When foreign governments pour billions into American universities, the question is no longer who funds higher education, but who owns it. Western scholars routinely preach their independence, yet eagerly pocket vast sums from oppressive regimes—autocrats who execute dissidents, subjugate women, crush free speech, and actively work to undermine the West. And their strategy is working.

The word “subversion” conjures images of secret agents and covert operations. But it can just as easily take the form of a signed contract and billions flowing into a prestigious institution. Qatar has perfected this method..

U.S. Department of Education data show that Doha has directed more than $6.6 billion to higher education in the United States. No other government comes close: Qatar is now the largest source of foreign funding for U.S. universities.
