Working Backwards: How Employment Regulation Hurts Unemployed Millennials

Well meaning employment regulation often backfires. When the law makes it risky for employers to hire, they may do less of it. The current employment situation for Millennials – with its curious emphasis on unpaid internships as a prelude to actual employment may be in part a response to the difficulties employers face in dismissing an employee who turns out to be unsuitable. Many Millennials find they need an extensive track record of successful work – even though it is unpaid – in order to land their first paying job. This was not true for previous generations.
