The Madison School District = General Motors?



A provocative headline.
Last Wednesday, Ripon Superintendent Richard Zimman spoke to the Madison Rotary Club on “What Wisconsin’s Public Education Model Needs to Learn from General Motors Before it is too late.” 7MB mp3 audio (the audio quality is not great, but you can hear the talk if you turn up the volume!).
Zimman’s talk ranged far and wide. He discussed Wisconsin’s K-12 funding formula (it is important to remember that school spending increases annually (from 1987 to 2005, spending grew by 5.10% annually in Wisconsin and 5.25% in the Madison School District), though perhaps not in areas some would prefer.
“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).
Zimman noted that the most recent State of Wisconsin Budget removed the requirement that arbitrators take into consideration revenue limits (a district’s financial condition @17:30) when considering a District’s ability to afford union negotiated compensation packages. The budget also added the amount of teacher preparation time to the list of items that must be negotiated….. “we need to breakthrough the concept that public schools are an expense, not an investment” and at the same time, we must stop looking at schools as a place for adults to work and start treating schools as a place for children to learn.”

Several years ago, former Madison Superintendent Art Rainwater remarked that “sometimes I think we have 25,000 school districts, one for each child”.
I found Monday evening’s school board meeting interesting, and perhaps indicative of the issues Zimman noted recently. Our public schools have an always challenging task of trying to support the growing range of wants, needs and desires for our 24,180 students, staff members, teachers, administrators, taxpayers and parents. Monday’s topics included:

I’ve not mentioned the potential addition of 4K, high school redesign or other topics that bubble up from time to time.
In my layperson’s view, taking Zimman’s talk to heart, our public schools should dramatically shrink their primary goals and focus on only the most essential topics (student achievement?). In Madison’s case, get out of the curriculum creation business and embrace online learning opportunities for those students who can excel in that space while devoting staff to the kids who need them most. I would also like to see more opportunities for our students at MATC, the UW, Edgewood College and other nearby institutions. Bellevue (WA) College has a “running start” program for the local high school.

Richard Zimman closed his talk with these words (@27 minutes): “Simply throwing more money at schools to continue as they are now is not the answer. We cannot afford more of the same with just a bigger price tag”.
General Motors as formerly constituted is dead. What remains is a much smaller organization beholden to Washington. We’ll see how that plays out. The Madison School District enjoys significant financial, community and parental assets. I hope the Administration does just a few things well.

“I don’t think that actually stating they’re supporting these policies actually means that anything will change,” said Mark Seidenberg, a UW-Madison psychology professor. “I don’t take their statement as anything more than an attempt to defuse some of the controversy and some of the criticism that’s being directed their way.”

While there’s broad agreement phonics alone is not a panacea for producing skilled readers, the degree and intensity to which it is taught has long been debated.

Forty-one percent of students scored proficient or better in reading on a state assessment last year, the state ranks middle-of-the-pack on its scores for fourth graders on a national reading assessment, and Wisconsin continues to have the worst disparity in reading scores between black and white students nationwide — figures proponents of the science of reading point to when saying the state needs to change direction.

State Rep. Jeremy Thiesfeldt, R-Fond du Lac, said he’s pleased with DPI’s statement but is taking it with “cautious optimism.”

“They’ve been reluctant to go along with what the science has said, but to their credit, they seem to be making the right moves right now,” said Thiesfeldt, chairman of the Assembly Education Committee.

Last month Thiesfeldt and Rep. John Nygren, R-Marinette, called for an audit to examine methods of reading instruction used in Wisconsin schools, whether DPI consistently measures student achievement and how a required test on reading instruction for certain teachers affects licensing.

“If they are serious about wanting to make these changes, they should not be hesitant to have an outside group come in and evaluate what it is they’ve been doing,” Thiesfeldt said.

At a Capitol press conference Wednesday, a group of science of reading proponents called on DPI to create a new cabinet-level position dedicated to reading, provide more training and coaching opportunities for teachers related to reading instruction, and place greater emphasis on reading proficiency when rating schools on state report cards, among other changes they’re seeking.

Speaking at the Capitol Wednesday, Seidenberg said DPI “has done little to address literacy issues that have existed for decades.”

“We know the best ways to teach children to read,” he said. “Wisconsin is simply not using them, and our children are suffering.”

The group said a small number of districts, including Thorp and D.C. Everest near Wausau, have seen promising results after shifting their reading curricula. It is promoting its initiative with a new website, and Facebook Page, titled The Science of Reading — What I should have learned in College.

Under the group’s proposal, the new assistant superintendent would work with a reading science task force to identify resources for educators across the state, including training and technical support, classroom coaching and guides to high-quality curriculum and instructional resources.

In addition, supporters said, all schools of education in Wisconsin would be invited to revise their reading curricula, to bring them in line with the International Dyslexia Association’s Knowledge and Practice Standards for Teaching of Reading.

Advocates for more explicit phonics instruction have found powerful allies in parents of children with dyslexia, a learning disorder that makes it difficult for them to read. They have been pushing legislation across the country, including two taken up by the Assembly Education Committee on Wednesday that would require schools to develop systems for identifying and serving dyslexic students and require each of the cooperative education organizations known as CESAs to hire dyslexia specialists.

Madison’s taxpayer supported K-12 school district, despite spending far more than most, has long tolerated disastrous reading results.

In addition, Madison recently expanded its least diverse schools.

Mr. Wroge’s opening is incorrect.

DPI has resisted substantive reading improvements, largely by giving mulligans to thousands of Wisconsin elementary reading teachers who failed to pass our only content knowledge exam: the Foundations of Reading.

My question to Wisconsin Governor Tony Evers on Teacher Mulligans and our disastrous reading results.

Deja vu: 2008 – 2019 Credit for non MadIson School District Courses and Adult Employment

To help students make the transition to a higher-intensity setting, two Madison School District teachers spend time at Goodman South instructing courses with solely STEM Academy students and some with a mix of traditional college and high school students.

“We thought it was really important to have high school teachers be part of the program, teachers that kind of know 16-year-olds well and may already have relationships with students,” Green said.

MATC also has two resource specialists working with the students at Goodman South, acting as academic and career advisers.

Green said the district and college have been intentional about structuring the student schedules so they are on campus between about 8 a.m. and 2:30 p.m. This is designed so students can continue to participate in sports or after-school, extra-curricular activities, she said.

“We felt it was important for them to still have a connection to their home school,” Green said.

Miranda, the La Follette High School student, makes it back to the Southeast Side school three days a week to participate in three different clubs.

“I just felt like I left part of my high school experience or teenage experience back there, even though I have friends here,” Miranda said. “At the same time, I really do like this environment because it does fit with being mature and having your own independence.”

“The district and the union also have quarreled over the role of MTI members in online learning for seven years. Under the new agreement, ANY (my emphasis) instruction of district students will be supervised by Madison teachers. The deal doesn’t change existing practice but confirms that that practice will continue.”

You are quite new to the MMSD. I am EXTREMELY disappointed that you would “cave in” to MTI regarding a long-standing quarrel it has had with the MMSD without first taking the time to get input from ALL affected parties, i.e., students and their parents as well as teachers who might not agree with Matthews on this issue. Does this agreement deal only with online learning or ALL non-MMSD courses (e.g., correspondence ones done by mail; UW and MATC courses not taken via the YOP)? Given we have been waiting 7 years to resolve this issue, there was clearly no urgent need for you to do so this rapidly and so soon after coming on board. The reality is that it is an outright LIE that the deal you just struck with MTI is not a change from the practice that existed 7 years ago when MTI first demanded a change in unofficial policy. I have copies of student transcripts that can unequivocally PROVE that some MMSD students used to be able to receive high school credit for courses they took elsewhere even when the MMSD offered a comparable course. These courses include high school biology and history courses taken via UW-Extension, high school chemistry taken via Northwestern University’s Center for Talent Development, and mathematics, computer science, and history courses taken at UW-Madison outside of the YOP. One of these transcripts shows credit for a course taken as recently as fall, 2005; without this particular 1/2 course credit, this student would have been lacking a course in modern US history, a requirement for a high school diploma from the State of Wisconsin.
The MMSD BOE was well aware that they had never written and approved a clear policy regarding this matter, leaving each school in the district deciding for themselves whether or not to approve for credit non-MMSD courses. They were well aware that Madison West HAD been giving many students credit in the past for non-MMSD courses. The fact is that the BOE voted in January, 2007 to “freeze” policy at whatever each school had been doing until such time as they approved an official policy. Rainwater then chose to ignore this official vote of the BOE, telling the guidance departments to stop giving students credit for such courses regardless of whether they had in the past. The fact is that the BOE was in the process of working to create a uniform policy regarding non-MMSD courses last spring. As an employee of the BOE, you should not have signed an agreement with MTI until AFTER the BOE had determined official MMSD policy on this topic. By doing so, you pre-empted the process.

Gubernatorial Candidate Tony Evers Proposal: Spend 12.3% (10%?) more taxpayer funds on Wisconsin K-12 school districts; while killing substantive reading improvement efforts.

Evers, a Democrat, is asking for $1.4 billion in additional funds for the state’s K-12 schools in the 2019-21 budget. The $15.4 billion request, submitted by Evers on Monday, comes less than two months before Walker and Evers will meet on the ballot — and Evers’ budget letter includes a swipe at the governor.

“Wisconsin has a proud history and tradition of strong public schools. Our state’s education system — from early childhood through higher education — has served as the pathway to prosperity for generations of Wisconsinites and the key to a skilled workforce and strong economy,” Evers wrote. “In recent years, however, historic cuts to education have impeded our progress.”

Evers’ budget request includes $606 million in new funding for special education programs, bringing funding for the programs up to $900 million by 2021. It also dedicates an additional $58 million to mental health programs, and an additional $41 million for bilingual-bicultural programs.

The DPI budget would also expand and fund new programs in the state’s five largest school districts — Milwaukee, Kenosha, Green Bay, Madison and Racine — which have disproportionate shares of students with significant achievement gaps. The proposals targeted toward those districts include expanding summer school grants, offering new funding for 3K programs and offering extra funding to National Board certified teachers who teach in high-poverty schools in those five districts.

The amounts noted above exclude substantial local taxpayer property taxes, redistributed federal taxpayer dollars and various grants. (The proposed taxpayer expenditure increase was 12.3% a few days ago).

Madison has benefited substantially from a $38B+ federal taxpayer electronic medical record subsidy.

Madison spends far more than most, nearly $20k per student.

Unfortunately, the Wisconsin Department of Public Instruction (DPI), lead for years by Mr. Evers, has killed our one (!) attempt to follow Massachusetts’ successful teacher content knowledge requirement(s) – MTEL.

The DPI has granted thousands of annual waivers for the elementary teacher reading content knowledge exam: Foundations of Reading.

Walker proposed $13.7 billion in total state support for public schools for the 2017-19 biennium. That includes about $2.2 billion in property tax credits that are counted as K-12 funding, but don’t go directly into the classroom.

Walker’s campaign spokesman Brian Reisinger touched on the record amount in a Saturday statement:

“Scott Walker made record actual-dollar investments in our schools, the most in state history in what Tony Evers himself called a pro-kid budget,” Reisinger said. “He will continue to make historic investments in schools without raising taxes on hard-working families and seniors to do it.”

Evers’ spokesman Sam Lau referred questions to DPI’s McCarthy.

McCarthy said in an interview Saturday that the last time school finance was overhauled in Wisconsin this way was for the 1995-97 budget cycle when the state added $1.37 billion.

Evers’ request for $15.4 billion in state support for K-12 schools in 2019-21, up 12.3 percent from the $13.7 billion distributed to school districts in the 2017-19 cycle, is similar to what the Legislature agreed to more than two decades ago, McCarthy said.

Molly Beck:

Britt Cudaback, spokeswoman for the Evers campaign, did not say how Evers would pay for the increase if elected governor, but indicated he would make education funding a priority.

“Budgets are about priorities. If we can find $4.5 billion for a foreign corporation, we can make the investments needed in our students,” Cudaback said, referring to incentives passed for Foxconn to build $10 billion worth of facilities in Wisconsin. “Tony’s priority is to fully fund our schools which can be done without increasing property taxes or forcing over a million taxpayers to go to referenda to pick up the tab. Tony is prepared to make tough decisions as governor and will do whatever is necessary to ensure we’re doing what’s best for our kids.”

Walker, a Republican, and Evers, the only Democrat leading a major state agency, have been at odds for years over how much funding to provide schools and where to spend it.

In the current state budget, Walker adopted much of Evers’ budget request, which included $649 million in new funding — a plan similar to requests that had been rejected by Walker previously.

Walker spokesman Brian Reisinger didn’t release details of the governor’s plans for school spending in the 2019-’21 state budget, but signaled that he also would continue to make K-12 education spending a priority.

Adult employment and the Madison School Board’s self interest

Like the rest of the board, both also voted to approve the 304-page employee handbook that replaced union contracts beginning in summer 2016.

District legal counsel Dylan Pauly pointed to two board policies that include provisions related to managing conflicts of interest among board members.

One says board members should “avoid conflicts of interest and the appearance of conflicts of interest,” including those set forth in a state law that prohibits “any official action substantially affecting a matter in which the official, a member of his or her immediate family, or an organization with which the official is associated has a substantial financial interest.”

In such cases the board member should refrain from participating in discussions about or voting on such matters in work groups and regular board meetings, and can even choose to leave the room, according to the policy.

Pauly told me Tuesday that she was “not going to address any specific issue or question regarding conflicts of interest for any particular board member.” (She wouldn’t say if it’s district taxpayers, the media or this particular member of the media who can’t get an opinion on the behavior of taxpayer-paid, publicly elected board members from the taxpayer-paid lawyer for the school district.)

But two years ago she pointed to a 1997 opinion from the old state Ethics Board as reason why board members with close personal relations employed by the school district can vote, in some capacity, on policies that affect those close personal relations.

A majority of the Madison School Board rejected the proposed Preparatory IB Charter School and the more recent Montessori pseudo Charter School.

This, despite spending more than most, now nearly $20,0000 per student and tolerating long term, disastrous reading results.

The Tyranny Is The Administrative State



John Tierney:

Sometimes called the regulatory state or the deep state, it is a government within the government, run by the president and the dozens of federal agencies that assume powers once claimed only by kings. In place of royal decrees, they issue rules and send out “guidance” letters like the one from an Education Department official in 2011 that stripped college students of due process when accused of sexual misconduct.

Unelected bureaucrats not only write their own laws, they also interpret these laws and enforce them in their own courts with their own judges. All this is in blatant violation of the Constitution, says Mr. Hamburger, 60, a constitutional scholar and winner of the Manhattan Institute’s Hayek Prize last year for his scholarly 2014 book, “Is Administrative Law Unlawful?” (Spoiler alert: Yes.)

“Essentially, much of the Bill of Rights has been gutted,” he says, sitting in his office at Columbia Law School. “The government can choose to proceed against you in a trial in court with constitutional processes, or it can use an administrative proceeding where you don’t have the right to be heard by a real judge or a jury and you don’t have the full due process of law. Our fundamental procedural freedoms, which once were guarantees, have become mere options.” ​

New Detroit Schools boss vows to cut everything but corners, sets ‘focus on educating kids’

After only about a month as top boss of Detroit Public Schools, Roy Roberts, a 72-year-old former General Motors executive and private equity firm founder, is well aware that some people already want him gone.
The district’s new financial manager said he’s OK with that reality, adding that differing opinions have value. His only request: Stay out of the way as he tries to turn around one of the nation’s worst public school systems.
I don’t care what people think about me, really … because I know what parents are going to think,” Roberts told The Associated Press during an interview in his Detroit Midtown office. “They’re going to love it because I’m trying to do the right thing for their children, and you won’t find a parent that doesn’t want that. I’m simply going to look at a system and say ‘What is the best system we can put in place to educate these kids?’ I don’t care about the politics.”
What concerns him, he said, is a massive budget deficit and students who either don’t receive a legitimate education or flee the district in search of one. Those mountainous challenges form the ridge that for decades has left the 74,000-student district on the shadowy side of progress.

David Blaska on the recent Community Conversation on Education:

Caire was one of four main presenters, the others being Madison schools superintendent Dan Nerad, the dean of the UW-Madison School of Education, and — sure enough — Madison Teachers Inc. union president Mike Lipp.
Nerad was o.k. He got off a good line: “Children are the future but we are our children’s future.” He even quoted Sitting Bull but on first reference made certain to use his actual Native American name. This IS Madison, after all.
UW Education Dean Julie Underwood was atrocious — a firm defender of the status quo denouncing the “slashing” of school budgets, “negative ads,” and demanding that the community become “public school advocates.” I.E., the whole liberal litany.
Say, Dean Julie, how about the community become advocates for teaching children — in other words, the goal — instead of a one-size-fits-all, government-ordained delivery mechanism? Isn’t competition the American way?
Union apologist Mike Lipp reminded me of Welcome Back Kotter — looks and mien. He could be humorous (I am certain he is a good teacher) but he spent his allotted time on the glories of that holy grail of education: the union’s collective bargaining agreement. I expected an ethereal light beam to shine down on this holy writ, which Lipp lamented that he did not bring with him. His other purpose was to defuse the powerhouse documentary, “Waiting for Superman.”
Indeed, it was that indictment of public education’s “failure factories” and the hidebound me-first teachers unions that prompted Tuesday evening’s “conversation.” I wrote about it, and Kaleem Caire, here.
When Lipp was finished he returned to his table next to union hired gun John Matthews. No sense in sitting with parents and taxpayers.
When it came time for the participants to respond, one parent said of the four presenters that only Kaleem Caire took to heart the evening’s admonition to “keep students as the focus.” I think that was a little unfair to Nerad, who deserves credit for opening this can of worms, but otherwise right on target.
Caire reported that only 7% of African-American students tested as college-ready on the ACT test. For Latinos, the percentage is 14. Those are 2010 statistics — for Madison schools. In these schools, 2,800 suspensions were handed down to black students — of a total black enrollment of 5,300 students!

Comments on the Madison School District’s Budget

Madison’s public school budget process is lurching to a preliminary close tonight — final numbers will be available in October after the state revenue picture is clear and district enrollment will be set. Tonight there’s a public meeting at 5 p.m. at the Doyle Building for last minute pleas and entreaties, 545 West Dayton St., followed by a School Board workshop session, which is likely to include some additional budget amendments from board members. Current projections suggest there will be an increase of about $225 property tax increase on the average $250,000 home.
It’s been a particularly painful process this time around, as illustrated by a recent e-mail I got. It came from one of my favorite teachers and said that due to some of the recent budget amendments, the Madison school district’s elementary school health offices would no longer be able to provide band-aids for teachers to use in their classrooms. Instead, children would be required to bring them from home with other supplies, like tissues or crayons.

CENTRAL FALLS, R.I. — A plan to dismiss the entire faculty and staff of the only public high school in this small city just west of the Massachusetts border was approved Tuesday night at an emotional public meeting of the school board.

When the teachers failed to adopt a ‘transformation’ plan that included a modest lengthening of the day, the superintendent shifted to Plan B, what federal School Improvement Grants (SIG) call Turnaround, which requires that at least 50% of the staff be replaced. Under Rhode Island law, teachers must be notified of the potential for nonrenewal by March 20, hence the board vote and notices. All the teachers will have the opportunity to reapply, up to half will be rehired.
The hysteria is now reverberating on CNN and papers around the country. Central Falls may be an early example but there are thousands to come. As I began reporting in October, SIG will cause widespread urban disruption. But we’ll all need to be cautious to use language carefully and differentiate between ‘firing all the teachers’ and notifying them of the requirement to reapply for their positions.

Last Wednesday, Ripon Superintendent Richard Zimman spoke to the Madison Rotary Club on “What Wisconsin’s Public Education Model Needs to Learn from General Motors Before it is too late.” 7MB mp3 audio (the audio quality is not great, but you can hear the talk if you turn up the volume!).
Zimman’s talk ranged far and wide. He discussed Wisconsin’s K-12 funding formula (it is important to remember that school spending increases annually (from 1987 to 2005, spending grew by 5.10% annually in Wisconsin and 5.25% in the Madison School District), though perhaps not in areas some would prefer.
“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).
