School choice plays growing role in Charlotte’s education scene, panel says

School choice plays a growing role in the quest to educate all students in the Charlotte region, speakers told more than 100 people gathered Saturday for a forum on the future of public education.
In the past, public education was synonymous with Charlotte-Mecklenburg Schools. Superintendent Heath Morrison was one of the speakers at the session organized by Staying Ahead Carolina, a social networking group. But he was joined by Eddie Goodall of the N.C. Public Charter Schools Association and state Rep. Rob Bryan, R-Mecklenburg, co-sponsor of the state’s Opportunity Scholarship Act, which will provide income-based vouchers to pay private school tuition starting in 2014.
All of them, along with Bill Anderson of the nonprofit advocacy group MeckEd, agreed that families want high-quality choices for their children. But they voiced different views on the benefits and drawbacks of North Carolina’s options.
“Parents like choice. That shows up on every survey, across the state and across the country,” Morrison said. “We have to make sure that there’s quality as well as quantity.”

Staying Ahead Carolina, a nonpartisan group that has previously focused on noneducation issues such as arts and health, convened the forum at UNC Charlotte Center City to talk about choices, challenges and changes in public education.

Remember whom open enrollment serves

Quick! Name the Ohio school-choice program that has provided students the opportunity to attend a school not operated by their resident school district for the longest period of time. Charter schools? Nope, strike 1. The Cleveland voucher program? Try again, strike 2. Unless you guessed open enrollment, that’s strike 3. Before heading back to the dugout, read on to learn more about this established school-choice program.
Open enrollment, first approved by the legislature in 1989, allows school districts (if they choose) to admit students whose home district is not their own. Perhaps against conventional wisdom, it has become a popular policy for districts. We even analyzed the trend in an April 2013 Gadfly.
According to Ohio Department of Education records, over 80 percent of school districts in the state have opted to participate in some form of open enrollment. There are 432 districts that have opened their doors to students from any other district in the state, and another sixty-two districts have allowed students from adjacent districts to attend their schools.
This year’s budget bill (HB 59) created a task force to study open enrollment. The task force is to “review and make recommendations regarding the process by which students may enroll in other school districts under open enrollment and the funding mechanisms associated with open enrollment deductions and credits.” The task force’s findings are to be presented to the Governor and legislature by the end of the year.

Business Leaders Push More Privatization in Milwaukee

Some critics of my book “Reign of Error” say that “reformers” are not privatizers. Who, me, they say, in all innocence?
I invite them to read this post by veteran reporter Bobby Tanzilo in Milwaukee. Here is a city with a thriving voucher program, a thriving charter sector, and a shrinking public school system (that contains disproportionate numbers of students with disabilities and English learners who are unwanted by the other two sectors).
All of this competition among the three sectors was to produce dramatic improvement, but it didn’t. Milwaukee has had school choice for 23 years. Today, it is one of the lowest performing urban districts on the National Assessment of Educational Progress.
But the business leaders of Milwaukee, Tanzilo writes, want more choice. They want more privatization. They want the entire city school district turned into a “Recovery School District,” to emulate those in New Orleans and Memphis.

On Madison’s Lack of K-12 Governance Diversity

Similarly, when I asked Madison School Board member T.J. Mertz — a critic of nontraditional public education models — about the bill, he framed it as a question of “local control.”
“The big issue in this bill is the loss of local control,” he said. “It allows for the authorizing of charters without any role for elected boards and mandates the approval of replicant charters, regardless of the needs of the community.”
It’s a funny notion, this “local control.”
Used by tea partiers to object to the new “common core” standards and by liberals to object to charter and voucher schools, the principle of “local control” tends to be so dependent on circumstance as to be not much of a principle at all.
True local control would dictate that if a state university is to refrain from authorizing charter schools, it should refrain from authorizing many of their affiliated centers and institutes because they use public money but lack direct public oversight, too.
True local control would mean electing Madison School Board members by geographic districts, not by randomly assigned at-large “seats.”
The state’s most recent school report cards show the Milwaukee school district scoring 14 points lower than 10 of the 11 charters authorized as of last year by UW-Milwaukee (one wasn’t rated). This despite very similar student poverty levels — 82.3 percent for Milwaukee and 75.96 percent for the charters.

Commentary on Using Empty Milwaukee Public Schools’ Buildings

As I regularly pass by the former Malcolm X Academy that has been vacant for years, the words of a legendary African-American educator comes to mind:
“No schoolhouse has been opened for us that has not been filled.”
Booker T. Washington said that in 1896 during an address to urge white Americans to respect the desire by most African-American parents to seek the best possible education for their children.
Fast-forward to 2013 in Milwaukee, and the issue of vacant school buildings gives a pecular spin to Washington’s words. Back then, he could never have imagined the combination of bureaucracy and politics that has some educators scrambling to find spaces to fill with African-American students.
The campaign by a local private school funded by taxpayers to buy the former Malcolm X Academy at 2760 N. 1st St. has caused some in town to question why Milwaukee Public Schools hasn’t done more to turn closed school buildings into functioning houses of learning.
In particular, some conservatives question why MPS hasn’t been willing to sell valuable resources to school choice entities that are essentially their main competition for low-income minority students.
Actually, that stance seems valid from a business standpoint; why help out the folks trying to put you out of business?

The K3-8th grade school has demonstrated a successful model for education that helps children and families from urban neighborhoods break the cycle of poverty and move on to achieve academic success at the post-secondary level and beyond.
By expanding to a second campus at Malcolm X, St. Marcus can serve 900 more students.

WILL Responds to MPS on Unused Schools Issues

On Tuesday, Milwaukee Public Schools responded to WILL’s report, “MPS and the City Ignore State Law on Unused Property.” Here is WILL’s reply:
1. MPS’ response is significant for what it does not say. WILL’s report states that, right now, there are at least 20 unused school buildings that are not on the market – and practically all of these buildings have attracted interest from charter and choice schools. As far as its records reveal, MPS refuses to adopt basic business practices, such as keeping an updated portfolio of what is happening with its facilities. How is the public to know where things stand when it is not clear that MPS keeps tabs on them?
2. MPS thinks everything is okay because it has sold four buildings since 2011 and leases to MPS schools. MPS’ response is similar to a football team (we trust it would be the Bears) celebrating that they scored two touchdowns in a game – only to end up losing 55-14. Our report acknowledged that MPS had disposed of a few buildings, but when there are at least 20 empty buildings – and substantial demand for them – claiming credit for selling a few is a bit like a chronic absentee celebrating the fact that he usually comes in on Tuesdays. Children and taxpayers deserve better.

Conservative group says MPS, city not selling enough empty buildings

A conservative legal group says that Milwaukee Public Schools is stalling on selling its empty school buildings to competing school operators that seek school facility space, and that the City of Milwaukee isn’t acting on a new law that gives it more authority to sell the district’s buildings.
The Wisconsin Institute for Law & Liberty, which supports many Republican causes, says its new report shows that MPS is preventing charter schools and private schools in the voucher program from purchasing empty and unused school buildings.
But MPS fired back yesterday, saying the legal group’s information omits facts and containts false claims.
For example, MPS Spokesman Tony Tagliavia said that this year, five previously unused MPS buildings are back in service as schools.
He said MPS has also sold buildings to high-performing charter schools. Charter operators it has sold to such as Milwaukee College Prep and the Hmong American Peace Academy are operating schools that are under the MPS umbrella, however, so the district gets to count those students as part of its enrollment.

My entire career of close to 50 years has been focused on growing a business in and close to the city of Milwaukee. This is where I have my roots. I have followed education closely over these years.
The Aug. 17 Journal Sentinel had an interesting article about conflicting opinions on what the most viable use is for the former Malcolm X School, which closed over six years ago.
The Milwaukee School Board has proposed to have the city convert the site into a community center for the arts, recreation, low-income housing and retail stores. The cost to city taxpaying residences and businesses has not been calculated. Rising tax burdens have been a major factor in the flight to the suburbs and decline of major cities across our country.
St. Marcus Lutheran School is prepared to purchase Malcolm X for an appraised fair market value. St. Marcus is part of Schools That Can Milwaukee, which also includes Milwaukee College Prep and Bruce-Guadalupe Community School. Other participating high performing schools are Atonement Lutheran School, Notre Dame Middle School and Carmen High School of Science and Technology. Support comes from private donations after state allowances for voucher/choice students.
Their students go on to graduate from high school at a rate of over 90%, compared to approximately 60% at Milwaukee Public Schools. The acquisition of Malcolm X would give an additional 800 students the opportunity to attend a high performing school and reduce waiting lists at St. Marcus.

Justice Department bids to trap poor, black children in ineffective schools

NINE OF 10 Louisiana children who receive vouchers to attend private schools are black. All are poor and, if not for the state assistance, would be consigned to low-performing or failing schools with little chance of learning the skills they will need to succeed as adults. So it’s bewildering, if not downright perverse, for the Obama administration to use the banner of civil rights to bring a misguided suit that would block these disadvantaged students from getting the better educational opportunities they are due.
The Justice Department has petitioned a U.S. District Court to bar Louisiana from awarding vouchers for the 2014-15 school year to students in public school systems that are under federal desegregation orders, unless the vouchers are first approved by a federal judge. The government argues that allowing students to leave their public schools for vouchered private schools threatens to disrupt the desegregation of school systems. A hearing is tentatively set for Sept. 19.

Polls show mixed report card for education reforms

Americans have a decidedly mixed view of the education reforms now sweeping the nation, supporting moves to open up public schools to more competition — and yet wary of ceding too much control to market forces.
That’s the message that emerges from a trio of new polls on public education. Taken together, the polls out this week capture a deep ambivalence:
Parents want a degree of choice in education; they continue to back charter schools. But they’re increasingly skeptical of voucher programs that use public funds to help families pay private and parochial school tuition.
Parents are fine with high-stakes testing; in large numbers, they agree that kids should be held back a year or denied a high school diploma if they can’t pass state exams. Yet they’re less certain about tying teachers’ salaries and performance evaluations to student test scores.

Cuccinelli school plan gives Virginia parents ability to close down failing schools

Virginia Attorney General Ken Cuccinelli II plans to unveil a 12-point education plan on Tuesday that would push for charter schools, offer voucher-like scholarships for preschoolers and empower a majority of parents to close down, convert or overhaul their children’s failing school, according to an outline of his K-12 education plan.
The Republican gubernatorial candidate wants to double the number of female students who focus on science and technology, widen the use of virtual schooling and expand on the commonwealth’s nearly two-year-old law that gives tax credits to donors who provide voucher-like scholarships for low-income students to attend private schools. Cuccinelli also would seek two amendments to Virginia’s constitution, including one that would clear the way for government funds to flow to religious schools.
Cuccinelli, who is the GOP’s gubernatorial nominee, is expected to unveil his education policies Tuesday in Richmond during a campaign stop at the Maggie L. Walker Governor’s School for Government and International Studies. Several of his proposals are intended to address the achievement gap among some minority students and chronically underperforming schools in jurisdictions such as Petersburg and Norfolk.

MMSD School Board President Ed Hughes said that public education these days is under a lot of pointed criticism if not under an outright attack. “Initiatives like the voucher expansion program are premised on the notion that urban traditional public schools are not up to the task of effectively educating a diverse body of students,” Hughes says. “We’re out to prove that they are wrong. We agree with Superintendent Cheatham that in Madison all of the pieces are in place for us to be successful. Following the framework that she will describe to you, we set the goal for ourselves to be the model of a thriving urban school district that is built on strong community partnerships as well as genuine collaboration of teachers and staff. As we do that, we will be the school district of choice in Dane County.”
Cheatham said that Madison has a lot of great things going for it, but also had its share of challenges.
“A continually changing set of priorities has made it difficult for our educators to remain focused on the day-to-day work of teaching and learning, a culture of autonomy that has made it difficult to guaranteed access to a challenging curriculum for all students,” Cheatham said. “The system is hard for many of our students to navigate which results in too many of our students falling through the cracks.”
It starts with a simple but bold vision that every school is a thriving school that prepares every student for college, career, and community. “From now on, we will be incredibly focused on making that day-to-day vision become a reality,” she said.
“Many districts create plans at central office and implement them from the top down. Instead, schools will become the driving force of change in Madison,” Cheatham said. “Rather than present our educators with an ever-changing array of strategies, we will focus on what we know works — high quality teaching, coherent instruction, and strong leadership — and implement these strategies extremely well.”

Where have all the students gone?
Madison School Board President Ed Hughes:

Esenberg sets out to identify the fundamental differences between voucher advocates and opponents. His thesis is that views on vouchers derive from deeper beliefs than objective assessments of how well voucher schools perform or concerns about vouchers draining funds from public schools. To him, your take on vouchers depends on how you view the world.
Esenberg asserts that voucher advocates are united by their embrace of three fundamental principles: that a centralized authority is unlikely to be able to decide what is best for all; that families should be trusted to select their children’s schools since ordinary people are capable of making choices for themselves without paternalistic direction; and that “government does not do diversity, experimentation and choice very well.”
By implication, he asserts that voucher opponents think that a centralized authority will be able to decide what’s best for all, that families shouldn’t be trusted to make choices for their children, and that government control is the best way to foster innovation.
And there you have it. Your views on school voucher expansion are entirely explained by whether you prefer individual freedom, like the voucher advocates, or stultifying government control, like the voucher opponents. In cinematic terms, voucher opponents are the legions of lifeless, gray drones in Apple’s famous 1984 commercial and voucher supporters are the colorful rebel, bravely challenging the control of Big Brother and hurling her sledgehammer to smash mindless conformity. You couldn’t ask for a more sophisticated analysis than that, could you?
While his thesis invites mockery, Esenberg’s short article does present a bit of a challenge to voucher opponents like myself. Can we set out a coherent justification for our opposition that doesn’t depend on the facts that voucher schools drain needed resources from public schools and don’t perform any better? Sweeping those fairly compelling points aside, Esenberg asks, in effect, what else you got?

Mr Hughes anti-voucher rhetoric is fascinating on several levels:
1. The Madison School District’s long term, disastrous reading results. How much time and money has been wasted on anti-voucher rhetoric? Reading has long been job one.
2. Local private schools do not have much, if any availability.
3. Madison spends double the national average per student (some of which has been spent on program explosion). Compare Milwaukee Public and Voucher Schools’ Per Student Spending.
4. Madison’s inability to address its long-term disastrous reading results will bring changes from State or Federal legislation or via litigation.
5. Superintendent Cheatham cited Long Beach and Boston as urban districts that have “narrowed the achievement gap”. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.
I recall being astonished that previous Madison School District administrators planned to spend time lobbying at the State level for this or that change – while “Rome is burning“. Ironically, Superintendent Cheatham recently said:

“Rather than do a lot of work on opposing the voucher movement, we are going to focus on making sure our schools are the best schools possible and the schools of choice in Madison,” Cheatham said.

Mr. Hughes in 2005:

This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.

A great, salient quote. I would hope that the District would focus completely on the matter at hand, disastrous reading scores. Taking care of that problem – and we have the resources to do so – will solve lots of other atmospheric and perception issues.
In closing, I sense politics in the voucher (and anti-open enrollment) rhetoric. Two Madison School Board seats will be on the Spring, 2014 ballot. One is currently occupied by Mr. Hughes, the other by Marj Passman. In addition, local politics play a role in becoming school board President.

This proposal represents a continuation of the Districts’ decades long “same service” approach to governance, with declining academic results that spawned the rejected Madison Preparatory IB Charter School.
2. Madison’s new Superintendent, Jennifer Cheatham introduced her “Strategic Framework” at Wednesday’s Downtown Rotary Club meeting.

Rather than present our educators with an ever-changing array of strategies, we will focus on what we know works and implement these strategies extremely well. North Carolina Gov. Pat McCrory, a Republican, signed a budget bill Friday that eliminates teacher tenure and–in a rare move–gets rid of the automatic pay increase teachers receive for earning a master’s degree.
The legislation targets a compensation mechanism that is common in the U.S., where teachers receive automatic pay increases for years of service and advanced degrees. Some research has suggested those advanced degrees don’t lead to improved teaching.
Although a few other states have talked about doing away with the automatic pay increase for advanced degrees, experts say North Carolina is believed to be the first state to do so.
The budget bill–which drew hundreds of teachers to the Capitol in protest earlier this week–also eliminates tenure for elementary and high-school teachers and freezes teacher salaries for the fifth time in six years.
It comes as states and districts across the country are revamping teacher evaluations, salaries and job security, and linking them more closely to student performance. These changes have been propelled, in part, by the Obama administration and GOP governors.

The challenge for Madison is moving away from long time governance structures and practices, including a heavy (157 page pdf & revised summary of changes) teacher union contract. Chris Rickert’s recent column on Madison’s healthcare practices provides a glimpse at the teacher – student expenditure tension as well.
Then Ripon Superintendent Richard Zimman’s 2009 Madison Rotary speech offers important background on Madison’s dichotomy:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Wisconsin DPI & Data Politics

In the most recent release of schools data by DPI, the agency gave the information to the media ahead of time — a practice known as an embargo that gives journalists time to properly digest the data with an agreement not to publish until a certain deadline.
But DPI highlighted all the voucher students’ scores against all the Milwaukee Public Schools’ students scores, instead of separating out the scores of low-income MPS students and comparing only those to the voucher students. That data was not included in the initial release. As a result, it was not included in the stories that the media initially wrote about the results, but was addressed in follow-up stories.
The DPI said the income limit was moot because of a GOP-led law change that allowed more mixed-income children to use vouchers, meaning it was fair to compare all the students in voucher schools to all the children in public schools. Voucher advocates said DPI had an agenda and made their students’ scores appear lower than they would have been against those of only the low-income MPS students.
Other data that can be requested from DPI about voucher schools include: school policies, accreditation status, hours of instruction, the number of applications they have accepted and not accepted, their waiting list numbers, application numbers and payment amounts.

And Yet, Another Bomb

In Governor Walker’s first legislative session, using the ruse that the State was millions in debt, he proposed eliminating collective bargaining for public employees as the means to fill in the alleged budget deficit. As he described it, he dropped the bomb.
Last week, another legislative session and another bomb. Walker’s budget will hit education and educators once again. It is a giant step to privatize education. This is done by forcing pubic schools to pay tuition for children to attend religious and private schools by giving the parents of such children a voucher which forces the public school district to send money to the religious or private school. Walker and his right- wing legislators made vouchers available in every school district in the State. To this, UW Education Dean Julie Underwood said, “School Boards beware”, that this is, “the model legislation disseminated by the pro-free market American Legislative Exchange Council’s network of corporate members and conservative legislators to privatize education and erode local control.” In criticizing the legislation, State Superintendent Tony Evers chided, “A voucher in every backpack.”
Public school districts lose twice. Once by having to use money intended to educate children in their schools, and also losing State aid because they cannot count the child attending the religious or private school on which State aid is based. It is projected that this will cost MMSD $27 million over the next five years. Vouchers provide parents $4,000 per year for an elementary school student and $10,000 for a high school student. State Senator Jennifer Schilling calls it, “Vouchers on steroids!” Research shows that most voucher schools in Wisconsin underperform compared to their public school counterparts.

Fascinating: UW education dean warns school boards that ALEC seeks to wipe them out

ALEC is still at it, Julie Underwood, dean of the School of Education at the University of Wisconsin-Madison, cautions in “School Boards Beware,” (PDF) a commentary in the May issue of Wisconsin School News.
The model legislation disseminated by the pro-free market American Legislative Exchange Council’s national network of corporate members and conservative legislators seeks to privatize education and erode the local control, Underwood says.
“The ALEC goal to eliminate school districts and school boards is a bit shocking — but the idea is to make every school, public and private, independent through vouchers for all students. By providing all funding to parents rather than school districts, there is no need for local coordination, control or oversight,” she writes in the magazine of the Wisconsin Association of School Boards.
Underwood, who says that Wisconsin public schools already face unprecedented change, last year co-authored a piece about ALEC’s grander plans, a “legislative contagion (that) seemed to sweep across the Midwest during the early months of 2011.”
In her recent piece, Underwood argues that a push to privatize education for the “free market” threatens the purpose of public education: to educate every child to “become an active citizen, capable of participating in our democratic process.”

Although Underwood says she generally backs most of these changes, she’s no fan of the decision announced last month that makes it easier for a person to become a public school teacher — even as those who are studying to become teachers must now meet stiffer credentialing requirements. Instead of having to complete education training at a place like UW-Madison en route to being licensed, those with experience in private schools or with other teaching backgrounds now can take steps to become eligible for a public teaching license.

“I think that’s really unfortunate,” says Underwood, who first worked at UW-Madison from 1986-95 before coming back to town as education dean in 2005.

Recently, Step Up for Public Schools (SUPS) released a pamphlet titled “The Truth about Vouchers and Privately Run Charters.” Unfortunately, a better title for their flier would have been “Half-Truths.” SUPS raises several tired talking points about school choice in Wisconsin that have been repeatedly debated, disproven, and regurgitated over more than two decades of voucher discussion.
Today, we’ll break down their “Fast Facts” on how the Milwaukee Parental Choice Program and the Parental Private School Choice Program (Racine) have affected education in the Badger State. While there are also some interesting statements about non-instrumentality charter schools (the same schools that regularly outscore both regular public schools and instrumentality charter schools in Milwaukee, we’ll save that for another day. Let’s look at what the SUPS has to say about Wisconsin’s voucher programs.
1. Students in the taxpayer-funded private school voucher program do not perform better than their peers in neighborhood public schools.
A: In more than 20 years of operation, there has only been one apples to apples comparison of student growth between similarly matched students from MPS and the Milwaukee Parental Choice Program (MPCP). That study – the School Choice Demonstration Project (SCDP) – showed very few statistically significant differences between the two groups of pupils. What they did find was that voucher students were 4-7 percent more likely to graduate, attend a four-year college, and stay in that college than their peers. While factors like parental involvement may have played a role, the study strongly suggests that these schools were a significant force behind the improved attainment of the students that chose vouchers.
One thing is clear – there’s no evidence that these voucher schools are hurting students, despite having only 50 percent or less of the funding that their traditional public school peers have had in Milwaukee. As the state’s data collection and standards improve and we learn more about student growth and the impact that individual teachers have, we’ll develop a better understanding of where MPS and MPCP schools stand in terms to serving students on a year-to-year basis.

A road map for education reform

As much as any city in America, Milwaukee has played a pioneering role in educational choice. More than two decades after establishing the nation’s first urban school voucher program, Milwaukee offers families a raft of options, including district schools, charter schools and publicly funded private school scholarships.
Yet, this dramatic expansion of options has not yet translated into dramatic improvement. Student performance and graduation rates have not moved as reformers once hoped, and the achievement of low-income students continues to languish. On the 2011 urban National Assessment of Educational Progress, just 10% of Milwaukee eighth-graders were judged proficient in math and just 12% in reading. Especially disturbing is that the vast majority of public and private high school graduates who go on to attend the University of Wisconsin-Milwaukee do not complete college.
But this should be cause for renewed energy, not despair. After all, the Milwaukee Public Schools district has displayed a willingness to find ways to turn around struggling schools and to tackle long-standing fiscal challenges. Milwaukee’s charter school authorizers have shown themselves willing to hold low-performing schools accountable. Schools in the Milwaukee Parental Choice Program increasingly have embraced accountability for performance. Across all three sectors, there are instances of high-performing schools where even Milwaukee’s most challenged pupils can excel.

“School Choice Will Expand” – Wisconsin Governor Walker

The governor also touched on statewide proficiency data released by the state Department of Public Instruction earlier this week.
DPI on Tuesday released test scores comparing Milwaukee Parental Choice Program students to Milwaukee Public Schools students, failing to account for disparate income levels between the students.
“The vast majority of families in that program are low income,” Walker said. “If you compare the same income categories of students who come from families in Milwaukee Public Schools with Milwaukee Parental Choice Program, you’ll find that in almost every category the kids in the choice schools outperform those in the public schools.”
He added he wanted all schools to perform better.
DPI’s release showed that 19.4 percent of MPS students were proficient or advanced in mathematics compared to 13.2 percent MPCP students participating in the Wisconsin Student Assessment System.
It also showed 14.2 percent of MPS students were proficient or advanced in reading, compared to 11.1 percent of MPCP students.
Data released by the voucher advocacy organization School Choice Wisconsin, however, showed that MPCP students outperformed MPS students everywhere except math, including reading, language arts, science and social studies when comparing only students in low income families.
Free and reduced lunch is available for students whose parents earn less than 185 percent of the federal poverty line, about $41,000 for a family of four. Until last school year, the income eligibility for the school choice program was 175 percent of the federal poverty line.

Higher bar for WKCE results paints different picture of student achievement

Wisconsin student test scores released Tuesday look very different than they did a year ago, though not because of any major shift in student performance.
Similar to recent years, the Wisconsin Knowledge and Concepts Exam results show gains in math and reading over the past five years, a persistent and growing performance gap between black and white students, and Milwaukee and Racine public school students outperforming their peers in the private school voucher program.
But the biggest difference is the scores reflect a higher bar for what students in each grade level should know and be able to do.
Only 36.2 percent of students who took the reading test last October met the new proficiency bar. Fewer than half, 48.1 percent, of students were proficient in math. When 2011-12 results were released last spring, those figures were both closer to 80 percent.
The change doesn’t reflect a precipitous drop in student test scores. The average scores in reading and math are about the same as last year for each grade level.
Instead, the change reflects a more rigorous standard for proficiency similar to what is used for the National Assessment of Educational Progress. NAEP is administered to a sample of students in each state every other year and is referred to as “the nation’s report card.”
The state agreed to raise the proficiency benchmark in math and reading last year in order to qualify for a waiver from requirements under the federal No Child Left Behind law. The benchmark did not rise for the language arts, science and social studies tests.
“Adjusting to higher expectations will take time and effort,” State Superintendent of Public Instruction Tony Evers said. “But these are necessary changes that will ultimately help our schools better prepare all students to be college and career ready and link with work being done throughout the state to implement new standards.”
Evers also called on the Legislature to include private voucher schools in the state’s new accountability system.
He highlighted that test scores for all Milwaukee and Racine students need to improve. Among Milwaukee voucher students, 10.8 percent in reading and 11.9 percent in math scored proficient or better. Among Milwaukee public school students, it was 14.2 percent in reading and 19.7 percent in math.
Gov. Scott Walker has proposed expanding the state’s voucher program, including to such districts as Madison.
Changes in Dane County
The state previously announced how the changing bar would affect scores statewide and parents have seen their own students’ results in recent weeks, but the new figures for the first time show the impact on entire schools and districts.
In Dane County school districts, the percentage of students scoring proficient or better on the test dropped on average by 42 percentage points in reading and 25 percentage points in math.
Madison schools had one of the smallest drops compared to its neighboring districts.
Madison superintendent Jennifer Cheatham noted schools with a higher number of students scoring in the “advanced” category experienced less of a drop. Madison’s smaller drop could reflect a higher proportion of students scoring in the top tier.
At the same time, Madison didn’t narrow the gap between minority and white student test results. Only 9 percent of black sixth-graders and only 2 percent of sixth-grade English language learners scored proficient in reading.
“It reinforces the importance of our work in the years ahead,” Cheatham said. “We’re going to work on accelerating student outcomes.”
Middleton-Cross Plains School Board president Ellen Lindgren said she hasn’t heard many complaints from parents whose students suddenly dropped a tier on the test. Like Madison and other districts across the state, Middleton-Cross Plains sent home letters bracing parents for the change.
But Lindgren fears the changing standards come at the worst time for public schools, which have faced tougher scrutiny and reduced state support.
“I’m glad that the standards have been raised by the state, because they were low, but this interim year, hopefully people won’t panic too much,” Lindgren said. “The public has been sold on the idea that we’re failing in our education system, and I just don’t believe that’s true.”
Next fall will be the last year students in grades 3-8 and 10 take the paper-and-pencil WKCE math and reading tests. Wisconsin is part of a coalition of states planning to administer a new computer-based test in the 2014-15 school year.
The proposed state budget also provides for students in grades 9-11 to take the EXPLORE, PLAN and ACT college and career readiness tests in future years.

Superintendent Cheatham is to be commended for her informed, intelligent and honest reaction to the MMSD’s results when compared to those of neighboring districts.

Madison’s Sherman Middle School to drop French 1 class

The way Principal Michael Hernandez tells it, something had to go.
Hernandez decided that at Sherman Middle School, it will be French class.
With a renewed emphasis on curriculum basics in the Madison School District, the need at Sherman to double-down on math skills, and a scheduled expansion there of the AVID program that prepares low-income minority kids for college, Hernandez figures the north-side middle school will need to drop its second “world language” offering next year.
French 2 will continue for seventh-graders who took French 1 this year. The school’s Spanish-language program — including three sections of dual-language instruction — also will continue.
“Unfortunately, there are tough decisions we have to make,” Hernandez told me. “With budget cuts, I can’t have a class with only approximately seven students, when I could use that (staff) allocation for a math intervention class.”
Principals will be developing these kinds of adjustments around the margins to prepare for the 2013-2014 school year as district officials begin work on the budget and schools get projections on how many staff members they will have.
School Board members on Monday will receive a “budget briefing” instead of fleshed-out budget proposal. Penciled in is $392,807,993 in district-wide spending next school year, down a fraction from this year.
The scaled-down budget proposal is due to the uncertain prospects of a controversial proposal in Gov. Scott Walker’s budget to shift aid and expand vouchers to Madison and eight other school districts — at a projected cost of more than $800,000 to the Madison public schools. In addition, new Superintendent Jennifer Cheatham just came on the job three weeks ago and is not prepared yet to present a detailed budget.

School Choice Expansion: The Power of a Fiscal Note

At the start my public policy career I had the good fortune to work with someone who fully understood the power of the Legislative Fiscal Bureau (LFB) in influencing Wisconsin policy debates. To paraphrase my colleague, legislators want answers, and LFB is the respected authority that provides them. It follows that the content of LFB fiscal notes are often the catalyst, or death knell, for major potential policy changes.
It will bear watching how yesterday’s LFB memo on the fiscal impact of the Governor’s proposed school voucher expansion to nine different communities plays out. The note, available here, is, like just about all LFB work, well done.
First the note points out the obvious. When a student switches from a public school to private school via the theoretical choice program the district loses revenue. Why? Each student attending a public school district generates somewhere around $10,000 in state aid and local revenue (this is an estimate for ease of understanding, the actual amount varies by district). When a student leaves for any reason, the district will eventually lose the $10,000 per-kid. If you look at Table 4 on page 5 the first column shows the eventual estimated impact on participating district revenue limits.
School districts will naturally get worked up about this; they want the market-share and the revenue that comes with it. However, it is hard to justify that districts should be receiving funds for students they are no longer educating.
The more problematic part of the note for school choice advocates is the next three columns. The first column shows the aid reduction to public school districts to pay for 38.4% of the new choice program. Districts don’t lose this money, they offset it with the property tax levy. In most cases, the local per-pupil cost for a choice program is less than the local per-pupil cost for a public school student, so on the surface it appears taxpayers are getting a bargain. However, the next column is where things get more complicated.
That column, labeled “Aid Formula Reduction,” reflects two things. First, the loss of state aid that would have been generated by each pupil that leaves the district. Second, the change in distribution of state and local aid caused by having fewer students in the per-member property value calculation. In English (or something closer to it), when a student leaves a district the district’s per-member property value increases, which lowers the portion of their revenue that comes from state aid and increases the portion that comes from the local property tax.
That is why, against all logic, that last column shows a levy increase despite the lower cost of the choice program. To put in even simpler, when a student leaves for any reason it does impact the state aid/property tax split for students the district is still educating.

Madison’s thriving private schools buck national trend

Private school enrollment has steadily declined across Wisconsin over the past 15 years, but that’s not the case in Madison and Dane County.
St. Ambrose Academy, a West Side Catholic middle and high school, has been rapidly expanding and is discussing the addition of an elementary school. EAGLE School is planning a $3 million expansion at its Fitchburg campus with the goal of increasing its student body by a third. And High Point Christian School on Madison’s Far West Side is full, so some students board a bus there and travel across town to its sister campus on the Far East Side.
“The Madison metropolitan area is definitely bucking the national trend,” said Michael Lancaster, superintendent of Madison Catholic Schools. “I wouldn’t say we’re growing at any kind of geometric or exponential rate. But we’re very solid in the Madison area.”
The vitality of local private schools could help explain the muted level of interest in Madison for the publicly funded voucher expansion proposed in Gov. Scott Walker’s biennial budget. Vouchers also face intense opposition from Dane County political and public school leaders.
Voucher expansion
Walker has proposed expanding the state’s voucher program from Milwaukee and Racine to school districts with more than 4,000 students and at least two schools with low ratings on the state’s new school report card. Based on the first report cards released last fall, students in Madison and eight other districts would qualify for vouchers.
On March 4, the Wisconsin Council of Religious and Independent Schools held the first public voucher meeting in Madison at St. James Catholic School on the Near West Side. Fewer than 10 parents and private school administrators attended.
A similar meeting last week in Beloit, a smaller city with far fewer private schools, drew about 40 people, WCRIS executive director Matt Kussow said.

The largest challenge to Madison’s $392,000,000 public schools is not the threat of vouchers. Rather, it is the District’s long time disastrous reading results that undermine its prospects and reputation.
Suburban district growth and open enrollment leavers are also worth contemplation and action.

A Critique of the Wisconsin DPI and Proposed School Choice Changes

Chief among them has been this notion from state superintendent Tony Evers that the state’s new accountability system, known as state report cards, shouldn’t be used to determine which districts get vouchers.
Under Walker’s plan, districts with at least 4,000 students and two or more schools getting a D or an F under a new rating system would be eligible for vouchers. Evers — no fan of vouchers anyway — says the report cards were not intended for such use and need more refinement over several years.
But what was the purpose of spending more than a year working with a diverse group of education and business groups and state elected officials to create the report cards — which replaced the widely panned No Child Left Behind system — if not to use them to make consequential decisions about education?
On Thursday, Department of Public Instruction director of Education Information Services John Johnson called the report cards a “work in progress” that aren’t an appropriate tool for making a “major policy decision.”
Among their current limitations are that they are based on tests that are expected to change two years from now, they can’t show growth in high school student achievement, some schools weren’t rated, and there’s too little data to reliably identify trends in school performance.
Adam Gamoran, director of the UW-Madison-based Wisconsin Center for Education Research and a skeptic on voucher programs, agrees that the tool isn’t perfect and may well change, but “that doesn’t mean we shouldn’t use them now” to rate schools.
It’s also not as if DPI itself didn’t expect to use the report cards. Its budget request — which Walker didn’t include in his budget — included about $10.3 million over the next two years to replicate best practices from schools deemed high-performing by the report cards, as well as to help schools deemed low-performing by the report cards get better.

Madison’s Forward Institute Inaccurately Discredits School Choice Study

A recent analysis by a Madison think tank is trying to poke holes in the six-year work of the School Choice Demonstration Project (SCDP). The true discovery here, however, is that this report from the Forward Institute seems to be more interested in discrediting the SCDP’s results than providing meaningful statistical analysis on the data or the Milwaukee Parental Choice Program itself. Even in that aspect, it falls short thanks to a limited view of the project’s six years of analysis in Wisconsin’s largest district.
According to the Forward Institute, the SCDP fails to provide compelling data that voucher schools are the underlying influence behind greater graduation and college attendance rates for students that leave MPS through the Milwaukee Parental Choice Program.
While the Forward Institute raises interesting points about the overall effect of familial influences on a child’s education and their overall success, the group fails to examine the full scope of research that the SCDP has produced in the realm of high school attainment in Milwaukee’s public and voucher schools.

Common Core education standards sweeping Wisconsin schools

Vouchers, charters, public school spending, treatment of teachers – isn’t there something we’re not fighting about when it comes to education?
Why, yes, and last week’s quiet end to a boring race for state superintendent of public instruction underscores one of the biggest examples of that: The Common Core learning standards initiative.
The Common Core is the biggest thing in Wisconsin education that you hardly ever hear about, unless you’re employed in the school world. Then you hear about it all the time. For a lot of schools, teachers and students, it’s bringing clear, significant and, let us hope, ultimately productive changes in what goes on daily.
Take a tour of a school or talk to school leaders about what they’re up to anywhere in the state and two out of every three sentences you hear include the phrase “Common Core.” At least it feels that way.
In many classrooms, each student now has explicit goals to work on daily (“Use place value understanding to round whole numbers to the nearest 10 or 100,” for example, from the third-grade math standards) and will gladly tell you what standard they’re focused on at the time you ask (I’ve asked). Or perhaps show you the standard and their work on it on their iPad. If this hasn’t come to your child’s school yet, look for something like this soon.
The Common Core movement has swept across the nation in the last five years. It arose largely from among governors, state education chiefs, corporate leaders and education advocates who believed the nation as a whole was not aiming high enough in education and that the wide variation from state to state in defining good achievement and what it takes to get a high school diploma was a problem.

Continuing to Advocate Status Quo Governance & Spending (Outcomes?) in Madison

Next, I list thirteen ways in which the proposal and its advocates are hypocritical, inconsistent, irrational, or just plain wrong. Finally, I briefly explain for the benefit of Wisconsin Federation for Children why the students in Madison are not attending failing schools.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.
Unfortunately, that is not the achievement gap that the board aimed to close.

Almost half of Wisconsin residents say they haven’t heard enough about voucher schools to form an opinion, according to the Marquette University law school poll. Some 27 percent of respondents said they have a favorable view of voucher schools while 24 percent have an unfavorable view. But a full 43 percent said they hadn’t heard enough about them to form an opinion.
“There probably is still more room for political leadership on both sides to try to put forward convincing arguments and move opinion in their direction,” pollster Charles Franklin said.
The initial poll question about vouchers only asked for favorability perceptions without addressing what voucher schools are. In a follow-up question, respondents were told that vouchers are payments from the state using taxpayer money to fund parents’ choices of private or religious schools.
With that cue, 51 percent favored it in some form while 42 percent opposed it.
Walker is a staunch voucher supporter.

A close observer of Madison’s $392,789,303 K-12 public school district ($14,547/student) for more than nine years, I find it difficult to see substantive change succeeding. And, I am an optimist.
It will be far better for us to address the District’s disastrous reading results locally, than to have change imposed from State or Federal litigation or legal changes. Or, perhaps a more diffused approach to redistributed state tax dollar spending.

Marquette Law School Poll shows range of public views of charter schools in Wisconsin

Marquette University Law School Poll:

A statewide Marquette Law School Poll conducted March 11-14 finds that voters view charter schools as enabling more choice in education options but are doubtful that students learn more in charter schools than in public schools. Seventy-one percent said charter schools offer more choice, while 18 percent disagreed. Thirty-four percent think students learn more in charter schools, but 51 percent disagree. The poll finds that voters have a mix of views about charter schools, reflecting varied evaluations of them as education alternatives.
Charter schools are publicly funded, independently operated schools that are allowed more flexibility over instruction and subject matter than traditional public schools. The poll also touched upon views of vouchers, which support students attending private and religious schools.
A large majority, 72 percent, think charter schools provide flexibility to meet student needs that may not be met in traditional public schools, while 16 percent disagree. Voters doubt that charter schools skim the best students: 31 percent think they do, but 58 percent disagree. Opinion is more evenly divided on whether charters take needed money away from traditional public schools: 40 percent think they do, while 48 percent think they do not drain money from traditional schools. Forty-six percent think competition with charter schools makes public schools better, but 42 percent disagree.
Voters are concerned that the public pays for charter schools but has little control over school quality, with 47 percent agreeing and 38 percent disagreeing.
Charter schools are viewed favorably by 42 percent of voters statewide, while 16 percent have an unfavorable view of them. However, 42 percent say they don’t know enough about charter schools to offer an opinion. That is a higher favorability than toward voucher schools, which are seen favorably by 27 percent and unfavorably by 24 percent. An even larger segment, 49 percent, said they didn’t know enough to express an opinion about voucher schools. Public schools, in contrast, were viewed favorably by 72 percent of the public with 18 percent having unfavorable views and 10 percent unable to say. Likewise, 24 percent said they were very satisfied with the public schools in their community and 57 percent said they were satisfied. Background for non-Americans: the US school system is a disaster, with very uneven quality. You have some good school districts, and you have some really bad ones, and it’s all just pretty crazy. Very different from back in Finland, where education isn’t just good, it’s fairly reliably good. You don’t have to worry too much about which school you go to, because while there are certainly differences, they simply don’t tend to be all that marked.
In the US, if you care about education, you end up having to make sure you live in a good school district. Or you do the whole private school thing, or try to make sure you can transfer, or whatever. The one thing you do not do is to just take it for granted. You work at it.
I’m not a huge believer in private schools, and I actually wanted my kids to be able to walk to their friends houses, so we made sure to move to one of the better districts in Oregon.
Now, living in a good school district means that you end up paying a lot more for housing, so it’s not actually necessarily really any cheaper than sending your kids to a private school. But you do also end up being in a community where people care about education, so it’s not just the school: it’s the whole environment around you and your kids.
But it’s unquestionably unfair, and it unquestionably means that people who can afford it get a better education in the US. Despite the whole “public” part of the US public school system, it’s like so much else in the US: you don’t want to be poor. The whole “American Dream” is pretty much a fairy tale.
So the Oregon legislature is trying to fix the unfairness. Which I very much understand, because I really do detest the whole US school system – it was always one of the things that we talked about being a possible reason to move back to Finland when the kids needed to go to school. We ended up learning how the US system works, and made it work for us, but that doesn’t mean that I have to like the situation. Because I’ve seen better.
So why is trying to make things fairer a peeve?
The way the Oregon legislature is trying to fix things isn’t by making the average school better, it’s by trying to make it hard to have the (fairly few) bright spots around.
In particular, let’s say that you do have a good school district, where people not only end up paying for it in the property taxes (which is what largely funds the school), but also by having special local tax bonds for the school in addition to the big fund-raisers every year. Because the public US school funding just isn’t that great, so the local community ends up fixing it – to the point of literally raising much of the money to build a new building etc.

Wisconsin education chief: Governor’s new report cards not ‘ready for prime time’

The state’s top education official warned the Legislature’s budget committee Thursday that Gov. Scott Walker’s proposal to tie funding and voucher expansion to new state report cards could undermine bipartisan reform efforts already underway.
State Superintendent of Public Instruction Tony Evers said the new report cards “aren’t ready for prime time” and will look “a lot different eight years from now.”
Evers agreed with Sen. Luther Olsen, R-Ripon, a member of the Joint Finance Committee and chairman of the Senate Education Committee, that the report cards should be used “as a flashlight and not a hammer.”

“If we use them as a hammer it’s going to make all the other transformative efforts we’re doing more difficult
,” Evers said, referring to new curriculum, testing and teacher evaluation systems that were developed by a bipartisan coalition of teachers, administrators, school boards and political leaders in recent years.
“Teachers will back off,” he said.

2008: “Schools should not rely on only WKCE data to gauge progress of individual students or to determine effectiveness of programs or curriculum”. Parents, students and taxpayers might wonder what precisely the DPI has been doing since 2008? The WKCE has been long criticized for its lack of rigor.

Madison school district in disarray

The schools are failing to educate the district’s growing population of minority kids. Note that in 1991, 21% of students were non-white; 20 years later, the figure was 53%. Only about half of black and Latino youth graduate. The percentage deemed to be college-ready is embarrassingly small.
The district’s problems are not new. Almost a decade ago, John Wiley, then chancellor of UW-Madison, convened a meeting to discuss how the Madison schools, once a draw for faculty recruitment, were becoming a hindrance. Among the complainants, Wiley recounts, were top black UW faculty and staff who did not like how their children were treated in the Madison schools.
Those concerns, of course, echo loudly today in the efforts of the Urban League’s Kaleem Caire to address the problems of minority students in the Madison schools. For that effort, Caire has been ostracized by progressive leaders. My opinion is very different. I belong to the Urban League, and I think that Caire is uncommonly brave in facing unpleasant facts.
Like it or not, we’re in an era of change and choice in education. Extending public vouchers to private schools in Madison may be wild overreach by the governor, but Madison parents already have choices for schooling.
If they don’t like their neighborhood school, parents can open-enroll their child in any Madison school or even in a suburban district. They can pack up and move to a suburban district. They can enroll their kid in a public charter school like Nuestro Mundo. They can send their child to a private school. They can home-school. They can sign their kid up for one of the many online schools.
This is a good thing. As long as academic programs address state educational standards and meaningful accountability is in place, why shouldn’t parents be able to pick a school setting they feel best suits their child’s needs? More to the point, why shouldn’t the district’s response to the painful achievement gap demonstrate this flexibility?

There’s also the obvious point: If seniority and degree attainment make for better teachers, why are seniority protections and automatic raises for degree attainment necessary in a collective bargaining agreement or an employee handbook?
One would think good teachers should have secure employment, dibs on choice positions and regular raises by virtue of being, well, good teachers.
I’m not drawing attention to the ridiculousness of seniority and degree-attainment perks because I think Walker’s decision to effectively end public-sector collective bargaining was a good one.
But support for these common contract provisions is one way to measure school board candidates.
There’s a difference, after all, between being pro-union and union-owned.

Focus needed on long-term educational goals by Dave Baskerville:

There is now much excitement around Madison and the state with the selection of a new Madison School District superintendent, the upcoming election of new School Board members, the expected re-election of State Superintendent Tony Evers, the rollout of new Common Core state standards, and now a vigorous debate, thanks to our governor, over the expansion of school vouchers.
The only problem is that for those of us who pay attention to classroom results and want to see our students really move out of second-class global standings, there is no mention of long-term “stretch goals” that could really start getting all of our kids — black and white, poor and middle class — reading like the Canadians, counting like the Singaporeans or Finns, and doing science like the Japanese — in other words, to close the gaps that count long-term.
Let’s focus on two stretch goals: Wisconsin’s per capita income will be 10 percent above Minnesota’s by 2030, and our eighth grade math, science and reading scores will be in the top 10 globally by 2030.
This would take not only vision, but some serious experimentation and radical changes for all of us. Can we do it? Of course, but not with just “feel good” improvement and endless debate over means to that end, and without clear global benchmarks, score cards, and political will.

The New Madison Superintendent Needs to “Make Things Happen”, a Wisconsin State Journal Editorial:

Barely half of the district’s black students are graduating from high school in four years. That’s a startling statistic. Yet it hasn’t produced a dramatic change in strategy.
Ms. Cheatham, it’s your job to make things happen.
Your top priority must be to boost the performance of struggling students, which requires innovation, not just money. At the same time, Madison needs to keep its many higher-achieving students engaged and thriving. The district has lost too many families to the suburbs, despite a talented staff, diverse offerings and significant resources.
Being Madison’s superintendent of schools will require more than smarts. You’ll need backbone to challenge the status quo. You’ll need political savvy to build support for action.
Your experience leading reform efforts in urban school districts is welcome. And as chief of instruction for Chicago Public Schools, you showed a willingness to put the interests of students ahead of the grown-ups, including a powerful teachers union.
We appreciate your support for giving parents more options, including public charter schools and magnets. You seem to understand well the value of strong teacher and student assessments, using data to track progress, as well as staff development.
The traditional classroom model of a teacher lecturing in front of students is changing, and technology can help provide more individualized attention and instruction. The long summer break — and slide in learning — needs to go.

Madison School Board Election Intrigue (Public!)

he top vote-getter in Tuesday’s Madison School Board primary said Friday she ran for the seat knowing she might not be able to serve out her term because her husband was applying for graduate school in other states.
Sarah Manski, who dropped out of the race Thursday, said she mentioned those concerns to School Board member Marj Passman, who Manski said encouraged her to run. Passman told her it wouldn’t be a problem if she had to resign her seat because the board would “appoint somebody good,” Manski said.
Passman vigorously denied encouraging Manski to run or ever knowing about her husband’s graduate school applications. After learning about Manski’s statement from the State Journal, Passman sent an email to other School Board members saying “I had no such conversation with her.”
“It’s sad to believe that this kind of a person came close to being elected to one of the most important offices in our city,” Passman wrote in the email, which she also forwarded to the State Journal.
Manski said in response “it’s possible (Passman) didn’t remember or it’s possible it’s politically inconvenient for her to remember.”

Wisconsin Governor Scott Walker Proposes a 1% K-12 Redistributed State Tax Dollar Spending Increase

Gov. Scott Walker will propose a modest increase in funding for Wisconsin public schools in his budget to the Legislature on Wednesday, two years after his steep cuts and all but elimination of collective bargaining for teachers sparked the unsuccessful movement to recall Walker from office.
Walker is also making incentive money available, which could be used as incentive payments for teachers based on how well schools perform on state report cards, Walker told The Associated Press in an exclusive interview.
Walker provided details of his education funding plan to the AP ahead of its public release Sunday. Not only will he put more money into K-12 schools in his two-year budget, Walker will increase funding for the University of Wisconsin System and technical colleges two years after their funding was also slashed.
The roughly 1 percent increase in aid to schools Walker is proposing comes after he cut aid by more than 8 percent in the first year of the last budget. Schools would get $129 million in aid under Walker’s plan, but total K-12 funding would go up $276 million

Tom Beebe, project director for Opportunity to Learn Wisconsin, a liberal-leaning group and former executive director of the Wisconsin Alliance for Excellent Schools, has been critical of Walker’s cuts to education.
He said the amount of general aid increase proposed for this next biennial budget – $129.2 million over two years – only amounts to about $161 for each of Wisconsin’s 800,000 public-school students.
“If the revenue cap does not go up, then there is no new money going to schools no matter how much aid increases,” Beebe said. “The increase in school funding simply goes to property taxpayers not into the classroom.”
Mary Bell, president of the Wisconsin Education Association, the state’s largest teacher union, said the modest increase was really just keeping overall revenue for schools flat.
“The stagnant revenue on top of the largest cuts to education funding in Wisconsin history in the last budget is another clear indication that this governor has no intention of supporting neighborhood schools,” Bell said in a statement.
“(Walker’s) real focus is privatizing public education with another infusion of resources to the unaccountable taxpayer-funded private school voucher program while leaving our neighborhood public schools on life support,” she added.

Report: Choice schools lack specialty teachers One-third of private schools don’t have specialized art, music, PE teachers

Milwaukee’s private-school voucher program has swelled to nearly 25,000 students in 113 schools that largely mirror local public schools in terms of race and poverty, and rapid enrollment growth is raising new questions about how much taxpayer money the private schools should receive to adequately serve students.
Results from an annual survey of the Milwaukee Parental Choice Program released Wednesday underscore what’s already well-known about the voucher program: Participating private schools spend less to educate each pupil than Milwaukee Public Schools but offer little achievement data about how those pupils are doing.
The survey also offers a new reason that the voucher schools’ per-pupil costs may be lower: About a third of the private schools report they do not have specialty teachers for subjects such as art, music and physical education.
MPS has also struggled to provide adequate numbers of specialty teachers in an era of tight budgets.
The survey results come from the Public Policy Forum, a Milwaukee policy research organization that conducted its 15th annual census of the voucher program in Milwaukee, which is in its 23rd year. The forum also now surveys the 2-year-old voucher program in Racine.
“Overall, we find that students who receive vouchers to attend these private schools look very much like students in MPS, but we are not investing much in them as a public,” said Anneliese Dickman, research director for the forum. “The results raise the question of whether these are the types of low-income students who deserve more funding.”

Questions abound Wisconsin Governor Walker’s education agenda

So let’s ask some detailed questions as a way of getting a glimpse of the education decisions that will be made between now and June. Walker has spoken only in generalities so far, including in his “state of the state” address last week. It’s clear that supporters of charter, voucher and virtual schools are going to be a lot happier than a lot of folks involved in public schools. And Walker has talked a lot about creating ways to include the success (or lack thereof) of a school in decisions about how much money it gets. But talking points aren’t policy.
So here are a dozen policy questions:
1: What will the governor propose for the revenue cap on public school students? Two years ago, the cap was cut by 5.5%, or $550 per student, in the first year of the budget, with most schools getting a $100 increase in the second year. That was dramatic after years in which the cap went up $200-plus each year. Walker appears on track to increase the cap this time. Will he go along with the $200 per year figure some, including some Republicans, are suggesting?
2: How much will state aid to schools go up? The revenue cap covers generally money that comes from the state and local property taxes combined. The more state aid, the less pressure on property taxes. Again, Walker has indicated he will support increasing state education spending. How much? And what portion will be in general aid increases and what portion in special funds such as money to reward high performing schools?
3: Walker said in the “state of the state” address, “We will lay out plans to provide a financial incentive for high-performing and rapidly improving schools.” What does he mean by that? There’s not much evidence nationally on what is really effective on this front. And Walker has been urged by people such as influential Republican Sen. Luther Olsen not to count on the new state report cards on schools as a basis for decisions. Olsen is among those saying it may be several years until the grades will be useful that way. Will Walker use the grades anyway as the basis for rewards and punishments?
4: What will Walker propose for the per-student payment for voucher and charter school students? The voucher payments have been held flat for four years at $6,442, while independent charter schools get $7,775 per student. (Depending on how you figure it, Milwaukee Public School gets something around $13,000 per student overall.) Charter and voucher leaders are pushing hard for sizable increases in the payments, and for high school vouchers to be worth more than grade school vouchers, just because high school is more expensive. Walker is clearly sympathetic.

The case for school choice

This year over 41,000 students took advantage of Wisconsin’s open-enrollment policy to transfer to public schools outside their home district, according to the Department of Public Instruction. An additional 37,000 students attend over 200 charter schools. Over 25,000 students participate in the Milwaukee and Racine voucher programs, while 137,000 students attend over 900 private schools. Clearly demand for choice by parents and students is strong.
Yet choice is not without its critics. Some argue school choice is an effort to “privatize” public education. But Wisconsin is constitutionally required to provide public schools. And certainly families who are happy with traditional public schools (of which there are many) are not going to abandon them.
This fear of “privatization” begs the question: Is the goal of public education to achieve an educated public, or the creation of a certain type of school? Focusing on form over function is a mistake.
Others believe choice starves public schools of critical funding. But as the number of families exercising choice over the past few decades has grown dramatically, so have public school expenditures. According to the Wisconsin Taxpayers Alliance, from 1999 to 2011 real inflation-adjusted per pupil public school expenditures in Wisconsin have increased almost 16 percent, from $10,912 to $12,653.
In addition, a University of Arkansas study on the Milwaukee voucher program estimates it saved Wisconsin taxpayers nearly $52 million in 2011 due to the voucher amount being far less than what Milwaukee public schools typically spend per student. Arguing that choice has hurt public school finances is not supported by the evidence.
Another frequent criticism of school choice is the objection to taxpayer money being spent on private educational institutions. But our government spends taxpayer dollars on products and services from private companies all the time. Why is it OK to pay private contractors to build our schools, private publishing companies to provide the books and private transport companies to bus our children, but when the teacher or administrator is not a government employee we cry foul?
Our focus should be on educating children and preparing them for life, through whatever school form that might take.

Milwaukee school choice beats the alternative

Education expert Diane Ravitch wrote in a Jan. 11 op-ed that Milwaukee should abandon its long-running school choice programs involving private and public charter schools and instead concentrate all education resources on a single, monopolistic public school system.
The actual research on school choice in Milwaukee argues against such a move. At the request of the State of Wisconsin, we led a five-year study of school choice in Milwaukee that ended last February. We found that school choice in Milwaukee has had a modest but clearly positive effect on student outcomes.
First, students participating in the Milwaukee Parental Choice (“voucher”) Program graduated from high school and both enrolled and persisted in four-year colleges at rates that were four to seven percentage points higher than a carefully matched set of students in Milwaukee Public Schools. Using the most conservative 4% voucher advantage from our study, that means that the 801 students in ninth grade in the voucher program in 2006 included 32 extra graduates who wouldn’t have completed high school and gone to college if they had instead been required to attend MPS.
Second, the addition of a high-stakes accountability testing requirement to the voucher program in 2010 resulted in a solid increase in voucher student test scores, leaving the voucher students with significantly higher achievement gains in reading than their matched MPS peers. Ravitch claimed in a Nov. 5 blog post that private schools no longer have to administer the state accountability test to their voucher students and post the results, but that assertion is and always was false.

In Support of The Milwaukee Public Schools

In his Jan. 6 column, Alan J. Borsuk says that a new vision for education in Milwaukee is needed to get beyond the stale and failed answers of the past. He is right.
Milwaukee has had voucher schools since 1990, longer than any school district in the nation. Students in the voucher schools perform no better than those in the public schools.
Milwaukee has had charter schools for about 20 years. Students in the charter schools do no better than those in the public schools.
As the other sectors have grown, Milwaukee Public Schools has experienced sharply declining enrollment. At the same time, the number of students with disabilities is far greater in the public schools than in either the voucher or charter schools. The latter are unable or unwilling to take the children who are most challenging and most expensive to educate. Thus, MPS is “competing” with two sectors that skim off the ablest students and reject the ones they don’t want. Most people would say this is not a level playing field.

What grade would you give public schools?

James Causey:

Fact: There are some really good Milwaukee Public Schools. Another fact: There are some that even the district’s superintendent says need improvement. To be fair, the same facts also apply to voucher schools.
There are a number of factors that contribute to a school’s success. Successful schools have engaged parents along with an equally motivated student body and teachers. Struggling schools often lack parental support and more often than not have behavioral problems that impede learning.
If I were to ask you to assign a letter grade to public schools in Milwaukee, what grade would you give them?
A survey asked 1,200 city residents that question, and 70% gave the public schools a “C” or worse.

What grade would you give public schools?

Fact: There are some really good Milwaukee Public Schools. Another fact: There are some that even the district’s superintendent says need improvement. To be fair, the same facts also apply to voucher schools.
There are a number of factors that contribute to a school’s success. Successful schools have engaged parents along with an equally motivated student body and teachers. Struggling schools often lack parental support and more often than not have behavioral problems that impede learning.
If I were to ask you to assign a letter grade to public schools in Milwaukee, what grade would you give them?
A survey asked 1,200 city residents that question, and 70% gave the public schools a “C” or worse.
And when asked who is responsible for a child’s failure, 64% of respondents said it was the parents and the students. Only 10% said it was the teachers’ fault and only 5% blame the school as a whole.

Where have all the Students gone?

We are not interested in the development of new charter schools. Recent presentations of charter school programs indicate that most of them do not perform to the level of Madison public schools. I have come to three conclusions about charter schools. First, the national evidence is clear overall, charter schools do not perform as well as traditional public schools. Second where charter schools have shown improvement, generally they have not reached the level of success of Madison schools. Third, if our objective is to improve overall educational performance, we should try proven methods that elevate the entire district not just the students in charter schools. The performance of non-charter students in cities like Milwaukee and Chicago is dismal.
In addition, it seems inappropriate to use resources to develop charter schools when we have not explored system-wide programming that focuses on improving attendance, the longer school day, greater parental involvement and combating hunger and trauma.
We must get a better understanding of the meaning of ‘achievement gap.’ A school in another system may have made gains in ‘closing’ the achievement gap, but that does not mean its students are performing better than Madison students. In addition, there is mounting evidence that a significant portion of the ‘achievement gap’ is the result of students transferring to Madison from poorly performing districts. If that is the case, we should be developing immersion programs designed for their needs rather than mimicking charter school programs that are more expensive, produce inadequate results, and fail to recognize the needs of all students.
It should be noted that not only do the charter schools have questionable results but they leave the rest of the district in shambles. Chicago and Milwaukee are two systems that invested heavily in charter schools and are systems where overall performance is unacceptable.

Madison Mayor Paul Soglin has some pretty strong ideas about how to improve academic achievement by Madison school children. Charter schools are not among them.
In fact, Madison’s ongoing debate over whether a charter school is the key to boosting academic achievement among students of color in the Madison Metropolitan School District is distracting the community from making progress, Soglin told me.
He attended part of a conference last week sponsored by the Urban League of Greater Madison that he says overstated the successes elsewhere of charter schools, like the Urban League’s controversial proposed Madison Preparatory Academy that was rejected by the Madison School Board a year ago.
“A number of people I talked with about it over the weekend said the same thing: This debate over charter schools is taking us away from any real improvement,” Soglin said.
Can a new committee that Soglin created — bringing together representatives from the school district, city and county — be one way to make real progress?

Indiana Teachers hope Ritz will help slow school changes

Indiana teachers frustrated by sweeping changes in the state’s education system under schools chief Tony Bennett say they hope his successor will be able to slow the pace of change, but they say they don’t expect it to stop altogether.
Democrat Glenda Ritz, a library media specialist at an Indianapolis school, defeated Bennett in the Nov. 6 election with a grassroots campaign that largely was conducted through social media and backed by teachers across the state.
Teachers have been frustrated with the changes under Bennett, which include the nation’s broadest use of school vouchers, the state’s takeover of six schools and changes that tie teacher pay to student performance. Many have said they feel that they are being blamed for failing schools.

Education is crucial to the future of the US, both as a gateway to the middle class and to secure a competitive edge in the global talent pool. Both Democrats and Republicans are concerned that rising tuition is putting college out of reach for too many people – potentially blighting the country’s future prosperity as higher education expands rapidly around the world. Both parties are concerned by international comparisons that show the academic performance of US high school students is relatively mediocre. But when it comes to solving these problems, there are marked differences between Barack Obama and Mitt Romney.
In schools, the president has pushed for increased accountability for teachers, by tying teacher evaluations to students’ results in standardized tests. He has promoted charter schools, which are state-funded but independently run, giving parents an alternative to traditional public schools.
Romney supports both these goals, but is also keen to provide federal cash for school vouchers that would educate children in private or religious schools at public expense.

St. Marcus model offers hope for Milwaukee schools

He thinks Milwaukee has advantages in shooting for success, including its size, the overall value system of the city, strong business and philanthropic support of education, and three streams of schools – public, charter and private (including many religious schools) – that each want to improve. He says he is more convinced than ever that the model being pursued by St. Marcus works and can be replicated.
These are controversial beliefs – for one thing, anything involving voucher schools remains highly charged. Tyson says politicians should focus less on such disputes and more on how to offer quality through whatever schools offer it.

Indiana has seen a quiet whirlwind of education reform

IN THE summer of 2011 a 16-year-old girl called Dayana Vazquez-Buquer arrived at the reception desk of Roncalli High School, a nice private school in the south side of Indianapolis. Her parents were Mexican immigrants who could not afford the $8,030 tuition fees. Yet Miss Vazquez-Buquer felt Roncalli would be better for her than her current public school and said she had heard about a new school voucher scheme that would pay most of the fees. She was correct. Today she is a student at Roncalli and on track to attend university.
The voucher scheme, potentially the biggest in America, was set up a year ago as part of a big package of educational reforms led by Indiana’s governor, Mitch Daniels, and his superintendent of schools. These include teacher evaluations that take student performance into account, giving school heads more autonomy and encouraging the growth of charter schools. Jeanne Allen, president of the Centre for Education Reform, a Washington-based advocacy group, says the reforms are unique because Indiana has looked at education reform in its “totality”, rather than taking a piecemeal approach as many other states have done.

Roncalli’s tuition is currently $8,030 for the first student in a family. The Indianapolis Public Schools 2013 budget will spend $540,000,000 for 32,000 students, or $16,875/student. Madison will spend $15,128/student during the 2012-2013 school year.

Hardball School Choice Politics in Milwaukee

The defeat AFC took was so sweeping that the group had to issue a statement Wednesday in which it “reaffirmed its support for legislators and candidates across Wisconsin who favor expanded educational options for families, following disappointing primary results last night.”
Yikes.
AFC, a group funded by billionaire right-wingers from Michigan (former Michigan Republican Party chairwoman Betsy DeVos and her husband, Amway heir Dick DeVos) and their wealthy allies across the country, poured more than $100,000 (perhaps a lot more) into “independent” campaigns on behalf of supporters of school “choice” and “voucher” schemes, which weaken public schools in Milwaukee and pave the way for privatization.
But the AFC candidates lost. Badly.
State Rep. Jason Fields, the Milwaukee Democrat whose re-election was the chief priority of AFC and its Wisconsin operative, former Assembly Speaker Scott Jensen, was defeated by community activist Mandela Barnes.

Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Words: Madison’s Plan to Close the Achievement Gap: The Good, Bad, and Unknown

Admittedly I did not expect much. Upon review some parts pleasantly surprised me, but I am not holding my breath that it is the answer to MMSD’s achievement gaps. It is a classic example of what I call a butterflies and rainbows education plan. It includes a variety of non-controversial, ambitious, and often positive goals and strategies, but no compelling reason to expect it to close the achievement gap. Good things people will like, unlikely to address MMSD’s serious problems: butterflies and rainbows.
What follows is a review of the specific recommendations in the MSSD plan. And yes, there are good things in here that the district should pursue. However, any serious education plan must include timelines not just for implementation, but also for results. This plan does not do that. Nor does it say what happens if outcomes for struggling subgroups of students do not improve.
Recommendation #1: Ensure that All K-12 Students are Reading at Grade Level

On Louisiana School Reform

The Advocate:

A deserved amount of controversy is generated by the state’s new vouchers for private school tuition, but it is not the only element of state law that changed this year. Significant changes are in store and new demands placed on traditional school systems by education bills championed by Gov. Bobby Jindal in this year’s Legislature.
Parts of the wide-ranging new laws — crammed together as Act 1 and Act 2 of the 2012 Legislature — affect the relationships between school boards and superintendents, giving the latter more untrammeled authority in hiring and firing. Other parts of the package include new alternative course work that might be available online for some students.
And amid all this is the looming implementation of a teacher evaluation system that could provide a significant amount of new work for principals and other supervisors of teachers, as well as paperwork demands. The state, for example, is working to assess whether computer capabilities in local systems are up to the task — for otherwise, the new demands could overwhelm the information technology that cash-strapped public schools can today afford.

Madison School District Strategic Plan Update

I recently attended the third annual update to the 2009 Madison School District Strategic Plan. You can follow the process via these notes and links.
I thought it might be useful to share a few observations on our local public schools during this process:

  • General public interest in the schools continues to be the exception, rather than the norm.
  • I sense that the District is more open to discussing substantive issues such as reading, math and overall achievement during the past few years. However, it does not appear to have translated into the required tough decision making regarding non-performing programs and curriculum.
  • MTI President Kerry Motoviloff recent statement that the District administration has “introduced more than 18 programs and initiatives for elementary teachers since 2009”.
  • Full teacher Infinite Campus use remains a goal, despite spending millions of dollars, money which could have gone elsewhere given the limited implementation. Unfortunately, this is a huge missed opportunity. Complete course syllabus, assignment and gradebook information would be a powerful tool when evaluating achievement issues.
  • The implementation of “standards based report cards” further derailed the Infinite Campus spending/implementation. This is an example of spending money (and time – consider the opportunity cost) on programs that are actually in conflict.
  • The District continues to use the oft criticized and very low benchmark WKCE as their measure. This, despite starting to use the MAP exam this year. Nearby Monona Grove has been using MAP for some time.
  • Three Madison School Board members attended: Mary Burke, James Howard and Ed Hughes.
  • UW-Madison school of Education dean Julie Underwood attended and asked, to my astonishment, (paraphrased) how the District’s various diversity programs were benefiting kids (and achievement)?

The only effective way forward, in my view, is to simplify the District’s core mission to reading, english and math. This means eliminating programs and focusing on the essentials. That will be a difficult change for the organization, but I don’t see how adding programs to the current pile benefits anyone. It will cost more and do less.
Less than 24 hours after I attended the MMSD’s Strategic Plan update, I, through a variety of circumstances, visited one of Milwaukee’s highest performing private/voucher schools, a school with more than 90% low income students. The petri dish that is Milwaukee will produce a far more robust and effective set of schools over the next few decades than the present monolithic approach favored here. More about that visit, soon.

Florida school board election may be barometer for school choice

Florida has long given folks nationwide good reason to pay attention to school choice happenings at the state level. Now comes a compelling story at the local level.
Glen Gilzean, 31, is seeking a school board seat to help lead the 101,000-student Pinellas County school district. He’s a former staffer with the state education department; an education entrepreneur whose business helps low income kids; an energetic guy with a solid grasp of education issues. He also happens to openly support school choice options like vouchers and tax credit scholarships.
That support prompted headlines after Florida Gov. Rick Scott appointed Gilzean to the District 7 seat in January. And it was mentioned again when Gilzean announced last week that he’s running to hold on to the seat. It should be kept in perspective.

California’s Endangered Charter Schools

Larry Sand:

Try as the California Teachers Association might, the powerful union cannot realistically organize all of California’s 900-plus charter schools, only about 15 percent of which are currently unionized. Instead, the union is taking an indirect approach, sponsoring legislation that, if enacted, could over time greatly diminish the number of charters in the state–and thus reduce what little school choice Californians have. While other states have readily embraced school choice, including vouchers, Californian’s only real alternative to traditional public schools is charter schools. Charters are, in fact, public schools, but they aren’t bound by the intrusive union contracts that stifle so many traditional public schools. The flexibility that non-unionization offers is a key attraction for teachers and parents. And so the CTA’s long war against the charter option continues.
In 1992, California became the second state in the U.S. to pass a charter school law. Today, about 400,000 students in California are enrolled in charter schools. That might sound like a lot, but charters represent only around 10 percent of the state’s 9,000 public schools. Their record is impressive: the California Charter School Association’s second annual “Report on Charter School Performance and Accountability,” published late last month, shows that charters are more likely than non-charters to have both above-average academic performance and above-average growth on standardized test scores. The CCSA report reinforces the findings of previous studies, including a 2010 Duke University investigation of Boston’s charter schools and a 2009 study of New York City charter schools by Caroline Hoxby that showed how, on the whole, students enrolled in charter schools show large and significant test-score gains, especially in middle school and high school. Of course, not all charter schools perform adequately. But if a school isn’t academically successful, the charter authorizer–usually the local school district–can close it after the initial five-year authorization period is up.

More Election Tea Leaves: UW-Madison Ed School Dean on K-12 Tax & Spending: Defunding and privatization threaten public schools

UW-Madison Ed School Dean Julie Underwood:

Public education currently stands under twin towers of threat — de-funding and privatization. This is consistent with a conservative agenda to eliminate many public programs — including public education.
In Wisconsin, school districts have been under strict limits on their revenues and spending since 1993. These limits have not kept pace with the natural increases in the costs of everyday things like supplies, energy and fuel. So every year, local school board members and administrators have had to cut their budgets to comply with spending limits. Throughout these years, school boards and administrators have done an admirable job of managing these annual cuts, but taken together, reductions in programs and staff have had a significant and very negative impact on our schools and the education they can provide to children.
Unfortunately this year, these same districts have received the largest single budget cut in Wisconsin history. For example, high poverty aid was cut by 10 percent during a time when poverty in children has increased in Wisconsin. As a result, schools are cutting programs and staff. According to the Wisconsin Department of Public Instruction data, the cuts in 2012 are greater than the two previous years combined. These cuts will be compounded when next year’s cuts come due.

Since 2007, there have been nine elections for seats on the Madison School Board. Only two have been contested. Thus, in seven instances, a candidate was elected or re-elected without having to persuade the community on the merits of his or her platform, without ever facing an opponent in a debate.
This year, two seats on the School Board are hotly contested, a political dynamic that engages the community and that most members of the board welcome.
“What an active campaign does is get the candidate out and engaged with the community, specifically on larger issues affecting the school district,” says Lucy Mathiak, a School Board member who is vacating one of the seats that is on the April 3 ballot.
Competition may be healthy, but it can also be ugly. While the rhetoric in this year’s School Board races seems harmless compared to the toxic dialogue we’ve grown accustomed to in national and state politics, there is a palpable tension that underpins the contests.
Teachers and their union worry that Gov. Scott Walker’s attacks on collective bargaining rights and support for school vouchers could gain more traction if candidates who favor “flexibilities” and “tools” get elected to the board. Meanwhile, many in the black community feel their children are being neglected because policy-makers are not willing to challenge the unions or the status quo. District officials must contend with a rising poverty level among enrolled students and concerns about “white flight.”
In addition to massive cuts to education funding from the state, the current anxiety about the future of Madison’s schools was fueled by last year’s debate over the proposed Madison Preparatory Academy, a charter school plan devised by Kaleem Caire, the head of the Urban League of Greater Madison, to help minority students who are falling behind their white peers in academic achievement. Minority students in the Madison district have only a 48 percent four-year graduation rate and score much lower on standardized tests than do white students.
Objections to Madison Prep varied. Some thought creating a school focused on certain racial groups would be a step backward toward segregation. Others disliked the plan for its same-sex classrooms.
However, what ultimately killed the plan was the Urban League’s decision to have the school operate as a “non-instrumentality” of the Madison Metropolitan School District, meaning it would not have to hire union-represented district teachers and staff. In particular, Caire wanted to be able to hire non-white social workers and psychologists, few of whom are on the district’s current staff.

Getting It Wrong On School Choice

During the last year, three different reports have claimed to compare the academic achievement of students in the Milwaukee Public Schools with students in the Milwaukee Parental Choice Program.
Two conclude, erroneously, that MPS students outperform students in the choice program.
The third reaches far different conclusions.
The difference?
Two of the three, from Wisconsin’s Department of Public Instruction (DPI) and the Milwaukee-based Public Policy Forum (PPF), used deeply flawed methods to conclude that MPS students outperform those in the choice program. Page one stories in the Journal Sentinel validated these erroneous reports. The paper compounded the errors by wrongly suggesting that the DPI and PPF data allow individual schools to be evaluated.
The third report comes from the School Choice Demonstration Project (SCDP) at the University of Arkansas and is based on rigorous methods. Its reports, including several issued today, draw starkly different conclusions from those advanced by DPI, PPF, and Journal Sentinel news stories.
Responding to widespread attention generated by the DPI and PPF reports, the experts at the University of Arkansas refute the validity of those reports and demonstrate why they provide neither a basis for comparing MPS and Milwaukee’s school choice programs nor for evaluating individual schools.

Wisconsin Schools’ Evers criticizes education reform bill

An education reform bill circulating this week would require kindergarten screening exams and teacher evaluations based partly on test scores, but doesn’t update the state’s system for holding schools accountable for student performance.
The omission concerned State Superintendent of Public Instruction Tony Evers, who for the past year has worked with Gov. Scott Walker on three bipartisan task forces addressing literacy, teacher effectiveness and school accountability. The bill includes recommendations from the first two groups, but not the third.
Specifically, the bill doesn’t propose changes that would bring charter schools and private voucher schools under the new accountability system, or update language in state law related to No Child Left Behind.
Evers said the bill misses an opportunity to deliver action on promises made by Walker, legislators and education leaders, including advocates for charter and private voucher schools.

The DPI has much to answer for after the millions spent (and years wasted) on the oft-criticized WKCE.

School reform proposals are in limbo in Missouri General Assembly

Missouri lawmakers are facing increasing pressure to deal with a potential flood of student transfers stemming from the loss of accreditation in urban school districts like Kansas City’s.
But looming over this year’s legislative session is a pledge by House Speaker Steve Tilley, a Perryville Republican, that any plan to deal with school transfers to suburban districts, or adjustments to the state’s school funding formula, be coupled with ideas that have doomed previous reform efforts.
Those include controversial measures such as expanding charter schools, eliminating teacher tenure, basing teacher pay on student achievement and offering tax credit vouchers to parents who want to send children to private schools.

A Flawed Logic on Milwaukee School Finance

Milwaukee school board member Terrence Falk this week points out a looming budget disaster for the Milwaukee Public Schools (MPS): underfunded legacy costs. It is an issue we have followed here at the Wisconsin Policy Research Institute. Unfortunately Falk sees fit to blame the Milwaukee school choice program for an issue rooted in collective bargaining agreements struck over fifteen years before the choice program began. Falk writes:

“Much of the problem directly relates to the impact of the choice or voucher program. The funding voucher flaw was partly fixed under the previous Democratic state administration, and it helped place our books more in balance. In addition, if all the students who left MPS for suburbs and private schools were still in MPS, the school system would have far fewer problems in supporting these retirees. But the new expansion of the voucher program and the state funding cuts make the long term viability of this school district perilous.”

Blaming the choice program makes little sense. What Falk calls the funding voucher flaw does not cost MPS revenue.

Here’s What’s So Bad About School Choice

This week’s Isthmus includes an opinion column by Larry Kaufmann entitled “What’s So Bad About School Choice?” Mr. Kauffmann is identified as “an economic consultant based in Madison.” I bet Mr. Kaufmann is really smart in a lot of ways. But this column of his seems strikingly misguided.
In a nutshell, Kaufmann argues that our public schools have failed. Public education “is one of the most unproductive and underperforming sectors in America.” Spending on schools has gone up but “students’ combined math and reading scores have been flat.” Hence, our educational productivity “has fallen by 50% since 1970.”
If all you have is a hammer, every problem looks like a nail. Kaufmann apparently is an economist and his preferred solution to what he sees as the underperformance of the educational-output industry is to unleash the magic of the market.
Specifically, his answer is unfettered school choice. Instead of shoveling money down educational sinkholes, parents should be given vouchers to purchase educational services from whomever they choose. Kaufmann assumes that parents as consumers will choose wisely; innovative and efficient schools will flourish; less effective schools will exit the market; and math and reading scores will soar.

DM: But you do need a person.
SJ: You need a person. Especially with computers the way they are now. Computers are very reactive but they’re not proactive; they are not agents, if you will. They are very reactive. What children need is something more proactive. They need a guide. They don’t need an assistant. I think we have all the material in the world to solve this problem; it’s just being deployed in other places. I’ve been a very strong believer in that what we need to do in education is to go to the full voucher system. I know this isn’t what the interview was supposed to be about but it is what I care about a great deal.
DM: This question was meant to be at the end and we’re just getting to it now.
SJ: One of the things I feel is that, right now, if you ask who are the customers of education, the customers of education are the society at large, the employers who hire people, things like that. But ultimately I think the customers are the parents. Not even the students but the parents. The problem that we have in this country is that the customers went away. The customers stopped paying attention to their schools, for the most part. What happened was that mothers started working and they didn’t have time to spend at PTA meetings and watching their kids’ school. Schools became much more institutionalized and parents spent less and less and less time involved in their kids’ education. What happens when a customer goes away and a monopoly gets control, which is what happened in our country, is that the service level almost always goes down. I remember seeing a bumper sticker when the telephone company was all one. I remember seeing a bumper sticker with the Bell Logo on it and it said “We don’t care. We don’t have to.” And that’s what a monopoly is. That’s what IBM was in their day. And that’s certainly what the public school system is. They don’t have to care.
Let’s go through some economics. The most expensive thing people buy in their lives is a house. The second most expensive thing is a car, usually, and an average car costs approximately twenty thousand dollars. And an average car lasts about eight years. Then you buy another one. Approximately two thousand dollars a year over an eight year period. Well, your child goes to school approximately eight years in K through 8. What does the State of California spent per pupil per year in a public school? About forty-four hundred dollars. Over twice as much as a car. It turns out that when you go to buy a car you have a lot of information available to you to make a choice and you have a lot of choices. General Motors, Ford, Chrysler, Toyota and Nissan. They are advertising to you like crazy. I can’t get through a day without seeing five car ads. And they seem to be able to make these cars efficiently enough that they can afford to take some of my money and advertise to other people. So that everybody knows about all these cars and they keep getting better and better because there’s a lot of competition.

Reforming NCLB: How the GOP and Democrats Compare

Everybody hates the No Child Left Behind Act. In the last few weeks, both conservative Republicans and President Obama have announced plans to overhaul George W. Bush’s signature education law by sending power over K-12 schooling back to the states. On the surface, this might seem like a rare moment of bipartisan consensus. Don’t believe it. The two plans actually represent radically different views of the federal government’s responsibility for helping children learn.
To see why, it helps to understand some common misconceptions about NCLB. The law requires schools to administer annual reading and math tests in grades 3-8 and once in high school, and it holds schools accountable for the percentage of students who pass the tests. That target percentage increases steadily over time, to 100 percent in 2014. Since universal proficiency is obviously impossible, the law has been cast as a malevolent force designed to tar public schools with “failing” labels as a prelude to corporate takeover and/or conversion to the free-market voucher nirvana of Milton Friedman’s dreams.
There are, however, three aspects of NCLB that render this scenario very unlikely. First, states were given total discretion to set their own academic standards, pick their own tests, and decide what scores on the tests count as passing. Last year, for example, Alabama reported that 87 percent of its fourth graders had passed the state’s reading test. Yet Alabama is, by all available measures, one of the most academically low-performing states in the nation. According to the federal National Assessment of Education Progress, only 34 percent of Alabama fourth graders are proficient in reading. The lesson: Give state education officials the ability to decide how their performance will be judged, and they’ll respond in predictable fashion.

Selling out public schools: Millions of dollars are changing face of education

“School choice” is a broad term that refers to a wide range of alternatives, including themed charter schools that are entirely under the control of their home school districts. Forty states and the District of Columbia have those in place, according to the American Federation for Children, a national school choice advocacy group.
But it is the voucher programs, in which public funds are used to send children to private schools, that are the focus of much of the energy around the choice movement. Seven states and the District of Columbia have those, and Milwaukee’s voucher program is the first and largest of its kind in the country. That makes Wisconsin a key national battleground.
“Wisconsin has a high level of value to the movement as a whole,” says Robert Enlow, president of the Indianapolis-based Friedman Foundation for Educational Choice, a nonprofit group that advocates for school choice. The state, he says, is notable for “the high level of scholarship amounts that families can get.”
Milwaukee’s voucher program had 20,300 full-time equivalent voucher students at 102 private schools in 2010-11, compared to about 80,000 students at Milwaukee’s public K-12 schools. The total cost, at $6,442 per voucher student, was $130.8 million, of which about $90 million came from the state and the rest from the Milwaukee Public Schools.
Critics see the school choice program as part of a larger strategy — driven into high gear in Wisconsin by the fall election of Gov. Scott Walker and other Republicans — to eviscerate, for ideological and religious reasons, public schools and the unions that represent teachers.

    How much do election-year firewalls cost to build? For the state’s largest teachers union, $1.57 million.
    That’s how much the Wisconsin Education Association Council said last week it will spend trying to make sure four Democratic state senators are re-elected – enough, WEAC hopes, to keep a Democratic majority in the 33-member state body.
    Although there are 15 Democratic candidates running for the state Senate, and 80 Democrats running for the state Assembly, the latest WEAC report shows that the teachers union is placing what amounts to an “all in” bet on saving just four Democratic senators who are finishing their first terms.
    In an Oct. 25 report to the Government Accountability Board, the 98,000-member union reported that it will independently:

    The statewide teachers union led in spending on lobbying state lawmakers even before this year’s fight over collective bargaining rights.
    The Wisconsin Education Association Council spent $2.5 million on lobbying in 2009 and 2010, years when Democrats were in control of all of state government, a report released Thursday by the Government Accountability Board showed.
    WEAC is always one of the top spending lobbyists in the Capitol and they took a central role this year fighting Gov. Scott Walker’s plan curbing public employee union rights, including teachers.
    Back in 2009, when Democrat Jim Doyle was governor and Democrats controlled the Senate and Assembly, WEAC wasn’t helping to organize massive protests but it was a regular presence in the Capitol.

  • Spending in summer recall elections reaches nearly $44 million

    Spending in the summer’s recall elections by special interest groups, candidates and political action committees shattered spending records set in previous elections, with $43.9 million doled out on nine elections, according to a study released Tuesday by the Wisconsin Democracy Campaign.
    Spending by six political action committees or special interest groups topped the $1 million mark. We Are Wisconsin was the top spender.
    The union-backed group spent roughly $10.75 million, followed by the conservative-leaning Club for Growth at $9 million and $4 million in spending from the Greater Wisconsin Committee.

Public schools,” ALEC wrote in its 1985 Education Source Book, “meet all of the needs of all of the people without pleasing anyone.” A better system, the organization argued, would “foster educational freedom and quality” through various forms of privatization: vouchers, tax incentives for sending children to private schools and unregulated private charter schools. Today ALEC calls this “choice”– and vouchers “scholarships”–but it amounts to an ideological mission to defund and redesign public schools.
The first large-scale voucher program, the Milwaukee Parental Choice Program, was enacted in 1990 following the rubric ALEC provided in 1985. It was championed by then-Governor Tommy Thompson, an early ALEC member, who once said he “loved” ALEC meetings, “because I always found new ideas, and then I’d take them back to Wisconsin, disguise them a little bit, and declare [they were] mine.”
ALEC’s most ambitious and strategic push toward privatizing education came in 2007, through a publication called School Choice and State Constitutions, which proposed a list of programs tailored to each state.

A system for providing clear, plentiful and sophisticated information for judging the quality of almost every school in Wisconsin, replacing a system that leaves a lot desired on all of those fronts – that is the goal of an eye-catching collaboration that includes Gov. Scott Walker, state Superintendent of Public Instruction Tony Evers, and leaders of eight statewide education organizations.
Walker and Evers said Friday that they will seek approval from the U.S. Department of Education to allow the new school accountability system to replace the decade-old, federally imposed one they labeled as broken.
They want at least a first version of the new system to be ready by spring, and to apply it to outcomes for schools in the 2011-’12 school year.
The new accountability program would include every school that accepts publicly funded students, which means that private schools taking part in the state-funded voucher program would, for the first time, be subject to the same rules as public schools for making a wealth of data available to the public. Charter schools and virtual schools would also participate.

Judge Milwaukee educational outcomes on the facts

School voucher advocates have had two recent op-eds in the Milwaukee Journal Sentinel: “The story behind school choice study” by John Witte and Patrick Wolf on May 28 and “Special needs students benefit from many choices” by Susan Mitchell on June 19. Both are at best misinformed and at worst deceptive. The facts should matter.
State law says voucher schools must accept special education students. Then why are so few special education students (the number hovers near 1%) attending voucher schools? I put this question to a voucher school principal, who said her school has no special education services or students.
I asked her how that was possible. She stated that she simply tells parents of special education students that she cannot provide the services that their children need. Parents then choose another school, she said – most likely in Milwaukee Public Schools.
MPS does receive more money per student than voucher schools receive. But Mitchell claims MPS receives $15,000 per student while voucher students receive $6,442. She somehow arrived at these numbers without doing her homework. One needs to subtract from the total the amount transferred to voucher schools for a variety of programs.

Colorado Board Of Education Being Sued By Three Civil Liberties Unions

Three civil liberties unions plus some Douglas County parents filed a lawsuit this morning against the authorization of funds by the state treasurer to a lottery program created to subsidize scholarships to private schools–many of which are religious schools.
The national Americans Civil Liberties Union (ACLU) and ACLU of Colorado, Americans United for the Separation of Church and State filed the lawsuit in Denver District Court on behalf of plaintiffs who allege that the Douglas County Pilot Voucher Program disrupts the separation between church and state.
The Douglas County school board-approved Pilot Voucher Program is a scholarship lottery for 500 students to attend one of 19 private schools, but 14 of those schools are religious. In charge of implementing the state’s first ever voucher program is Dr. Christian Cutter, assistant superintendent for the Douglas County School District.

Hardship puts formidable hurdles on the path to scholastic achievement

“It’s one thing to talk about these issues on high,” says Howard Fuller, who has done that often as one of the nation’s most eloquent and best known education activists.
“But when you get over here on 33rd and Brown . . . ” His sentence trails off. That’s where CEO Leadership Academy is located, and that’s where Fuller has come face to face with how tough it is to achieve high results among exactly the students he most wants to help.

Howard Fuller: Hands-on chair of the board of a small high school where test scores for 10th-graders last fall were awful and where the record of success has been plainly disappointing.
A couple years ago, Fuller told me that, as much as he thought he knew about how hard it is to achieve educational success in a high-poverty, urban setting, he didn’t know how hard it really was until he got involved at CEO.

The Cheap Schools Plan

e are rapidly on course to create a dual-level school system for Wisconsin students. In smaller cities and rural and suburban areas, school systems will continue to spend about $10,000 per pupil. That is a bit less than the national average of $10,499, as a recent Census Bureau report found.
But in big cities such as Milwaukee and Racine, and perhaps in Green Bay and Beloit, more and more students will be educated at choice schools that spend about $6,400 per pupil. These school systems tend to have students who are poorer, more likely to have learning disabilities, and they are typically the most challenging to teach. Yet Gov. Scott Walker and Republican legislators propose to spend less than two-thirds of the average per-pupil spending in other schools in the state and nation.
This situation, I might add, is not simply the fault of Republicans. Many Democrats, in hopes of killing school choice, have adamantly opposed spending more on vouchers in the past, so the per-pupil rate has always been absurdly low. On the other side are Republicans who can’t lose with school choice: It undercuts public schools and lowers the number of teachers union members in cities such as Milwaukee. And it allows them to portray themselves as reformers trying to do something about failing schools.

The story behind the Milwaukee school choice study: The results are more complicated than they are sometimes portrayed.

The past few weeks have seen a lively debate surrounding the Milwaukee Parental Choice Program and Gov. Scott Walker’s various proposals to expand it. It is time for researchers to weigh in.
For the past five years, as mandated by state law, we have led a national team in a comprehensive evaluation of the choice program. Our study has applied social science research methods to carefully matched sets of students in the choice program and in Milwaukee Public Schools. Whenever possible, we have used measures that are applied consistently in the public- and private-school sectors, generating true apples-to-apples comparisons.
This is what we have learned:
Competitive pressure from the voucher program has produced modest achievement gains in MPS.
The three-year achievement gains of choice students have been comparable to those of our matched sample of MPS students. The choice students are not showing achievement benefits beyond those of the students left behind in MPS.
High school students in the choice program both graduate and enroll in four-year colleges at a higher rate than do similar students in MPS. Being in the choice program in ninth grade increases by four to seven percentage points a student’s prospects of both graduating from high school and enrolling in college. Students who remain in the choice program for their entire four years of high school graduate at a rate of 94%, compared with 75% for similar MPS students.

Stand up for children, education

Gregory Thornton, Milwaukee Schools’ Superintendent:

The Milwaukee School Board and I recently had an unusual conversation. It came at the end of a meeting on our proposed budget. Struck by the sadness of the parents and teachers who had testified on the devastating impacts, and in dismay over the massive cuts to state funding offered by our governor, we came down to a question that summed up the past weeks: What do you do when the facts are not enough?
We have made considerable progress academically and financially. The 2009 McKinsey & Co. report listed potential cost savings for Milwaukee Public Schools in six areas. Efforts to trim costs for textbook purchases, food service, transportation, employee benefits and facilities were already underway when this report was released. Since 2009, the district has addressed each area and, as a result, at least $50 million has been or is scheduled to be saved.
Academic achievement is a priority. Fifty-seven percent of our schools increased their reading scores. Forty-three percent improved in math. Data released by the state Department of Public Instruction this spring shows MPS outperformed Milwaukee voucher schools on the state’s test, even though the district serves a much higher proportion of students with disabilities.

How to destroy a school system

There is something horribly fascinating about watching Wisconsin Republicans discuss their plans for our state’s school system.
First, they swing the bloody ax:

  • The biggest budget cuts to our public schools in state history, nearly $900 million. Kerchunk.
  • A bill to create a statewide system of charter schools whose authorizing board is appointed by Scott Walker and the Fitzgeralds, and which will funnel resources out of local schools and into cheapo online academies. Kerchunk.
  • Lifting income caps on private-school vouchers so taxpayers foot the bill to send middle- and upper-income families’ kids to private school. Kerchunk.
  • Then comes the really sick part. They candy-coat all this with banal statements about “reforms” that will “empower” parents and students and improve education.

Last week, Walker went to Washington, D.C., to give a speech to school-choice advocates at the American Federation for Children. He started off by reading a Dr. Seuss book, and talking about how “every kid deserves to have a great education.”

Mitch Daniels’ Ambitious Education Reforms

Is the school voucher plan just signed into law by Indiana Gov. Mitch Daniels going to improve education in his state? It’s an ambitious experiment:

The plan is based on a sliding income scale, with families of four making more than $60,000 qualifying for some level of scholarship if they switch from public to private schools… Other voucher systems across the country are limited to lower-income households, children with special needs or those in failing schools. Indiana’s program would be open to a much larger pool of students, including those already in excellent schools… within three years, there will be no limit on the number of children who could enroll.

I have no idea whether or not this is going to work. But I am thrilled that Indiana is trying it. Nationwide, 40 percent of registered voters and almost half of parents with school-aged children favor this policy, and it is one of the few education reform ideas consistently advanced by one of our two political parties. More importantly, two-thirds of Hoosiers supported the idea in a January poll.
This is as good as it gets if you believe that states should sometimes function as laboratories of democracy. Indiana voters get what they want, and the rest of us benefit from seeing how it works out on a larger scale than has ever been tried before. It’s also heartening that Gov. Daniels is hedging his bets by trying to improve the public school system. His broader education agenda is outlined in this presentation, given at the American Enterprise Institute in Washington, D.C., on Wednesday.

State tests give parents information

The recent release of two comprehensive data sets marked a milestone in the 21-year-old Milwaukee Parental Choice Program. With the availability of school-by-school test score data for the first time, as well as the fourth year of results from a longitudinal study comparing voucher students to Milwaukee Public Schools students, citizens now have access to more information about the choice program’s performance than ever before.
As has often been the case with this controversial program, however, the release of new information may only create additional grounds for debate on whether the program truly works. For example, while voucher opponents will point to test score data showing the program’s achievement average is less than that of MPS, supporters will cite new data from the longitudinal study indicating that students who stayed in the choice program throughout their four years of high school had a 94% graduation rate and were more likely to enroll in four-year college than MPS graduates.
Indeed, the release of these seemingly contradictory results is likely to spur a new battleground in Milwaukee’s long-running war over school choice: Do we need to be concerned about low test scores and low achievement growth if, in the end, the students enroll in college?

How to Ensure School Failure

I got my start as a journalist freelancing stories for the old Milwaukee Sentinel about problems with achievement test results at Milwaukee Public Schools. Throughout the 1980s, the media’s increasing focus on problems at MPS helped to lay the groundwork for a radically different alternative – a voucher system where low-income families could choose to send their children to private schools. The case for school choice could not have been made without years of achievement test data showing the below-average performance of MPS schools.
So it is highly ironic – and quite alarming – that Gov. Scott Walker is proposing to end the requirement that choice schools participate in the state system of standardized testing. I can’t think of a better way to guarantee these schools are failures.
Last week the media reported the results of state tests for MPS and choice schools. The average scores were astoundingly bad for some choice schools. The proportion of students who were proficient in reading and math was just 12 percent and 14 percent at Texas Bufkin Christian Academy; 17 percent and 6 percent at Travis Technology High School; 20 percent and 7 percent at Washington DuBois Christian Leadership Academy; 23 percent and 9 percent at Right Step, Inc.; 18 percent and 0 percent (Did no one take the math test?) at Dr Brenda Noach Choice School; 16 percent and 9 percent at Destiny High School. You get the feeling some of these schools worked harder on creating their name than educating the students.

It’s time for schools to focus on quality, not politics or structure

I’m tired of talking about systems and governance and structures for education. If we’ve proved anything in Milwaukee, we’ve proved that these things make less difference than a lot of people once thought.
Since 1990, Milwaukee has been one of the nation’s foremost laboratories of experimentation in school structures. This has been driven by hope (some national experts used the word panacea) that new ways of creating, running and funding schools would bring big progress.
A ton of data was unloaded during the last week, including test results from last fall for every school in Wisconsin, a new round of studies comparing performance of students in Milwaukee’s publicly funded private school voucher program with Milwaukee Public Schools students and – for the first time – school-by-school test results for those voucher schools.
And what did I learn from all this?
1.) We’ve got big problems. The scores, overall, were low.
2.) We’re not making much progress overall in solving them.
3.) Schools in all three of the major structures for education in Milwaukee – MPS, voucher schools and charter schools – had about the same overall results.
4.) Some specific schools really did much better than others, even when dealing with students with much the same backgrounds as those in schools that got weaker results.
In my dreams, all of us – especially the most influential politicians, policy-makers and civic leaders – focus a lot more on the fourth point than we have been doing.

Zimman’s talk ranged far and wide. He discussed Wisconsin’s K-12 funding formula (it is important to remember that school spending increases annually (from 1987 to 2005, spending grew by 5.10% annually in Wisconsin and 5.25% in the Madison School District), though perhaps not in areas some would prefer.
“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Tests Reveal Madison Schools Wrestle With Achievement Gaps Tests Examined Reading, Math Proficiency

Madison Metropolitan School District officials are beginning to digest new statewide test score results.
The results for Madison are mixed, but district leaders said that they believe they have a lot of work to do to improve.
The tests reveal that Madison is home to some very bright students, but Superintendent Dan Nerad said that schools aren’t doing enough for students who are struggling. He said the test results are proof.
The results showed that, in general, reading levels among students increased across the board while math performance improved only slightly.
District officials said that they also continue to be a “bi-modal” district — meaning there are students who are scoring at the highest level while it also has ones who are scoring at the lowest levels in nearly every grade in math and reading.

Diane Ravitch Interviews & Madison Appearance 3/8/2011

The United States is “in an age national stupidity,” with a corporate education reform agenda bent on “demonizing teachers so it can fire them,” national education advocate Diane Ravitch said at a union-backed education reform symposium.
Ravich, a former assistant U.S. secretary of education who had a role in developing No Child Left Behind and the charter school movement, renounced both reforms, saying they’ve given way to a culture of incentives and punishments through testing that does little to help students.
We recently wrote a column for CNN.com that garnered national attention for saying there was a “simmering rage” among teachers who feel they’ve been under attack and made a scapegoat for school and budget problems.

Susan Troller:

Historians are known for studying news, not making it. But Diane Ravitch, a New York University professor of education, senior fellow at the Brookings Institution and blogger for Education Week, is not only heralded as the nation’s “most history-minded education expert” (The Wall Street Journal) but is also a newsmaker in her own right.
When Ravitch, assistant secretary of education under President George H. W. Bush and an early proponent of the No Child Left Behind legislation, recanted her former support for school choice and standardized testing in 2010, her turnaround made headlines in all the major media.
Ravitch says applying a business model to schools and classrooms is misguided. She also maintains that many of the most popular notions for restructuring public education, including privatization, high-stakes testing, and charter and voucher schools, have put public education in peril.

Wisconsin School choice programs get boost in Walker budget

Gov. Scott Walker’s budget proposal calls for deep cuts in most areas of public education with one notable exception – public school choice programs.
In addition to steep reductions in school district funding, Walker’s budget calls for a 10 percent cut to grants for programs such as bilingual-bicultural education and 4-year-old kindergarten. It also retains current grant funding for special education and low-income students, despite projected growth in those populations.
Meanwhile, Milwaukee’s 20-year-old voucher program would receive $22.5 million more to accommodate 1,300 additional students. The growth would result from Walker’s proposal to remove the program’s income requirements and enrollment caps.
And independent charter schools would receive $18.4 million more over the biennium. Walker is projecting 600 additional students as his proposal would lift the state enrollment cap on virtual charter schools, allow the UW System’s 13 four-year universities to establish charter schools, and allow independent charter schools in any district in the state.

Wisconsin Budget cuts $834 million from schools

State and local funding for general Wisconsin public school operations would drop 5.5% in 2011-’12 while Milwaukee’s private-school voucher program could be poised for a massive expansion under Gov. Scott Walker’s budget proposal, one that slashes $834 million in state K-12 education spending over the next two years.
The governor’s 2011-’13 budget proposal would phase out the income requirements of the Milwaukee Parental Choice Program, eliminate the enrollment cap on student participation, and allow Milwaukee families to use their publicly funded voucher to attend any private school in Milwaukee County that wished to participate in the program.
Walker also hopes to remove a requirement that students in the choice schools take state tests, possibly scuttling new efforts to gauge whether the private school choice program has meaningful impact on academic achievement.

In the last three years more children opted out of the district than all previous years in the history of the district. That contributed to the increase of children from households below the poverty line rising to over 48% of the kids enrolled.
To stabilize our enrollment we need stable families and stable neighborhoods. This will require a collaborate effort between governments, like the city, the county and the school district, as well as the private sector and the non-profits. It means opening Madison’s economy to all families, providing stable housing, and building on the assets of our neighborhoods.
One decades old problem is the significant poverty in the Town of Madison. I would work with town officials, and city of Fitchburg officials to see if we could accelerate the annexation of the town so we could provide better services to area residents.

Rhee to lawmakers: Put kids first

Michelle Rhee, a national voice on education reform, told state lawmakers Thursday that charter schools and vouchers for low-income students have a place in public education, but in a blend with strong traditional schools.
“Vouchers in and of themselves are not the answer. Charters in and of themselves are not the answer,” said Rhee, who last fall stepped down as chancellor of Washington, D.C., schools after three years in which she was both lauded and derided for her overhaul of the school system.
“The answer in my mind is a really strong traditional public school system. That has very specific strategies to turn around failing schools [and incorporates both vouchers and charters].”
Rhee is on a national tour talking about education reform, particularly teacher evaluations and performance.

Public School Districts – Return on Educational Investment: Madison Has a “Low ROI”

This report is the culmination of a yearlong effort to study the efficiency of the nation’s public education system and includes the first-ever attempt to evaluate the productivity of almost every major school district in the country. In the business world, the notion of productivity describes the benefit received in exchange for effort or money expended. Our project measures the academic achievement a school district produces relative to its educational spending, while controlling for factors outside a district’s control, such as cost of living and students in poverty.
Our nation’s school system has for too long failed to ensure that education funding consistently promotes strong student achievement. After adjusting for inflation, education spending per student has nearly tripled over the past four decades. But while some states and districts have spent their additional dollars wisely–and thus shown significant increases in student outcomes–overall student achievement has largely remained flat. And besides Luxembourg, the United States spends more per student than any of the 65 countries that participated in a recent international reading assessment, and while Estonia and Poland scored at the same level as the United States on the exam, the United States spent roughly $60,000 more to educate each student to age 15 than either nation.
Our aims for this project, then, are threefold. First, we hope to kick-start a national conversation about educational productivity. Second, we want to identify districts that generate higher-than-average achievement per dollar spent, demonstrate how productivity varies widely within states, and encourage efforts to study highly productive districts. Third–and most important–we want to encourage states and districts to embrace approaches that make it easier to create and sustain educational efficiencies.
This report comes at a pivotal time for schools and districts. Sagging revenues have forced more than 30 states to cut education spending since the recession began. The fiscal situation is likely to get worse before it gets better because the full impact of the housing market collapse has yet to hit many state and local budgets. At a time when states are projecting more than $100 billion in budget shortfalls, educators need to be able to show that education dollars produce significant outcomes or taxpayers might begin to see schools as a weak investment. If schools don’t deliver maximum results for the dollar, public trust in education could erode and taxpayers may fund schools less generously.
While some forward-thinking education leaders have taken steps to promote better educational efficiency, most states and districts have not done nearly enough to measure or produce the productivity gains our education system so desperately needs. Some fear that a focus on efficiency might inspire policymakers to reduce already limited education budgets and further increase the inequitable distribution of school dollars. To be sure, our nation’s system of financing schools is unfair. Low-income and minority students are far more likely to attend schools that don’t receive their fair share of federal, state, and local dollars. But while the issue of fairness must be central to any conversation about education finance, efficiency should not be sacrificed on the altar of equity. Our nation must aspire to have a school system that’s both fair and productive.
Our emphasis on productivity does not mean we endorse unfettered market-based reforms, such as vouchers allowing parents to direct public funds to private schools. Nor do we argue that policymakers should spend less on education. Indeed, we believe neither of these approaches can solve the nation’s pressing education challenges. Transforming our schools will demand both real resources and real reform. As Education Secretary Arne Duncan recently said: “It’s time to stop treating the problem of educational productivity as a grinding, eat-your-broccoli exercise. It’s time to start treating it as an opportunity for innovation and accelerating progress.”

Madison spent $15,241 per student according to the 2009-2010 Citizen’s Budget. I’ve not seen a 2010-2011 version.

Governor Thrusts New Jersey to Fore on Education

Gov. Chris Christie’s tough-on-schools approach in a state that has zealously protected its public schools — and its teachers — has already put him at loggerheads with legislative leaders, unions and some parents in New Jersey.
And on Tuesday, the governor, a Republican, used his State of the State address to push his education agenda further by calling for an end to teacher tenure, on top of his support for merit pay for teachers based partly on student achievement and adoption of a voucherlike system that would give students in low-performing schools other options.
The proposals are not new; many have been suggested and tried in other school districts and other states. But with Mr. Christie’s growing national stature and his ability to attract news media and political attention through his blunt — and very public — persona, his latest salvo has placed New Jersey center stage in the increasingly rancorous national debate over education.

Kids in Milwaukee choice program still 17% more likely to finish, study says

High school graduation rates increased for both Milwaukee Public Schools students and low-income city children using vouchers to attend private schools in 2008-’09, but voucher students are still more likely to graduate than their public school peers, according to data released Monday.
The latest findings add a seventh year of data – for 2008-’09 – to a study that has followed the graduation rates of both groups of students since 2002-’03.
Because the latest graduation rate went up 5 percentage points from the previous year for both Milwaukee Parental Choice Program and MPS students, the report contends that choice (also called voucher) students were 17% more likely to graduate from high school than children in MPS over the past two years of the study.
For voucher school students, the graduation rate increased to 82% in 2008-’09; for MPS students, it increased to 70%, the study says.

Wisconsin is ripe for many more student/parental choices.

Florida Education Reforms

As Florida’s governor, Jeb Bush shepherded a series of bold yet divisive school proposals into law.
A-plus Accountability Plan • Requires that students be tested annually, sets A-F letter grades for the state’s schools and allows students in persistently low-performing schools to transfer to higher-performing public schools.
The law — approved about three years before the enactment of the federal No Child Left Behind Act — also originally allowed families of students in persistently struggling schools to obtain vouchers to attend private schools.
Private School Option: Offered students average payments of about $4,200. The option ended when it was deemed unconstitutional by the Florida Supreme Court in 2006. But other voucher-type programs adopted during Bush’s tenure remain, including one that provides vouchers to students with disabilities to attend private schools. Another program, which offers corporations tax credits to cover private school tuition for low-income students, was expanded last year by Florida lawmakers.

Justices Revisit Use of Tax Credits for Religious Schools

The Supreme Court on Wednesday returned to a subject that produced a major and closely divided decision eight years ago: how far may the government go in aiding religious schools?
In 2002, in a 5-to-4 ruling, the court upheld a school voucher system in Cleveland that parents used almost exclusively to pay for religious schools.
Four new justices have joined the court since then, but there was nothing in Wednesday’s arguments to suggest that the issue has become any less polarizing.
The program at issue on Wednesday gives Arizona taxpayers a dollar-for-dollar state tax credit of up to $500 for donations to private “student tuition organizations.” The contributors may not designate their dependents as beneficiaries. The organizations are permitted to limit the scholarships they offer to schools of a given religion, and many do.

NAACP Schools & Politics

The nation’s unemployment rate is 9.6%, but it is 16.1% for blacks and an unconscionable 41% for black teens. Politicians continue to promote minimum-wage hikes that harm the job prospects of younger and less-skilled individuals, a disproportionate number of whom are black. Wal-Mart’s attempts to open a store that would bring jobs and low-price goods to a depressed neighborhood in Brooklyn, N.Y., have been thwarted repeatedly by labor unions. And the NAACP is issuing studies on the tea party movement?
Black children are funneled into the nation’s worst public schools, where they underperform and often don’t graduate. Black boys in eighth grade read at about the same level as white girls in fourth grade. The achievement gap persists through high school, where the average black student is graduating with an eighth-grade education–if the student graduates at all.
The situation has remained essentially unchanged for three decades. President Obama and Education Secretary Arne Duncan have noted that just 2,000 of the nation’s 20,000 high schools produce half of all dropouts, and nearly 50% of black kids attend one of these “dropout factories.” But that hasn’t stopped the Obama administration from phasing out a Washington, D.C., voucher program for low-income students that improved graduation rates. Still, the NAACP is worried about the tea party?

The consensus among Edupundits is that teacher quality is the most important variable in student academic achievement.
I argue that the most important variable in student academic achievement is student academic work.
Edupundits have chosen very complex subject matter for their investigations and reports. They study and write about dropouts, vouchers, textbooks, teacher selection and training, school governance, budgets, curricula in all subjects, union contracts, school management issues, and many many more.
Meanwhile, practically all of them fail to give any attention to the basic purpose of schools, which is to have students do academic work. Almost none of them seems inclined to look past the teacher to see if the students are, for instance, reading any nonfiction books or writing any term papers.
Of course all of the things they do pay attention to are vitally important, but without student academic work they mean very little. Now, I realize there are state standards in math and reading, and some states test for writing after a fashion, but no state standards ask if students have read a history book while they were in school or written a substantial research paper, and neither do the SAT, ACT, or NAEP tests.

Washington, D.C. shows its maverick schools chancellor the door.

Michelle Rhee described her decision yesterday to step down as Washington, D.C., schools chancellor after 3½ years as “heartbreaking.” We share the sentiment. That one of the nation’s most talented school reformers was forced out does not bode well for students, or speak well of the man likely to become D.C.’s next mayor.
Ms. Rhee’s patron was Mayor Adrian Fenty, who lost his bid for a second term to City Council Chairman Vincent Gray in a Democratic primary last month. In Washington, the Democratic primary winner is presumed to be the next mayor, and few believed that Mr. Gray would retain Ms. Rhee’s services, especially since the teacher unions spent more than $1 million to elect Mr. Gray so that he would replace the chancellor.
The Washington Post reports that Ms. Rhee’s resignation “won immediate support from the Washington Teachers’ Union,” a strong signal that her departure is a victory for the adults who run public education, not the kids in failing schools. Ms. Rhee’s tenure was marked by improved test scores and putting the interests of students first. She closed underperforming schools, fired bad instructors, supported school vouchers for low-income families and opened charter schools. She also negotiated a new teachers contract that included merit pay and has become a model for other reform-minded educators and politicians in urban districts across the country.

School Reform Rainmakers

It was a banner September for education philanthropy. Last week Facebook CEO Mark Zuckerberg appeared on Oprah Winfrey’s TV show to announce his $100 million donation to Newark, New Jersey, public schools. And this Wednesday the Charter School Growth Fund launched a new $160 million fund that will finance the expansion of high-performing charter networks across the U.S.
Since 1970, average per-pupil expenditures after inflation have more than doubled, yet test scores have remained flat. Today the Newark public school system spends some $22,000 per student, or more than twice the U.S. average, and the high school graduation rate is only 50%. Adding private money to this system would be a dreadful waste. So what excites us about these new donations is not the money per se but the reform agenda to which the dollars are tethered.
Mr. Zuckerberg is entrusting his donation to Newark Mayor Cory Booker, a strong advocate of vouchers and school choice, as is New Jersey Governor Chris Christie. The Newark teachers contract expired over the summer, and Mr. Booker has spoken favorably of the recently negotiated teacher contract in Washington, D.C., where schools Chancellor Michelle Rhee used private donations as leverage to enact reforms that tie teacher pay to student progress.

Wisconsin Education: Sounding the Alarm: A Wakeup Call With Directions

There was a time when Wisconsin was a leader in school reform, and it wasn’t that long ago. All you have to do is go two decades back, and the state’s performance on reading and math assessments put its students in the nation’s upper tier. The 1990 Milwaukee Parental Choice Program was heralded as a watershed for school choice, and today, it is the nation’s largest school voucher program. Wisconsin was also an early adopter of charter schooling, and its SAGE class-size-reduction program gained national attention in the 1990s.
In the current education landscape, those days of innovation seem a long way off.
Wisconsin is no longer mentioned as an education innovator in the same breath as states like Louisiana, Tennessee, or Colorado. Wisconsin has also seen a tremendous erosion of its once-impressive math and reading performance. In 1990, Wisconsin outperformed 76% of the states in eighth-grade math scores. Today, Wisconsin has fallen to the middle of the pack. In reading, the decline has been even more precipitous.1 And all of this has happened in spite of the fact that statewide per-pupil spending has risen from $7,749 per student in 1990 to $10,041 in 2007 (in constant 2007 dollars), proving that just throwing money at a problem will not solve it.2
Perhaps the most vexing statistic is the racial divide – 93% of white students graduated high school in 2009 statewide, compared to only 66% of African-American students.3 This is a divide that no state or country can tolerate if it intends to remain functioning, let alone successful. The situation is most grim in Milwaukee, where only one-third of African-American tenth-graders–34%–are proficient in reading compared to 67% among their white classmates; in math, 19% of African-American students are proficient compared to 56% of white students.4

Wisconsin’s Mind is on Education

Over half of Wisconsinites (51 percent) told us that they were paying either “a great deal” or “quite a bit” of attention to issues involving education. In national surveys, 38 percent of the American public as a whole. When asked about specific education reforms, moreover, Wisconsinites are as much as five times more likely to stake out a clear position either in support or opposition than is the American public. Assuming such differences aren’t strictly an artifact of survey methodology, a possibility we will discuss, Wisconsinites seem to pay more attention to educational issues and revealed a greater willingness to offer their opinions on education and potential reforms. In other words, when it comes to education, the people of Wisconsin have strong views and that makes them different from the rest of the country.
Wisconsin residents reported higher levels of support for a variety of reforms–in particular vouchers, charter schools, online education, and merit pay–than does the nation as a whole. That said, opposition levels to these reforms were also as high or higher than the nation as a whole. Though they give their local schools slightly lower grades than does the American public, Wisconsin residents also claimed (correctly) that their students perform as well as or better than students in other states on standardized tests. And Wisconsin residents are just as enthusiastic about student accountability requirements as is the American public. And Wisconsinites have another thing in common with their fellow Americans: they vastly underestimate the actual amount of money that is spent each year on students in public schools.
There is another important element that can be taken from this poll. The divide between residents of Milwaukee and the rest of the state is deep. When asked about the quality of education in the state, Milwaukee residents offered significantly lower assessments than do residents statewide. In addition, city of Milwaukee residents distinguish themselves from other Wisconsinites for their higher levels of support for various education policy reforms.

Competition boosts public schools

During a debate last February in Tallahassee on a proposal to expand a scholarship program that allows poor children to go to private schools, state Sen. Frederica Wilson decried the legislation.
“We’re taking children out of the public schools and making them weaker,” the Miami Democrat said. “This is not America.”
A recent study by a highly regarded Northwestern University researcher shows how wrong Wilson was. Florida voters are fortunate that the Legislature passed the bill and Gov. Charlie Crist signed it into law.
The study found public schools’ performance improved when they were faced with the possibility of losing students to private schools.
At issue is the Florida Tax Credit Scholarships, which provide vouchers to children from poor families.

One popular argument for school choice policies is that public schools will improve the education they offer when faced with competition for students. Because state funds are tied to student enrollment, losing students to private schools
constitutes a financial loss to public schools. If schools face the threat of losing students and the state funds attached to those students–to private schools, they should be incentivized to cultivate customer (i.e., parental) satisfaction by operating more efficiently and improving on the outcomes valued by students and parents (Friedman, 1962).
Alternatively, vouchers may have unintended negative effects on public schools if they draw away the most involved families from public schools and the monitoring of those schools diminishes, allowing schools to reduce effort put into educating students (McMillan, 2004).1
It is notoriously difficult to gauge the competitive effects of private schools on public
school performance because private school supply and public school performance affect each other dynamically (Dee, 1998; McEwan, 2000). In cross-section, the relationship between private school supply and public school performance could plausibly be either upward-biased or downward-biased. On the one hand, private schools may disproportionately locate in communities with low-quality public schools. In such a case, the estimated relationship between private school penetration and public school performance would be downward-biased.
