Minnesota’s persistent literacy gap has lawmakers looking for ways to push evidence-based reading instruction

“Minnesota has a state of emergency regarding literacy. I’m very disappointed with where we’re at right now with the persistent reading success gap between white students and students of color,” he said Wednesday. “We are not making adequate progress, and the future of tens of thousands of our students is seriously at risk if we don’t address this.”

Third-grade reading skills are a critical benchmark for students’ future success. By the end of third grade, they should have the literacy skills they need to transition from learning to read to reading to learn.
Yet according to the latest state assessments, only 56 percent of fourth-graders tested proficient in reading. That number has remained relatively flat for years. Broken down by race and special status, the proficiency rates are even more alarming: Minnesota now has the widest gap in reading scores between white and nonwhite students in the nation. Only 32 percent of black fourth-graders and 34 percent of Hispanic fourth-graders are proficient in reading, compared to 66 percent of white fourth-graders.

The Madison School District needs a science-based literacy curriculum overseen by licensed reading professionals who understand the cognitive processes that underlie learning how to read.

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

UW rejects application for independent Madison charter school

According to emails released to the State Journal under the state’s open records law, Superintendent Jennifer Cheatham on Sept. 10 asked her chief of staff, Ricardo Jara, and other front-office officials whether Arbor was “worth trying to stop? Or change somehow? If so, how?”

Cheatham expressed the district’s opposition to the school in a letter to Cross on Sept. 24 that points to alleged deficiencies in Arbor’s application, and accuses OEO of not sharing information with the district about the school.

“I am writing you to formally request that the OEO immediately terminate contract negotiations with (Arbor Community School) or, at the very least, require that this school not be located in the City of Madison,” she wrote.

That same day, former Madison School Board member Ed Hughes took Cheatham’s letter to a board of directors meeting of the Goodman Community Center, where Arbor was then trying to secure space.

“One issue state officials say they have detected as they monitor the effectiveness of the READ Act is that not all teachers are up to date on how best to teach reading.”

But districts are free to use their READ Act per-pupil funds on whatever curriculum they want, even on interventions researchers have found ineffective.

“Typically, as with any education policy, we’re only given so much authority on what we can tell districts to do and what we monitor for,” Colsman said in an interview with The Colorado Sun.

The state spends $3 million annually through the READ Act to provide diagnostic software school districts can use to assess student reading levels, but not all districts use it. Data shows the state’s software is used on fewer than half of the students in the state. The reading proficiency of most of the young students in Colorado is determined through other diagnostic tools never subjected to quality reviews by the state.

Meanwhile, state tracking of READ Act student performance shows that only 6 percent of children identified with a significant reading deficiency in kindergarten were reading at their grade level by third grade.

“All of us are looking for a way to get better results for kids because we can’t wait a generation for this,” Colsman said.

Half of state districts see worsening rates for significant deficiencies

Nearly half of the state’s 178 school districts saw the rate of students with significant reading deficiencies worsen since the READ Act program was put in place, according to a review of state data.

Commerce City’s Adams County 14 school district, home to 7,500 students, received more than $3 million in per-pupil READ Act funding to tackle significant reading deficiencies from 2012 through 2018, but reading problems there have worsened over same period.

In 2014, slightly more than 18 percent of the district’s kindergarten through third-grade students had a significant reading deficiency, according to state records. By 2018, that rate had more than doubled to nearly 40 percent.

New administrators at the district, forced by the Colorado Board of Education in November to hire an outside management consultant, said they’ve discovered the reading curriculum they were using was ineffective and not suited to the district’s heavily bilingual student population. They’ve since switched curriculum and are putting in place a summer school program devoted solely to reading instruction.

“Over the past 19 years we’ve had a high turnover in teachers and administrators,” said Jeanette Patterson, who was hired as the district’s executive director of curriculum and instruction last summer. “We’ve had to do a lot of training and retraining and retraining. That leads to inconsistency in the literacy block at the elementary school level.”

With the Madison School Board primary election less than a month away, a crowded field of nine candidates will make their case to voters in the coming weeks, starting with a forum on Feb. 5.

Kaleem Caire, an education activist and founder of One City Schools, is calling for a focus on early childhood education. One City Schools, which he heads, is one of Wisconsin’s first 4K and kindergarten charter options authorized by the University of Wisconsin’s Office of Educational Opportunity.

2019 Madison School Board Election: Madison Teachers Union Candidate Questions

Nearly all current candidates for the Madison School Board have started to make their case to voters and potential endorsers as the primary election heats up. That included answering questions from Madison Teachers Inc., the city’s teachers’ union.

Nine candidates are running for three seats on the seven-person School Board. MTI executive director Doug Keillor said candidates had to send in answers to the questionnaire by Jan. 11. On Wednesday, School Board candidates interviewed with the political action arm of MTI, which is comprised of 13 people who guide the union’s endorsement process during each election cycle.

Candidate Amos Roe, who is running for Seat 5, was the only current candidate who did not submit a questionnaire. Keillor said they reached out to Roe multiple times but did not receive a response. Skylar Croy, who withdrew from the race but whose name will still appear on the Feb. 19 ballot, also did not submit a questionnaire or interview with MTI.

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

One City Schools Admitted to EL Education’s National Network of Schools

One City Schools, Inc., a local nonprofit operating an independent preschool and public charter school, announced today that it has been accepted into a coveted network of more than 150 schools nationwide in the EL Education (EL) program.

EL Education (formerly Expeditionary Learning) is an educational model that balances both personalized and social learning to help students succeed in learning and in life. For over 25 years, EL has been bringing to life a three-dimensional vision of student achievement that includes mastery of knowledge and skills, character, and high-quality student work. EL promotes active classrooms that are alive with discovery, problem-solving, challenge, and collaboration. Through the partnership, One City will receive, and complete, intensive on-the-job training, co-teaching and mentoring required for teachers and school leaders.

The EL program is research-based, and has shown academic gains for children. After three years in an EL program, students outpace their peers in reading and in math; and further in standardized test-scores.

One City Founder and CEO Kaleem Caire hailed the achievement “Our leadership, our teachers, and our families are fully vested in this school and what it will do for children. With EL, our teachers will be given the very highest opportunities to impact learning for children.”

EL Education focuses its work on schools in diverse communities across the country. For eligibility, at least 40% of the students in a school must be from low-income families. It also requires intense commitment from teachers who facilitate learning as well as be required to document and measure results required by EL.

“Our teachers came to One City because they are dedicated to the cause. EL will make sure we are fitted with the best tools to achieve success” said Bryan Grau, One City’s principal of the Senior Preschool. EL schools are provided resources and support from other schools across the nation through open-source sharing. EL is also working closely with One City on its plans to expand into elementary school starting in the fall 2019.

“This is another huge achievement for One City. We are dedicated to providing the best for our kids, and to demonstrating our results to stakeholders. We will continue to move forward to help our parents and community create pathways to an awesome future for our kids.” Caire said.

A number of the panelists also praised unconscious bias training for employees. As of 2015, 20 percent of companies provided such workshops. The notion of “unconscious bias” is based on implicit-association tests, which ask participants to look at pictures of members of various identity groups and then measure their response time in matching images with either pleasant or unpleasant words. Such tests have been subject to an abundance of criticism—most notably that the tests don’t measure bias, but unrelated things such as the time it takes to switch tasks. It’s also the case that many people with strong negative implicit-association test results don’t show any overt racism in their actions.

Unconscious bias training is based on an unproven and cynical worldview: Deep down, everyone is at least a little bit bigoted. This perspective may serve to delude bigoted people into justifying their prejudices as “normal.” Some research explicitly suggests unconscious bias training may actually create a norm for stereotyping and thus increase its prevalence.

Mr. Kazmierczak also referred to the T. Rowe Price Associates board of directors as having “over 40 percent diversity,” as if an individual can be measured as diverse. In Mr. Kazmierczak’s telling, a board made up entirely of black women would be 100 percent diverse. That’s not the definition of diversity; the word means having “variety” or “difference” in relation to a larger group. In practice, labeling an individual as diverse “others” members of minority groups, which weakens the concept of a larger unified humanity, and encourages individuals to silo themselves according to tribal notions of group membership.

The panelists claimed that to be competitive, businesses must hire and promote for a diversity of identities and ethnicities, but in fact, research shows the most valuable sort of diversity in hiring is diversity of thought. Intellectual diversity can sometimes correlate with diversity of identity group membership and end up increasing demographic variety as a side effect, but it doesn’t need to.




Unsatisfied with progress, Madison schools look to revamp behavior plan

For years now there’s been a split between city of Madison residents generally and the children who attend its public schools.

Madison’s population is 78.7 percent white, according to Census Bureau figures, and only 18.6 percent of residents live in poverty. By contrast, only 42.7 percent of Madison School District students identified as white last school year, according to district figures reported to the state Department of Public Instruction, and 46 percent were classified as economically disadvantaged.

Four years after the BEP’s launch, there’s little sign that schools with poorer, more racially diverse student populations necessarily have more behavior problems — contradicting some of the common assumptions about urban schools.

Among elementary schools, for example, the school with the most documented “behavior events,” Orchard Ridge, was demographically similar to the school with the least, Sandburg.

Sandburg, on the Far East Side had a school population last year that was 61.3 percent low-income and 75.3 percent nonwhite, but only 0.28 events per student last year.

Orchard Ridge, on the Southwest Side, had a student population that was 56 percent low-income and 67.2 nonwhite, but nearly 12 events per student.

The district’s 12 main middle schools had between just more than two events per student and just fewer then five, with no obvious correlations between poorer, more diverse populations and more behavior problems.

A correlation between more racial diversity and poverty and worse behavior, however, was evident once students reached high school.

The district’s most ethnically diverse and poorest high schools in 2017-18, East and La Follette, saw the most behavior problems that year of the district’s five major high schools.

UW-Stout students must appreciate ‘social differences’ to graduate

“Understanding global perspectives and how they are formed is not just a prerequisite for becoming a global citizen; it is necessary for becoming an engaged citizen of any local community,” asserts the preamble of the document approving the new mandate, noting that course requirements play “a critical role in helping students develop an understanding of the deeply interconnected nature of the world.”

In order to fulfill the requirement, students must complete at least six credits from a list of approved courses that address at least two out of four categories: Global Self-Awareness, Global Knowledge, Global Viewpoint, and Global Engagement.

“Global self-awareness” courses, for instance, focus on embracing the “values of diverse others,” helping students to “develop appreciation for diverse voices and stories and the contributions of cultures and countries different from one’s own.”

The “global knowledge” goal, meanwhile, addresses “the deeply interconnected nature of the world,” with courses exploring concepts like how “the impact of globalized capitalism and neoliberalism on economic systems, inter and intra-societal stratification, civil and human rights, and sustainability” form the “historical roots” of inequities around the world.

The “global viewpoint” category aims to introduce students to different cultural and historical perspectives, while the “global engagement” element teaches students to “take effective critical action” on the basis of their new knowledge by “contributing to positive change in globally diverse, interconnected, and interdependent natural, social, and business environments.”




Tackling Inequality in Gifted-and-Talented Programs

In many places around the U.S., low-income and minority children are significantly underrepresented in gifted-and-talented programs. This seems to be the case whether the process for identifying gifted children relies on teacher referrals for screening, or on evaluations arranged and paid for independently by parents.

So what happens when you give every student a chance?

For starters, according to a new NBER working paper, you get a massive increase in diversity. At least that was the case at public schools in one of the United States’ largest and most diverse urban school districts.

In the early 2000s, the gifted population in the district studied by the researchers was far less diverse than the student body overall. While blacks and Hispanics accounted for 60 percent of the student population, only 28 percent of third-graders who had been identified as gifted were black or Hispanic. (The district is not named in the paper, but the demographics, along with other details of the case study, match those of the Broward County Public Schools system in Florida, which the same researchers got grant money to study a few years ago.)

In 2005, the district adopted universal screening instead of using a referral program; all second-grade students took an ability test, and those who scored above a given threshold took an IQ test in order to qualify for a gifted-and-talented program.

Just passing the test didn’t guarantee a spot; there also was input from parents and teachers on whether the student possessed things like motivation, creativity, and adaptation. The threshold on the initial test was lowered slightly for disadvantaged “Plan B” students, who were either eligible for free or discounted lunches based on their family’s income, or were English-language learners.

Success Academy’s Radical Educational Experiment

One of the most celebrated educational experiments in history was performed by James Mill, the British historian, on his eldest son, John Stuart Mill, who was born outside London in 1806. John began learning Greek when he was three, and read Herodotus and other historians and philosophers before commencing Latin, at the age of seven. By the time he was twelve, he was widely read in history and had studied experimental science, mathematics, philosophy, and economics. James Mill’s pedagogical approach reflected the influence of Jeremy Bentham, the founder of utilitarian philosophy, and was intended to discover whether a child of unexceptional intellectual capacities could, through rigorous exposure, learn material that was typically acquired in adulthood, if at all. The answer, according to the research subject, was yes. “I started, I may fairly say, with a quarter of a century over my contemporaries,” J. S. Mill wrote in his 1873 “Autobiography.”

Mill’s remarkable upbringing is cited by Eva Moskowitz, the founder of the Success Academy Charter School network, in her own autobiography, “The Education of Eva Moskowitz,” which was published in September. The book recounts Moskowitz’s learning curve, from her youth in the Morningside Heights area of Manhattan—where she was brought up by leftist intellectuals and attended public school—to her time on the New York City Council, where she developed a reputation for courting controversy while chairing the Education Committee, to her founding of the Success Academy, the city’s largest charter-school network. She is now the reliable scourge of the public-education establishment in New York City and, outside its borders, a favorite of the national education-reform movement.
Success Academy began in 2006, with a single elementary school in Harlem, and now has forty-six schools, in every borough except Staten Island. The overwhelming majority of the students are black or Latino, and in most of the schools at least two-thirds of them come from poor families. More than fifteen thousand children are enrolled, from kindergarten to twelfth grade. Students hardly follow Mill’s curriculum—there is no Greek or Latin in kindergarten, or even in later grades. But the schools do well by the favored metric of twenty-first-century public education: they get consistently high scores on standardized tests administered by the State of New York. In the most recent available results, ninety-five per cent of Success Academy students achieved proficiency in math, and eighty-four per cent in English Language Arts; citywide, the respective rates were thirty-six and thirty-eight per cent. This spring, Success Academy was awarded the Broad Prize, a quarter-million-dollar grant given to charter-school organizations, particularly those serving low-income student populations, that have delivered consistently high performances on standardized tests. Moskowitz has said that, within a decade, she hopes to be running a hundred schools. This year, a Success high school, on Thirty-third Street, will produce the network’s first graduating class: seventeen students. This pioneering class originated with a cohort of seventy-three first graders.
As a charter school, Success Academy is required to admit children by lottery. But prominent critics, such as Diane Ravitch, the historian and public-education advocate, have alleged that Success Academy essentially weeds out students, by maintaining unreasonably high expectations of behavior and academic achievement. Similarly, critics claim that the program reduces class size by not accepting new students beyond fourth grade, whereas zoned public schools must accept all comers. To Moskowitz’s detractors, Success’s celebration of standardized test-taking—students attend “Slam the Exam” rallies—is a cynical capitulation to a bureaucratic mode of learning. Success Academy has attracted large donations—in the past two years, the hedge-fund manager Julian Robertson has given forty-five million dollars to the group—and Moskowitz’s opponents say that such gifts erode the principle that a quality education should be provided by the government. Last fall, Donald Trump summoned Moskowitz, who is a Democrat, shortly after he was elected President. Although she declined to be considered as his Education Secretary, she was widely criticized for agreeing to the meeting, including by members of her own staff, who noted that Trump’s racist and anti-immigrant rhetoric on the campaign trail had stoked fear in the kind of families served by Success Academy schools.

Madison has long supported non diverse K-12 governance, despite spending nearly $20,000 per student and tolerating disastrous reading results.




Will Chicago Close Another 50 Schools?

Chicago Public Schools has lost 32,000 students over the last five years, nearly the same enrollment drop as in the 10-year period leading up to the closures of 50 elementary schools in 2013. Those missing students could fill 53 average-sized Chicago schools.

This massive enrollment decline comes as a self-imposed five-year moratorium on school closings lifts in 2018. Despite that, political observers and CPS insiders said they are not betting on Mayor Rahm Emanuel closing 50 more schools — at least not all at once.

They say if Emanuel opts to close more schools, they hope he does it more slowly and over time. In fact, that’s already underway, despite the moratorium. Since 2013, CPS has quietly shuttered more than a dozen schools, many of them charter schools.

The school system must announce by Dec. 1 any proposed closures for its more than 600 schools. Officials have already indicated they will recommend closing only a handful of schools for next year, the first without the moratorium.

Madison’s non diverse K-12 governance model has not addressed boundary or school diversity in decades.




Honoring the English Curriculum and the Study of U.S. History—Sandra Stotsky

It sounds excessively dramatic to say that Common Core’s English language arts (ELA) standards threaten the study of history. In this essay we show why, in the words of a high school teacher, “if implemented as their authors intend, the Common Core will damage history education.”

But we first clarify how the study of history in K-12 ever got tangled up in Common Core’s ELA standards.

How Common Core Came to Include Study of History

The sad story begins with the reason for the contents of a document titled Common Core Standards for English Language Arts and Literacy in History/Social Studies, Science, and Technical Subjects.

The bulk of the document is on ELA standards. But the last seven pages (pp. 59-66), titled Literacy in History/Social Studies, Science, and Technical Subjects, provide “literacy” standards for these subjects in grades 6-12. The introduction to the whole document explains why these standards are in this document.

The standards establish guidelines for English language arts (ELA) as well as for literacy in history/social studies, science, and technical subjects. Because students must learn to read, write, speak, listen, and use language effectively in a variety of content areas, the standards promote the literacy skills and concepts required for college and career readiness in multiple disciplines.

The College and Career Readiness Anchor Standards form the backbone of the ELA/literacy standards by articulating core knowledge and skills, while grade-specific standards provide additional specificity. Beginning in grade 6, the literacy standards allow teachers of ELA, history/social studies, science, and technical subjects to use their content area expertise to help students meet the particular challenges of reading, writing, speaking, listening, and language in their respective fields.

It is important to note that the grade 6–12 literacy standards in history/social studies, science, and technical subjects are meant to supplement content standards in those areas, not replace them. States determine how to incorporate these standards into their existing standards for those subjects or adopt them as content area literacy standards.

As indicated, Common Core’s literacy standards are justified on the grounds that college readiness means being able to read, write, and speak in all subject areas—a reasonable expectation if the “all” doesn’t mean every subject taught in college or a level of proficiency beyond the level of the coursework in the subjects taught in a typical high school.

The first public draft of the ELA standards—in September 2009—made the standards-writers’ vision even clearer than the final version does. It expected students in English classes to “demonstrate facility with the specific reading demands of texts drawn from different disciplines, including history, literature, science, and mathematics.” As the draft explained, “Because the overwhelming majority of college and workplace reading is non-fiction, students need to hone their ability to acquire knowledge from informational texts…[and] …demonstrate facility with the features of texts particular to a variety of disciplines, such as history, science, and mathematics.” That is the basis for entangling the study of history in the final version of Common Core’s ELA document and for the standards-writers’ misconceptions about how students learn to read and write intelligently in other subjects.

The attempt to make English teachers responsible for teaching high school students how to read history, science, and mathematics textbooks relaxed during 2009-2010 after critics made it clear that English teachers could not possibly teach students how to read textbooks in other disciplines. This criticism was supported by the common sense argument that teachers can’t teach students to read texts in a subject they don’t understand themselves, as well as by the total lack of evidence that English teachers can effectively teach reading strategies appropriate to other disciplines and thereby improve students’ knowledge in that discipline.

Nevertheless, Common Core’s ELA standards still expect English teachers to teach “informational” texts about 50 percent of their reading instructional time at every grade level. At least, that is what K-12 curriculum specialists nationwide sees as the curriculum implications of 10 standards for reading “informational” texts and only 9 for reading literary texts at every grade level in the ELA part of the ELA document, even if “informational” texts are called “nonfiction.”

Research on Reading and Writing Across the Curriculum (RAWAC)

Although it is now agreed that English teachers can’t be expected to teach students how to read texts in other subjects in order to improve student learning in these subjects, is it possible that teachers of these other subjects can teach reading strategies that improve students’s knowledge of their subject? The lack of a reference to even one study in a National Council of Teachers of English (NCTE) 2011 research brief on RAWAC and in a review of the research titled Improving Adolescent Literacy: Effective Classroom and Intervention Practices, issued in August 2008 by the Institute of Education Sciences, strongly implies that there is little if any research to support the expectation that subject teachers can effectively teach reading skills in their own classes in ways that improve student learning. Not only are subject teachers reluctant to teach reading in their own classes (as the research indicates), there’s no evidence that even if they do, student learning will be enhanced.

So how do secondary students learn how to read their history books or their science and mathematics textbooks? We will return to this hugely important question at the end of this section—after we look at some literacy standards for history in Common Core—to better understand the problem the standards writers created for the entire secondary curriculum—and at the reasons for the failure of the movement called RAWAC.

What Are Common Core’s Literacy Standards?

Common Core’s literacy standards are clearly not academic, or content, standards, as the introduction to its ELA document promised. They are statements of different purposes for reading and writing in any subject. Here are three standards for History/Social Studies in grades 11/12 as examples:

Integrate information from diverse sources, both primary and secondary, into a coherent understanding of an idea or event, noting discrepancies among sources.

What is telling in the introduction to the whole document is the expectation that subject teachers are to use the content of their subject to teach students how to read, write, and talk in their subjects, not the other way around. Teachers are not to draw on students’ reading, writing, and speaking skills (i.e., their intellectual or thinking processes) to learn the content of their disciplines. Secondary school learning has been turned on its head without any public murmur in 2010, so far as we know, from history, science, or mathematics teachers or their professional organizations, probably because most subject teachers did not know they were being required to teach reading and writing in a document ostensibly designated for English and reading teachers. (The National Council for the Social Studies apparently knew what the ELA standards writers intended, according to this article, but did not communicate any concerns to its members, so far as we know.)

This stealth requirement should have sparked broad public discussion when the final version of the Common Core standards was released (in June 2010) and before state boards of education voted to adopt them. But, so far as we know, there is no record of any attempt by a state board or commissioner of education to hear from a broad range and large number of secondary teachers in all subjects (including English and mathematics teachers).

Why Earlier Efforts at RAWAC Failed

A major attempt to get subject teachers to teach reading and writing skills called Writing across the Curriculum (WAC) or Reading and Writing across the Curriculum (RAWAC) took place in the 1960s and 1970s at the college level and in K-12, and it had gradually fizzled out with little to show for it. There was no explanation in the Common Core document of how Common Core’s effort was different, if in fact it was. Perhaps the standards writers simply didn’t know about these failed movements and why they failed. As noted above, NCTE’s 2011 policy research brief did not reference even one study after boldly declaring that the “research is clear: discipline-based instruction in reading and writing enhances student achievement in all subjects.”

RAWAC failed for many reasons, and we suggest some of the most obvious ones first.

No systematic information available: On the surface, the effort to make secondary subject teachers responsible for assigning more reading to their students and/or teaching them how to read whatever they assigned sounded desirable and eminently justifiable. But there was no systematic information on what the average student read, how much they read, or why they were not doing much reading if that were the case. Why assign more reading and/or try to teach students how to read it if there were reasons for not assigning much reading to begin with (e.g., no textbooks available, students couldn’t read whatever textbooks were available on the topic, students wouldn’t do much homework)?

Misunderstanding of what history teachers do: Part of the demise of RAWAC in K-12 may be attributed to a misunderstanding by its advocates of what history teachers actually do in a classroom when teaching history. They might ask their students, for example, to describe and document Lincoln’s evolving political position on how best to preserve the Union from the beginning to the end of the Civil War—after giving them a range of documents to read or look at. Such a directive requires application of CCSS.ELA-Literacy.RH.11-12.7 (integrate and evaluate multiple sources of information presented in diverse formats and media in order to address a question or solve a problem) to a history lesson, which is how the general skill gets developed. But, in doing so, history teachers are not trying to teach a literacy skill; they are aiming to expand students’ conscious knowledge base.

Take another possible example—a lesson on totalitarianism. History teachers might assign and discuss a reading on a totalitarian state in the 20th century—how it controls resources and people’s behavior. They might then ask directly: “According to this reading, what is a totalitarian state like? What does it try to do? What were the weaknesses of the Soviet Union as an example of a totalitarian state? History teachers are unlikely to talk about (or think in terms of) “main idea” or “supporting details” in discussing what students have read about a totalitarian state, but they are clearly talking about a main idea and supporting details when they raise specific questions for discussion about a specific topic. They are asking students to apply these general skills in topic-related language for the classroom lesson and thereby develop the skills.

History teachers (like science teachers) use the specific content of their discipline in ways that require students to apply their intellectual processes and their prior knowledge to what they have been assigned to read or do. If students cannot answer the questions on the grounds that they couldn’t read the assignment, other issues need to be explored.

Less and less reading outside of school: The demise of RAWAC in K-12 can also be traced to the diminishing amount of reading and writing done outside of school hours. How much reading have students been doing on the topic under discussion? In other words, do they have any prior knowledge? Are they familiar with the vocabulary related to the topic? The two are related. Students can absorb some of the discipline-related vocabulary of a discipline-based topic by reading and re-reading the material carefully (as in history) or by working carefully with material named by these words (as in a science lab) without constantly consulting a glossary. But how to get students to do more reading (or re-reading) is not the purpose of a standard. Getting students to address questions about particular topics in a discipline with adequate and sufficient information (i.e., to develop their conscious understanding of the topics) is one purpose of a standard.

Reading and writing as homework is the student’s responsibility, not the teacher’s. This responsibility is not shaped by the words in an academic standard. It is dependent on a student’s self-discipline and motivation, elements of the student’s character beyond the teacher’s control. Teachers can set up incentives and disincentives, but these must be reinforced by policies set by a school board, parents, and school administrators. They are not governed by academic objectives.

History teachers’ self-image: Needless to say, the demise of RAWAC in K-12 can in part be traced to content teachers’ self-image, an issue highlighted in the research literature. The need for writing in subject-based classrooms makes sense to most teachers, but significantly more writing activities didn’t take place in the secondary school in response to RAWAC efforts in large part because content teachers, with large numbers of students to teach on a daily or weekly basis, did not see themselves as writing teachers. They continue to see English teachers as teachers of writing (and literature), and themselves as teachers of specific subjects like math, science, or history. Students who read little or read mainly easy texts are unlikely to be able to do the kind of expository writing their subject areas require because the research is clear that good writing is dependent on good reading. This points to another possible reason for the demise of RAWAC.

Stress on autobiographical, narrative, or informal writing: The emphasis on non-text-based writing in the ELA class beginning in the 1970s. Advocates of a writing process tended to stress autobiographical narrative writing, not informational or expository writing. Students were also encouraged to do free “journal” writing because it was shapeless and needed no correction. Subject teachers were fighting an overwhelming emphasis on non-reasoned and non-text-based writing in elementary classrooms, secondary English classes, and teacher workshops from the 1970s on and may have decided that asking for reading-based writing and re-shaping what students submitted was not worth the effort. We simply don’t know because there is no direct and systematic research on the issue.

Professional development on different history content, not discipline-based reading: There may be yet another reason that subject teachers avoided implementing RAWAC. There is little in-depth research on this issue, and for good reason. We know little about the quality of the professional development they received. The focus of professional development for history teachers at the time RAWAC was being promoted was often the content or view of the content that was being introduced in the name of critical pedagogy or multiculturalism. The workshops described in “The Stealth Curriculum: Manipulating America’s History Teachers”
have a decided focus on teaching teachers and their students what to think about U.S. and world history rather than on how to read and write in a history class. Reading and writing activities were included in these workshops, but the development of “literacy” skills was not their goal.

Providing professional development is a huge and very profitable industry because most of it is mandated by local, state, or federal authorities. But it has almost no track record of effectiveness in significantly increasing students’ knowledge of the subject. This was the conclusion of a massive review of the research on professional development for mathematics teachers undertaken by the National Mathematics Advisory Panel (NMAP) in 2008. There is no reason to consider the situation different for history teachers. Note that we are not talking about professional development to teach history teachers how to teach reading and writing in their own subjects; we are talking about workshops to teach teachers the content of the subjects they are already licensed to teach so they can better teach the content to their students.

No information on qualifications of workshop providers: Professional development to teach history teachers how to teach students to read and write in their disciplines presents an even bleaker picture. Not one study showing the effectiveness of the practice is cited in the NCTE report in 2011 or in an IES report in 2008 despite both reports lauding its benefits. None of the studies reviewed by the NMAP for its task group report on professional development looked at the adequacy of the academic qualifications of the professional development providers in the reviewed studies. Yet the qualifications of professional development providers was such a serious issue in implementing the state’s Education Reform Act of 1993 that the Massachusetts Department of Education required the involvement of historians in the “content” workshops for history teachers it funded even though it could not establish criteria for the organizers of these workshops.

How Common Core Damages the K-12 History Curriculum

The underlying issue is revealed by the titles offered in Appendix B as “exemplars” of the quality and complexity of the informational reading that history (and English, science, and mathematics) teachers could use to boost the amount of reading their students do and to teach disciplinary reading and writing skills. The standards writers do not understand the high school curriculum.

Inappropriate exemplars for informational reading: While English teachers in grades 9-10 may be puzzled about the listing for them of Patrick Henry’s “Speech to the Second Virginia Convention,” Margaret Chase Smith’s “Remarks to the Senate in Support of a Declaration of Conscience,” and George Washington’s “Farewell Address”—all non-literary, political speeches—history teachers in grades 9/10 may be even more puzzled by the exemplars for them. Among a few appropriate exemplars (on the history of indigenous and African Americans) we find E.H. Gombrich’s The Story of Art, 16th Edition, Mark Kurlansky’s Cod: A Biography of the Fish That Changed the World, and Wendy Thompson’s The Illustrated Book of Great Composers. It’s hard to see any high school history teacher comfortably tackling excerpts from those books in the middle of a grade 9 or 10 world history or U.S. history course. Yes, these titles are only exemplars of the quality and complexity desired. But what would be appropriate for the courses history teachers are likely to teach in grade 9 or 10?

The informational exemplars in Appendix B for history teachers in grades 11/12 are even more bizarre. Along with a suitable text, Tocqueville’s Democracy in America, we find Julian Bell’s Mirror of the World: A New History of Art and FedViews, issued in 2009 by the Federal Reserve Bank of San Francisco. These two titles clearly don’t fit into a standard grade 11 U.S. history course or a standard grade 12 U.S. government course. These exemplars are out of place not just in a typical high school history class but in a typical high school curriculum.

The standards writers wanted to make teachers across the curriculum as responsible for teaching “literacy” as the English teacher, which at first sounds fair, almost noble. But to judge from the sample titles they offer for increasing and teaching informational reading in other subjects, informational literacy seems to be something teachers are to cultivate and students to acquire, independent of a coherent, sequential, and substantive curriculum in the topic of the informational text. Strong readers can acquire informational literacy independent of a coherent and graduated curriculum. But weak readers end up deprived of class time better spent immersed in the content of their courses.

Inappropriate literacy strategies—a nonhistorical approach to historical texts: Perhaps the most bizarre aspect of Common Core’s approach to literary study is the advice given teachers by its chief writer David Coleman, now president of the College Board, on the supposed value of “cold” or “close” (non-contextualized) reading of historical documents like the “Gettysburg Address.” Doing so “levels the playing field,” according to Coleman. History teachers believe doing so contributes to historical illiteracy.

Aside from the fact that “close” reading was not developed or promoted by Yale English professors Cleanth Brooks and Robert Penn Warren as a reading technique for historical documents, no history or English teacher before the advent of Common Core would approach the study of a seminal historical document by withholding initial information about its historical context, why it was created at that particular time, by whom, for what purposes so far as the historical record tells us, and clear language archaisms. Nor would they keep such information from being considered in interpreting Lincoln’s speech. Yet, David Coleman has categorically declared: “This close reading approach forces students to rely exclusively on the text instead of privileging background knowledge, and levels the playing field for all students.”

As high school teacher Craig Thurtell states: “This approach also permits the allocation of historical texts to English teachers, most of whom are untrained in the study of history, and leads to history standards [Common Core’s literacy standards for history] that neglect the distinctiveness of the discipline.” Thurtell goes on to say that the “study of history requires the use of specific concepts and cognitive skills that characterize the discipline—concepts like evidence and causation and skills like contextualization, sourcing, and corroboration. These concepts and skills are largely distinct from those employed in literary analysis. Both disciplines engage in close readings of texts, for example, but with different purposes. The object of the literary critic is the text, or more broadly, the genre; for the historian it is, however limited or defined, a wider narrative of human history, which textual analysis serves.”

Causes of Poor Reading in High School

Not only did the writers of the Common Core English language arts standards profoundly misunderstand how reading in a history class differs from reading in a literature class, they basically misunderstood the causes of the educational problem they sought to remedy through Common Core’s standards—the number of high school graduates who need remedial coursework in reading and writing as college freshmen and the equally large number of students who fail to graduate from high school and go on to a post-secondary educational institution.

The architects of Common Core assumed that the major cause of this educational problem is that English teachers have given low-achieving students too heavy a diet of literary works and that teachers in other subjects have deliberately or unwittingly not taught them how to read complex texts in these other subjects. This assumption doesn’t hold up.

High school teachers will readily acknowledge that low-performing students have not been assigned complex textbooks because, generally speaking, they can’t read them and, in fact, don’t read much of anything with academic content. As a result, they have not acquired the content knowledge and the vocabulary needed for reading complex history textbooks. And this is despite (not because of) the steady decline in vocabulary difficulty in secondary school textbooks over the past half century and the efforts of science and history teachers from the elementary grades on to make their subjects as text-free as possible. Educational publishers and teachers have made intensive and expensive efforts to develop curriculum materials that accommodate students who are not interested in reading much. These accommodations in K-8 have gotten low-performing students into high school, but they can’t be made at the college level. College-level materials are written at an adult level, often by those who teach college courses.

Higher levels of writing are increasingly dependent on higher levels of reading. Students unwilling to read a lot do not advance very far as writers. The chief casualty of little reading is the general academic vocabulary needed for academic reading and writing. The accumulation of a large and usable discipline-specific vocabulary depends on graduated reading in a coherent sequence of courses (known as a curriculum) in that discipline. The accumulation of a general academic vocabulary, however, depends on reading a lot of increasingly complex literary works with strong plots and characters that entice poor readers to make efforts to read them. The reduction in literary study implicitly mandated by Common Core’s ELA standards will lead to fewer opportunities for students to acquire the general academic vocabulary needed for serious historical nonfiction, the texts secondary history students should be reading.

Recommendations:

There are several possible solutions to the problem Common Core’s architects sought to solve—how to help poor readers in high school.

1. Schools can establish secondary reading classes separate from the English and other subject classes. Students who read little and cannot or won’t read high school level textbooks can be given further reading instruction in the secondary grades by teachers with strong academic backgrounds (like Teach For America volunteers) who have been trained to teach reading skills in the context of the academic subjects students are taking. It’s not easy to do, but it is doable.

2. A second solution may be for schools to enable English and history teachers to provide professional development to each other in the same high school. The context and philosophical/moral antecedents for our seminal political documents (e.g., Declaration of Independence, Preamble to the Constitution, Bill of Rights, Lincoln’s Second Inaugural Address, and Lincoln’s Gettysburg Address) can be explained/taught to English teachers by their colleagues in the History department, while an analysis of their language and other stylistic features can be explained/taught to history teachers by their colleagues in the English department. ]

3. The most important solution to the problem of poor reading in high school is for state boards of education, governors, and state legislatures to require U.S. history courses in which all students, high- or low-income, native or immigrant, study together the common civic core spelled out in Paul Gagnon’s Educating Democracy. Surely the American Federation of Teachers could make this essay available in bulk to honor a historian who dedicated his academic life to advancing the education of the low-income students he taught in the Boston area.

We are left with an overarching question. Why were intelligent and educated people (state board of education members, state commissioners of education, and governors) so eager to accept the opinions of standards writers who had no understanding of the K-12 curriculum in ELA and were not literary scholars, historians or “experts” in history or English education, either? Why didn’t intelligent and educated people read Appendix B for themselves, especially in the high school grades, and ask how subject teachers could possibly give “literacy” instruction in the middle of content instruction? Self-government cannot survive if citizens are unwilling to ask informed questions in public of educational policy makers and to demand answers.

UVA: “Only 15 percent of the student body comes from the bottom 60 percent of the income distribution”



David Leonhardt:

“It is safer to have a whole people respectably enlightened than a few in a high state of science and the many in ignorance.”

That quotation comes from Thomas Jefferson, and he believed it so deeply that he devoted much of his public life to creating the University of Virginia. It became one of the country’s greatest public universities. On Friday, U.Va, as it’s known, named a new president, James Ryan, the highly regarded dean of Harvard’s education school.

Ryan’s appointment is a good time to point out that, in a fundamental way, the University of Virginia is failing to live up to Jefferson’s ideals. It has for years been one of the least economically diverse colleges in the country — of any kind, public or private.




The Neurodiversity Case for Free Speech

Imagine a young Isaac Newton time-travelling from 1670s England to teach Harvard undergrads in 2017. After the time-jump, Newton still has an obsessive, paranoid personality, with Asperger’s syndrome, a bad stutter, unstable moods, and episodes of psychotic mania and depression. But now he’s subject to Harvard’s speech codes that prohibit any “disrespect for the dignity of others”; any violations will get him in trouble with Harvard’s Inquisition (the ‘Office for Equity, Diversity, and Inclusion’). Newton also wants to publish Philosophiæ Naturalis Principia Mathematica, to explain the laws of motion governing the universe. But his literary agent explains that he can’t get a decent book deal until Newton builds his ‘author platform’ to include at least 20k Twitter followers – without provoking any backlash for airing his eccentric views on ancient Greek alchemy, Biblical cryptography, fiat currency, Jewish mysticism, or how to predict the exact date of the Apocalypse.

Newton wouldn’t last long as a ‘public intellectual’ in modern American culture. Sooner or later, he would say ‘offensive’ things that get reported to Harvard and that get picked up by mainstream media as moral-outrage clickbait. His eccentric, ornery awkwardness would lead to swift expulsion from academia, social media, and publishing. Result? On the upside, he’d drive some traffic through Huffpost, Buzzfeed, and Jezebel, and people would have a fresh controversy to virtue-signal about on Facebook. On the downside, we wouldn’t have Newton’s Laws of Motion.

Let’s take a step back from this alt-history nightmare and consider the general problem of ‘neurodiversity’ and free speech. In this article, I’ll explore the science of neurodiversity, and how campus speech codes and restrictive speech norms impose impossible expectations on the social sensitivity, cultural awareness, verbal precision, and self-control of many neurodiverse people.




The Neurodiversity Case for Free Speech

Imagine a young Isaac Newton time-travelling from 1670s England to teach Harvard undergrads in 2017. After the time-jump, Newton still has an obsessive, paranoid personality, with Asperger’s syndrome, a bad stutter, unstable moods, and episodes of psychotic mania and depression. But now he’s subject to Harvard’s speech codes that prohibit any “disrespect for the dignity of others”; any violations will get him in trouble with Harvard’s Inquisition (the ‘Office for Equity, Diversity, and Inclusion’). Newton also wants to publish Philosophiæ Naturalis Principia Mathematica, to explain the laws of motion governing the universe. But his literary agent explains that he can’t get a decent book deal until Newton builds his ‘author platform’ to include at least 20k Twitter followers – without provoking any backlash for airing his eccentric views on ancient Greek alchemy, Biblical cryptography, fiat currency, Jewish mysticism, or how to predict the exact date of the Apocalypse.

Newton wouldn’t last long as a ‘public intellectual’ in modern American culture. Sooner or later, he would say ‘offensive’ things that get reported to Harvard and that get picked up by mainstream media as moral-outrage clickbait. His eccentric, ornery awkwardness would lead to swift expulsion from academia, social media, and publishing. Result? On the upside, he’d drive some traffic through Huffpost, Buzzfeed, and Jezebel, and people would have a fresh controversy to virtue-signal about on Facebook. On the downside, we wouldn’t have Newton’s Laws of Motion.

Let’s take a step back from this alt-history nightmare and consider the general problem of ‘neurodiversity’ and free speech. In this article, I’ll explore the science of neurodiversity, and how campus speech codes and restrictive speech norms impose impossible expectations on the social sensitivity, cultural awareness, verbal precision, and self-control of many neurodiverse people.




Beyond Boundaries: Deeper Reporting on School Attendance Zones

When Baltimore County school officials wanted to move boundary lines in 2015, some parents predicted declining property values and voiced fears of sending their children to school with “those kids.”

Liz Bowie, a reporter for The Baltimore Sun, pushed for clarity on the coded language. Doing so, she told a packed room at the Education Writers Association’s recent National Seminar, is crucial to news coverage of school boundaries and the often related issues of segregation, class bias, and equity.

“The key is to really keep asking parents and community members, when you talk about property values, what do you really mean?” Bowie said. “When you’re talking about ‘those kids’, what are you afraid of about ‘those kids’? What are ‘those kids’ going to do to your kids?”

In Bowie’s reporting for Bridging the Divide, a recent Sun series that included a look at the impact of changes in school boundaries, she pressed parents and community members to truthfully answer a crucial question: “What’s really at the heart of your fear?”

Curiously, Madison recently expanded its knees diverse schools.




Linguist’s ‘big data’ research supports waves of migration into the Americas



University of Virginia:

linguistic anthropologist Mark A. Sicoli and colleagues are applying the latest technology to an ancient mystery: how and when early humans inhabited the New World. Their new research analyzing more than 100 linguistic features suggest more complex patterns of contact and migration among the early peoples who first settled the Americas.

The diversity of languages in the Americas is like no other continent of the world, with eight times more “isolates” than any other continent. Isolates are “languages that have no demonstrable connection to any other language with which it can be classified into a family,” Sicoli said. There are 26 isolates in North America and 55 in South America, mostly strung across the western edge of the continents, compared to just one in Europe and nine in Asia.

“Scientists in the past decade have rethought the settlement of the Americas,” Sicoli said, “replacing the idea that the land which connected Asia and North America during the last ice age was merely a ‘bridge’ with the hypothesis that during the last ice age humans lived in this refuge known as ‘Beringia’ for up to 15,000 years and then seeded migrations not only into North America, but also back into Asia.”

In a Feb. 17 presentation to the annual meeting of the American Association for the Advancement of Science in Boston, Sicoli will join other scientists discussing “Beringia and the Dispersal of Modern Humans to the Americas.” Since much of Beringia, theorized to have been located generally between northwest North America and northeastern Asia, has been under water for more than 10,000 years, it has been challenging to find archaeological and ecological evidence for this “deep history,” as Sicoli calls it.

Recent ecological, genetic and archaeological data support the notion of human habitation in Beringia during the latest ice age. The new linguistic research methods, which use “big data” to compare similarities and differences between languages, suggest that such a population would have been linguistically diverse, Sicoli said.

In “Linguistic Perspectives on Early Population Migrations and Language Contact in the Americas,” Sicoli shows how big data analyses point to the existence of at least three now-extinct languages of earlier migrations that influenced existing Dene and Aleut languages as they moved to the Alaska coast. The data comparing dozens of indigenous languages support phases of migration for the Dene languages and multilingual language contact systems along the Alaska coast, which potentially involved languages related to current linguistic isolates. Traces of such language contacts support that the mixing populations also mixed their languages as part of human adaptation strategies for this region and its precarious environment.

“The computational methods give us traction on questions that have been unanswered,” said Sicoli, who has been working in collaboration with Anna Berge of the University of Alaska and Gary Holton of the University of Hawaii. “They help us understand how people migrated and languages diversified not simply through isolation, but through multilingual contact.”

Analyzing languages of the Dene-Yeniseian macro-family, Sicoli and Holton previously found support for Dene migrations from Beringia into North America and Yeniseian migration into Siberia. The linguists’ continuing research is following up on this earlier study that posited a back-migration for the Yeniseian language family.




2011’s Act 10 helped Madison diversify its teaching staff

An increasingly diverse Madison School District student body will see at least 55 new teachers of color next year — a major increase in minority hiring from the year before.

If those concerned about the district’s long-standing racial achievement gaps are looking for people to thank for this improvement, they might as well put Gov. Scott Walker on their list.

Can you give an example of what you’ve described as “intent versus impact?”

The Behavior Education Plan that the [Madison Metropolitan] school district came up with. The impact is effed up, in so many words, and that’s because the voices that are most affected weren’t considered. It’s like standing outside of a situation and then coming in and telling people what they ought to do and should be doing, according to your experience and perspective, which is totally disconnected from the people you’re talking to and talking at. In order to come up with solutions that are effective, they have to come from the people who are living in it. When I first heard about this Behavior Education Plan, I immediately knew that it was going to affect our kids negatively. But people sitting on that board thought it was an amazing idea; we’ll stop suspensions, we’ll stop expulsions, we’ll fix the school-to-prison pipeline, which is all bullcrap, because now what’s happening is the impact; the school is putting all these children with emotional and behavioral issues in the same classroom. And because of the lawsuit with all the parents suing for advanced placement classes and resources not being added, they’ve taken all the introduction classes away. They can’t afford it. So then our students who may need general science or pre-algebra no longer have that. So then they take all these students who aren’t prepared for these classes and throw them in algebra, throw them in biology and all together in the same class. And you know it’s very intentional because if you have a population of two percent Blacks at a school of two thousand and all the Black kids are in the same class, that is not something that happens by random. And then you have kids like my daughter, who is prepared for school and can do well in algebra, but she’s distracted because she’s placed in a class with all these kids with IEP issues who, based on the Behavior Education Plan, cannot be removed from the classroom. So what does that do? It adds to the gap.

Speaking of education, you’ve mentioned the critical need to educate young Black kids on their own history.

Our children don’t know what’s happening to them in school, when they are interacting in these systems. Whether it’s the system of education, the justice system, the human services system, the system within their own families—that’s programming them to think they’re inferior. We have to educate our kids so they know what they’re dealing with. In Western history, we’re only taught that our relevance and our being started with slavery, but we know as we look back that that’s a lie. That we are filled with greatness and magnificence and if our children can connect the link between who they are and where they’ve come, then they can discover where they’re going. But with that disconnection, they feel hopeless. They feel despair. They feel like this is all life has to offer them and it’s their fault and there’s no way out. We have to begin to reprogram that narrative at kindergarten on up. We have to teach our children the importance of reading and knowledge and educating yourself and not depending on the education of the system because it’s already biased, based on the very nature of our culture.

What’s Holding Back American Teenagers? Our high schools are a disaster

High school, where kids socialize, show off their clothes, use their phones–and, oh yeah, go to class.
Every once in a while, education policy squeezes its way onto President Obama’s public agenda, as it did in during last month’s State of the Union address. Lately, two issues have grabbed his (and just about everyone else’s) attention: early-childhood education and access to college. But while these scholastic bookends are important, there is an awful lot of room for improvement between them. American high schools, in particular, are a disaster.
In international assessments, our elementary school students generally score toward the top of the distribution, and our middle school students usually place somewhat above the average. But our high school students score well below the international average, and they fare especially badly in math and science compared with our country’s chief economic rivals.
What’s holding back our teenagers?
One clue comes from a little-known 2003 study based on OECD data that compares the world’s 15-year-olds on two measures of student engagement: participation and “belongingness.” The measure of participation was based on how often students attended school, arrived on time, and showed up for class. The measure of belongingness was based on how much students felt they fit in to the student body, were liked by their schoolmates, and felt that they had friends in school. We might think of the first measure as an index of academic engagement and the second as a measure of social engagement.
On the measure of academic engagement, the U.S. scored only at the international average, and far lower than our chief economic rivals: China, Korea, Japan, and Germany. In these countries, students show up for school and attend their classes more reliably than almost anywhere else in the world. But on the measure of social engagement, the United States topped China, Korea, and Japan.
In America, high school is for socializing. It’s a convenient gathering place, where the really important activities are interrupted by all those annoying classes. For all but the very best American students–the ones in AP classes bound for the nation’s most selective colleges and universities–high school is tedious and unchallenging. Studies that have tracked American adolescents’ moods over the course of the day find that levels of boredom are highest during their time in school.
It’s not just No Child Left Behind or Race to the Top that has failed our adolescents–it’s every single thing we have tried.
One might be tempted to write these findings off as mere confirmation of the well-known fact that adolescents find everything boring. In fact, a huge proportion of the world’s high school students say that school is boring. But American high schools are even more boring than schools in nearly every other country, according to OECD surveys. And surveys of exchange students who have studied in America, as well as surveys of American adolescents who have studied abroad, confirm this. More than half of American high school students who have studied in another country agree that our schools are easier. Objectively, they are probably correct: American high school students spend far less time on schoolwork than their counterparts in the rest of the world.
Trends in achievement within the U.S. reveal just how bad our high schools are relative to our schools for younger students. The National Assessment of Educational Progress, administered by the U.S. Department of Education, routinely tests three age groups: 9-year-olds, 13-year-olds, and 17-year-olds. Over the past 40 years, reading scores rose by 6 percent among 9-year-olds and 3 percent among 13-year-olds. Math scores rose by 11 percent among 9-year-olds and 7 percent among 13-year-olds.
By contrast, high school students haven’t made any progress at all. Reading and math scores have remained flat among 17-year-olds, as have their scores on subject area tests in science, writing, geography, and history. And by absolute, rather than relative, standards, American high school students’ achievement is scandalous.
In other words, over the past 40 years, despite endless debates about curricula, testing, teacher training, teachers’ salaries, and performance standards, and despite billions of dollars invested in school reform, there has been no improvement–none–in the academic proficiency of American high school students.
It’s not just No Child Left Behind or Race to the Top that has failed our adolescents–it’s every single thing we have tried. The list of unsuccessful experiments is long and dispiriting. Charter high schools don’t perform any better than standard public high schools, at least with respect to student achievement. Students whose teachers “teach for America” don’t achieve any more than those whose teachers came out of conventional teacher certification programs. Once one accounts for differences in the family backgrounds of students who attend public and private high schools, there is no advantage to going to private school, either. Vouchers make no difference in student outcomes. No wonder school administrators and teachers from Atlanta to Chicago to my hometown of Philadelphia have been caught fudging data on student performance. It’s the only education strategy that consistently gets results.
The especially poor showing of high schools in America is perplexing. It has nothing to do with high schools having a more ethnically diverse population than elementary schools. In fact, elementary schools are more ethnically diverse than high schools, according to data from the National Center for Education Statistics. Nor do high schools have more poor students. Elementary schools in America are more than twice as likely to be classified as “high-poverty” than secondary schools. Salaries are about the same for secondary and elementary school teachers. They have comparable years of education and similar years of experience. Student-teacher ratios are the same in our elementary and high schools. So are the amounts of time that students spend in the classroom. We don’t shortchange high schools financially either; American school districts actually spend a little more per capita on high school students than elementary school students.
Our high school classrooms are not understaffed, underfunded, or underutilized, by international standards. According to a 2013 OECD report, only Luxembourg, Norway, and Switzerland spend more per student. Contrary to widespread belief, American high school teachers’ salaries are comparable to those in most European and Asian countries, as are American class sizes and student-teacher ratios. And American high school students actually spend as many or more hours in the classroom each year than their counterparts in other developed countries.
This underachievement is costly: One-fifth of four-year college entrants and one-half of those entering community college need remedial education, at a cost of $3 billion each year.
The president’s call for expanding access to higher education by making college more affordable, while laudable on the face of it, is not going to solve our problem. The president and his education advisers have misdiagnosed things. The U.S. has one of the highest rates of college entry in the industrialized world. Yet it is tied for last in the rate of college completion. More than one-third of U.S. students who enter a full-time, two-year college program drop out just after one year, as do about one fifth of students who enter a four-year college. In other words, getting our adolescents to go to college isn’t the issue. It’s getting them to graduate.
If this is what we hope to accomplish, we need to rethink high school in America. It is true that providing high-quality preschool to all children is an important component of comprehensive education reform. But we can’t just do this, cross our fingers, and hope for the best. Early intervention is an investment, not an inoculation.
In recent years experts in early-child development have called for programs designed to strengthen children’s “non-cognitive” skills, pointing to research that demonstrates that later scholastic success hinges not only on conventional academic abilities but on capacities like self-control. Research on the determinants of success in adolescence and beyond has come to a similar conclusion: If we want our teenagers to thrive, we need to help them develop the non-cognitive traits it takes to complete a college degree–traits like determination, self-control, and grit. This means classes that really challenge students to work hard–something that fewer than one in six high school students report experiencing, according to Diploma to Nowhere, a 2008 report published by Strong American Schools. Unfortunately, our high schools demand so little of students that these essential capacities aren’t nurtured. As a consequence, many high school graduates, even those who have acquired the necessary academic skills to pursue college coursework, lack the wherewithal to persevere in college. Making college more affordable will not fix this problem, though we should do that too.
The good news is that advances in neuroscience are revealing adolescence to be a second period of heightened brain plasticity, not unlike the first few years of life. Even better, brain regions that are important for the development of essential non-cognitive skills are among the most malleable. And one of the most important contributors to their maturation is pushing individuals beyond their intellectual comfort zones.
It’s time for us to stop squandering this opportunity. Our kids will never rise to the challenge if the challenge doesn’t come.

Comments & Links on Madison’s Latest Teacher Union Agreement

Under the new contracts clerical and technical employees will be able to work 40-hour work weeks compared to the current 38.75, and based on the recommendation of principals, employees who serve on school-based leadership teams will be paid $20 per hour.
Additionally, six joint committees will be created to give employees a say in workplace issues and address topics such as planning time, professional collaboration and the design of parent-teacher conferences.
Kerry Motoviloff, a district instructional resource teacher and MTI member, spoke at the beginning of the meeting thanking School Board members for their collective bargaining and work in creating the committees that are “getting the right people at the right table to do the right work.”
Cheatham described the negotiations with the union as “both respectful and enormously productive,” adding that based on conversations with district employees the contract negotiations “accomplished the goal they set out to accomplish.”

Pat Schneider:

“Madison is in the minority. Very few teachers are still under contract,” said Christina Brey, spokeswoman for the Wisconsin Education Association Council. Fewer than 10 of 424 school districts in the state have labor contracts with teachers for the current school year, she said Wednesday.
And while Brey said WEAC’s significance is not undermined by the slashed number of teacher contracts, at least one state legislator believes the state teacher’s union is much less effective as a resource than it once was.
Many school districts in the state extended teacher contracts through the 2011-2012 school year after Act 10, Gov. Scott Walker’s law gutting collective bargaining powers of most public employees, was implemented in 2011. The Madison Metropolitan School District extended its teacher contract for two years — through the 2013-2014 school year — after Dane County Judge Juan Colas struck down key provisions of Act 10 in September 2012.
The contract ratified by the members Monday will be in effect until June 30, 2015.

Andrea Anderson:

On Thursday, the Wisconsin Institute for Law and Liberty emailed a letter to Cheatham and the School Board warning that a contract extension could be in violation of Act 10.
Richard Esenberg, WILL president, said he sent the letter because “we think there are people who believe, in Wisconsin, that there is somehow a window of opportunity to pass collective bargaining agreements in violation of Act 10, and we don’t think that.”
If the Supreme Court rules Act 10 is constitutional all contracts signed will be in violation of the law, according to Esenberg.
Esenberg said he has not read the contract and does not know if the district and union contracts have violated collective bargaining agreements. But, he said, “I suspect this agreement does.”

Pat Schneider:

The contract does not “take back” any benefits, Matthews says. However, it calls for a comprehensive analysis of benefits that could include a provision to require employees to pay some or more toward health insurance premiums if they do not get health care check-ups or participate in a wellness program.
Ed Hughes, president of the Madison School Board, said that entering into labor contracts while the legal issues surrounding Act 10 play out in the courts was “the responsible thing to do. It provides some stability to do the important work we need to do in terms of getting better results for our students.”
Hughes pointed out that the contract establishes a half-dozen joint committees of union and school district representatives that will take up issues including teacher evaluations, planning time and assignments. The contract calls for mediation on several of the issues if the joint committees cannot reach agreement.
“Hopefully this will be a precursor of the way we will work together in years to come, whatever the legal framework is,” Hughes said.
Matthews, too, was positive about the potential of the joint committees.

Wisconsin Institute for Law & Liberty:

WILL President and General Counsel Rick Esenberg warns, “The Madison School Board is entering a legally-gray area. Judge Colas’ decision has no effect on anyone outside of the parties involved. The Madison School Board and Superintendent Cheatham – in addition to the many teachers in the district – were not parties to the lawsuit. As we have continued to say, circuit court cases have no precedential value, and Judge Colas never ordered anyone to do anything.”
He continued, “If the Madison School District were to collectively bargain in a way that violates Act 10, it could be exposed to litigation by taxpayers or teachers who do not wish to be bound to an illegal contract or to be forced to contribute to an organization that they do not support.” The risk is not theoretical. Last spring, WILL filed a lawsuit against the Milwaukee Area Technical College alleging such a violation.

The essential question, how does Madison’s non-diverse K-12 governance model perform academically? Presumably, student achievement is job one for our $15k/student district.
Worth a re-read: Then Ripon Superintendent Richard Zimman’s 2009 speech to the Madison Rotary Club:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

National Council on Teacher Quality:

Highly rated programs — The undergraduate secondary program at the University of Wisconsin – Stout is on the Teacher Prep Review’s Honor Roll, earning at least three out of four possible stars. Across the country, NCTQ identified 21 elementary programs (4 percent of those rated) and 84 secondary programs (14 percent) for the Honor Roll.
Selectivity in admissions — The Review found that 32 percent of elementary and secondary programs in Wisconsin restrict admissions to the top half of the college-going population, compared to 28 percent nationwide. Countries where students consistently outperform the U.S. typically set an even higher bar, with teacher prep programs recruiting candidates from the top third of the college-going population.
Some worry that increasing admissions requirements will have a negative effect on the diversity of teacher candidates. By increasing the rigor and therefore the prestige of teacher preparation the profession will attract more talent, including talented minorities. This is not an impossible dream: 83 programs across the country earn a Strong Design designation on this standard because they are both selective and diverse, although no such programs were found in Wisconsin.
Early reading instruction — Just 25 percent of evaluated elementary programs in Wisconsin are preparing teacher candidates in effective, scientifically based reading instruction, an even lower percentage than the small minority of programs (29 percent) providing such training nationally. The state should find this especially alarming given that Wisconsin now requires elementary teacher candidates to pass one of the most rigorous tests of scientifically based reading instruction in the country.
Elementary math — A mere 19 percent of evaluated elementary programs nationwide provide strong preparation to teach elementary mathematics, training that mirrors the practices of higher performing nations such as Singapore and South Korea. 25 percent of the evaluated elementary programs in Wisconsin provide such training.
Student teaching — Of the evaluated elementary and secondary programs in Wisconsin, 58 percent entirely fail to ensure a high quality student teaching experience, in which candidates are assigned only to highly skilled teachers and receive frequent concrete feedback. 71 percent of programs across the country failed this standard.
Content preparation — None of Wisconsin’s elementary programs earn three or four stars for providing teacher candidates adequate content preparation, compared to 11 percent of elementary programs nationwide. At the high school level, 23 percent of Wisconsin secondary programs earn four stars for content preparation, compared to 35 percent nationwide. The major problem at the secondary level is that programs’ requirements for general science or general social science certifications do not ensure that candidates are prepared in the content of every subject they will be licensed to teach, since the states licensing test requirements do not provide this assurance.
Outcome data — None of the evaluated programs in Wisconsin earn four stars for collecting data on their graduates, compared to 26 percent of evaluated programs in the national sample. In the absence of state efforts to connect student achievement data to teacher preparation programs, administer surveys of graduates and employers or require administration of teacher performance assessments (TPAs), programs that fare poorly on this standard have not taken the initiative to collect any such data on their own.

Finally, Wisconsin recently adopted Massachusett’s elementary teacher content knowledge licensing (English only, not math) requirements beginning in 2014 (MTEL).

WILLIAM POWERS is the president of the University of Texas at Austin (UT-Austin). Lino Graglia holds an endowed chair at its law school. Both have kindly demeanours, impressive records and that crucial perk of academic success, offices with great views: Mr Powers looks out over the heart of the university’s campus, Mr Graglia at its football stadium.
They also hold strong and opposing opinions on whether admissions to their state-run university ought to take account of race. Mr Powers believes that using “race as one factor in an overall holistic view of the candidate” helps the university build a diverse campus, an achievement which has “an educational value for all of our students”. Mr Graglia thinks “lower[ing] standards to admit members of preferred groups” is “a bad idea”.
America has a number of policies and practices designed to increase the presence of minorities in various areas of life from which they have historically been excluded. But the role of such affirmative action in university admissions has garnered the most attention. Schools and universities provided many of America’s desegregation battlegrounds. And gaining entry to America’s elite universities is difficult; the perception, right or wrong, that race can in some circumstances trump merit strikes many as unjust, not least because universities play a large role in social mobility.
The Supreme Court is about to weigh in on the matter. In March it agreed to hear a case that could determine whether a state may ban affirmative action in university admissions on the basis of a referendum. In 2006 a majority of Michigan’s voters approved such a measure, but last November a federal appellate court ruled that the measure violates the equal-protection clause of the constitution, which requires states to treat all citizens equally, by preventing affirmative-action supporters from pressing their case to individual universities. And the court will soon rule on a suit brought against UT-Austin by Abigail Fisher, a white woman who was not admitted to the university




A Critique of the Wisconsin DPI and Proposed School Choice Changes

Chief among them has been this notion from state superintendent Tony Evers that the state’s new accountability system, known as state report cards, shouldn’t be used to determine which districts get vouchers.
Under Walker’s plan, districts with at least 4,000 students and two or more schools getting a D or an F under a new rating system would be eligible for vouchers. Evers — no fan of vouchers anyway — says the report cards were not intended for such use and need more refinement over several years.
But what was the purpose of spending more than a year working with a diverse group of education and business groups and state elected officials to create the report cards — which replaced the widely panned No Child Left Behind system — if not to use them to make consequential decisions about education?
On Thursday, Department of Public Instruction director of Education Information Services John Johnson called the report cards a “work in progress” that aren’t an appropriate tool for making a “major policy decision.”
Among their current limitations are that they are based on tests that are expected to change two years from now, they can’t show growth in high school student achievement, some schools weren’t rated, and there’s too little data to reliably identify trends in school performance.
Adam Gamoran, director of the UW-Madison-based Wisconsin Center for Education Research and a skeptic on voucher programs, agrees that the tool isn’t perfect and may well change, but “that doesn’t mean we shouldn’t use them now” to rate schools.
It’s also not as if DPI itself didn’t expect to use the report cards. Its budget request — which Walker didn’t include in his budget — included about $10.3 million over the next two years to replicate best practices from schools deemed high-performing by the report cards, as well as to help schools deemed low-performing by the report cards get better.

The Madison School Board Elections; setting the record straight

Dear Madison Leaders.
As the 2013 Madison school board race continues, we (the Urban League) are deeply concerned about the negative politics, dishonesty and inaccurate discussions that have shaped the campaign. While I will not, as a nonprofit leader, speak about the merits of individual candidates, we are concerned about how Madison Prep has become a red herring during the debates. The question of all the candidates has been largely narrowed to, “Did you support Madison Prep or did you not?”…as if something was horribly wrong with our charter school proposal, and as though that is the most important issue facing our school children and schools.
While the Urban League has no interest in partaking in the squabbles and confusion that has unfortunately come to define public conversation about our public schools, we do want to set the record straight about deliberations on Madison Prep that have been falsely expressed by many during this campaign, and used to dog individuals who supported the school proposal more than one year ago.
Here is how things transpired.
On May 9, 2011, Steve Goldberg of the CUNA Mutual Foundation facilitated a meeting about Madison Prep, at my request, between Madison Teacher’s Incorporated President, John Matthews and me. The meeting was held in CUNA’s cafeteria. We had lunch and met for about an hour. It was a cordial meeting and we each discussed the Madison Prep proposal and what it would take for the Urban League and MTI to work together. We didn’t get into many details, however I was sure to inform John that our proposal of a non-instrumentality charter school (non-MTI) was not because we didn’t support the union but because the collective bargaining agreement was too restrictive for the school model and design we were proposing to be fully implemented, and because we desired to recruit teachers outside the restrictions of the collective bargaining agreement. We wanted to have flexibility to aggressively recruit on an earlier timeline and have the final say on who worked in our school.
The three of us met again at the Coliseum Bar on August 23, 2011, this time involving other members of our teams. We got into the specifics of negotiations regarding the Urban League’s focus on establishing a non-instrumentality school and John’s desire to have Madison Prep’s employees be a part of MTI’s collective bargaining unit. At the close of that meeting, we (Urban League) offered to have Madison Prep’s teachers and guidance counselors be members of the collective bargaining unit. John said he felt we were making progress but he needed to think about not having MTI represent all of the staff that are a part of their bargaining unit. John and I also agreed that I would email him a memo outlining our desire to work with MTI, and provide the details of what we discussed. John agreed to respond after reviewing the proposal with his team. That memo, which we have not released previously, is attached [336K PDF]. You will see clearly that the Urban League initiated dialogue with MTI about having the teacher’s union represent our educators.
John, Steve and I met for a third time at Perkins restaurant for breakfast on the West Beltline on September 30, 2013. This time, I brought representatives of the Madison Prep and Urban League Boards with me: Dr. Gloria Ladson Billings, John Roach and Derrick Smith. It was at the close of this meeting that John Matthews told all of us that we “had a deal”, that MTI and the Urban League would now work together on Madison Prep. We all shook hands and exchanged pleasantries. Our team was relieved.
Later that evening, I received calls from Matt DeFour, a reporter with the Wisconsin State Journal and Susan Troller of The Capital Times. They both asked me to confirm what John had told them; that we had a deal. I replied by confirming the deal. The next day, The Capital Times ran a story, Madison Prep and MTI will work together on new charter school. The State Journal ran an article too, Prep School agrees to employ union staff. All was good, or so we thought.
Unfortunately, our agreement was short-lived. The very next day after the story hit the newspapers, my team and I began receiving angry letters from social workers and psychologists in MMSD who were upset that we did not want to have those positions represented by MTI. We replied by explaining to them that our reasoning was purely driven by the fact that 99% of the Districts psychologists were white and that there were few social workers of color, too. For obvious reasons, we did not believe MMSD would have success hiring diverse staff for these positions. We desired a diverse staff for two reasons: we anticipated the majority of our students to be students of color and our social work and psychological service model was different. Madison Prep had a family-serving model where the school would pay for such services for every person in a family, if necessary, who needed it, and would make available to families and students a diverse pool of contracted psychologists that families and students could choose from.
That Monday evening, October 3, 2011, John Matthews approached me with Steve Goldberg at the School Board hearing on Madison Prep and informed me that his bargaining unit was very upset and that he needed to have our Physical education teacher be represented by MTI, too. Our Phy Ed model was different; we had been working on a plan with the YMCA to implement a very innovative approach to ensuring our students were deeply engaged in health and wellness activities at school and beyond the school day. In our plan, we considered the extraordinarily high rates of obesity among young men and women of color. However, to make the deal with MTI work, that evening I gave MTI the Phy Ed teaching position.
But that one request ultimately became a request by MTI for every position in our school, and a request by John Matthews to re-open negotiations, this time with a mediator. At first, we rejected this request because we felt “a deal is a deal”. When you shake hands, you follow through.
We only gave in after current school board president, James Howard, called me at home to request that the Urban League come back to the negotiating table. James acknowledged not feeling great about asking us to do this after all we had been through – jumping through hoop after hoop. If you followed the media closely, you would recall how many times we worked to overcome hurdles that were placed in our way – $200K worth of hurdles (that’s how much we spent). After meeting with MMSD leadership and staff, we agreed to come back to the table to address issues with MTI and AFSCME, who wanted our custodial and food service workers to be represented by the union as well. When we met, the unions came to the negotiation with attorneys and so did we. If you care to find out what was said during these negotiations, you can request a transcript from Beth Lehman, the liaison to the MMSD Board of Education who was taking official notes (October 31 and November 1, 2011).
On our first day of negotiations, after all sides shared their requests and concerns, we (ULGM) decided to let AFSCME represent our custodial and food service staff. AFSCME was immediately satisfied, and left the room. That’s when the hardball towards us started. We then countered with a plausible proposal that MTI did not like. When we couldn’t get anywhere, we agreed to go into recess. Shortly after we came back from recess, former MMSD Superintendent Dan Nerad dropped the bomb on us. He shared that if we now agreed to have our staff be represented by MTI, we would have to budget paying our teachers an average of $80,000 per year per teacher and dedicating $25,000 per teacher to benefits. This would effectively increase our proposal from $15M over five years to $28M over five years.
Why the increased costs? For months, we projected in our budgets that our staff would likely average 7 years of teaching experience with a Master’s degree. We used the MTI-MMSD salary schedule to set the wages in our budget, and followed MMSD and MTI’s suggestions for how to budget for the extended school day and year parts of our charter school plan. Until that day, MMSD hadn’t once told us that the way we were budgeting was a problem. They actually submitted several versions of budgets to the School Board, and not once raising this issue.
Superintendent Nerad further informed us that MMSD was going to now submit a budget to the Board of Education that reflected costs for teachers with an average of 14 years’ experience and a master’s degree. When we shockingly asked Nerad if he thought the Board of Education would support such a proposal, he said they likely would not. We did not think the public would support such a unusual request either. As you can imagine, we left the negotiations very frustrated. In the 23rd hour, not only was the run we thought we had batted in taken away from us in the 9th inning, we felt like our entire season had been vacated by commissioners.
When we returned to our office that afternoon, we called an emergency meeting of the Urban League and Madison Prep boards. It was in those meetings that we had to make a choice. Do we completely abandon our proposal for Madison Prep after all we had done to see the project through, and after all of the community support and interests from parents that we had received, or do we go forward with our original proposal of a non-instrumentality charter school and let the chips fall where they may with a vote by the Board? At that point, our trust of MMSD and MTI was not very high. In fact, weeks before all of this happened, we were told by Nerad in a meeting with our team and attorneys, and his staff and attorneys, that the Board of Education had voted in closed session to unilaterally withdraw our charter school planning grant from the Wisconsin Department of Public Instruction. They reversed this decision after we informed them we would file a lawsuit against them. We were later told that a certain Board member was pushing for months to have this done. Then, after months of not being able to get certain board members to meet with us, Marj Passman, decided to meet with me alone in my office. During that meeting, she told me that we (ULGM) didn’t have the votes for Madison Prep and that we were never going to get the school approved. She the offered to donate her personal funds to Madison Prep, if we pulled our proposal and decided to do a private school instead. I told her that I appreciated her offer, but declined.
After finally meeting with all seven board of education members, both the Madison Prep and ULGM boards decided unanimously that we must in good conscience go forward, put the needs and future of our children first, and reintroduce the non-instrumentality proposal to the School Board. You know the rest of the story.
Over the next 45 days, we (ULGM) were categorically painted as an anti-union conservative outfit who proposed a flawed school model that divided Madison and threatened to join the Scott Walker effort to eliminate unions. We were made to be the great dividers (not the achievement gap itself) and me, “an Angry Black Man”. Lost in the debate were the reasons we proposed the school in the first place – because so many children of color were failing in our schools and there was no effective strategy in place to address it even though the school system has known about its racial achievement gap since it was first document by researcher Naomi Lede for the National Urban League in 1965. That gap has doubled since then.
Ironically, two of the people behind the attacks on ULGM were Ben Manski and TJ Mertz. They were uniquely aligned in their opposition to Madison Prep. John Matthews even weighed in on video with his comments against us, but at least he told a story that was 80% consistent with the events that actually transpired. Watch the video and listen to the reason he gave for why he didn’t support Madison Prep. He didn’t call us union haters or teacher bashers. He knew better. So why all the fuss now? Why have those who knew exactly what went on in these negotiations not told the true story about what really happened with Madison Prep? Why has a charter school proposal been made the scapegoat, or defining lever, in a school board race where there are so many other more important issues to address?
If all it takes to win a seat on the school board now is opposition to charter schools, rather than being someone who possesses unique experiences and qualifications to serve our now majority non-white and low-income student body and increasingly challenged schools, we should all worry about the future of our children and public schools.
So, for those who were unaware and those who’ve been misleading the public about Madison Prep and the Urban League, I hope you at least read this account all the way through and give all of the candidates in this school board election the opportunity to win or lose on their merits. Falsehoods and red herrings are not needed. They don’t make our city or our school district look good to the observing eye. Let’s be honest and accurate in our descriptions going forward.

I sincerely appreciate your openness to engaging in conversation about a possible relationship between MTI and Madison Preparatory Academy for Young Men. We, ULGM and Madison Prep, look forward to determining very soon what the possibilities could be.
Please accept his memo as a means to frame the issues.

  1. The Urban League of Greater Madison initially pursued a non-instrumentality public charter school
    focused on young men to, first and foremost, eliminate the academic and graduate gaps between young people of color and their white peers, to successfully prepare greater percentages of young men of color and those at-risk for higher education, to significantly reduce the incarceration rate among young adult males of color and to provide an example of success that could become a learning laboratory for
    educators, parents and the Greater Madison community with regard to successful ly educating young men, regardless of th eir race or socio-economic status.

  2. We are very interested in determining how we can work with MTI while maintaining independence with regard to work rules, operations, management and leadership so that we can hire and retain the best team possible for Madison Prep, and make organizational and program decisions and modifications as necessary to meet the needs of our students, faculty, staff and parents.
  3. MTl’s collective bargaining agreement with the Madison Metropolitan School District covers many positions within the school system. We are interested in having MTI represent our teachers and guidance counselors. All other staff would not be represented by MTI.
  4. The collective bargaining agreement between MTI and Madison Prep would be limited to employee wages and benefits. Madison Prep teachers would select a representative among them, independent of Madison Prep’s leadership, to serve as their union representative to MTI.

Lucy Mathiak, who was on the board in 2011, also didn’t dispute Caire’s account of the board action, but couldn’t recall exactly what happened in the board’s closed sessions.
“Did (the Urban League) jump through many hoops, provide multiple copies of revised proposals upon request, meet ongoing demands for new and more detailed information? Yes,” Mathiak said. “It speaks volumes that Madison Prep is being used to smear and discredit candidates for the School Board and used as a litmus test of political worthiness.”
Matthews said the problems with Madison Prep resulted from Caire’s proposal to hire nonunion staff.
“What Kaleem seems to have forgotten, conveniently or otherwise, is that MTI representatives engaged in several discussions with him and several of his Board members, in attempt to reach an amicable resolution,” Matthews said. “What that now has to do with the current campaign for Board of Education, I fail to see. I know of no animosity among the candidates or their campaign workers.”
Passman and other board members who served at the time did not return a call seeking comment.




Do Schools Kill Creativity?



Sir Ken Robinson:

There are two main themes in the talk. First, we’re all born with deep natural capacities for creativity and systems of mass education tend to suppress them. Second, it is increasingly urgent to cultivate these capacities — for personal, economic and cultural reasons — and to rethink the dominant approaches to education to make sure that we do. One reason the talk has traveled so far is that these themes resonate so deeply with people at a personal level. I hear constantly from people around the world who feel marginalized by their own education, who want to thank me for helping them to understand why that may be and that they’re not alone. In the talk, I mentioned a book I was writing about the need to find our true talents and how often people are pushed away from them. The responses I get show that this is a common experience that’s deeply felt and ultimately resented. (Incidentally, I said in the talk that the book is called Epiphany. I later changed the title to The Element: How Finding Your Passion Changes Everything. It was too late to change the reference in the talk, which has since done wonders to promote sales of books called Epiphany… )
A second reason for the impact of the talk is that people and organizations everywhere can see that current systems of education are failing to meet the challenges we now all face and they’re working furiously to create alternatives. In many countries, they’re doing this in the face of national policies and cultural attitudes that seem locked in past. The dominant systems of education are based on three principles — or assumptions at least — that are exactly opposite to how human lives are actually lived. Apart from that, they’re fine. First, they promote standardization and a narrow view of intelligence when human talents are diverse and personal. Second, they promote compliance when cultural progress and achievement depend on the cultivation of imagination and creativity. Third, they are linear and rigid when the course of each human life, including yours, is organic and largely unpredictable. As the rate of change continues to accelerate, building new forms of education on these alternative principles is not a romantic whimsy: it’s essential to personal fulfillment and to the sustainability of the world we are now creating.

Admissions Puzzle: Getting the Mix of B-School Students Right

Creating a business-school class isn’t unlike casting a reality-television show or assembling guests for a dinner party: it’s all about the mix.
Admissions officers spend every fall and winter weighing how certain types of students may fare in a classroom and debating how many bankers, business owners, consultants and Classics scholars add up to a diverse student body. Schools insist they have no set caps for the types of students they accept, but each one is chosen because he or she checks at least a few boxes–geography, industry background, career goals–that, when combined, result in a rich variety.
“It’s a little bit like putting together a Rubik’s Cube,” says Dawna Clarke, director of admissions at Dartmouth College’s Tuck School of Business. Though every student should have strong intellectual chops, leadership potential and communication skills, Ms. Clarke says, some may differentiate themselves based on career experience or their affinity for taking risks, professional or otherwise.




Teacher Dress Code

The Wichita School District is just one of a growing number in the nation cracking down on teacher apparel. Jeans are banned in at least one elementary school in New York City. A school district in Phoenix is requiring teachers to cover up tattoos and excessive piercings. And several Arizona schools are strictly defining business casual.
In an increasingly diverse nation where what you wear may be the ultimate self-expression, teachers are falling victim to the same dress code rules as their students.
In most cases, schools are taking the actions because they believe some teachers are dressing inappropriately. School board members received parental complaints about teacher dress at Arizona’s Litchfield Elementary School District, Superintendent Julianne Lein says.
The move comes at a time when the number of public schools requiring uniforms has nearly doubled over the past decade to 19%, reports the National Center for Education Statistics. The center doesn’t track teacher uniforms or dress codes. But it soon may have to, as schools have moved to:

Wichita’s 2011-2012 budget was $606,000,000 for 50,103 students ($12,095/student). Madison spent 18.6% more, or $14,858/student during the 2011-2012 budget cycle.




Robots Are Grading Your Papers! The fact is: Machines can reproduce human essay-grading so well

A just-released report confirms earlier studies showing that machines score many short essays about the same as human graders. Once again, panic ensues: We can’t let robots grade our students’ writing! That would be so, uh, mechanical. Admittedly, this panic isn’t about Scantron grading of multiple-choice tests, but an ideological, market- and foundation-driven effort to automate assessment of that exquisite brew of rhetoric, logic, and creativity called student writing. Without question, this study is performed by folks with huge financial stakes in the results, and they are driven by non-education motives. But isn’t the real question not whether the machines deliver similar scores, but why?
It seems possible that what really troubles us about the success of machine assessment of simple writing forms isn’t the scoring, but the writing itself – forms of writing that don’t exist anywhere in the world except school. It’s reasonable to say that the forms of writing successfully scored by machines are already – mechanized forms – writing designed to be mechanically produced by students, mechanically reviewed by parents and teachers, and then, once transmuted into grades and sorting of the workforce, quickly recycled. As Evan Watkins has long pointed out, the grades generated in relation to this writing stick around, but the writing itself is made to disappear. Like magic? Or like concealing the evidence of a crime?
The Pen is Advanced Technology
Of course all machines, from guitars to atom bombs, have no capacity to achieve any goals on their own. Nonetheless detractors of machine grading point out the obvious, that machines don’t possess human judgement, as if they possessed some other, alien form of reasoning. Computers can’t actually read the papers, they insist. Computers aren’t driven by selfless emotions, such as caring about students. Faced with proof that human test graders don’t always meaningfully read the papers or care about students, machine-grading detractors pull the blankets over their heads and howl: But they’re not human, damn it!
But the evidence keeps piling up. Machines successfully replicate human mass-scoring practices of simple essay forms, including the “source-based” genre. After reading reports released on the topic for nearly twenty years now, most working teachers of student writing grumble for a while, then return to the stack of papers at their elbow-and grade them mechanically.
The fact is: Machines can reproduce human essay-grading so well because human essay-grading practices are already mechanical.
To be sure, these results are usually derived from extremely limited kinds of writing in mass-scoring situations. They are easily defeated by carefully constructed “bad faith” responses. Since machines don’t read, they don’t comprehend the content, and cannot give feedback on rhetorical choices and many aspects of style. They can-and do-give feedback on surface features and what is sometimes called, more appropriately than ever, mechanical correctness. They cannot assess holistically, but can provide a probabilistic portrait by assembling numerous proxies, usually the same as those that human teachers use to substantiate holistic judgments, such as complexity of word choice and variety of sentence construction. Automated scoring can detect rhetorical dimensions of an essay, including the presence of evidence and the syntax used in simple argument.
Humans Acting Badly
Developers of these programs generally admit these limitations, primarily offering automation as an alternative to human graders in mass-assessment circumstances. When performed by humans, large-scale scoring of simple writing is commonly outsourced to poorly paid, under-qualified, overworked temps managed by incompetent greed-merchants in the scandal-ridden standardized testing industry.
Like the machines that replicate their efforts so well, the humans working in mass writing assessment are working to cookie-cutter specifications. They are not providing meaningful feedback on content. Spending a minute or two on a few hundred words, they are generally not “reading,” but scanning for many of the same characteristics that machine scorers are programmed to do. Like factory workers, they are providing results as quickly and cheaply as possible in order to line their employers’ pockets. Routinized, working to narrow formula, scanning superficially for prescribed characteristics at high speed, often incompetently managed and administered, most mass graders perform robotically.
Reading like a confessional “I was an economic hit man” for managed instruction, Making the Grades by Todd Farley chronicles one temp essay-scorer’s rise to high living at the pinnacle of mass testing’s profit-accumulation scheme. Riding in hired cars through burned-out public school districts to eat exotic meals prepared by celebrity chefs, Farley details how the for-profit scheme of high-stakes testing forces public-school teachers, students and parents on a faux-learning assembly line featuring teaching as test-prep drill instruction with 60 students in a class.
But Are Robots Also Teaching?
Teaching and test-scoring are very different circumstances. The fact that test scorers act mechanically doesn’t mean that teachers do. Except that most teachers are under very similar pressures-too many students, too little time, intense bureaucratic control, insufficient training, insufficient rewards to recruit and retain talent, and pedagogically unsound working conditions.
Just like teachers of other subjects, high school writing teachers are expected to “teach to the test,” usually following a rigid curriculum tailored to produce essays that do well in the universe of mechanical scoring, whether that mechanical scoring is provided by machines or degraded humans. Because of the high stakes involved, including teacher pay and continuing employment, the assessment drives the rest of the process. There are plenty of teachers who have the ability to teach non-mechanical forms of writing, but few are allowed to do so.
This managed–often legislated–pedagogy generally fails. Mechanical writing instruction in mechanical writing forms produces mechanical writers who experience two kinds of dead end: the dead end of not passing the mechanical assessment of their junk-instructed writing, and the dead end of passing the mechanical assessment, but not being able to overcome the junk instruction and actually learn to write.
As bad as this pedagogy’s failure is its successes. Familiar to most college faculty is the first-year writing student who is absolutely certain of their writing performance. She believes good writing is encompassed by surface correctness, a thesis statement, and assiduous quote-farming that represents “support” for an argument ramified into “three main points.”
In reality, these five-paragraph essays are near-useless hothouse productions. They bear the same relationship to future academic or professional writing as picking out “Chopsticks” bears to actually playing music at any level. Which is to say, close to none.
But students, particularly “good” students, nonetheless have terrific confidence in these efforts because they’ve been mechanically assessed by caring human beings who are, reasonably enough, helping them through the gates represented by test after test that looks for these things.
Not everything that teachers do is mechanical, but the forces of standardization, bureaucratic control, and high-stakes assessment are steadily shrinking the zone in which free teaching and learning can take place. Increasingly, time spent actually teaching is stolen from the arid waste of compulsory test preparation-in writing instruction as much as in every other subject. In this, teachers resemble police officers, nurses, and other over-managed workers, who have to steal time from their personal lives and from management in order to actually do law enforcement or patient care, as The Wire points out.
What Would Be Better?
Rebecca Moore Howard is a researcher in one of the nation’s flagship doctoral institutions in writing studies, the program in Composition and Cultural Rhetorics at Syracuse University. Howard’s Citation Project explores the relationship of college writers to source material. The first major findings of the 20-researcher project, conducted at 16 campuses? Even academically successful students generally don’t understand the source material on which they draw in their school writing.
Howard employs the term “patchwriting” to describe one common result of what I have long called the”smash and grab” approach that students employ to produce what we encourage them to pass off as “researched writing:” Scan a list of abstracts like a jewelry store window. Punch through the plate glass to grab two or three arguments or items of evidence. Run off. Re-arrange at leisure. With patchwriting, students take borrowed language and make modest alterations, usually a failed attempt at paraphrase. Together with successful paraphrase and verbatim copying, patchwriting characterizes 90 percent of the research citations in the nearly 2,000 instances Howard’s team studied at a diverse sampling of institutions. Less than 10 percent represented summary of the sense of three or more sentences taken together.
My own take on this research is that it strongly suggests the need for a different writing pedagogy. These students aren’t plagiarists. Nor are most of them intrinsically bad writers, whatever that might mean. Instead, I believe they’ve been poorly served by ill-conceived mass instruction, itself a dog wagged by the tail of mass assessment.
Like most of the students I’ve seen in two decades of teaching at every level including doctoral study, they have no flipping idea of the purpose of academic and professional writing, which is generally to make a modest original contribution to a long-running, complicated conversation.
To that end, the indispensable core attribute of academic writing is the review of relevant scholarly literature embedded within it. An actual academic writer’s original contribution might be analytical (an original reading of a tapestry or poem). Or it might be the acquisition or sorting of data (interviews, coding text generated in social media, counting mutations in an insect population). It might be a combination of both. In all of these cases, however, an actual academic writer includes at least a representative survey of the existing literature on the question.
That literature review in many circumstances will be comprehensive rather than merely representative. It functions as a warrant of originality in both professional and funding decisions (“We spent $5-million to study changes in two proteins that no other cancer researcher has studied,” or “No one else has satisfactorily explained Melville’s obsession with whale genitalia”). It offers a kind of professional bona fides (“I know what I’m talking about”). It maps the contribution in relation to other scholars. It describes the kind of contribution being made by the author.
Typically actual academic writers attempt to partly resolve an active debate between others, or answer a question that hasn’t been asked yet, what I describe to my students as “addressing either a bright spot of conflict in the map of the discourse, or a blank spot that’s been underexplored.”
In many professional writing contexts, such as legal briefing, literature review is both high-stakes and the major substance of the writing.
So why don’t we teach that relationship to scholarly discourse, the kind represented by the skill of summary in Howard’s research? Why don’t we teach students to compose a representative review of scholarship on a question? On the sound basis of a lit review, we could then facilitate an attempt at a modest original contribution to a question, whether it was gathering data or offering new insight.
The fact is, I rarely run into students at the B.A. or M.A. level who have been taught the relationship to source material represented by compiling a representative literature review. Few even recognize the term. When I do run into one, they have most commonly not been taught this relationship in a writing class, but in a small class in an academic discipline led by a practicing researcher who took the trouble to teach field conventions to her students.
Quote-Farming: So Easy a Journalist Can Do It
I personally have a lot of respect for journalists, and sympathize with their current economic plight, which is so similar to that of teachers and college faculty. They too do intellectual work under intense bureaucratic management and increasingly naked capitalist imperatives. So there are reasons why their intellectual product is often so stunted and deformed that the country turns to Jon Stewart’s parody of their work for information as well as critical perspective.
Albeit not always due to the flaws of journalists themselves: If there are real-world models for the poor ways we teach students to write, they’re drawn from newspaper editorials and television issue reporting. In editorials, “sources” are commonly authorities quoted in support of one’s views or antagonists to be debunked. In much television issue reporting, frequently composed in minutes on a deadline, quick quotes are cobbled together, usually in a false binary map of she’s-for-it and he’s-against-it. (NPR made headlines this year when it formally abandoned the fraudulent practice of representing or simulating balance by the common journalistic method of “he said, she said,” or reporting differing views, usually two, as if they held equal merit or validity, when in reality there can as easily be 13 sides, or just one, all with very different validity.)
Of course journalism can do better and often does, but it is some of journalism’s most hackneyed practices that have shaped traditional pedagogy for academic writing: quote-farming, argument from authority, false binarism, fake objectivity.
Those practices are intrinsically unappealing, but the real problem is the mismatch.
Academic writing bears a very different relationship to academic “sources” than journalism. For journalists in many kinds of reporting, academic sources are experts, hauled onto stage to speak their piece and shoved off again, perhaps never to be met with again.
It’s this sort of smash-and-grab, whether from the journalist’s Rolodex/smart phone, from a scholarly database, or the unfairly-blamed Google (as if this practice were invented by internet search!) that we teach to our students by requiring them to make thesis statements and arguments “supported by sources.”
For practicing academic and professional writers, other professional sources are rarely cited as authorities, except as representative of general agreement on a question. Most other citations are to the work of peer writers, flawed, earnest, well-meaning persons who have nonetheless overlooked an interesting point or two.
Surveying what these peers tried to do fully and fairly, and then offering some data or some insight to resolve an argument that some of them are having, or point to an area they haven’t thought about—is what we do. The substance of the originality in most academic and professional writing is a very modestly-framed contribution carefully interjected into a lacuna or debate between persons you will continue to interact with professionally for decades. In almost every respect it little resembles the outsized ambitions (let’s resolve reproductive rights in 600 words!) and modest discursive context (a news “peg”) of mass-mediated opinion.
Sure, no question, “everything’s an argument,” but argument or generic notions of persuasion used in the mass media aren’t always the best model for academic and professional discourse. (And I say this as someone who’s not afraid to argue.)
A big reason for the success of They Say/I Say, a popular composition handbook by Cathy Birkenstein and Jerry Graff, is its effort to provide an introduction to the actual “moves that matter in academic writing,” moves which generally involve relating one’s position to a complicated existing conversation.
Teaching & Grading Academic Writing By Persons Who Don’t Do It
What Becky Howard has in common with Birkenstein & Graff is valuing the ability to represent that complicated existing conversation. What is particularly useful to all of us is that they grasp that this is a problem that can’t be harrumphed out of existence-“Well, if those kids would actually read!” Let’s leave out the fact that most of the persons enrolled in higher ed aren’t kids, and that they do read, and write-a lot. Let’s leave out the whole package of dysfunctional pedagogies we impose on students and the contradictory narratives we tell about them: Large lecture classes are fine, but video capture of large lectures is bad! (Right, grandpa: it’s much better to deny me access to discussing the material with experienced faculty actively researching in their field because you’ve scaled her up with an auditorium sound system and not a video camera–that makes total sense. Defend the lecture hall!) As David Noble and I and others have pointed out many times: the reason current technologies don’t, won’t, and can’t eliminate the labor of actual teaching is the reason that earlier technologies, like the book, post office, television and radio did not: Actual teaching is dialogic and occurs in the exchange between faculty and students. The more exchange, the more learning. (Of course much of what is certified as learning isn’t anything of the kind.)
Our writing pedagogy is the main problem here what we ask faculty and teachers to do, who we ask to do it, and the ways we enable & disable them by bureaucracy and greed, whether the greed is for-profit accumulation or harvesting tuition dollars for in-house spending on a biochemist’s lab. (As I’ve previously insisted, the for-profits can accumulate capital with sleazy cheap teaching because the nonprofits do the same thing, except accumulating their capital as buildings & grounds, etc.)
One of the reasons students don’t learn to read academic articles and compose literature reviews in writing classes is that they are taught by persons who don’t do it themselves–nontenurable faculty, many without the Ph.D., or graduate students newly studying for it, many of whom don’t get an education in the practice themselves until they begin their own comprehensive lit review in preparation for a thesis. Often they are highly managed faculty, working like high-school teachers (except with much less training) to a scripted curriculum with mass syllabi, identical assignments that are easy to produce mechanically and grade mechanically-in a routinized “teaching” factory that is easy to assess mechanically, train mechanically, and supervise mechanically.
Unsurprisingly: No reliable computerized assessment can tell whether a review of scholarly literature is an accurate representation of the state of knowledge in a field. Nor can it adjudge whether a proposed intervention into a conflict or neglected area in that field is worthy of the effort, or help a student to refine that proposed experiment or line of analysis. Of course, many of the persons we presently entrust with writing instruction lack the ability, training, or academic freedom to do so as well.
If we are to do more with writing classes and writing assignments, we need to put aside the hysteria about machine grading and devote our attention to the mechanical teaching and learning environment in which we daily, all but universally, immerse our writing faculty. We need to change the kind of writing we ask them to teach. We need to enable writing faculty to actually do the kind of academic writing they should be teaching–which means changing our assumptions about how they’re appointed, supported, evaluated and rewarded. You want to be a machine-breaker and fix writing pedagogy? Great. Start with with your professional responsibility to address the working circumstances of your colleagues serving on teaching-only and teaching-intensive appointment.




Rick Hess’s Critique of Achievement-Gap Mania

I’ve been eagerly awaiting the release of the latest issue of National Affairs, which includes Rick Hess’s fascinating and at times provocative discussion, or perhaps I say “devastating takedown,” of “achievement-gap mania.” The following paragraph gives you a hint as to Hess’s conclusion:

In essence, NCLB was an effort to link “conservative” nostrums of accountability to Great Society notions of “social justice.” The result was a noble exercise hailed for its compassion. The sad truth, however, is that the whole achievement-gap enterprise has been bad for schooling, bad for most children, and bad for the nation.


I found his discussion of the neglect of advanced and gifted education particularly convincing, as well as his recounting of how the “delusion of rigor” has undermined quality control across many domains. Hess ends his essay with an accounting of where “achievement-gap mania” has left the politics of K-12.
(1) Reforming education has become someone else’s problem:

First, achievement-gap mania has signaled to the vast majority of American parents that school reform isn’t about their kids. They are now expected to support efforts to close the achievement gap simply because it’s “the right thing to do,” regardless of the implications for their own children’s education. In fact, given that only about one household in five even contains school-age children — and given that two-thirds of families with children do not live in underserved urban neighborhoods, or do not send their kids to public schools, or otherwise do not stand to benefit from the gap-closing agenda — the result is a tiny potential constituency for achievement-gap reform, made up of perhaps 6% or 7% of American households.
Because middle-class parents and suburbanites have no personal stake in the gap-closing enterprise, reforms are tolerated rather than embraced. The most recent annual Gallup poll on attitudes toward schooling reported that just 20% of respondents said “improving the nation’s lowest-performing schools” was the most important of the nation’s education challenges. Indeed, while just 18% of the public gave American schools overall an A or a B, a sizable majority thought their own elementary and middle schools deserved those high grades. The implication is that most Americans, even those with school-age children, currently see education reform as time and money spent on other people’s children.


(2) Reforming education for the majority of students who come non-poor families is seen as somehow unnecessary:

Second, achievement-gap mania has created a dangerous complacency, giving suburban and middle-class Americans the false sense that things are just fine in their own schools. Thus it’s no surprise that professionals and suburbanites tend to regard “reforms” — from merit pay to charter schooling — as measures that they’ll tolerate as long as they’re reserved for urban schools, but that they won’t stand for in their own communities. …
Gap-closing strategies can be downright unhelpful or counterproductive when it comes to serving most students and families, and so can turn them off to education reform altogether. Longer school years and longer school days can be terrific for disadvantaged students or low achievers, but may be a recipe for backlash if imposed on families who already offer their kids many summer opportunities and extracurricular activities. Policies that seek to shift the “best” teachers to schools and classrooms serving low-achieving children represent a frontal assault on middle-class and affluent families. And responding to such concerns by belittling them is a sure-fire strategy for ensuring that school reform never amounts to more than a self-righteous crusade at odds with the interests of most middle-class families.


This is one reason why Hess rightly bristled at the crusader mentality that informs films like the recent Waiting for ‘Superman.’

SpongeBob In Hot Water From Study Of 4-Year-Olds



The cartoon character SpongeBob SquarePants is in hot water from a study suggesting that watching just nine minutes of that program can cause short-term attention and learning problems in 4-year-olds.
The problems were seen in a study of 60 children randomly assigned to either watch “SpongeBob,” or the slower-paced PBS cartoon “Caillou” or assigned to draw pictures. Immediately after these nine-minute assignments, the kids took mental function tests; those who had watched “SpongeBob” did measurably worse than the others. Previous research has linked TV-watching with long-term attention problems in children, but the new study suggests more immediate problems can occur after very little exposure — results that parents of young kids should be alert to, the study authors said.
Kids’ cartoon shows typically feature about 22 minutes of action, so watching a full program “could be more detrimental,” the researchers speculated, But they said more evidence is needed to confirm that.
The results should be interpreted cautiously because of the study’s small size, but the data seem robust and bolster the idea that media exposure is a public health issue, said Dr. Dimitri Christakis. He is a child development specialist at Seattle Children’s Hospital who wrote an editorial accompanying the study published online Monday in the journal Pediatrics.
Christakis said parents need to realize that fast-paced programming may not be appropriate for very young children. “What kids watch matters, it’s not just how much they watch,” he said.
University of Virginia psychology professor Angeline Lillard, the lead author, said Nickelodeon’s “SpongeBob” shouldn’t be singled out. She found similar problems in kids who watched other fast-paced cartoon programming. She said parents should realize that young children are compromised in their ability to learn and use self-control immediately after watching such shows. “I wouldn’t advise watching such shows on the way to school or any time they’re expected to pay attention and learn,” she said.
Nickelodeon spokesman David Bittler disputed the findings and said “SpongeBob SquarePants” is aimed at kids aged 6-11, not 4-year-olds. “Having 60 non-diverse kids, who are not part of the show’s targeted (audience), watch nine minutes of programming is questionable methodology and could not possibly provide the basis for any valid findings that parents could trust,” he said.
Lillard said 4-year-olds were chosen because that age “is the heart of the period during which you see the most development” in certain self-control abilities. Whether children of other ages would be similarly affected can’t be determined from this study. Most kids were white and from middle-class or wealthy families. They were given common mental function tests after watching cartoons or drawing. The SpongeBob kids scored on average 12 points lower than the other two groups, whose scores were nearly identical.
In another test, measuring self-control and impulsiveness, kids were rated on how long they could wait before eating snacks presented when the researcher left the room. “SpongeBob” kids waited about 2 1/2 minutes on average, versus at least four minutes for the other two groups. The study has several limitations. For one thing, the kids weren’t tested before they watched TV. But Lillard said none of the children had diagnosed attention problems and all got similar scores on parent evaluations of their behavior.

At Sleepaway Camp, Math Is Main Sport

As camps go, the Summer Program in Mathematical Problem Solving might
sound like a recipe for misery: six hours of head-scratching math
instruction each day and nights in a college dorm far from home.But Mattie Williams, 13, who attends Middle School 343 in the Bronx, was
happy to attend, giving up summer barbecues with her parents and
afternoons in the park with her Chihuahua, Pepsi. She and 16 other
adolescents are spending three weeks at Bard College here in a free, new camp for low-income students who are gifted in mathematics.

All are entering eighth grade at New York City public middle schools
where at least 75 percent of the student body is eligible for free
lunches. And all love math. At this camp, asking “What kind of math do
you like, algebra or geometry?” is considered an appropriate icebreaker,
and invoking the newly learned term “the multiplication principle”
elicits whoops and high-fives.

In a Bard classroom one afternoon, it seemed for a moment that Arturo
Portnoy had stumped everyone. Dr. Portnoy, a math professor visiting
from the University of Puerto Rico, posed this question: “The length of a
rectangle is increased by 10 percent and the width is decreased by 10
percent. What percentage of the old area is the new area?” The 17 campers whispered and scribbled. One crumpled his paper into a
ball. Mattie Williams may have looked as if she was doodling as she drew
dozens of tiny rectangles in her notebook, but she was hard at work on
the problem, which was taken from the American Mathematics Competitions,
a contest series known for its difficulty. In less than 10 minutes, she had the answer — 99 percent — and was ready for the next question.

For some schoolchildren, mathematics is a competitive sport, and summer
is the time for training — poring over test-prep books, taking practice
exams and attending selective math camps. But for students who cannot
afford such programs, or have not been exposed to many advanced math
concepts, the avenues to new skills are limited.

Daniel Zaharopol, the director of the camp at Bard,
is trying to change that. He has brought four math educators to the
Bard campus to teach the middle school students concepts as varied as
number theory and cryptography. Among the instructors is Mr. Portnoy, a
director of the Puerto Rico Mathematical Olympiads. The camp is financed by the Art of Problem Solving Foundation, the
nonprofit arm of an online school that promotes math education for gifted students. Classes meet in two-hour sessions and cover topics including voting theory, graph theory, and math and the arts.

5 reasons to believe progress is being made to address Wisconsin reading crisis

What if, despite everything else going on, we were able to put together a strong, multi-faceted campaign that made progress in fighting the reading crisis in our midst?
The optimist in me says it might happen, and I point to five things that are going on to support that. (Don’t worry, the pessimist in me will show up before we’re done.)
One: I attended the second meeting of Gov. Scott Walker’s Read to Lead Task Force recently. Unlike most anything else going on in the Capitol, this was a civil, constructive discussion involving people of diverse opinions. The focus of the afternoon-long session was how to improve the way teachers are trained to teach reading.
Walker and Tony Evers, the state superintendent of public instruction, disagree strongly on some major school issues, but they sat next to each other, facing university professors, teachers, reading advocates of varying philosophies, and others. There even seemed to be some emerging agreement that the state Department of Public Instruction and university leaders could and should take steps to ensure that teachers are better trained before they get into classrooms and, once there, get more effective help in continuing to develop their skills.
The broad goal of Walker’s task force is to get almost all kids reading on grade level before they leave third grade – a wonderful goal. But reaching it raises a lot of issues, including how to deal with sharply contending schools of thought on how to best teach reading.
Nonetheless, at least for an afternoon, important people were engaged in a serious discussion on a huge issue, and that seemed encouraging.

Race, Poverty and the Public Schools

Re “Separate and Unequal,” by Bob Herbert (column, March 22):
In spite of the 1954 Brown v. Board of Education decision by the Supreme Court, sadly the struggle goes on. The Department of Education reported in 2008 that 70 percent of white schoolchildren attend schools where at least 75 percent of the students are white, whereas more than half of all black children in industrial states attend schools where over 90 percent are members of minority groups. Go into any urban school and it is clear that 57 years after Brown, the schools have largely remained segregated.
Years of social science research have cited the benefits of integrated schools. In our work with the West Metro Education desegregation initiative in Minneapolis public schools, the students in grades 3 to 7 who got on the bus to attend suburban schools made three times the progress in both reading and math when compared with similar students who did not participate.
Teacher quality remains a consistent important factor. Ultimately, though, students in diverse classrooms benefit from collaboration and teamwork with those whose family circumstances are different from theirs. Eric J. Cooper

Beating the odds: 3 high-poverty Madison schools find success in ‘catching kids up’

When it comes to the quality of Madison’s public schools, the issue is pretty much black and white.
The Madison Metropolitan School District’s reputation for providing stellar public education is as strong as it ever was for white, middle-class students. Especially for these students, the district continues to post high test scores and turn out a long list of National Merit Scholars — usually at a rate of at least six times the average for a district this size.
But the story is often different for Hispanic and black kids, and students who come from economically disadvantaged backgrounds.
Madison is far from alone in having a significant performance gap. In fact, the well-documented achievement gap is in large measure responsible for the ferocious national outcry for more effective teachers and an overhaul of the public school system. Locally, frustration over the achievement gap has helped fuel a proposal from the Urban League of Greater Madison and its president and CEO, Kaleem Caire, to create a non-union public charter school targeted at minority boys in grades six through 12.
“In Madison, I can point to a long history of failure when it comes to educating African-American boys,” says Caire, who is black, a Madison native and a graduate of West High School. “We have one of the worst achievement gaps in the entire country. I’m not seeing a concrete plan to address that fact, even in a district that prides itself on innovative education.”
What often gets lost in the discussion over the failures of public education, however, is that there are some high-poverty, highly diverse schools that are beating the odds by employing innovative ways to reach students who have fallen through the cracks elsewhere.

SUMMARY
On December 6, 2010, the Urban League of Greater Madison presented an initial proposal for the establishment of Madison Preparatory Academy for Young Men (a non-instrumentality all-boys secondary charter school) to the Planning and Development Committee of the MMSD Board of Education. During the discussion that followed, Board members agreed to submit follow-up questions to the Urban Leagne, to which the Urban Leagne would respond before the next meeting of the Planning and Development Committee. Questions were submitted by Ed Hughes and Lucy Mathiak. Furthermore, Arlene Silveira submitted questions presented to her by several connnunity members. Below each numbered Board member question, you will find the ULGM response.
1. Ed Hughes: Do you have a response to the suggestion that your proposal may violate Wis. Stat. sec. 118.40(4)(c) other than that you also intend sometime in the future to develop and operate a school for girls? If so, what is the response?
ULGM: Please refer to our letter to MMSD Board of Education members that responded to the ACLU’s opposition to Madison Prep. The answer to your question is contained in that letter. We have attached the letter to this document for your review.

3. Ed Hughes: Do you have copies of any of the contracts Wisconsin non-instrumentality charter schools have entered into with their school districts? If so, please list the contracts and provide a copy of at least one of them.
ULGM: See attached contracts for Lake Country Academy in Sheboygan and the Wisconsin Virtual Academy in McFarland, which are both non-instrumentality charter schools.
4. Ed Hughes: To the extent the information is available to you, please list the amount ofper.student payment each non-instrumentality charter school in Wisconsin is contractually entitled to receive from its sponsoring school district.
ULGM: We have requested information from the DPI on the current per-student payments to each non-instrumentality charter school in Wisconsin, but we understand that DPI does not now have the information consolidated in one database. We expect that the per-student payment information will be available from DPI by January 17, and we will submit that information to the board and administration as soon as it becomes available from the DPI. The per-pupil payment to each district.authorized charter school in Wisconsin, including instrumentality and non-instrumentality charter schools, is determined through negotiations and mutual agreement between the school district, as the charter school authorizer, and the charter school developer/operator.
5. Ed Hughes: Please identify the minimum per-student payment from the school district that would be required for Madison Prep to be financially feasible from your perspective. If you don’t have a specific figure, provide your best estimate of the range in which that figure is likely to fall.
ULGM: The MMSD Superintendent and Assistant Superintendent-Business in agreement with us that more time is needed to present a projected minimum payment from the school district. DPI’s School Finance Data Warehouse indicates that MMSD reported $14,432 in revenue per student and spent $13,881 per student iu 2008-09. We are certain that we will not request more per student than what MMSD spends annually.
6. Lucy Mathiak: Do you know what Madison Prep will cost the district? And do you know where the money will come from?
ULGM: We have an idea ofwhat our school will cost but as stated in the answer to question number 5, we are working through several costs and line items with MMSD’s Superintendent and Assistant Superintendent-Business. In Wisconsin, public charter schools are funded primarily by school districts or the state legislature (non-school district authorized schools). Generally, private funding is limited to 5% of costs during the budgeting process. However we will raise significantly more in private funding during the pre-implementation and implementation years of the school than we will in out years.
7. Lucy Mathiak: How the financial commitment asked of the district compares to the financial commitment to its existing schools?
ULGM: Assuming you mean existing traditional public schools, we will require more information from MMSD’s administration to make this comparison. Given that Madison Prep will be a new school and a non-instrumentality, there will be costs that Madison Prep has that the school system does not, and vice versa. However, we are firmly committed to ensuring our school is operated within the annual per pupil cost MMSD now spends to educate students in middle and high schools.
8. Community Member, via Arlene Silveira: First of all, has the funding that is indicated as part of the proposal actually been acquired or promised? The proposal indicates $100,000/ year from the Madison Community Foundation, but I can’t find any information from MCF itself about funding Madison Prep. All I can see is that they donated to the Urban League’s capital and Workforce campaigns. Will you check into this? Also, the proposal indicates $250,000/ year for 3 years from Partners for Developing Futures. Last year, despite having received 25 applications for funding from “education entrepreneurs,” this organization did not fund any of them due to the quality of the applications. How is the Madison Prep planning team able to claim this as a source of funding? Have promises been made?
ULGM: The Madison Community Foundation and Partners for Developing Futures were listed as potential revenue sources; these dollars were not committed. Our business plan followed the same approach as most business plans for start-up initiatives: listing prospective revenue sources. However, we do intend to pursue funding through these and other sources. Our private fundraising goals and needs in our five-year budget plan are reasonable.
9. Lucy Mathiak: What additional resources are needed to make the Madison Prep model work?
ULGM: Our school is designed as a demonstration school to be replicable, in whole or in part, by MMSD and other school systems. Therefore, we will not request more than the district’s own annual costs per pupil at the middle and high school levels.
10. Lucy Mathiak: What resources are in hand and what resources will you need to raise?
ULGM: We presently have $50,000 to support the planning of the school, with the offer of additional support. However, we will secure additional private and public funding once the Board of Education formally approves the DPI planning grant application/detailed proposal for Madison Prep.
11. Lucy Mathiak: Ifthere is a proposed endowment, what is the amount of the endowment in hand, the estimated annual rate of return, and the estimated income available for use?
ULGM: New charter schools generally do not budget for endowment in their first few years of operation. We intend to build an endowment at some point and have line items for this in Madison Prep’s budget, but these issues will be decided by the Board ofDirectors ofthe school, for which we will not begin recruiting until the Board of Education approves our DPI plauning grant application/detailed proposal.
12. Ed Hughes: Which parts of your proposal do you require non-instrumentality status to implement?
ULGM: Non-instrumentality status will be vital to Madison Prep’s ability to offer an extended school day, extended school year, as well as the expectations we have of teachers to serve as mentors and coaches to students. The collective bargaining contract between the Board of Education and Madison Teachers, Inc. would not allow for this added instructional time. Yet this added instructional time will be necessary in order for students to meet Madison Prep’s ambitious achievement goals. In addition, our professional development program will also require more hours of training. We also intend to implement other special activities for students and faculty that would not be allowed under MMSD and MTI’s collective bargaining agreement.
13. Ed Hughes: What will be the school’s admission policy? Please describe any preferences that the admission policy will include. To what extent will students who live outside ofthe Madison school district be considered for admission?
ULGM: Madison Prep will comply with all federal and state regulations relating to charter school admissions. In its inaugural school year (20 12-20 13), Madison Prep will be open to any 61h and 7’h grade male student residing within the boundaries of MMSD.
All interested families will complete an Enrollment Form at the Urban League’s offices, online, during community meetings and outreach activities, through local partners, or during a visit to the school (after it opens). If Madison Prep receives less than 45 enrollment forms for either grade (6 and 7) in the tirst year, all students’ who applied will be admitted. If the school receives more than 45 enrollment forms for either grade level in the first year, or enrollment forms exceed the seats available in subsequent years, Madison Prep will hold a public random lottery at a location that provides enough space for applicant students and families. The lottery will be held in accordance with DPI guidelines for random lotteries. If Madison Prep does not fill all available seats, it will continue its grassroots recruitment efforts until it reaches its enrollment goal.
14. Community Member, via Arlene Silveira: We know that Madison Prep won’t accept girls. Will it except boys with Autism or Aspergers? If a boy has a learning disability, will he be allowed to attend? What ifthis learning disability makes it not possible for him to perform above grade level on a standardized test? Will he be allowed in? And can they kick him out if his test scores aren’t advanced/proficient?
ULGM: Please see our answer to question #13. To be clear, Madison Prep will accept students with special learning needs, including students who speak English as a second language. As always, IEP teams will determine on a case-by-case basis if Madison Prep is an appropriate placement for special education students. No Madison Prep student will ever be expelled for academic performance.
15. Ed Hughes: An attraction ofthe proposed school is that it could provide the kind ofiutense academic and other sorts of support that could change the trajectories of its students from failure to success. How will you ensure that your school serves primarily students who require the sort of approach the school will offer in order to be successful?
ULGM: Please see our answer to question #13 and question #16 below. We will go to great lengths to inform parents about Madison Prep as an option for their child, and to recruit students and families to our school. We will over-market our efforts in low-income communities and through media, sports clubs, community centers, churches, employers, and other vehicles that reach these students and their parents. We are also exploring the legality of our ability to set an income goal or threshold for student admissions. Nonetheless, we believe that any young man, regardless of their family background, would be well served by Madison Prep.
16. Ed Hughes: To the extent yon know them, describe what the school’s stndent recruitment and marketing strategies will be.
ULGM: Madison Prep’s marketing plan will support three priorities and goals:
1. Enrollment: Recruiting, retaining, and expanding student enrollment annually -share Madison Prep with as many parents and students as possible and establish a wait-list of at least 20 students at each grade level by June I each year (with the exception of year one).
2. Staffing: Recruiting and retaining a talented, effective, and committed faculty and staff -field qualified applicants for each position in a timeframe that enables us to hire by June 30 each year.
3. Public Image and Support: Building, maintaining, and solidifying a base of support among local leaders, financial contributors, key partners, the media, and the general public.
To ensure the public is well acquainted with the school, Madison Prep, with the support of the Urban League of Greater Madison, will make use of a variety of marketing strategies to accomplish its enrollment, staffing, fundraising, and publicity goals. Each strategy will be phased in, from pre.launch of the school through the first three years of operation. These marketing strategies are less expensive and more sustainable with the budget of a new charter school than television, radio, and popular print advertisements. They also deliver a great return on investment if executed effectively. Each strategy will enable Madison Prep, with its limited staff, to promote itself to the general public and hard-to-reach communities, build relationships, sustain communications and achieve its goals.
A. Image Management: Madison Prep’s logo and images of young men projecting the Madison Prep brand will be featured on the school’.s website, in informational and print materials, and on inexpensive paraphernalia (lapel pins, emblems, ink pens, etc). Students will be required to wear uniforms that include a red or black blazer featuring the Madison Prep emblem, a sweater, a red or black tie, white shirt, black or khaki pants, and black or brown dress shoes. They will also have a gym uniform and athletic team wear that features the Madison Prep emblem. Additionally, Madison Prep will ensure that its school grounds, educational facility, and learning spaces are clean, orderly and well-maintained at all times, and that these physical spaces reflect positive images of Madison Prep students, positive adult males, community leaders, families, and supporters. Madison Prep’s Core Values will be visible through the school as well, and its students, faculty, staff, and Board of Directors will reflect an image in school and in public that is consistent with the school’s Core Values and Leadership Dimensions.
B. Grassroots Engagement: Madison Prep’s founders, Board members, volunteers, and its key staff (once hired) will go door-to-door in target neighborhoods, and other areas within MMSD boundaries where prospective candidates can be found, to build relationships with young men, families, and local community resource persons and advocates to recruit young men to attend Madison Prep. Recruiters will be dressed in the Madison Prep uniform (either a polo shirt, sweater or suit jacket/tie, each showing the Madison emblem, and dress slacks or skirt) and will visit homes in two person teams.
Madison Prep will also partner with City Council members, Advisory Neighborhood Commissioners, and local libraries to host community meetings year-round to promote the school in target neighborhoods and military bases. It will also promote the school to citizens in high traffic residential areas of the city, including metro stops, restaurants, community centers, community health agencies, and at public events. Madison Prep will engage the religious community as well, promoting the school to church leaders and requesting to speak before their congregations or have the church publicize the school during their announcements on Sundays and ministry activities during the week. Area businesses, hospitals, government agencies, foster care agencies, and mentorship programs will be asked to make information available to their patrons, clients, and families. Madison Prep will also seek to form partnerships with the Police Department and Court System to ensure judges, attorneys, neighborhood police officers, and family advocates know about the school and can make referrals of young men they believe will benefit from joining Madison Prep’s school community.
C. Online Presence & Partnerships: Madison Prep will launch a website and update its current Facebook and Twitter pages prior ·to the school opening to expand its public presence. The Facebook page for Madison Prep presently has more than 100 members, has been operational for less than 2 months, and has not yet been widely marketed. The page is used to raise awareness, expand support, communicate progress, announce activities and events, and promote small-donor fundraising campaigns. The website will be used to recruit students, staff, and eventually serve as an entry-point to a member only section on the Internet for faculty, students, and parents. Madison Prep will also seek to establish strategic alliance partnerships with service associations (100 Black Men, Sororities and Fraternities, Civic Clubs or Organizations, etc.), enlisting their participation in the school’s annual events. In addition, Madison Prep will establish partnerships with other public and private schools in the Madison area to recruit students, particularly elementary schools.
D. Viral Marketing: Madison Prep will use email announcements and social networking sites to share its mission, activities, employment opportunities, and successes with its base of supporters and will inspire and encourage them to share the information with their friends, colleagues, parents and young men they know who might be interested in the school. Madison Prep will add to its base of supporters through its other marketing strategies, collecting names and contact information when and where appropriate.
E. Buzz Marketing: Madison Prep will use subtle forms of marketing to recruit students and faculty, increase its donor and support base, and develop a positive public image. The school will maintain an influential board of directors and advisors, will engage notable people and organizations in the school, and will publicize these assets to the general public. The school will also prepare key messages and strategically involve its students, staff, and parents in key events and activities to market its brand -high achieving, thoughtful, forward thinking, confident and empowered young men who are being groomed for leadership and success by equally talented, passionate and committed adults. The messages, images, and quality of interactions that the broader community has with members of the greater Madison community will create a positive buzz about the school, its impact, and the success of its students.
F. School Visits & Activity Participation: Each year, from the week after Thanksgiving through the end of the school year, Madison Prep will invite prospective students and parents, funders, and members of the community to visit the school. A visit program and weekly schedule will be established to ensure that the school day and learning is not interrupted by visitors. Madison Prep will also establish an open visit policy for parents, and will create opportunities for them to leverage their ongoing involvement with the school and their young men. Through nurturing positive relationships with parents, and establishing an enviromnent where they are wanted and respected, Madison Prep will create spokespersons in the community who help grow its student body and community support. Finally, Madison Prep will host an annual community event that engages its school community with the greater Madison community in a day of fun, competitive events for families, and will serve as a resource to parents whose children do not attend Madison Prep by inviting them to participate in its Destination Planning workshops.
G. Popular Media: Madison Prep will allocate resources to market itself on Urban and News Radio during the peak student recruitment season in two phases. Phase I will take place in November 2011 and Phase 2 advertising will take place between Jannary and May 2012. To defray costs, Madison Prep will enlist the support of local and national celebrities for feature interviews, spotlights, and PSAs with Madison Prep’s Leadership to promote the school.
17. Community Member, via Arlene Silveira: It looks like the Charter school is aiming for 50% of its population to be low-income. The middle school my children will go to, Sherman, is 71% low income. Blackhawk is at 62%. Wright is 83%. Sennett is 65%. Cherokee is at 63%. Toki is at 51%. Can we, in good conscious, start a new school-designed to help low income students -that has a lower percentage oflow-income students than six of our existing middle schools?
ULGM: The Urban League has set the 50% low-income target as a floor, not as a ceiling. In fact, we expect that more than 50% of Madison Prep students will qualifY for free or reduced lunch.
Furthermore, we have chosen to use the 50% figure to allow us to be conservative in our budgeting process. No matter what the level of low income students at Madison Prep -50% or higher-the student achievement goals and overall program quality will remain unchanged.
18. Ed Hughes: Have you considered limiting admission to students who have scored minimal or basic on their WKCE tests?
ULGM: No. Madison Prep will be open to any male student who wishes to attend, regardless of past academic performance.
19. Ed Hughes: Some have suggested that Madison Prep could skim offthe most academically.motivated African-American students from the District’s middle and high schools, leaving fewer role models and academic peers for the African-American boys who remain in our existing schools. What is your response to that concern?
ULGM: The notion that charter schools skim off the most motivated students is a common misconception. First, this argument is not logical. Parents/caregivers ofchildren who are academically motivated and doing well in traditional public schools have little incentive to change their students’ educational environment. Those kids will likely stay put. When a parent, teacher, social worker, or school counselor recognizes that a child isn’t doing well in the traditional school and seeks an alternative, the charter school that is sought as an alternative does not in this process gain some advantage. In fact, research suggests the opposite. A 2009 study by researchers at Michigan State University, the University of Wisconsin, and Mathematic Policy Research examined charter schools from across the country to test the “skimming” theory. The researchers found no evidence of skimming. In fact, they found students who go to charter schools typically have LOWER test scores than their counterparts in traditional public schools. 20. Ed Hughes: Have you extended preliminary or informal offers of employment at Madison Prep to anyone? If so, identify to whom the preliminary or informal offers were made and for which positions.
ULGM:No.
21. Ed Hughes: What will he your strategy for recruiting teachers? What qualifications will you establish for teachers? Please describe the general range of salary and benefits you expect to offer to teachers.
ULGM: Teacher Recruitment -The overarching goal of teacher recruitment will be to hire a highly qualified, passionate, hard-working, diverse staff. The recruitment effort will include casting a wide net that allows Madison Prep to draw from the pool oflocal teachers as well as teachers statewide and nationwide who will embrace the opportunity to help build a school from the ground up. We will recruit though typical both typical means (postings on our website, WECAN, charter school association job pages) as well as through recruitment fairs outside of the state. Our hiring process will take place in early and mid spring rather than late spring and summer so that we may have a competitive edge in recruiting the teachers that are the best fit for Madison Prep. While the Head of School will be responsible for the hiring of teachers, he/she will engage a committee of teachers, community members, parents, and students in the process ofselecting teachers and other staff. In addition to a thorough interview, teacher candidates will be required to teach a sample lesson to a group of students, as well as other interview committee members. Teacher Qualifications-All teachers at Madison Prep will be licensed by the Department of Public Instruction.
General Salary Range and Benefits*-For the 2012-2013 school year, the salary for Master Teachers (of which there will be two) is currently projected to be $61,406 with a signing bonus of $2,000 and a maximum performance bonus of $2,750. The salary for general education teachers is currently projected to be $50,055 for the 2012-2013 school year, with a signing bonus of$2,000 and a maximum performance bonus of$1,750. Madison Prep intends to provide a full range of benefits to its teachers. *Salary and bonus figures are subject to change
22. Ed Hughes: MMSD already has a charter middle school with a very diverse student population -James C. Wright Middle School. If the school district chose to continue James C. Wright as an instrumentality charter school but modeled on your Madison Prep proposal, which components of your proposal do yon think could be implemented at the school and which components of your proposal could not?
ULGM: The Urban League is not in a position to determine how the fundamental elements ofthe Madison Prep proposal could or could not be implemented at James C. Wright Middle School. That determination would have to be made by the district administration and c01mnunity at Wright.
23. Community Member, via Arlene Silveira: Here is the annual report from one of the Urban League charter schools that the proposal cites as a model for Madison Prep:

Please note the test achievement goals and scores on page 4 and compare them with the extremely overconfident goals of the Madison Prep proposal. IfMadison Prep is serious about attaining the goal of 75% oftheir students scoring 22 or higher on the ACT or 1100 or higher on the SAT, how do they plan to achieve this and what will happen with those students who fail to meet this standard? What will happen to the teachers who don’t meet their quota ofstudent test scores above this level? Please investigate these questions in detail and within the framework of Madison Prep processes from admissions through expulsion.
ULGM: The reference to the New Leadership Charter School in Springfield, Massachusetts in the Madison Prep initial proposal was meant to show the precedent for the establishment of charter schools by Urban League affiliates; the New Leadership Charter School is NOT a model for Madison Prep, nor was this ever stated in the initial proposal. That said, Madison Prep IS serious about our student achievement goals related to the ACT and SAT. We plan to meet these goals through-as the proposal states-an all-male student body, the International Baccalaureate Curriculum, college preparatory educational program, Harkness Teaching, an extended school day and year,mentoring and coll1111unity support, and a prep year. Students will be carefully assessed for years leading up to these tests to ensure their preparedness. When formative assessments indicate re-teaching is needed in order to meet the goal, students will receive further individualized instruction. Madison Prep teachers will not have student test score “quotas.”
24. Lucy Mathiak: What would a timeline for the counterpart girls’ school look like?
ULGM: We would like to initiate the process for the girls’ school in the fall of 2012, with an opening aimed at 2014-2015.

I continue to believe that the fate of this initiative will be a defining moment for the Madison School District. If approved and implemented, it will, over time, affect other traditional schools within the District. If it is rejected, a neighboring District will likely step in.

Race to Sanity



David Brooks:

First, Obama and the education secretary, Arne Duncan, set up a contest. They put down $4.5 billion in Race to the Top money. They issued some general guidelines about what kind of reforms states would have to adopt to get the money. And then they fired the starting gun.
Reformers in at least 23 states have passed reform laws in hopes of getting some of the dough. Some of the state laws represent incremental progress and some represent substantial change. The administration has hung tough, demanding real reform in exchange for dollars. Over all, there’s been a tremendous amount of movement in a brief time.
This is not heavy-handed Washington command-and-control. This is Washington energizing diverse communities of reformers, locality by locality, and giving them more leverage in their struggles against the defenders of the status quo.
Second, the Obama administration used the power of the presidency to break through partisan gridlock. Over the past decade, teacher unions and their allies have become proficient in beating back Republican demands for more charters, accountability and choice. But Obama has swung behind a series of bipartisan reformers who are also confronting union rigidity.
In Rhode Island, the Central Falls superintendent, Frances Gallo, fired all the teachers at one failing school. The unions fought back. Obama sided with Gallo, sending shock waves nationwide. If the president had the guts to confront a sacred Democratic interest group in order to jolt a failing school, then change was truly in the air. Gallo got the concessions she needed to try to improve that school.




Top public universities faulted on financial aid

Many of the nation’s top public universities are giving millions of dollars in financial aid to students from relatively wealthy families instead of to those who urgently need it, resulting in campuses that are often less diverse than those at elite private schools, a new report says.
From 2003 to 2007, public research universities increased the amount of aid to students whose parents make at least $115,000 a year by 28 percent, to $361.4 million, said the Education Trust, a nonprofit advocacy group.
Those schools routinely award as much in financial aid to students whose parents make more than $80,000 a year as to those whose parents make less than $54,000 a year, according to the report, “Opportunity Adrift.”




Harvard’s Hollow Core



“The philosophy behind the core is that educated people are not those who have read many books and have learned many facts but rather those who could analyze facts if they should ever happen to encounter any, and who could ‘approach’ books if it were ever necessary to do so.”

Even before Harvard’s Core Curriculum made its debut, in 1979, Saturday Review hailed it as “a quiet revolution.” The magazine was wrong on both counts: not only was the core unrevolutionary but it rapidly became one of the loudest curricula in America. Time, Newsweek, and other popular periodicals celebrated the new program, which required undergraduates to take special courses designed to reveal the methods–not the content–of the various academic disciplines. “Not since…1945,” The Washington Post said, “had the academic world dared to devise a new formula for developing ‘the educated man.'” The reform was front-page news for The New York Times, and even network television covered it. Media enthusiasm continues today, with Edward Fiske, the former education editor of The New York Times advising readers of The Fiske Guide to Colleges: “Back in the mid-1970s Harvard helped launch the current curriculum reform movement, and the core curriculum that emerged ranks as perhaps the most exciting collection of academic offerings in all of American higher education.”
The core did indeed start a movement. A 1981 report issued by The Carnegie Foundation for the Advancement of Teaching spoke of “the Harvard lead” and recommended a general-education program that put more emphasis on “the shared relationships common to all people” than on any particular facts. The University of North Carolina at Chapel Hill soon adopted the Harvard approach, and other schools have instituted programs that stress skills over facts. The structures of these programs vary, but the Harvard core’s singular influence is suggested by Ernest Boyer’s 1987 book College: The Undergraduate Experience in America. Boyer’s survey of academic deans at colleges and universities nationwide found that the Harvard core was the most frequently mentioned example of a successful program of general education.
For their part, Harvard officials seem delighted with the program. A. Michael Spence, who just finished a six-year term as dean of the faculty of arts and sciences, has labeled it “a smash hit”; President Derek Bok has heralded its “enormous success.” Indeed, Bok, who will step down next year after two decades at the helm, said in 1983, when the faculty approved the continuation of the core, that the development of the program had given him more satisfaction than any other project undertaken during his presidency. In 1985 the members of Harvard’s chief governing board showed that they had no complaints either when the elected the core’s architect, Henry Rosovsky, to their number. (Rosovsky, who preceded Spence as dean of the faculty, has now been appointed acting dean while Harvard searches for Spence’s permanent replacement.) The program recently marked its tenth anniversary, and no fundamental changes are on the horizon.
Forty-five years ago Harvard had a clear idea of its mission. In 1945 it published a 267-page book laying out goals for educators, with the hope of giving American colleges and secondary schools a “unifying purpose and idea.” The thrust of this volume, titled General Education in a Free Society but nicknamed “the Redbook,” was that educational institutions should strive to create responsible democratic citizens, well versed in the heritage of the West and endowed with “the common knowledge and the common values on which a free society depends.” As James Bryant Conant, then the president of Harvard, once summed up his goal, “Our purpose is to cultivate in the largest possible number of our future citizens an appreciation of both the responsibilities and the benefits which come to them because they are Americans and are free.”
To accomplish this goal at Harvard, the Redbook recommended that every undergraduate be required to take two full-year survey courses, tentatively called “Great Texts of Literature” and “Western Thought and Institutions,” and a full-year course on the principles of either the physical or the biological sciences. The Harvard faculty balked at this specific program, but it endorsed the Redbook’s essence. In each of three areas–the humanities, the social sciences, and the natural sciences–it established a short list of approved courses. The general education program was first required in the fall of 1949 and was fully phased in two years later, when all entering students were required to do two semesters of approved coursework in each area.

Charter schools need a shout-out in Madison action plans

Yet try to find any mention of charter schools in the Madison School District’s new strategic plan and you’ll feel like you’re reading a “Where’s Waldo?” book. You almost need a magnifying lens to find the one fleeting reference in the entire 85-page document. And the words “charter school” are completely absent from the strategic plan’s lengthy and important calls for action.
It’s more evidence that much of liberal Madison clings to an outdated phobia of charter schools. And that attitude needs to change.
Nearly 10 percent of Wisconsin’s public schools are charters. That ranks Wisconsin among the top five states. Yet Madison is below the national average of 5 percent.
Charter schools are public schools free from many regulations to try new things. Parents also tend to have more say.
Yet charters are held accountable for achievement and can easily be shut down by sponsoring districts if they don’t produce results within a handful of years.
One well-known Madison charter school is Nuestro Mundo, meaning “Our World” in Spanish. It immerses kindergartners, no matter their native language, in Spanish. English is slowly added until, by fifth grade, all students are bilingual. My daughter attends Nuestro Mundo.
It was a battle to get this charter school approved. But Nuestro Mundo’s popularity and success have led the district to replicate its dual-language curriculum at a second school without a charter.
The School Board has shot down at least two charter school proposals in recent years, including one for a “Studio School” emphasizing arts and technology.
Madison School Board President Arlene Silveira told me Friday she supports adding charter schools to the district’s action plans in at least two places: under a call for more “innovative school structures,” and as part of a similar goal seeking heightened attention to “diverse learning styles.”

I agree. I believe that diffused governance, in other words a substantive move away from the current top down, largely “one size fits all” governance model within the Madison public schools is essential.




Dallas-Fort Worth school districts struggle as need for bilingual classes grows

Bilingual education is supposed to be expanding to more languages – such as Vietnamese and Arabic – but many school districts can’t find the teachers to handle the two-language classes.
“The teacher shortage that was there for Spanish now translates to other languages,” said Shannon Terry, Garland ISD’s director of English as a Second Language (ESL) and bilingual education.
Area districts are recruiting for next school year, searching for tough-to-staff areas such as math and science. But bilingual teachers are also in high demand.
The state requires any school district that has at least 20 students in a grade level who speak a language other than English to provide a bilingual program in that language.
In 2007, the State Board for Educator Certification expanded the bilingual program to include Vietnamese, Arabic, Chinese, Japanese and Russian. But that doesn’t mean more diverse teachers are lining up for jobs.
“It’s not common knowledge,” said Terry. “The universities aren’t designing programs necessarily yet to support teachers in securing those credentials.”

The Madison School District, in response to Nuestro Mundo’s desire for a middle school charter, plans to implement dual immersion across the District.

In the spring of 2010, nearly 50 children will comprise the first graduating class of the Nuestro Mundo Community School on Madison’s East Side.
I am the proud parent of a daughter who will be among them.
My husband and I have spent the past five years marveling as she has acquired a second language, conquered challenging curricula and embraced friends from a variety of races and ethnicities. We eagerly anticipate the years to come as her love for languages and diversity continue to blossom.
But like many other parents, we are very worried about what the next stage of her academic journey will look like.
Nuestro Mundo is a charter school that has applied innovative teaching practices within a dual-language immersion framework. It is in its fifth year of offering elementary school students a dual-immersion curriculum in Spanish and English.
Kindergartners enter Nuestro Mundo as either native Spanish or native English speakers. By fifth grade, the goal is for all students to be proficient in both languages and at least on par, academically, with their peers at other schools. The skills they have cultivated need to continue being nurtured.

Unfortunately, charter schools and the Madison School District have mostly been “oil & water”. A few years ago, a group of parents & citizens tried to start an arts oriented charter – The Studio School. Read more here.
Every organization has its challenges and charters are certainly not perfect. However, it is more likely that Madison will see K-12 innovation with a diffused governance model, than if we continue the current very top down approach and move toward one size fits all curriculum. It will be interesting to see what the recent open enrollment numbers look like for Madison. Finally, a Chicago teacher on “magnet schools“.

The first national survey of its kind finds that virtually all American teens play computer, console, or cell phone games and that the gaming experience is rich and varied, with a significant amount of social interaction and potential for civic engagement. The survey was conducted by the Pew Internet & American Life Project, an initiative of the Pew Research Center and was supported by the John D. and Catherine T. MacArthur Foundation. The primary findings in the survey of 1,102 youth ages 12-17 include —
Game playing is universal, with almost all teens playing games and at least half playing games on a given day. Game playing experiences are diverse, with the most popular games falling into the racing, puzzle, sports, action and adventure categories.
Game playing is also social, with most teens playing games with others at least some of the time and can incorporate many aspects of civic and political life.




In Defense of Home Schooling

Feb. 28 ruling by the 2nd District Court of Appeal barred parents from home schooling their children unless they have teaching credentials. Supporters of home schooling say the decision, if upheld, would make California the most restrictive of the 50 states on the issue and turn thousands of parents into outlaws.
Monday’s rehearing in the case drew at least 45 lawyers representing the California attorney general, the governor, the state Department of Education and several religious-liberty legal foundations, as well as home-school father Mark Landstrom of Northridge.
His son Glenn, 21, who accompanied him, is now a student at Patrick Henry College in Virginia, a small evangelical Christian school.
“It helped me feel really prepared for college,” Glenn Landstrom said of his home-based education in an interview outside the courtroom. He dismissed the assertion that home schoolers are intolerant of those of diverse backgrounds as “kind of a strange rumor.”




Schools Diversity Based on Income Segregates Some

When San Francisco started trying to promote socioeconomic diversity in its public schools, officials hoped racial diversity would result as well.
It has not worked out that way.
Abraham Lincoln High School, for example, with its stellar reputation and Advanced Placement courses, has drawn a mix of rich and poor students. More than 50 percent of those students are of Chinese descent.
“If you look at diversity based on race, the school hasn’t been as integrated,” Lincoln’s principal, Ronald J. K. Pang, said. “If you don’t look at race, the school has become much more diverse.”
San Francisco began considering factors like family income, instead of race, in school assignments when it modified a court-ordered desegregation plan in response to a lawsuit. But school officials have found that the 55,000-student city school district, with Chinese the dominant ethnic group followed by Hispanics, blacks and whites, is resegregrating.
The number of schools where students of a single racial or ethnic group make up 60 percent or more of the population in at least one grade is increasing sharply. In 2005-06, about 50 schools were segregated using that standard as measured by a court-appointed monitor. That was up from 30 schools in the 2001-02 school year, the year before the change, according to court filings.




“No, My Son Doesn’t ‘Act Black.’ There’s No Such Thing.”



This powerful first-person account by Aleta Payne first appeared in the Washington Post earlier this month. It brought tears to my eyes as I read it in our own Cap Times last night. The piece drives home the multifaceted nature of the achievement gap, underscoring the fact that the search for a single solution is seriously misguided and that we must each do our part.

Sam came home from the overnighter visibly crushed. He curled around his hurt as though he’d been punched in the gut, and he refused to say what had happened. My husband and I fought panic as all the horrible things that might happen to a 14-year-old away from home pounded through our brains. We cajoled and interrogated as he tried to disappear into the living room sofa, until finally, enough of the story emerged to reassure us that our oldest son hadn’t been physically injured. But his suffering was still real.
His friends had asked him why he didn’t act black.

Denver’s School for the 21st Century

On a 10-acre parcel at the southern edge of the master-planned community that is emerging on the site of Denver’s former Stapleton International Airport, educators at an unusual high school are working to provide its diverse student body with a rigorous science, math, and technology focused liberal arts education.
The Denver School of Science & Technology (DSST) is not a neighborhood school, however. Few of its 400 students are Stapleton residents. DSST is a public charter school that admits students from the entire metropolitan area by lottery only. Low-income students make up at least 40 percent of each class, and at least 45 percent are girls. All are expected to attend four-year colleges, despite varying degrees of academic preparation before high school.
To house the ambitious program, officials imagined a building “where kids could feel good about coming to school and about being involved in the sciences,” says David Ethan Greenberg, DSST founder and member of its board of directors. The school’s architect, klipp, responded with a colorful building made up of a pleasing collection of different sized volumes clad in brick, stucco, and metal. The facility opened in January 2005, after DSST spent is first semester of operation in temporary quarters at a parochial school.




CASTing



This is the third in a series of farewell posts to the SIS blog. I still don’t know how long this will take; I don’t have a schedule but I don’t think too much longer. There are still things I want to say before I leave this forum. “The Long Goodbye?” I hope not, but a bit longer. I also want to note that as part of weaning myself from SIS, I’ve decided not to “do comments.” Some of that decision is a selfish desire to pursue my own agenda and some of it is a recognition that “doing comments,” pulls me in exactly the direction I’ve been complaining about. I only mention this because I want to applaud Ed Blume’s recent effort to be constructive, education4U’s and Larry Winkler’s comments on my previous post in this series and thank Barb S. for her kind words. Some of the things I want to say are very general about how I think about education and activism; some are specific to my experiences in Madison and with SIS. Most are a combination. This one is a combination that turns out to be timely (I intended to write this before the event that gives it timeliness – an event I had no direct part in).
This post is about the referendum campaign, CAST (Communities and Schools Together) and what others have called “the CAST leaders,” (I have never heard anyone associated with CAST call himself or herself or anyone else a leader. I prefer to think them as those who are working the hardest). There has been an attempt to make the referendum campaign at least partially about the people working with CAST. If that is gong to be the case I think it is important to relate what I know about those people and that organization.
It is serendipitous that the word CAST fits so well with what I want to write about, which is the how CAST came together and how it functions. I don’t know the entire story and the fact that I don’t know is part of the story. It is significant that there is very little formal organization or structure and much improvisation; that things get done because varied and talented and committed people find the time and means to get them done. We’ve been doing this without being given orders or deadlines or anything but encouragement. So I don’t know all about how CAST came together (and in fact to know all that, I think I’d have to query every person who proudly calls himself or herself a member of CAST because every person has their individual story and reasons for wanting to help get the referendum passed). Enough with the protestations of ignorance, there are some things that I do know and these are part of the story too.
Carol Carstensen was designated (officially? unofficially?) by the Board of Education to coordinate the campaign. In some manner and in some way and to some (from what I can tell, limited) fashion Carol recruited people to fit certain slots, like a casting director casts a play or movie. I don’t know what these slots were, but I would guess that geographic diversity and earned respect from varied portions of the MMSD community were part of the criteria and skills and strengths may also have been considered. That is one meaning of cast.
Cast also describes casting a line or a net to see what you catch. That’s how most of the people working for the referendum came together. It was more of a wide net than a line. Calls for help on list serves, word of mouth, letters to supporters of past referendums, more word of mouth…were all parts of it that I know of. When you cast a wide net, you can end up with many different types of fish.
CAST has many different types of fish, many different types of educational activists. Really, we share only three things: (1) A desire to see the referendum pass; (2) a willingness to work to make that desire a reality and (3) respect for one another. There are people who I am working closely with who I have in the past had public disagreements with. There are people who I am working closely with who have made public statements that show they have a greater concern than I do about “Bright Flight.” There are people making great contributions and I don’t know anything about them but their names and their contributions. There are probably people who have views that are very, very different from mine. There is no party line but to get the referendum passed. That’s one reason why it is so laughable that anyone would try to make a big deal about the fact that no CAST member “called” me on what I wrote about the Wright PSO meeting (and note that the person making that accusation was on the CAST list, read the message and only attempted to “call” me on it in a different and more public forum where he was confident that his distortions would get a more friendly reception). What was really going on was I was sharing something that was important to me with a diverse group who I knew would (with one exception) treat my thoughts with respect. I didn’t post those thoughts on SIS because I knew they wouldn’t be treated with respect. I don’t give a damn now, so before I leave I’m going to say a lot more about that meeting. The other people on the list (with one exception) understood that: TJ on the soapbox again, sometimes worth heeding, sometimes wrong, sometimes tiresome, but not to be twisted or ridiculed. Respect. It wasn’t a policy statement or an attempt to convince anyone of anything. Maybe at some level I wanted to prompt people to think about contrasting attitudes on support for public education, but mostly I wanted to share my moving experience of hearing from other supporters with those who are working to build support (again, with one exception). So a wide net was cast and the catch is good and varied. That’s what coalitions are. We work together to achieve those goals we share in common.
The final usages of cast I want to bring in are biblical. “Cast your bread on the waters; for you shall find it after many days” (Ecclesiastes 11). Most interpretations of this injunction concern faith and charity and doing good works. Having faith to follow a practice that appears to make no sense (historically seed was cast from river boats at high tide as a way of planting, so there was method to the madness). And charity and good works, in that if give of yourself based on faith, your faith will be returned, your good works will yield returns, you will find the bread. I have the sense that the people working with CAST are working based on a faith that building that school, renovating the other, refinancing those debts will all be returned to the community with a multitude of small and large benefits. Given the current atmosphere, I need to point out that this isn’t a blind and irrational faith, there is good evidence to back it up (look at the CAST web site). But in another sense it is irrational for many of us. My children will not attend the new school or Leopold; the odds of the money saved directly benefiting my children are very small. Still I have faith that doing what is right — right for the children who will attend the new school, right for those whose schools will avoid some overcrowding because of the new school, right for those at Leopold who will finally get some relief from overcrowding, right for those who may gain a teacher or a smaller class and will not lose some services because of the refinancing, right for the MMSD community of five or ten or fifteen years from now who without these measures will be forced to build a new school or new schools in crisis situations (because that land is there and homes will be built and children will need schools) — will yield indirect returns for me and those I care about. It will make Madison a better place. I can’t see any way that failing to pass this referendum will make Madison a better place.
My faith has been shaken lately. Not my faith that passing the referendum is the right thing to do. It is my faith in myself, in my understanding of how the world works and in my belief that the vast, vast majority of people on this planet are people of good will. These faiths have been shaken by doubts that whatever benefits may come from my advocacy; the road that I have taken my advocacy on in response to recent events may be causing harm to an individual in ways that I did not anticipate and do not desire. These faiths have also been shaken by momentary doubts about how much and how far I can trust someone who I like very much but don’t know very well. The first set of doubts I am struggling with. I quickly decided to dismiss the second set, but I am ashamed that they even rose in my mind. I am sorry to be so cryptic, and only am sharing this because it has brought home to me how important trust and honesty are. Living life with the assumption of distrust is not a good way to be. Working to improve our children’s schools and futures based on distrust is not a good way to get things done.
The last use of cast I’m going to say anything about is “He that is without sin among you, let him cast the first stone” (John 8:7). (If you got this far aren’t you glad I decided not to drag in anything about casting from a mold, or a cast for a broken bone. I am.) I’ve cast some stones in my day that I am not proud of and I’m not without sin, so I’m not claiming personal purity. I’ve certainly had some stones cast my way lately. I’ll pick a fight and almost never back down, but I would never initiate the kind of dirty tactics I’ve seen directed my way and at CAST. As I am sure anyone who was on the CAST list can attest, there has never been any discussion or contemplation of using dirty tactics. (Really, the best opposition research that came from this failed Nixonian misadventure was a statement from me completely divorced from the referendum that had to be misinterpreted in order to even try to do anything with.) I’m not saying CAST is without sin, but we aren’t casting stones either. There may be referendum supporters casting stones, but they are not part of any campaign I am involved with.
CAST is a coalition of dedicated people who believe that passing the referendum is the right thing to do. No more, no less. In regard to how the electorate votes on the referendum, most of this shouldn’t matter at all. I’ve asked repeatedly that those of us who devote time to educational activism help others decide how to vote based on the merits of the proposals on the ballot. This plea has been met with resistance from those who oppose the referendum and those who have not taken public stances. Who supports or opposes the referendum and how they express their support or opposition isn’t on the ballot. This shouldn’t be about me or anyone else. Unfortunately Jim Zellmer and others are correct that at least some voters will be thinking of things other than the merits of the ballot measures as they cast their votes. If one of those things is the revealed character of activists on each side, then I can’t help but feel good about the prospects for passage.

Imagine this: You live in Ann Arbor. Your first-grade student comes home from school and tells you the teacher handed out cupcakes today – to every child except yours and two others. Why? “Teacher said I wasn’t on the list of kids who were paid for.”
You call the teacher and are told you never sent in money for daily snacks. The reason you didn’t pay was because you couldn’t. With four mouths to feed, living on disability, you struggle to pay your rent, utilities and food bills. There is no money for extras. And now your child watches, while almost everyone in the class enjoys snacks every day.
Does this really happen in Ann Arbor? It does not. If it did, we would collectively rise in protest. We can’t imagine a teacher who would skip a student when distributing treats just because his or her parent is too poor to pay. In fact, when research showed hungry children had trouble focusing on academics, policy makers universally embraced the concept of free and reduced school breakfast and lunch programs.
Now ask yourself this: Which would a child rather have – a cupcake or school pictures? A bag of chips or a yearbook? Every year in most of our children’s classrooms, teachers hand out school picture packets to some kids, but not others. They give certain children yearbooks, but skip their peers. Why? Because their parents didn’t pay. Sometimes by choice, but more often the reason is financial.

Acting White



Donna Ford, Ph.D., and Gilman Whiting, Ph.D., both of Vanderbilt University, are two leading African American education scholars who have dedicated their professional lives to the issue of minority achievement. Professor Ford is a nationally recognized expert in gifted education, multicultural education, and the recruitment and retention of diverse students in gifted education. Professor Whiting is a nationally recognized expert in African American male achievement and under-achievement. Professors Ford and Whiting made a two-part visit to the MMSD earlier this year, the result of an invitation from Diane Crear, recently retired MMSD Special Assistant to the Superintendent for Parent-Community Relations. As part of their program for minority parents, Professors Ford and Whiting talked about the research that attests so clearly to the importance of books in the home, reading to our children, talking with our children in intellectually stimulating ways, and taking an active interest in our children’s educational experience. They also showed the following segment from a June, 1999, episode of ABC’s “20/20.” The segment is entitled “Acting White” and was filmed at our own Madison East High School. It is thought-provoking, to say the least, and generated a lot of discussion amongst those in the audience last March when it was shown. We offer it to SIS readers for their thoughtful consideration.

“What is This Diploma Worth?”

But there is a crisis for many of those who graduate, too – a crisis of educational quality and rigor that generally goes unspoken, perhaps for fear that it’s not politically correct to talk about it.
If students who graduate from MPS – still the largest single body of high school students in southeastern Wisconsin and by far the most diverse – are to be successful, they need to be better prepared than they are.
The diploma gap can be seen in the scores on ACT college entrance tests. The composite score for MPS students taking the tests in 2004-’05 was 17.5, the lowest in at least the last nine school years. Statewide, the average was 22.2. At Homestead High, one of the better local schools, the average was 25.
Eric Key, a math professor at UWM who analyzed the scores of incoming students on math placement tests, looked at data on the average math scores of MPS students on the ACT and said, “These scores are basically saying they’re ready to start ninth grade.” It’s not an official judgment – ACT doesn’t say what a ninth-grader ought to score – but the point stands. ACT does say what a student ought to score to have a reasonable chance of doing well in a first level college math course – a 22. The MPS average score in math: 17.
The degree to which low rigor is a problem varies not only between MPS and other districts but within MPS, where some high schools are clearly more challenging than others.

Paul Wellstone has been dead for a long three years, and yet there is rarely a national political debate that does not cause me to think: What would Wellstone do?
The late Minnesota senator was an epic political figure, who fought not just against right-wing Republicans but against those in his own Democratic Party who would warp it into a pale reflection of the GOP. Wellstone’s willingness to challenge the accepted political “wisdom” of the moment often put him at odds with folks he expected or at least hoped would be his supporters.
Madison School Board candidate Maya Cole, a graduate of “Camp Wellstone,” the candidate training program developed by the former senator’s family and friends to train a new generation of rabble-rousing contenders, knows that feeling. She’s a passionate progressive who has poured her energies into struggles to stop the war in Iraq, reduce gun violence, defend voting rights, challenge racism and reorder economic priorities so that society will be more just.

Will the Madison district sink or swim?
April 4th elections could prove pivotal

At the end of an especially divisive Madison school board meeting, Annette Montegomery took to the microphone and laid bare her frustrations with the seven elected citizens who govern Madison schools.
“I don’t understand why it takes so long to get anything accomplished with this board!” yelled Montgomery, a Fitchburg parent with two children in Madison’s Leopold Elementary School. She pegged board members as clueless about how they’ve compromised the trust of the district’s residents.
“You don’t think we’re already angry? What do we have to do to show you, to convince you, how angry we are? If I could, I’d impeach every single one of you and start over!”
Impeachment isn’t being seriously considered as solution to the Madison Metropolitan School District’s problems. But infighting and seemingly insurmountable budget problems have increasingly undercut the board’s ability to chart a positive course for Madison schools.

And that’s not good, given the challenges on the horizon for a district of 24,490 kids with a $319 million budget. These include declining enrollment of upper- and middle-class families; continuing increases in low-income families and racial minorities; an overall stagnant enrollment which limits state funding increases; and prolonged battles with parent groups over everything from boundary changes to curriculum choices.

Candidates agree education is at crossroads



Madison School Board candidates Juan Jose Lopez and Lucy Mathiak look at what is happening in schools here in very different ways, but on at least one issue they are in complete agreement: Public education here and throughout the Badger State is at a critical crossroads.
But the two candidates vying for School Board Seat No. 2, which Lopez has held since 1994, have quite distinct notions about the nature of the challenges facing the Madison Metropolitan School District.

The standards-based reform movement has led to increased emphasis on tests, coupled with rewards and sanctions, as the basis for “accountability” systems. These strategies have often had unintended consequences that undermine access to education for low-achieving students rather than enhancing it. This article argues that testing is information for an accountability system; it is not the system itself. More successful outcomes have been secured in states and districts, described here, that have focused on broader notions of accountability, including investments in teacher knowledge and skill, organization of schools to support teacher and student learning, and systems of assessment that drive curriculum reform and teaching improvements.

NCLB Area Comments



Kurt Gutknecht and Bill Livick pen an interesting article, published recently in the Fitchburg Star:

Several teachers at area schools did not return calls asking for their opinion on the act. Administrators were less reluctant to weigh in.
The principal of a Madison middle school, who did not want to be identified, gave a qualified endorsement to the act for focusing on essential skills and for including all students.
“They’re reasonable standards. A student can’t solve problems if she can’t read well,” the principal said.
Madison schools have a good foundation in addressing the needs of all students, which predated the act, according to the principal. Of greater concern was the act’s requirement that specialists teach every content area, which could force many qualified teachers from the profession. Although it’s not unreasonable to focus on formal teaching standards, “it seems ludicrous” because “many of our most effective teachers are generalists,” said the principal, particularly when there’s no funding for training.
The requirements of the act have “terrified” some teachers, who fear being labeled as ineffective and are concerned about teaching in a school that’s labeled as having failed, according to the principal.

The development and implementation of the common 10th grade English course is a significant initiative for two related reasons. First, the course is central to providing instruction in the core content areas within each of the four small learning communities in grade 10, as outlined in the SLC grant proposal. And second, the course represents a major change from the elective course system for 10th graders that has been in existence at West for many years. Given the importance of this effort, we want to understand what members of the English Department thought of the work to date.

MMSD Equity Policy Exists – Board Not Overseeing Policy



On Monday, October 31st, the Madison School Board voted to establish an equity policy task force even though a board equity policy exists – http://www.madison.k12.wi.us/policies/9001.htm. The existing equity policy goals are twofold: (1) that all students will be provided an equitable educational opportunity in a diverse setting and (2) that all students will achieve in accordance with the 100% success objectives. MMSD School Board members are not taking the necessary steps to ensure that the existing School Board Equity Policy is being implemented as stated in the policy requirements. Why not? It seems to be easier for the Board majority to punt to another new task force and confuse the situation, further delaying action.
There are serious flaws and confusion in the ‘reasoning’ and applications of the ‘equity policy’ by the majority of the Board: equity and equal are NOT the same; nor do the equity policy and the equity formula mean, nor do the same things. The Board majority and the Administration conveniently hide behind the confusion and lack of accountability they create to ‘assure’ everyone they are doing everything they can given financial constraints that prevent them from doing more. The lack of prior board oversight, work and actions simply do not support the board majority’s statements on Monday night.
For example, as Chair of the Performance and Achievement Committee last year, Board member Juan Jose Lopez had both the power and the authority to set the agenda for his committee. Did his committee make closing the achievement gap a priority? No. Did his committee examine curriculum, identify where resources are being allocated and what support resources are needed, review test results, budgets and make recommendations for changes to improve the achievement gap? No. I attended all the Performance and Achievement Committee meetings. What was done? District administrators made “seminar type” information presentations on various subjects and curricula, but no data on MMSD’s students were presented.

Curriculum Changes Proposed at West High



As discussion continues over the lack of AP courses at West High School relative to the other three Madison high schools, West prepares to further reduce the course opportunities for students.
Many West parents wrote this past spring and summer to Principal Ed Holmes, Science Chair Mike Lipp, and District Science Coordinator Lisa Wachtel advocating for more not fewer sections of Accelerated Biology. Parents have also written to express concern about plans to homogenize the 10th grade English curriuculum, eliminating the options currently available to 10th graders, and requiring students to wait until 11th grade before they can take elective courses in English.
There had been no response to these concerns until a recent letter went out at the end of September from Principal Ed Holmes.
Dear Interested Parent:
As we continue to improve and expand our curricular program to meet the needs of a very diverse student population, I want to assure you that we are working with best practice models and some of the most informed professionals in the field to make sure we offer a quality academic program for your child. Our goal is to do our absolute best to provide a challenging rigorous curriculum that meets the needs of every student that we serve at West High School.
The following information represents the work that has been done over the summer and at the outset of the 2005/06 school year in the areas of science and English. The people involved in the work in biology have been Welda Simousek, Talented and Gifted Coordinator for MMSD, Lisa Wachtel MMSD science coordinator, Mike Lipp, West High, science Department Chairperson, and members of the West High biology teaching team. Work in the area of English has been done by Keesia Hyzer, West High English Department Chairperson, Ed Holmes, Principal, West High School and members of the West High English teaching team.
Science

  • There was over 25 hours of district-supported science professional development this summer focusing on quality instruction and differentiation at the high school level. Members of the West biology staff participated in this professional development opportunity along with high school science teachers from all the other MMSD high schools.
  • There are eight professional development days scheduled during the 05-06 academic year to continue the work begun over the summer and further develop the honors designation in science.
  • While there has been initial work over the summer on the honors designation in science there remains a lot of work to be done by the West science staff
  • We are keeping in mind the following critical components as we plan:
    • More work is not the goal. Qualitatively different work is what will be expected.
    • Not all of the work can be done inside of class. There will be homework assignments just as always, but again, the work expected will be qualitatively, not quantitatively different.
    • We are looking for ways to enable students working toward the honors designation to spend some time together as a group as well as to work with other groups of students.

English
Over the summer, members of the English Department worked to create an English 10 curriculum. We will continue to fine-tune this curriculum over the school year. During the summer of 2006, English 10 teachers will meet to plan and differentiate particular units. Criteria for an honors designation in English 10 as well as additional attention for struggling students are both specified in the curriculum.

  • All students have the option to elect or drop the honors designation.
  • Honors designation does not guarantee an A.
  • One English teacher, as part of her allocation, will be assigned as Skills and Enrichment Coordinator. This teacher will meet with those students who have elected honors twice weekly during lunch to lead discussion of the enrichment literature. This person will also grade honors exams and papers.
  • The Skills and Enrichment Coordinator will meet twice weekly during lunch with students needing additional help. Books on tape, as well as reading and writing assistance will be provided.

The English Department meets at least once monthly; professional development days will also be used to continue our work on planning English 10. We plan to present information regarding grade 10 English curriculum at the November 7 PTSO meeting. All parents are invited to come to hear about the work the English Department has been doing over the last few months. We will continue to keep parents involved in the process as we determine the future of curricular and academic programming at West.

Curricula play a vital role in educational practice. They provide a crucial link between standards and accountability measures. They shape and are shaped by the professionals who teach with them. Typically, they also determine the content of the subjects being taught. Furthermore, because decisions about curricula are typically made at the local level in the United States, a wide variety of curricula are available for any given subject area.
Under the auspices of the National Research Council, this committee�s charge was to evaluate the quality of the evaluations of the 13 mathematics curriculum materials supported by the National Science Foundation (NSF) (an estimated $93 million) and 6 of the commercially generated mathematics curriculum materials (listing in Chapter 2).(more…)




What’s Missing from the “Strategic Plan” for Madison Schools?



According to the National School Board Association, a school district’s Strategic Plan must include “student performance standards that clearly define what students are supposed to know and be able to do at each grade level”. Toward that goal, the Strategic Plan should clearly state the benchmarks for assessing yearly progress in student achievement.
On September 20, the Madison Board of Education revised its Strategic Plan. Conspiciously missing from our Strategic Priorities are benchmarks for most of our priorities.
