New short film exposes Milwaukee schools’ efforts to block high-performing competitors

Hundreds of Milwaukee families have discovered in recent years that having a school voucher doesn’t mean much if your private school of choice doesn’t have the classroom space to accommodate additional children.

The high-performing private school has a long waiting list for any available seats that open up, and it’s not difficult to understand why. By virtually all measures, St. Marcus Lutheran is outperforming Milwaukee Public Schools (MPS) – its government-run counterpart – by a wide margin. The most telling statistic is probably the schools’ graduation rates: St. Marcus succeeds in getting a diploma into the hands of 96 percent of its students, compared to MPS’ dismal 65 percent graduation rate.
If families who qualify for the Milwaukee Parental Choice Program could flee their neighborhood government school, many of them obviously would. More than 25,000 students already have fled the district, which has caused MPS’ enrollment to crater. The attendance drop, in turn, has led to a surplus of school buildings the downsized district no longer needs.
But MPS leaders don’t want alternative schools using the empty buildings.
MPS officials believe that St. Marcus Lutheran and other high-quality voucher and charter schools pose an existential threat to the district, which is why they’ve devised a very clever plan to block the schools’ size and future growth by denying them access to the city’s vacant and unused school buildings

Major changes to school report card proposed, including closing poorly performing schools; Teachers union official calls bill ‘armageddon’

Starting in 2015’16, every school that receives taxpayer money would receive an A-F rating based on their performance in the following areas:
Achievement on state tests.
Achievement growth on state tests, based on a statistical analysis called value-added that estimates the impact schools and teachers have on student progress.
The progress in closing achievement gaps between white students and subgroups of students who are poor, of minority races or who have disabilities.
Graduation and attendance rate status and improvement.
The current school report card system went into effect two years ago and took the place of the widely disliked sanctions under the federal No Child Left Behind law.
Gov. Scott Walker once pushed for using A through F grades, but a task force on school accountability had opted for a five-tiered system placing schools in categories from “significantly exceeds expectations” to “fails to meet expectations.”
The 2012-’13 report cards placed 58 schools statewide into the “fails” category. That included 49 in MPS — one is closed, so now there’s 48 — two independent charter schools authorized by the City of Milwaukee, four public schools in Racine and three public schools in Green Bay.

Wisconsin’s lowest-performing public schools would be forced to close or reopen as charter schools and the state’s 2-year-old accountability report card would be revamped under a bill unveiled Monday.
The proposal also would require testing for taxpayer-subsidized students at private voucher schools while barring the lowest-performing schools from enrolling new voucher students. Participating private schools also could test all students for accountability purposes.
“We’re going to start holding anybody who gets public money accountable for getting results. That is the bottom line,” said Sen. Luther Olsen, R-Ripon, chairman of the Senate Education Committee, which plans to vote on the amended bill Thursday.
The bill makes several changes to the state’s K-12 school accountability system — including assigning schools letter grades — which itself recently replaced a decade-old system under the federal No Child Left Behind law.

New voucher plan for Wisconsin special-needs students revives dispute

A proposal to allow special-needs students to attend private schools at taxpayer expense is being revived, the latest effort by Republicans in the Legislature to give parents more options outside traditional public schools.
The proposal is a revamped version of a measure that failed in Gov. Scott Walker’s 2013-’15 budget.
That measure would have allowed 5% of students with disabilities to attend schools outside their home districts with the help of a taxpayer-funded voucher. As part of a broader compromise, the portion on students with disabilities was dropped in favor of a limited expansion of private school vouchers statewide.
The revived Wisconsin Special Needs Scholarship bill is scheduled to be introduced Tuesday by State Sens. Leah Vukmir (R-Wauwatosa) and Alberta Darling (R-River Hills), and Reps. John Jagler (R-Watertown) and Dean Knudson (R-Hudson).
The primary concern of those who oppose special-needs vouchers is that private schools are not obligated to follow federal disability laws. They point to examples in other states where — in their eyes — underqualified operators have declared themselves experts, opened schools and started tapping taxpayer money.

Vouchers must be monitored to ensure school integration, U.S. says

The U.S. Justice Department says Louisiana’s private school voucher program must be monitored to make sure it doesn’t make public school segregation worse. To that end, it wants the state to submit extensive student and school demographics each year.
Moreover, federal lawyers say that after 25 years of working together, Louisiana has largely stopped cooperating with the federal government on efforts to ensure racial equality in schools. They made the case in a memo filed Friday with Judge Ivan Lemelle in federal District Court in New Orleans.
The lawyers wrote that “the United States’ requests for information in this case are not an attack on the voucher program.” However, the demand is likely to raise Gov. Bobby Jindal’s hackles once more in this high-profile court case that has drawn support from prominent national Republicans, including House Majority Leader Eric Cantor and Republican National Committee Chair Reince Priebus, both of whom visited New Orleans voucher schools this month.

Voucher enrollment more than doubles in Racine

In its first year operating free of a state-imposed enrollment cap, Racine’s private school voucher program saw enrollment more than double to 1,245 students, according to fall enrollment figures released by the state Department of Public Instruction.
Growth in the Milwaukee private-school voucher program continued its steady climb, increasing by about 3.6% from last year to 25,820 students, up from 24,941 last September.
Including the 512 students using a voucher to attend a private school in a new statewide program, the traditional third Friday of September head count reveals a total of 27,577 students using public dollars to attend 148 private, mostly religious schools in the state in the 2013-’14 school year.
Participating private school leaders and voucher-school champions celebrate the growth, saying they’re meeting a parent need and offering more children an opportunity to pursue a quality education.
“I think the community has responded very positively,” said Frank E. Trecroci, the founder and administrator of Mount Pleasant Renaissance School in Racine, which more than tripled its number of voucher students to 280 this fall, up from 89 voucher students in September 2012.
But many public-school advocates see the growth of voucher programs as a threat, and those concerns are now coming from a chorus of voices outside Milwaukee.
“I struggle with the wisdom of moving in this direction,” Patricia Deklotz, the superintendent of the Kettle Moraine School District in Waukesha County, said Thursday. “We’re building a dual system of funding here.”

“I talk about jobs a lot because I do believe that there are a lot of people who are unemployed and really struggling to get by and we do have to emphasize what’s going to get jobs growing here in Wisconsin. But also I think that the direction that we’re headed in terms of education is really frightening to me. The statewide voucher expansion we’re talking about, I actively fought against and I think that I am very worried about what will happen in the next four years with regards to taking the caps off and funding them through a continued siphoning of funds that should be going to public education.”
Q.”If you don’t support a full repeal of the voucher system, how exactly do you plan to improve their performance and accountability without draining more taxpayer funds from the public school budget?”
“Sure. Well, first, in the interview I gave regarding the voucher, statewide voucher expansion, the emphasis I definitely placed is in not taking off the caps or letting the voucher expand. Then in terms of rolling back that statewide voucher expansion, you know, as governor I would have to work with the Legislature and certainly would do that, but it would be obviously only in conjunction with the Legislature that could happen.

Ever since the administration filed suit to freeze Louisiana’s school voucher program, high-ranking Republicans have pummeled President Barack Obama for trapping poor kids in failing public schools.
The entire House leadership sent a letter of protest. Majority Leader Eric Cantor blistered the president for denying poor kids “a way into a brighter future.” And Louisiana Gov. Bobby Jindal accused him of “ripping low-income minority students out of good schools” that could “help them achieve their dreams.”
But behind the outrage is an inconvenient truth: Taxpayers across the U.S. will soon be spending $1 billion a year to help families pay private school tuition — and there’s little evidence that the investment yields academic gains.
In Milwaukee, just 13 percent of voucher students scored proficient in math and 11 percent made the bar in reading this spring. That’s worse on both counts than students in the city’s public schools. In Cleveland, voucher students in most grades performed worse than their peers in public schools in math, though they did better in reading.
In New Orleans, voucher students who struggle academically haven’t advanced to grade-level work any faster over the past two years than students in public schools, many of which are rated D or F, state data show.

The DOJ Attempt to Block School Vouchers in Louisiana Undermines Civil Rights

The U.S. Department of Justice has entered into a lawsuit opposing Louisiana’s voucher system. The state’s program, passed into law in 2012, offers a voucher to attend a private school to students from families with incomes below 250% of the poverty line attending low performing public schools. Parents apply for the vouchers and to date about 90% of the recipients are black.
The DOJ is not intervening as you might naively expect because of concerns about the constitutionality of voucher programs, or because they believe that private schools in Louisiana discriminate, or because they think the state has designed its voucher program in a way that discriminates against minorities. No. Their argument is that the voucher program will have an impact on federal desegregation orders that require certain school districts to achieve a racial distribution in each of their schools that mirrors the racial composition of the district as a whole. So, if 40% of the school-aged population in these districts is black then each school has a target of 40% black enrollment.

Bill would place new standards and ratings on public and voucher schools

All schools funded by state taxpayers — including private voucher schools — would be held to new standards and Milwaukee’s public schools would still face state intervention, under long-expected legislation offered Wednesday by two key GOP lawmakers.
Work has been under way for two years on the measure, which would establish the first-ever rating for private voucher schools based on their student performance data. It comes a month and a half after lawmakers and Gov. Scott Walker expanded Wisconsin’s voucher program for private schools statewide.
The measure would not change the status of Milwaukee Public Schools, which under the state’s current accountability system is the only district in Wisconsin so far to face corrective action.
The new standards were proposed Wednesday by the chairmen of the Senate and Assembly education committees, Sen. Luther Olsen (R-Ripon) and Rep. Steve Kestell (R-Elkhart Lake).
“We want parents to have the best information possible while at the same time making sure all of their choices are quality options,” Kestell said in a statement.
The bill would cover all schools receiving tax dollars, from traditional public schools to public charter schools and voucher schools. Work on it began two years ago with a task force chaired by Walker and state schools Superintendent Tony Evers, an ally to Democrats, along with Olsen and Kestell.
But passage of the complex measure through the Republican-held Legislature is by no means guaranteed. Both Olsen and Kestell have sometimes taken more aggressive postures on overseeing vouchers than some other Republican colleagues, particularly those in the Assembly.

Getting beyond insults in the school choice debate; Responding to the Madison School Board President on Vouchers, Parents & School Climate

Whether or not he is right, we are left with, again, with the very philosophical divide that I identified. Mr. Hughes thinks that centralized and collective decision-making will more properly value diversity (as he defines it) and make better educational choices for children than their parents will.
Of course to describe a philosophical divide does not tell us who has the better of the argument. Mr. Hughes defends his position by relying on a 2007 “study” by the Wisconsin Policy Research Institute which, strictly speaking, was not a study at all and had more to do with the impact of choice on public schools than its value to the families who participate in the program.
The 2007 WPRI publication collected no data on what was actually happening in Milwaukee. It simply took a national data base on the educational involvement of families and extrapolated it to Milwaukee based on the socioeconomic characteristics of Milwaukee families. It was, strictly speaking, nothing more than a calculation. If low income and minority families in Milwaukee behave like low income and minority families nationally, the calculation showed, then, based on certain assumptions, very few would engage in informed decision-making regarding their children’s education.
It was an interesting and thought provoking exercise but one with an obvious limitation. It is not at all clear that national findings would extend to a city with a relatively longstanding and actively promoted choice program. It is possible that the existence of a greater array of educational choices would change the incentives and capacity of parents to engage in the informed and engaged decision-making that would otherwise not happen.
Beyond that, the fact that only a subset of families will exercise a choice tells us precisely nothing about whether they ought to have the opportunity to make one – unless you entertain a presumption against individual choice and a diversity of alternatives in education.
Mr. Hughes argues that education is an “experience good” which is a fancy way of saying that it is something that consumers have a difficult time evaluating before deciding whether to buy it. But, again, the extent to which you think something is that type of good (many things are difficult to be sure about before you try them) and whether, having decided it is, you think that people should have someone else choose for them reflects very philosophical divide I’m concerned with.

We know best” has long been associated with parts of Madison’s K-12 community, despite long term, disastrous reading scores and spending twice the national average per student.
Background: “The notion that parents inherently know what school is best for their kids is an example of conservative magical thinking.”; “For whatever reason, parents as a group tend to undervalue the benefits of diversity in the public schools….”.
It would certainly be useful to spend a bit of time learning about Milwaukee’s experiences, positive and negative with a far more open k-12 climate. The results of Madison’s insular, non-diverse approach are an embarrassment to students, citizens, taxpayers and employers.


Tony Bennett, Former Indiana School Superintendent, Changed Top GOP Donor’s School’s Grade

INDIANAPOLIS — Former Indiana and current Florida schools chief Tony Bennett built his national star by promising to hold “failing” schools accountable. But when it appeared an Indianapolis charter school run by a prominent Republican donor might receive a poor grade, Bennett’s education team frantically overhauled his signature “A-F” school grading system to improve the school’s marks.
Emails obtained by The Associated Press show Bennett and his staff scrambled last fall to ensure influential donor Christel DeHaan’s school received an “A,” despite poor test scores in algebra that initially earned it a “C.””They need to understand that anything less than an A for Christel House compromises all of our accountability work,” Bennett wrote in a Sept. 12 email to then-chief of staff Heather Neal, who is now Gov. Mike Pence’s chief lobbyist.
The emails, which also show Bennett discussed with staff the legality of changing just DeHaan’s grade, raise unsettling questions about the validity of a grading system that has broad implications. Indiana uses the A-F grades to determine which schools get taken over by the state and whether students seeking state-funded vouchers to attend private school need to first spend a year in public school. They also help determine how much state funding schools receive.

Madison Superintendent Jennifer Cheatham wisely stated:

“Rather than do a lot of work on opposing the voucher movement, we are going to focus on making sure our schools are the best schools possible and the schools of choice in Madison,” Cheatham said.

Just a few days ago, the Madison School Board said this in the “strategic framework document”:

Public education is under sustained attack, both in our state and across the nation. Initiatives like voucher expansion are premised on the notion that public schools are not up to the challenge of effectively educating diverse groups of students in urban settings.
We are out to prove that wrong. With Superintendent Cheatham, we agree that here in Madison all the ingredients are in place. Now it is up to us to show that we can serve as a model of a thriving urban school district, one that seeks out strong community partnerships and values genuine collaboration with teachers and staff in service of student success.
Our Strategic Framework lays out a roadmap for our work. While some of the goals will seem familiar, what’s new is a clear and streamlined focus and a tangible and energizing sense of shared commitment to our common goals.

Parents cast their votes in voucher debate

Jim Bender, of the pro-voucher group School Choice Wisconsin, said there are a range of legitimate reasons parents choose voucher-funded private schools, but that the rising number of voucher students proves parents want that choice.
That’s probably what you’d expect to hear from a leader in what voucher critics see as a national effort to privatize — and profit from — education.
Of course, what you hear from Democratic lawmakers and a DPI run by a Democratically leaning state superintendent — who rely for political support on teachers unions — is about what you’d expect to hear from those with a vested interest in public schools’ hegemony.
Vouchers might be one of those childhood-related policy debates that has less to do with what children need than with what lawmakers and their special interests want.
And if what children need is to be ignored, the next best thing might be to pay a little more attention to what parents say their children need.

New state budget continues to support some bad voucher schools

It’s been an excellent state budget season for lousy voucher schools.
Of course, it’s been an excellent budget season for all private schools that want public financial support — statewide expansion of vouchers, tax deductions for those who pay tuition to elementary and high schools, big jumps in state payments for each voucher student a year from now, some last-minute helpful surprises.
But the lousy operators must be feeling especially good. Why? Because nothing was done to drive them to improve or stop taking state money. Come this fall, a cluster of low performing, poorly run voucher schools will still enroll thousands of kids and take millions of dollars in state money.
Even the most adamant voucher supporters agree that there are schools in Milwaukee that don’t merit public support. There is a large range of quality among the 110+ schools that take voucher students. Some are excellent, many are of average quality. And some really stand out when it comes to being bad.
Somehow, a solution that promotes quality and responsible use of public money seems off the table in Wisconsin.
I regard myself as one of the few people on Earth who has no pro or con position on vouchers. A professional obligation — I’m neutral. But I’ve followed the program closely for 15 years and visited something around 100 voucher schools. I’m not neutral when it comes to quality.

Do we apply the same governance standards to all publicly funded schools?

Voucher Schools: Inherently Unequal

Wisconsin Senator Tim Cullen:

Last week, I expressed my extreme disappointment when the budget-writing Joint Finance Committee voted along party lines to create a statewide unaccountable school voucher program.
Make no mistake – this plan creates two separate school systems in Wisconsin, both paid for by taxpayers.
In 1954, late Chief Justice of the U.S. Supreme Court Earl Warren said, “Separate educational facilities are inherently unequal.” His words hold true today.
While the agreement creates a 500-student cap during the program’s first year and a 1,000-student cap in subsequent years, the cap could be lifted in the future or may be line-item vetoed by the governor. The ultimate goal of voucher supporters is not to open the voucher program to 500 or 1,000 students, but an unrestricted expansion of vouchers.
The private school voucher effort is a political movement, not an educational movement. It is a top-down movement funded by tens of millions of dollars in out-of-state campaign contributions and the hiring of several highly-paid lobbyists.

Why aren’t voucher schools subject to open records law?

Last week, Sarah Karon of the American Civil Liberties Union argued in a Cap Times column that voucher schools should be held to the same standard of public scrutiny to which public schools are currently subjected.
She noted that many private schools that participate in the Milwaukee School Choice Program receive the great majority of their money from taxpayer-financed vouchers.
Open records advocates, such as the Wisconsin Newspaper Association and the Wisconsin Freedom of Information Council, agree. If voucher schools are receiving taxpayer dollars, then shouldn’t the fourth estate be allowed to shine a light on them?
“We feel that because there’s a significant amount of money from taxpayers and because there is intense public interest in the metrics (for evaluating schools), they should provide a comparable level of transparency that public schools provide,” says Bill Lueders, president of the WFIC.
Among Republicans, there appears to be a divide over just how much accountability taxpayers can demand from vouchers. Whereas the GOP leadership and Gov. Scott Walker are pushing measures that will subject vouchers to the Common Core academic standards and include voucher student test scores in the statewide Student Information System, conservative stalwart Sen. Glenn Grothman, R-West Bend, one of the loudest advocates of voucher schools, believes those measures pervert the entire idea behind school choice.

Voucher schools should be more open

Back in 1990, when Milwaukee launched the nation’s first publicly funded voucher program, participating schools could enroll no more than 49 percent voucher students. These schools were considered private, because the majority of their students paid private tuition.
Fast-forward to 2013.
Now, more than half of Milwaukee’s 110 voucher schools have at least 95 percent of students on publicly funded vouchers. In one-fifth of these schools, every student receives a voucher.
Yet because voucher schools are still classified as “private,” they can — and do — ignore Wisconsin’s open records and meetings laws. It’s a double standard that undermines transparency and shields information from parents and the public.

Commentary on Wisconsin K-12 Tax & Spending Increases, Voucher Changes

Lawmakers also want to expand school voucher programs beyond the borders of Milwaukee and eastern Racine County. The programs allow parents who meet income thresholds to send their children to religious schools and other private schools at taxpayer expense.
Under the motion approved 12-4 along party lines by Republicans on the budget panel:

  • Public schools would receive $150 more per student in general aid this fall and another $150 increase the following year. The plan would cost $289 million over two years, with $231.5 million funded with state taxes and the rest with an additional $52 million in higher local property taxes and an increase in expected revenues from the state lottery.
    School districts would have the authority to spend this new money. Walker wanted to give schools $129 million in state aid but require all of it to go toward property tax relief, rather than be used for new expenses.
    Under the budget committee’s proposal, total property taxes would increase by less than 1% per year, with school levies going up somewhat more than that.

  • A new voucher program would become available to all students outside Milwaukee and Racine. It would be limited to 500 students the first year and 1,000 students every year thereafter. Walker wanted no limits on the number of students in the program after the second year.
    If there are more students seeking slots in the program than allowed, the proposal would allocate the available slots by lottery. The slots would go to the 25 schools with the most applications, with each school getting at least 10 seats.

  • The new program would be available to students in any school district. Walker wanted to make it available in districts with 4,000 or more students that were identified as struggling on school report cards issued by the state.
  • No more than 1% of the students of any given school district could participate in the new program.
  • Over 12 years, the negative financial impacts for the Milwaukee Public Schools from the voucher program here would be phased out.
  • The new program would be available to students of families making 185% of the federal poverty level or less — well below the income thresholds for Milwaukee and Racine. Those programs are available to families making up to 300% of the federal poverty level, with a higher threshold for married couples.
  • Voucher schools in all parts of the state would receive $7,210 per K-8 student and $7,856 per high school student — up from $6,442 currently. Walker wanted to provide $7,050 for students in kindergarten through eighth grade and the same larger increase to high school students.

Today, Republican leaders are finalizing a deal to likely expand Wisconsin’s private school voucher program statewide. While this dramatic proposal has significant implications for citizens and taxpayers across Wisconsin, it has been developed behind closed doors with no public input, no public hearings, and no public fiscal analysis. If this proposal becomes law, taxpayers across Wisconsin will be financing a new entitlement for private school children whose tuition is currently paid for by their parents. To address the lack of information about the potential fiscal effects of this program, the attached table estimates potential long-term costs of statewide subsidization of private school tuition on a district-by-district basis. Cost to subsidize current private school students only: up to $560 million annually
While some lawmakers claim the purpose of the program is to provide educational choices to those who cannot afford it, the current school choice programs in Milwaukee and Racine provide vouchers to families who are already choosing to send their children to private schools. As many as 50% of the children participating in the Racine choice program were already in private schools when they began receiving a state-funded subsidy in
2011-12. If the voucher program is expanded statewide, it can be assumed that current private school families would also be eligible for this new entitlement.

Vouchers: First He Came for the Teachers; then He Came for the Kids; School Calendar 2013-14; Ready, Set, Goal Conferences; Parent-Teacher Conferences

As he described it in February, 2011, Governor Scott Walker “dropped a bomb” on Wisconsin’s public employees, attempting to strip them of their rights to collectively bargain. Now he’s aiming at our kids. Walker’s 2013 biennial budget goes a long way in his plan to crush public education in Wisconsin; a move to privatize via VOUCHERS (i.e. providing funding from the area public school to enable parents to pay tuition to send their children to private or religious schools).
In its press conference on May 17, the Forward Institute released their study of the impact of school funding on educational opportunity. The study found that schools with higher poverty levels have experienced greater loss in funding when compared to more affluent schools across the state. The number of students in Wisconsin living in poverty has doubled since 2007, and since 2007 state funding of public education has fallen to its lowest level in 17 years. Walker’s biennial budget proposes to further exacerbate the situation by expanding voucher schools into nine additional areas, including Madison.
Expanding voucher schools will take away funding from our public schools. Not only are school districts required to pay 38.4% of the cost of each voucher; they lose the ability to count the student attending private/parochial schools in the state aid formula on which the amount of revenue is based. In Madison, a person would receive $6,442 from the MMSD to send their child to a private or parochial school. Yet Madison would receive no additional state aid to offset that cost, so payments come directly from money that would have supported education in Madison public schools. It is projected that in the first five years of vouchers, Madison schools could lose nearly $27 million to vouchers.

MTI has received several concerns regarding the calendar, as recently released by the District, for the 2013-14 school year. Among the demands by the District, enabled by Governor Walker’s Act 10, in last year’s negotiations, was that one of the Voluntary Days, August 28, be converted to a mandatory attendance “development day”. It is specifically designated as “development”, not “staff development”. The latter is designated for August 29. Since the 1970’s the Contract provided returning teachers three Voluntary Days, days for which they are paid, but did not have to be at their assigned work site. The new Contract, effective July 1, 2013, reduces that to two days. “All Staff Day” is August 30.
Secondly, an agreement provides that the District has full
discretion as to whether to enable Ready, Set, Goal Conferences. The agreement provides teachers compensation or flex time for engaging parents in such conferences. Because of the proposed cut in State aid under Governor Walker’s Budget, MMSD may not authorize RSG Conferences this fall. They ask that teachers prepare letters inviting parents for such conferences, should funding enable them.
Third, is the issue of Parent-Teacher conferences. The Contract provides that there will be two evenings for conferences and that the day following conferences will also be for conferences with no students present to enable conferences which were not held on the prior evening. The District has failed to list November 13 as being with no students, while they scheduled evening conferences on November 12. The District has proposed to MTI changing the day following each conference to be with students, and having the only “no student” day be November 27, the day before Thanksgiving.

Vouchers are not an existential threat to our local public school structure. Long-term disastrous reading scores are, and merit everyone’s full attention.

Are School Vouchers Worth It?

Are taxpayers really getting their bang for their buck when it comes to funding school vouchers?
The short answer from the Forward Institute is no.
The new, progressive public policy research organization released its comprehensive report today on Wisconsin’s education funding and poverty and it’s well worth a close read.
A portion of the report examines taxpayer funding for voucher schools and their performance.
Now, this isn’t easy to do since schools that accept vouchers don’t have to provide the kind of data that fully public schools provide, even though the state has enhanced some of the voucher schools’ accountability measures.
That said, the Forward Institute chose to look at state aid per pupil and the percentage of students that test proficient or advanced on state tests. (You’ll find all of this on page 46 of the report.)
Let’s just acknowledge here that both public schools and voucher schools take in money from other sources. Both types of schools typically spend more per pupil than what they receive from state taxpayers.

Local Political Commentary on Vouchers

Melissa Sargent, D-Madison, represents District 48 in the Assembly:

By now, most people have heard about Scott Walker’s proposal to expand the voucher school system to new districts, including Madison, yet many people aren’t clear as to what this means for our students as well as the administrators, teachers and parents. I’ve been asked by numerous constituents to give an explanation of how this would apply, in real terms, to our public education system.
The best way to break this down is in three parts: the fiscal effect on taxpayers and our public schools; a comparison between public school and private school accountability; and a comparison of the performance of students in voucher schools and public schools.
FINANCES: Madison currently has 4,202 private school students. Based on a conservative assessment of income levels, 1,387 of these students would be eligible for the voucher program. So what does this mean for Madison taxpayers?
If 1,387 private school students become voucher students, Madison taxpayers would subsidize private schools for about $3.8 million and see a reduction in state aid of that amount. The Madison district’s taxpayers would have to pay more to replace the $3.8 million, or the district would have to make $3.8 million worth of cuts in services for public school students. One thing that has been made abundantly clear to me by my constituents and other community members is Wisconsinites don’t like the idea of their taxpayer dollars going toward private education.

State Senator Fred Risser, Representative Jon Erpenbach, Representative Mark Miller:

As legislators, we hear about many important issues that will impact our state’s future. No issue we face has an impact as far reaching as the education of Wisconsin children. Providing future generations with the skills to be productive and successful must be a top priority.
Unfortunately, in the proposed state budget, corporate special interests won out over Wisconsin children.
In the proposed budget, the governor has chosen to increase voucher program funding by $94 million. The proposal also expands the voucher program to school districts with two or more “failing schools.”
Based on this language, the Madison School District would as failing, and therefore open to voucher expansion. As a result, Madison tax dollars would be invested in private, unaccountable schools, rather than its public schools.
We believe that just isn’t right. Every time a student leaves the public school and enters the voucher program, the state withholds $2,200 in funding from the public school. While it may mean one fewer student to educate, the school’s fixed costs remain the same, and the district is forced to raise property taxes to cover the difference.

Voucher Commentary from Madison’s new School Board President

2013-2014 Madison School Board President Ed Hughes:

The proponents of the proposed expansion of Wisconsin’s private-school voucher program have run out of substantive arguments. Governor Walker’s “This is about children” illustrates how vacuous their efforts at persuasion have become.
When Governor Walker’s budget was first announced, his initial talking points in support of his voucher expansion plan featured the claim that schools in the nine targeted school districts were failing and vouchers were necessary to provide a lifeline to students who needed help to pursue other schooling options. Neither the governor nor his supporters are pushing that argument any more. It seems that they got the point that it is not a smart move politically for the governor to go around trashing the public schools in some of the larger urban areas of the state.
While proponents have claimed that students in voucher schools do better academically, the wind has gone out of the sails of that argument as well. DPI has reported that students in voucher schools in Milwaukee and Racine performed worse on the WKCE than students in the public schools in those communities. Voucher school advocates can point to data that supposedly support their view, opponents can counter with contrary figures, and at best the evidence on improved student performance is a wash. There is no reason to think that students in the nine districts targeted for voucher expansion would do any better in the private schools in their area than they would in their neighborhood public schools. No one has offered an argument to the contrary.
Voucher proponents sometimes try to construct a cost-savings argument around the fact that the per-pupil amounts that voucher students would receive are less than the average per-pupil expenditures by their school districts. But this argument goes nowhere because no one is proposing that the public schools shut down as voucher schools expand. Consequently, there’s really not much of a response to the observation credited to former Governor Tommy Thompson that “We can’t afford two systems of education.”
Additionally, voucher schools have not discovered a magic bullet that allows them to educate students across the spectrum of needs more economically. Here’s a telling excerpt from an op ed by the Choice Schools Association advocating for much higher voucher payments and posted on line by the right-wing MacIver Institute:

Vouchers are hardly an existential threat to the Madison School District. Rather, the District’s long term disastrous reading scores are the essential issue, one that merits endless attention and improvement.
2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before.

Voucher advocates, opponents fight to win over public, key Senators

At a recent rally in a Latino community center in Waukesha, Gov. Scott Walker urged a group of mostly private school parents, students and administrators to advocate for his proposal to expand vouchers beyond Milwaukee and Racine.
“I need your help,” Walker told a crowd of about 350 people, the majority of them children, on April 25. “We need you to help us spread that message to other lawmakers in our state Capitol, because they need to understand this is not a political statement; this is not a political campaign. … This is about children.”
A week earlier at First United Methodist Church in Downtown Madison, representatives from the Department of Public Instruction and the Wisconsin Association of School Boards laid out the arguments against voucher expansion to a group organized by Grandparents United for Madison Public Schools.
“This is a Waterloo moment for public education,” WASB lobbyist Joe Quick told about 60 people.
“You’ve got good schools here,” concurred DPI financial adviser Jeff Pertl. “We’ve got to fight to protect them.”
In recent months, in gymnasiums, libraries, churches and offices across Wisconsin, both sides in the voucher debate have ramped up their efforts to sway public opinion, especially in the districts of a handful of key Republican senators.

Evidence doesn’t support choice program expansion, Comparing Per Student Spending

Milwaukee Journal-Sentinel:

Legislators should be skeptical of a proposal by Gov. Scott Walker to sharply expand the school voucher program. There isn’t much evidence that students in voucher schools are better educated; in fact, they seem to perform at about the same level as their peers in mainline public schools.
We also remain deeply skeptical of the move by the Legislature two years ago to open up the program to lower middle-income families. If there is any justification for the voucher schools, it’s to give impoverished families a “choice.” We have long supported choice for the poor and believe the program should be limited to those families. Republicans essentially are advocating a shadow school system. Why not work harder to adequately fund and hold accountable the system we have?
Walker’s plan would expand private voucher programs to at least nine other districts outside Milwaukee and Racine. Families with income of to about $70,000 a year would be eligible.
Before they act, legislators should take a close look at outcomes.
In a report released last month, the state Department of Public Instruction found that students attending voucher schools in Milwaukee and Racine scored lower than public school students in Milwaukee Public Schools and the Racine Unified School District on the state standardized achievement test.

Comparing Milwaukee Public and Voucher Schools’ Per Student Spending

I find discussions of the per-pupil funding level of different types of Milwaukee schools usually turns into a debate on how to make a true apples-to-apples comparison of per-pupil support for the Milwaukee Public Schools (MPS) and the Milwaukee Parental Choice Program (MPCP). While basic differences in MPS and MPCP schools and their cost-drivers make any comparison imperfect, the following is what you might call a green apples to red apples comparison.
DISCLAIMER: if you not interested in school funding, prepare to be bored.
Per-pupil support for MPS
Note I am not trying to calculate per-pupil education funding or suggest that this is the amount of money that actually reaches a school or classroom; it is a simple global picture of how much public revenue exists per-pupil in MPS. Below are the relevant numbers for 2012, from MPS documents:

Though not perfect, I think $13,063 (MPS) and $7,126 (MPCP) are reasonably comparative per-pupil public support numbers for MPS and the MPCP.

The Coming Revolution in Public Education: Critics say the standardized test-driven reforms pushed by those like Michelle Rhee may actually be harming students.

John Tierney:

It’s always hard to tell for sure exactly when a revolution starts. Is it when a few discontented people gather in a room to discuss how the ruling regime might be opposed? Is it when first shots are fired? When a critical mass forms and the opposition acquires sufficient weight to have a chance of prevailing? I’m not an expert on revolutions, but even I can see that a new one is taking shape in American K-12 public education.
The dominant regime for the past decade or more has been what is sometimes called accountability-based reform or, by many of its critics, “corporate education reform.” The reforms consist of various initiatives aimed at (among other things): improving schools and educational outcomes by using standardized tests to measure what students are learning; holding schools and teachers accountable (through school closures and teacher pay cuts) when their students are “lagging” on those standardized assessments; controlling classroom instruction and increasing the rigor of school curricula by pushing all states to adopt the same challenging standards via a “Common Core;” and using market-like competitive pressures (through the spread of charter schools and educational voucher programs) to provide public schools with incentives to improve.
Critics of the contemporary reform regime argue that these initiatives, though seemingly sensible in their original framing, are motivated by interests other than educational improvement and are causing genuine harm to American students and public schools. Here are some of the criticisms: the reforms have self-interest and profit motives, not educational improvement, as their basis; corporate interests are reaping huge benefits from these reform initiatives and spending millions of dollars lobbying to keep those benefits flowing; three big foundations (Gates, Broad, and Walton Family) are funding much of the backing for the corporate reforms and are spending billions to market and sell reforms that don’t work; ancillary goals of these reforms are to bust teacher unions, disempower educators, and reduce spending on public schools; standardized testing is enormously expensive in terms both of public expenditures and the diversion of instruction time to test prep; over a third of charter schools deliver “significantly worse” results for students than the traditional public schools from which they were diverted; and, finally, that these reforms have produced few benefits and have actually caused harm, especially to kids in disadvantaged areas and communities of color. Commentary and Misinformation on Wisconsin Test Scores: Voucher, Public and Higher Academic Standards

St. Marcus Superintendent Henry Tyson, via a kind reader’s email:

Dear supporters of St. Marcus School,


I need your help in setting the story straight. Perhaps you read the bold headline in the local section of the Journal Sentinel yesterday — “Wisconsin voucher students lag in latest state test.” That claim is not accurate. You need to understand that this is misinformation about the Choice program. I want you to know the truth — and be our voices in sharing this with others.
The state released the 2012 WKCE test scores this week, conveniently comparing the Milwaukee Parental Choice Program (MPCP) to all of Milwaukee Public Schools (MPS) and showing that MPS “beat” MPCP in every subject area.
Unfortunately, this is a gross misrepresentation of reality and is not an “apples to apples” comparison. The information that was released FAILED to do the appropriate comparison of MPS low-income students to MPCP, whose students are almost ENTIRELY from low-income families. When doing an accurate comparison of MPCP to MPS’s low-income population, choice schools beat MPS in all subjects except math. (Remember MPS has many students who are not in poverty and are high-achieving. By nature, almost allMPCP students are low-income.)
Beyond the program averages, our St. Marcus students are doing tremendously well, outpacing both the MPS and MPCP numbers by wide margins:



This may seem unimportant, since people are often negative about the choice program. However, it is actually very important at this time to set the record straight. Legislators are reading this misinformation, our supporters are reading this misinformation and so is the general public. At a time when there is much debate about the amount of the choice voucher funding and the expansion of the program, it is essential that we set the record straight. We need to get correct information to our supporters and legislators immediately!
At St. Marcus, it has been demonstrated that it is possible to educate the urban poor, even very poor children, in a highly effective manner. To protect the well-being of the Milwaukee Parental Choice Program and to enable St. Marcus to continue to grow and deliver excellent education to more students please take ACTION:
Forward this e-mail to your friends and certainly any legislators you know.
Contact your legislator directly and encourage them to support an increase in the voucher amount for MPCP schools. (Unbelievably, the current voucher amount of $6,451 is lower than the voucher amount back in 2006!)

The lower scores do not reflect falling performance. Students just need to know more to rank as high as they used to.
Most states are doing the same thing and will benchmark their exams to international standards.
Just as importantly, the computerized assessments of the near future will adjust to the ability of students. That will give parents and educators much better, more detailed and timely information about what students know and what they still need to learn.
Some critics will disparage any and all testing, pretending it will be the only measure Wisconsin will use for success. Others have lamented the increasing role of the federal government in the process.

Latest school tests re-ignites public/voucher debate

Since new test cut scores designed to raise standards in reading and math was adopted last year, many school systems have to adjust to having less students rated “proficient” or “advanced” than in recent years.
In a statement Tuesday, MPS Superintendent Gregory Thornton noted that MPS students continued to outperform their counterparts who used publicly funded vouchers. According to the results, MPS students scored 3.4 higher than voucher students in reading and 6.5 points higher in math.
But nobody could deny the overall results of the standardized testing revealed daunting problems still remain with under-performing students in Milwaukee Public Schools.
In his remarks, Thornton praised the results but noted there was more to do.
“We have seen some promising increases in achievement among students who have historically underperformed,” Thornton said. “We are working hard to make sure that the significant reforms we have put in place … will yield stronger results in the coming years.”

Louisiana Governor Jindal on School Vouchers

Gov. Bobby Jindal defended his school voucher program in a whirlwind interview Friday with NBC-TV newswoman Hoda Kotb, saying that whether a school is a charter, private or a traditional public school, government should “fund what works for a child.” The interview took place during NBC’s invitation-only Education Nation summit in New Orleans and was broadcast live on WDSU and the Internet.
Jindal is waiting for a state Supreme Court ruling on the constitutionality of the 2012 law authorizing the voucher program. The state Department of Education will issue its first private/parochial school matches for new entrants in the program next week.
Vouchers help “low-income kids that are trapped in failing schools,” Jindal said to a who’s-who of New Orleans education figures, who grumbled at many of his remarks.
In Louisiana, he said, roughly 5,000 students are now “getting better academic results” at a savings to the taxpayer. The average voucher scholarship uses $5,300 of public money, compared with the $8,500 state and local per-pupil allotment for a child in public school.

Grading Wisconsin’s School Performance: “Stigmatizing schools”?

Turner and state Sen. Luther Olsen’s education policy analyst, Sarah Archibald, who also participated in the design team meetings, said letter grade opponents worried bad grades could stigmatize schools and their students.
Turner said the bigger problem was that in only their first year, the report cards would not be reliable enough to translate into simple grades. Walker “needed to have failing schools in Ds and Fs,” he said, as a pretext for expanding vouchers.
But Walker spokesman Cullen Werwie said letter grades were simply an easily understandable shorthand for the rating system’s five official designations, which range from “significantly exceeds expectations” to “fails to meet expectations.”
Indeed, the five designations do lend themselves to the five traditional letter grades. The report cards also rate schools on a 100-point scale, which also often translates into letter grades.
If Walker betrayed the DPI and the accountability team by introducing letter grades, DPI and the team are a bit naive if they thought no one ever would.
But more important is why Walker feels compelled in ways small — using letter grades — and large — basing voucher expansion on School Report Cards — to aggravate a public education establishment already aggravated by his moves to end teacher collective bargaining and cut education funding.
The governor’s voucher proposal was going to be controversial no matter what.

At long last the New Jersey Department of Education has released its “NJ School Performance Reports,” which replace the old School Report Cards. Details on school performance is greatly expanded now includes, according to the Christie Administration’s press release, “brand new data on college and career readiness and provide comparison to “peer schools” in order to provide a more complete picture of school performance for educators and the general public.”

The state also released the annual Taxpayers’ Guide to Education. Annual per pupil spending in NJ (if you use the state’s algorithm; others say it inflates costs) is $18,045, up 4.2% since last year.
Of course, there’s enormous range within that average. Fairview Boro (Bergen), for example, spends $13,317 per pupil. Asbury Park City spends $30,502. The plush magnet schools in Bergen County spend $35,900.

April, 2013: Chief among them has been this notion from state superintendent Tony Evers that the state’s new accountability system, known as state report cards, shouldn’t be used to determine which districts get vouchers.

Madison’s New Superintendent on Madison, Politics & Distractions

You’ll find Jennifer Cheatham, new superintendent of the Madison School District, at the Capitol Wednesday when local education officials talk about how Gov. Scott Walker’s proposed budget would hurt Dane County schools.
But don’t expect her to be spending much time making political statements, Cheatham told me and other staff members of the Cap Times Tuesday. Too much focus on politics would distract her from her work in the Madison schools, she said.
“I think my major role is to work on improving schools in Madison. That’s why I was hired and I need to remain focused on that,” Cheatham said. “But I do think there are times it is important for me to voice my opinion on behalf of the school district on state issues.”
That includes the Walker education budget.
Cheatham is scheduled to be on hand at noon Wednesday when School Board members, superintendents, parents and other advocates from around Dane County talk about the impact of Walker’s education proposals in Room 411, the large Senate meeting room.
The Madison School Board has already actively lobbied against the Walker budget, urging local legislators not to support a plan that is “bad for our students, our taxpayers and the future of public education.”
Board members say expanding vouchers into Madison, as Walker has proposed, is a particularly bad idea. They note there’s no consistent evidence that kids using publicly funded vouchers to attend private schools do better academically, and they say that funding vouchers is likely to raise local property taxes.
It’s not just school officials who are weighing in on the highly politicized issue of school vouchers. The Madison City Council passed a resolution last month, sponsored by all 20 members, opposing expansion of vouchers to Madison. The Dane County Board is considering a similar resolution.

Republicans Against Vouchers: GOP legislators join unions to oppose reform in Wisconsin.

School vouchers are usually opposed by teachers unions and their Democratic allies, but a dirty little secret is that some suburban Republicans oppose them too. The latter is the case in Wisconsin, where GOP Governor Scott Walker’s plan to get more kids out of failing schools is facing opposition from short-sighted members of his own party.
The Badger State’s 22-year-old voucher program currently covers Milwaukee and Racine. But in his budget for fiscal 2014-15, Mr. Walker wants to expand it to nine of the state’s worst school districts and increase funding by 9%. Under the proposed formula, students in districts that have at least two schools that get a D or F on their 2011-2012 performance report cards could use a voucher at a private school.
The plan would cover 500 new students in the first year, 1,000 in the second, and thereafter as many as qualified under the formula, which extends the voucher to students in failing schools whose families make 300% of the poverty level. The new areas include Beloit, Green Bay, Kenosha, Waukesha and Fond du Lac, and more than 40,000 children who currently attend lousy public schools would be eligible.

While Wisconsin schools score better than most, in 2010 the National Assessment of Educational Progress found that Wisconsin’s black fourth grade students had the worst reading scores in the country. By eighth grade, black students did worse on English tests than students for whom English was a second language.

Recently I’ve been spending a lot of time thinking about the Madison school district’s achievement gap problems and other challenges we face. I’ve also been responding to the outlandish notion that Madison is a failing school district whose students deserve private school vouchers as their only lifeline to academic success.
At times like this, I find it helpful to remember that Madison’s schools are educating many, many students who are succeeding. Some of them are succeeding spectacularly. With apologies to those I’m overlooking, here’s a brief run-down on some of our stars –
Madison Memorial’s recently-formed science bowl team won the Wisconsin state championship in January. The team of seniors Srikar Adibhatla, Sohil Shah, Thejas Wesley and William Xiang and sophomore Brian Luo will represent Wisconsin in the National Science Bowl Championship in Washington, D.C. in April.

With Vouchers, States Shift Aid for Schools to Families

A growing number of lawmakers across the country are taking steps to redefine public education, shifting the debate from the classroom to the pocketbook. Instead of simply financing a traditional system of neighborhood schools, legislators and some governors are headed toward funneling public money directly to families, who would be free to choose the kind of schooling they believe is best for their children, be it public, charter, private, religious, online or at home.
On Tuesday, after a legal fight, the Indiana Supreme Court upheld the state’s voucher program as constitutional. This month, Gov. Robert Bentley of Alabama signed tax-credit legislation so that families can take their children out of failing public schools and enroll them in private schools, or at least in better-performing public schools.
In Arizona, which already has a tax-credit scholarship program, the Legislature has broadened eligibility for education savings accounts. And in New Jersey, Gov. Chris Christie, in an effort to circumvent a Legislature that has repeatedly defeated voucher bills, has inserted $2 million into his budget so low-income children can obtain private school vouchers.
Proponents say tax-credit and voucher programs offer families a way to escape failing public schools. But critics warn that by drawing money away from public schools, such programs weaken a system left vulnerable after years of crippling state budget cuts — while showing little evidence that students actually benefit.

In the race to head the state Department of Public Instruction – overseeing 870,000 public school students in Wisconsin – the incumbent superintendent and longtime public schools employee is facing a challenge from a Republican lawmaker who supports leaner government and private school vouchers.
The election Tuesday will pit Tony Evers, the incumbent superintendent of public instruction, against Republican Rep. Don Pridemore from Erin in Washington County.
Officially, the state superintendent is a nonpartisan office. But Evers, 61, has historically won support from Democrats and teachers unions. He was opposed to Gov. Scott Walker’s legislation that rolled back collective bargaining, and he signed the petition to recall Walker.
Pridemore, 66, wants to see more local control and believes teachers unions have monopolized education. He favored Walker’s Act 10 legislation and has called for an audit of the Department of Public Instruction.
So where do the candidates stand on many of the state’s other hot-button education issues?

Addressing the most contentious issue in Gov. Scott Walker’s budget bill, state Schools Superintendent Tony Evers on Thursday called on members of the Legislature’s Joint Finance Committee to reject a proposed expansion of voucher schools and to give more money to public schools.
Citing figures from the Legislature’s nonpartisan budget office, Evers said the $129 million in new state aid Walker included in his two-year budget bill drops to $39.2 million after accounting for how part of that money would go to private and charter schools under the proposal. Walker seeks to increase funding for existing and future voucher schools, expand them to nine new school districts and allow special-needs students from around the state to attend private schools at taxpayer expense.
At the same time, Walker wants to use the state public school aid to hold down local property taxes rather than increase spending on education.
Evers, who is running for re-election on April 2 against Rep. Don Pridemore (R-Erin), said Walker’s budget pitted public schools against private schools by increasing state funding for voucher school initiatives by 32% while keeping overall revenue to schools flat.
“This has to stop. The state cannot continue to play favorites. We can and must meet our constitutional obligation to invest in all of our kids,” Evers said.
In its third straight day of budget hearings, the Joint Finance Committee took testimony Thursday on Walker’s 2013-’15 budget proposals for Wisconsin’s K-12 schools, technical colleges and universities. The hearing made clear that the governor’s education proposals will face resistance from some senators in the Republican-controlled Senate and have strong support from Republicans in charge of the Assembly, leaving its future in doubt.

Three weeks from today, Wisconsin voters will decide who will oversee K-12 public education for the next four years. Incumbent state Superintendent Tony Evers faces a challenge from Republican state Rep. Don Pridemore.
Evers says he’s proud of his accomplishments over the past four years. He highlights the implementation of Common Core Standards. The national initiative sets benchmarks for students to meet in English, Language Arts and Math, to make sure they’re prepared for the workforce.
“We’re developing new assessment systems and accountability systems. We have a new reading screener we’ve implemented at kindergarten that’s been very good as far as providing information for classroom teachers to intervene early,” Evers says.
Evers says his biggest challenge has been competing with choice or voucher schools for state funding. Students in Milwaukee and Racine can attend private schools – taking with them, the tax money that would have gone to the public system. Evers opposes Gov. Walker’s plan to expand the voucher program to nine more school districts and increase funding for participating students.
“There’s a zero dollar increase for our public schools per pupil and then on the voucher side there’s a $1,400 per student increase for $73 million. To me that’s a concept that isn’t connected in any good way for our public schools,” Evers says.
Evers opponent, Republican Rep. Don Pridemore of Hartford supports the expansion of choice. He says there would not to be need for it, if public schools better prepared students. Pridemore says if he’s elected, he’ll work to expand the program statewide.

Voucher (all) schools’ finances must be well vetted

Last year, in its very first year of operation, St. John Fisher Academy, a voucher school, was forced to close its doors from lack of funding. The Northwestern Avenue school had counted on various grants and other funding coming in. But they didn’t come through and, after months of teachers working without pay, the school announced its closing.
After that episode, which left students looking for a new school, it was especially concerning to hear about another voucher school with money issues — Evergreen Elementary School.
This is a brand-new voucher school that wants to capitalize on the voucher program that started here in Racine during the 2011-12 school year. The program allows low- to middle-income students who live in the Racine Unified attendance area to attend participating private schools using state-funded $6,442 vouchers to pay tuition. There was a cap on the number of students who could attend the last two years, but the cap has been lifted for next year.
For a spirited entrepreneur, this is an opportunity to establish a new business and, possibly, that is what the founders of Evergreen were thinking.

Journalist evalutes Milwaukee school experiments

Over the last 50 years, Milwaukee has been at the center of a series of experiments in public education — desegregation and “school choice,” as well as the rise of specialty schools and the expansion of a nationally known voucher system.
But these experiments, as well as the economic collapse of manufacturing in this blue-collar American city, have left a school system filled with massive inequalities, argues author Barbara J. Miner in “Lessons From the Heartland: A Turbulent Half-Century of Public Education in an Iconic American City.”
In the book, Miner, a Milwaukee resident and former reporter for both the Milwaukee Journal Sentinel and Rethinking Schools, a teacher-led education publication, looks at the story of public education in Milwaukee. “Lesson From the Heartland” is both a history of the school system and a look at the ways that education intersects with housing, economic opportunity and the values of democracy; Miner tries to discern how Milwaukee fell from grace and whether there is a chance for redemption in the years to come.
Miner comes to the book with both professional and personal experience, having worked as a reporter and writer in Milwaukee and being a parent of daughters who graduated from the Milwaukee Public School System. From that background, Miner positions herself as critical of the decisions that led to the current state of education in Milwaukee, while still recognizing that there are teachers, students and schools that are thriving.

Majority of Wisconsin Senate Republicans oppose voucher expansion

Gov. Scott Walker’s ambitious plan to expand taxpayer-funded private schools faltered in the Legislature on Wednesday, with several influential GOP lawmakers making clear the proposal would need major changes to pass.
The lawmakers from the governor’s own party largely acknowledged that some expansion of voucher schools will pass the Legislature in the coming months. But the legislators – who included the top two Senate leaders and chairmen of the Legislature’s education committees – said the expansion would be different from the proposal Walker laid out in his budget bill last month.
Senate Majority Leader Scott Fitzgerald (R-Juneau) said a majority of GOP senators do not support Walker’s proposal as currently written. Fitzgerald said that he called a meeting held Tuesday with Walker’s aides, Assembly Republican leaders and representatives of voucher schools to see if a compromise proposal might be worked out.
“Some people in our caucus looked at what the governor proposed and said, ‘Hmm, let’s maybe think about that,’ and I must say the governor was open to that. He’s not dug in on anything,” Fitzgerald said of changes to the governor’s budget.
Walker is seeking to increase funding for voucher schools, expand them to nine new school districts in the state and allow special-needs students from around the state to attend private schools at taxpayer expense. At the same time, he wants to provide $129 million in new state aid to public schools over two years but keep schools’ spending in state aid and property taxes flat, ensuring that the state money will be used to lower local property taxes.

What will happen if voucher schools come to Madison?

Two years ago when Gov. Scott Walker introduced a budget packed full of controversial changes that drastically affected public education statewide — including record funding cuts and the crippling of teachers unions — another change simultaneously hit the Racine public schools.
“The budget passed in July (2011) and the voucher program started in August,” says Marc Duff, the Racine Unified School District’s budget director and a former Republican state representative until 2002. “It all happened so quickly and at the same time we were dealing with all the other changes to collective bargaining and Act 10.”
Now, for the second budget in a row, Walker is talking vouchers. It’s a program first started in Milwaukee two decades ago that requires the state and school district to share in the cost of educating a student at a private rather than a public school. In the 2011-13 budget, Walker extended the voucher program to Racine.
Walker says they improve student educational performance and provide an alternative for parents whose children are in struggling public schools.

Call me crazy, but I think a record of involvement in our schools is a prerequisite for a School Board member. Sitting at the Board table isn’t the place to be learning the names of our schools or our principals.

I’ve become a broken record vis a vis Madison’s disastrous reading results. The District has been largely operating on auto-pilot for decades. It is as if a 1940’s/1950’s model is sufficient. Spending increases annually (at lower rates in recent years – roughly $15k/student), yet Madison’s disastrous reading results continue, apace.

When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.
Unfortunately, that is not the achievement gap that the board aimed to close.

The other useful stat buried in the materials is on the second page 3 (= 6th page), showing that the 3rd grade proficiency rate for black students on WKCE, converted to NAEP-scale proficiency, is 6.8%, with the accountability plan targeting this percentage to increase to 23% over one school year. Not sure how this happens when the proficiency rate (by any measure) has been decreasing year over year for quite some time. Because the new DPI school report cards don’t present data on an aggregated basis district-wide nor disaggregated by income and ethnicity by grade level, the stats in the MMSD report are very useful, if one reads the fine print.

How many School Board elections, meetings, votes have taken place since 2005 (a number of candidates were elected unopposed)? How many Superintendents have been hired, retired or moved? Yet, the core structure remains. This, in my view is why we have seen the move to a more diffused governance model in many communities with charters, vouchers and online options.
Change is surely coming. Ideally, Madison should drive this rather than State or Federal requirements. I suspect it will be the latter, in the end, that opens up our monolithic, we know best approach to public education.

Is latest Wisconsin voucher plan really an attack?

Chris Rickert:

think of it this way: The government contracts for goods and services all the time. Contracting out our societal obligation to educate our children isn’t all that different.
As with any other private organization that wins a publicly funded contract, private schools that take vouchers should provide the same kind of quality and access we expect of our other public services and infrastructure.
Jim Bender, president of the pro-voucher School Choice Wisconsin, largely agrees.
And Department of Public Instruction spokesman Patrick Gasper said his agency “is in conversation with legislators, private schools and the governor’s office to find a way to bring schools participating in the voucher program into an accountability system.”
Voucher students in private schools already have to take the same state-mandated tests as public school students, and private schools must use admissions lotteries to prevent them cherry-picking the best voucher students.

Wisconsin Governor: Scott Walker proposes expanding voucher school program, raising taxpayer support

Gov. Scott Walker is proposing increasing by at least 9% the taxpayer funding provided to private and religious voucher schools – an increase many times larger in percentage terms than the increase in state tax money he’s seeking for public schools.
The increase in funding for existing voucher schools in Milwaukee and Racine, the first since 2009, comes as the Republican governor seeks to expand the program to nine new districts, including Waukesha, West Allis-West Milwaukee and Madison. Walker is also proposing allowing special-needs students from around the state to attend private schools at taxpayer expense.
Even after the proposed increase to voucher funding and the substantial cuts Walker and lawmakers approved for public schools in 2011, the aid provided to voucher schools would still be substantially less on a per-pupil basis than the overall state and local taxes provided to public schools.
But to provide that bigger increase to voucher schools, the Republican governor will need to persuade lawmakers to break a link in state law that currently binds the percentage increase in aid to voucher schools to the percentage increase in state general aid given to public schools.

Wisconsin Governor Walker’s education reforms include voucher expansion and more

Walker’s reform proposals include:

  • Expanding private school vouchers to school districts with at least 4,000 students and at least two schools receiving school report card grades of “fails to meet expectations” or “meets few expectations.” The expansion, which would include Madison schools, would be capped at 500 students statewide next year and 1,000 students the following year.
  • Creating a statewide charter school oversight board, which would approve local nonreligious, nonprofit organizations to create and oversee independent charter schools. Only students from districts that qualify for vouchers could attend the charter schools. Authorizers would have to provide annual performance reports about the schools.
  • Expanding the Youth Options program, which allows public school students to access courses offered by other public schools, virtual schools, the UW System, technical colleges and other organizations approved by the Department of Public Instruction.
  • Granting special education students a private school voucher.
  • Eliminating grade and residency restrictions for home-schooled students who take some courses in a public school district. School districts would receive additional state funding for home-schooled students who access public school courses or attend virtual schools.

Additionally, Walker’s spokesman confirmed plans to make no additional funding available for public schools in the budget he plans to propose Wednesday.

Scores show voucher schools need accountability

Ceria M. Travis Academy is a private school that had 486 kindergarten through 12th-grade students as of September in two buildings, one on the west side, one on the north side. Its partner school, Travis Technology High School on the far northwest side, had 214 students.
Atlas Preparatory Academy, also a private school, had 979 kindergarten through 12th-grade students in three locations on the south side.
Few students in either set of schools did well on Wisconsin’s standardized tests in 2011. More than five out of six at both Travis schools either were rated “minimal” in reading and math, the lowest category, or, in unusually large numbers, didn’t take the tests at all. Almost all the required students at Atlas took the tests, but more than 70% were minimal in reading and more than 60% minimal in math.
How many were rated proficient or better? At the Travis schools, it was under 2% in reading, just over 2% in math. At Atlas, it was 4.2% in reading, 5.5% in math.

MPS schools have elaborate accountability systems and tons of information is available about each school. The accountability systems haven’t been so effective historically, but there are signs of improvement as more low-performing schools are closed. That said, there are still plenty of MPS schools that get results that are not much different from those of Travis and Atlas (and at much higher cost per student).
Milwaukee charter schools also are required to report quite a bit of information publicly and, in many cases, the charter authorizer (at MPS, University of Wisconsin-Milwaukee or City Hall) has been pretty effective in holding schools to performance standards, closing quite a few. Swedish Study: Voucher Schools Improve Everyone’s Achievement

What will free schools mean for the quality of education — in the new schools, and in the old ones they compete with? In Sweden, they don’t have to guess. They have almost 400 free schools, and data from millions of pupils. The latest study has just been published, and has strong results that I thought might interest CoffeeHousers (you can read the whole paper here). It makes the case for Michael Gove to put the bellows under the free school movement by following Sweden and let them be run like expanding companies (that is to say, make a profit). It finds that:

  1. Growth of free schools has led to better high school grades & university participation, even accounting for other factors such as grade inflation.
  2. Crucially, state school pupils seem to benefit about as much as independent school ones. When ‘bog standard comprehensive’ face new tougher competition, they shape up. They know they’ll lose pupils if they don’t. As the researchers put it: ‘these positive effects are primarily due to spill-over or competition effects and not that independent-school students gain significantly more than public school students.’
  3. Free schools have produced better results on the same budget. Their success cannot be put down to cash. Or, as they say, ‘We are also able to show that a higher share of independent-school students in the municipality has not generated increased school expenditures.’
  4. That the ‘free school effect’ is at its clearest now because we now have a decade’s worth of development and expansion.

Fraser Nelson, editor of the Spectator, has written up a paper on Swedish school reforms, which you can download here. I thought it was worth using to quickly flag up two important statistical public policy points.
The context to this is that Sweden has, since the early 1990s, allowed private (including for-profit) institutions to enter the school system – and parallels are often drawn between it and the ongoing reforms of England’s school system. This paper, as Fraser rightly says, comes to the view that increasing the volume of private schools in an area is associated with improved results. Mikael Lindahl and Anders Böhlmark say:

If we transform our estimates to standard deviation (S.D.) units (using the variation across all individuals) we find that a 10 percentage point increase in the share of independent-school students has resulted in 0.07 S.D. higher average educational achievement at the end of compulsory school.

This is a statistically significant finding. That is to say that it is not likely to be the result of random happenstance. But it is important to look beyond the significance to effect size – so it’s not luck, but is it a big effect? That is where the Swedish paper makes me suck my teeth. It suggests that if you were to introduce a ten percentage point increase in private provision, you would only get a 0.07 standard deviation increase. I cannot help thinking that’s a pretty meagre return on such a massive disruption in the system.

Why private school vouchers aren’t enough

If I were a D.C. parent with little money and a child in a bad public school, I would happily accept a taxpayer-supported voucher to send my kid to a private school. But I still don’t think voucher programs are a good use of education dollars, particularly after reading a startling story on The Washington Post’s front page on Sunday.
My colleagues Lyndsey Layton and Emma Brown revealed that the $133 million appropriated for vouchers in the District since 2004 have gone to private schools with no requirements to report publicly how well their students are doing. Some of those schools have dubious curriculums and inadequate facilities. At least eight of the 52 schools with voucher students are not accredited.

(Astrid Riecken – For The Washington Post) Take a look at the Academy for Ideal Education in Northeast Washington. Almost all of its students are in the voucher program run by the nonprofit D.C. Children and Youth Investment Trust Corp. The school’s founder, Paulette Jones-Imaan, believes in learning through music, stretching and meditation, Layton and Brown report.
The Academy for Ideal Education does not have to reveal its results on the nationally standardized test that voucher students are required to take, but I suspect those children are not learning much. I have some experience with the Ideal Academy, a charter high school also founded by Jones-Imaan. In 2009 I wrote about it having some of the lowest achievement rates in the city, which I knew because charters have to report their test scores. The D.C. authorizing board for charters forced it to close. Sadly, no agency has that power over private schools using vouchers.

Recent lawsuit against Camden schools may really be about school vouchers

This past Monday, parents of three young Camden City Public Schools students filed a class action complaint with N.J. Education Commissioner Chris Cerf. The parents contend that enrollment in Camden’s bleak public school system constitutes a breach of their children’s constitutional right to a “thorough and efficient public education system.”
Are the parents’ children being denied their constitutional rights? Sure. Twenty-three of Camden’s 26 schools are on the State’s list of our worst schools (the bottom 5 percent). Based on SAT scores, less than 1 percent of Camden High School’s graduates are ready for college. One plaintiff has a twelve-year-old son, Keanu Vargas, who attends 7th grade at Pyne Point Family School. The most recent data from the N.J. DOE (2010-2011) shows that hardly any kids at Pyne Point pass the state standardized tests in language arts and math. Forty-two percent of the student body was suspended during the year.
Not so hard to make an argument that Keanu doesn’t have access to a decent education system. By way of contrast, at Cherry Hill Public Schools, a mere seven miles away, just about all kids achieve proficiency on state tests.

The parents contend that enrollment in Camden’s bleak public school system constitutes a breach of their children’s constitutional right to a “thorough and efficient public education system.”
Are the parents’ children being denied their constitutional rights? Sure. Twenty-three of Camden’s 26 schools are on the State’s list of our worst schools (the bottom 5 percent). Based on SAT scores, less than 1 percent of Camden High School’s graduates are ready for college. One plaintiff has a twelve-year-old son, Keanu Vargas, who attends 7th grade at Pyne Point Family School. The most recent data from the N.J. DOE (2010-2011) shows that hardly any kids at Pyne Point pass the state standardized tests in language arts and math. Forty-two percent of the student body was suspended during the year.

Does Milwaukee’s Voucher Program Work or Not?

The Legislative Audit Bureau’s (LAB) review of the final year of the state-authorized five year longitudinal study of the Milwaukee Parental Choice Program (MPCP) is once again bringing the never-ending debate on the efficacy of school choice into the public discourse.
At issue is the LAB’s conclusion that statistically significant test score gains for MPCP pupils in the final year of the study may be in part attributed to the introduction of universal Wisconsin Knowledge and Concepts Exam (WKCE) testing for all MPCP pupils. There is research showing mandatory testing can create a bump in test scores. Hence, LAB states the SCDP finding on reading gains is not conclusive.
The LAB analysis is news only if you did not read the School Choice Demonstration Project (SCDP) studies when they were released earlier this year. The SCDP states clearly: “There is some evidence that the larger achievement growth of the MPCP students that we observe is attributable to the introduction of the accountability policy.” In other words, after five years we know MPCP and MPS students experience similar gains in math scores, and statistically significant gains in reading scores that may or may not be caused by the change in testing policy.
Some perspective. Even statistically significant gains are not necessarily all that substantively significant. A slightly higher reading score is not going to make or break the future of a child. It is important to understand what the SCDP study actually set out to accomplish. It was a program evaluation designed to determine how the MPCP impacted Milwaukee students. Accordingly, over the course of the study the public learned an almost overwhelming amount about a program that was once criticized for being understudied. The public now knows:

Questions on Louisiana School Vouchers

After the Louisiana Board of Elementary and Secondary Education approved state Superintendent John C. White’s version of accountability for voucher schools this week, some people were asking “what accountability?”
They especially feel that way since White reserved the right to waive any and all restrictions imposed in the accountability plan if he believes it’s merited.
If a school doesn’t have 40 students, there are no repercussions, even if every voucher student fails the state assessment tests.

Plan for holding private schools accountable in voucher program wins board approval

The state Board of Elementary and Secondary Education, or BESE, approved a new set of academic standards Tuesday for private schools participating in Louisiana’s expanded voucher program. By a vote of 9 to 2, the 11-member panel adopted a plan proposed by state Superintendent John White that will require private schools to hit roughly the same academic bar that public schools do in order to continue accepting public funding, though only if they take 40 or more students through the program.
The plan sparked heated debate among board members, with Lottie Beebe, from St. Martin Parish, and Carolyn Hill, from Baton Rouge, twice trying to get the decision put off until White could come back with tougher standards. Hill compared the board’s vote to Adam and Eve eating the forbidden fruit in the Garden of Eden, warning that “evil is going to arise” from the board’s decision.
Chas Roemer, a board member who also represents parts of Baton Rouge, offered the most full-throated support for White, calling the vote “one of our proudest moments as a board.”

Wisconsin and National School Spending Growth Perspectives

Andrew J. Coulson, director of the Cato Institute’s Center for Educational Freedom, has an editorial in the Wall St. Journal this week assailing the “explosive growth” in America’s public school work force. Since 1970, he charges, student enrollment has “flat-lined,” yet the number of teachers and instructional aides has doubled, from 3.3 million to 6.4 million, with concurrent increases in costs.
Coulson writes, “America’s public schools have warehoused three million people in jobs that do little to improve student achievement–people who would be working productively in the private sector if that extra $210 billion were not taxed out of the economy each year.”
But there’s a panacea readily available: create state voucher systems to send all our kids to private schools. (Also, elect Mitt Romney because President Obama’s education agenda is an “expensive and tragic failure.”)
Whoa, Nellie!
While it’s no doubt a challenge to squish a radical paradigm shift within the confines of the WSJ’s 600-word limit, that’s no excuse for specious logic or casual disregard for facts. Worse, this sort of inflammatory rhetoric gives education reform a bad name.
For example, let’s look at Mr. Coulson’s claim that American public schools hire too many teachers and aides (i.e., have too low a teacher/student ratio), and that private schools are cheaper and produce higher-achieving students.
He writes, “If we returned to the student-staff ratio of 1970, American tax payers would save about $210 billion in personnel costs.”







Madison School Board member Ed Hughes:

There is no mystery about the size of the overall pie. The last budget under Governor Doyle appropriated $5,025,190,300 for elementary and secondary school aids for 2009-10 and $5,271,555,900 for 2010-11. Under Governor Walker’s budget, this total was cut to $4,845,083,000 for 2011-12 and $4,913,986,100 for 2012-13. So Governor Walker slashed general state aid to schools by about $538 million over the biennium. This is hardly cause for celebration.
How next year’s $4.9 billion in general state aid is split up among the state’s 424 school districts is determined by the school funding formula. I describe how the formula works here. This year, to just about everyone’s surprise, the formula has turned out to be Madison’s friend.
Last year, application of the school funding formula resulted in MMSD qualifying for about $15 million in general state aid. This amount was increased to about $43 million by virtue of the hold-harmless provision of the law that capped each school district’s reduction in state aid at 10% of the previous year’s total.
How could it be that the same formula that calculated that MMSD was entitled to $15 million in state aid in 2011-12 would determine that the district was in line for $53 million for 2012-13?


Wisconsin State Tax Based K-12 Spending Growth Far Exceeds University Funding

Interview: Henry Tyson, Superintendent of Milwaukee’s St. Marcus Elementary School

Henry Tyson, Superintendent of Milwaukee’s St. Marcus school recently talked with me [Transcript | mp3 audio] about his fascinating personal and professional education experience. St. Marcus is one of, if not the most successful voucher school in Milwaukee.
Henry discussed student, parent and teacher expectations, including an interesting program to educate and involve parents known as “Thankful Thursdays”. He further described their growth plans, specifically, the methods they are following to replicate the organization. In addition, I learned that St. Marcus tracks their students for 8 years after 8th grade graduation.
Finally, Henry discussed special education and their financial model, roughly $7,800/student annually of which $6,400 arrives from State of Wisconsin taxpayers in the form of a voucher. The remainder via local fundraising and church support.
He is quite bullish on the future of education in Milwaukee. I agree that in 15 to 20 years, Milwaukee’s education environment will be much, much improved. High expectations are of course critical to these improvements.

Of the 50 largest school districts by enrollment in the United States, Milwaukee Public Schools spent more per pupil than all but three East Coast districts in the 2009-’10 school year, according to public-school finance figures released by the Census Bureau on Thursday.
MPS ranked near the top among large districts by spending $14,038 per pupil in the 2010 fiscal year. It was outspent by the New York City School District, with the highest per-pupil spending among large districts – $19,597 – followed by Montgomery County Public Schools near Washington, D.C., and Baltimore City Public Schools in Maryland, which spent $15,582 and $14,711, respectively, per pupil that year.
MPS officials on Thursday acknowledged Milwaukee’s high per-pupil costs in comparison with other large districts, but they also pointed to unique local factors that drive up the cost, particularly the city’s high rate of poverty, the district’s high rate of students with special needs and other long-term costs, such as aging buildings and historically high benefit rates for MPS employees that the district is working to lower.
“The cost of doing business for Milwaukee Public Schools and Wisconsin is relatively high,” Superintendent Gregory Thornton said. “But because of legacy and structural costs, we were not geared toward driving those dollars back into the classroom.”
“What we have to be is more effective and efficient,” he said.

Madison’s 2009-2010 budget was $370,287,471, according to the now defunct Citizen’s Budget, $15,241 per student (24,295 students).
Why Milwaukee Public Schools’ per student spending is high by Mike Ford:

To the point, why is MPS per-pupil spending so high? There are two simple explanations.
First, as articulated by Dale Knapp of the Wisconsin Taxpayer’s Alliance in today’s story, MPS per-pupil spending is high because it has always been high. Since Wisconsin instituted revenue limits in the early 90s the amount of state aid and local tax revenue a district can raise (and correspondingly spend) per-pupil has been indexed to what a district raised in the prior year. In every state budget legislators specify the statewide allowable per-pupil revenue limit increase amount. Because MPS had a high base to begin with, the amount of revenue the district raises and spends per-pupil is always on the high side. Further, because annual increases are indexed off of what a district raised in the prior year, there is a built-in incentive for districts to raise and spend as much as allowed under revenue limits.
Second, categorical funding to MPS has increased dramatically since 2001. Categorical funds are program specific funds that exist outside of the state aid formula and hence are not capped by revenue limits. In 2001 MPS received $1,468 in categorical funding per-pupil, in 2012 it received $2,318 per-pupil (A 58% increase).
State and local categorical funding to MPS has gone up since 2001, but the bulk of the increase in per-pupil categorical funding is federal. Federal categorical funds per-pupil increased 73% since 2001. Included in this pot of federal money is title funding for low-income pupils, and funding for special needs pupils. The focal year of the study that spurred the Journal Sentinel article, 2010, also is important because of the impact of federal stimulus funding.

Comparing Milwaukee Public and Voucher Schools’ Per Student Spending

Note I am not trying to calculate per-pupil education funding or suggest that this is the amount of money that actually reaches a school or classroom; it is a simple global picture of how much public revenue exists per-pupil in MPS. Below are the relevant numbers for 2012, from MPS documents:

Though not perfect, I think $13,063 (MPS) and $7,126 (MPCP) are reasonably comparative per-pupil public support numbers for MPS and the MPCP.

Spending more is easy if you can simply vote for tax increases, or spread spending growth across a large rate base, as a utility or healthcare provider might do. Over time, however, tax & spending growth becomes a substantial burden, one that changes economic decision making. I often point out per student spending differences in an effort to consider what drives these decisions. Austin, TX, a city often mentioned by Madison residents in a positive way spends 45% less per student.
Ripon Superintendent Richard Zimman’s 2009 speech to the Madison Rotary Club:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Commentary & Rhetoric on the Most Recent Milwaukee School Choice Report: Voucher schools made higher gains in reading

Longitudinal study will not end the debate over education in Milwaukee. More work is still needed to improve education for disadvantaged kids.
A multiyear study tracking students in both Milwaukee’s private voucher schools and Milwaukee Public Schools found that the voucher schools were exceeding the public schools in several key areas. The report’s findings may be significant, especially on reading, but there are still questions, and the bottom line is that improvement and strong accountability are still required for all schools in Milwaukee.
The final installment of an examination of the Milwaukee Parental Choice Program shows that voucher schools made significantly higher gains in reading in 2010-’11 than those of a matched sample of peers in MPS. And there also were indications that kids in the choice schools finish high school and go on to college at higher rates than do those in MPS.
The results of the five-year study by Patrick J. Wolf, the study’s lead author and a professor of education reform at the University of Arkansas, have been challenged (see op-eds on the cover of Crossroads and “Another View” below), so the waters certainly are far from crystal clear.

Study’s results are flawed and inconsequential by Alex Molnar and Kevin Welner:

To the evaluators of the Milwaukee Parental Choice Program, vouchers are like a vaccine. Once students are “exposed” to the voucher program – even if they subsequently leave – that “exposure” somehow accounts for any good things that happen later on.
And leave they did – a whopping 75% of them.
Here are the details: The evaluators began by following 801 ninth-grade voucher recipients. By 12th grade, only about 200 of these students were still using vouchers to attend private school. Three of every four students had left the program.
Given this attrition, the researchers had to estimate graduation rates (as well as college attendance rates and persistence in college) by comparing Milwaukee Public Schools students to students who had been “exposed” to the voucher program – even though most of those students appear to have actually graduated from an MPS school.

Milwaukee’s voucher schools: an assessment by Patrick J. Wolf and John F. Witte

In 2006, the State of Wisconsin passed a law mandating that the School Choice Demonstration Project evaluate the Milwaukee Parental Choice Program, the nation’s first private school choice program. The law required that we track a representative sample of choice students for five years and compare their results with similar students in Milwaukee Public Schools.
We did so using an innovative and reliable student matching system in 2006 to create a panel of 2,727 voucher students in grades three through nine and a comparison panel of 2,727 MPS students in similar grades, neighborhoods and with similar initial test scores.
We carefully tracked both groups of students and measured student outcomes from 2007 to 2011. The key outcomes were “attainment,” graduating from high school and enrolling and persisting in college; and “achievement,” measured by growth estimates on state of Wisconsin standardized tests. On Monday, in Milwaukee, we released the final reports from that evaluation.
Our most important finding was that choice students outperformed public school students in educational attainment. We call our attainment results the most important in our study because attainment is a crucial educational outcome. Students who graduate from high school live longer, earn more money during their lifetime and are less likely ever to be divorced, unemployed or incarcerated than students who do not graduate.

Milwaukee’s voucher schools: an assessment – Just a fig leaf for abandoning public schools by Bob Peterson

Good intentions are important, but they don’t ensure reliable information.
The latest privately funded report on academic achievement in the voucher schools, despite good intentions, is ultimately both unreliable and irrelevant.
The report, the final in a five-year longitudinal study, is unreliable for several reasons. First, while it touts findings such as increased high school graduation rates, it buries the fact that most ninth-graders left the voucher schools by their senior year.
Second, the figures on special education numbers are inflated and do not hold up to scrutiny. The only solid data at this point is based on the special-ed participation rate in the state’s standardized tests.
Last year, when for the first time the private voucher schools were required to give the state test, only 1.6% of voucher students were identified as students with special needs. The report can make whatever claims it wants, but that doesn’t mean its claims are legally or educationally legitimate.

Milwaukee’s voucher schools: an assessment – Focus on high-performing schools by Jim Bender

Students in the Milwaukee Parental Choice Program are more likely to graduate from high school, get into college and stay in college than students in Milwaukee Public Schools. This is just one of the findings from the nation’s leading scholarly experts on school choice, the School Choice Demonstration Project, in the release of its final reports last week on programs in Milwaukee.
The project used rigorous methods to compare students in the choice program with MPS students.
The comparisons show that the choice program as a whole has higher graduation rates and superior growth in reading scores than MPS. While this is good news for choice students, we need to expand those gains across all sectors of the Milwaukee education market.
One step in that direction is being prepared by a coalition of traditional public, charter and private schools to create a common accountability report card for Milwaukee schools. The effort is led by the Metropolitan Milwaukee Association of Commerce and others. School Choice Wisconsin and the Choice Schools Association have both been involved in its creation, and it will cover all sectors – traditional public, charter and choice.
The complexities of equitably comparing a wide variety of schools are challenging. Once finalized, the comparative information on schools in the report card will empower parents and community leaders to make better education decisions.

Significantly lower per student spending (voucher vs. traditional public schools) is a material factor in these discussions.

Bills expanding school choice program to special education students raises questions in Tuesday hearing

Bills currently winding through the state Legislature would allow special education students to join Racine and Milwaukee students in receiving vouchers worth up to $13,593 to attend private schools.
Republicans on the Assembly’s education committee already passed one version, AB 110, on a 7-4 party line vote, and the bill could hit the floor as soon as next week.
Meanwhile, the most recent version of the bill, SB 486, was the subject of a public hearing Tuesday where advocacy groups, special education teachers, and the Department of Public Instruction itself raised concerns that the bill would starve already-lean school budgets, and provide no guarantees to special education students in return. The bill does not cap how many students may receive vouchers through the program in an individual district, but the Assembly version limits the number to five percent of special education students in the state.

Voucher students improve on reading, study finds

A sample of students in Milwaukee’s private voucher schools made gains in reading in 2010-’11 that were significantly higher than those of a matched sample of peers in Milwaukee Public Schools, but math achievement remained the same last school year, according to the results of a multiyear study tracking students in both sectors.
The results of the study are being released Monday in Milwaukee as the final installment of an examination of the Milwaukee Parental Choice Program, or voucher program.
The longitudinal study – meaning it tracked the same set of students over the testing period – was conducted by the School Choice Demonstration Project, a nonpartisan research center at the University of Arkansas. The group was selected by the state to conduct a long-term study of the voucher program and its impact on Milwaukee.
Rather than looking at scores of all students, the study matched a sample of 2,727 voucher students in third through ninth grades in 2006 with an equal number of similar MPS students. The study used a complex statistical methodology based on growth models.

Most new voucher users already were enrolled in private schools

The Forum’s 14th annual census of schools participating in the Milwaukee Parental Choice Program (MPCP) finds that voucher use by Milwaukee students grew 10% in 2011-12 to 23,198 voucher students, reversing last year’s enrollment decline. In addition, the data indicate that most voucher students are attending hyper-segregated schools that have low reading and math proficiency rates.
The dramatic increase in voucher use is likely due to changes to the program in the most recent state budget, which allowed schools outside Milwaukee to join MPCP and expanded eligibility to include families at higher income levels. As a result, more than 2,200 additional students are using vouchers worth $6,442 each, increasing the program’s cost by $14.2 million.
Most of the new voucher users appear to have already been enrolled in private school. In 56 schools, the number of new voucher users exceed the growth in total enrollment in the school, while in 13 schools voucher growth and enrollment growth were equal. Over the past 10 years, total enrollment in the schools participating in the program has grown by roughly 5,300 students, while the number of voucher users has increased over twice as much.

Raising Wisconsin’s Student Achievement Bar?

What if you suddenly found out that half of the eighth-graders in Wisconsin, all kids you thought were highly rated readers, really didn’t merit being called proficient? That instead of four out of five being pretty decent in math, it was really two out of five?
You better start thinking how you’d react because it’s likely that is what’s coming right at us. That’s how dramatic a proposal last week by the state Department of Public Instruction is.
As parents, teachers, school leaders, politicians, community leaders and taxpayers, will we be motivated to do better? Will we see the need for change? Will we rise to the occasion? Or will we settle for being discouraged and basically locked into what we’ve come to expect?
Here’s what’s going on: With Congress failing to pass a revision, originally due in 2007, of the education law known as No Child Left Behind, the U.S. Department of Education has begun issuing waivers from the enforcement program of the increasingly dysfunctional law. Wisconsin wants a waiver – it’s one of the things people such as Republican Gov. Scott Walker and Democratic-oriented Superintendent of Public Instruction Tony Evers agree on. So a task force developed a proposal. People have until Feb. 3 to react to the proposal and the application is to be submitted Feb. 21.
The plan will change a lot of important dynamics of what students and schools in Wisconsin are expected to accomplish. It calls for publicly rating all schools on a 1 to 100 point scale, with student outcomes as a key factor. Schools that score low will face orders to improve and, possibly, closing. And that goes for every school with students whose education is paid for with public dollars – in other words, private schools in the voucher programs for Milwaukee and Racine kids are included.
Overall, the waiver plan means we are at the point where Wisconsin gets serious about raising expectations for student achievement. Wisconsin is regarded as having one of the lowest bars in the U.S. for rating a student as proficient. No more, the proposal says.

Eighth-grade reading: Using the WKCE measuring stick, 86% of students were rated as “advanced” or “proficient.” Using the NAEP measuring stick, it was 35% – a 51-point difference. At least as vivid: Using the WKCE measure, 47% of eighth-graders were “advanced,” the top bracket. Using the NAEP measure, it was 3%. Three percent! In other words, only a handful of kids statewide would be labeled advanced under the new system, not the nearly half we’re used to.
Fourth-grade reading: On the WKCE scale, 82% were proficient or advanced. On the NAEP scale, it was 33%.
Eighth-grade math: WKCE, 78% proficient. NAEP: 41%.
Fourth-grade math: WKCE: 79% proficient. NAEP: 47%.

A substantial improvement in academic standards is warranted and possibly wonderful, assuming it happens and avoids being watered down. The rightly criticized WKCE was an expensive missed opportunity.

Vouchers and Low-Income: Reality Check

7 of these are statewide special-needs programs (FL, GA, LA, OHx2, OK & UT), 3 have geographic caps (ME, VT & OH) and one has a numeric cap (CO)

Pennsylvania Governer touts vouchers in larger education agenda

Citing Pennsylvania’s high dropout rates, Gov. Tom Corbett on Tuesday promoted taxpayer-paid vouchers as the ticket to a better education for low-income students in the state’s worst-performing school districts as he detailed a broader plan to improve and reshape public education in Pennsylvania.
Under the proposal, parents who qualify could use the vouchers — dubbed “opportunity scholarships” by Corbett — to send their children not only to private or religious schools, but also to better-performing public schools. His plan also calls for changing how charter schools are established and teachers are evaluated, and expanding tax credits for businesses that fund scholarships.

Bipartisan bill would block automatic voucher school expansion in Wisconsin

Ten Wisconsin senators, from both parties, have joined forces to propose legislation that would require any further expansion of voucher schools to receive a full public debate.
The state’s voucher program provides taxpayer funds for families to send their children to private schools. It has served low-income students in Milwaukee for about 20 years, but was expanded by Gov. Scott Walker in the state budget passed in June without public debate or other legislative action.
Also included was language allowing automatic expansion of the voucher program in the future to any school district in Wisconsin that meets certain financial and demographic criteria.
That mechanism isn’t sitting well with some senators, including Senate President Mike Ellis, R-Neenah. He introduced SB 174, which ensures that any further expansion of the voucher program would include full public debate and legislative action.
“Sen. Ellis is not an enthusiastic advocate nor is he an opponent of voucher programs. But he’s long argued that policy issues should not be added into the budget process and this legislation addresses concerns about automatic expansion without proper debate,” says Michael Boerger, an aide to Ellis.

Networked schools outperform independent schools in world’s largest school choice market

Milwaukee’s private school voucher program, now in its twelfth year, is dwarfed by the 30-year-old voucher program in Chile, where almost half of all students attend private voucher schools. The Chilean program is therefore of significant interest to school reformers and researchers looking to make voucher and charter schools a success in the US.

The most recent research, published by the Cato Institute, finds that when the Chilean public school test scores are compared with those of independent private schools and with those of private schools that are part of multi-school networks or franchises, the students in the franchised private schools perform best. (The independent, mom-and-pop private schools do about the same as the public schools.) In addition, the Chilean research indicates the more schools there are in the franchised networks, the better they outperform the others.

The researchers note that in Chile, “The private voucher school sector is essentially a cottage industry. More than 70 percent of private voucher schools are independent schools that do not belong to a franchise.” The franchised schools are either owned by for-profit school management companies; affiliated with non-profit, secular organizations; or part of the Catholic or Protestant school systems.

Do these findings reflect what we know about Milwaukee’s program? Its hard to say, since only one year of comparative data on student performance in voucher schools is available and it does not differentiate between the various types of private schools. However, those data do indicate considerable variability in performance across Milwaukee’s voucher schools–some are producing high scoring students and some are no better than the worst public schools. It would be nice to know if all the high performing private schools had something in common besides the fact they participate in the voucher program.

Indiana vouchers prompt thousands to change schools

Weeks after Indiana began the nation’s broadest school voucher program, thousands of students have transferred from public to private schools, causing a spike in enrollment at some Catholic institutions that were only recently on the brink of closing for lack of pupils.
It’s a scenario public school advocates have long feared: Students fleeing local districts in large numbers, taking with them vital tax dollars that often end up at parochial schools. Opponents say the practice violates the separation of church and state.
In at least one district, public school principals have been pleading with parents not to move their children.
“The bottom line from our perspective is, when you cut through all the chaff, nobody can deny that public money is going to be taken from public schools, and they’re going to end up in private, mostly religious schools,” said Nate Schnellenberger, president of the Indiana State Teachers Association.

Closing arguments in the case challenging the Douglas County School District’s voucher program ended three days of hearings that could halt the program in its infancy.
A standing-room-only crowd listened in Denver District Court while a legal team from the American Civil Liberties Union faced off against a team that included the Colorado Attorney General’s Office to decide the fate of the district’s school choice scholarship program.
Both sides agreed that any decision from Denver District Court Judge Michael Martinez will likely face an appeal, regardless of the ruling.
“There will be an appeal either way,” said Michael McCarthy, a plaintiff attorney representing the Taxpayers for Public Education. “What (the school district has) done is press the envelope as far as they can. For those interested in preserving public education in this state, they have got in their face as far as they can.”

One answer comes from Ivan Krastev, a Bulgarian political scientist. One of Mr. Krastev’s special interests is in the resilience of authoritarian regimes in the 21st century. To understand why they endure, Mr. Krastev has turned to the thinking of the economist Albert O. Hirschman, who was born in Berlin in 1915 and eventually became one of America’s seminal thinkers.
In 1970, while at Harvard, Mr. Hirschman wrote an influential meditation on how people respond to the decline of firms, organizations and states. He concluded that there are two options: exit — stop shopping at the store, quit your job, leave your country; and voice — speak to the manager, complain to your boss, or join the political opposition.
For Mr. Krastev, this idea — the trade-off between exit and voice — is the key to understanding what he describes as the “perverse” stability of Vladimir V. Putin’s Russia. For all the prime minister’s bare-chested public displays of machismo, his version of authoritarianism, in Mr. Krastev’s view, is “vegetarian.”
“It is fair to say that most Russians today are freer than in any other period of their history,” he wrote in an essay published this spring. But Mr. Krastev argues that it is precisely this “user-friendly” character of Mr. Putin’s authoritarianism that makes Russia stable. That is because Russia’s relatively porous dictatorship effectively encourages those people who dislike the regime most, and have the most capacity to resist it, to leave the country. They choose exit rather than voice, and the result is the death of political opposition: “Leaving the country in which they live is easier than reforming it.”

The move is being challenged in state court and a judge has held hearings this week to determine if the program can go forward.
The Douglas County School District experiment is noteworthy because nearly all voucher programs nationally aim to help children who are poor, have special needs or are trapped in failing public schools. Douglas County, by contrast, is one of the most affluent in the U.S., with household income nearly double the national median, and has schools ranked among the best in Colorado.
The program is also unique in that the district explicitly promotes the move as a way for it to save money. The district is, in effect, outsourcing some students’ education to the private sector for less than it would spend to teach them in public schools.

School Voucher Programs and the Effects of a Little Healthy Competition

Do voucher programs force public schools into a zero-sum game by redirecting public funds and promising students to private schools? Or do school-choice options spur healthy competition by pressuring public schools to improve? Using data from Florida’s Tax Credit Scholarship Program, David Figlio of Northwestern University argues that public schools improve their performance when faced with the prospect of losing students to nearby private schools through voucher programs, and that greater competition results in greater gains in public school students’ test scores. In other words, the competitive effects of school choice could create a system where everybody wins.

Reforming Wisconsin education Gov. Scott Walker and state schools superintendent Tony Evers should be inclusive in their efforts.

Creating a new system of accountability for schools in Wisconsin could be a great help to parents and school districts and, thus, an important educational reform for the state. If the new system is fair and done right, it would provide plenty of clear information on which schools are achieving the right outcomes.
Ideally, it would measure schools not only on whether they have met certain standards but how much students and schools have improved over a certain time period. It also would measure all schools that receive public funding equally – public, charter and voucher – so that families would have the information they need to make good choices. That’s all important.
Gov. Scott Walker, state schools superintendent Tony Evers and others have signed on to create a new school accountability system and to seek approval from the U.S. Department of Education to allow the system to replace the decade-old, federally imposed one they say is broken. The feds should give that approval, and the state should move forward with this reform and others.

Wisconsin DPI Superintendent Evers emerges as fierce advocate of schools in face of massive cuts, privatization efforts

About a dozen members of a bipartisan, mostly volunteer organization called Common Ground file into Superintendent Tony Evers’ utilitarian conference room in downtown Milwaukee. The group is exploring how to help Milwaukee’s beleaguered schools, and it has scheduled a meeting with the head of the Wisconsin Department of Public Instruction as part of its research.
Tall, thin and gray haired, Evers has a boyish smile and a welcoming manner. He’s now in a white shirt and tie, sans the suit coat he wore to an earlier meeting with suburban school officials in Pewaukee.
Common Ground, a nonpartisan coalition that includes churches, nonprofits and labor unions, has come to Evers’ office today looking for advice on how best to direct its considerable resources toward helping Milwaukee students, whose performance in both traditional public schools and in taxpayer-funded voucher schools ranks at the bottom of major American cities.
After initial pleasantries and introductions are exchanged, Keisha Krumm, lead organizer for Common Ground, asks Evers a question. “At this stage we’re still researching what issue we will be focusing on. But we do want to know what you can do. What’s your power and influence?”

Wisconsin Voucher debate reveals deep divisions about public schools

As of early afternoon Wednesday the fate of voucher schools in Green Bay is uncertain. Rumors are flying that the proposal to use tax dollars to pay families to send their children to private and religious schools in that city will be pulled from the state budget.
It’s been a hot topic.
The voucher story I posted on Chalkboard last week detailed Green Bay Supt. Greg Maass’ unhappy reaction to both the proposal and the abrupt legislative process that put it in the budget. It definitely struck a nerve, and drew many comments.
Some of the most interesting reactions went well beyond the issue of vouchers and whether public money should be used to fund private schools. They expressed the heart of the debate surrounding public schools, or “government” schools as some folks call them.
Are public schools failing? Who’s to blame? What responsibilities does a civil society owe to children who are not our own? What kind of reforms do parents, and taxpayers, want to see?
Here are some excerpts that are revealing of the divide in the debate:

VHOU812 wrote: …As a consumer of the public (or private) educational institutions, I am demanding more value. If it is not provided, I will push to refuse to purchase and home school. This is not what I want. I want security knowing that I am satisfied with the investment in my children’s education. I also see that private institutions, by their nature, can make changes to respond to consumer demands very quickly, and it is clear public schools either can’t, or won’t.

I’m glad Susan posted these comments. Looking at the significant growth in Wisconsin K-12 spending over the past few decades along with declining performance, particularly in reading compels us all: parents, taxpayers, students, teachers, administrators and the ed school community, to think different.
Wolfram’s words are well worth considering: “You have to ask, what’s the point of universities today?” he wonders. “Technology has usurped many of their previous roles, such as access to knowledge, and the social aspects.

ACLU alleges Milwaukee school voucher program discriminates against disabled students

The state’s Milwaukee school voucher program has discriminated against students with disabilities, according to a federal complaint filed Tuesday by the American Civil Liberties Union.
The complaint, filed with the U.S. Department of Justice Civil Rights Division, comes as expansion of the voucher program to other cities moves closer to Legislative approval.
The program, which began 20 years ago and serves nearly 21,000 students, provides public money for students to attend private schools, including religious schools.
The complaint states that 1.6 percent of voucher students have disabilities, compared with 19.5 percent of Milwaukee Public School students. It alleges the state has failed to hold private voucher schools accountable for serving children with disabilities.

State school official blasts voucher program expansion to Green Bay

State Superintendent Tony Evers on Monday blasted the Legislature’s budget committee for its late-night vote Friday to expand to Green Bay a program that allows students to attend private and religious schools at taxpayer expense.
The voucher expansion should be removed from the state budget and “a true local public debate needs to occur,” Evers said in a statement. He also referred to the budget committee’s vote to include Racine in the voucher program Thursday night.
“Raising taxes on the citizens of Green Bay and Racine in the dead of night, without public hearings or the support of their locally elected school officials echoes the type of non-representative, undemocratic actions taken by the English parliament against the American colonists through their stamp and tea taxes,” Evers said.
He raised several questions about the action Friday night by the Legislature’s Joint Finance Committee to include in the state budget an expansion of the school voucher program for Green Bay.
Green Bay property taxpayers are now on track to pay millions for private and religious schools, Evers said. “At the same time, their public school system is being cut $40 million, which will certainly raise class sizes and reduce educational opportunities for public school students.”

Are we creating dual school systems with charters, vouchers?

Recently I participated in a panel discussion following a showing of the film ” Waiting for Superman .” The film is deeply moving. Only a heart of granite would remain unmoved by the plight of the children and caretakers as they learn they would not get into their schools of choice.
In the discussion, Jim Johnson, a UNC-Chapel Hill Kenan-Flagler Business School professor and founder of the Union Independent School in Durham, made a crucial observation. He noted that the debate around public charter schools versus traditional public schools, or private versus public schools, deflected us from the underlying issue: the plight of children who have no adult advocates.
As Johnson pointed out, despite failing to win a place in their school of choice, the students featured in the film all had a least one adult in their lives who knowledgeably advocated for them and cared deeply about their learning opportunities.

Voucher schools to expand amid questions about their performance

If Gov. Scott Walker’s budget is passed with recommendations approved Thursday by the Joint Committee on Finance, there will be more students in more voucher schools in more Wisconsin communities.
But critics of school voucher programs are hoping legislators will look long and hard at actual student achievement benefits before they vote to use tax dollars to send students to private schools. They also suggest that studies that have touted benefits of voucher programs should be viewed with a careful eye, and that claims that graduation rates for voucher schools exceed 90 percent are not just overly optimistic, but misleading.
“The policy decisions we are making today should not be guided by false statistics being propagated by people with a financial interest in the continuation and expansion of vouchers nationwide,” wrote state Rep. Sondy Pope-Roberts, D-Middleton, in a news release Friday.
Pope-Roberts is particularly critical of statistics that school choice lobbyists and pro-voucher legislators are using that claim that 94 percent of school voucher students graduated from high school in four years.
It’s good news, she says, but it tells a very selective story about a relatively small subset of students who were studied. That graduation rate reflects only the graduation rate for students who actually remained in the voucher program for all four years: Just 318 of the 801 students who began the program stayed with it.

State Superintendent Tony Evers [SIS link] in a memo Monday urged the Legislature’s Joint Finance Committee to restore funding for public schools and work collaboratively to improve the quality of all Milwaukee schools before considering any voucher expansion.
“To spend hundreds of millions to expand a 20-year-old program that has not improved overall student achievement, while defunding public education, is morally wrong,” Evers said in the memo.
Gov. Scott Walker has proposed eliminating the income limits on participating in the Milwaukee Parental Choice Program, eliminating the enrollment cap and has proposed opening up private schools throughout Milwaukee County to accept vouchers from Milwaukee students. Walker has spoken of expanding the voucher program to other urban areas in the state, such as Racine, Green Bay and Beloit.
The Milwaukee Parental Choice Program was created to improve academic performance among low-income students who had limited access to high-performing schools. Low-income students use taxpayer money to attend private schools, including religious schools. Each voucher is worth $6,442. The program now is limited to 22,500 students; 20,189 are in the program this year.
However, after 20 years and spending over $1 billion, academic performance data and the enrollment history of the school choice program point to several “concerning trends,” Evers said in his analysis of voucher student enrollment, achievement, and projected cost for long-term expansion.
Low-income students in Milwaukee Public Schools have higher academic achievement, particularly in math, than their counterparts in choice schools. Evers cited this year’s Wisconsin Knowledge and Concepts exams and the legislatively mandated University of Arkansas study, which showed significant numbers of choice students performing below average on reading and math.

At a press conference in Racine, DPI Superintendent Tony Evers gave his harshest criticism of school vouchers yet. Well beyond the typical quibbles over test scores and graduation rates, Evers claimed that school vouchers were de facto “morally wrong.” It’s not every day that a State Superintendent of education accuses an education-reform program of being immoral. In doing so, Tony Evers may have bitten off more than he could chew.
Calling a school voucher program morally wrong inculpates more than just the program, it inculpates parents, teachers, organizations, lawmakers, and a majority of Americans that endorse it. In fact, one could reasonably argue that Evers’ statement makes himself morally culpable since Milwaukee’s voucher program operates out of the Department of Public Instruction of which he is the head. What does it say about the character of a man that knowingly administers an immoral program out of his own department?
In short, Evers’ argument goes something like this: voucher programs drain public schools of their financial resources; drained resources hurt children academically; hurting children academically is morally wrong; ergo, voucher programs are morally wrong.

Racine School officials: vouchers ‘morally wrong’

Public school officials called vouchers “morally wrong” and potentially “crippling” for Racine at a press conference Thursday.
A school choice voucher program in Racine would cost taxpayers money while hurting the academic chances of public school students, officials said during the afternoon press conference at Walden middle and high school, 1012 Center St. The press conference was held in response to a proposal from Gov. Scott Walker to expand Milwaukee’s school choice voucher program, which allows low-income Milwaukee students to receive state-funded vouchers to attend participating private schools. Walker has proposed removing the low-income requirement while also expanding the program to other cities.
Public school officials who spoke in Racine Thursday think that’s a bad idea.
“School vouchers have been called ‘a dagger in the heart of public education’ and I think there’s some truth to that,” Racine Unified Superintendent Jim Shaw said at the conference. He explained vouchers take needed funds away from public schools — when a child leaves a school with a voucher about $6,000 in per pupil state aid to that school leaves with them to pay for private school tuition.

Wisconsin Voucher plan for other cities creates fears, cheers

Gov. Scott Walker didn’t offer details about how private school voucher programs could work in Green Bay, Racine and Beloit, but on Tuesday, advocates in those cities said they envisioned systems similar to the Milwaukee Parental Choice Program.
Or, perhaps, similar to Walker’s future vision for the Milwaukee program, which Walker has pushed to modify by lifting the cap on enrollment, phasing out income limits for participants and expanding the program to Milwaukee County so suburban private schools can accept publicly funded voucher students from the city.
“Why reinvent the wheel all over again when we can learn from the benefits and mistakes of the Milwaukee program?” asked Laura Sumner Coon, the head of a nonprofit in Racine that currently provides scholarships for 13 area low-income students to attend private schools.
Public-school leaders in all three cities Tuesday vehemently opposed the idea of channeling taxpayer money out of their systems and into private schools.
Green Bay Superintendent Greg Maass said he hadn’t read any research that showed vouchers benefited kids more than maintaining or improving the education they receive in traditional public schools. And research on academic achievement showed voucher-school students haven’t performed at much higher levels than their public-school counterparts, he said.

Wisc., Pa. governors to address pro-school voucher nonprofit; union leaders plan protest

Two Republican governors are scheduled to speak at a Washington conference hosted by a nonprofit that pushes for private school vouchers and charter schools.
Gov. Scott Walker of Wisconsin and Gov. Tom Corbett of Pennsylvania will address the American Federation for Children’s second annual policy summit Monday.
Both are expected to talk about school choice. Walker has proposed expanding a school voucher program in Milwaukee. Corbett is proposing cutting $1.6 billion from public education while also pushing for vouchers, which would allow students in poor-performing public schools to transfer to private schools.
Union leaders and other activists are planning a rally outside the summit, which will also feature former District of Columbia schools chancellor Michelle Rhee. Opponents say the federation is trying to “dismantle public education.”

Allocating funding per student entails thoughtful discussion

How much would we spend per student if we wanted to give every child in Milwaukee a real opportunity to get a good education?
I’m sure $6,442 is too low. That’s the amount paid in public money for each student in the private school voucher program. Ask anyone involved in operating such a school, especially when it comes to providing a quality program for older students. Show me a good voucher school, and I’ll show you a good private fundraising operation.
I’m almost as sure it’s not $7,775, the amount provided for students in the charter schools that operate independent of Milwaukee Public Schools. Same reason.
In some cases, it might be in the neighborhood of $9,091, the amount expected to be provided by MPS next year for students in “partnership” schools, generally alternative schools for kids who haven’t thrived in conventional settings. But that’s too low in many cases, also.
How about $13,200? That’s one estimate of what spending per student in MPS is going to work out to be next year. That’s down from around $15,000 this year, by some calculations, largely because of the end of the federal economic stimulus program that brought a short-term surge of money to MPS. Ask most parents in MPS, and they’ll tell you that’s not enough because they are looking toward service cuts and larger classes next year.

Wisconsin School Choice & Student Testing

Choice students do not attend public schools, but Milwaukee property taxpayers still support their costs. In fact, until recently, Milwaukee property taxpayers actually paid more for students attending choice schools than they paid for students attending traditional Milwaukee Public Schools.
Over the past few years, I’ve worked with the state to correct this inequity. We have made a significant improvement from where we stood in the 2006-’07 school year, and Milwaukee taxpayers have benefited greatly.
But we have a lot more work to do to ensure this program is fair to all taxpayers.
For decades, our state has recognized that some communities have more wealth than others. That means that the amount spent on a child’s education could change dramatically depending on which “side of the tracks” a student lives on.

The recent release of two comprehensive data sets marked a milestone in the 21-year-old Milwaukee Parental Choice Program. With the availability of school-by-school test score data for the first time, as well as the fourth year of results from a longitudinal study comparing voucher students to Milwaukee Public Schools students, citizens now have access to more information about the choice program’s performance than ever before.
As has often been the case with this controversial program, however, the release of new information may only create additional grounds for debate on whether the program truly works. For example, while voucher opponents will point to test score data showing the program’s achievement average is less than that of MPS, supporters will cite new data from the longitudinal study indicating that students who stayed in the choice program throughout their four years of high school had a 94% graduation rate and were more likely to enroll in four-year college than MPS graduates.
Indeed, the release of these seemingly contradictory results is likely to spur a new battleground in Milwaukee’s long-running war over school choice: Do we need to be concerned about low test scores and low achievement growth if, in the end, the students enroll in college?
That discussion is a relevant one given that higher educational attainment certainly is the overall goal for all Milwaukee students. Nevertheless, there are several reasons recent comparative test score results should not be dismissed.

GOP seeks to expand school voucher program

A Republican Assembly leader plans to add to the state budget bill an expansion of Milwaukee’s voucher program to other school districts, potentially giving more families in cities such as Madison access to private and religious schools.
Voucher advocates say the time is ripe to expand the program to other cities, especially with Republicans in control of state government and a recent study suggesting students in the 20-year-old Milwaukee program are testing as well or better than their public school counterparts, with a lower cost per pupil.
They also argue that vouchers would level the playing field for private schools, which have seen enrollment decline as public charter schools have gained popularity.
But voucher opponents say expansion would further cripple public schools, which already face an $834 million cut in state funding over the next two years.
And state test scores to be released Tuesday, which for the first time include 10,600 Milwaukee voucher students, could suggest they are testing no better than poor students in the Milwaukee Public Schools.
“Given the proposed unprecedented cuts to public education as well as results from our statewide assessments, I question plans in the 2011-13 state budget for expanding the choice program in Milwaukee or anywhere else in Wisconsin,” State Superintendent Tony Evers said.

Not-so-public education: A Colorado school voucher program seems likely to benefit mostly middle-class students and religious schools.

Supporters of school vouchers like to say that their goal is to provide a higher-quality education for the children who need it most. The latest events in Colorado say otherwise. A voucher program there seems more likely to benefit middle-class children and religious schools than low-income public school students, and to worsen inequities in education.
Last week, the board of the Douglas County School District voted for a pilot program that will give the parents of 500 of its 60,000-students about $4,500 each — 75% of what the district receives in per-pupil funding — to use toward tuition at participating private schools of their choice. Many of the private schools in the area are religiously based.
Even in Colorado, where a dollar stretches a lot further than in Southern California, $4,500 falls significantly short of private school tuition. Most schools there range from about $7,000 up to $14,000. Clearly, the parents poised to benefit most from this taxpayer-sponsored perk are those with a few thousand to spare to fill in the price gap. There might be scholarships for some of the needier students — about 10% of the Douglas County students qualify for free or reduced-price school lunches — but no one is promising anything.

Washington, DC Mayor Gray is misguided on school vouchers

IF D.C. MAYOR Vincent C. Gray isn’t careful, he could well argue the District out of $60 million in federal education dollars. Testifying before a Senate committee against the voucher program that enables low-income students to attend private schools, Mr. Gray (D) was warned that extra money for the city’s traditional and public schools was likely conditioned on congressional reauthorization of vouchers. Money alone isn’t reason for Mr. Gray to change his mind, but given that District children benefit from the program and that parents are desperate for the choice if affords, it’s unfathomable that he is opposing this worthwhile program.
Mr. Gray was among those who appeared Wednesday before the Senate Committee on Homeland Security and Governmental Affairs as it considered legislation to extend the D.C. Opportunity Scholarship Program, including an important provision to allow new students to be enrolled. Mr. Gray said that efforts should be focused on improving public schools, that Congress was inappropriately intruding into local affairs and that D.C. parents have enough education choices, given the number of flourishing charter schools and the public school reforms starting to take hold.

Colorado school district has wealth, success — and an eye on vouchers

Douglas County, a swath of subdivisions just south of here that is one of the nation’s wealthiest, is something of a public school paradise.
The K-12 district, with 60,000 students, boasts high test scores and a strong graduation rate. Surveys show that 90% of its parents are satisfied with their children’s schools.
That makes the Douglas County School District an unlikely frontier in the latest battle over school vouchers.
But a new, conservative school board is exploring a voucher system to give parents — regardless of income — taxpayer money to pay for their children to attend private schools that agree to abide by district regulations. If it’s implemented, parents could receive more than $4,000 per child.
The proposal’s supporters argue that competition can only improve already-high-performing schools.

Colorado’s Douglas County School District spends $8512.74 per student ($476,977,336 for 56,031 students in 2009). Madison spent $15,241 per student in 2009, a whopping $6,728.26, 79% more than the “wealthy Denver suburbs”.

America ignores education funding at our own peril

Over the long term, the only way we’re going to raise wages, grow the economy and improve American competitiveness is by investing in our people – especially their educations.
Yet we’re falling behind. In a recent survey of 34 advanced nations by the Organization for Economic Cooperation and Development, our kids came in 25th in math, 17th in science and 14th in reading. The average 15-year-old American student can’t answer as many test questions correctly as the average 15-year-old student in Shanghai.
I’m not one of those who believe the only way to fix what’s wrong with American education is to throw more money at it. We also need to do it much better. Teacher performance has to be squarely on the table. We should experiment with vouchers whose worth is inversely related to family income. Universities have to tame their budgets for student amenities that have nothing to do with education.
But considering the increases in our population of young people and their educational needs, and the challenges posed by the new global economy, more resources are surely needed.

Beloit part of voucher plan? “The Days of An Educational Monopoly Are Over”

The new Wisconsin governor is considering sweeping reforms in Madison, one of which could directly impact Beloit schools.
Gov. Scott Walker and the incoming Republican legislature assumed power in the state Monday and wasted no time in introducing the possibility of expanding the state’s school voucher program. The program, presently instituted in the Milwaukee area, allows students to receive taxpayer-financed vouchers to attend private schools, including religious schools. Just under 21,000 of the maximum 22,500 students enrolled in the program this year.
The governor has identified Beloit as one place where the vouchers could be phased in as part of a trial effort to spread the program statewide.
“I think school choice is successful,” Walker told the Milwaukee Journal-Sentinel. “I think it’s worth looking at expanding it. How do you do that? There’s really a multitude of options, not only those being discussed in other parts of the country. And we want to continue to be at the forefront of that.”
Beloit School District Superintendent Milt Thompson said he views the potential voucher introduction as yet another reason for the district to reassess its direction.
“My concern is that the district has to become conscious of today’s market. If you have a system that is attractive, people will send their kids here. If you don’t, the days of an educational monopoly are over,” he said.

Additional choices for our communities is a good thing. Thompson’s perspective is correct and useful.

Indiana Governor Daniels will offer private school voucher plan

Gov. Mitch Daniels said Wednesday he will ask lawmakers to approve an education voucher system that would let low-income students use state money to help pay for private school tuition.
aniels provided few details about his proposal – including income levels at which families would qualify or the amount they could receive – but said it will be part of his larger education agenda for the 2011 session.
The governor and Superintendent of Public Instruction Tony Bennett presented part of that agenda on Wednesday to the Indiana Education Roundtable, a group of education, business and labor leaders who advise the state on school issues.
But Daniels never mentioned the voucher program there. Instead, he and Bennett focused on only a few areas: Freeing schools of regulation, recognizing and rewarding high-quality teachers and limiting the issues for collective bargaining to teacher pay and benefits.

Private-school vouchers return to education agenda

A decade ago, almost any discussion about reforming the nation’s public schools included vouchers. The idea of letting students use taxpayer dollars to attend private schools appealed to conservatives, who liked the notion of subjecting public schools to competition. Some Democratic mayors, frustrated with the slow pace of school improvement, also rallied behind vouchers.
Then, vouchers got overtaken by other ideas about how to shake up public schools. Unions vehemently opposed vouchers, arguing they would starve public schools of funding. Vouchers were left out of the 2002 federal No Child Left Behind law, making it difficult for programs to gain a foothold in school districts. More recently, the Obama administration left vouchers out of its Race to the Top grant program, even as it endorsed other reforms such as charter schools and pay-for-performance plans for teachers.

The Post-Election Education Landscape: Vouchers Up, WEAC Down

Two quick education-related comments on Tuesday’s election outcomes in Wisconsin:
First, this was a banner outcome in the eyes of voucher and charter school leaders. Governor-elect Scott Walker is a long-time ally of those promoting the 20,000-plus-student private school voucher program in the city of Milwaukee, and he is a booster of charter schools both in Milwaukee and statewide. But just as important as Walker’s win was the thumpingly strong victories for Republicans in both the Assembly and State Senate, which will now come under sizable Republican majorities.
What will result?
Let’s assume it’s good-bye to the 22,500-student cap on the voucher enrollment in Milwaukee. Will Walker and the Legislature expand the voucher program beyond the city, perhaps, for openers, to Racine? Will they open the doors wider for charter schools, for national charter-school operators to come into Wisconsin, and for more public bodies to be given the power to authorize charter schools? (Currently, UW-Milwaukee, Milwaukee City Hall, and UW-Parkside are the only ones authorized to do that, other than school boards.) Perhaps most important, what will the Republicans do about the per-student payments to voucher and charter schools? School leaders now are chafing under the impact of receiving less than $6,500 per student for each voucher student and less than $8,000 for each charter student. Will this be one of the very few spots where the Republicans increase the state’s financial involvement? Pretty good chance the answer is yes to all of the above.

Change is certainly in the air.

The New Orleans School Voucher Program

Before Hurricane Katrina ravaged New Orleans in 2005, Orleans Parish public schools were failing miserably. After the storm shut down the public school system completely, there was little reason to be optimistic.
But then something amazing happened.
The state of Louisiana took control over most of the schools in the district and has been chartering those schools ever since. This fall, more than 70 percent of the students in New Orleans will attend charter schools. And then in 2008, Louisiana enacted the Student Scholarship for Educational Excellence Program, a pilot voucher program designed to allow students in failing schools to attend private schools in the area.

Milwaukee’s School Experiment Shows Promise

On a rainy May morning in 2008, my research team assembled at the Italian Community Center in downtown Milwaukee for focus-group sessions with the parents of students enrolled in the Milwaukee Parental Choice Program.
After a long morning of listening to parents vent about the aspects of their children’s schools that disappointed them, the tone of the meeting suddenly changed when we concluded with an “open mike” session.
“We may complain a lot about our children’s schools,” one of the parents told us, “but please, please, please don’t take our school choice away.”
Parents like this concerned mother have played a starring role in the long-running policy debate over the school-choice program, which enables parents to select a school for their child other than the assigned neighborhood public school. Charter schools, for example, offer choices within the public school system. School-choice programs like Milwaukee’s notably include private schools and are often called voucher programs.
