The world of the 21st century is mystifyingly complex, but we at least have obscure bureaucratic documents, like Kenya’s Gazette Supplement 181 of 2024, to help us peer into the machinery through which the planet often works.

The document, dated Oct. 4, 2024, and carrying the name of Kenya’s minister of foreign affairs, announced that the Kenyan government had granted full diplomatic immunity to the Bill and Melinda Gates Foundation. An organization must affirmatively ask Kenya’s highest leadership for such privileges, which they can only grant through a vote of the full cabinet and with the support of the country’s president and deputy president. The immunity announcement was a complete surprise to Kenyan political watchers, and did not say who at the foundation was being immunized or why.
