Advocating Dual enrollment
The technical college system is seeking $54.2 million to create a grant program for high school students taking college-level courses.
During the 2024-25 school year, students from more than 600 high schools earned nearly 330,000 college credits at the technical colleges.
The request seeks a change in state law to allow technical colleges to distribute the grants. The money would support staffing to expand access and student outreach, stipends for dual enrollment instructors, coverage of tuition and fees that school districts pay, and equipment.
A new full-time position to support dual enrollment programs is also included in the request.

Madison severely limits such opportunities: “about 4% of Madison students completed a dual enrollment course, compared with almost 26% statewide”
