RISE OF THE ‘ROCK STAR’ SCHOOL SUPERINTENDENT

No Child Left Behind has created a demand for school administrators who can take the pressure, and some 20 percent of school districts are now seeking superintendents because of a shortage.
The list reads more like demands from a Hollywood agent than from a candidate to lead the schools for an antebellum-tinged suburb of Atlanta.
To come to work here in Clayton County, a failing school district in Georgia, former Pittsburgh superintendent John Thompson wants $275,000 in salary, a $2 million consulting budget, a Lincoln Town Car with a driver, and money to pay a personal bodyguard.
Sound a bit hefty for someone likely to pull a power lunch in a junior high cafeteria? Maybe not.
Fewer qualified candidates, rising expectations, and a near-impossible job description are creating a new breed of superintendents: Call them central office rock stars. These candidates say that, for the right price, they’re willing to do an unpopular job that can take a heavy personal and professional toll to whip underperforming districts into shape.
The trend is exacerbated in struggling minority districts – many in the South – the very ones feeling the greatest pinch from new federal and state accountability laws.

‘A truly great man’: Milt McPike dies at 68

McPike Battled Rare Adenocystic Cancer. After battling cancer, popular former Madison East High School principal Milton McPike died on Saturday night.
The Madison Metropolitan School District said that McPike passed away overnight at a hospice care facility, WISC-TV reported.
Family, friends, former staff and students said that they’re remembering McPike as a man many called an educational hero.
For 40 years, McPike made his life educating youth. He spent 28 of those years in the Madison school district. For five years, he was an assistant principal at West High School, then as principal at East High School for 23 years.
“I’ve seen so much success through kids who everybody else has given up on,” McPike said in a 1992 interview.
He shared his secrets on building relationships with his students.

Milton McPike, a giant in the Madison educational community, died Saturday night at HospiceCare Center in Fitchburg, surrounded by his family. He was 68.
At 6-foot-4, the former San Francisco 49er cut an imposing figure at East High School, where he served as principal for 23 years.
McPike was diagnosed with adenocystic carcinoma, a rare cancer that attacked his sinus area.
Superintendent Art Rainwater called McPike “a truly great man” and “an icon in our community.”
“Milt was first of all a tremendous person. He was obviously extremely well respected and a talented educator,” Rainwater said. “He led East for 23 years and really and truly was not only important to East High School, but was also important to our community.”
Even after he retired from East in 2002, McPike continued to contribute to the community by being a member of the University of Wisconsin System Board of Regents and recently heading a gang task force in Dane County, Rainwater said. “So his loss will be deeply felt.”

Invitation to HOPE/SIS Forum on Educational Equity – April 3

You are all enthusiastically invited to attend a public forum on Educational Equity on April 3, 2008 at 6:30pm at Centro Hispano of Dane County [Map] organized by HOPE (Having Options in Public Education) and SIS (School Info System). Rafael Gomez will be leading a panel discussion on the topic of Equity in Public Education followed by an audience Q & A that will focus on the following questions:

  1. Are equal programs the same as equitable programs?
  2. How do recent Board decisions (e.g., attendance boundaries and high school design) ensure equity and/or address the achievement gap?
  3. Have other recent decisions/changes been made that will positively impact closing the achievement gaps?
  4. How are we addressing the issue of ensuring equity in education in a diverse urban population?

Other panelists will include a member of the MMSD Board of Education, a representative from the Urban League, a representative from Centro Hispano, and a former member of the MMSD Equity Task Force. (The Equity Task Force’s final report from March 2007 is attached.)

Waukesha West makes it 7 straight

Waukesha West High School’s Academic Decathlon team marched to a seventh straight state championship Tuesday, aided by veteran and new teammates as well as a seasoned coach.
The team won in a dominating fashion. Its overall score of 52,111 out of a possible 60,000 points set a state record. Nearly 10,000 points separated West from the second-place team from Sun Prairie High School.
“All our hard work has finally paid off,” said West student David Haughney. “It’s just an exhilarating feeling. It’s awesome. It’s mind-blowing.”
The latest win sends the team to California for the national championships at the end of next month. Waiting for them is a team from Moorpark High School, a California school that West beat at the national event in 2002 and placed second behind the following year.

Badger Spelling Bee Champ

Fourteen-year-old Kara Walla of Hales Corners gave God a lot of credit for her victory Saturday in the 2008 Badger State Spelling Bee.
God and good genes.
Home-schooled by her parents with her four siblings, the teenager comes from a family of spellers — her father, Wade, placed ninth in the Scripps National Spelling Bee in 1982 representing Montana, and her aunt, Theresa Walla, came in 27th in the national contest in 1976.
After 16 rounds of spelling against 48 other contenders at Monona Grove High School, Kara carved her own place in the family legacy by spelling ampicillin (an antibiotic).
Before that, she correctly spelled the Greek word echinoderm (a category of marine animal), which 12-year-old Sam Maki of Owen had missed. Third was Natalie LaPointe of Bayfield, who missed the word disciform (of round or oval shape).
Madison city champion Erich Wegenke went out in the fourth round on the word sassafras.

Wisconsin teenagers compete for academic honors

After months of practice and grueling drills, 180 Wisconsin teenagers will converge on Madison next week to face tough competition.
For these young people, the contests are academic, not athletic. They’ll be competing in the finals of the Wisconsin Academic Decathlon, which this year includes Dane County teams from McFarland and Sun Prairie high schools.
It’s among a growing number of academic extracurricular activities that help students flex their brains, polish their skills and pump up pride in their schools and communities.

After six straight state championship years, with nearly half of last year’s winning team returning, what worries could face Waukesha West High School’s Academic Decathlon team going into next week’s state competition?
“We talk about the New England Patriots,” West’s veteran decathlon coach Duane Stein said. “We think anybody can fall on any day.”
So the nine members of West’s team have been staying late at school and studying in their spare time to try to avoid repeating at Wisconsin’s academic Super Bowl the performance of a certain undefeated football team that lost its final game of the season.
They’re not the only ones hard at work, however.

Entertainment for this year’s event features a disc jockey (DJ Surprise) and dance music; complimentary hors d’oeuvres, door prizes, music, dancing and a cash bar will be provided. A mature audience and dress attire is requested.

On Madison’s New Superintendent

After a round of “meet and greets” with the three finalists for the job of Madison schools superintendent, insiders were divided on two favorites. Leaders who’ve pushed for greater educational reforms spoke highly of Miami’s Steve Gallon, while key institutional players favored Green Bay’s Dan Nerad.
Nerad, 56, the most battle-tested of the finalists, delivered a solid introductory speech that struck the right notes. He stressed his consensus-building record, cautioned against embracing reform for its own sake, and drew applause by blasting state revenue controls.
In contrast, Gallon seemed bolder but less experienced. He ventured into dangerous territory by saying inadequate funding shouldn’t be used as an excuse for educational failures. A 38-year-old black single father, Gallon attended the same Miami public school system where he now runs alternative programs, and many saw his potential as a visionary leader.
In the end, picking a replacement for Art Rainwater, who is retiring in June after eight years in the top job, was not hard to do. The night before school board deliberations, Gallon dropped out after finding a job on the East Coast. The Madison board unanimously made an offer to Nerad, Green Bay’s school superintendent since 2001.
Those who lobbied for Gallon behind the scenes say privately they’re over any disappointment they initially felt. And school board members say they’re excited — if not relieved — to find someone like Nerad. “It feels right. It feels good,” says board president Arlene Silveira.

Madison hosts all-city Scrabble tournament

Break out the dictionaries and the little wooden squares because it’s time for a Madtown Scrabble smackdown!
A citywide Scrabble tournament, organized by Madison Family Literacy, aims to help raise funds for reading and education programs for adults and children in the city. The tournament runs from February 23-24 at the Hilldale Shopping Center, and kicks off with a challenge game between Mayor Dave and whoever makes the highest bid for the honor of schooling him at wordplay.
Started in 1999 as part of the federal Even Start program, Madison Family Literacy (MFL) grew out of a need to restructure and move ahead when federal funds began to dry up for the various original branches of the organization. The programs provide adult education courses in English literacy, high school equivalency, employment readiness, childhood development and other essential skills to various at-risk and lower income families throughout Madison. They also provide daily early childhood classes for up to 50 children. And though many local and national groups, including Attic Angels, Returned Peace Corps Volunteers and the Barbara Bush Foundation have chipped in to help keep the program afloat, finances remain tight.
Patti La Cross, the current coordinator, explains: “In the past four years, several things have happened: The federal budget for Even Start was reduced by about 70% and in succession the two other Madison Even Start grants were reaching the end of their four-year cycles. So, we voluntarily merged, eventually becoming One Grant — Madison Family Literacy — and serve the city’s least educated, lowest income families on just over 1/3 of the original funds. And our success at meeting or exceeding all our performance indicators still went up!”
In addition to those families it was already serving, the program took on over 30 Hmong refugee families who began moving into subsidized housing in Madison back in July of 2004. Despite less money coming in and being told to cut back, MFL actually added services for these and other ethnic groups in the area.

Oregon and Monona Grove Add Elementary Spanish

wo Dane County school districts will be saying “hola ” to new language programs at the elementary level this fall.
In the Oregon School District, Spanish will be taught in kindergarten through fourth grades starting this fall, with fifth and sixth grades added in the fall of 2009, said Courtney Odorico, Oregon School Board member.
Teaching only Spanish is a scaled-down version of what the district originally considered — teaching a different language such as Japanese, Chinese or German — at each of its three elementary schools.
“I think parents were a little worried about not having a choice, ” Odorico said. Also, “there were very few certified teachers in Chinese and some of the other languages we were looking at in the state. ”
The School Board approved the program at a meeting Monday.
Spanish also is the language of choice for elementary students in Monona Grove, where the School Board approved the program earlier this month.
The parent response was overwhelmingly for Spanish, said Bill Breisch, curriculum director for the Monona Grove School District.

Parents Fight Plan To Shift Kids To Falk

The new elementary school being built on Madison’s Far West Side, already mired in controversy over its name, now is part of a second emotional debate: Which students should be uprooted from their current schools when school attendance boundaries are redrawn this year to accommodate the new school and recent population changes?
A well-organized group of dozens of Stephens Elementary parents is fighting the Madison School District’s proposal to move 83 students from Stephens to Falk Elementary. The students would be among 524 at seven elementary and middle schools affected by the proposal, which is known as Plan A.
Parents in the Valley Ridge neighborhood contend their children, most of whom are from middle-class backgrounds, would receive an inferior education at Falk because the school already has an extraordinarily high number of low-income and other students who need extra attention.
Fifty-three percent of Falk’s students qualify for free or reduced-price lunches, compared to an average of 36 percent at elementary schools in the Memorial High School attendance area.

I spoke briefly with Dan Nerad yesterday and asked if Green Bay had gone to referendum recently. He mentioned that they asked for a fifth high school in 2007, a $75M question that failed at the ballot. The Green Bay Press Gazette posted a summary of that effort.     Dan Nerad believes it takes a village to educate a child, and after three decades of being a leader in Green Bay’s schools, he’d like to bring his skills here as the Madison district’s next superintendent.
    Nerad, 56, is superintendent of the Green Bay public school system, which has just more than 20,000 students.
    At a third and final public meet-and-greet session for the candidates for Madison school superintendent on Thursday at the Monona Terrace Convention Center, Nerad spoke of his passion for helping students and his philosophies of educational leadership.
    Speaking to a crowd of about 70 community members, Nerad began his brief remarks by quoting Chief Sitting Bull, “Let us put our minds together and see what kind of life we can make for our children.”
    “I believe the ‘us’ must really be us — all of us — working to meet the needs of all children,” he said. Several times during his remarks, he emphasized that education is an investment in work force development, in the community and in the future.
    He also said that he believes it’s a moral commitment.
    Nerad talked about his efforts to create an entire district of leaders, and the importance of a healthy, collaborative culture in the schools. He said he saw diversity as “a strong, strong asset” because it allows kids to learn in an atmosphere that reflects the world they are likely to live in.

    The students in an alternative high school in East St. Louis inspired Jim McIntyre when he was their teacher and continue to inspire him today as an administrator in the Boston public school system.
    McIntyre, 40, spoke late Wednesday afternoon at Monona Terrace to a crowd of around 50 people at the second of three public meet-and-greet sessions for the final candidates vying for the job of Madison school superintendent.
    “Teaching in East St. Louis was a life-changing experience,” McIntyre explained.
    “Many of my students were children who lived under very, very difficult circumstances. When you were able to eliminate some of the distractions they faced and get them engaged in school, they were smart, talented students,” he said.
    But for some, the odds were so difficult, and their lives so daunting that hope was hard to maintain.
    “My brightest student, my best student, took his own life because he just didn’t see any future. It’s with me every day,” McIntyre said.
    McIntyre, 40, is currently the chief operating officer of the Boston public school system, which has an operating budget of about $800 million. Before becoming chief operating officer about two years ago, McIntyre was budget director of the district, which serves about 57,000 students, for 8 years.
    He says he tries to bring a student-centered focus to his job managing facilities, food service, safety, transportation and all other aspects of his job.

The community is invited to the Meet and Greets scheduled from 4:00 to 5:15 p.m. at the Monona Terrace Community and Convention Center on January 22, 23 and 24. In the first hour, attendees will be able to briefly meet and greet the candidate as part of a receiving line. From 5:00 to 5:15 p.m. each day, the candidate will make a brief statement and might take questions. The session will end promptly at 5:15 p.m.

On January 26 or 27, the Board will identify a preferred finalist. Madison police respond to gun call at Sherman Middle School

All is well after an incident earlier today when police responded to a “gun” call at Sherman Middle School. According to the Madison Police Department “an 11-year-old student discharged a cap gun inside the boy’s locker room.” While the gun was lime green students passing by only heard the sound of the cap gun discharging. I hope the Supreme Court and lawmakers who may address this situation will agree with parents and teachers and not with WEAC. Otherwise, 3,000 kids in a half-dozen schools across the state will be forced out of the public schools that work best for them.

Wisconsin Way Forum on School Funding

As all of you are well aware, one of the most vexing issues facing public education today is funding and 14 years of revenue controls that have been placed on Wisconsin schools, causing on-going erosion in programs and services.
On Thursday, December 6, 7:00-9:00 PM, 1919 Alliant Energy Center Way, Alliant Energy Center, Madison [Map], a community forum sponsored by the Wisconsin Way will be held to discuss the issue of taxation and public investment.
The Wisconsin Way is a non-partisan, grassroots effort to create a fair and equitable funding system that promotes excellence in education and public service. Parents are the Problem (WEAC & Wisconsin DPI Sue to Kill the Wisconsin Virtual Academy)

On Tuesday of this week, in a Waukesha courtroom, the state governmental agency responsible for our public schools and a labor union came before the Wisconsin Court of Appeals and pleaded with the judges to keep parents out of public schools. Yes, that’s right. The state and the teachers union are at war with parents and I’m mad as heck about it. (Madder than heck, actually, but trying to keep this blog family friendly).
According to the Department of Public Instruction and the state teachers’ union, parents are the problem. And these bureaucracies know just how to fix it. They want to keep parents, and indeed anyone without a teaching license, out of Wisconsin public schools.
Of course WEAC, the state teachers’ union, likes that idea. Licenses mean dues. Dues mean power.
DPI likes it because ……..well, could it be just because WEAC does?
The lawsuit before the Court of Appeals was filed by WEAC in 2004 in an effort to close a charter school that uses an on-line individualized curriculum allowing students from all over the state to study from home under the supervision of state certified faculty. The school is the Wisconsin Virtual Academy (WIVA). The Northern Ozaukee School District took the bold step of opening this new kind of school in the fall of 2003 after DPI approved their charter. Hundreds of families around the state enrolled their children under open enrollment that first year and mine was one of them. WIVA has grown every year since and this year has more than 800 students.
In January of 2004, WEAC filed their lawsuit against the school and DPI who authorized its existence. Later that year in a stunning reversal DPI switched sides and moved to close its own public school. DPI alleges that parents are too involved in their own children’s education.
That’s right. They argue parents are too involved.
I’ve always thought parental involvement in a child’s education was a good thing. What do I know? I don’t have a teacher’s license.

A groundswell of public concern about the affordability of property taxes on the one hand and the need to maintain Wisconsin’s critical infrastructure on the other has prompted several statewide leadership groups to join forces in a historic search for solutions called The Wisconsin Way.
In the coming months, the original conveners of the Wisconsin Way—the Wisconsin Counties Association, the Wisconsin Education Association Council, Wisconsin Realtors Association, Wisconsin Transportation Builders Association and Wood Communications Group—will host a series of public gatherings around the state in an effort to engage Wisconsin citizens in a constructive, solution-oriented conversation about what we can do to make Wisconsin taxes fairer and reduce the property tax burden without sacrificing the quality of public services that have made Wisconsin a special place to live and work.

Madison United for Academic Excellence Meeting on Charter Schools

Harvest Time for Hawthorne Elementary

First grade teacher Amy Covey loves the outdoors and wants to share that passion with students.
On Wednesday morning there was a definite autumn chill in the wind as students from all grades at Hawthorne Elementary School picked up trowels, shovels, rakes and hoes to clean out the garden space Covey helped establish at the school located near Gardner Baking Company off of East Washington Avenue.
The students were delighted to pull carrots and beets from the ground, searched for a few last beans, and even sampled the leaves of nasturtiums as they pulled the plants from the garden in preparation for winter.
Some wrinkled their noses as they bit into the scalloped, edible leaves. Others grinned while they chewed, describing them as “peppery” and “spicy.”
Students have been gardening at Hawthorne since 2003 when Covey and her students wrote plans and grants to establish what has become an outdoor classroom for the entire school.

“Reach Out and Read” Founder to Visit Madison

This joint meeting of the NPC/EAAPTO Coalition and the members of the School Board constitutes an open meeting of the members of the Madison School Board for which public notice must be given pursuant to Wisconsin Statute § 19.82 through § 19.84.

But do small, neighborhood schools really lead to higher achievement levels for students?
“I don ‘t think there ‘s any hard-core answer to that, ” said Allan Odden, a UW-Madison education professor and nationally recognized expert in education policy and reform.
Research so far, Odden said, fails to show a clear link between achievement and school size, particularly within the range of sizes in Madison.
The district ‘s smallest elementary school is Nuestro Mundo, with 181 students, and largest is Leopold, with 718.
Odden does offer an opinion, though, of Madison ‘s turmoil over neighborhood schools.
“What I would say is the city has too many schools in some neighborhoods and it costs too much to keep some of them open, ” Odden said. “The issue to me here is not effectiveness (of small schools compared to larger schools). The issue to me is budget and politics. ”
The other trade-off, in some neighborhood schools, is that students may be packed into classrooms or have inferior bathrooms or gyms, compared to their peers in larger, newer buildings.

This is an issue. The classroom fixtures in new school structures (far west elementary building) are quite different than those found in most facilities.

West High / Regent Neighborhood Crime Discussion

Parents, staff and community officials met Wednesday night to discuss a number of recent violent incidents at and near Madison West High School [map]
I took a few notes during the first 60 minutes:
Madison Alders Robbie Webber and Brian Solomon along with James Wheeler (Captain of Police – South District), Luis Yudice (Madison School District The Coordinator of Safety And Security), Randy Boyd (Madison Metro Security) and West Principal Ed Holmes started the meeting with a brief summary of the recent incidents along with a brief school climate discussion:
James Wheeler:

Police beat officer and Educational Resource Office (ERO) patrol during West’s lunch period.
“There have been complaints from the houses around the school” so MPD increased patrols to “make a statement last week”.
Still a relatively safe neighborhood.
3 arrests at Homecoming.
Made a drug dealing arrest recently.
People do see drug dealing going on and have reported it.
There have been additional violent incidents, especially at the Madison Metro transfer points

Behavior is atypical of what we have seen on the past . Perpetrators are new to West.
Emphasized the importance of a safe learning environment.
Make sure there are police and school consequences and that they are severe. These crimes are unacceptable and should not be tolerated.

60+ bus runs daily for the school system.
There have been some serious fights at the transfer points. Cameras are in place there.
Main problem is confidentiality due to the students age. Can track them via bus passes.
Adding DSL so that the police precinct can monitor the transfer points. Incidents are about the same as last year but the numbers are going up.
Baptist church elders have helped patrol the South Transfer Point. We are looking for more community help.

Big picture perspective:
Our community really has changed a lot within the past five years. I sense a great deal of stress within the police department.
Citywide issues
Increasing violence involving girls. He has looked at a lot of data with the District Attorney’s office. Girls are extremely angry.
Angry parents are coming into the schools.
Increasing issues in the neighborhood that end up in the schools. Mentioned South Transfer Point beating and that Principal Ed Holmes mediated the situation at an early stage.
Growing gang violence issue particularly in the east side schools. We do have gang activity at Memorial and West but most of the issues are at Lafollete and East. Dealing with this via training and building relationships
What the school are experiencing is a reflection of what is going on in the community.

Parents:

Parent asked about weapons in school, metal detectors and k9 units.
Response:


Do we have weapons in school? Yes we find knives in all the schools. No guns. Unfortunate fact is that if a kid wants to get their hand on a gun, they can. They are available.

Ed Holmes:

“We took away a gun once in my 18 years”.
I want to get across to the students – if they see something they have to report it. We have 2100 students and 250 staff members.

Parents:

Kids are afraid of the bathrooms
Another lunch assault that has not been reported.
Incidents are much higher than we know because many incidents are not reported.

A parent asked why the District/Police did not use school ID photos to help victims find the perpetrators? Ed Holmes mentioned that District has had problems with their photo ID vendor.

This report summarizes the findings of the Leadership Profile Assessment conducted by Hazard, Young, Attea & Associates, Ltd. (HYA) for the Board of Education of Madison Metropolitan School District (MMSD). The data contained herein were obtained from reviewing approximately 185 completed Leadership Profile Assessment forms, 220 emailed responses and interviews with approximately 240 persons identified b y the Board, in either individual, focus group or community input settings, on September 19 and 20, 2007. The questionnaire, interviews and focus groups were structured to gather data to assist the Board in detennining the primary characteristics it might seek in its next superintendent of schools. Through this process, the consultants attempted to identify the personal and professional characteristics desired in the superintendent, as well as the skill sets necessary to maintain what constituent groups value and to address current and emerging issues which the District might be facing.
Information obtained through interviews, emails and completed questionnaires reflects similar views from all groups with respect to the multiple strengths of MMSD. Respondents were extremely proud of their District’s national recognition for educational excellence. They voiced pride in their students’ excellent test scores, the District’s exceedingly high number of National Merit Semifinalists and its ability to provide top quality academic programs in an environment of rapidly changing demographics. Given the changes in the socio-economic, racial and ethnic make-up of the student body, residents identified as major strengths the District’s commitment to reduce the achievement gap between Caucasian and minority students, its willingness to address issues of diversity and its provision of training in best practices to assist staff in meeting the special needs of a diverse student population.
Respondents also pointed to MMSD’ s commitment to neighborhood schools, retention of small class sizes in most elementary schools, rigorous curriculum, support of music programs and the arts, broad range of sports and other extra-curricular activities, high expectations of a well educated parent constituency and its excellent special education program with the focus on the inclusion of students in regular classrooms. Residents cited the strong support for the District by caring, involved parents and by a community that values high academic standards and achievement. Other strengths cited included the District’s bright, motivated students and its highly competent, dedicated, hard-working teachers and support staff committed to the success of all students. Building administrators were commended for their dedication, accessibility and innovative leadership in providing programs that reflect the needs of their individual school populations. All respondents cited MMSD’s proximity to and partnership with UW-Madison and Edgewood College as invaluable assets.
The over-arching challenge cited by all respondents centered on the MMSD’ s future ability to maintain its excellent academic programs and student performance, given the District’s insufficient financial resources, significant budget cuts and ever-growing low-income and ELL student populations. These concerns are interrelated and if not addressed successfully could eventually become the self-fulfilling cause of what respondents feared the most: the exodus of a considerable number of high-performing upper/middle class students to private or suburban schools as a “bright flight” mentality overrides parental desire to provide children with a “real world” enviromnent of socio-economic, ethnic and racial diversity.
Concern over the funding issue was expressed in several ways: failure to cut the personnel costs of a “top heavy” central office, more equitable funding of the various schools, state level politics that restrict local access to property taxes and fail to increase state funding, the cost of responding to the arbitrary mandates of t he NCLB law, the future need for a referendum to increase property taxes and a strong teachers’ union perceived as placing its salary/benefit issues, restrictions on management prerogatives and undue influence over the Board ahead of the District’s interests. The impact of continued budget cuts strikes at the quality and reputation of the educational program, with fear of an erosion of the comprehensive curriculum and after-school activities, reduction in aides who help classroom teachers with ELL and special education students; curtailment of music, fine arts and gifted programs; increases in class size; lack of classroom supplies; postponed maintenance and renovation of aging facilities; need to update technology and the lack of long-range financial planning as the District confronts one financial crisis after another.
Concern over the impact of the changing demographics was also expressed in various ways: fear that the rising cost of responding to the special needs of an increasingly diverse student population and efforts to close the achievement gap will reduce the dollars available to maintain electives and enrichment programs for regular and gifted students; the changing school culture in which gang activity, fights between students, a pervasive lack of respect by students toward authority are perceived as the norm, which in turn generates fear that the schools are no longer as safe as they used to be; the need to provide more relevant programs for the non-college bound students and the need to address the high minority student dropout rate. Concern that students from minority group populations are disproportionately disciplined, suspended and/or expelled was also expressed.
Almost all constituent groups felt that the Board and Administration need to gain the trust of parents and the community through communication that clearly identifies the fiscal issues and the criteria on which funding and budget decisions are based. Many expressed the view that the Board and Administration’s lack of transparency in district decision-making and show of disrespect toward those who question administrative proposals have eroded constituent support. A concerted effort by the Board and Administration to become more creative in publicizing the successes of MMSD’s outstanding educational opportunities might encourage mor e young upper/middle class families to move into the District and convince others to remain.
Respondents agreed on many of the attributes that would assist a new superintendent in addressing the issues confronting MMSD. They want a student-centered, collaborative educational leader of unquestioned integrity with superior communication, interpersonal and management skills. He/she should have strategic plmming skills and feel comfortable with the involvement of parents, teachers and community members in shaping a vision for the District’s future direction. The successful candidate should be a consensus builder who has had experience in meeting the needs of an ethnically and socio-economically diverse student population. He/she should b e sensitive and proactive in addressing diversity issues and a strong advocate of effective programs for ELL and gifted students and of inclusion programs for special education students. The new superintendent should be open to new ideas and encourage staff to take risks with research-based initiatives that engage students in learning and maintain high academic expectations as they work together toward common goals. When confronted with controversial issues, he/she should be willing to seek the views of those affected, examine all options and then make the tough decisions. The new superintendent should have the courage of his/her convictions and support decisions based on what is best for all students
The successful individual should have a firm understanding of fiscal management and budgets, K-12 curriculum and best practice and the importance of technology in the classroom. He/she should be a strong supporter of music, fine arts and after-school activities. The new superintendent should have successful experience dealing collaboratively with a Board and establishing agreement on their respective govemance roles. He/she should have a proven record of recruiting minority staff and hiring competent people who are empowered to strive for excellence and are held accountable.
He/she should b e visible in the school buildings and at school events, enjoy interacting with students and staff, be actively involved in the community and seek opportunities to develop positive working relationships with state and local officials, business and community groups. The individual should be a personable, accessible, open-minded leader who engages staff, students, parents and the community in dialogue, keeps them well informed and responds respectfully to inquiries in a timely, forthright manner.
While it is unlikely tofind a candidate who possesses all of the characteristics desired by respondents, HYA and the Board intend to meet the challenge of finding an individual who possesses many of the skills and character traits required to address the issues described b y the constituent groups. We expect the new superintendent to provide the leadership that inspires trust and unites the community in its support for MMSD’s efforts to achieve an even higher level of performance for its students and staff.

Special Education: When Should Taxes Pay Private Tuition?

A decade ago, Tom Freston, then a top Viacom Inc. executive, began a legal battle to force New York City to pay for his son’s tuition at a Manhattan private school for children with learning disabilities.
Today, the U.S. Supreme Court is set to hear arguments to resolve the central question of the case: Must parents of special-education students give public schools a chance before having taxpayers reimburse them for private-school tuition? How the justices respond will have broad implications for school budgets and the movement toward “mainstreaming,” or educating disabled children in regular classrooms. Mr. Freston, pledging to donate any proceeds, has said the fight is about principle, not money.
Under a landmark 1975 special-education law, now known as the Individuals with Disabilities Education Act, school systems must provide a “free appropriate” public education to disabled students. Congress, alarmed that schools were warehousing kids with special needs in poorly equipped classrooms, said that, wherever possible, the children should be placed in the “least restrictive environment” — often the same classrooms as their nondisabled peers. In 2005, about 54% of special-education students spent 80% or more of the school day in a regular classroom, up from 33% in 1990.
Nonetheless, the act permits parents to seek public financing for private schools if they can establish that the public schools can’t meet their children’s needs. About 88,000 of the nation’s more than six million special-education students are educated in private schools or in private residential facilities at public expense.

100 Black Men of Madison:

100 Black Men of Madison 11th Annual Back to School Picnic will be held this Saturday August 25th, rain or shine at Demetral Park located on Commercial and Packers Avenue at 11 am.
Over 2,000 free backpacks filled with school supplies will be distributed to students in kindergarten thru eighth grade.
In addition, hamburgers, hot dogs and beverages will be served. This event is first come, first served and students must be in attendance to receive a backpack.
The purpose of this event is to assist students at the beginning the school year with the supplies needed for academic success and to reduce the achievement gap.

Parent Training Opportunity with Corwin Kronenberg

The District will be holding a parent training session with Corwin Kronenberg on Wednesday, August 22, from 7:00 p.m. to 8:30 p.m. at the Hilton Garden Inn on Deming Way. Mr. Kronenberg’s focus will be “A Parent’s Approach to Above-the-Line-Behavior for Students.” Teachers will be doing an all-day training with Mr. Kronenberg on August 20 that will focus on creating a common understanding of behavioral expectations in the classroom.
Each MMSD principal was asked to work with their parent organization to send a representative team of five parents to the event. It is not clear if this happened at each school or if the program has reached capacity.

Community invited to give input on grant opportunity

(It seems that the public information session on the work of the High School Redesign Committee — including how it relates to the SLC grant described below — has been turned into something else quite entirely.)

On Thursday, June 7, 2007, Superintendent Art Rainwater will be leading a discussion to solicit the Board of Education’s and community’s input on a $5.5 million dollar grant application to the U.S. Department of Education.
The grant recipients would be the four comprehensive MMSD high schools. The focus of the grant will be the expansion or creation of personalized learning environments so that all students in these high schools will be able to access programs and classes that will make the most of each student’s intellectual potential and provide a clear pathway to post secondary education or careers.
The grant is titled “Smaller Learning Communities” and focuses on the well-researched idea that schools with populations approaching two thousand need a variety of ways for students to meaningfully connect with adults, to form strong, productive peer relationships, and to be successfully challenged by a rigorous academic program.
This discussion will take place at a Special Board of Education meeting that will be held at Wright Middle School, 1717 Fish Hatchery Road [map], starting at 6:30 PM.

Isabel Jacobson National Spelling Bee Roundup

    The silence crackled in a downtown hotel Thursday as Isabel A. Jacobson, an eighth-grader from Madison and the sole Wisconsin entrant to the Scripps National Spelling Bee, enunciated “c-y-a-n-o-p-h-y-t-i-o-n.”
    Ping, the telltale final bell. Shoulders shrugging helplessly. Applause.
    Misspelling the word cyanophycean, Isabel, the last girl in the group of five finalists, dropped out in Round 9, tying for third place. Cyanophycean is a blue-green alga.
    “I feel great but kind of sad because it was my last spelling bee, and I’ll never be up on the stage again,” said Isabel, 14.
    “I’m not shocked that she’s done this well,” said Jeff Kirsch, her tutor. “Luck is a factor, as is skill. But she studied and she’s smart – the last surviving girl.”

    Isabel, 14, made her prime-time television spelling debut Thursday night at the Scripps National Spelling Bee, correctly spelling the French word epaulement, but later slipping up on cyanophycean and ultimately tying for third.
    Isabel, an eighth-grader at O’Keeffe Middle School, was the only female speller by the end of Round 8 in a competition that went 13 rounds.

    One was only 11 and the oldest topped out at 14, but many of these kids had been here before. They knew the white-hot intensity of the competition, the absurdity of some of the words they were being asked to spell on national television and the warm applause that inevitably burst from the crowd when they got them right.
    Most of the 15 finalists in this year’s Scripps National Spelling Bee were a seasoned crew. And that, in the end, might have helped propel Evan M. O’Dorney, 13, who has taken to eating tuna sandwiches from Subway for good luck each of the three times he has been in the finals, to victory last night.
    Evan, an eighth-grader from Walnut Creek, Calif., exuded confidence as he faced the only other contestant still standing, Nate Gartke, 13, of Edmonton, Alberta. First, Evan spelled “Zoilus.” Nate, a musician who is a member of a curling team, countered by correctly spelling “vituline.” The Canadian gave a thumbs-up as a half-dozen of his nation’s flags waved from the audien

Local high school students graduate from Information Technology Academy

On Saturday, June 2, 14 area high school students will receive Certificates of Graduation for completing an intensive information technology training program through the University of Wisconsin-Madison called the Information Technology Academy (ITA).
ITA is a four-year precollege program that provides hands-on training and access to technology for talented students of color and economically disadvantaged students attending Madison public schools. During their four-year ITA experience, the students meet biweekly during the academic year to learn Web design, animation, graphic design and other technology skills. They also participate in two-week technology training camps in the summer, hone their technical skills in short-term internships and strengthen their leadership skills through community service projects. Their learning and development is further enhanced through matches with mentors, who help guide and support students during their involvement with the program.

Microsoft Unveils Math 3.0 and Latest ACT Report: Rigor at Risk….

Only one-quarter of high school students who take a full set of college-preparatory courses — four years of English and three each of mathematics, science and social studies — are well prepared for college, according to a new study of last year’s high school graduates released today by ACT, the Iowa testing organization.
The report analyzed approximately 1.2 million students who took the ACT college admissions test and graduated from high school last June. The study predicted whether the students had a good chance of scoring C or better in introductory college courses, based on their test scores and the success rates of past test takers.
The study concluded that only 26 percent were ready for college-level work in all four core areas, while 19 percent were not adequately prepared in any of them.

MMSD / MTI Contract Negotiations Begin: Health Care Changes Proposed

The district and Madison Teachers Inc. exchanged initial proposals Wednesday to begin negotiations on a new two-year contract that will run through June 30, 2009. The current one expires June 30.
“Frankly, I was shocked and appalled by the school district’s initial proposal because it was replete with take-backs in teachers’ rights as well as the economic offer,” John Matthews, executive director of MTI, said in an interview Thursday.
But Bob Butler, a staff attorney with the Wisconsin Association of School Boards who is part of the district’s bargaining team, said he believed the district’s proposal was fair and flexible.
He said the administration’s proposal on health care provides two new HMO plans that could bring savings to the district and new options to employees, while still providing an option for the more expensive Wisconsin Physicians Service plan for employees who want it.
The district is proposing that teachers accept language that would allow two new HMO insurance plans, provided by Dean Care and Physicians Plus, to be added to the two plans currently offered.
Slightly more than 53 percent of the employees represented by the teachers’ bargaining unit use the less expensive Group Health Cooperative plan, which is a health maintenance organization, or HMO. The district’s costs for the GHC plan for next year are $364.82 per month for singles and $974.08 for families. Employees who opt for the GHC do not pay a percentage of the premium themselves but are responsible for co-pays for drugs that range from $6 to $30.
If about the same number of district employees — 1,224 — use the GHC plan next year, it would cost the district about $11.6 million.
The other option currently available to teachers is provided by Wisconsin Physicians Service. A preferred provider organization plan, it provides health insurance to just under 47 percent of the district’s teacher unit.
A more flexible plan that allows participants to go to different doctors for different medical specialties, the WPS plan next year will cost the district $747.78 per month for singles and $1,961.13 for families. Under the current contract, employees pay 10 percent of the cost of the WPS plan, which this year is $65.65 per month for singles, and $172.18 per month for families.
The cost estimate for the school district’s share of the WPS plan under the current contract would be about $19 million. Employees, who pick up 10 percent of the cost as their share of the premium, would pay another $2 million under the current structure.

It’s important to remember that a majority of the Madison School Board voted several months ago to not arbitrate with MTI over health care costs. Andy Hall has more:

But with the Madison School Board facing a $10.5 million budget shortfall, is the board giving away too much with its promises to retain teachers’ increasingly pricey health insurance and to discard its legal mechanism for limiting teachers’ total compensation increase to 3.8 percent?
Yes, School Board Vice President Lawrie Kobza said Saturday, “I feel very strongly that this was a mistake,” said Kobza, who acknowledged that most board members endorse the agreement with Madison Teachers Inc., the teachers union.
State law allows districts to avoid arbitration by making a so-called qualified economic offer, or QEO, by boosting salaries and benefits a combined 3.8 percenter a year.
“To agree before a negotiation starts that we’re not going to impose the QEO and negotiate health care weakens the district’s position,” Kobza said. She contended the district’s rising health-care costs are harming its ability to raise starting teachers’ salaries enough to remain competitive.
The “voluntary impasse resolution” agreements, which are public records, are used in only a handful of Wisconsin’s 425 school districts, according to the Wisconsin Employment Relations Commission.

The Administration used a “salary savings” account to “balance” the budget. When such savings did not materialize, the MMSD’s equity (the difference between an organization’s assets and liabilities) declined.



Interestingly, Madison School Board members Beth Moss, Carol Carstensen and Maya Cole have advocated the continued reduction in the District’s equity as a means to help balance the 2007 / 2008 $339M+ budget. Beth proposed budgeting an additional $2.133M in “salary savings” above the planned $1M while Carol sought $2M and Maya asked for an additional $500K. Finally, several years ago, I received an email from a person very concerned about the “dramatic” decline in the MMSD’s “reserves”, which according to this person were, at one time over $50M. I asked for additional data on this matter, but never heard from that person again.

The equity fund’s decline gives the MMSD less wiggle room over time, and means that we, as a community face decisions related to facilities, staffing and services. Hopefully, the MMSD board and administration can start to consider and implement new approaches, including virtual learning tools and expanded collaboration with community assets like the UW, MATC and others. I hope that we can move beyond the annual “same service approach” and begin to think differently. Peter Gascoyne’s 5 year approach to budgeting is a good place to start

“[Ask] what is the best quality of education that can be purchased for our district for $280 million a year. Start with a completely clean slate. Identify your primary goals and values and priorities. Determine how best to achieve those goals to the highest possible level, given a budget that happens to be $40 million smaller than today’s. Consider everything – school-based budgeting, class sizes, after-school sports, everything.”

Waukesha West Wins 6th Wisconsin Academic Decathalon

For everyone who has lamented when athletic skills overshadow intellectual prowess, Waukesha West High School answered back Tuesday, winning a sixth consecutive state Academic Decathlon crown backed by a cheering section worthy of a hockey game.
The team dominated the two-day championships, beating its nearest competitor – Sun Prairie High School – by more than 7,000 points out of a possible 60,000. Waukesha West scrimmage partner Kettle Moraine High School came in third overall.
“It’s just like fine wine – it keeps getting better and better,” Waukesha coach Duane Stein said of his sixth state title.
Not only did the Waukesha West team take home the team prize in all 10 of the events in the decathlon – from essay writing to tests in academic subjects – two team members set state records in individual categories. The team also beat the previous state records in essay and social science.

UW-Madison hosts summer youth activities fair

The University of Wisconsin-Madison’s Summer Youth Activities Fair will be held from noon-2 p.m. on Saturday, Feb. 17, at the Villager Mall, 2300 S. Park St. [map]
Parents and students will find exhibitors from many of the skill-building programs — academic, recreational and athletic — offered by postsecondary educational institutions in Dane County this summer.
This program is open to all youth and families of Madison and Dane County. Many of the programs have a special focus on the recruitment and retention of families of color and low-income families for summer and academic precollege programs.

    But citizen praise was matched by district badmouthing. At every stage, district officials exaggerated the potential problems posed by the school, and at no point did they provide evidence that they had worked to resolve them.
    For example, Rainwater wants the 44-student school to have its own full-time principal and secretary, while Studio School backers want to save money by sharing Emerson’s resources.
    Rainwater’s insistence on spending more money, which could torpedo the proposal, left some shaking their heads. Kobza asked whether it would make sense to even consider other charters, as Rainwater’s rules would make them financially unviable.
    Rainwater, amazingly, conceded the point: “I agree that you would never have a charter school” given these requirements, he said.

Education and Educational Research in an Era of Accountability: Insights and Blind Spots

I am pleased to invite you to a conference on “Education and Educational Research in an Era of Accountability: Insights and Blind Spots“, to be held on February 7-8, 2007, at the Pyle Center [map], near the University of Wisconsin-Madison campus. Attendance is free, and we very much hope that members of the local educational community will be able to attend. The conference is sponsored by the Department of Educational Policy Studies at the University of Wisconsin-Madison. A schedule detailing the presentations is attached.
The conference will examine the impact on schools of the increased accountability, rationalization, and standardization of education symbolized and accelerated by the No Child Left Behind Act. It will also look at recent shifts in educational research that are associated with these trends, out of which a new emphasis on, and a new definition of, “scientific research” have emerged.
The conference will start Wednesday evening, February 7th, with a keynote address by Professor Richard F. Elmore, who is the Gregory R. Anrig Professor of Educational Leadership at the Harvard Graduate School of Education, and Co-Director of the Consortium of Policy Research in Education. Professor Elmore will be introduced by Dean Julie Underwood of the UW School of Education. He is particularly interested in complex efforts at the school level to improve the quality of instruction. He seeks to understand how current state and federal accountability systems can work to support those efforts, as well as how these systems may unintentionally work at cross purposes with school and district level efforts. His recent works include School Reform from the Inside Out and the co-edited Redesigning Accountability Systems for Education.

Madison United for Academic Excellence Meeting on Our High Schools

Madison United for Academic Excellence (MUAE — www.madisonunited.org) will hold its next monthly meeting on Tuesday, January 23, at 7:00 p.m. in Room 209 of the Doyle Administration Building. The topic for the evening will be our high schools. An informal panel of students and parents from each of our four high schools will be joining us for the evening. They will provide us with an insider’s view of their school communities and update us on recent events at their schools. We also hope to have a representative from the MMSD Student Senate at the meeting.
Here is the complete list of topics that we will be discussing that evening:
1) A comparison of the four high schools, in terms of course offerings — especially in terms of high-end course offerings, especially at the 9th and 10th grade levels.
2) An update on Superintendent Rainwater’s December 4 “High Schools of the Future” presentation, including his plans for a two-year high school “study” and the freeze he has put on any further changes in our high schools while the study is going on.
3) The difference between TAG, honors, accelerated, advanced, AP (Advanced Placement) and IB (International Baccalaureate) classes; the evidence regarding AP courses and tests and later success in college; and the AP audit that is going to be conducted this year.
4) An update on the current situation at each high school.
5) A report on the MMSD Student Senate’s recent discussion of embedded honors and complete heterogeneity in the high school classroom.
6) An update on the Youth Options Program and the general issue of receiving MMSD credit for non-MMSD courses.

Financially Support Madison Schools’ Math Festival

The Talented and Gifted Division of MMSD is busy organizing ‘MathFests’ for strong math students in grades 4 – 8. These events are planned to provide an opportunity for students to interact with other students across the city who share a passion for challenging mathematics. Many of these students study math either online, with a tutor, by traveling to another school, or in a class with significantly older students.
These events will be hosted by Cuna Mutual Insurance and American Family Insurance. Students will have an opportunity to learn math in several ways: a lecture by a math professor, group learning of a new concept, and individual and small group math contests. Over 300 students from 38 schools will be invited to participate.
The funding for this project is challenging as there are no significant MMSD funds available. A plea for funding in the last several weeks has resulted in gifts totaling about $1000. Those gifts will guarantee that the middle school Mathfest will be held on Wednesday, February 21st.
In order to hold the Elementary MathFests on each side of Madison would require additional donations. Gifts totaling $1600 would provide the necessary support to provide 200 students with a very special experience. If anyone or any group would like to contribute, it would be most appreciated. Activist Parent & Contributor Janet Mertz Named AAAS Fellow

Five University of Wisconsin-Madison faculty members are among the 449 scientists and engineers to be awarded fellowships from the American Association for the Advancement of Science (AAAS), which were announced this week (Nov. 23).
The AAAS grants the distinction to researchers advancing science and engineering in significant ways. New fellows will be recognized at the Fellows Forum, held during the 2007 AAAS annual meeting in San Francisco on Feb. 17.
UW-Madison faculty elected this year include:
Janet E. Mertz, professor of oncology, for the development of recombinant DNA methods and for the co-discovery of introns, messenger RNA transport elements and mechanisms by which viruses regulate their expression.
The AAAS is the largest scientific society in the world. Founded in 1848, the AAAS publishes the journal Science.

High School Redesign & Academic Rigor: East High United Meeting 11/9 @ 7:00p.m.

With all of the talk about the district’s high schools going through a redesign process (similar to what the middle schools did last summer), I think it’s important that as many interested people as possible attend the East High United meeting at 7 p.m. on Nov. 9 at East High School [map/directions].
I recently asked principal Alan Harris about English 9 and whether it would continue to be divided into three ability groupings: TAG, Academically Motivated, and regular. I was pleased to find out that they no longer call one section Academically Motivated. Instead, it’s called Advanced.
At any rate, Alan told me that assistant principal David Watkins is the best contact for all information regarding core academics (English, Math, Science, Social Studies). He also told me that they are in the current planning stages for next year and can’t say whether ability groupings will be offered.
Alan stated: “At our East High United meeting on November ninth, at 7:00 we will be discussing our Vision 2012 goals related to high expectations. Advanced classes, TAG programming and curriculum expectations will be a part of this discussion.”
If TAG programming, high expectations, and academic rigor are important to you, please attend this meeting and voice your concerns.

Latest on the Madison School District’s Policy Change Regarding Credit for Non-MMSD Courses

Here is the official wording of the new MMSD policy regarding students taking non-MMSD courses. 78K PDF. See my earlier post on this unpublished change:

A. Taking outside courses (other than Youth Options) if a student wishes to receive credit toward graduation.

  1. The course must be pre-approved by the principal.
  2. The course may only be an elective.
  3. A student may only receive elective credit toward graduation provided the District does not offer a comparable course, if a student receives credit it will be reflected as pass/fail.
  4. Elective credits toward graduation shall be granted in the following manner:

    No more than 1 elective credit per year. No more than 1 elective credit in the same subject. more than 2 elective credits may be applied to the total graduation requirement.

  5. The student’s transcript shall only include a description of the course, the institution, if any, the date the course was completed, the credit, if any, and the pass/fail grade.
  6. No grades will be included as part of a student’s GPA.
  7. All costs related to taking the course shall be the responsibility of the guardian of the student or student.

Wisconsin School Financing Proposal

A major study of restructuring the state’s school funding system has produced a plan its author predicts could double academic achievement among Wisconsin students for 6.8% more money annually than the state spends currently.
The study by Allan Odden, a University of Wisconsin-Madison education professor, is more than a year in the making and has included input by some of the state’s most influential education policy makers. However, members of the task force who have been advising Odden say it is still a work in progress, and major disagreements arose Friday at a meeting at which he released detailed cost estimates for his plan.
“Nobody agrees with everything,” Odden conceded, “but there’s been no great revolts.”
Odden is slated to present the plan at a hearing next week of a special legislative council on the school-aid formula, which is headed by state Sen. Luther Olsen ( R-Ripon), a member of Odden’s task force.
The council will also hear about two other plans, one from Democratic state Sen. Jon Erpenbach (D-Middleton) and the other from the Wisconsin Alliance for Excellent Schools, Olsen said.
Jack Norman, research director for the Institute for Wisconsin’s Future, who helped draft the funding plan for the Wisconsin Alliance for Excellent Schools, called Odden’s plan “really terrific.” But he disagreed with some of the details, including how it would fund special education and its reduced funding for high school electives.

Let me try to set the context for the Legislature’s use of the chartering strategy. The ‘Why?’ of anything is important to legislators. It is fair to ask: “If ‘chartering’ is the answer, what was the question?”
The question is: How do we make schooling different enough to motivate the kids who have never learned well in conventional school?
Paul Houston, the head of AASA, has been pointing out how dramatically the signals have been switched for public education. Forever, their charge was access and equity: take everybody; give everybody the opportunity to participate and to learn. Now suddenly the charge is proficiency: The districts are required to see that all children learn.
This is a huge change. The current model of schooling was not built for this. The districts were not built for this. Success with this very different assignment requires major readjustment in the institution.

A New School on Madison’s Far West Side: A Long Term Perspective

On November 7, Madison area residents will be asked to vote on a referendum concerning our local schools. While the referendum has three parts, this paper will focus on the first part – the construction of a new school on the far west side, representing over 75% of the total cost of the referendum.

This report will argue that the most important determinant of whether or not a new school should be built on the far west side (or anywhere else in the district), is whether the long-term outlook clearly indicates it is appropriate. Otherwise, the problem should be considered temporary, with temporary measures pursued to address it. However, the situation here suggests strongly that the problem is a more permanent one, requiring a “permanent solution”, the building of a new school.

This report will not attempt to forecast specific enrollment figures for the Madison Metropolitan School District (MMSD) – such an effort would take several months to do properly. Instead, it will focus on the TRENDS that support the conclusion a new school is warranted.

Conference on High School Task Force recommendations

The State Superintendent will host a conference on October 20 on the recommendations of the High School Task Force, which she appointed:

A: Encourage educators and policymakers to move outside of existing structures and pursue innovation.
B: Give students the opportunity to engage in rigorous, authentic learning experiences that are relevant to their learning needs and future ambitions.
C: Create smaller, personalized learning environments and require learning and lifelong education plans for individual students.
D: Promote and enhance partnerships among schools, parents, businesses, and communities, linking community resources with school programs and curriculum

World Famous Artist Collaborates with Cherokee Middle School Students

The artist known simply as Wyland — who is famous for panting building-sized marine murals in cities around the country — visited Cherokee Middle School on Tuesday where he worked with 40 students to paint a mural.

The Cost of an “Adequate” Education

The nation is watching to see what happens with New York City school finance. After a dozen years in the courts, the case of Campaign for Fiscal Equity (CFE) v. New York is now back at the Court of Appeals for a final judgment about the added appropriations that the legislature must send to the city. This judgment is, however, unlikely to be the final statement. If the legislature must come up with an incredible sum of money close to the more than $5 billion currently on the table, it may well balk, precipitating a true constitutional crisis.
New York’s school-finance case may be the most visible in the nation, but it is certainly not unique. Almost half of the states today have an “adequacy” case in their courts. Only five states have never faced a school-finance case during the past three decades. New York, however, is on center stage this week. Because of the size of the judgment, the New York decision could send shock waves through state legislatures across the country.
Earlier this year New York’s intermediate court called for an added appropriation of $4.7 to $5.6 billion per year to go to New York City schools. The state, with Attorney General Eliot Spitzer helming the defense, appealed this decision. Final oral arguments will be given tomorrow, marking at least a culmination in the legal battle, though likely not the last word in the fight.
New Yorkers tend to view this case with righteous indignation: The legislature simply failed to provide the city schools with adequate resources. After all, they argue, the trial court, after listening to seven months of testimony, found this to be a clear violation of the state constitution and slapped a precise dollar value on what it saw to be the magnitude of that violation.
Unfortunately, in determining the cost of an “adequate” education, the court relied heavily on the questionable analysis of consultants hired by the plaintiffs. Their analysis, labeled a “professional judgment model,” was advertised as a scientific determination of the amount of spending necessary to secure an “adequate” education for every New York City student. Yet, this analysis violates virtually every principle of science and, as a result, has produced a politically saleable but scientifically unsupportable answer to the problem.

Drumroll Starts for a Yes Vote

With Election Day just a month off, the discussion over Madison’s $23.5 million dollar school referendum has been remarkably quiet.
But that changes today and referendum supporters say they are optimistic that this time voters will give a thumbs-up to district building projects.
A grassroots citizen group will start today to assemble and distribute yard signs supporting the referendum. In the next two weeks, the school district will hold four informational sessions at Sennett, Cherokee, Sherman and Jefferson middle schools.
At issue is the three-part question that school district voters will be asked to approve or reject Nov. 7.

Two Madison Memorial students are among 1600 African American high school seniors being honored for their academic excellence by the National Achievement Scholarship Program.
Michael McKenzie and Jarrell Skinner-Roy are designated semifinalists in the 43rd annual awards competition, which makes them eligible to compete for about 800 scholarship awards worth a total of about $2.5 million.
The National Achievement program is conducted by the National Merit Scholarship Corporation and was initiated in 1964 to honor academically promising black youths.

NEW YORK — A public school teacher was arrested today at John F. Kennedy
International Airport as he attempted to board a flight while in
possession of a ruler, a protractor, a set square, a slide rule and a
calculator. At a morning press conference, Attorney General Alberto
Gonzales said he believes the man is a member of the notorious Al-gebra
movement.
Mr. Gonzales did not identify the man, who has been charged by the FBI
with carrying weapons of math instruction.
“Al-gebra is a problem for us,” Gonzales said. “They desire solutions by
means and extremes, and ! sometimes go off on tangents in search of absolute
values.”
“They use secret code names like ‘x’ and ‘y’ and refer to themselves as
‘unknowns’, but we have determined they belong to a common denominator of
the axis of medieval with coordinates in every country.”
As the Greek philanderer Isosceles used to say, ‘There are 3 sides to
every triangle’.”
When asked to comment on the arrest, President Bush said, “If God had
wanted us to have better weapons of math instruction, He would have given
us more fingers and toes.”

PUTTING FUNDS FROM LEOPOLD REFINANCING INTO THE DISTRICT’S CONTINGENCY FUND IS A WISE MOVE

I would like to address the issue of how the $276,000 from the Leopold refinancing would be handled in the 06-07 school year if the referendum is passed.
The money for the debt service related to the Leopold construction is currently in the Business Services Budget for the District. If the referendum passes, the Board has committed to moving that $276,000 to the District’s contingency fund. Questions have been raised about the wisdom of moving the money to the contingency fund. I believe that is a wise move.
The Board has three options for the funds if the referendum is passed. It can either leave that money in the Business Services budget, it can decide to spend that money in another way, or it can decide to move the money to the contingency fund and potentially use it to soften the budget cuts that will be required for the 2007-08 budget period.
I believe the best course is to put the money in the contingency fund and use it to soften the budget cuts needed for 2007-08 if possible. I don’t believe it is wise to put something back into the 2006-07 budget now – after it was already cut – especially if it is likely that it would need to be cut again in 2007-08.
Putting money in the contingency fund does give the Board discretion on how to spend or not spend the money. Therefore, if 5 out of the 7 Board members believe that the contingency fund is needed in 2006-07 for some unexpected or unbudgeted item, the money could be used for that item. However, and I believe most importantly, the Board could decide not to spend that money at all and use it to address the cuts needed in the 2007-08 budget. If the Board instead determines now to spend that money in 2006-07, that money would not be available to cushion the blow in 2007-08.

Schoolmates Made Fun Of Boys Charged in Plot

Shawn R. Sturtz and William C. Cornell were inseparable, according to friends and acquaintances at Green Bay East High School. They ate lunch together, played with Yu-Gi-Oh game cards during class and played video games after school.
They shared some other things: At 300 pounds each, the two 17-year-old boys felt the verbal barbs and bullying of classmates, and, according to police, each had a fascination with the 1999 attack at Columbine High School near Denver.
Authorities here say that over the past two years, the pair plotted in secret to carry out their own version of the Columbine attack. They stockpiled guns and ammunition and mixed homemade explosives and napalm in Cornell’s large, yellow Victorian house in a leafy neighborhood a few blocks from the high school.
Last week, Sturtz proposed carrying out the plan, which involved shooting guns and setting off explosives in the school while blocking the exits with burning napalm, according to John P. Zakowski, Brown County district attorney.

“Ugly Ducklings” picks up where “Tea and Sympathy” and “The Children’s Hour” left off. Set in a girls’ summer camp, the play explores the dynamics of homophobia in a same-sex environment. A gothic thriller, “Ugly Ducklings” examines the unhealthy turns that relationships between girls can take when they are not allowed their natural expression. The so-called “Ophelia Syndrome” comes alive as the cabin of younger girls, their self-esteem still reinforced by the primacy of their relationships, comes into contact with the older girls who have begun to turn against themselves and each other in their attempts to conform to the pressures of compulsory heterosexuality. Angie, a middle-class college student, is falling in love with another counselor at the camp, Rene, who is a working-class “out” lesbian. Against this backdrop of intense homophobia, the young women struggle with their feelings for each other and the problems of defining themselves in a society that insists they be invisible. The camp legend about a monster in the lake parallels the adult phobias about lesbianism, and, confronted with an attempted child suicide, campers and counselors are compelled to face their worst fears in the microcosmic world of the summer camp.

The Midwest Academic Talent Search

Madison United for Academic Excellence (MUAE) is hosting an informational session about the Midwest Academic Talent Search (MATS) program run by the Center for Talent Development (CTD) at Northwestern University.
The MATS provides an opportunity for academically advanced students in grades three through nine to take an out-of-grade-level standardized test. Students in grades three through six may take the Explore test (essentially an ACT designed for eighth graders); students in grades six through eight may take the SAT test; and students in grades six through nine may take the ACT test. For students who routinely hit the ceiling of their district and state level tests, an out-of-grade-level test may be the only way to truly know what they know. Test results may be used for advocacy purposes, as well as to access a wide array of advanced educational experiences across the country.
Our guest speaker for the evening will be Carole Nobiensky, longtime staff member and Director of Programs at the Wisconsin Center for Academically Talented Youth (WCATY).

Thanks to search engines like Google, college instructors have become adept at spotting those shop-worn, downloadable papers that circulate freely on the Web, and can even finger passages that have been ripped off from standard texts and reference works.
A grade-conscious student these days seems to need a custom job, and to judge from the number of services on the Internet, there must be virtual mills somewhere employing armies of diligent scholars who grind away so that credit-card-equipped undergrads can enjoy more carefree time together.

Madison Teen Gets Perfect SAT Score

e represented Wisconsin in the National Spelling Bee. Now Robert Marsland III has another claim to fame.
The Madison high school senior earned a perfect score on the SAT college entrance exam, a feat all the more impressive because the test was revamped and expanded this year, with a writing essay added.
Last year, 1,050 students got a perfect 1600 score, according to the College Board, which administers the test. This year, just 238 students earned the new perfect score of 2400.

How Can This Continue: Negotating Health Insurance Changes

Health insurance has become the most prevalent issue discussed at the bargaining table today. Recent premium increases for school districts with July renewal
dates have focused even more attention on this issue.
Many administrators and board members ask: How can this continue? How do we communicate to our employees, our taxpayers and other interested constituents the effect that our health insurance costs have on our budgets? How do we maintain and, hopefully, expand our educational offerings when our costs for health insurance continue to eat up an ever larger portion of our budget?
There are many factors that have contributed to the high cost of health insurance: utilization of services, demographic trends (such as life expectancy and obesity), healthcare provider consolidation, duplication of services, new products and services, the growing number of uninsured, marketing of prescription drugs, medical malpractice expenses, level of benefits and plan design, among others.
This article will provide insight on how to address items that we can control at the bargaining table: the level of benefits, plan design and consumer behavior. Remember, health insurance is an economic and emotional issue; people don’t always make rational decisions when negotiating over this topic.

Randall School Turns 100

It was Madison’s first far west side school. Built in open fields at the edge of the city, Randall School was created to serve an exploding population of children from brand-new neighborhoods in University Heights and Wingra Park, adjacent to the Henry Vilas Zoo.
That was in 1906.
This fall, as Randall opens its doors to returning students, it will begin observing its 100th anniversary, a celebration that will kick off officially on Sept. 30 and continue through the school year, with a final all-school picnic next spring.

The Math Was Complex, the Intentions, Strikingly Simple

Last week, a reclusive Russian topologist named Grigory Perelman seemed to be playing to type, or stereotype, when he refused to accept the highest honor in mathematics, the Fields Medal, for work pointing toward the solution of Poincaré’s conjecture, a longstanding hypothesis involving the deep structure of three-dimensional objects. He left open the possibility that he would also spurn a $1 million prize from the Clay Mathematics Institute in Cambridge, Mass.
Unlike Brando turning down an Academy Award or Sartre a Nobel Prize, Dr. Perelman didn’t appear to be making a political statement or trying to draw more attention to himself. It was not so much a medal that he was rejecting but the idea that in the search for nature’s secrets the discoverer is more important than the discovery.
“I do not think anything that I say can be of the slightest public interest,” he told a London newspaper, The Telegraph, instantly making himself more interesting. “I know that self-promotion happens a lot and if people want to do that, good luck to them, but I do not regard it as a positive thing.”
