UW-Madison should centralize much of its budgeting and human resources to avoid future abuses of its policies, according to a third-party report requested after the university’s diversity, equity and inclusion chief was demoted for excess spending.

The recommendations, created by outside financial services firm Deloitte, said HR should be realigned to give more oversight in hiring and compensation, salary adjustments should be streamlined and the finance department should create roles that focus on future budget planning and business partnerships.
