see how many mountains have been erected in our way during the process.
Some days, it has felt like we’re desperately looking at our children standing dangerously close to the edge of a cliff, some already fallen over while others dangling by their thumbs waiting to be rescued; but before we can get close enough to save them, we have to walk across one million razor blades and through thousands of rose bushes with our bare feet. As we make our way to them and get closer, the razor blades get sharper and the rose bushes grow more dense.
Fortunately, our Board members and team at the Urban League and Madison Preparatory Academy, and the scores of supporters who’ve been plowing through the fields with us for the last year believe that our children’s education, their emotional, social and personal development, and their futures are far more important than any pain we might endure.
Our proposal for Madison Prep has certainly touched a nerve in Madison. But why? When we launched our efforts on the steps of West High School on August 29, 2010, we thought Madison and its school officials would heartily embrace Madison Prep.We thought they would see the school as:
(1) a promising solution to the racial achievement gap that has persisted in our city for at least 40 years;
(2) a learning laboratory for teachers and administrators who admittedly need new strategies for addressing the growing rate of underachievement, poverty and parental disengagement in our schools, and
(3) a clear sign to communities of color and the broader Greater Madison community that it was prepared to do whatever it takes to help move children forward – children for whom failure has become too commonplace and tolerated in our capital city.
Initially, the majority of Board of Education members told us they liked the idea and at the time, had no problems with us establishing Madison Prep as a non-instrumentality – and therefore, non-union, public school. At the same time, all of them asked us for help and advice on how to eliminate the achievement gap, more effectively engage parents and stimulate parent involvement, and better serve children and families of color.
Then, over the next several months as the political climate and collective bargaining in the state changed and opponents to charter schools and Madison Prep ramped up their misinformation and personal attack campaign, the focus on Madison Prep got mired in these issues.
The concern of whether or not a single-gender school would be legal under state and federal law was raised. We answered that both with a legal briefing and by modifying our proposal to establish a common girls school now rather than two years from now.
The concern of budget was raised and how much the school would cost the school district. We answered that through a $2.5 million private gift to lower the per pupil request to the district and by modifying our budget proposal to ensure Madison Prep would be as close to cost-neutral as possible. The District Administration first said they would support the school if it didn’t cost the District more than $5 million above what it initially said it could spend; Madison Prep will only cost them $2.7 million.
Board of Education members also asked in March 2011 if we would consider establishing Madison Prep as an instrumentality of MMSD, where all of the staff would be employed by the district and be members of the teacher’s union. We decided to work towards doing this, so long as Madison Prep could retain autonomy of governance, management and budget. Significant progress was made until the last day of negotiations when MMSD’s administration informed us that they would present a counter-budget to ours in their analysis of our proposal that factored in personnel costs for an existing school versus establishing a modest budget more common to new charter schools.
We expressed our disagreement with the administration and requested that they stick with our budget for teacher salaries, which was set using MMSD’s teacher salary scale for a teacher with 7 years experience and a masters degree and bench-marked against several successful charter schools. Nevertheless, MMSD argued that they were going to use the average years of experience of teachers in the district, which is 14 years with a master’s degree. This drove up the costs significantly, taking teacher salaries from $47,000 to $80,000 per year and benefits from $13,500 to $25,000 per year per teacher. The administration’s budget plan therefore made starting Madison Prep as an instrumentality impossible.
To resolve the issue, the Urban League and Board of Madison Prep met in November to consider the options. In doing so, we consulted with every member of MMSD’s Board of Education. We also talked with parents, stakeholders and other community members as well. It was then decided that we would pursue Madison Prep as a non-instrumentality of the school district because we simply believe that our children cannot and should not have to wait.
Now, Board of Education members are saying that Madison Prep should be implemented in “a more familiar, Madison Way”, as a “private school”, and that we should not have autonomy even though state laws and MMSD’s own charter school policy expressly allow for non-instrumentality schools to exist. There are presently more than 20 such schools in Wisconsin.
What Next?
As the mountains keep growing, the goal posts keep moving, and the razor blades and rose bushes are replenished with each step we take, we are forced to ask the question: Why has this effort, which has been more inclusive, transparent and well-planned, been made so complicated? Why have the barriers been erected when our proposal is specifically focused on what Madison needs, a school designed to eliminate the achievement gap, increase parent engagement and prepare young people for college who might not otherwise get there? Why does liberal Madison, which prides itself on racial tolerance and opposition to bigotry, have such a difficult time empowering and including people of color, particularly African Americans?
As the member of a Black family that has been in Madison since 1908, I wonder aloud why there are fewer black-owned businesses in Madison today than there were 25 years ago? There are only two known black-owned businesses with 10 or more employees in Dane County. Two!
Why can I walk into 90 percent of businesses in Madison in 2011 and struggle to find Black professionals, managers and executives or look at the boards of local companies and not see anyone who looks like me?
How should we respond when Board of Education members tell us they can’t vote for Madison Prep while knowing that they have no other solutions in place to address the issues our children face? How can they say they have the answers and develop plans for our children without consulting and including us in the process? How can they have 51 black applicants for teaching positions and hire only one, and then claim that they can’t find any black people to apply for jobs? How can they say, “We need more conversations” about the education of our children when we’ve been talking for four decades?
I have to ask the question, as uncomfortable as it may be for some to hear, “Would we have to work this hard and endure so much resistance if just 48% of white children in Madison’s public schools were graduating, only 1% of white high school seniors were academically ready for college, and nearly 50% of white males between the ages of 25-29 were incarcerated, on probation or under some form of court supervision?
Is this 2011 or 1960? Should the black community, which has been in Madison for more than 100 years, not expect more?
How will the Board of Education’s vote on December 19th help our children move forward? How will their decision impact systemic reform and seed strategies that show promise in improving on the following?
Half of Black and Latino children are not completing high school. Just 59% of Black and 61% of Latino students graduated on-time in 2008-09. One year later, in 2009-10, the graduation rate declined to 48% of Black and 56% of Latino students compared to 89% of white students. We are going backwards, not forwards. (Source: MMSD 2010, 2011)
Black and Latino children are not ready for college. According to makers of the ACT college entrance exam, just 20% of Madison’s 378 Black seniors and 37% of 191 Latino seniors in MMSD in 2009-10 completed the ACT. Only 7% of Black and 18% of Latino seniors completing test showed they had the knowledge and skills necessary to be “ready for college”. Among all MMSD seniors (those completing and not completing the test), just 1% of Black and 7% of Latino seniors were college ready
Too few Black and Latino graduates are planning to go to college. Of the 159 Latino and 288 Black students that actually graduated and received their diplomas in 2009-10, just 28% of Black and 21% of Latino students planned to attend a four-year college compared to 53% of White students. While another 25% of Black and 33% of graduates planned to attend a two-year college or vocation program (compared to 17% of White students), almost half of all of all Black and Latino graduates had no plans for continuing their education beyond high school compared to 27% of White students. Half of Black males in their formative adult years are a part of the criminal justice system. Dane County has the highest incarceration rate among young Black men in the United States: 47% between the ages of 25-29 are incarcerated, on probation or under some form of court supervision. The incarceration phenomena starts early. In 2009-10, Black youth comprised 62% of all young people held in Wisconsin’s correctional system. Of the 437 total inmates held, 89% were between the ages of 15-17. In Dane County, in which Madison is situated, 49% of 549 young people held in detention by the County in 2010 were Black males, 26% were white males, 12% were black females, 6% were white females and 6% were Latino males and the average age of young people detained was 15. Additionally, Black youth comprised 54% of all 888 young people referred to the Juvenile Court System. White students comprised 31% of all referrals and Latino comprised 6%.
More importantly, will the Board of Education demonstrate the type of courage it took our elders and ancestors to challenge and change laws and contracts that enabled Jim Crow, prohibited civil rights, fair employment and Women’s right to vote, and made it hard for some groups to escape the permanence of America’s underclass? We know this is not an easy vote, and we appreciate their struggle, but there is a difference between what is right and what is politically convenient.
Will the Board have the courage to look in the faces of Black and Latino families in the audience, who have been waiting for solutions for so long, and tell them with their vote that they must wait that much longer?
We hope our Board of Education members recognize and utilize the tremendous power they have to give our children a hand-up. We hope they hear the collective force and harmony of our pleas, engage with our pain and optimism, and do whatever it takes to ensure that the proposal we have put before them, which comes with exceptional input and widespread support, is approved on December 19, 2011.
Madison Prep is a solution we can learn from and will benefit the hundreds of young men and women who will eventually attend.
If not Madison Prep, then what? If not now, then when?

OUR RESPONSE TO MMSD’S NEW CONCERNS
Autonomy: MMSD now says they are concerned that Madison Prep will not be accountable to the public for the education it provides students and the resources it receives. Yet, they don’t specify what they mean by “accountability.” We would like to know how accountability works in MMSD and how this is producing high achievement among the children it serves. Further, we would like to know why Madison Prep is being treated differently than the 30 early childhood centers that are participating in the district’s 4 year old kindergarten program. They all operate similar to non-instrumentality schools, have their own governing boards, operate via a renewable contract, can hire their own teachers “at their discretion” and make their own policy decisions, and have little to no oversight by the MMSD Board of Education. All 30 do not employ union teachers. Accountability in the case of 4K sites is governed by “the contract.” MMSD Board members should be aware that, as with their approval of Badger Rock Middle School, the contract is supposed to be developed “after” the concept is approved on December 19. In essence, this conversation is occurring to soon, if we keep with current district practices.
Collective Bargaining Agreement (CBA): MMSD and Madison Teachers, Incorporated have rejected our attorney’s reading of ACT 65, which could provide a path to approval of Madison Prep without violating the CBA. Also, MTI and MMSD could approve Madison Prep per state law and decide not to pursue litigation, if they so desired. There are still avenues to pursue here and we hope MMSD’s Board of Education will consider all of them before making their final decision.

MTI responds on Madison Prep

Madison Preparatory Academy could easily open if it followed the same model as the district’s other charter schools, Madison Teachers Inc. Executive Director John Matthews said in response to yesterday’s Urban League press conference.
But the current proposal is “unacceptable” to Madison teachers because it would “effectively eliminate School Board oversight of the expenditure of millions of dollars in taxpayer money” and violate the district’s contract with its union, Matthews said.
Matthews initially declined to comment on Madison Prep when I contacted him yesterday, but later responded in an e-mail.
In his response, Matthews criticized Madison Prep’s plan to pay its teachers lower salaries and benefits than other district teachers, and not offer overtime for working longer days.
He also said the Urban League is incorrect in asserting that the current union contract can be modified without nullifying it under the state’s new collective bargaining law.

Urban League’s Caire rips school district over Madison Prep opposition

Supporters of a controversial, single-sex charter school Thursday blasted the Madison School District for its opposition to the proposal and said the teachers union is an impediment to improving student achievement.
At a news conference, the Urban League of Greater Madison’s president, Kaleem Caire, also said the proposed Madison Preparatory Academy, which would target low-income, minority students, isn’t dead and called on the School Board to put “learning before labor” when it votes Dec. 19 whether to approve the charter.
“Our children aren’t there to be subjects of teachers and teachers unions,” Caire said. “But the decisions that have been made in the Madison Metropolitan School District for a mighty long time have been determined by adults getting what they need first before kids.”
Madison Teachers Inc. executive director John Matthews declined comment Thursday.

Let’s get together on Madison Prep

The debate over whether the Madison School Board should give the final OK to the Madison Preparatory Academy is getting a bit nasty.
And that should not be.
While the passion on the part of the advocates for the school, led by the energetic Urban League CEO Kaleem Caire, is perfectly understandable given our schools’ dismal record on minority achievement, so is the questioning from those who aren’t convinced the prep idea will solve that problem.
Now, on the eve of a vote on that final approval, is not the time to point fingers and make accusations, but to come together and reasonably find ways to overcome the obstacles and reassure those who fret about giving up duly elected officials’ oversight of the school and the impact it will have on the entire district’s union contracts if not done correctly.
The union problem is not the fault of the union, but stems from Gov. Scott Walker and the Legislature’s action to dramatically change public employee collective bargaining in Wisconsin. If the union or the School Board makes concessions for Madison Prep, the collective bargaining agreement for the entire district, which is to expire in June 2013, could be negated.

How Madison Prep Can Be a Non-Instrumentality (Non-Union)?

Tomorrow afternoon, we are expecting to learn that MMSD’s Administration will inform the Madison Metropolitan School District Board of Education that Madison Prep should not be approved. A possible reason we expect will be MMSD’s concern that the current collective bargaining agreement between the District and Madison Teachers Inc. (MTI) has a “work preservation clause” which the teacher’s union advocated for long ago to ensure that it was the only game in town to represent public school teachers in Madison.
Below, is the cover note that I forwarded to Ed Hughes of the Board of Education and copied to a number of others, who had asked a thoughtful question about our proposal to establish Madison Prep as a non-instrumentality charter school, we hope, in fall 2012. This letter is intended to respond to your November 78,207I email and to suggest that there is a viable option for moving forward with Urban League’s proposal for the Madison Preparatory Academy (“Madison Prep”) that: [i) will reduce cost; and (ii) will not sacrifice the union security provisions of the Collective Bargaining Agreement “Agreement” or “Contract”) between the Madison Metropolitan School District (“MMSD” or “District”) and Madison Teachers, Inc. (“MTI”).
Your email asks for a response to a question concerning how the school district could authorize Madison Prep as a non-instrumentality charter without thereby violating the terms of the District’s Agreement with MTI. Your email references a provision in the MTI Agreement that provides “that instructional duties where the Wisconsin Department of Public Instruction requires that such be performed by a certifìcated teacher, shall be performed only by’teachers.”‘ .See Article I, Section 8.3.a. In addition you note that “the term ‘teacher’ refers to anyone in the collective bargaining unit.” See Article I, Section 8.2. You conclude your email by stating that “it appears that all teachers in MMSD schools — including non-instrumentality charter schools – must be members of the MTI bargaining unit.”
The Urban League is aware of the Agreement’s language and concedes that the language, if enforceable, poses an obstacle as we look for School Board approval of the plan to open and operate a “non-instrumentality” school. Under an instrumentality charter, the employees of the charter school must be employed by the school board. Under a non-instrumentality charter, the school board may not be the employer of the charter school’s staff. See S 118.40(7)(a). Thus, the statement in your email that all teachers, including those in a non-instrumentality charter school – “must be members of the MTI bargaining unit” and, presumably, employed by the school board is not permitted under Wisconsin law.
Under Wisconsin’s charter school law the School Board has the exclusive authority to determine whether a school is an instrumentality or not an instrumentality of the school district. .See S 118.40(7)(a). That decision is an important decision reserved to the School Board alone. The effect of that decision drives whether teachers and staff must be, or cannot be, employees of the School Board. The language of the Contract deprives the School Board of the decision reserved to it under the statute and that language cannot be harmonized to give effect to both the statute and the Agreement. Alternatively the Contract language creates a situation whereby the School Board may exercise its statutory authority to approve a non-instrumentality charter but it must staff the school with school district employees, a result clearly prohibited under the statute. In our view the law trumps the Contract in either of these situations.
The situation described above could likely only be resolved in a court of law. The Contract includes a “savings clause” that contemplates that where a court invalidates a provision in the Agreement, the invalid provision is deleted and the remainder of the contract remains intact. See Article VIII, Section E.
The Urban League is, however, mindful that litigation is both expensive and time consuming. Moreover it is clear that the Contract language will become a prohibited subject of bargaining in the near future when the current Agreement expires. Unfortunately, the children we seek to serve, do not have the time to wait for that day.
Our second purpose in writing is to make you aware of a possible solution to a major obstacle here. One of the major obstacles in moving forward has been the cost associated with an instrumentality school coupled with MTI’s reluctance to work with the District in modifying the Contract to reduce costs associated with staffing and certain essential features of Madison Prep, like an extended school day, As we understand it MTI does not want to modify the Contract because such a modification would result in an earlier application of 2077 Wisconsin Act L0 to the District, members of the bargaining unit and to MTI itself.
We understand MTI’s reluctance to do anything that would hasten the application of Act 10 in the school district, With the passage of 2011. Wisconsin Act 65, that concern is no longer an obstacle.
Act 65 allows the parties to a collective bargaining agreement to enter into a memorandum of understanding that would run for the remaining term of the collective bargaining agreement, for the purpose of reducing the cost of compensation or fringe benefits in the collective bargaining agreement,
The Act also provides that entering into such a memorandum would not be considered a “modification” of the collective bargaining agreement for the purposes of Act 10. Act 65 was published on November 23,2077 and took effect the following day. The law allows the parties to a collective bargaining agreement to enter into such a memorandum no later than 90 days after the effective date of the law.
The Urban League believes that Act 65 gives the Board and MTI the opportunity to make changes that will facilitate cost reductions, based in compensation and fringe benefits, to help Madison Prep move forward. And, the law allows the parties to do so in a way that does not adversely impact the teachers represented by MTI or the union security provisions of the Collective Bargaining Agreement.
For example, the parties could agree to reduce the staffing costs for Madison Prep, The parties could also agree that a longer school day would not have to cost more. And, the parties could agree that the work preservation clause referenced in the first part of this letter does not apply where the School Board has determined a charter school willbe a non-instrumentality of the District, a move that would also most certainly reduce costs. These changes would not be forced upon any existing MTI represented teacher as teachers would apply for vacancies in the school.
We hope that the School Board will give serious consideration to the opportunity presented by Act 65. 0n behalf of the Urban League of Greater Madison and Madison Preparatory Academy, we thank you for your support of Madison Prep.

Updated Madison Prep Business and Education Plan and Response to Administrative Analysis

Response to P4-5 of the Admin Analysis (No College Going Culture) [Page 23 of BP][Response] MMSD and the Boys & Girls Club have done an excellent job implementing the AVID/TOPS program in MMSD’s four high schools. While AVID is beginning to build a college going culture among the students it serves (students with 2.0 – 3.5 GPAs), more than 60% of African American high school students in MMSD, for example, have GPAs below a 2.0 and therefore do not qualify for AVID. At 380 students, AVID serves just 10% of all students of color enrolled in MMSD high schools.
While the Urban League believes AVID/TOPS should continue to grow to serve more students, it also believes MMSD must invest more resources in programs like Schools of Hope, MSCR, Aspira/Juventud, ACT Prep, Culturally Relevant Teaching and Commonwealth’s middle school careers program.
It must also invest in a system-wide, whole school reform agenda that addresses not only educational skill-building among students, but establishes a college going culture in all of
its schools for all students while addressing curriculum quality, instructional and school innovation, teacher effectiveness, diversity hiring and parent engagement at the same time. ULGM is ready to help MMSD accomplish these goals.

[Response] While MMSD offers advanced placement classes, very few African American and Latino students enroll in or successfully complete AP classes by the end of their senior year (see page 5 of the Madison Prep Business Plan). Nearly half of African American and Latino males don’t make it to senior year. Additionally, MMSD states that its students “opt to participate,” meaning, they have a choice of whether or not to take such classes. At Madison Prep, all students will be required to take rigorous, college preparatory courses and all Madison Prep seniors will complete all IB examinations by the end of their senior years, which are very rigorous assessments.

[Response] The Urban League acknowledges that WKCE scores of proficient are not adequate to predict success for college and career readiness. In the Madison Prep business plan, WKCE is not mentioned; instead, ULGM mentions “Wisconsin’s state assessment system.” It is ULGM’s understanding that by the time Madison Prep reaches the fifth and final year of its first charter school contract, Wisconsin will have implemented all of the new standards and assessments affiliated with the Common Core State Standards that it adopted last year. ULGM anticipates that these assessments will be more rigorous and will have an appropriate measurement for “proficiency” that is consistent with the knowledge and skills needed to succeed in college and work. Additionally, Madison Prep will provide several supports to assist students below proficiency. These strategies are explained in Madison Prep’s business and education plans.

[Response] Madison Prep will adjust its goals in its charter school contract to be commensurate with existing state and district accountability standards. However, to move a school whose student body will likely have a sizeable number of young people who are significantly behind academically to 100% proficiency in one academic year will require a miracle sent from heaven.

Law, contract limit Madison Prep plan’s promise

Let’s see: Longer school year, parent report cards, meaningful teacher evaluations and bonus pay, union staff, teacher compensation of between $60,000 and $65,000.
Sounds about right to me. Where do I sign up?
Unfortunately, I can’t, because while this seems like a pretty good model for a proposed charter school targeting under-performing, low-income minority students — really, for any public school — it was looking less and less possible last week.
The sticking points are an overly rigid Madison teachers union contract and a punitive new state law that pretty much makes tinkering with that contract tantamount to killing it.
Or, to put it another way, the issue, as it so often is, is money.
Under the proposal released last month by the backers of Madison Preparatory Academy, the school would employ union teachers at salaries of about $47,000, with benefits bringing total compensation to between $60,000 and $65,000.
In its own analysis of Madison Prep’s financials, though, the district found the school would be required to pay about $76,000 per teacher, with benefits bringing total compensation to about $100,000.
