Facing expulsion for this hoax seems harsh, since the report says the kids did not break into the computer system; if they got into the system, it was through a password.
This screams extraordinarily poor security, or breach of security by adults who either handed these kids the password, or did not secure that information.
I would certainly be looking for evidence of culpability by adults over punishing these kids.
As an aside, I remember speaking to business friends working for NCR Corp in the mid-90’s who performed vendor support of computer systems installed in some of Wisconsin’s banks and investment companies. He said it was not uncommon for the bank’s IT department not to change to default system password on their computers, a password commonly known to anyone working in the industry. And the banks, at the time, when confronted with this obvious security weakness, still did not want to change the password.
It would be interesting the follow this story to determine who the real culprits are.
