Comparing Madison, Boston & Long Beach Public Schools: Student/Teacher Ratio

Madison Superintendent Jennifer Cheatham recently cited the Boston and Long Beach Schools for “narrowing their achievement gap” during a July, 2013 “What Will be Different This Time” presentation to the Madison Rotary Club.
As time permits, I intend to post comparisons between the Districts, starting today.

Boston Schools’ budget information was, by far the easiest to find. Total spending is mentioned prominently, rather than buried in a mountain of numbers.
Finally, after I noticed that Madison’s student / teacher ratio is significantly lower than Boston, Long Beach and the Badger state average, I took a look at the Wisconsin DPI website to see how staffing has changed over the past few years. Madison’s licensed staff grew from 2,273 in 2007-2008 to 2,492 in 2011-2012.
What are the student achievement benefits of Madison’s very low ratio?

Long Beach City College tries an alternative to placement tests

Edward Yacuta felt rushed and nervous when he took a test to determine whether he was ready for college-level English classes at Long Beach City College.
The 18-year-old did poorly on the exam, even though he was getting good grades in an Advanced Placement English class at Long Beach’s Robert A. Millikan High School.
Most community colleges would assign students like Yacuta to a remedial class, but he will avoid that fate at Long Beach. The two-year school is trying out a new system this fall that will place students who graduated from the city’s high schools in courses based on their grades rather than their scores on the standardized placement tests.

Long Beach schoolchildren are a model for healthy eating

The mayor, a congresswoman, a county supervisor and U.S. Health and Human Services Secretary Kathleen Sebelius were on hand Tuesday for the unveiling of a new salad bar at Fremont Elementary School and to see the organic garden.
At least for one day, the students at Fremont Elementary School in Long Beach could be heard chanting, “Salad! Salad! Salad!” before lunch Tuesday.
Maybe it helped that they had an audience, including their principal, the Long Beach mayor, a congresswoman, a county supervisor and U.S. Health and Human Services Secretary Kathleen Sebelius.
And maybe it helps that teachers and food services staff, parents and a volunteer chef had all worked to put the salad bar in place and will help keep it going.

Wilson High School track athlete killed after football game in Long Beach

Friends and family gathered today at Woodrow Wilson High School in Long Beach to mourn the death of a 16-year-old honors student and track athlete who was gunned down as she and her friends were leaving a football game the night before.
Melody Ross, a junior in advanced-placement honors and a pole vaulter on the track team, was randomly hit by gunfire that also injured two young men, police said. It is not known if the shooting was gang-related. No arrests have been made.
Ross was identified by her uncle, Sam Che, who said their family emigrated to Southern California in the mid-1980s from Cambodia. “We escaped the killing fields,” said Che, 36.
Ross was dressed as Supergirl for the homecoming game against Polytechnic High School that was attended by many other students in costume on the day before Halloween. Ross was “an innocent kid” said Mario Morales, the Wilson High football coach.

Long Beach school district is a finalist for Broad Prize

The Long Beach Unified School District was again named a finalist Wednesday for the prestigious Broad Prize, which honors academic excellence and strong performance by minority and poor students in urban districts across the nation.
“It’s a huge honor,” said Christopher J. Steinhauser, superintendent of the nearly 91,000-student district. “We pride ourselves on a path of continual improvement, and to be recognized by the [Eli and Edythe Broad] foundation as one of the top five school systems in America every time we’ve been eligible is a huge honor for teachers, students and parents.”
In 2003, Long Beach Unified won the prize, which includes $500,000 in college scholarships. The district — the third-largest in California — has been a top-five finalist every year it has been eligible since the inception of the prize, an honor that comes with $125,000 in scholarships. Districts that win the prize are then ineligible for three years.
The four other finalists this year are districts in Fort Lauderdale, Fla., and Miami, as well as the Aldine Independent School District near Houston and the Brownsville Independent School District on the Texas-Mexico border. The winner will be announced Oct. 14 in New York City.

Bill allowing higher fees for high-demand college classes advances

As Long Beach City College officials see it, a state plan allowing two-year schools to charge more for high-demand classes would help move students more quickly toward transfer and graduation.
Students at the campus, however, argue that such a move would be unfair, and they have launched a statewide petition drive and video campaign to block the legislation.
“Long Beach City College has one of the largest populations of poor students in the state,” said Andrea Donado, the student trustee in the Long Beach Community College District. “This bill will create two classes of students, those who can pay and finish and those who can’t. It’s not the mission of a community college to be like a private college.”
Legislation that has passed both the state Senate and Assembly would create a pilot project allowing colleges to charge all students non-resident tuition — as much as $200 per unit — for high-demand classes during summer and winter terms. Those classes include transfer-level English, algebra and history, which typically have long waiting lists.

Where have all the students gone?
Madison School Board President Ed Hughes:

Esenberg sets out to identify the fundamental differences between voucher advocates and opponents. His thesis is that views on vouchers derive from deeper beliefs than objective assessments of how well voucher schools perform or concerns about vouchers draining funds from public schools. To him, your take on vouchers depends on how you view the world.
Esenberg asserts that voucher advocates are united by their embrace of three fundamental principles: that a centralized authority is unlikely to be able to decide what is best for all; that families should be trusted to select their children’s schools since ordinary people are capable of making choices for themselves without paternalistic direction; and that “government does not do diversity, experimentation and choice very well.”
By implication, he asserts that voucher opponents think that a centralized authority will be able to decide what’s best for all, that families shouldn’t be trusted to make choices for their children, and that government control is the best way to foster innovation.
And there you have it. Your views on school voucher expansion are entirely explained by whether you prefer individual freedom, like the voucher advocates, or stultifying government control, like the voucher opponents. In cinematic terms, voucher opponents are the legions of lifeless, gray drones in Apple’s famous 1984 commercial and voucher supporters are the colorful rebel, bravely challenging the control of Big Brother and hurling her sledgehammer to smash mindless conformity. You couldn’t ask for a more sophisticated analysis than that, could you?
While his thesis invites mockery, Esenberg’s short article does present a bit of a challenge to voucher opponents like myself. Can we set out a coherent justification for our opposition that doesn’t depend on the facts that voucher schools drain needed resources from public schools and don’t perform any better? Sweeping those fairly compelling points aside, Esenberg asks, in effect, what else you got?

Mr Hughes anti-voucher rhetoric is fascinating on several levels:
1. The Madison School District’s long term, disastrous reading results. How much time and money has been wasted on anti-voucher rhetoric? Reading has long been job one.
2. Local private schools do not have much, if any availability.
3. Madison spends double the national average per student (some of which has been spent on program explosion). Compare Milwaukee Public and Voucher Schools’ Per Student Spending.
4. Madison’s inability to address its long-term disastrous reading results will bring changes from State or Federal legislation or via litigation.
5. Superintendent Cheatham cited Long Beach and Boston as urban districts that have “narrowed the achievement gap”. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.
I recall being astonished that previous Madison School District administrators planned to spend time lobbying at the State level for this or that change – while “Rome is burning“. Ironically, Superintendent Cheatham recently said:

“Rather than do a lot of work on opposing the voucher movement, we are going to focus on making sure our schools are the best schools possible and the schools of choice in Madison,” Cheatham said.

Mr. Hughes in 2005:

This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.

A great, salient quote. I would hope that the District would focus completely on the matter at hand, disastrous reading scores. Taking care of that problem – and we have the resources to do so – will solve lots of other atmospheric and perception issues.
In closing, I sense politics in the voucher (and anti-open enrollment) rhetoric. Two Madison School Board seats will be on the Spring, 2014 ballot. One is currently occupied by Mr. Hughes, the other by Marj Passman. In addition, local politics play a role in becoming school board President.

A few of the Superintendent’s words merit a bit of analysis:
1. “What will be different this time?” That rhetoric is appropriate for our Madison schools. I compiled a number of notes and links on this subject, here.
2. “Ready to partner with local businesses and other organizations”. Great idea. The substance of this would certainly be a change after the Madison Preparatory Academy IB Charter school debacle (Urban League) and, some years ago, the rejection of Promega’s kind offer to partner on Madison Middle Schools 2000.
3. Mentions “all Madison schools are diverse”. I don’t buy that. The range of student climate across all schools is significant, from Van Hise and Franklin to LakeView, Mendota and Sandburg. Madison school data by income summary. I have long been astonished that this wide variation continues. Note that Madison’s reading problems are not limited to African-American students.
4. Mentioned Long Beach and Boston as urban districts that have narrowed the achievement gap. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.
5. Dave Baskerville (www.wisconsin2.org) asked a question about benchmarking Madison students vs. the world, rather than Green Bay and Milwaukee. Superintendent Cheatham responded positively to that inquiry. Interestingly, the Long Beach schools prominently display their status as a “top 5 school system worldwide”.
6. “Some teachers and principals have not been reviewed for as long as 7 years”. This points to the crux of hard decision making. Presumably, we are at this point because such reviews make no difference given rolling administrator contracts and a strong union umbrella (or floor depending on your point of view). Thus, my last point (below) about getting on with the hard decisions which focus the organization on job number one: reading.

Finally, I found it a bit curious that the Superintendent is supporting spending (and related property tax growth) for current programs in light of the larger strategy discussed today along with the recent “expert review”. The review stated that the “Madison School District has resources to close achievement gap”
This would be a great time to eliminate some programs such as the partially implemented Infinite Campus system.
Superintendent Cheatham’s plan indicates that choices will be made so that staff and resources can focus on where they are most needed. I wholeheartedly agree. There is no point in waiting and wasting more time and money. Delay will only increase the cost of her “strategy tax“.

Spanish unlocks doors to other languages in Cal State program

Priscilla Castro grew up enthralled with French culture despite understanding few words of the movies and music in which she delighted.
Now Castro’s facility with Spanish, which her family spoke at home, is serving as an unlikely bridge to mastering le Français in a unique Cal State Long Beach program designed to exploit Spanish speakers’ existing language skills.
“I’m not 100% fluent, but I can hold a conversation,” said Castro, 21, a journalism major. “A lot of things in Spanish are very similar, although because I learned Spanish at home, I didn’t know a lot of the grammatical rules. So learning French is actually helping me to improve my Spanish grammar.”
The French for Hispanophones program was developed more than five years ago but recently surged in popularity at the Long Beach campus, where more than 30% of students are Latino.

Official: Mercedes-Benz USA launching its first teen driving school in Los Angeles

Last month we brought you initial news of Mercedes-Benz’s plan to open a teen driving program in the United States, and with the annual California State PTA Convention kicking off in Long Beach, the German automaker’s American subsidiary has confirmed its plans and revealed a few details along the way.
The first such program will open in Los Angeles before similar initiatives are launched across the country. The Mercedes-Benz Driving Academy aims to make new drivers better drivers by integrating their advanced curriculum with the mandated state accreditation process to make for one, all-encompassing program that will take teens from theory through practice and on to their driver’s permit.
Other custom-tailored programs will be offered as well, and Mercedes is also teaming up with Impact Teen Drivers, unfortunately named though it is, to deliver free two-hour parent/teen workshops at 20 schools across the city beginning late this summer. MBUSA is in the process of recruiting the best driving instructors it can get its hands on with a plan to officially open the program this coming October. Gates Says High Pension Costs Hurt Education

Billionaire philanthropist Bill Gates will step into the national debate over state budgets Thursday with a call for states to rethink their public-employee benefits systems, which he says stifle funding for the nation’s public schools.
Mr. Gates in an interview said he will use a high-profile conference Thursday in Long Beach, Calif., to urge that more attention be paid to how states calculate their employee-pension funding and health-care obligations. “These budgets are way out of whack,” Mr. Gates said. “They’ve used accounting gimmicks and lot things that are truly extreme.”
The comments come after Mr. Gates spent more than a year studying the issue and enlisting the advice of leading academics and others.

More tuition hikes sought for California state universities

Yet again, the California State University trustees are poised to raise tuition – this time by 15.5 percent – when they meet in Long Beach two weeks from now.
Chancellor Charles Reed is recommending a midyear tuition increase of 5 percent for undergraduates, credential candidates and graduate students, and another 10 percent increase on top of that for fall 2011.
If approved, the current annual tuition of $4,230 for undergraduates would rise by $654 next fall to $4,884 – not including mandatory campus fees, which are $950 this year, or the cost of housing, books and meals.
The midyear hike would raise the spring semester price tag to $2,220 for undergraduates, up from $2,115.

California Board of Education addresses teacher evaluation issue

The state Board of Education took up the controversial issue of teacher evaluations Wednesday, unanimously voting to create an online database to share information about local, state and national efforts to measure educators’ effectiveness.
The board also asked the Los Angeles, Long Beach and Fresno school districts to propose specific ways the state can support local efforts to create more meaningful evaluation tools, including the value-added method of using students’ test scores to rate teacher performance.
“This is a huge step forward,” said board member Ben Austin, who proposed the resolution at the Sacramento meeting. “Including value-added as a component is just common sense, if we take seriously the notion that education is about kids and not grownups.”

ACLU sues California for allowing school districts to charge fees

The suit alleges that more than 30 districts require students and their families to pay for books and other basic supplies that are supposed to be provided at no cost.
The American Civil Liberties Union filed a lawsuit against the state of California on Friday for allowing school districts to charge students for books, uniforms, classes and other basic supplies.
The suit, filed in Los Angeles County Superior Court, alleges that more than 30 districts require students and their families to pay for basic supplies that are supposed to be provided at no cost. Districts cited in the lawsuit include Beverly Hills, Burbank and Long Beach.
The Los Angeles Unified School District was not named in the suit, although “we have heard anecdotal reports about Los Angeles,” Mark Rosenbaum, chief counsel for the ACLU of Southern California, said at a morning news conference.

Teacher Fired, School Disciplined For Student’s Drowning

A Department of Education investigation into the drowning of sixth grader Nicole Suriel during a class trip to Long Beach slammed Columbia Secondary School for poor planning that led to the tragedy. The beach had numerous signs noting there were no lifeguards on duty; there were three adults supervising the 24 students. The DOE fired first-year teacher Erin Bailey and disciplined assistant principal Andrew Stillman and Principal Jose Maldonado-Rivera.
The Daily News runs down some of the findings, including how “Assistant Principal Andrew Stillman decided at the last minute not to go, staying behind to do administrative work. Bailey’s boyfriend – former teacher Joseph Garnevicus, 28 – went in Stillman’s place, but couldn’t swim.” Also, “There weren’t specific permission slips, just ‘blanket’ slips from the start of the year that didn’t include swimming.” The “blanket slips” were only for trips in Manhattan; instead of issuing a permission slip to parents, Stillman simply emailed them, “We’re headed to the beach tomorrow.”

Heading west into a Texas sunset, the rented RV clatters along Interstate 20, rolling past cotton fields, windmills and oil derricks that glint gold in the last of the light. Tom Davidson is at the wheel, doing 80 and fighting fatigue.
The former three-term Maine legislator has spent the past two weeks barnstorming the country: schmoozing with economic development officials and community advocates in hardscrabble Trenton; donning a tuxedo for the National Black Chamber of Commerce’s inaugural ball at the French embassy in Washington, D.C.; and spending time in Alabama with families of the Tuskegee Airmen, who served in World War II as America’s first black fighter pilots.
Yesterday, Davidson presented commemorative certificates to a dozen high school kids in DeSoto, Texas. Tomorrow he’ll meet tribal officials at the Ysleta del Sur Pueblo reservation in El Paso. Back east, Davidson’s wife is eight months pregnant with their second child; he jokes that she’ll probably divorce him by the time he gets home. There’s still a week and more than 1,200 miles to go before he wraps up his whistle-stop tour in Long Beach, Calif.

Three California schools recognized for role in boosting Latino performance on AP tests by Carla Rivera:

Three public schools in California led the nation in helping Latino students outperform their counterparts in other states on Advanced Placement exams in Spanish language, Spanish literature and world history, according to a report released Wednesday by the College Board.
Woodrow Wilson High School in Long Beach was cited as the public school with the largest number of Latino students from the class of 2008 earning a 3 or better in AP world history. Exams are scored on a scale of 1 to 5, and many colleges and universities give students course credit for scores of 3 or higher. Advanced Placement courses offer college-level material in a variety of subjects.
Latino students at Fontana High School outpaced their peers on the AP Spanish-language exam, and San Ysidro High School in San Diego had the most Latino students who succeeded on the AP Spanish literature exam.

The “tension” between increased academic opportunities for all students as exemplified in this report versus curriculum reduction for all, in an effort by some to address the achievement gap was much discussed during last week’s Madison School District Strategic Planning Process meetings. Some K-12 Schools Cutting Costs

As state governors warn of significant shortfalls in their budgets, many schools districts are facing the biggest cutbacks they’ve seen in decades. And in some cases, they’re already slashing.
In Virginia, the Fairfax County school district is considering everything from increasing class sizes to eliminating certain high-school sports starting next fall. In Florida, the Broward County School District is looking at thousands of layoffs and eliminating certain courses and activities. The Seattle School District is even considering shuttering certain schools. This year, the Los Angeles Unified School District has already reduced 600 administrative jobs at headquarters and delayed textbook purchases.
These moves have fired up parents. Julie Jackson, the parent of a fourth-grader at Kettering Elementary School in Long Beach, Calif., says parents there have for several years been raising money for salaries, supplies and programs that the state should be paying for in the first place. She and other parents are petitioning the governor and members of the state legislature to stop any further cuts. “The parents are now at a breaking point,” the petition states.
Among the forces behind the shortfalls: Job losses are cutting into state income-tax revenue; the erosion of home values is hurting property-tax revenue; and the drop in consumer spending reduces revenue from sales tax. As a result, 37 states are projecting midyear shortfalls this fiscal year, according to a survey by the Center on Budget and Policy Priorities. That is compared with only seven a year ago. Based on how things are going, the center estimates that total state budget gaps for next fiscal year will likely be around $100 billion, almost 10 times what it was last fiscal year, according to Elizabeth McNichol, senior fellow at the Washington D.C.-based center.

In fact, a new study calculates, one-third of American college students have to enroll in remedial classes. The bill to colleges and taxpayers for trying to bring them up to speed on material they were supposed to learn in high school comes to between $2.3 billion and $2.9 billion annually.
“That is a very large cost, but there is an additional cost and that’s the cost to the students,” said former Colorado governor Roy Romer, chair of the group Strong American Schools, which is issuing the report “Diploma to Nowhere” on Monday. “These students come out of high school really misled. They think they’re prepared. They got a 3.0 and got through the curriculum they needed to get admitted, but they find what they learned wasn’t adequate.”
Christina Jeronimo was an “A” student in high school English, but was placed in a remedial course when she arrived at Long Beach Community College in California. The course was valuable in some ways but frustrating and time-consuming. Now in her third year of community college, she’d hoped to transfer to UCLA by now.
Like many college students, she wishes she’d been worked a little harder in high school.
“There’s a gap,” said Jeronimo, who hopes to study psychology. “The demands of the high school teachers aren’t as great as the demands for college. Sometimes they just baby us.”

Middle school critical to students’ success in high school

More than 100,000 California students quit high school each year, but the path toward dropping out begins long before high school. Three new studies from the California Dropout Research Project reveal how and why academic success in middle school is critical to graduating from high school.
The studies, based on data from four of California’s largest school districts, found that both middle school grades and test scores predicted whether students graduated from high school. The strongest predictor was whether students passed all their core academic subjects in math, English, history and science.
In the Los Angeles Unified School District, only 40 percent of students who failed two or more academic classes in middle school graduated within four years of entering ninth grade. In Fresno, Long Beach and San Francisco only a third of the students who failed two or more courses in seventh grade graduated on time.

On California’s School Budget

South Orange County families are being urged to donate $400 per student to save the jobs of 266 teachers in the Capistrano Unified School District.
Parents at Long Beach’s Longfellow Elementary are among countless statewide who are launching fundraising foundations.
Bay Area parents launched a campaign featuring children standing in trash cans; the theme is “Public Education Is Too Valuable to Waste.”
A free public school education is guaranteed by the state Constitution to every California child. But as districts grapple with proposed state funding cuts that could cause the layoffs of thousands of teachers and inflate class sizes, parents are being asked to dig deeper into their pocketbooks to help.
“Public education is free, but an excellent public education is not free at this point,” said Janet Berry, president of the Davis Schools Foundation, which recently launched the Dollar-a-Day campaign, urging citizens of the city near Sacramento to donate $365 per child, grandchild or student acquaintance.
But “we never really imagined the magnitude of the problem, the budget cuts, would be this great.”

San Diego’s New Superintendent Starts Early

Grier called on employees to stop dwelling on the shortcomings of previous superintendents.
“I want us to move away from discussions about yesterday,” Grier said, in reference to the stream of complaints he has heard about Alan Bersin’s heavy-handed management and Carl Cohn’s multiple hires from the Long Beach school district.
“I’m not coming here to try to recreate Guilford County, N.C., West,” he said. “There’s a lot of bright, talented people here.”
Sam Wong, the district’s chief of human resources, was hopeful that Grier could get people to stop reliving the mishaps of Bersin and Cohn.
“You do have to say goodbye to the past to move forward, otherwise you never make progress,” Wong said. “I like what I’m hearing.”
Grier took issue with the district’s so-called 98 percent graduation rate. He suggested that the statistic was misleading, given that there are always thousands more freshmen than seniors.
“That is not acceptable,” he said. “I’m sorry, you don’t have a 98 percent graduation rate.”
