Yet the technical prerequisites are already well underway. Machine translation of signs, text, and speech brings down language barriers and facilitates ever more cross-cultural meetings of like minds. Immersive headsets, input devices, and telepresence robots further collapse space and time, allowing us to instantly be alongside others on the other side of the globe. Mobile technology makes us ever more mobile, increasingly permitting not just easier movement around a home base but permanent international relocation.
Technology is thus enabling arbitrary numbers of people from around the world to assemble in remote locations, without interrupting their ability to work or communicate with existing networks. In this sense, the future of technology is not really location-based apps; it is about making location completely unimportant.
When physical goods themselves can’t be digitized, our interface to them will be.

This is why location is becoming so much less important: technology is enabling us to access everything we need from our mobile phone, to find our true communities in the cloud, and to easily travel to assemble these communities in person. Taken together, we are rapidly approaching a future characterized by a totally new phenomenon, the reverse diaspora: one that starts out internationally distributed, finds each other online, and ends up physically concentrated.
What might these reverse diasporas be like? As a people whose primary bond is through the internet, many of their properties would not fit our pre-existing mental models. Unlike rugged individualists, these emigrants would be moving within or between nation states to become part of a community, not to strike out on their own. Unlike would-be revolutionaries, those migrating in this fashion would be doing so out of humility in their ability to change existing political systems. And unlike so-called secessionists, the specific site of physical concentration would be a matter of convenience, not passion; the geography incidental and not worth fighting over.

Behind the numbers, more to the story of a rare rise in MPS enrollment

In mid-October, Milwaukee Public Schools announced that enrollment for this year was up from a year ago, “reversing a decline that lasted nearly a decade.”
Which is true, except it comes with a big asterisk. When it comes to the roster of schools most people think of when they think of MPS, the enrollment decline continues, and that trend is of great importance when you try to envision where we’re going with the whole education enterprise in Milwaukee.
Now that all the official enrollment counts have been posted for schools where Milwaukee children receive publicly funded education, this is the central fact:
The percentage of children in schools outside the mainstream MPS system has, for the first time, crossed 40%. In other words, two out of every five Milwaukee children whose education is paid for by tax dollars are not being taught by MPS teachers. The percentage has been going up one to two points a year, and that happened again this year.
In short, the main body of MPS continues to lose kids, which ultimately means money, employees and vitality, and the array of other streams of local schools continues to gain strength, which ultimately means — well, actually, I don’t know what that ultimately means, which is one reason why keeping an eye on the trends is important.
How is the MPS statement about increased enrollment accurate? Simple: With Superintendent Gregory Thornton as a key advocate, MPS is increasingly embracing the change in Milwaukee’s remarkably complex school landscape. Which is to say, there was a sharp increase in students in charter schools run by organizations independent of the MPS structure, not staffed by MPS principals and teachers, but authorized to operate by the Milwaukee School Board.

Voucher Commentary

On its face, sending money to religious schools ought to be unconstitutional under the First Amendment’s prohibition against promoting religion. The designers of vouchers cleverly got around that by sending “vouchers” to families who meet certain financial guidelines and who, in turn, pay for tuition at a private school.
So now Jewish taxpayers are helping fund Christian schools, nonbelievers are contributing to devout fundamentalists, and scientists are helping pay for evolution deniers.
Worse, though, is that the proliferation of vouchers is eating at the very fabric of the American public education system — a system in which children of all beliefs, creeds and colors learn about each other, share experiences and explore conflicting ideas so that they can intelligently engage in the complexities of American democracy.
That’s what is so dangerous about vouchers. Using taxpayer dollars, they promote putting people who look alike and think alike with each other. That may be your view of the world, but don’t ask others to pay for it.

Wisconsin’s Common Core education standards face public, GOP scrutiny

Tom Larson is one of the legislators responsible for reviewing the set of academic standards for public schools in Wisconsin, yet the rural Colfax assemblyman admitted last week that he was still trying to catch up with the arguments swirling around the “Common Core.”
In 2010, state schools Superintendent Tony Evers voluntarily agreed to adopt the Common Core State Standards, which cover math and English and promote literacy in history/social studies, science and technical subjects for students from kindergarten through high school. According to the Common Core website, the standards also define a vision of what it means to be a literate person in the 21st century.
On paper, that all sounds good, but, in the real world, the Common Core standards have sparked a firestorm of controversy in the Badger State and elsewhere.
Speaking Monday before a group of local education officials in Eau Claire, Larson said he had been selected as one of nine representatives to sit on the Assembly Select Committee on Common Core Standards.

Facebook’s New Teen Policy Draws Fire

Facebook Inc. ‘s move Wednesday to let teenagers share items more widely reflects growing competition among social networks for the attention of teens–and the advertisers that want to reach them.
Facebook said it would let users between the ages of 13 and 17 make posts “public” so that they can be seen by anyone on the network. Previously, teenagers’ posts could be seen only by their friends and “friends of friends.”
With the shift, Facebook will operate more like such rivals as Twitter Inc. that let teens share publicly. Twitter, unlike Facebook, also lets users post anonymously or with pseudonyms.
Analysts said Facebook risks losing the next generation of young users if it doesn’t keep pace with competitors. But some privacy advocates are more concerned about public posts on Facebook than on other sites because of its vast reach. It has 1.2 billion users world-wide, roughly five times as many as Twitter. Facebook also allows users to post a wider range of media and to comment more broadly than Twitter does.
“This is about monetizing kids and teens,” said James Steyer, founder and chief executive of Common Sense Media, a nonprofit devoted to online privacy.
Aaron Everson, president of Shoutlet, a Madison, Wis., company that helps brands manage social-media campaigns, said Facebook wants to “compete against other networks that might have a younger demographic, and potentially help them reel in more advertisers.” Marketers will have to be creative in grabbing the Web-savvy teen’s attention without alienating parents, he added.

Over the past four decades, the obesity rate among children and adolescents ages 6 to 19 has more than tripled.This has increased the risk of young people developing health problems such as cardiovascular disease, depression, high blood pressure, Type 2 diabetes, breathing problems, sleep disorders, and high cholesterol. More than 31 million U.S. children participate in the National School Lunch Program each school day, and many students consume up to half of their daily calories at school. As a result, schools have the potential to help reverse the national childhood obesity epidemic.
In January 2011, the U.S. Department of Agriculture, or USDA, proposed updated nutrition standards for school meals to align them with the 2010 Dietary Guidelines for Americans and current information on children’s nutrient requirements. USDA’s standards call for schools to offer more fruits, vegetables, and whole grains, and to serve only fat-free and low-fat milk. In addition, the standards place limits on calorie and sodium levels, and eliminate foods with trans fatty acids, or trans fats. Schools were required to implement the new standards for lunches in school year, or SY, 2012-13 and for breakfasts in SY 2013-14.
As school food authorities,* or SFAs, work to implement the new meal standards, they may face challenges,including limitations in existing kitchen equipment and infrastructure, and in the training and skills of food service staff. In January 2012, the Kids’ Safe and Healthful Foods Project–a joint initiative of The Pew Charitable Trusts and the Robert Wood Johnson Foundation–began conducting the first national study to assess the needs of SFAs. The Kitchen Infrastructure and Training for Schools study examined challenges SFAs encountered in implementing the new meal requirements under the National School Lunch Program, and collected data on their reported needs for new equipment, infrastructure changes, and staff training.

This Year’s SAT Scores Are Out, and They’re Grim

isconsin State Superintendent of Instruction Tony Evers used the platform of his annual State of Education speech Thursday to respond to skeptics of Common Core standards, whose ranks Republican Gov. Scott Walker joined just a few days earlier.
“We cannot go back to a time when our standards were a mile wide and an inch deep, leaving too many kids ill prepared for the demands of college and a career. We cannot pull the rug out from under thousands of kids, parents and educators who have spent the past three years working to reach these new, higher expectations that we have set for them. To do so would have deep and far reaching consequences for our kids, and for our state,” Evers said in remarks at the State Capitol that also touched on accountability for voucher schools. “We must put our kids above our politics. And we owe it to them to stay the course.”
Evers signed on to national Common Core curriculum standards for reading and math in 2010, making Wisconsin one of the first states to adopt them. School districts across the state, including Madison Metropolitan School District, are in the process of implementing them. Madison schools Superintendent Jennifer Cheatham has called Common Core standards “pretty wonderful,” and says they are about critical thinking and applying skills to practical tasks.
Walker had been pretty low-key about Common Core until a few days ago, when he issued a statement calling for separate, more rigorous state standards. Republican leaders of both houses of the state Legislature quickly announced special committees to weigh the Common Core standards, and public hearings on not-yet-adopted science and social studies standards will be held, according to one report.

Employers can help win the war on bad grammar

While the British summer sun was shining more brightly than it had in years, a stormy email arrived about English grammar.
“The whole downward process could well be becoming virtually irreversible,” my correspondent said. “My experience is very much that the teachers, anyway in England (and I expect it is even worse in the US), now are incapable of teaching grammar and the proper writing of English, having themselves never been taught it.”
Commenting on a column I wrote asking why parents were not more worried about their children’s poor writing, he said: “I am not really surprised . . . So many of them – probably virtually all of them – will not have been taught grammar and writing, possibly at all but anyway properly, when they were at school, and therefore will have little or no idea of the importance and benefits of it.”
My emailer was NM Gwynne, author of a popular book called Gwynne’s Grammar. A former businessman, Mr Gwynne is now a teacher of everything from Latin to starting your own business, but is particularly in demand to teach English grammar to pupils aged “from two years old to over 70”.

Baraboo teacher named state’s middle school teacher of the year

An area English language arts teacher has been named Wisconsin’s middle school teacher of the year.
Jane McMahon was honored on Monday in a surprise ceremony at Jack Young Middle School in Baraboo.
McMahon will receive $3,000 from the Herb Kohl Educational Foundation.
“For our students to succeed, we need great educators in our schools,” said Tony Evers, state superintendent of schools, in a news release from the Wisconsin Department of Public Instruction.

Mismatches in Race to the Top Limit Educational Improvement

This report aims to inform current policies as well as policies under debate at the federal and state levels. We hope that lessons conveyed here will encourage the adoption of the positive steps taken in a few states and districts and help states navigate challenges as they enter their final year of Race to the Top. These lessons pertain as well to the many more states that are beginning to implement requirements to attain waivers from No Child Left Behind. Finally, the lessons can help guide a stronger, more thoughtful rollout of the Common Core State Standards. President Obama would like to leave as part of his legacy substantial improvements in U.S. education. Recognizing the flaws inherent in Race to the Top, reversing the damage it has done, and enacting more comprehensive education policies in the administration’s second term could make that legacy a proud one.

AS THE new term starts across England, schools are chewing over this summer’s results in the 16-plus exams. One trend is clear–the coalition’s emphasis on pupils achieving five core academic subjects, including a language, in its new EBACC (English Baccalaureate) qualification has raised the number of candidates taking language exams.
This marks a reversal of a long period in which English schools turned out a rising number of monoglots (see chart). The past two decades have witnessed a sharp decline in the numbers of teenagers poring over French verbs, let alone the oddities of German, which as Mark Twain, a 19th-century American writer, observed, renders a girl neuter but a turnip feminine.
In 1993 over 315,000 pupils sat the 16-plus exam in French, compared with just over 177,000 this year. German had 108,000 entrants in 1993; there are fewer than 63,000 now. Only Spanish fared better, with 91,000 GCSE entrants this year, rising from 32,000 in 1993. Largely to blame for the slump was a decision by the Labour government in 2002 to end the compulsory status of a language in secondary schools. That accelerated a longer period of modern-languages decline, as pupils switched to subjects perceived to be easier or more practical. Now the coalition is claiming that the rise in this year’s exam entries at 16 marks the first step to correcting the resulting monolingualism. Yet progress has been modest–the number of GCSE French entrants, for example, merely returned to 2010 levels, around half the numbers of the 1990s.

‘For Discrimination: Race, Affirmative Action, and the Law’ by Randall Kennedy

One would think that the last thing the American reading public needs is yet another book on affirmative action. Even by the late 1990s, library shelves were groaning with dozens of books, pro and con, on the subject. The positions are clear:
The right is opposed to affirmative action on the grounds that it denies or perverts merit; that it emphasizes the group over the individual; that it generates reverse discrimination, which is pernicious; that it insists on equal results instead of equal opportunity, a goal that is patently un-American and can be realized only through egregious social engineering; and that it intensifies racial consciousness by creating a compensatory racial caste system as a form of bourgeois patronage.

This is the first hint of how Finland does it: rather than “trying to reverse engineer a high-performance teaching culture through dazzlingly complex performance evaluations and value-added data analysis,” as we do, they ensure high-quality teaching from the beginning, allowing only top students to enroll in teacher-training programs, which are themselves far more demanding than such programs in America. A virtuous cycle is thus initiated: better-prepared, better-trained teachers can be given more autonomy, leading to more satisfied teachers who are also more likely to stay on.
Kim soon notices something else that’s different about her school in Pietarsaari, and one day she works up the courage to ask her classmates about it. “Why do you guys care so much?” Kim inquires of two Finnish girls. “I mean, what makes you work hard in school?” The students look baffled by her question. “It’s school,” one of them says. “How else will I graduate and go to university and get a good job?” It’s the only sensible answer, of course, but its irrefutable logic still eludes many American students, a quarter of whom fail to graduate from high school. Ripley explains why: Historically, Americans “hadn’t needed a very rigorous education, and they hadn’t gotten it. Wealth had made rigor optional.” But now, she points out, “everything had changed. In an automated, global economy, kids needed to be driven; they need to know how to adapt, since they would be doing it all their lives. They needed a culture of rigor.”
Rigor on steroids is what Ripley finds in South Korea, the destination of another of her field agents. Eric, who attended an excellent public school back home in Minnesota, is shocked at first to see his classmates in the South Korean city of Busan dozing through class. Some wear small pillows that slip over their wrists, the better to sleep with their heads on their desks. Only later does he realize why they are so tired — they spend all night studying at hagwons, the cram schools where Korean kids get their real education.
Ripley introduces us to Andrew Kim, “the $4 million teacher,” who makes a fortune as one of South Korea’s most in-demand hagwon instructors, and takes us on a ride-along with Korean authorities as they raid hagwons in Seoul, attempting to enforce a 10 p.m. study curfew. Academic pressure there is out of control, and government officials and school administrators know it — but they are no match for ambitious students and their parents, who understand that passing the country’s stringent graduation exam is the key to a successful, prosperous life.

Bill would place new standards and ratings on public and voucher schools

All schools funded by state taxpayers — including private voucher schools — would be held to new standards and Milwaukee’s public schools would still face state intervention, under long-expected legislation offered Wednesday by two key GOP lawmakers.
Work has been under way for two years on the measure, which would establish the first-ever rating for private voucher schools based on their student performance data. It comes a month and a half after lawmakers and Gov. Scott Walker expanded Wisconsin’s voucher program for private schools statewide.
The measure would not change the status of Milwaukee Public Schools, which under the state’s current accountability system is the only district in Wisconsin so far to face corrective action.
The new standards were proposed Wednesday by the chairmen of the Senate and Assembly education committees, Sen. Luther Olsen (R-Ripon) and Rep. Steve Kestell (R-Elkhart Lake).
“We want parents to have the best information possible while at the same time making sure all of their choices are quality options,” Kestell said in a statement.
The bill would cover all schools receiving tax dollars, from traditional public schools to public charter schools and voucher schools. Work on it began two years ago with a task force chaired by Walker and state schools Superintendent Tony Evers, an ally to Democrats, along with Olsen and Kestell.
But passage of the complex measure through the Republican-held Legislature is by no means guaranteed. Both Olsen and Kestell have sometimes taken more aggressive postures on overseeing vouchers than some other Republican colleagues, particularly those in the Assembly.

Efforts to Recruit Poor Students Lag at Some Elite Colleges

With affirmative action under attack and economic mobility feared to be stagnating, top colleges profess a growing commitment to recruiting poor students. But a comparison of low-income enrollment shows wide disparities among the most competitive private colleges. A student at Vassar, for example, is three times as likely to receive a need-based Pell Grant as one at Washington University in St. Louis.
“It’s a question of how serious you are about it,” said Catharine Bond Hill, the president of Vassar. She said of colleges with multibillion-dollar endowments and numerous tax exemptions that recruit few poor students, “Shame on you.”
At Vassar, Amherst College and Emory University, 22 percent of undergraduates in 2010-11 received federal Pell Grants, which go mostly to students whose families earn less than $30,000 a year. The same year, the most recent in the federal Department of Education database, only 7 percent of undergraduates at Washington University were Pell recipients, and 8 percent at Washington and Lee University were, according to research by The New York Times.
Researchers at Georgetown University have found that at the most competitive colleges, only 14 percent of students come from the lower 50 percent of families by income. That figure has not increased over more than two decades, an indication that a generation of pledges to diversify has not amounted to much. Top colleges differ markedly in how aggressively they hunt for qualified teenagers from poorer families, how they assess applicants who need aid, and how they distribute the available aid dollars.
Some institutions argue that they do not have the resources to be as generous as the top colleges, and for most colleges, with meager endowments, that is no doubt true. But among the elites, nearly all of them with large endowments, there is little correlation between a university’s wealth and the number of students who receive Pell Grants, which did not exceed $5,550 per student last year.

For low-income African-American youth, the issue is rooted in low expectations. There appear to be two extremes: just getting by or being the rare gifted student. Most don’t know what success looks like. Being at Yale has raised my awareness of the soft bigotry of elementary and high school teachers and administrators who expect no progress in their students. At Yale, the quality of your work must increase over the course of the term or your grade will decrease. It propelled me to work harder.

I do not believe that increasing financial aid packages and creating glossy brochures alone will reverse this trend. The true forces that are keeping us away from elite colleges are cultural: the fear of entering an alien environment, the guilt of leaving loved ones alone to deal with increasing economic pressure, the impulse to work to support oneself and one’s family. I found myself distracted even while doing problem sets, questioning my role at this weird place. I began to think, “Who am I, anyway, to think I belong at Harvard, the alma mater of the Bushes, the Kennedys and the Romneys? Maybe I should have stayed in Mississippi where I belonged.”

High Confidence Not Translating Into High Math Scores for American & European Students

Swedish fourth graders are leading the world in mathematics, followed closely by those in other developed European nations, at least if we look at students’ reported self-confidence in the subject. Fully 77% of Swedish students at fourth grade express a high level of confidence about their learning, compared to merely 5% who express a low level. In Austria, Germany, Denmark, and Norway seven out of ten students have high confidence about their mathematics knowledge. One in ten or fewer have low confidence. Self-confidence is somewhat less common amongst US fourth graders, where 67% believe that they perform highly in mathematics and 10% express the opposite view. Unfortunately, this confidence – in America and elsewhere – is not backed up by high achievement.
As shown by the Trends in International Mathematics and Science Study, the average US student with high confidence only scored 551 on the test. This is just half a standard deviation from the average score of 500. The phenomenon where many students believe that they are doing well in mathematics – while they are in fact lagging behind other nations – is even more evident in several European nations. In Sweden the average score of the self-identified high achievers is only 514. The sureness of Swedish students seems to rise from a progressive school system. As more focus is put on promoting self-expression and raising self-esteem than on actual knowledge gathering and hard work, students with only slightly higher international scores identify themselves as being high achievers.

As part of its response, the OECD Directorate for Education and Skills devotes a major effort to the development and analysis of the quantitative, internationally comparable indicators that it publishes annually in Education at a Glance. These indicators enable educational policy makers and practitioners alike to see their education systems in light of other countries’ performance and, together with the OECD country policy reviews, are designed to support and review the efforts that governments are making towards policy reform.
Education at a Glance addresses the needs of a range of users, from governments seeking to learn policy lessons to academics requiring data for further analysis to the general public wanting to monitor how its country’s schools are progressing in producing world-class students. The publication examines the quality of learning outcomes, the policy levers and contextual factors that shape these outcomes, and the broader private and social returns that accrue to investments in education.

Dutch iPad Schools Seek to Transform Education

Plenty of schools use iPads. But what if the entire education experience were offered via tablet computer? That is what several new schools in the Netherlands plan to do. There will be no blackboards or schedules. Is this the end of the classroom?
Think different. It was more than an advertising slogan. It was a manifesto, and with it, former Apple CEO Steve Jobs upended the computer industry, the music industry and the world of mobile phones. The digital visionary’s next plan was to bring radical change to schools and textbook publishers, but he died of cancer before he could do it.
Some of the ideas that may have occurred to Jobs are now on display in the Netherlands. Eleven “Steve Jobs schools” will open in August, with Amsterdam among the cities that will be hosting such a facility. Some 1,000 children aged four to 12 will attend the schools, without notebooks, books or backpacks. Each of them, however, will have his or her own iPad.
There will be no blackboards, chalk or classrooms, homeroom teachers, formal classes, lesson plans, seating charts, pens, teachers teaching from the front of the room, schedules, parent-teacher meetings, grades, recess bells, fixed school days and school vacations. If a child would rather play on his or her iPad instead of learning, it’ll be okay. And the children will choose what they wish to learn based on what they happen to be curious about.
Preparations are already underway in Breda, a town near Rotterdam where one of the schools is to be located. Gertjan Kleinpaste, the 53-year-old principal of the facility, is aware that his iPad school on Schorsmolenstraat could soon become a destination for envious — but also outraged — reformist educators from all over the world.
And there is still plenty of work to do on the pleasant, light-filled building, a former daycare center. The yard is littered with knee-deep piles of leaves. Walls urgently need a fresh coat of paint. Even the lease hasn’t been completely settled yet. But everything will be finished by Aug. 13, Kleinpaste says optimistically, although he looks as though the stress is getting to him.

Stop the Rush to the Common Core

The Common Core — effectively national math and English curriculum standards coming soon to a school near you — is supposed to be a new, higher bar that will take the United States from the academic doldrums to international dominance.
So why is there so much unhappiness about it? There didn’t seem to be much just three years ago. Back then, state school boards and governors were sprinting to adopt the Core. In practically the blink of an eye, 45 states had signed on.
But states weren’t leaping because they couldn’t resist the Core’s academic magnetism. They were leaping because it was the Great Recession — and the Obama administration was dangling a $4.35 billion Race to the Top carrot in front of them. Big points in that federal program were awarded for adopting the Core, so, with little public debate, most did.
Major displeasure has come only recently, because only recently has implementation hit the district level. And that means moms, dads and other citizens have recently gotten a crash course in the Core.
Their opposition has been sudden and potent — with several states now considering legislation to either slow or end implementation, and Indiana, Pennsylvania and Michigan having officially paused it.

An Interview with Emma Scoble: Reflecting on The Concord Review

Emma, first of all tell us about what you are currently, doing, studying, and the like.
I am graduating from high school this week and heading to New York University in the fall. Having gone through the grueling college admissions process and four years of high school, I am dedicating my summer to surfing, reading, and hanging out on the beaches of Santa Cruz…
2) Now, I understand that you were published a while ago in The Concord Review. What was your topic and when did this occur?
My paper on the Broderick-Terry Duel was published in the Spring 2013 Issue of The Concord Review. The Broderick-Terry Duel was a pistol duel in 1859 between U.S. Senator David Broderick and California Supreme Court Justice David Terry. The duel was the culmination of a decade of dramatic and divisive politics in California between the pro and anti-slavery democrats. Broderick’s legacy has been imprinted in history, for his death in the duel reversed the pro-slavery Democrats’ victory in the 1859 statewide elections and ensured that California would remain firmly in the Union.
3) What prompted you to write a major research paper on the topic of your choice?
I was inspired by Colonel Edward Baker’s eulogy for his friend, U.S. Senator David Broderick. One of the finest orators of his time, Baker wrote eloquently about how Broderick stood up to a pro-slavery president as well as the California and national legislatures, and repeatedly, won against all odds. He spoke of Broderick’s conviction and courage, his fight against the pro-slavery movement in California, and of how his unwillingness to cave to injustice ultimately cost him his life. Over one hundred years later, Baker’s words still had the power to move me to tears and compel me to research Broderick’s story and the context of his time.
4) Who helped you? Parents, teachers, principals?
My father is a constant source of information and support. My earliest childhood memories are playing with my doll while watching Ken Burns’ Civil War documentary with my father. As I have grown older, we continue to share a love of history.
5) I understand you have some concerns about the current emphasis on Science, Technology, Electronics and Math. Tell us about your concern?
As was recently stated in The Concord Review’s blog, “The Emerson Prizes lost their funding last year…Intel still has $680,000 in prizes for High School work…” I can attest to the contrast in reception of academic achievement in STEM fields versus the Humanities, even at the small, academically-focused, independent school (The College Preparatory School in Oakland, California) that I attend. This year, one of my classmates received an Intel Award and teachers continually publicly recognize and celebrate her achievement in school assemblies and newsletters, which is entirely appropriate because she did extraordinary work.
However, I told several of my teachers about my paper being published in The Concord Review, an internationally recognized academic journal, and while they congratulated me, neither my published paper, nor my Emerson Prize, was acknowledged in a public forum until the last day of school, as a brief afterthought.
I understand that STEM is currently receiving a lot of attention in the national news because it is closely tied to our economic expansion and workforce. I recall a statistic from the U.S. Department of Labor stated that 5% of the American workforce is employed in a STEM related field while 50% of our economic expansion relies on STEM related professions. Clearly, there is a great demand for talent in STEM fields and we are looking to the next generation of brilliant young minds to fill the gap. However, it is essential that students with an aptitude for the humanities be encouraged as well, for man does not live by science alone.
How bland would life be without literature, history, poetry, and music? How will society advance, if we do not understand who we are and where we have been? We need young people who are gifted in English, History, or Language for our economy, too. Our nation needs teachers, writers, law makers, orators, translators, researchers, etc. We need brilliant minds–period, and academic excellence and achievement should be celebrated and nurtured across all fields.
6) Some people talk about “life changing events.” Do you see getting your paper published as a life changing event?
Being published in The Concord Review was one of the happiest moments of my life. The research that I put into the paper will stay with me forever, for through the course of my writing, Senator Broderick became my personal hero. His character and the life that he led have inspired me to live my life with principle and integrity. Serendipitously, by having my paper published, I met another hero, Mr. Fitzhugh, the founder and editor of The Concord Review.
Although I am only acquainted with him through email correspondence, I greatly admire that he has dedicated his life to advocating for youths and youth education. I follow his blog and posts on The Concord Review’s Facebook page, and although his posts are usually serious, they can also be really funny and sassy.
7) What kind of writing are you doing now?
Poems, love letters, creepy Facebook statuses…In all seriousness, I am hoping to write for NYU’s student newspaper in the fall.
8) What have I neglected to ask?
How is learning to write a history research paper relevant and useful to high school students?
In my opinion, writing a history research paper encompasses all of the skills of the humanities discipline–reading, writing, critical thinking, researching, and understanding a subject within its historical context. These abilities teach and reinforce essential skills for any student’s academic and professional career. Being able to think critically about an event or issue within its context is vital to understanding and solving any kind of problem, and in the modern age of the internet, it is crucial that everyone know how to research and identify credible sources. Furthermore, knowing how to methodically organize and support one’s ideas is key to being able to communicate or argue a point and understanding someone else’s argument.
Outside of the classroom, these skills have enabled me to give back to my community. Currently, I am on the Board of the Oakland Fund for Children and Youth, which guides the allocation of $12-20 million towards programs that serve impoverished and at-risk children and their families. Although I am the youngest on the commission, my vote has equal power, so I take my responsibility seriously. I prepare for each meeting by reading and analyzing briefs, data, and long government documents in order to understand the issues at hand as well as the greater community context.
It is not easy reading, and I have learned that many local and national policy and funding issues are complex and interconnected; but, by treating each meeting’s agenda as a subject to be researched, I am able to contribute to the Board’s discussions at public hearings and make funding recommendations.

Molly Conley’s mom shares a final letter her daughter wrote

Molly Conley’s mom, Susan, received a packet from Bishop Blanchet High School in Seattle today.
Along with her report card, it included a letter molly wrote to her class as an end of the year assignment.
The 15-year-old girl was killed while walking with friends along a Lake Stevens road. A 26-year-old Marysville man has been arrested in connection with the drive-by shooting death.
The City of Lake Stevens first confirmed that an arrest had been made in the case Friday evening. The Snohomish County Sheriff’s Office said the suspect was arrested at his home and would be booked into jail for first-degree murder, but provided no further details.
Last week, dispatchers made reverse-911 calls to nearly 4,000 phones, seeking information that could help catch the shooter. Detectives asked people to respond if they had video of vehicles driving in the area during the hours before and after the shooting.
A reward for information in the case had reached $34,000.

Parents cast their votes in voucher debate

Chris Rickert:

Jim Bender, of the pro-voucher group School Choice Wisconsin, said there are a range of legitimate reasons parents choose voucher-funded private schools, but that the rising number of voucher students proves parents want that choice.
That’s probably what you’d expect to hear from a leader in what voucher critics see as a national effort to privatize — and profit from — education.
Of course, what you hear from Democratic lawmakers and a DPI run by a Democratically leaning state superintendent — who rely for political support on teachers unions — is about what you’d expect to hear from those with a vested interest in public schools’ hegemony.
Vouchers might be one of those childhood-related policy debates that has less to do with what children need than with what lawmakers and their special interests want.
And if what children need is to be ignored, the next best thing might be to pay a little more attention to what parents say their children need.

In Governor Walker’s first legislative session, using the ruse that the State was millions in debt, he proposed eliminating collective bargaining for public employees as the means to fill in the alleged budget deficit. As he described it, he dropped the bomb.
Last week, another legislative session and another bomb. Walker’s budget will hit education and educators once again. It is a giant step to privatize education. This is done by forcing pubic schools to pay tuition for children to attend religious and private schools by giving the parents of such children a voucher which forces the public school district to send money to the religious or private school. Walker and his right- wing legislators made vouchers available in every school district in the State. To this, UW Education Dean Julie Underwood said, “School Boards beware”, that this is, “the model legislation disseminated by the pro-free market American Legislative Exchange Council’s network of corporate members and conservative legislators to privatize education and erode local control.” In criticizing the legislation, State Superintendent Tony Evers chided, “A voucher in every backpack.”
Public school districts lose twice. Once by having to use money intended to educate children in their schools, and also losing State aid because they cannot count the child attending the religious or private school on which State aid is based. It is projected that this will cost MMSD $27 million over the next five years. Vouchers provide parents $4,000 per year for an elementary school student and $10,000 for a high school student. State Senator Jennifer Schilling calls it, “Vouchers on steroids!” Research shows that most voucher schools in Wisconsin underperform compared to their public school counterparts.

Commentary on Wisconsin K-12 Tax & Spending Increases, Voucher Changes

Lawmakers also want to expand school voucher programs beyond the borders of Milwaukee and eastern Racine County. The programs allow parents who meet income thresholds to send their children to religious schools and other private schools at taxpayer expense.
Under the motion approved 12-4 along party lines by Republicans on the budget panel:

  • Public schools would receive $150 more per student in general aid this fall and another $150 increase the following year. The plan would cost $289 million over two years, with $231.5 million funded with state taxes and the rest with an additional $52 million in higher local property taxes and an increase in expected revenues from the state lottery.
    School districts would have the authority to spend this new money. Walker wanted to give schools $129 million in state aid but require all of it to go toward property tax relief, rather than be used for new expenses.
    Under the budget committee’s proposal, total property taxes would increase by less than 1% per year, with school levies going up somewhat more than that.

  • A new voucher program would become available to all students outside Milwaukee and Racine. It would be limited to 500 students the first year and 1,000 students every year thereafter. Walker wanted no limits on the number of students in the program after the second year.
    If there are more students seeking slots in the program than allowed, the proposal would allocate the available slots by lottery. The slots would go to the 25 schools with the most applications, with each school getting at least 10 seats.

  • The new program would be available to students in any school district. Walker wanted to make it available in districts with 4,000 or more students that were identified as struggling on school report cards issued by the state.
  • No more than 1% of the students of any given school district could participate in the new program.
  • Over 12 years, the negative financial impacts for the Milwaukee Public Schools from the voucher program here would be phased out.
  • The new program would be available to students of families making 185% of the federal poverty level or less — well below the income thresholds for Milwaukee and Racine. Those programs are available to families making up to 300% of the federal poverty level, with a higher threshold for married couples.
  • Voucher schools in all parts of the state would receive $7,210 per K-8 student and $7,856 per high school student — up from $6,442 currently. Walker wanted to provide $7,050 for students in kindergarten through eighth grade and the same larger increase to high school students.

Today, Republican leaders are finalizing a deal to likely expand Wisconsin’s private school voucher program statewide. While this dramatic proposal has significant implications for citizens and taxpayers across Wisconsin, it has been developed behind closed doors with no public input, no public hearings, and no public fiscal analysis. If this proposal becomes law, taxpayers across Wisconsin will be financing a new entitlement for private school children whose tuition is currently paid for by their parents. To address the lack of information about the potential fiscal effects of this program, the attached table estimates potential long-term costs of statewide subsidization of private school tuition on a district-by-district basis. Cost to subsidize current private school students only: up to $560 million annually
While some lawmakers claim the purpose of the program is to provide educational choices to those who cannot afford it, the current school choice programs in Milwaukee and Racine provide vouchers to families who are already choosing to send their children to private schools. As many as 50% of the children participating in the Racine choice program were already in private schools when they began receiving a state-funded subsidy in
2011-12. If the voucher program is expanded statewide, it can be assumed that current private school families would also be eligible for this new entitlement.

In 2007, an Illinois college student named Olutosin Oduwole was arrested after a campus police officer found a note promising “a murderous rampage similar to the [Virginia Tech] shooting” inside Oduwole’s locked car. Even though Oduwole insisted that the note was only a draft of some rap lyrics, he was nevertheless convicted of attempting to make a terrorist threat and sentenced to five years in prison. This March, Oduwole’s conviction was reversed on appeal, but the Illinois attorney general’s office promised to fight the reversal. Yesterday, the Illinois Supreme Court refused to review the appellate court’s decision. Oduwole is a free man.
This is great news for Oduwole–and, indeed, for everyone who cares about free speech. But it’s still worth noting that Oduwole should never have been tried in the first place. As I’ve written before, the “attempt” charge was baffling, given that, by all reasonable standards, Oduwole had not actually attempted to threaten anyone. The note was found face-down inside a locked car, where nobody would have been able to see or become alarmed by it. Police found no other evidence to support their charges.

Chinese Students Adjust to American Education When East meets West, differences abound

Lili Gu recalls his initial trepidation at the flood of white faces in his Massachusetts high school when he came to America for 10th grade. There was the hulking football player who noticed that Gu was lost one day and said–here, Gu speaks in a guttural half-grunt–“‘Hey, you want to go to the gym?’ And I’m like, dude, is this guy going to rob me?” He struggled with English, too. The writing skills he arrived with, he says, would be at home in the fourth grade. But an English-as-second-language program made him comfortable after a semester. Then his formidable Chinese secondary education kicked in.
Gu (ENG’13) says he breezed through high school, especially math, sprinting through the curriculum and into Harvard night school for advanced calculus. The easy ride ended at BU, however. If Chinese high schools are more rigorous than those in the United States, the reverse is true for universities, Gu says. Back home, “as soon as you step in the front door of a great university, it’s almost like your motivation ends, because in China, GPA is not a big deal. Whether I’m a C student or D student, as long as I have that diploma, I’m awesome. If I wanted to graduate from BU with Cs, I’d probably have had a very good time.”

Can You Teach Yourself Synesthesia?

Conventional wisdom says that synesthesia is innate — you’re either born with the condition or you’re not, end of story. If you happen not to have been born that way but would really, really love to experience numbers as colors, or colors as sound … then you, my sense-straight friend, are pretty much out of luck.
Except … maybe not? A group of psychologists at the University of Amsterdam have been testing whether synesthesia might, actually, be learned. Synesthetes’ innate cognitive wiring leads them to augment their perception of the physical world; the researchers wanted to see whether the reverse could take place — whether an augmented physical world could lead to synesthetic perceptions in people who weren’t born with “crossed senses.” And the researchers have now published their findings in the journal PLoS One.

Why parents should leave their kids alone

I felt as if I were an unwilling accomplice to torture. Echoes of the victim’s screams rang off the varnished walls. The door, tight shut though it was, could not block the cries of panic. A baby, alone and imprisoned in a cot.
The baby’s mother was visibly disturbed, too, pale and tearful. She was a victim herself, preyed on by exponents of controlled crying, or Ferberisation – that pitiless system, cruel to them both.
Controlled. Crying. The words speak of the odious aim: a bullying system controlling the feelings of a baby. The mother had been told the situation was the reverse, that the baby was trying to force her will on the mother, but all I could see was a one-year-old demented by abandonment. One American mother wrote poignantly on the internet: “Is Ferberisation worth my heartache or am I truly torturing my child? It seems like cruel and unusual punishment.”

Wisconsin students decline, international students rise as percentage of most recent UW-Madison freshman class

UW-Madison’s incoming freshman class last fall included the lowest percentage of Wisconsin students and by far the highest percentage of international students in at least a decade, the latter fueled by a doubling of Chinese freshmen from the previous year.
Also for the first time last year, the university enrolled a higher percentage of sons and daughters of alums — called “legacies” — than first-generation college students.
The findings, drawn from university admissions data, were compiled by a 16-member university committee over the last school year and presented to the Faculty Senate this week. The authors called on the university to redouble efforts to enroll the state’s best students, among many recommendations.
“Between 2002 and 2012, the fraction of new freshmen from Wisconsin declined from 64 percent to 56 percent,” the report reads. “We now enroll a smaller fraction of in-state students than many of our peers, and believe that in order to fulfill our mission to the state of Wisconsin this trend should be reversed.”
Paul DeLuca, UW-Madison provost, said the university faces new challenges as the number of high school graduates in Wisconsin declines, a trend expected to continue for the next five years.

Higher bar for WKCE results paints different picture of student achievement

Wisconsin student test scores released Tuesday look very different than they did a year ago, though not because of any major shift in student performance.
Similar to recent years, the Wisconsin Knowledge and Concepts Exam results show gains in math and reading over the past five years, a persistent and growing performance gap between black and white students, and Milwaukee and Racine public school students outperforming their peers in the private school voucher program.
But the biggest difference is the scores reflect a higher bar for what students in each grade level should know and be able to do.
Only 36.2 percent of students who took the reading test last October met the new proficiency bar. Fewer than half, 48.1 percent, of students were proficient in math. When 2011-12 results were released last spring, those figures were both closer to 80 percent.
The change doesn’t reflect a precipitous drop in student test scores. The average scores in reading and math are about the same as last year for each grade level.
Instead, the change reflects a more rigorous standard for proficiency similar to what is used for the National Assessment of Educational Progress. NAEP is administered to a sample of students in each state every other year and is referred to as “the nation’s report card.”
The state agreed to raise the proficiency benchmark in math and reading last year in order to qualify for a waiver from requirements under the federal No Child Left Behind law. The benchmark did not rise for the language arts, science and social studies tests.
“Adjusting to higher expectations will take time and effort,” State Superintendent of Public Instruction Tony Evers said. “But these are necessary changes that will ultimately help our schools better prepare all students to be college and career ready and link with work being done throughout the state to implement new standards.”
Evers also called on the Legislature to include private voucher schools in the state’s new accountability system.
He highlighted that test scores for all Milwaukee and Racine students need to improve. Among Milwaukee voucher students, 10.8 percent in reading and 11.9 percent in math scored proficient or better. Among Milwaukee public school students, it was 14.2 percent in reading and 19.7 percent in math.
Gov. Scott Walker has proposed expanding the state’s voucher program, including to such districts as Madison.
Changes in Dane County
The state previously announced how the changing bar would affect scores statewide and parents have seen their own students’ results in recent weeks, but the new figures for the first time show the impact on entire schools and districts.
In Dane County school districts, the percentage of students scoring proficient or better on the test dropped on average by 42 percentage points in reading and 25 percentage points in math.
Madison schools had one of the smallest drops compared to its neighboring districts.
Madison superintendent Jennifer Cheatham noted schools with a higher number of students scoring in the “advanced” category experienced less of a drop. Madison’s smaller drop could reflect a higher proportion of students scoring in the top tier.
At the same time, Madison didn’t narrow the gap between minority and white student test results. Only 9 percent of black sixth-graders and only 2 percent of sixth-grade English language learners scored proficient in reading.
“It reinforces the importance of our work in the years ahead,” Cheatham said. “We’re going to work on accelerating student outcomes.”
Middleton-Cross Plains School Board president Ellen Lindgren said she hasn’t heard many complaints from parents whose students suddenly dropped a tier on the test. Like Madison and other districts across the state, Middleton-Cross Plains sent home letters bracing parents for the change.
But Lindgren fears the changing standards come at the worst time for public schools, which have faced tougher scrutiny and reduced state support.
“I’m glad that the standards have been raised by the state, because they were low, but this interim year, hopefully people won’t panic too much,” Lindgren said. “The public has been sold on the idea that we’re failing in our education system, and I just don’t believe that’s true.”
Next fall will be the last year students in grades 3-8 and 10 take the paper-and-pencil WKCE math and reading tests. Wisconsin is part of a coalition of states planning to administer a new computer-based test in the 2014-15 school year.
The proposed state budget also provides for students in grades 9-11 to take the EXPLORE, PLAN and ACT college and career readiness tests in future years.

Superintendent Cheatham is to be commended for her informed, intelligent and honest reaction to the MMSD’s results when compared to those of neighboring districts.

Controversy over the University of Wisconsin’s “Surplus” & Ongoing Tuition Increases

Gov. Scott Walker and his fellow Republicans in the Legislature called for freezing tuition for two years Friday after a state review revealed that the University of Wisconsin System had cash reserves of nearly $650 million at the end of the last fiscal year.
While the UW System said the amount of uncommitted cash was much less than that, the disclosure infuriated Republican lawmakers just as they begin deliberations on the next two-year budget.
Republicans questioned whether Kevin Reilly should remain as president of the UW System, and Assembly Speaker Robin Vos (R-Rochester) said he was unsure the system should get any of the $181 million increase in taxpayer funds Walker had previously recommended, including $20 million for new initiatives.
Reilly could not be reached for comment, nor could UW System Regents President Brent Smith.
Vos said it was too early to say whether Reilly should remain as the head of the UW System, but said he saw a pattern of financial mismanagement during Reilly’s tenure.
“I have serious concerns about whether the credibility of the UW System can recover with the current leadership in place,” Vos said.
In the past, Vos has supported giving UW-Madison more flexibility, but that has changed because of Friday’s disclosure, he said.
“They have now pushed me entirely in the opposite direction,” Voss said of UW System leaders.

    Many state legislators reacted with outrage to Friday morning’s announcement the University of Wisconsin System currently holds over $1 billion in surplus in its reserves, prompting some to advocate for a tuition freeze over the next two years.
    According to a document from Legislative Fiscal Bureau Director Bob Lang sent to members of the Joint Committee on Finance, the UW System has accrued $1,045,200,572 in its program revenue reserves from the 2011-’13 funding cycle.
    The Legislative Fiscal Bureau and Legislative Audit Bureau discovered the surplus through an audit that began after information regarding $33 million in Human Resources overpayments surfaced in February.

    The System has always maintained a cash balance, Giroux added, and its finances have always been public as the Legislative Audit Bureau audits it yearly. The cash balances have grown in recent years because of rapid enrollment growth and the System’s increased reliance on non-state revenues, he said, calling them “an essential safety net.”
    System leaders told the fiscal bureau that about $441 million of the reserve was allocated for future projects and expenses. With that spending included, it left a $207 million balance from the end of 2012. Vos said lawmakers should have been notified of the surplus in recent times of tight state budgets and maximum tuition increases for System students.
    Gov. Scott Walker and Rep. Steve Nass, R-Whitewater, chairman of the Assembly’s committee on higher education, also criticized the System over the reported surplus.
    “At a minimum, on behalf of students and their families, I am asking legislative leaders to freeze tuition increases for two years for the entire UW System during their deliberations on the budget,” Walker said in a statement.
    The news about the surplus broke shortly after System President Kevin Reilly released details of his budget proposals, which include tuition increases of 2 percent each of the next two years and a $30 million boost in financial aid awards.

    United Council of UW Students has been pushing legislators to include a tuition cap of 3 or 4 percent. Dylan Jambrek, the group’s government relations director, said he was pleased students can now “have the comfort of a tuition freeze” but expressed concerns over the memo’s findings.
    “Whatever the money was going towards, it’s concerning that they were raising tuition to stick it in the bank account,” Jambrek said.
    Jambrek said he does not want legislators to overreact and do something that ends up harming students, such as cutting Walker’s proposed investments.
    Rep. Cory Mason, D-Racine, is the ranking Democrat on the Legislature’s budget committee, which has 12 Republicans and 4 Democrats.
    Mason called for a potential tuition reduction because he said UW System students are already graduating with $27,000 in student debt on average.

    The University of Wisconsin System just ceded to the demands of students across the State and agreed to cap a tuition increase at no more than 2% for the coming year and eliminate the waiting list for the Wisconsin Higher Education Grant. This is a stunning reversal, as President Kevin Reilly had been lobbying against students, insisting that no cap was necessary.
    What happened? Well, as I have long insisted, the issue is not entirely about a lack of state funding being provided to higher education but how administrators are spending it. When the incentives for administrators cause they to advance the interests of institutions over the needs of students, accountability measures are required to prevent that. UW System just got called out, as an audit just revealed that a $404 million balance from tuition payments in 2011-2012 was leftover, unspent, while tuition was hiked by 5.5%. SERIOUSLY??? Those cash reserves were being held for “specific planned future activities,” according to the System. Sorry Charlie, no way. That is something you do with appropriations, not tuition. If you aim to help future students and promote stability, that’s a public good, and should be on the public dime. This is an outgrowth of the same mindset that’s diminished tuition and pushed students into debt– the same old public / private benefits nonsense. Honestly, the students should demand NO increase and hold firm on doing it for 2 or more years!
    So, here we are– they said it couldn’t be done– the net price of attending UW System schools will likely stay flat or decline over the next year. HURRAH!

NJ DOE Releases New School Performance Reports; Wisconsin? Stays Quo…

At long last the New Jersey Department of Education has released its “NJ School Performance Reports,” which replace the old School Report Cards. Details on school performance is greatly expanded now includes, according to the Christie Administration’s press release, “brand new data on college and career readiness and provide comparison to “peer schools” in order to provide a more complete picture of school performance for educators and the general public.”

The state also released the annual Taxpayers’ Guide to Education. Annual per pupil spending in NJ (if you use the state’s algorithm; others say it inflates costs) is $18,045, up 4.2% since last year.
Of course, there’s enormous range within that average. Fairview Boro (Bergen), for example, spends $13,317 per pupil. Asbury Park City spends $30,502. The plush magnet schools in Bergen County spend $35,900.

A Critique of the Wisconsin DPI and Proposed School Choice Changes

Chief among them has been this notion from state superintendent Tony Evers that the state’s new accountability system, known as state report cards, shouldn’t be used to determine which districts get vouchers.
Under Walker’s plan, districts with at least 4,000 students and two or more schools getting a D or an F under a new rating system would be eligible for vouchers. Evers — no fan of vouchers anyway — says the report cards were not intended for such use and need more refinement over several years.
But what was the purpose of spending more than a year working with a diverse group of education and business groups and state elected officials to create the report cards — which replaced the widely panned No Child Left Behind system — if not to use them to make consequential decisions about education?
On Thursday, Department of Public Instruction director of Education Information Services John Johnson called the report cards a “work in progress” that aren’t an appropriate tool for making a “major policy decision.”
Among their current limitations are that they are based on tests that are expected to change two years from now, they can’t show growth in high school student achievement, some schools weren’t rated, and there’s too little data to reliably identify trends in school performance.
Adam Gamoran, director of the UW-Madison-based Wisconsin Center for Education Research and a skeptic on voucher programs, agrees that the tool isn’t perfect and may well change, but “that doesn’t mean we shouldn’t use them now” to rate schools.
It’s also not as if DPI itself didn’t expect to use the report cards. Its budget request — which Walker didn’t include in his budget — included about $10.3 million over the next two years to replicate best practices from schools deemed high-performing by the report cards, as well as to help schools deemed low-performing by the report cards get better.

Rapprochement in the Wisconsin Superintendent Election?

For state superintendent Tony Evers, reelection was the easy part. He handily beat his opponent, staunch conservative Rep. Don Pridemore (R-Town of Erin), with over 60% of the vote Tuesday.
“Voters spoke loudly and clearly, affirming their commitment to Wisconsin’s strong public schools and calling for a much-needed reinvestment to support the over 870,000 public school kids in our state,” says Evers in a statement.
But despite the big win, Evers faces an even bigger battle in the Legislature, where lawmakers are considering Gov. Scott Walker’s latest budget. It’s unclear whether the Republican majority is united behind Walker’s plan to increase funding for the state’s voucher schools by $73 million — something Evers campaigned against, insisting there is no evidence that voucher programs are working.
“The academic data just does not justify expansion,” he told the Joint Finance Committee (PDF) during a hearing in March.
It also remains to be seen whether lawmakers will give more money to traditional public schools, which were hit with a historic $800 million cut in Walker’s previous budget. Despite pleas from Evers, almost none of that money has been restored by Walker this time around.

Pridemore lost to incumbent Tony Evers in Tuesday’s election.
Evers signed the petition to recall Walker, but the governor still refused to endorse anyone in the race.
Pridemore says after his loss that he is disappointed Walker didn’t help him with his campaign. Pridemore says people should question why Walker “didn’t support someone who would be a much friendlier person in this job.”

Pridemore’s statements, the muted campaign against incumbent Evers and a reasonably quiet state supreme court race make this observer wonder what sort of a deal might have been cut….

Let’s Go Back to Grouping Students by Ability

Is it my imagination, or have you noticed that some public high school courses that are now called “honors” are equivalent to the regular “college prep” curriculum of earlier eras? And have you also noticed that what is now called “college prep” is aimed largely at students who are deemed low achievers or of low cognitive ability?
In fact, this trend is nobody’s imagination. Over the past generation, public schools have done away with “tracking” — a practice that began in the early 1900′s. By the 20′s and 30′s, curricula in high schools had evolved into four different types: college-preparatory, vocational (e.g., plumbing, metal work, electrical, auto), trade-oriented (e.g., accounting, secretarial), and general. Students were tracked into the various curricula based largely on IQ but sometimes other factors such as race and skin color. Children of immigrants, and children who came from farms rather than cities, were often assumed to be inferior in cognitive ability and treated accordingly.
During the 60’s and 70’s, radical education critics such as Jonathan Kozol brought accusations against a system they found racist and sadistic. They argued that public schools were hostile to children and lacked innovation in pedagogy. Their goal — which became the goal of the larger education establishment — was to restore equity to students, erasing the lines that divided them by social class and race. The desire to eliminate inequity translated to the goal of preparing every student for college. The goal was laudable, but as college prep merged with the general education track, it became student-centered and needs-based, with lower standards and less homework assigned.
Some of the previous standards returned during the early 80’s, when the “Back to Basics” movement reacted against the fads of the late 60’s and the 70’s by reinstituting traditional curricula. But the underlying ideas of Kozol and others did not go away, and the progressive watchword in education has continued to be “equality.”

Former Atlanta Schools Chief Is Charged in Testing Scandal

A grand jury on Friday indicted Beverly L. Hall, the former superintendent powerhouse of the Atlanta School District, on racketeering and other charges, bringing a dramatic new chapter to one of the largest cheating scandals in the country.
The grand jury also indicted 34 teachers and administrators in addition to Dr. Hall, who resigned in 2011 just before results of an investigation into the scandal was released. The panel recommended $7.5 million bond for Dr. Hall, who could face up to 45 years in prison.
In a list of 65 charges against the educators that includes influencing witnesses, theft by taking, conspiracy and making false statements, Fulton County prosecutors painted a picture of a decade-long conspiracy that involved awarding bonuses connected to improving scores on the Criterion-Referenced Competency Tests, the state’s main test of core academic subjects for elementary and middle schools, and a culture where, in some schools, cheating was an acceptable way to get them.
“Prosecutors allege the 35 named defendants conspired to either cheat, conceal cheating or retaliate against whistle-blowers in an effort to bolster C.R.C.T. scores for the benefit of financial rewards associated with high test scores,” according to the indictment.

This is kind of a classic race. The incumbent is Dr. Tony Evers, a veteran educator with a decades-long file of experience. He’s being challenged by Don Pridemore, a right-wing lawmaker from Hartford who has no meaningful education experience and has made a name for himself by saying single parenthood is the leading cause of child abuse and that abused women should just remember the good times and the reasons they got married in the first place.

This is not the first time that we’ve had a candidate with experience and credentials being challenged by a weirdo. That’s our system.

Wisconsin schools superintendent candidates clash on major issues

In the race to head the state Department of Public Instruction – overseeing 870,000 public school students in Wisconsin – the incumbent superintendent and longtime public schools employee is facing a challenge from a Republican lawmaker who supports leaner government and private school vouchers.
The election Tuesday will pit Tony Evers, the incumbent superintendent of public instruction, against Republican Rep. Don Pridemore from Erin in Washington County.
Officially, the state superintendent is a nonpartisan office. But Evers, 61, has historically won support from Democrats and teachers unions. He was opposed to Gov. Scott Walker’s legislation that rolled back collective bargaining, and he signed the petition to recall Walker.
Pridemore, 66, wants to see more local control and believes teachers unions have monopolized education. He favored Walker’s Act 10 legislation and has called for an audit of the Department of Public Instruction.
So where do the candidates stand on many of the state’s other hot-button education issues?

Low-Hanging Fruit: Three Things To Do Before We Say We’re Doing All We Can…

Hang around the education debates long enough and you’ll hear many times that schools are basically doing all they can to meet the needs of students, especially high-poverty students, so we should ease up on the pressure to do more. I don’t think that’s the case and you see a lot of variance in how well schools do with similar students.
In that spirit, here are three examples of ideas, some more more substantial than others – happening in some places but far from commonplace – that we could do to reach more students and families. It’s hardly an exhaustive list but it makes the point.
24-hour school: Many of our cities, and not just Las Vegas and New York, are 24-hour towns these days. Yet other than night school we still don’t engage students or parents that are on a 24-hour schedule. It would be absurd to make every school a 24-hour option but providing that option in places where many older students are, especially those who have left school, are working alternative schedules would help reach kids who are disconnected today. They are doing this in Vegas. And in this case what happens in Vegas, shouldn’t stay there.
Back-to-school day: I recently heard a school superintendent, a generally progressive guy concerned about equity, congratulating all the parents taking part in a “Back-to-School Night” style event in his community for being the kind of involved parents the school system needs to be successful. Problem was, the event was at 8pm and a not-small proportion of parents in that community were beginning their work days around that time, not wrapping them up. Back to School nights are an evergreen feature of our schools, and necessary for many parents who work a traditional 9-5 schedule. But for many parents, and not just those working nights, a chance to visit during the day would make school engagement more accessible. If we were really serious about meeting more parents where they are, “Back to School Days” (in addition to ‘back to school nights’) would be a lot more common than they are. And even easier thing to jettison would be policies that limit parent-teacher conferences to just a few minutes in some places.

The state’s top education official warned the Legislature’s budget committee Thursday that Gov. Scott Walker’s proposal to tie funding and voucher expansion to new state report cards could undermine bipartisan reform efforts already underway.
State Superintendent of Public Instruction Tony Evers said the new report cards “aren’t ready for prime time” and will look “a lot different eight years from now.”
Evers agreed with Sen. Luther Olsen, R-Ripon, a member of the Joint Finance Committee and chairman of the Senate Education Committee, that the report cards should be used “as a flashlight and not a hammer.”

“If we use them as a hammer it’s going to make all the other transformative efforts we’re doing more difficult
,” Evers said, referring to new curriculum, testing and teacher evaluation systems that were developed by a bipartisan coalition of teachers, administrators, school boards and political leaders in recent years.
“Teachers will back off,” he said.

Wisconsin schools superintendent: Lawmakers should reject Scott Walker’s voucher expansion

Addressing the most contentious issue in Gov. Scott Walker’s budget bill, state Schools Superintendent Tony Evers on Thursday called on members of the Legislature’s Joint Finance Committee to reject a proposed expansion of voucher schools and to give more money to public schools.
Citing figures from the Legislature’s nonpartisan budget office, Evers said the $129 million in new state aid Walker included in his two-year budget bill drops to $39.2 million after accounting for how part of that money would go to private and charter schools under the proposal. Walker seeks to increase funding for existing and future voucher schools, expand them to nine new school districts and allow special-needs students from around the state to attend private schools at taxpayer expense.
At the same time, Walker wants to use the state public school aid to hold down local property taxes rather than increase spending on education.
Evers, who is running for re-election on April 2 against Rep. Don Pridemore (R-Erin), said Walker’s budget pitted public schools against private schools by increasing state funding for voucher school initiatives by 32% while keeping overall revenue to schools flat.
“This has to stop. The state cannot continue to play favorites. We can and must meet our constitutional obligation to invest in all of our kids,” Evers said.
In its third straight day of budget hearings, the Joint Finance Committee took testimony Thursday on Walker’s 2013-’15 budget proposals for Wisconsin’s K-12 schools, technical colleges and universities. The hearing made clear that the governor’s education proposals will face resistance from some senators in the Republican-controlled Senate and have strong support from Republicans in charge of the Assembly, leaving its future in doubt.

What Americans Keep Ignoring About Finland’s School Success

Everyone agrees the United States needs to improve its education system dramatically, but how? One of the hottest trends in education reform lately is looking at the stunning success of the West’s reigning education superpower, Finland. Trouble is, when it comes to the lessons that Finnish schools have to offer, most of the discussion seems to be missing the point.
The small Nordic country of Finland used to be known — if it was known for anything at all — as the home of Nokia, the mobile phone giant. But lately Finland has been attracting attention on global surveys of quality of life — Newsweek ranked it number one last year — and Finland’s national education system has been receiving particular praise, because in recent years Finnish students have been turning in some of the highest test scores in the world.
Finland’s schools owe their newfound fame primarily to one study: the PISA survey, conducted every three years by the Organization for Economic Co-operation and Development (OECD). The survey compares 15-year-olds in different countries in reading, math, and science. Finland has ranked at or near the top in all three competencies on every survey since 2000, neck and neck with superachievers such as South Korea and Singapore. In the most recent survey in 2009 Finland slipped slightly, with students in Shanghai, China, taking the best scores, but the Finns are still near the very top. Throughout the same period, the PISA performance of the United States has been middling, at best.

Madison West Student Wins Siemens Award

Madison School District:

Amy Hua (left) from West High School is the 2012 Wisconsin Winner of the prestigious Siemens Award for Advanced Placement, making her one of the nation’s top achievers in AP science and mathematics courses and a future leader in the disciplines of science, technology, engineering, and mathematics (STEM).
Amy is the first student at West High to receive this honor. The annual award honors up to 100 of the nation’s top performers in AP science and math courses (Biology, Calculus BC, Chemistry, Computer Science A, Environmental Science, Physics C: Electricity and Magnetism, Physics C: Mechanics, and Statistics) with a $2,000 scholarship from the Siemens Foundation to one male and one female student in each state.
Amy has taken 11 AP courses during her high school years and lists calculus among her favorite such classes. Her initiative to enroll and excel in AP courses reflects potential to be a future leader in math and science and a role model for others. She advises to other students, “Collaborating with peers is a great way to learn new material since you can share ideas and synergistically approach complex problems.”

Syria’s education crisis, in three charts

A new assessment released today by the United Nations Children’s Fund estimates that some Syrian children have missed out on as much as two years of education in the midst of their country’s ongoing civil struggle.
“The education system in Syria is reeling from the impact of violence,” said Youssouf Abdel-Jelil, UNICEF’s Syria representative, in a statement. “Syria once prided itself on the quality of its schools. Now it’s seeing the gains it made over the years rapidly reversed.”
According to the report, schools are increasingly being used by armed groups and displaced persons seeking shelter. More than 1,500 schools have been damaged or converted into shelters, a problem illustrated in the map above.

Wisconsin education leaders announce school safety summit

The Department of Public Instruction and several state education organizations plan to hold a school safety summit this summer.
In announcing the event, State Superintendent Tony Evers didn’t mention last December’s massacre at a Connecticut elementary school that killed 20 children and six adults. But he referred to the national debate about school safety that has emerged since.
“Providing safe and respectful schools is an essential piece of our work to ensure every child can graduate ready for college and career,” Evers said. “As a state, and as a country, we have made this a serious focus, and building on that proactive tradition is as important as ever.”
Billed as the first “Wisconsin School Safety Summit,” the event will focus on four topics: policies and procedures, physical environment, climate and culture, and mental health services.

The Madison School Board Elections; setting the record straight

Dear Madison Leaders.
As the 2013 Madison school board race continues, we (the Urban League) are deeply concerned about the negative politics, dishonesty and inaccurate discussions that have shaped the campaign. While I will not, as a nonprofit leader, speak about the merits of individual candidates, we are concerned about how Madison Prep has become a red herring during the debates. The question of all the candidates has been largely narrowed to, “Did you support Madison Prep or did you not?”…as if something was horribly wrong with our charter school proposal, and as though that is the most important issue facing our school children and schools.
While the Urban League has no interest in partaking in the squabbles and confusion that has unfortunately come to define public conversation about our public schools, we do want to set the record straight about deliberations on Madison Prep that have been falsely expressed by many during this campaign, and used to dog individuals who supported the school proposal more than one year ago.
Here is how things transpired.
On May 9, 2011, Steve Goldberg of the CUNA Mutual Foundation facilitated a meeting about Madison Prep, at my request, between Madison Teacher’s Incorporated President, John Matthews and me. The meeting was held in CUNA’s cafeteria. We had lunch and met for about an hour. It was a cordial meeting and we each discussed the Madison Prep proposal and what it would take for the Urban League and MTI to work together. We didn’t get into many details, however I was sure to inform John that our proposal of a non-instrumentality charter school (non-MTI) was not because we didn’t support the union but because the collective bargaining agreement was too restrictive for the school model and design we were proposing to be fully implemented, and because we desired to recruit teachers outside the restrictions of the collective bargaining agreement. We wanted to have flexibility to aggressively recruit on an earlier timeline and have the final say on who worked in our school.
The three of us met again at the Coliseum Bar on August 23, 2011, this time involving other members of our teams. We got into the specifics of negotiations regarding the Urban League’s focus on establishing a non-instrumentality school and John’s desire to have Madison Prep’s employees be a part of MTI’s collective bargaining unit. At the close of that meeting, we (Urban League) offered to have Madison Prep’s teachers and guidance counselors be members of the collective bargaining unit. John said he felt we were making progress but he needed to think about not having MTI represent all of the staff that are a part of their bargaining unit. John and I also agreed that I would email him a memo outlining our desire to work with MTI, and provide the details of what we discussed. John agreed to respond after reviewing the proposal with his team. That memo, which we have not released previously, is attached [336K PDF]. You will see clearly that the Urban League initiated dialogue with MTI about having the teacher’s union represent our educators.
John, Steve and I met for a third time at Perkins restaurant for breakfast on the West Beltline on September 30, 2013. This time, I brought representatives of the Madison Prep and Urban League Boards with me: Dr. Gloria Ladson Billings, John Roach and Derrick Smith. It was at the close of this meeting that John Matthews told all of us that we “had a deal”, that MTI and the Urban League would now work together on Madison Prep. We all shook hands and exchanged pleasantries. Our team was relieved.
Later that evening, I received calls from Matt DeFour, a reporter with the Wisconsin State Journal and Susan Troller of The Capital Times. They both asked me to confirm what John had told them; that we had a deal. I replied by confirming the deal. The next day, The Capital Times ran a story, Madison Prep and MTI will work together on new charter school. The State Journal ran an article too, Prep School agrees to employ union staff. All was good, or so we thought.
Unfortunately, our agreement was short-lived. The very next day after the story hit the newspapers, my team and I began receiving angry letters from social workers and psychologists in MMSD who were upset that we did not want to have those positions represented by MTI. We replied by explaining to them that our reasoning was purely driven by the fact that 99% of the Districts psychologists were white and that there were few social workers of color, too. For obvious reasons, we did not believe MMSD would have success hiring diverse staff for these positions. We desired a diverse staff for two reasons: we anticipated the majority of our students to be students of color and our social work and psychological service model was different. Madison Prep had a family-serving model where the school would pay for such services for every person in a family, if necessary, who needed it, and would make available to families and students a diverse pool of contracted psychologists that families and students could choose from.
That Monday evening, October 3, 2011, John Matthews approached me with Steve Goldberg at the School Board hearing on Madison Prep and informed me that his bargaining unit was very upset and that he needed to have our Physical education teacher be represented by MTI, too. Our Phy Ed model was different; we had been working on a plan with the YMCA to implement a very innovative approach to ensuring our students were deeply engaged in health and wellness activities at school and beyond the school day. In our plan, we considered the extraordinarily high rates of obesity among young men and women of color. However, to make the deal with MTI work, that evening I gave MTI the Phy Ed teaching position.
But that one request ultimately became a request by MTI for every position in our school, and a request by John Matthews to re-open negotiations, this time with a mediator. At first, we rejected this request because we felt “a deal is a deal”. When you shake hands, you follow through.
We only gave in after current school board president, James Howard, called me at home to request that the Urban League come back to the negotiating table. James acknowledged not feeling great about asking us to do this after all we had been through – jumping through hoop after hoop. If you followed the media closely, you would recall how many times we worked to overcome hurdles that were placed in our way – $200K worth of hurdles (that’s how much we spent). After meeting with MMSD leadership and staff, we agreed to come back to the table to address issues with MTI and AFSCME, who wanted our custodial and food service workers to be represented by the union as well. When we met, the unions came to the negotiation with attorneys and so did we. If you care to find out what was said during these negotiations, you can request a transcript from Beth Lehman, the liaison to the MMSD Board of Education who was taking official notes (October 31 and November 1, 2011).
On our first day of negotiations, after all sides shared their requests and concerns, we (ULGM) decided to let AFSCME represent our custodial and food service staff. AFSCME was immediately satisfied, and left the room. That’s when the hardball towards us started. We then countered with a plausible proposal that MTI did not like. When we couldn’t get anywhere, we agreed to go into recess. Shortly after we came back from recess, former MMSD Superintendent Dan Nerad dropped the bomb on us. He shared that if we now agreed to have our staff be represented by MTI, we would have to budget paying our teachers an average of $80,000 per year per teacher and dedicating $25,000 per teacher to benefits. This would effectively increase our proposal from $15M over five years to $28M over five years.
Why the increased costs? For months, we projected in our budgets that our staff would likely average 7 years of teaching experience with a Master’s degree. We used the MTI-MMSD salary schedule to set the wages in our budget, and followed MMSD and MTI’s suggestions for how to budget for the extended school day and year parts of our charter school plan. Until that day, MMSD hadn’t once told us that the way we were budgeting was a problem. They actually submitted several versions of budgets to the School Board, and not once raising this issue.
Superintendent Nerad further informed us that MMSD was going to now submit a budget to the Board of Education that reflected costs for teachers with an average of 14 years’ experience and a master’s degree. When we shockingly asked Nerad if he thought the Board of Education would support such a proposal, he said they likely would not. We did not think the public would support such a unusual request either. As you can imagine, we left the negotiations very frustrated. In the 23rd hour, not only was the run we thought we had batted in taken away from us in the 9th inning, we felt like our entire season had been vacated by commissioners.
When we returned to our office that afternoon, we called an emergency meeting of the Urban League and Madison Prep boards. It was in those meetings that we had to make a choice. Do we completely abandon our proposal for Madison Prep after all we had done to see the project through, and after all of the community support and interests from parents that we had received, or do we go forward with our original proposal of a non-instrumentality charter school and let the chips fall where they may with a vote by the Board? At that point, our trust of MMSD and MTI was not very high. In fact, weeks before all of this happened, we were told by Nerad in a meeting with our team and attorneys, and his staff and attorneys, that the Board of Education had voted in closed session to unilaterally withdraw our charter school planning grant from the Wisconsin Department of Public Instruction. They reversed this decision after we informed them we would file a lawsuit against them. We were later told that a certain Board member was pushing for months to have this done. Then, after months of not being able to get certain board members to meet with us, Marj Passman, decided to meet with me alone in my office. During that meeting, she told me that we (ULGM) didn’t have the votes for Madison Prep and that we were never going to get the school approved. She the offered to donate her personal funds to Madison Prep, if we pulled our proposal and decided to do a private school instead. I told her that I appreciated her offer, but declined.
After finally meeting with all seven board of education members, both the Madison Prep and ULGM boards decided unanimously that we must in good conscience go forward, put the needs and future of our children first, and reintroduce the non-instrumentality proposal to the School Board. You know the rest of the story.
Over the next 45 days, we (ULGM) were categorically painted as an anti-union conservative outfit who proposed a flawed school model that divided Madison and threatened to join the Scott Walker effort to eliminate unions. We were made to be the great dividers (not the achievement gap itself) and me, “an Angry Black Man”. Lost in the debate were the reasons we proposed the school in the first place – because so many children of color were failing in our schools and there was no effective strategy in place to address it even though the school system has known about its racial achievement gap since it was first document by researcher Naomi Lede for the National Urban League in 1965. That gap has doubled since then.
Ironically, two of the people behind the attacks on ULGM were Ben Manski and TJ Mertz. They were uniquely aligned in their opposition to Madison Prep. John Matthews even weighed in on video with his comments against us, but at least he told a story that was 80% consistent with the events that actually transpired. Watch the video and listen to the reason he gave for why he didn’t support Madison Prep. He didn’t call us union haters or teacher bashers. He knew better. So why all the fuss now? Why have those who knew exactly what went on in these negotiations not told the true story about what really happened with Madison Prep? Why has a charter school proposal been made the scapegoat, or defining lever, in a school board race where there are so many other more important issues to address?
If all it takes to win a seat on the school board now is opposition to charter schools, rather than being someone who possesses unique experiences and qualifications to serve our now majority non-white and low-income student body and increasingly challenged schools, we should all worry about the future of our children and public schools.
So, for those who were unaware and those who’ve been misleading the public about Madison Prep and the Urban League, I hope you at least read this account all the way through and give all of the candidates in this school board election the opportunity to win or lose on their merits. Falsehoods and red herrings are not needed. They don’t make our city or our school district look good to the observing eye. Let’s be honest and accurate in our descriptions going forward.

I sincerely appreciate your openness to engaging in conversation about a possible relationship between MTI and Madison Preparatory Academy for Young Men. We, ULGM and Madison Prep, look forward to determining very soon what the possibilities could be.
Please accept his memo as a means to frame the issues.

  1. The Urban League of Greater Madison initially pursued a non-instrumentality public charter school
    focused on young men to, first and foremost, eliminate the academic and graduate gaps between young people of color and their white peers, to successfully prepare greater percentages of young men of color and those at-risk for higher education, to significantly reduce the incarceration rate among young adult males of color and to provide an example of success that could become a learning laboratory for
    educators, parents and the Greater Madison community with regard to successful ly educating young men, regardless of th eir race or socio-economic status.

  2. We are very interested in determining how we can work with MTI while maintaining independence with regard to work rules, operations, management and leadership so that we can hire and retain the best team possible for Madison Prep, and make organizational and program decisions and modifications as necessary to meet the needs of our students, faculty, staff and parents.
  3. MTl’s collective bargaining agreement with the Madison Metropolitan School District covers many positions within the school system. We are interested in having MTI represent our teachers and guidance counselors. All other staff would not be represented by MTI.
  4. The collective bargaining agreement between MTI and Madison Prep would be limited to employee wages and benefits. Madison Prep teachers would select a representative among them, independent of Madison Prep’s leadership, to serve as their union representative to MTI.

Lucy Mathiak, who was on the board in 2011, also didn’t dispute Caire’s account of the board action, but couldn’t recall exactly what happened in the board’s closed sessions.
“Did (the Urban League) jump through many hoops, provide multiple copies of revised proposals upon request, meet ongoing demands for new and more detailed information? Yes,” Mathiak said. “It speaks volumes that Madison Prep is being used to smear and discredit candidates for the School Board and used as a litmus test of political worthiness.”
Matthews said the problems with Madison Prep resulted from Caire’s proposal to hire nonunion staff.
“What Kaleem seems to have forgotten, conveniently or otherwise, is that MTI representatives engaged in several discussions with him and several of his Board members, in attempt to reach an amicable resolution,” Matthews said. “What that now has to do with the current campaign for Board of Education, I fail to see. I know of no animosity among the candidates or their campaign workers.”
Passman and other board members who served at the time did not return a call seeking comment.

There’s also the obvious point: If seniority and degree attainment make for better teachers, why are seniority protections and automatic raises for degree attainment necessary in a collective bargaining agreement or an employee handbook?
One would think good teachers should have secure employment, dibs on choice positions and regular raises by virtue of being, well, good teachers.
I’m not drawing attention to the ridiculousness of seniority and degree-attainment perks because I think Walker’s decision to effectively end public-sector collective bargaining was a good one.
But support for these common contract provisions is one way to measure school board candidates.
There’s a difference, after all, between being pro-union and union-owned.

Focus needed on long-term educational goals by Dave Baskerville:

There is now much excitement around Madison and the state with the selection of a new Madison School District superintendent, the upcoming election of new School Board members, the expected re-election of State Superintendent Tony Evers, the rollout of new Common Core state standards, and now a vigorous debate, thanks to our governor, over the expansion of school vouchers.
The only problem is that for those of us who pay attention to classroom results and want to see our students really move out of second-class global standings, there is no mention of long-term “stretch goals” that could really start getting all of our kids — black and white, poor and middle class — reading like the Canadians, counting like the Singaporeans or Finns, and doing science like the Japanese — in other words, to close the gaps that count long-term.
Let’s focus on two stretch goals: Wisconsin’s per capita income will be 10 percent above Minnesota’s by 2030, and our eighth grade math, science and reading scores will be in the top 10 globally by 2030.
This would take not only vision, but some serious experimentation and radical changes for all of us. Can we do it? Of course, but not with just “feel good” improvement and endless debate over means to that end, and without clear global benchmarks, score cards, and political will.

The New Madison Superintendent Needs to “Make Things Happen”, a Wisconsin State Journal Editorial:

Barely half of the district’s black students are graduating from high school in four years. That’s a startling statistic. Yet it hasn’t produced a dramatic change in strategy.
Ms. Cheatham, it’s your job to make things happen.
Your top priority must be to boost the performance of struggling students, which requires innovation, not just money. At the same time, Madison needs to keep its many higher-achieving students engaged and thriving. The district has lost too many families to the suburbs, despite a talented staff, diverse offerings and significant resources.
Being Madison’s superintendent of schools will require more than smarts. You’ll need backbone to challenge the status quo. You’ll need political savvy to build support for action.
Your experience leading reform efforts in urban school districts is welcome. And as chief of instruction for Chicago Public Schools, you showed a willingness to put the interests of students ahead of the grown-ups, including a powerful teachers union.
We appreciate your support for giving parents more options, including public charter schools and magnets. You seem to understand well the value of strong teacher and student assessments, using data to track progress, as well as staff development.
The traditional classroom model of a teacher lecturing in front of students is changing, and technology can help provide more individualized attention and instruction. The long summer break — and slide in learning — needs to go.

Madison School Board Election Intrigue (Public!)

he top vote-getter in Tuesday’s Madison School Board primary said Friday she ran for the seat knowing she might not be able to serve out her term because her husband was applying for graduate school in other states.
Sarah Manski, who dropped out of the race Thursday, said she mentioned those concerns to School Board member Marj Passman, who Manski said encouraged her to run. Passman told her it wouldn’t be a problem if she had to resign her seat because the board would “appoint somebody good,” Manski said.
Passman vigorously denied encouraging Manski to run or ever knowing about her husband’s graduate school applications. After learning about Manski’s statement from the State Journal, Passman sent an email to other School Board members saying “I had no such conversation with her.”
“It’s sad to believe that this kind of a person came close to being elected to one of the most important offices in our city,” Passman wrote in the email, which she also forwarded to the State Journal.
Manski said in response “it’s possible (Passman) didn’t remember or it’s possible it’s politically inconvenient for her to remember.”

Reforms Targeting Teachers, Schools, Districts, and the Nation (Part 1)

History doesn’t teach lessons, historians do.” Because historians interpret the past they often disagree, even revise, the meaning of events from the French Revolution to the American Civil War to school reform.
What historians can do is show that in the flow of time constant change occurs. As a wise ancient Greek said: you cannot step into the same river twice. Thus, the past differs from the present even when they seem so similar. Consider, for example, U.S. involvement in Vietnam a half-century ago and Afghanistan since 2001. Or “scientific management” dominating school reformers’ vocabulary and action in the early 1900s and the audit culture of test-driven accountability pervasive a century later. Historians can show the complexity of human action in the past and offer alternative perspectives that can inform current policy making but they cannot give policymakers specific guidelines. Although some try.
With that in mind, I turn to the current conventional wisdom among school reformers that focusing on the state and district are the best units for engineering change in schools and classrooms. In examining past generations of school reformers, however, it becomes clear that where change must occur has shifted time and again from the smallest unit-the teacher in the classroom-to the school, the district, the state, and nation. As political, economic, and social changes occurred in the U.S., previous generations of reformers skipped back and forth among these units of change as to which would best produce the changes they sought.
For example, in the early 1900s, few, if any, school reformers thought of the state or nation as the unit of reform. They saw the district and individual school as appropriate levers for change. A century later, however, with No Child Left Behind, test-driven accountability rules, Race to The Top incentive funds, and Common Core standards in math and reading adopted by nearly all the states- many policymakers see both the state and nation as the dominant units for reforming schools.

Create a (Washington) state Department of Education that reports to the governor

Outgoing Washington Governor Chris Gregoire:

WASHINGTON’S education agencies are too often focused on the adults, not the children. Among my biggest goals as governor has been to change that, to return the focus to students in a seamless education system from early learning through college, and to provide accountability for that outcome.
It is our moral responsibility to get it right, and now it’s also our legal one with the state Supreme Court’s McCleary ruling on the constitutional mandate for K-12 basic education funding. In the budget I proposed for 2013-2015, I asked the Legislature to make a sizable down payment on that obligation. That starts with $1 billion for the next two years and grows to $3.4 billion a biennium in six years.

Similar sentiments have been raised in Wisconsin vis a vis the Department of Public Instruction (DPI) Superintendent.

“I’ve been frustrated with the fact that our educational system continues to go downhill even with all the money the Legislature puts into it,” he said.
Pridemore said he will release more details about his educational agenda in forthcoming policy statements and has several education bills in the drafting phase. Asked if he believed schools should have armed teachers, he said that was a matter that should be left entirely to local school boards to decide.
Evers, who has been school superintendent since 2009, is seeking a second term. He has previously served as a teacher, principal, local school superintendent and deputy state schools superintendent.
Wisconsin’s education landscape has undergone some major changes during his tenure, including significant reductions in school spending and limits on collective bargaining for public workers that weakened teachers unions, which have supported Evers in the past.
Evers wants to redesign the funding formula that determines aid for each of Wisconsin’s 424 school districts and to provide more aid to schools. Also, he wants to reinvigorate technical education and to require all high schools to administer a new suite of tests that would offer a better way to track students’ academic progress and preparation for the ACT college admissions exam.

School Board president James Howard, the lone incumbent seeking re-election, faces a challenge from Greg Packnett, a legislative aide active with the local Democratic Party. The seats are officially nonpartisan.
Two candidates, low-income housing provider Dean Loumos and recently retired Madison police lieutenant Wayne Strong, are vying for Moss’ seat.
The race for Cole’s seat will include a primary on Feb. 19, the first one for a Madison School Board seat in six years. The candidates are Sarah Manski, a Green Party political activist who runs a website that encourages buying local; Ananda Mirilli, social justice coordinator for the YWCA who has a student at Nuestro Mundo Community School; and T.J. Mertz, an Edgewood College history instructor and local education blogger whose children attend West High and Randall Elementary schools.

Pridemore launches run for Wisconsin state superintendent

Republican state Rep. Don Pridemore launched his campaign to become Wisconsin’s top education leader on Monday, saying he would bring a conservative approach to the job while refusing to talk specifically about what policies he would push.
Pridemore is taking on incumbent Tony Evers, who has held the nonpartisan job of secretary of the Department of Public Instruction since 2009. The election is April 2, and there will be a Feb. 19 primary if three or more people run.
Evers said he looked forward to contrasting his record with Pridemore’s.
“All I know is I’ve been out front on education for 36 years,” said Evers, a former teacher, principal, district superintendent and deputy state superintendent. “I’m believing that he has not.”

Lowering the bar for students isn’t the answer

Leonard Pitts:

Indeed, for all the talk about the so-called reverse racism of affirmative action, I have long argued that the real problem with it – and the reason it needs an expiration date – is that it might give African-American kids the mistaken idea they carry some inherent deficiency that renders them unable to compete with other kids on an equal footing.
We should be wary of anything, however well-intentioned, however temporary, which conveys that impression to our children. I am proof we have been doing just that for a very long time. And it burns – I tell you this from experience – to realize people have judged you by a lower standard, especially when you had the ability to meet the higher one all along. So this “interim” cannot end soon enough.
Because ultimately, you do not fix education by lowering the bar. You do it by lifting the kids.

To complete the hat trick, late last month Pines, representing Madison Teachers Inc. and the Wisconsin Education Association Council, stuck it to Republicans again when Dane County Judge Amy Smith struck down part of a law that consolidated rule-making authority in the governor’s office. That law gave Gov. Scott Walker control over rules that govern agencies like the Attorney General’s Office, the Government Accountability Board, the Employment Relations Commission, the Public Service Commission and the Department of Public Instruction, all of which were previously independent. Pines argued, and Smith agreed, that State Superintendent Tony Evers had constitutional powers beyond the governor’s reach.
“They extended (the law) to the Department of Public Instruction despite the fact that they were told in the brief legislative hearings they held on that bill that it was likely unconstitutional,” says Pines. “But they didn’t care. They just did it.”
While Pines’ recent wins are likely to be appealed, one thing is clear: He’s on a roll. How did he get to be such a pain in the collective GOP butt?

Wisconsin Education Rule-Making Battle: Should We Care? Yes; DPI Election Politics

Why should parents, citizens, taxpayers and students pay attention to this type of “rulemaking” case?
WKCE (Wisconsin’s oft-criticized soft academic standards – soon to be replaced) and MTEL-90 (Wisconsin adopts Massachusetts’ teacher content knowledge requirements).
I found Ed Treleven’s article interesting, particularly the special interests funding the rule making legal challenge. I am a big fan of our three part government system: judicial, legislative and executive. That said, the Wisconsin DPI has not exactly distinguished itself over the past decade. The WKCE “tyranny of low expectations” is exhibit one for this writer.

Even before the change in the law, rules ultimately have to be approved by the Legislature.
Democrats had labeled the law a power grab by Walker when it was proposed after Walker was elected and before he took office. He signed it into law in May 2011.
The ruling came in a lawsuit brought by Madison Teachers Inc., the Wisconsin Education Association Council and others. Defendants were Walker, DOA Secretary Mike Huebsch and schools superintendent Tony Evers. Smith’s decision, however, notes that Evers also asked the court to block the law. Evers issued a statement Tuesday saying he was pleased with Smith’s ruling.
Lester Pines, who represented the teachers groups in court, said the law as applied to DPI ran counter to a unanimous state Supreme Court decision in 1996 that said the Legislature cannot give equal or superior authority to any “other officer.”

Finally, it appears that current DPI Superintendent Tony Evers is ready to roll for the spring, 2013 election. I have noticed a number of DPI related inquiries on this site. Perhaps this will be a competitive race!
UPDATE: Gilman Halsted:

The Madison teachers union was one was one of seven plaintiffs that challenged this provision of ACT 21. Union President John Matthews says he’s pleased with the ruling.
“It’s simply because of the way the Constitution defines the role of the state superintendent,” he said. “The governor has equal authority not superior authority to the state superintendent and we think because of the enterprise if you will of public education that should not be a political issue. And Judge Smith saw it our way.”
But a spokesman for the governor’s office says he’s confident that Judge Smith’s ruling will be overturned on appeal and that the governor will retain his rule making veto power. Opponents of this new executive power see it as a power grab. And although this ruling appears to limit the governor’s power over rules that affect education it leaves his authority intact for administrative rules from any other state agency. State Superintendent Tony Evers released a statement hailing the ruling and pointing out that he had proposed language that would have carved out his exemption from the governor’s rule vetoes before the law was passed.

A lot is new under the hood in high school auto shop classes

The days when auto shop was a major part of the high school curriculum have long since been consigned to revivals and reruns of the musical “Grease.”
But auto shop’s long skid in the face of budget cuts and a shift toward college-prep classes may be reversing.
Nowhere is that more apparent than in the San Diego Unified School District, where officials have built automotive program facilities at three high schools and hope to upgrade shops at two other schools if voters approve a bond issue next month.
John Abad, who is 17 and studying auto body repair at a $3.7-million facility opened last month at Morse High, knows why this is being done.

“Farewell to algebra” . . . for minority kids?

I seem to have touched a raw nerve with my posts about (government-approved) lower educational standards for minority kids. Is it possible that the common core standards will similarly lower the bar, this time for math performance?
Common core critics have noted that California’s new law on math standards will roll back California’s decade long effort to move as many eighth graders as possible into Algebra. As Bill Evers and Ze’ev Wurman (both former Department of Education officials) note, the algebra reform dramatically increased the number of minority kids who took Algebra 1 and beyond . . . and raised their test scores.

The results are a rarely-told story of stunning success in public education. In 1998, only 17 percent, just 70,000 of our students, took Algebra by grade eight. But this year, 68 percent, or more than 324,000 did.This translates to almost quarter of a million more students taking Algebra by grade eight. Not only had we successfully quadrupled the fraction of Algebra-taking by grade eight — which is a major accomplishment for those students and their teachers — but an ever larger percentage of students have over time scored “proficient” and above.
The success of minorities and students in poverty increasing their Algebra 1 proficiency was the most significant achievement. In 2003, fewer than 1,700 African-Americans successfully took Algebra by grade 8. By 2012, more than 6,900 did; that was more than a four-fold increase.

My son’s flashcard routine

Random Observations:

My 7 year old son is in grade 2. In the previous grade, despite his intelligence, he was significantly behind his class in handwriting, letter reversals, and spelling. He was getting extra help from his teacher, but he still had an uphill battle. So I decided to start a flashcard routine to assist. This solved the original problem. Here is a description of the current routine, and how it has evolved to this point.
It will surprise nobody who has read Teaching Linear Algebra that I started with the thought of some sort of spaced repetition system to maximize his long-term retention with a minimum of effort. I needed to help him with around handwriting, so I wanted to be personally evaluating how he was doing. This seemed simplest with a manual system. I therefore settled on a variation of the Leitner system because that is easy to keep track of by hand.
To make things simple for me to track, I am doing things by powers of 2. Every day we do the whole first pile. Half of the second. A quarter of the third. And so on. (Currently we top out at a 1/256th pile, but are not yet doing any cards from it.) Cards that are done correctly move into the next pile. Those that he get wrong fall into the bad pile, which is the next day’s every day pile.

Putting Profits Before Nutrition: The Dark Side of the School Meals Business

Experts now believe that frozen strawberries from China are behind a massive outbreak of the norovirus that recently affected thousands of schoolchildren in eastern Germany. The episode merely illustrates the deplorable state of school lunches, a problem no one seems willing to fix.
The first school lunch that Martha Payne photographed in May consisted of a croquette, a small pizza, a bit of corn and a muffin. The nine-year-old from Scotland gave the meal six out of 10 points for taste on her “food-o-meter” and four out of 10 for healthiness.
Her plan had only been to take a shot in order to show her father that the meal wasn’t enough to fill her up, she wrote on her blog. After only a week, Payne had 25,000 hits on her blog, and now hundreds of thousands are reading it.

Long-time Democratic education activist Jack Jennings, in a recent Huffington Post column, argued that Republican support for private school choice is a somewhat recent (i.e., the last 45 years) phenomenon, driven by a political desire to appeal to segregationists and weaken teacher unions. Jennings writes, “The Republicans’ talk about giving parents the right to choose is a politically expedient strategy … Just beneath the surface of the education rhetoric are political motivations to thwart integration, weaken the Democratic coalition, and cripple the teachers’ unions.”
Jennings is being disingenuous by not acknowledging that Democrats have also changed their position on public funding for private school choice over the years. Democrats George McGovern and Hubert Humphrey both ran for president on platforms supporting tuition tax credits for private schools, and Senator Daniel Patrick Moynihan, D-N.Y., was the U.S. Senate’s leading advocate for giving parents public funding to attend private schools. The Democratic Party reversed its support of public funding for private school choice in the late 1970s – as a political payback to the National Education Association for giving Jimmy Carter its first ever presidential endorsement.

Madison School District’s Teacher Union Bargaining Update

Matthews said a few proposals gave him “heartburn,” such as one that would allow the district to dismiss someone who had been on medical leave for two years. A proposal converting workloads from four class periods and one study hall to 25 hours per week could also give the district latitude to shorten class periods and increase each teacher’s number of classes, he said.
One change that Matthews said could be easily resolved is a proposal from both sides to make Unity health insurance available to employees. The district wants to be able to choose Physicians Plus, which it currently offers, or Unity, while MTI wants the district to offer both.
The union’s proposal seeks to reverse some of the changes that were negotiated before Act 10 took effect in 2011. They include giving teachers control over their time during Monday early release and deleting a clause that allows the district to require up to 10 percent health insurance premium contributions.

Last Monday’s Board of Education meeting brought a pleasant surprise. With nearly every chair and all standing room taken in the McDaniels’ Auditorium by MTI members in red solidarity shirts or AFSCME members sporting their traditional green, those present erupted in applause when Board of Education member Ed Hughes announced that Board members (who arrived 40 minutes late because of the length of their prior meeting) had agreed to bargain with MTI and AFSCME over Contract terms for 2013-14.
Governor Walker’s Act 10, which forbid public sector bargaining (except over limited wage increases) has been set aside by Circuit Court Judge Juan Colas who ruled that Act 10 violated the constitutional guarantee of freedom of speech, freedom of association, and equal protection, in response to MTI’s lawsuit.
Honoring a vote majority of 76% in Madison and 68% in Dane County, Mayor Soglin and County Executive Parisi have negotiated contracts through June 2015 with City and County employees.
Now the Madison Board of Education has seen the light. Negotiations in the District are to commence today. MTI members should stay in contact with their elected leaders and via MTI’s webpage (www.madisonteachers.org) as regards the Contract ratification process.

Teachers brought disrespect on themselves

Last week state schools superintendent Tony Evers presented his status of education in Wisconsin report and encouraged residents to show more respect and value for teachers. He missed the point — he should have challenged teachers to cease their whining, their defiant and disorderly assemblies and illegal strikes, which we have endured in recent years.
The teachers and Madison union leader John Matthews should recognize the considerable damage they have done to their reputation and credibility. They have forgotten who continues to provide their generous salaries for a nine-month job.

Money gets top billing in education drama

In the last state budget, almost all the new spending went to medical programs. Olsen said that Tony Evers, the state superintendent of public instruction, has ideas that are worth discussing but won’t have much of a chance if medical costs keep rising. (Not to mention the central issue of whether to increase state school aid.)
Dan Rossmiller, director of government relations for the Wisconsin Association of School Boards, responded, “Can you imagine us saying to the Medicaid program, you’re only going to be able to spend 50 dollars more per patient next year than you did last year? That’s pretty much unimaginable, yet that’s what we do with education.” Rossmiller said education funding reform is needed.
That morning’s Journal Sentinel had a story that began: “Taxpayers need to chip in about $650 million more toward state health care programs for the poor and elderly during the next two-year budget cycle, Gov. Scott Walker’s administration said.”
I really want people to have access to necessary medical care, which so many people can’t afford on their own. But I read that story and thought of the impact on schools (as well as other areas of state spending).

School accountability here to stay

Teaching is a difficult job that deserves fair pay, good benefits and high respect.
Let’s start with and emphasize that important point.
But let’s also stick up for the students, parents and taxpayers who deserve accountability for results.
That’s what President Barack Obama, Wisconsin Gov. Scott Walker, Wisconsin Superintendent of Public Instruction Tony Evers and now Chicago Mayor Rahm Emanuel have done.

132 Wisconsin Schools of Recognition

State Superintendent Tony Evers announced 132 Wisconsin School of Recognition awards for the 2012-13 academic year, an honor that recognizes success in educating students from low-income families.
“Congratulations on a strong start to the 2012-13 school year,” Evers said. “These schools are being recognized for their work to break the link between poverty and low academic achievement through rigorous programming and attention to student needs. Their efforts align with our Agenda 2017 goals: to improve graduation rates, reduce dropout rates, and close college and career readiness gaps.”

Members of MTI’s Board of Directors and Union staff greeted the District’s newly hired teachers at New Teacher Orientation on Monday. There are 250 new members of MTI’s teacher bargaining unit.
MTI Executive Director John Matthews addressed the District’s new teachers during their Tuesday session. In doing so, Matthews provided a brief history of the Union, its reputation of negotiating outstanding Collective Bargaining Agreements which provide both employment security and economic security, and in explaining the threat to both, given Act 10, said all MTI members would need to pull together to preserve the Madison Metropolitan School District as a quality place to teach.
Matthews told the new hires that these benefits and rights, along with MTI’s action to assure due process and workplace justice, has earned MTI the reputation of being one of the best Unions in the country. To illustrate the magnitude of MTI’s accomplishments over the years, Matthews told about school board policy mandating female teachers, through the early 1970’s, having to advise their principal “immediately upon becoming pregnant”, and being obligated to resign when the pregnancy “began showing.” As a result of MTI’s accomplishments, such antiquated, degrading policies are history, he said.
Matthews also cited MTI’s precedent setting accomplishments in advancing employee rights regarding race, religion, sexual orientation, and negotiating such things as the school calendar and health insurance. Until the early 1970’s, the school calendar only accommodated Christian holidays. MTI’s litigation expanded the benefit to cover all religions.
Continue the Awareness, Continue the Protest, Wear Red for Education
Since February, 2011, MTI members have been tirelessly protesting and working to end the disastrous impact on public sector workers of Governor Scott Walker’s union busting destructive budget. The most important reasons for resistance vary from one union member to another and include: the Legislation jeopardizes children’s future and the viability of public education and other public services; its provisions are dishonest and immoral; they constitute an attack on Wisconsin’s working-class and middle-class values; they ask for no shared sacrifice from the wealthy or profitable corporations.
Payroll checks for all public employees have been substantially lessened because of Act 10, causing financial hardship for many families. Walker’s Law forces all public employees to pay 50% of retirement contributions, even though MTI and the Madison Metropolitan School District have agreed as part of one’s total compensation package dating to the early 1970’s, that the District would pay 100% of the contribution and many have increased contributions for health insurance.
MTI leaders are working with other public sector union leaders across Wisconsin to reverse this disastrous legislation.
Ready, Set, Goal Conferences
As previously reported in MTI Solidarity!, the Ready, Set Goal (RSG) memorandum has been amended, as a result of grievance mediation.
The Memorandum of Understanding between MTI and the Madison Metropolitan School District, which governs RSG Conferences has been amended to include the following parameters which apply, when determining the amount of compensation due a teacher for holding RSG Conferences during times other than scheduled school day(s)/ hours:

  • Teachers receive up to 15 minutes per student for conference preparation.
  • Teachers receive up to 30 minutes for each conference held.
  • Teachers are compensated for up to two parent “no shows” per student, at 30 minutes per scheduled conference. Teachers are not obligated to schedule a RSG conference after there have been two parent “no shows”. However, a teacher will be compensated pursuant to Section 2b (second bullet above), if the teacher thereafter holds a RSG conference for the student.
  • Compensation will continue to include traveling to/from homes of parents, or other mutually agreed upon meeting place(s), or traveling to/from school if the conferences are not at a time adjacent to the Contract day. Mileage shall be paid in accordance with the terms and conditions of the Collective Bargaining Agreement and reasonable expenses for refreshments shall be reimbursed.

Big changes in the works for Madison’s 2012-13 school year

Wisconsin students, parents, teachers and property owners will feel the impact of major changes rolling out in Wisconsin’s public schools this school year.
This fall for the first time:

  • The state will assign numerical ratings to schools based on various test score measures.
  • Most students will start to see a new, more specific curriculum — in math and language arts, and with literacy incorporated in all subjects — in anticipation of a new state test in two years.
  • And dozens of schools, including three in Madison, will take part in the state’s new teacher evaluation system, which takes into account student test scores.

“This is huge,” State Superintendent Tony Evers said. “I’ve been doing this for 37 years and I haven’t seen this level of reform efforts.”
The unifying reason for the changes is the end of the No Child Left Behind era and the national move toward a more rigorous set of standards for what students are expected to know at each grade level, said Adam Gamoran, director of the Wisconsin Center for Education Research at UW-Madison. In order to obtain a waiver from NCLB, Wisconsin had to adopt the accountability system, higher curriculum standards and a teacher evaluation system.
“This has nothing to do with the turmoil we experienced in Wisconsin last year,” Gamoran said. “This is happening in every state in the country.”

As Wisconsin school districts enter their second year in a post-Act 10 world, some are beginning to experiment with performance-based pay. It’s a good idea.
But it’s also an idea that will work only if it’s based on sound measures to determine who gets that extra pay.
A few districts, including Hartland-Lakeside in Waukesha County, are trying performance-based pay on a voluntary basis this year; it would be mandatory for all teachers by 2015 in that district, reports the Journal Sentinel’s Erin Richards.
We think districts are wise to wait for full implementation until a new statewide educator evaluation system is in place. The Educator Effectiveness System is being piloted in a few districts this year and is expected to be implemented during the 2014-2015 school year.
“We have to get the evaluation part right in the beginning, or this won’t work,” state Superintendent Tony Evers said during a meeting with the Editorial Board last week. He’s right.
It’s important to acknowledge a few facts of life:

In an effort to improve teacher quality, legislators and education reformers now are turning to performance-based pay.
Their aim appears to be noble: improving student outcomes.
But I can tell you from experience, it won’t work. And, in fact, it may be harmful if the whole range of factors that affects achievement isn’t considered.
Performance-based pay is a formula derived from behaviorist business models. Like the laboratory mouse and wheel, performance-based pay distributes rewards for correctly modeled behavior.
But this isn’t a realistic model for education; educators aren’t like employees in the business world where incentives are based on profit growth.
Why create an environment that breeds competition among colleagues, that creates situations in which one teacher is rewarded because her class gets high marks while another has less success because of the variables of her students in that particular year?
Also, since student success on standardized tests may be a large part of a teacher’s evaluation, a flaw with performance-based pay is that decision-makers haven’t decided yet on what our children should be learning. Do they want students to learn how to pass tests or to gain tools that will sustain them through life and careers?
Merit pay also will produce educators who teach to the test, which hurts students and teachers alike. As noted in the 2000 article by John R. Deckop and Carol C. Cirka, “The Risk and Reward of a Double-edged Sword: Effects of a Merit Pay Program on Intrinsic Motivation,” teachers are largely driven by two factors: helping students achieve and collaborating with colleagues. Effective teachers are motivated by their collective efforts to ensure the day-to-day growth of students.

Wisconsin DPI chief focusing on school funding, assessments, evaluations

In the state’s ongoing effort to create better ways to evaluate teachers and assess how much students are learning, the biggest question might be how to pay for them.
Wisconsin Department of Public Instruction Superintendent Tony Evers was in Sheboygan on Monday to talk about the DPI’s plan to help better prepare Wisconsin students for the future.
Part of the plan is school finance reform, which Evers said he is not giving up on despite major cuts to state aid that came about as a result of Gov. Scott Walker’s Act 10. In fact, he said, a big part of the battle will be getting state leaders to realize that investment in public education is in the state’s long-term economic best interest.

Charter schools raise educational standards for vulnerable children

The Credo study has been criticised for not comparing the results of children who have won charter-school lotteries with those who have not–a natural experiment in which the only difference between winners and losers should be the schooling they receive. Such studies suggest that charters are better. For example, a lottery study in New York City found that by eighth grade (around 13), charter-school pupils were 30 points ahead in maths.
However, recent work by Mathematica, an independent policy group, suggests that the Credo study is sound. The bigger problem is that its findings have been misinterpreted. First, the children who most need charters have been served well. Credo finds that students in poverty and English language learners fare better in charters. And a national “meta-analysis” of research, done last year for the Centre on Reinventing Public Education in Seattle, found charters were better at teaching elementary-school reading and mathematics, and middle-school mathematics. High-school charters, though, fared worse. Another recent study in Massachusetts for the National Bureau of Economic Research concluded that urban charter schools are shown to be effective for minorities, poor students and low achievers.

All kids need a great education: Common Core as a Panacea

As the CEO of Manpower Group, Jeff Joerres knows a lot about what’s required to fill the job needs of employers all over the globe, and as he has noted “we are in the human age, where economies compete and survive based mainly on talent.”
Wisconsin’s release of a new measure of student academic performance in grade and high school was a warning sign worth our attention (“Student scores slip with new standard,” July 17). Credit goes to the state Department of Public Instruction, led by Superintendent Tony Evers, for its on-point and timely release of this new data showing how Wisconsin’s students perform when we use a higher common standard to compare with students in other states.
The results were tough to swallow, 36% proficient in reading and 48% proficient in math on standards that are more representative of what is needed to compete nationally and globally. It looks as if we have been training our students on the low hurdles, when in reality we are running in an international high-hurdle race where jobs are the finish line.
We recently attended a conference sponsored by GE on this very topic. The national audience of business and education leaders came together to better understand the implications of all states adopting a common core set of standards to measure educational performance in K-12. Wisconsin has significant ground to make up.

What Does the “Twilight of the Elites” Mean to Elite Higher Ed?

My wife and I were both born in 1969. Here is a short list of debacles, missteps, and failures that we’ve witnessed in our time on the planet: stagflation, the energy crisis (gas lines), the tech bubble, the 2nd Iraq war, the housing bubble, and the great recession (and you can add to this list). Another way we could describe the past 40 or so years, if feeling negative, could be: rising inequality, stagnant real wages, rapid increases in health care and education costs, growth in structural unemployment/underemployment, and political polarization and ineffectiveness in the face of these challenges.
Christopher Hayes, editor-at-large for the Nation, thinks that many of the problems listed above can be traced back to the failures of elite decision making. These are problems that could have been avoided, or at least mitigated, if those in charge of the political and financial levers had demonstrated a modicum of clear thinking and firm leadership. Perhaps the 2003 Iraq invasion and failure of post-occupation planning is the most obvious elite failure, but in retrospect those policies that pumped up the housing bubble (lax regulation and non-existent oversight of sub-prime loans) constitute a clear example of elite malfeasance.

Tyrany of Low Expectations: Will lowered test scores bring about broader change in Madison schools?

Wisconsin has a “long way to go in all our racial/ethnic groups,” said Adam Gamoran, director of the Wisconsin Center for Education Research at UW-Madison.
My hope is that, given Wisconsin’s overwhelmingly white population, proficiency problems among white students will spur more people to push for policies inside and outside of school that help children — all children — learn.
“I hate to look at it that way, but I think you’re absolutely right,” said Kaleem Caire, president and CEO of the Urban League of Greater Madison. “The low performance of white students in our state may just lead to the type and level of change that’s necessary in public education for black and other students of color to succeed as well.”
Indeed, Gamoran said Massachusetts’ implementation of an evaluation system similar to the one Wisconsin is adopting now has been correlated with gains in reading and math proficiency and a narrowing of the racial achievement gap in math. But he emphasized that student achievement is more than just the schools’ responsibility.
Madison has known for a while that its schools are not meeting the needs of too many students of color.

Carmen’s proposed northwest-side Milwaukee school looks to fill need

Patricia Hoben, a former Washington, D.C., science adviser, experimented with a different kind of school model when she founded Carmen High School of Science and Technology on Milwaukee’s densely Latino south side.
The school has heightened grading policies, gives quarterly assessments on ACT standards, mandates college application boot camp over the summer, holds a January term to salvage credits or enrich high achievers, and requires four years of math, laboratory science, history and English.
Her five-year test yielded one of the best public schools in the city that don’t require an entrance exam.
Like any good scientist, Hoben is hoping to replicate her results in a new school, this time on the mostly African-American northwest side.
Leaders of the south side’s successful Carmen High School submitted a proposal to the Milwaukee School Board last month to open a new grades six to 12 charter school on the northwest side in fall 2013. The proposal for Carmen Northwest Secondary School, as it will temporarily be referred to, earned a rare perfect rating from the charter review panel, which called the proposal “exemplary” for its longer school year and mandatory summer school programs – features that mimic the south-side campus.

“It is idiotic to have an internal war when we are threatened with extinction from the outside,“ said Shanker. “We have to work together to improve public schools or the American taxpayers, in their wisdom, will simply go elsewhere.“
Shanker said public educators must do a better job of heeding the warning signs than automakers did.
“American car manufacturers went to Japan 10 years ago and saw what was happening, but they came back and did nothing,“ said Shanker. “They said that labor and management would have to make too many sacrifices to compete with the Japanese-style factories and predicted that no one would buy those little cars the funny names anyway.“
“We can`t make the same mistake,“ Shanker said. “Labor and management have to make significant changes, significant sacrifices to keep public education alive. Tinkering will no longer help.“
Shanker, head of the nation`s second largest teachers union for 10 years and its chapter in New York City for 20 years, has reversed several traditional labor stands since a number of national reports criticizing education spawned an education reform movement.

Madison’s Collective Bargaining to “Handbook” Transition: Status Quo, or ? Intrade?

Madison will be looking to its own collective bargaining agreement as well as handbooks adopted by other districts and input from employees, Nadler said. Unlike previous collective bargaining discussions, however, School Board meetings on the subject will be held in open session.
Madison Teachers Inc. Executive Director John Matthews, who in 45 years has had a hand in expanding the collective bargaining agreement from four to 157 pages, has been emphasizing since Act 10 passed that everything in the agreement has been jointly agreed upon by the School Board and union.
“Instead of collective bargaining it’s going to be meet and confer,” Matthews said. “We have really 50 years of developing things together that make the school system work.”
Don Severson, president of a conservative watchdog group and MTI critic, sees the handbook as an opportunity for the district to break away from MTI’s influence over school operations. He wants a middle school to be able to hire a math teacher from outside the district with math certification, for example, rather than be forced to hire a district teacher who meets minimum requirements but lacks such certification.
“They need to keep in mind that the only thing the union has any involvement or responsibility for is negotiating salary,” Severson said.

I suspect that 90% of the existing collective bargaining agreement will end up in the District’s “Handbook“. Perhaps someone might setup a prediction @ Intrade on this matter.
Conversely, some Districts will think differently and create a far different and more appealing world for some teachers.

Faced with a roomful of disgruntled underachievers and unruly teenagers, teachers might be daunted by the task of turning their young charges around. But Manda Ma Wai-man refuses to regard her problem students as lost causes.
The discipline mistress at Tung Wah Group of Hospitals’ Mr & Mrs Kwong Sik Kwan College in Tuen Mun, Ma instead goes out of her way to give them a boost, spending considerable time after work to help them reconcile with estranged parents or catch up on studies.
“Our school caters to lots of children who need special attention. They might suffer from dyslexia or have a tendency to disrupt classes,” says Ma, a 13-year veteran at the college.

9-Year-Old Who Changed School Lunches Silenced By Politicians

For the past two months, one of my favorite reads has been Never Seconds, a blog started by 9-year-old Martha Payne of western Scotland to document the unappealing, non-nutritious lunches she was being served in her public primary school. Payne, whose mother is a doctor and father has a small farming property, started blogging in early May and went viral in days. She had a million viewers within a few weeks and 2 million this morning; was written up in Time, theTelegraph, the Daily Mail, and a number of food blogs; and got support from TV cheflebrity Jamie Oliver, whose series “Jamie’s School Dinners” kicked off school-food reform in England.
Well, goodbye to all that.

Universities Feel the Heat Amid Cuts

A panel of business and academic leaders warned funding cuts to higher education are hurting the global competitiveness of U.S. research universities, the latest sign of financial strain that is intensifying battles over school leadership and has led to several high-profile departures of university presidents.
U.S. research universities “are in grave danger of not only losing their place of global leadership but of serious erosion in quality,” the committee of 22 academic, business and nonprofit leaders warned in a 250-page report issued Thursday. The report, commissioned by Congress, called for a combined effort among the schools, governments and corporations to reverse the decline.
Richard Vedder, director of the Center for College Affordability and Productivity and retired economics professor at Ohio University, reviewed parts of the report Thursday and was skeptical. He said he has found no correlation between extensive university research and a nation’s economic prosperity. The Center for College Affordability is a research group that focuses on free-market solutions for rising college costs.

Wisconsin’s New Dual (high school/College) Enrollment Program

If Wisconsin wants an educated workforce that can compete in a global economy, it has to stop thinking in terms of education pieces: K-12, colleges and universities, technical schools. It has to start thinking in terms of one system that students can navigate with ease to get the education they want and need, both in basic knowledge and upgrades when they want them; a system aimed at best serving their needs, offering them enrichment and skills.
An important step in that direction was taken Tuesday with the signing of a dual enrollment agreement by state Superintendent of Public Instruction Tony Evers and University of Wisconsin Colleges and Extension Chancellor Ray Cross at UW-Marathon County in Wausau. The agreement allows high school students – mostly juniors or seniors – to earn credit that can be transferred easily to state four-year universities or two-year colleges after graduation, along with many private colleges.
Evers said in an interview Tuesday that the initiative “creates some synergy between systems that have not been directly connected in the past,” according to an article by Journal Sentinel reporters Erin Richards and Karen Herzog. “Even though we’re all differently governed, we need to make our systems look more like one instead of two or three or four.”
This helps students in several ways, including reducing the cost of a college degree. That’s more important than ever in light of the increasing cost of a college education. Just last week, UW officials announced a 5.5% hike in tuition.

Program will allow students to take UW Colleges courses at their high schools
High school students in Wisconsin will be able to earn college credits while still in high school under a new dual enrollment program announced by the Wisconsin Department of Public Instruction (DPI) and the University of Wisconsin Colleges.
Tony Evers, state superintendent of public instruction, and Ray Cross, chancellor of UW Colleges and UW-Extension, signed an agreement and announced the new statewide model for dually enrolling high school students in high school and UW Colleges courses. They spoke at a June 12 ceremony at the University of Wisconsin-Marathon County, one of the UW Colleges campuses in Wausau. UW Colleges is the UW System’s network of 13 freshman – sophomore campuses and UW Colleges Online.
Evers and Cross said the new partnership would allow students across Wisconsin to access UW Colleges courses in their high schools via classroom teachers and online. The new dual enrollment program would accelerate students’ ability to earn UW credits, reduce the cost of obtaining a college degree, and increase the readiness of high school graduates for either college or the workplace. The program should be in place no later than the 2013-14 school year.
“We’re trying to better serve high school students by bringing our University of Wisconsin courses right into their high schools in a cost-effective way,” said Cross. “We’re committed to making these UW credits as affordable as possible for high school students, their families, and the school districts.”
“More students need the opportunity to take advanced courses and earn high school and college credit simultaneously,” Evers said. “This statewide dual enrollment agreement is a great way for students to get an introduction to college coursework and earn credits before even enrolling in a school of higher education. This will increase the number of students who graduate from high school ready for college and careers.”

Nancy Sebring resigns from Omaha superintendent job

In a stunning reversal of fortune, former Des Moines Superintendent Nancy Sebring went from presiding over Iowa’s largest school district to losing a new job she had landed to lead the Omaha schools, after disclosure she had used Des Moines school equipment to send and receive sexually explicit emails.
The Omaha school board voted Saturday afternoon without discussion to accept her resignation from the job she was to start July 1.
The vote capped a rapid-fire series of developments that unfolded in less than 20 hours:
8:46 p.m. Friday: The Des Moines Register publishes an online story reporting that Sebring’s abrupt, earlier-than-scheduled departure from the Des Moines district May 10 came after she was confronted by school board members about the discovery of the explicit emails.

School about-turn angers parents

Parents are furious after a Bangkok high school at the centre of bribery claims overturned its earlier agreement to accept all the 57 students it had previously rejected.
Office of the Basic Education Commission (Obec) secretary-general Chinnapat Bhumirat said Bodindecha (Sing Singhaseni) School has admission regulations and education management standards to uphold and cannot accept as many students as it had agreed.
The move reversed an agreement between Pornpichit Sukannan, an adviser to Education Minister Suchart Thada-Thamrongvech, and parents on Monday that the school would enrol all 57.
Obec’s decision follows a meeting yesterday between parents, Obec representatives and the education minister.
The decision sparked uproar from parents. One left a note in the meeting room accusing the Education Ministry of leaving the children scarred.

New DPI publications help Wisconsin educators understand and implement the Common Core State Standards for English language arts and mathematics, as well as the new concept of Literacy in All Content Areas.
Wisconsin adopted the standards in 2010, but that was the easy task. Implementing them through engaging instruction coupled with rigorous learning activities and assessment is the hard work.
The first step requires that teachers know and understand the standards. The new publications provide guidance on the standards’ relationship to Wisconsin’s vision of Every Child a Graduate, supporting all students through Response to Intervention systems, and the responsibility that all teachers have for developing reading, writing, thinking, speaking, and listening skills.

So boys and girls, it’s time for us to demonstrate how much our teachers mean to us, let’s all say a big thank you to the people who work really hard so that we can have a better future.
The 8th of May 2012 will mark Teacher Appreciation Day and students all across America will show their appreciation by rewarding their teachers with lovely gifts. These gifts can come in a variety of shapes and sizes – remember, it’s the thought that counts! Your school will also have a special schedule lined up which will provide many outlets for you to show how much you’re teacher means to you. Maybe you could write your teacher a poem or even a story about your favorite memory. Laptops replace lectures in some area schools

Last year, Kim Crosby spent about 80% of her class time teaching math concepts at Waukesha STEM Academy. For the other 20%, she helped students individually.
This year that time is reversed: 80% of her class time is spent moving from student to student; about one-fifth continues to be a standard lecture format. The rest of the direct-instruction materials she wants students to see, she assigns to watch or read at home.
“To me, this makes more sense,” Crosby said.
When it comes to challenging traditional ideas about how schools should operate, this 2-year-old charter school in Waukesha is building a reputation with a curriculum that focuses on science, technology, engineering and math, and where student schedules can change every day.
Students choose when they want to eat and when they want to work during a 60-minute lunch, and can randomly be found working in groups behind the reception desk. Or in the teachers lounge.

K-12 Tax & Spending Climate: The California Exodus

For decades, California was regarded as the domestic paradise of the United States, lush with beautiful views and ample resources. This no longer seems to be the case. While many insist that those who reside in California are among the happiest in the country, studies show that Californians are increasingly pursuing happiness elsewhere.
In an interview with demographer Joel Kotkin, the Wall Street Journal found that this exodus of California residents is enormous in scale — with potentially profound impacts.

  • Nearly 4 million more people have left the Golden State in the last two decades than have come from other states.
  • This is a sharp reversal from the 1980s, when 100,000 more Americans were settling in California each year than were leaving.
  • According to Kotkin, most of those leaving are between the ages of 5 and 14 or 34 to 45; in other words, young families.

Mr. Kotkin’s analysis has found that the driving factors behind families’ decisions to move to states like Nevada and Texas include:

Layoff: Seniority is a right that is earned under MTI’s various Collective Bargaining Agreements. Seniority is based on one’s years of service and provides protection from indiscriminate layoff.
Under MTI’s Contracts, seniority protects members of MTI’s various bargaining units from subjective or discriminatory layoff. When layoff is necessary, the Contracts provide an objective means, including tie-breakers for those with the same seniority.
Governor Walker’s Act 10 puts seniority in jeopardy because all collective bargaining agreements in Wisconsin covering school district employees will disappear in 2013 under Walker’s Act 10 (blekko, clusty, google news).
What can you do to protect your employment security? Get involved in this spring’s RECALL ELECTION. There are only 15 days until the RECALL PRIMARY ELECTION. Candidates Barrett, Falk, La Follette and Vinehout have promised to reverse Act 10 and to restore public employees’ rights to collectively bargain.

History Books

I majored in English literature at Harvard, and had such wonderful professors as B.J. Whiting for Chaucer, Alfred Harbage for Shakespeare, Douglas Bush for Milton, Walter Jackson Bate for Samuel Johnson, and Herschel Baker for Tudor/Stuart Drama. In my one year at Cambridge after graduation, I had the benefit of lectures by Clive Staples Lewis, F.R. Leavis, Joan Bennett, and R.T.H. Redpath.
But in high school and in college I didn’t read any history books and I didn’t think twice about it. Many years later, when I was asked to teach United States History at the high school in Concord, Massachusetts, I panicked. I read Samuel Eliot Morison’s Oxford History of the American People to get started and I have been reading history books ever since (thirty years), but I never knew enough history to be as good a history teacher as my students deserved.
Since 1987, (I left teaching in 1988) I have been the editor of The Concord Review, the only journal in the world for the academic papers of secondary students, and we have now published 1,022 history research papers by high school students from 46 states and 38 other countries. This has only increased my understanding that high school students should be not only encouraged to read complete history books (as I never was in school) but assigned them as well. It is now my view that unless students in our high schools get used to reading at least one complete history book each year, they will not be as well prepared for the books on college nonfiction reading lists as they should be.
In addition, as adherents to the ideas of E.D. Hirsch know well, understanding what one reads depends on the prior knowledge of the reader, and by reading history books our high schools students will learn more history and be more competent to read difficult nonfiction material, including more history books, in college.
When I discuss these thoughts, even with my good friends in the education world, I find a strange sort of automatic reversion to the default. When I want to talk about reading nonfiction books, suddenly the conversation is about novels. Any discussion of reading nonfiction in the high schools always, in my experience, defaults to talk of literature. It seems virtually impossible to anyone discussing reading to relax the clutches of the English Departments long enough even to consider that a history book might make good reading material for our students, too. Try it sometime and see what I mean.
I realize that most Social Studies and History Departments have simply given up on having students read a history book, even in those few cases where they may have tried in the past. They are almost universally content, it seems, to leave the assignment of books (and too much of the writing as well) entirely in the hands of their English Department colleagues.
One outcome of this, in my view, is that even when the Common Core people talk about the need for more nonfiction, it is more than they can manage to dare to suggest a list of complete history books for kids to read. So we find them suggesting little nonfiction excerpts and short speeches to assign, along with menus, brochures, and bus schedules for the middle schoolers. Embarrassing.
Nevertheless, if asked, what history books would I suggest? Everyone is afraid to mention possible history books if they are not about current events, or civics, or some underserved population, for fear of a backlash against the whole idea of history books.
But I will offer these: Mornings on Horseback by David McCullough for Freshmen, Washington’s Crossing by David Hackett Fischer for Sophomores, Battle Cry of Freedom by James McPherson for Juniors, and The Path Between the Seas by David McCullough for Seniors in high school.
Obviously there are thousands of other good history books, and students should be free to read any of these as they work on their Extended History Essays or the very new Capstone Essays the College Board is beginning to start thinking about. And of course I do realize that some history took place before 1620 and even in countries other than our own, but these books are good ones, and if students read them they will actually learn some history, but perhaps more important, they will learn that reading a real live nonfiction history book is not beyond their reach. I dearly wish I had learned that when I was in high school.

Our debt to Greek culture

A conversation over lunch with the violinist Leonidas Kavakos – maybe Greece’s most gifted classical performer since Maria Callas – made me reflect more generally on the relationship between Greece and gifts. The most famous saying about Greeks and gifts is of course the line from Virgil’s Aeneid, “I fear the Greeks even when they bring gifts” (timeo Danaos et dona ferentes), but nowadays this might be reversed. The Greeks have good reason to fear the gifts in the form of bail-outs – designed to bail out creditors, not Greek citizens – that have reduced the country to a province in the European empire controlled, at least as to its purse strings, by Germany.
But Kavakos is not disposed to self-pity à la Grecque. He seems a rather tough-minded character who believes Greeks deserve much of the punishment they are getting. What he finds most unforgivable is the way Greece, or its political class, has betrayed its incomparable legacy of culture, philosophy and art. He reserved especial scorn for a certain Greek politician who decreed that the Greek language should be reduced from 6m words to 600,000. That was an entirely avoidable form of self-impoverishment.

Do we really give introverts a hard time?

It is often assumed extroverts do best in life, but according to a new best-selling book, introverts are just as high achievers. It claims there is a bias towards extroverts in Western society. So do we discriminate against introverts?
Barack Obama, JK Rowling and Steve Wozniak.
They might not immediately stand out as introverts, but according to Susan Cain, American author of Quiet: The Power of Introverts In a World That Can’t Stop Talking, they are.
That is because she says, contrary to popular opinion, introverts are not necessarily shy or anti-social, they just prefer environments that are not over-stimulating and get their energy from quiet time and reflection.
Conversely, extroverts need to be around other people to recharge their batteries.

Don’t insult (outgoing Madison Superintendent) Nerad’s social work background

A comment in Tuesday’s story about the resignation of Madison schools Superintendent Dan Nerad caught me short.
“You can’t behave as a social worker and run a massive complex organization,” said Don Severson, head of the conservative watchdog group Active Citizens for Education.
Nerad is a former social worker and, apparently, Severson didn’t think his background did him much good.
I’m bothered by this on two levels.
First, Severson’s comment speaks to a long-standing disrespect for the profession and what Kristen Slack, director of the UW-Madison School of Social Work, called an occasional “misunderstanding.”

Wisconsin Education Legislation Awaits Governor’s Signature

The education bill with provisions related to Educator Effectiveness and Early Literacy is now waiting the governor’s signature.
State Superintendent Tony Evers applauded aspects of the bill this week, while acknowledging “difficult” moments during the Legislature’s just-ended session.
One provision of the education bill “incorporates the on-going work of my Educator Effectiveness Design Team,” Evers said.
That group is working to pilot “an educator evaluation system that is centered on student learning, and is fair, valid, and reliable. This legislation will allow our performance-based evaluation system to move forward, supporting teachers and principals in their job of educating students and helping our educators improve throughout their careers.”
Evers said other provisions “are based on a path forward that was agreed to by the members of the Governor’s Read to Lead Task Force.” He said those provisions “will help Wisconsin better prepare educators to teach reading. It will also help us to better identify kindergarteners who are struggling with the components of early literacy, and help us improve reading results for all children.”
“I look forward to the Governor signing this important bill into law,” Evers concluded.

The current Wisconsin teacher licensure exam has few questions on reading instruction, and many of those questions are lacking in rigor. Reading should be emphasized specifically; however, the state should also take this opportunity to strengthen licensure requirements overall. Specifically, the Task Force recommends the well-­‐regarded Massachusetts Test for Education Licensure (MTEL) “Foundations of Reading” to be the required state exam by 2013 to raise the bar. The exam should be incorporated within the current Wisconsin exam to reduce costs in the short term. In the long term, the state should explore adopting MTEL exams across all subject areas.
As part of the process of adopting a new exam, the Wisconsin Department of Public Instruction (DPI) will inform institutions of higher education on what will be covered on the MTEL, thereby igniting a much-­‐needed conversation to ensure the theoretical and technical knowledge needed to teach students to read is effectively and sufficiently taught to prospective reading teachers.

Madison Superintendent Dan Nerad to Leave when Contract Expires in 2013

Madison Metropolitan School District Superintendent Dan Nerad announced on Monday that he will retire and not seek a contract extension.
Nerad made the announcement at a press conference on Monday afternoon. Nerad’s contract runs through June 2013 and he said he will remain through then.
He said calling this announcement a “resignation” would be accurate.
Nerad said that decision came to a culmination in the last 10 days and that he has been in the process of deciding on retirement for several months.
He cited his reason for retiring for a variety of factors.He said that controversy over achievement gap was “a factor.”
“I wish I could’ve done more to develop a consensus on how to move forward on issues, including (the) achievement gap,” he said.
Nerad said that a new leader could provide a spark on the achievement gap that he could no longer provide.

Nerad, 60, made the announcement Monday hours before the Madison School Board was scheduled to vote on whether to extend the contract.

A community leader who has had a ringside seat to the struggles to forge a plan to end the academic achievement gap in the Madison schools thinks Superintendent Dan Nerad’s announcement Monday of his planned departure next year just might be the break needed to make real progress.
This view isn’t universally shared, but Steve Goldberg, executive director of the CUNA Mutual Foundation who has worked closely with the Madison Metropolitan School District, its teachers union and community leaders, says Nerad’s announcement could put him in a position to have a greater influence over acceptance of a plan he recently put forward to close the race-based achievement gap.
With any inkling that Nerad is working to preserve his job removed from the equation, the likely efficacy of his proposals might become a tighter focus of discussion, Goldberg said.
“This might change the way he is perceived,” Goldberg told me. “Since he no longer has ‘an axe to grind,’ he may be viewed as more objective.”

Matthew DeFour:

Nerad, 60, said he had been thinking about leaving the job for several months, and made a decision within the last 10 days.
He said there were multiple factors that contributed to his decision. When pressed to identify examples, he said division on the board over his performance and division in the community about how to address the district’s persistent achievement gap between minority and white students were factors, though not primary ones.
“I wish I could have done more to try to develop a broader base of consensus around how we best serve children,” Nerad said.
Nerad, a former social worker, came to Madison after six years as superintendent in Green Bay, where he had been credited for his work on addressing the community’s achievement gap.
Soon after taking the reins in Madison, Nerad oversaw the passage of a $13 million operating referendum. He launched 4-year-old kindergarten, developed a five-year strategic plan, expanded the dual-language immersion and summer school programs, reorganized central office staff, introduced curricular alignment among all schools and restored the district’s AAA bond rating.
Don Severson, president of a conservative watchdog group, said he wasn’t surprised by the announcement given the lack of overwhelming support for Nerad’s leadership.
“You can’t behave as a social worker and run a massive complex organization,” Severson said. “He had to be much more proactive and take some risks, make some decisions, go in some direction where he knows he won’t have unanimity.”

I’m glad Matt DeFour and the Wisconsin State Journal obtained the most recent Superintendent Review via open records. We, as a community have come a long way in just a few short years. The lack of Board oversight was a big issue in mid-2000’s competitive school board races. Former Superintendent Art Rainwater had not been reviewed for some time. These links are well worth reading and considering in light of the recent Superintendent review articles, including Chris Rickert’s latest. Rickert mentions a number of local statistics. However, he fails to mention:

Teachers Union & (Madison) School Board Elections

A Madison Teachers Inc. endorsement hasn’t always guaranteed victory for Madison School Board candidates.
But this year, with union members mobilized by Gov. Scott Walker’s collective bargaining changes, the upcoming recall elections, a divisive debate over a charter school proposal the union opposed and a looming rewrite of employee work rules, the endorsement could be influential.
“It will be very hard for someone not endorsed by the teachers union to win,” said former School Board member Ruth Robarts, who won re-election in 2004 despite MTI labeling her “Public Enemy No. 1.”
Robarts is one of four candidates in 13 contested races over the past decade who defeated MTI-backed candidates.
This year the union endorsed incumbent Arlene Silveira over Nichelle Nichols, an executive at the Urban League of Greater Madison, which proposed the charter school plan.
The union also endorsed Michael Flores, who gained attention during Capitol protests last year, over Mary Burke for an open seat being vacated by Lucy Mathiak.

Teacher union influence can extend far beyond local school board elections. The influence process can be quite sophisticated and encompasses local and state elections along with the legal system. Teachers are certainly not the only groups to pull different levers, but a complete understanding of the K-12 governance model requires an awareness of the players (it is also useful to consider the “schw­er­punkt“, that is “creating a result around a central theme”).     To make matters more dire, the long-term legislative proposal specifically exempts school district arbitrations from the requirement that arbitrators consider and give the greatest weight to revenue limits and local economic conditions. While arbitrators would continue to give these two factors paramount consideration when deciding cases for all other local governments, the importance of fiscal limits and local economic conditions would be specifically diminished for school district arbitration.

  • Ripon Superintendent Richard Zimman in a 2009 speech to the Madison Rotary Club:

    “Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment.
