Madison school Superintendent Art Rainwater is officially off the clock. After 14 years of work in Madison, Rainwater stepped down from his post at noon on Monday.
“This will be the first year that I haven’t been involved with school since 1948, so it’s been my whole life,” Rainwater told WISC-TV.
Rainwater came to Madison in 1994 as deputy Superintendent.
He said all it took was a visit to the farmers’ market on the Saturday before his interview for him to realize he was home.
He took the helm as superintendent in 1999.
“I always felt it was a position that I could do the most, with the most children,” said Rainwater. “I think that’s certainly what drove me to be a superintendent.”

Superintendent Art Rainwater attended his last Madison School Board meeting Monday night, and everything seemed so collegial and functional that it was easy to imagine it had always been this way.
But, of course, it was not.
Art Rainwater took over a school district that was in crisis.
When he succeeded former Superintendent Cheryl Wilhoyte a decade ago, the administration was at odds with much of the School Board, the community and, most seriously, with unions representing teachers and other school employees.
Much of the trouble had to do with Wilhoyte’s unwillingness — perhaps inability — to communicate in a straight-forward manner.
Rainwater changed things immediately.
He was frank and accessible, never spoke in the arcane jargon of education bureaucrats and set up a regular schedule of meetings with board members, community leaders and Madison Teachers Inc. executive director John Matthews.

Retiring Madison Superintendent Art Rainwater’s Reign, A Look Back

On June 30th, Art Rainwater is stepping down as superintendent of the Madison Metropolitan School District.
It’s a position the 65-year-old never expected to fill, in Madison or anywhere else.
“My only career goal was to be a high school football coach,” says Rainwater.
He was in 1965. Rainwater’s career kicked off in Arkansas. The teacher-coach then moved to Texas. Next, Rainwater took a principal job in Alabama. His path eventually led to administrative work in Missouri. Then, in 1994, Rainwater became deputy superintendent in Wisconsin’s Capitol City.
“I’ve served at almost every level of the K-12 education system that you can serve,” he says.
In 1998, he added interim superintendent to his resume, replacing Cheryl Wilhoyte. During her tenure the district hit plenty of road bumps. Tensions were high.
“I think there was a lot of dissatisfaction, across the community, with the school district, at that time,” says Rainwater. “So, the damage control was pretty obvious, (it) was going to happen.”
Rainwater came in with three immediate goals. Smooth things over with the teachers union. Repair the district’s relationship with the UW. And, gain the support of the business community.
“I thought by doing those three things, it would put the new superintendent, in place, to come in and hit the ground running,” he adds.

Before he leaves his post as head of the Madison Metropolitan School District, Art Rainwater reflects on the past, present and future of public education for all in a city and a school system that look and feel very different than the ones he was introduced to a decade-and-a-half ago
For an Arkansas native who grew up professionally in Kansas City–and who still looks like he’d be right at home on a Southern high-school football field–it’s hard to imagine Madison schools without Art Rainwater at the helm. The guy’s right up there with Soglin and Alvarez: They hail from somewhere else but if you didn’t know it you’d think they’ve been Madisonians all along.
But just as our collective recollection of his predecessor Cheryl Wilhoyte’s tumultuous term as schools superintendent has faded, so too will our familiarity with the large and at times imposing personality of Rainwater, sixty-five, after he retires in June. What will fade more slowly is the impact he has had on the Madison school district.
While it remains one of the best school districts in America, MMSD faces profound challenges that the next superintendent will inherit from Rainwater, who arrived in Madison almost fourteen years ago to design and implement the district’s first magnet school. He came from the Kansas City, Missouri School District, where he started as a principal in 1987 and finished as special assistant to the superintendent, the number-two position in the district. If Rainwater has seemed comfortable in the eye of the storm, it’s because his career matured amid the extremely difficult and sometimes ugly stress of one of America’s most bitter desegregation battles–a battle that in 1994 looked like it might flare anew.

Madison’s education academics get involved in the argument over education reform; What is the Track Record of ties between the Ed School and the MMSD?

“I’m an academic,” says Slekar, a Pittsburgh-area native whose mother and grandmother were elementary school teachers and who was a classroom teacher himself before earning a Ph.D. in curriculum from University of Maryland.
“I understand scholarship, I understand evidence, I understand the role of higher education in society,” he says. “When initiatives come through, if we have solid evidence that something is not a good idea, it’s really my job to come out and say that.”
Michael Apple, an internationally recognized education theorist and professor at University of Wisconsin-Madison agrees. In the face of conservative state legislators’ push to privatize public education, “it is part of my civic responsibility to say what is happening,” says Apple.
“In a society that sees corporations as having all the rights of people, by and large education is a private good, not a public good,” he says. “I need to defend the very idea of public schools.”
Both Apple and Julie Underwood, dean of the School of Education at UW-Madison, share Slekar’s concern over the systematic privatization of education and recognize a role for scholars in the public debate about it.

A wide-ranging, animated, sometimes loud conversation with Slekar includes familiar controversies hotly debated around the country and in the Wisconsin Capitol, like high-stakes testing, vouchers and Common Core standards. The evidence, Slekar says flatly, shows that none of it will work to improve student learning.
The reform initiatives are instead part of a corporate takeover of public education masquerading as reform that will harm low-income and minority students before spreading to the suburbs, says Slekar, in what he calls the civil rights issue of our time.
A 30-year attack has worked to erode the legitimacy of the public education system. And teachers are taking much of the blame for the stark findings of the data now pulled from classrooms, he says.
“We’re absolutely horrible at educating poor minority kids,” says Slekar. “We absolutely know that.”
But neither the so-called reformers, nor many more casual observers, want to talk about the real reason for the disparities in achievement, Slekar says, which is poverty.
“That’s not an excuse, it’s a diagnosis,” he says, quoting John Kuhn, a firebrand Texas superintendent and activist who, at a 2011 rally, suggested that instead of performance-based salaries for teachers, the nation institute merit pay for members of Congress.

In light of Alan Borsuk’s positive article, I thought it timely understand the mountain to be climbed by our traditional $15k/student public school district. The charts above are a brief update of the always useful “Where have all the Students Gone” articles.

That being said, Superintendent Cheatham’s comments are worth following:

Cheatham’s ideas for change don’t involve redoing structure. “I’d rather stick with an imperfect structure,” she said, and stay focused on the heart of her vision: building up the quality and effectiveness of teaching.
Improving teaching is the approach that will have the biggest impact on the gaps, she said.
“The heart of the endeavor is good teaching for all kids,” Cheatham said in an interview. Madison, she said, has not defined what good teaching is and it needs to focus on that. It’s not just compliance with directives, she said.

Perhaps the State Journal’s new K-12 reporter might dive into what is actually happening in the schools.

Superintendent’s Teaching and Learning Transition Team to Begin Work This Week
A group of national and local education experts will support Superintendent Jennifer Cheatham’s entry plan work, the district announced today. The Superintendent’s Teaching and Learning Transition Team will begin work this week.
“Instruction and leadership are critical components of systemic improvement,” Superintendent Cheatham said. “This team of local and national practitioners will join district and school staff in assessing and analyzing strengths, areas of opportunities and priorities for improving teaching and learning in Madison schools.”
The eight member team brings together education experts from Harvard University and the University of Wisconsin-Madison, as well as educational practitioners from other urban school districts.
“We are fortunate to have access to national experts with a wide range of expertise from standards based instruction and leadership development, to bilingual and special education, to family and community involvement,” Cheatham said. “This team will help to deepen and strengthen my ongoing understanding of the strengths and challenges of our district. Their national perspective, coupled with the local perspective shared by principals, staff, parents and community members, will support us in narrowing our focus to only the most high leverage strategies for ensuring every student is college and career ready.”
The team, which was selected by the superintendent and will be funded through community and private foundations, will be chaired by Dr. Robert Peterkin, Professor Emeritus of the Harvard Graduate School of Education and includes: Maree Sneed, partner at Hogan and Lovells US LLC; John Diamond, sociologist of education at the Harvard Graduate School of Education; Sheila Brown, Co-Director at the Aspen Institute’s Education and Society Program; Allan Odden, Professor of Educational Leadership and Policy Analysis at the University of Wisconsin-Madison; John Peterburs, Executive Director of Quarles & Brady; Wilma Valero, Coordinator for English Language Learner Programs in Elgin, Il; and Gloria Ladson-Billings, Professor of Urban Education at the University of Wisconsin-Madison.
As Superintendent Cheatham continues the listening and learning phase of her entry plan, the Teaching and Learning Transition Team will also meet with central office leaders, conduct focus groups with teachers, principals, and parents as needed, and review a variety of relevant data.
At the end of their work, the team will present the superintendent with a report of what they have learned and recommendations for moving forward systemically with best practices. That report will be used, along with data collected by the superintendent in school visits and other entry plan activities, to refine the district’s goals and strategic priorities.

    Updated Strategic Plan Results in Priority Action Teams
    Five Strategic Priority Action Teams, centered around the most critical challenges facing the Madison Metropolitan School District, are among the outcomes of the recently-completed strategic plan.
    “The immediate and emerging challenges facing the district are addressed in our revitalized strategic plan,” said Superintendent Art Rainwater, “and the Action Teams are focused on five important priorities for us.”
    The five strategic priorities are:
    Instructional Excellence – improving student achievement; offering challenging, diverse and contemporary curriculum and instruction
    Student Support – assuring a safe, respectful and welcoming learning environment
    Staff Effectiveness – recruiting, developing and retaining a highly competent workforce that reflects the diversity of our students
    Home and Community Partnerships – strengthening community and family partnerships and communication
    Fiscal Responsibility – using resources efficiently and strategically
    The five Strategic Priority Action Teams, one for each of the five priorities, are taking on the responsibility for continuous improvement toward “their” priority.
    The Action Teams, which will have both staff members and non-staff members, will be responsible for existing initiatives. In addition they will identify and recommend benchmarks to use in assessing school district performance.
    “We have a huge number of initiatives,” said Rainwater. “This strategic plan gives us a systemic approach to change, so that every initiative, everything we do, leads us to these established goals. I believe it is critical to our district’s success that we follow this strategic plan and use it as a decision filter against which we measure our activities.”
    Two other outcomes from the updated strategic plan are:
    a set of beliefs about children, families, enhanced learning, and the quality of life and learning, all of which are integrated with an identified District vision and mission.
    improved cost efficiency and effectiveness of many central office functions, which are being addressed on an ongoing basis.
    Madison Schools’ initial strategic plan came about in 1991, and provided direction until this update.
    “As a result of this project,” said Rainwater, “all of us who are stakeholders — parents, students, teachers and staff, administrators and community members — will share a renewed sense of clarity, while seeing an ever-more efficient deployment of resources.”

  • Teachers Dispute District Standards: Superintendent Cheryl Wilhoyte’s Biggest Goals have become caught up in the contract battle with Madison Teachers.:

    Amid the picket signs Madison teachers carried at a rally last month protesting slow-moving contract talks, some teachers also carried a bright purple flier.
    On one side was written the heading “standards and benchmarks.” On the other, “Dimensions of Learning.” Beneath each, and filling the entire page, was one uninterrupted string of text: “Blah, Blah, Blah, Blah. . . .”
    While hardly erudite — some would call it juvenile — the flier expressed the sentiment many teachers have toward two of Superintendent Cheryl Wilhoyte’s biggest initiatives: the effort to create districtwide academic standards, and the teacher-training program that goes along with it.
    Neither issue is a subject of bargaining. But the programs have become a sort of catch-all target for teachers who blame Wilhoyte for everything from the poor state of labor-management relations to the current contract impasse.
    Wilhoyte, who was hired in part to implement the district’s 1991 strategic plan, including establishing rigorous standards, says carrying out that plan is central to the compact she has with the …

    Wilhoyte, on the other hand, has demonstrated that she is a tough, hands-on administrator in her role as assistant superintendent for instruction and school administration in Anne Arundel County, Maryland. And even those who have tangled with her praise her philosophy, which is to put kids first.
    She has been a leader in Maryland in shaking up the educational status quo, of moving it forward to meeat the needs of the children, even while juggling new programs with budget cuts. The big question remaining about her: She has never been a superintendent. How would she handle the top job?

Background on Goals: During the Student Achievement Committee meeting of October 1, several Board members discussed the issue of setting reasonable goals and the time needed to accomplish them. Most of the goals presented today are based on a five-year convergence model. Under this approach, achievement gaps are closed for every student subgroup in five years.
Forr example the baseline four-year graduation rate among white students is 85%. It is 61% among Hispanic students, and 54% among African American students.. With a five-year convergence model, the goal is for all student subgroups to reach a 90% on-time graduation rate. It is a statement that all student subgroups should improve and all gaps should close.
The reason for this approach is twofold. First, as adopted by the Board, the Achievement Gap Plan is a five-year plan. It is important that the student achievement goals reflect the timeline in the plan itself. The timeline for goals could be pushed out to ten years or more, but it would require formal directive from the Board to adopt ten years as the district’s new timeline for the Achievement Gap Plan.
Second, other models can be seen as conveying different expectations for students based on race/ethnicity or other characteristics like poverty, and that is not our intent. Taking ten years or longer to achieve stated goals may be viewed as a more reasonable time frame, but a five-year plan comes with a natural snapshot half way through that will illustrate persistent gaps and potentially convey varying expectations. Again, that is not our intent or our goal.
A note on Chapter 1, Literacy: The Accountability Plans for literacy are an example of two important concepts:
1. The district wide, instructional core in literacy must be strengthened in every school and every grade. Chapter 1, #1 speaks to a part of strengthening that core.
2. Once the core is strong fewer interventions are needed. However, some students will continue to need additional support. Chapter 1, #2 speaks to one example of an intervention that will help to prevent summer reading loss and close gaps.
The Board approval of $1.9 million for the purchase of elementary literacy materials provides a powerful framework for bringing cohesion to the elementary literacy program. The purchase will provide a well-coordinated core literacy program that is aligned with the common core standards and meets the needs of all learners.
The first steps will bring together an Elementary Literacy Leadership team to clarify the purpose and framework for our program. The overall framework for our entire elementary literacy program is Balanced Literacy. Building upon the current MMSD core practices in 4K-12 Literacy and Focus documents, the work being done to align our instruction and assessment with common core standards will increase rigor and take our current Elementary Balanced Literacy Program to what could be seen as an Elementary Balanced Literacy Program version 2.0. The Elementary Literacy Leadership team will bring clarity to the components of the program and what is expected and what is optional.
Chapter 1, #1 and #2 are important supports for our Balanced Literacy Program

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.
According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.
Unfortunately, that is not the achievement gap that the board aimed to close.
In 1998, the Madison School Board adopted an important academic goal: “that all students complete the 3rd grade able to read at or beyond grade level”. We adopted this goal in response to recommendations from a citizen study group that believed that minority students who are not competent as readers by the end of the third grade fall behind in all academic areas after third grade.
“All students” meant all students. We promised to stop thinking in terms of average student achievement in reading. Instead, we would separately analyze the reading ability of students by subgroups. The subgroups included white, African American, Hispanic, Southeast Asian, and other Asian students.

Madison schools prepare for life after Nerad

WANTED: A K-12 schools leader with experience uniting a divided community, managing tight budgets and closing achievement gaps in an urban school setting.
PROBLEM: A shrinking pool of such dynamic leaders and a growing number of urbanizing districts like Madison seeking top talent.
“It is a tight market,” said Dan Domenech, executive director of the American Association of School Administrators. “The number of experienced superintendents that have done well in their districts and have the reputation of having done well — those are relatively few and those are the ones that everyone is going after.”
Madison will soon be conducting a search for a new schools chief after superintendent Dan Nerad announced he plans to depart by June 2013, when his current contract expires. He recently was named a finalist for a superintendency in Omaha, Neb., and though he wasn’t selected, he hasn’t ruled out moving to another job before the next school year starts.
Though Nerad’s time in Madison will have been short-lived compared to his predecessor, Art Rainwater, who retired after 10 years, the average superintendent in a mid- to large-sized city holds the job for an average of 3.5 years, Domenech said.

Dr. Nerad recently announced his retirement effective June 30, 2013. Consequently, over the next few months this Board will be required to begin its search for the next District leader. While some members of the Board were Board members during the search that brought Dr. Nerad to Madison, many were not. A number of members have asked me to provide some background information so that they may familiarize themselves with the process that was used in 2007. Consequently, I have gathered the following documents for your review:
1. Request for Proposals: Consultation Services for Superintendent Search, Proposal 3113, dated March 19, 2007;
2. Minutes from Board meetings on February 26,2007, and March 12,2007, reflecting Board input and feedback regarding draft versions ofthe RFP;
3. Contract with Hazard, Young and Attea;
4. A copy of the Notice of Vacancy that was published in Education Week;
5. Minutes from a Board meeting on August 27, 2007, which contains the general timeline used to complete the search process; and,
6. Superintendent Search- Leadership Profile Development Session Schedule, which reflects how community engagement was handled during the previous search.
It is also my understanding that the Board may wish to create an ad hoc committee to handle various procedural tasks related to the search process. In line with Board Policy 1041, I believe it is appropriate to take official action in open session to create the new ad hoc. I recommend the following motion:

Madison Superintendent Art Rainwater’s recent public announcement that he plans to retire in 2008 presents an opportunity to look back at previous searches as well as the K-12 climate during those events. Fortunately, thanks to Tim Berners-Lee’s World Wide Web, we can quickly lookup information from the recent past.

The Madison School District’s two most recent Superintendent hires were Cheryl Wilhoyte [Clusty] and Art Rainwater [Clusty]. Art came to Madison from Kansas City, a district which, under court order, dramatically increased spending by “throwing money at their schools”, according to Paul Ciotti:

The Madison Superintendent position’s success is subject to a number of factors, including: the 182 page Madison Teachers, Inc. contract, which may become the District’s handbook (Seniority notes and links)…, state and federal laws, hiring practices, teacher content knowledge, the School Board, lobbying and community economic conditions (tax increase environment) among others.

Superintendent Nerad’s reign has certainly been far more open about critical issues such as reading, math and open enrollment than his predecessor (some board members have certainly been active with respect to improvement and accountability). The strings program has also not been under an annual assault, lately. That said, changing anything in a large organization, not to mention a school district spending nearly $15,000 per student is difficult, as Ripon Superintendent Richard Zimman pointed out in 2009.

Would things improve if a new Superintendent enters the scene? Well, in this case, it is useful to take a look at the District’s recent history. In my view, diffused governance in the form of more independent charter schools and perhaps a series of smaller Districts, possibly organized around the high schools might make a difference. I also think the District must focus on just a few things, namely reading/writing, math and science. Change is coming to our agrarian era school model (or, perhaps the Frederick Taylor manufacturing model is more appropriate). Ideally, Madison, given its unparalleled tax and intellectual base should lead the way.

Perhaps we might even see the local Teachers union authorize charters as they are doing in Minneapolis.

Assistant superintendent Art Rainwater was elevated (no one else applied) to Superintendent when Cheryl Wilhoyte was pushed out. Perhaps Madison will think different this time and look outside the traditional, credentialed Superintendent candidates. Madison Superintendent Dan Nerad to Leave when Contract Expires in 2013

Madison Metropolitan School District Superintendent Dan Nerad announced on Monday that he will retire and not seek a contract extension.
Nerad made the announcement at a press conference on Monday afternoon. Nerad’s contract runs through June 2013 and he said he will remain through then.
He said calling this announcement a “resignation” would be accurate.
Nerad said that decision came to a culmination in the last 10 days and that he has been in the process of deciding on retirement for several months.
He cited his reason for retiring for a variety of factors.He said that controversy over achievement gap was “a factor.”
“I wish I could’ve done more to develop a consensus on how to move forward on issues, including (the) achievement gap,” he said.
Nerad said that a new leader could provide a spark on the achievement gap that he could no longer provide.

A community leader who has had a ringside seat to the struggles to forge a plan to end the academic achievement gap in the Madison schools thinks Superintendent Dan Nerad’s announcement Monday of his planned departure next year just might be the break needed to make real progress.
This view isn’t universally shared, but Steve Goldberg, executive director of the CUNA Mutual Foundation who has worked closely with the Madison Metropolitan School District, its teachers union and community leaders, says Nerad’s announcement could put him in a position to have a greater influence over acceptance of a plan he recently put forward to close the race-based achievement gap.
With any inkling that Nerad is working to preserve his job removed from the equation, the likely efficacy of his proposals might become a tighter focus of discussion, Goldberg said.
“This might change the way he is perceived,” Goldberg told me. “Since he no longer has ‘an axe to grind,’ he may be viewed as more objective.”

When pressed to identify examples, he said division on the board over his performance and division in the community about how to address the district’s persistent achievement gap between minority and white students were factors, though not primary ones.

Nerad, a former social worker, came to Madison after six years as superintendent in Green Bay, where he had been credited for his work on addressing the community’s achievement gap.
Soon after taking the reins in Madison, Nerad oversaw the passage of a $13 million operating referendum. He launched 4-year-old kindergarten, developed a five-year strategic plan, expanded the dual-language immersion and summer school programs, reorganized central office staff, introduced curricular alignment among all schools and restored the district’s AAA bond rating.
Don Severson, president of a conservative watchdog group, said he wasn’t surprised by the announcement given the lack of overwhelming support for Nerad’s leadership.
“You can’t behave as a social worker and run a massive complex organization,” Severson said. “He had to be much more proactive and take some risks, make some decisions, go in some direction where he knows he won’t have unanimity.”

I’m glad Matt DeFour and the Wisconsin State Journal obtained the most recent Superintendent Review via open records. We, as a community have come a long way in just a few short years. The lack of Board oversight was a big issue in mid-2000’s competitive school board races. Former Superintendent Art Rainwater had not been reviewed for some time. These links are well worth reading and considering in light of the recent Superintendent review articles, including Chris Rickert’s latest. Rickert mentions a number of local statistics. However, he fails to mention:

  1. Despite spending nearly $15,000 per student annually, our Reading Results, the District’s job number one, need reform. 60% to 42%: Madison School District’s Reading Recovery Effectiveness Lags “National Average”: Administration seeks to continue its use. This is not a new topic.
  2. The District’s math program has been an issue for some time, as well (Math Forum).
  3. How does Madison compare to the World, or other US cities? We can and should do much better.
  4. What is happening with Madison’s multi-million dollar investment (waste?) in Infinite Campus? Other Districts have been far more successful implementing this important tool.
  5. Are the District’s tax expenditures well managed?

With respect to the current Superintendent Review, the job pays quite well (IRS income distribution data: table 7), so I believe the position should be fully accountable to parents and taxpayers. Matthew DeFour:

Nerad already receives an annual $10,000 payment into his retirement account, which is separate from his state pension and in addition to a $201,000 yearly salary.

The current rhetoric is quite a change in just 8 years. (Why did things change? A number of citizens care, decided to run for school board – won – and made a difference…) I certainly hope that the Board and community do not revert to past practice where “we know best” – the status quo – prevailed, as the Obama Administration recently asserted in a vital constitutional matter:

Holder made clear that decisions about which citizens the government can kill are the exclusive province of the executive branch, because only the executive branch possess the “expertise and immediate access to information” to make these life-and-death judgments.
Holder argues that “robust oversight” is provided by Congress, but that “oversight” actually amounts to members of the relevant congressional committees being briefed. Press reports suggest this can simply amount to a curt fax to intelligence committees notifying them after the fact that an American has been added to a “kill list.” It also seems like it would be difficult for Congress to provide “robust oversight” of the targeted killing program when intelligence committee members like Sen. Ron Wyden (D-Ore.) are still demanding to see the actual legal memo justifying the policy.

Madison School Board rates Superintendent Nerad barely ‘proficient’;

If Madison Superintendent Dan Nerad’s job performance were judged like a student taking the state achievement test, he would score barely proficient, according to the Madison School Board’s most recent evaluation.
The evaluation, completed last month and released to the State Journal under the state’s Open Records Law, reveals the School Board’s divided view of Nerad’s performance.
School Board President James Howard said he expects the board to vote later this month on whether to extend Nerad’s contract beyond June 2013. The decision has been delayed as Nerad’s achievement gap plan is reviewed by the public, Howard said.
Soon after that plan was proposed last month, Howard said he would support extending Nerad’s contract. Now, Howard says he is uncertain how he’ll vote.
“It’s probably a toss-up,” he said. “There’s a lot of issues on the table in Madison. It’s time to resolve them. All this kicking-the-can-down-the-road stuff has to stop.”
Nerad said he has always welcomed feedback on how he can improve as a leader.

Kansas City, Mo., School District Loses Its Accreditation

The struggling Kansas City, Missouri School District was stripped of its accreditation on Tuesday, raising the possibility of student departures and a state takeover. The action follows weeks of tumult that included another round of turnover of top leadership.
Though not entirely unexpected, the move was a painful return to reality for the city after a period of optimism that difficult choices were finally being made to confront longstanding problems in the school district, most notably the closing of nearly half the schools in response to a huge budget deficit.
The Missouri Board of Education cited the continued failure to improve academic performance and the continued instability in district leadership as driving its decision. The district has been provisionally accredited for nearly a decade after a two-year period during which it was unaccredited.
“We’ve given Kansas City more time than maybe we should have to address the problems,” said Chris L. Nicastro, the state education commissioner, who had recommended the move. “Over a sustained period of time, student performance has not met state standards.”

ACT Scores Decline Somewhat in Madison, Wisconsin Slightly Up, 32% of Badger Students “Ready” for College Level Courses in 4 Areas

The average ACT score among the Madison School District’s 2011 graduates dipped to its lowest level in 15 years, while the gap between white and minority student scores shrank for the first time in five years.
Though Madison’s average score dipped from 24.2 to 23.9, district students still outperformed the state average of 22.2 and national average of 21.1. A perfect score on the college entrance exam is 36.
Madison’s average scores in recent years have ranged from 23.5 in 1995 to 24.6 in 2007. The average score was also 23.9 in 2003.

With the highest percent of students taking the ACT in state history, Wisconsin’s Class of 2011 posted an average score slightly above that from the previous year’s graduates and maintained the state’s third-place ranking among states in which the test is widespread.
Seventy-one percent of the 2011 graduates from Wisconsin private and public schools took the college admissions test, averaging a 22.2 composite score on the 36-point test, according to information to be publicly released Wednesday. The nationwide average was 21.1 on the ACT Assessment, which includes tests in English, reading, mathematics and science.
State schools superintendent Tony Evers credited the results to more high school students pursuing more demanding coursework.
“The message of using high school as preparation for college and careers is taking hold with our students,” Evers said in a news release. “Nearly three-quarters of our kids said they took the rigorous classes recommended for college entry, up from just over half five years ago.”
Even so, ACT reported that only 32% of Wisconsin’s recently graduated seniors had test results that showed they were ready for college-level courses in all four areas. Results for individual subjects ranged from 39% readiness in science to 75% in English.

When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before.
On November 7 (2005), Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.
According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.
Unfortunately, that is not the achievement gap that the board aimed to close.

In Kansas City, tackling education’s status quo “We’re not an Employment Agency, We’re a School District”

John Covington hesitated before becoming this city’s 26th school superintendent in 40 years. A blunt-talking African American from Alabama, he attended the Broad Superintendents Academy in Los Angeles, which prepares leaders for urban school districts, and when he asked people there if he should come here, their response, he says, was: “Not ‘no,’ but ‘Hell, no!’ ” He says they suggested that when flying across the country he should take a flight that does not pass through this city’s airspace.
How did this pleasant place become so problematic? Remember the destination of the road paved with good intentions.
This city is just 65 miles down the road from Topeka, Kan., from whence came Brown v. Board of Education , the fuse that lit many ongoing struggles over schools and race. Kansas City has had its share of those struggles, one of which occurred last year when Covington took office with a big bang: He closed 26 of the district’s 61 schools. Kansas City had fewer students but twice as many schools as Pueblo, Colo., where Covington had been superintendent.
Thirty-five years ago, Kansas City’s district had 54,000 students. Today it has fewer than 17,000. Between then and now there was a spectacular confirmation of the axiom that education cannot be improved by simply throwing money at it.
In the 1980s, after a court held that the city was operating a segregated school system, judicial Caesarism appeared. A judge vowed to improve the district’s racial balance by luring white students to lavish “magnet schools” offering “suburban comparability” and “desegregative attractiveness.” And he ordered tax increases to pay the almost $2 billion bill for, among other things, an Olympic-size swimming pool, a planetarium, vivariums, greenhouses, a model United Nations wired for language translation, radio and television studios, an animation and editing lab, movie editing and screening rooms, a temperature-controlled art gallery, a 25-acre farm, a 25-acre wildlife area, instruction in cosmetology and robotics, field trips to Mexico and Senegal, and more.

For decades critics of the public schools have been saying, “You can’t solve educational problems by throwing money at them.” The education establishment and its supporters have replied, “No one’s ever tried.” In Kansas City they did try. To improve the education of black students and encourage desegregation, a federal judge invited the Kansas City, Missouri, School District to come up with a cost-is-no-object educational plan and ordered local and state taxpayers to find the money to pay for it.
Kansas City spent as much as $11,700 per pupil–more money per pupil, on a cost of living adjusted basis, than any other of the 280 largest districts in the country. The money bought higher teachers’ salaries, 15 new schools, and such amenities as an Olympic-sized swimming pool with an underwater viewing room, television and animation studios, a robotics lab, a 25-acre wildlife sanctuary, a zoo, a model United Nations with simultaneous translation capability, and field trips to Mexico and Senegal. The student-teacher ratio was 12 or 13 to 1, the lowest of any major school district in the country.
The results were dismal. Test scores did not rise; the black-white gap did not diminish; and there was less, not greater, integration.
The Kansas City experiment suggests that, indeed, educational problems can’t be solved by throwing money at them, that the structural problems of our current educational system are far more important than a lack of material resources, and that the focus on desegregation diverted attention from the real problem, low achievement.

HR in public schools fails students

Chris Rickert:

The simplest of conversations, the most important of facts. And yet nearly six years after those images were discovered by the Madison School District, Nelson was a superintendent and had to be caught allegedly trying to solicit sex from what he thought was a 15-year-old boy online before the bizzaro world of public school human resources stood up and took notice.
I am assuming (safely, I really, really hope) that had my imagined exchange occurred, Nelson’s public schools career would have been over. There also does not appear to have been anything contractually or legally to prevent it from occurring.
Madison human resources director Bob Nadler said Nelson had an oral agreement — “not a contract” — under which, in exchange for Nelson’s resignation, the district would disclose nothing more than his dates of employment, position and salary.
These kinds of agreements happened with some frequency, according to Art Rainwater, the superintendent in Madison at the time Nelson was nabbed for porn. As to the exact circumstances surrounding how Nelson was lucky enough to get one and who it was with, well, “I honestly don’t remember,” Rainwater told me.
Not only could Madison have dropped the dime on its very own pervert; state law provides some liability protection for doing so. Employers who act in “good faith” when providing a reference are protected unless they knowingly lie or provide a reference maliciously or violate the state’s blacklisting statute, according to Marquette University Law School Associate Professor Paul Secunda.

Rickert deserves props for contacting former Madison Superintendent Art Rainwater (who now is employed – along with others from the Madison School District – at the UW-Madison School of Education) on this matter.

Madison School District School Safety Recommendations and Tactical Site Assessments

The Madison Metropolitan School District has the responsibility to provide a safe and secure learning environment for students and staff. To this end, the district periodically conducts assessments of its facilities and reviews its operating practices to ensure that all that can be done is being done to ensure the safety of our schools.
Background
Following a school shooting in the Weston School District in Cazenovia, Wisconsin in 2006, Superintendent Art Rainwater issued security reminders that included the following:

  • Ensure that building security and door locking procedures are followed.
  • Ensure that all non-employees in a building are identified and registered in the office.
  • Ensure that communication systems, radios and PA’s are functioning.
  • Have employees visibly display their MMSD identification badges.
  • Be aware of the school’s security plan and of their role in security procedures.
  • Communicate with and listen to students.
  • Remind students that they should always communicate with staff and share information regarding any threats to the school or to other persons.
  • Ensure that the school’s crisis team is in place.

Madison School District Draft Superintendent Evaluation Documents

Attached is the final draft of the Superintendent evaluation document to be used for the summative or end -of-year evaluation to be voted on at the November 29 meeting. The document has two parts. The first part is the Superintendent of Schools Performance Expectations Standards Assessment, a rubric based on the following:

  1. The Superintendent Position Description, adopted Sept. 21, 2009; and
  2. Feedback from the formative (mid-year) evaluation for the Superintendent, July 2010

The second part of the evaluation involves feedback on the following elements:

  1. The Superintendent goals, approved December 15, 2009;
  2. Two elements from the additional evaluation framework identified by Mr. Howard: Diversity and Inclusion and Safety.

From the original draft sent to the Operational Support Committee on November 8, these are element numbers 3 and 4. In addition to approving a final version of the evaluation plan, the Board needs to discuss the date for evaluations to be submitted for compilation to the Board president and dates for a closed session meeting(s) to discuss the results. To complete the process by February, January 3, 2011 is the recommended date for submittal. January 10, 24, and 31 are possible meeting dates. During this period Board members also need to provide input on the Superintendent’s goals for 2011.

Madison School Board to Discuss the Superintendent’s Proposed Administrative Reorganization Monday Evening

I spoke with the Superintendent Friday regarding the proposed reorganization. The conversation occurred subsequent to an email I sent to the School Board regarding Administrative cost growth and the proposed reduction in Superintendent direct reports.
I inquired about the reduction in direct reports, the addition of a Chief Learning Officer, or Deputy Superintendent and the apparent increased costs of this change. Mr. Nerad said that he would email updated budget numbers Monday (he said Friday that there would be cost savings). With respect to the change in direct reports, he said that the District surveyed other large Wisconsin Schools and found that those Superintendents typically had 6 to 8, maybe 9 direct reports. He also reminded me that the District formerly had a Deputy Superintendent. Art Rainwater served in that position prior to his boss, Cheryl Wilhoyte’s demise. He discussed a number of reasons for the proposed changes, largely to eliminate management silos and support the District’s strategic plan. He also referenced a proposed reduction in Teaching & Learning staff.
I mentioned Administrative costs vis a vis the current financial climate.
I will post the budget numbers and any related information upon receipt.
Finally, I ran into a wonderful MMSD teacher this weekend. I mentioned my recent conversation with the Superintendent. This teacher asked if I “set him straight” on the “dumbing down of the Madison School District”?
That’s a good question. This teacher believes that we should be learning from Geoffrey Canada’s efforts with respect to the achievement gap, particularly his high expectations. Much more on the Harlem Children’s Zone here.

Covington’s bold Kansas City school-closing plan

Congratulations to Kansas City School District Superintendent John Covington.
He’s just take the courageous and correct step of saying the district needs to shutter more than two dozen schools in the ever-shrinking district.
From 74,000 students about 40 years ago to 17,000 now, the district has no reason to continue to operate so many buildings at less than 50 percent capacity.
Covington, however, also must get rid of a proportionate number of administrators at the downtown office building, which has been bloated with staff for many years.
If more than 200 teachers are going to receive pink slips in closed buildings, the downtown administrators should share in the pain.

The student-teacher ratio was 12 or 13 to 1, the lowest of any major school district in the country.

The results were dismal. Test scores did not rise; the black-white gap did not diminish; and there was less, not greater, integration.

The Kansas City experiment suggests that, indeed, educational problems can’t be solved by throwing money at them, that the structural problems of our current educational system are far more important than a lack of material resources, and that the focus on desegregation diverted attention from the real problem, low achievement.

Covington calls for closing up to 31 schools

Kansas City Superintendent John Covington this afternoon unveiled his sweeping plan to close half of the district’s schools, redistribute grade levels and sell the downtown central office.
Covington presented his proposal to the school board in advance of a series of forums next week where the community will get to weigh in on what would be the largest swath of closures in district history, as well as a major reorganization.
“Folks, it’s going to hurt,” Covington told an overflow audience. “It’s going to be painful, but if we work together, we’re going to get through it.”
Covington wants to be able to complete the public debate and present a final plan for a vote by the board at its Feb. 24 meeting.
The board and the community have a lot to digest over the next 10 days.
The proposal calls for:
•29 to 31 of the district’s 60 schools would close, including Westport High and Central Middle.

Wisconsin risks stumbling in ‘Race to Top’

University of Wisconsin School of Education Dean Julie Underwood:

President Barack Obama spoke at Wright Middle School in Madison last month and urged our nation to make improving K-12 education a national priority.
The president underscored the critical link between improving education and our nation’s future economy. He called for our schools to push all students to achieve at higher levels.
The president also spoke about our need to raise the bar for student achievement and to close existing achievement gaps. He is offering the states $4.35 billion in competitive “Race to the Top” grants to try to spur improvement.
His call for reform comes at a critical time for our schools. Our graduates face an increasingly competitive world. The future of our state rests on our ability to prepare our students with the knowledge and skills necessary to succeed.
In recent years, however, the real struggle in Wisconsin has been in maintaining the quality public school system created by previous generations. Our public schools operate under a financial system that chokes reform and chips away at quality.

Underwood’s School of Education has a close relationship with the Madison School District via grants and other interactions. Former Madison Superintendent Art Rainwater now works for the School along with former Administrator Jack Jorgenson. Underwood attended the 2008 Madison Superintendent candidate public appearances.

The Madison School District = General Motors?

Last Wednesday, Ripon Superintendent Richard Zimman spoke to the Madison Rotary Club on “What Wisconsin’s Public Education Model Needs to Learn from General Motors Before it is too late.” 7MB mp3 audio (the audio quality is not great, but you can hear the talk if you turn up the volume!).
Zimman’s talk ranged far and wide. He discussed Wisconsin’s K-12 funding formula (it is important to remember that school spending increases annually (from 1987 to 2005, spending grew by 5.10% annually in Wisconsin and 5.25% in the Madison School District), though perhaps not in areas some would prefer.
“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).
Zimman noted that the most recent State of Wisconsin Budget removed the requirement that arbitrators take into consideration revenue limits (a district’s financial condition @17:30) when considering a District’s ability to afford union negotiated compensation packages. The budget also added the amount of teacher preparation time to the list of items that must be negotiated….. “we need to breakthrough the concept that public schools are an expense, not an investment” and at the same time, we must stop looking at schools as a place for adults to work and start treating schools as a place for children to learn.”
In light of this talk, It has been fascinating to watch (and participate in) the intersection of:

Several years ago, former Madison Superintendent Art Rainwater remarked that “sometimes I think we have 25,000 school districts, one for each child”.
I found Monday evening’s school board meeting interesting, and perhaps indicative of the issues Zimman noted recently. Our public schools have an always challenging task of trying to support the growing range of wants, needs and desires for our 24,180 students, staff members, teachers, administrators, taxpayers and parents. Monday’s topics included:

I’ve not mentioned the potential addition of 4K, high school redesign or other topics that bubble up from time to time.
In my layperson’s view, taking Zimman’s talk to heart, our public schools should dramatically shrink their primary goals and focus on only the most essential topics (student achievement?). In Madison’s case, get out of the curriculum creation business and embrace online learning opportunities for those students who can excel in that space while devoting staff to the kids who need them most. I would also like to see more opportunities for our students at MATC, the UW, Edgewood College and other nearby institutions. Bellevue (WA) College has a “running start” program for the local high school.

Richard Zimman closed his talk with these words (@27 minutes): “Simply throwing more money at schools to continue as they are now is not the answer. We cannot afford more of the same with just a bigger price tag”.
General Motors as formerly constituted is dead. What remains is a much smaller organization beholden to Washington. We’ll see how that plays out. The Madison School District enjoys significant financial, community and parental assets. I hope the Administration does just a few things well.

A few notes from Wednesday evening’s meeting:

  • A participant asked why the report focused on Middle Schools. The impetus behind the effort was the ongoing controversy over the Madison School District’s use of Connected Math.
  • Madison’s math coordinator, Brian Sniff, mentioned that the District sought a “neutral group, people not very vocal one end or the other”. Terry Millar, while not officially part of the task force, has been very involved in the District’s use of reform math programs (Connected Math) for a number of years and was present at the meeting. The 2003, $200,000 SCALE (System-Wide Change for All Learners and Educators” (Award # EHR-0227016 (Clusty Search), CFDA # 47.076 (Clusty Search)), from the National Science Foundation) agreement between the UW School of Education (Wisconsin Center for Education Research) names Terry as the principal investigator [340K PDF]. The SCALE project has continued each year, since 2003. Interestingly, the 2008 SCALE agreement ([315K PDF] page 6) references the controversial “standards based report cards” as a deliverable by June, 2008, small learning communities (page 3) and “Science Standards Based Differentiated Assessments for Connected Math” (page 6). The document also references a budget increase to $812,336. (additional SCALE agreements, subsequent to 2003: two, three, four)
  • Task force member Dr. Mitchell Nathan is Director of AWAKEN [1.1MB PDF]:

    Agreement for Releasing Data and Conducting Research for
    AWAKEN Project in Madison Metropolitan School District
    The Aligning Educational Experiences with Ways of Knowing Engineering (AWAKEN) Project (NSF giant #EEC-0648267 (Clusty search)) aims to contribute to the long-term goal of fostering a larger, more diverse and more able pool of engineers in the United States. We propose to do so by looking at engineering education as a system or continuous developmental experience from secondary education through professional practice….
    In collaboration with the Madison Metropolitan School District (MMSD), AWAKEN researchers from the Wisconsin Center for Educational Research (WCER) will study and report on science, mathematics, and Career and Technical Education (specifically Project Lead The Way) curricula in the district.

  • Task force member David Griffeath, a UW-Madison math professor provided $6,000 worth of consulting services to the District.
  • Former Madison Superintendent Art Rainwater is now working in the UW-Madison School of Education. He appointed (and the board approved) the members of the Math Task Force.

Madison School Board Vice President Lucy Mathiak recently said that the “conversation about math is far from over”. It will be interesting to see how this plays out.
I am particularly interested in what the ties between the UW-Madison School of Education and the Madison School District mean for the upcoming “Strategic Planning Process” [49K PDF]. The presence of the term “standards based report cards” and “small learning communities” within one of the SCALE agreements makes me wonder who is actually driving the District. In other words, are the grants driving decision making?
