His University of Arkansas research team created an Education Freedom Index ranking each state, then correlated access to private and public school choice, public charter schools and homeschooling to achievement in reading and math.

Arizona ranks first, followed by Indiana, Minnesota, Wisconsin, Iowa, Louisiana, Florida, Ohio, Idaho and Michigan.
